Goa Government has backtracked its decision not allowing bikini-clad women in the tourism promotional advertisements.

The State has chosen three beauties - Miss Russia 2009 Svetlana Stepankovskaya, Miss India 2010 finalist Alisha Pekha and Bollywood actress Mahima Chaudhary for promoting Goa tourism in the Russian and UK markets.

While the two Indian beauties have added glamour to the English version, the advertisement was re-shot with same content featuring Stepankovskaya in the Russian language.

The 60-second ad, entirely shot in Goa shows the celebrity models enjoying at the beach in bikinis and visiting some of the renowned tourist spots like temples,

We are tired of the All Goa Private Bus Owners Association (AGPBOA) threatening strikes every other month. The government needs to keep up to their promises and fulfil their pending demands.

On the other hand, the government should make sure that the private buses follow rules and stop bribing the traffic police for their irregularities. There is no denying that most of these private buses do not follow the rules of the road. Many buses still use the wrong fuel which pollutes the atmosphere, and although the government has built bus hubs, they prefer to halt their buses on the road or anywhere as long as they see a probable passenger, waving a hand. This is done even at dangerous turns. Some buses are not road worthy as many of them function without brake lights or side blinkers. A sizeable amount of drivers also ply the buses under the influence of alcohol.

The Goa government should seriously consider these irregularities while conceding to their demands.

Maharashtra Minister for Textiles and Minority Department Asif Naseem Khan on Sunday stated that the minority, especially Muslims, should get a representation during the next assembly election.

He was addressing the gathering during a minority convention in Vasco, which drew large gathering. The convention appears to be a show of strength of All Goa Congress Committee Minority Department Chairman Saifullah Khan to stake his claim on the Congress ticket for the next assembly election.

“I don’t know for what reason during the last election, Muslims were not given the Congress ticket. But I will make sure such things are not repeated,” said Asif Naseem Khan.

“Congress should get absolute majority in the next assembly election so that Congress party should not depend on alliance support to run the government,” he said.

Cortalim MLA and Deputy Speaker Mauvin Godinho said: “There should be a minority (Muslim) candidate during the next assembly election in Goa.” However, Godinho did not

The unabated rise of police atrocities against the arrested persons, especially women accused has prompted the Goa State Commission for Women (GSCW) to conduct overall inspection of the State police stations.

The commission till date has examined almost all police stations in North Goa, and intends to visit South Goa police stations from April 14, starting from Canacona police station.

The exercise, which began on April 6, will be completed in another week’s time and

a report will be compiled with recommendations and submitted to the govern ment by May. GSCW Chairperson Ezilda Sapeco said they are carrying out inspection of police stations to check out the strength of women police staff in each police station, female lockups and other infrastructural facilities.

In April, the commission officials had paid a surprise visit at Bicholim police station while inquiring into the alleged torture and humiliation meted out to Geeta Pednekar who was arrested in connection with a case involving family rivalry in Janu-

ary.

The officials found that the female lock-up was in bad condition, and that Geeta was outside the lock-up amidst male accused. It was then that GSCW decided to scan through all police stations.

The Commission then asked Goa Police to take steps to ensure that female lock-ups in the police stations are made ‘livable’ for those arrested or detained even if it is for few hours or days.

When asked, Sapeco refused to divulge observations by only stating that most of the police stations need a lot of improvement.

In the mornings, during rush hour, private buses are packed to capacity with passengers. In an attempt to reach the office on time, people embark on overcrowded buses. Under such circumstances, bus operators are helpless as people madly rush to grab standing or seating places in buses. As a result, buses sometimes have two to three standing rows instead of one.

No doubt, the busy morning routine is profitable for bus operators since there are so many additional passengers and, in addition, also resembles a very chaotic situation. The problem is that there is so much pushing and shoving, even when there is no space in the bus. This does not make any sense and could lead to a serious eventuality and possibly loss of precious lives.

In the interest of passenger safety, the bus operators should ensure strict adherence of norms with respect to the permissible amount of standing passengers. They should also desist from making unnecessary stops at every nook and corner to take in additional commuters. It also affects those who have to honour appointments on time.

People spend a lot of money, time and effort in getting court orders over property matters relating to succession deed or division of assets among siblings. At times, these cases drag on over the years, so that all the litigants are served notices and informed of the matter.

Thereafter, the trauma begins. The Office of Mamlatdar, instead of inserting names on their records, based on the court order, creates unwanted hurdles to the litigants. They insist on sending fresh registered notices, and want it published in the newspapers etc. The follow up also requires numerous visits to the Mamlatdar’s office which entails a long wait in endless queues for hours on end, without even a place to sit.

The government should stop this harassment and direct the Mamlatdar's office to make instant changes in the records based on a simple handwritten application, supported by a notarised copy of the court order. This will come as a big relief to the numerous people who are made to suffer, due to faulty administrative policies.

The market complex project built at an estimated cost of Rs 2.35 crore at Nuvem was commissioned on Sunday.

Urban Development Joaquim Alemao inaugurated the complex in the presence of PWD Minister, Churchill Alemao, local MLA, Sarpanch Antonio Barretto, and Parish Priest Fr Alvaro Martins at a function this morning.

The ground-plus two storey building houses the panchayat office, a multipurpose hall, government offices such as a post office, health centre and electricity office.

The rear part of the ground floor has 18 stalls for fish vendors, 12 stalls for vegetable/fruit vendors, four meat stalls, besides corridors and public toilets. Officials said the platforms for fish and vegetable vendors

have been designed by studying various markets in Goa, adding that deficiencies in the existing markets have been improved upon.

“Garbage disposal is a major problem plaguing the state. I have succeeded in setting up treatment plants in Cuncolim, Sanquelim and Bicholim and three more are in the pipeline in Quepem, Canacona and Pernem”, he said, and asked the Environment Minister to take the

If the Chinchinim Panchayat gram sabha was “adjourned” last time, the meeting scheduled on Sunday was “postponed” at the eleventh hour yet again.

Gram sabha members turned up at the Chinchinim Church hall on Sunday morning to attend the gram sabha meeting as per the decision taken at the adjourned meeting held on March 27. They, however, returned disappointed without the participating at the meeting since the Acting Sarpanch, Dora took a decision to postpone today’s meeting. The notice about the postponement of the meeting was read at the Sunday mass, saying the Sarpanch Olwyn Antao will take a decision on the new date and venue of the gram sabha meeting.

Along with the gram sabha members, around five Panchayat members, including Constancio Fernandes also turned up at the Church hall for the meeting, but went home disappointed.

Panch Constancio sought to know how the Panchayat can “postpone” an “adjourned” meeting and alleged that the ruling body has not been taking all members into confidence before taking decisions. “I as a Panch member was unaware of

Charred body found in gutted jeep

An unidentified charred body was found in a jeep at BarkatteMollem, some 100 mts away from the Panjim-Belgaum highway on Sunday at about 7.25 am.

According to Collem Police, after receiving a call that Tata Sumo (GA-04-C-0183) caught fire, Collem PI Manoj Mardolkar and his team rushed to the site and noticed a jeep on fire and were shocked to discover a person lying inside it.

Serving and retired seamen on Sunday have resolved to fight for their rights and various social welfare benefits under the banner of newly-formed Goan Seamen Association of India.

At a public meeting held at the Maria hall, Benaulim on Sunday, the seamen employed on cruise liners, cargo, containers, merchant navy, both Indian and foreign vessels voiced their concern over the utter neglect of the seafarers concerning their employment and retirement.

Association Dixon Vaz told Herald that the Association will take up all issue facing Goan seamen, both retired and serv-

ing, with the companies and government.

Saying that the new Association would work in close coordination with other seamen’s associations in the state, Vaz said both the Associations would jointly take up the cause of the seafarers.

“Issues such as pension, medical benefits and other social welfare benefits for seamen would be vigorously pursued with the shipping companies, Union and the government”, Vaz said.

“There are thousands of seafarers from Goa, but there is no identity for them when they come back. Seafarers in other countries have their offices and they are entitled for various benefits”, he said.

