The Panjim town went into a tizzy today late evening after an anonymous call to the police station triggered a bomb scare near K TC bus stand.

The call, however, turned out to be hoax.

Speaking to Herald, PI Sandesh Chodankar informed that soon after the call, Panjim police staff along with Bomb Disposal Squad team was pressed to service and scanned the entire area for a couple of hours to find nothing.

A couple of locals, commuters and others were quizzed after which the alert was soon withdrawn.

Former tourism minister, Mickky Pacheco will have to spend the next seven days in the custody of the Crime Branch.

A day after his arrest by the Crime Branch in the Nadia Torrado death case, the Judicial Magistrate First Class, Margao on Friday remanded the former minister to seven days police custody. The court also rejected Pacheco’s plea for his medical examination by the Head of Department, Medicine of the Goa Medical College and Hospital, Bambolim.

Incidentally, Judge Devidas Kerkar ordered that Pacheco be remanded to seven days police custody even though the Crime Branch through the Assistant Public Prosecutor had prayed that the former minister be remanded to 14 days police custod y. On the other hand , Pacheco’s lawyer objected to the Crime Branch’s prayer and submitted that the former minister be remanded only for 2-3 days on grounds the investigating agency would have adequate time at their disposal to interrogate the former minister till Monday.

65 killed, 110 wounded in Pak attacks PTI PESHAWAR, JULY 9

At least 65 people were killed and 110 injured when two Taliban suicide bombers struck a government office at a busy market place in Pakistan’s restive tribal belt, the latest in a wave of terror bloodbath that has shaken the country.

The attackers detonated their explosives outside the office of the assistant political agent at Yakaghund village in Mohmand Agency, 40 km north of Peshawar.

Hundreds of people, including members of an anti-Taliban militia, were present outside the office and in the nearby market, witnesses said.

Political agent Amjad Ali Khan, the region’s top government official, told PTI that 65 people were killed and 112 others injured in the attack. The first bomber was on a motorcycle while the second was driving an explosives-laden vehicle, Khan said.

The Mohmand chapter of the Tehrik-e-Taliban Pakistan claimed responsibility for the attack, one of the worst terrorist assaults in the tribal belt.

Margao Municipal Council’s ambitious plan to set up the kabrastan for the city ’s Muslim community at Sonsodo has run into rough weather.

Even as the civic body at its meeting last month resolved to acquire around 30,000 square metres of land at Sonsodo for the burial grounds, it has now come to light that only land admeasuring 11,000 square metres is available at the site, while the balance land falls in the neighbouring village of Raia.

Incidentally, the Raia Village Panchayat has already warned the Margao municipality that it will not sit quiet and watch if the civic body acquires land from the village.

Even as the Margao Municipal Council at its meeting last month resolved to acquire around 30,000 square metres of land at Sonsodo for the burial grounds, it has now come to light that only land admeasuring 11,000 square metres is available at the site, while the balance land falls in neighbouring Raia. when the Town and Country Planning Department was asked for an NOC by the civic body towards acquisition of the land in question.

MMC officials informed that Town Planner Rajesh Naik has made an observation that only 11,000 square metres of land at the site is identified by the civic body for the burial grounds for the minority community.

It is learnt that the provisional site survey and the Form B indeed showed that there’s 30,000

square metres of Communidade land available at Sonsodo in Chalta No 1 PT sheet 50. But, subsequent inquiries by the TCP have now shown that more than half the portion of the area actually falls in Raia village, putting the municipal body in a tight corner.

Questions are raised as to who had identified the Sonsodo land for the burial grounds without conducting a site survey to ascertain the availability of the land.

MMC officials said the Sonsodo site proposal was put forth by the high level committee at its meeting held in Panjim under the chairmanship of Chief Minister Digambar Kamat.

Given the situation, it is not clear whether the Margao civic body would go ahead with the land acquisition process or not as a senior official pointed out that acquiring 11,000 square metres of land would not serve the purpose.

Moreover, the official said the Sonsodo site has not gone well with the minority community given its close proximity to the waste dumping yard and the insistence of the community leaders to acquire the 99,000 square metres of land at Aquem as per the unanimous resolution passed by the Goa Legislative Assembly in 1999.

The controversial ex-tourism minister Mickky Pacheco, who finally landed in the police net on Thursday, spent his first night in the police lock-up amid mosquitoes.

NCP to form secular front without Cong PTI NEW DELHI, JULY 9

In an apparent bid to give pinpricks to major ally Congress, the NCP today announced that it will form a secular democratic front in poll-bound states like Kerala and Assam.

But the NCP tied itself up in knots when it said it will protest against the Union Government of which its leader Sharad Pawar is a part.

“We would like to be with the Congress but Congress does not want us to be with them.... If Congress does not give us space, we will try to find our own space,” NCP General Secretary D P Tripathi told reporters here.

He said the NCP will forge an alliance of secular and democratic parties in various States, particularly in Kerala and Assam, where elections are due next year.

Tripathi said NCP is now a part of the Left Democratic Front in Kerala and will contest elections jointly next year.

NCP could also explore options in Andhra Pradesh where Jagan Mohan Reddy is going ahead with his Odarpu Yatra despite objection to it from the

Congress High Command.

Taking its bitterness with Congress to new lengths, Tripathi said the party will be part of the LDF protests in Kerala against price rise.

All-party meet favours opinion of legislators, municipalities and p’yats HERALD REPORTER PANJIM, JULY 9

The all party meet, called by the Chief Minister Digambar Kamat to discuss the crucial issue of illegal religious structures, on Friday decided to take the opinion of all legislators, village panchayats and municipalities.

The all party meeting, held at the secretariat, was attended by the Chief Minister besides the GPCC president Subash Shirodkar, Bharatiya Janata Party’s Manohar Parrikar, NCP’s Jose Philip D’Souza and MGP. Speaking to Herald Kamat said the meeting was called basically to witness the presentation made by both North and South

Goa Collectors.

“They gave presentation on the number of illegal structures in both the districts,” Kamat said.

He continued, “We have asked the collectors to circulate the copies to all the legislators, panchayats and municipalities and let them decide which structures can be relocated.”

The chief minister said that he felt many of the structures can be relocated.

“We have asked them (the collectors and legislators) to examine the matter,” he stated.

The State Government recently listed 800 structures, including 350 temples, in its list of illegal religious structures in public places – Government and communidade land.

The revenue department conducted a survey of the religious structures as per Supreme Court order.

The department didn’t go into the age of the religious structures as the SC order didn’t ask the States to go into the issue.

Interestingly, even as resurvey has been planned, the Government has also set up a committee headed by the Chief Secretary to go into the issue on case-to-case basis.

Mickky knocks doors of Sessions court for bail HERALD REPORTER MARGAO, JULY 9

Beleaguered former Tourism Minister, Mickky Pacheco has knocked the doors of the South Goa Sessions Court for bail moments after the Judicial Magist r a t e F i r s t C l a s s , M a rg a o remanded him to seven days police custody.

The bail application will come up for hearing before Additional Sessions Judge B P Deshpande on Monday afternoon.

Saying that the ongoing investigations is politically influenced, Pacheco said he had fallen in bad books of his political colleagues by accusing the Chief Minister and the Home Minister in the Excise scam and the Drug scam in Goa, involving the kith and kin of political bigwigs in the government.

In his bail plea, Pacheco claimed there is no direct, indirect or circumstantial evidence against him except the circumstance that he happened to be the close friend of deceased

Nadia Torrado and her family for many years. He pointed out that the investigation agency has made or is making a mounting out of a mole hill for ulterior reasons.

Apprehending harassment from the police, the former minister said that custodial interrogations have commenced and any further custodial interrogation is not necessary.

Saying that he is sick, tense and unable to bear the tension that he is in police custody, Pacheco said he will rely upon medical reports maintained by Hospicio hospital and Goa Medical College to establish that he is really unwell and that any further police custody will be detrimental to his health.

Saying that he will not tamper with evidence, Pacheco said he would abide by any condition to be imposed by the court and undertook to appear before the investigating agency or the court as and when required.

He prayed to the court to call

for the investigation papers for scrutiny and examination, saying the papers would disclose that he is innocent and has been falsely implicated.

“The police are trying to harass me. The case being set up by the police against me is false, concocted and politically motivated”, he said, adding “I am innocent. I have not committed the alleged offenses. I have been falsely implicated”.

Saying that he had given a detailed statement to the police on all aspects of the matter during his interrogations by the Crime branch on June 4, Pacheco said he realised during the course of recording his statement that the investigations are not being carried out in a fair manner and is to finish him politically.

The former minister said he did not appear thereafter before the police in order to evade the illegal arrest or detention as he had strong apprehensions that he may have been illegally arrested by the police.

‘Mr Pacheco, let’s go’ HERALD REPORTER MARGAO, JULY 9

“Mr Pacheco, let’s go”, was how Crime Branch Investigating Officer PI Sunita Sawant told the former minister after hearing of arguments concluded before Judicial Magistrate First Class, Margao on Friday noon.

Pacheco was sitting on a bench flanked by Viola and one of his close aide after coming from the accused box. Given that the Magistrate has reserved his orders to 4 pm, PI Sunita Sawant came inside the court room and addressed the former minister, Mr Pacheco, let’s go.

Surrounded by a group of policemen, Pacheco was led out of the court building, before heading to the Margao police station, where the police said the former minister was put inside the lock-up.

Sources in the know said the police offered the former minister vegetarian food at the Margao police station, but he declined the offer. Instead, Pacheco is believed to have had some biscuits during lunch time,

before he again headed to the JMFC’s court for the court order.

After the court remanded him to seven days police custody, the Crime Branch sleuths took him to Panjim for further interrogations.

A public meeting convened by the Goa Youth Foundation in association with Bailancho Ekvott at the Margao Municipal hall on Friday evening on the topic “Degeneration of Goa – How many Nadia’s will die” was cancelled at the eleventh hour apprehending law and order.

The Margao police deployed police at the Margao Municipal hall apprehending that supporters of Mickky Pacheco would make their presence felt at the venue which may result in a law and order problem.

Bailancho Ekvott convenor Auda Viegas later told newsmen that the meeting had to be cancelled after the Margao Munici-

pality did not grant the permission to hold the meet. “The Margao Municipal Chairperson Savio Coutinho and Chief Officer Y B Tawde told me that Collector has instructed to cancel the meeting apprehending law and order problem. As a law abiding citizen, I decided to call off the meeting, even though the group of persons who assembled at the venue insisted I hold the meet”, she said.

