OVER WYRE ART SOCIETY April and spring is here at last! Our indoor sessions will break for summer at the end of this month. Before then we have our Lancashire Tea Fundraiser on Sat 13th April. This is now an annual event with a different theme each year although the funds raised are for the same purpose, to purchase art equipment and tuition for our members. New helpers volunteered at the AGM and we are looking forward to being a stronger art group. After the AGM we brought in paintings for a group appraisal. All enjoyed admiring each other’s work. Two members organised a Modern Art in Acrylics afternoon which was a chance to let go with big brushes, painting knives and to experiment with lots of colour. In contrast, local artist Michael Hipkins gave an in-depth demonstration of a canal scene with reflections of trees. This was in mixed media starting with a soft pastel drawing

He then finished painting the greens. He made it look easy but we followed with a full day workshop to practise his technique which will be used on our summer painting days outdoors. Venues will be sent to members later. No excuses in bad weather! We have three painting tents to take with us. The painting exhibitions in Poulton and Garstang Libraries were well received although our advertising banner took a battering due to the high winds. GARSTANG AND DISTRICT LIONS Donations
planned around the Garstang Library area.
A sum of £550 has been donated to Kids Cancer Charity which provides respite care and holiday breaks for children and their families. We would wish for this to be used to support local families.
It was agreed to assist with the payment for the hire of a hall to support Team ShazzAnn in raising funds for the Catterall Gala.
£200 was also pledged to the Activity Alliance (previously the English Federation of Disability in Sport) which facilitates disability sports events and is supported through Lions International in partnership with a large number of national and local partners. As part of their ongoing support, a cheque for £500 was handed over to the local Memory Cafe which will be used to facilitate a gardening project for its members to link in with the successful work of Garstang in Bloom. This venture has started and involved seed planting initially. The group are looking to become full community partners in this joint enterprise with further planting activities
£90 has been allocated to allow for the purchase of tickets for a forthcoming musical production - these will be distributed to identified senior citizens. The Lions Club will be organising another delivery to Fylde Women’s Aid who have a continued need for new clothing items (babies, small children or ladies), new toys, new cosmetic or new toiletries. This appeal is ongoing with our collection point being the Resource Centre (the offices of the old Liberal Club) on Bridge Street. Events and Activities 25 giant luxury Easter Eggs will be purchased and distributed in early April around various local public houses, cafes and businesses in preparation for the draws to take place within them - tickets cost only £1 each. After the success of last year’s event, started in memory of Dave Gardner, another Race Night is to be held on Sat 13th April at Kirkland Memorial Hall. Tickets will cost £10, inclusive of a fish and chip supper and some betting tokens. It has been agreed that the proceeds will be shared equally between three chosen charities;- the North West Childrens’ Society, Bowland and Pennine Mountain Rescue Team and Cardiac Risk in the Young (CRY). If you want to join our expanding group then you would be most welcome. Further information at www.garstanglions.co.uk You can speak to any member about what we do or just come along to our meeting held on the third Tuesday of the month in the Royal Oak at 8:00pm. HAMBLETON WI Stephen Lowe entertained us with his ramblings as a Radio Forester. A large, loud, lovely person who raises money for Oswaldtwistle Scouts, he emphasised that in Lancashire’s rural areas we need our neighbours in times of need or to celebrate with. Stephen admitted to having bouts of depression but he always says goodnight to his two sons and tells them ‘I love my life’. Brought up in Accrington there were plenty of green spaces, trees and farms. Seth Armstrong of ‘Emmerdale’ fame was his hero, so sometimes, instead of going to school, he worked on a farm. He had sussed that at GCE O Level a C was a pass, so in his mind ‘Why try harder’! The Careers person at school suggested Myerscough College as they did a course in forestry. He was thinking ‘I’ll be a lumberjack’.
20
He was offered a YTS vacancy in Cumbria which lasted five weeks, as they really wanted local people on their courses. Then he went to the Barnacre Estate near Garstang and got a low paid job, lived in a caravan, living on spam and piccalilli sandwiches. He learned to love tractors, cutting logs and learned about forestry. Everyone on the estate looked out for each other. He got engaged and rented a cottage. Eventually he bought a house, still on low pay and then he was made redundant. He was offered a job on the motorways felling trees at the then, in 1993, enormous wage of £50 per day so he turned his car into a van, sold his house and started grafting up and down the country wherever he was needed, all the while with the radio on, because you can work and listen at the same time. Now happily married, his wife said ‘Have you

HAMBLETON WI (cont) heard of this competition called ‘Gift of the Gab’ on Radio Lancashire? You’d be ideal for it.’ He entered and got in to the last ten then the last five and of course he won it! About this time his work was becoming stressful, always being sent to different parts of the country to sort problems out. His doctor said ‘Can you afford to give up this sort of work?’ so he really needed a new direction in his life. This opportunity to work in radio came just at the right time and over the last eleven years he has made some very good friends at Radio Lancashire and interviews all manner of people for his radio show. He definitely loves his life now! The competition for an unusual radio was won by Margaret Smith with a toy train radio, 2nd was Joyce Williamson and 3rd was Mollie Laughton.

