At the close of the program, members discussed a potential project while they joined together for lunch. The project suggestion is a Chapter Trunk filled with historic items that can be used in area schools to tell the story of the Republic of Texas and the contributions of the men and women living in the Republic. The Governor, the Ranger and the Bootlegger It is somewhat unusual to find a connection between a governor, a Texas Ranger and a bootlegger but this story is a case of the unusual and it happened right here in the Frio Canyon. First I will introduce you to the governor. On April 23, 1923 in Uvalde, Texas the only child of Dolph Briscoe, Sr. and his wife Georgie was born. The baby boy, named Dolph Briscoe, Jr. would eventually grow up to serve as a Governor of the State of Texas. As a youngster, he and his family visited Governor Ross Sterling and from that time when he got to sleep in the same bed as Sam Houston, he had an itch to get back to the governor’s mansion. Briscoe graduated from Uvalde High School as valedictorian and graduated from the University of Texas, served in the US Army and then returned to the family ranching business. Politics called and in 1973, he took the office as Governor of Texas. He did a lot of good things while serving; highway improvements, restoring public confidence, new funding for education but there is one
on April 1, 1966. He and his small family moved into a home in Uvalde, Texas. And in his words, “I knew then I was living my dream.” Two incidences during the career of Joaquin immediately jump out to me because they happened very close to the Frio Canyon. The first incident occurred during the summer of 1969, just outside the gates of Garner State Park. A young man lay sound asleep, or passed out, on the side of Highway 83. Ranger Jackson figured the young man had enjoyed Garner State just a bit too much. He nudged him with his boot until the young man opened his eyes and looked up at the 6”5’ Texas Ranger standing over him. This was the first encounter that Ranger Jackson would have with the young singer from Sabinal but it would not be the last. Jackson realized the kid had talent but it would be only after the goat rustling incident that Jackson and Happy Shahan would take a leap of faith in the singing ability of Johnny Rodriquez. And the rest is history. Another, as Joaquin Jackson stated in his
top of the refrigerator. Each “visitor” would stop by for a spell, visit with Tom, ask about the weather and such. The “visitor” would lay a few bills on the table, get a sack from the top of the refrigerator, and put a six pack in the sack, say goodbye, and leave. Tom would swear that he never sold beer because the “visitor” did not hand him the money. Well, that was his way of looking at it. Texas Ranger, Joaquin Jackson seems to have had a real cat and mouse game with Tom and even writes about Tom in his book, One Ranger Returns. Even though they had many run-ins, Jackson did have good words to say about Tom. “He was a cedar chopper….Men like Bybee make this their business. He always had been a hard worker.” When Tom did not show up for a court date, Ranger Jackson set out to arrest him. He found Tom driving down the street in Leakey and yelled at him to pull over and as he was informing Tom of the two warrants for his arrest, he noticed a sheet of ply board in the back of Tom’s green pick-up. Jackson raised the ply board and found underneath,

Tom Bybee thing that is little talked about but the story is so great. Briscoe received a tip from a television reporter in Houston, by the name of Marvin Zindler. Old Marvin informed Briscoe of a place of ill repute known as The Chicken Ranch in La Grange. Marvin’s advice was to close the place down. Briscoe knew that he had no power over the local sheriff Jim Flournoy and Flournoy did not want to close it down anyway. But under pressure from everyone around, well most everyone, Flournoy said that if the Governor would call that he would act. Governor Briscoe called and The Chicken Ranch was no more. Briscoe and his wife Janey made many parades in his red and white convertible. Eventually the convertible was sold, probably upon his leaving the Governor’s office. That convertible was a sight to behold and its life continued on, just not as a parade vehicle. Several years after the birth of Dolph Briscoe, in a clapboard house near the town of Anton, Texas, another boy entered the world. This boy, who weighed in at 10+ pounds on November 12, 1935, was given the name of Haynie Joaquin Jackson. The son of a farmer, Joaquin decided early on that farming life was not for him. After high school graduation Jackson entered the Public Safety Training Academy in Austin in 1957. Jackson served as a state trooper until receiving his letter of acceptance into the Texas Rangers. He was sworn in

