The government has set out its plan to return life to as near normal as we can, for as many people as we can, as quickly and fairly as possible in order to safeguard livelihoods, but in a way that continues to protect our communities and our NHS. Here is published guidance on staying alert and staying safe outside your home.

COVID-19 FAQS (cont) the more chance the virus has to spread. Therefore, try to limit the number of people you see – especially over short periods of time. The risk of transmission is also higher indoors, so you should take extra care to stay as safe as possible. Can I gather in larger groups for any reason? You should only be socialising in groups of up to two households (including your support bubble) indoors and outdoors or up to six people from different households when outdoors. More generally, you can continue to meet in larger groups if necessary for work, voluntary or charitable services, education, childcare or training, elite sporting competition or training, to fulfil legal obligations, to provide emergency assistance, or to enable someone to avoid illness, injury or risk of harm. It is otherwise against the law for gatherings of more than 30 people to take place in private homes (including gardens and other outdoor spaces). Businesses and venues following COVID-19 Secure guidelines can host larger groups. This is also the case for events in public outdoor spaces that are organised by businesses, charitable or political organisations, and public bodies, provided they take reasonable steps to mitigate the risk of transmission, in line with COVID-19 Secure guidance. This can include weddings, civil partnership ceremonies and funerals (which we advise should be limited to no more than 30 people), religious ceremonies and services, community activities and support groups. How can I stay safe if I am part of a larger gathering? If taking part in activities with larger groups, you should take particular care to follow social distancing guidelines. In addition to those

COVID-19 FAQS (cont) guidelines, the following principles should be observed to ensure you meet people in a way that minimises the risk of spreading infection: •
limit the time you spend interacting with people from outside your household or support bubble to the activity which you are partaking in
•
limit the number of different activities which you partake in succession to reduce the potential chain of transmission
•
follow strict social distancing guidelines from people outside your household or support bubble
•
group size should be limited to the minimum which allows the activity to take place
•
if organising an activity, you should carry out a COVID-19 risk assessment to identify actions which could minimise the risk of transmission. Employers have a legal responsibility to protect workers and others from risk to their health and safety
Can I use public transport if I’m seeing friends/family in a park or their garden? You can help control coronavirus and travel safely by walking and cycling, if you can. However where this is not possible, you can use public transport or drive. If you do use public transport, you must wear a face covering and you should follow the safer travel guidance for passengers. Can I share a private vehicle with someone from another household? You should try not to share a vehicle with those outside your household or social bubble. If you need to, try to: •
share the transport with the same people each time
•

you do not live with or who is not in your support bubble. Take particular care to maintain excellent hygiene – washing hands and surfaces – and avoid using shared facilities like bathrooms wherever possible. You should also only stay overnight in groups of up to two households. This means if you are staying overnight in someone’s home, you should only do so with members of your own household, in addition to the household of your host. Can I look after my grandchildren? People from two different households can meet indoors, which enables you to spend time with your grandchildren. At this time, we still advise that people from different households avoid close contact so childcare should only be provided if it is possible to socially distance from your grandchildren. If you have formed a support bubble with your grandchildren’s household, which is allowed if either you or they live in a ‘single adult household’, then there can be close contact and social distancing is not necessary. Can teenagers visit their youth club? Yes. However, you should advise your children to maintain social distancing, wash their hands regularly and limit social interaction outside of these formal activities with anyone you do not live with. The club should also follow COVID-19 Secure guidance. Can I go to a pub or restaurant with people I don’t live with? When eating or drinking out with people you do not live with (and who are not in your support bubble), you should keep to the wider guidance on group sizes: up to two households indoors, and up to either two households or six people from more than two households outdoors.

You should think about where to sit at a table with this in mind - the premises should also take reasonable steps to help you do so in line with COVID-19 secure guidelines. Can I go to the theatre or a concert? You can now attend indoor and outdoor performances, for example dramatic, musical or comedy shows. If you are watching the performance, you should: •
sit with people from your household or support bubble

socially distance from people you do not live with (or who are not in your support bubble)
Can I play sport outside? You can play team sport in any number if this is formally organised by a sports club or similar organisation and sports-governing body guidance has been issued. If you are playing one of these sports informally, such as in the park or a private garden, there must be no more than 30 people involved (including participants, coaches, umpires, spectators). Do I have to wear a face covering in public? Face coverings are currently mandatory on public transport, and in shops, supermarkets, indoor shopping centres, banks, building societies, post offices, and indoor transport hubs. Relevant guidance on face coverings is available here. People are also strongly encouraged to wear face coverings in any other enclosed public spaces where there are people they do not normally meet. You do not need to wear a face covering if you have a legitimate reason not to. This includes (but is not limited to): •