PILLING BAND Last month you may recall I told you that Pilling Band were entering the North West Area National Brass Band Competition. We had an early start as we had a rehearsal booked in Blackpool for 8:45am and the competition started at 11:00am. We never know when we are going to play until the day when a number is drawn from a bag to determine the time. This year we had an early draw and played number three. For some of us this was good as it meant we weren’t waiting all day and for others it meant more time in the bar. There were 18 bands in our section and we all played the same piece called Suite in Eb (I’m sure the people adjudicating must get bored!) I am pleased to say that we came fifth on the day which we were all really pleased about as this is quite a big competition in
the brass band world. A date for your diary - on Fri 12th April the band will be performing at Knott End Working Men’s Club at 7:30pm. This is a concert of celebration organised by Karen Woods for her 60th Birthday and the proceeds are going to the Band and Preesall & Knott End Gala. Tickets are £6 available from Knott End Post Office, Dawn’s Tea Room or you can pay on the door. We are already busy working on the programme and I can guarantee an enjoyable evening with a variety of music. If you are an ex-player and wanting to start again or have just moved to the area and keen to find a band we are always keen to welcome members so please do not hesitate to get in touch. FULL & PARTIAL DENTURES
Do you have problems with your full or partial dentures? Do you want dentures that fit well, are comfortable and look fabulous? Are you prevented from choosing the foods you like? Do you get food underneath your dentures? Would you like dentures that look just like natural, healthy teeth? Do you want well fitting dentures without needing implants? Do you want dentures that no one knows are dentures?
Dr Finlay Sutton
If the answer to any of the above is yes then Dr Finlay Sutton (Dentist who is a specialist in replacing missing teeth - Prosthodontics) along with his in-house dental technician, Mr Rowan Garstang are here to help you, in Garstang. Finlay says: “I love making dentures and love changing peoples’ lives. I am fortunate in having one of the worlds best dental technicians working with me in the practice. When it comes to dentures the key to success is for them to be incredibly comfortable and look as natural as possible, mirroring original teeth characteristics as closely as possible, so that no one knows they are dentures.” Dr John Besford, world famous former specialist in prosthodontics said of Finlay: “Together with Rowan Garstang, his accomplished laboratory technician, Finlay is now producing some of the finest denture work - both functionally and aesthetically, in the world. The difference that this is making to his patient’s lives is obvious from the improved contours of their faces and the enhanced sparkle in their eyes by the end of treatment. It is as if Brenda Before their souls have been refreshed.” Finlay is renowned for his work with dentures and has patients travelling to see him from far and wide, throughout the UK and abroad – he is recognised as one of the country’s leading specialists in removable prosthodontics and regularly teaches other dentists and technicians on the art of making dentures.
Brenda’s Testimonial
Since having my dentures done I have been delighted with the results – and I know how much of a difference they have made because of the comments from all my friends and family who say my smile and face is totally transformed. My only regret is not having this done sooner. I can’t believe how natural they look and how comfortable they are - they have reshaped my jaw and face - it was more than worth doing.

NAAFI CAFE Over Wyre Veterans Meet & Greet Project The inaugural meeting of the Lancashire and Wyre Borough Council’s Over Wyre Veteran’s Meet and Greet NAAFI Cafe project took place on Mon 18th March at the Youth and Community Centre. Several of the Over Wyre Royal British Legion members were in attendance along with Cllrs. Andrea Kay and Philip Orme as well as Dave Whitworth, the Armed Forces Health and Well Being mentor and coach. The aim of the project is to try to bring together those from Over Wyre who are serving or have served in the Armed Forces in an informal atmosphere for a chat with like minded people with something in common – all having served in HM Forces. After the initial introductions conversation got round to the aims, what the project was hoping to achieve, a few words from
28
everyone on their background and why or what had decided them to attend. From this introduction it was apparent that there were a couple of people who had problems that could be attributable to life in the Armed Forces as well as benefits that they may be entitled to but weren’t aware of. Overall it was deemed that the morning had been successful. Attention was drawn to the NHS Covenant whereby all Medical Centres are now supposed to ask a patient if they are serving or have served in HM Forces and if so this should be added to their record. It transpired that only 44 people are currently registered which is well below the believed number of members of the ex-Service community in the Over Wyre Medical Centre catchment area. In the future it is intended to try and advertise

the meetings in the Pilling, Hambleton and Stalmine areas and, maybe, eventually hold the meetings in a free venue in those villages. It is also hoped that an NAAFI Cafe Facebook page will be set-up or even a website but that will depend on the number of members attending future meetings. Future meetings will be held on the 3rd Monday of each month in the Preesall Youth and Community Centre from 10:00am until 12 noon. The next meeting will be on Mon 15th April and the May meeting will be on Mon 20th May.
Over Wyre Branch The Over Wyre Branch meeting held on Thurs 14th March was a lively event, particularly when the forthcoming inaugural meeting of the Wyre Borough Council Veterans Meet and Greet NAAFI Cafe was discussed.
If you have served in HM Forces at any time in the past then do consider coming along for a chat about past times, problems that you may have, current affairs – it just doesn’t really matter because it is good to talk. Plus there is tea, coffee and biscuits. Free.
All members thought that it was a step in the right direction to hold an informal discussion session where any service or ex-service persons and / or the families of such could come and have a chat without the rigmarole of a formal meeting. Just like minded people coming together to talk with their peers and discuss their problems and their experiences over a cup of teaVeg or coffee and biscuits. Mr Greens box green book 1_4 page.pdf

