The government has set out its plan to return life to as near normal as we can, for as many people as we can, as quickly and fairly as possible in order to safeguard livelihoods, but in a way that continues to protect our communities and our NHS. Here is published guidance on staying alert and staying safe outside your home.

The risk of transmission is also higher indoors, so you should take extra care to stay as safe as possible. Can I gather in larger groups for any reason? You should only be socialising in groups of up to two households (including your support bubble) indoors and outdoors or up to six people from different households when outdoors. More generally, you can continue to meet in larger groups if necessary for work, voluntary or charitable services, education, childcare or training, elite sporting competition or training, to fulfil legal obligations, to provide emergency assistance, or to enable someone

to avoid illness, injury or risk of harm. It is otherwise against the law for gatherings of more than 30 people to take place in private homes (including gardens and other outdoor spaces). Businesses and venues following COVID-19 Secure guidelines can host larger groups. This is also the case for events in public outdoor spaces that are organised by businesses, charitable or political organisations, and public bodies, provided they take reasonable steps to mitigate the risk of transmission, in line with COVID-19 Secure guidance. This can include weddings, civil partnership ceremonies and funerals (which we advise should be limited to no more than 30 people), religious ceremonies and services, community activities and support groups. How can I stay safe if I am part of a larger gathering? If taking part in activities with larger groups, you should take particular care to follow social distancing guidelines. In addition to those guidelines, the following principles should be observed to ensure you meet people in a way that minimises the risk of spreading infection: •
limit the time you spend interacting with people from outside your household or support bubble to the activity which you are partaking in
•
limit the number of different activities which you partake in succession to reduce the potential chain of transmission
•
follow strict social distancing guidelines from people outside your household or support bubble
•
group size should be limited to the minimum which allows the activity to take place
•
if organising an activity, you should carry out a COVID-19 risk assessment to identify actions which could minimise the risk of transmission. Employers have

COVID-19 FAQS (cont) a legal responsibility to protect workers and others from risk to their health and safety Can I use public transport if I’m seeing friends/family in a park or their garden? You can help control coronavirus and travel safely by walking and cycling, if you can. However where this is not possible, you can use public transport or drive. If you do use public transport, you must wear a face covering and you should follow the safer travel guidance for passengers. Can I share a private vehicle with someone from another household? You should try not to share a vehicle with those outside your household or social bubble. If you need to, try to: •
share the transport with the same people each time
•
keep to small groups of people
•
open windows for ventilation
•
travel side by side or behind other people, rather than facing them, where seating arrangements allow
•
face away from each other
•
consider seating arrangements to maximise distance between people in the vehicle
•
clean your car between journeys using standard cleaning products - make sure you clean door handles and other areas that people may touch
•
ask the driver and passengers to wear a face covering

If you have formed a support bubble with your grandchildren’s household, which is allowed if either you or they live in a ‘single adult household’, then there can be close contact and social distancing is not necessary. Can teenagers visit their youth club? Yes. However, you should advise your children to maintain social distancing, wash their hands regularly and limit social interaction outside of these formal activities with anyone you do not live with. The club should also follow COVID-19 Secure guidance. Can I go to a pub or restaurant with people I don’t live with? When eating or drinking out with people you do not live with (and who are not in your support bubble), you should keep to the wider guidance on group sizes: up to two households indoors, and up to either two households or six people from more than two households outdoors. In all cases, people from different households should ensure they socially distance as much as possible. You should think about where to sit at a table with this in mind - the premises should also take reasonable steps to help you do so in line with COVID-19 secure guidelines. Est. 1970

COVID-19 FAQS (cont) Can I play sport outside? You can play team sport in any number if this is formally organised by a sports club or similar organisation and sports-governing body guidance has been issued. If you are playing one of these sports informally, such as in the park or a private garden, there must be no more than 30 people involved (including participants, coaches, umpires, spectators). Do I have to wear a face covering in public? Face coverings are currently mandatory on public transport, and in shops, supermarkets, indoor shopping centres, banks, building societies, post offices, and indoor transport hubs. From Wed 8th Aug, you will also be required to wear face coverings in a greater number of public indoor settings such as museums, galleries, cinemas, places of worship, and public libraries. Relevant guidance on face coverings is available here. People are also strongly encouraged to wear face coverings in any other enclosed public spaces where there are people they do not normally meet. You do not need to wear a face covering if you have a legitimate reason not to. This includes (but is not limited to): •
children under 11
•
because of a physical or mental illness or impairment, or disability
•
to communicate with someone who relies on lip reading
•
to avoid harm or injury; to identify yourself
•
to eat or drink if necessary

