School Bells Are Ringing… Henry County Schools – Educational Excellence through Economic Efficiency Preparing the leaders of tomorrow in the face of multiple hurdles and endless curveballs is the norm in today’s education system. Systems across the state have seen increasing pressure to raise test scores even as funding continues to be siphoned away at the state capitol and through declining property values. In Henry County Schools, the story is no different. In the past three years alone, budgets dwindled from $327 million in 2009 to $296 million for the upcoming school year. The county tax digest has shrunk by nearly $30 million over the past two years, and state austerity reductions have carved out nearly $130 million in funding. The bad news – it will probably get worse before it gets better. The good news – Henry County Schools will continue to educate and prepare children at a high level, outpacing the state and several Metro Atlanta districts in most every tested subject area. A source of pride for the system, Henry County Schools spend minimal dollars when compared to its metro counterparts on central office expenses and general spending per student overall. Yet, the district continues to rank on average in the top six on standardized test scores. The state average for central office expenditures is $451 per student, compared to $174 for Henry County Schools. When looking at overall expenditures per student, the state average is
$8,594, while Henry County Schools’ expenditure per student is $7,401. “Although economic realities present many challenges, our focus is not on the limitations but rather on the possibilities. We will make the most of our limited resources and continue to build effective education and productive opportunities for students,” states Dr. Ethan Hildreth, Superintendent of Henry County Schools. “We take our responsibility to the families, businesses, and communities of Henry County most seriously, and we will continue to work hand in hand with our many partners.” The positive results in test scores (on average, 4 points higher than state scores), and increase in graduation rates (4.6 points higher than the state average) and college preparedness have instilled confidence in Henry County residents that Henry County Schools are getting the job done. This trust was renewed in November by the passage of the fourth E-SPLOST since 1997. This continuation of the one cent special purpose local option sales tax will allow capital funds to fuel technology improvements, update school facilities, and provide more safety features in schools. It will also alleviate the overcrowding at some schools by allowing classroom additions and facility upgrades. In Hampton, it means the building of a new high school to reduce the overcrowding at Luella High
School, the most populated school in the district. This additional revenue source allows for spending on needed projects that would otherwise be put on hold to address personnel needs. Personnel expenditures account for 90% of the current budget. Serving the county’s largest employer of 5,000+ employees in producing arguably the most important resource has only strengthened administrators’ beliefs that Henry County Schools are heading towards meeting the goal of going from a good system to a great system for all involved and invested. It’s a task everyone knows is largely possible with the help of strong community support. That support is displayed in full force through the Chamber’s E2 Economics and Education Task Force and its continuing efforts to provide meaningful assistance from all angles and sectors to the county’s youth. The group’s efforts were recently recognized on a larger scale by receiving the CREATE Community Award for Educational Excellence by the Atlanta Regional Commission (ARC). “I believe strongly that the solution to any challenge facing our society is found through sound education. Together, we can build a stronger community, a stronger society, and a stronger future by focusing with unwavering intensity on the best possible education for each citizen of Henry County,” says Dr. Hildreth.
This task force of community, business, and educational leaders, and many of the district’s Partners In Education know that the strength of the community is woven in the fabric of its education system. With the support of many county leaders, Henry County Schools will continue to excel and be a leader among state and national school systems for years to come. Exciting things are in store for Henry County Schools this year. New learning opportunities, even greater transportation safety, and community partnerships all await students for 2012-13 to further ensure their success. Impact Academy, a full or part-time on-line virtual school, will open its virtual doors to students in grades 8-12. The transportation department will implement a 3-Tier Bus Routing System, providing more seats for riders and separating routes where only one school level of students is on a bus at a time. And one of the nation’s premiere school partnering organizations has set up shop in Henry County. Communities In Schools will assist students of all ages by providing them the help needed in school and at home so they can focus on learning and achieving as opposed to looking at alternatives to staying in school. It is the hope of Henry County Schools that every student and their families have a safe and rewarding school year, while experiencing high levels of academic success. 7/24/12 10:27 AM

