I am sure Jim will have some interesting stories to tell. Our meetings are open to anyone who would like to come, even as a ‘one off’. This is a brand new free event to be held the first Monday of every month at St Thomas’ Church Hall, Garstang. It is open to Veterans of all ages to come together and chat. It is in partnership with Wyre Council, Lancashire County Council, Community Covenant, St Thomas Church and School and the Garstang Royal British Legion. The hope is to have a speaker every month and some help and advice for veterans in Wyre on topics such as healthcare, housing, financial advice, discount scheme and service charities referrals with the plan of supporting Veterans in our area. FROM HERE TO ABSURDITY A Satirical Sketch Show Sun 31st March 7:00pm Scorton Village Hall If you fancy live comedy that’s a bit different and enjoy a show that recalls the spirit of Peter Cook and ‘Beyond the Fringe’, then ‘From Here to Absurdity’ could well be to your taste. The show lasts for about 90 minutes and comprises about 30 sketches and songs. The material focuses on the assorted idiocies of modern life, targeting (for example) political correctness, prattish ramblers, rapacious estate agents, irritating telephone salesmen, sad round-robin writers, birth, marriage, divorce and death. Doors open at 7:00pm for the show at 7:30pm. Comfortable seating arranged at cabaret style tables. A licensed bar will be available on the night. GARSTANG GARDENING CLUB Annual Meeting and Spring Show Mon 11th March 7:30pm The Crofters, A6, Cabus The annual meeting will see the election of a new chairman following the intended retirement of current chairman Mr Roger Broadbelt. CABUS PLAYERS Cabus Players are now in rehearsal for their next production, ‘A Bunch of Amateurs’, written by Nick Newman and Ian Hislop. Trying to boost his flagging career, fading Hollywood action hero Jefferson Steel arrives in England to play King Lear In Stratford – only to find this is not the birthplace of the Bard, but a sleepy village in Suffolk. And instead of Kenneth Branagh and Dame Judi Dench, the cast are just a bunch of amateurs trying to save their theatre from developers. Jefferson’s massive and demanding ego are tested to the limit by the enthusiastic am-dram thespians. This is an extremely funny play with many laugh out moments – a fantastic night out for everyone! A HEALTHY ENVIRONMENT have declined by half since 2000. To me this is a frightening sign that there appears to be a collapse in the very foundations of our delicate ecosystem – of which we are an inescapable part.

I thought I would step back from our bodily health this month to touch upon our environment which in it’s own right is linked into our physical and mental wellbeing. I felt compelled to write about this having seen the report about a decline of 77% in flying insects in Germany between 1989 and 2016. Even our abundant rabbit population has declined by 60% in the UK and our hedgehogs

What amazed me is that this news appears to have gone largely unreported whilst we sit watching news reports about Brexit and the political tug of war going on. It made me wonder what is really important here – our politics or our world? Surely such reports of this kind of extinction should be headline news and a call to action everywhere? Not so apparently. I am sure there are many and varied reasons for insect decline and I’m pretty sure widespread use of pesticides and monoculture farming where there are vast tracts of land with no biodiversity are important factors. Most of this comes from the drive for cheap food and lots of this food is simply used to feed animals to give us in the West cheap meat. I still find it difficult to believe that our mainstream farming system believes putting poisons on food as they are growing is considered the norm and that washing it before serving it to us in plastic containers is acceptable. We have become used to this for our own convenience without a single thought for the real cost that we do not see. My advice to everyone is that we need to put more thought into where our food comes from. Hold our supermarkets to book to show what they are doing to encourage good management of our land (rather than driving farms and rural communities into the ground to get things as cheap as they can). I would also say we ALL need to eat more vegetarian meals. Of course some of us need occasional meat but to demand it at every meal is leading to us to quite simply destroying ourselves without even realising it.

WORLD DAY OF PRAYER

Eighteen months ago I went to Thailand and did an eco friendly trip to the Hongs. These are distinctive outcrops of rocks sticking out of the sea (you will have seen them in a James Bond film), many of which have lagoons inside them.