She, however, disclosed plans to hold the meeting soon at a public place. Today’s meeting was scheduled to be addressed

When contacted, MMC Chairperson Savio Coutinho said the Civic body did not grant any

However, Coutinho said the Civic body received telephone call from the deputy Collector, Margao as well as the police against grating permission to hold the meeting in the Municipal hall apprehending law and order problem.

“We were about to grant permission for the meeting in the hall, but decided otherwise following telephonic calls from the police and the deputy collector”, he added.

The Discriminated Teachers’ Forum (DTF) will hold talukawise meetings of prematurely retired teachers in view of the forthcoming Assembly session to impress upon the Government to take note of their grievances, an assurance over which was made in June.

DTF said the meetings are being planned to decide on the future course of action after Chief Minister Digambar Kamat failed to take note of their grievances even as one month had passed after his assurance of finding a solution to their problems.

A press release issued here states teachers from Salcete, Canacona and Vasco will hold their meeting at Loyola High School, Margao, on July 11 at 10 am and those from Ponda and surrounding areas will meet at 4 pm at Shiksha Bhavan.

The Maina-Curtorim police has claimed to have busted a gang involved in motorcycle thefts in recent times.

A fire, the cause of which is being probed, engulfed the Mini-Dubai Shoppee situated on the Santa Cruz-Bambolim road at Cabesa in the wee hours of Friday gutting food stuff and clothes to the tune of approximately Rs 20 lakh.

Cosmetic products, chocolates, clothes, mobile phones, food products, gifts and novelties were charred in the fire that broke out between 2 am and 2.30 am today. The proprietor Nelson Dias said at around 2.15 am a neighbour called to inform him about the fire after which he rushed to the spot.

Dias said for the last two days Santa Cruz has been witnessing power fluctuations. I have a feeling the fire may have been caused due to a short circuit, he stated.

The Konkan Railway police on Friday arrested a

native of Nepal, Krishna Bahadur and seized from his possession 920 grams of Charas valued around Rs 92,000.

Acting on a tip off, the personnel attached to the Konkan Railway Police station swooped down on the accused at the KRC foot bridge and recovered the drugs from his possession.

PI Vincy Paes informed that the accused had gone to his native place and might have brought the consignment for sale. In fact, he said that the accused was supposed to deliver the consignment to an unknown person on the foot bridge.

Preliminary investigations have revealed that the accused was working in Anjuna village and might have come to the South given the off season.

The police has booked him under the NDPS Act. PI Paes said the accused would be taken for a police remand for further investigations into the drug seizure case.

CDP: NGO drags MMC to Consumer Forum HERALD REPORTER MARGAO, JULY 9

Goa State Infrastructure Development Corporation’s City Development Plan has run into further trouble.

City-based Women’s NGO, Bailancho Ekvott has dragged the Margao Municipal Council to the Consumer Forum for deficiency in service due to its failure to keep open the CDP for public inspection.

In the complaint filed by the Forum President, Auda Viegas, she pointed out that the MMC had promised to keep the CDP for public scrutiny for 15 days, but the same was not provided to the people on grounds that it was a bulky document.

Taking the premise that by paying taxes, citizens are consumers of the facilities the Municipality is duty bound to provide, the Bailancho Ekvott has knocked the doors of the Consumer Forum.

Admitting the complaint, the Forum has issued show cause notice to the Civic body to file its reply to the contentions raised by the women’s NGO. Viegas said the NGO has prayed to the Consumer Forum to direct the Civic body to grant

reasonable time of atleast one month for the perusal of the CDP for the complainant and other consumers, besides NGOs in the larger interest of their case.

The NGO has further prayed that the Forum pass an interim order restraining the Civic body from acting in any manner in furtherance of their intention to deny the public access to the CDP and to request the Civic body to

make the CDP freely available for public access in the office of the Municipal Assistant Engineer. The

Forum prayed that the Civic body be direct to cancel the period of 15 days being unreasonable.

Aldona school, locals tie up to promote organic gardening HERALD CORRESPONDENT PORVORIM, JULY 9

A group of residents from Aldona have associated themselves with St Thomas Girls’ School in the village to promote organic methods of agriculture.

“In Goa, currently, agriculture and farmbased activities are no longer the most prominent lifestyle. A group of us were interested in promoting organic methods of agriculture and decided that since we lived in Aldona we could perhaps promote organic home gardens. We thought that the best method of doing so was introducing it to school-going children,” wrote Marie D’Souza in the Aldona-net online mailing list.

“The pupils from Std I to Std IV and Std VIII to SSC have Environmental Science (EVS) in their curriculum. Integrating practical work with their theoretical studies seemed a good idea.”

The core group, comprising Dr Mariette Correa of Carona, Milton Fernandes of Carona, Dr Marie D’Souza of G. Coimavaddo, Dr Nitya Ghotge of Goncoi/Pune and Sunita Rao from Sirsi, Karnataka, then approached Sr Sharon, Headmistress of St. Thomas Girls’ High School, and she was enthused by the idea.

“She even agreed to let the group have a few sessions with the pupils during their

EVS periods. She also was willing that a part of the school garden be used for growing vegetables and medicinal plants. The children would work in the garden in batches during the EVS period. They would learn about the practical aspects of garbage management, composting, planting and maintaining a garden, nutrition and use of plants for common ailments,” said D’Souza.

“We are sure that some of the children already have gardens at home in which they grow vegetables and also have some fruit trees. Chemical fertilizers and pesticides are commonly used. In EVS they are learning about the long-term ill-effects of these on the environment – fields, water-bodies, insects, birds, frogs, etc. and the value of organic home-grown vegetables.”

D’Souza said the pupils need to be aware that one can get a good, healthy and profitable yield of vegetables with organic fertilizers and pesticides. “If they get this experience in the School Garden we hope that this percolates to their family members and the Aldona community. Some of the Teachers are already into Organic Gardening and probably some of the pupils, members of the Eco Club are too,” D’Souza said.

She added that practical efforts for a class of about 40 pupils require that the school has tools for gardening. While the

School does have some gardening tools it needs to have a few more and a wheelbarrow. Sr Sharon informed the group that the school does not have the funds for these tools.

“With the help of two interns, we have already started weeding the small plot and some of the pupils of Stds. VIII and IX bring their own tools from home,” said D’Souza.

D’Souza, however, admitted that these temporary measures cannot continue for long.

“At least 5 sets of tools are needed for all the girls to have a chance to work in the garden in batches. The estimated cost for these tools is Rs 5,000 and an additional Rs 5000 for the wheelbarrow.

D’Souza has appealed for donations to purchase the tools and has informed that contribution may be sent to Sr Sharon either in cash or by cheque/DD payable to St Thomas Girls High School, Aldona.

“A detailed programme is being planned for the school with inputs from members of the Core Group and visiting interns, in collaboration with the EVS teachers. At the end of the year, we will evaluate comparing the EVS grades of the pupils with that of the previous year. We hope to make the St Thomas Girls’ High School, Aldona, a model for other schools to emulate,” said D’Souza.

Delayed GU results affect job seekers

Satyajit Rana from Jharkhand knows that he has a job but is not able to get the confirmation letter, thanks to the delay by the Goa University in declaring results.

Rana, final year student of Goa College of Pharmacy, is amongst 68 students, who are waiting for the university to declare their exam results.

“Many students have job offer letters from various companies in their hand but they can’t join because the results are not declared,” Rana says.

The management of Pharmacy College confirmed that the results of second, third and fourth year are yet to be declared by Goa University. Several students come to college every day and sit doing nothing.

“The students from the final year have got the job offer letter from various companies; they have to join after producing the result. If they fail than the students from other universities will grab the posts,” a senior professor said refusing to dis-

close his name.

The students intending to join M Pharm course in various other universities are also held back as they don’t have their result sheet.

Of the 68 students from final year, 18 have already applied for M Pharm in Goa College of pharmacy.

The examination was held in April, this year and results were expected latest by June end.

Meanwhile, GU vice chancellor Delip Deobagkar was not available for comments.

Status report on vector borne diseases HERALD NEWS DESK PANAJI, JULY 9

A total of 17 blood samples were tested for Chikungunya from July 3 to July 9 out of which 8 are confirmed positive. They are from areas under CHC Ponda – 2, PHC Candolim – 5 and PHC Bicholim – 1, says a press release issued by the Directorate of Health Services.

In order to control the spread of disease in these areas surveillance measures are strengthened to detect early and possible treatment. House to house survey is done to identify the breeding sites and all action has been taken to eliminate or treat the breeding sites with chemicals.

Therefore further spread is reported in these areas.

Total of 224 Malaria cases have been reported during the month of June 2010, out of which 19 are of Plasmodium Falciparum. This brings the cumulative total number of malaria cases from January to June to 998 out which 121 are of Plasmodium Falciparum.

During the year so far maximum number of cases are reported from jurisdiction of UHC Panaji, PHC Candolim, PHC Aldona, PHC Corlim, UHC Margao and UHC Vasco. All surveillance and Integrated Vector Control measures are taken up in these areas to control the further spread.

HC directs p’yats to verify total dwelling units HERALD REPORTER PANJIM, JULY 9

The coastal panchayats will now have to ascertain, within six months, total dwelling units in the CRZ–III (200-500) that existed as on February 19, 1991 and also determine the number of structures that came to be built post-CRZ notification, 1991.

A Division Bench of Justice A S Oka and Justice F M Reis on Thursday while admitting a writ petition filed by Goa Foundation fixed a deadline of six months for coastal panchayats to determine the total number of dwelling units in the CRZ-III as on February 19, 1991 and also dwelling units built after that date.

The CRZ-III has been earmarked for restricted development where only dwelling units are permitted with a rider that the number of dwelling units should not exceed the number of dwelling that existed on February 19, 1991 The construction of hotels is also permitted in the CRZ–III area but permission has to be sought from Ministry of Environment and Forests.

Moreover, the High Court also directed the coastal pan-

chayats to determine the number of structures (other than dwelling units) that had been built between February 19, 1991 and December 1998. In 1998, in an interim order the Court restricted the government from issuing any fresh per-

crz iii mission for construction of hotels and the order is still in operation.

Besides the coastal panchayats, Canacona Municipal Council (CMC) has also been added as party in this petition and has been directed to follow same orders.

