The first thing she noticed was Sheriff Pamela Elliott standing across the street. It was an August evening in 2014, and Rachel Gallegos had just gotten home for a meeting of the Edwards County Democratic Party. The law enforcement official was a highly unlikely candidate for a session with local Democrats. Edwards County — Rocksprings is the county seat — is solidly Republican, and Elliott is militantly conservative. There were cars everywhere — on the street, blocking the road, even parked in Gallegos’ yard, about 30 people in all. “They were the sheriff’s staff — some in plain clothes, some in uniform,” Gallegos recalls. “There were dispatchers, jailers, friends, supporters — anyone, it seemed, that Sheriff Elliott could gather up.” Ten minutes after the start of the meeting, all four of the executive committee members in Gallegos’ house were gabbing about the posse amassed outside. Then there was a loud knock at the door
— Sheriff Elliott. “She came to the door in uniform and was about to come in, so I held the door and said, ‘May I help you?’” Gallegos says. According to Gallegos, Elliott said she had a right to attend the meeting and that she’d received permission from the Texas attorney general to be there under the Open Meetings Act. “She held her boot in the door and I told her to have him call me — that if he said she could be there I’d let her in,” Gallegos says. “And nobody ever called me, of course.” Caroline Ramirez, who dropped her husband off at the meeting, described the crowd outside as an “angry mob.” Later, she would state in a written complaint submitted to the attorney general, the secretary of state and the district attorney that she “was shocked that [Elliott] was in uniform but wasn’t doing anything to control the crowd, keep the peace, or protect them or us. continued page 2

Congratulations Are In Order
As I sit here to update the flow readings and check the forecast, I see that we have a few slight chances for showers over the next week to ten days. At least a 20% chance of showers most days but it does not look like any significant weather events are coming any time soon. The Memorial Day weekend was once again eventful around the area with the west prong having a couple of small rises. The east prong had a little rise but not as much as the west prong, second crossing in Leakey had water over the road a couple of times but not for long sustained periods. The rivers are looking a lot better now
than they did a few weeks ago, and many of the clogged culverts are cleared out; however, in several location larger debris has come down the river and blocked other culverts with debris so large I can’t move it. May rainfall totals at my office in Camp Wood were 8.1” and thus far I have recorded 0.6” for June. I for one hope we are in a pattern to receive rain every 5 to 10 days or we may be setting ourselves up for a “wild fire” filled August. We are building quite a fuel load with this rain and we know the heat of Texas in June and July will get here soon. continued page 13

On March 7, Sabinal’s Chief Warrant Officer Manuel Flores who is retired from the United States Army, was sent a letter from Brigadier General James T. Iacocca, the Adjutant General, informing him of his selection to be an inductee of the 2016 Class of the Adjutants General Distinguished Member of the Regiment. Flores, a Vietnam veteran with 36 years of active duty, was selected on behalf of Colonel Jack L. Usrey, Chief of the Adjutant General’s Corp, along with eleven other retired or active duty service men and women in the Army. On June 2, the celebration kicked off with the Carolina Maude Foundation Golf Tournament; followed by the induction ceremony on June 3 at 9 a.m., in the Soldiers Support Institute auditorium; and that night the National Adjutants General Regimental Ball, all held at Fort Jackson, South Carolina. The 2016 list, with Flores’ picture and name included, will remain on permanent display so that these exemplary men and women will not be forgotten.