This is a personal choice, and is not necessary in law - you should not routinely be required to produce any written evidence to justify the fact you are not wearing a face covering. Who is allowed to go to work? With the exception of the organisations listed in this guidance on closing businesses and venues, the government has not required any other businesses to close to the public – it is important for business to carry on. It is at the discretion of employers as to how staff can continue working safely. Working from home is one way to do this, but workplaces can also be made safe by following COVID-19 Secure guidelines. Your employer should consult with you on how you can work safely, and must ensure workplaces are safe if they are asking you to return, as above.

Can children go back to early years settings and schools or university? The government is committed to doing everything possible to allow all children to go back to school safely, to support their wellbeing and education and help working parents. The government’s plan is for all students in England to return to education settings in September. GARSTANG MEDICAL PRACTICE Flu Vaccination Clinics NHS vaccines are available for patients who have diabetes, are pregnant, are aged 65 and over, and for those patients who are under 65 with a long-term condition affecting the lungs, heart, kidneys, liver, brain or nervous system, the immune system or the spleen. NHS vaccines are also available for anyone who is the main Carer of an older or disabled person whose welfare would be at risk if the Carer falls ill. If you are eligible for a flu vaccine, please contact the surgery to arrange an appointment. Once again there will be two different vaccines available. One for patients under the age of 65 (via Red Reception) and one for patients aged 65 and over (via Blue Reception). We will have specific clinics running throughout the Autumn/Winter months. You can call us on (01995) 607399 to book your appointment, book online via Patient Access if you are already registered, or use the MyGP app which is available to download from both Google Play and the App store. Please ensure that you book into the correct clinic according to your age. Patients under the age of 65 will be asked to attend via the ‘red reception’ and patients aged 65 and over will be asked to attend via the ‘blue reception’. Patients are asked to wear a face covering and only arrive for their appointment at their given time. On arrival, patients will be asked COVID-19 symptom screening questions prior to check in. Please contact the surgery to cancel your appointment if you feel unwell or if you or any member of your household are displaying symptoms of COVID-19. Nasal vaccines will be available for children who meet the above criteria and for patients with learning difficulties. Separate clinics will be arranged and information communicated to patients in due course. All school aged children up to and including Year 7 who do not have a long-term condition will be offered nasal flu vaccination via their School Nurse. We are unable to offer vaccination via the surgery for this category. The Government has indicated that they are hoping to expand the flu vaccination programme to include people aged 50 to 64. We are currently awaiting guidance regarding this. Further information will be distributed in due course.

Changes to the Laboratory Processing
New Councillors
The laboratory has updated the way in which urine samples are processed and provided new testing kits.
Garstang Town Council has co-opted two new councillors and welcomed the youngest person to take on the role in the town’s history.
If a clinician asks you to provide a sample, you will need to come into the surgery to collect a kit from reception. It is very important that patients do not drop off urine samples unless they have specifically been requested to do so by a clinician. Unfortunately, we are not able to process any samples that have not been previously requested.

At just 18 years old, Oliver Atkinson has already made significant contributions to the civic life of the town. A former pupil of Garstang Community Academy, Oliver was a member of the Garstang Youth Council for 7 years, acts as a Trustee for Kepple Lane Park and recently volunteered for Garstang Volunteer Force. Councillors were impressed with Oliver’s extensive contribution to the town, his understanding of the issues and the need to work collaboratively to secure Garstang’s future. GARSTANG TOWN COUNCIL (cont) ‘Garstang works best when it works together’. Richard Dyer comes to the council with a background as a successful local businessman, with wide experience in the events industry. He also contributes his experience and expertise to raise funds for a cancer charity. Richard shared his optimism for the town with councillors, saying there was, ‘a real buzz in the town’, and he was eager to play his part in retaining the charm of Garstang, whilst securing its future. Councillors appreciated that Richard had already got involved with the Market Town Working Group, and he could bring valuable commercial experience to the council. Garstang Town Council has some busy years ahead, working with businesses, residents and local agencies to steer the town successfully through the COVID-19 pandemic, and planning ahead for the future.
The council are confident that the new councillors will make a valuable contribution to the success of Garstang and look forward to getting started. Garstang Swimming Pool One of the issues that has generated much discussion over the past month is the reopening of Garstang Swimming Pool. At the time of writing, the pool remains closed and this is a great concern to many residents and the Town Council. The issue was discussed in some detail at the August Town Council meeting, with representatives from the Swimming Club in attendance. We were pleased to have an update from the YMCA confirming they are committed to reopening the centre, ‘when it is financially viable to do so’, and we appreciate there are ongoing limitations and restrictions in place