Asserting that the Youth Congress organisation is not a political party but a social organisation, Chief Minister, Digambar Kamat has said there is no problem for any government servant below the age of 35 years to become a member of the Indian Youth Congress (IYC).

“I always say that I have provided 1000 jobs. Those who have got the jobs and are looking out for jobs should become members of the Indian Youth Congress”, Kamat told youth Congress members from Margao before flagging off a rally in his constituency on Sunday noon.

The Chief Minister said the constitution of the Indian Youth Congress is very clear that it is

not a political party since the organization does not contest elections and are engaged in social activities. “There is no bar on any government servant below the age of 35 to enroll himself as a IYC member”, he asserted.

Kamat urged the Youth Congress cadre from his constituency to enroll minimum 2500-3000 members since Margao is represented by the Chief Minister. “When the report go to Rahul Gandhi, they will find out how many members have been enrolled in the Chief Minister’s constituency. Put in extra efforts to enroll as many members as possible during the next two days”, he appealed.

Addressing the youth Congress members in the presence of IYC observer J Sarvananan,

the Chief Minister said that Goa was initially set a target of one lakh new youth Congress members, but the figure was brought down to 70,000 due to the small size of the state. “Around 19 states have already completed the process and Goa is one of the states yet to complete the exercise”, he said, adding that for the first time ever, the Youth Congress president will be directly elected by the members as per the directions of Rahul Gandhi.

The Chief Minister instituted a special prize for the youth Congress member who enrolls maximum members during the next two days.

J Sarvananan and Teo Bonamis also spoke and guided the youth Congress members before the rally.

In the year 2008 when the Bill came back instead of making amendments to the Bill, the Goa Government took a stand that a new Bill will be drafted.

Goa Government has not given representation to people on the Committee to draft the Bill, recalled Adv Sonak in a press release. On the pretext of bringing a new Bill the Government failed to make reappointment of members on Goa Public Men's Corruption, (Investigation and inquiry) Commission.

Today this commission has become almost defunct. The Lokayukt Bill implementation in Goa will take some time till that period this commission needs to be made functional to take action against corruption in public life.

Goa People's Forum has appealed to people to suggest names of social activists, intellectuals to the Government so that they can be appointed on the Commission.

Hospicio runs out of water as toilets stink, patients face ordeal HERALD REPORTER MARGAO, APRIL 10

Hospicio hospital was once again in the news, but for the wrong reasons.

This time, patients had to undergo an ordeal as the toilets were stinking for want of water supply to the hospital.

There was not even water for the patients to wash their hands after lunch as water suddenly disappeared at 11 pm.

Till 8.30 pm, water supply to the hospital was not resumed, with agitated relatives of the patients giving vent to their anger outside the hospital premises.

One Martin Pereira told Herald that water supply to the hospital stopped at around 11 am on Sunday, putting the patients to great hardships.

“The toilets are in a stinking condition. There was no water for the patients to wash hands after lunch”, he said.

When the relatives inquired with the Hospital staff, they said that the operator is on leave on Sunday.

“When we met the doctors, they said whether they should look after the patients or go after arranging water to the hospital”, another relative of a pa-

tient stated.

Questions are raised why the hospital did not requisition water tankers to meet the requirements if there was a major problem.

Davorlim Sarpanch Francisco Sebastiao Dias on Sunday faced two separate gheraos from local residents over an incomplete spring renovation work and construction coming up on a bandh.

Residents led by Anand Sawant questioned the sarpanch over the delay in completing work on the spring and served a four-day deadline on the Sarpanch to look into the matter or threatened to launch an agitation.

The sarpanch explained to the residents that the Panchayat had tendered work on the spring renovation project, but lamented that the BDO has till

date not issued the work order.

Dias questioned why PWD Minister, Churchill Alemao is interfering in the projects mooted by the village Panchayat and assured agitated residents that the panchayat would send a reminder to the BDO to sanction the work order at the earliest.

“The Panchayat has nothing to do with the spring project undertaken by the PWD. We have to unnecessarily share the blame for the delay in the project”, he told the residents.

Sawant and the residents maintained that any further delay in completing the works would affect the irrigation requirements of the local farming

community.

Meanwhile, residents of the village called on the Sarpanch to register their opposition to a housing project on a bandh.

Sarpanch Dias informed the residents that the Panchayat has issued a stop work order, but regretted that the builder failed to stop the work. “We have carried out inspection of the site and the report would be forwarded to the BDO for further action”, Dias added.

A local resident Fatima Costa said the residents will be denied of the traditional pathway if the building takes concrete shape and demanded action against the construction.

After turning a blind eye to the activity over the years, the Margao police on Sunday cracked a whip against Chor Bazaar along the station road in the Commercial Capital.

In fact, the hustle and bustle associated with the Chor Bazaar went missing on the Station Road this morning, raising eyebrows over the sudden action initiated by the Margao police against the activity.

Sources in the know informed that a police party headed by PSI Girendra Naik descended at the Station road before dawn and prevented the vendors from starting their business activity.

In fact, the Margao Municipal Council had planned a crack down against the activity this morning, but the Market inspector had to return back due to the absence of the vendors along the road.

Noted Konkani writer, activist and Convenor of Movement of Amity Towards Roads in Goa (MARG) Gurunath Kelekar has emphasized on further strengthening of ties between Belgaum and Goa, as Belgaum was the center of Goa’s struggle for freedom in 1955.

He was addressing a meeting of social activists of Belgaum that was jointly organized by MARG and the Sar vajanik Vachanalaya here on Sunday.

“As Goa celebrates its Golden Jubilee year of freedom, it is high time people of Goa say ‘thank you’ to the people of Belgaum and reach out to the people of Belgaum by the way of organizing at least one public event at Belgaum,” asserted Kelekar.

Speaking on the occasion, former Belgaum mayor and social activist Nagesh Sateri who presided over the function said Belgaum-Goa relationship have strengthened over a period of time.

“Be it freedom movement or supply of vegetables and other necessities, Belgaum has always responded to Goa’s call on priority,” he said welcoming Kelekar’s initiative in establishing MARG movement in Belgaum.

MARG activists Martin Fernandes, Manikrao Gavanekar and Arvind Kakodakar briefed about the movement and said that it is high time the movement is established in Belgaum, Karwar and Sindhudurg.

After nearly 16 months, the State, in a criminal appeal filed in the High Court has challenged serial killer Mahanand Naik’s first acquittal in the Bhagu Upaskar death case.

The Court, accepting the petition, has been fixed for hearing on Monday. In January 2010, North Goa District and Sessions Court had acquitted Mahanand for ‘want of evidence’.

According to the police chargesheet, the victim was taken from Tambdi Surla to Quepem and killed by Mahanand in 2007. Quepem police had recovered her body and an unnatural death had been registered.

Mahanand has a string of seven acquittals out of 18 rape, murder and robbery cases booked against him. His crime epidemic unfolded one by one after he was called for questioning in the rape charge by the lone surviving victim.

He is serving seven years rigorous imprisonment for raping the 23-year-old victim in 2009.

S H O RT TA K E S Household goods gutted PORVORIM (HC): Household goods worth Rs 97,000 were gutted in a fire at a house in Olaulim-Pomburpa on Friday afternoon.

Mapusa Fire Station Officer D Redkar said the fire services received a call at about 12.25 pm stating that fire had broken out in the house of Ashok Naik.

Six fire fighters rushed to the site along with a fire tender and they battled for almost two hours before extinguishing the fire.

Household goods such as clothes, utensils, TV, washing machine, cupboards and cash, all valued at around Rs 97,000 were gutted in the fire. The cause of fire is not known and investigations are in progress, said Redkar.

Water pipeline damaged

MAYEM (HC): They were at work to attend to a public utility, but ended up damaging another utility.

Labourers engaged in road widening work damaged the main water pipeline at Housing Board on Thursday evening, disrupting water supply to residents of residents of Sashtiwada in Bordem-Bicholim and surrounding areas.

