PILLING COMMUNITY HALL & FIELD Winners of Lancashire Sport Award 2018 After a year of exciting activities on the New Community Field in Pilling, we were delighted to win the Wyre Award for sport and activity in the community. This automatically put us forward to the Lancashire Sports Award coming up against a number of projects across the county. On the evening of the awards ceremony, held at the Hilton Hotel in Blackpool, we met many inspiring sportsmen and women and to be honest we did not expect to win our category as we were up against stiff competition from all over Lancashire. When the award was announced, we were very surprised to be the winners. The judges commented that it was the efforts of the whole community which gave us the edge, encouraging all ages to make use of the local facilities, from the trim trail to the fun run, the

OVER WYRE COMMUNITY CHOIR After the Christmas break we will be starting rehearsals again on Thurs 10th Jan 7:15pm in St. Oswald’s Church Hall. We would be very happy to welcome new members, no auditions necessary and you do not have to be able to read music. All we ask for is a love of singing! We are a growing community choir. The more voices we have the greater the range of music we will be able to sing! Rehearsals will be working towards our next concert, ‘A Musical Showcase’ on Sat 8th June. This promises to be a special occasion as Pilling Silver Jubilee Band will be joining us. Very exciting! OVER WYRE ART SOCIETY Here we are at the start of a New Year! What will it bring for us? Good health, happy days, new friends, good weather? Over Wyre Art Society can help with all of these! Enjoying painting in good company in comfortable surroundings is a start and we begin again on Tues 8th Jan. You will find our January programme below but first I’ll tell you what we did at the end of 2018. In November we ran a couple of special full day workshops. The first was a portrait class with Anthony Barrow. Working on large sheets of lining paper coated with gesso for extra texture and strength, we drew with charcoal, blending and modelling until a child’s face was completed in grey tones. The results were amazing. By contrast the second workshop was with colourful Brusho crystals activated by fine sprays of water which dispersed the colours, forming patterns which could be turned into images and attractive paintings. Judith Farnworth made this an enjoyable day for everyone. The regular Tuesday classes which last for two hours were also fun packed. Jayne Frodsham is a local ceramic artist and she brought in her handmade tiles for us to paint. She brought them back after firing and it was interesting to see the colour effects and various glazes. Two of our members, Sylvia and Rosemary, led a class on Aboriginal art. After explaining

Even at the Christmas party we were busy, painting Christmas scenes on pebbles but there was still time to enjoy the buffet provided by Clare. And in 2002 we had that iconic moment when Joe Brown played the final song at the Concert for George on his ukulele – ‘I’ll see you in my dreams’.

The Ukulele Part 3 As children, many rock and pop stars in the 20th Century learned to play their first chords on a ukulele. But the ukulele was increasingly seen as a toy rather than a serious instrument and the electric guitar can make a very different sound! Where would Jimi Hendrix be if he’d stuck to his ukulele?

Elsewhere in the USA many ukulele professionals were emerging and the phenomena of community ukulele groups was beginning.

In the 1960s Tiny Tim did manage to make the charts while playing his ukulele, but in many ways, he was playing its (near) death march.

People were discovering that the ukulele was relatively easy to learn and could be used to play a wide range of popular music. What’s more, because of the low sustain of the ukulele, large groups could play together and sound better, something that is not so easy with guitars.

However, by the mid-1980s a new breed of ukulele player was emerging as the Ukulele

While many of these groups are dominated by retired people, the ukulele has also begun to replace the recorder as the primary instrument in junior schools. Garstang is part of that movement. Our group has been running for just over three years now and while people come and go our membership remains strong at between 40 - 50.

Many of the people in our group also belong to other groups – Lancaster U3A, Preston Strummers, Woodplumpton, Morecambe, Halton. We also have several individuals and small groups who will perform in concerts and open mic events. In October 2015, most of those who first joined the group had not played a ukulele or guitar before, yet by Easter of 2016 we played our first performance to the Parkinson’s Disease Society in Preston and have been invited back ever since. THE ROYAL BRITISH LEGION (cont) That money will greatly assist the Royal British Legion in continuing with the many welfare schemes and the support that it provides for those who have served in the Armed Forces and their families, whether it was yesteryear, present day or those who serve in the future regardless of whether that support goes to individuals or to the schemes that will give support to multiple beneficiaries at one go.