The State government will have to complete the exercise of determining open spaces in the CRZ-III area, available for construction of hotels and also, formulate a policy for proper utilization of open spaces within a period of six months.

The government has also been directed to launch a website for displaying information relating coastal regulations.

The government, coastal panchayats and CMC have been asked to file compliance report

by March 15, 2011.

Life guards manning the Betalbatim beach on Thursday morning rescued an Olive Ridley turtle which had strayed on shore after being entangled in a net.

The turtle was spotted at around 8 am on the beach by life guard Captain Umesh Gawde, who with his colleagues left the turtle in the sea, only to find it resurfacing on the shore.

Finally, the team later intimated the matter to the forest

department, who came and took possession of the sea turtle.

Gawde told Herald that the Olive Turtle was entangled in a net and sustained injuries on one of its lap. “We caught the turtle and tried to release it in the sea twice, but it came back again”, he added.

A forest official said the turtle weighing around 25 kgs has been sent to Cotigao for treatment of the injuries. “If the turtle shows some improvement, it will be released in the sea at GalgibagaCanacona”, the official added.

Aldona MLA Dayanand Narvekar said that an amount of Rs 75 lakh is earmarked for the development works which include improvement of drainage system, construction of protection wall, widening of road and other works in Salvador-do-Mundo Panchayat area.

Narvekar was speaking at the meeting at Salvador-do-Mundo where the grievances of villagers were voiced.

Speaking further, Narvekar said that it is proposed to hotmix carpet to 5 kms stretch of road in every panchayat area. Besides, the work of improvement of road including new roads to stretch of 5kms would also be taken up, he informed.

Narvekar told PWD officials to prepare estimates for the construction of footpaths at ‘Ganesh Visarjan’ platform in the area.

He assured to provide sodium vapour lamps.

Narvekar also disbursed the cheques amounting to Rs 1.25 lakh to 56 beneficiaries under the scheme of financial assistance to vegetable vendors on the occasion.

The Xavier Centre of Historical Research at Porvorim will organize a talk and discussion on “Goa's global broker potential: Connecting India to the Portuguese-speaking world” by Dr Constantino Xavier on July 12 at 5.30 pm.

According to Dr Xavier, Goa, in particular, can play a crucial role in facilitating India's burgeoning economic, political and cultural relations with the Community of Portuguese-speaking countries and the lusophone world.

“New Delhi could develop Goa into a strategic hub to foster relations with the emerging ‘Global South’ as well,” said Dr Xavier.

The talk identifies Goa's specific advantages in this regard, as well as concrete suggestions on how to transform this potential into influence and global brokerage capacity.

Dr Xavier (Portugal) is a Fulbright-sponsored PhD candidate in South Asian Studies at the School of Advanced International Studies, Johns Hopkins University, in Washington DC. He taught Comparative Politics at the New University, Lisbon.

The State Family Welfare Bureau’ under ‘Directorate of Health Services’ will be observing ‘World Population Day’ on the theme ‘Everyone Counts’ in the State of Goa, by organizing students road rally’s and conducting various competitions, talks etc. The programmes are organized at all Urban Health Centres, Community Health Centers and Primary Health Centres, in State.

The rally will start from Kala Academy campus at 10 am and proceed via St Inez junction, MG Road, to culminate at Azad Maidan. Around 500 students from various schools and colleges from Panjim jurisdiction are expected to participate in the rally.

T

t seems that the people of Sanguem are puzzled why they are unable to find much fresh water fish in the numerous streams in Goa’s most hilly and forested taluka. That sounds familiar, does it not? It’s just like how Goa’s trawler owners are puzzled why they are netting less fish from the sea each year.

Everything has a cause, and every action has an effect.

Trawler owners have been putting pressure on the government to get rid of the trawling ban during the monsoon months.

Traditionally, fisherfolk on India’s west coast stop fishing with the first rains and resume only after the ‘Narali Pournima’ festival, usually in mid-August. This period, when the seas are rough, also corresponds with the fish spawning season. This is a happy coincidence that allows fisherfolk to avoid the risk of the rough seas, while the fish get an opportunity to breed undisturbed and replenish their numbers.

Goa has too many trawlers. The Fisheries Department admits this, but it has never tried to put a limit on the number of trawlers it licenses. After fish catches declined precipitously over a decade ago and the government declared a fish famine, the monsoon fishing ban was imposed, to allow fish to breed.

However, its most vociferous opponents have been the trawler owners themselves.

Saying that they were missing out on lucrative ‘solar sungttam’ – a species of prawn that they claim is plentiful only in the last week of July and the first week of August – the trawler owners successfully got the fishing ban period reduced from 60 days to 45 days. Over the years, this reduced breeding period combined with an excess of trawlers has had its effect; catches have declined steeply. Effect has naturally followed cause. But the trawler owners, regrettably, have not stopped to think. Instead, they want government aid and ‘compensation’. Why should the taxpayer foot the bill?

Similarly, if Sanguemkars are wondering why the fresh water fish coming up into their streams have reduced over the years, let them cast their thoughts back to how many large fish full of ‘gabolli’ they caught in years gone by, and prevented from laying eggs. Let them think about whether there were enough left to breed new generations. Let them ponder about how many ‘gelatin’ sticks they used to kill fish, wiping out all life in those streams.

Unless we let the paddy grow, there will be no rice. Similarly, unless we let the fish lay eggs and produce young ones, there will be no more fish. Sanguem’s farming folk ought to understand this.

What they need to be even more worried about is that despite heavy rains, the streams are not flowing steadily. One possible reason is that more water is running off when it rains, and not enough is percolating into the ground to re-emerge as springs and create steady streams. Less percolation is usually the result of deforestation, as rain water tends to percolate into the soil alongside the roots of trees that burrow deep into the earth. That could have even worse effects in the years to come.

Price reduction!

he Goa government, we are told, has decided to reduce the rates it proposed to charge at the new Goa Sadan at Chanakyapuri in New Delhi. At Rs1,500 per person per night, the Sadan’s charges were on par with a three- to fourstar hotel!

A state guest house in New Delhi is for government servants and citizens who have work in the national capital, and want to avail of inexpensive accommodation while they are there.

Other state governments charge around Rs1,500 per room, or Rs100 to Rs300 per bed in a dormitory.

Why the exorbitant prices; just because Goa has a ‘high’ per capita income?

he entire education system appears to have sunk to a new low. Plato was of the view that one of the purposes of education was to provide the wise men required to govern the country wisely. He taught that virtue was to be pursued as the fulfilment of human endeavour. If Plato visited the Earth today, he would be aghast at the complete reversal of priorities which determine the entire spectrum of human life. He would find that greed, avarice, selfishness and violence pervade all our institutions – economic, political and social. To him the purpose of education, was the achievement of goodness, beauty and truth. He would find that modern societies have built their political, economic and social institutions on the principles of selfishness, brute strength and aggressive competition. Instead of education providing Statesmen, it is the politicians, some of them uneducated, who are determining the quality of education.

India has chosen to ape the “West” in its development strategies, which are proving to be destructive. The quest for power, aided by technology, has been the leit motif of the industrial civilization pursued by the West. In the process, human beings have been reduced to mere instruments to build the gigantic machines that dominate our lives today. Women and men have been reduced to cogs in the economic machine.

It is ironic that the height of our achievements is the creation of robots which now determine our actions. Man has been dehumanized and become a slave to his own products. Karl Marx had rightly concluded that the ultimate blow to humanity had been struck when the producers had been made subject to their own products. He called this “alienation.” Sociological studies have examined this serious flaw in our industrial civilization.

The warning bells were sounded many years ago, but humankind chose to ignore these warnings and preferred to pursue the path of “Technological Man” – the kind of man aptly described

by Victor Ferkiss in his book of the same title, or what Herbert Marcuse called the “One Dimensional Man”. The situation has become so aggravated that we are lost. Legendary psychologist Carl G. Jung has written about this in his captivating book titled “Modern Man in Search of a Soul.” It seems that in the pursuit of ephemeral

MorAl considerAtions goals, humankind has not only lost its bearings, it has also lost its soul. All our institutions are coming apart – the family as the bulwark of social stability, marriage as an institution which provides the values which can ennoble humankind, and the educational system which should provide the economic, political and social framework on which a creative and harmonious society might be built.

One of the signs of our times is the increasing commercialization of our educational edifice.

Everybody is aware that, instead of providing society with well formed citizens, our educational establishments are producing grist for the economic machine. Our educational priorities are being set by industrialists – not by educators.

Not so long ago the Goa Chamber of Commerce and Industry hosted a meeting in Goa to discuss what was billed as “The Goa Agenda” to bridge the gap between the needs of industries for socalled “knowledge workers” and what was being “produced” by the University of Goa and other institutions of higher education. At this meeting, the then Vice Chancellor of the Goa University is reported to have told the gathering: “do not worry about whether the education system can deliver – because it can. Only tell us what you want.” Such a prostitution of the entire system

of higher education to fulfil the needs of industry is preposterous in the extreme; and coming from a Vice Chancellor of a University, it is indicative of the depths to which our education system has sunk.

Now we have the Ministry of Human Resources Development attempting to create a monolith to control the entire system of Higher Education in the country. The highly centralized National Commission for Higher Education and Research will control every aspect of higher education in India.

The Minister has already introduced several Bills in Parliament, with promises of several more to come. The Minister has promised to introduce the following Bills: 1. To create an autonomous overarching authority for Higher Education and Research.

2. A law to prevent, prohibit and punish educational malpractices.

3. A law for mandatory assessment and accreditation in higher education through an independent regulatory authority.

4. A law to regulate the entry and operation of foreign education providers.

5. A law to establish a Tribunal to fast-track adjudication of disputes between stakeholders (teachers, students, employees, managements et al.)

6. A law to amend the National Commission

for Minority Education Institutions Act. 7. A law to amend the Copyright Act, 1957.

With a system already overburdened by all kinds of Rules and Regulations, the proposed legislations are guaranteed to break the back of the education system. Most important of all, it should be observed that the entire emphasis is on a plethora of legislations, and there is hardly any evidence of any attempt to improve the quality of education in our educational institutions. The assumption of the Minister for Human Resources Development seems to be that legislation will solve all the problems. With educational institutions having to concentrate on all the legal requirements which are being imposed on them, they will hardly have any time to concentrate on teaching – which is the primary purpose of their existence.

