County Agencies Partner with American Legion to Donate Supplies to Tornado Victims

Henry County Government and the Henry County Water Authority partnered with American Legion Post 516 to operate a donation drive over the Easter weekend. They collected much-needed supplies for people in Newnan who were impacted by the devastating tornado that hit the city late last month. Commission Chair Carlotta Harrell, District I Commissioner Johnny Wilson, Police Chief Mark Amerman, American Legion Post 516 Commander Alton Head, along with American Legion members, Water Authority employees and the Henry County PD, participated in the donation drive. Henry County officers escorted the loaded trailers to Newnan, and members of the HCWA staff provided transport and helped load and unload the trailers at the destination. During the trip to Newnan, Harrell drove through the parts of the city that were devastated from tornado damage. She said that the tornado destroyed or damaged more than 1,700 homes there. “Henry County is proud to collaborate with American Legion Post 516 and the community to help our neighbors in Newnan who were so horribly affected by the recent tornado. I want to thank everyone who donated water, supplies and time to this relief effort,” said Harrell.

Commission Chair Appoints Greg Cannon to District III Commission Seat
Greg Cannon was sworn in on April 5 as the District III commissioner by Probate Judge Kelley Powell at the Henry County Administration Building, to fill the seat of former Commissioner Gary Barham, who passed away last month after succumbing to complications from Covid-19. State law, under Senate Bill 22, requires the Henry County Board of Commissioners to appoint a person to fill the seat until a special election is held in June. The BOC had 14 days to appoint one of three possible candidates from a list supplied by the former commissioner’s political party, but were unable to come to a consensus. The time to appoint expired on March 16. Under Senate Bill 306, the Chair of the Henry County Commission is authorized to appoint a person to fill the vacancy once the allotted time frame for the
Board to make the appointment has elapsed. SB 306 reads, “In the event that a majority of the board does not vote to appoint a person to fill a vacancy within the time provided for in this subsection, the chairperson shall then immediately appoint a qualified person from the list of nominations provided pursuant to this subsection to fill such vacancy.” Cannon is the CEO and co-owner of Cannon Cleveland Funeral Directors and is active in the Henry County community through a variety of Boards and initiatives. He was a member of the Chamber of Commerce Board of Directors, the Rotary Club, was the Chairperson of the Stewardship Committee for McDonough Presbyterian Church, and served on Sacred Journey Hospice’s Foundation Board of Directors.