The Branch is still in need of new blood and for anyone interested in finding out more about the work of the Royal British Legion or in becoming a member come along. You will be made more than welcome. Alternatively contact me for more information.

At its meeting on Thurs 6th Dec the branch decided that they would look into trying to organise some trips away in 2019 to various Legion or Military type places of interest.

We know that there are ex-Servicemen and women in our community as we saw them wearing their berets and medals at the Remembrance Service and Parade as well as some who are still serving. It is an organisation for you and your families and if you want the Legion to carry on caring – as it has done in the past – then your support is needed.

The National Memoriam Arboretum or maybe the Northern Imperial War Museum was mentioned but these trips would have to be self sufficient and would also need some interest from members of the Over Wyre Community.

The next meeting will be on Thurs 10th Jan at 2:30pm in the Preesall Youth and Activities Centre and thereafter on the 2nd Thursday of each month. Hope to see some of you there.

BEN WALLACE MP I hope you have all had a great holiday. I enjoyed the break, spending time with my family and friends here in Lancashire, recharging the batteries. I am looking forward to meeting more constituents, local businesses and services over the course of 2019 and my Office is already busy scheduling visits and meetings on a wide range of issues. Even when events in Westminster seem to dominate the news, it is extremely important to me to keep in touch with my constituents and to hear their views. Just before Christmas, I was delighted to see the Lancashire Football Association announce a two-year partnership with the

Garstang based charity, The Adam Appeal. The Adam Appeal was set up by Adam Swanwick’s family, following the 28-year-old’s tragic death from an acute heart attack in 2012. Had there been a working defibrillator nearby at the time, medical professionals say Adam could very well still be here today. This has spurred Adam’s family on to increase the awareness and urgent need for access to defibrillators across the region. With the help of the Lancashire Football Association, the Adam Appeal will facilitate more defibrillators in football clubs and indeed in the wider community. Working with the North-West Ambulance Service, the aim is to establish a network of defibrillator’s throughout local communities. Mental health issues are often misunderstood and there continues to be a great deal of stigma about mental health conditions. I recently met constituent, David Scarfe

I would encourage anyone suffering from Mental Health issues, including anxiety and depression, to view the Organisation’s Facebook Page. The aim of the group is for members to support each other and provide understanding during difficult times as well as promote awareness of mental health issues. h t t p s : / / w w w. f a c e b o o k . c o m / g r o u p s / enduringmentalhealth/?fref=nf As the weather continues to be unpredictable, I continue to highlight the risk of flooding in many areas and I have a meeting scheduled with the Head of the Environment Agency early this year. I do think flood awareness has improved and this is down to the hard work of many local groups who attend Wyre’s Flood Forum. It is very important for all agencies and local authorities to continue to work together to highlight issues and minimise risk.

I am sure that many Hambleton residents will have attended the community drop-in sessions held by the Environment Agency in November to publicise the work the Agency is undertaking to explore how flood risk in Hambleton can be reduced. The Agency is proposing a scheme of linear defences which should reduce flood risk in Hambleton to 0.5%. I understand that during the drop-in sessions a number of residents expressed concern about privacy, views and security and I am pleased to report that the Agency is looking to make alterations to the proposed designs in the light of the comments received. I seem to have met with Lancashire County Council (LCC) Highways quite often over the last year passing on the concerns and views of constituents in connection with the condition and safety of roads. I do have to report that I believe that highways are improving with LCC investing an additional

