The Navy is still awaiting an NOC (No Objection Certificate) from the Goa Government to allow it to take over two islands close to its Dabolim airport to meet the security concerns related to the aircraft operations.

Disclosing this in a written reply to Shantaram Naik (Congress) in the Rajya Sabha, Defence Minister A K Antony said these islands pose security risks

as they are located at a distance of less than four km of the landing funnel of the airport.

The islands sought by the Navy are the State governmentowned “Pequeno Island of 2,78,525 square metres and a larger privately-owned “Grande Island” having an area of 5,28,575 sq metres, Antony said.

This proposal has been made in order to address the security concerns related to aircraft operations from Naval Air Station

Dabolim and the case is being processed as per existing regulations.

However, the Navy’s plan to acquire two picturesque islands off Goa for “security purposes” has triggered a chorus of protests in the region as the State had plans to set up a tourism-oriented amusement park on one of these.

According to Shantaram Naik, the Navy was simply attempting to ‘grab land’.

“These islands are part and parcel of the State. Tourism activity, fishing activities and religious ceremonies will be trampled upon by the Indian Navy in the name of security.

They are just trying to hog land.

Goa should be opposing these attempts by the Indian Navy tooth and nail,” Naik had told reporters in Goa recently.

by Prime Minister Manmohan Singh after his return from Seoul on Friday even as the BJP-led opposition turned the heat demanding the DMK minister’s ouster over the alleged scam in spectrum allocation.

Highly placed sources indicated that the government is under intense pressure to remove Raja as he has been directly held responsible for the alleged scam by the Comptroller and Auditor General (CAG).

“Holding a Cabinet Minister directly responsible for any scam is rare. In such a circumstance, it is difficult for any government to retain the Minister,” a source said.

Minister of State for Road Transport RPN Singh on Wednesday said his ministry has requested the Goa Government at the highest level to expedite the land acquisition for upgradation and widening of National Highway17 and NH-4A. Cansaulim insists on notification of eco-sensitive zones HERALD REPORTER PANJIM, NOV 10

Village group of Cansaulim have insisted notification of eco-sensitive zones and restriction of construction to 50 Floor Area Report (FAR) pending finalization of the Regional Plan (RP) 2021.

This was discussed during a village level meeting at Cansaulim Panchayat, on Tuesday, which was attended by several hundred villagers.

GBA convenor Sabina Martins said that the villagers sought to know when their taluka plans would be ready after chief minister Digambar Kamat recently announced that taluka plans of Pernem and Canacona were approved by the Town and Country Planning (TCP).

GBA brought to the notice of the public that in status report on RP 2021, given by the CM to GBA in October, the work in Mormugao was way behind as eco-sensitive zones I and II were yet to be marked from Google imagery.

A local, Sheila Gracias lamented that the delay in notifying the eco-zones and approving the village status has led to unnecessary tension in the village as construction plans were approved contrary to the decisions of the gram sabha.

Another villager from Chinchinim Agenelo Furtado, recalling many inconclusive sabha meetings in the past, suggested that neutral speakers be appointed for a fruitful outcome.

“Gram Sabha should not become garam sabhas as we need positive solution to problems that villagers in Goa are facing,” he stated.

Council for Social Justice and Peace has worked on a framework of Goa development Planning Act 2010 with technical expertise to replace the outdated TCP Act and submitted the report to the Government in August 2010. But there is no response till date.

Aravind Bhatikar of the GBA said that the government should come out with clear guidelines on the basis of which the taluka plans have been drawn up.

“The people are unaware about the guidelines and the fate of village plans they had participated in revising and incorporating,” Bhatikar said.

GBA has organized similar village meetings at Piligao-Bicholim on November 11, Moira Club grounds and TiracolPernem on November 12 and 14, respectively.

Shops raided for selling tenant forms HERALD REPORTER PANJIM, NOV 10

Faced with a major embarrassment, Goa police had to raid the shops in the coastal belt which were selling tenant forms and stranger enrolment forms by charging the people.

Sources stated that Superintendent of Police (North) Arvind Gawas ordered the coastal belt police stations to crack down on these vendors after he received complaints.

These forms are available at the police station free of cost while the vendors were selling these forms.

Sources stated that a photo studio in Calangute was amongst the vendors who were raided today. Gawas today asked the coastal belt police stations not to accept the forms which are purchased from private vendors.

When contacted, Gawas said that people should collect these forms from respective police stations as they will be having serial numbers on it.

Goa Police order asking Kashmiris to fill ‘strangers forms’ in the coastal belt has stirred controversy even as the police denied there was any different treatment meted out to the citizens of the violence-marred state.

Police action has raised few eye brows as even those Kashmiris settled here for decades are being asked to fill up this form.

Police claim that after the arrest of a Kashmiris terrorist Tariq Batloo from Margao railway station in 2006, these forms are made obligatory to be filled.

Kashmiris feel that police action is unwarranted unjustified as they are Indians and alike any citizen from any other States.

Sources stated that police stations at the coastal stretch have been asked to get these forms filled compulsorily annually whenever they come down to Goa. Kashmiris who go back to their families during off-season,

Employees of the Goa Milk Producers Union (Goa Dairy) on Wednesday threatened to go on indefinite strike if the sixth pay commission is not implemented.

The Goa Dairy, which supplies almost one lakh litre processed milk in the State, has a workforce of about 300 people.

Three of the workers union within the Goa Dairy on Wednesday formed a joint coordination committee to discuss the issue related to the sixth pay commission.

During the meeting, workers

resolved to go aggressively with their demand, as they claimed that their demand for sixth pay implementation was not considered by the Goa Dairy management.

“Workers are entitled for sixth pay. We have set deadline of 14 days, failing which the workers have decided to agitate,” said Gomantak Majdoor Sangh President Putu Gaonkar.

“As part of our agitation, workers will go on one day mass leave on November 29 and if demands are not met, then the agitation will continue,” informed Gaonkar.

Margao’s famous Dindi festival, which is celebrating its centenary year this year, will commence from November 14 morning at the Hari Mandir Temple.

The main Dindi celebrations will be held in the city on November 19 and the celebrations will finally culminate on Nov 20.

Briefing newsmen after a meeting with officials of various government departments, Chairman of the Dindi festival celebration committee, Chief Minister Digambar Kamat said that outstation artists will perform during the Dindi celebrations this year.

Pensioners hold meeting HERALD REPORTER PANJIM, NOV 10

All Goa Government Pensioners’ Association today held meeting of its members to discuss related issues, at Goa Caritas hall.

Assistant Director of Social Welfare Santana Fernandes spoke about various schemes offered to the senior citizens to facilitate better living.

The day-long annual meeting was participated by hundreds of pensioners. While addressing the gathering, Fernandes said that senior citizens are given the privilege of 50 percent travel concession in bus, railways and air-fares.

“The department has so far issued 35,000 identity cards to senior citizens to avail the benefit,” he added.

The association members were also told about the ‘day care or recreational centers’ that offers range of programs for senior citizens.

Besides, nearly 75,000 elderly people are enrolled under Dayanand Security Scheme through which, a member secures Rs 1000 per month. Government pensioners is however not entitled for DSS, Fernandes said.

“The Dindi celebrations will begin on November 14 at 10 and the celebrations will culminate on November 20. A host of religious and cultural activities has been chalked out to make the celebrations a grand success”, he added.

Unlike last year, the Chief Minister said the authorities will earmark certain areas for the sale of traditional sweets in the city.

Sale of the traditional sweets was banned last year as a security measure as the Dindi festival has come just days after the Margao bomb blasts on the eve of Diwali festival.

“This year, certain areas near the post office, Abade Faria road and near Vithal

Mandir has been earmarked for sale of sweets”, Kamat said.

He said the main Dindi festival will be celebrated on November 19 evening with the Palki procession of Lord V ithal Rukhamaye from Hari Mandir, which would wend its way through the traditional route, before culminating at Hari Mandir the following day.

Replying to a question, he said the government departments are aware of their role and responsibilities during the Dindi festival, adding that the meeting was held only to chalk out program for the muchawaited religious celebration.

Raheja’s Carmona project hangs in balance HERALD REPORTER MARGAO, NOV 10

The fate of the Mumbai-based real estate developer Ms Raheja Universal Pvt Ltd hangs in balance as the builder has knocked the doors of the Town and Country Planning development seeking permission for construction of bungalows at Carmona village.

After the TCP raised queries on the absence of a 10-meter road leading to its property at Carmona village, the Mumbaibased realtor has replied to the TCP and to the village Panchayat referring to the decision of the PWD to acquire required land to widen the approach road to 10-meters.

The reply, however, has come in for strong objection from Carmona Panch member Orlando Da Silva at the Panchayat meeting on November 9 when the issue came up for discussion.

Orlando demanded to know why the government is hell bent on acquiring land to wide the village road to 10 meters, saying this is being done only to satisfy the Mumbai-based real estate

A policeman at Calangute police station said that the board was removed as Kashmiris were finding it offensive and discriminatory.

With the tourist season just beginning, Kashmiris are yet to arrive in the state in full strength. A visit to the coastal

belt revealed that many of them are busy putting up their shops.

The sale for the gem and jewellry, carpet and other items rise manifold in the run up to the New Year. “We don’t mind police arresting bad Kashmiris or those who come here to sell drugs. But how can they differentiate between us and other Indians?” questioned another Kashmiri.

Police spokesperson Superintendent of (Special Branch) Police Atmaram Deshpande, when contacted, said that since Kashmiries are issued different identity cards by Jammu & Kashmir Government, their verifications do matter.

“They are not differently treated… However, their visits are not consistent to Goa, as many a times they do not return back,” he said.

Rashtriya Swayamsevak Sangh (RSS) (Goa Unit) chief Subhash Velingkar opined that Kashmiries are highly suspected section of the society and they need to be verified.

“Kashmiries are a threat to the security of Goa,” he reacted.

Burglars decamped with cash of Rs 4 lakh from a general store in Cansualim market on Tuesday night.

According to Verna Police Inspector Jivba Dalvi, burglars fled with the safe locker that contained cash amounting to Rs 4 lakh. The locker also contained some documents of general store owner.

PI Dalvi further informed that the complainant, Ramnath Mauje, had locked the general store on Tuesday evening, but when he opened the store on Wednesday morning, he noticed the main shutter of the store broke open and the safe locker that contained cash and documents missing from the store.

“We have summoned finger print experts and the dog squad to get lead in the case,” said PI Dalvi.

“We have dispatched our investigating team to a suspected place in Karnataka for investigation,” added PI Dalvi.

Colva police register hacking case HERALD REPORTER MARGAO, NOV 10

The Colva police registered a case under the Information Technology (Amendment) Act, 2008 against an unknown person for hacking the mail of a resident of Mazilwaddo-Benaulim.

The police said that the complaint stated that his mail was hacked by an unknown person by sending a mail to his guest house requesting him to deposit an amount of $ 2200 on the pretext of that he is in Malaysia and that he has been robbed of his belongings.

The police has registered a case under section 66 (a) (c) and (d) of the Information Technology (Amendment) Act. Further investigations are on.

The All India Trade Union Congress Working President Ajitsingh Rane said the workers have tried all the peaceful methods and the time has come to agitate.

“We have done all the possi-

ble correspondence, but to no use. Management is least bothered to implement sixth pay.

Workers are now united under one banner and will strike work indefinitely if the sixth pay is not implemented,” stated Rane.

When contacted, Goa Dairy Chairman Madhav Sahakari said: “Goa Dairy is not in a financial position to implement the sixth pay commission and if workers are having any such demands, then we will forward

it to the government. Goa Dairy is also the largest paying unit in the cooperative sector.”

