Eurofighter and Euroradar to develop latest generation AESA RAadar An innovative cutting edge AESA radar system, reconfirms Eurofighter as the most advanced aircraft available on the market.

E

urofighter GmbH and Euroradar, together with their industrial partners, have begun full scale development of a latest generation Active Electronically Scanned Array (AESA) radar. The target in-service date for the new radar is 2015 to meet the requirements of Eurofighter Partner Nations and export customers. Eurofighter CEO Enzo Casolini said of the decision “This is an important step in the Eurofighter programme and will ensure that Typhoon continues to lead the way as the world’s best new generation multi-role combat aircraft. In consultation with our Core Nation customers we can offer an AESA capability that far exceeds any other radar available. This capability will mean that Eurofighter is in the best possible position when offering Typhoon to the export

market. The in-service date means we are perfectly positioned to respond to the complex and demanding requirements of the air forces.” The decision means that Eurofighter will further develop the capability of the Typhoon aircraft to enhance its radar performance, building on preliminary development and flight testing undertaken since 2007. Although the current Mechanically Scanned (M-Scan) radar is considered to be best in class, AESA technology will see the Typhoon’s radar capabilities developed even further. The planned AESA radar will offer a variety of benefits over M-Scan, including increased detection and tracking ranges, advanced air-to-surface capability and enhanced electronic protection measures. The new radar will retain the key features

of the existing Captor radar architecture in order to exploit the maturity of the current system and will use latest generation technology to provide a full complement of airto-air and air-to-surface modes. The large array can be accommodated easily in the Typhoon’s radome and, being fitted on a repositioner, will provide an extremely wide field of regard. This will see Typhoon’s combat effectiveness enhanced even further, allowing the Typhoon to outperform any other aircraft available on the market. The radar will offer customers the freedom to retrofit their existing Typhoons when required. The radar will have significant growth potential and both existing and new customers will be able to participate in tailoring the radar to meet their individual operational requirements. Euroradar is a multi-national consortium lead by SELEX Galileo, a Finmeccanica Company, alongside EADS Defence Electronics and Indra. Euroradar has delivered over 250 Captor mechanically scanned radars into the Typhoon programme to date and this experience will ensure a timely and smooth transition to AESA. Eurofighter Typhoon is the world’s most advanced new generation real multi-role/ swing-role combat aircraft available on the market and has been ordered by six nations (Germany, Italy, Spain, United Kingdom, Austria and the Kingdom of Saudi Arabia). With 707 aircraft under contract, it is Europe’s largest military collaborative programme and delivers leading-edge technology, strengthening Europe’s aerospace industry in the global competition. More than 100,000 jobs in 400 companies are secured by the programme. EADS North America News in brief receives the first phase of a $152 million U.S. Army contract to equip UH-72A Lakotas for Security and Support Battalion missions Copyright : EADS

T

he U.S. Army has awarded EADS North America a $67 million contract for the supply of Mission Equipment Packages (MEP) on UH-72A Lakota Light Utility Helicopters to be operated by Army National Guard Security and Support Battalions (S&S Battalions). This contract award is the first phase of a total contract value estimated to be approximately $152 million. Built at the company’s American Eurocopter facility in Columbus, Miss., these system improvements will be outfitted on UH-72As deployed throughout the United States where the Army National Guard Lakota aircraft are stationed. The packages expand the Lakota’s use in reconnaissance, border protection, command and control and air movement operations that support U.S. homeland defense and security missions. “This contract underscores EADS North America’s ability to integrate complex mission systems that meet our warfighters’ needs,” said EADS North America Chairman Ralph D. Crosby, Jr. “It also marks a new milestone in the evolution of the UH-72A, as this capable helicopter is given increasingly diverse operational duties with the U.S. Army. Supporting the S&S mission is further evidence of our industry team’s commitment to delivering state-of-the art products that enable the Army to meet today’s demanding missions.” Deliveries of UH-72As with the S&S Battalion Mission Equipment Package are scheduled to begin in 2011. The contract announced today covers EADS North America’s supply

of an initial 36 MEPs, with the U.S. Army expected to ultimately acquire systems to outfit a total of 99 Lakota helicopters. The UH-72A S&S Battalion configuration includes a forward centerline-mounted camera system with electro-optical and infrared sensors and laser pointer, a 30 million candlepower searchlight, operator console, cockpit and cabin touch-screen displays with moving map, a video management system, a digital video recorder and data downlink system, plus an external hoist and additional avionics and communications equipment. Located throughout the United States, the U.S. Army National Guard S&S Battalions provide a dispersed, readily available, light aviation capability for military missions and operations in support of civil authorities. These units currently operate aging Vietnamera rotary-wing aircraft, which will be replaced by the UH-72A. The UH-72A is produced in Columbus, Miss., by the American Eurocopter operating unit of EADS North America, which built a dedicated assembly line for the Light Utility Helicopter. A systems integration facility was created at this site to manage the development of UH72A’s Mission Equipment Package for the Army National Guard S&S Battalion configuration. A total of 345 UH-72As are planned for acquisition by the U.S. Army through 2015, which includes the versions outfitted for operation by the S&S Battalions. To date, EADS North America has delivered a total of 134 UH-72As, all delivered on time and within budget.

Sultanate Of Oman Acquires Two Additional C-130J Super Hercules

L

ockheed Martin [has signed a contract with the Sultanate of Oman for two additional C-130J Super Hercules. Oman ordered its first C-130J in July 2009, for delivery in 2012. The two additional aircraft will be delivered in late 2013 and early 2014. The first aircraft is of the C 130J-30 “long” configuration and the new order is for two C-130J “short” configuration aircraft. “The C-130J is ideally suited to the operating conditions found in Oman and other areas of the Gulf,” said Jim Grant, Lockheed Martin vice president for Air Mobility and Special Operations Forces Programs. “In selecting the C-130J Super Hercules, Oman

has recognized all the proven qualities of the world’s most advanced airlifter.” Oman currently operates a fleet of three C-130Hs purchased in the early 1980s. The new C-130J fleet will support Omani operations with its outstanding capability to operate out of remote, austere airstrips. Headquartered in Bethesda, Md., Lockheed Martin is a global security company that employs about 136,000 people worldwide and is principally engaged in the research, design, development, manufacture, integration and sustainment of advanced technology systems, products and services. BAE Awarded Contract to Enhance Capability of Finnish AF 6