The education system is being treated like an industry which turns out marketable products to be absorbed by other industries. This is the exact contrary of what education is supposed to be all about. According to Plato, education is meant to create well integrated human persons who are “unified in the Truth.” All the philosophers who have treated education as an important process of human development have emphasized that the education process ought to help children (and adults) to emerge as well integrated, wholesome persons, who not only contribute to their own happiness but to the harmonious development of society.

Whether it was the Christian missionaries in colonial times or the earlier gurus in their gurukuls, children (and adults) were assisted to become wholesome and integrated persons who not only knew the world around them, but who were encouraged to explore the unseen world of knowledge, of mystical experience and the world of the Spirit. The industrial culture and “modernism” gradually made the spiritual world redundant. Education was reduced to the mastery of science and its application to technology. The purpose of education was reduced to the acquisition of wealth and power and the emphasis was shifted to “one-upmanship.” Aggressive and unethical competition became the norm for all social interactions, and the educational system was made the slave to commercial interests. We are now floundering in a morass of our own making; but instead of making a new start, our politicians and their business partners are only making the situation worse. The entire education system is urgently in need of radical reformation.

t was recently reported that a young Haitian football fan was so distraught at Brazil’s World Cup exit that he killed himself by leaping in front of a car. Viveka Babajee a well known model killed herself at her flat in Mumbai allegedly because of a failed love affair. Back home, in probably the first case of a high profile suicide case allegedly involving a flamboyant ex-Minister, Nadia Torrado, a young married woman allegedly committed suicide by consuming the very potent rat-poison ‘Ratol’. In fact, in the past fortnight there were more than five reported cases of suicide and suicide attempts in the State including that of a young boy over a failed love affair.

There has in fact been a steady rise of people who prefer to end their life over seemingly trifle issues. It seems that the reason for the majority the suicide and attempted suicide cases is a failed love affair. But then the reasons could be several. We have heard of farmers committing suicide because of a failure in crop. Poverty is another prime reason for people taking this extreme step. So

it is an incurable disease. Committing suicide makes life look so cheap. But life is the most precious gift of the Almighty God, and no one, except the Creator has the right to take it away. Hence an attempt to commit suicide is a crime punishable by law. We have but one life to live. “That it will never come again is what makes life so sweet” wrote poetess Emily Dickinson. But then we treat life as some cheap commodity. Of course there are also those who commit suicide for a purpose i.e. to kill others. The Fidayeen or suicide bombers have been brainwashed to thinking that if they die while killing others, they will enter the kingdom of God. This is one of the most absurd theories since no religion teaches violence or killing one’s own brother or for that matter taking one’s own life. The one reason why people prefer to end their lives is because they have lost hope. They have lost hope in the system, in the people around and lost hope in themselves. But then one must understand that as long as there is life there is hope. A dead man cannot hope for anything. It is only the coward who commits

Whether or not God designed man to end his life is debatable. Be that as it may, man is the sole owner of his life and he can do what he likes with it.

“There is nothing in the world to which every man has a more unassailable title than to his own life and person” wrote Shopenhauer. Even William Shakespeare wrote in “Othello” that it is silliness to live when to live is a torment. But then just like many murder cases, to commit suicide is a decision which is taken in the spur-of-the-moment. But unfortunately in a suicide case it could be too late to repent. “The man who in a fit of melancholy, kills himself today, would have wished to live had he waited a week” wrote Voltaire. Hence if one is living on the edge and suicide does cross his/her mind, it would be best to postpone the act. It will be the best decision one has ever taken and definitely not the last.

I agree with the letter ‘CM for non-Goans’

by Lambert Mascarenhas (Herald, 28 June).

Chief Minister Digambar Kamat has failed on all fronts. Instead of helping Goans, he is helping non-Goans. That is the reason why illegal huts have spread in Margao.

This year’s budget was prepared by two non-Goan officers – Anand Sherkane (Joint Secretary, Budget) and Anupam Kishor (Jt Secretary, Debt Management). That they are not at all conversant with the needs of Goa and Goans was highlighted by the Governor of Goa at the annual meeting of the Travel and Tourism Association, when he said that the needs of the tourism industry were not reflected in the Goa budget!

The BJP is crowing about the total success of the Bharat Bandh in the State on 5 July.

It is true that prices of essential commodities have sky-rocketed, and the last straw was the increase in the prices of petroleum products.

The government has been trying to show that the price of LPG in neighbouring countries is much higher than in India through advertisements. But the question to be asked is whether bandhs in the past have helped to bring down prices. The answer is a big ‘No’. Bandhs only cause untold misery to the common man.

Interestingly, on the same day, the BJP’s bandh was to protest against price rise, while the bus operators’ bandh was demanding a hike in bus fares! So much for bandhs.

The word itself spells doom. It is negative in its very spirit. Isn’t it a pity that the ‘bandh’ is the BJP’s unfortunate tool of choice to tackle a perceived national crisis?

Aren’t there less troublesome and more effective ways?

The BJP and its allies say the UPA government doesn’t care about the ‘aam admi’, and is responsible for surging prices, including that of fuel. But the BJP’s top leaders know very well that in today’s unstable global economy, this is inevitable; they would have done exactly the same if they were in power. In fact, towards the fag end of its tenure, the NDA government was itself ‘forced’ to hike the price of LPG. But then, the BJP is known for its short memory.

The government is trying to reduce subsidies that we tend to abuse. We, in India, luxuriate in subsidies provided by the government on day-to-day necessities without a thought about what it actually costs the taxpayer (which is ourselves). At some point, fiscal corrections are a must, and these are going to hurt.

Nobody today is interested in disruptions, goondaism and destruction. The bandh resulted in losses of thousands of crores of rupees. Innocent people had to face violence by self-proclaimed patrons of the ‘aam admi’. Where are the leaders when buses and rickshaws get burnt and people are beaten up? Political debates on national TV news channels do not reflect the terrible plight of people who live on daily wages during a bandh.

After failed ‘India Shining’ campaigns, various ‘Rath Yatras’, the brutal Godhra riots, innumerable parliamentary disruptions and two election losses – the second worse than the first – will the BJP ever turn over a new leaf and become wiser? strip from one goal post to the other, to indicate whether the ball has crossed the line.

Why is FIFA so reluctant, when sports like cricket, hockey, tennis, etc, have already inducted technology? We should be open to change in the modern world. Every team wants correct decisions, not apologies after!

M’rashtra-K’taka boundary row By raju vernekar he vexed Maharashtra-Karnataka boundary row has erupted once again following the Centre’s affidavit in the Supreme Court stating that Belgaum cannot be ceded to Maharashtra merely on the basis of linguistic criteria.

Besides, the Central Government in an affidavit filed through the Director of Union Ministry of Home Affairs, has also suggested that the Maharashtra’s demand for Belgum should be dismissed altogether.

The Maharashtra Government has referred this matter to the Supreme court under article 131 of the Constitution of India. The Centre filed the affidavit in response to the Supreme Court’s notice seeking its view in the dispute between Maharashtra and Karnataka.

Maharashtra has been demanding that Belgaum, Karwar, Bhalki, Nippani and other bordering areas be included in Maharashtra since the majority of the locals residing in these area are Marathi-speaking.

Now the Centre has pointed out that reorganisation of states was carried out in 1956 and 1960 on the basis of various criteria and language was only one of them and not the sole factor.

The States Reorganisation Commission had a balanced approach to the issue and was not arbitrary. Both Parliament and the Union Government had considered all the relevant factors while considering the State Reorganisation Bill, 1956, and the Bombay Reorganisation Bill, 1960, and decided the village, taluka, municipal areas towns etc., which are to be included in the concerned states, the Centre has claimed in its affidavit.

This issue is certain to flare up again going by Maharashtra’s struggle on this issue for nearly five decades. Till date, several agitations have been staged by Maharashtra’s leaders and the issue figures without interruption in every session of the state legislature ever since Maharashtra State was formed on May 1, 1960.

Out of over 20 lakh people of Belgaum, about 70 per cent are Marathi-speaking and till the time of its dissolution, the Belgaum City Council was always dominated by Councillors representing Maharashtra Ekikran Samiti (MES), spearheading the cause of Marathi speaking people since 1948.

The State Reorganization Commission had made Belgaum a part of the then Mysore State in 1956. In response to the protest by the Maharashtra Government, the Centre appointed the Mehrchand Mahajan Commission to resolve the dispute in October 1966. The Commission in its report submitted in August 1967, recommended that six towns and 800 villages having a Marathi speaking population be included in Karnataka and two towns and 250 villages with a majority of Kannada population be merged with Maharashtra. But the Maharashtra Government termed the recommendations as “biased”.

The root cause of the dispute seems to be the demarcation of areas considering “district as a unit”, due to which the talukas of one district have gone to another district and the villages of one taluka figure in another taluka.

According to MES, the Mahajan Commission report, states that the villages with a majority of Marathi-speaking population have been transferred to Karnataka and hence the dispute.

According to MES, if the three-point formula …a) village as a unit, b) linguistic majority and c) geographical contiguity is adopted, the dispute can be resolved even now. It may be recalled that similar disputes related to Tamil Nadu, Andhra Pradesh and Kerala were resolved based on the above formula.

Although the Karnataka Government denies it, certainly a step-motherly treatment is meted out by the Karnataka Government to linguistic minorities residing in bordering areas.

At a school level, the non-Kannada students are permitted to take either Hindi or English as an optional subject along with Marathi. In other words, if they want to learn English and Hindi both, they are forced to forego Marathi, which is their mother tongue. This is in violation of Article 14 and Article16 of the Constitution of India.

Also, even in the Marathi text books for school children, the national anthem is printed in Kannada. Besides the Marathi educational institutes are forced to correspond only in Kannada with Government agencies and are also required to maintain their account books necessarily in Kannada. The Government Libraries in bordering areas are required to maintain 60 per cent Kannada books, The remaining 40 per cent books comprise books in Marathi, Urdu, English and Hindi.

Most of the Acts and Regulations are in Kannada and there transcription either in English, Hindi or Marathi is not available.

Besides, vital documents such as ration cards, electricity bills, land extracts, bus-rail reservation forms are made available only in Kannada although a majority of the people in bordering areas do not understand that language.

If these allegations are true, then such activities are certainly in violation of Article 29 of the Constitution of India. Needless to say that such discrimination is unheard of in Maharashtra where the Maharashtra Government gives grants even to the Kannada medium schools in the state.

The irony of the fact is that several memorandums were submitted to different prime ministers, including the one to late Pandit Jawaharlal Nehru by none other than Atal Behari Vajpayee. But the issue remained unresolved.

