The City of Leakey along with the Nueces River Authority will hold sign up meetings for applications for Wastewater system hookups on April 5th, 2016 for RESIDENTAL CUSTOMERS; April 6th, 2016 for COMMERCIAL CUSTOMERS; April 12, 2016 for RESIDENTAL CUSTOMERS; April 14, 2016 for COMMERCIAL CUSTOMERS. All meetings will be held in the new cafeteria at Leakey ISD campus. at 5:30p.m. This meeting is two-fold. First, is to sign the new service agreement with the City. This is necessary because of the new sewer system that is currently under construction. All of the city’s water customers are required to connect to the new sewer system if a line is within 100 feet of their home. The second reason is to sign up for a free hook up to the system. The Nueces River Authority has received funding from the U.S. Department of Agriculture to connect each residence to the system. Commercial accounts are responsible for connecting to the system on their own. As part of the connection each on-site system will be decommissioned. If you have more than one septic tank on the property, they will all be decommissioned. The decommissioning will include pumping out the septic tank and filling it with sand or gravel. The service agreement needs to be completed and signed by the person who is responsible for paying the water bill. If you are a renter and the water bill is paid by the landlord, the landlord
will have to come into the City office and sign the agreement.The temporary construction easement needs to be completed by the property owner. If you are not the property owner the owner will have to come in to the City office and sign the easement. This is a temporary easement that will allow the contractor to enter the property to connect the home and decommission the on-site system. Once the construction is completed a one year warranty period will begin. Once this warranty period is over the temporary construction easement will expire. A generic plat and home drawing are needed to locate the location of your kitchen and bathroom and if known where your septic tank is located. Please plan on attending a meeting to secure your new sewer connection. If you have any questions you can contact the City of Leakey at 830-232-6757. Also the Nueces River Authority has announced a Ground Breaking Ceremony for April 23rd at 10am at the site location on Hwy. 83 South at Stanford Hollow Rd. Those participanting thus far are Mayor Schneeman Charlie Reagor Judge Merritt Senator Uresti Representative Murr Chairman Bruun TCEQ NRA Board Member This project is scheduled for completion in November of this year. Please plan on attending the groundbreaking ceremony.

San Antonio, TX — Dylan Lutz, 17, of Sabinal, was selected as a Teens Speak Up! National youth advocacy leader
by the Epilepsy Foundation National Office in Landover, MD. Mr. Lutz was selected to represent persons living with epilepsy in Texas and will be traveling to Washington, D.C., April 17-19, 2016 to tell lawmakers about his experiences of living with epilepsy. Dylan, his family, and advocates from the Epilepsy Foundation Central & South Texas are planning to meet with Congressman Will Hurd (R-TX District 23) as well as legislative aides from the offices of Senator Ted Cruz, and Senator John Cornyn to ask for their help in continued funding for the Centers for Disease Control & Prevention’s Epilepsy Program which has helped to train school nurses, EMS, and Law enforcement personnel. These trainings focus on appropriate measures to take when someone is having a seizure to prevent harm from improper care, as well as treatments, and psychoso-
cial issues. CDC funding has helped to teach thousands of teens in high schools and middle schools across the nation about epilepsy, reducing stigma for teens living with epilepsy. In Texas approximately 1.8% of the population is affected by epilepsy. Lutz, is one of two youths from Texas that will join others from across the country to participate in the Teens Speak Up! Program, a national program coordinated by the Epilepsy Foundation to rally young ambassadors with epilepsy to personally petition congressional leaders for aid in assuring better access to care, improved public education, and research towards a cure for epilepsy. “Dylan was selected to represent over 400,000 Texans living with epilepsy. As the first ever recipient from the Sabinal/Hondo area, his voice will resonate on Capitol Hill. Teens are ideal candidates because of
their impartial efforts to spread epilepsy awareness in their communities” said Kimberly Martin, Assistant Director for the Epilepsy Foundation Central & South Texas. Dylan was diagnosed with epilepsy at the age of 6. He is currently a Junior at Hondo High School where he plays tenor saxophone in the band and competes in the Powerlifting program. He is a member of 4-H earning two Grand Champion trophies and a Sr. Showmanship Award. Dylan enjoys hunting and fishing and is honored to represent not only his community, but all youth living with epilepsy in Texas. TEEN SERIOUSLY INJURED DURING A FIGHT AT A PARTY by CPT Darrell Volkmann, Edwards County Sheriff’s Office
On March 27, 2015 at approximately 3:46 a.m., Edwards County Sheriff’s Office received several calls reference a disturbance located in the 300 block of HWY 55 South, Rocksprings, TX. Upon arrival to the scene Deputies discovered a young man lying in the yard of the residence with multiple facial wounds and contusions. According to several participants at the party, a fight had ensued between the subject and others who had fled the scene prior to the arrival of the Officers. The subject was immediately transported by EMS to Uvalde Memorial Hospital in critical condition. Due to the severity of the injuries he sustained during the physical altercation, he was later transferred to Brooke Army Medical Center Trauma Unit in San Antonio, TX, where he
remains critical condition. He and his family reside in Uvalde, TX. Witness statements revealed that a party of young teens and young adults was organized to celebrate the homecoming of a relative from the U.S. Army, which did involve alcohol consumption by minors in attendance as well as marijuana. A fight began due to jealousy as a subject began to flirt with a married female who was in attendance. The fight quickly escalated into a brawl involving a multitude of subjects each fighting one another and others trying to defend their friends. As the fighting continued, it spilled into the street and then ended with several subjects receiving minor injuries and one subject left barely clinging to life. Sheriff Elliott stated, “This incident
was totally avoidable by all persons involved and unnecessary violence should never have occurred for such trivial matters. Thank you to those people who rendered medical aid and to those brave parents who got involved and notified the authorities, this is what probably saved the young man’s life. Our prayers go out to the victims and their families as they struggle through this tragedy.” The violations being investigated at this time are: Sec. 22.01. ASSAULT. (a) A person commits an offense if the person: (1) intentionally, knowingly, or recklessly causes bodily injury to another, including the person’s spouse; (2) intentionally or knowingly threatens another with imminent bodily injury, including the person’s spouse; or (3) intentionally
or knowingly causes physical contact with another when the person knows or should reasonably believe that the other will regard the contact as offensive or provocative. Sec. 22.02. AGGRAVATED ASSAULT. (a) A person commits an offense if the person commits assault as defined in Sec. 22.01 and the person: (1) causes serious bodily injury to another, including the person’s spouse; or (2) uses or exhibits a deadly weapon during the commission of the assault. (b) An offense under this section is a felony of the second degree.