Huge amounts of water began gushing out of the damaged pipeline since the past three days, much to the anger of the affected residents.

Residents have accused the Bicholim PWD has been accused of failing to repair the pipeline immediately and stopping huge wastage of water.

They also feel that labourers assigned to roadwork should take proper precautions to avoid damaging water pipelines along the route.

Women’s Day held at Calangute

CALANGUTE (HC): The Junior Chamber International Calangute organised various competitions for women to mark the Women’s Day celebration at Candolim.

The JCI team organised competitions like best saree, hair style, food making and salad decoration for the women from Candolim, Calangute and surrounding villages. The competitions evoked good response from the women.

The highest number of contestants was in the best saree competition with 20 contestants taking part, while other competitions also drew a good number of contestants.

The heads of institutions from the taluka were part of the tour. Things seem to be finally improving at the beleaguered Community Health Centre (CHC) Canacona, as a new ambulance was added to the hospital on Thursday.

The residents have been regularly criticizing the Canacona CHC, on grounds that it lacked basic health facilities.

According to sources, the Directorate of Health Services delivered the new ambulance on Thursday afternoon.

An informal brief inauguration

of the ambulance by CHC staff was held on Thursday evening by putting a flower garland and taking a round outside the CHC gate, before shifting it to the parking lot of the hospital.

It may be recalled that Canacona residents have been protesting over the inadequate medical facilities, including ambulance facilities, at the lone government hospital in Canacona taluka. The 108 emergency service is regularly deployed to shift needy patients to Margao and elsewhere in the absence of adequate ambulance services.

The devotees took part in the religious ceremonies climbing almost 400 steps to reach the hill for a Holy Eucharist concelebrated by Pilar Society Provincial Superior Fr Kryiel D’Sousa, Fr Max Gonsalves, Fr Agnel Fernandes, Fr Thomas Gonsalves and Fr Constancio Mendes (assistant parish priest of Anjuna.

“In today’s society, we see failures either on the sporting field, education or other fields as a setback to our successes, but it was just the contrary in the life of Jesus Christ and he exemplified it in his fall while carrying the Cross to Cavalry,” said Fr Kryiel in his homily.

Earlier, Fr Kryiel blessed the newly erected Cross with the image of Jesus Christ hanging on it in the presence of Fr Gonsalves, Fr Mendes, Fr Max Gonsalves, Fr Agnel Fernandes and a large number of devotees from Anjuna, Vagator and Calangute.

Anti-corruption drive makes a mark

Activists and students took out a victory rally in the city here on Saturday evening in view of the Center’s decision to accept the demand of anti-corruption crusader Anna Hazare on the Lok Pal Bill.

The activists, however, demanded that the Goa government take immediate steps to appoint the Lokayukta to crub corruption in the state.

Activist Geraldine Fernandes told newsmen that Goa has earned the dubious distinction as the most corrupt state in the country, adding that the people of the state will now agitate for the constitution of the Lokayukta.

She urged the people to join the on-

going movement against corruption and to secure the future of the citizens and help make Goa a model state in the country.

Delay by workers at the Pilar telephone exchange to replace a corroding telephone pole has led to two mishaps in Curca.

A local, Benny D’Silva, informed Herald that around two months ago, the telephone pole located near his house got corroded and bent towards the road.

“We informed the linesman B B Kuri to replace the pole since it would cause inconvenience to motorists plying along this steep and narrow road. However, instead of replacing the pole, the linesman along with other locals used a GI pipe to hold the pole upright,” Benny added.

He further informed that the GI pipe, unable to hold the weight, also got bent and the

telephone pole again tilted towards the road.

“On April 1, when a motorcyclist from Merces tried to avoid the pole, the loose cables got entangled in his motorcycle due to which he lost control of the bike and fell,” Benny said and added that the person suffered leg fracture and is being treated at GMC. Benny also informed that another person, also from Merces, met with a similar accident on April 6, when his bike brushed against the pole and the rider was thrown off the bike. “Luckily, the person suffered only minor injuries,” he added.

Benny further blamed the telephone exchange workers for not heeding to their requests, which resulted in both mishaps and has demanded immediate replacement of the pole.

When contacted, junior engineer S R Lamani of Pilar exchange said that he is unaware of the incident since nobody has brought it to his notice.

He also said that the linesman, Mr Kuri, had not intimated him of any demands from the locals to replace the pole.

When contacted, Kuri, said he has repaired the pole several times in the past, but every time the cable operator pulls his cables over the pole due to which it gets bent.

Kuri also said that they can do without the pole as it is only being used to keep the distribution box.

Later, JE Lamani assured that he will get the pole removed from the place and shift the distribution box to some other location, to solve the problem once and for all.

PWD Minister Churchill Alemao-backed group has come to power in the Rumdamol Panchayat.

In the elections held on Friday, Avita Chodankar was elected the sarpanch, defeating outgoing sarpanch Sharifa Bi Sheikh by 4-3 votes. Badsha was elected the deputy.

Soon after her election, Avita said she would work towards the welfare and development of the village by taking all the seven members into confidence.

“We will also work towards the welfare of the village. There is no Hindu-Muslim conflict as it is made out to be by the rival group. All the seven members will be taken into confidence in the development of the village”, Chodankar said, while seeking cooperation from the public to usher in the village development.

Replying to a question, she aid all pending works will be taken up with the support of the PWD minister.

Churchill Alemao has said that Sharifa Bi was voted out of office by the majority members since she was not taking all members into confidence.

“She never came to me for any development work. She might have come to me for work only twice in the last three years and half”,hesaid,butassertedthere’s noHindu-Muslim-Christiandivide in the village, but only development.

“In the Congress party, the Chief Minister and the party president are Hindus. The Leader of the Opposition is a Hindu. That does not mean that they are against the Christians and Muslims”, he said, while reacting to the statement by the local BJP leaders that the Congress has dislodged the only woman Muslim sarpanch in Salcete.

Replying to a question, he thanked the BJP leaders from Rumdamol for supporting him in the last elections and will thank again if they have decided not to support him in the coming polls.

He, however, hastened to

add that he had never told the BJP not to field a candidate against him, saying the people will finally decided on the choice of candidate.

Mayem correspondent adds: Residents from Bicholim on Saturday observed a one-day chain hunger strike at Chatrapati Shivaji Maharaj Maidan in Bicholim, in support of veteran social activist Anna Hazare’s fast to press for the Lokpal Bill.

The activists undertook the hunger strike under the leadership of BJP activists Abhijit Naik, Adv Satish Sonak, Dr Dattram Desai, Bhagwan Harmalkar, Dr Pramod sawant, Sakharam Pednekar, Ajay Prabhugaonkar, Suryakant Desai and Hanumant Suru.

The hunger strike was later called off after lemon water was served to the agitators.

Poinguinim locals confront PWD over poor water supply HERALD CORRESPONDENT CANACONA, APRIL 10

Around 40 residents of Welwada-Poinguinim confronted the PWD staff at the water-supply & roads section office in Canacona on Friday evening over inadequate water supply and the dilapidated interior roads.

Residents complained that the water supply had turned from bad to worse and was unable to meet their requirements.

“The one-hour water supply has such little pressure that many a times one cannot fill even one utensil for the entire period of the supply time,” complained a resident.

The residents, led by Po i n g u i n i m Pa n c h S a t i s h Painguinkar, could not meet the assistant engineer (water-supply) and they took their ire on the few staff, including a junior

engineer of the department.

It was no different when residents marched into PWD’s road section office, as again the agitated residents could narrate their woes only to junior staff in the absence of Assistant Engineer.

They complained that the internal roads were not worthy to walk, let alone drive on the dilapidated surface.

The agitating locals had telephonic talks with the concerned head of departments, who reportedly agreed to have a joint inspection of the area on Monday.

Some residents sought to blame the local MLA and PWD minister saying, “Even though the panchayat has submitted a resolution to repair/hot-mix our internal roads, the local MLA as well as PWD minister has failed to act in the matter.”

What price disruption?