book, One Ranger Returns, involved sort of a local legend around the area. This local had quite a reputation. The roots of this man run deep in America, Texas and eventually the Frio Canyon. To these early settlers, life was hard. They worked from sun up to sundown and learned to “just do” for themselves. George Washington Bybee was born April 20, 1898 in Globe, Arizona. He met and married Alma L. Smith in Llano County, Texas. They eventually ended up in the Frio Canyon and would become the parents of twelve children, one being Thomas Monroe Bybee. Tom was a carpenter, a miner and a cedar chopper. The cedar choppers of the area played an important role in the growth of the Frio Canyon. The cedar that they removed gave room for more grass and the posts were used for fences, greatly improving the land and ranches. In the 1960’s, Tom bought a piece of land and built a rock house and ran a little home business. He sold peaches, pears, kept bees for pollination and honey. Tom took advantage of the fact that Real County was dry. Locals that wanted just a six pack or so had to make an eighty mile round trip to Uvalde to fill their needs. So Tom decided to make things a bit easier for them. Tom, like his pals the Newton boys, did not think that he was breaking the law or doing anything wrong and that was how he justified his little operation, it was just business. He kept a stack of paper bags on
thirty cases of beer. Tom did have a good story. He told Ranger Jackson that he drank twelve cans a day and that the beer was for his own use. The two decided to let the courts figure out the details. Tom got in his pickup and followed Ranger Jackson the forty miles back to Uvalde. Tom never held it against Ranger Jackson; his theory was that Jackson was just doing his job, just like he was doing his. Ranger Jackson stated that Tom would never sell to a drunk or to minors. Jackson went on to say, “He kept to himself, and he minded his own damned business. But by God, he was not a man to mess with.” It didn’t take long for the local law to figure out Tom’s scheme for restocking. They would just observe his car; if it sat lower to the ground they would know the trunk was full. Tom made the next move in the game that he was sure would foil the law. He had recently purchased the parade car of Governor Dolph Briscoe, a big, flashy red convertible. Raymond Taylor, local mechanic, made sure the car’s maintenance was in tiptop shape. At Tom’s request, Raymond installed overload springs on the car. The springs allowed the car to sit level, even when the trunk was loaded down with beer. Tom was delighted to drive right by the law in that eye-catching convertible all the while his trunk was loaded with beer. So there you have the connection between Governor Dolph Briscoe, Texas Ranger Joaquin Jackson and bootlegger Tom Bybee.

Texas Rural Leadership Program Progress Scheduled twice a week for the past six months, a group of volunteers have gathered in both Leakey and Camp Wood to implement a county-wide project to improve the quality of life in Real County. Sponsored by Texas A & M, the Texas Rural Leadership Program (TRLP) has provided the guiding foundations for the
group. The aim of TRLP is to create a participatory process that empowers members of the community to use their talents, skills, and existing assets and resources for the project. “This model focuses on the resources the county already has and how they can be used collectively to meet its needs, rather than focusing on what it needs and
then finding resources to meet that need. I think it’s a much more positive approach,” says Dana Williams of the H. E. Butt Family Foundation. Numbers of volunteers have fluctuated between 30 strong to about 15. Focusing on timeproven leadership skills, the sessions, set to end on February 27, identified and narrowed a list
of nearly ten ideas down to one project that enhances public land around river crossings where the resources exist for the public’s enjoyment and benefit. In its infant stages, the hopes of the members are that the meetings will be a catalyst for an action plan that the community of Real County will be proud of for years to come.

On Wednesday, there will be a Come and Go Ashes Morning Prayer from 9 to 11 a.m. and a brief Ash Wednesday evening service at 6:30 p.m. The youth will meet Sunday evening at 5:30 p.m. in the Fellowship Hall. Proud grand parents, Lucille and Craig Garrett, winter Texans from both Hondo and Michigan, travelled to the East Coast to attend this event. As an Operations Specialist, Rob is responsible for sending out the personnel for problems concerning boaters on Southern Lake Michigan, in layman’s terms, similar to a 911 dispatcher. Congratulations are in order.

Last Friday evening, a crowd descended on the Annex for this year’s Bean and Cornbread All You Can Eat Supper. Fortified with 7 roasters full of pinto beans, the serving continued until right up to closing time. At times, people patiently waited in line for a spot to sit to eat and in some cases, decided to get the meals to go. This was the “best ever” in terms of monies raised. All the proceeds will go toward Franklin Graham’s Christmas Child and the Children’s Ministries, because the children are the future of the church and of the world. On Sunday, one person joined the church and another rededicated his life to Christ.