GARSTANG TOWN COUNCIL (cont) due to COVID-19. It has been a difficult time for the leisure industry, with no revenue coming in over the past few months. However, we are keen to see the pool back in action. We have therefore requested a comprehensive update from the YMCA about their timeline for reopening, and we hope to gain a better understanding of what needs the YMCA has in the short and long-term to get the pool open, and secure its ongoing viability. We are pushing for the pool to open safely, at the earliest opportunity and we will keep residents informed as this progresses. The Market Town Working Group We have been tackling a number of issues during our support of the businesses in the Town Centre to get people to feel safe in coming back in to use our shops and facilities. Feedback on the road closure on Thursdays
is positive and it seems that more people are coming in to town every week. We have decided to refocus some efforts into an Implementation Team to progress ideas for improvements as quickly as possible whilst a Strategy Team will look to what can be done in the medium to long term to focus on helping Garstang to become a thriving destination town. The people involved are all determined to make Garstang the best it can be. It will need the input from many people to achieve that aim and the Strategy Team will be communicating widely to bring it about. The next meeting of Garstang Town Council will take place remotely via Zoom on Mon 21st Sept. For anyone who has not used Zoom before and feel unsure about it, we are happy to hold a short practice session for one or two people at a time (again, no pressure) before our new season begins.

Government guidelines mean that the Arts Centre cannot reopen with unlimited access at the present time. Unfortunately, we cannot go back to the way the Arts Centre was run before the coronavirus pandemic hit us in March. The majority of the members and visitors are over 70 years of age and deemed vulnerable so health issues must be at the forefront of any decision to reopen. Or walking into a weird and wonderful shop where you had no idea what they sold but knew when you asked for fork handles they would actually have them in a shoe box on a shelf. What happened to all those lovely little places that provided a living for a local family and a couple of jobs for nearby residents? In East Lancashire, in tiny Kelbrook where I used to live, there were 14 shops in the 1960s. There are none now. What happened to these places that not only added character to where we lived but allowed us to get all our family needs met with a short walk? They provided a living for a family, not profits for shareholders in the city. They gave work to locals, keeping local money in the local economy. They have all but gone now, lost and unvisited because we were sold an illusion. An illusion of convenience shopping and everything being cheaper somewhere else. This illusion is as potent as ever today. People come into my health food store and ask for advice and the price of a product then walk out, more than happy to tell me they will buy it off the internet because it is cheaper, - even when, by the time postage has been paid for, it is not. Shopping for our convenience, buying everything under one roof of a supermarket or at the click of a button on scAmazon (who treat their workforce so badly) has devastated our towns and villages. It has removed jobs, livelihoods and choice. It has left us at the whim of a buyer who decides what we shall see on the shelves. It has hoovered up local, hard-earned money to be passed onto shareholders in the city to hide in offshore

We go into a supermarket, we serve ourselves then check out at the end of the process without having spoken to a single person. The only convenience of this shopping is to the supermarket who we hand our money over to thinking they have done us a good turn. Often they don’t even sell the best quality or cheapest products but they let us think they do. People still think local shops add a few pence to every product to eke out more money. We do not. And where there is an offer to be had we do our best to fulfil it for our customers. And after the high street has been wiped out and you have to get into a car to go shopping in an out of town retail park please explain to me the savings made that you think you got whilst paying for a car, petrol, parking
(by needing two cars some people have to remove their garden to create an extra parking space) and of course time. All this means we have millions more cars which are slowly grinding us to a halt. More resources used, more CO2 emissions, more lorries to get the products from somewhere else to somewhere here to have less choice given to you by someone else. And everything is wrapped in plastic – for our convenience! A bunch of carrots that last a week wrapped in a plastic bag that lasts a thousand years should be an affront to all our souls. And hidden under all of that is the drive to want everything as cheap as possible. The desire for a bargain drives people to Garstang ‘Charity shop’ town on a Thursday, market day. I’ve seen people piling into all the charity shops and barely setting foot in the local shops that pay a wage to those who

