REAL COUNTY COMMISSIONERS APPROVE BUDGET by Julie Becker

Real County Commissioners held their monthly meeting Monday, September 8, 2014, at 9 am in the Real County Courthouse, Leakey, Texas. Members of the County commissioners Court present were Real County Judge Gary Merritt, Commissioners Gene Buckner, Joe Connell, Manuel Rubio and Real County attorney Bobby Jack Rushing. Commissioner Bryan Shackelford was absent. Real County commissioners voted unanimously to adopt the budget for 2014–2015 year. They also adopted a .5288 tax rate for the 2014 year. The 2014 budget is in close alignment with the previous year with only a few minor changes and the bottom-line figures stay closely the same. To highlight a few of the budget items I will quickly list them, but if you would like to review the budget in its entirety, it is available at the Real County Judges office or at the Hill Country Herald office. In the County Judges office, the judge’s secretary salary took a slight increase from 26,956 to 28,833; the District Attorney’s Office stayed relatively the same; the district and county clerk’s office saw

only slight increases in salaries; Justice of the Peace Precinct 1 & 2 stayed relatively the same; Justice of the Peace 3 & 4 stayed relatively the same with only slight increases in salaries; the County Attorney’s budget did see a substantial increase in salaries partly based on the state supplement to the county attorney for $23,333.33 and the county portion of his salary $31,692.07; Real County Treasurer’s office budget increased slightly on salaries; Real County Tax Assessor collector budget stayed approximately the same, with a request from the County tax assessor collector to increase the Deputy Tax assessor collector salary to bring it in line with other County salaries but instead was given a 3% cost-of-living raise; County Extension Agent stayed relatively the same in their budget; building maintenance fund state relatively the same; jail expense increased substantially due to out of County holding costs throughout the year, the actual jail expenses for 2013 totaled $94,401.57, Commissioners adopted a 2014 budget amount of $170 8250.00; Veteran Service Officer and Emergency Management stayed relatively

the same with only increases in travel and lodging, emergency management radio tower fees increased from $4,000 to $6,000 for the year of 2014; Constable Precinct 1 & 2 salary stayed the same as well as most of the budget; Constable Precinct 3 & 4 budget stayed the same with only slight increases due to lodging an education; Real County Sheriff’s Department budget stayed approximately the same but did see a request from the current Sheriff James Brice for an additional fourth deputy at a salary of $25,410.14 including Social Security, retirement and insurance which would bring the total to $36,071.61 however in looking at the documentation I do not believe the extra deputy was granted by the Real County Commissioners; Indigent Care for Real County increased substantially in their budgeted figures for 2014 actual expenditures for 2013 were $440 4467.28 , Commissioners adopted a budget for 2014 with a total of $190 2086.75; Real County nutrition center budget for 2014 increase slightly based on utility increases and a capital outlay of a vehicle purchase budgeted for 2014; continued page 2

Members of the Caddel-Smith Chapter, Daughters of the Republic of Texas, met at 10:30 a.m. on Thursday, September 11, 2014, in the McNelly Room at the First State Bank in Uvalde with 25 members and one guest present, with the program being an induction of new members. President Judy Burleson, Chaplain Cheryl Ratcliff, and Registrar Mary Dale Brewer officially welcomed Virginia Davis, Dianne McHugh, and Sandra Martin and presented them with Texas flags and membership books. New members not present for the ceremony were Kayla Heffington, Courtney McFadin, Mary Meuth, Mary Murphy, and Clare Pittman. The Minutes of the May 29th meeting were read by Secretary Karen Collins and Treasurer Ernestine Carson gave the financial report. Mrs. Carson stated that our chapter has 108 active members and two emeritus members. Mrs. Burleson read correspondence from several members and read an invitation from the Presidio La Bahia Chapter to a historic unveiling at the Fannin Monument on October 19th. President Burleson announced that a District VII Workshop will be held in Corpus on October 18th, and the State

Convention will be held on May 14-16 in San Antonio. First Vice President Jakelynn Crawford reported that the next meeting will be on October 9, 2014, at the Real County Historical Museum in Leakey, Texas. Following a tour of the museum with guides Pat Burrier and Kathy Brooks, the group will walk through the Floral Cemetery and then have lunch at the Mill Creek Café. Kay Anderson reported that the seventh grade essay topic for this year would be The Legend of Jim Bowie, and the fourth grade topic would be The Runaway Scrape. She also reported that new yearbooks were being distributed. The meeting was adjourned at 11:40, at which time the members enjoyed lunch and a time of visiting at Los Alamos. Guest attending was Edith Hellums. The next DRT Honor Day will be on October 2nd, and is in recognition of the Texas Revolution activities in Gonzales.

