Because of Covid, it’s been three years since it has been possible to hold Garstang Children’s Festival. However as this will be the 150th festival we are hoping that it will be back bigger and better.

The arrangements are gathering pace. Anyone can get together to enter a float – schools, families, clubs, friends, groups etc. If you would like to enter please do get in touch by contacting Frank Worthington on 01995 604628. This year’s Festival takes place on Fri 3rd June during the Queen’s jubilee celebrations. More information will be available on the Facebook page and the website. There will be free rides and amusements on Moss Lane playing field during the afternoon, together with children’s games (also free). The festival catering tents will be open for business as usual with a range of low cost refreshments available. If anyone would like to offer their help with the catering – even for only an hour or two – it would be most appreciated, just get in touch with us. The fancy dress competition is always popular and we hope to attract even more entrants this year. Anyone can enter – if you feel like taking part entries are accepted from 5:15pm on Moss Lane playing fields, with judging taking place between 5:30pm and 6:00pm and along the procession route (more information will be given in the programme nearer the event). Maintaining the safety of the children taking part in the procession, as well as those watching, is always a high priority. If you could spare a couple of hours on the day to help as a steward it would be much appreciated (you will also get a prime spot to watch from). If you think you could help please get in touch. CHURCHTOWN CHILDREN’S FESTIVAL Sat 28th May, 1:00pm Kirkland & Catteral Memorial Hall Field A procession including our new and retiring Churchtown queens, visiting queens and past Churchtown Festival queens, tableaux, fancy dress, dignitaries, local organisations and bands will leave Kirkland Memorial Hall field at 1:00pm making its way to Churchtown for a short service at St Helen’s Church at 1:30pm, before returning to the field for the crowning of this year’s queen, Imogen White, at 2:15pm.

CALDER VALE METHODIST CHURCH As I write this a swallow has been sighted. ‘One swallow doesn’t make a summer’ they say but hopefully by the time you receive the magazine we will have lots more returning for another summer season. Whatever restrictions come and go we are sure of the seasons. Some may say they do vary now and are not like they used to be when I was young. The lapwings, the curlews, the swallows and the swifts seem to know when to come and when to go.

THURSDAY LUNCHEON CLUB Royal Voluntary Service Thursdays, 12 noon until 2:00pm St Thomas Church Hall, Garstang For people who are pensionable age and live alone. It is a lovely, lively, social get together with a two course meal. Volunteer Helpers Required We need more volunteer helpers. Can you spare five hours once a month to help? I started three years ago and found a welcoming, jolly, friendly team. The helpers do the vegetable prep, lay the tables, serve the food and do the washing up (and also have a meal together at 11:30am prior to the diners arriving). If you would like to give it a try just ring me and I will arrange for you to have a session with us. If you would like to help cooking, we would be delighted to see you. GARSTANG SCARECROW FESTIVAL Fri 1st, Sat 2nd & Sun 3rd July Online entries are now open for Garstang’s Scarecrow Festival. This year’s theme is ‘Fairytales and Book Characters’, plus we’ve added a new category for 2022 - ‘Topical’ so get those thinking caps on! It is free to enter. We are inviting anyone and everyone to enter a scarecrow. There will be the following categories for entries: children, adults, schools, preschools, nurseries, businesses and community groups. Cash prizes and trophies for all winners! Paper entry forms can be collected from the Information Centre and Garstang Library. Don’t worry if you don’t live on the official trail, you can still enter and we will find a place to display your scarecrow. Planning is going on behind the scenes for all the family to enjoy a world of scarecrows, live entertainment, a family fairground and attractions, face painting, sand art, brass band, morris dancers and of course food, drink and ice cream stalls. CATTERALL GARDENING CLUB The first meeting of Catterall Gardening Club for 2022 was held in March and was a resounding success. Catterall Village Hall was packed with people - a good turnout that well-exceeded expectations. The talk by Anthony Walker from Resource Recycling Solutions was very interesting and the quality of compost that is produced from our green bins is very impressive. Our fun and friendly meeting on Tues 17th May will be a talk about a new local scheme called The Plot. It is an initiative to grow more food in North Lancashire, whilst training and

The team has been as busy as bees, working at the Queen Elizabeth II park in Catterall, creating a leaf cage and two compost bins for our Bloom green waste so we can make free compost for the flower beds. GARSTANG IN BLOOM The Bloomers are back in force in what is our busiest time of year. We have been tidying up from the winter months and preparing the beds for new planting. Our compost bins have been emptied and the contents spread on the borders. Not only does this feed the plants but it conserves the moisture already in the soil from the winter rain. And rain it did! In early April, we were part of the Great British Spring Clean in conjunction with Wyre Council. Thank you to all those who turned out to pick up litter in the heavy rain showers. We collected at least ten bags full of rubbish.