BEN WALLACE MP (cont) £5m in 18/19 which I am pleased to say was matched by Government. On top of this most of you will remember that the A588 will benefit from additional funding from the Governments Safer Roads Fund. LCC have also been awarded Band 3 which is connected with self-assessment and is due to improving good practice. This comes with an additional investment of £3m into the highway infrastructure. While I am not saying the local highway infrastructure is perfect, I do believe it is improving. If there are any sections of road which you feel need attention you can report them to the County Council here: https://www.lancashire.gov.uk/ roads-parking-and-travel/fault-search/ You may recall from my previous articles that I have been seeking to highlight to the Fylde and Wyre Clinical Commissioning Group that Over Wyre residents are disadvantaged when it comes to the out-of-hours GP service which

they can access. I am pleased to advise that the Clinical Commissioning Group has now acknowledged the issues faced by Over Wyre residents who have previously been required to travel to Fleetwood or Freckleton to access out-of-hours medical services. The Clinical Commissioning Group is now looking to provide another service location which will be more accessible to Over Wyre residents. I would like to thank Malcolm Worsley, who has recently retired as Vice-Chair of the Patient Participation Group at the Over Wyre Medical Centre, for his efforts in raising awareness of this issue. I continue to meet residents at my advice surgeries covering a wide range of issues. Congratulations to two members of the Camera Club who have recently received photographic awards. John Moxham received a CPAGB Award. To receive this award from the Photographic Alliance of Great Britain, photographers have to put forward 10 images to a panel of 6 judges who can vote up to 5 marks to each image. The applicant has to score a minimum of 200 out of the 300 votes available. The standard is very high and much time and effort needs

Peter Knight has received a BPE Crown Award which gives BPE1* Accreditation. To achieve this, photographers enter national photographic salons under the auspices of the British Photographic Exhibitions organisation. Only a high standard of work is accepted into the exhibitions and to achieve the accreditation, the photographer has to have had 25 acceptances within the exhibitions circuit. The club is looking forward to 2019. We start the year on Wed 2nd Jan with a talk by Lee Metcalf telling us about his ‘Journey from Film to Digital and Back to Film for Professional Work’. COMMUNITY FIRST RESPONDERS Over Wyre 2018 Report Due to national changes in the way ambulance calls are prioritised and the introduction of the 111 service the number of call outs we have been asked to attend has slightly reduced over recent years but we are still called to the most critically ill patients. Our team is currently 11 strong which is the largest it has been for many years. Whilst we do our best to be available to respond many of our volunteers have full time jobs, families and other commitments and sadly we do have days where we have nobody available to respond to call outs. With that in mind we are always happy to accept new volunteers, particularly in the areas of Knott-End, Preesall and Pilling

where we continually struggle to recruit but where a lot of our call outs are. This year we have been very busy delivering CPR and First Aid training to the community in the form of British Heart Foundation Heartstart course. We estimate that over the last 12 months we have trained approximately 500 people in CPR, defibrillation and what to do in an emergency. Without exception every group we have attended has been a pleasure to teach and our team have really enjoyed these events. Thank you to everybody who has attended. Thank you also to the organisations we have partnered with to deliver some of these sessions - Preesall Community Centre, Preesall Fire Cadets, Kepplegate Nursing Home and St Aidan’s school who for the third year running have enabled us to teach an entire year group in one day. I would also like to thank the charities and businesses that have provided us with financial and logistical support during the year – The Madge Parkinson Fund, Kepplegate Nursing Home, Moy Vets, Elizabeth Ann Aromatherapy and the Shard Riverside Inn. If you’re new to the internet, or already use it but would like to take advantage of the huge variety of things it can do to make life easier, it can be a confusing and daunting world. One great place to get lots of useful information and advice about the problems we face from people like fraudsters and abusers is the Get Safe Online website at www.getsafeonline.org This contains a huge amount of information for everyone on how to protect yourself, your family, your bank account and your online devices. Here are a few basic tips that can help you to stay safe. It’s a big topic and this is only a small list, but it’s a good place to start. 1. Passwords are important. Choose, use and protect your passwords carefully, and use a different one for every online account in case one or more get hacked. 2. Look after your mobile devices. Don’t leave them unattended in public places, and always protect them with a PIN or passcode. 3. Ensure you always have internet security software loaded on computers or a similar app on your mobile devices, and that this is kept updated and switched

The early part of this year will obviously be dominated by Brexit but as ever the needs and concerns of my constituents will continue to be my greatest priority as I prepare to return to Westminster. Some weeks ago I wrote to the North West Ambulance Service requesting details about how long it takes for paramedics to attend rural constituents in Knott End, Preesall and Pilling. The service has replied with average response times calculated between September 2017 and September 2018. For serious life threatening emergencies like cardiac arrest or allergic reaction it took an ambulance on average 37 minutes to reach Pilling, 29 minutes to reach Preesall and 25 minutes to get to Knott End. Regionally these calls will be responded to in an average time of 7 minutes and at least 9 out of 10 times within 15 minutes.

