The Basics About SPLOST IV

How will funds be divided between county and cities? Henry County and its four cities have entered into an intergovernmental agreement regarding SPLOST IV. Henry County will receive 75%, or $142.5 million, for county projects. Of the 25% for the cities, Hampton will receive 11.64%; Locust Grove 8.99%; McDonough 36.74% and Stockbridge 42.64%. $100 million of the county’s money will be divided equally by the five commission districts, providing each district with $20 million to allocate for capital and transportation projects in each district based on priorities determined by each district. How will SPLOST IV funds be used? All of the funds raised by this SPLOST will be used in Henry County and the projects list is already

Funding Major Improvements For Henry One Penny At A Time Makes Good “Cents” Eddie Ausband

What if I told you that you could save a significant amount of money for retirement by putting a penny in a jar for every dollar you spend on yourself or your family? The truth is that if you spend $25,000 a year on food, housing, clothing and other essentials over a 40-year work career, and stash away a penny for every one of those dollars, you’d have $10,000 worth of pennies when you got through. My guess is most of us spend much more than that amount and our savings through such a disciplined approach would be much greater if we followed that path. Let’s look at such an approach on a much larger scale. Imagine every Henry County citizen, visitor and guest putting aside a penny for every purchase made here over a six year period. What do you think we could save, and, more importantly, what could we do with those “pennies?” We only have to look at our one-cent Special Local Option Sales Tax (SPLOST) for the answer. Implemented years ago, the SPLOST has funded major infrastructure improvements in Henry County for decades and improved the quality of life for all of us. Without SPLOST, our county would look completely different than it does today -and it wouldn’t be a pretty picture. It’s time for us to renew our commitment to SPLOST in elections on November 5th. During the course of this renewal, we would raise approximately $190 million

for vital improvements here at home -improvements in transportation, education, fire protection and other necessities to make us more competitive and enhance our economic well-being. Seventy-five percent of the proceeds from this SPLOST continuation would be used for county-led improvements and 25 percent would be used for improvements led by our cities. All projects have been identified and are available for review through the Chamber office. Among the major initiatives the county would fund through the program are: A new intersection at I-75 that would help alleviate major congestion and frustrating traffic tie-ups at Hwy 155. Construction of Building #2 at the new Southern Crescent Technical College that will improve educational opportunities leading to more jobs throughout the area. Construction of three new fire stations in the county, preserving and likely improving low fire ratings, thus leading to potentially lower home insurance premiums. Other major traffic-related infrastructure improvements that will benefit us all. Parks and recreational facilities improvements that contribute to our quality of life.

It’s important to remember that this is not a new tax -- it’s a continued way of funding major improvements for our cities and county that otherwise probably would not get done and a great benefit is that others traveling through Henry County would be putting their pennies in our pot as well. I encourage you to review the list of projects that would be funded by SPLOST and to vote in favor of its renewal on November 5th. It is vital to Henry County’s continued growth and development and improved quality of life. In my view, this penny just makes excellent “cents.”

Barbara Boone, Individual Member About Barbara Exactly one week after the 1963 march on Washington and Dr. King’s “I Have A Dream” speech, this native North Carolinian, along with her husband and infant son, moved from Durham, NC to Atlanta. Her husband, Clarence, fresh out of graduate school, had been offered a job at the Communicable Disease Centers. Moving south in the early ‘60s was practically unheard of among her peers. Most of her friends and fellow college classmates thought the couple had absolutely lost their minds to move to Atlanta! Everyone they knew was moving north for jobs. But move they did. Not particularly thrilled with the move, she promised that she would at least try to stay for one year – and yet she remains here over 50 years later! Soon after settling in, Barbara took a Federal position with the Social Security Administration (SSA). Although the majority of her career there was in the regional office of SSA, Barbara did gain some field experience off and on while her children were small in order to be near home. She worked in a variety of positions with SSA from analyst, to supervisor to manager. She retired after 30 years in 1995. During her career, she often had opportunities to speak with various groups, including the employees she managed, regarding achieving success. The personal and career goals for achieving success that she shared, simply put, were: Set a Goal. Coming to an agency the

size of SSA or any work situation could be overwhelming. One should learn as much about the agency or company as possible as well as where the opportunities are for advancement. Then you want to prepare yourself to work toward those opportunities. The first thing to do is to have some ideas of where you want to go. While preparing for this article, Barbara was reminded of a statement she read recently, “When you get to where you are going, where will you be?” That’s kind of thought provoking! It’s pretty hard to get somewhere when you don’t know where you’re going. It’s just as hard to reach a goal when you don’t have one! Have a “To Do” List. Be prepared academically as well as by learning as much as possible about the mission of your organization. Be Postive. Equate positivity with happiness and negativity with unhappiness – then decide to have a positive attitude about your work. There’s no sense in spending eight hours a day being unhappy. Be “Hungry.” Develop a desire to know everything about your particular job and how it fits in with others around you. Know your fit with the total operation. Read everything you can about your job, your profession, and your company. Volunteer for special projects. Be confident. Know that you can do your job better than ANYONE else. Be innovative. Don’t be afraid to try something new after discussing your plan with