THE MYTH OF CONVENIENCE (cont) work there. I’ve had people tell me I must be making a fortune as I count the loose change at the end of a month after all the bills and my lovely staff have been paid. Cheapness means that at the end of the chain, farms have to become huge agribusinesses using chemicals and poisons to maximise production to improve margins because what they grow isn’t profitable enough. Machines replace people to harvest and grow. Science replaces nature to drive production and our soil slowly dies of exhaustion. Water courses are at risk of nitrate poisoning but without artificial fertilisers, not enough will grow. This sounds like some weird dystopian future but it is upon us right now. And above all it is affecting our health. How can adding poisons to our food be good for us but we want everything cheap so go along with the whole sorry illusion. Fooling ourselves as every morsel of the bread we eat
contains glyphosphate weedkiller (a proven carcinogen) but hey, it was cheap right? We want tropical fruits that have travelled thousands of miles but ignore the bountiful fruits that grow in our hedgerows and fields because it is convenient. We poison slugs with pellets which kill hedgehogs that would have eaten the slugs in the first place, because it is convenient. We have it within our power to change this for the better right now. What knock on effect do our actions and choices have? Walk away from the myth of convenience and walk towards connecting with your local community. Look for quality above quantity and have pride in what makes our towns and villages unique. And above all else, for the sake of you, me and our future on planet earth – shop local. BEN WALLACE MP While we have had some extremely hot weather, often as a consequence we tend to get heavy downpours and storms after it but, I do hope you have had the chance to enjoy our limited summer. As I travel around in the constituency I am witnessing first-hand how well local people are dealing with the current unprecedented situation. Whether it is queuing up to enter a shop, sitting in a coffee shop or simply walking around, I believe our local communities are adapting well to the current restrictions and using common sense. I think the current emergency has made us think more about our neighbours and the vulnerable. As we continue to navigate our way through the pandemic, I do hope that one of the more positive legacies will be that we will be more aware of those who may feel
isolated within our own neighbourhoods. I am keeping a close eye on local services, I know Garstang Library reopened on the Mon 27th July as part of phase one and by the time this article comes out Fleetwood Library will be open as part of phase two. Lancashire County Council (LCC) intend to open all 64 libraries throughout the county in phases. This will enable premises to undertake all the necessary safety checks, risk assessments and declare the buildings safe. Another LCC service which I have received questions about is the recycling centre service. Fleetwood recycling centre is open although there are certain restrictions which include; vans and trailers must have an appointment, essential visits only, to bring one type of waste and to ensure that you or someone with you are able to unload because staff are not able to help.

BEN WALLACE MP (cont) LCC have advised that the recycling centre at Garstang operates differently to other LCC recycling centres. Its emphasis is on reusing good quality waste items, with the main focus of the operation being a reuse shop. LCC do not feel that the shop is an essential activity given current pandemic restrictions and they therefore have taken the decision that it will remain closed until fully safe to re-open. However, LCC has provided assurances that the facility will reopen when safe and appropriate to do so. The advice to residents is that doorstep collections are the best way to manage their waste and they should only visit a recycling centre if their rubbish cannot be managed through such collections. WYRE FLOOD FORUM Meetings there have been few but water a plenty! The June Flood Forum run by Wyre Council was cancelled but word got out that the East Gate at the Garstang Flood Basin was due to be repaired on Mon 15th June. Security fencing to keep spectators at bay and two comfort trailers arrived on site so regular dog walkers and joggers knew something was up and bang on cue the engineers arrived, stripped the casing from the ram and with a squirt of WD 40 the jacket was rehung and hey presto the gate was fixed to the ram and slowly eased out of the water. Over the next few days and weeks the stop logs were removed from the up river grooves and the whole movement was restored just in time for the storm that hit us on Mon 10th Aug when the levels rose and the gates with them to protect down stream Wyre. The rugby and second eleven cricket pitches
were flooded and yours truly testing the signing system turned back with dog only 100 metres along the Old Railway line having been overtaken by an intrepid walker in his wellingtons who went forth only to retreat after a couple of seconds. There were no reports of inundation or loss but residents of Sunnyside Terrace Preesall were not so lucky being awakened at 2:00am with exploding electricity pylons and water gushing down the hill from Cart Gate. Wyre Council were on the job and having delivered filled sand bags earlier brought one of their two pumps and got to work in pitch darkness while householders manned the barricades and sandbags. The only casualties reported were two unfortunate sheep who died instantly when stuck by a bolt close to the affected pylon. Meanwhile long term work goes on trying to ‘Slow the Flow’ making water hold back