The meeting was attended by over 200 employees of Goa Dairy.

Food festival to coincide with IFFI HERALD REPORTER PANJIM, NOV 10

Goa Chamber of Commerce and Industry’s (GCCI) ‘Shopping and Food Festival’ scheduled during IFFI will now be held in Panjim and Margao.

The Shopping and Food Festival, though received a standard response last year, will now be attracting people on the streets of Margao, as GCCI feels that the city has a largest number of retailers.

“We are involving the retailers in this festival and have made special efforts to bring them in large numbers. Being for the first time, last year we did it only in Panjim as we wanted to try our hands into it,” GCCI President Cesar Menezes told a press conference today.

Menezes said that this year, the festival will be aimed primarily at the citizens of Goa unlike exclusively for the IFFI delegates as was done last year.

Driver injured HERALD REPORTER VASCO, NOV 10

A tempo driver was injured in a mishap involving three vehicles along the NH-17B near Shantinagar-Vasco on Tuesday night.

According to Vasco Police, the accident occurred when a speeding tempo rammed against a stationary bus from the rear.

Upon impact, bus then rammed against a jeep and the bus narrowly missed from falling down in the roadside trench. All the three vehicles were damaged in the accident.

The tempo driver escaped with minor injuries, informed Vasco Police.

In another accident that took place near the PWD office at Baina on Wednesday afternoon, a speeding Maruti car rammed against stationary PWD tempo and a scooter.

‘Frequent expos hit retailers’

Goa Chamber of Commerce and Industry (GCCI) has said that frequent hosting of exhibitions in the city is not letting level playing field for the retail businessmen in the capital city.

GCCI’s Retail Committee chairman Kirit Maganlal said that the exhibitions and fairs held in the city are not following any norms while the retailers who have set up their shops in the city are asked to follow the rules.

He said that GCCI has made the representation to the state government asking them to tighten noose around such exhibitions, which have become regular affair in the city.

“There is no level playing field for the retailers who abide by all norms, pay all taxes and go through all the required formalities,” Maganlal, who owns Magsons chain of retail outlets, said.

When asked, Maganlal said that GCCI holds the festival at the backdrop of IFFI as during those days as it is easy to get the permission to host such event. “During rest of the days, it is difficult to get the government permissions,” he said.

The organising committee will be undertaking decorative street lighting along the streets like 18 June road and M G road in Panjim and Varde Valaulikar Marg and Isidore Baptiste road in Margao.

After much public demand, the Shopping and Food festival, this year will include more number of food outlets, depicting Goan food items.

“Apart from daily shopping schemes and discounts, there would be spot events and prizes, game stalls, street a r t i s t s a n d m u s i c a l p ro grammes, thereby making shopping a wholesome and exciting experience,” Maganlal said.

Unlike last year, GCCI would be distributing Festival Maps, showing the shop locations, scheme offers and contacts, free of cost.

Put in place disaster management plan, South mine owners told HERALD REPORTER MARGAO, NOV 10

The South Goa district Collector has directed mine owners operating in the district to immediately put in place an onsite disaster management plan.

At a meeting with representatives of around 17 mining companies, the district Collector G Naik issued the directions to submit the on-site disaster plan within a deadline of one month.

Naik told Herald that the onsite plan is a dire necessity to meet exigencies in the mining areas of the district given the bitter past experience.

He said the mining companies have been told to submit details disaster management

plan within a period of one month, adding that the companies have agreed to comply with the directions within the time frame.

This is the first time ever that the district authorities have decided to bring the mining companies under the disaster management plan. “We have already had on-site and off-site emergency plan for the hazardous industries as per rules. The time has come to put an on-site emergency plan for each of the mining areas”, he said.

Naik said the authorities will hold mock drills in the mining areas of the district after the companies submit their on-site plans. “we have

had mock drills for the industries. The same would now be held for the mining companies”, he added.

The district collector also took the opportunity to convey a message to the mining companies to submit a mining transport plan format to the Mines department to better management of traffic in the areas of Sanguem and Quepem talukas.

“The mining companies have been directed to submit a weekly traffic format to the Mines department. Based on the format, the authorities can make traffic arrangements for the transporting of ore from the mines to Curchorem”, he added.

Chota Cinema section returns To offer young talents platform at IFFI

New Goan talents in the world of short filmmaking will get a platform to showcase their work during the forthcoming IFFI 2010 with Chota Cinema section being reintroduced.

Panjim-based Mandovi Entertainment in association with Entertainment Society of Goa (ESG) will be hosting Chota Cinema section, which will provide platform for the fresh Goan directors and producers to showcase their production.

“Last year being the first year, we had 120 entries. This time, we expect the number of entries to rise,” Mandovi Entertainment’s

Chairman Janardhan Bhandari said.

The section will have films upto 30 minutes being showcased for IFFI, which will be held from No-

vember 23 to December 3.

Bhandari said that the concept of Chota Cinema emanates from the basic reality that there are many Goan filmmakers who produce their film and keep it in the drawer.

“They don’t get an opportunity to bring it out in the public,” he said adding that many of the super talents are deprived of the opportunity to let people see their flick.

“This is either because of financial problem or because they are not given a chance to prove their talent,” Bhandari stated.

The Chairman said that there are many young artists who, at the college level, come up with

innovative ideas and superior quality thoughts.

“If provided with the platform, these individuals would bring out a revolution to the Cinema Industry,” Bhandari said.

Last year, when the concept began, the organizers had no money to give prizes. “We gave the winners certificates. But this time, we have prizes worth Rs 1.5 lakhs in different categories,” he said.

Chota Cinema will honour best film, best cinematographer, best actor, best actress and best editor.

“This is a major platform and we want the youngsters to take benefit of it,” Bhandari said.

PWD Minister Churchill Alemao was left fuming while Chief Minister Digambar Kamat gave his stamp of approval to traffic changes introduced in the commercial capital on Wednesday barring short distance buses from taking a round of the Margao Municipal garden.

When the bus operators called on the chief minister in the district Collectorate this morning with their grievances, Kamat point blank told them there’s no question of any rethink on the move, saying the new measures would be closely monitored for a fortnight.

That’s not all. The chief minister even directed the traffic police and the district authorities to submit report on the efficacy of the measures every three days.

The agitated bus operators – operating on the short distance route from Margao to Davorlim, Housing Board, Navelim and other areas – later approached PWD Minister, who rushed to the Collectorate with the operators and travelling public from his Navelim constituency.

He demanded to know from Collector G P Naik why the new measures have banned only buses travelling from Margao to

his Navelim constituency. “I understand the concern of the chief minister to ease traffic congestion in Margao, but at the same time, it should not affect the travelling public and operators from these areas,” he told Naik.

The district Collector gave the PWD Minister a patient hearing and convinced him that the measures are purely implemented on an experimental basis and would be notified only if the results come positive.

After much discussion, the PWD minister gave the authorities a week time to test the new measures, and added that the measures should be scrapped if they fail to achieve the desired purpose.

He also called for a joint meeting with the Chief Minister, Collector, transport and traffic authorities and the bus operators after one week.

This morning, the traffic cops including DySP Gajanan Prabhudesai and PI Prabodh Prabhudessai were on the field to i m p l e m e n t t h e m e a s u re s wherein short distance routes buses plying from Margao to Davorlim, Housing Board, Ramnagar, Navelim and other areas were told take the Gaylin road at Ana Fonte garden instead of taking a turn at the Municipal

garden.

Justifying the move, DySP Traffic, Prabhudessai said that a total of 130 buses, including these buses avail the old bus stand facility to alight and pick up passengers. “ We have touched only 40 buses plying on the Davorlim, Housing Board route by banning them from taking a round of the Municipal garden as per the permit conditions”, he said.

As expected, the plan evoked strong objections from the bus operators, who demanded immediate withdrawal of the traffic pattern.

The operators later called on the Chief Minister Digambar Kamat and traffic officials in the Collectorate and demanded withdrawal of the traffic pattern.

A bus operator Elvis Fernandes said the decision is not acceptable to the short distance route bus operators, saying they were never taken into confidence before implementing the decision.

Terming the decision as bad, another operator demanded to know why the authorities have not extended the ban on other short distance route buses and the long distance buses from Ponda, besides the tourist buses.

Elections to the Margao and Cuncolim Civic chiefs and their deputies scheduled on Thursday will be a mere formality.

In Margao, Chief Minister Digambar Kamat-backed Sushila Naik and Gonzaco Rebello are all set to take over the reigns of Margao civic body as the presiding officer received only their nomination papers for the coveted posts.

As far as Cuncolim Civic body is concerned, Urban Development Minister, Joaquim Alemao’s trusted lieutenants – Devendra Desai and Landry Mascarenhas – will the new Chairperson and vice-Chairperson of the 10-member Civic body.

A day after their candidatures were approved by the Chief Minister, Digambar Kamat, Councilors-elect Sushila Naik and Gonzaco on Wednesday filed their papers for the post of the Margao Municipal Chairperson and Vice-chairperson respectively.

Accompanied by the Councilors, the duo filed their papers before MMC Chief Officer Prasanna Acharya around noon.

Though elections for the two posts is scheduled on Thursday morning, both Sushila and Gonzaco will be elected unopposed as the presiding officer received

only their nomination papers for the two posts.

Acharya told newsmen that while Sushila has filed two sets of nomination papers, while Gonzaco filed a single nomination paper.

Sushila and Gonzaco along with the Councilors-elect called on the Margao Municipal Chairperson, Savio Coutinho, who would step down from office on Thursday after presiding over the Civic affairs after nearly two years in office.

Chief Minister Digambar Kamat may have had his way with the proposal to install Sushila Naik as the next Chairperson of the 20-member Margao Municipal Council.

But, many a Councillor-elect in the Congress camp appears not happy with Sushila’s candidature and have accepted the proposal so as not to antagonise the chief minister.

In fact, many a Councillorelect admits in private that they were hoping that the chief minister would settle in favour of former Councillor Dayanand Deulkar, belonging to the OBC community. “We were certain that the candidature of Doris Texeira would not find favour with the CM as this being the election year. But, certainly we thought the privilege would go to Deulkar as he too was a close confidante of the chief minister,” remarked a councillor-elect.

Interestingly, a councillorelect from the OBC community said that the chief minister has settled for a Saraswat to head the civic body when nearly halfa-dozen members belong to the powerful Bandari Samaj.

Sources in the know said that the chief minister was aware of the lobbying by a member of the OBC community to the top post, but put his foot down in favour of Sushila till the Assembly polls.

Sources further said that Dayanand Deulkar at the helms of affairs would have been more acceptable to them given his accessibility, but hastened to add that they preferred to accept the Chief Minister’s decision to avoid bad blood in the Congress camp, more so when they are assured that Sushila and Gonzaco would occupy the posts for one year.

Manuel Colaso is all set to be elected chairperson of Quepem Municipal Council (QMC) on Thursday.

On the last day of filing nomination, which ended on Wednesday at 12 pm, Manuel Colaso and Dayesh Naik were the only candidates, who filed their papers for the post of chairperson and vice chairperson.

However, Colaso and Naik will be officially declared elected unopposed at election meeting on Thursday.

A c c o rd i n g t o s o u rc e s , Quepem MLA Chandrakant Kavlekar on Monday convened a meeting with all the councilors.

Speaking to reporters, Kavlekar had stated that all the councilors authorized him to take a decision on appointment of chairperson and accordingly Colaso’s candidature was finalized.

When asked whether chairperson’s post will follow rotation policy, Kavlekar said there is no such understanding.

“However, if need arises then internal changes to the post of chairperson will be done by taking into confidence all the councilors.”

