lines that have to be moved in order to make way for the storm drains has cost the city tremendously. Along with the water lines, the City of Leakey is also in partnership with the Nueces River Authority in constructing Leakey’s first Waste Water Treatment System. Though the storm drain construction has nothing to do with the WWTS, placement of the sewer lines has been coordinated with all three entities. (City of Leakey, Tx DOT and NRA) Final Design plans for the WWTS were submitted to the Texas Water Development Board on May 26, 2015. Relocated manholes and deepened sewer lines have been adjusted to reroute around the upcoming TxDot construction. Construction has begun so please be aware and patient.
REAL COUNTY COMMISSIONERS VOTE TO HIRE FOURTH DEPUTY by Julie Becker
The Real County Commissioners voted unanimously at Monday’s meeting to hire a fourth deputy for Real County. Real County Sheriff Bruce Carr made a presentation to the Commissioners stating the cost for the remaining fiscal year would be approximately $10,000 and then the position would be fully funded on next years budget. Earlier this year Commissioners voted to eliminate the Constable position in Precinct 3&4 and following the term expiration of the current Justice of the Peace of Precinct 3&4 the position would also be eliminated. This will mean Real County will have one Justice of the Peace and one Constable. Commissioners voiced concerns during the meeting to eliminate the positions but were assured the
addition of a fourth deputy would cover the duties of the eliminated Constable position. In further business Commissioners approved several vacate and replats, including a vacate and replat of Lot 93 of Frio River Ranches No. 2, which will include proposed city water meters. Commissioners approved application to the 2015 Texas Community Development Block Grant Community Enhancement Fund Opportunity. Application deadline is August 6, 2015. The grant total is $350,000 and will be awarded to ten counties in the state. Grant administrator, Debbie Esser, advised the court the application must be for a new project in five categories. Water News and River Flows River flows were taken on the Frio River and Nueces River on June 5th with all flows still above average levels; the rainfall total at the RECRD Office in Camp Wood was 14.6” for the month of May and this brings the rainfall total for 2015 to 24.9” in Camp Wood. Overall, the flows are some of the highest I have recorded in my four years with the District. Rainfall total since the last flow measurement is 6.9” at the District Office and the last rainfall event was on Friday, May 29th. As of the writing of this article forecasts call for additional rainfall over the next weekend. I hope we get a little rain from this weather system, it would be nice to start getting a little rain every 10 to 14 days. The crossings are still flowing at higher levels than normal and as I drive across the District I still see water trickling out of the hillsides and flowing in creek beds that are
Howard Webster Cole was born in 1922, the only child of Maxwell and Millie Johnson Cole, near Mission, Texas. He graduated from Edinburg Junior College. He began flying lessons in McAllen with Walter S. “Pop” Fullwood who was a friend with famous pilots of that era including such notables as Amelia Earhart, Charles Lindberg, and Wiley Post. Howard completed his Civilian Pilot Training at Kingsville, Texas and then volunteered for the Army Air Corps, hoping to become a military pilot. His vision however did not meet pilot standards so he was sent to navigator school and was eventually trained at the Hondo Air Base. Based in England, he flew 30 missions over Germany in B-24 Bombers. At one time he flew as Lead Navigator with famous actor Jimmy Stewart as pilot. He flew night flights

Real County Judge, Garry Merritt presented a Disaster Summary Outline for damage to Real County public works, property, roads and bridges caused by torrential rain and flooding. Merritt advised Commissioners a letter requesting Real County be added to the Disaster Declaration for the state has been sent to the Governor. A little reminder as you go out swimming and floating while levels are still higher than normal: “STAY AWAY FROM THE INFLOW END OF THE CULVERTS, THEY ARE DANGEROUS AND SMALL PETS AND CHILDREN COULD GET SUCKED INTO THE PIPE. ADULTS CAN ALSO GET SUCKED INTO THE PIPES; SOME OF THE CULVERTS ARE LARGE OPENINGS AND AN ADULT CAN GET SUCKED INTO THE HOLE.” Do not let kids go through the culverts, it looks like great fun but you never know what may be stuck in the culvert or if there is a hole in the pipe with a jagged edge that may cause severe cuts or scrapes. There could also be things swimming or living in the culverts that you may not see. Culverts are very dangerous and not a place to play.

The beginning stages of the Highway 83 construction project have begun. “Allen Keller, our contractor, will most likely start working on the storm drains in May, but major construction would not begin until the fall of this year.” said Karen A. Threlkeld, Public Information Officer, San Angelo District, Texas Department of Transportation. Over the last year we have discussed, published photographs and design plans of the upcoming construction to make the citizens of Leakey aware of the massive undertaking of having (3) three (count them three!) construction projects at one time. The City of Leakey has been replacing water lines for over a year now in preparation of the highway construction. Mayor Schneemann said the massive amount of water

over Norway from Scotland, an extra 14 missions, which was in support of the Norwegian Underground. King Haaken of Norway, then in exile in Scotland, awarded Howard and the crew with medals for their services. Following World War II, Howard began life anew, visiting family in Mission, and then on the G I Bill, enrolled at Texas A & I University in Kingsville, studying General Engineering. While in college, he met the love of his life, Vera Kathryn Hawkinson, daughter of Leslie and Hazel (Camp) Hawkinson. Howard and Vera were married in McAllen in the First Methodist Church, spending their honeymoon in Kerrville. Still in school, Howard completed another semester, then re-entered the Air Corp, attending Air Weather School at Chanute Air Force Base in Illinois. He then began flying Air Weather
Reconnaissance at Yokota, Japan. Sent to Lubbock, Texas, he became Weather Officer at Reece AFB. He retired from the Air Force in 1964 and returned to the family farm near Mission, Texas. Other decorations and medals awarded to him for his service to his country were the Air Medal with 5 Oak Leaf Cluster, Distinguished Flying Cross, European Theatre of Operations Medal with 2 battle stars for the Air Offensive against Germany and the Normandy Invasion, a certificate for Meritorious Service signed by General H. H. “Hap” Arnold, the Air Force Commendation Medal, Service Ribbons for the Rhineland, Ardennes-Alsace and Korea. Howard flew 290 Combat Hours in Europe in B-24’s and 51 Combat Hours in Korea in B-29’s. continued page 3
said Real County has a total of 90 county roads and 48 of them sustained damage during the Memorial Day weekend flood. He also said 4 bridges sustained damage, with two that remain closed. The cost of the repairs is estimated at 2.3 million for the road repairs and 1.1 million for the bridge repairs. Merritt also took the opportunity to express appreciation to local Emergency Management Coordinator J.D. Martinez, for his and his staff’s tireless hours of work to facilitate shelters, evacuation coordination and many hours of work keeping the county running during the flood. With road construction high on the list of priorties for the Commissioners, they reviewed the need for repairs to two bridges in the county. continued page 2