AE Systems has been awarded a contract to provide a Link 16 network management system to the Finnish Air Force. Supporting the operation of Finland’s F-18 aircraft, the system will enable ground command and control operators to connect to, and maintain contact with, their fast jets across the entire country. BAE Systems will work in partnership with Rockwell Collins, the prime contractor and team leader for the Ground Station programme. Under the contract, BAE Systems will provide all the software to set up the infrastructure, configure and control the various remote sites and configure and manage the Link 16 network. BAE Systems will also provide a simulation environment which that will provide the Finnish Air Force with the ability to participate in high fidelity collaborative training exercises whilst still supporting live operations. shkosh Defense, a division of Oshkosh Corporation, will supply more than 2,000 Family of Medium Tactical Vehicles (FMTV) trucks and trailers to the U.S. Army under a new order from the Army TACOM Life Cycle Management Command (LCMC). The vehicles will be used to enhance Army unit mobility, transport soldiers and haul equipment weighing up to 5 tons in support of a wide range of tactical operations. “Military testing of the Oshkosh-produced FMTVs is going well and provides confidence in our product quality,” said Mike Ivy, vice president and general manager of Army Programs for Oshkosh Defense. “Our successful work for the FMTV program is a testament to our unyielding commitment to supplying reliable, world-class systems without sacrificing the timely delivery our customer has come to expect from us.” The mission success of today’s Warfighters calls for maximum performance from the equipment they rely on. ockheed Martin delivered the 1,000th Patriot Advanced Capability-3 (PAC-3) Missile to the U.S. Army last week during a ceremony at its state-of-the-art PAC-3 Missile production facility in Camden, AR. PAC-3 Missiles are combat-proven and deployed globally. In addition to the United States, five U.S. allies have included the PAC-3 Missile in their air and missile defense arsenals. Last year, Taiwan became the fifth international customer for the PAC-3 Missile, joining

The Netherlands, Germany, Japan and the United Arab Emirates. “The PAC-3 system provides hit-to-kill accuracy, and for me in the field to have four times the capability and 16 missiles on a launcher means I have the ability to call this system up against very formidable threats,” said Brig. Gen. Roger Mathews, commandant – Air Defense Artillery School at Fort Sill, OK. “We proudly celebrate this accomplishment, along with our customers and the

225 suppliers across 25 states that remain focused on delivering the PAC-3 Missile on time and on budget,” said Richard McDaniel, director of PAC-3 Programs at Lockheed Martin Missiles and Fire Control. “This production milestone reaffirms our commitment to providing the world’s most advanced terminal air defense missile that serves our Warfighters and our allies around the world in their defining moments.” Lockheed Martin achieved the first-ever hit-to-kill intercept in 1984 with the Homing Overlay Experiment, using force of impact alone to destroy a mock warhead outside of the Earth’s atmosphere. Further testing produced today’s PAC-3 Missile, which won a competition in 1993 to become the first hit-to-kill interceptor produced by the U.S. government. The ‘hit-to-kill’ PAC-3 Missile is the world’s most advanced, capable and powerful terminal air defense missile. It defeats the entire threat: tactical ballistic missiles (TBMs) carrying weapons of mass destruction, advanced cruise missiles and aircraft. Lockheed Martin is a world leader in systems integration and the development of air and missile defense systems and technologies, including the first operational hitto-kill missile defense system. It also has considerable experience in missile design and production, infrared seekers, command and control/battle management, and communications, precision pointing and tracking optics, as well as radar and signal processing. AE Systems is marketing the BAe 146M as a cost-effective military transporter to Air Forces worldwide and is promoting the aircraft to African air forces by exhibiting at the African Aerospace and Defence Show (AAD) 2010 at Ysterplaat Air Force Base, Cape Town, South Africa (21-25 September). AAD is the premier aerospace and defence exhibition in Africa and attracts visitors from a large number of African countries, allowing BAE Systems to showcase the BAe 146M to a wide potential market base. BAE Systems believes that a market is developing on the African Continent for a capable jet transport aircraft such as the BAe 146M. Many air forces in Africa are using ageing air transport aircraft that need replacing. It is estimated that there are currently around 500 such aircraft in service on the African Continent of which around 40 percent are in excess of 30 years old. The BAe 146M could also be used by Air Forces to complement existing fleets of tactical air transports such as C130 Hercules, by taking on a wide variety of non tactical air transport roles, thereby prolonging the fatigue life of their valuable tactical assets. The BAe 146M, however, has a performance capability that allows it to undertake some

of the more challenging air transport support roles, including operations from short and unpaved runways. Within Africa the BAe 146/Avro RJ airliner is proving increasingly attractive and nearly 20 aircraft have been delivered to seven customers across six countries. In South Africa itself four customers now operate the aircraft. BAE Systems offers an extensive range of Original Equipment Manufacturer (OEM) support and engineering capability from its Prestwick, Scotland facility. The Asset Management business of BAE Systems has a number of BAe 146 and Avro RJ series aircraft that are due back off lease from European airline customers over the next few years, which could be made available to military air transport operators. The BAe 146/Avro RJ is a reliable, robust and affordable aircraft and many of those being offered have yet to reach half life. Given typical military utilisations, these could offer reliable service for many years. BAE Systems believes the BAe 146M offers cost-effective replacement or additional airlift capability for interim or long-term requirements and is available at a time when defence budgets increasingly are under review. The BAe 146M will be sold to military air arms in either passenger or freighter con-

figuration. As pure passenger aircraft these aircraft will seat between 80-109 passengers; as freighters they will carry between 11-12.5 tonnes of freight. Availability of passenger variants is such that aircraft can be put into service relatively quickly to meet current airlift shortfalls. Freighter aircraft would be converted and delivered to order only. A range of Original Equipment Manufacturer (OEM) modifications can be made available such as additional fuel tanks, LCD Flight deck displays, steep approach and unpaved runway capability. The BAe 146M also has potential as a platform for specialist multi-role concepts such as combined passenger and freight (Combi), as a paratroop transport, for medical evacuation, as a forward air refuelling, border security and search and rescue. The BAe 146M is one of five distinct market segments that is being addressed by BAE Systems for placement of its used jet airliner portfolio. In addition to the military market, aircraft are also being offered to the airliner market, as a freighter (the BAe 146QT), or converted for business aircraft use (the Avro Business Jet) or converted as airtankers for the waterbombing role (BAe 146AT).

A NEW DEFENCE PERCEPTION REGARDING THE HELLENIC DEFENCE INDUSTRY by

A new perception about strategic reorganization of the defence industry, owes to take in account three fundamental, interrelated pillars: technological knowledge, competitiveness, cooperation.

M

otivated by the crisis at hand an intense speculation has occurred centered around the dialectic relationship between the financial crisis and the defense power. From all of the approaches relative to the subject, two are the predominant ones. The first one giving priority to the defense power issue states that, even though the crisis orders the re-evaluation of the defence expenditures nevertheless there shouldn’t be any major cuts made and that under any whatsoever case the procurement programs and the existing defence structures shouldn’t be offended. The second one being on the opposite side of the first, considers that all defence expenses contribute to the deterioration of the financial and social crisis, therefore it proposes their immediate reduction at a great percentage. Naturally proportional are also the theoretical approaches to the defence industry issue. It is characteristic that certain analysts considering necessary, under any price, the maintenance of the domestic defence industry are defending the perpetuation of its funding, without taking into consideration the multifaceted repercussions that will ensue from the inflation of the ex-

penses, the deterioration of the deficits or the debt increase. Seeing how the issue of the organization and function of the domestic defence industry is related to certain aspects of our national sovereignty, we owe to approach and handle this issue with particular attention and the appropriate responsibility. The existence of a national defence industry is indeed necessary. However, in order to prove efficient, effective and reliable, it must monitor the prevailing developments, to adjust to recent conditions, to respond to modern, national needs. In a different formulation, to solve and to not cause problems. Contributing in the development of this perception are at least three ascertainments: 1. During the last 20 years, the structure of global economy has been fundamentally shifted. These changes appear as a result of the convergence of many factors, among which the technological revolution appears to play a major part. The economy having henceforth at its disposal the global market but also the amazing capabilities and faculties offered by the technological revolution, has obtained a great freedom of movements and choices, but

