LOCAL RESTRICTIONS IN WYRE Please note, the following guidance and FAQs are correct at the time of publication - Mon 21st Sept. Further government announcements made after this date may supersede the below information. Tackling Rising COVID-19 Infection Rates New measures are to be introduced in Lancashire as part of a combined effort across the county to help fight COVID-19. Following a significant rise in the number of cases, and initial signs that hospital admissions are starting to increase, more stringent measures are to be introduced. The measures are designed to protect residents in the county from the spread of COVID-19, especially our more vulnerable residents. They are also aiming to prevent a much tighter lockdown.

The new measures will affect all of Lancashire, apart from the Blackpool area, and came into effect on Tues 22nd Sept. They will: • • •

Prohibit households from mixing in homes and gardens Limit bars and restaurants to table service only Prevent leisure and entertainment venues, including restaurants, pubs, and cinemas, opening between 10:00pm and 5:00am

A number of areas of guidance have also been introduced which residents are strongly urged to comply with. These are: • •

Only use public transport for essential purposes, such as travelling to school or work Not to attend amateur and semi-

professional sporting events as spectators Residents are urged to only visit indoor locations such as pubs and restaurants with other members of their household or support bubble.

Lancashire County Council’s Director of Public Health, Dr Sakthi Karunanithi said: ‘The past six months have been really tough for everyone and so many people have made personal sacrifices for the good of their loved ones and the communities where they live and work.

The situation really is that stark. ‘We are particularly seeing a high rate of positive cases in the 15 to 44 age group, and our concern is that this will spill into the older and vulnerable groups. ‘Please do not mix between households indoors and keep outdoor mixing as low as possible. Use public transport only for essential journeys like school, work and health appointments. Try to stay and shop locally.

‘But we have seen really worrying signs of the infection rate increasing in Lancashire. The daily cases have doubled from 75 cases on Sun 6th Sept to 144 on Mon 14th Sept.

‘I would also say that we should be setting as good an example as possible for our children to encourage them to also be better at following the guidance now that pupils have returned to school.’

‘Although still in small numbers, we are also seeing that hospital admissions rise two weeks after the cases increased. If we don’t act now we could be facing another lockdown.

While hospital admissions are low at the moment, they are rising and deaths will follow unless we all step up. ‘We know that the virus is spreading in social settings and therefore we need to reduce social mixing. ‘We have to do this so our children can go to school which is so important for their future, key workers can go to work and provide vital services and wherever possible we can keep our local businesses up and running. ‘I want to thank everyone who has already played a big part by adhering to these asks and now everyone needs to help. Please do this to protect yourself, your family and those you love. Don’t mix outside of your household and ensure these new restrictions are lifted as soon as possible.’ Leader of Wyre Council, Cllr David Henderson said, ‘I know it’s really disappointing that we find ourselves in this position, but the health of our residents must come first. ‘We really do appreciate all the efforts made by our communities and businesses so far and now we need to pull together once again to help bring the infection rates in Wyre down and follow these new restrictions. ‘It’s only two weeks ago that the rate in Wyre was 4 in 100,000 and this has risen quickly. It’s more important than ever to remember hands, face, space. Please continue to wash your hands regularly, wear a face covering in enclosed public spaces and abide by social distancing guidance. ‘We want to get past this and return to normality as soon as possible and sticking to these new rules is going to help us all achieve this quicker.’ Emma Lyons - Wyre Council

Residents are also advised to follow the below guidelines to further reduce the spread: •

These measures will help to address the significant rise in coronavirus cases in the region in recent weeks. There is an increased risk of transmission the more people who gather together. Our data shows an increased rate of transmission in homes, hospitality venues and through grassroot sports. We are doing everything we can to protect our most vulnerable, keep businesses open and children in school, which these measures will help with. Why not keep it local and support our advertisers?