The Portuguese were the last batch of strangers who sought to make Goa their home, says TEOTÓNIO R DE SOUZA

xactly what did the unrelenting disruption of the Legislative Assembly by the opposition Bharatiya Janata Party (BJP) MLAs achieve? On Thursday, the Assembly approved the Appropriation Bill and passed the Budget amidst shouting of slogans by the opposition benches. After unruly scenes that forced Speaker Pratapsingh Rane to adjourn the House for the third consecutive day, when it resumed he called upon Chief Minister Digambar Kamat to present the demands and Bill for a vote. Opposition members moved around the table of the secretariat staff shouting slogans, but the House approved the demands and the Bill, without a word of discussion.

How has this episode of disruption of the Legislative Assembly served the ends of democracy? It has resulted in the passing of the Budget without any discussion. The Opposition BJP itself lost an opportunity to expose the government. The public lost the benefit of a proper discussion on the Budget proposals. Except for Aldona MLA Dayanand Narvekar, a majority of ruling Congress MLAs chose to be mute spectators for the third consecutive day, even as the functioning of the House collapsed. That is because the disruption actually came as a relief for many of the ministers, particularly to Home Minister Ravi Naik, Health Minister Vishwajit Rane and PWD Minister Churchill Alemao, who were specifically targeted by the Opposition during this session.

The sole exception was Aldona MLA Dayanand Narvekar.

He flayed both the ruling as well as Opposition MLAs for depriving him of his right as an MLA to raise issues of importance before the House. The Aldona MLA lamented that the Legislative Assembly had lost three days during which no discussions were held, but demands for grants were nevertheless passed. He pointed out that probably for the very first time in the history of the Goa Assembly, the Appropriation Bill would be passed without any discussion.

He raised a very valid point. Can the House be held to ransom over the errors of commission or omission of one individual? “One minister is not Goa,” he declared, complaining that he had been robbed of an opportunity to raise important issues in the House. Mr Narvekar is right. This could be the last assembly session for this term; mid-term elections are very likely to happen later this year.

During the last Assembly session, Leader of the Opposition Manohar Parrikar made an issue about the fact that the number of days of sitting of the Goa Legislative Assembly had been reducing year after year, with legislators getting fewer opportunities to perform the duties they were elected to do. He was absolutely right. But now, he himself is responsible for blocking the House proceedings for days on end, and making a mockery of an entire Assembly session.

Freedom’s price

W

hen corruption has colonised the administration − from our elected representatives to the powerful Indian Administrative Services (IAS) cadre, right down to Lower Divisional Clerks and Peons who move files from one desk to the next − can we ever expect these people to make laws against themselves? That was the importance of Anna Hazare’s fast. Those who call it “blackmail” or “fascist” seem to have forgotten the Mahatma’s methods.

It is only because the Congress needs to keep itself relatively clean for Rahul Gandhi to lead it in the next election that the Lokpal Bill will become reality. This battle has brought corruption to the centre of the national debate. It is only fights like this and institutions like the Lok Pal and Lok Ayuktas that can keep the corrupt under pressure.

he King’s College in London organised an international seminar on 26-27 March last, calling upon a group of scholars to discuss the European ports of Asia since the early modern period till recent times. I chose to present the case of Goa, which since times immemorial attracted the attention of strangers as a strategic port of call, meaning an intermediate stop, where ships picked up supplies, fuel, etc., a sort of base for maintenance facilities for shipping, storage of imported goods, and as redistribution centre.

It needed obviously an administrative set-up to ensure efficient and smoothly running services, earning the confidence of all interested parties and making all feel safe and at home. That is what Goa had been under various pre-Portuguese rulers. Under the Kadambas and Vijayanagara Gove is mentioned as the capital of the Banavasi and other neighbouring regions, including across Ghats in the Deccan. The Portuguese were the last batch of strangers that sought to make Goa their home, but had to leave at the end of 1961.

It cannot be forgotten that the life of a maritime trading port is vitally dependent upon the supply lines, not just by sea, but also from the hinterland.

Most of the studies of the colonial cities, including Goa, either touch the issue of land dependence very superficially, or ignore it altogether as of little consequence. Very little serious attention has been paid, for instance, to various cases of local rebellions in Goa as manifestations of the native dissatisfaction with the colonial policies.

The murder of half a dozen of Jesuits in Cuncolim in 1583, was one such early and serious case. It has been presented generally as Hindu reaction to the violent Jesuit conversion drive in Salcete.

As I pointed out elsewhere in my publications, Cuncolim was one of the rare villages that lived on more than agriculture of subsistence. It even had a petty home industry, including gun-manufacturing capacity. In the letters of Afonso de Albuquerque one reads that guns of good quality were manufactured in Cuncolim, and he finds them comparable to those which the Portuguese brought from Bohemia. The anger of local elite that murdered the Jesuits was provoked by the destruction of their local temple that was located at crossroads of trade routes that linked Goa with

HISTORIcAL ExPLORATIONS the hinterland through the ghat passes. The trade fairs held during the temple feasts were vital for their economic activity.

I have also analysed in my Medieval Goa (Panaji, Goa 1556, 2009) how the Portuguese had been sufficiently content with their maritime trade during most of the 16th century, without needing to interfere with the agriculture-based economy of the local inhabitants. This situation started to change early in the seventeenth century. The threats posed by the arrival of the Dutch and the Englishmen led to the building of the new fortifications at the entrance of the Mandovi river, but resulted simultaneously in an increasingly frequent investment by the casados in the rural lands, violating the assurances given to the natives in the Foral of Afonso Mexia in 1526. During this process the white parish priests posed themselves as protectors of the native interests against the intrusion of the lay white settlers. In reality, the religious orders were upset in their unrivalled white domination of the rural areas until then.

In addition to the violation of the exclusive land proprietory rights of the Goan natives in their village communities, there were complaints

about coconuts being taken forcibly by the captains of the Aguada and Reis Magos forts that defended the bay entry to the capital city. The natives were paid only one-third of the market price. The native labour was also regularly recruited for digging trenches of the Tivy fortifications and to watch the coast line against any enemy intruders. The village communities were made to pay the cost.

A representation of the village communities of Salcete province to the King in 1643 discloses how the Viceroy Pero da Silva had ordered war ships to be built in Goa and the contractors were allowed to cut down jackfruit trees and other fruit bearing trees for timber without paying just compensation to the native owners. The note makes it a point to suggest sabotage by stating that the galleons caught fire and were burnt when they entered the bay.

As a net result of the violent conversion drive, the arrests and punishments of the Inquisition, and the repeated forced levies from the village communities to cover the war costs against the neighbouring rulers, a sizable number of Goan inhabitants, both Hindus and Christians had moved

out of Goa and settled down in various regions of the Konkan and beyond in the Indian subcontinent. It would be ultimately the pressure of the Goa Liberation Council and several other civic movements in Bombay, representing nearly 100,000 Goan expatriates eking out their living in that city that backed the Indian military intervention in Goa in 1961.

The leadership of the Goa Liberation Council was largely Catholic, including the ArchbishopCardinal of Bombay, Valerian Gracias, of Goan origin. More interesting still is the fact that the Operation Vijay was almost entirely under the operational command of nine high ranking Goan officers, including only one Hindu, as revealed by the recent publication authored by Valmiki Faleiro. Curiously, all these officers were obviously chosen for their military experience, but also for their familiarity with Portuguese language.

This issue came up for discussion during a twoday colloquium that was held at the Universidade Lusófona in Lisbon during last week, namely on 31 March-1 April. The colloquium discussed the various writings of Gilberto Freyre, a Brazillian sociologist who visited Goa and most other Portuguese colonies in 1950-51.

He sought to popularise the idea of a transnational luso-tropicalist confederacy as a post-colonial political, economic and above all, a cultural network of Portuguese speaking peoples worldwide.

