INTRODUCTION
Health and Care Research Wales is a national, multi-faceted virtual organisation. It is funded and overseen by the Welsh Government’s Division for Social Care and Health Research. Health and Care Research Wales provides an infrastructure to support and increase capacity in research and development (R&D), runs a range of responsive funding schemes and manages the NHS R&D funding allocation.
VISION
During October and November 2013, stakeholders including public representatives, the NHS, social care organisations, universities, industry, the third sector and other government departments - were engaged to review the health and social care research infrastructure and programmes funded by Welsh Government and help determine what changes should be made. This facilitated the development of a proposal document that was externally peer-reviewed, approved by the Minister for Health and Social Services, and is now being implemented.
To achieve our vision we will:
Health and Care Research Wales’ innovative infrastructure and portfolio of funded programmes consolidates, updates and builds on what has been created and delivered to date, placing Wales at the international forefront of health and social care research. The new infrastructure allows a sharper focus on Wales’ current and emerging areas of excellence. It will ensure that an integrated, interdisciplinary, interagency, all-Wales approach is taken across the translational spectrum. The citizens of Wales will be central to an infrastructure and programmes that lead to major gains in health and wellbeing, effectiveness of services and the generation of national wealth.
4
Our vision is for Wales to be internationally recognised for its excellent health and social care research that has a positive impact on the health, wellbeing and prosperity of the people in Wales.
STRATEGIC AIMS
• ensure public involvement and engagement is central to what we do and visible in all elements of it; • ensure our work is aligned to Welsh Government policy and has real impact; • fully integrate our infrastructure and programmes across health and social care; • invest in areas in which Wales excels and is unique; • increase capacity in health and social care research in Wales; • develop systems that ensure excellent delivery and maximise the use of our resources.
Professor Jonathan Bisson Director of Health and Care Research Wales
ENGAGEMENT, INVOLVEMENT & PARTICIPATION
Public involvement in health and social care research ensures the public of Wales are equal partners in the creation of new knowledge and truly have a voice in health and social care research activity. Meaningful involvement of the public in shaping research design and delivery helps improve the quality of health and social care research. This leads to research that is more relevant to people’s needs and concerns, and more likely to have an impact on not only their own health and wellbeing but on the health and wellbeing of their family, friends and the public as a whole. To ensure the public are given the opportunities to be involved in and have a say on how health and social care research is prioritised, funded, developed, designed and delivered, it is Health and Care Research Wales’ ambition to create an environment where the population of Wales is pro-actively engaged with research. To help achieve this, one of our strategic priorities is facilitating, enabling and increasing wider and inclusive public involvement, engagement and participation in research in Wales.
Central to this ambition are interrelated components: • HealthWise Wales will be the primary mechanism for raising awareness and will provide direct and proactive engagement for the public with research. • The Health and Care Research Wales Support Centre will be responsible for coordinating operational activity, focusing on public involvement and engagement advice and guidance for researchers and the public. • The Health and Care Research Wales infrastructure will have direct responsibility for facilitating public involvement within their work programmes. Health and Care Research Wales is committed to involving the public not only in our own work, but using our influence to champion the interests of the public more widely. Accordingly, it is our vision to create a culture whereby all health and social care research that takes place in Wales happens ‘with the public, for the public’.

NHS RESEARCH & DEVELOPMENT (R&D) OFFICES
HEALTH AND CARE RESEARCH WALES WORKFORCE
Research & Development (R&D) is a core function of NHS Wales. There are seven Health Boards and three all-Wales Trusts. All organisations have a R&D team led by a R&D Director to provide a range of services including:
The Workforce provides a nationally co-ordinated service to support research delivery in health and social care in Wales.
• developing and delivering a research strategy for the organisation, in collaboration with university colleagues; • providing support to researchers through the research pathway, from grant application to dissemination of results; • ensuring information about research is available to patients and clinicians; • ensuring staff and other resources are in place so that studies can be delivered; • ensuring the organisation fulfils its legal, regulatory and financial responsibilities relating to research it hosts or sponsors, and manages risks relating to these responsibilities. NHS R&D offices draw on central services provided by the Health and Care Research Wales Support Centre and Workforce. A key aim is to increase the number of studies NHS Wales can offer people in Wales.
12
The Workforce is organised into three regional Networks and provides a managed team of research administrators, research officers, research nurses, clinical studies officers and workforce development and quality facilitators to work across Wales. The functions of the Workforce will include: • working in partnership with NHS R&D offices in relation to study support, information and resources management; • working within health and social care research teams to support research delivery through study set-up and study site management, participant identification and recruitment and participant follow-up.

SCHOOL FOR SOCIAL CARE RESEARCH
The School for Social Care Research succeeds the All-Wales Academic Social Care Research Collaboration (ASCC) pilot initiative. The School will evolve and expand selected elements of the ASCC pilot. It has been established to be fully integrated with social care practice and to bridge the gap between academic research and social care services in Wales. The School has four main aims: • to lead and promote the development of a culture of research-mindedness, evidenceenhanced practice, and research activity in social care services in Wales;
•
to facilitate the development of social care research capacity in both practice and academia;
•
to identify social care research priorities and knowledge gaps in Wales, and to assist the sector to address those areas;
•
to lead by example in facilitating, developing, and championing innovative and fully embedded public involvement in social care research in Wales.

Mae ymwneud y cyhoedd mewn ymchwil iechyd a gofal cymdeithasol yn sicrhau bod cyhoedd Cymru’n bartneriaid cyfartal mewn creu gwybodaeth newydd, ac maen nhw’n cael dweud eu dweud o ran gweithgaredd ymchwil iechyd a gofal cymdeithasol. Mae ymwneud ystyrlon y cyhoedd wrth siapio’r modd o ddylunio a darparu ymchwil yn helpu i wella ansawdd ymchwil iechyd a gofal cymdeithasol.