Eye Services A COVID-19 Urgent Eye Care service has been commissioned to provide urgent eye care at Wyre View Opticians in Knott End and Specsavers in Cleveleys. Assessment will be remotely or face-to-face. Patients with acute eye symptoms are urged to contact their local optician rather than the GP surgery or local A&E departments. Our chronic disease nurses have restarted their routine reviews. There have been a number of patients who have presented to the surgery after ignoring their symptoms for several months amidst the pandemic. HAMBLETON BRANCH CLOSURE Over Wyre Medical Centre in Wilkinson Way, Preesall, has closed its Hambleton branch after its lease came to an end. But the practice has vowed to work with local people to help minimise the issues caused by the closure The practice asked its patients to complete a survey so it could best understand what issues the closure of the Kiln Lane site would create. Having received more than 1,000 responses, GPs at the surgery will now look to help those patients most affected by the closure. Dr Luke Holmes, GP partner at Over Wyre Medical Centre, said: “Unfortunately the building in Hambleton was no longer fit for purpose as the standards required of NHS property have increased dramatically in recent years. ‘Our lease was also coming to an end and there was no real way to make the Kiln Lane building suitable within any realistic budget, so sadly there was no real choice. ‘We are keen to make sure the closure does not impact patients too heavily and so will look to offer even more services at our Preesall site while working with our patients to help people who may struggle to get to our main site.’ There were 1,060 responses to the survey

HAMBLETON BRANCH (cont) which was launched earlier in the summer. It asked people if they had used the Hambleton branch and if they would be affected by its closure and also allowed for comments. The biggest issue raised was how accessible the Preesall site is for people living in Hambleton and the additional costs people will face in travelling via public transport or taxi. The practice has committed to continuing to offer as many appointments as possible remotely, via phone or video link, and will also look to establish a volunteer transport service run by patients to help people get to their appointments. Concerns were also raised about additional pressures at the Preesall site, however the number of appointments being offered in total will remain the same and the practice will review the number of appointments to make sure there are enough. Questions were raised about the future of the

pharmacy in Hambleton but as it stands, the pharmacy will remain open on the site. Having seen the results of the survey and considering any options, NHS Fylde and Wyre Clinical Commissioning Group has approved the closure of the branch on the condition the practice ensures a high quality, accessible service to Hambleton residents. Traffic in the Village

The Parish Council have a Facebook page ‘Hambleton ( Wyre ) Parish Council’. Follow us and keep in-the-know with Parish Council events and village developments.

There has been little response following appeals for support to create a Community Group to tackle the issue around speeding in the village. Please consider getting involved and help to keep our roads safe. On another safety note can parents dropping off or picking up children from school please park with consideration to other road users and pedestrians and never allow your child to get out of your car into the road. The Village Hall car park is available and, if used, would reduce the volume of cars around school and consequently reduce the risk of an accident.

We have seen an increase in the amount of litter dropped on the park, please use the bins on the park or take your litter home. Hambleton Surgery The Parish Council continue to discuss the closure of the Hambleton outpost to the Over Wyre Medical Centre (OWMC). It was agreed that the Parish Council are opposed to the closure. Work is ongoing by the Parish Council, who are working with local interested parties, to research options for the re-establishment of the surgery and investigations are underway to identify support available to Hambleton residents in the interim period until the surgery can reopen. The Council have written to the OWMC explaining their concerns and asking for a commitment to provide services if a suitable venue can be found. The results of the survey that was carried out regarding the closure are available via the Hambleton Parish Council website. Hedges Can you please ensure that the hedges around your property do not encroach onto footpaths or highways. The Parish Council have received complaints that some hedges are creating difficulties for drivers and pedestrians alike, putting people at risk of injury and cars at risk of damage. When cutting back hedges can you please ensure that any road signs within it are kept clear at all times.

STALMINE-WITH-STAYNALL COUNCIL Council Meetings

Tree Work

The council continues to hold its meetings via Zoom video conference. Details can be found on the council’s noticeboard and website. There is still an opportunity for members of the public to raise matters of concern. Anyone wishing to join the meeting should contact the clerk on the number below.

The work planned to take place in August had to be postponed as a result of the heavy rainfall last month causing the land to be unsuitable for manoeuvring the heavy tree-removing equipment. Work began in September to remove some of the trees most affected by ash dieback and to undertake maintenance work on others.