His book The Portuguese and the Tropics was published in Lisbon in 1961, but unfortunately, due to intransigent views of the Salazar regime and the momentum gained by the anti-colonial movements, his project and advice to the Portuguese administration arrived too late. But even otherwise, Gilberto Freyre appears to have been unaware of the ground realities in Goa, where the Portuguese language speakers hardly numbered 5% according to the last census organised by the colonial regime. That number included nearly 3,000 white Portuguese military and other officers serving in Goa and their families.

To conclude, the Goans are at last masters of their home. The tourists and other strangers or bhaile will always be welcome, but not as rulers of Goa’s destiny.

Learning how to forgive

I

t is easy to say to forgive someone but it is quite hard to actually do it. Forgiveness is not a state of mind; it is a state of the heart. We need to ponder and change as we need to forgive and to be forgiven every day. Yet why don’t we forgive readily? Because before we forgive we want to hear from the other person that we were right after all. Then we want to hear apology after apology. We also want to hear excuses. Finally, we want to be praised for being a forgiving person. For this reason, we are reluctant to ask for forgiveness from others for fear that such demands will be asked from us.

But there is no such demand from God. God teaches us to be forgiving every time, but do we pay heed to Him, then? During Lent, we have the opportunity to be different, to be transformed.

Perhaps there is someone that you should seek forgiveness from during this time. Perhaps there is someone that you can offer forgiveness to. Perhaps Lent can be a time that you return to the loving embrace of God. We wonder how we can love others when we do not want to forgive.

It is difficult to forgive and we often think of forgiveness as something that someone who has done us wrong, must ask of us.

Why don’t we look the other way? Why don’t we focus on offering forgiveness than waiting to be forgiven?

If forgiving someone brings relief to you, then do it, as now is the best time. We seek forgiveness when our life depends on it, but how about when it doesn’t? When we seek forgiveness from God, God does not require anything from us other than the request to be forgiven. God is just happy to see us home again.

I wonder why it is so hard for some of us to forgive, while others do it instinctively. Why do some choose to hold grudges and refuse to forgive, while others do it so easily? Perhaps nothing destroys a good friendship more effectively than the inability to forgive. Disagreements and misunderstandings happen. Even best friends will have their trying times. Without forgiveness, pride takes over. All too soon, a small argument may build and fester into something that no one really wants: the end of the friendship.

I wonder how often we should forgive others. Jesus teachers us we should forgive not seven times; but seventy times seven times.

This means ‘indefinite and unending.’

This is a big task and it appears huge to us, but we can do it. If we have the grace of God, then it becomes easy and for this we have to pray hard so that we can forgive others. I believe that when we forgive each other, we get the taste of God’s own unconditional love.

The greatest misconception about forgiveness is the belief that

forgiving the offence means that you condone it. Not true. In fact, we can only forgive what we know to be wrong. Forgiveness does not mean that you have to reconcile with someone who treated you badly. I believe that to withhold forgiveness is to choose to continue to remain the victim. Remember, you always have a choice. Always remember that we are human, therefore to err is human, isn’t it? Sometimes people do and say hurtful things.

Forgiveness is the most important single process that brings peace to our soul and harmony to our life. All of us, at some point in our lives, have been hurt and wounded by the actions or words of another. Sometimes the grievances have been so great we thought, “no way, this I cannot forgive!” Sometimes forgiving becomes very difficult.

We feel we have a right to our resentment. However, living from resentment takes so much effort. It creates a tremendous void in and around us. All the toxic feelings of hatred and resentment stay bottled up inside and eventually seep into all the areas of our life with the result that we become bitter, angry, unhappy and frustrated.

So many times we have sinned and turned away from God? And yet, God forgives us and is always reaching out to embrace us.

After all, God is our ultimate and a forgiving friend we have.

The citizens of the entire country were on to the streets joining in the fight against corruption irrespective of age, religion, caste, state, or colour. It was an overwhelming moment in the history of India. This is just the beginning.

Anna Hazare has gotten all of us together. Let us not allow our efforts to go in vain.

In our first step, we have taken a big leap. However, we must not take a step backward.

We must go forward in our pursuit of a corrupt-free country. Let us keep the anti-corruption movement going till there is justice everywhere.

I think it is the youth of today that can bring about a lot of changes for the betterment of society. In this society, we all have a role to play, and must play it positively. We have to keep “anti-corruption” as our main motto. Every single man and woman has to contribute to make this into a reality. How far the Lokpal Bill (Act) will succeed will depend on its implementation and honest intentions, which is rare in the present corrupt society! Will this Bill (Act) bring all corrupt politicians and other citizens under its ambit, who will be handed out a severe punishment, so as to set an example that no one ever dares to be corrupt?

Sports minister Babu Azgaonkar has been rightly pulled up by the opposition party for his wrong doings. One issue is regarding the leasing of the village Panchayat school playground in Salcette to one senior team.

In Siolim, the village Panchayat playground school file was in its final stage for payment and Babu de-notified and cancelled the acquisition process.

He denied school students and villagers of a playground. The village Panchayat Child committee of Siolim has been organising vacation camps but each time the Sports department hasn’t deputed coaches to the Siolim panchayat.

However, one must appreciate MLA Dayanand Narverkar in his efforts to promote cricket.

Amateur tiatrists try to be superstars in just one dawn.

They try to produce their own tiatr. They confidently knock on politicians’ doors to ask for financial help. So, it is obvious that the politician, who helps, will be the chief guest.

Being a medium to convey a message to the masses, politicians grab the opportunity and talk about their dedication towards our mother tongue Konkani and Tiatr. Try getting veterans tiatrist who are still alive as chief guests. They have given their life for the love of Konkani stage.

The generation will realise who their people are and that tiatr has come a long way and definitely did not spring up in just one dawn.

here are two proposals of the ‘Jan Lokpal Bill”: 1.

The one proposed by the citizens of India, under the leadership of Anna Hazare. 2. The other proposed by the Government of India.

Both the proposals are supposedly for investigating corruption by politicians, bureaucrats and corporate houses. What is the difference then? Actually there are many differences between the two, but all these differences boil down to just one major difference i.e., the politicians want to decide which cases should be investigated by the “Lokpal” and the politicians want to frame the bill the way they feel is best, without considering the views of the people.

Is this not very silly on the part of the politicians? Imagine, the investigation is against politicians and they want the very same politicians to decide if the case deserves to be investigated by the ‘Lokpal’ Secondly, they also want politicians to control the powers of the ‘Lokpal’. Then why call it a Lokpal Bill, at all?

We might as well call it something else like ‘Chorpal Bill’.

If the government’s proposal is accepted, it would amount to ‘One thief investigating another thief.’or ‘one murderer investigating another murderer.’ And imagine all our politicians are exactly in favour of such a bill. A ‘toothless tiger’ fully dependent on its master, the ‘politician.’

The reasoning given by the politicians is ‘they are the elected representatives of the people’ and by virtue of the people’s faith reposed in them, they are the best people to try out corruption cases against themselves.

The question here is: ‘What happens when an elected representative of the people turns against the very people that elected him or her?’

The question here is: ‘What happens when a person elected by the people to protect their land, himself starts selling their land to land-sharks, for his selfish benefit?’

The question here is: ‘What happens when a person elected by the people to ensure a better future for their children, does exactly the opposite?’

This is where a strong ‘Jan Lokpal Bill’ becomes necessary, to check corruption among politicians. In the proposal prepared by the citizens of India, there is no place for a ‘Thief conducting a trial for another Thief ’.

This is precisely why the ‘Jan Lokpal Bill’ has to be formulated not only by the citizens (non politicians), but should also be executed without any interference from politicians.

This will surely be one great bill that will really empower the people of India in controlling corruption among politicians, bureaucrats and corporate houses.

The whole nation stood behind Anna Hazare, the second saviour of India and now the government has acceded to his and the demands of India’s teeming millions. He has won the battle for India. But this is just the beginning. The real battle now lies ahead. India must be unshackled from the chains of corruption and it lies entirely in the hands of Anna Hazare and the young guns of the nation.

Gandhian Anna Hazare today said civil society activists were planning their next strategy to ensure a tough Lokpal Bill and that much more needed to be done to fight corruption in the country.