A team of forest officers led by an Assistant Conservator of Forest (ACF) inspected Agonda beach on Tuesday and carried physical inspection of the village coast, including the traditional turtle nesting areas.

However, as reported earlier, no official team from tourism department turned up and in their absence only forest officers were seen going round beach coastline.

ACF Kamu Prakash, Cotigao Wildlife Sanctuary RFO Vilas Gauns and another official Vaigankar visited the beach sands, normally considered as traditional turtle nesting areas, and also observed private property boundaries on the coastline of Agonda, where people erect seasonal shacks to meet the increasing tourism requirements in the village.

Incidentally, there is no turtle nesting on Agonda beach at this time of the year.

The forest team however, remained tightlipped over what they observed on the coastline and it is reportedly learnt that with some residence insistence, one of the forest official mentioned about tourism team’s in-

Four councillors have filed their nominations for the post of chairperson and deputy chairperson of Mapusa Municipal Council (MMC) on Wednesday.

Sudhir Kandolkar from the BJP panel has filed his nomination for the post of chairperson, while Subhash Kalangutkar and Deepak Mahadeshri from Mapusa Nagrik Samiti have filed their nominations for the post of chairperson and deputy chairperson respectively.

Independent candidate, Vijeta Naik, has filed two sets of nominations for the post of deputy chairperson. For the first nomination, she has been proposed

It is also learnt through sources that Tourism Minister Nilkanth Halarnkar, who is reportedly on a foreign tour to promote Goa, once back in the State, has also assured to visit Agonda over the matter.

It may be recalled that when some villagers from Agonda approached (over denial of its mandatory NOC by tourism department citing receipt of a letter from forest department), Forest Minister Philip Neri Rodrigues had informed the villagers of taking up a joint inspection by his and tourism departments officers of Agonda beach on Tuesday.

Saligao ZP member undertakes nullah works in Parra, Arpora Saligao Zilla Parishad member Michael Lobo has undertaken various developmental works worth Rs 15 lakh in Parra.

The developmental works include re-construction of the neglected drainages since its construction by the erstwhile Portuguese rulers. The neglected drainages have been causing flooding problems for the local residents during the monsoon, as there was no scope of smooth flow of rainwater through the nullahs.

The re-construction of the nullahs connecting the River Mandovi has been carried out on war footing under the supervision of Michael Lobo. The re-construction of nullahs is carried out at Bhatti Waddo and Lobo Waddo in Parra, besides construction of drainage at Tambudki in Arpora.

The beautification works of Dattatray Temple at Tambudki-Arpora and St Diogo’s Church, Guirim, are the other major works carried out through the Zilla Parishad funds. The developmental works have been carried out in three phases.

Speaking to Herald, Lobo said: “The drainage re-construction was a long-pending demand of the Rajeshree Caisurkar family, who had been demanding it due to flooding of their residential house.”

K’taka proposes to levy toll for users of State highways

Land acquisition for Mapusa sewerage plant takes off HERALD CORRESPONDENT PORVORIM, NOV 10

The process of acquisition of land admeasuring 25,333 sq mtrs for the construction of sewerage treatment plant in Mapusa constituency has commenced.

It may be recalled that the government had notified Subsection 1 of Section 4 of the Land Acquisition Act 1894 in the official gazette dated September 30, 2010, and under Sub-section 2 of Section 4 of the Act had appointed North Goa Collector, Deputy Collector (Revenue), Director of Settlement and Land Records and the Executive Engineer PWD, Alto Porvorim, to carry out the necessary acts in respect of the Act. When contacted, Deputy Collector of Land Acquisition Anthony D’Souza said the government has already notified Section 6 of the Land Acquisition Act 1894 stating that land is needed for the construction of garbage treatment plant at Ma-

pusa.

“Further formalities required to declare the award in this regard is in progress,” said D’Souza.

Project Director of JAICA Cell of Public Works Department A M Wachasunder said the government has already issued tender forms to 15 companies desirous of setting up garbage treatment plant at Mapusa and they have been advised to submit the drawing of the treatment plant based on SBR technology.

“The companies are required to submit the tenders by November end and once the tender is issued, the company will have to complete the project within 2 years. The cost of the project has been estimated to be about Rs 30 crore,” said Wachasunder.

“The funding of this project will be done by Japan International Co-operative Agency (JAICA),” added Wachasunder.

Mapusa MLA Francis D’Souza

said the garbage treatment plant at Mapusa is the need of the hour.

“Everyday, tonnes of garbage is being generated and its disposal has become a major headache for Mapusa Municipal Council (MMC),” said D’Souza.

“Presently, MMC is dumping the garbage on Assagao Palteau.

The Assagao villagers had raised objection to the dumping of garbage in their area, but the High Court allowed the MMC to dump garbage on Assagao Plateau on the condition that it has to be disposed of systemically after segregation,” added D’Souza.

“The solution to this problem is the garbage treatment plant and hence I am glad that government has initiated steps for acquisition of land and setting up garbage treatment under JAICA scheme. Once the project is commissioned, the garbage problem of Mapusa town will be solved,” said D’Souza.

The dependents of the fishermen, who lost their lives in the cyclone Phyan that hit Goa on November 11, last year, are yet to receive the balance compensation amount of Rs 50,000 from the State government.

It may be recalled that the Cyclone Phyan, which had created havoc in the State, had claimed lives of 38 fishermen, most of them hailing from Karnataka, Andhra, Orissa and Jharkhand.

The State government had announced compensation of Rs 1 lakh to the next of kin of those fishermen, who were reported dead or missing. The government paid the first instalment of Rs 50,000 in March 2010. Fisherman Marketing Co-Op Society Ltd Chairman Menino Afonso said the family members of the fishermen, who lost their lives in the Cyclone, are pestering them to get the balance payment released from the government.

“We met Director of Fisheries Department, Minister for Fisheries Joaquim Alemao and even Chief Minister Digambar Kamat several times and urged them to release the balance payment of Rs 50,000, but in vain,” informed Afonso.

He further informed that the trawler owners had suffered a loss of Rs 5 crore in the cyclone and Mandovi Fisherman Marketing Co-Op Society had submitted details of the losses to the Director of Fisheries immediately, but the government has still not taken any action in this regard.

“The government had assured to provide us Vessel Tracking system. This equipment, which is essential for tracking the lo-

cation of the trawlers during cyclones, has also not been supplied to us,” he said.

“We are still not getting the intimation regarding cyclones in writing from the concerned authorities. The Director of Fisheries and the Mamlatdar’s office convey us the information of the cyclone over the phone,” added Afonso.

“Presently, the fishing industry is passing through a bad phase. The Maharashtra government has paid compensation of Rs 2 lakh to the families of the fishermen, who died in the cyclone. Hence, most of the fishermen from other states prefer to work in Maharashtra rather than in Goa,” he said.

“The fishing industry is facing acute shortage of staff. In view of this, the government should look into our problems with the seriousness it desires and arrange to release the balance compensation to the families of the deceased fishermen as early as possible,” voiced Afonso.

This may not be good news for the people of Goa and Karnataka, especially those frequenting Belgaum via Amboli and vice versa, as the Karnataka government has proposed to levy toll for the users of all the state highways in the state.

The PWD in the state has prepared a proposal in this regard.

Toll will be levied on state highways of more than 1,500 km length.

According to sources, the PWD proposes to levy toll on all the four state highways in Karnataka. The proposal will be soon presented at the forthcoming state cabinet meeting.

Sources further informed that the proposal is likely to get a nod from the cabinet as Karnataka government will be able to raise huge amount in the form of toll, which again will be utilized for widening and maintaining of the state highways.

It was also learnt from sources that if the cabinet gives its nod, then fresh toll would be collected from January 2011. Accordingly, the toll will be collected on Bachi-Raichur, Sankeshwar-Bijapur, Srirangapattinam-Bidar and BasavkalyanRaichur state highways.

According to sources, contracts will be given to private parties for the collection of toll. However, finer details like amount of toll to be collected, number of toll booths, etc, were yet to yet to be finalized.

Meanwhile, people of Belgaum, Goa and Sindhudurg district will be at the receiving end of this decision, as one will have to take the Bachi-Raichur state highway while reaching Belgaum via Amboli. This means the vehicle owners would have to shell out additional money while travelling on this road, whereas the state government expects to raise Rs 500 crore every year.

Low lying areas of Madel inundated HERALD REPORTER MARGAO, NOV 10

Incessant rains inundated low lying areas of Madel near the Margao KTC bus stand with flood water entering into two residential houses recently.

The main road leading to the ward was submerged under waters, causing inconveniences to the residents, even as water entered the houses of Joaquim Vaz and Arcangela Fernandes.

Though the residents intimated the incident to the authorities, no help came in from the agencies, prompting the locals to clean up the clogged drains to drain off the flood waters.

Lowdown on the highway

hief Minister Digambar Kamat is talking tough. On Tuesday, he flatly refused to listen to the complaints of the National Highway Diversion Action Committee (NHDAC), and indicated that the state government has decided to go ahead with the widening of the National Highway 4A (NH4A) based on the alignment submitted by the highlevel committee. Not surprisingly, the NHDAC has decided to go ahead with its agitation.

The CM's tough new stand is a bit of a puzzle. Just last month, when Union Minister for Road Transport and Highways Kamal Nath threatened to withdraw the national highway project from the state if there were any more delays, Chief Minister Digambar Kamat had made light of the minister's talk, saying it was only to pressurise the state to hurry up. Kamat said that the minister basically wanted a formal proposal on exactly what changes the state wants in the alignments for the NH4A, including where exactly the width was to be reduced to 35 metres. The union minister had set Goa a deadline of 31 October to apply for changes.

The high-level committee's alignment, which it says has brought down the number of demolitions required for NH4A widening from 569 to 168, has reduced the width of the highway to 35 meters in densely populated areas and proposed bypasses “wherever necessary”. Mr Kamat says it is acceptable to the “majority of the people”, and that the agitation is “a political issue rather than anything else”.

It is true that the opposition Bharatiya Janata Party is supporting the NHDAC, but that does not mean anything.

The agitators are basically concerned with the issue, not with any party. That they accept support from whoever gives it does not necessarily make them 'political'.

Besides, the CM's assurances may sound reassuring, but is he giving everyone the complete picture? The heavy reduction in the number of houses to be demolished is based on a reduction of the width of the right-of-way in towns and villages to 35 metres. But the fact is that the government is yet to obtain approval from the Union Ministry for Road Transport and Highways for a 35-metre width.

Yesterday, Union Minister of State for Road Transport and Highways R P N Singh informed Goa Rajya Sabha MP Shantaram Naik in the Rajya Sabha that Goa has requested for reduction of right-of-way to 45 metres in densely populated areas. There was no mention whatsoever of the so-called 35-metre width that the CM is claiming. In September, the centre flatly rejected Kerala's request for reducing the rightof-way for highways in that state to 35 metres, and maintained that 45 metres was the minimum width acceptable. If it takes the same stand in Goa, then the number of demolitions will rise exponentially.

The NHDAC is not demanding a reduction of the width of the highway. Rather, it says that densely populated areas need to be completely bypassed. As far as possible, the right-of-way should not be reduced. Instead, the highway should be taken along unpopulated areas. However, it appears that is not acceptable to the government; a meeting held on Tuesday ended in a stalemate.

Unless it is approved by the centre, the CM should not claim that his government has brought down the width from 60 meters to 35 meters in thickly populated areas. If this proposal is rejected by the centre, then the figure of 168 houses to be demolished may become double or more, Mr Kamat may then suddenly find that the “majority” are no longer “satisfied” with his alignment, and the government may have a huge fight on its hands; one that it may not be able to solve by imposition of Section 144.