TRADES URGED TO SIGN UP Trustmark Accreditation as Part of the New Green Homes Grant Scheme Builders, plumbers, and other tradespeople across England will need a governmentbacked seal of approval to provide their services as part of the new £2 billion Green Homes Grant. The new scheme will see the government fund up to two-thirds of the cost of home improvements of over 600,000 homes, supporting over 100,000 jobs. Tradespeople must register for TrustMark or Microgeneration Certification Scheme (MCS) accreditation to take part in the scheme.

Flooding I was sorry to hear about the flooding in Preesall again in the last month. I’ve been told the local flood action group is working very effectively and I’m sure everyone is grateful for their support – particularly when they face abuse from the minority who feel aggrieved that roads are closed. Please, please remember to drive slowly through flood water – the waves we create when we drive through, pushes the flood water back into people’s homes causing further damage and distress. CAT SMITH MP (cont) raising my concerns about the gas storage project. Over the summer more than 3,300 people signed a petition because of serious concerns about Halite’s £660m scheme. Despite widespread opposition, the government awarded Halite a Development Consent Order (DCO) on 17th July 2015 which included permission to pump 17,000 tons of toxic brine into our local sea every day for up to ten years. I strongly believe this development should be reviewed by the government and should not go ahead. I have set out my reasons in my letter to Alok Sharma, the Secretary of State for Business, Energy and Industrial Strategy. You can see a copy of this letter on my website www. catsmith.co.uk Halite were given five years to make a start on this project and in respect of the fiveyear consent deadline of 17th July 2020 the
company has completed the bare minimum to try to keep the permission valid. DCO requirements had been completed to start the access road, but the actual ‘start’ of the £600 million project in fact consisted only of a small area of gravel laid in a field. During this time their licence to extract water from Fleetwood Fish Dock has also expired. It’s time the government did the right thing and concentrated its efforts on protecting the environment – not agreeing to the creation of dead zones and the destruction of complex marine eco-systems. The campaign was being supported by the National Farmers Union to showcase the passion and commitment that goes into producing the food we eat. This year we were made more aware than ever of how much we rely on our food producers and distributors as we faced the biggest health crisis in generations. So many of us turned to the farming community for veg and fruit boxes and a delivery service when access to essential supplies became difficult. Farmers like Martin have found the last few months really tough. He and his family grow Pilling Potatoes and supply Blackpool and the Lake District where chip shops, restaurants, hotels and B&B’s have been closed and where demand for produce dried up. I’d like to take this opportunity of thanking all the farming community across Over Wyre for their support and hard work and I hope we repay them by continuing to provide them with our business. Fleetwood Swimming Pool At the time of writing I’m still waiting to hear when Fleetwood Swimming Pool will reopen. It’s important to do so only when it’s safe but there have been grave concerns over the summer that Wyre Council and the YMCA intend to close the pool for good. I launched a campaign to keep it open and so far more than 3000 people have written to the Chief Executive of Wyre Council expressing their wish for it to remain.

