Chairman’s Message By Taylor Rice

From Experience We Gain Wisdom

I

f our ambition and objective is to make wise decisions for our future, we advance this cause most effectively by learning from the experiences, mistakes, and successes of others. On May 4th, more than 100 metro Atlanta leaders traveled to Seattle, Washington, seeking wisdom and insight. This four-day trip was the Atlanta Regional Commission’s 2011 LINK Trip. LINK is an acronym for Leadership, Involvement,

Networking, and Knowledge. LINK 2011 attracted leaders from the state legislature, various city and county governments, state transportation agencies, numerous chambers of commerce, education, arts, health, quality growth advocacy groups, the media, businesses and corporations. Dana Lemon, representing the Georgia DOT Board, Kay Pippin and myself representing our Chamber, were pleased to be among this interesting group of people. This year’s trip focused on

many of the challenges, much like our own, faced by Seattle and the State of Washington over the last decade including explosive growth, a lack of transportation infrastructure and financing, and the need to strengthen the K-12 education system. The Puget Sound region has a population of just over three million people and is made up of three large counties. The region’s largest city, Seattle, has more than 600,000 residents. The Puget Sound Regional Council estimates that by 2040, the

region will have grown by 1.7 million people and 1.2 million jobs. The region has a relatively young and welleducated labor force, which it attracts from other parts of the country and world. Seattle attracts more highly educated people than most U. S. cities and The Brookings Institute counts Seattle among the “Next Frontier” regions. During the 2000s, the Puget Sound region ranked above the national average on measures of growth, educational attainment, and racial and ethnic diversity. Seattle retains an economic advantage over other metro areas from its built-in stocks of human capital, innovative firms and research institutions and from its livable urban core that attracts these highlyeducated workers. When asked why they chose to locate in the Puget Sound region, 70% of businesses surveyed responded the “High Quality of Life” offered in that area was their main reason. But like Metro Atlanta, the Puget Sound region has a significant amount of work to do to preserve the region’s strong economy and high quality of life. This includes an enhanced multi-modal transportation system, coordinated economic development, an improved K-12 education system and strategically-directed funding for higher education. Allow me to share with you what we learned about transportation in Seattle.

Today, the Sound Transit operates a three-county agency that operates commuter trains, light rail and express buses for the Greater Seattle region. The Greater Seattle area could write a textbook on how to pass (and not to pass) a regional transportation sales tax. The story actually goes back to the late 1960s when Seattle voters turned down a referendum to build a rail transit system with a 20 percent local match for 80 percent federal funds. Their loss became Atlanta’s gain. In 1971, Atlanta voters in Fulton and DeKalb Counties passed the MARTA Act, and the federal dollars originally intended for Seattle, flowed instead to the Atlanta region. Speaker after speaker reminded us that we should thank Seattle for our transit system and each expressed extreme regret over Seattle’s loss. In 1996 voters approved a regional transit plan for Puget Sound and to begin building a rail system and to create The Sound Transit Authority. Again in 2007, the decision was made to go back to the voters to approve a new investment in transportation in the region. The 2007 measure failed by a wide margin. The voters made it clear they wanted a regional transportation system that included light rail and investment in transit, and not the road investments contained in the 2007 referendum.

Here are two valuable lessons learned from Seattle’s experiences: The project list matters! Seattle defeated a proposed transportation tax in 2007. Community leaders went back, redesigned the project list and it passed comfortably in 2008. Same voters, different project list produced a different outcome. It is imperative that we all are involved in the selection of the project list for Metro Atlanta’s 2012 TSPLOST referendum. We must let the ARC Roundtable members know what projects we want on the final list presented to the voters in the summer of 2012. Ask, don’t assume, what the public wants! A county executive pointed out that in one of his cities, the mayor campaigned against the transportation tax saying his constituents opposed the tax. It passed in his city by a margin of 2-1. It is imperative that the public knows what is on the project list, that the public has input on the list, and that elected officials know the desires of their constituents. We must constantly remind our elected officials that passage of the 2012 T-SPLOST referendum is vital to our communities and Metro Atlanta’s future. There’s so much more to share with you about this valuable learning experience, but space does not allow. If you want to know more, just ask me, I love talking about it!