“We are planning our next strategy. Now that a small battle on the Lokpal Bill has been won, we will have to work more for laws to tackle corruption in various levels of our society”, 73-year Hazare, whose fastunto-death agitation received nationwide support, said here.

He was speaking to reporters a day after government agreed to constitute a 10-member Joint Committee, including civil society members to draft an effective Lokpal Bill.

The veteran activist, who sat on a hunger stir for 98 hours, however, admitted that he could not fathom that the movement led by him would generate such a massive nationwide support.

“I had no idea this agitation would turn out to be as big as it did... and the nationwide support we got. I wanted to do it in Maharashtra but Kiran Bedi, Swami Agnivesh and Arvind Kejriwal insisted that I hold the fast-unto-death in New Delhi”, said Hazare.

He said he was happy with the government’s decision over the Joint Committee while noting the Lokpal Bill should be introduced in the Monsoon Session of Parliament.

Asked if a special session of Parliament should be convened for quick passage of the anti-corruption bill, Hazare said there was no need for it as that would amount to additional expenditure for the government.

Regretting that corruption had taken deep roots which had affected common people, he said by having a strong statute the situation in this regard will improve.

Hazare said it was time to involve people from across the country when it came to issues like fighting corruption “because it affects each one of us”.

“Though I do not know any one specific reason for the massive support I got, one certainty is that each of us is fed up with the degree of corruption in the country”, the activist said.

He said the use of technology including SMS, social networking sites and the media just helped spread like wild fire the message of holding anti-corruption agitations throughout the country.

Asked about his earlier comment that Union Minister Sharad Pawar should step down, Hazare said, “He has already resigned

from one Group of Ministers (GoM). This is a democracy, if people demand that he should step down, then on moral grounds he should”.

Calling the agitation a victory of people’s power, Hazare, however, reminded all that it was just the beginning of the fight against corruption.

Arvind Kejriwal, an Indian Revenue Service officer turned social activist and a key member of Anna Hazare’s agitation said he saw no reason behind the discussion on who all from the civil society should be part of the joint committee.

“I don’t see any reason behind this discussion. Those who were part of the team that prepared the first draft of the Jan Lok Pal Bill — Justice Santosh Hegde, Shanti and Prashant Bhushan and I — are part of this committee”, Kejriwal said.

He said those who understood the real importance of the development (formation of joint committee) were not insisting to be part of it as they know that it was important to have experts on board.

Kejriwal said the anti-graft agitation triggered by Hazare was wound up from Jantar Mantar but on registering oneself with a certain helpline number, all details and updates of the joint committee’s working will be provided from time to time.

Bedi, who has been urging media to give as much coverage to Hazare’s campaign as they did during the cricket world cup, said she did not want to be part of the committee at all and wanted the experts to do their job.

“This is an A-plus team. Only those people can be part of this committee who know the government’s functioning and can help in making a law that will look into all aspects of fighting large scale corruption”, Bedi said.

Ongoing construction of a canal is threatening a sprawling wildlife corridor spread over Chandrapur and Bhandara districts in eastern Maharashtra, the Forest Department officials have said.

A 107-year-old Delhi woman may have become the world’s oldest patient to have a partial hip replacement, and hopes to be walking again within a fortnight.

Lily Wauters, a 101-year-old British woman is recorded by the Guinness World Records as the oldest person to have a total hip replacement in 2007 when she was 101 years and 196 days old.

Vidyavati Chopra, of Delhi’s Bengali Market, underwent a partial hip replacement surgery three days ago and is possibly the oldest person to have such a procedure.

Vidyavati, who may be among the few lucky ones still alive to have seen the trio of Bhagat Singh, Sukhbir and Rajguru in prison, had met with a freakish accident and had fractured her hip this week leaving her family worried about the option of surgery because of her age.

Sc rejects jobless hubby’s plea for compassionate appointment Turning down an unemployed husband’s plea for compassionate appointment after his wife’s demise, the Supreme Court has ruled that the benefit can be extended only to needy persons to help a family tide over the crisis caused by death of the sole breadwinner.

A bench of justices Aftab Alam and R M Lodha set aside a Madras High Court judgement which directed consideration of Kishore’s appointment on compassionate grounds after his wife K Janaki, a senior accountant in the Office of the Directorate of Postal Accounts, died.

The high court had passed the direction while rejecting the Union government’s plea that Kishore cannot be appointed to the post as he was not an indigent (needy) person, since the family was drawing Janaki’s pension and was not in financial distress.

“Contrary to the high court’s observation, indigence of the dependents of the deceased employee is the first pre-condition to bring the case under the scheme of ‘compassionate appointment’,” the apex court said while rejecting the reasoning.

The very purpose and object of the scheme is to provide immediate succour to the family of an employee that, on his death, may suddenly find itself in a state of destitution, the bench said.

“If the element of indigence and the need to provide immediate assistance for relief from financial deprivation is taken out from the scheme of compassionate appointments, it would turn out to be a reservation in favour of the dependents of an employee who died while in service which would be directly in conflict with the ideal of equality guaranteed under Articles 14 and 16 of the Constitution,” Justice Alam, writing the judgement, observed.

Janaki died on September 1, 1993 while giving birth to the couple’s second child. She was then working as a senior accountant in Chennai. The government paid an amount of Rs 71,000 as deathcum-gratuity to Kishore, in addition to a sum of Rs 2,998 per month as family pension.

On January 11, 1994, Kishore filed an application for his appointment on compassionate ground as he was unemployed.

However, the government on February 26, 1998, informed him that he was not found entitled to compassionate appointment as he was not considered to be in “indigent circumstances”.

Kishore challenged the order in the Central Administrative Tribunal which dismissed his plea, but the Madras High Court on an appeal ruled in his favour upon which the government appealed in the apex court. Upholding the appeal, the apex court cited the Central government’s Office Memorandum dated October 9,1998 Clause 1 which describes the object of the Scheme as under:“The object of the Scheme is to grant appointment on compassionate grounds to a dependent family member of a government servant dying in harness or who is retired on medical grounds, thereby leaving his family in penury and without any means of livelihood to relieve the family of the government servant concerned from financial destitution and to help it get over the emergency.”

“We have replaced the fractured bone with an artificial one made of steel using special bone cement as her bones are too fragile to take the load of screws.

The surgeon said Vidyavati had broken her bones three to four times and every time recuperated back to normalcy quickly under his supervision. “She is a survivor”, he said.

“She will get back to her feet within a fortnight. In normal cases, we put patients on a walker within a couple of days of surgery. The patients are con-

stantly instructed to not put weight on the injured leg. Since she is hard of hearing, constant instructions cannot be given. We will wait for a week or so and then put her on walker,” he said.

Vidyavati’s daughter-in-law Shresht Lata Chopra, who is in her late sixties, said her mother-in-law spent her childhood in Sindh in Pakistan and got married at Nawanshahr near Jalandhar in Punjab before moving to Delhi in 1940 with her husband who was manager at an English company here.

“She was FA of that time which is equivalent to Higher Secondary of present times. Her mornings used to begin with newspapers and a cup of tea till her eyesight began to fade. She still relishes ice-cream. This is not her first accident and every time she had got normalcy back,” she said.

Vidyavati had lost her only one son in 1999 and her husband long ago but she still controls affairs of the household.

“She tells us about her visit to the Jail where Bhagat Singh, Rajguru and Sukhdev were kept before their hanging. She describes them having a “sher jaisa (lion-like)” imposing personality.

Actress Priyanka Chopra, who sizzled in her golden bikini act in `Dostana', says she is not part of the sequel of the 2008 film.

"I am not part of Dostana 2. I was never doing Dostana two...reason being my love story ends in the first film...so where is the question. This was cleared some 2 years ago," she said on micro-blogging site twitter.

Directed by Tarun Mansukhani, `Dostana', a romantic

comedy, starred Priyanka, Abhishek Bachchan and John Abraham in lead roles.

It is the first Bollywood movie to be filmed entirely in Miami, United States. `Dostana' performed well both in India and overseas markets.