also a relative autonomy against nations, governments and societies. In this frame the international development model is modified henceforth under the influence of new conditions, the appearance of new subjects, the designation of new motives, the pursuit of new strategic choices. The nation states are obliged from the conditions to undertake the necessary reforms in order to face the global competition which is practiced within the international work distribution. It is therefore obvious, that the defence political choices of a country, cannot but be determined, at a great degree, from the developments and redistributions within the framework of international economy. By subsequence the security and defence policy of a country is not guaranteed one dimensionally by the possession of a certain arsenal but, mainly from the struggle carried out by each country in order to obtain a higher and more upgraded position in the hierarchical scale of the international work distribution. 2. The structural changes in the field of the international economy have contributed to the dramatic reform of the defence industry. Indeed, during the last 15 years, a series of branch reforming policies have been forwarded in order to have substantially altered structurally the terms and

conditions of production and commerce of weapon systems. In this evolution an important role is played by the nature of the defence industry’s products. In general, the state in order to assure its national independence is provided with weapon systems, a procedure which is rendered more costly each time and more complicated, mainly due to the radical upgrade of the technological innovations. The weapon systems as final products, while not participating in the production of other products, nevertheless they result from a process which, under certain circumstances, can be proven lucrative and efficient, a fact which supports even more the national power. Therefore in order for the defence industry to respond to its multifaceted role, under the present conditions, it will have to undertake initiatives with the purpose of promoting cooperation and co production, the intensification of research & development and the innovation, the production of dual use, the extraversion policy…. 3. The policy of cooperation, appears today as a choice <<imposed>> by the conditions. Indeed within the frame of European strategy of the common security policy and defence, new institutional arrangements have occurred that rearrange the development plan of the defence capabilities. Such institutional rearrangements in the field of

the European defence production create a more demanding frame for the producer, limiting direct awards. However, at the same time, the closer cooperation between companies and by extension, the extension of investment, the increase of research and development expenditures, and the use of more specialized staff is promoted. Within this frame, it is expected that the European defence industry will offer technologically more effective solutions and financially more efficient outlets, with basic leverage the extension of the cooperation. Therefore the military material companies owe, responding to the new challenges, to take innovative decisions and to take dynamic initiatives in order to play a primary part in the promotion of European as well as national power. Based on the aforementioned ascertainments, it is clear that the Greek defence industry requires a new orientation, longterm planning and a dynamic restructuring. The Greek defence industry can and must offer many and valuable services in ensuring the country’s defense power as well as in its development orbit, at a rate that will put in front priorities such as: - Its qualitative-technological upgrade - It’s financial sustainability - The increase of its participation in the armament programs - The designation of an outgoing strategy - It’s connection with the European defence industry etc. From the first decade of the 21st century, it is obvious that the geopolitical dangers and geostrategic threats have not only intensified but, and this is the most important, have been fundamentally transformed. This means that the organization and function logic of the national defence industry will have to transform as well. Its <<quantitative>> evaluation and the constant government <<blood donation>>, may have offered valuable services during the cold war period, but today can only appear as obstacles in the development. A new perception about strategic reorganization of the defence industry, owes to take in account three fundamental, interrelated pillars: the technological knowledge, competitiveness, cooperation. Only through this starting base, the defence industry will play successfully its multisided role as a factor of national power.

he trials follow Eurocopter and ATE’s decision to jointly design, develop, manufacture and support a modern SAWS that can be installed on any of Eurocopter’s light and medium helicopter products. Eurocopter and ATE described the firing trials as the successful completion of the initial phase of the system’s flight test and development programme. The EC635 participating in the flight test programme is fitted with a Belgian FN Herstal HMP–400 12.7mm machine gun and a French Nexter NC-621 20mm cannon. The first phase of the trials involved firing the Herstal machine gun. This was followed closely by firing of the Nexter cannon. The initial EC635 SAWS configuration for International Customers will also feature Denel’s Ingwe Anti-Tank Missile. Integration of the missile is currently in its design and development phase at ATE’s state-of the art facilities in Midrand. Future weapons to be integrated on these helicopters include missiles and guided rockets of various international suppliers. “Eurocopter’s partnership with ATE on SAWS is a joint response to an increasing market demand for helicopters equipped with a suitably credible weapon system able to counter evolving threats and both current and future conflict mission scenarios. While we have proven capabilities producing multi-role military helicopters, ATE is unrivalled in weapon system development and sub-systems integration on fixed and rotary wing aircraft. This venture and our partnership make perfect sense,” explained Olivier Lambert, Eurocopter’s

Describing the SAWS programme’s significance, ATE CEO, Jean-Marc Pizano said: “The successful completion of this major international project will position ATE and South Africa as the world’s leading integrator of a variety of weapons on foreign aircraft. orthrop Grumman Corporation has been awarded a contract by EADS Defence & Security, through its Military Air Systems business unit, to deliver 88 inertial measurement units (IMU) for Tranche 3A of the Eurofighter Typhoon. The IMUs, which provide motion data for the aircraft, will be built by the company’s German navigation systems subsidiary, Northrop Grumman LITEF, which also provided IMUs for Tranche 1 and Tranche 2 of the aircraft. “Northrop Grumman’s IMU has consistently

demonstrated outstanding performance in flight,” said Norbert Sandner, director of marketing and sales for Northrop Grumman LITEF. “The combination of high accuracy, high reliability, and state-of-the-art technology make our airborne flight control sensor system the ideal choice for this very dynamic aircraft environment.” Developed as part of the flight control system of the Eurofighter Tycoon, the IMU system, with its highly accurate inertial sensors and built-in redundancy, is the sole sensor which measures the motion of the aircraft and continuously provides motion data to the flight control computer to drive the control systems and actuators. This closed control loop stabilization system enables the aircraft to perform with extreme agility as well as a high degree of maneuverability, ensuring it can operate to the maximum of its capability and to the limit of its flight envelope. In a secondary function, the IMU provides backup navigation data.

General Ioannis Giagkos, Chief of Hellenic National Defence General

Which is the role of the Hellenic National Defense General Staff within the overall framework of Greek Defense Policy? General Ioannis Giagkos: The Hellenic National Defence Policy should be seen in the broader context of our comprehensive National Strategy and Policy. In fulfillment of its security components our National Defence Policy is based both on an active foreign policy and capable armed forces. As our current doctrine and concepts focuses on deterrence, my objective as Chief of Defence (CHOD) is to provide the necessary military means and strategic options to reach our National Strategy goals. The state of high readiness of our forces during peacetime along with their effective response capability to any provocation, are the fundamental operational aspects shaping the Hellenic National Defence General Staff (HNGDS’) role. Accordingly, within the overall framework of the Hellenic Defence Policy, the HNDGS has a vital role in supporting its objectives which besides others include, securing the national territorial integrity, preserving and defending the national sovereignty and the legitimate rights of our country on land, at sea and in the air, optimize our participation in Alliances and International Organizations,