On Thursday and Friday nights, Evangelist and healer John Wakabi of San Antonio, formerly of Uganda, East Africa, held healing services. He explained the background of the faith surge in Uganda, at one time 10 % Christian and now 97 % Christian. “There the people are hungry for God”, he explained. Some of his quotes were “If you can shout for Super Bowl, you can shout for God” and “Take back America for Jesus”. His music was upbeat and the healings that went on were inspiring. A number of people were healed of their infirmities, in the name of Jesus.

Uvalde, TX, February 9, 2018 – More than 200 students from 17 area schools competed in the First Lego League robotics tournament on Feb. 3 at Southwest Texas Junior College in Uvalde. The theme of the competition was hydrodynamics, with the students competing in a water-related challenge. The challenge asked teams to consider “what might become possible when we understand what happens to our water” and figure out a way to improve the way people find, transport, use or dispose of water. Teams who competed came from all over the region including Bandera, Batesville, Del Rio, Helotes, JBSA Lackland, Kerrville, Laredo, San Antonio and Uvalde. Students in the tournament ranged from fourth to eighth grade. The highlight of the show was the robot games. Students programmed autonomous robots, which were set loose on a course with a series of different objectives to accomplish. “It was great to see all the enthusiasm from the kids, parents, and teachers,” said
Cheryl Sanchez, tournament director. “The competition allowed students to exercise their minds, work as teams and problem solve.” Teams advancing to the regional championship were Predatechs, Harmony School of Innovation; AmazonianBots, San Felipe Memorial Middle School; Alkek
Achievers and Brilliant Bulldogs, Alkek Elementary School; Botjago, Kerrville; Water Warriors, San Felipe Memorial Middle School and the RoboKnights of St. Augustine High School. PHOTO: Referee Luis Fernandez gives instructions to members of the Botjago team from Kerrville

FOR REAL COUNTY JUDGE
T EC
EL
GARY E.
OVERBAY Pol. ad paid for by candidate
On February 20th early voting begins. This is probably my last chance reach all of you. I wasn’t going to mail another letter, but what I need to share with you is too important. We live in a very beautiful County inhabited by wonderful families, and that is the main reason why over the years Real County has been transformed from a Ranching based economy to a Tourist based economy. This affects our lives in a way that raising livestock never has—although livestock is still very important. An increase in visitors coming to Real County puts a strain on the Sheriff’s Department, and it increases the number of responses by the E.M.S. and the Fire Department. This implies that as a healthy community, we must work together to make sure that change is balanced with welcomed improvements for all County residents. On the 8th of February, I attended a “Meet and Greet Meeting” sponsored by the Republican Party. Unfortunately, I was fighting pneumonia during the previous few weeks and wasn’t at my best, energetically. As I listened to the candidates, they all seemed to talk about how long they have lived here, to whom they married, and how educated they are. It is important for you to know that I don’t have a personal agenda for our County —and that I am not indebted to any one person, or business—and that I respect all faiths. In order for Real County and our Cities to operate successfully and
HOUSTON, Texas (KTRK) -- The Northwest Mall has been announced as the ‘preferred location’ for the Texas Bullet Train’s Houston station site. Northwest Mall closed most stores in March 2017. The high-speed passenger train promises a 90-minute ride between Houston and Dallas with a stop in the Brazos Valley to serve the College Station area. GALVESTON, Texas- With the threat of storms slowly fading as the day moved on, partygoers made their way to Galveston for Mardi Gras. It was a party that rain couldn’t stop. Hundreds showed up to watch the Knights of Momus Grand Night Parade. One Hundred years of the Galveston celebration this year! CYPRESS, Texas - A woman and a boy are dead from possible exposure to carbon monoxide at a home in northwest Harris County, authorities say. Deputies were called to the home in the 13400 block of Columbia Key around 10:35 a.m. Saturday after a man said he had been trying to reach the woman there because he had not heard from her in a few hours. The man said he found a vehicle running in the garage. Harris County Precinct 4 deputy constables went into
efficiently, they must have a sound plan for growth and improvements, and that plan needs wide- spread input and support from all our residents. This will happen when you elect your County Representative from your precinct, and that person is someone who best represents what you believe our County should be. My duty as Judge is not to be the boss, my duty is to be a leader of a cohesive team that will work for the betterment of Real County. It will be my responsibility to encourage and inspire our County representatives to work together as a team so that Real County can continue its progress to become the outstanding County you want it to be. Your input is vital for this to take place. I believe that when people work together there is nothing that we cannot accomplish, especially if we do things with a sense of Honor, Integrity, Morality— and fulfill our duties to the best of our God-Given abilities. I believe that when we put our egos aside, don’t worry about who gets the credit, and cooperate for the improvement of Real County great things will be achieved. I believe that those of you who know me, know that my heart is in the right place. For those of you who do not know me, I pray that you give me the opportunity to prove it. Gary