THE ROYAL BRITISH LEGION (cont) NHS Covenant, the Medical Centre staff should now ask patients if they have ever served in the Military and, if so, that patient’s medical records annotated under a special code. Unfortunately, having spoken to the managerial staff at Over Wyre Medical Centre, I have been informed that there are only 44 service or ex-service people registered for the whole of their catchment area. I know that there are more than 44 members of the community that fit into that category. I have never been asked the question but next time I visit the Over Wyre Medical Centre, I will point out that I would like my records annotated that I am an ex-Service person. If all the ex-Service men and women in the Medical Centre catchment area do the same

the size of the ex-Service community in Over Wyre will be known. The certificate awarded by Lancashire RBL County to Over Wyre Poppy Appeal for coming 3rd in their George Haffner PA Trophy is now hanging proudly on the wall in Knott End Library. Thanks to Cllr Philip Orme for making the necessary arrangements. The Branch is still hoping to organise a coach excursion to the National Memorial Arboretum sometime in June. If there is anyone in the community who would like to go then please contact me and we will endeavour to accommodate you. We hope to put notices around the Over Wyre Branch catchment area to get sufficient interest to fill the coach. The Branch has, unfortunately, had to remove the web-site set-up by one of our members as TRBL rules do not allow for

BEN WALLACE MP Westminster continues to be an extremely busy place, with a great deal going on, particularly relating to Brexit. I am constantly updated with the views of constituents on this and other matters from many sources: emails, letters, via Facebook, over the telephone. However, I always benefit most from the face-to-face conversations I have when I’m out in the constituency. Meeting people in the street, the supermarket or their place of work often means I have the opportunity to speak to people who wouldn’t ever think to contact their MP. As you know I regularly visit schools across the constituency. Recently I visited a primary school in Goosnargh. Taking questions from the children really brings you down to earth after a week in Parliament. Of course,

BEN WALLACE (cont) I was asked questions about the goings on in Parliament recently (the knowledge that children have these days about current affairs and the wider world always impresses me) as well as the old favourites such as whether I’ve met the Queen and if I actually know the Prime Minister. I also had the privilege of visiting Myerscough College recently as part of National Apprenticeship Week. I was given a tour of the College’s equine facilities and I chatted with equine apprentices and staff. I believe that it is vital to offer young people choices. Myerscough College does just that. Continuing with academic studies is not for everyone and the amazing choice of subjects covered at Myerscough is outstanding. I am a great believer in the opportunities and skills which apprenticeships can offer, but it is essential that the workbased offer must be relevant and not watered down: quality learning is everything. It has to be mutually beneficial to both the student and employer, with a genuine prospect of work at the end. Employers who provide quality apprenticeships also find they have the best chance of retaining staff in the long-term, making apprenticeships a good investment.

It is always good to break up the week in Westminster and I was delighted to welcome the Churchtown King, Oliver Taylor and his family to Parliament recently. To my knowledge Oliver is the first Festival King to have been appointed in our constituency and I am grateful to him and all our Festival/Gala Queens for all the work they do. In this part of the country flooding is never far from our minds. I therefore recently submitted my response to the Government’s consultation on the management of water in the environment. The Government is proposing legislation which would require water companies
Are you using a product or service from an advertiser?
BEN WALLACE (cont) to plan their long-term wastewater and drainage needs. I’m always surprised that this isn’t already a requirement! In my consultation response I have set out my support for measures which legally require water companies, in collaboration with local authorities and riparian owners, to put in place long-term plans for managing wastewater and ensuring that drains and highways gullies and dykes are properly maintained. With increased rates of housing development, failure to increase sewer capacity accordingly could result in the failure or overloading of the sewerage network. This is an issue which is of concern to my constituents who fear their properties flooding if sewers reach capacity. I also believe that water companies should be required to establish the capacity of their sewerage network, the resilience of those networks and to plan for future capacity demands, such as those associated with population growth and the development of our settlements. A statutory requirement for water companies to develop Drainage and Wastewater Management Plans and for these to be made available to the public would enable my constituents to see the water company’s investment priorities. On a separate, but connected matter, I noted my concern that water companies are not currently statutory consultees in the planning process. I believe that drainage should be given greater consideration when planning applications are considered and that the views of water companies should be taken into account. We have a new Place Based Police Inspector for Fylde and Wyre, T/Chief Inspector Chris Hardy. I am looking forward to meeting him this week to hear about his priorities for policing in our constituency and to making him aware of the issues which are most important to me and local residents.
I was greatly saddened to learn of the passing of the former Wyre Councillor, Gordon McCann who represented the area for many years and was a dedicated and hard working councillor I continue to meet residents at my advice surgeries covering a wide range of issues. Please remember if you would like to attend one the most effective ways to contact me is by email, with a brief description of the issues you wish to raise and your contact details. It is worth bearing in mind that I can often offer assistance without the need for a meeting. WYRE FLOOD FORUM Flood Action Groups (FLAGs) Lancaster University is holding a Natural Flood Management Conference ‘Natural Flood Management : Does it work?’ on Wed 24th April.