Everything seems to be fair in the atmosphere of cut-throat competition that is the market, with the competitors vying with one another for the patronage of the impulsive buyer.

They have mastered the art of conning the buyer through publicity gimmicks taking him for a ride as far as quality and standards are concerned and hitting him below the belt when it comes to pricing goods. All this in the name of special bargains for superior products...

Business people are psychologists par excellence, selling dreams, playing on the purchaser’s sentiments and vulnerability to secure what they believe is a good bargain. Competition is stiff and straight speaking mailers and house calls have little effect on the average Indian consumer faced with the theory of economics – limited means, multiple needs. He has to be pushed into buying. Somebody has to make up his mind for him. What better way than through tantalizing and teasing advertisements?

Whether it is soap or a suitcase, a wrist-watch or a raincoat, getting a good bargain is an attraction that few of us can resist. However more often than not, something that is promoted as good value for money can be a drain on your purse.

The impression of giving better value for money is often created by making the wrapper or packaging larger than the contents – toothpaste tubes have been known to be partly filled with air, lipsticks will have casing that looks taller and longer.

In fact, most containers are shaped thin, tall and sleek, with narrow necks and tall caps, to give the impression of giving more than competing brands. Buyers seldom read the label to check the actual weight or volume. Packaging has now been raised to a fine art, with the use of diagonal stripes, colour, logo position, etc all carefully worked out to make it look larger than it actually is.

Turn the containers of some cosmetics upside down, and you will see a false bottom; the rim of the container will be touching the base, but the rest of the base will be one inch or more raised, so that the container holds actually less than what one is led to believe. People are easily cheated.

An oft-used method which dupes innumerable

Sound of Silence citizens is the ‘chain’ buying system. You send in a small amount, get a set of three coupons, sell these to three friends who in turn sell three coupons to three friends each; in return you get a stereo set (or whatever) that is worth four or five times what you paid.

Sounds attractive and the first few persons in the chain do get the item but, invariably, the chain breaks and you lose your money. There is no way of checking since this gimmick is always through the mail and you cannot trace the others in the link.

Some advertisements are more tantalizing than others. “Exercise with this sturdy and simple device and strengthen your muscles. Unbelievable price! Mail this coupon today!” says the ad. You send off the coupon with the remittance getting your head into the noose. You receive in return a strong rubber band loop that you have to stretch

to ‘strengthen your muscles’. Something that is not worth even ten rupees has been sold to you for 20 times the amount.

“A seven-year warranty! No other brand offers so much!“ the ad screams. But the truth is that the bill includes an extra charge of a few hundreds rupees to cover this seven-year warranty. The seller does not make this clear, nor does he point out that extra charge is optional.

The buyer is lulled into believing that he is getting a ‘more dependable’ item than competing brands. And very few buyers read through all the fine print at the back of the receipt and warranty cards.

This is yet another trick one could fall prey to, because of the widespread fascination with anything ‘foreign’, any item announced as ‘meant for export’ immediately attracts buyers, on the assumption that ‘export goods’ will be of a superior

Secondly, there is a need for effective suicide prevention programs at schools, colleges and community level. Lastly, it is important to keep in mind that suicide prevention is everybody’s business.

Some media-savvy consumers may recognise their claims as being the grossly exaggerated fiction they are, but there are many others who might not.

Advertisements are meant to promote a particular product or service and to that end, marketers are allowed to be a little creative with the truth. Everybody expects some amount of hyperbole, but outright lies in an advertisement are unacceptable. And the instances described above come uncomfortably close to unscrupulous tantalization – false advertising.

Advertising in India is currently regulated by the Advertising Standards Council of India (ASCI), which is a voluntary, self-regulatory body. It is not a government body. Under the general media norms and Cable Television Networks Rules, an advertisement that violates the code for self-regulation in advertising, as adopted by the ASCI, cannot be carried in public media.

Consumer activists say that, there is legal recourse for consumers if they suspect that advertisers are taking them for a ride. But that does not excuse advertisers themselves from exercising their judgement in what constitutes an acceptable advertisement and what does not.

Just because the advertising industry is meant to get people to part with their money, it is not exempt from the ethical considerations that govern other professions. Advertisers have a responsibility towards the consumers of the products being advertised.

It is in the best interests of both consumers and advertisers to build awareness so that blatant untruths aren’t conveyed in advertisements. Consumer pressure is the most effective means of ensuring that advertisers do not deliberately mislead buyers about their products. The line between exaggeration and outright lying is a thin one and it would do nobody any good if advertisers did away with that line altogether.

Check technical committee Rolf Fernandes, Margao This has reference to the news item ‘Princess Saga continues’ regarding bidders for removal of River Princess by the Goa State Disaster Management Committee (GSDMC) members. Their competence needs to be checked with regard to technicality in shortlisting four bidders from among the seven. Some of the members did not even understand the bidders’ power point presentations. Except for two Captains in the naval area, others were not fit to be part of the Committee. I understand some experts from NIO were sidelined from this Technical Committee. Who selected these members of GSDMC to evaluate the technical bid? Everything is shrouded in secrecy.

The report presented by the Committee should be made null and void. The public is eager to know the qualifications and experience of the members of the Committee (GSDMC), so that the decision taken by them is acceptable to the people of Goa or else, it would appear that the selection is done for their own selfish interest.

We learn with concern that Konkani and Marathi will be used on signage, police statements and government notices. First of all, there was no need to press this divisive resolution in a tearing hurry. It appears that Konkani votaries of Devnagiri are working to the detriment of large sections of Goans. They also seem to have capitulated before the Marathi lobby.

It was amusing to hear the views of the latter, who is also the Education Minister, that the IT habitat would be allowed only if it benefits the people of Taleigao and further, the IT venture should be under the purview of the said panchayat. Is that the objective of putting up an IT hub? Are such projects set up to ensure that the panchayat earns revenue? Or to view through a wider spectrum the creation of wide employment potential across all sections of Goa to improve the people’s lot? It is unfortunate that as a minister he makes such reckless statements. Let us desist from such petty politics of exclusiveness. The need is to think in the overall interest of the state.

Karmali v/s Portugal Jerry Fernandes, Vanxim I fully agree with Marcos Alemao in his letter ‘Karmali’s debt to Portugal’(Herald, 8 Nov). I admired Naguesh Karmali when he was an announcer at All India Radio, Panaji. His views, his talks and his ideals were praiseworthy and inspiring at that time. Why has this man Karmali suddenly changed? Is there no other constructive work for him? Like Marcos had elaborated there are so many issues begging attention of the concerned citizens from corruption to water shortage, why is Karmali only chasing after Portuguese names? If Karmali and other like-minded freedom fighters fight for serious issues facing Goa today it would have been worth while. Bhagwat sees conspiracy in tagging Rss as terrorist organisation PTI LUCKNOW, NOV 10

RSS chief Mohan Bhagwat today alleged that there was a well planned conspiracy to tag the saffron outfit as a terrorist organisation and said it will come out clean.

"Dragging Sangh into an unnecessary controversy is not a new phenomena and this time also it is being made a scapegoat by those who are feeling tizzy of loosing their place in Delhi," Bhagwat said while addressing a dharna here.

"But this time Sangh has decided to tell the people what the reality is. We will fight it in the court, publicise our view and will reach out to the people and tell them the reality," he said while referring to allegations against RSS functionary Indresh Kumar, who is being associated with Ajmer blast.

Even after this, if those conspiring against the organisation continue with their nefarious attempts Sangh will teach them a lesson, Bhagwat said.

The RSS chief said that staging dharna was neither the nature nor work culture of the

organisation.

"For the first time in the history of the organisation a Sarsangh Chalak has not only attended a dharna but also addressed the meeting as a conspiracy was being hatched to tag terrorism with the RSS," he said.

In an apparent reference on the alleged involvement of Indresh Kumar in the Ajmer blast, Bhagwat said, "This is a sheer lie. Those who are involved in blasts were either not the members of the Sangh or they were ousted from the organisation long back due to their violent nature."

He said that RSS and violence were antonym and nonviolence is the base of the organisation which can never be changed.

"But taking advantage of the situation, some people started talking about Hindu terrorism, but after realising that it will result in an outrage, they renamed it as saffron terrorism," he said.

"By calling names of some persons an effort is being made to prove that Sangh is

terrorist outfit. People against whom allegations are being made have an open character.

They are the people who serve the country and teach others how to become a good citizen," he said.

The RSS chief alleged that since 2003 attacks were being carried out on saints as a well planned conspiracy to demoralise Hindus.

"First Kanchi Acharya was arrested and dirty allegations were levelled against him, then Swami Laxman, who was working for the welfare of tribals in Odisha was killed. Everyone knows about the conspirators, but they are still roaming free," he alleged.

"This was done by those who knew that opinion of people will change due to work of these saints. Now dragging Sangh's name is a part of that chain," he said.

Bhagwat said that the RSS was cooperating even in the bomb blasts cases as it was alleged that some persons were under suspicion.

"Though no chargesheet has been filed yet, some politicians

have started making baseless statement. A person made such a hilarious statement which is not even worth mentioning," he said.

The RSS chief said that no chargesheet was filed against Indresh so far and he was not even named among accused.

"Even probe agencies have said that a lot is yet to be inquired. Everyone knows that his name is being dragged unnecessarily," he said.

"At time when baseless things are being said against Indresh, we realised that keeping mum was not right and reality should come before the country," he said.

Bhagwat said that the problem was not for the RSS only but the entire Hindu society as an effort was being made to demoralise them by spreading canard.

"Respecting the Constitutional traditions, we had been working silently so far, but this is the limit. Today danger looms large over peace, unity and integrity of the country and people should realise it," he said.

Prime accused in Satyam scam surrenders PTI HYDERABAD, NOV 10

Disgraced former chairman of Satyam Computers B Ramalinga Raju today surrendered before a local court trying the nation’s biggest corporate fraud, allegedly to the tune of Rs 14,000 crore, in which he is the prime accused.

Raju’s freedom has been short-lived as the Supreme Court had rejected his plea requesting some more time to surrender.

The Andhra Pradesh high court on August 18 allowed Raju's bail. Other accused in the case, including his brother Rama Raju, former Satyam CFO V Srinivas and three other former IT company employees G Ramakrishna, Venkatapathi Raju and Srisailam were granted also granted bail by it.

The apex court on 26th of last month cancelled his bail granted by the Andhra Pradesh High Court in August and set November 10 as deadline for Raju and five others accused in Satyam scam to surrender.

Raju who attended the court proceedings in the morning however left the court without surrendering.

Larger SC bench to examine CAG to take view on probing Amar’s plea on anti-defection law Adarsh scam shortly PTI NEW DELHI, NOV 10

The Supreme Court today decided to refer to a larger bench a crucial question as to whether an expelled legislator or parliamentarian can be disqualified under the anti-defection law for defying a whip.

A bench of justices Altamas Kabir and Cyriac Joseph decided to make the reference after Attorney General G E Vahanvati agreed that the issue needs to be settled by a larger bench as the apex court's earlier judgement in the Vishwanathan's case was not clear

on certain aspects of the antidefection law.

The bench said it would pass appropriate order on Monday, formulating various questions requiring consideration by the larger bench.

The bench took the decision after hearing in detail Attorney General Vahanvati and senior counsel Harish Salve and K K Venugopal, appearing for expelled Samajwadi Party leaders Amar Singh and Jaya Prada.

The two leaders had contended that they have landed in a piquant situation as expelled members, they apprehend disqualification under the anti-defection law if they choose to defy party's whip on any issue in Parliament.

The counsel for two parliamentarians argued that the anti-defection law could be evoked only against those who either defect from the party or defy its whip while being in the party.