Leakey ISD Board Awards Bids For Site Work and Building Structure by Julie Becker

Leakey ISD Board of Trustees held their Regular meeting on September 15 at 6:30 pm in the Leaky ISD cafeteria. Following the Pledge of Allegiance led by Leakey FFA members, Trustees approved the consent agenda which carried minutes from the August 25 and September 8 special called meeting, payment of bills and invoices and approval of the SHAC committee members for 2014-2015. First on the agenda was the Gym A/C review update and possible action. Local contractor, Mike Hurley, appeared and spoke to the Board regarding the sevenmonth delay which occurred from April of this year. Hurley expressed his concern for the time-frame also but assured the Trustees the work was coming to an end, as of October 15, 2014. Local contractors

Will Bourland and Ben Unke were also present to reassure the Board that the roof issue which was discovered during the insulation installation (for the board members, LOL) has been addressed and rectified. Dr. Barbara Skipper, Interim Superintendent thanked the local contractors for their swift response when the roof issue was discovered. Hurley discussed the outstanding invoices and explained that they were to purchase duct work that would be completed in October. One invoice was for $7386 and the other was for $5060 with those totals being subtracted from the available balance, it left a total of $7021 in the account. The revenue generated for this project came from $33,000 Peterson grant and $25,000 LCRA grant along

The Spirit of ‘45 Jose “Joe” Ramirez was born at home in Hondo and went to school through the sixth grade. He met his future wife, Margareta Ramos, while at school. After that, he went to work under his dad, Cruz Ramirez, on a farm. When times got tough, they traveled all over the state picking cotton, and went wherever they could find work. He went to work on the Hondo Air Base at the age of 16 as a carpenters helper, from 1941 to 1942. He got his basic training in the U S Army at Kessler Field in Biloxi, Mississippi, which included grenade training as well as rife useage. He served in the Army from 1943 to 1945 in Europe, Belgium, France, Germany, and England. Following his service, he got married

with the Leakey Youth Association donations of $8695.76. On a motion from Trustee Joel Pigg and seconded by Trustee Jerry Bates to pay both invoices from Mike Hurley, the motion passed 7-0. Next on the agenda was the construction update from Frank Johnston and Dr. Skipper. Trustees spent some time reviewing the latest drawings. Dr. Skipper informed the Trustees the demolition went smoothly and under the timeframe at only nine days to completion. Skipper informed the board that they were able to save the trunk of a large tree that had to be taken out. Several ideas have come from students and staff as to something to make out of it. Dr. Skipper informed the Trustees

to Margareta and then went to school on the GI Bill for 6 or 8 months with training in auto mechanics. He got hired at Jack Winkler Motors in Hondo and worked there for 38 years. He retired, and off and on, went back to work for another 10 years before finally retiring. At the same time, he joined the National Guard in Hondo and served there for over 20 years. He then was able to retire from the Army as well, through his service time in the National Guard. Joe is a lifetime member of American Legion Post 524 and of the Veterans of Foreign Wars Post 3891, both in Hondo. Medals he holds are the European Theater Medal, Victory over Germany, American Campaign, Good

Conduct Medal, and Marksman in Rifle. I have so far interviewed about 30 or 35 soldiers and one nurse with my stories. I was asked to do this series by Keep the Spirit of ‘45 Alive National Supervisor Warren C. Hegg of San Jose, California and my special physician friend Mary Virginia Pittman of San Antonio and Utopia. On August 9, 2015, Congress has set aside this date in honor and in memory of World War II veterans and this is when my series will end. Skipper said there will be no effect to the parking in the front of the school but she did pitch an idea to continue the parking on down until it meets end of the school property. Skipper said “In doing so it would add an additional 12 to 18 more parking spaces in front of the new Gym. Skipper discussed a formal groundbreaking ceremony to be held in the weeks. Johnston went into more detail regarding the construction, the gym seats, how large they are and the capacity, making sure that there is ample and comfortable seating.