For emergency calls to illnesses like strokes, burns or epilepsy the average ambulance time to Preesall was 1 hour and 3 minutes, 53 minutes to Pilling and 51 minutes to Knott End. Regionally these calls will be responded to in an average time of 18 minutes and at least 9 out of 10 times within 40 minutes. For urgent calls which include late stages of labour, non-severe burns and diabetes it took ambulances on average 2 hours and 33 minutes to reach Pilling, 2 hours and 29 minutes to get to Knott End and 2 hours and 27 minutes to reach Preesall. For less urgent calls like vomiting and urinary infections it took paramedics 2 hours and 18 minutes to get to Knott End and 1 hour and 44 minutes to get to Preesall – there were no recorded figures for Pilling. Regionally these less urgent calls will be responded to at least 9 out of 10 times within 180 minutes. Rural areas are already at a disadvantage when it comes to the provision of services and public transport but I’m particularly concerned that response times are so poor for emergency and urgent calls. I’ll be asking what can be done to improve these times. If you have observations or concerns then please get in touch with me. Staying with health, November 2018 saw the worst A&E November performance on record. Just 87.6 per cent of patients were seen within

4 hours, against the target of 95 per cent. There are still 4.3 million people on the NHS waiting list. 1,940 people were stuck in the back of an ambulances for over 60 minutes during the week commencing 3rd December and bed occupancy in December was 94.2%, nearly 10% above the recommended level deemed as safe for patients. Winter is only just beginning for our NHS and these are hugely concerning figures that don’t bode well for the difficult months ahead. Ministers must start prioritising patients’ interests by outlining proposals for the NHS this winter. It would be totally unforgivable if patients suffered another winter crisis like the ones we’ve seen in recent years. Constituents in Preesall have expressed concerns over road safety on the Burned House Lane junction following a collision in November when a driver failed to negotiate a bend and crashed into a barn. Fleetwood Household Waste Recycling Centre will be closed from Fri 18th Jan for approximately 6 weeks while they undertake some site improvements. New experienced owners would need to learn to read her body language and recognise when to give her space. She would benefit from being the only pet in the house and isn’t suitable to live with young children.

SOROPTIMISTS Women Inspiring Action, Transforming Lives New Year Wishes and Thanks The members of your local Soroptimist club wish everyone a very Happy, Peaceful, and Healthy New Year. Our thanks go to everyone who has supported us throughout the 2018 year. We hope you all enjoyed our parched peas on both nights of the Garstang Victorian Festival. We raised £337 which will be going to our charity – Mary’s Meals. Mary’s Meals – ‘Double the Love’ Great news! From the beginning of December until the 1st March, donations to the Double the Love appeal are being matched by the UK Government, up to £2million! Mary’s Meals is Garstang Soroptimists’ charity this year, so what a wonderful opportunity to share a world of learning and possibility with vulnerable children in places like Zambia. For so many, working, begging or foraging for food to survive is a daily reality that eclipses any dreams of attending school. The outcome of the assessment was that we reserved more appointments for same day urgent slots during the month of December to ensure we had capacity to deal with the increase in demand on the run up to the Christmas and New Year period.