My wife and I had done the same trip ten years before. That time around our boat was followed out to sea by birds waiting for fish to be thrown for them. At dusk we watched thousands of huge fruit bats fly like fleet of aircraft from the cliffs to go feeding and had hundreds of fish hurl themselves into our canoes when we had a light shine in the darkness. Ten years on, no birds, no bats and no fish, just loads of plastic littering the beaches of the Hongs. Truly what are we doing? Nick Tofalos (01995) 602 833

March already! Spring is in the air and we start off with a still life workshop entitled appropriately ‘Shades of Spring’ on Wed March 13th. Offers of suitable objects (e.g. flowers Easter Eggs etc) will be gratefully received as subjects for the day’s activities. Efforts will be judged at the end of the afternoon and a prize awarded!

In order to raise much needed funds for Kirkland and Catterall Memorial Hall we have decided to invite the local community to participate in a guided walk of approximately 5.5 miles. The walk is an easy, largely flat, circular route meeting at the Memorial Hall at 9:30am for a prompt 10:00am start. The Guided walk is £5 including tea/coffee and cake (accompanied children free). GARSTANG WINE CIRCLE We were delighted to welcome Mike Harwood from Waitrose to our meeting on Mon 21st Jan. Mike chose to present a selection of wines from South Africa to the group that evening. South Africa is a country that is producing a wide range of wines at very reasonable prices as the rand is still relatively weak against the pound. We started the evening with a bottle of fermented sparkling wine made from Chardonnay and Pinot Noir, two grapes used in the production of Champagne - a very good alternative to its French counterpart, and at a reasonable price in comparison to the French product. The first white was made from a combination of grapes often used in Southern France for white wine, a very pleasant white that would be suitable for summer drinking.

The second white was made from Chenin Blanc, a signature grape for South African white wine. This was a very good white that would go well with food, fish in particular. The third white was a Sauvignon Blanc that was softer and less strident than many wines made from that grape in other parts of the world. Robust reds that are good value can be a characteristic of South African wine and those we tasted during the evening were good examples. The Cabernet Sauvignon and Shiraz were very good, well made wines with bags of flavour that would make good drinking with winter stews. The final red was produced from an interesting mixture of grapes, a robust wine that was more expensive but suitable for that special occasion. The final wine was a delicious pudding wine that would be good with either dessert or cheese at the end of a meal. The presentation really highlighted the quality and range of South African wine, and we are grateful to Mike for the excellent evening. Thanks also go to Steven Holt and Ken and Janet Holmes for the refreshments and Jennifer McNamee for the vote of thanks. The report of February’s meeting, presented by Stephan Jamin, will appear in the next issue of Focus Magazine. The March meeting will be held on Mon 18th March at 7:30pm in the Arts Centre, when Bruno Rafala will be visiting the Circle. GARSTANG FAIRTRADE FORTNIGHT By the time you read this, we will be half way through marking Fairtrade Fortnight which closes on Sun 10th March. We have had wonderful support from the community of Garstang and wish to thank all of you who have contributed to it’s success and hope that you will enjoy the activities that are ongoing. Activities To Look Out For Junior Schools Competition. Over ten local junior schools have been invited to take part in our Cocoa Pod competition to write, draw or create a collage on the ‘What Does Fairtrade Chocolate Mean to Me’ on a template of a cocoa pod. This would not have been possible without the co-operation of the pupils and teachers in the schools. The art work is being displayed in shops and businesses in and around Garstang so again a big thank you for your

co-operation. Please take a stroll through the town and admire their talents. The presentation to the winners of Chocolate Easter Eggs donated by the Mustard Seed will be presented by the Garstang Town Council Mayor, Cllr. Leah Hynes and will take place at Wesley’s, Garstang on Sat 9th March at 2:00pm. Our thanks must also go to our two independent judges Miss Hazel Woodward and Miss Sue Morris. This is surely an example of a community working together to highlight the unfair practices of cocoa production so that we can enjoy one of our favourite treats. Congratulations. Once again Garstang Library are kindly hosting a display on Cocoa and Women Cocoa Producers. Life is tough for cocoa producers but even tougher for the women, so the secondary theme for this year’s Fairtrade Fortnight is ‘She Deserves a Living Wage’. If you are visiting the Library, do take a few minutes to read the message and take away small samples of Fairtrade chocolate. The Library staff have also volunteered to participate in the Cocoa Pod competition with the toddler groups and they will also be included in the prizes. GARSTANG CAMERA CLUB