your manager. Be unforgettable. Do such a great job that you can be wholeheartedly recommended for promotions or other opportunities. Perform so the organization can’t do without you. Perform so people will be “glad you came” as opposed to “glad you’re leaving.” Be farsighted. See beyond today. Don’t be afraid or embarrassed to take a lower paying job to start (most people do not start at the top of their profession.) Community Support Barbara volunteers with several Henry County agencies. She works with Connecting Henry and mentors at an elementary school in Stockbridge. She is on the Membership Committee at Eagle’s Landing Country Club. She was an Elder in the Presbyterian Church while living in Atlanta and is currently active in several social organizations such as the Atlanta Alumnae Chapter of Delta Sigma Theta Sorority; Atlanta Kappa Silhouettes, Atlanta Chapter; North Carolina Central University Alumni Association; and Les Elegantes’ Bridge Club in Atlanta. She is a member of One Heart Community Church in Stockbridge. Chamber Involvement Barbara joined the Henry County Chamber of Commerce in April 2005 as a means of learning more about Henry County and as a way to become involved in her community. She was advised by a friend, “If you want to know about Henry County, then you need to join the

Chamber.” For years now she has been an active and valued Chamber Ambassador, participating readily and often in ribbon cuttings and Chamber Connection visits with members. Barbara is one of those great faces for the Chamber of Commerce. We’re pleased whenever residents want to join the Chamber and get involved on a personal level,” says Gary Sparrow, Membership Director. The Henry County Convention and Visitors Bureau set up a booth in the Fan Zone at Atlanta Motor Speedway during race weekend. Over the course of the weekend, 200 race fans turned in receipts from Henry County businesses to the tune of $35,000! They spun the prize wheel for local prizes and were rewarded for their spending with “Race to Henry” t-shirts, branded cooler totes and chances at a 2014 Race Weekend package. fans simply wanted to be a part of the action as they posed in front of the large backdrop of pit road or picked up free sunscreen, coupons and brochures for local businesses. Once again, the significant impact Atlanta Motor Speedway has on the economic health of Henry County as well as the importance of reminding fans they are in Henry County was evident throughout the weekend. Leadership Henry kicks off its Class of 2014! Youth Leadership Henry Selecting the Class of 2014 The Youth Leadership Henry Board of Directors received 139 applications from Henry County sophomores for inclusion in the Class of 2014. Limited to a class size of 40-45 participants, the members of the Selections Committee have their work cut out for them again this year. Each applicant for the program must submit two recommendations, have a grade average of 84 or higher, and make a commitment to attend each monthly program; producing a pool of students that represent a pretty amazing crosssection of our community. The class is announced in late September and will be a group of Henry’s aspiring leaders that you will want to watch – they are going places!

Free is the best price, especially for small businesses. Some small businesses still don’t have a Facebook page, or a LinkedIn page, or even a free blog site to drive customers to their business. Most clients who come to the SBDC are seeking marketing assistance. It’s the

age old question, “where should I advertise/market my product/service?” With Christmas coming up in three months (gasp!), now is the time to start strategizing. What can you do to bring more customers into your business? First, start by getting the word out now. As we approach the holidays, we will be bombarded with messages, but small business owners need to start marketing now. Second, tap into your current customers to gain “likes” on Facebook or excellent reviews on Yelp or Angie’s List. Your current customers are your best advocates and a source for referrals. Third, keep at it. Start small, add one social media piece to your marketing plan, do it well, and add a second. Who are you personally following on LinkedIn or liking on Facebook? How can you mimic those pages? But ultimately think about what your

customers want. What do they want to hear from you? Survey your customers to see what your company is doing right and, more importantly, where are you missing the mark? 6th Annual Retreat Focuses on Economic Development Over 50 elected and appointed officials, business leaders and education professionals participated in the 2013 Henry County Intergovernmental Retreat to tackle the subject of economic development in Henry County. Hosted by the Chamber and its community partners, the retreat was held in late August at The Burson Center in Carrollton, Georgia. Participants included representatives of the Henry County Board of Commissioners, Henry County’s four cities, the Board of Education, Water Authority, Development Authority, Hospital Authority, several educational facilities, and numerous business leaders. “This is a meeting well worth holding and attending” noted Eddie Ausband, Chairman of the HCCC Board of Directors. As he stated in his Chairman’s Message in the September edition of henrycounty.com, “It provides the opportunity to listen intently, present