A corollary of this is that it meant there were much less routine appointments available than usual for patients which had the unintended consequence of increasing the wait time for routine patients. It is accepted that we probably misjudged the balance and reserved too many appointment slots for emergency access to help deal with capacity over the winter period and we have subsequently released a large number of these slots to revert back to routine slots which should help address the situation. We accept that we must ensure patients have confidence in the availability of primary care services over the Christmas and New Year period. The great news for patients is that the Doctors have subsequently put on more additional appointments which will obviously have the effect of increasing their workload but will hopefully reduce the routine

OVER WYRE MEDICAL CENTRE (cont) appointment wait time. Whilst that is great news for patients it is not ideal for the doctors and it is something I will have to monitor. Increasing demands on general practice over the past five years – not just a heavier workload but the increasing complexity and intensity of work – have led to a challenging work environment. Having a team of overworked and tired GP’s can lead to drops in concentration levels and reduced outcomes. Recent King’s Fund research has highlighted GP workload has grown hugely, both in volume and complexity. The research sample showed a 15 per cent overall increase in contacts: a 13 per cent increase in face-toface contacts and a 63 per cent increase in telephone contacts. At the same time, more people report difficulty in accessing care and are less satisfied with their experience of using GP services. Over Wyre Medical Centre has had to learn to be self-sufficient because we are different from other Fylde & Wyre practices due to our remote location. Whilst other practices are able to benefit from NHS initiatives to help with appointment pressure such as the Same Day Health Centre and Extended Access Service at Fleetwood, we have found they offer little assistance to us as our patients often struggle to travel the distance to Fleetwood. We consider it to be an inequality that other practices are able to freely access these services which are intended to take some pressure off General Practice and our Patient Group has flagged this up to the Clinical Commissioning Group. The Clinical Commissioning Group recently commissioned 13 hours per week for the Extended Access Service to be sited in Garstang. We have made it known that we would have much preferred for this 13 hours

OVER WYRE MEDICAL CENTRE (cont) to have been shared with Over Wyre Medical Centre as the poor transport links and lack of bus service between the two practices means that this 13 hours of extended access is of little assistance to Over Wyre Medical Centre and does not benefit our patients. As I say, we are all working extremely hard. In the month of November we dealt with 5,106 booked appointments. In November we also had 259 DNA’s (Did Not Attend). This equated to 5.1% of all appointments and whilst this is considered to be an acceptable DNA rate it is very unhelpful at a time when winter pressure is leading to unprecedented demand on our services. Whilst I apologise wholeheartedly that the wait times for routine appointments reached an unacceptable level you can be rest assured we are working very hard to get the wait time down. I am sure you will appreciate the extra workload the GP’s have taken on

and the additional appointments that have subsequently been made available. I acknowledge that as the additional appointments get used the wait time will stretch but it must be remembered we always provide same day appointments for urgent and emergency matters. ITHA TRAVEL TALKS The Concert Hall Blackpool Sixth Form Wed 30th Jan 7:30pm

The Saint Aidan’s Christmas Fair took place on Sat 8th December. There was lots to do, including a stall for each of our houses; Nightingale, Hillary, Babbage and Keller! We even had a tombola, sold wooden decorations and ran a stall to collect money for Brian House. Thank you to all those who attended. Over the last month we have also been working together to provide presents for children all around the world with Operation Christmas Child. Each form is given the task of filling as many shoeboxes as possible with gifts for children and families who would not normally be lucky enough to receive gifts at Christmas time. In total, Saint Aidan’s sent off 199 cartons to Ukraine!

We start the New Year with Les and Pauline Mason who present ‘A Personal Perspective of Peru’. They explore Inca trails, rain forest, and the unique culture of Peru. Meetings consist of illustrated talks covering all parts of the world. Speakers are drawn from recognised professional writers, photographers and journalists, our own members and travellers. New members and visitors are most welcome. The facilities are suitable for the disabled, including audio loop. Refreshments are available during the break. Membership is £20 for the season. Visitors may pay at the door for a fee of £4 per meeting. ST AIDAN’S NEWS (cont) Other exciting events this half term included the VEX Competition. This consisted of 10 pupils, who had coded and built their own robot, competing against lots of other schools. The pupils spent two weeks building this robot and were plunged into the deep end after an intense day of battling their robot against robots from schools all over the country. Against all odds, they made it through to the semi-finals! The Leavers’ Awards also took place this month, with most of our Year Eleven leavers coming back to Saint Aidan’s to celebrate not only the success of their GCSE results, but also success in their new ventures. We were very grateful to have our former pupils back, even if it was just for a short time. We are extremely proud of every single Year Eleven leaver and miss you all.