You can carry something that says you do not have to wear a face covering for medical reasons. With the exception of the organisations listed in this guidance on closing businesses and venues, the government has not required any other businesses to close to the public – it is important for business to carry on. Can children go back to early years settings and schools or university? The government is committed to doing everything possible to allow all children to go back to school safely, to support their wellbeing and education and help working parents. The government’s plan is for all students in England to return to education settings in September. Our phone lines have been very busy since March 2020 when we converted our face-to-face appointments to telephone appointments.
If you feel that you need a same day appointment, the clinical problem will be triaged over the telephone by a doctor and if necessary, a face-to-face appointment will be arranged. If your problem is less urgent, you will be offered a routine telephone appointment and if a face-to-face contact is clinically necessary, this will also be arranged.
Going forward, the government directive is to continue with remote appointments via telephone or video link where possible. We are therefore following this guidance and continue to offer all initial appointments and appropriate follow up appointments via telephone. It is our priority to deliver thorough and safe clinical care to all our patients and we have therefore adjusted our appointment system to ensure we are able to provide this.
Please only attend the surgery if you have an appointment or are asked specifically to collect something. Requests for appointments or general queries should made through our reception via telephone. This ensures we can control the footfall through the surgery, maintaining social distancing and keeping our patients and staff as safe as possible.

Our flu vaccination campaign is going to be bigger than ever this year. At risk groups and over 50’s will be offered the opportunity to come for vaccination at the Medical Centre. Prescription Policy Prescriptions are signed by the doctors daily between 12:30pm and 1:30pm. Our policy is that prescriptions should be processed within 48 hours from request by the patient to arrival at the chosen chemist. Any prescriptions (except for emergency scripts required on the day) requested after 1:30pm will be signed the next working day. The reception staff receive several telephone enquiries throughout the afternoon regarding prescriptions that have been submitted in the last few hours. We kindly request that prescriptions are

A couple of weeks into lockdown, we realised that we were going to be in this for the long haul and being able to meet in person to sing was just not going to happen, so we started off with a few of our regular singers to try out remote singing sessions instead, which has turned out to be quite an acceptable alternative.
Our sessions are held on Tuesday afternoons from 1:30pm - 2:30pm and on Wednesday mornings from 10:00am - 11:00am and you are not committed to attending for a specific number of sessions.

OUT RAWCLIFFE OVER 60’S It’s been five months since our first and only meeting of the Over 60’s this year. What a situation this coronavirus outbreak has put everybody in. It has been a challenging and difficult period, some of us have had to go through very distressing experiences.

Being alone and feeling vulnerable is not easy, but I am happy to say that we are all coping admirably.
Disappointing too is that we will not be having our usual Christmas party, an event which has always been a highlight of the year.
We have had some lovely weather, the sunshine raises the spirits, and so many of us have been able to get out into the garden, whether to work in or just to sit out and appreciate the beauty of our surroundings.
The current situation makes us realise how much we take for granted in everyday life. People are uncertain and worried about the future, but things are improving, lockdown has eased, things will get better.
During the cooler, wetter days, jobs indoors have got done and at times when not feeling so active we’ve read, watched TV and done jigsaws to keep us busy. It is great to know that whilst on lockdown, people in the community have pulled together to help and
On a brighter note, there have been, and will be, members with special birthdays and anniversaries in 2020. Celebratory cards from the club have been sent. The majority of our members feel it is the right thing to see this year out, before contemplating a restart of the club. Thinking of you all, take care and keep safe.
We are missing the get-togethers and the monthly trips, which unfortunately will not be resuming anytime soon. Although G-line have been able to restart, due to social distancing it is not viable for the Over 60’s.