The issue continues to smoulder and several conventions including Marathi literary conventions were held in Belgaum.

It finds support across political parties and political ideologies and has litterateurs in agreement with politicians. People like writer Dr. Y.D. Phadke, Shiv Sena chief Balasaheb Thackeray, N.D.Patil and for that matter almost all leaders are in agreement on this matter.

In 2000 the Akhil Bharatiya Marathi Sahitya Sammelan, an annual convention, was held in Belgaum. The idea to move the Supreme Court on the issue was mooted and approved unanimously in that Sammelan. An important step was taken at the convention with the formation of a five-member committee headed by Dr. Phadke. The committee was meant to act as a pressure group to further the merger cause of the State-appointed committee.

In retaliation the Karnataka Government dissolved the two decade old Belgum City Council (BCC) in 2005 when the BCC passed a resolution to merge Belgaum with Maharashtra. Besides, amidst vociferous protests by the MES, the Karnataka government on September 25, 2006 convened a five-day Assembly session in Belgaum, for the first time outside its capital, Bangalore, to assert its hold over the border city. It also decided to rename Belgum as “Belagami”.

The MES retaliated by organising a protest rally on September 27 in Belgaum and invited then Maharashtra Deputy Chief Minister R.R. Patil to address it. Speaking to a gathering of about 50,000 people, R.R. Patil stated that if Belgaum and other Marathi-speaking areas were not merged with Maharashtra there would be no alternative but to take to the streets.

The Maharashtra Government had also submitted a petition seeking Union Territory status for Marathi-speaking areas across the border in Karnataka.

It may be recalled that the former Maharashtra Chief Minister Late Shankarrao Chavan (father of the present Maharashtra Chief Minister Ashok Chavan) had propounded the closest thing to a solution. His proposal was to create a New Belgaum for Karnataka at the cost of the Maharashtra government. A railway line that divides the city was suggested as the boundary between the two Belgaums. The proposal was never taken up.

Now the final verdict on the dispute rests with the Supreme Court. And, there is every possibility of the Court returning the matter to Parliament since Article 3 and Article4 of the Constitution says that drawing up of State limits is the business of Parliament. Ideally, the matter should be sorted out between the two States.

The Maharashtra government is of the firm opinion that the Marathi people of border region are not able to live with honour and dignity under Karnataka's rule and the dissolution of Belgaum Municipal Council was unconstitutional.

Not withstanding claims and counter claims, the Central Government must resolve the dispute if necessary by seeking a referendum in the disputed areas so that the matter could be resolved once for all. A referendum is the only answer to the Maharashtra-Karnataka boundary row.

Taunting the Congress over the delay in hanging Afzal Guru, BJP President Nitin Gadkari asked the party whether the Parliament attack death row convict was its "son-in-law" even as the Congress reacted saying the BJP president needed psychiatric help.

In comments that could stoke a controversy, Gadkari thundered at a BJP rally in Dehra Dun last night asking Congress leaders "Is Afzal Guru the son-in-law of Congress? Have you (Congress) given your daughter to him (Afzal). Why is he being given special treatment?"

Congress reacted with disdain to Gadkari's remarks saying he has lost his mind and scoffed at the BJP chief.

When asked by reporters today whether he would apologise for his controversial remarks, Gadkari said he stuck to his stand.

"I have said nothing wrong. I stick to my stand and so there is no need (to apologise)," Gadkari told reporters in Dehra Dun. In this regard, Gadkari said Congress government of Delhi

The Supreme Court upheld Afzal's death penalty in 2005.

Since then, the Opposition has attacked the Congress for delaying his hanging, saying if Afzal is not hanged India will be seen as a soft state. Afzal is on death row for over eight years after he was convicted of masterminding the December 13, 2001 attack on Parliament.

Four years after its opinion was sought, the Sheila Dikshit government in Delhi finally gave its opinion to Lieutenant Governor Tejinder Khanna recently saying that it supports the Supreme Court's decision to give death sentence to Afzal Guru, but added a rider saying that the implications of the execution must be taken into consideration.

The INSAT-4B communication satellite has been hit by a "power supply anomaly" in one of its two solar panels which has led to switching off 50 per cent of the transponder capacity.

Due to a power supply anomaly in one of its two solar panels, there has been a partial non-availability of services on India's INSAT4B communication satellite, ISRO said in a release here today.

On the night of July 7, the satellite experienced a power supply glitch which led to switching off 50 per cent of the transponder capacity (6 Ku and 6 C-Band transponders), the release said.

An expert team is studying the possibilities of partial utilisation of some of the transponders that were switched ‘off ’and restoring services at the earliest, it said.

‘Soil, water contamination not from Bhopal gas leak’ PTI NEW DELHI, JULY 9

Contrary to the general belief, the 1984 gas leak incident at Union Carbide plant in Bhopal has nothing to do with the contamination of soil and ground water in and around its site, says a government report.

It is the dumping of the toxic waste by the pesticide plant within its premises for nearly 15 years that has polluted the soil and water.

"The UCIL was dumping toxic wastes generated during the manufacture of pesticides within the premises of its Bhopal plant from 1969 to 1984 contaminating solid and groundwater in and around sites," says the report by National Environmental Engineering Research Institute (NEERI).

It may be made clear that contamination of soil and groundwater in and around UCIL premises is solely due to dumping of above mentioned wastes

during 1969 to 1984, and MIC (methyl isocyanate) gas tragedy has no relevance to it, said the report which has been submitted to the environment ministry.

Over 15,000 people had died in the tragedy and thousands of others were maimed.

Environment Minister Jairam Ramesh is heading the oversight committee to coordinate and monitor the remedial steps being undertaken by Madhya Pradesh Government in and around the site to make it safe for the locals.

The government should set up a secure landfill site and a pump and treat system for longterm remediation of contaminated soil and groundwater at the plant Union Carbide India Ltd (UCIL) plant in Bhopal, says the study.

"The cost of soil remediation through secured landfill is estimated to be in the range of Rs 78 crore to 117 crore while the capital cost for such pump and

treat unit shall be in the range of 25 to 30 lakh," it noted.

"Proper fencing and security to the plant premises and solar evaporation pond (SEP) area for preventing unauthorized access and use by public, immediate sealing of five contaminated wells so as to prevent use of water from these for any purpose by the residents," are some of the suggestions made in the report.

Besides NEERI, the studies were carried out by National Geographical Research Institute (NGRI) which conducted reconnaissance survey of the UCIL premises, geophysical and hydrological investigation as well as sampling and analysis of soil and groundwater in and around the plant.

During the reconnaissance survey, NGRI-NEERI team observed remains of various manufacturing plants, machinery, buildings and sheds within UCIL premises.

Powerful IED recovered PTI TEZPUR, JULY 9

A powerful IED, suspected to have been planted by the outlawed NDFB was today recovered from Sonitpur on Assam-Arunachal Pradesh border.

A police patrol party recovered the IED from Kherbari area of the district in Assam and spotted two militants who, however, escaped to Arunachal Pradesh.

An army bomb squad has been rushed to the spot to defuse the IED. This was the fourth IED to have been recovered since yesterday as NDFB has stepped up its offensive in Bodo-dominated areas of Assam.

The Kolkata-bound Garib Rath was derailed following the blasting of a powerful IED by NDFB yesterday that killed a child and injured 13 others at Gossaigaon in Kokrajhar district yesterday.

A report from Rangiya said an NDFB militant was apprehended today by security forces in Assam's Kamrup(Rural) district.

I knew that he was a good actor but one day I thought may be with make-up we can manage to make him look like Osama and my hunch was right. He is perfect," Sharma said.

"America is the key part in the film because like many youngsters from the Asian subcontinent, film's hero Ali too is chasing the great American dream and is ready to go to any extent to realise his dream. It also talks about how George Bush era affected the world. The film is set in that era," Sharma added.

UN will not reopen probe into Benazir assassination PTI UNITED NATIONS, JULY 9

The United Nations has rejected reopening of the independent probe into the assassination of former Pakistan premier Benazir Bhutto as the the work is "complete", but UN chief Ban ki-Moon will respond to objections raised by Foreign Minister Shah Mahmood Qureshi.

"We're working on the reply," Farhan Haq, Associate Spokesperson for the UN secretary general, told reporters, in response to a question about Ban's reaction to the letter written by Qureshi.

Haq, however, pointed out that Moon was of the view that "the work of the Commission is complete."

Bhutto was killed on December 27, 2007 when a suicide bomber exploded himself close to her car in Rawalpindi while campaigning for the Pakistan People's Party (PPP) in parliamentary and provincial elections.

The inquiry of Commission set up in 2009 to ascertain the facts and circumstances of Bhutto's death concluded that the death could have been prevented.

The three-member United Nations commission, which was headed by Chile's former

UN ambassador Heraldo Munoz, presented its report on April 15.

The report also slammed the Musharraf government for both failing to protect Bhutto after she returned to Pakistan and later investigating her death instead rushing to blame Pakistan Taliban chief Baitullah Mehsud.

It also found that presence of Pakistan's intelligence agency ISI deliberately prevented investigations into the death of Bhutto and may have been behind decisions like preventing an autopsy and hosing down the crime scene.

"This pervasive involvement of intelligence agencies in the diverse spheres, which is a open secret, has undermined the rule of law and distorted civil-military relations," Munoz said, at the time, noting that the ISI played a pervasive and clandestine role in every aspect of Pakistani society.

by Bhutto that "touched" the "establishment's" concerns was "her independent position on the urgent need to improve relations with India, and its implications for the Kashmir dispute, which the military had regarded as its policy domain," the report said.

Penguin Canada has rehired its former rights manager Lisa Rundle, whose claims of sexual harassment led to the ouster of the India-born President of the publishing giant David Davidar.

Rundle -- who settled suits of sexual harassment against Davidar and wrongful dismissal against Penguin out of court on Tuesday -- will return to work "in a few weeks' time" and "is happy to resume her responsibilities" as the company's rights and contract director, the publishing firm announced.

India for compromise on Veto power in UNSC PTI UNITED NATIONS, JULY 9

Pressing for UN Security Council reforms, India has suggested a compromise solution on the tricky issue of what kind of Veto power the new permanent members should hold.

The G-4 — Brazil, Germany, India and Japan — hold the view that the new permanent members should have the same responsibilities and obligations as the current permanent members the US, the UK, Russia, France and China.