contributing to the regional and international security and protecting the security of Greek citizens in case of disasters and civil emergencies. As you are aware, by the end of September 2010, a new legislation on the Hellenic Armed Forces Command Structure was adopted by the Hellenic Parliament. Subordinate to the Ministry of National Defence, the Chief of the National Defence Staff (CHOD) has assumed the Full Command of the Armed Forces. This vertical command, takes full advantage of the experience and the operational capabilities of the General Staffs putting the Chiefs of General Staffs within the operational chain of command. Hence its structure ensures the maximum command and control output, maneuverability, economies, consolidation and jointness. The restructured Hellenic National Defense General Staff (HNDGS) is the CHODs coordinating and consulting body, that also provides the Joint Headquarters for conducting joint operations. Which is the current status of the Hellenic Armed Forces (HAF) reorganization? General Ioannis Giagkos: I consider transformation a continuous process. Its main

objective is the constant enhancement of the Armed Forces operational capabilities, placing emphasis on human resources through the exploitation of innovative concepts, the development of new capabilities and doctrines and the adoption of new technology, in both strategic and operational levels. The geostrategic position of Greece in conjunction with the strategic unity of the mainland and the insular complex reflect its specific security requirements and results to a continuous pursuit of our defence policy aims. Furthermore, the specific geography of our country, and the new security environment led us to a Strategic Defence Review, the adoption of a joint doctrine and the reorganization and modernization of the Hellenic Armed Forces. We are currently at the final stage of this long and strenuous transformation process of the HAF, which started in 2002, aiming to acquire “decision superiority” and “rapid response” capabilities, transiting to a joint, flexible, efficient and at the same time cost effective structure. These efforts primarily are aimed to the demobilization of a significant number of units and formations, the closure of military installations, the relocation and concentration of neighboring units into composite camps, the decommissioning of obsolete

weapon systems, the introduction of new technology and modernization in every sector, establishment of Joint services along with the renewal and extension of the existing C4I capabilities for Joint operations. Our main objective is to establish rapid reaction forces and flexible formations, not dedicated to areas of responsibility but capable of assuming independent missions in short notice and able to reinforce either the mainland or insular forces. Apart from strictly operational reasons, the current financial environment and the current and projected demographic factors have been seriously taken into consideration. Moreover we try to rationalize our armament expenditures and reduce the defense budget. For that, new procurement procedures are to be applied. In any case, reorganization remains a living process. New challenges may arise and new ideas can be developed. In this context, a continuous evaluation of the progress achieved is in place and possible adjustments are not excluded. Which is the Hellenic Participation in peacekeeping and humanitarian operations? General Ioannis Giagkos: Greece empha-

sizes the need for international cooperation remaining committed in supporting NATO, EU and UN operations, assuming its share of responsibilities to all endeavors. In relation to ISAF, an important aspect of the comprehensive strategy to restore normality, peace and stability in the country, is the need to generate a renewed civil and military structure. From our side, we are orienting our efforts, in supporting the NATO Training Mission in Afghanistan by the reorganization of the Hellenic Composite Battalion, which is already deployed in the Kabul region. Within this framework, we are planning to provide staff officers (including the Commander) that would assist in organizing and command structure preparation of the C-27 aircraft Afghan unit. It has to be noted that until October 2010 a team of 55 HAF’s personnel, assumed the full command of Kabul International Airport for a six month period. Apart from that, we have recently deployed an additional Operation Mentor Training Team to the Capital Division of the Afghan National Army, supported by a protection force and 2 medical teams are also going to be deployed. It is worth noting that we support the stabilization effort and on a bilateral basis we are hosting Afghan military personnel for education and training in Hellenic Military Institutions, start-

As far as the international operations in Western Balkans are concerned, the importance Greece attaches to the security and prosperity of the region is reflected in our continuous support and participation in all of the missions and operations conducted. Kosovo is a top priority for Greece. As the situation is now on the ground and taking into account the security situation, it seems we will soon go to GATE 2. Greece, as has done up to now, will continue supporting KFOR in the context of the overall effort for consolidating security and stability in the area, following the general trend of reducing our forces. For the same reasons, we have a continuous participation in EU Operation ‘’ALTHEA’’ in Bosnia-Herzegovina. Operation ALTHEA continues to fulfill its responsibilities, contributing to a safe and secure environment and supporting the transfer of the last Joint Military Affairs tasks to the national BiH authorities, thus progressing further towards the military end-state. We believe that the situation in Bosnia remains stable. As long as the international community maintains a strong military presence in the country, Bosnia will not develop the necessary political maturity to progress in its integration towards the European and Euro-Atlantic structures. Last but not least I strongly believe that the only assurance of long-term stability, is Bosnia-Herzegovina EU accession perspective. Concerning the Hellenic contribution in international maritime operations, as a nation with a long naval tradition and commercial presence at seas around the world, Greece actively participates in all NATO Maritime Operations and in specifics in EU’s Counter Piracy Operations since their initiation and will continue to support NATO maritime operations through her permanent contribution in the Standing Maritime Groups, ‘’Operation ACTIVE ENDEAVOUR’’ and EU operation ‘’ATALANTA’’. Furthermore, we participate in a number UN operations, with our more significant contribution in UNIFIL operation in Lebanon which we support since its initiation with one vessel and staff officers. In addition, Greek officers are and have been deployed in various other peacekeeping operations around the world. The General Staff was also present in humanitarian assistance missions, such as the KATRINA and the tsunami natural disasters.

Which are the Hellenic Armed forces main procurements programs? Which are the priorities? General Ioannis Giagkos: According to the National Defense Planning procedures, the implementation of our Joint Midterm Armaments Program for the period 2006-2010, aims to improve the rapid reaction capability, deployability, flexibility, mobility, interoperability of our Forces and to fulfill the country’s obligations towards international organizations. We focus on the acquisition of modern main weapon systems and means, force multipliers, in conjunction with the reduction of the operational cost. CHOD’s operational requirements and priorities on main armaments programs are mainly focused on the areas of improvement of existing capabilities, including, but not limited to, Air/Mar/Land Superiority, training, use of mil space applications, surveillance, SAR, etc. In this context, and under the present financial circumstances, various aspects are being scrutinized, in the spirit of fiscal cutbacks. Aiming at acquiring the best possible equipment for the armed forces in the frame of the new Command Force structure

for 2011-2025, a new mid term procurement plan is underway. Due to the fact that the DEFENCYS takes place in Thessaloniki, I get the opportunity to ask you how would you characterize the Chiefs of Defence of the Balkan Countries forum? How would you characterize military relations and developments in this region? General Ioannis Giagkos: The Balkan Chiefs of Defense Forum is a Hellenic initiative aiming at fostering cooperation in the security and military field at the highest level. It is aiming to provide a top-to-bottom approach and guidance for cooperation in these fields. In its second meeting, the forum exploited a number of topics of regional interest and provided guidance for their development. It is anticipated that an enhanced regional military cooperation will contribute significantly in reducing regional tensions. Due to its regional character no country in this region willing to join should be excluded from the Forum. On this point I get the opportunity to underline that during the 4th Balkans Countries CHOD Conference. My counterparts and I reconfirmed our willingness to