Strong Today……Stronger Tomorrow It won’t be long before we’ll be leaving home for our businesses a little earlier in the morning all for the same reason -- to avoid getting stuck behind a school bus on a country road. Kids, from five to 18, dressed in their neatly pressed back-to-school garb, will emerge again from their bedrooms and basements before noon to open their minds enthusiastically to the learning opportunities before them, and tell their parents every challenge and success they encountered during the course of their school day. No, the summer heat hasn’t gotten to me. But a man can dream, can’t he? Actually, if we polled the students, I’ll bet a large majority would be ready to dive back into their studies and activities. It’s probably us, the adults, who dread the challenges associated with another school year -- running the taxi service for after-school activities, making sure everybody runs on time, etc... The investments made by taxpayers, interested citizens and businesses, the hard work by students and teachers and the support given by parents are all essential components to providing quality public and private educational opportunities
Chamber members, are implementing the E2 recommendations. Their important work has provided a roadmap for success in the county’s educational improvement process. A strong and vibrant Henry County today is dependent on educational excellence for our students. A strong Henry County 20 years from now depends on the groundwork we lay today for education. One sector of our community cannot achieve outstanding education by itself. It truly takes a village to educate a child, and it’s up to us as business leaders to provide our important leg of the educational stool. Whether we fund an activity through a sponsorship, volunteer to serve as a judge at an academic event, help coach a middle school football team or serve on a fundraising committee in a PTO, our contributions help. Student Population: After years of explosive population growth in the county and correlating growth in student enrollment, the population boon leveled off and the school system has actually seen a slight reduction in the enrollment.

New Endeavors: Efforts to educate our students in today’s day and age require many different options to achieve success. In Henry County Schools, there is an effort to reach a broader target of individualized learners through multiple learning options outside of the traditional classroom. The school system is also working with a new organization to reach students before they decide school is no longer for them and thus drop out.

Academy for Advanced Studies – Henry County Schools is in the process of establishing a college and career academy to further enhance our efforts to ensure students are ready for post-secondary education or a solid job after high school. Congratulations to: Elizabeth “B.J.” Mathis, Chairman of the Henry County Board of Commissioners, on her appointment by Governor Nathan Deal on June 29 to serve on the Board of Directors of the Georgia Regional Transportation Authority (GRTA). Mrs. Mathis also serves on the Atlanta Regional Commission, enabling her to continue to be a voice for Henry County at the state and regional level, in addition to her county role as Commission Chair. Chuck Spahos on his appointment to Executive Director of the Prosecuting Attorneys’ Council, effective July 1, 2012. Mr. Spahos has served as Henry County Solicitor-General since January of 2002. Prior to that he worked in law enforcement from 1991-1995, served as Chief Investigator and then as Assistant District Attorney in the Flint Judicial Circuit from 1995 to 1999, and served as Solicitor of Municipal Court of McDonough from 1999 to 2002.
McDonough Mayor Billy Copeland, who was inducted into the state’s Municipal Government Hall of Fame at the June meeting of GMA in Savannah. Copeland, who has been an elected official for 33 years, 27 as mayor was honored for exemplifying the best in public service and for making an extraordinary contribution to his community and Georgia’s cities. Southern Belle Farm owners, Jimmy and Jake Carter, for making USA Today on July 10 in an article focused on succession planning for farming families. One of Henry County’s few remaining farms, Southern Belle Farm has been in the Carter family since 1938.
Trea Pipkin on his recent appointment by Governor Nathan Deal as Henry County’s Solicitor General. Trea’s work as an assistant district attorney in Henry County for the past seven years positions him well for the new role.