Researchers, practitioners in government or private sector, flood action groups, environmental organisations and farmers implementing NFM, are all welcome to attend. The weather continues to be turbulent, volatile and definitely unpredictable. Late teen temperatures in February to another high wind battering in the build up to the Ides of March. We have experienced Storm Erik and the Environment Agency issued a flood warning (or should it be an alert?) for the mid Wyre. We had a discussion at this month’s meeting about the terminology of warnings/alerts. Which of the two indicates the most serious or should the EA use a traffic light system Red, Amber, Green which many find easier to understand. What do you think? The weather pattern demonstrates that water levels rise very quickly in fields, on roads or in

That is why FLAGs are so vital. Groups are active in Garstang, Churchtown, Tarnacre, St Michaels, Hambleton, Preesall, Stalmine, Thornton and Cleveleys with its very own meteorologist who gives in depth scientific reports at meetings which are chaired by Carl Green, Wyre Council’s Senior Engineer with Secretary Carole Leary taking and distributing minutes. Thomas Myerscough, Scientific Officer of the Wyre River Trust gave an illustrated talk on his study of the Ainspool, a tributary of the River Wyre which in its short life rises in Nateby Fields to the West of the A6, actually in the parish of Garstang, and gathers pace under the Lancaster Canal, under Longmoor Lane, across farming land and under the
A586 at Churchtown and via a pipe issuing into the Wyre. The significance of this tributary is that when the river level rises a flap on the pipe closes and excess water backs up which can cause severe flooding in the village if not controlled. Churchtown FLAG have taken steps to ensure it is. There will be reports on forthcoming meetings in future editions. If you would like further information on FLAGs contact Carole Leary at Wyre Council on (01253) 887444 or email carl.green@wyre. gov.uk or go to the Wyre Council website and search ‘flood forum’. Next Meeting Thurs 13th June at the Civic Centre Poulton from 1:00 pm. It will run as a drop in event and people are free to come and go. Roger Brooks

NHS to help reduce the risk of developing Type 2 diabetes.
Diabetes Prevention Week Around 200,000 people are diagnosed with Type 2 diabetes every year, but there are things you can do to reduce your risk. Making small changes to your lifestyle now can make a big impact on your future health. This means you can reduce your risk of developing Type 2 diabetes and the risk of serious complications that can come with it. Having experts to help you make the right choices along the way can make it even easier. That’s why our Diabetes Nurses are working with the NHS to help support people to reduce their risk. Mon 1st April - Sun 7th April the NHS Diabetes Prevention Programme (NHS DPP) is holding the second Diabetes Prevention Week. We’ve teamed up with them to raise awareness of their ‘Healthier You’ programme. This is a free service run by the
How You Can Get Involved • Find out your risk – Use the Know Your Risk tool at https://riskscore.diabetes.org. uk to find out your risk of developing Type 2 diabetes. It only takes three minutes. • Get a free NHS health check – to check your risk of Type 2 diabetes, cardiovascular disease and other conditions (available for those aged 40 to 74). • Ask your GP or Practice Nurse to check if you’re at risk – and get referred to your local Healthier You prevention programme. • Over Wyre Medical Centre has ordered the Type 2 Diabetes Prevention Week toolkit to help raise awareness of Type 2 diabetes in our local area. OVER WYRE MEDICAL (cont) to the year at Over Wyre Medical Centre. Another Flu Season has come and gone and our practice team, despite being stretched at times, have dealt with the winter pressures. As we approach Spring, which usually sees an upturn in the health of our patient population, we all look forward to the better weather and extended daylight. The advent of Spring provides the opportunity for our partners and team to dust themselves down and move forward after what has been a challenging period. Losing Dr Kerrane was a shock to the Practice but sometimes through adversity the best teams rise to the challenge and that is exactly what Team Over Wyre has done. A successful team is a group of many hands but of one mind. We believe the situation we found ourselves in has bonded the team and we moved quickly to develop a plan and size up the challenge.
Losing Dr Kerrane did outstrip our immediately available set of resources but we have reacted to this by sourcing two experienced Locum GP’s currently working for us in the shape of Dr Graham Evans and Dr Mike Butler. Many of you who have already met them have made complimentary comments. So we have certainly not retreated from the problem. Indeed the partners and I held a Strategy Day to map out our goals and objectives for the next 5 years. Often adversity can force individuals and teams to achieve the unexpected and extraordinary in tough situations. We will collaboratively work with patients and staff to ‘get over the hill’ and we will unite our team towards a common goal. Collectively our mutual aspirations, reliance and measures will ensure we successfully overcome this challenge. Over Wyre Medical Centre continues to pride

