Rhith-sefydliad cenedlaethol, amlweddog yw Ymchwil Iechyd a Gofal Cymru. Mae’n cael ei ariannu a’i oruchwylio gan Is-adran Ymchwil Gofal Cymdeithasol ac Iechyd Llywodraeth Cymru. Mae Ymchwil Iechyd a Gofal Cymru’n darparu seilwaith i gefnogi a chynyddu gallu ym maes ymchwil a datblygu, yn rhedeg ystod o gynlluniau ariannu ymatebol ac yn rheoli dyrannu cyllid ymchwil a datblygu’r GIG.

Yn ystod mis Hydref a mis Tachwedd 2013, ymgysylltwyd â rhanddeiliaid – gan gynnwys cynrychiolwyr cyhoeddus, y GIG, sefydliadau gofal cymdeithasol, prifysgolion, diwydiant, y trydydd sector ac adrannau eraill y llywodraeth – i adolygu’r seilwaith ymchwil iechyd a gofal cymdeithasol a’r rhaglenni y mae Llywodraeth Cymru’n eu hariannu ac i helpu i benderfynu pa newidiadau y dylid eu gwneud. Gwnaeth hyn hwyluso datblygu dogfen gynnig a adolygwyd gan gymheiriaid yn allanol, a gymeradwywyd gan y Gweinidog Iechyd a Gwasanaethau Cymdeithasol, ac sydd nawr yn cael ei rhoi ar waith.
Mae seilwaith arloesol Ymchwil Iechyd a Gofal
cydgrynhoi, yn diweddaru ac yn adeiladu ar yr hyn sydd wedi’i greu a’i ddarparu hyd yma, gan
maes ymchwil iechyd a gofal cymdeithasol. Mae’r feysydd rhagoriaeth presennol Cymru a’r rhai sy’n dod i’r fei. Fe fydd yn sicrhau bod dull o weithredu integredig, rhyngddisgyblaethol, rhyngasiantaethol, Cymru-gyfan yn cael ei fagu ar draws y sbectrwm trosiadol. Bydd dinasyddion Cymru’n ganolog i seilwaith a rhaglenni gan arwain at enillion
gwasanaethau ac o ran cynhyrchu cyfoeth cenedlaethol.

Mae ymwneud y cyhoedd mewn ymchwil iechyd a gofal cymdeithasol yn sicrhau bod cyhoedd Cymru’n bartneriaid cyfartal mewn creu gwybodaeth newydd, ac maen nhw’n cael dweud eu dweud o ran gweithgaredd ymchwil iechyd a gofal cymdeithasol. Mae ymwneud ystyrlon y cyhoedd wrth siapio’r modd o ddylunio a darparu ymchwil yn helpu i wella ansawdd ymchwil iechyd a gofal cymdeithasol. Mae hyn yn arwain at ymchwil sy’n fwy perthnasol i anghenion a phryderon pobl, ac nhw eu hunain a hefyd ar iechyd a lles eu teulu, eu # $ mae ymchwil iechyd a gofal cymdeithasol yn cael ei blaenoriaethu, ei hariannu, ei datblygu, ei

RESEARCH CAPACITY BUILDING COLLABORATION
Research Capacity Building Collaboration (RCBC) Wales is a partnership between six Higher Education Institutions in Wales. It was established in order to increase the research capacity of nursing, midwifery and allied health professions in Wales and to contribute toward the development of clinical academic roles. RCBC represents an opportunity for new and experienced researchers in these areas to obtain funding for various research projects. The research fellowship schemes also strengthen the R&D infrastructure by increasing the quality and quantity of research in health and social care in Wales.

The Support and Delivery Infrastructure consists of three parts: the NHS Research & Development (R&D)
Â&#x201A; Â&#x17D; < ] ] ? Â&#x17D; < ] q && Centre - who will work in partnership to provide up-to-date advice and a wide range of support services and funding for the promotion and delivery of high-quality commercial and non-commercial research.
The Workforce provides a nationally co-ordinated service to support research delivery in health and social care in Wales.
Research & Development (R&D) is a core function of NHS Wales. There are seven Health Boards and three all-Wales Trusts. All organisations have a R&D team led by a R&D Director to provide a range of services including:

WELSH HEALTH ECONOMICS SUPPORT SERVICE The Bangor University led Welsh Health Economics Support Service has a mission to support research and improve decision-making in health and social care in Wales by providing health economic support at the early conceptual stages of proposal planning, in research funding applications, in research practice and in the dissemination of information.
THE SECURE ANONYMISED INFORMATION LINKAGE (SAIL) DATABANK Led from Swansea University, the Secure Anonymised Information Linkage (SAIL) databank is an internationally-recognised research group that works to anonymise and link routinely collected data from the NHS and other sources in a safe and secure way for the purposes of supporting health and social care research.

CLINICAL TRIALS UNITS
Clinical Trials Units will provide expertise in specialist trial design, conduct and analysis to researchers in Wales and beyond. They will facilitate high-quality, timely and successful trial conduct and ensure that regulatory and governance requirements are met.