Our programme this month starts on Wed 6th March with our Annual Competition, photographs of any subject. Entries are our usual mix of Mono Prints, Colour Prints and Digital Images. On Wed 13th March we have a workshop ‘Filters - In or On the Camera, Do We Need Them?’ Images taken with physical filters on the lens, (polarizers, colour filters, graduated filters, ND filters etc), or with filters applied incamera such as art-filters and special effects filters. Everyone is invited to have a bit of fun with this assignment. Take an image with a filter, then without the filter and try to replicate the effect using post-processing software. Share your results at the workshop. On Fri 15th March we have our annual

GARSTANG CAMERA CLUB (cont) ‘Battle’ with Holme Camera Club which is held at Holme this year. Each club puts forward 15 digital images and 15 Prints. An independent judge reviews the images and awards marks out of 20 for each image. The club with the most marks at the end is the winner. Holme have won the Battle for some years but could this be Garstang’s year? On Wed 20th March we have a visit from professional photographer Martyn Mackie ‘Improving your Photography’. Over the last 20 years, Martyn has photographed over two hundred weddings all over the UK along with social events and commercial commissions. He also regularly works for a major national portrait company.

COMPUTER ADVICE I’d like to talk about a familiar subject this month – scam emails. I’ve seen quite a lot of these recently, some regulars and one or two new ones. Here are a few examples of emails which are always dodgy:

TV Licensing – ‘Your Direct Debit Payment was refused’. There have been lots of these, slightly different wording every time but quite professional looking. However, in all cases the email was actually coming from an address in Japan eg. tentiroiro.jp, it didn’t address me by my proper name and I know that my licence isn’t due for renewal or had problems with payments.

DHL Express – ‘Delivery details attached’. This was not a sophisticated attempt, the email was badly written and delivery companies do not send you information in Word documents attached to an email.

PayPal Services PayPal Electronic Invoice Notification - ‘The following Invoice Notification is being sent to you by PayPal Inc, click here to download your personal PayPal Standard Invoice.’ PayPal do not send invoices.

HM GOV.UK TAX – CONFIRMATION OF TAX RETURN. ‘HMRC owes you £382.84 GBP. Click here to get started. The link expires (date given was same date as email)’. This is not an HMRC email address, and this is not how HMRC would tell you about a refund. They had also included a bit at the bottom of the email which is copied from a genuine one – ‘do not reply or click on any links’!

Some very nasty ones – ‘I am a spyware software developer. Your account has been hacked by me.’ This one goes on to describe at length how your webcam has allegedly been used to record what you’ve been up to and if you don’t pay a very large fee in Bitcoins quickly then

COMPUTER ADVICE (cont) your computer will be wiped and all your contacts will get a copy of the videos etc. Needless to say that none of it is true and it’s just another attempt to scare people into giving money to the fraudsters. So how can you tell if it’s a fake message? Firstly, any from a person or organisation you don’t have a connection to (eg. iTunes or eBay when you don’t have an account) is most likely a scam. Fake emails often (but not always) have a different email address from the trusted organisation’s normal website address. Use a non-specific greeting such as ‘Dear customer’ instead of your proper name. Threaten that unless you act immediately your account may be closed. Give a website link which seems very similar to the proper address - but even a single character difference means a different website, and request personal information such as username, password, date of birth or bank details. Don’t: open or forward emails which you suspect are spam; open attachments from unknown sources; respond to emails from unknown sources; make purchases or charity donations in response to spam email. Never: click on ‘remove’ or reply to unwanted email; and don’t click on links in emails from unknown sources. Instead move your mouse pointer over the link to reveal its true destination, usually displayed in a popup bubble or in the bottom left corner of your screen. If this is different from what is displayed in the text of the link then there may be a problem. Think twice – before you click on any links in an email or before you open any attachments. Even if you know the sender, make sure it is something you are expecting as they could have been hit by a virus or other problem which then sends out these dodgy messages. If in doubt, contact them