which in anyone’s book is very much a good thing.
I am so proud to be part of an amazing and caring team which is committed to delivering the best possible care for our patients. We are continually exploring ways in which we can improve the level of care we provide for the residents of Over Wyre.
We have an excellent extended team of Chronic Disease Nurses which is an integral part of the favourable outcomes we achieve. Prevalence is so high and yet the complications are low compared to the national average.
A key word is ‘prevalence’ which in General Practice terms refers to the number of people in a patient population who have long term and chronic conditions.
All of the official NHS data evidences that we continue to provide a high level of care and treatment keeping patients out of hospital and allowing them to be cared for in their local community.
Our patient prevalence is in the top 1-2% nationally which represents a great challenge. Despite having higher than the national average prevalence for all of the long term conditions we are achieving significantly less hospital admissions when compared to the National and Fylde & Wyre average. In short, the care you receive at Over Wyre Medical Centre is keeping patients out of hospital
The registered population prevalence data clearly demonstrates the unique and unprecedented health challenges and huge demand for health services faced by the Over Wyre Medical Centre. The care provided by our GP’s and Chronic Disease Nurses, underpinned by an ethos of dignity and respect identifies that we cater for the

SCORTON BIKES & BARROWS Scorton’s annual Bikes & Barrows festival runs again this Mayday Bank Holiday, Sat, Sun and Mon. 4th, 5th and 6th May. It’s a great family day out as well as for walkers, cyclists and runners. The whole village dresses up and displays a bike or a barrow. Some are themed, some are current affairs, some are just plain wacky! With children’s entertainment including bouncy castle, zorbs and much more, live music, food and bar on the village field all weekend the whole village is buzzing. The festival starts at 1:00pm on the Saturday with the Rose Queen procession and crowning. This year we have the return of the world famous Red Barrows, with some ‘really tight formation barrowing’, followed by the children’s fair and events on the field.
There is ‘Have a Go’ archery with The Olde Delph Bowmen on the church field all three days, hawk and falcon displays on the field Saturday and Sunday, a Spring Fair at the village hall, dog show, emergency services vehicles, classic and sports car displays, including MG’s and Aston Martins, food and craft fairs, afternoon teas, fun run, a 10k road run, Morris ladies and men, wheel barrow racing and finally on Monday afternoon, the not to be missed egg throwing competition! Refreshments are available all weekend from the pop up cafés, with over £1,000 of raffle prizes to be won. It really is all your bank holiday entertainment in one! Full parking facilities. Just What is a Soroptimist?
Thank heavens things have changed!
We’ve heard it all – you’re in a choir, you look after peoples’ feet, isn’t that the posh WI, the list is endless! Well it’s about time we debunked the myth. Let’s start with the definition of a Soroptimist: a member of an international association of clubs for professional and business women founded in California in 1921. Yes, originally you had to be a single, professional woman to join the organisation. There could be only one member of a category (teacher, doctor, lawyer, etc) in each club and you had to be nominated for

Like all movements, our values have stayed the same but we have well and truly moved into the 21st century. Literally translated ‘Soroptimist’ means ‘that which is best for women’. We’re an organisation for women who wish to work to transform the lives of women and girls worldwide – women working for women. We join a local club but it entitles us to attend any meeting of any club throughout the world. The original rules of profession, marital status and nomination have long since gone. Today all we ask is that you want to make a difference – whatever your age! And what do we do? Well, pretty much

We sign petitions, we lobby politicians, we join protests, we stick our heads above the parapet to be counted, but - we also have fun!
Please continue to drop off your used backpacks or other items at The Mustard Seed Café, Park Hill Road (opposite the Wheat Sheaf Pub), they are open Thursday, Friday, and Saturday 10:00am to 2:00pm. Or ring us to arrange collection.
We go out to films/plays/theatre, we have meals out or arrange Jacob Joins, we go to local attractions – Blackpool lights, the Terracotta Army, we provide in-house training sharing our own talents/skills, we have guest speakers, we have friendship. There’s so much talk about inequality for women but the only way we can change it is by getting together and supporting each other and being counted. She is very well mannered and currently walked on a harness and lead. She will walk alongside familiar dogs but is unsure around dogs she doesn’t know. We feel she is better suited to a single dog household where she can receive all the love and attention. Tess is very much a people dog and is always eager to please. OVER WYRE GARDENING CLUB The speaker at the next meeting will be Jack Gott who’s Dahlia nursery in Milnthorpe has been featured on Gardeners World. His talk is titled ‘A Rainbow of Dahlias’ and anyone who wants to see the wide variety of dahlias which he grows can go to his website at www.jrg-dahlias.co.uk. It’s worth a look just to see the fabulous array of flowers. Jack will be talking about growing dahlias and will also be bringing tubers for sale. The meeting will be held in St Bernard’s Church Hall, Hackensall Road, Knott End at 7:30pm on Mon 15th April. For anyone that may be new to the Over Wyre area and wondering about the Gardening Club, we are a general interest group who meet once a month (excepting November, December and January) when we have speakers on a variety of topics
allied to gardening and the environment. Some of us are keen gardeners, others come for the social aspects and maybe don’t garden very much at all. Most years two club outings are organized either to a Flower Show or to a garden of interest within Cumbria, Lancashire or Cheshire. Membership for the season is £5, cost of a single visit is £1 which includes refreshments. If you would like more information please contact me. Joyce Wilson (01253) 813519