SPARTA, Tennessee -- A Tennessee sheriff’s comment that he would rather have deputies shoot a fleeing suspect than damage patrol cars has fueled a lawsuit claiming officers used excessive force in a deadly highway shooting. News outlets report White County Sheriff Oddie Shoupe made the comment after a chase last April ended with deputies fatally shooting Michael Dial after he failed to stop. A report by WTVF-TV plays the body-camera recording in which Shoupe says his deputies told him they were ramming Dial. “I said, ‘Don’t ram him. Shoot him.” At another point, the sheriff says, “Ain’t gonna tear my cars up.” Dial’s wife, Robyn, is suing Shoupe, White County, Reserve Deputy Adam West and Sparta police Officer Charlie Simms. According to WTVF, West and Simms fired the shots at Dial. WTVF says Shoupe declined comment.

The Masons of Leakey Lodge 622 AF & AM, a few of their wives and support from the Order of Eastern Star donated their time and energy on Saturday February 10, to pick up trash along a 2 mile stretch of highway 83. The crew gathered 30 bags of trash and assorted boards, a road sign and metal that was too big for the bags. Just in time for Valentines Day and another noteworthy effort to clean the highway to the county line. For several years, the Leakey Lodge 622 of Masons have volunteered their time once a calendar quarter to clean a 2 mile stretch of Hwy 83 just south of Leakey under TxDot’s Adopt a Highway program. Our efforts are but one of our continued commitments to the Leakey community. LEAKEY LIONS CLUB SERVES AGAIN “Where there’s a need, we serve.” Word meanings run deep in this Lions Club International slogan. The Leakey Lions Club is no exception to serving the needs of the community. Trivia: Did you know the 1948 Leakey Lions Club was instrumental in obtaining a water system for the town? And now 70 years later, this small club still serves the community with large contributions. One of the latest contributions that members and their partners in service (spouses who pitch in but are not members) is to screen the vision and hearing capabilities of students. Texas Department of Health requires all PK, K, 1, 3,5 and 7 graders to undergo the screening during the fall of each year. Discovering potential senses’ challenges before they interfere with learning is essential for students to not only be able to compete but also to approach life with self-confidence. Certified state screeners and
their assistants from Leakey screened students from 4 school districts by traveling beyond the city of Leakey to serve those in need. Over 500 students attending Leakey ISD, Nueces Canyon ISD, Rocksprings ISD and Medina ISD were screened. Those in need were referred to the school’s health professional. In turn, the school personnel are required to inform the student’s parents or legal guardians. Those who are in need of eye exams and cannot afford the exam and glasses can contact their school health professional as well. This procedure allows contact with the Lions Club whose mission is to “… make vision care more equitable and sustainable.” Any adult who would like to learn more about Lions Club and its satisfaction in being a member, contact membership chairman, Lion Fred McNiel, leave a private message on Leakey Lions Facebook page or search for www.lionsclub.org.