Chamber Education Initiative Gaining Momentum & Recognition The Henry County Chamber of Commerce recognizes that the success of local educational institutions, public and E2: ECONOMICS & EDUCATION private, and pre-K through college is a significant factor affecting the community’s economic and social prosperity. There is a strong correlation between the level of educational attainment and the rates of employment and earning potential. Moreover, communities that support high-quality educational opportunities for their residents are more likely to attract and retain businesses. The cost-benefit analysis of educational investment clearly points to the mutual value of school, family and community partnerships that advance education and workforce development. With this in mind, elected and appointed leaders from Henry County’s governmental agencies and business leaders participating in the 2010 Henry County Intergovernmental Retreat commissioned a task force to study
and develop recommendations that, if embraced by our entire community, would push what is already a good public school system, over the top to become a great public school system. The E2: Economics & Education Task Force, composed of over 100 Henry County stakeholders, worked during most of 2011 to develop an action plan around the following goals identified by retreat participants: • Increase Henry County’s high school graduation rate • Improve HCS Academic Rate Among Top Georgia School Systems • Secure a Technical College/ Increase Dual Enrollment • Become a Certified Work Ready Community • Improve School Readiness The full E2 report can be seen on www. henrycounty.com, the Chamber’s website, along with a video about the initiative. During 2012, the HCCC Education Foundation has been leading the effort to assure implementation of the goals/ recommendations. These are among the successes of this ambitious Chamber-led initiative to date:
• A new campus of Southern Crescent Technical College (SCTC) is being established in Henry County. Phase I building will begin soon and Phase II funding is already underway. • A marketing plan and message have been developed to promote dual enrollment Henry County Parks & Recreation has agreed to incorporate reading in summer camp activities • A student/parent guide – Roadmap to Graduation –is being developed • Henry County has been designated a Certified Work Ready Community by the State of Georgia; over 2300 residents have earned Work Ready Certificates and 16 local companies now recognize Work Ready certificates in hiring process • 10 Henry County childcare centers have agreed to pilot new state standards for school readiness • The community organizational structure for support of education created by E2 effort was utilized in the mandatory criteria for securing grant funding new Henry County Communities in Schools program, and, • The same organizational structure was utilized in criteria for a state funded
Churches Join E2 Community Education Initiative Thanks to the leadership of Pastor Tommy Kennedy with GSquared Ministries and Pastor Ed Lee with Shiloh Baptist Church, pastors and lay leaders of over 30 Henry County churches participated in a “faith based conference” on education, on Tuesday, June 26, at the Merle Manders Conference Center in Stockbridge. Working in concert with E2 leaders including June Wood, Kay Pippin, Dr. Ethan Hildreth, and others, dozens of leaders from the faith community collaborated on ways churches can help local schools be successful in their efforts to assure the best education possible for all Henry County youth. Key elements of the plan developed include: • Churches will be encouraged to become Partners in Education with their nearest schools (churches in school clusters) • Churches will identify volunteers to become Mentors, Tutors and specifically assist students with Reading skills in their partner schools • Churches will become familiar with partner schools’ stated plans for academic success and do all they can to support those plans • Churches will celebrate the successes of their partner schools HenryChamberVisions_AUG.indd 9
• Sunday, August 5 was designated “Education Sunday ” in recognition of the opening of the new school year and will be celebrated in all participating churches “Churches, schools and businesses, working in collaboration to assure the success of our schools can mean only good things for our community,”said Danny Brown, HCCC Chairman of the Board, “we are indeed blessed to be in Henry County!”

The Alliance, chaired by HCS Superintendent, Dr. Ethan Hildreth, is composed of the leaders of the HCCC Education Foundation, Communities in Schools, the new College & Career Academy program, and the HC Board of Education. These organizations are now sharing the responsibility for the implementation of the original E2 goals and recommended action plans. “Working together, ordinary people can perform extraordinary feats,” said June Wood, Chairman of the HCCC Education Foundation and External Affairs Manager with Georgia Power. “Chamber members joining forces with other community stakeholders through the E2 initiative continue to perform extraordinary feats as we help our schools climb higher and higher toward excellence!”

Each year the Atlanta Regional Commission (ARC) recognizes local governments for their innovation and creative efforts to make the Atlanta region a better place. On July 11, ARC leaders presented one award in each of five areas of achievement. Henry County received the award for “Educational Excellence.” ARC Chairman Tad Leithead said, “Most communities can readily identify the challenges they face. But few come together to collaboratively find solutions to those challenges as the Henry County E2 Task Force did in 2011.”