Our new garden area on the High Street opposite the One Stop shop has been planted ready for the platinum jubilee and we have been sowing wildflower seeds in the new patch along Park Hill Road. Our designs are aimed to encourage biodiversity by using pollinator friendly plants backed by beech hedging for wildlife.

In a similar environmental vein, we have constructed some more compost bins out of recycled pallets and made containers to collect leaves for leaf mould. The Bloomers meet every Wednesday, weather permitting, at 9:30am at the car park on the High Street. We’re always volunteers.

March Round-Up The April breakfast club was well attended and once again we welcomed new members. The free raffle had an Easter egg theme as all the prizes were either Easter eggs or chocolate and this went down well with members. St George’s day, Sat 23rd April, saw another of our popular walks with the route taking in the direction of Barnacre, before stopping in Scorton for a welcome tea and coffee. Several future events are being planned, including curling, a cinema visit and maybe even some axe throwing, which hopefully is not as dangerous as it sounds! Following a meeting at Wyre Council, the

breakfast club now receive details of other events in the Wyre area, and one of our members took advantage of this by kayaking in Fleetwood. It is hoped that this will broaden the appeal of the breakfast club and allow members to meet other veterans within the Wyre area. Monthly Walk We invite you to join us on one of our popular monthly walks that are held regularly on the 3rd Saturday of each month. The next walk will be on Sat 21st May at 9:30am. The meeting place is by the river, at the High Street council car park. All local veterans and their family members are welcome to take part. Daniel Sharples is our next contributor at the Arts Centre and he has already caused considerable interest and admiration for his paintings of the Garstang area over the last few weeks. Daniel works primarily in oil and is inspired by the places and people around him. Plein air painting is increasingly becoming his main passion and he has been seen at his easel out and about in Garstang, painting stunning pictures for his forthcoming exhibition.

May not only signals the return of warmer weather, hopefully it will also see us performing outside at the Arts Centre on Saturday evenings. GARSTANG WINE CIRCLE After a two year absence, we were delighted to welcome back Stuart Rothwell, from the Vineyard Wineshop in Ramsbottom. Stuart was our guest presenter at the meeting in March. His theme was Portuguese wine.

grape, better known as Albariño in Spain, with a higher, but not excessive alcohol content. Thinking about that lunch, all of these whites would certainly be good accompanying seafood and chicken dishes.

Portuguese wine tends not to have a high profile on the shelves of our supermarkets. This is a shame, because it produces some excellent wines in addition to the fortified wine known as port. Portuguese winemakers use a number of native grape varieties in the production of their wines, although blends with international varieties are becoming more common.

An excellent selection of reds followed. Once again all of the wines would have been good with food, especially perhaps lamb or beef and even game. Smooth with dark berry flavours, they demonstrated the quality of wine currently being produced in Portugal at present.

The selection presented at this meeting comprised of three whites, three reds and a sample of dessert wine. Two of the whites were low in alcohol content, making them especially suitable for warm summer days with perhaps an al fresco lunch in the garden. The third white was made from the Alvarhino

The final wine was a Moscatel Setubal, a wonderful sweet desert wine that would provide a wonderful accompaniment to both a dessert and as an alternative to port with cheese. Thanks go to Richard and Ann Harrison, and Philippa Caterall for the tasty food to accompany the wines, and to Anne Whitehead for the vote of thanks. The April meeting was a ‘Call my Quaff’ evening held on Mon 25th April. Members of the panel gave information and misinformation about a selection of wines, with the audience trying to guess which information was correct. A fun evening that gave us all some good laughs. With this in mind, Soroptimists across our Federation have exceeded their target of planting 100,000 trees worldwide and have, as of the end of March, planted over 125,000 now – and of course this includes Garstang’s 185 downy birch, bird cherry, hazel, alder, aspen and hawthorn. We enjoyed the event so much, we’re looking to get involved in future tree planting activities in the future. BackPacks Project We did have a piece of unexpected news recently; our beloved BackPack project has been brought to a close after 17 years. Covid has caused the organisers to rethink on how help can be best provided in these still uncertain times. We made a final donation of packs in April taking us to a total of 575 filled backpacks over the 10 years we’ve been involved with the project and we will now