But, in their case, they contended, they have not defected from the party but were rather expelled, and as unattached members of the party, they were not amenable to the party's whip.

Earlier, the apex court had sought the Attorney General's opinion on plea of Amar Singh and Jaya Prada that they should not be disqualified as Members of Parliament after their expulsion from the Samajwadi Party.

Government auditor CAG today said it will shortly take a view on probing the Adarsh housing scam, which led to the ouster of Maharashtra Chief Minister Ashok Chavan.

"We will take a view on that (probing the Adarsh housing scam) in due course," Comptroller and Auditor General (CAG) Vinod Rai told reporters when asked if the CAG was looking at the scam.

Contrary to some media reports, he clarified that at present CAG "was not auditing the Adarsh Housing Society scam".

Rai was talking to reporters after inaugurating the new logo of the Indian Audit and Accounts Department.

A controversy had erupted last month over how the Adarsh Housing Society, originally meant to be a six-storey structure to house Kargil war heroes and widows, got converted into a 31-storey tower through alleged collusion of bureaucrats, politicians and top defence officers.

The controversy fundamentally hinges around whether the plot of land belonged to the army or to the state government.

An Indian doctor and author of a research book on treatment of AIDS and cancer has filed a suit in the Bombay High Court against a German publication firm for copying his work and selling it all over the world under its brand name.

Dr Mirza Anwar Baig has sought an order from the High Court seeking to restrain Germany-based M/s Narayana Verlag GMBH Publishers from selling the book through the internet under its own brand name.

by Dr Baig came up recently before Justice S C Dharmadhikari who issued notice to the defendants and posted the matter for hearing on November 16. 63year-old Baig, who has authored the book titled "Homo-Immunisation" (AIDS versus Cancer), pleaded that he found on the internet that this book was being sold by the defendants under its brand name thereby infringing on his copyright.

Baig's book deals with the treatment of Cancer and AIDS based on the theory that AIDS virus can cure cancer and vice versa.

The plaintiff said that he was the lawful copyright holder in respect of the book and at no point of time had he given or assigned any right to the defendant to market or sell the book under its brand name.

He contended that according to information gathered by him, the defendants had by this time sold several copies of this book to many people and pocketed a huge amount.

The defendants were selling the book in several countries for 700 Euro dollars, the plaintiff said.

The Bombay High Court has commuted a death sentence awarded to a person for kidnapping and murdering a boy to life term, as it did not find the crime to be "rarest of rare".

The High Court also recently quashed the conviction of the co-accused in the case, who too had been given death penalty by the trial court.

Rajesh Sakhare (33) and Dinesh Yadav (29) were convicted

by Nagpur sessions court for murder and kidnapping of Mukesh Gajbhiye, a minor.

Prosecution's case, based on circumstantial evidence and the testimony of Mukesh's mother Aruna, was that Mukesh was friends with both Rajesh and Dinesh. The accused ran an ironing shop near Gajbhiye's house.

On December 25, 1998, both Rajesh and Dinesh came to Mukesh's house and the latter went with them on a Luna, which Aruna saw. This was the last time Mukesh was seen alive.

Search began when he did not return by night. Eventually, Rajesh confessed to killing Mukesh, and took police to the place where the boy was buried.

Police's case was that after hitting Mukesh on the head, both the accused sodomised him. Also, purpose of kidnapping was to extort ransom, police said.

He disagreed with a questioner who asked whether it would be difficult for him to be in state politics since he has been in national politics for a very long time.

"I am confident that I will be able to deliver with the help and cooperation of all," Chavan said.

Replying to a question, Chavan, who resigned as the Minister of State in the PMO, said Prime Minister Manmohan Singh has blessed him.

"I have received maximum love and affection from the Prime Minister. I will ever be grateful to him and there is no word to express my gratitude."

64-year-old Chavan said, "Being a Minister of state in the PMO for the last six years, I have seen from close quarters how a coalition is run.

Goa State Pollution Control Board (GSPCB) has been requested to set up monitoring system at Honda, Sattari owing to huge dust pollution.

The delegation of villagers headed by local Hanumant Parab today met GSPCB Chairman Simon D’Souza, who has assured to set up a system so that the pollution levels could be monitored.

that such a system would be installed in Honda and Sonshi area.

The villagers informed the board that the pollution levels in the village has gone up tremendously and people are suffering in absence of the mechanism to monitor it.

The GSPCB chairman told delegation that the board has already asked a private firm to install a monitoring system in the said area and it will be installed as soon as possible.

The elections to elect the new chairperson and vice chairperson to Sanguem Municipal Council (SMC) will be held on Thursday at 11 am.

As per the memorandum of understanding entered among all the newly elected members to the council, sixth time winner from Ward 7 Sanjay K Raikar will be elected as chairperson for the first three years, while Analina Fernandes, who defeated outgoing chairperson Harsha Dilesh Sambhari, will be the vice chairperson.

This was worked out to maintain stability in the 10-member council at a special meeting held in the office of Minister for

Calcutta HC judge to be impeached HERALD CORRESPONDENT NEW DELHI, NOV 10

Decks were cleared for impeachment of Calcutta High Court judge Soumitra Sen for misappropriation of large sums of money and false statements, with his indictment by a judicial committee in its report t a b l e d i n Pa r l i a m e n t o n Wednesday.

The committee set up by Rajya Sabha Chairman Hamid Ansari is headed by Supreme Court Judge Justice B Sudershan Reddy and Punjab and Haryana High Court Chief Justice Mukul Mudgal and senior advocate Fali S Nariman as its members.

The ruling Congress and the main opposition Bharatiya Janata Party (BJP) supported steps to ensure high standards of morality within judiciary but refused to comment immediately on the indictment report, wanting to discuss it first within party forum.

Asked if Congress would support the impeachment proceedings, its spokesperson Jayanti Natrajan said the party stands by high standards of morality in judiciary. When told that the party had abstained during a similar impeachment of Justice Ramaswamy, she refused to draw parallels. “There is no comparison between the two cases. Some other issues had come to forefront at that time,” she said.

Some 58 members of Rajya Sabha on the initiative of CPI(M) leader Sitaram Yechury had given notice of a motion—initiating the process of removal of the judge on Feberuary 27 last year.

The report has severely indicted Justice Sen, saying he has violated the order appointing him as receiver and is a clear instance of “misconduct” tantamount to “misbehaviour.”

The report mentions that he used his position as a judge of the High Court by filing an affidavit of his mother making the statement that he had invested the entire sum of Rs. 33.22 lakh with Lynx Indian Ltd. The statement proved false.

The committee said there were "apparent and obvious contradictions" between the bank statements and Sen's previous assertions in written statements that the entire amount had been invested in Lynx India Ltd which went into liquidation in 19992000.

The committee said it found Justice Sen was "guilty of 'misbehaviour' under Article 124(4) read with proviso (b) to Article 217(1) of the Constitution of India."

Article 124(4) when read with proviso (b) to Article 217(1) states that a judge of a High Court shall not be removed from his office except on the grounds of 'proved misbehaviour'. The prefix 'proved' only means proved to the satisfaction of requisite majority of Parliament, if so recommended by the inquiry committee.

‘An Incredible India’ campaign guy will be playing lead role in Rajendra Talak’s O Maria film, which will be premiered for IFFI 2010.

Cory Goldberg, an American, who featured in ‘Incredible India’ campaign, has played a lead role in the film, which speaks about a foreigner who arrives in Goa. “I saw Cory in the Incredible India campaign. He was shown bathing elephant and finally signing incredible India card. He appealed me and thereafter I started looking out for him,” Talak, a national award winning, director said.

Talak later started scouting for the actor in Mumbai and contacted several agents. “Finally, I managed to get him,” he said adding that Cory has played a role of a foreigner in the film.

The film also features Shernaz Patel, Sulabha Arya, Tiku Talsania, Meenacshi Martins, Aryan Khedekar, Kavin D’mello, Rosefern and John D’Silva beside others.

The music for the film is composed by Remo Fernandes, who has also sung three songs in the movie.

A fire fighting student from Andhra Pradesh has been reported missing from the training institute at St Inez, according to a missing complaint at Missing Persons Squad.

The student identified as Jumge Yumeha, 25, from Andhra Pradesh has been missing since Monday. The complaint has been filed by Pramod Mahale from fire fighter training section, located at St Inez.

Pakistan slams US over UNSC backing for India PTI ISLAMABAD, NOV 10

Peeved over US' strong backing for India's quest for a permanent UNSC berth, the Pakistan government today slammed Washington over the move, claiming it would have "implications" for peace and stability in South Asia.

The government expressed its opposition to US President Barack Obama's endorsement for India's efforts to gain a seat at the high table during a meeting of the cabinet chaired this afternoon by Prime Minister Yousuf Raza Gilani.

The cabinet said "politics of expediency" should not be allowed to decide the future of the international order.

"The Cabinet expressed its serious concern and strong disappointment on the decision of the United States to support a permanent seat for India on the UN Security Council," said a statement issued by the Foreign Office following the meeting.

"This decision has grave ramifications for the direction and prospects of the system of multilateral cooperation as envisaged by the founding father of UN Charter.

"It also has implications for peace and security and stability in Asia, particularly South Asia," the statement said.

The cabinet claimed it was "incomprehensible that the US has sought to support India, whose credentials with respect to observing UN Charter principles and international law are at best chequered".

As an instance, the cabinet cited what it described as India's "disregard of Security Council Resolutions on Jammu and Kashmir and gross and systematic violations of the fundamental human rights of the Kashmiri people".

The Pakistan government claimed the future of the UN and of "succeeding generations cannot and must not be premised on considerations of power politics, politics of expediency, bereft of morals and ideals, which must be the guiding spirit for an enlightened international order".

The cabinet contended that Pakistan, "along with a large number of members of the international community," wanted "principled" reforms of the Security Council.

A spate of early morning bomb and mortar attacks on homes of Christians in Baghdad today left at least three people dead and 26 wounded, an interior ministry official said.

"Two mortar shells and 10 homemade bombs targeted the homes of Christians in different neighbourhoods of Baghdad between 6:00 am and 8:00 am (0300 and 0500 GMT)," the official said, speaking on condition of anonymity.

"The toll is three dead and 26 wounded." The attacks come 10 days after 44 Christian worshippers, two priests and seven security forces personnel died during the seizure of a Baghdad cathedral by Islamist militants and the ensuing shootout when it was stormed by troops.

Three homes in the Mansur district of western Baghdad belonging to Christians were firebombed yesterday without causing any casualties, an interior ministry source said. On November 3, al Qaeda claimed responsibility for the Baghdad cathedral bloodbath and warned it would further step up attacks on Christians.

The extremists said they had carried out the church attack to force the release of converts to Islam allegedly being detained by the Coptic Church in Egypt. Days afterwards it declared Christians everywhere "legitimate targets." A senior

Cameron makes strong case for political reforms in China PTI BEIJING, NOV 10

British Prime Minister David Cameron today made a strong case for political reform in China, telling the country that a liberalised economy needs to be supplemented by greater political freedom to guarantee long-term stability.

While Cameron has chosen not to "lecture and hector" China over the issue of human rights during his visit to the Asian giant, he did make a strong advocation for greater political opening.

Speaking to students of the Peking University here, Cameron said: "The rise in economic freedom in China in recent years has been hugely beneficial to China and to the world".

"I hope that in time this will lead to a greater political opening... because I am convinced that the best guarantor of prosperity and stability is for economic and political progress to go in step together," he said.

Better governance, he said, is promoted by institutions like the parliament where opposition parties force leaders to listen to criticism, BBC reported.

He said the existence of a judiciary is able to strike down unlawful official actions and "make our government better and our country stronger" and a free media ensures that those

who hold different views from the government are able to take part in public debate.