Train Trip Planned during NASCAR RACE

E

xperiencing the benefits of train travel beats merely hearing about it, according to Public Service Commissioner Tim Echols. That’s why the PSC member is working to arrange train rides during the Labor Day Weekend NASCAR Race at Atlanta Motor Speedway. On Monday, May 16, Echols chaired a daylong meeting of local officials, business leaders, environmentalists and train enthusiasts at the Atlanta Motor Speedway (AMS) in Hampton. While the project is very much so in the planning stages, the goal is to run a state owned excursion train between Macon and Hampton/Atlanta for race fans and others as one means of convincing the public to support a state-run passenger rail system between Macon and Atlanta. Echols believes if the state makes a success of the Atlanta-Macon route, the state would likely expand passenger rail service to Athens, Augusta and Savannah. “My interest is strictly the economic development of Middle Georgia,” Echols said. “I don’t know that this train is going to be the answer for everything that is needed down here, but it could make this area more attractive for companies to locate here.” The excursion train would only be able to travel about 30 mph, but with track upgrades, Norfolk Southern representatives believe a real commuter train between Macon and Atlanta could travel up to 89 miles per hour with 5 stops along the way including HartsfieldJackson Airport and Hampton. Funding for the operation of commuter rail service between Atlanta and Macon has been included on the “unconstrained” projects lists in three Georgia regions planning to present Transportation SPLOST (Special Purpose

Local Option Sales Tax) referendums to their voters in the summer of 2012. To become reality, all three regions must place the Atlanta-Macon rail project on their “constrained” (final) list of projects for their respective referendums and all three regional T-SLOST referendums would have to be approved by the voters during the summer of 2012. For more information on the excursion train planned for the September 4 NASCAR Sprint Cup Series night race and/or the Atlanta-Macon Commuter Rail project, contact Georgians for Passenger Rail at www.georgiarail.org.

Chamber Offers Disability Coverage for Employees - A Low Cost Solution That Communicates Caring Many employees have some form of life insurance. Unfortunately, they are much more likely to need disability insurance in their lifetimes. For the average 30-40 year old, roughly one out of three people will endure a disability of 90 days or more before age 65. When these events occur not only is their family put in a potentially devastating position, but their employer will almost certainly be impacted as well. The employer is left with one less employee for potentially a prolonged period of time. In addition, employers who are close to their employees feel terrible for them, wishing in

many cases that they could somehow help compensate them in one of their greatest times of need. The solution: disability income products or, paycheck replacement products! Group short-term and long-term disability products are very inexpensive solutions that make employees feel more secure and allow employers to obtain high quality employees. Group short-term disability products can be based upon a person’s income or can also be purchased in flat amounts, like $200 or $300 per week of income based on a person’s income. These policies can be set up to

begin one day, one week or two weeks after an illness or one week to two weeks after an injury and can replace a portion of the employee’s paycheck for up to 1 year depending on the product chosen. Group long-term disability products are typically based on a percentage of a person’s income, such as 60%, and typically do not begin paying until 90 or 180 days after the disability has occurred. The best news of all, there are discounts available on these products! Your Henry County Chamber of Commerce is helping small businesses offer more affordable employee

Roth IRA: A Lifetime Investment

S

into your Roth IRA and gradually increase your contributions as your income rises, up to the contribution limit. A Roth IRA is an excellent retirement savings vehicle because it can grow tax free and your contributions can be invested into just about any investment you choose — stocks, bonds, mutual funds, CDs and so on. Of course, when you’re young, you might not be thinking much about retirement. But the earlier you start contributing to a Roth IRA, the more you could end up with — and the difference

ome investments are appropriate during your working years, while others are more suitable for retirement. But a Roth Individual Retirement Account (IRA) can provide you with benefits at virtually every stage of your life. Let’s take a quick “journey” through some of these stages to see just how valuable a Roth IRA can be. To begin with, you can open a Roth IRA at any age, provided you have earned income and meet certain income limits. So if you’re just starting out in your career, put as much as you can afford

could be substantial. In fact, if you started putting money into a Roth IRA at age 30, and you contributed the maximum amount each year until you reached 65, you would accumulate more than $766,000, assuming you are in the 25% tax bracket and you earned a 7% return, compounded annually. But, given the same assumptions, you’d end up with only about $365,000 if you waited until 40 before you started contributing. It clearly pays to contribute early and annually to a Roth IRA. (In 2011, the annual contribution limit is $5,000, or

$6,000 if you’re 50 or older.) There are additional benefits to funding a Roth IRA, such as its flexible withdrawal options, which are available to you even before you retire. Since you already paid taxes on the money you put into your Roth, you can withdraw your contributions at any time without paying taxes or penalties. Generally speaking, it’s certainly best to leave your Roth IRA intact for as long as possible. But if there's an emergency and you need access to the funds, you can also withdraw your Roth’s earnings tax free, provided you’ve held your account at least five years and you don’t start taking

withdrawals until you’ve reached 59½. Now, let’s fast-forward to your retirement. Unlike other retirement accounts, such as a traditional IRA or a 401(k), your Roth IRA does not require you to start taking withdrawals at age 70½ — or ever. If you don’t need the money, you can leave it alone, possibly to grow further, for as long as you like. This means that you might have more money to bequeath to your children or other beneficiaries, and they won’t have to pay income taxes on withdrawals from either your contributions or your earnings, provided your Roth IRA account has been open

for at least five years. Keep in mind, though, that your beneficiaries will be required to take distributions based on their life expectancy. As you can see, a Roth IRA can be an excellent financial “traveling companion” as you go through life. So consider adding a Roth to your portfolio — and bon voyage.