200 Club Draw is Now 50 Years Old The Rotary Club of Garstang and Over Wyre has not changed the basis of their 200 Club Draw since it was founded 50 years ago. It is a key source of income to fund many of our charitable efforts and at the same time to provide a bit of fun and a chance to win a cash prize. OUT RAWCLIFFE OVER 60’S It’s been five months since our first and only meeting of the Over 60’s this year. What a situation this coronavirus outbreak has put everybody in. It has been a challenging and difficult period, some of us have had to go through very distressing experiences. Being alone and feeling vulnerable is not easy, but I am happy to say that we are all coping admirably. We have had some lovely weather, the sunshine raises the spirits, and so many of us have been able to get out into the garden, whether to work in or just to sit out and appreciate the beauty of our surroundings. During the cooler, wetter days, jobs indoors have got done and at times when not feeling so active we’ve read, watched TV and done jigsaws to keep us busy. It is great to know that whilst on lockdown, people in the community have pulled together to help and assistance has been given when needed. We are missing the get-togethers and the monthly trips, which unfortunately will not be
resuming anytime soon. Although G-line have been able to restart, due to social distancing it is not viable for the Over 60’s. Disappointing too is that we will not be having our usual Christmas party, an event which has always been a highlight of the year. The current situation makes us realise how much we take for granted in everyday life. People are uncertain and worried about the future, but things are improving, lockdown has eased, things will get better. On a brighter note, there have been, and will be, members with special birthdays and anniversaries in 2020. Celebratory cards from the club have been sent. The majority of our members feel it is the right thing to see this year out, before contemplating a restart of the club. Thinking of you all, take care and keep safe. HARMONY & HEALTH Singing Sessions A couple of weeks into lockdown, we realised that we were going to be in this for the long haul and being able to meet in person to sing was just not going to happen, so we started off with a few of our regular singers to try out remote singing sessions instead, which has turned out to be quite an acceptable alternative. Five months on and we are still no closer to being able to get together in one location to sing, so we would like to extend the opportunity to anyone out there who would like to join us. You will need to have a device with internet connectivity and my husband and I will fully support you if you are unfamiliar with the technology. CANCER HELP PRESTON Support for local people who have been affected by cancer and bereavement CancerHelp (Preston) Ltd will be re-starting 1-2-1 face to face work from its Vine House Cancer Support Centre in Ribbleton from Mon 30th Aug. The online (Zoom) and telephone sessions which have been available throughout lockdown, will continue for people who are uneasy about being out and about at the moment. Croston House, the Charity’s centre in Garstang will open a little later. As a local independent charity, CancerHelp
was fortunate in receiving funding from the National Lottery Community Fund. This will enable support to be available for people affected by cancer; those who have lost someone due to COVID-19 and also includes children and young people who have received a cancer diagnosis or been affected by a bereavement. This funding also means that as there is additional capacity, there are no long waiting lists to access services. CancerHelp can to support people affected by cancer and those bereaved due to Cancer or COVID-19 living in and around the following areas: Preston, Chorley, South Ribble and Garstang. FUTURE HIGH STREETS FUND • • Following the announcement that Wyre Council had been shortlisted to receive a share of the Government’s £1 billion Future High Street Fund, the Council has submitted the final bid to regenerate the town of Fleetwood. In June, Wyre Council submitted a bid for £22 million to the government’s Future High Streets Fund to help deliver its ambitious vision for Fleetwood to kick-start regeneration of the town centre. The council’s initial proposals were shortlisted by the Ministry of Housing, Communities & Local Government last summer to bid for a share of the Governments £1 billion Future High Streets Fund to develop plans to reinvent Fleetwood’s high street. Ahead of the final bid submission, the public shared their views on the town’s future at a community drop-in held in Dec 2019 and the Council has worked with key delivery partners and the business community to develop a series of integrated projects to transform the town.