OVER WYRE PROBUS CLUB Meetings of the club have been suspended over the past few months, and will be resumed only when it is considered safe to do so. Membership of the club is open to all gentlemen, resident in or adjacent to the Over Wyre district who have fully or partially retired, or are about to retire from professional, business or other similar occupations. Meetings are normally held on the first and third Thursday in each month at The Shovels Inn at Hambleton. KNOTT END LIBRARY We are pleased to announce that as well as Garstang Library, Fleetwood Library is the latest library to reopen in Wyre. Opening hours are initially Mon to Fri 10:00am 1:00pm and 2:00pm - 4:00pm with Fleetwood also open Saturdays 10:00am - 2:00pm. Both will be available for: • •

In light of the current COVID-19 situation, the Preesall & Knott End Christmas Community Events Committee has had to make a very hard decision to cancel this year’s Lantern Parade and Christmas Fair. The decision has not been taken lightly. We have taken the view that it would not be responsible to arrange and hold such an event. THE TREFOIL GUILD The Trefoil Guild is an international organisation. It offers its members personal and social opportunities whilst supporting Guiding and Scouting. It is a branch of Girlguiding but maintains a separate identity.
If you have moved here recently and wish to make new friends this is for you. You may have been a member in your previous hometown so you could transfer to one of our local Guilds.
Here in Lancashire West County we have Guilds in Blackpool, Blackpool South, Fleetwood, Lytham, Poulton-le-Fylde and Internet Belles.
Due to the COVID-19 pandemic we are not meeting physically at the moment and are following government guidelines but we have kept in touch with our members and held weekly coffee mornings virtually for those who can join in on Zoom.
Each Guild normally meets monthly and has a varied programme of speakers, challenge nights, eating out, day trips and nights away. Whether you have previous knowledge of the Guiding or Scouting movement or not, we are open to all interested persons who enjoy interesting social activities. One of our aims is to support all units in Guiding (Rainbows, Brownies and Guides) and also Scouting.

It’s all quiet on the North Western front. We eagerly await going back to our fundraising stall at Fleetwood Market, as stock of generous donations from various residents and supporters grows. My thanks to our members who are using their homes as storage in the meantime. We were also the victims of a theft as items of shop fittings, which were intended to be used in the station gift shop, were stolen from a garage where we had them stored. My son’s colleagues in the police are looking into this on our behalf. On a lighter note, the society is looking forward to October and our regular invite to the Apedale Railway (Staffordshire) for their Autumn Diesel event. PARKINSON’S UK Preston & District Branch Update It has been a while since our last meeting took place in March, so we thought it was time to update you all on the current situation. So many things have changed because of COVID-19, but rest assured that we, the Committee, are still here and are still working for you. Forthcoming Activities We were hoping that we would now be in a position to start returning to our usual activities, with some modification around social distancing. However, the restrictions in the city of Preston and the advice from Parkinsons UK have prevented this. We have taken the decision reluctantly to delay the restart of Circuit Training and Yoga until the New Year, hopefully in January 2021. As soon as a date has been arranged, we will circulate the details. We have also had to make a decision not to hold any group meetings before December. December Event On a positive note, we would like to invite all members and friends to a ‘Jacob’s Join’ type get together at St. Anthony’s on Wed 9th Dec at 7:00pm. This will be instead of our usual Christmas party. Everyone can bring their own food, crockery and cutlery, to comply with guidelines and keep everyone as safe as possible. The group will provide tea and coffee and a drink from the bar. This will be a great opportunity to meet up and see one another. Membership has been steadily growing and we would urge all of you that have access to social media to join so that we can give you information about our activities and help with anything you need to know. Fundraising This year, as you will appreciate, we have not been able to do many of our collections and so our fundraising has been greatly reduced. We have donated £2,000 to Parkinsons UK following their appeal to branches for help because of their lack of income. Coronavirus restrictions have meant that many of this year’s face to face events have had to be cancelled so, instead, event organisers have gone digital and moved online. VIRTUAL FESTIVAL EVENTS (cont) year but, rather than miss out, we’ve worked with colleagues at the Pendle Hill Landscape Partnership to put events online. We’re really excited by how many people have joined us virtually to find out about everything from archaeology to bats and wading birds. We even managed to move our national Meadows Day celebrations online.’ Events are free to attend and you don’t need a camera on your device to be able to join in. Events planned for August included familyfriendly bird ID, peat restoration and a look at Pendle Hill’s ‘radical’ heritage. Black grouse, Roman roads and an introduction to rewilding will feature in September, along with online Bowland Foodie Foray sessions. ‘Holding our events digitally means that people can join us no matter where they live’, said Sandra, ‘so we’re really grateful to all the presenters who have made these virtual events possible. It’s also great to welcome people who may not normally be able to take part in face to face events, whether that’s for health, transport or other reasons. We certainly hope to include online events alongside our more traditional format in future Festival programmes.’

