MILITARY TRAINING COMING TO REAL COUNTY Over the last several weeks information has trickled in regarding a proposed military training to take place in seven of the Southwestern states. I received several notifications from individuals and watchdog organizations. I received no notification from local officials, but was forwarded a response from Real County Judge Garry Merritt “An 8 week military training exercise is scheduled for mid July to mid September of this year in several states, including Texas. Some of the exercise may take place in Real County. A military information specialist will be at our
Commissioners Court meeting at 9:00 a.m. on April 13 to give us more details. Please pass the word that this meeting is open to the public if anyone would like to hear the information first-hand.” Military News Organization Stars and
Stripes reported U.S. Army Special Operations Command is pushing back against alarmist claims that an upcoming U.S. military exercise is a preparation for imposing martial law or subduing right-leaning groups and individuals. Conspiracy theories about the exercise, known as JADE HELM 15, appeared online this week. Some commentators railing against the event referred to an online slide show allegedly created by USASOC, which outlined a special operations exercise slated to take place across multiple states, outside the confines of U.S. military bases. In the slide show, a map of the southwest region of the United States labels Texas and other territory as “hostile” or “insurgent pocket.” The document also refers to coordination with law enforcement agencies.
SABINAL STANDOUT SELECTED BY U.S. AIR FORCE ACADEMY FOR 2015 SUMMER SEMINAR Sabinal High School Principal Luciano Castro announced Sabinal High School student Miranda Robles has accepted an offer to attend this year’s United States Air Force Academy Summer Seminar. Robles is slated to attend the program in June along with other conferred selectees from across the nation. Summer Seminar at the Air Force Academy offers a unique opportunity for emerging leaders to see the Academy experience firsthand. The seminar is specially designed for high school juniors heading into their senior year. The program is geared to be both fun and demanding. During the week long seminar attendees will be able to explore academic majors through workshops taught by Air Force Academy faculty members in subjects ranging from aeronautics to humanities while participating in a variety of physical fitness activities.

Officials at USASOCM were not able to immediately verify the authenticity of the slide show because their computer firewalls prevented them from accessing the websites where the document appeared. Mark Lastoria, a USASOC spokesman, confirmed that there is an upcoming exercise called Jade Helm 15 which is scheduled to take place this summer at locations in Texas, Arizona, New Mexico, Utah, Colorado, California and Nevada. Water News and River Flows River flows were taken on the Frio River and Nueces River on March 23rd and 24th with the flows fluctuating once again; five of the crossings showed an increase in flow and two of the crossings showed a decrease in flow. The Dam Crossing on the Nueces River showed the largest increase which was about 35% or 5,887 gallons per minute and the Kent Creek Crossing north of Leakey on RR 336 on the Frio

because they must be ready to support potential missions anywhere in the world on a moment’s notice.” He said the only thing unique about this particular exercise, which is slated to take place between July 15 and Sept. 15, is “the use of new challenging terrain” which was chosen because it is similar to conditions special operations forces operate in overseas. Lastoria said coordination with local law enforcement is necessary for safety reasons because some of the training will take place outside of military bases where civilian agencies have jurisdiction. He said his office has been receiving a lot of calls from people who heard about the exercise and are concerned about “the nature of the training objectives.” Calls this week to Thomas Mead, Operations Planner, were not returned. Ross Smith was born in 1929 in Lebanon, Indiana, to Marie and Oral Smith. He had 4 sisters and 1 brother. One sister died as an infant, his parents divorced and one brother and sister were adopted out. His mother, his remaining sister and he, moved in with his grandparents, Samuel and Ida Wilkins. His mother never remarried. At the age of 17, before completing high school, his mother signed permission, and he joined the United States Marine Corp on May 4. 1946. For basic training, he was sent to Parris Island, near Beaufort, South Carolina. He then was sent to Cherry Point, near Havelock, North Carolina. More training was given to him at Jacksonville, Florida, and at the Naval Air Technical Training Center, near Millington, Tennessee. He was transferred to El Toro California Marine Corp Air Station near Irvine, California. Next up was Guam, where he spent 2 years as a mechanic. He also got his GED while on Guam, fulfilling a promise to his mother. He was then transferred back to Cherry Point and spent 2 years there. Then it was back to the Naval Air Technical Training Center in Tennessee as an instructor for plane mechanics. He was there 3 years. Korea came along and he went there as an aircraft mechanic. He was then transferred to Akron, Ohio, where he was in the same hanger as the Goodyear

Rainfall varied last week ranging from 0.5 inches in the Rio Frio area to 1.6 inches in Leakey to 1.9 inches in Camp Wood with totals on the Nueces increasing to the South toward Uvalde County. If you know where these crossing are located across the District you can tell that there is a slight pattern in the fluctuations this reading. Flows from Leakey to Rio

Frio went down this time as the rainfall amounts went down to the south. On the other hand flows from Barksdale to Camp Wood to the Uvalde County line increased as rainfall amounts were greater. The following is the most current flow rates for our District. Fulgham’s Crossing just south of the Alto Frio Baptist Encampment had a flow of 10,614 gpm last measurement and
now has a flow of 5,992 gpm. This is approximately a 44% decrease in the flow. March of 2014 had a flow of 11,033 gpm at this site. The Leakey Springs Crossing had a flow of 3,650 gpm last measurement and a flow of 3,289 gpm this reading which is about a 10% decrease of flow. Last March the flow was 3,302 gpm, this site is very similar to one year ago. continued page 11

blimp. When the Marine Corp closed that operation down, he went back to Tustin, California, to the Marine Corp Air Station there. It was while there that he made the switch to helicopter mechanic. In the 1960’s, he was transferred to Japan, close to Tokyo, to a helicopter station. He was sent to Laos, which was having a problem, working with one of two squadrons of helicopters on an aircraft carrier. They appeared off the coast of Vietnam and were ready to deploy, but with their presence, the problem in Laos was resolved. He got liberty in Hong Kong, then went back to Japan. Next up was the new Marine Corp Station at Okinawa, followed by a trip to the Philippines, then back to Tustin, California. In 1963, he was put on recruitment duty in New Orleans, Louisiana, which he loved. He retired from the service in 1966. He landed a job as an aircraft mechanic at Lakefront Airport in the Big Easy, held it until 1970. It was there that he met his future wife, Geraldine Allain. They were married July 5, 1971. He got a job with the railroad in Atlanta, Georgia, for a year, then came back to Lakefront. In 1974, they headed to New Mexico, but turned back, and moved instead to San Angelo. At first, he worked for Mitsubishi Aircraft, as an inspector, until the business sold. He got a job as a stocker for Bealls Department Store in San Angelo, and in 1985, went to work for
the San Angelo Standard Times. He was involved with computer networking and was an assistant to another retired Air Force person. In 1994, he retired at the age of 65, and he and his wife moved to Fort Clark Springs, having had a membership for some time. He has two children, a boy and a girl by a previous marriage, and his wife has two boys, the closest one living in San Antonio.