LOCAL GOVERNMENT (cont) their community to stand in the forthcoming local elections in 2019. What do Councillors do? Councillors are the champions of their community and give residents a voice on the decisions the Council makes. Becoming a Councillor will allow you to make a real difference in your community by engaging with residents, local groups and businesses to find out their needs; making decisions on which services and projects the Council should take forward; and getting involved locally to ensure the services are meeting your community’s needs. How long does it take? The National Association of Local Councils (NALC) Local Councillor Census Survey found that Councillors put aside, on average, three hours a week for Council work. This often includes attending meetings, engaging with residents and speaking on behalf of the Council to other bodies. Can I stand? There are only a few rules to stand for election. You must be: •

If you forget your password, get locked out, or get a new computer which doesn’t know the password until you tell it, then it can be extremely difficult to sort things out if you haven’t got the password – especially if you don’t have a working alternative email address and haven’t already set up your mobile number on the email account. There are other things which are quite important to either know or have a record of – and one of these is the exact make and model of your tablet, laptop or smartphone. Why? Well, imagine for a moment that your tablet suddenly stops charging up. Perhaps you try moving the charger into a different socket and leave it a while, but you eventually realise that it’s just not charging. There are several possibilities – the tablet may have died, the charging plug may be faulty, or most likely of all it could be the cable. Cables are pretty cheap so it’s probably worth buying a new one (or asking family and friends if you can borrow one) just to see if that solves the problem. However, if you don’t know exactly what the tablet is, it can be very difficult to get hold of the correct cable. Just knowing that it is a Samsung doesn’t narrow things down very much! It could be a USB-C connection, a micro-USB, or something completely different. Similarly if you need a new charger for a laptop, over the years connectors have changed on most makes and you need to make sure that the one you buy is appropriate for your device. Some devices may be clearly labelled to say exactly what they are, others are quite vague. So why not take a look at yours now and see

NEW CAR PARK CHARGES As of Mon 1st April, Wyre Council will introduce new charges for its car parks, many of which have reduced in price. A survey showed that people often wanted to call in to a shop for a short time and didn’t want to have to pay for two hours parking. So a one hour rate has been introduced on all car parks at a charge of £1. Analysis also showed that not many people were buying all day tickets, previously priced between £3.80 and £6. Therefore a reduced rate of £3.50 now allows users to park all day up to 6:00pm at any Wyre long stay car park. What’s more, the all day tickets are now transferable between all long stay car parks. Prices of season ticket parking passes have also been reduced. Season tickets allow unlimited parking in any long stay car park, day and night. These are now also transferrable between long stay car parks. All season ticket prices have been reduced and the 12 month ticket will be £95 cheaper. There will be a charge of £2 to park overnight on all Wyre Council car parks, allowing users to park after 6:00pm through to 8:00am the following morning. Wyre Borough Council

CAT SMITH MP Finally it’s April and the dark days of the winter are behind us! Hopefully we can all start to look forward to more settled times ahead. I’m very concerned about the cuts to social and welfare services and the consequences for those of us in Lancashire. The County Council has already cut services for children and young people and now they’re turning their attention on the elderly and families who care for people with disabilities. When our loved ones become severely disabled or too elderly and infirm to look after themselves, the Council has in the past stepped in by offering a place in a residential home with qualified staff to care for them. No more. In the 2019/20 budget there will be a further £3million cut from residential care with an additional loss
of £77 million from Lancashire’s budget due to a 60% reduction in central government funding. In addition elderly people face an increase of 14% in home care support charges, 15% in day centre charges, home maintenance services will be stopped and there will be a reduction in carer staff support. These cuts will require families instead to provide care. Many will have to give up work, putting at risk their ability to pay bills, return to the workplace and lead to feelings of isolation, with the health consequences this brings. I’ve spent a lot of time travelling around the constituency visiting schools over the last few weeks. Speaking to children and young people can often give an insight into family’s lives that you don’t always hear from adults. But the honesty and straight forward answers you hear from children can also be shocking. Sitting with a young child drawing a picture of

CAT SMITH MP (cont) the countryside and asking ‘Where does food come from?’ should solicit the answer ‘farms’; it’s shocking when the real answer you hear is ‘food banks’. There has been a massive rise in the numbers of people in my constituency being referred to food banks. I’ve met some of them – and most were in employment – albeit in insecure, poorly paid jobs. I’m so concerned the young children I’ve met don’t come to see the kind of poverty they live in as normal. However there are now eight million working-age adults in poverty. Child poverty has risen to over four million and is expected to rise by a further one million by 2022. On top of that children are also experiencing the consequences of austerity in their school. Budgets are seeing cuts for the first time in 20 years. Over 400,000 primary school children are in super-sized classes and there are over 24,000 unqualified teachers working in schools due to the recruitment and retention crisis.
revealed they had considered taking their own lives as they could no longer face the stress and uncertainty Universal Credit has brought. The majority of people who receive Universal Credit do so because they are on a low income or because they are suffering from an illness or because they live with a disability. These are people who are already vulnerable and don’t deserve to be treated in such a dismissive and uncaring way. As well as taking up each individual case, I’ve written to Amber Rudd, the Secretary of State for Work and Pensions. I’ve asked her to urgently address and reform the fundamental flaws in the system. If you are affected by any of the issues I’ve raised today and would like my help then please email me on cat.smith.mp@parliament.uk or call my office on (01253) 490440. Cat Smith MP
I know this news can be gloomy and upsetting and I do meet people who aren’t trapped in the cycle of poverty, who have well paid jobs and are successful. But most have benefitted from a positive start in life, a childhood where parents didn’t have to queue up for emergency threeday supplies of food or work three jobs just to find enough money to pay rent. It’s of great concern when schools are having to come up with ever more creative ways of raising money – not for treats and extras, but for books and stationary – putting even more pressure on parents whose finances are at breaking point. Also facing increased hardship are people who rely on state support during the tough times. As you know I regularly hold advice surgeries to support people and all constituents are welcome to make appointments to meet with me. In particular I meet with many constituents struggling with the introduction of Universal Credit. One recent surgery was particularly distressing when two of my constituents