CRY/NHS personnel are still busy battling on the front line of this pandemic and no doubt saving lives, but what of the families who are losing loved ones to Young Sudden Cardiac Death and SADS? They haven’t gone away - it’s such a dilemma.
It may have been a fairly quiet summer for our information stands and events but behind the scenes it’s been a case of where there’s a will, there’s a way!
All we can do is to keep safe, keep sharing the message of the risks to cardiac health and raise awareness of the possible symptoms of a cardiac abnormality. Should anyone, regardless of age, experience any of the following they should seek urgent medical advice: • • • • • •

I’m sure you’ll all have your ups and downs over the next few months given how long most children have been away for – and the re-introduction of routine will no doubt be a shock to the system for everyone! I was sorry to hear about the flooding in Preesall again in the last month. I’ve been told the local flood action group is working very effectively and I’m sure everyone is grateful for their support – particularly when they face abuse from the minority who feel aggrieved that roads are closed. Please, please remember to drive slowly through flood water – the waves we create when we drive through, pushes the flood water back into people’s homes causing further damage and distress. Gas Storage I’ve once again written to the government raising my concerns about the gas storage project. Over the summer more than 3,300 people signed a petition because of serious concerns about Halite’s £660m scheme. Despite widespread opposition, the govern-

During this time their licence to extract water from Fleetwood Fish Dock has also expired. It’s time the government did the right thing and concentrated its efforts on protecting the environment – not agreeing to the creation of dead zones and the destruction of complex marine eco-systems.
This year we were made more aware than ever of how much we rely on our food producers and distributors as we faced the biggest health crisis in generations. So many of us turned to the farming community for veg and fruit boxes and a delivery service when access to essential supplies became difficult.
The Farming Community
Farmers like Martin have found the last few months really tough. He and his family grow Pilling Potatoes and supply Blackpool and the Lake District where chip shops, restaurants, hotels and B&B’s have been closed and where demand for produce dried up. Many farmers are now left with a surplus of produce that no-one wants.
My little boy and I were delighted (and in Eli’s case, super excited!) to visit Northwoods Farm in Eagland Hill during August. We met farmer Martin Lawrenson to mark #Farm24 – a day-long online celebration of British farming that aims to remind the nation why British food and farming matters in our everyday lives. The campaign was being supported by the National Farmers Union to showcase the

Fleetwood Swimming Pool At the time of writing I’m still waiting to hear when Fleetwood Swimming Pool will reopen. It’s important to do so only when it’s safe but there have been grave concerns over the summer that Wyre Council and the YMCA intend to close the pool for good. I launched a campaign to keep it open and so far more than 3000 people have written to the Chief Executive of Wyre Council expressing their wish for it to remain. So many of our schoolchildren across Over Wyre and Fleetwood rely on this pool to learn essential life-saving skills. It also provides many others with the opportunity of enjoying exercise that for health or mobility reasons they otherwise would be unable to take part in.

A representative from Smith of Derby visited the site on Wed 12th Aug. Unfortunately, more than one part has failed, meaning that repairs will be more extensive than anticipated to get the clock back running. The council is working with the supplier to resolve the problem as soon as possible. Dog Protection Orders Consultation The council has completed the questionnaire and recommended that there be greater fines for offenders along with increased surveillance. Comments had been received regarding the increase in the number of owners failing to keep their dogs under control and on a leash. Drug-Dealing Concerns An increase in the number of people visiting the area to deal drugs has resulted in the council sending a letter to Lancashire Constabulary to ask what action is being taken to stop this and what more is planned. Christmas Lights The council still plans to have the Christmas lights installed, however, unless the COVID-19 situation improves considerably there will not be a lights switch-on event. Next Meeting Preesall Town Council will meet next on Mon 14th Sept at 7:00pm. This is a public meeting and residents are welcome. An opportunity to raise matters will be available. The Parish Council discussed the potential closure of the Hambleton outpost to the Over Wyre Medical Centre. It was agreed that the Parish Council would be opposed to the closure. The Parish Council is working with local interested parties to research options for the re-establishment of the surgery and investigations are underway to identify support available to Hambleton residents in the interim period until the surgery can reopen.
If you are confined to your home and need any practical help (shopping, prescription collection/delivery etc) or just someone to have a chat with, the Parish Council, along with a local army of volunteers, is here to help. Dog Fouling
New Councillor The Parish Council is pleased to announce that Mr Alan Morton has been co-opted to fill the vacancy on the council and looks forward to welcoming him to the October meeting.
This continues to be an issue – pick up after your dog – failure to do so is an offence. This includes those members of the public who allow their pets to foul the playing field and think it acceptable just to kick it to one side. This is a recreational area where children play.
The Council is continuing with its project of footpath maintenance and repair within the parish. Many thanks to the landowners who have been so supportive of this exercise.
Wyre is consulting on whether dog protection orders should be extended to ban dogs from more public areas and to make it compulsory for them to be on a lead in parks and open spaces. The persistent offenders who refuse to take their dog-owning duties seriously are putting the freedoms and enjoyment of the majority of responsible owners in jeopardy.