You also may not have known that we won two awards at The Gazette Education Awards a few weeks ago! We were grateful to win the Fitness and Wellbeing Award and the Creative Arts Award on behalf of Lee Bamber. Saint Aidan’s was also lucky enough to be Highly Commended in another six categories - Secondary School of the Year, Young Scientist / Engineer (Owen Jackson), Sports Achievement (Junior Boys Athletics Team), Secondary Student of the Year (Olivia Lang), Career Aspirations and School Trips. It is such a lovely event and we had a great time! We have a lot of forthcoming events in the New Year which I can’t wait to share these with you in my next report. PILLING LANE WI Our December meeting was our Christmas Party hosted by Andy Lloyd and his helpers who cooked the delicious food on the premises, played Father Christmas and then entertained us with songs and comedy. ROTARY Rotary raises £530 in Charity December ‘200 Club Draw’ The Rotary Club of Garstang and Over Wyre held their December ‘200 Club Draw’ on Wed 19th Dec. Rotarians and guests marked the event with an excellent Seasonal meal at the Best Western Garstang Country Hotel & Golf Club. The guest of honour for the evening was Past President Mike Bamber of the Preston Rotary Club, who made the draw on behalf of the 200 Club. Ticket number 030 was the winning number for the first prize of £500. In addition there were 2 prizes of £25 and a further 15 prizes of £10. In a secondary draw, for the introduction of new members to the 200 Club, bottles of wine were won by Roger Weatherell. The proceeds of the draw will go towards the Rotary Charity Account to assist us with a number Rotary local charities which include support for young people and international charities which includes the world-wide elimination of polio. The Rotary Club of Garstang and Over Wyre meets most Wednesday evenings at the Best Western Garstang Country Hotel & Golf Club, 7:00 pm for 7:30 pm. If you are interested in community activities or wish to help others please come along to any meeting. We can offer you a sense of purpose along with friendship and fun for men and women who are interested in supporting the needs of others. PREESALL TOWN COUNCIL NEWS Happy 2019! Everyone associated with the Council would like to wish residents a very happy and healthy New Year. Road Safety Fears Worries over road safety at a busy junction in Preesall have prompted the Council to raise concerns with County Highways chiefs. Accidents at the junction of Park Lane and Cemetery Road are troubling Councillors and Cllr Matthew Salter, the Over Wyre County Councillor, has already raised the problem at County Hall. The Town Council is to contact the County Highways Department to register its concerns and check progress with Cllr Salter. Volunteer Thanks An event to say thanks to the community volunteers in Knott End and Preesall is to take place this summer after a suggestion by Cllr Philip Orme. Halite Voice Cllr Lynda Woodhouse has been appointed as the Council’s representative on the Halite Community Liaison panel. Bus Changes Residents are reminded that any comments on the changes to the 2c bus route should be directed to Blackpool Transport, as this is not a Council matter. SSRA Stalmine with Staynall Residents’ Assoc As well as our social events, the SSRA committee takes action on issues brought to us by residents. Ben Wallace MP has written to the Inspectorate in support of our objections to the proposed 65 houses on Carr End Lane and to those on Foxfields. We thank Ben for his support.

We are also actively working with our Councillors John Shedwick, Julie Robinson, Lynne Bowen and our own Parish Council members in support of Wyre Borough Council who have refused planning permission. Our annual lantern making for children and families took place in Stalmine School hall and we all walked with lighted lanterns from the Village Hall to the Church to participate in the Christmas Lights switch-on. This is now one of our annual events and we hope to increase numbers year on year. We are also planning to include an exciting, large creation next year and will welcome any support and new ideas. Our SSRA Open Evening (with hotpot supper) will now take place at the Seven Stars on Thurs 21st March when we hope to have news for you on the planning applications. Many thanks go to Keith and Barbara at the Seven Stars for allowing us to again use this venue. Residents will have the opportunity to raise concerns and suggestions about matters for Stalmine with Staynall. Further details nearer the time. We are already planning our annual Easter events for children and families and hope to again hold our Easter Bonnet making competition and Easter Treasure Hunt.