Footpaths Work on the footpaths continues. Issues with deliberately blocked paths have been reported to Lancashire County Council’s Public Rights of Way team. Ornamental Feature on A588 The waterwheel, kindly donated by the family of a deceased resident, has been installed and a planting bed created. This will be planted up in the autumn. Vegetation Overgrowth Residents are reminded that if their hedge etc grows out over the pavement/highway then it is their responsibility to ensure it is cut back and doesn’t cause a problem for other pedestrians/road users. If anyone is having difficulties in completing the work Lancashire County Council will do it for a fee. Anti-Social Behaviour There have been a number of reports regarding anti-social behaviour on the bowling green car park, resulting in the police having to attend. The council has written to the police to ascertain whether any action has been taken against the individuals involved. Switch to Cycling Campaign Time to get on yer bike! ‘Switch to Cycling’ is a new campaign from Lancashire County Council aiming to build on the momentum of those who have started cycling during lockdown and encourage more people to take up cycling for short journeys.

SSRA Stalmine with Staynall Residents’ Assoc. Working as usual in partnership with our Stalmine School, we are now going ahead with our November Lantern Making but with adjustments. Plans are in place with Head Teacher, Miss Binns. The SSRA will supply all resources as usual. The children will create their lanterns after school and display them in gardens. We shall judge and award prizes as usual for the outstanding creations. Unfortunately, given COVID-19, the lantern parade cannot take pace. Our home Christmas Lights and Decoration competition can, however, take place and we shall again install our SSRA Christmas tree at the top of Smithy Lane for residents in celebration of Christmas. We are still seeking accommodation for our proposed Stalmine Men’s Shed and

WYRE FLOOD FORUM REPORT My report for the October edition of Focus Magazine is based on the events of what is known as Summer.

A meeting of FLAGS, an acronym for Flood Action Groups, took place via Microsoft Teams, a virtual means similar to Zoom. It was attended by reps from Wyre and Lancashire Councils, the Environment Agency, United Utilities and Wyre Rivers Trust plus members of Garstang, Churchtown, St Michaels, Pilling, Preesall and Thornton Flags.

A lively exchange with United Utilities followed the later undertaking to serve a formal notice on the owner of the land through which the faulty pipe passed. The FLAG had even gone to the national press and Panorama to get their problem addressed. At the conclusion of this discussion the Environment Agency was thanked for successfully completing the repair to the Garstang Flood basin which was so crucial to settlements downstream.

The flooding events of Tues 11th and Thurs 13th Aug were given a good airing and although the worst hit areas affected were in the urban area of the borough there were many reports of standing water on the road network and on agricultural land as well as some residential properties. St Michaels raised the long standing issue of sewage erupting onto the public highway, namely Rawcliffe road which was completely

In response to a question about the Upper and Mid Wyre Review EA confirmed that they would provide an update by Thurs 10th Sept to members of Flags (not issued when this was written). Garstang Flag also acknowledged that the Flood Basin Gates had been restored giving crucial confidence to residents along the river. The team of unpaid observers who constantly passed back what they had seen on their travels about the River and its moods to EA were thanked for their important input to the intelligence picture. EA were asked about the ever increasing rise in house building and how long it would be possible for the Government Agency to be able to defend vulnerable parts of the landscape where building was planned. EA responded by referring to the Review and also the EA policy ‘EA2025 Creating a Better Place’. EA also referred to a forthcoming meeting on Wyre Natural Flood Management Investment Readiness to which all members would receive an invitation. Finally, EA confirmed they are consultees to the Governments proposed planning changes which can be viewed at www.gov.uk/government/ consultations/changes-to-the-currentplanning-system. Wyre officers liaised with the brigade and also noted that changes to the catchment area had been as a result of actions of landowners and this needs addressing. The pumps would remain on site pro tem. Churchtown Flag had had discussions with County Highways about Ainspool ‘hot spots’. Officers expressed caution about moving problems ‘down stream’ but will discuss further with other flood risk management authorities. Highways had received £250,000 Government money following Storm Ciara to carry out flood related works in Wyre by 31st Mar 2021. The Flag were considering the installation of a pumping station opposite the Memorial Hall. County officers agreed they would continue to discuss how issues in Churchtown could be achieved.