strengthen and to deepen our cooperation for tackling the asymmetric threat and enhancing the military education and training. We are looking forward to meeting at 5th Balkan Conference in Skopje. You have been the Chief of the HNDGS for nearly a year now. Please describe your most significant accomplishments so far and how they fit into medium and longer term defence strategy goals? What are your top three priorities as the Chief of the HNDGS? General Ioannis Giagkos: Before answering your question let me say that military leadership is always a very dynamic challenge and because of its nature, should assure continuity in order to be successful. From the very beginning of my tenure as the CHOD, my main efforts focused on the continuation of the gradual transformation of the Hellenic Armed Forces - started from my predecessors who addressed the issue with passion and professionalism - placing emphasis on human resources and the development of new capabilities, in both strategic and operational levels. As I have already indicated, this whole endeavor

requires an effective defence planning process and constant adaptation to the requirements of national planning and international environment. In this context, our efforts are focused on building up the jointness of the Hellenic Armed Forces. My staff and I strongly advocate that jointness could provide our Forces with the highest operational effectiveness, while saving money and human resources. Our main goal is the new Hellenic Armed Forces to be more effective, professional, smaller and less expensive. Last but not least, I would like to underline that the Hellenic Armed Forces contribution to the civil society is among our priorities. To this aspect I am confident that the development of appropriate trained and well equipped forces able to respond to firefighting missions was an important step towards this direction. Having said this, it becomes apparent that all accomplishment are achieved through a constant collective effort; nothing would have been done if the personnel of the Hellenic Armed forces had not worked methodically, and professionally. For this reason, I am proud of them and optimistic for the future.

In fulfilling the security components of the Greek Defence Policy, my top priority has always been to provide the means to reach our strategic ends. This includes the operational readiness of the Armed Forces to accomplish their fundamental operational tasks and namely the capacity for rapid deployment of sufficient land, naval and air forces, for effective, prolonged and selfsustained defence on the mainland and the islands, should deterrence fail. Moreover, to stand at all times ready to undertake the growing complexity missions conducted by the UN, NATO and the EU. Especially, in relation to the HNDGS, what remains to be done is the restructuring of the HNDGS. The restructured HNDGS must be able to support the CHOD on his commanding duties. The new adopted structure will diminish the bureaucracy, will decentralize and crystallize the competencies; while it will encourage the effectiveness. The staff work has begun and the next months we will get the result. The second priority is to maintain and increase the professionalism and reliability of the military personnel, as well as their high level of working morale, considering these are the most essential qualities to cope with a demanding specialized work in a difficult and some times dangerous environment. Towards this direction, my actions have always implied openness, meritocracy and transparency as part of effective leadership. Not least, my final priority, taking into account the new command structure, is to implement the transformation of the Hellenic Armed Forces, in today’s challenging times that my country faces financial difficulties. The transformation of the Armed Forces has proved to be a precondition for success by enhancing jointness, harmonizing our respective military requirements and fostering standardization of our equipment. We will explore all available cost-effective options and cooperation, in line with current policy guidance. As you can understand, we have taken a long way, a lot has been achieved and continuity dictates that a lot remain to be done from now on in realizing these objectives. I believe that presently we have the right policy, doctrine and concept, the right personnel and means and, most important of all, we have the strong will to reach our objectives.

It is obvious that our country needs to shift its acquisition strategy in order to maximize its current Air Force fleet capabilities while maintaining its long-term vision of the 21st century battlefield. A vision that will be defined and transformed by the introduction of 5th generation aircraft, the F-35 toour neighbors in the years to come. Finding the rightbalance between near term and future requirements, with maximum cost effectiveness is the key to success in our current situation. Today the F-16 constitutes the backbone for the Hellenic Air Force (HAF) and is the solid proof of Lockheed Martin’ s 60+ year relationship with Greece. Four different govern-

ments in the last 24 years have chosen F-16 over many other competitors to enhance and strengthen Greece’s national sovereignty. All these years Lockheed Martin has delivered on all its promises and Greece’s requirements. The HAF with the latest induction of 30 new 4th generation F-16 fighters, retains a total of 160 F-16s in 4 different configurations. In the changing geopolitics and financial crisis the F-16 fleet upgrade is of strategic importance to the HAF’s future. We asked Mr. Dennys Plessas, Lockheed Martin Aeronautics, Vice President for Business Development in the region to describe the F-16 as a weapon system and

most specifically the HAF F-16s. D. Plessas stated that the F-16 offers exceptional versatility and more capability than any multirole 4th generation fighter available today. It is a true force multiplier and performs multiple tactical roles on most missions. Payload flexibility and operational versatility are unmatched across the spectrum of air-to-air and air-to-surface missions, and it is ready to perform long-range strike or long-endurance loiter. The F-16, in its latest configuration, the Block 52+Advanced, has evolved into the most advanced 4th generation multirole fighter in the world, building upon its legendary combat record of 72 victories with 0 losses. It has proven itself dur-

ing the last 20 years of continuous combat with the US Air Force. Lockheed Martin has always focused on programs that maximize fleet availability, commonality and supportability, while upgrading operational performance and capabilities. An upgrade program for the HAF F-16s falls in that category. The main element for a successful and risk free upgrade program is to implement it utilizing proven and already developed solutions and systems. A possible upgrade program for the HAF could and should have as a basic factor the common configuration for all 160 aircraft. The common configuration is characterized by all air force experts as the holy grail for any modern fleet. It is fortunate for the HAF that today has in its fleet 30 F-16 in their most advanced configuration, based on the latest generation mission computer, the MMC7000, and the associated Operational Flight Program (OFP). It is the usage of this computer and software that will provide to previous F-16 Blocks stateof-the-art avionics and cockpit, similar with the Peace Xenia IV F-16. Just to name a few of them, advanced cockpit, multirole radar, advanced data link, survivability features, weapons, sensors, etc. All these new characteristics will provide to HAF’s upgraded F-16s more proven combat capability and affordability than any other multirole fighter available in the region today. In addition to the above it will allow the HAF to achieve the desired fleet commonality, a crucial factor in the 21st century battlefield. The common configuration is directly related to the operational and maintenance cost, since it allows the usage of common spare parts pool, increases the aircraft availability and minimizes the logistic problems. Furthermore, the new configuration is already adopted by many users worldwide (it is expected that over 1500 F-16s will rely on MMC7000 and its software, by 2011, with the number increasing in the following years). This vast number of aircraft guarantees that all future developments and upgrades will be cost affordable due to the size of aircraft involved, while at the same time ensures the maximum supportability for many

years. Finally, the program cost for the total upgrade of 130 aircraft can be accomplished at the most cost effective financial package. Dennys Plessas stated that he believes the HAF is currently reviewing Lockheed Martin’s proposal for the F-16 fleet upgrade. The proposed program constitutes a total integrated solution for the HAF’s future requirements. The proposed configuration (based on MMC7000 mission computer and its derivatives) is already in use by the HAF (in the PX IV F-16s). The associated Kits have already been developed, tested and integrated for other users worldwide, thus making the upgrade effort a no-risk program, while at the same time achieving all possible cost reductions of the development. The Hellenic Aerospace Industry (HAI) will implement the kits installation, providing the leading Greek defense industry with a substantial workload for many years and allowing enhancing its already demonstrated capabilities with a similar upgrade program for the USAFE F-16s. Finally, the program implementation under the strict rules of FMS process and the well known Lockheed Martin’s ethics code of business ensures the transparency and in time completion. A comprehensive upgrade program, like this one, for all previous F-16 Blocks demonstrates Lockheed Martin’s commitment to support the F-16 platform and to provide all its users with unprecedented capabilities in the lowest cost possible for many years to come. The HAF is on a critical verge and the decisions made today will surely affect its long term capabilities in the new battlefield, shape the future in our area and provide the so much required balance within our neighbors. As we stated earlier, a balance between near term and future requirements, with maximum cost effectiveness is the key to success in current situation. And the F-16 upgrade program is one that ensures this balance, while providing time to the HAF to evaluate its further requirements for the addition of an actual 5th generation aircraft, the F-35.

