IN BRIEF Home, auto loans get costlier Home, auto and education loans from a host of banks have become costlier for existing borrowers by up to 75 basis points, after lenders hiked interest rates following the RBI’s move to tighten monetary policy. While the country’s second largest public sector lender, PNB, raised its benchmark prime lending rate by 75 basis points to 11.75%, BoB, Corporation Bank and Oriental Bank of Commerce raised it by 50 basis points each to 12.50%. – (PTI)

Boy dies in manhole A six-year-old boy died after falling in a 30-feet deep drain in south-east Delhi on Tuesday while flying kite with his friends, police said. The incident took place in Shaheen Bagh in Jamia Nagar at around 7:45 am and the victim has been identified as Adil. – (PTI)
Mamata unwell after lorry hits car in her convoy PTI KOLKATA, AUG 10
Railway Minister Mamata Banerjee complained of chest pain on Tuesday after she was injured when her car suddenly braked after one of her convoy vehicles was hit by a lorry in an incident which her aide alleged was an attempt on her life. The West Bengal government and state police said the incident which happened Monday night near Kolaghat bridge, about 70 km from here, while she was returning from her rally at Maoist bastion in Lalgarh was prime facie an accident. Mamata was not in the car hit by the lorry coming from the opposite direction but her bodyguard was injured. The lorry driver has been arrested. The TC leader, who was holding onto a handle in the front seat of her car experienced a jerk when her car suddenly braked, has been advised rest by doctors after she complained of chest pain, Banerjee’s additional private secretary told. She will be unable to attend Parliament till further medical advice, he said.
US House votes hike in visa fees PTI WASHINGTON, AUG 10
The US House of Representatives on Tuesday approved a key border security bill that would steeply hike H-1B and L-1 visa fees to fund new measures amid concerns by Indian companies, who are one of the main beneficiaries of the travel permit. The House passed by voice vote the bill on border protection that would increase the H1B and L-1 visa application fee by more than USD 2,000 in a bid to fund America’s border protection measures with Mexico, which has been a source of a large number of illegal migrations. The bill proposes to raise the fees on H-1B visas (for temporary skilled workers) for companies who have more than 50 per cent of their employees on H-1B visas. Their fees will raise from USD 320 to USD 2,320. It also raises fees on L-1 visas (given to multi-national transferees) for foreign companies. Their fees will raise from USD 320 to USD 2,570. A similar version of the bill was passed by the US Senate last week with unanimous consent. A day after the court allowed him to operate his bank accounts, former Tourism Minister, Mickky Pacheco has knocked the doors of the Sessions court seeking permission to travel to the USA later this month and to direct the Crime branch for the release of his passport. The former minister has also prayed to the court for the release of his passport, besides, eight computers, a laptop, five mobiles, three Black Berry phones, two Nokia mobiles and three SIM cards saying that he is willing to furnish an indemnity bond. In his application, Pacheco said he wishes to travel abroad for the purpose of his business in the USA, saying he has a software company in the name of Bresources Management. Saying that he is proceeding to the USA on August 15 and will be returning back to Goa on August 30, the former minister sought the permission of the court to leave the country, besides the release of his pass-

Centre willing for J&K autonomy: PM PTI NEW DELHI, AUG 10
In a major initiative to deal with the unrest in Kashmir, Prime Minister Manmohan Singh said late Tuesday evening that the Centre was willing to consider autonomy for the state within the ambit of the Constitution. Reaching out the people of the State, Singh told a meeting of representatives of various political parties from the State here that if there was a consensus between them on autonomy, the Centre would consider it within the ambit of the Constitution. “We are all servants of the Constitution. There are many shades of opinion in various parts of Jammu and Kashmir. I and my senior ministers present here show our seriousness in addressing the issues,” he said. Prime Minister said that he was aware of the alienation of the people of Jammu and Kashmir and that it had to be removed. “Jammu and Kashmir residents must have a life of self-respect and dignity,” he emphasised. Noting that a “political solution” is the key to the problem in Kashmir, Singh made it clear that nothing will be done outside the framework of Constitution.
Goa, Delhi pay highest pension to senior citizens HERALD CORRESPONDENT NEW DELHI, AUG 10
Goa and Delhi provide the highest pension of Rs 1000 per month to their elders who have crossed 60 while Puducherry comes second with pension of Rs 600 and Maharashtra and Rajasthan third with pension of Rs 500 per month. The State governments were encouraged to add their contribution to the monthly pension of Rs 200 extended to all elderly persons by the Centre in 2007 under the Indira Gandhi Old Age Pension Scheme. There are at least five States of Andhra Pradesh, Orissa, Bihar, Manipur and Arunachal Pradesh that added nothing from their side in the scheme.
In Rajasthan, the State government increases the monthly pension to Rs 750 for anybody crossing the age of 75. Uttar Pradesh Chief Minister Mayawati showed she is too concerned about the elderly persons by letting the State government add Rs 100 to the Central aid to give them pension of Rs 300 a month. Uttarakhand, which was
part of Uttar Pradesh a decade ago, gives the monthly pension of Rs 400 while Jharkhand that used to be part of Bihar too gives Rs 400, statistics released in reply to a question in Parliament showed. Members, however, wondered if the paltry pension can help the elderly persons sustain themselves in their twilight days.

Goa Shiv Sena chief Upendra Gaonkar and his deputy Umesh Salgaonkar were arrested on charges of extortion, late Tuesday evening. The arrests were made based on a complaint by Neo Majestic Hotel at Porvorim that the pair demanded extortion money of Rs 25 lakh which was reduced to Rs 3 lakh, Deputy Superintendent of Police P L Mapari said. “The complaint alleged that the Shiv Sainiks demanded extortion fee of Rs 25 lakh first, which was later reduced to Rs

Before this, Nayak expressed skepticism, after which Salgaonkar contacted Gaonkar, who emerged before the official confirming the demand. Nayak thereafter filed a complaint with the Porvorim police,” informed the officer. Shiv Sainiks may face further embarrassment for it is reportedly learnt that the hotel paid a monthly amount of Rs 5000 towards their demands, a fact confirmed by DySP Mapari.

Accusing some politicians along the coastal belt of their involvement in the drug trade, Home Minister Ravi Naik has threatened that action would be taken against them. “The police department is busy collecting evidence against them (politicians) and once the process is complete, strict action will be taken against them,” said Naik, in an exclusive interview with HCN. Stung by mounting criticism that he has done little to crack down on the drug trade in the State, Naik claimed he is ready to give up his portfolio, if the Centre asked him to do so, but said he would continue with his social work. In a sharp attack on his opponents, Naik said he had done more to stop the drug trade than his predecessors. “Prior to me as home minister, no one took the initiative to stop the drug trade and the drug-related parties that were going on in the State,” said Naik. “It is only during my tenure as home minister that my de-

The World Health Organisation declared the H1N1 pandemic officially over on Tuesday, months after many national authorities started cancelling vaccine orders and shutting down hot lines as the disease ebbed from the headlines. WHO Director-General Margaret Chan said the organisation’s emergency committee of top flu experts advised her that the pandemic had “largely run its course” and the world is no longer in phase six the highest influenza alert level. “I fully agree with the committee’s advice,” Chan told reporters in a telephone briefing from her native Hong Kong. The virus has now entered the “post-pandemic” phase, she said.