Enabling town centre living – unlocking, delivering and diversifying housing to bring more people into the town Reviving town centre assets and public realm – reviving key cultural and civic assets through restoring Fleetwood market, expanding the museum offer and investing in public realm in the newly created Heritage Quarter Restoring town centre access – undertaking a feasibility study and outline business case to exploring reopening the Fleetwood-Poulton rail line.
The Government has not yet confirmed precisely when a decision will be made on the next stage of the funding bids although an announcement is expected in the autumn. THE GREEN HOMES GRANT SCHEME The Green Home Grants Scheme is a new initiative by the government which aims to enable homeowners and landlords to upgrade their homes and properties with energy-saving features. The Green Homes Grant is a great boost for the building industry as it tries to recover from the impact of COVID-19. The scheme will be a significant benefit to households wanting to make their homes more energy efficient and reduce their energy bills, whilst providing much needed work for accredited installers. Tradespeople must register for TrustMark or Microgeneration Certification Scheme (MCS) accreditation to take part in the scheme. The grants will provide homeowners with vouchers for energy efficiency improvements such as insulation, double glazing, and heat pumps (gas boilers will not be included). Late September will see the launch of the initiative. The government will pay two-thirds of energy-efficient home improvements up to the value of £5,000 for homeowners or 100% of the cost to those on low incomes. The scheme will provide £2bn for improvement projects as part of a wider £3bn plan to cut carbon emissions. The grants will be provided in the form of vouchers which can be used towards making certain energy-efficient improvements to homes. The Treasury claims that using these vouchers could help families make an average annual saving of £200 on their energy bills. The government has confirmed the Green Homes Grant will give homeowners and landlords vouchers to install: • •
Insulation, including solid wall, cavity wall, underfloor, loft or roof insulation Low carbon heating, such as air-source or ground-source heat pumps, or solar thermal systems, which provide
renewable ways of heating your home If you already have had some work done, you can use the vouchers to install ‘top-ups’ - for example, additional loft insulation so it reaches the recommended level - but not to replace what you already have. Then if, and only if, you are installing at least one of the improvements above, you will also be able to use the vouchers to install the following ‘secondary’ measures: • •
• •
Draught-proofing Double or triple glazing, or secondary glazing, but only if you currently have single glazing – it will not cover replacement double glazing Energy efficient doors, where you are replacing doors installed before 2002 Heating controls and insulation, including appliance thermostats, hot water tank thermostats, hot water tank insulation, smart heating controls, zone From September new Green Home Grants give up to £5,000 in vouchers for insulation, double glazing, and other energy efficiency measures. BEWARE THE WAGGING TAIL! ‘Ah, Wow! A friendly dog… no?.... oh…..’. ‘Look, the doggy is happy she’s wagging her tail!’ So many times we hear these phrases. Only the other day we were on one of our walks and a grandma and young boy (probably aged about 3) were approaching us.
We were at the end of our walk and Bella (our dog) was ambling along, off lead, tired and, yes, happy. But… The grandma and boy headed towards us, no question from grandma as to if Bella was ok with the boy approaching her and no question from the boy as to whether or not he could stroke her. Now, admittedly, if there was a problem with Bella and her behaviour, she would have been on her lead and b) have been under my very close supervision. But, one of the very first things I taught my children when approaching dogs was to ask the owners if they could stroke their dog before heading over and sticking their hand in the dogs face! My two grew up confident around dogs but they still asked and didn’t just amble up and fuss all/any random dogs. Since completing all my training work with dogs I’ve now upped this advice/warning to any children I work with and chat to. I say they also need to ask the dogs permission to stroke it too! Many owners will just say, ‘Oh yes, Fluffy will be fine’, but actually Fluffy may not be feeling the love or wanting any fuss at that particular time. She may be keen and excited to get on her walk, to chase her ball or her dog buddies. In ‘trainer language’ her arousal levels may already be elevated or she may be feeling anxious at who may be already at the park. Will it be her buddy or the dog from next door who nips her ears and makes her uncomfortable? GARSTANG WINE CIRCLE The magic of modern technology came to the aid of the Wine Circle as we held Zoom meetings on Mon 20th July, and Mon 17th Aug. The use of the technology allows us to keep the circle going during this difficult period, until the availability of a vaccine will perhaps allow us to resume meetings at the Arts Centre.

At the meeting on the 20th July, Christine and Frank Holland kindly organised a general knowledge quiz, which did include wine related questions, for our entertainment. In addition there was a discussion of the wines that some of the members were drinking. This was an opportunity to pass on tips about good value wines that were available locally.
GARSTANG & DISTRICT LIONS
We held a Zoom tasting on the 17th Aug. Members of the circle who participated, purchased wines from a list supplied by our chairman Alan Jefferson which were available at Booths. We had one white and three reds. The Zoom meeting gave the opportunity for the members ‘attending’ to give their views on those wines. A big ‘thank you’ to Alan for organising the meeting, and introducing a format which is as close as we can get to our usual meetings. The next meeting is on Mon 21st Sept and is likely to be another Zoom tasting. Alan will circulate details when they are finalised. Mervyn Stokes

The committee have made the decision that owing to the pandemic it would be sensible to cancel our meetings for the rest of the year this will also include our Christmas party