"We believe that the better informed the British public is about the issues affecting our society... the easier it is, ultimately, for the British government to come to sensible decisions and to develop robust policies that command the confidence of our people," he said alluding to the British system.

At the same time he cautiously said that his observations do not stem from any sense of "moral superiority".

"Our own society is not perfect. There is still injustice which we must work hard to tackle. We are far from immune from poverty and the ills that afflict every nation on earth," he said.

"In arguing for a strong relationship between our countries, I want a relationship in which we can be open with each other, in which we can have a constructive dialogue of give and take in a spirit of tolerance and mutual respect," he said.

Indonesian volcano death toll reaches 191 AFP JAKARTA, NOV 10

The death toll from the eruption of Indonesia's most active volcano jumped to 191 today as more bodies were pulled from ruined villages, while ash continued to disrupt air traffic.

Mount Merapi, which means "Mountain of Fire", has been spewing ash and heat clouds since late October, incinerating entire settlements and forcing 340,000 people to flee to makeshift camps.

"The death toll from Merapi has reached 191," a disaster management official, who refused to give his name, told AFP. He said the sharp increase in the death toll from 151 was probably due to rescuers recovering more bodies in the central Java area where the volcano is located.

A total of 99 people have been arrested and at least 69 minors were rescued in an anti-child prostitution operation in the US, a media report said.

The operation was carried out by the Federal Bureau of Investigations (FBI) in 40 cities

across 30 states, Prensa Latina reported.

FBI spokesman Jason Pack said the operation - dubbed Cross Country V - intended to stop the activities of procurers who were making a profit by sexually exploiting children. Pack said that the highest number of victims was detected in Seattle.

Sensex sheds 57 pts in choppy trade;Bharti, Hindalco lead fall PTI MUMBAI, NOV 10

The BSE benchmark Sensex shed 57 points in a lacklustre session today, with a sharp dip in blue-chip Bharti Airtel’s profit and Hindalco’s lower-than expected-earnings dampening the sentiment.

The Bombay Stock Exchange’s 30-share sensitive index saw the gains charted in yesterday’s session eroded by 56.77 points, or 0.27 per cent, from the previous close in today’s trade, with the Sensex closing at 20,875.71.

Similarly, the National Stock Exchange’s wide-based Nifty index also declined by 25.85 points, or 0.41 per cent, to 6,275.70.

G-20 summit: PM against protectionist sentiments PTI SEOUL, NOV 10

Prime Minister Manmohan Singh arrived here today for the G-20 summit cautioning against protectionism while declaring it was in India's interest to have an "open, stable and rule-based" international economic environment including in trade and investment flows.

BNP Paribas looks to double Rev PTI KOCHI, NOV 11

BNP Paribas India, one of the leading foreign banks in the country, is aiming to double its revenue from India in the next five years and develop more footprints, top officials of the bank today said.

The bank's total global business revenue during the first nine months this calendar year was 33 billion euros of which one per cent is contributed by its operations in India, Jacques Michel, CEO and Country Head of BNP Paribas India and Andreas Lambropoulos, Head of Strategy and Business Development, told reporters here.

'The object is to double this to 2 per cent in the next five years', they said.

The bank's total revenue in 2009 was 40 billion euros. The revenue this year has seen a growth of 11.4 per cent, Michel said.

Singh's comments came as the G-20 countries worked to rebalance the lopsided global economy and resolve fractious currency disputes marked by a war of words. The summit's theme of the Seoul summit is 'Shared Growth beyond the Crisis'.

The summit which will be also attended by US President Barack Obama is also expected to see heated debate on the issue of regulatory reforms of the financial sector.

Tata Motors today said it would ask Nano customers to bring back their cars to add safety devices free of cost to prevent the vehicles from catching fire, but insisted it was not a "recall."

The company, however, said that the addition of safety devices, a lesson learnt from some of its brand new Nanos catching fire, was optional.

After these incidents, Tatas had engaged experts to get into the details for the cause of the mishaps, and its internal report had said that there was no manufacturing defect.

He said the Summit will also look at issues of regulatory reforms of the financial sector and consider the new Basel-III norms.

"This is a key area of work, and we must guard against complacency in the pursuit of a strong financial regulatory framework and effective supervision," he added.

Singh said the world economy was on the path of recovery but nations should keep their focus on how to optimise global outcomes in an increasingly interdependent world.

"As the Indian economy moves to a higher growth path, and opens to the world, our stake in a stable, inclusive and representative global economic

and financial system will only grow," he said.

Noting that this is the second G-20 Summit this year, the Prime Minister said this reflected the high expectations the world has from the G-20 in moving beyond the immediate crisis that the world faced in 2008 to ensuring a sustained and balanced economic recovery in the long term.

The Seoul Summit is the first G-20 Summit outside a G-8 country and the first in Asia.

On the margins of the Summit, Singh will have bilateral meetings with British Prime Minister David Cameron and Canadian Prime Minister Stephen Harper among others.

Taxpayers can now look forward to a faster redressal of grievances related to refunds and returns without the many visits to Income Tax offices as the department is all set to bring a number of its services online.

The department is in the process of enhancing a host of taxpayer related services like filing of returns, grievances and matters related to vigilance on its existing webportal-www.incometaxindia.gov.in-and will soon float a Request For Proposal (RFP) inviting competent software solutions firms to execute the job.

"The Income Tax department will soon host a number of taxpayer friendly services on its webportal. The effort is to reduce the taxpayers time in dealing with the department and deliver services fast as compared to the usual time taken," a senior I-T official involved in the process said.

It will reduce taxpayers' visits to the department's offices and help them to communicate with the department sitting anywhere.

Although all essential services are available online, keeping in mind the increasing rush of taxpayers, the online facilities will be increased, the official said.

The new services should be available in a few months time, the official added.

The government on Wednesday said that it would not be able to table the new Companies Bill that was expected to be enacted by the end of this year, in the Parliament's winter session.

Failing to meet the earlier deadline of tabling the Companies Bill 2009 in the winter session, Corporate Affairs Minister Salman Khurshid said the bill would now come in the budget session beginning February next year.

"Not this session. Companies

Companies Bill 2009, which lapsed with the dissolution of the 14th Lok Sabha, was reintroduced in the Lok Sabha in August last year.

Subsequently, in August this year the Parliamentary Standing Committee on Finance gave its report after examining the provisions of the law.

"It's a huge report. We spent weeks reading it. We will have to see whatever standing committee has recommended, suggested finds its way in the bill. The draft will have to be looked at carefully not just by us but also the law ministry," Khurshid added.

The Government on Wednesday said there were no plans to dissolve the existing boards of the IIMs across the country following suggestions by a committee to revamp their functioning.

The Bhargava committee set up by the Government had made recommendations like restructuring the society of IIMs and board of governors and providing further powers to the board to select and appoint chairman and director.

"There are no plans to dissolve the existing IIMs boards," said HRD Minister Kapil Sibal in a written reply in the Lok Sabha on Wednesday but added the report submitted by the Bhargava committee is under examination.The committee had also suggested redesignation of the directors as president and dean, clearly defining the responsibilities of the faculty members and provision for pension payment.

Bharti to consider prepaying $ 900 m debt PTI NEW DELHI, NOV 10

Sitting on a good amount of cash flows, Bharti Airtel today said it will consider prepaying up to USD 900 million of the debt it raised while acquiring African operations of Zain tele-

India batsman V V S Laxman will play his first ever Test in his home city of Hyderabad on Friday when Test cricket returns there for the first time in 22 years as the hosts take on New Zealand.

India will be hoping they will not need to rely on Laxman as much in the second Test of the series as it did in the first, when he scored a resolute 91 to help the hosts salvage a draw after being reduced to a humiliating 15-5 in their second innings.

Though Harbhajan Singh outscored him with 115, he acknowledged that Laxman had played the pivot during their match-saving partnership of 163 for the seventh wicket.

Describing the incident of wicketkeeper Zulqarnain Haider deserting the national team following death threats for refusing to fix matches as ‘shameful’, former captain Imran Khan said it reflected the current chaos and instability in Pakistan cricket.

"It is a shame that this incident happened and it has put all Pakistanis living anywhere in the world to shame," Imran said in an interview to 'Geo News' channel.

"I don't know what happened to compel him to take such a step but it has only brought more problems for Pakistan cricket.

We will only know the truth in next few days but clearly it is time to bring some stability to Pakistan cricket," he said.

Imran conceded that the spot-fixing scandal and the ‘shameful’ Haider incident have given credence to the growing feeling that Pakistani players were linked with bookmakers.

"Our credence as a cricket nation has gone down (because of the scandals) and that is sad," he said.

Imran, who led Pakistan to 1992 World Cup triumph, said stability would only come with a clean up of Pakistan cricket.

"It was only last June that we won the Twenty20 World Cup under Younis Khan and look at the shambolic state of affairs in our cricket since then. Everything has gone wrong," he said, adding

that unless there was a clean-up it would be best if Pakistan did not play cricket.

"We have changed so many captains and coaches, we have different captains for different forms of the game and no one knows who the captain will be for the next match. No other country is in such a shambolic state," he added.

He said the clean up was needed not only in the Pakistan Cricket Board but also in the team.

"In the past, our cricket has suffered because we didn't take action where and when required.

I say even players who are found guilty of corruption should be sacked. It is better to have a new set up then to keep on facing scandals on a regular basis which bring shame to our people," said the cricketerturned-politician.

Imran was also critical of the way the PCB had handled the spot-fixing allegations against Salman Butt, Muhammad Aamir and Muhammad Asif.

"I don't know why the board didn't react more responsibly and sensibly when these allegations were first made against our players. Why has PCB not taken legal action against 'News of the World' so far, what is stopping them from doing this. In England, there is a law that you can't slander and defame anyone just like that," he said.

"I would still say the board should take legal action against the newspaper who caused so much damage to us with their spot-fixing allegation story," he said.

Expressing concerns over wicketkeeper Zulqarnain Haider deserting Pakistan team in the midst of an ODI series following death threats for refusing to fix matches, International Cricket Council has offered to help the PCB in its investigation into the matter, besides advising the player to approach it.

ICC Chief Executive Haroon Lorgat said the world body is in "regular touch" with the PCB since Haider fled from his team hotel in Dubai to London.

"ICC today confirmed that it is in regular communication with the Pakistan Cricket Board and has offered to support the PCB in its current investigations into the reasons behind wicketkeeper Zulqarnain Haider's decision to leave the Pakistan team on the morning of the final ODI against South Africa in Dubai," Lorgat said in a statement.

Lorgat also offered help Haider but said it could only be done if the player approaches the world body.

"Clearly this is in the first instance a team matter for Pakistan cricket but the ICC is willing to provide assistance to the PCB and the player," Lorgat said.

"We are happy with our performance. We can take lot of confidence from the way we batted and bowled. The wicket (at Ahmedabad) was not very helpful. Still, we managed to do well and we can take confidence from that.

The curator of Hyderabad Cricket Association Y L Chandreshekhar has assured that the 22-yard strip at the Rajiv Gandhi International Stadium here would be a ‘result oriented one’ and would last five days during the upcoming second Test between India and New Zealand, starting from Friday.

The pitch has been prepared with a mixture of red and black soil -- a combination which is in vogue in Andhra Pradesh but rare in other parts of India.

"We are hoping and are also pretty confident that it would turn out to be a result-oriented one and the wicket is also expected to last five days. We have been working very hard to prepare a good Test match wicket for a long time," Chandreshekhar told PTI today, even as the India players went through the paces during their training session.

Asked about the mixture used for preparing the pitch, Chandreshekhar said, "The combination (of red and black soil) is widely used in Andhra Pradesh but, as far as how the pitch will behave over the five days, a lot will depend on how the batsmen apply themselves."