solid facts and creative ideas and to hold an honest and frank dialog on setting an exciting and mutually beneficial economic development course for Henry County.” The two-day retreat afforded the leaders an opportunity to take away lessons learned by the city of Carrollton and the leaders of Carroll County, and then to identify challenges to success, as well as to brainstorm potential solutions and measures that could entice businesses to locate in Henry County. It was recognized that economic development is impacted by other factors (many that have been topics of prior Intergovernmental Retreats such as education, transportation, quality of life and infrastructure.) Carroll County proved a wonderful backdrop for this year’s topic since the county offers multiple innovative solutions to promote education, entrepreneurship and an enhanced quality of life. Like Henry County, Carroll County also has the benefit of multiple exits along a major interstate. The retreat began with some of the successes of Carroll County as presented by Daniel Jackson, President and CEO of the Carroll County Chamber of Commerce and Carroll Tomorrow. Carroll County is made up of six cities that successfully collaborate, sharing the belief that “what is good for one

There the Henry County participants were welcomed and applauded by the band, Groove Gypsies who gave a great performance and amphitheater experience.

Day two of the retreat featured facilitated group sessions that resulted in recommendations by participants as to how Henry County can continue to improve in the area of economic development to attract and retain businesses in the future. David Gill, the Chamber’s President and CEO, closed the retreat by advising that the Chamber will take the lead in putting together a task force to begin following up on the recommendations and that the organizational meeting will occur within two weeks after the retreat.

Donna Armstrong-Lackey shared the success of The Burson Center located in Carrollton. The Burson Center serves as an incubator for small businesses by educating and mentoring entrepreneurs until they can successfully launch their business on their own at another site. The Center reaches beyond Carroll County’s borders, serving a seven county region, again fostering the belief of “what is good for all….” Participants heard some of Henry County’s success stories presented by Charlie Scott who applauded the Piedmont Affiliation for the hospital; Dr. Ethan Hildreth, who provided some of the successes of E2: Economics and Education and other successes in education throughout the county; and Jim Baker spoke to the success of South Point and development efforts in Henry County. The retreat included an opportunity to experience Carroll County’s quality of life as attendees toured Carrollton and the

Attendees of the August 15th Business Boosters Luncheon were treated to a luncheon prepared by students of the Culinary Department at this special event held at the Academy for Advanced Studies. These business luncheons are normally held in the Chamber’s Hudgins Room, however, it was important to provide the opportunity to not just hear about, but to see and experience all that this unique educational facility has to offer today’s students of Henry County. “We offer students a way to explore career pathways and to guide them toward successful careers at an earlier point in life,” said AAS Chief Executive Officer, John Uesseler. “It’s better to find out before college whether you really enjoy working in a field before you have to make a costly change in direction.” The

school also affords the benefit of dual enrollment opportunities enabling high school students to simultaneously acquire college credits. The AAS offers a number of hands-on, real life experiences and training in a variety of vocations, with even more planned. FINANCIAL FOCUS How Should Your Risk Tolerance Influence Investment Decisions? As an investor, how much risk can you tolerate? It’s an important question -” because the answer can help you make the right investment choices. Before you know your risk tolerance, you’ll want to make sure you first understand the nature of investment risk - the risk of losing principal. This risk is especially prevalent when you invest in stocks, because stock prices will always fluctuate - and there are never any guarantees about performance. Of course, a decline in value does not mean you need to sell; you can always hold on to the stock with the hope that its value will bounce back. And this can certainly happen, but again - no guarantees. How you respond to this type of investment risk will tell you a great deal about your own risk tolerance. Of course, no one, whether he or

she has a high tolerance for risk or a low one, particularly likes to see declines. But people do react differently. If you’re the sort of person who can retain your confidence in your investment mix and can focus on the long term and the potential for a recovery, you may well have a higher tolerance for risk. But if you find yourself losing sleep over your losses (even if, at this point, they’re just “paper” losses), becoming despondent about reaching your goals, and questioning whether you should be investing at all, then you may have a low tolerance for risk. This self-knowledge of your own risk tolerance should help inform your investment decisions - to a point. Even if you determine you have a high tolerance for risk, you almost certainly should not load up your portfolio exclusively with stocks. If the stock market enters

a prolonged slump, you could face heavy losses that may take many years to overcome, causing you to lose significant ground in the pursuit of your financial goals.
