Real County Appraisal District Sends Out New Notices of Appraised Value The Real County Appraisal District (RCAD) has mailed the 2016 Notices of Appraised Value last Friday. Of nearly 10,000 accounts that the District appraises, approximately 2,000 notices were sent out. As required by the Property Tax Code, a District is required to notify property owners if their value increases over one-thousand dollars. The key points of the Notice will be the Appraised Value and the estimation of taxes. The Appraised Value is the total of the land and the structure/ improvement (any buildings on site) that the taxing entities asses taxes on. Below the values grid are the estimation of taxes for each taxing unit a property is located in. The tax estimate is based

off of the previous year’s tax rate. If a taxing entity raises or lowers their rate, then it will be reflected when property owners are billed in October. Property owners have until June 20, 2016 to contest their value. The protest form comes with the Notice and may be mailed or dropped off at the Appraisal District. The Appraisal District office is located on second floor of the Real County Courthouse. After filing the protest, owners will be able to have an informal visit with Michael Mann, the Chief Appraiser. Informal staff reviews are first come first serve, and Mann will make every effort to explain particular sales situations in areas of value increase. “One area of value change

CHISUM GRADUATES WITH HONORS Ensign Billy J. R. Chisum was born on February 19, 1994 in Kerrville Texas to Melanie Chisum and the late Billy Ray Chisum. Ensign Chisum graduated from Leakey High School in the Spring of 2012 and began attending Texas A & M University Galveston in the Fall of the same year. At the same time he joined the Naval Reserve Officer Training Corps. (NROTC) as a college programmer. In the Summer of 2014 Ensign Chisum was selected for highly competitive NROTC Advanced Standing Scholarship. Again in the Fall of 2015 he was service selected as a Naval Aviator. Throughout his four years in the NROTC program Ensign Chisum has held various leadership billets such as division officer, physical training officer, executive officer, and commanding officer. Ensign Chisum holds a degree in Maritime Administration with a minor in Economics. Ensign Chisum is excited to pursue his life long dream as a naval aviator upon commissioning where he is due to report to naval flight school in November 2016.

As I sit here to update the flow readings and check the forecast I see that we have a few chances for showers over the next week to ten days. At least a 20% chance of showers every day this week and even bigger chances for the Memorial Day weekend. Flows at all crossing were taken on May 20th. Fulgham’s Crossing just south of the Alto Frio Baptist Encampment had a flow of 24,498 gpm last measurement and now has a flow of 25,215 gpm; this is an increase of about 3%. The culverts on the south end of this crossing are still flowing, hope it lasts all spring and summer. The Leakey Springs crossing had a flow of 4,491 gpm last measurement and a

flow of 4,751 gpm this reading; increasing about 5% since the last measurement. This crossing still has a plugged culvert. The Mill Creek Crossing showed a 25% increase in flow since the last measurement; there are culverts on the south end of this crossing that continue to have no flow. This crossing has a flow of 16,234 gpm this measurement up from the flow last measurement of 12,150 gpm. I also took the flow measurement at Frio River Place this time and it is very similar to the reading taken a couple of weeks ago that flow was 31,519 gpm and the flow this week was 34,613 gpm or an increase in flow of about 9%. continued page 11