NORTH WALES ORGANISATION FOR RANDOMISED TRIALS IN HEALTH The Bangor University led North Wales Organisation for Randomised Trials in Health aims to improve the health and wellbeing of the people of Wales and beyond by evaluating complex interventions in health and social care and advancing the theory and practice of randomised controlled trials and other rigorous designs for evaluation. The Trials Unit has responsibility for delivering a Research Design and Conduct Service within Betsi Cadwaladr University Health Board and Powys Teaching Health Board areas.

SWANSEA TRIALS UNIT The Swansea University led Swansea Trials Unit is currently funded by the Welsh Government to provide a Research Design and Conduct Service within the Abertawe Bro Morgannwg and Hywel Dda University Health Board areas. BRAIN REPAIR AND INTRACRANIAL NEUROTHERAPEUTICS (BRAIN) UNIT Â&#x2018; Â&#x2C6; Â&#x2030; W < & Intracranial Neurotherapeutics (BRAIN) Unit aims to be a UK centre of excellence for delivering novel cell/drug/growth factor therapies to patients with currently untreatable neurological and neurodegenerative diseases such as Huntingtonâ&#x20AC;&#x2122;s disease, epilepsy, stroke, Parkinsonâ&#x20AC;&#x2122;s disease and multiple sclerosis. NATIONAL CENTRE FOR POPULATION HEALTH AND WELLBEING RESEARCH The Swansea University led National Centre for Population Health and Wellbeing Research aims to make Wales a world leader in population health science by generating an evidence base for public health policies, services and interventions and optimising take up on a scale that makes a population level impact. The Centre will have a particular focus on population health science in the priority policy areas of children and young people and the promotion and maintenance of health through an extended working life.

CENTRE FOR AGEING AND DEMENTIA RESEARCH The Swansea University led Centre for Ageing and Dementia Research has a mission to become a world class research centre, addressing internationally important questions in ageing and dementia. It will do so by integrating multi-disciplinary activity and developing areas of expertise from biological, psychosocial and environmental research, through to social policy in ageing and dementia.

Public involvement in health and social care research ensures the public of Wales are equal partners in the creation of new knowledge and truly have a voice in health and social care research activity. Meaningful involvement of the public in shaping research design and delivery helps improve the quality of health and social care research. This leads to research that is more relevant to peopleâ&#x20AC;&#x2122;s needs and concerns, and more likely to have an impact on not only their own health and wellbeing but on the health and wellbeing of their family, friends and the public as a whole. To ensure the public are given the opportunities to be involved in and have a say on how health and social care research is prioritised, funded, developed, designed and delivered, it is Health and Care Research Walesâ&#x20AC;&#x2122; ambition to create an environment where the population of Wales is pro-actively engaged with research. To help achieve this, one of our strategic priorities is facilitating, enabling and increasing wider and inclusive public involvement, engagement and participation in research in Wales.
Central to this ambition are interrelated components: â&#x20AC;˘ HealthWise Wales will be the primary mechanism for raising awareness and will provide direct and proactive engagement for the public with research. â&#x20AC;˘ The Health and Care Research Wales Support Centre will be responsible for coordinating operational activity, focusing on public involvement and engagement advice and guidance for researchers and the public. â&#x20AC;˘ The Health and Care Research Wales infrastructure will have direct responsibility for facilitating public involvement within their work programmes. Health and Care Research Wales is committed to involving the public not only in our own work, but &
public more widely. Accordingly, it is our vision to create a culture whereby all health and social care research that takes place in Wales happens â&#x20AC;&#x2DC;with the public, for the publicâ&#x20AC;&#x2122;.

INTRODUCTION
Health and Care Research Wales is a national, multi-faceted virtual organisation. It is funded and overseen by the Welsh Governmentâ&#x20AC;&#x2122;s Division for Social Care and Health Research. Health and Care Research Wales provides an infrastructure to support and increase capacity in research and development (R&D), runs a range of responsive funding schemes and manages the NHS R&D funding allocation. During October and November 2013, stakeholders including public representatives, the NHS, social care organisations, universities, industry, the third sector and other government departments - were engaged to review the health and social care research infrastructure and programmes funded by Welsh Government and help determine what changes should be made. This facilitated the development of a proposal document that was externally peer-reviewed, approved by the Minister for Health and Social Services, and is now being implemented. Health and Care Research Walesâ&#x20AC;&#x2122; innovative infrastructure and portfolio of funded programmes consolidates, updates and builds on what has been created and delivered to date, placing Wales at the international forefront of health and social care research. The new infrastructure allows a sharper focus on Walesâ&#x20AC;&#x2122; current and emerging areas of excellence. It will ensure that an integrated, interdisciplinary, interagency, all-Wales approach is taken across the translational spectrum. The citizens of Wales will be central to an infrastructure and programmes that lead to major gains in health Â&#x2030; Â&#x2030; generation of national wealth.
VISION Our vision is for Wales to be internationally recognised for its excellent health and social care research that has a positive impact on the health, wellbeing and prosperity of the people in Wales.