Great Eccleston suffered flooding to Hall Lane and Raikes Road and reports had been sent to Wyre. They opined that failure to remove vegetation from around gullies could be a cause. They requested signs to warn motorists who otherwise simply turned into Raikes Road from the A586 straight into water creating bow waves and flooding residential properties. The chairman suggested the cause of this flooding could lie in a blocked outfall from Raikes Road to the River. Highways confirmed that they had cleared highway drains following flooding. The meeting noted that 400 dwellings were to be built in the village which is likely to cause issues particularly with foul drainage. Pilling Flag were concerned about the volume of water being held in the system which might be the result of a blockage close to the church and the requirement of a replacement

Pilling is also concerned about high water levels in the tidal outfall. EA informed the meeting that they had been flushing the outfall to drop siltation levels and water levels had dropped but had risen and then fallen back during the recent storm. A flooding issue had arisen on Moss House Lane adjacent to a new housing development. The site had since been inspected by Wyre Officers and as a result the planning department have required the developers to provide up dated drainage plans. Residents reading this report may think that much of Wyre is permanently underwater. It is certainly true as we all know merely walking our own gardens that we are experiencing both warm and wet weather and due to the

HARMONY & HEALTH Singing Sessions A couple of weeks into lockdown, we realised that we were going to be in this for the long haul and being able to meet in person to sing was just not going to happen, so we started off with a few of our regular singers to try out remote singing sessions instead, which has turned out to be quite an acceptable alternative. Five months on and we are still no closer to being able to get together in one location to sing, so we would like to extend the opportunity to anyone out there who would like to join us. PILLING LANE WI Pilling Lane WI was founded in September 1935. The Institute provided support and comradeship to ladies throughout the difficult years of war, rationing and other social changes which had tremendous effects on women’s lives. We are now experiencing a pandemic which has changed our lives in ways never seen before. We were unable to meet up in the usual way to celebrate our 85th Birthday with a party and a large cake as we would have normally done. However, not to be daunted, the ladies of the WI committee made up afternoon tea boxes and delivered one to every member on the afternoon of our normal meeting. Some members met up with a few friends to enjoy their tea together in a socially distanced way. The celebrations were maybe quieter than in other years but no less enjoyable and I have passed on the many expressions of thanks I have received to the committee. We still don’t know when we can return to our normal monthly meetings but I am sure that our ever-resourceful WI ladies will carry on coming up with ideas to keep us all in touch. September was a surprising month in so many ways. At the beginning of the month we were able to re-open the recycling box on Catterall Village Hall car park and this has already seen good use, with the first collection already away and adding a super £160 to the fund. Thank you all for your donations.

This was followed by a delightful invitation from Marion and Mark at Best Wishes, Garstang to accept a cheque for £156, this being the wonderful amount they have donated from the sales of 2019 Christmas cards. The surprises continued with the incredible news that, together with kind donations, Sarah was able to send almost £800 to CRY, mostly from the community Wayside stall that has operated throughout the spring and summer months.

Unfortunately we have learnt that due to the impact of COVID-19 payment for future collections will be reduced by over 60%, but as the saying goes, every little helps and recycling helps protect our environment too. Two completely out of the blue contributions made my day. These very welcome donations, one ‘just because….’, and the second made by a neighbour (who realised that with less places accepting cash, fewer donations were being made to the Milk Bottle Challenge) will together almost see another

Churchtown in Bloom also helped bring local folks closer through the difficult months of lockdown with books, plants and fruit and veg on the village ‘cross’ and providing refreshments at a family fitness day on the church field, resulting in enough raised to screen two young people. And as if this wasn’t proof enough of the generosity of our community, throughout September local

man Mark Jones has been cycling 300 miles, raising funds for Cancer Research UK and for CRY with the help of Andrew at the Wheatsheaf and Amy at Clockwork Bars.

Unfortunately we will be unable to hold our annual Christmas lunch this year as COVID-19 continues to disrupt all our plans As for next year, everything is unknown. There will definitely not be an AGM in Feb but after that we can’t say. As it is possible, we hope to start up the club, but when that will be – well who knows? Stay safe and we hope we can all meet up sometime next year.