April 8, 2021 Board Approves Grants, Contracts and More The Henry County Board of Commissioners approved several resolutions at the April 6 Commission meeting. Items approved include: • Fire Department resolutions- awarded T&T Uniforms South, Inc. of Jonesboro, Ga a bid in the amount of $5,114.45 for the purchase of uniforms; accepted a donation of $500 from Smith, Welch, Webb and White, a $2,000 donation from David Rogers and a $2,500 donation from C&C Sales and Training Faithful Guardian Southside for a total amount of $5,000 for funding EMS Week; and accepted a donation of $500 from Janice Barrett in honor of Mr. Jerry Durant for Fire Station No. 12 and its members. • Police Department resolution-awarded the purchase of nine Ford Explorer pursuit vehicles from Wade Ford of Smyrna, Ga in the amount of $350,654.23. • Transportation Planning resolutionapproved the contract with Pond and Company to update the Henry County Comprehensive Transportation Plan and develop a Henry County Trails Master Plan in the amount of $625,000. The Atlanta Regional Commission will provide $500,000, and the Henry County Department of Transportation Planning has allocated $125,000 in its FY 2021 budget to fund this project. • Building and Plan Review resolutions- approved the request for a new street light district for Traditions at Crystal Lake, Phase III Pod C Subdivision on Traditions Lane located in District II; and approved the request for an addition of one streetlight to an existing street light district for Eagles Landing henrycounty-ga.org
Country Club Subdivision on Cypress Point located in District IV. • Parks and Recreation resolution- approved the purchase of fencing for Avalon Park to All Advanced Fence in the amount of $31,000.00 utilizing Capital Funds. • Public Works resolution- awarded a contract for quarry aggregate to Vulcan Materials Company, a local company, in the amount of $387,047. • County Manager resolutionsauthorized the installation of a road marker on Airline Road at Oglesby Bridge Road in recognition of Gabrielle Brown, a resident of District IV, who was crowned Junior National Miss Forestry Queen in November of 2020; and approved a board compensation increase for the Henry County Board of Assessors and the Henry County Board of Elections and Registration. • Human Resources resolution-approved and adopted the Henry County Employee Benefit and Medical Insurance Plans for 2021-2022. • SPLOST resolutions- awarded a bid to K-Team Engineering & Construction for the renovation of the existing concession/restroom building at North Ola Park located in District III in the amount of $111,892; and awarded a bid to Falcon Design Consultants, LLC for the design services for North Ola Park sidewalks and road widening in the $73,352.00. Board Approves Soliciting Proposals for New Court Complex Commissioners approved a resolution authorizing staff to proceed with requests for proposals (RFPs) for all judicial functions to be relocated to 143 Henry Parkway from the McDonough Square. County Manager Cheri Hobson-Matthews made the presentation detailing current space conditions within the Henry County Court System and pointed to the fact that Henry County will have a fourth judge joining the county in January, increasing the court’s caseload and requiring more staff and space. She said there have been several conversations about the best way to address the growing needs of the courts. Hobson-Matthews detailed the court space and the consideration of parking and said that the better use of all of the county’s judicial functions would be to relocate on Henry Parkway at the current Red Hawk Park. The location allows for ease of access, expansion capabilities and one complex for all court functions, including the District Attorney and the Solicitor General’s offices. “I want to make sure I put away any false information in terms of the courthouse being physically moved from the Square and relocated or the courthouse sitting as a dormant building in the event that the court functions are relocated. My intentions and staff’s intentions are to continue to ensure that the McDonough Square continues to be vibrant and that the residents frequent the Square as a result of doing business with the county.”
She said the Red Hawk site consists of 19.5 acres of pre-graded property, and offers ease of access to Hwy 20/81, space for future expansion, reduces the need for inmate transport and staging, and features an onsite retention pond. She added that the new complex would include a secured parking deck and separate parking for judges and staff. Solicitor General Pam Bettis also addressed the Board and listed concerns of the current situation explaining that more office space is needed. “One of the biggest concerns we have at the courts is the growth. We are growing exponentially. The court has already gone through expansions,” said Bettis. Facilities Maintenance Director Hutch Purvis presented preliminary plans for the new complex and how the current courthouse and judicial center would be utilized by other county departments, as well as offer much-needed storage. The current Administration Building across the street from the Redhawk park will also be used for court purposes as needed. She said funding will come from a variety of sources and said that in addition to the Board of Commissioners authorizing capital funds, fund balance and some federal funding could also be utilized. Purvis gave a loose timeline and said that design and engineering could take up to a year to complete and that construction would likely take a minimum of two years.

April 8, 2021 Quincy Carter Football Camp to be Held at Village Park on May 16
A one-day football camp is scheduled at North Village Park in Ellenwood for elementary, middle and high school players who are ready to elevate their game under the direction of former Dallas Cowboy Quincy Carter. Hosted by District V Commissioner Bruce Holmes, the Quincy Carter Football Camp is being presented by the Dolphins Elite Association and will be held on May 16 from 9 a.m. to 3 p.m. at the park, and Holmes said he is excited to bring this opportunity to young athletes in the area. “I’m excited for the youth football community in Henry and neighboring counties. This will be a great opportunity for kids to learn fundamentals, develop skills and understand the game of football from the former University of Georgia and Dallas Cowboy Quarterback,” said Holmes. “Over the past three years, Village Park has hosted Cam Newton’s Flag Football Tournament and other celebrity events. Having Quincy Carter and other former NFL stars in the Village will be a great benefit and wonderful experience for the youth in our community.” Quincy Carter, former NFL player, said combine camps are a great way to help young athletes develop henrycounty-ga.org
the skills needed to take their games to the next level, and that his camp works with the complete student athlete, focusing on athleticism but also the importance of SATs, scholarships, school work, to prepare young people for life both on and off the field. “Football has done a lot for me. I’ve gone to the highest levels in the sport, but I have also had some derailments,” said Carter. “To stay on the right track, we want to turn the light switch on for these young athletes to build both body and mind. It’s not only a football camp but a mentoring program as well.” Dolphins Elite Association president Lorenzo Harris said he was excited that the association was a part of such an amazing opportunity. “We are committed to motivating and inspiring our youth in the community. Our kids are eager to learn and will benefit tremendously from this camp. We appreciate Village Park for the platform to allow our children to continue to grow and become extraordinary individuals,” said Harris.
