Chapter 41 District and Bond Elections Why are so many Chapter 41 District having Bond Elections? When a school bond election is approved in a community, 100% of the funds generated are expended on the students in that school district. That is not true of other funds that the district receives to spend on the students from the Texas Education Agency. Currently in Leakey ISD approximately $.30 on every dollar of state funding is retained by the Texas Education Agency to spend on low-wealth school districts. In Texas there are 1032 school districts and 354 are classified Chapter 41 like Leakey ISD. When the “Robin Hood” law started there were only 35 “wealthy” districts. The numbers increased as property appraisals went up and formulas were unchanged. To better serve their communities, school boards are giving the community the opportunity to consider a bond election where the funds will only be used for local students. In Texas, school districts can issue bonds for: • The construction of new school facilities, improving current facilities, and all equipment costs related to construction. • The acquisition of property/ sites for school buildings • The purchase of new school buses.

Early voting on the Leakey ISD School Bond Election is now being held at the Methodist Church Annex to approve $6,795,000 to benefit Leakey ISD students. The bond issue includes 12 classrooms with furniture, 2 state-of-the-art equipped science labs, 1 computer lab, 1 competition gym, 1 cafetorium, renovation of the current cafeteria, covered walkway for elementary students from the parent drop-off area, and two new school buses. The renovation of the current cafeteria will be either 4 classrooms and a teacher workroom or 2 classrooms, band hall, and teacher workroom. The additional classroom space will support the ability of the district to start a PK program in the near future. The bond issue also includes funds for portable classrooms for grade 6-12 students to use during the construction phase of the project because the building site calls for removal of five non-historic, small buildings built in the 1960’s and 1970’s. If the bond election is approved on May 10, the project is slated for completion for the 2015-2016 school year. The Leakey Ex-Students Association is proud to present their first “Where Are They Now?” photo of former Real County Judge W.B. “Sonny” Sansom, Jr. Sonny was a 1958 graduate of Leakey ISD. He held the position of Real County Judge for 12 years. Sonny is now retired and ranching in the Leakey area. In September of 1944, Ben Harp of Uvalde found himself in the Army Air Corps, in the middle of the Mojave Desert. “It was hot there,” in Inyokern, California, was what he recalled. At the onset of World War II, the Department of the Navy located a new warfare center at Inyokern and the base was later moved to nearby Ridgecrest. It is currently the home of the Naval Air Weapons Station China Lake. This is now the Navy’s largest single land holding, which does most of the weapons and armaments research development, acquisition, testing and evaluation. While there, young Ben worked on planes in an assembly line, was a member of the gas crew, and for entertainment, hunted coyotes. In April 1946, he returned to Uvalde and attended Southwest Texas Junior College for a year and a half. He landed a job at the Uvalde Coca Cola plant on South Getty in the office, checking the trucks. Later he got a truck route, it paid a little better, he explained. “It put groceries on the table,” he said. He retired from Coca Cola in January 1987.

Nueces Canyon FFA Goes to State

The Nueces Canyon FFA Dairy Cattle team went to state competition at Stephenville to compete this past week. The boys went and represented Nueces Canyon and area seven very well. They were competing against the best teams Texas has to offer and held their own. The team consists of Cres Falcon, Preston Watters, Nathanial Shearer, and Garrett Howton. Not bad for a bunch of kids who do not get to see a live dairy cow except at competition. They have been working very hard for the past four months showing up in the mornings before school preparing for this competition. The competition is much more than just judging and placing cows the boys have to take written test determining their knowledge

of all aspects of the dairy industry. They also have to read a pedigree to determine the best sire and dam combination to get the most productive cows. Then the guys have to use the fifteen traits of a dairy cow to determine the Linear evaluation and score two different cows not to mention the 6 placing classes they have to judge. The students are given ten minutes for each of these steps so you can imagine the stress they are under. That being said I am very proud of these guys for their accomplishments and expect to see them at state next year in the top ten. LEAKEY ISD TRUSTEE JOEL PIGG SEEKS TO RETAIN POSITION ON BOARD by Julie Becker

Joel Piggis running for a position on the Leakey ISD Board of Trustees. He has served in this capacity for the previous 3 years. “I have done my best to attend every meeting and represent the public that entrusted me by electing me to this position. I am running for a position on the Board of Trustees to help all students in the District, I do not have a personal agenda and will strive to keep the best interests of all students and faculty members near and dear to my heart and allow this to guide me in the decision making process.” said Pigg. Pigg said he is actively involved in many events that

take place on the Leakey ISD Campus with his wife Jennifer (the Leakey ISD 5th Grade Teacher) and his son Quinten (a Freshman); you may have seen him at football games (in the Concession Stand or in the Press Box) at volleyball and basketball games (keeping the clock) or at the Fall Festival (assisting with the Silent Auction) and at many other school related activities. Pigg said he is supporting the School Bond Referendum that is also on the ballot; “I too will have my property taxes increase (I am a homeowner continued page 2
