Leakey Regional Wastewater Project Groundbreaking The Nueces River Authority hosted the Groundbreaking Ceremony for the Leakey Regional Wastewater Project on Saturday April 23, 2016 at the alternate location of the Leakey ISD school campus. Due to weather conditions the event was moved from the site location. Executive Director Con Mims welcomed everyone and introduced the representatives present. Kathleen Jackson, Director, Texas Water Development Board, Jesse Pendley, For City Mayor, Judge Garry Merritt, Real County Judge, Charlie Reagor, LISD Board President, Area Director Joe De Ochoa, USDA-Rural Development, Scott Bledsoe, President, Nueces River Authority Board of Directors. Mims expressed gratitude to each of the entities for the roll they played in the lengthly project. In addition to the City of Leakey, this project has two other wholesale customers – Twin Forks Water Supply Corporation and Alto Frio Baptist Encampment. Clyde Nolan is President of the Twin Forks WSC and Tim Hughes is the Administrator of Alto Frio. Mims described the project in detail “About 20 years ago, the Frio River in the vicinity of Leakey was nominated by the U. S. Fish and Wildlife Service and the Texas Commission on Environmental Quality as a pristine river because of its excellent water quality. By 2006, water quality had degraded and this reach of the river was placed on

the state’s list of impaired waters. In 2008, the Texas Department of State Health Services determined that a public health and safety problem existed due to a lack of adequate wastewater service within the City of Leakey and nine surrounding areas, all of which are served by private septic tanks. In May of that year, water sampling of private wells in the Leakey area revealed that over one-third of those sampled were contaminated by bacteria, most likely from

septic tanks. Site surveys documented non-functioning septic tanks that were discharging into surface waters. The threat to the quality of the Frio River has both environmental and economic consequences. The river is heavily used for recreation. Garner State Park is located about 10 miles downstream from Leakey and a large amount of Leakey’s economy is based on river related tourism. If recreational use of the river was to be restricted

in this region, the negative economic impact on the local economy would be substantial. In 2003, the Leakey City Council and the Real County Commissioners Court requested the Nueces River Authority’s (NRA) participation in addressing this problem. NRA was created by the Texas Legislature 81 years ago to preserve and develop the state’s water resources within all or parts of 22 counties in South Texas. continued page 3

REAL COUNTY DISTRICT COURT RESULTS

Sofia Rodriguez from Leakey won the Regional Singles Tennis Tournament April 18th & 19th in Round Rock. Rodriguez didn’t lose a set in her four matches including a 6-4 , 6-3 win over last year’s state qualifier Regina Houser from Bynum. That semi final win propelled Sofia into the finals for a rematch against our district champion, Bailey Wimberley from Knippa. Rodriguez prevailed 6-2 , 6-4. Next up is the State Tournament in College Station May 16th & 17th. Last year Sofia teamed up with her brother, Lorenzo, to win the state championship in mixed doubles. This year she has worked very hard to make the transition to singles. Good luck at State Sofia!

UVALDE CHAPTER, DAUGHTERS OF THE AMERICAN REVOLUTION, RECEIVES AWARD by Karen Collins

The Uvalde de las Encinas Chapter of the National Society of the Daughters of the American Revolution was named the State Winner for Commemorative Events among 201 DAR chapters by the Texas Society of the Daughters of the American Revolution. The chapter presented two commemorative events during 2015. The events were presented during the month of July at El Progreso Library and on November 11 at the Uvalde County Fairplex. Both events consisted of the Uvalde de las Encinas Chapter Vietnam War 50th Anniversary Display which included the list of area Vietnam War Era Veterans. The July event also featured three restored armored Vietnam War Era jeeps which

The November 11th event featured the presentation of the official Vietnam War Flag to the assembly as well as presenting certificates to the Vietnam War Veterans. The Flag was sent to the chapter as a Commemorative Partner and is not presently for sale. The Chapter Regent and Chaplain were also on the program. Region IV, Conference A - UIL Academic Meet Results by: Kathy Hicks, HS UIL Academic Coordinator

On Friday, April 22, 2016 the Nueces Canyon High School UIL Academic Team traveled to Brenham, Texas to compete at the Region IV UIL Academic Meet. The morning started with the Current Issues and Events Team consisting of Nick Delarosa, Jordan Phillips and Micah Vernor earning 5th place team. Poetry and Prose Interpretation was next in the lineup where Emily Carnes, Cristian Franco, Nataliah Deleon and Gabby Irwin competed. Emily Carnes earned 2nd place in Poetry and will be competing in the State Uil Poetry Interpretation Competition on May 23rd. Gabby Irwin earned 4th place in Prose and will be going to the State Uil Prose Competition in Austin as the Region

IV Prose Alternate. The Journalism events were held mid-morning where Tyanna Schexnider, Emily Carnes and Nick Delarosa competed. Emily Carnes earned 4th place in News Writing and she will travel to the State UIL Competition as the Region IV News Writing Alternate. Amanda White competed in Literary Criticism and Joana Valenzuela represented Nueces Canyon in Spelling. The Social Studies Team consisting of Nick Delarosa, Kaity Johnson, Ethan Tinsley and Micah Vernor competed Friday afternoon and earned 3rd place Social Studies Team. Nick Delarosa earned 5th place individually in Social Studies. Once again, the Nueces Canyon High School UIL Academic team conducted themselves with Panther Pride and it was another great day to be a Panther!
