IN THE STORM: The Grande Island off Goa HERALD CORRESPONDENT NEW DELHI, NOV 10
The Navy is still awaiting an NOC (No Objection Certificate) from the Goa Government to allow it to take over two islands close to its Dabolim airport to meet the security concerns related to the aircraft operations. Disclosing this in a written reply to Shantaram Naik (Congress) in the Rajya Sabha, Defence Minister A K Antony said these islands pose security risks
as they are located at a distance of less than four km of the landing funnel of the airport. The islands sought by the Navy are the State governmentowned “Pequeno Island of 2,78,525 square metres and a larger privately-owned “Grande Island” having an area of 5,28,575 sq metres, Antony said. This proposal has been made in order to address the security concerns related to aircraft operations from Naval Air Station
Dabolim and the case is being processed as per existing regulations. However, the Navy’s plan to acquire two picturesque islands off Goa for “security purposes” has triggered a chorus of protests in the region as the State had plans to set up a tourism-oriented amusement park on one of these. According to Shantaram Naik, the Navy was simply attempting to ‘grab land’.
“These islands are part and parcel of the State. Tourism activity, fishing activities and religious ceremonies will be trampled upon by the Indian Navy in the name of security. They are just trying to hog land. Goa should be opposing these attempts by the Indian Navy tooth and nail,” Naik had told reporters in Goa recently. A decision on Telecom Minister A Raja continuing in Government is expected to be taken by Prime Minister Manmohan Singh after his return from Seoul on Friday even as the BJP-led opposition turned the heat demanding the DMK minister’s ouster over the alleged scam in spectrum allocation. Highly placed sources indicated that the government is under intense pressure to remove Raja as he has been directly held responsible for the alleged scam by the Comptroller and Auditor General (CAG). “Holding a Cabinet Minister directly responsible for any scam is rare. In such a circumstance, it is difficult for any government to retain the Minister,” a source said. A decision on his continuance in the Cabinet is expected be taken after the return of the Prime Minister from G-20 Summit in Seoul on Friday, the sources said. The CAG has said it has sub-
These statistics compiled by Alcoholic Anonymous may be a cause of concern for Goan society. If AA data is to be believed, approximately more than 45 per cent of Goans consume legal alcohol – way ahead of the Indian average of 25 per cent for other States. It is estimated that there might be about a lakh of alcoholics in Goa. About 32 per cent of rural family income and 24 per cent of urban family income is spent on alcohol in India. Says noted psychiatric Dr Ashish Deshpande: “Medical fraternity believes that compulsive, impulsive and uncon-
trolled drinking of alcohol is a disease rather than a disgrace. All over the world, treating alcoholics has been a challenge to medical community. All the efforts to help the suffering alcoholic finally boils down to the 12-step pro-

The report is understood to have named Raja for taking arbitrary decision while allotting 2G spectrum, bundled with licences in January 2008, while ignoring the advice given by the Law and Finance ministries. Government has also taken note of the strong observations made by the Supreme Court which had on October 29 slammed the CBI for its “slipshod” investigations into the 2G spectrum allocation scam, in which the alleged role of Raja came under the scanner. A united opposition is set to embarrass the government in Parliament tomorrow by pressing for Raja’s removal.