However, the new permanent members will hold off wielding the Veto power for fifteen years after the reforms come into place.

"The new permanent members shall not exercise the right of Veto until the question of the extension of the right of Veto to new permanent members has been decided upon in the framework of the review mandated fifteen years after the entry into force of the Council reform," said Hardeep Singh Puri, India's envoy to the UN.

Speaking at the ongoing discussion on the reforms this week, Puri said that this compromise would "ensure that the veto does not veto Council reform."

At this stage only a small number of countries want the Veto to be abolished altogether but a large majority would prefer some restrictions on the use of Veto especially in under certain circumstances like genocide, crimes against humanity and serious violations of international humanitarian law; war crimes, ethnic cleansing and terrorism.

The deliberations on the Veto are part of the growing momentum to achieve concrete progress on UNSC reforms.

This year the discussion was kicked off with the chairperson of security reform process Zahir Tanin, who is also Afghanistan's permanent representative to the UN, asking member-states to submit proposals that can be worked into a negotiating text, which will be the basis for future discus-

sions.

In 2009, member-states of the UN finally abandoned the 'Open Ended Working Group' (OEWG) that had dragged on for 15 years without yielding any substantive results.

In March last year, the old talks were replaced by the new "inter-governmental negotiations".

Speaking to PTI earlier, Puri even expressed confidence that current negotiations will lead to tangible action in 2010 and could probably yield results in 2011.

At the same time, Pakistan is not in favour of an expansion in the permanent category.

Opponents of the expansion fear that more members will further cripple the SC, which is often divided and fails to reach effective decisions on peace and security matters.

These countries also argue that assigning more powerful countries permanent positions in the Security Council will not break the power dynamics of the past.

Lanka minister on China renews death fast resigns Google’s licence PTI COLOMBO, JULY 9

A Sri Lankan minister who is on a fast unto death demanding scraping of a UN advisory panel on the country resigned from the Cabinet today to avert a direct confrontation between the world body and the Rajapaksa government.

However, President Mahinda Rajapaksa is yet to accept the resignation of Housing and Construction Minister Wimal Weerawansa, who is protesting the UN's move to investigate war crime allegations in Sri Lanka.

Demonstrators have held angry protests outside the UN compound in Colombo for the last four days against the world body's decision to go ahead with the probe panel, which was set up in June to probe allegations of war crime during the final stages of the country's civil war.

Weerawansa heads the National Freedom Front, an ally of Rajapaksa led United People's Freedom Alliance coalition.

Yesterday, the UN recalled its top envoy to Sri Lanka Neil Buhne to New York for discussions and closed down the UNDP office in Colombo following angry protests against the panel.

UN Secretary General Ban Kimoon had slammed as "unacceptable" the failure of the Sri Lankan government to facilitate the normal working of the UN offices.

Meanwhile, Director General of Media Centre for National Security Lakshman Hullugale said, "The UN office is functional. Only a regional office of

UNDP in Colombo has been closed."

However, when contacted, a UN official told PTI that "the UN office in Colombo was not fully functional. Many of us are functioning from home. Even entering and going out of the UN office is becoming a problem".

President Mahinda Rajapakse, meanwhile, said that the freedom gained by defeating terrorism will not be given up due to any reason and recalled it was gained by heroic security force members while protecting innocent civilians and safeguarding human rights.

Sri Lankan External Affairs Minister Prof G L Peiris has said the protest staged opposite the UN Colombo office by National Freedom Front was a peaceful demonstration.

The minister said that even the United Nations has upheld the right to hold peaceful demonstrations and those rights have been enshrined in the Constitution of the country.

An official statement here said Sri Lanka government dealt with protest outside the UN office in Colombo in compliance with both domestic as well as international obligations.

When asked to comment on the protest, Peiris said any person of the country had a right to express an opinion, demonstrate or protest against any matter absolutely in a peaceful manner.

He said it was the government's obligation to ensure the safety of all diplomatic missions and premises and allow the free movement under the international laws and "we have discharged our obligation".

Zardari satisfied with nuke deal PTI BEIJING, JULY 9

Even as China chose to remain mum on its plans to build two new nuclear reactors for Pakistan, President Asif Ali Zardari today expressed satisfaction over the Sino-Pak atomic cooperation, notwithstanding reservations from countries like India and the US. On the fourth day of his visit to China which gained prominence with speculation that it would firm up plans to build two 650 MW reactors for Pakistan as a move to counter Indo-US nuclear accord, Zardari said the Chinese gesture reflected the warm and friendly ties between the two countries.

The President, who is on his fifth official visit to China since 2008, expressed satisfaction over the cooperation between the two countries in civil-nuclear technology, setting aside reservations of the world community, APP news agency reported.

He apparently did not make direct reference to the nuclear reactors but his remarks about reservations by the international community left little doubt, as the US and India have expressed concerns over Beijing's plans two build the two new nuclear reactors.

Washington has even sought details from China on how it

could build the reactors without the nod of the Nuclear Suppliers Group (NSG) of which Beijing is a member.

In his speech, Zardari, who is in China on a six-day visit, noted that the Pakistan-China friendship was centuries old and stood the test of the time.

"Our relationships had now been passed to the third generation and now every child in Pakistan is looking forward to maintaining it with the same warm sentiments," he said.

After months of confrontation with China over the censorship issue, American web search giant Google today said that Beijing has renewed its licence to operate in the world's largest internet market.

It is still not clear what brought about the turnaround in the rocky relationship between the two sides that had forced Google to shift its Chinese search engine to Hong Kong which had a more liberal environment.

"We are very pleased that the government has renewed our ICP (internet content provider) licence and we look forward to continuing to provide web search and local products to our users in China," Google's chief legal officer David Drummond said an e-mailed statement, without giving further details.

It appears that the undertaking given by Google on June 30 pledging to abide by the rules, which included intrusive censors which the search engine had objected to earlier, made the Chi-

nese government to relent.

The licence was renewed in response to an application submitted by Guxiang Information Technology Co Ltd, the operator of Google.cn, which pledged to abide by the rules.

The application was made "almost at the same time" Drummond posted a blog post, saying Google was committed "not to self-censor."

Guxiang had said it would "ensure the company will provide no law-breaking contents as stated in the 57th statement in China's regulations concerning telecommunications."

The UN has rejected Pakistan's appeal to reopen its probe into the assassination of former premier Benazir Bhutto saying that the work has been "completed".

Pakistan Foreign Minister Shah Mahmood Qureshi wrote a letter to UN Secretary General Ban ki-Moon on June 23, raising objections over several aspects of the report of the UN commission, including the panel's observations implying a nexus between the Pakistan Army and the Taliban.

"We're working on the reply," Farhan Haq, a spokesperson for the UN chief, said in response to a question about Ban's reaction to the letter written by Qureshi.

Haq, however, pointed out that Ban was of the view that "the work of the Commission is complete."

54-year-old Bhutto was killed on December 27, 2007 when a suicide bomber exploded himself close to her car in Rawalpindi while she was campaigning for the Pakistan Peop l e ' s Pa r t y c a n d i d a t e s i n parliamentary and provincial elections.

The inquiry of Commission set up in 2009 to ascertain the facts and circumstances of Bhutto's death concluded that

Raised by Pakista n's ISI for its proxy operations against India, Lashkar-e-Taiba has now become the largest terror group operating in the sub-continent and it also poses a potent threat to the United States, an American think-tank has said.

"Its threat stems from the large and diverse pool of recruits willing and able to engage in acts of terrorism, its increasing cooperation with other global terrorist groups, and its ability to operate virtually unfettered

B'desh HC bans punishment in name of 'fatwa' PTI DHAKA, JULY 9

In a landmark verdict, the Bangladesh High Court has ruled as criminal offence handing down of punishments like caning or beating to women in the name of "fatwa" or Islamic decrees.

"Any person who issues or executes such an extra-judicial penalty must be punished for committing a criminal offence," said a two-member bench comprising Judges Syed Mahmud Hossain and Gobinda Chandra Tagore.

The bench said infliction of brutal punishment including caning, whipping and beating in local salish or arbitration by persons devoid of judicial authority constitutes violation of the constitutional rights.

The court particularly directed the authorities concerned to take punitive action against the people involved in enforcing "fatwa" against women. The verdict came yesterday on writ filed by several rights groups.

The court ordered the government, law enforcers and local government bodies, especially the municipalities and union councils, to take immediate measures against issuance or execution of extra-judicial penalties alongside providing the victims with security and protection.

The verdict came nearly a year after preliminary hearing on when the court issued a rule asking the government and the police chief in particular to explain their failure to act in time and to comply with their legal and constitutional duties in taking effective measures to prevent the imposition and execution of extralegal penalties.

Telecom pushes Sensex up 182 points PTI MUMBAI, JULY 9

The Bombay Stock Exchange benchmark Sensex rallied for the second straight session today and ended 182 points up, fuelled by sharp gains in telecom stocks, led by the country’s top mobile services operator Bharti Airtel.

Tracking firm Asian peers and an overnight rise in US markets, the 30-share bellwether of the Bombay Stock Exchange surged by 181.81 points, or 1 per cent, to 17,833.54, its best closing in three weeks. The last time it closed at this level was on June 21.

In past two sessions, the bellwether added 362 points. During the week, the Sensex recorded a cumulative jump of 2.13 per cent.

FinMin to arm taxmen with DTAA data PTI NEW DELHI, JULY 9

The Finance Ministry has decided to arm its tax authorities with exhaustive financial and personal data of Indian residents who use the exemption clauses under the Double Taxation Avoidance Agreement (DTAA) and escape paying taxes in one of the countries.

The ministry will request countries, including the US and Switzerland to supplement their data on Indian residents with PAN card information and other vital details.

The move, aimed at checking the violation of the DTAA, has been prompted after Indian tax authorities found that vital data, sent by countries under the DTAA, of Indian residents working or doing businesses in these offshore locations were lacking data on Permanent Account Number (PAN), date of birth, name of

parents and their Indian addresses.

"The information is required to check the fraudulent misuse of this treaty.

The data will be received on an annual basis," a source said.

The PAN card data will provide overall data on a taxpayer''s financial transactions and dealings, the source added.

The Foreign Taxation division in the Finance Ministry is the nodal agency to receive such information from various countries under the DTAA agreement.

According to top sources, the authorities have also decided to send these monetary and investment details -- exceeding Rs one crore -- of such Indian residents to its investigation wing to check possible cases of tax evasion.