CANINE HYDROTHERAPY Hydrotherapy is an effective way to treat and improve a dog’s quality of life. It builds up and tones muscle which then increases the range of joint movement, aids circulation, decreases pain and inflammation, improves fitness and stamina, aids recovery from surgery and can slow down the progression of degenerative conditions. It gives the dog a feeling of wellbeing. Using an underwater treadmill, hydrotherapy works by combining warm water (30˚c) hydrostatic pressure, buoyancy and gentle resistance. The treadmill speed can be adjusted to formulate an individual plan of treatment, ensuring the dog walks at the correct speed to maximise efficient muscle and joint use and to maintain a straight central line in the tank, which will then improve the gait and improve the muscle mass. This can be particularly beneficial for young dogs diagnosed with hip dysplasia. The forward, straight movement helps build up the muscles around the hip joint. The younger they start treatment the better the outcome. Winter and cold weather can exacerbate health conditions and joint problems, especially arthritis in dogs (and humans). Hydrotherapy is an excellent treatment for pain relief and assisting mobility using the buoyancy and warm water. Also, during the winter months, dogs can be reluctant to go out for walks when it’s cold and damp, so stiffness becomes worse and weight gain increases, so an alternative form of exercise can be extremely beneficial. CAT SMITH MP After persistent lobbying, I’m delighted that the Government agreed to cover much of the costs incurred by Lancashire Constabulary in policing the fracking site at Preston New Road. Last year, the government handed back £1.4 million to the force, although the operation cost in excess of £7 million. Whilst the grant doesn’t cover the full costs of the operation, it’s a significant contribution and will make a big difference. I often get told by constituents that ‘writing letters is a waste of time’. This result goes to prove that repeatedly arguing your case can eventually bring about change. Having said this, since 2010, nationally we’ve lost 21,000 police officers. The new head of the Police Federation, John Apter, has

warned that forces across the country are in crisis and the public are suffering as a result of falling headcounts and increasing crime. MPs recently voted on the Police Funding Settlement. Lancashire Police were offered a grant of £193.745m - £48.9m less than the grant received by Lancashire in 2010/11 and a reduction of 21.29% in grant funding. This has required total cuts of £86m to be delivered since 2010/11 once cost pressures have also been taken into account. I voted against this funding proposal. In 2019/20 Police and Crime Commissioners are also being permitted to increase Council Tax by £24 for a Band D property. However this system is unfair and means police forces in the south can raise a great deal more money than those of us in the north. Council tax is levied on properties based on their value. Properties with lower values fall under lower bands (ABC), and properties

CAT SMITH MP (cont) with higher values fall under higher bands (D to I). An area’s Council Tax Base reflects the numbers of properties in each council tax band. Lancashire has a population of almost 1.5m, and almost 60 per cent of properties are classed as either in Band A or Band B, the lowest two bands. Kent in comparison has the same population and fewer dwellings but is able to raise almost £5 million pounds more in funding for the police than Lancashire can.

Investment in water supply infrastructure was lower in 2018 than in 1990. This is despite more than 20 per cent of all water currently being lost through leakages from water pipes.

What this means in practice is that any funding settlement placing greater emphasis on council tax precepts will leave Lancashire receiving less and less funding compared to these forces.

On average, over the past ten years, water and sewerage companies have paid over £1.8bn per year in dividends to shareholders, which equates to about £75 per household per year. This is an expensive way to finance infrastructure.