What could have turned out to be, in cricket parlance, out for a duck, has in fact in my opinion, been reasonably successful, thanks to our joint Chairmen who have worked exceedingly hard in organising events and visits throughout lockdown. I know the work they have put in has been widely acknowledged by all. Thank you and well done. I hope that you have all had as good a summer as was possible. The club enjoyed three outings: Garstang in July, Fleetwood in August and Levens Park in September. Images taken on these dates may be entered for the Events Cup (deadline Wed 14th Oct ) which will be judged on Wed 11th Nov. As you may recall, we have had six monthly themed competitions, the first and second places of each going to the Grand Final. We await the results of these excellent images. Skills have not suffered in spite of COVID-19! All club meetings up to Christmas will take place via Zoom. WYRE JUNIORS FOOTBALL CLUB All our teams are in full swing at Preesall Park and Pilling Memorial Park. Each team is run by dedicated volunteers who are all FA Level 1 Qualified. Saturday Morning Football Club Saturday Morning Football Club started up on Sat 19th Sept. This is free until half term if you would like your children to begin playing football. It is open to children in Reception and Year 1. These sessions are run by FA Level 1 Qualified coaches and we will take advantage of the sports hall should the weather not be great. Just turn up at 11:00am on a Saturday mornings to join in. Players Wanted! Our Under 13s are moving up from 9-a-side to 11-a-side when football restarts. Anyone going into Year 8 in September who is looking to join a great team please get in touch. Our Under 14s Whites are looking to boost their squad with a few more players. If you are going into Year 9 in September and would like to join your mates in the team, get in touch. They will be holding trials on Wednesday evenings. Because of the current regulations and guidance around COVID-19, sadly we have had to take the decision to cancel the Annual Lions Community Bonfire. Its disappointing but we have no choice. There is very little activity to report again although a number of our Lion members did continue with the work to restore an outside memorial garden area at Oaklands Care Home to provide a place for quiet reflection and remembrance. CARTER’S CHARITY NEWS On Wed 2nd Sept, the day finally arrived when the sounds of school could be heard ringing around the corridors and rooms of our fab school. The new routines and procedures, and new toilets, did not put our wonderful children out, they have listened, watched and are now confident with how the ‘new normal’ works in practice. The staff have welcomed our new faces and, as is usual here, the children who have joined us from other schools already feel part of the Carter’s family. There are still things that we are not able to enjoy – assemblies, trips, shared time, our buddies and even Honey is not in yet! We are hoping that if we all maintain a vigilant approach to any oncoming second wave of infections we will keep as many people safe and well as we can. All of our new procedures have that aim at their core and at the time of writing we have had only a small number

of children absent through suspected family infections and no confirmed cases. We have had to put our field redevelopment on hold but will press on with the works as soon as we are advised that it is OK. Over the half term holiday, we will be installing new fences to replace crumbling Victorian boundary walls. The plan is to reuse as many of the original bricks and coping stones as we can to retain links to our incredible heritage. Obviously, our plans for introducing prospective new families to the wonders of Carter’s have had to be refined in the current climate. We will be hosting visits for individual families over the course of four evenings. Each family will have a 20-minute tour with cleaning then done before the next ‘tourists’ arrive! These visits will take place between Mon 12th & Thur 15th Oct, between 4:00pm and 7:00pm each evening. Please contact the school on (01253) 810236 or

BACK TO SCHOOL AT SAINT AIDAN’S We are finally back into a new sort of ‘normal’ and we are so grateful to be back. The last six months have been odd and I am sure that I’m not the only one that has missed routine. On Wed 2nd Sept, we welcomed our new Year 7 pupils to Saint Aidan’s and I am pleased to say that they are settling in really well. We now have all year groups in school and they seem to have actually missed us! With the government guidance forever changing, each week seems a little bit different at the moment. We have now implemented the use of masks in corridors and queues to keep everybody as safe as possible and lessons are a little bit different, but still fun where possible! Our new Year 7 pupils are starting off the year well by collecting animal food and treats for the RSPCA at Longview Animal Centre. I am so impressed at how much has been collected already! There are many animals at the rescue centre that need re-homing but COVID-19 has slowed the process down. Additionally, due to the RSPCA charity shops being forced to close for some time, they have not been able to raise the money to buy food for the animals. Following 15 years of dedicated service John retired from ‘the school on the hill’ in August. At his last attendance at a Governing Body Meeting in July he summarised his time at Fleetwoods in his final report:

pointless Some tricky moments 1 great team

I have no idea how many headteachers have preceded me since 1965 but it has been an absolute honour to be Head of this very special school for a tiny part of its history as the longest established and best school in the area. There have been many, many highlights and I guess they wouldn’t have been so sweet without the tougher times; life is all about highs and lows, ebb and flow, failure and success – a school has its own rhythms which you can’t always see but are clearer looking back. When I go surfing I have to swim out through the waves, which can be pretty tough, exhausting even, but the ride back in gives me the reason to struggle back through the white water again.

Here are just a selection of my personal highlights at Fleetwood’s Charity School: •

Residential trips to London, York and adventure centres (although the London Underground at rush hour with children was a bit scary);

The outstanding Ofsted inspection of PSHE in 2012 – because it recognised the quality of what we do for children’s personal development;

The opportunities to teach individuals and small groups, particularly extension work in mathematics. A relatively small amount of attention can make a massive difference to the particular children;

The experience of welcoming and working with the children from the Traveller families because it helped me to understand better a very different community;

The day when a very special young man moved on at the end of Year 6 after completing a seven-year journey that I initially was sure he wouldn’t manage;

Some of the amazing performances – of which I have had little input but have been able to share in the praise. Everlasting memory will be a group at the Winter Gardens dancing to ‘Wings’;

The development of the Family Groups for all-age activities;

The chance to lead and to work alongside some incredibly talented and committed professionals.

We all understand that schools should be measured by the things that are not actually measurable - by the example our students set both as pupils here and as they grow up into adults making their own contributions, by the successes that could have been failures without the support and teaching of a member of staff, by the growth of self confidence alongside the necessary academic skill set to empower our students to achieve. Our school does that really well and I am proud to have had the opportunity to have been part of its development and now, its history.’ John has provided the professional leadership at our school for some 15 years and during that time his approach has been child focused, concentrating on each child’s well-being and their intellectual and spiritual development. He has always sought the best for each child and for some that has meant considerable work with the family or fellow professionals – social workers, educational psychologists, and for others extending their development through the curriculum, the extended curriculum such as the Forest School and extra-curricular activities in culture, sport, dance, visits etc. He always was sensitive to the child and to the child’s family and seeking out the best way forward in all circumstances. Foodbanks We can always measure the impact of economic distress by how busy the foodbanks have become. The Trussell Trust which provides food parcels across the Lancaster and Fleetwood constituency are expecting a 60% surge in demand meaning it will distribute 846,000 emergency parcels between now and Christmas – this equates to 7.5 million meals during October, November and December. Coronavirus Jobs Retention Scheme The feared spike in demand in the run up to Christmas comes as the Government prepares to end its COVID-19 furlough scheme at the end of this month – potentially unleashing an unemployment ‘tsunami’ as firms lay off staff. My Labour colleagues and I are doing all we can to persuade the Prime Minister to extend the furlough scheme. Over four million UK jobs across the country were still fully furloughed by their employer in the middle of August. This means nearly half of all workers who were moved onto the government’s Coronavirus Jobs Retention Scheme (CJRS) in the early phase of the Covid-19 crisis remain fully furloughed by their employer over four months later. Regional breakdowns show that over 450,000 jobs in the North West are at risk. Businesses in the hardest-hit sectors are

The FareShare Project Another charity that provides food to those in need is the FareShare project in Preston which I visited a couple of weeks ago. It’s shocking that hundreds of thousands of tonnes of good food is wasted by the UK food industry every year. At the same time, millions of people are struggling to afford to eat. FareShare addresses these two issues by redistributing food industry surplus to the people who need it most and distributes food to charities and foodbanks across the constituency.