donate any items left to deserving charities in line with the Mary’s Meals/BackPack project There was a sum of money left, £133, which has also been donated to the main Mary’s Meal charity. AfriReuse – Final Report On a more positive note, we ended the year by raising DOUBLE our target for our 2021-22 charity AfriReuse. We had intended to raise £1,000 to fund 100 Dignity Packs, but having smashed through that target we powered on to reach the magnificent total of £2,000. This means we have supported the production of 200 dignity packs, so 200 young women and girls in West Pokot, Kenya can be supported to continue their education and not have to miss out during their monthly menstruation cycle. A big thank you to everyone who donated and to all the Soroptimists who took part in our fundraising.

A new initiative this year is ‘Orange the World’ in which Soroptimists want to highlight the issue of violence against women and girls on the 25th of every month. Violence against women and girls is one of the most widespread, persistent, and devastating human rights violations in our world today and is a threat to millions of girls and women online and offline. Our AGM was as always, a wonderful event. We did have to forego our customary meal beforehand but we didn’t let that dampen our spirits. It’s always thrilling to formally welcome new members, hear a bit about them and then to light a candle of friendship for them. We had to follow the official AGM requirements, hearing reports from the clubs’ officials and voting in our new leadership team for the coming year and of course, President Kathy. When we respond to the stress with some form of physical action it actually helps the stress hormones to dissipate and return our body to a normal, relaxed resting state.

But let’s go back to ‘stress’. An overused word that is often misunderstood and I hear this misunderstanding from my patients who use the phrase I have chosen for the title of this piece, ‘but I don’t feel stressed’.

And therein lies the problem, most modern stressors do not require an aggressive physical response: An unexpected doubling of our heating bills, a car briefly swerving towards us on the drive into work or a late bus making us miss an important appointment. All of these provoke just the same physical response as a threat to your life but we do not respond physically to them. This leads to a build up of stress hormones in our body which lead to chronic problems like irritable bowel syndrome, poor sleep and low energy.

Stress is not a state of mind, it is not an emotion. Stress is perceived by your body in a very primitive way. Your body interprets stress as a threat to your life and creates a physical response to the stress to preserve your life. This is the fright, flight fight response. This physical response increases your heart rate and shunts blood away from your gut to your muscles to prepare you for action, to your brain to ensure you are alert and even makes your palms sweat so you can grip a weapon or climb an obstacle better.

CARDIAC RISK IN THE YOUNG The Matthew Hesmondhalgh Memorial Fund Throughout March and April we have continued to mark Matt’s 10th anniversary year by decorating his beloved buddleia and celebrating the national and international days that were of interest to him. We’d like to thank everyone who has taken an interest in this project in different ways. Your supportive comments, ideas and practical help are very much appreciated. CRY Screening The April screening day at Garstang saw 79 young people screened with four needing further investigations and, for some, treatment. Our very best wishes to you all. Thanks again to our milk bottle challengers who funded this additional day and to those who kindly donated on the day towards others being screened in the future. Also thanks to Garstang Academy for hosting the event once again and, of course, to our super family and friends that help the event run smoothly. Fundraisers Our April pop-up shop, together with a table top sale at Out Rawcliffe, raised a super £240 thanks to everyone who was involved. We’re taking a short break from the shops now so that we can take part in and support other’s events that are happening over the summer months, as well as exploring one or two new ideas, so keep an eye open for us when out and about and hopefully we’ll see you all back at Catterall Village Hall in early autumn. Upcoming Events

It seems to have come around quickly but Garstang Tennis Club will shortly be embarking on what will hopefully be another full season.