on behalf of Lynwood Drive residents has finally paid off. In February 2017 we compiled a dossier of more than 44 potholes with photos and measurements which we sent to Lancashire County Council. The recent £51,000 resurfacing job looks good and we believe the works did not cause too much inconvenience. Now we have received a request to support residents of Malvern and Harwood Drives to resurface their roads. Watch this space! Our vice-chairman, Peter Swarbrick, recently spoke to Lancashire County surveyors working by the pub on a scheme to resurface the A588 from Moss Side Lane to just beyond the Seven Stars. Peter has also spoken to our Lancashire County Councillor, John Shedwick, about the state of Moss Side Lane where he believes potholes present a danger to cyclists. We understand that they will soon be dealt with. Our thanks go to John who has

Our home Christmas Lights and Decoration Competition will take place as usual and again we plan to install our SSRA Christmas tree at the top of Smithy Lane. We are still looking for a building for our proposed Stalmine Men’s Shed. We have detailed plans and a list of needs for the Shed should we succeed. ROTARY 200 CLUB DRAW 200 Club Draw is Now 50 Years Old The Rotary Club of Garstang and Over Wyre has not changed the basis of their 200 Club Draw since it was founded 50 years ago. It is a key source of income to fund many of our charitable efforts and at the same time to provide a bit of fun and a chance to win a cash prize. A ticket costs £6.50 for the half-yearly draw with prizes of: 1 at £500, 2 at £25 and 15 at £10. This is a total of £700 from the income from ticket sales of £1300. FUTURE HIGH STREETS FUND Following the announcement that Wyre Council had been shortlisted to receive a share of the Government’s £1 billion Future High Street Fund, the Council has submitted the final bid to regenerate the town of Fleetwood. In June, Wyre Council submitted a bid for £22 million to the government’s Future High Streets Fund to help deliver its ambitious vision for Fleetwood to kick-start regeneration of the town centre. The council’s initial proposals were shortlisted by the Ministry of Housing, Communities & Local Government last summer to bid for a share of the Governments £1 billion Future High Streets Fund to develop plans to reinvent Fleetwood’s high street. Ahead of the final bid submission, the public shared their views on the town’s future at a community drop-in held in Dec 2019 and the Council has worked with key delivery partners and the business community to develop a series of integrated projects to transform the town. Wyre Council has recently been successful in the next stage of the High Street Heritage Action Zone fund which will see key historic buildings revived, with a cultural programme that builds on the already vibrant local arts scene that the town enjoys.

CARTER’S CHARITY NEWS This edition is published as Carter’s along with all other schools in England, re-open fully welcoming all children after their forced break from school.
School has been prepared as fully as possible with increased cleaning regimes, improved monitoring systems and a new set of school routines, including one-way systems, staggered breaks and new drop off patterns. This along with the return to full-time school will mean the start of term will be a time to support our learners with their wellbeing and learning resilience. We have devised a curriculum for our children that incorporates a focus on basic skills, emotional and mental awareness and social re-integration. Over the next few weeks, we will be running a robust induction programme for our new Reception class that will enable Mrs Dugdill and her team to get to know the children and their families. Bentele is returning to us after maternity leave and is looking forward to working with all of our lovely Y4 children. She will be teaching Wednesday through to Friday with a new ‘face’, Miss Greenall, looking after the other two days. She will also be working in Y2 when Mrs Weaver has time at home with her daughter. We hope our ‘new faces’ all enjoy working as part of the Carter’s family.
We are very much looking forward to reopening our school and pre-school to all our pupils after what can only be described as an incredibly strange and difficult time for staff, parents and members of the local community.
A new school year usually heralds a time of excitement and anticipation with plans for wonderful trips and activities. This new school year holds the same levels of anticipation (with unfortunately no plans for any trips just yet!) but tinged with some trepidation around all that has happened. Our job will be to provide for the former while supporting everyone with the latter. We look forward to working with everyone in the new school year. Brendan Hassett
Although school will feel a little different to what our pupils are used to, we are excited to get back to learning in the classroom. Over the summer, we have used the time to decorate areas of school, refurbish the library (thanks to the Co-op local reward scheme) and put in measures to ensure we keep everyone as safe as possible. This is also a good time to thank our parents for providing fabulous home-learning