I hope by the time you read this that the government has put a winter care home plan in place - or we risk a repeat of past mistakes. We’re already getting reports of the increased spread of COVID-19 in care homes so Liz Kendall - Labour’s Shadow Social Care Minister - has written to the health secretary , Matt Hancock to set out five key areas where action is needed from the government to protect care homes this winter. CAT SMITH MP (cont) rapid testing of care staff will take place, that all care workers get the PPE they need, that urgent additional support is provided for families as well as support for families to be able to safely visit care homes, a commitment that care homes should be supported by the NHS and that social care must have the additional resources it needs throughout the winter and beyond. With winter and the flu season fast approaching, it’s vital that the government now puts in place a clear winter plan to support social care. COVID-19 has taken an unimaginable toll on elderly and disabled people, and their families. I believe families should be treated as keyworkers to ensure they can safely visit care homes this winter. The government must learn the lessons from mistakes that have been made so far, and show users, families and staff that social care will be a top priority in the months ahead.

Getting on top of challenges faced by social care ahead of winter is vital – we cannot afford for action to protect care homes and other services to be as slow and chaotic as it was at the start of this pandemic. RSPCA Special Appeals Toby Toby came into our care due to serious concerns for his welfare. He is a very friendly boy who adores people and loves nothing more than having cuddles with the staff.

Please don’t be put off by this though as whilst Toby has been in our care, we have muzzle trained him so he can now be exercised much more comfortably and safely. He loves his food and is very treat orientated which is a great way to bond with him as well as providing him with a little further training in his new home. Toby is looking for a dog experienced home only with large breed experience preferred. Oreo

He is looking for an active family who can provide him plenty of exercise to burn off his energy. Toby is looking to be re-homed as an only dog as he can be reactive around certain dogs and doesn’t like them in his personal space.

THE ROYAL BRITISH LEGION Over Wyre Branch Membership Renewal Those members whose membership renewal date is Thurs 1st Oct should have paid their membership fees - £17 for RBL and £3 for branch administration. Those who pay their membership by Direct Debit should – by now – have received their new membership card. Those who pay by cash or cheque should read the instructions on their renewal letter with regard to payment – in essence – you will need to take the renewal letter to a shop or premises that displays the sign ‘Pay Point or PP outside their premises. The owner will scan the bar code at the bottom of the letter and take your money and that will be your membership renewed

for a further year. If you did this then you should have your replacement card for year up to Thurs 30th Sept. If there are no nominations then you will be offered the opportunity to vote on whether you would like the branch to become a county supported branch (this would mean that the standard could still be retained for use on ceremonial occasions). If that is deemed not acceptable then members will be asked if I – as current Branch Secretary – should commence formal branch closure procedures which would mean that the Branch Standard would have to be laid-up in the Church. There would, of course, be other formalities to go through regarding retaining branch membership etc but that would be for a later date.

Poppy Appeal 2020 The Poppy Appeal for 2020 will commence on Sat 24th Oct until Remembrance Sunday, on Sun 8th Nov. However, due to the current pandemic situation, no instructions (as yet)have been issued from RBL head office so nothing is certain as to whether or not there will be any street collections etc. As far as the Over Wyre Poppy Appeal is concerned, neither I nor my wife will be classed as the Over Wyre Poppy Appeal Organisers with effect from Fri 1st Oct but we have stated that we will carry on and order stock etc until such time as a new Poppy Appeal organiser can be found. We have been informed that a couple of bags of new 2020 lapel badges will be sent to us to offer to the public for a suggested donation of £2.00 and, likewise, for the 2020 VE commemoration badges.

Currently we are intending to order the same poppy remembrance wreaths as last year and we will be contacting those who we have on our list to find out if they are still required. We will not be able to deliver the wreaths as we have done in the past but we are hoping to be able to arrange for those who want a wreath to be able to collect them on either Sat 31st Oct between 11:00am and 1:00pm from the Preesall Youth and Community Centre and again on Sat 7th Nov at the same time. BEN WALLACE MP As we enter the last quarter of what has been a strange and challenging year I find myself looking forward to Christmas, and I am sure like me you have seen shops that are gearing up already. While it may be a bit early, I think we can be forgiven for looking forward to some seasonal cheer. I am delighted to say that over the last few weeks I have really been getting back to some normality as far as getting out and about in the constituency is concerned - always taking into account local and national restrictions of course. It is great to once again visit schools, local authorities and residents etc. I know, checking my mail bag, that people are finding some local restrictions difficult and I do think that many areas will be affected in the future but, I do urge everyone to adhere to all restrictions as we are going through this unprecedented situation.