Reportedly, `Dostana 2' will have Katrina Kaif in place of Priyanka besides Abhishek and John among others.

"And when it comes to a special appearance or something, that's a much later call," Priyanka said.

Kan visits tsunami ravaged northeast PTI TOKYO/FUKUSHIMA, APRIL 10

Surveying the tsunami-ravaged northeast for the third time since the disaster struck a month ago, Japanese Premier Naoto Kan today pledged all assistance to rebuild the region, where the radiation-leaking

Fukushima nuclear plant is yet to be stabilised.

Kan visited a fishing area in Ishinomaki in Miyagi prefecture, the worst-hit in the March 11 magnitude-9 quake and tsunami that left nearly 30,000 people dead or unaccounted for in Japan's northeast. He promised the locals that the government would do all it can to help them rebuild their lives and resume fishing.

Amid concerns raised by countries like South Korea over the release of low-level radioactive water into the Pacific Ocean by workers at the Fukushima plant, Kan acknowledged Japan should have given firmer explanations to the neighbours.

Kan also visited a Self-Defense Forces (SDF) headquarters in Sendai, where the SDF and US troops in Japan have set up a joint office for relief work, and thanked American military for its cooperation.

At a devastated fishing port in the city, Kan told members of the local fisheries industry that the government would select ports that should be preferentially reconstructed under a rehabilitation programme.

Pak prosecutors seek more time to serve warrant to Musharraf PTI ISLAMABAD, APRIL 10

Pakistani prosecutors have sought more time from an antiterrorism court to serve an arrest warrant issued for former President Pervez Musharraf for not cooperating with investigators probing the assassination of ex-premier Benazir Bhutto.

Prosecutor Chaudhary Zulfiqar, who appeared on behalf of the Federal Investigation Agency (FIA) in the court yesterday, again sought more time for ser ving the warrant to Musharraf, currently living in self-exile in Britain.

The court subsequently adjourned the case till April 23.

During the hearing held in Rawalpindi's Adiala Jail for security reasons, the judge asked the prosecution about progress made in serving the warrant issued in February.

FIA Director Wajid Zia told the judge that the British Home Department had failed to serve the warrant. The judge directed the FIA to contact the British government through the federal authorities to get the warrant served.

At the last hearing, the judge had summoned Zia to explain why authorities had been unable to serve the warrant.

Zia is the chief of the joint investigation team probing Bhutto's December 2007 assassination.

The confrontation is the deadliest since the end of Operation Cast Lead, the offensive Israel launched in December 2008 that claimed the lives of some 1,400 Palestinians -- more than half civilians -- and 13 Israelis, including 10 soldiers.

Militant rocket fire from Gaza has been the first test of Israel's newly deployed Iron Dome short-range defence system, which the military said has successfully intercepted several Grad rockets.

An Indonesian lawmaker faces an ethics investigation after he was photographed apparently watching porn on his tablet computer in parliament, an official said Sunday.

Arifinto, who represents the conservative Islamic Prosperous Justice Party (PKS), was caught on camera on Friday looking at a pornographic image on the tablet, which he held slightly under his table, during a plenary session.

The photograph, first posted on a local news website, was picked up by other media and sparked a public outcry on the Twitter microblogging site over the weekend.

Iran military plane crashes, pilot killed AFP TEHRAN, APRIL 10

An Iranian military training aircraft crashed Sunday near the city of Shiraz, killing the pilot, the state news agency IRNA reported.

IRNA said the aircraft was a Russian-made Sukhoi, adding that the cause of the crash was unknown. It did not offer further details.

In addition to Russian and Chinese military planes which Iran has, it also has American planes which it purchased before the Islamic revolution of 1979 and is currently modernising them.

Shock at ‘un-Dutch’ mass shooting AFP THE HAGUE, APRIL 10

The Netherlands was in shock Sunday after a gunman killed six people and wounded 11 in a packed shopping mall before committing suicide in an act the media dubbed "un-Dutch".

"Alphen aan den Rijn will never be the same," said one of about 5,400 messages on an electronic condolence register opened in the town where the 24-year-old man went on the rampage on Saturday.

"Why? We are incredulous and shocked," said another. "The Netherlands lost its innocence."

Gunman Tristan van der Vlis entered the De Ridderhof shopping mall in the town about 40

kilometres (25 miles) southwest of Amsterdam at around lunchtime on Saturday when it was packed with children and their parents.

Witnesses said he opened fire with an automatic firearm on shoppers and merchants, striding around without haste. Dutch authorities have not identified

the victims.

The man then shot himself, taking the motive for the mass killing with him to the grave.

In a farewell letter to his parents made public overnight, Van der Vlis said he was unhappy and wanted to commit suicide but made no mention of killing oth-

ers.

Dutch churches held memorial services for the victims on Sunday as the media analysed the "un-Dutch" nature of the shooting, which they said was more common in countries like the United States.

But disaster management professor Eelco Dykstra told the station: "This type of thing can happen anywhere."

Cairo protesters defy military after deadly crackdown AFP CAIRO, APRIL 10

Several hundred protesters who held an overnight sit-in in Cairo's Tahrir square after a deadly military crackdown stayed on on Sunday after the army backed down on a threat to disperse them.

The protesters, who blocked the square with a charred army truck, barbed wire and beams, chanted against military chief Field Marshal Hussein Tantawi, who has been in charge since president Hosni Mubarak's ouster in February.

"The people demand the toppling of the field marshal," they chanted, after spending a nervous night waiting for the army to carry out its warning that it would enforce a three-hour pre-dawn curfew.

Soldiers, backed by riot police, had dispersed an overnight protest in the iconic square before dawn on Saturday, with one protester shot dead.

The military later warned that it would clear out remaining protesters, keeping the demonstrators on edge throughout the night as the countdown began for the curfew. Groups of young men whistled and banged at the barricades when they thought the military, which remained out of sight, was approaching, prompting others to run to them with sticks.

As the curfew neared its end, some protesters began to chant jokingly: "Hit us, hit us, you are taking your time and we're bored."

Saturday's death was the first in the square since it became the focal point for the 18 days of protests that triggered Mubarak's resignation on February 11.

The army denied it was responsible for the death of a protester who was shot in the mouth, saying no fatalities were discovered when it cleared the square to enforce the curfew.

It said four soldiers and nine protesters were wounded.

"Those who remain in the square will be dispersed," General Ismail Etman told reporters. But his warning was ignored by the demonstrators, who chanted slogans against the military.

The Central Excise department now puts out its major tax defaulters on the website.

This would allow anyone to view the arrears of tax defaulters; it would also help the taxpayer to correct mistakes if any.

TAX RECOVERY One of the factors in the collection of the budget in the income tax department was the focus on recovery. Law has now being amended and accordingly all assessment proceedings are completed by the month of December to give the officers three months to collect the demands raised.

Even so recovery of arrears poses a major problem for several reasons. In some cases there is an over assessment made – where there is little possibility of collection of any tax. At several instances the Supreme Court has taken the stand that India law is subject to international conventions, thereby the double tax treaties preclude the sharing of such information.

some it is packing time, since they have been transferred to new stations. For the first time, the annual transfer orders have been issued early – a few in the month of March with effect from the 1st April and the rest by the first week of April. This is a good precedence – it would allow the transferred officers to go to their new stations find places to stay, schools for their children and to make the necessary adjustments that each transfer involves.

In the offices this is time for housekeeping when new files are made, recovery notices are issued and long standing grievances are looked into. There is a new look at most of the tax departments and hopefully with the Direct Tax Code and the GST on the anvil, there will be a new impetus in the area of taxation.

mployees from time to time are required to face a performance review from their boss. And, it is at this time that the workplace is fraught with terrible anxiousness. Performance reviews are met with trepidation and worry, as reviews end up on the worker’s file and affect the Management’s important decisions regarding the employee like promotions, increments, etc.

Hence, a bad review is especially upsetting; it plays havoc on the confidence and self-esteem of the employee. People are normally not prepared for a bad review; even those who perform the basic minimum, want an average result.