There is again very little to report because of the current situation in what would have been a very busy period for the Garstang and District Lions, but no meetings have taken place. Donations A sum of £200 has been donated to the Defying Dementia organisation. This is a contribution to the ground breaking Alzheimer’s Research being conducted into development of new drugs to combat this condition which is also linked to Lancaster University. The Lions have always supported our local Garstang Memory Café and this is a cause that is very close to all of our hearts. Events A number of our Lion members have begun the work needed to restore an outside area in the Oaklands Care Home. The plan is to create a memorial garden there and a place for both quiet reflection and remembrance. SOROPTIMISTS (cont) Mary’s Meals Technically, we are back in full swing after our August break but, as you’re all only too aware, we are still restricted by COVID-19 regulations. To this end we are now looking into some video meetings for speakers. You may remember that Mary’s Meals has been a popular project with our group, and they have produced a short film to update people on their works. We will be looking into booking a virtual screening of this and perhaps we’ll be able to offer a chance for interested parties to join in when it happens – we’ll keep you informed. Find out more at www.marysmeals.org.uk Socially Distanced Picnicking As we wrote last month, we had a few things planned for our ‘quiet’ month and we were lucky enough to have perfect weather for our socially distanced afternoon picnic. We held this in Muriel’s beautiful garden, where she had carefully marked out the seating and provided appropriate sanitising supplies, so we fully complied! Nothing is better for mental health than to be with good friends, enjoying the outdoors and having a good natter. Although we span a wide age group, we are all connected by our love to enable, educate and empower women. Plus we all have varying interests which we share. There wasn’t a dull moment and I think we all left in a much better frame of mind – never underestimate the power of friendship! Virtual Quizzing We also ‘Zoomed’ a meeting to answer the Rosebowl competition questions – we appeared to know a lot between us – let’s hope the answers are correct. BackPacks Some good news about the BackPacks project; we recently received a phone call to say that BackPack collections have resumed! Joan and Annemarie have been able to make up 15 backpacks with the items they had in store, which have been sent off already. However, with the long lull in contributions, these have just about cleaned us out of supplies! So, if you are venturing out at all, here’s a list of things that we need if you have any spare: backpacks, toothpaste, toothbrushes, soap, spoons, pencil cases, rulers, rubbers, notebooks and flip flops of all sizes Contact us if you can help with these items and we’ll discuss collection/delivery. For over 10 years, Festival Bowland has been offering residents and visitors the opportunity to explore the beautiful Forest of Bowland AONB through a range of guided walks, talks and hands on workshops.
Preston & District Branch Update
Coronavirus restrictions have meant that many of this year’s face to face events have had to be cancelled so, instead, event organisers have gone digital and moved online. Sandra Silk, Project Officer with the Forest of Bowland AONB said, ‘Each year we look forward to meeting new people and old friends through the Festival programme. Sadly, we haven’t been able to do that this year but, rather than miss out, we’ve worked with colleagues at the Pendle Hill Landscape Partnership to put events online. We’re really excited by how many people have joined us “virtually” to find out about everything from archaeology to bats and wading birds. We even managed to move our national Meadows Day celebrations online.’
It has been a while since our last meeting took place, so we thought it was time to update you all on the current situation. So many things have changed because of COVID-19, but rest assured that we, the Committee, are still here and are still working for you. Forthcoming Activities We were hoping by now that we would be in a position to start returning to our usual activities, with some modification around social distancing. However, the reintroduction of restrictions in the city of Preston and advice from Parkinsons UK have prevented this. We have taken the decision reluctantly to delay the restart of circuit training and yoga until the New Year, hopefully in January 2021. As soon as a date has been arranged, we will circulate the details. We have also had to make a decision not to hold any group meetings before December. December Event

Fundraising
We are still hoping that between the COVID-19 situation and the weather that we might be able to put something together soon where charities can benefit from some socially distanced fundraising activities.
This year, as you will appreciate, we have not been able to do many of our collections and so our fundraising has been greatly reduced. We have donated £2,000 to Parkinsons UK following their appeal to branches for help because of their lack of income. The group is still solvent but we need to conserve funds to cover Circuit Training, Yoga and our other commitments for the coming year. It is with regret that we have had to abandon the Christmas Hampers for this year. The cost and logistics of this operation make it impractical. We are very sorry that this has to be the case and we hope that you will all understand the reasons why. We will make every effort to reinstate hampers for next year.
Thank you to all of those that have responded to our shout-out in the August edition of Focus in which we sought expressions of interest from any charities that might be interested in taking part in an open-air event in our extensive and beautiful grounds.
We would still like to hear from you if you are involved with a local charity and would be interested in being part of an open-air charity day should we be able to hold such an event at some point this year. We would host this in our grounds with each individual charity being allocated its own space in which to promote and/or to fundraise

FRIENDS TOGETHER It’s been a long time since Friends Together, like many other groups, has been able to meet. Our last get together was on Mon 24th Feb when we were encouraged to play the drums, a first for many of us! Since then we have all been restricted in numerous ways, and perhaps some of us are still, I’m sure, being careful when out and about. At the moment Wesleys Coffee Lounge is still closed and it will probably be next year before we can meet again. I hope everyone has kept well, and as soon as possible we will continue our meetings, so watch this space.