Furthermore, areas with higher numbers of lower-band properties often have higher levels of crime. A settlement placing greater emphasis on council tax would leave these areas with lower levels of funding to tackle

A third of 15 to 18-year-olds assessed by Action for Children were found to be suffering from mental health issues. One in nine children aged 5 to 15 experience a mental health disorder. Action for Children helps disadvantaged children across the UK through intervening early to stop neglect and abuse, fostering and adoption, supporting disabled children, and by campaigning to make life better for children and families. GARSTANG RUNNING CLUB (cont) to make them our charity for 2019. The race is seven miles on road via Dimples Lane, Barnacre, Cabus and Garstang. Weekly Runs Tuesday evening continues to be the main event of the week with at least three different options to choose from during winter – a seven mile road run, a shorter road run or interval training. These always start at 7:00pm from the Sports Club carpark. If interested just turn up and introduce yourself and someone will make sure you get in the right group. If you are already a runner who can manage at least seven miles and you have nothing better to do on a Monday morning, then do join us for an off-road run at 9:15am at the Sports Club. We usually travel and so far this year we

have been up Clougha (the weather was foul!), Rivington, Arnside, Scorton, Barton and Nateby. The run is always followed by a good breakfast! BEN WALLACE MP I am receiving a great deal of letters and emails at the moment about national issues and these help me to represent you effectively in Parliament. Westminster is an extremely busy place at the moment as you can imagine, but a Member of Parliament must always remember their constituency and living here in Lancashire with my family helps me stay focused on what is important to my constituents. I believe it is important to escape the bubble of Westminster and speak to the people I represent as often as possible. Recently I took part in the ‘Give a Day to Policing’ initiative run by Lancashire Constabulary. My day with the local Police began with a

full brief from Officers at Fleetwood Police Station. This was a great opportunity to speak to local Officers about local issues and the pressures they are under day to day. We discussed everything from local Officers working from the Civic Centre in Poulton to cyber-crime. Then in the afternoon I went on patrol with a local Officer. First we went to Poulton where we took the opportunity to chat with people before the officer had to visit a few locations to carry out daily tasks. We then continued the day by going on a vehicle patrol in Over Wyre. It was very interesting to hear the views of a local Officer on a host of different issues. The Police here in Lancashire do an outstanding job in an ever changing environment. They also talked about the growing amount of Officer time which is spent helping to safeguard vulnerable people, such as missing children and people suffering from mental ill health. I know from my own involvement in the individual cases of constituents just how valuable this work is. I found the day fascinating and I would like to thank all who were involved for giving up their time. I am delighted that after strong representations by the local community and me, the Secretary of State has blocked the new fracking site at Roseacre. It was always in the wrong location due to the impact of the HGV traffic on the narrow local roads and I hope now my constituents can rest at ease.

I continue to meet residents at my advice surgeries to discuss a wide range of issues. I agree 100% with the opinion of the Secretary of State when he stated in his report that the proposed development would have a serious and very significant adverse impact on the safety of people using the public highway. This has been hanging over the local community and I am extremely pleased that common-sense has prevailed. I am also pleased that earlier this month my efforts on behalf of Lancashire Police has meant they have got extra funding to police the more advanced fracking site at Preston New Road. I have mentioned a few times in this monthly article about how I am seeing an improvement in the state of the highways locally. My Office receives notice of works and I have been pleasantly surprised with the number of planned improvements in the area. I do know how bad the roads were and in some areas still are but I am convinced we are moving in the right direction. As always, I welcome your views on this issue.

GARSTANG ARTS CENTRE March Art Exhibition We are pleased to welcome Chorley Artists to Garstang and their work, which is for sale, may be seen from Tues 12th March through to the 4th April. Chorley Artists consist of a small group of amateur artists who meet every week to paint in a social atmosphere. As individuals, they use different mediums and paint in their own unique style which always results in an interesting mix of exhibits. Sheila Tearle (01995) 603816 Garstang Ukulele Group March is an important month in the ukulele calendar with Saints days for both David and Patrick. While Wales and Ireland have also adopted these saints, it is their ukulele playing that first brought them to prominence. David is usually associated with his second instrument, the harp, but his first love was a soprano ukulele. Indeed it was David who introduced the high G whilst climbing Snowdon. His low G broke and he only had a spare A so he fitted that and detuned it 2 semitones.