It’ll be good to be back on the market stall outside Garstang Town Hall on Sat 7th May, 9:00am - 3:00pm. It seems such a long time since we were there. As always we’ll have a treasure trove of bargains – you never quite know what will be on there! Fingers crossed for a fine day. On Sat 21st May we’re planning to take part in the Craft and Collectables Fair at Garstang Art Centre from 10:30am. This is a new venture for us and we’ll be offering an eclectic range of locally handcrafted items, small antiques and collectables too. Looking ahead to June and our good friend Samantha, of canal bike ride fame (and whom some of you may have met at our events), is organising a mega jumble sale to be held at Kirkland Memorial Hall on Sat 25th June. On the competitive front the club has maintained two teams in the Fylde League (one men’s and one ladies), one in the Ribble League which comprises a mixed team of four men and four ladies, plus the retention of the U16 junior team that performed so well in 2021 and who will once again play in the Ribble League. Social tennis will still be available on Monday evenings from 7:00pm onwards and though the numbers attending this particular session have dropped off slightly during the past year or two the club hopes it can recover to the levels it enjoyed pre-pandemic. GARSTANG CAMERA CLUB Obituary One of our long standing members, Ken Harrison has passed away. Ken was a life member of our club with a long service record of working on the committee, acting as treasurer and club chairman. Ken was a keen wildlife photographer who travelled extensively to follow his area of interest. He was a regular volunteer at Leighton Moss Reserve, was always willing to advise others and pass on his wide knowledge base. He will be sadly missed. RIP Ken. 2021-2022 Session We are now at the end of our 2021/2022 session. Our last club meeting will be on Wed 4th May when George Franks will present ‘Flash Photography’. The following week we will hold our AGM hoping that as many members as possible will attend. The week following this is our annual presentation evening in which our guest of honour, the mayor of Garstang, Councillor Alec Allan will present the awards. The deadline for applications for this event is Sun 1st May. It should be a splendid evening and I hope it will be well supported. GARSTANG & DISTRICT LIONS Donations It has been agreed to temporarily suspend our usual support for Fylde Women’s Aid and ask instead that any items such as new toiletries, nappies, dry food etc now be sent as part of the wider Ukraine appeal - with our collection point being the Resources Centre (the old Liberal Club ) on Bridge Street. Events & Activities The Easter eggs decorated with the Lions logo have been raffled in the prize draws held at many of our local public houses, cafes and shops. This project has raised a profit of £520 (plus a donation) which will be distributed soon to good causes. Many thanks to all of the organisations involved and to all those who paid their £1 entry to the draws - with our congratulations to all lucky winners. A large number of our Lion members assisted with the popular Garstang Tractor Run which had been rescheduled because of Covid restrictions and was held on Sun 3rd April. We are about to move into our busy summer season for stewarding and car parking for many of our local events including the Children’s Festival, Great Eccleston and the two Scorton Shows. Approval has been given to move our bonfire circle to a site slightly further away from the new build development by the High Street car park. Club members will do this work in early July and it should improve future safety and offer even better viewing of our annual spectacular display. CAT SMITH MP I hope you all had a lovely Easter. For me, it offers time to reflect on the sacrifice made for us by a loving God who knows our faults and still sees the value in each and every one of us. I know from the emails I receive that many of you are becoming increasingly concerned about NHS waiting times and, in particular, the length of time it takes for ambulances to get to more rural areas like ours. New figures from NHS England reveal that a record 6.2 million patients are now on NHS waiting lists and ambulance response times for heart attack and stroke patients have also reached a new high. Last week an elderly constituent from Knott End wrote to me highlighting that her taxes are going up at the same time as are waiting lists. Record numbers are being forced to wait longer than ever before, and I’m receiving reports of heart attack and stroke victims waiting hours in agony for an ambulance. With taxes rises during a cost-of-living crisis, patients are paying more but, it seems, getting less. I’ve written to our health authorities to raise your concerns but every time I get the same response – there are too few staff, recruitment is down, retention is at crisis point, highly trained staff are leaving in their thousands and the service is at breaking point. There are now 24,000 patients who have been waiting more than two years for an appointment or treatment. I’ve also been contacted by local head

teachers across the constituency who are reporting that the pandemic continues to impact both children and school staff. Last week I wrote to the education secretary, Nadhim Zahawi to raise my concerns about the pressure teachers are experiencing. Covid hasn’t gone away and on a daily basis head teachers are trying to manage huge numbers of staff absences when there’s very few supply staff available due to a critical national shortage. Just like health staff, the recruitment and retention of teachers is at an all-time low. If that wasn’t bad enough head teachers are also trying to respond to the high numbers of pupil absences and providing home learning packages via digital technology. Two years ago, teachers’ jobs literally changed overnight and since then there’s been very little understanding or support from the government. According to a recent survey by the National