orthrop Grumman Corporation has begun flight testing the new computing hardware and communications infrastructure that will eventually allow the B-2 stealth bomber to send and receive battlefield information by satellite more than 100 times faster than today. Since Sept. 1, the company has conducted a series of test flights using a B-2 test aircraft stationed at Edwards Air Force Base, Calif. The flight test program is part of Increment 1 of the U.S. Air Force’s B-2 extremely high frequency (EHF) satellite communications program. Northrop Grumman is the Air Force’s prime contractor for the B-2 Spirit, the flagship of the nation’s long range strike arsenal, and one of the world’s most survivable aircraft systems. The B-2 is the only combat-proven

stealth platform in the current U.S. inventory. “The flight test program has demonstrated that the EHF Increment 1 computer upgrade system has reached a maturity level that allows us to conduct test sorties beyond the Edwards AFB local area with confidence,” said Ron Naylor, Northrop Grumman’s director of the EHF Increment 1 development program. “It also adds momentum to our efforts to give the B-2 the high speed data handling infrastructure it will need for critical communications and weapons delivery upgrades in the future.” Naylor attributes the success of the test flight program, in part, to the Northrop Grumman ground crews that helped perform the pre-flight checkout and maintenance on the B-2 test aircraft.

“Collaborating with the Air Force will allow us to increase the tempo and frequency of B-2 sorties from Edwards,” explains Naylor, “which will also help the company speed the rate at which new capabilities for the B-2 can be made available for the warfighter.” TheEHFIncrement1systemthatflewincludes: - A new integrated processing unit developed by Lockheed Martin Systems Integration, Owego, NY., that will replace up to a dozen current standalone avionics computers on the B-2; - A new disk drive unit developed by Honeywell Defense and Space Electronic Systems, Plymouth, Minn., that will enable transfer of EHF data onto and off of the B-2; and - A network of fiber optic cable that will support the high speed data transfers within the aircraft. The three-increment EHF Satcom program is part of an ongoing effort by the Air Force and Northrop Grumman to modernize the B-2 to keep it fully mission capable against evolving enemy threats. Increment 2 involves installation of a new communications terminal and new antennas that will allow the B-2 to transmit and receive information securely via satellite. Increment 3 will integrate the B-2 into the U.S. Department of Defense’s Global Information Grid, a worldwide network of information systems, processes and personnel involved in collecting, storing, managing and disseminating information on demand to warfighters, policy makers and military support personnel.

he Lockheed Martin recently submitted its final proposal revision for the Littoral Combat Ship (LCS) fiscal year 2010-2014 contract to the U.S. Navy . Lockheed Martin is one of two industry teams competing for the contract. The Navy will award the winning team a fixed-price incentive fee contract to provide up to 10 ships as well as combat systems for five additional ships. “The Lockheed Martin team is providing a low-risk, affordable LCS option that will meet the U.S. Navy’s needs for years to come,” said Lockheed Martin Chairman and CEO Bob Stevens. “During my attendance at last month’s presentation to the Navy, I

committed the full financial, technical and programmatic strength of our Corporation to the success of this critical program.” Prior to this competition, Lockheed Martin was awarded contracts to construct two ships for this new class. The Lockheed Martin-led team designed and constructed USS Freedom (LCS 1), which was delivered to the Navy in 2008 and successfully completed its first deployment earlier this year. USS Freedom’s design meets all requirements and has completed sea trials, helicopter landings, weapons firings, small boat launch and recovery testing. USS Freedom also recently participated in the world’s largest maritime exercise, known as Rim of the Pacific 2010,

where it operated with international navies and successfully completed a series of operational exercises. In March 2009, the Navy awarded the Lockheed Martin team a fixed-price incentive fee contract to build the third LCS. LCS 3, the future USS Fort Worth, is being built in Marinette, Wis., and recently reached the 60-percent completion mark. Construction remains on cost and on schedule for delivery to the Navy in 2012. Lessons learned from designing and building USS Freedom have resulted in improved efficiencies in Fort Worth’s construction, including a 30-percent reduction in labor hours.

Delivers Naval Radar to Lockheed Martin for U.S. Littoral Combat Ship Program E

ADS Defence & Security has delivered the second TRS-3D naval radar to Lockheed Martin, a prime contractor for the U.S. Navy Littoral Combat Ship program. The radar is due to be integrated on the third of the new Littoral Combat Ships (LCS 3), Fort Worth. The first radar has been in successful operation for a year-and-a-half onboard the first LCS, USS Freedom, where it played a key role in the ship’s first deployment. Throughout USS Freedom’s deployment the ship and crew conducted a series of drug interdictions in which more than five tons of cocaine was seized. “Preserving maritime security, particularly of coastal areas, demands highly capable sensors to ensure situational awareness at any time,” explains Bernd Wenzler, CEO

Defence Electronics, an integrated activity of EADS Defence & Security. “Our TRS-3D radar has proven in service that it is the right answer to these complex demands.” The TRS-3D is a three-dimensional multimode naval radar for surveillance, self-defense, gunfire support, and helicopter control. It is used for automatically locating and tracking all types of air and sea targets. Due to the latest signal processing technologies, the TRS-3D is particularly suited for the early detection of small, fast moving objects, such as speed boats. Among the ships equipped outside the U.S. are the new K130 corvettes of the German Navy, the “Squadron 2000” patrol boats of the Finnish Navy and the Norwegian Coast Guard “Nordkapp” and “Svalbard” icebreakers.

espite the extremely difficult situation, all competitors are showcasing their products and try to convince the Greek decision-makers that their combat aircraft is the best choice for Greece. According to sources who are familiar with the latest development, Eurofighter would be an excellent candidate due to the political, industrial and operational benefits which the European nations can offer to the Greek Government. Therefore one of the key topics which will be discussed in Thessaloniki is: When and why should Greece order new combat aircraft for the Hellenic Air Force? The European nations and at its aerospace industry offered the Eurofighter in the past few years for three major reasons: The first reason is a political argument because the procurement will be a political decision of the top-level decision-makers in the Greek Government. Eurofighter is globally acknowledged as a leading-edge combat aircraft “Made in Europe”. It is developed and manufactured by Europe’s leading aerospace and defence compa-

nies such as EADS in Germany and Spain, BAE Systems in the United Kingdom and Alenia/Finmeccanica in Italy. These four nations, its four Air Forces and the four European industrial companies offer the Eurofighter as a joint European solution. In other words: If Greece decides in favor of the Eurofighter, it will give a clear political commitment for Europe. On the other side, Greece will have four close “allies” and it can expect strong political, industrial and economic support from these leading European nations. The second reason refers to the industrial advantages which would come along with the Eurofighter procurement because the procurement will open the door for closer industrial cooperation with Germany, Italy, Spain and the United Kingdom. In terms of industrial participation, the Eurofighter nations have offered industrial partnership packages over the next decades and opportunities for the Greek industry to participate in their aerospace and defence programmes.