FLEETWOOD’S CHARITY (cont) experiences, under extremely difficult circumstances, and also to thank the children for persevering with their learning at home! We are delighted to be welcoming not only our new Pre-School and Reception pupils and their families but also several new families who have moved into the area over the summer who are joining our school family. We are also welcoming two new teachers to our staff team, Miss Hutchinson and Miss Hadley, who will be a great addition and we look forward to working with them. In July, we said goodbye to our head teacher, John Belshire after 15 years. We haven’t yet been able to give him the proper send-off he deserves so hopefully that will happen in the near future. He will be greatly missed and we would like to thank him for everything he has done for Preesall Fleetwood’s Charity School.
Likewise, we hope to have our Year 6 pupils back for a day soon to celebrate them reaching the end of primary school and to wish them well for the future. I sincerely hope that before long, we are able to report on a wider range of extracurricular events, local community projects and school visits, all of which are currently on hold but are what help make our little school an exciting, vibrant and stimulating place to learn. In the meantime, our focus will be on helping our pupils adjust back to life in school and providing rich, high-quality learning experiences. In ‘trainer language’ her arousal levels may already be elevated or she may be feeling anxious at who may be already at the park. Will it be her buddy or the dog from next door who nips her ears and makes her uncomfortable? But… The grandma and boy headed towards us, no question from grandma as to if Bella was ok with the boy approaching her and no question from the boy as to whether or not he could stroke her. Now, admittedly, if there was a problem with Bella and her behaviour, she would have been on her lead and b) have been under my very close supervision. But, one of the very first things I taught my children when approaching dogs was to ask the owners if they could stroke their dog before heading over and sticking their hand in the dogs face! My two grew up confident around dogs but they still asked and didn’t just amble up and fuss all/any random dogs. Since completing all my training work with dogs I’ve now upped this advice/warning to any children I work with and chat to. GARSTANG CAMERA CLUB We are nearly at the start of a new season for the club and we are still basically in a ‘lockdown situation’. What this means to us is that we cannot meet at our usual venue, the Arts Centre, nor in any other due to restrictions regarding using our equipment necessary to show images and display prints. New Arrangements The committee has decided to hold three ‘meetings’ per month, ie. the first three Wednesdays in each month. These will be presented using ZOOM. The first Zoom meeting will be on Wed 2nd Sept. This will be a trial meeting and there will be no pressure on anyone at all. As well as viewing the last club competition’s entries (in which we were the victors) we will be taking questions from the virtual floor from both members and newcomers regarding the present situation and any club matters. Competition rules have had to be altered since we will be unable to display colour and mono prints. Rather than go into too much detail here which might put newcomers off (we are a very friendly group), I would suggest going onto our website (details at the end of this article). For anyone who has not used Zoom before and feel unsure about it, we are happy to hold a short practice session for one or two people at a time (again, no pressure) before our new season begins. If you would like to take us up on the offer, drop us an email with your name and telephone number. All you need is a computer (with a camera and mic), tablet or smart phone. No need to download any apps. So go on, have a go! Subscriptions Finally some good news; the club subscription for this year has been reduced to £30. WYRE JUNIORS FOOTBALL CLUB Our teams have started socially distanced training at Preesall Park and some friendly games have also taken place home and away. As I travel around in the constituency I am witnessing first-hand how well local people are dealing with the current unprecedented situation. Whether it is queuing up to enter a shop, sitting in a coffee shop or simply walking around, I believe our local communities are adapting well to the current restrictions and using common sense. I think the current emergency has made us think more about our neighbours and the vulnerable. As we continue to navigate our way through the pandemic, I do hope that one of the more positive legacies will be that we will be more aware of those who may feel isolated within our own neighbourhoods. I am keeping a close eye on local services, I know Garstang Library reopened on the Mon 27th July as part of phase one and by the time this article comes out Fleetwood Library will be open as part of phase two. Lancashire County Council (LCC) intend to open all 64 libraries throughout the county in phases. This will enable premises to undertake all the necessary safety checks, risk assessments and declare the buildings safe. Another LCC service which I have received questions about is the recycling centre service. Fleetwood recycling centre is open although there are certain restrictions which include; vans and trailers must have an appointment, essential visits only, to bring one type of waste and to ensure that you or someone with you are able to unload because staff are not able to help.
LCC have advised that the recycling centre at Garstang operates differently to other LCC recycling centres. Its emphasis is on reusing good quality waste items, with the main focus of the operation being a reuse shop. LCC do not feel that the shop is an essential activity given current pandemic restrictions and they therefore have taken the decision that it will remain closed until fully safe to re-open. However, LCC has provided assurances that the facility will reopen when safe and appropriate to do so. The advice to residents is that doorstep collections are the best way to manage their waste and they should only visit a recycling centre if their rubbish cannot be managed through such collections. THE GREEN HOMES GRANT SCHEME The Green Home Grants Scheme is a new initiative by the government which aims to enable homeowners and landlords to upgrade their homes and properties with energy-saving features. The Green Homes Grant is a great boost for the building industry as it tries to recover from the impact of COVID-19. The scheme will be a significant benefit to households wanting to make their homes more energy efficient and reduce their energy bills, whilst providing much needed work for accredited installers. Tradespeople must register for TrustMark or Microgeneration Certification Scheme (MCS) accreditation to take part in the scheme. The grants will provide homeowners with vouchers for energy efficiency improvements such as insulation, double glazing, and heat pumps. Gas boilers will not be included at this point. Late September will see the launch of the initiative. The government will pay two-thirds of energy-efficient home improvements up to the value of £5,000 for homeowners or 100% of the cost to those on low incomes. The scheme will provide £2bn for improvement projects as part of a wider £3bn plan to cut carbon emissions. The grants will be provided in the form of vouchers which can be used towards making certain energy-efficient improvements to homes. The Treasury claims that using these vouchers could help families make an average annual saving of £200 on thier energy bills. The government has confirmed the Green Homes Grant will give homeowners and landlords vouchers to install: •
Insulation, including solid wall, cavity wall, underfloor, loft or roof insulation
•
Low carbon heating, such as air-source or ground-source heat pumps, or solar thermal systems, which provide renewable ways of heating your home
If you already have had some work done, you can use the vouchers to install ‘top-ups’ - for example, additional loft insulation so it reaches the recommended level - but not to replace what you already have. Then if, and only if, you are installing at least one of the improvements above, you will also be able to use the vouchers to install the following ‘secondary’ measures: •