A lot of former players from Hyderabad were involved during the pitch-preparation process and Chandreshekhar felt that should be a plus.

"Former players like Venkatapathy Raju, Shivlal Yadav (vice-president, Hyderabad Cricket Association and Indian Cricket Board) and Arshad Yadav were involved in the process, not directly, but they were part of it," Chandreshekhar said.

The curator, however, refused to comment on whether the balance would be tilted in the batsmen or bowlers' favour.

"A lot of ODIs, T20s and Ranji matches have been played on this wicket and you know how it acts," Chandreshekhar said while indicating that the willow-wielders would be holding the upper hand.

Traditionally, this has been a batsmen-friendly track and the last time it hosted an ODI, in November 2009, Sachin Tendulkar cracked an astonishing 175 to almost single-handedly guide India to an improbable victory against Ricky Ponting's Australia.

That match, which India lost narrowly, produced nearly 700 runs.

No support for Haider in Pak, PCB suspends contract PTI KARACHI/DUBAI, NOV 10

Support shrunk for troubled Pakistan cricketer Zulqarnain Haider in his own nation as the PCB today suspended his contract and the government refused to support his efforts of seeking asylum in the UK after sensationally deserting the team in Dubai.

The Pakistan Cricket Board also constituted a three-member committee to look into the incident of his fleeing from Dubai to London after claiming to have received death threats from match-fixers.

Haider mysteriously left for London hours before the fifth one-dayer against South Africa without informing either the Board or the team management.

He is now seeking asylum in United Kingdom, claiming that he received death threats during the series from match-fixers.

A senior board official said the stipend contract was suspended because Haider had violated the terms and conditions of his contract as a Pakistan player.

A PCB statement also said that the Board is trying to get in touch with Haider but attempts to contact him have so far remained unsuccessful.

The fact finding committee includes Subhan Ahmed, Team Manager Intikhab Alam and Team Security Manger Maj. Khawaja Najam. All three members are in Dubai as part of the current team management.

The Board official said the

committee would meet soon and send a notice to Haider to report to them.

The government also took a hard stand against the stumper, who announced his retirement from international cricket yesterday barely three months after making his Test debut.

"The government will not support any move from Zulqarnain (Haider) to get asylum in the UK. We don't support his actions and believe he should have come to us if he was under threat from anyone. He didn't have confidence in the national team management or board (PCB)," Pakistan Sports Minister Ijaz Hussain Jakhrani told reporters.

If he is such a weak and scared person he should not have played cricket in the first place, particularly not for the national team. This is not way for a member of the national team to behave or for even a professional cricketer to behave," Jakhrani

said.

Jakhrani also said that the Sports Ministry had already written to the PCB, asking it for a complete report on the incident.

"We don't want to interfere in the internal matters of the board but we certainly want to know why this has happened as it affects the image of the country," he said.

"But no doubt this incident has disappointed us. Zulqarnain should have come to us for help.

We will not support his move to get asylum in the UK," the minister reiterated.

Presented at the Goa University's Department of Sociology, my thesis points out that out of the twenty one traditional salt producing villages of Goa only eleven villages continue with it.

This in turn affected or led to the displacement of the salt maker's traditional occupation.

Five different communities extract local salt in Goa - the Mithgaudas, Gauddis, Bhandaris, Agris and the Ager. The research focuses on three villages in three different talukas of Goa - Batim of Tiswadi, Arpora of Bardez, and Agarvaddo of Pernem.

Salt, has played an important role in human history. No substance other than water has been used with such regularity as salt. The value of salt was also known long before humans began to write their history. The thesis is called ‘The Mitagars of Goa: a study of community in transition’.

It looks at salt making in Goa over past centuries, and focuses on some historical factors which have changed the salt making occupation in Goa. Among other things, the thesis looks into details of the Mithgaudas of Agarvaddo and their traditional roots, ownership patterns of salt-patterns, socio-cultural life, economic and political life, and the impact of modern technology.

The brainchild of retailer Mahima Mehra and Jaipurbased handmade paper producer, V ijendra Shekhawat, the journey with elephant poo paper called ‘Haathi Chaap’ started in 2003.

“Vijendra and I were walking up to Amer Fort when the idea of making paper came to me as I saw mounds of elephant waste every few steps. It also has a lot of fibre which is the main element of paper making,” says Mahima Mehra, a psychology graduate.

Studying the Bhandaris and Gauddis of Arpora, the study also discusses the history and the etymology of the village.

The endeavour is to bring out the social changes that have occurred over a period of time.

Comparing and contrasting the three villages, the study revolves around regional variations with respect to the caste, status of women, ownership pattern and pisciculture. Details of the transition that the salt making communities have undergone from the year 1992 till date and the role of the state in implementing policies that impact the salt makers are also studied. These questions are related to cultural and economic dimensions of globalisation.

In Agarvaddo the salt makers have traditionally remained loyal to the work of salt making. They have still not become the owners of the land.

In Arpora they have slowly ceased to do the jobs in the saltpans due to various reasons. In Batim the Agris have ceased to perform the jobs in the saltpans and employ the migrant workers from Karnataka, says the study.

Goa's salt industry, which had been the major exporter of salt to the rest of India and even foreign countries, is declining today and could go into extinction. In the past five decades, a number of factors have cut into the traditional salt economy. Like the breaching of ‘bunds’ (riverside protective embankments), growth of export-oriented pisciculture, land-reclamation, real-estate developments, labour shortage and water pollution caused due to the growth of industries in some salt-farming areas.

The findings of the study indicate that there are no records maintained by government authorities in Goa about the estimates of the present day salt production in Goa. Most importantly, the Government must formulate a State Salt Policy in line with the National Salt Policy before this industry of the spice of life reaches a point of no return.

Despite prior experience in paper making, the duo had to experiment for around a year and half to produce their first paper sheet from elephant dung.

“The process of making elephant poo paper is similar to that of making any other handmade paper, with the additional challenge of disinfecting the dung thoroughly,” says Mehra.

Mehra had to convince the Rajputs to touch elephant dung, as the paper making process requires manually cleaning the dung. “After initially failing in my attempt, I invoked Lord Ganesha and told them that there is no harm in recycling the waste of God,” recalls Mehra, adding that the trick worked for her.

The colour of the paper depends on what the elephants eat. The paper is darker from June to September, when the elephants eat jowar and bajra compared to rest of the year when they eat sugarcane.

To make the water-intensive process more environment-friendly, paper making is usually undertaken near cultivated land so that the waste water rich in dung fertiliser enriches the soil.

“We tried feeding the elephant beetroot and turmeric to get naturally coloured paper but it did not work. We use only natural or vegetable dyes to dye the papers, making them ecologically safe to use,” says Mehra.

She admits that though the concept may be new in India, it has been a regular feature in Sri Lanka and Thailand. Apart from paper, fancy items like bags, frames, photo albums and cards are also made.

23-year-old college dropout from Quebec has become the first Canadian champion of the World Series of Poker, trumping thousands of challengers to take home 8.9 million dollars in prize money.

Jonathan Duhamel of Montreal beat out Florida native John Racener, 24, after 90 minutes of play, emitting primal screams as he gripped mounds of cash he won in poker’s richest and most prestigious crown.

He entered the play with a commanding six-to-one chip advantage in the NoLimit Texas Hold ’Em tournament, and kept Racener from winning any big hands or dramatic hands.

“This means so much to me, I’m the happiest guy on the earth right now,” said Duhamel, who was hoisted in the air by a crowd of hometown friends and relatives.

“I am very happy to be the first Canadian.

It’s an honour for me and it’s great for Canada,” he said.

The pair had been the last two remaining in an event that began in July with 7,319 entrants, who put up 10,000 dollars each or won entry in smaller tournaments. The final nine contenders played a 14-hour session which ended with Duhamel with a huge lead.

Duhamel’s mother Johanne admitted after his victory, the concern she had felt for him when at age 19 he had quit a finance degree at the University of Quebec at Montreal to focus on poker.

“It’s not like a common (job), it’s not something safe,” she said, adding that she would continue her own job because “I’m not the one

who won.”

In recent years, the World Series of Poker championships have increasingly gone to nonAmericans. In 2005, Australian Joe Hachem won, followed in 2008 by Peter Eastgate of Denmark.

Jerry Yang, who escaped Laos as a boy when Communists took over, won in 2007.

Both Duhamel and Racener began their poker lives online. Racener won 5.5 million dollars for placing second.

The World Series of Poker’s Main Event is the richest tournament in the game – this year, 747 of the entrants won at least some money, with a total of 68.8 million dollars given out in prize money.

“It’s a worldwide game now,” said Chris Cosenza, publisher of a monthly poker-focused magazine. “It’s not just for Americans. A lot of that has to do with online poker. A lot of the players in Europe are starting to embrace Texas Hold ’Em and in Canada as well,” he added.

Author Daniel De Souza wants people to read and appreciate his book with the same relish. “‘Chun’anm and Kan’ddam’ is a book of 16 essays, mostly conversations between two siblings, and are humorous recreations of day-to-day activities in a household,” says Daniel.

Daniel, an employee of MPT, Vasco has been a regular name in Goa’s print media for the past 20 years. This third book in roman script Konkani is another tribute to the language he so loves. “I enjoy writing and my love for Konkani compels me to keep writing in the language, it doesn’t matter in which script it is, but the language should benefit,” he says.

Daniel believes that the roman script should receive equal footing as the devnagiri script and they should both develop together. “Contrary to the belief that Roman Konkani doesn’t have enough readership, the script has a huge readership but the problem arises with the authors failing to reach out to these readers,” says Daniel wistfully.

With this book, Daniel hopes to revive this script and tug at the heartstrings of every Goan. The humour in the book is what the author hopes will be its selling point. “Today’s lifestyle is so hectic and fast paced that

one does not have the time to explore the humorous side in us; the stress of day-to-day living results in unwanted stressrelated lifestyle problems. It is time to take a break and resort to laughter, which indeed is the best medicine,” says Daniel.

Daniel has weaved humour into some serious issues in this book. “The essays may be humorous but each one of them has an underlying message,” explains Daniel. One of them, titled ‘Hanv Jinzvar Kortam’ is on the backdrop of the Lenten season and speaks about fasting and how to go about it. “People make a big deal of fasting and this is an essay about how it is not necessary to make it so obvious,” adds Daniel. Another one, ‘Mayacho mhoino Moujecho’ speaks about the scene in the holiday season of Goa. ‘Mhozo ‘Half moon’ nodrek poddlo tedna’ talks about how the out of the world ‘half-moon cut hair style’ of Brazil footballer Ronaldo had become a fad.

‘Vichitr Onnbhov’, another essay, is a dream sequence taking the reader into the future where we will have to buy passes to enter the beach as the entire shoreline will be captured by multinationals. “This dream or nightmare could very well happen in the near future if we Goans don’t stand up for our land and take our rights seriously,” says Daniel.

Although born in Mumbai, Daniel has a deep affiliation with the Goan soil. “Goa may not be my birth place but it sure runs in my veins; the people, language, art and sculpture all continue to hold a very special place in my life,” says Daniel.

The cover page of the book, designed by Artist Domnic Cordo, shows a woman selling the said seasonal fruits, and children plucking the same from the bushes; a typical scene in the Goan village markets.

Daniel has already published two books, one of which, ‘Koslich Malis Nastana’ (2007) won him two literary awards, one from Thomas Stephen’s Kendr, Porvorim and the other from Konknni Bhasa Mandal. The book ‘Chun’nam ani Kan’ddam’ is to be released on November 14, 2010 at Hotel La Paz Gardens, Vasco.