Why We Welcome Race Fans Sitting on 877 acres, Atlanta Motor Speedway represents the largest sports venue in the southeast and is Henry County’s largest taxpayer. In addition to its property tax contribution, Atlanta Motor Speedway’s facility is in use 200 days per year, stimulating millions of dollars in tourist spending. A 2011 HCCC/ CVB survey found that during NASCAR race week/weekend, fans spent an average of $165 at Henry County businesses and with average weekend attendance surpassing 135,000 this translates into more than $22 million pouring into Henry County’s economy each September. As these fans begin to arrive later this month, the Henry County Chamber of Commerce/
Convention and Visitors Bureau encourages businesses to roll out the red carpet, or in this case, the checkered flags, to make fans feel welcome. The HCCC/CVB has a limited number of commemorative t-shirts encouraging race fans and residents to “Race to Henry.” Businesses wanting to display their racing spirit can buy t-shirts for $5 each or pick-up free “We Love Race Fans” buttons at the Chamber for their staff to wear during the weeks leading up to the race. Working to Develop Young Leaders of Tomorrow
Youth Leadership Henry, modeled after the Chamber’s adult Leadership Henry program, is a 10-month leadership development program for qualifying Henry County sophomores. The purpose of Youth Leadership Henry is to identify emerging leaders, to bring them together in an atmosphere conducive to the free exchange of ideas, and to provide them with an enlightening educational experience. Participants develop leadership skills through a variety of learning opportunities encompassing various government, economic and social sectors of the community. Alumni experience
an increased awareness of the vital issues and needs of the community while being challenged to be responsible and engaged leaders. Participants for the 2012-2013 Youth Leadership Henry program have been identified and will begin the program in October and graduate in May. Commitment to the program is essential to graduation. Participants are carefully selected through a process conducted by the Youth Leadership Henry Board of Directors, who also plans and executes the educational experiences of the program.

Diversify Your Investment Risk All investments carry risk. But, as an investor, one of the biggest risks you face is that of not achieving your longterm goals, such as enjoying a comfortable retirement and remaining financially independent throughout your life. To help reach your objectives, you need to own a variety of investment vehicles — and each carries its own type of risk. If you spread your investment dollars among vehicles that carry different types of risk, you may increase your chances of owning some investments that do well, even if, at the same time, you own others that aren’t. As a result, you may be able to reduce the overall level of volatility in your portfolio. (Keep in mind, though, that diversification can’t guarantee a profit or protect against all losses.) To diversify your risk factors,
you first need to recognize them. Here are some of the most common types of investment risk: • Market risk — This is the type of risk that everyone thinks about — the risk that you could lose principal if the value of your investment drops and does not recover before you sell it. All investments are subject to market risk. You can help lessen this risk by owning a wide variety of investments from different industries and even different countries. • Inflation (purchasing power) risk — If you own a fixed-rate investment, such as a Certificate of Deposit (CD), that pays an interest rate below the current rate of inflation, you are incurring purchasing power risk. Fixed-income investments can help provide reliable income streams, but you also need to consider investments with
growth potential to help work toward your long-term goals. • Interest-rate risk — Bonds and other fixed-income investments are subject to interest-rate risk. If you own a bond that pays 4% interest, and newly issued bonds pay 5%, it would be difficult to sell your bond for full price. So if you wanted to sell it prior to maturity, you might have to offer it at a discount to the original price. However, if you hold your bonds to maturity, you can expect to receive return of your principal provided the bond does not default. • Default risk — Bonds, along with some more complex investments, such as options, are subject to default risk. If a company issues a bond that you’ve bought and that company runs into severe financial difficulties, or even goes bankrupt, it may default on
its bonds, leaving you holding the bag. You can help protect against this risk by sticking with “investment-grade” bonds — those that receive high ratings from independent rating agencies such as Standard & Poor’s or Moody’s. • Liquidity risk — Some investments, like real estate, are harder to sell than others. Thus, real estate is considered more “illiquid” than many common investments. Make sure you understand what type of risk is associated with every investment you own. And try to avoid “overloading” your portfolio with too many investments with the same type of risks. Doing so will not result in a totally smooth journey through the investment world — but it may help eliminate some of the “bumps” along the way.