Double or triple glazing, or secondary glazing, but only if you currently have single glazing – it will not cover replacement double glazing

Energy efficient doors, where you are replacing doors installed before 2002
From September new Green Home Grants give up to £5,000 in vouchers for insulation, double glazing, and other energy efficiency measures. If you are thinking about utilising the new Grants, then why not contact EPC AND SAP LANCASHIRE before you make a decision.

WYRE FLOOD FORUM Meetings there have been few but water a plenty! The June Flood Forum run by Wyre Council was cancelled but word got out that the East Gate at the Garstang Flood Basin was due to be repaired on Mon 15th June. Security fencing to keep spectators at bay and two comfort trailers arrived on site so regular dog walkers and joggers knew something was up and bang on cue the engineers arrived, stripped the casing from the ram and with a squirt of WD 40 the jacket was rehung and hey presto the gate was fixed to the ram and slowly eased out of the water. Over the next few days and weeks the stop logs were removed from the up river grooves and the whole movement was restored just in time for the storm that hit us on Mon 10th Aug when the levels rose and the gates with them to protect down stream Wyre. The rugby and second eleven cricket pitches were flooded and yours truly testing the signing system turned back with dog only 100 metres along the Old Railway line having been overtaken by an intrepid walker in his wellingtons who went forth only to retreat after a couple of seconds.

There were no reports of inundation or loss but residents of Sunnyside Terrace Preesall were not so lucky being awakened at 2:00am with exploding electricity pylons and water gushing down the hill from Cart Gate. Wyre Council were on the job and having delivered filled sand bags earlier brought one of their two pumps and got to work in pitch darkness while householders manned the barricades and sandbags. The only casualties reported were two unfortunate sheep who died instantly when stuck by a bolt close to the affected pylon. Animal Centre Donations
Peanut is on the lookout for a new home after his previous owner was no longer able to keep him. He has been in our care now for over a year so we are desperate for him to find a loving home to call his own.
We are continuing to accept donations of towels, bedding and newspaper at the Animal Centre. Any donations of these items are greatly appreciated and can be left outside the gate at the Centre and a member of staff will come out and collect them. Charity Shop Donations We are currently unable to accept donations for our charity shops at this time. This is due to the ongoing COVID-19 situation.
He is a friendly yet shy rabbit who lacks confidence so is looking for a home where he will receive regular socialising and human interaction.
Also, the opening hours of each shop have been reduced and the capacity for displaying items within the shop has roughly halved to enable us to adhere to the social distancing measures.
He is possibly OK to live with a neutered female rabbit however they would need to be introduced slowly at first.
We are reviewing the situation on a regular basis and we look forward to welcoming shop donations when it is possible for us to do so.