ST AIDAN’S NEWS The mornings are gradually getting lighter and that only means one thing... we are almost at the end of the Spring Term! We have had a very busy half-term and have lots of news. Firstly, our recent trip to Paris. Mrs Rossall and a few other teachers (including myself!) had the amazing opportunity to take 40 pupils to spend 4 days in Paris during the February break. The pupils really enjoyed themselves, especially at Disneyland! We also got to visit Le Musee du Fragonard, where we were informed of how perfume is made and taken through a step by step guide of how the making of perfume has changed over the years. Probably the best activity we had the chance to do was the River Seine Tour. We spent around 45 minutes on the top deck of a beautiful boat, cruising around central Paris and seeing all the sights, including Notre Dame, the Statue

of Liberty and of course, the Eiffel Tower. Not only have our pupils been to Paris, but there was also a Ski Trip to Austria during the February half-term break, led by Mrs Morgan. They travelled by plane on the Saturday morning and enjoyed five days working on their skiing in the beautiful area of Alpendorf. They even had the chance to view which slopes they had skied down using an app and see any photos that were taken of them after their trip! On Thurs 28th March our amazing MFL Spelling Bee Club for both German and Spanish competed against many other schools in the North West at the Regional Finals in Manchester. The three Year 7 pupils that made it that far were Logan Thomas, Scarlett Anson and Megan Willmot. Our talented finalists managed to learn and spell 150 words in the foreign language! They were given a minute to translate and spell as many as they could. The result will be given in next month’s bulletin. We have also had Personal Development Day recently, in which our brilliant Year 8 pupils worked on their team work skills at Borwick Hall. They were put into groups of approximately twelve pupils and competed against the other teams for points based on how they worked as a team over ten tasks. These tasks included climbing over a ten foot wall and ensuring every member of the team got over, problem solving and even making a fire! By the end of the day the pupils were exhausted but It was clear some had really surprised themselves. Exciting times are ahead for our current Year 10 pupils, as Officer and Proctor roles are now available for application. This is always a great responsibility to add onto college and sixth

This term, though the shortest, is often the busiest. This one has been no different with events and visits happening every week! In February, 45 children and 5 teachers travelled to Manchester to perform in the biggest choir in the world! The Young Voices concerts began over 20 years ago and is performed at venues across the country. 4000 children were at the Arena with us and the whole evening was, in the words of one of the children, ‘Awesome!’ There’s nothing the staff and children at Carter’s like more than an excuse to dress up. This term we have had a day wearing red to help raise funds for the British Heart Foundation (BHF) – more of where the money goes to later – and a day wearing outfits and costumes with a number or shape theme to support the work of NSPCC. We also celebrated the wonder of words and reading on World Book Day by dressing up as our favourite book character. We had plenty of Potters, Twits and Poppins along with a Pikachu and James Bond himself. The day ended with our termly ‘Book and a Brew’ session. Parents and families joined us for a cuppa and a chance to read with their child. This is one of our favourite days in school! The week beginning Mon 25th March saw the whole school focus on Science. This year we have taken the book, ‘The Lost Words’, as the core for our work. This book was written in 2017 in response to the publishers of Oxford Junior Dictionary replacing words like acorn, bramble and willow with blog, broadband and voice-mail! The word ‘lost’ summons up nature and its enduring magic through poetry and picture. The children have studied the science of the words and created a wonderful exhibition which will be shared with friends and family on Mon 1st April. We cannot recommend the book highly enough.