New jobs in the Greek aerospace and defence industry could also be created and the existing jobs would be secured for years to come. One example for industrial cooperation with Germany was the contract for the development of the design capability for the Hellenic Aerospace Industry (HAI). The new design capability will facilitate the company’s transformation from an air structure part builder to a company capable of designing, manufacturing and supporting aerostructure products. A clear step forward. This new capability will offer HAI perspectives for future growth and it will increase the company’s performance. Furthermore, HAI will have the opportunity to participate in international coopertion programmes as a new strategic partner in the design and development sectors as well as in research and technology. F/A-18E/F Super Hornet: A Model Defense Program... Over the past 25 years, complex tactical aviation programs have proven difficult to manage on schedule, within budget and according to specifications.

C

osts spiral, schedules slip in terms of years, and capabilities that have lost relevance are fielded. The F/A-18E/F Super Hornet Program is an outstanding exception to that trend, having consistently delivered on every promise while carefully following established acquisition rules. Through committed program management, the Super Hornet has consistently delivered affordable next-generation capability to the warfighter. This is a result of a comprehensive concept of design for manufacturing, growth, cost reduction, and operational and support excellence. The Super Hornet remains ahead of its original, unmodified delivery schedule. Cost reduction and quality initiatives have decreased acquisition cost while new technologies and capabilities are continually added eight or more years ahead of other programs. As a result, the U.S. Navy has realized $1.7 billion in savings while acquiring more than 430 Super Hornets through two five-year multi-year procurement contracts. In September 2010, Boeing was awarded a new multi-year procurement contract from the U.S. Navy for 124 F/A-18E/F Super Hornet and EA-18G Growler aircraft. The new multi-year contract will generate more than $600 million in cost savings for U.S. taxpayers.

An aircraft with exceptional aerodynamic and systems performance and long-term growth capability, the Super Hornet carries in its design every role a tactical aircraft can perform. It has proven so flexible that the new mission of Airborne Electronic Attack was incorporated without changing the mold line of the airframe or sacrificing multi-role flexibility. In practical terms, the Super Hornet family, the F/A-18E, F/A-18F, and the EA-18G, transcends the current definition of “generation,” redefining an ever-growing capability delivered to the warfighter on a timely basis. The Royal Australian Air Force has chosen 24 Block II F/A-18Fs to replace its aging F-111 aircraft. Twelve of them will be wired for potential upgrade as airborne electronic attack aircraft. Other nations, recognizing the advanced capability and affordability of the Super Hornet, have invited it into competition for the future of their air forces. Super Hornet A Force Multiplier by Design The key to a successful multi-role aircraft design is to integrate the most capable sensors into the weapons system and provide a simple and intuitive pilot-vehicle interface (PVI) that allows the solo or dual aircrew to train to and execute all missions flawlessly.

The key to enhancing force effectiveness is to network all the aircraft and other assets in the battle group so they can share information without overloading the aircrews, controllers, ground forces, or the network. The network must effectively ensure everyone has the same common operating picture and support fast, accurate decisions. A naval aircraft operates near enemy strongholds, far away from home support bases and have limited space onboard the aircraft carrier for support infrastructure or spare aircraft. Therefore it must be multi-role, survivable, and able to generate high sortie rates, and have high operational availability with minimal support. This “survivability” was intentionally designed into Super Hornet using a balanced approach centered around reduced radar signatures, long-range standoff weapons, integrated electronic warfare suites, enhanced situational awareness to see the threat and what it is doing, and a robust airframe that can withstand combat damage yet requires little maintenance. The Super Hornet Block II meets all these requirements with state-of-the-art integrated sensors: AESA radar, ATFLIR, IRST, an integrated DECM system and MIDS (Multifunction Information Distribution System) / Link-16.

The sensors are integrated so that information can be correlated to produce simple, intuitive displays to minimize pilot workload, reduce decision time, and increase the probability that aircrews will make the right decisions with the right information at the right place and time. To ensure the Super Hornet Block II stays ahead of the threat, its design incorporates an open mission systems architecture that allows easy integration of new weapons and sensors as the technology matures. The forward-looking, coordinated and aggressive technology roadmap --”Flight Plan” -- anticipates future threat system development and tactical requirements and rationally, practically, and affordably incorporates those technologies into the aircraft allowing users to take advantage of force-multiplying technology sooner than other platforms.

Constant Improvement and Growth The current Flight Plan is focused on four main areas for capability growth: 1. Distributed Targeting – provides the ability to target at longer stand-off ranges 2. Sensor Integration – improving the ability to fuse information from various onboard and off-board sensors 3. Airborne Networking – improving the bandwidth and data rate of information sharing systems 4. New and more effective air-to-air and air-to-ground weapons AMRAAM, JDAM, Small Diameter Bomb, SLAM-ER, dualrole weapons, etc. During the 2010 Farnborough International Air Show, Boeing detailed the following options designed to increase survivability, situational awareness, and performance, all with a compelling value proposition.

Options include: Conformal fuel tanks to increase fuel capacity without using a weapons station, increasing range and acceleration performance. An enhanced performance engine, already being developed for international customers. It will increase the Thrust to Weight ratio, resulting in improved climb performance, acceleration performance, speed, sustained turn performance and combat radius. A next generation cockpit that will improve display flexibility and aircrew situational awareness while reducing recurring cost. An internally mounted Infrared Search and Track (IRST) system. Integration of a 360 degree Missile Warning/ Laser Warning system. Enclosed weapons pod for carriage of most air-to-air and air-toground weapons taking further advantage of the LO characteristics of the aircraft.

Submarine distress beacon enters service with Royal Navy T

hales UK’s highly successful submarine distress beacon has been accepted into service with the Royal Navy (RN). Following a trial period, more than 100 SEEPIRB* (submarine-ejected emergency positioning indicating radio beacon) buoys have been accepted into service with all classes of RN submarines, including the new Astute class. The SEEPIRB has been developed for submarines to provide distress alerting and position information via radio transmissions on a satellite-aided tracking frequency. The message transmitted by the beacon is

unique for each unit, thus providing identification of the transmitter. Once the search and rescue forces are alerted via the satellite-aided tracking network, they can converge on the confirmed position. Inter­ mediate and short-range location is aided by the SEEPIRB’s onboard locator beacon. SEEPIRB can be launched from standard submerged signal ejectors (SSE) Mk 4, 6, 8 and 10. Launching can take place at maximum operational depth and submerged speeds of up to 15kt. No programming of the SEEPIRB is required. The alert func­tions, and the vessel and country identifiers are

agem (Safran group) has been selected by the Civil Security Division of the French Ministry of the Interior, in a competitive bidding process, to conduct operational trials with the Patroller™ surveillance drone system. During this series of tests, the Patroller system will offer complete image surveillance services in the Provence-Alps-Côte d’Azur region of southern France to support a broad spectrum of civil security missions. It will be

fitted with the Euroflir gyrostabilized optronics pod, also by Sagem, including both daytime and infrared sensors. Remotely operated from a ground station via a real-time link, this payload will enable the detection and precision location of fire starts, thus offering invaluable aid to fire-fighting and search & rescue (SAR) teams. The Patroller ground station, located at the Canjuers military camp, will be connected via radio and satellite links to the French

pre-programmed into the beacon as agreed with each customer. Phil Naybour, head of Thales UK’s naval business, says: “Since winning the RN contract, we have won several additional export contracts and continue to see an increasing interest from around the world in this excellent product.” The buoy, which is designed and produced at Thales’s Templecombe site in Somerset, is already in service with a number of submarine fleets around the world.