CANCER HELP PRESTON Support for local people who have been affected by cancer and bereavement CancerHelp (Preston) Ltd will be re-starting 1-2-1 face to face work from its Vine House Cancer Support Centre in Ribbleton from Mon 30th Aug. The online (Zoom) and telephone sessions which have been available throughout lockdown, will continue for people who are uneasy about being out and about at the moment. Croston House, the Charity’s centre in Garstang will open a little later. As a local independent charity, CancerHelp was fortunate in receiving funding from the National Lottery Community Fund. This will enable support to be available for people affected by cancer; those who have lost someone due to COVID-19 and also includes children and young people who have received a cancer diagnosis or been affected by a bereavement.
This funding also means that as there is additional capacity, there are no long waiting lists to access services. CancerHelp can support people affected by cancer and those bereaved due to cancer or COVID-19 living in and around the following areas: Preston, Chorley, South Ribble and Garstang. RNLI BACK TRAINING AT SEA pandemic, before launching and putting the crew through their paces on navigation and man overboard exercises. Saul Mendelssohn, RNLI Area Lifesaving Manager, was present during the training briefing. He gave permission for Fleetwood RNLI to resume their training, although still in restricted format Fleetwood RNLI volunteers have returned to training on their lifeboat at sea. Armed with appropriate PPE and following the new RNLI COVID-19 procedures, the lifeboat crew have returned to exercise.

Fleetwood RNLI Coxswain, Tony Cowell, said ‘The RNLI’s lifeboat stations have remained operational during the pandemic and we have seen a high demand for our service. Our lifeboat crew have continued to respond to their pagers and launch to those in peril at sea.

RNLI BACK TRAINING AT SEA (cont) ‘As restrictions imposed under coronavirus have started to ease, the RNLI is now in a position to re-introduce exercises at stations in a careful phased approach. Our exercise was done in discussion with our Area Lifesaving Manager an our volunteers and with procedures in place. Lifeboat exercises are important for our lifeboat crew so that they can practise a range of skills and ensure they are always prepared for what they face out at sea.’
Sat 12th Sept, 12:30pm: We will be holding a social scramble entry which will again be restricted to 16 persons. The entry sheet will be available at the club and first 16 names on the sheet will play. A small number of spectators will be allowed. For both events BCGBA guidelines will be in place and social distancing regulations will remain to be in force.

Builders, plumbers, and other tradespeople will need a government-backed seal of approval to provide their services as part of the new £2 billion Green Homes Grant going live at the end of September. The new scheme will see the government fund up to two-thirds of the cost of home improvements of over 600,000 homes, supporting over 100,000 jobs. Tradespeople must register for TrustMark or Microgeneration Certification Scheme (MCS) accreditation to take part in the scheme, which will cover green home improvements ranging from insulation of walls, floors and roofs, to the installation of low-carbon heating, like heat pumps or solar thermal – measures that could help families save up to £600 a year on their energy bills.
FRIENDS OF TRINITY HOSPICE Greetings from the Over Wyre Friends of Trinity Hospice. We are still going strong but missing our social events. Although some activities are restarting we will not be running our bingo sessions at St Oswald’s Church for the foreseeable future. These sessions are essential social occasions and we would not be able to run then in an enjoyable way whilst adhering to government guidelines. Households on low income can receive vouchers covering 100% of the cost of the improvements, up to a maximum of £10,000. Business and Energy Secretary Alok Sharma said: ‘Green home improvements will save people money on their energy bills, help to cut carbon emissions, and create new work for many thousands of builders, plumbers and other tradespeople. ‘Our TrustMark scheme will guarantee that building work is completed to a high standard by accredited tradespeople, ensuring consumers are fully protected.’

TrustMark is the government-endorsed quality scheme covering work a consumer chooses to have carried out on their home. Households will be able to choose from approved tradespeople in their areas to carry out the work, but only approved and accredited installers will be able to be commissioned, ensuring high standards and consumer protection. Later this month, homeowners across England will be able to access advice and support on improving the energy efficiency of their homes from the Simple Energy Advice (SEA) service. SEA will suggest appropriate home improvements that homeowners may be able to apply for support in funding. Households will be offered a list of approved TrustMark and MCS registered tradespeople in their local area to carry out the work.