CAT SMITH MP (cont) Education Union, one in three teachers in the UK plan to quit the classroom in the next five years due to bureaucracy and huge workloads. Teachers are being paid for far fewer hours than the 46 to 59 hours that in many cases they actually work. The union says class sizes due to the pandemic are increasing, with some schools having to put more pupils together in classrooms to cover the absence of self-isolating teachers. In addition, I’m also concerned that the relationship between OFSTED and schools has become increasingly toxic, with schools dreading the visit of the inspectorate. School inspections certainly play their part in reassuring parents and carers that their children are receiving high quality education - but the government must look at ways of moving the inspectorate to being more developmental and less judgemental. Teachers say inspections are

so focused on box ticking that even a school delivering excellent outcomes can receive a disappointing report. Understandably, teachers can feel overwhelmed when they’re solely responsible for 35 to 40 children. The education secretary needs to take much more seriously the very real issue of teacher stress and burnout. The government wants us to think ‘it’s business as usual’ but every week I visit schools in my constituency and that’s not what teachers are telling me. From Lancaster to Fleetwood every head teacher is expressing concern about the wellbeing of the children in their care and the wellbeing of staff who are juggling a myriad of complex issues. This has to change. We have to invest more in our children and give their teachers the support they need to help them through, what continues to be, very challenging times. New analysis shows a ‘collapse of confidence’ from crime victims, with a quarter of reported crimes now going unpunished due to the victim not pursuing charges. Home Office data shows the scale of the crisis with more than 1 million criminals getting away with their crime, because the public no longer trust the system to deliver justice. There is a victims’ crisis at the heart of the criminal justice system, and we need to urgently restore faith in law and order by delivering a system that the public deserve. In 2012/13, there was one neighbourhood officer or PCSO for every 1,650 residents. Now police staffing cuts have left the public with only ONE neighbourhood officer for every 2,400 residents. That means an effective cut of one-third in the presence of neighbourhood police within local areas. In some areas there is only one neighbourhood officer or PCSO for over 5,000 people.

WYRE FLOOD FORUM Last month I reported on the proceedings of the Wyre Flood Forum held on Fri 17th March with half the members present in body and spirit in the Wyre Council Civic Centre and the remainder at home, in the office or, in the case of one officer, on the floor above where we were sitting, probably with a mug of tea behind the screen. I understand that zoom has its benefits but the sooner we all meet up in person the better I believe.

Since 2015, the total number of officers assigned to neighbourhood roles has fallen by over 7,000, dropping from 23,928 to 16,577. Neighbourhood officers form the bedrock of the model of policing by consent. Yet according to a recent Police Foundation report, it has failed to gain recognition as a policing specialism Police out on the beat and visible in local neighbourhoods are vital for stopping crime and keeping communities safe. Yet neighbourhood policing has been decimated - with fewer neighbourhood officers stretched to cover more and more people. We need to restore neighbourhood policing. They are metal beams stored for the purpose by the old railway bridge in a cage just next to the footpath. I expect to see shortly a fully enclosed chamber with engineers and, possibly, divers examining the workings.

WYRE FLOOD FORUM (cont) Hopefully I will be able to bring more information next month. In the meantime, United Utilities and other agencies will be working on correcting the flow systems of sewage to the Garstang Water Treatment works at Churchtown. The engineering officers at Wyre will arrange meetings between Flood action groups and agencies to discuss technical matters for the attention of officers prior to the next MSFW* technical group meeting in May leading up to the next forum on Thurs 16th June. This meeting has been put back a week to allow members from throughout Wyre to accompany Thomas Myerscough of Wyre Rivers Trust to Abbeystead to see the natural flood measures that he and his team have constructed in an attempt to hold back excess water up stream before it is slowly released. Meanwhile the building of new homes moves on at pace meaning that we all have an interest in managing the threat of inundation. *Making Space For Water - a Government led scheme to make the case for moorland regeneration to reduce run off. GREATER GARSTANG Partnership Board A bit of a lull in proceedings during April with the draft Regeneration Framework out for public comments. This final phase is a final opportunity to make sure what is in the draft Framework is accurate and identifies the projects which were outlined (and supported) in the first public consultation event and then, in more detail, in the second public consultation. I hope you have had an opportunity to look at the document (there is a link on the website). It is a huge document but much of it is

background information and research which we will need when we begin to apply for funding as well as identifying all the projects we will look to deliver in the next years. At our April meeting the majority of the theme leads reported on their priorities within their themes and their views were supported by the Board. These were, in the main, some of the more easy to deliver projects as well as doing some of the groundwork for more complex projects. The last step in the process is for the Board to formally adopt the Regeneration Framework and for Wyre Council’s Cabinet to consider it at their meeting on Wed 1st June.