CARDIAC RISK IN THE YOUNG (CRY)
On Fri 29th March we held a ceremony recommissioning our defibrillator. We welcomed representatives from the Buffs, the British Heart Foundation, North West Ambulance Service, Preesall Town Council, Kepplegate Nursing Home and our local MP, Cat Smith. Many thanks to everyone for their support and generosity.
Matthew Hesmondhalgh Memorial Fund
The defib was originally donated to school a number of years ago through the generosity of the Buffs, the Royal Antediluvian Order of Buffaloes. We have re-sited the defib to the front of school and had it stored in a cabinet. It is now registered with the ambulance service and is ready for use in an emergency – though we do hope it never gets used! Funding for the refurbishment and new equipment has been provided through donations from the Buffs, money raised on our Red Day for BHF, money raised through raffles at our Christmas concerts and from Kepplegate Nursing Home. The latter made the donation before Christmas; which sparked our campaign to move the defib to a more accessible space. Brendan Hassett - Headteacher 810236
At the CRY Heart screening held the beginning of February at Garstang Community Academy we welcomed 195 young people to be tested. As in previous years the vast majority of those screened were fine, however, for some it was a different outcome. It can be a huge shock to families and individuals to be told there is a potential heart disorder when no symptoms were evident, but on a positive note something can now be done to avoid problems at a future date or even a possible tragedy. We wish those attendees well as they continue with further tests, treatment and management of their conditions. Thank you to all who contributed to the clothing collection at the above event too. Your kind donations raised £120 towards future screenings. March too was a busy month with the delightful Country Coffee Morning raising

Dog Fouling This has become a major problem in the village with a number of irresponsible dog owners failing to pick up after their pets. It’s also possible for them to fine you for not having a bag to collect the fouling if you are out walking with your dog. Date and Time of Next Meeting Tues 9th April in the Village Hall at 7:00pm. SSRA Stalmine-with-Staynall Residents’ Assoc The threat to Stalmine of more traffic and increasing pressure on local services because of new house building in the village was put by the Association to a public planning inquiry on Tues 12th March the at Wyre Civic Centre. The Association was speaking in support of Wyre Borough Council’s decision to refuse an application by Wainhomes for 65 houses on a field off Carr End Lane, Stalmine. Association Committee Chairman Peter Swarbrick told the Planning Inspector Dominic Young it was the wrong development in the wrong place. Peter told the Inspector the A588 through Stalmine was now classed as the second

SSRA (cont) most dangerous A road in Britain by the Road Safety Foundation. He cited statements from NICE (National Institute for Health and Care Excellence) that developers should show planning authorities they are taking steps to protect people from the effects of air pollution. According to the NHS General Practice Profiles the Over Wyre Medical Practice has the highest number of COPD cases of all the practices in the Fylde and Wyre Commissioning Area. He also told the Inspector about the call from Public Health England for a ban on parents from stopping outside schools with their engines running when they pick up or drop off their children. He told the Inspector the parishes of Stalmine and Hambleton were 80 per cent dependent on the motor car, 10 per cent more than Lancashire or Wyre, and that car ownership per household in Wyre was the third highest in Lancashire. Peter also criticised the figures produced by the developers for the number of vehicle movements expected from the site saying they were misleadingly low. There were not enough facilities in the village for young or old people never mind a growing population. New development would increase journeys to large supermarkets. The inspector was told about accidents in Stricklands Lane which involved the evacuation of residents for safety and the dangers of flooding in Carr End Lane because of the excess surface water drainage produced by the projected development. Peter asked the Inspector, if he was minded to grant the appeal, to ensure there were robust arrangements made to ensure there was no risk of flooding in Carr End Lane. He also asked the Inspector to ensure there were junction improvements at Carr End Lane with Stricklands Lane to improve traffic safety. The results of the Inquiry will not be

HAMBLETON PARISH NEWS Bob Williamson Park Working Group The next Park Working Group will be on Sat 13th April 9:30am until 11:30am. All ages and abilities are welcome. If you are new to the group please contact Yvonne the Clerk 07703 773 785 or via email at hambletonpc@yahoo.co.uk for details or just come along on the day. Thank you everyone for your support so far. Pond Revival If you’ve been in the park recently you will have noticed some changes. The willow trees around the pond area have been removed following advice given in a pond survey carried out at the start of this project and as part of the regeneration of the area. More changes are on the way, with the pond being de-silted and the fences and dipping platform being enhanced. This will improve the pond by attracting a greater variety of wildlife and making it a safer area for children. Once these jobs are complete the Parish Council will be looking to plant the area, add picnic tables and generally make the place somewhere where people in the village can go to relax, enjoy and learn. The work so far could not have been completed without the help and support of a number of people including Mr Braithwaite for access to his field alongside the park, Ian from FH & M Davies & Son for the tree removal, Andy the village lengthsman and the village volunteers. The Parish Council thank each one for their support. Hambleton In Bloom In 2019 we are looking for people to support Hambleton In Bloom by sponsoring a flower

It is with great sadness that we have to let you know that Pat Owen, who formed Help Beat Cancer with us, passed away at the end of January. Pat had cancer twice. The first one she beat but after putting up a very brave fight, sadly this time she lost the battle. Pat started fundraising for CRUK with Gt Eccleston committee in February 2012 leaving to form Help Beat Cancer with ourselves, Jean and Val, in 2014. To date we have raised £117,300. Pat worked tirelessly for the cause and could always call on her husband Stan for help and support. There were times she came to help when she should have been tucked up at home in bed. We couldn’t have done it without you Pat. You will be sadly missed but never forgotten. We are hosting a luncheon, with guest speaker, Syd Little, on Fri 10th May at The Villa, Wrea Green. Tickets £25.00 to include a 3-course luncheon (open to both ladies and gentlemen). Other events for this year include: A Coffee morning at Saswick House Farm Shop & Tea Rooms and a Ladies Coach Trip with Luncheon.