Civil Security Division’s command centers. Units in the field will also be equipped with a Sagem RVT portable remote video terminal, enabling the direct reception of images from the Patroller drone in flight. Based at the Cannes-Mandelieu airport, the Patroller aircraft will be operated in drone mode, although it will also carry a pilot to enable it to integrate civilian airspace, as required by current regulations. This is the first contract for the Patroller, a 1-ton-class medium-altitude, long-endurance (MALE) drone, with optional manned operation, based on an S-15 aircraft built by Stemme of Germany and certified by the European Aviation Safety Agency (EASA). The contract was awarded following four successful series of tests, including the last in drone mode, performed in June at the Istres air base. Patroller draws on the technologies developed by Sagem for the Sperwer Mk II tactical drone system, and the experience logged by this system during deployment in Afghanistan. While keeping costs under control, Patroller also meets defense, homeland security and civil security requirements for long-endurance surveillance missions. The system’s modular design means that it can be fitted with pod-mounted payloads and satellite links for missions lasting 20 to 30 hours and more, at a maximum altitude of 25,000 ft.

LM’s New MultiPurpose HELLFIRE II Missile Lockheed Martin’s multi-purpose AGM 114R HELLFIRE II missile struck and destroyed a stationary tank target in its third proof-of-principle flight test, a ground-launch test configured to simulate launch from an unmanned aerial system (UAS).

T

he R model, or “Romeo” missile, features a multi-purpose warhead that enables a single HELLFIRE missile to cover all of the target sets of the currently fielded laser-guided variants. A team consisting of personnel from Lockheed Martin and the U.S. Army Joint Attack Munitions Systems program office located in Huntsville, AL, conducted the test at Eglin Air Force Base, FL. The missile, armed with a live warhead, was fired at a stationary M60 tank located 6.4 kilometers downrange. Immediately before launch, test equipment emulating an airborne UAS launch platform sent targeting data and warhead delay selection commands for an armored target to the missile. The missile was launched in lock-on-afterlaunch mode with a high trajectory to simu-

late launch from a UAS. It used its inertial measurement unit and targeting data to fly to the approximate location of the target before beginning its search for the laser signal generated by the ground-based targeting laser. The missile acquired the laser spot and struck the target within inches of the laser aimpoint. “One of the most noticeable operational enhancements in the AGM-114R missile is that the pilot can now select the type of lethality effects while on the move and without having to have a pre-set mission load prior to departure, “ said U.S. Army Lt. Col. Mike Brown, HELLFIRE Systems product manager. “This is a big deal in insurgency warfare, as witnessed in Afghanistan where the Taliban are fighting in the open and simultaneously planning their next

attacks in amongst the local populace using fixed structure facilities to screen their presence. Το αεροσκάφος EC120 είναι το ελαφρύτερο ελικόπτερο της Eurocopter και αποτελεί το πιο μοντέρνο μονοκινητήριο της κατηγορίας του. oeing announced today that it successfully completed the first flight tests of the MK-84 Laser Joint Direct Attack Munition (Laser JDAM) this summer at Eglin Air Force Base, Fla. The first two of seven planned tests at Eglin demonstrated the 2,000-pound weapon’s precision strike capability against fixed, relocatable and moving targets. During the tests in July, two inert MK-84 Laser JDAM weapons were released from a U.S. Air Force F-16 test aircraft flying at an altitude of 30,000 feet and a speed of Mach 0.95. Both weapons flew a series of aggressive, preprogrammed maneuvers to verify their maneuverability and aerodynamic performance. “Boeing continues to develop weapon sys-

Completes 1st Flight Tests of MK-84 Laser Joint Direct Attack Munition tems to meet today’s changing battlefield requirements to make smart bombs even smarter,” said Brian Schoene, MK-84 Laser JDAM program manager for Boeing. “The MK-84 Laser JDAM is an example of Boeing’s commitment to enhancing the capabilities of JDAM, the most reliable and effective weapon in the U.S. Air Force and Navy inventories.” An existing JDAM becomes a Laser JDAM with the installation of the Precision Laser Guidance Set (PLGS). The MK-84 PLGS uses the same laser sensor as the 500-pound MK-82 Laser JDAM, which has already been fielded with the U.S. Air Force, U.S. Navy, and internationally. “JDAM has been the warfighter’s weapon of

choice for more than a decade,” said Kerry Bush, JDAM program manager for Boeing. “Laser JDAM demonstrates how the Boeing team is using affordable technology to expand the capabilities of a standard JDAM. By adding the PLGS feature, warfighters can now attack relocatable and moving land and maritime targets with the same precision and reliability that they rely on every day with the existing JDAM.” Known as the world’s most accurate bomb guidance kit, JDAM is a GPS-aided, near-precision weapon used extensively by the U.S. Air Force, Navy, Marine Corps and global allies in combat operations, including Afghanistan and Iraq. Boeing has produced more than 215,000 JDAM guidance kits since 1998.

n 23 September 2010, Boeing announced that it has completed production of the first Royal Australian Air Force (RAAF) F/A18F Super Hornet that has the capability to be converted into an electronic attack aircraft. Boeing is pre-wiring the RAAF’s second lot of 12 Super Hornets for potential electronic attack capability conversion during production at the company’s facilities in St. Louis. “Incorporating the ability to introduce an electronic attack capability on 12 RAAF Super Hornets as they are produced in St. Louis provides maximum flexibility for our Air Force in the future,” said RAAF Group Capt. Steve Roberton, Officer Commanding 82 Wing, which includes Super Hornet and F-111 aircraft. “Ultimately, if a decision to in-

corporate an electronic attack option is pursued, it will further expand the broad capability of an already formidable Super Hornet weapon system.” The Australian government announced in March 2007 that it would acquire 24 of the advanced Block II versions of the Super Hornet, all of which are equipped with the Raytheonbuilt APG-79 Active Electronically Scanned Array (AESA) radar. Eleven Super Hornets are now operating at RAAF Base Amberley in Queensland. All 11 aircraft were delivered ahead of schedule and on budget. Boeing will deliver Australia’s 24th Super Hornet in 2011. “Besides giving the RAAF the potential of introducing electronic attack capability in the

future, producing these 12 aircraft with this configuration from the outset also reduces cost when compared with retrofitting at a later date,” said Carolyn Nichols, Australian Super Hornet program manager for Boeing. The Boeing Super Hornet is a multirole aircraft, able to perform virtually every mission in the tactical spectrum, including air superiority, day/night strike with precisionguided weapons, fighter escort, close air support, suppression of enemy air defenses, maritime strike, reconnaissance, forward air control and tanker missions. Boeing has delivered more than 430 F/A-18E/Fs to the U.S. Navy. Every Super Hornet produced has been delivered on or ahead of schedule and on budget.