The I-T department will also send all this information to its advanced taxpayer database

Bumper crop likely: Pawar PTI NEW DELHI, JULY 9

India is likely to have bumper foodgrain production in the 2010-11 crop year on the back of a good monsoon and a rise in area under cultivation, Food and Agriculture Minister Sharad Pawar said today. Foodgrain production dropped by seven per cent in the 2009-10 crop year (July-June) to 218.19 million tonnes from a record 234.47 million tonnes in the previous year because of a severe drought that hit almost half of the country.

"The way sowing operation is undergoing and reports of good monsoon from the states, we are likely to have a bumper crop (production) this year," Pawar said on the sidelines of a sugar conference here. Earlier this week, the minister had said that area under kharif crops such as paddy, oilseeds and pulses is expected to be higher this crop year vis-a-vis

the preceding two years.

The likely bumper production will help contain food inflation, as well as overall inflation, which is currently ruling above 10 per cent. Pawar said food inflation has started coming down substantially, giving relief to consumers.

The falling trend in prices will continue in the coming weeks, he predicted. Asked about the impact of floods on crops in Punjab and Haryana, Pawar said: "I have talked to concerned states.

There is a problem, but in limited areas. I will get a detailed report in a day or two.

I don't think the situation is that serious." Punjab and Haryana are the two leading foodgrain producers in the country.

The sowing of kharif crops began in June with the onset of the South-West monsoon and will continue till September.

WB to lend $407 m for microfinance PTI NEW DELHI, JULY 9

The World Bank and India today signed two agreements for a total loan of USD 407 million to scale up microfinance services in unbanked areas and improve capacity to generate quality statistics.

The assisted projects are ''Scaling up Sustainable and Responsible Microfinance Project'' (USD 300 million loan) and ''India Statistical Strengthening Project'' (USD 107 million loan), the government said in a statement.

"The objective of the project is to scale up access to sustainable microfinance services to the financially excluded, particularly in under-served areas of India," it said.

The project will be implemented by the Small Industries Development Bank of India (SIDBI) over a period of 5 years.

‘Govt must play greater role in checking inflation’ PTI NEW DELHI, JULY 9

The government needs to play greater role in taming inflation by reigning in spending, as the Reserve Bank''s tightening of its policy rates will have little impact on checking price rise, global research firm Moody''s said today. "India is facing its worst inflation problem in a decade, and since the central bank can do little in the short run, the government must play a greater role in addressing it, Moody''s Analytics said.

"The problem cannot be tamed by simply raising interest rates to slow monetary growth," it added. Moody''s said growth of bank credit and money supply were sluggish in May at 18.8 per cent and 15.1 per cent, year-on- year, but

surging prices of food and imports saw consumer inflation reach 13.9% during the month.

It said although the government has taken steps to divest stake in public sector undertakings (PSUs) and cut oil subsidies, it needs to reign in spending and borrowing because the combined central and state deficit is close to 10 per cent of the GDP, total economic output. The research firm added that fiscal austerity would slow prices and boost the economy''s longer-term prospects.

"With economic growth on a solid footing, inflation spiking, and liquidity in the banking system short, there is little excuse for not taking aggressive action to quickly reduce the budget deficit," Moody''s said.

It said that with key state elections coming up there was a major question over whether the government would have the political will to step up austerity measures.

Moody''s added, however, that with business confidence revived and firms looking to expand, it should set aside concerns about upsetting coalition members and tighten its fiscal affairs.

But many observers said China Mobile was slow to promote the service, in part because RIM has no BlackBerry models compatible with TDSCDMA, the homegrown 3G wireless standard that China Mobile is using for its highspeed services.

China Mobile's current service with RIM is over its older 2G network, based on widely used GSM technology.

BY JANICE RODRIGUES HERALD FEATURES uperman, Batman, Spiderman and He-Man, they all have something in common, and no it is not that they are people who roam around in their fancy costumes, trying to save the world from the bad guys, but it is the fact that they all started their journey from the same source, the comic books.

Comic books have been around for ages, since the times of our fathers and grand fathers, perhaps, but of late, they have become a rare sight. Although newspapers still carry comic strips and they are often the first thing some people read, the comic books have relatively been pushed out of sight for now, be it a Tinkle or an Archie.

“When I was younger, we used to have camps in our school during the vacations and we had various activities out of which reading was one. Our first preference used to be comics especially Phantom, Fantastic Four and later Archie’s came in,” says Pascoal Rodrigues, who also points out that he hasn’t seen many people reading them nowadays. “I haven’t seen a kid reading a comic book in ages,” says Joyce Fernandes, the proprietor of Avanti Library, a lending library in Panjim.

“For that matter, I haven’t seen many youngsters holding any book in hand, of course there are the Harry Potter fans who read the books but other than that, not many children read anymore,” she adds.

The library does have a huge collection of comics, about a thousand of them, and there are takers. “Astonishingly, the age group who come to borrow the comics are above the age of 30; some middle aged and even retired people come in to read the comics, especially Archies and Tintin, but the Commando and Western comic don’t have any takers at all,” adds Joyce.

Although there seems a decline in the reading of these books among the very young, there is a section of our population, especially the 20-somethings who are deep into reading these graphic presentations, be it in the newspapers or the form of ebooks, nevertheless keeping this quirky genre of literature alive.

“I started reading comics when I was in the fifth standard, I started with Tinkle and Archies, I still own about 15 to 20 copies of the books and the last one I bought was two months back,” says Louis Sequeira, 23.

Royce Rodrigues, 25, has a passion for collecting comics, and has more than 70 books to his collection, from that of Superman and Spiderman to Wolverine. “I started collecting them about 7 years back, although I used to read the comics of Phantom right from the age of five as bed time stories; I am a big fan of superheroes and so I started collecting these comics,” says Royce who also reads comics like Calvin and Hobbes and Garfield in the newspapers and has a collection of them along with

“My last addition to the collection was one book of Spiderman, which I bought just last month,” he adds.

Another fan of comics, age 23, disagrees that the trend of reading comics has lessened. “The readership of comics has certainly not decreased; I know people who still read comics. I read Garfield and the comic strip by Mark Carisi on the internet, and I’m a great fan of Asterix and Obelix having read their entire series,” he says.

Some other people preferred the Indian variants of the comics, like the Amar Chitra Katha or the stories of Supandi. “I grew up reading Supandi, my mum used to buy them as they would keep me busy for hours, I like Birbal’s column also,” says 24-year-old Shiral Coutinho.

The light manner in which the stories are told is something that keeps people glued to these comics for years.

“There is humour in the whole comic even if it is the fight of good versus evil in the superhero series, there is still humour in the way, for example, Spiderman speaks,” says Royce. “Reading comics do relieve tension and stress of the day,” adds Louis. “I love reading Archies, it’s so typical of the behaviour of the young boys and girls, a light slice of the real world,” says Rowena Veiga Coutinho, another comic book lover.

“I don’t think the reading has decreased, even if it has, it is probably because of the internet games and television that have taken their place,” says Louis.

Many of the comics be it the superhero series or that of Garfield, Asterix and Obelix, etc have been turned into motion pictures and this is one of the reasons which have led people to resort to the TV. “Almost every comic book has been turned into a movie, and people prefer to watch them in action rather than read them now,” says Steven Gomes. But some faithful fans of the comic books don’t seem to be very impressed by the fact that they have been made into movies. “I appreciate the fact that the comics are made into movies but the people who have been reading comics their whole life see a lot of discrepancies in the adaptations,” says Royce.

Reading the books and watching it in motion are two very different experiences and one cannot substitute the other. “The mind is at work when you read the books; you use your imagination and sharpen your brain and comics are the only thing that can bring a kid closer to books,” says Joyce. “According to me, when

While the internet and the television have crowded our lives today, the charm of having a book in your hand is something that cannot be replaced. “I do hope that more people get into the habit of reading; it’s disheartening to see the books just wither away,” says Joyce. But with the number of young adults reading the age old comic strips, there still seems to be a ray of hope for comic books.

Apart from these standard models and designs, wood can be used as a medium to unleash immense creativity. Armed with the right tools and a dose of your imagination one can make wood look wondrous indeed.

In the course of ten days spanning the months anytime from August to December, the Directorate of Art and Culture, Panjim will hold ‘Wood Crafts and Carvings’, an extensive workshop on designing and modelling wood. The workshop will be held for three different sections of the population, the general, the schedule castes and the schedule tribes.

Besides teaching techniques of modern wood sculpture, exp e r t w o o d craftsman Prakash Murari, a Pernem native, who will be heading the workshop, will give extensive knowledge and teach the participants the techniques used with the traditional Goan wood carving style. “Though we are Goan, we aren’t aware of this style,” say organisers, who have not yet finalised the style. They add, “Hence this workshop, which was planned with an aim to create awareness of this style and preserve its techniques.”

And what better way to preserve than teach? Knowledge of the technique will call for its self-experimenting and sharing to those who are skilled in it. Also the amazement of the finished products could draw more people into acquiring its skill thereby further circulating the technique among the society.

This exclusive-to-Goa wood carving style needs a certain set of tools that are not available in the market and have to be custom made for this technique. These tools, as well as the material will be provided free of cost by the Directorate.

The lessons will be free of cost too.

ost of the star kids today seem to take their work very seriously. Children of many Bollywood stars made their debut in the films after undergoing proper training and don’t bank on heredity alone. Akshara Haasan, daughter of renowned actor Kamal Haasan and actress Sarika is one such star kid, who is very serious and professional when it comes to work.

The 19 year old Akshara, younger sister of talented Shruti Haasan, has been approached by several filmmakers but the teenager wants to learn the art of the game first. She wants to form a strong foundation before she debuts as an actor in films.

Akshara is now assisting film-maker Rahul Dholakia in the film ‘Society’, which is produced by Smita Thackeray and stars her mother Sarika as well as other veteran

actors Om Puri, Randhir Kapoor, Dimple Kapadia and Seema Biswas. Dholakia took Akshara as his assistant on the request of her mother. It is heard that Akshara is also reading a number of scripts and will make her Bollywood debut as soon as a script clicks with her.

According to a source, “Even after having star parents and with acting in her genes, Akshara has opted to wait and get more trained before taking the plunge.”

The colleagues of this younger Haasan girl are in all praise for her professionalism.