A Conglomerate of Indian Classical Musicians

HERALD FEATURES he 30th Surashree Kesarbai Kerkar Smruti Sangeet Samaroha of Kala Academy will be held on November 13 and 14, 2010 at the Dinanath Mangeshkar Kala Mandir, Panaji. Pratapsingh Rane, Speaker of Goa Legislative Assembly and Chairman of Kala Academy will inaugurate the festival on November 13 at 5:25pm. An invocation song will be presented by students of Indian Music and Dance, Kala Academy to mark the inauguration of the festival followed by classical vocal, instrumental and dance programmes presented in three sessions. The inaugural session will commence with the classical vocal recital by Sachin Teli from Goa. Disciples of sitar lecturer Rahimat Khan will present a sitar ensemble programme which includes Jose Manuel Leao Neves, Sushma Velingkar, Nandini Chari, Chandulal Kalburgi, Roshni Khan, Mansoor Khan, Sunaina Kuncolienkar, Pawana Gawas, Nayantara Joshi and Vinita Nagvenkar. Vishwanth Kalburgi (flute), Raghuveer Phadte (tanpura) and Pandurang Gawas (tabla) will provide instrumental support.

Ustad Ghulam Husnain Khan alias Raja Miyan from Mumbai will present a classical vocal concert. Tulshidas Navelkar (tabla) and Subhash Fatarpekar (harmonium) will provide instrumental support for the vocal concert. The inaugural session will conclude with the Kathak dance by Sonia Parchure from Mumbai. Sonia founded Sharayu Nritya Kalamandir (SNK) which is a premier centre of excellence in Indian Classical dance.

Pt Mukundraj Deo (Tabla), Atul Phadake (Harmonium) and Shreyas Govitrikar (Vocal) will provide accompaniment for the Kathak dance.

The second session will begin on November 14 at 10am with the sitar recital presentation by Goan artist Laxmikant Khandekar. Amit Bhonsle, another local artist will present Tabla Tarang along with Premanand Amonkar, lecturer in Tabla from Faculty of Indian Music and Dance of Kala Academy.

The second session will conclude with

a Dhrupad Concert presented by Ashish Sankrityayan from Delhi.

Ashish is based in Delhi and has studied ‘Dhrupad’, the ancient North Indian court and temple music genre for nearly twenty years from various singers associated with the ‘Dagar’ style.

The third session on November 14 will begin at 5pm with vocal recital by Goan artist Preetimala Dhavaskar and Ustad Shahid Parvez Khan from Pune, one of the leading exponents of the Etawah Gharana, will present a sitar recital.

The festival will conclude with ‘Taal Vaadya Kacheri’ presentation by Ustad Fazal Q u re s h i ( Ta b l a ) , P t B h a w a n i S h a n ka r (Pakhawaj), Ustad Dilshad Khan (Sarangi) and Bondo (Percussion).

TAG to celebrate Birth Anniversary of First Lady of Tiatr HERALD FEATURES or the first time, the Tiatr Academy of Goa (TAG) will be organising a special function to celebrate the 131st Birth Anniversary of the first lady on the tiatr stage – Regina Fernandes on November 16.

On this occasion, TAG will be conducting a workshop on the theme ‘Women’s role in art and culture’ at 10 am at the Conference Hall of Ravindra Bhavan, Margao. Dr Meenaxi Martins, a versatile artiste as well as social activist will be the resource person at the workshop and women artistes from the tiatr stage are requested to attend the same.

Regina Fernandes dared to step on the tiatr stage 104 years back in 1904, when there was a taboo on girls acting on stage.

The tiatr in which she acted was ‘Bhattkara’ written and directed by Pai Tiatrist Joao Agostinho Fernandes.

A Mélange of Melons and Much More

BY JOEGOAUK rishi Mahotsav 2010, a three-day fruit and vegetable fair is being held at the SGPDA Ground, Margao. The fair organised by Directorate of Agriculture, Goa is an annual exhibition and sale of traditional monsoon produce.

Vegetables, fruits and even root tubers were beautifully displayed in decorated stalls. Farmers from across the state came to the commercial capital to showcase their goods.

Though the rain gods made their presence felt, the fair was well received. Some vegetables and fruits which are rarely found in the market were present at the exhibition. Pickles and bamboo products are also available.

Produce on display include tender coconuts, raw bananas, pumpkins, cucumbers, snake gourd, ‘katta konngeo’, elephant's foot yam also known as ‘surann’, musk melon, ‘alu maddi’ or taro root, bottle gourd, ridge gourd and much more.

Produced by Shri Ashtavinayak Cine Vision Ltd and distributed by Eros International, the third installment in the Golmaal franchise triumphed at the box office with a gross collection of Rs.60 crore in India and Rs.10 crore overseas, in its first three days of screening. The movie opened across 2,000 plus screens worldwide.

ctress Neha Dhupia was seen in an insignificant role in director Vipul Shah’s just released Action Replayy, but the actress dismisses it saying the part wasn’t that bad when it was offered to her. She is more excited about her next release where she plays a dacoit.

“It happens. May be it wasn’t so bad when it was offered to me. But in any case it was a guest appearance. Vipul is a friend and I did it for him. It was a very friendly appearance,” said Neha.

The former Miss India is now looking forward to the release of Phas Gaya Re Obama, slated for a November 26 release. Neha has donned the role of a dacoit, Munni Madam, in the film directed by Subhash Kapoor and believes doing such challenging characters gives a new dimension to any actress.

“I never imagined playing the part. It was only his faith. It’s a very challenging role and I thought there are so many actresses who have the potential to play the part. It gives a new dimension to any female actor. But he wanted me to do it and then we got into rehearsals. I think that I am very urban, a city girl.

Once I got into this, I started thinking apart. I don’t know what started playing in my mind,” said Neha.

Phas Gaya Re Obama is a comedy film set against the backdrop of global recession that originated in the US. “I am not the heroine of the film. I am one of the boys, the hero of the film. It’s literally like that. I played a male part in a female form,” she added.

ouble Oscar winner Robert De Niro will soon add another accolade to his legendary, 40-year movie career. The Meet the Parents and Taxi Driver actor will be given a lifetime achievement award at the Golden Globes in January, joining the ranks of previous honorees including Steven Spielberg, Al Pacino, Barbra Streisand and Anthony Hopkins, the organizers said.

De Niro, 67, has made more than 70 movies in a career that started in 1968. He won Oscars for his role as the young Vito Corleone in The Godfather, Part II, and for playing boxer Jake LaMotta in Raging Bull. The taciturn actor later surprised audiences with his comedic turns in the Meet the Parents franchise, and its upcoming third movie Little Fockers.

De Niro also founded the Tribeca film festival in 2001 as a bid to revitalize lower Manhattan after the September 11 attacks on the World Trade Center, and promote New York City as a filmmaking center.

De Niro will be presented with his award at the Golden Globes ceremony in Beverly Hills on January 16 that will also hand out awards to the best movies, TV shows and actors of 2010.

ollywood star, Jessica Alba, claims that “Good actors never use the script unless it’s amazing writing. All the good actors I’ve worked with, they all say whatever they want to say.” Jessica Alba made this comment in an interview with Elle magazine.

Her comment on script writing, has not been taken well by the scriptwriters of Hollywood. The comment clearly points out the poor use of language in Hollywood, which many don’t agree.

Scriptwriter of Charlie’s Angles, John August, thinks that the comment was unfair to both writers and actors. He said, “So if an aspiring actor wishes to be ‘good,’ she should say whatever she wants to say?” said August. “That’s pretty terrible advice.”

However, Jessica Alba says that now she has learnt to take negative comments. They help her to shape her future. Negative comments on her acting skills or on her comments, does not disturb her.

She believes in speaking out her mind and be honest.

If someone dislikes it, she learns from her mistake.

Aspirin during Pregnancy could cause Infertility in Child

aking painkillers like aspirin could leave your unborn sons infertile, according to a report published in one of Europe’s leading reproductive medicine journals. The researchers warned that prolonged use of paracetamol, aspirin and ibuprofen could put unborn boys at risk of fertility problems, poor sperm quality and testicular cancer in later life.

It is estimated that around half of all pregnant women take painkillers during pregnancy, most often for headaches. Scientists said that unborn babies are most at risk between the fourth and six month of pregnancy when taking one painkiller doubled the risk compared to women who took none. Paracetamol doubled the risk, while ibuprofen or aspirin increased it four-fold. The study also claimed that taking two painkillers together increased the risk sixteen-fold.

The senior scientist at Rigshospitalet in Copenhagen who led the research said mild painkillers acted as hormone disruptors, intensifying low-level exposure from environmental chemicals in the womb.

Dr Henrik Leffers said: “If exposure to endocrine disruptors is the mechanism behind the increasing reproductive problems among young men in the Western World, this research suggests that particular attention should be paid to the use of mild analgesics during pregnancy, as this could be a major reason for the problems.”

He warned that women should try to reduce their use of over-thecounter analgesics during pregnancy.

erminal cancer patients could soon be offered a simple and accurate diagnosis of how much time they have left to spend with loved ones. Scientists have developed a technique based on factors such as breathing, pulse rate, weight loss and blood cell count which they hope to incorporate into a hand-held device. It would enable sufferers to plan the final stages of their life, dedicating time for travel, making will arrangements and saying goodbye to those close to them.

Doctors currently find it difficult to know how long patients have left to live because cancer can advance more quickly in some people than others.

Sometimes they are too optimistic and tell patients they will survive several months, after which their condition rapidly deteriorates and they die within a few weeks.

But researchers at St George’s Hospital in London and Manchester University have devised a technique to work out life expectancy based on a patient’s breathing, pulse rate, weight loss, appetite and red and white blood cell count. They have developed a computer model which takes into account all of these factors and gives an accurate estimate of how long the sufferer has left.

Professor Chris Todd from the University of Manchester said: “This technique would help patients decide when and whether they would need hospice care or need to arrange having support at home.”

The researchers studied 1,000 terminally ill cancer patients to find the most important factors indicating how long they had to live.

e it a small diamond pointer or an over two-carat solitaire - men now love their engagement and wedding gold bands being decorated with precious stones just as most women prefer. “During weddings, earlier people used to wear simple bands. But now many want their bands set with a diamond,” said Vijay Jain, CEO of a renowned diamond jewellery brand.

Udit Sehgal of another jewellery brand added, “A lot of men give solitaires of three or four carats to their wives-to-be on their engagement. So the least they expect in return is a solitaire - even if of just a carat. That is how diamond and solitaire rings are becoming popular among men.”

Karan Sarda, 28, is not a jewellery freak, but he is eagerly waiting to wear a ring regularly after his engagement in December. “Women still have the ‘sindoor’ to signify that they are married, but men have just their engagement rings to denote their relationship status. I think whether or not men like jewellery, an engagement ring is something that all of them should wear as a mark of commitment for their partner,”

he said.

Such is the demand for diamond rings that jewellery brands are coming up with various ranges of jewellery for men and couple rings, with one popular diamond jewellery brand even coming out with a special range of platinum couple rings.

Weddings notwithstanding, diamonds have become quite a style statement for men. But men’s penchant for jewellery is not a new trend in Indian society. The royals have since time immemorial flaunted ‘kundan’ or pearl neckpieces, rings, broaches, ‘kadaas’ and earrings. History is simply repeating itself with professionals flaunting accessories with precious jewellery.

In fact, according to a jewellery designer, “People in metropolitan cities, especially in the upper class, have become so status-conscious and fashion-conscious that diamonds are a small thing for them. It is only solitaires for them.”

The designer feels wearing real gold and diamond jewellery is a trend prominent among men over 35 years of age.