Phillipa always introduces us to new ideas with her arrangements and use of mechanics. All the floral arrangements will be raffled after the demonstration and light refreshments will be served as usual. Visitors are always welcome at this friendly group. Members and visitors at our February meeting greatly enjoyed David Ralphs’s programme of music by composers who lived in Vienna. He ended with ‘Auld Lang Syne’ performed by a Viennese orchestra and chorus -- an imaginative finishing touch.

The Sheraton Trophy takes its name from HMS Sheraton which was awarded the Freedom of the Borough in recognition of work done in Fleetwood by the crew during the 1977 flood emergency.

LEGEND FIRES NW STAGES RALLY Sat 23rd March 8:30am Myerscough College Motorsport history is to be made locally this March when the Legend Fires North West Stages Rally, in partnership with Simpson’s Skoda, becomes the first closed road motorsport event to be held in the North West of England. The North West Stages Rally first ran in 1997. Since then it has raised in excess of £100,000 for various charities, and those nominated for 2019 are the North West Air Ambulance and Derian House Children’s Hospice. The rally has attracted entrants from throughout the UK who will compete in a variety of cars including a number of ‘World Rally Cars’ that cost hundreds of thousands of pounds. Always a popular event with competitors and spectators alike, the switch from private roads, such as Blackpool’s Lower Promenade and Fleetwood’s Waterfront, takes the event to a new level. It was a change to the Road Traffic Act in April last year that allowed motorsport events to proceed on the public highway without the requirement of an Act of Parliament. Having obtained a permit from Motorsport UK, the governing body of four-wheel motorsport, and a ‘Motor Race Order’ from Lancashire County Council, the event is set to proceed on Sat 23rd March. The roles played by both Wyre Borough and Lancaster City Council can’t be underestimated either. Without their full support and co-operation the rally wouldn’t be going ahead. Based at and supported by Myerscough College, the event features a ‘ceremonial start’ to be held in Garstang on the evening of Fri 22nd March 6:30pm when the High

Street will be closed. Spectators will be able to get up close to cars and drivers as they’re interviewed prior to being flagged away by Garstang’s Mayor. On Sat 23rd March the first car will leave Myerscough College at 8:30am and the first car to finish is expected back at approximately 5:40pm. Spectators are welcome at Myerscough College to watch both the start and the finish fo the rally. Details in respect of the locations and times of the special stages, spectator viewing areas and car parking arrangements will be published on the website at www. northweststages.co.uk/ as will the rally schedule. It features three closed road stages, each run three times, in the Stalmine and Staynall, Nicky Nook and Barnacre and Hawthornthwaite Fell areas. All residents living on each of the closed road stages have already received detailed information about gaining safe access to their properties. Spectator information will be released nearer the event on the rally’s website www.northweststages.co.uk Amongst those taking part is former World Rally contestant Neil Wearden from Preesall. The opportunity to rally on ‘home ground’ has proved too much of a temptation for the Head Dyke Lane Garage proprietor who makes a return to the sport in a Hyundai i20. Since retiring from the World Rally Championship scene at the end of 2001 Wearden has made less than a handful of appearances in a Ford Escort Mk2. He hopes his return to a front-wheel drive car, the kind in which he had so much success in the British Rally Championship as part of the Vauxhall team, will help gain him a top result. CABUS PARISH COUNCIL NEWS Cabus has a long and interesting history and in recognition of this, the Parish Council has published a ‘Walking Tour’ of Cabus which details many of our historic landmarks along a scenic walking route of the area. A leaflet is available from the Garstang Tourist Information Office or you can download from our website at www.cabuspc.org.uk Cabus is looking for a self-employed local contractor to provide the services of a Lengthsman and maintain the Parish highways, verges, paths, litter pick and repair benches etc. The contractual hours of work will be 5 per week for 35 weeks at a rate of £12£14 per hour.