She has been able to charm everyone on the sets. Her father Kamal Haasan and sister Shruti are constantly guiding her. Expectation will be high from her as all her other family members have already proved themselves in the industry.

n most Hindi films, the first thing you notice at the very start is a disclaimer which states that the film is a work of fiction and bears no resemblance to any person living or dead. But ‘Red Alert - The War Within’ admits that it’s based on a real story. Even otherwise, the issue it dares to portray – the Naxalite movement – is topical, piping hot and an issue that has been dominating the front pages of newspapers for quite some time now.

But the film’s storyline is so powerful and the execution of the subject so riveting that you can’t help but keep your eyes wide open as the story unfolds.

You gradually realise that you aren’t merely watching a film on the Naxal movement, but also the heart-wrenching story of a simpleton who gets embroiled in a mess only because he wants to feed his family and send his kids to school.

The film tells the story of Narsimha (Suniel Shetty), a farm labourer, who desperately needs money to fund the education of his children. He suddenly finds himself in the midst of Naxalites when he goes to deliver the food in the jungles.

From being a mere cook to actually training in weapons to being involved in shootouts and kidnapping, Narsimha finds himself in the thick of life he had never bargained for. A confrontation with the group leaders turns his life upside down; he is now on the run from both law and the militants.

Immense care has been taken to present the famous starcast as characters, instead of capitalising on their star status. Even Sameera Reddy is minus makeup and as shattered as any woman would be, after being gang-raped.

This has to be director Ananth Narayan Mahadevan’s best work to date. Aruna Raje’s screenplay is watertight, save for the climax that tends to get predictable. Action scenes courtesy Allan Amin are as real as real can be and K Rajkumar’s cinematography is top notch.

Every actor delivers a splendid performance. Suniel Shetty delivers his most sensitive, most amazing performance that can easily be called his career-best and Sameera Reddy leaves a hammer-strong impact. Vinod Khanna, in a brief role, and Naseeruddin Shah, in a lone sequence, are superb.

On the whole, ‘Red Alert The War Within’ is a wellmade film that portrays realism effectively, leaving a strong, indelible impression on those watching it.

Final word? Give this realistic film a dekho. It’s worth it!

I

f a film takes a really long time to hit the screens, it generally doesn’t find a place in your things-to-do-thisweekend list, unless the word of mouth is electrifying. ‘Milenge Milenge’ suffers for this reason. Even the man on the street knows that it’s a dated product!

The gap between the commencement of this film and its eventual release is quite substantial and that’s pretty evident when you look at its promos. Especially the way the lead actors look. Having said that, never judge a book by its cover. Sure, you walk in with zilch expectations, expecting a dated product with a hackneyed plotline, but as the reels begin to unspool, you realise that it does have a story to tell. So what if ‘Milenge Milenge’ borrows from the John Cusack-Kate Beckinsale starrer ‘Serendipity’, the indianisation by writer Shiraz Ahmed is quite engaging at places.

Immy (Shahid Kapoor) and Priya (Kareena Kapoor) meet at a youth festival in Bangkok. Priya is a romantic at heart and expects her life partner to be a teetotaler, a guy who doesn’t smoke and also, who doesn’t lie. Immy is totally opposite of what Priya wants from her life partner. Their worlds collide when Immy lays his hands on Priya’s personal diary and learns of her likes and dislikes. He poses as her dream mate by giving her a totally different picture of himself.

After the truth rears its interfering head and the lovers separate, things take another twist.

Immy tries to regain Priya’s trust by telling her that they are destined to be together. He doesn’t succeed. They separate for a couple of years and move on in life only to have fate intervening to change the course of their new lives.

Satish Kaushik’s handling of a few sequences is commendable. Himesh Reshammiya’s musical score is not bad and the cinematography is okay.

Both Shahid and Kareena play the hopeless romantics to the hilt. Their then chemistry comes across very well on screen. Although the film was shot several years ago and Shahid looks boyish all through, his performance is consistent and believable. Kareena is equally convincing. The other actors are underutilised.

On the whole, Business-wise, there’s some hope in the Hindi belt, where traditional love stories and melodrama are accepted. The film may be dated, but this might be your last opportunity to watch the hit ‘Jab We Met’ jodi again, so think about it!

Akhilesh for world rope skipping

Akhilesh Rajkumar Desai, a Std VIII student of New Goa High School, Mapusa has been selected for the Indian Rope Skipping team which will participate in World Rope Skipping Championship in Loughborough, UK from July 27 to August 4. The Indian team consisting of 13 players will participate for the

first time in the championship and Akhilesh is the lone Goan selected for the same.

Akhilesh, a very prominent player of Goa has represented the State six times at the National level and has bagged nine gold, ten silver and four bronze medals till date. The 13-yearold has proved his skills in jogging steps, triple enduaers and double enduaers which are considered to be his speciality amongst 970 different skills.

The teenager will leave Goa on July 13 to attend the 15-day coaching camp in Merut (U.P.) from where the team will directly proceed to England.

The Goa Rope Skipping Association had congratulated Akhilesh for his selection in the Indian team and wished him all success at the world championship.

FIFA unveils 10 Golden Ball nominees AP JOHANNESBURG, JULY 9

Leading tournament scorers Wesley Sneijder of the Netherlands and David Villa of Spain headline the list of FIFA’s 10 nominees for the World Cup Golden Ball award.

FIFA announced the list on Friday, selected by its technical study group.

Sneijder and Villa have each scored five goals and will go head-to-head in Sunday’s final at Johannesburg’s Soccer City.

Also nominated were Diego Forlan of Uruguay, Asamoah Gyan of Ghana, Andres Iniesta of Spain, Lionel Messi of Argentina, Mesut Oezil of Germany, Arjen Robben of the Netherlands, Bastian Schweinsteiger of Germany and Xavi Hernandez of Spain.

Media members will vote to determine the tournament’s best player after the final, with silver and bronze balls also to be handed out.

German coach Joachim Loew will be handed a new contract as a reward for guiding Germany to the World Cup semi-finals it was reported by the normally reliable Bild on Friday.

The 50-year-old, who since replacing Jurgen Klinsmann as coach after the 2006 World Cup has taken Germany to the Euro 2008 final where like Wednesday's semi-final they were beaten by Spain, has been out of contract since June 30.

However, according to Bild despite initial talks having broken down earlier this year over financial disagreements and also over Loew's desire to have more control over the Under-21 side, German Football Federation (DFB) president, Theo Zwanziger will rubberstamp the new agreement on July 30 at an executive committee meeting.

The new contract will see Loew - who has the best overall record for a German manager of 38 wins in 55 matches - take charge till Euro 2012.

Loew is still to hold talks with his backroom staff and general manager Oliver Bierhoff to see if they are satisfied with the offer on their return to Germany following the third place match.

Loew's confirmation in the post will come as a huge blow to DFB technical director

Matthias Sammer, who was being touted as a possible alternative to Loew and also vehemently opposed the German coach having more responsibility for the Under-21 side.

The management of South Africa’s airports will reimburse hundreds of fans who missed a World Cup semi-final because of congestion at the Durban airport.

At least 600 fans in six aircraft missed Spain’s semi-final against Germany after an increase in private jets at King Shaka Airport filled the landing slots.

Vicente, Bert revel in back seat success

At first look, World Cup final coaches Bert van Marwijk and Vicente Del Bosque could not seem more different and yet a closer inspection reveals a lot of similarities.

Van Marwijk is slick, arrogant and at times outspoken while Del Bosque is dour, quiet and almost introverted.

And yet when it comes to matters on the pitch they have one very common trait, they take a back seat and let the players be the stars.

While the extrovert Diego Maradona sits at home pondering his future as Argentina boss, he would do well to take a leaf out of the books of the two coaches contesting the World Cup final.

Maradona was like a circus act in South Africa, dominating the headlines and being the star of the Argentine show.

Van Marwijk and Del Bosque have let their players be the stars and it is those players who have shone the most.

While Maradona was a controversial and brilliant player who lifted the World Cup, both Van Marwijk and Del Bosque were merely very good players.

They both played for their country and both played the majority of their careers in their own country's top flight.

Del Bosque was a rugged defender with Real Madrid, van Marwijk was a decent midfielder who earned a single cap for Holland.

And although the Spaniard's career both as player and coach outshines Van Marwijk's, they both came from humble beginnings.

Del Bosque started out in Real Madrid's reserves, both as a player and as a coach, while he also coached the club's youth team.

But as a one-club man he eventually in each case rose through the ranks to reach the first team. As a player he won five League titles and four Spanish Cups while earning 18 caps and a place in Spain's unsuccessful 1980 European Championships squad.

All in all, he spent almost 40 years at Real, from 1964 until he left in 2003 following a startling four years as first-team coach.

Del Bosque's reign saw him take charge at the height of the Galacticos era when he blended talents such as Ronaldo, Zinedine Zidane, Roberto Carlos and

Luis Figo into a competitive and winning unit that claimed two Champions League and two La Liga crowns.He did so well because he didn't clash with the bloated egos of his players but despite his success, his reserved personality didn't sit well with the Real hierarchy that craved a big name and bigger personality.

Real have not won the Champions League since he left in 2003, and in fact they have not even got past the second round in six years.

Van Marwijk has not enjoyed anything like the same success, as player or coach.

His defining moments as a player were a Cup win with AZ Alkmaar and a second division title with MVV Maastricht, as well as his one cap. He too then started his career coaching youth teams but whereas Del Bosque got his first team chance at Real, Van Marwijk had to work his way through the lower ranks until he took Fortuna Sittard to the Cup final, bringing him to the attentions of Feyenoord.

A UEFA Cup win with the Rotterdam giants proved he could win things and a few years later he was appointed the coach of German giants Borussia Dortmund.

But just like Del Bosque, foreign shores were not kind to Van Marwijk who left after twoand-half years of mid-table mediocrity.

Del Bosque's foreign experiment was even shorter as he lasted less than a full season in Turkey with Besiktas.

And maybe it is those failures that have conditioned the pair because neither has been counting his chickens despite reaching the final.

"Of course we must celebrate this victory but we will do so with moderation," said Del Bosque after Spain's semi-final win.

"We will not be blinded by success. We cannot start bragging or get too conceited yet."

Van Marwijk expressed a similar tone after their defeat of Uruguay put them in their first final since 1978: "It is quite something we have achieved after 32 years, but we are not there yet and there is one more match to look forward to."

And while neither will likely be hogging the headlines in Monday's newspapers, it is just such humility that will see one of them guide his team to the summit of world football come Sunday night.