JUST FOR GRINS
by John Kerr, Director of Foundation Camps jkerr@hebuttcamp.org
Shreddin’ the Gnar! Guess what? I got a fever folks, and the only prescription is more Olympics! Yep, the bug has bitten me bad. Something strange happens to me every four years. Somehow, I am implanted with a super natural power as an expert judge and critic of all Olympic sports. For the next couple of weeks, I will possess total cognitive knowledge on figure skating, downhill skiing, ice hockey, the luge, speed skating, ski jumping, and snowboarding! The strange part is that I’ve spent the last 53 years here in Texas, and we aren’t exactly the center of the winter sports universe. I know all the lingo too, and therefore I am offering this primer to my readers on typical snowboarding slang to help you translate the conversations that you see on TV. For example, if a snowboarder says, “I was feeling pretty squirrelly takin’ off on the 45-foot booter, but I was still able to stomp my backside double cork 900 with some crunchy steerz,” you will know that this just meant that he landed a good jump. If he had done bad on the jump he simply would have said, “Yard sale brah,” because in the world of snowboarding, a yard sale is a particularly bad wipe out that causes your goggles, beanie, gloves, and helmet to go flying from your body and lay strewn out all over the snow looking like a poorly organized yard sale. Still too complicated? OK, let’s try some shorter translations; “Shreddin’ the gnar” means we are going snowboarding. “Sick” “Rad” “Crunchy” means all mean good. If you want really good use all of them “Stomp” means good landing “Shred” means going downhill
“Pow” means powder- as in, “We’re goin’ to shred the fresh pow!” Anyway, practice with these terms around the house, but don’t try them out in public until you have mastered the correct usage, tone, and dialect. I tried a sentence out on my nine-year-old the other day, but by the look on his face, it was obvious he didn’t understand me. Gideon: “Hey dad, what are you doing?” Dad: “Just stomped the couch with my Lipton brah, and watchin’ some crunchy rad Americans shreddn’ the gnar!” The one sport that I’m still trying to figure out is curling. Basically, it looks sort of like a big game of shuffleboard on ice. One person slides a big doughnut made of granite with a handle on it, while the other frantically sweeps the ice with a bathroom brush. The one who slides the stone is often a woman and she yells a lot at the guy doing the scrubbing which is why he’s so hyper and jittery. Sort of reminds me of home during spring cleaning! The one thing I can’t figure out, though, is why he has to scrub the ice every time even though it gets scrubbed 75 times a game? I Googled it, and found that they are scrubbing tiny imperfections on the ice to keep the stone on a straight track. That’s weird- you’d think that if we can send a robot to drive around on Mars and send pictures back to Earth, we could figure out how to make smoother ice. Oh well, I’ll quit writing here, and go back to the couch and watch some dudes shred the gnar. You can come and watch too if you want. It’ll be totally sick!

Dub’s Corner Listen up men! I have come to learn, finally, that marriage is a two-way street, involving a lot of give and take. Now, if you’re talking to a woman, she’ll probably say that women do all the giving and men do all the taking. I won’t argue that point because Kathy is always giving me advice, you know, things like how to drive. I take it. Furthermore, I don’t know how I ever ran a business without her, because I am enlightened daily about things I do wrong, then given advice on how to improve the situation. A prime example of her giving and me taking. Sometimes I am known to get a little loud and rowdy when I’m having fun with friends. She gives me “the look” which is her advice to me to cool it. Most times I take it and comply, but there have been times when I was not able. When that happens, she gives me a lecture the next morning whereupon I learn the error of my ways. I take it too! She has given so many lessons on so many things that I never thought I’d need to know since we’ve been married. Important things, like how to make a bed, how to wash the dishes, fold towels, sweep the back patio, feed the dogs, etc. Now I consider all these things to be women’s work, but to maintain peace and harmony, I take her good and wholesome instruction with a smile. Are you beginning to see how easy going I am? I continue to learn from Kathy. For example, last week, she

had knee replacement surgery. The surgical procedure is relatively simple these days, but it requires that the patient be anesthetized, and that is never worry free. I’ve had the same procedure myself and I know firsthand about the pain you must go through following surgery. Sitting in the waiting room, the thought crossed my mind that lives have been lost during anesthesia. It was then that I realized how much I relied on my sweet Kathy for everything, and how empty my life would be without her. The thought simply petrified me. I did my best to keep a straight face because I was not by myself, the room was full of others that were there for her too. When Dr. Mitchell came out to tell us that the surgery was a success and that she was just fine, I couldn’t keep the tears of relief from running down my face. I learned something that day that I really knew all along, and that is how much I love my wife, and how life would just not be worth living without her. I hope that she will take this as my VALENTINE to her. Happy Valentine’s day sweetheart, I love you! Dub

Prepare cake mix as directed on package. Remove 1 1/2 cups of the batter to medium bowl. Stir in 1 tablespoon of the raspberry flavor and red food color. Pour into greased 8inch square baking pan. Reserve remaining batter. Bake 12 minutes or until toothpick inserted into center comes out clean. Cool on wire rack. Cut out 12 heart shapes with 1-inch heart-shaped cookie cutter. Set aside. Stir vanilla into reserved batter. Pour 1/2 off the batter evenly into 12 paperlined muffin cups. Press 1 cake heart vertically into center of each muffin cup. Pour remaining batter over top. Bake 15 to 18 minutes or until top of cupcake is set. Cool cupcakes on wire rack. Meanwhile, beat butter and remaining 2 teaspoons raspberry flavor in large bowl until light and fluffy.