I have said it in this column before, that I do believe locally the vast majority apply common sense to the present challenge and along with following the rules this is how we will get through it. I would like to thank the Head Teacher (Cheryl Brindle) and all at Breck School in Poulton for welcoming me recently. It was clear to see that like all schools the staff have worked very hard to ensure a safe school environment. Of course there will be challenges in schools and it may well be difficult at times but, it was great to see children having fun again in a school environment. I am also catching up, where possible with face-to-face meetings with many agencies, recently meeting with local councils including Wyre and Lancashire County Council. SOROPTIMISTS Women Inspiring Action, Transforming Lives Meetings Our virtual world continues and is gathering momentum. We hosted our first guest to one of our virtual meetings and we all thought it went very well, so no excuses not to get involved ladies – COVID-19 has in fact made our world bigger and opened up so many more opportunities to us all. Our annual Federation Conference will be taking place at the end of this month and for the first time, will be virtual. This has allowed our regular business to continue and has made it possible for more members to attend. We will still have the amazing speakers that were lined up, and there will be live Q&A sessions for each speaker. We will also still have Celtic Storm to entertain us after the Change of Insignia as part of the closing ceremony, although we must say that some of us were looking forward to visiting in person.

We regularly tell you about and ask for donations for the Backpack project/Marys Meals that we are involved with and now we want to share a recent letter from them with you.

PREPARING FOR WINTER Once upon a time as summer was fading we would be preparing our homes and larders for winter with lots of pickling and conserving going on as the harvest of apples, blackberries and all the other loveliness nature provides came to fruit. It appears some people have started doing this again as it’s nigh on impossible to find kilner jars at the moment. To those of you who have rediscovered this simple joy I say, ‘well done!’ Because we get all our food all year round shipped from far flung places we have turned our back on the seasons. It comes as no surprise that the seasons are now turning their back on us with the cost of eternal strawberries and tropical fruits coming in CO2 emissions and climate change which is coming down the track like an express train. This is also a time when people may get colds, runny noses and sniffles. Often this is a simple cleansing of your body as the seasons change and is harmless and healthy. Do not suppress this action with absurd cold remedies that reduce your temperature and stop this cleansing.

Basically you have to be overwhelmed by lots of virus which requires you to be close to someone who is ill, have them cough lots and be in a poorly-ventilated space. We are now at the time of year where even if the sun shines we do not absorb Vitamin D so make sure you are taking at least 400iu a day and if you have a health problem already then take 800iu minimum. Sugar suppresses the normal action of your immune system so avoid it and eat a piece of fruit instead, or some nuts or berries. Some people start taking Echinacea every day from now on and this appears reasonable

The temperature rise harnesses your immune system to help you, why would you want to inhibit this? For convenience? Well you know my thoughts on the cost of convenience from last month. The most useful remedy for any cold is to stay hydrated and rest to allow your body to follow its natural processes. Of course, any cold or cough will be greeted with extra alarm this year but you are not a sitting duck waiting to be attacked. It is nigh on impossible to catch a contagious disease in the open air or even a well ventilated room. You certainly cannot catch one in a room on your own or in your car on your own either – the air intake in a car does not draw in diseases. HAMBLETON WI Best wishes and happy birthday to all the WI members. Our WI was started in 1938 by a group of community-minded ladies who did sterling work during the Second World War making jam from surplus fruit found around the village and smallholdings. We now have around fifty members normally meeting on the second Monday of each month at the URC Church Hall. Our birthday party, usually held in Oct, will be sadly missed by all of us; as of course the Christmas celebrations have also been put on hold. But we have still got each other and any member of the committee is always at the end of the phone for a friendly chat.