The company utilizes the performance reviews to evaluate the contributions of their employees, the value of their presence in the company and their dedication to furthering the company’s goals. The smooth functioning and the successful future of a company,

is ensured through the regular appraisement of its employees. By reinforcing and highlighting commendable feats, the company fosters a competitive and productive environment that will place it on par with other thriving companies.

Performance reviews is one of the practical methods for the company to strive for profit and recognition. Employees should keep that in mind when receiving a performance review.

In the event you receive a bad performance review, you can either incorporate the comments as useful advice or you can fight it, but only if you feel it is a worthwhile endeavour.

There are many reasons for a bad performance review, it may be your boss has something against you and wants to force you to leave so that they can appoint someone of their own preference in your place. Also, it could be that he/she is seeking the excuse to deprive you of a well-deserved promotion. There is also the urgings of

the upper management to grade on a curve - irrespective if everyone’s performance is satisfactory. There have to be a few people assigned to a low grade. It is often those who will accept their grade without a fuss.

This is purely speculation and it is only validated if there is a clear indication of favouritism or unreasonable hostility displayed by the boss towards you. The refusal to accept your negative marking is also warranted by the acquired proof of your own diligence, commitment and efficiency that gives the report no credibility.

After receiving the review, you should take a good, unbiased view of your performance, then try to judge if it fulfils the Company’s expectations and how does it compare to the input from colleagues. It should not be the criticism or the act of placing a little more demands on you that is the reason for complaint. If the criticism is unmerited, then you have a cause to refute the claims that may have ramifications for you in the future.

The choice to respond or not depends on your willingness to pursue your cause and tackle the issue tactfully and methodically. It is good to take a day to quell your emotions and approach the situation in a calm, controlled manner. If you have evidence that your work is undeserving of the remarks, then it should be noted down before the appointment with the reviewer.

After carefully examining the facts in the performance review to confirm their validity, there is the small chance that there could be errors in the details and you should check for inconsistencies or wrong information. Once you have a clear understanding of the contents, then you should start the structuring of a strong, carefully-worded rebuttal letter, which may be presented to the reviewer.

If there is truth to the negative points in your review then they should be acknowledged first off. Then, formulate a plan where these negative comments can be counteracted with positive ones. All rebuttals should be presented as written verification of your performance and deeds in the organization. It is good to have every detail recorded in writing; it is substantiation for your claims. If there are examples in your review about poorly done projects or late submissions or anything underlined, you need to check them out and offer clarification. It will only diminish your reliability if you use the opportunity to furnish excuses or attempt to shift the blame.

In the letter, anything noteworthy

you have accomplished in the organization that marks you as an assiduous individual should be highlighted. The extra projects you have undertaken or commendable feedback from clients or through your foresight you have made certain processes easier in the workplace, assemble such data to accompany the letter.

When facing your reviewer, you should adhere to caution and be open to discussing everything. If your boss is unhappy with your performance, point out gently your contributions to the company and express tactfully how your review is a one-sided reflection.

There is no guarantee that your boss will actually change the review or up the grade but at least you will have gotten your view across. Moreover, the placement of the rebuttal letter in your file will do some good. Performance reviews are helpful in assisting the employee in his/her growth within the organization, so they should not be so easily disregarded. Imbibe the points specified and mark your own progress for the following year’s performance review, then be pleased and proud of your personal improvement.

anaging an environment where office politics are rife is not easy.

Colleagues will often attempt to manipulate certain situations to their advantage, even if it is to the detriment of others. Such politics not only create a poor

and inefficient working environment, but can be worsened if efforts to diffuse them are not managed in the right way. Here are some ways to manage tension in the ranks by staying objective: 1. Whilst it is often said that ignorance is bliss, office politics are hard to ign o r e .

They generally sprout from the employee jealousy, insecurity and gossip. These are intrinsic characteristics of human nature, and it would be naive to at-

tempt to work against them. Instead, be aware of the existing politics between various employees and work with them to help reduce the tension.

2. Do not attempt to stop office gossip, instead, make sure you are informed of what is being said so that you are kept aware of areas of tension and can respond appropriately.

3. Stay calm and in control when reacting to office gossip.

Avoid using accusing terms such as 'you' and other judgmental language which can often exacerbate the situation.

4. Create a more amiable and pleasant working environment by encouraging workers to be mix with colleagues, both those they work closely with and those who are outside their usual circle of contact. If colleagues are able to get on well with each other, then the amount of internal political tension will be reduced by default.

any young people believe that having a good relationship with their boss is more important than pay and benefits.

And although two-thirds of employees seem to be satisfied with who they report to, the remaining third is dissatisfied with their bosses.

Today's employees are voicing concerns with their boss's ability to lead, half of them complain that they regularly had to cancel family and social engagements because of late working hours and felt their job had put a strain on personal relationships.

Unfortunately likewise, many of us can recount tales about bosses who've been far from ideal. Bosses may be as laughable, but would you go to the extreme of sending a live venomous spider in a package to your manager? I can just see you looking at me with raised eyebrows that ask, “Has she gone mad to ask, even think such a question?”

If you're suffering working for a boss from hell, be comforted by the fact that you are not alone. Just as there is a myriad of nightmare bosses, there are many ways to deal with their office terrors. *The Control Freak: micromanages every move you make.

What you should do: Bom-

bard this person with e-mails, reports and meetings. This might overwhelm him/her and do away with the controlling behaviour. *The Chum: tries to solicit personal information and seeks inclusion as though you are the best of friends.

What you should do: Include this person but keep your distance. Invent a fictional hobby, extend invitations you know they can't accept, and avoid hugs. *The Workaholic: has sacrificed their life for the job and expects the same from you.

What you should do: Let this person know there is life outside of work. Discuss family, friends and hobbies at every opportunity. *The Teller of Bad Jokes: always has one for you, and it's always bad.

What you should do: Be prepared for the painful punch line and feign amusement.

Then change the subject quickly. *The Supreme Delegator: takes all of the credit and none of the blame and essentially is setting up others to take the fall.

What you should do: In writing, advise on all key decisions and plans, but be prepared for a denial of knowledge if anything goes wrong.

*The Yes/No Manager : couldn't care less about useful information or discussions and simply wants every decision boiled down to ‘yes' or ‘no'.

What you should do: Present summaries with several alternatives for action. If asked for a recommendation, give it verbally. *The Passive-Aggressive Boss: procrastinates, complains about not enough time, and then blames others for the bad job.

What you should do: Involve others in projects as much as necessary so that you have witnesses. *The Indecision Maker: needs info from many different sources before making any sort of ‘independent' decision.

What you should do: Present any question as if you've taken a survey of any key employees who might have a stake in the problem. *The All-Business-isPersonal Manager: can't separate business and personal life.

What you should do: Make your work time enjoyable: one bad incident could ruin your work relationship.

In the long run, though, your nightmare could turn into a sweet dream. That toxic manager could be the motivating factor for you to make a change ?

Get That Well-Deserved Promotion

o you want a promotion then? It has its benefits and its pitfalls. But you can use to successfully get that promotion! If you’re the right person for it…and have luck on your side too. * Decide what you want to do.

There’s no sense in going for a promotion just for the hell of it. It will mean a lot more responsibility and doesn’t necessarily come with added financial benefits. In order to successfully get a promotion you must have a good idea of what you want to achieve. This will be your main selling point when pitching you boss (after all they aren’t going to promote you into a role you will be unhappy in).

When you have decided what you want to do, put it into a context that can fit into the culture and aims of your employers business. There is no point deciding that you want to be a rocket scientist when you work for a bakery! Again, your boss won’t promote you if your ultimate career goal is out with the scopes of their business. After this all that remains is to prepare your pitch! * Self Publicity. When you finally pitch your boss, you need to know what to say. You have already worked how your career aims can fit into the company, so firstly work out a list of skills that you can offer your new role and relate them to how they would fill a gap and benefit the company.

Your boss knows the score and if you can justify a new position then the chances of it happening are far greater (especially if it reflects well on his department or division!).

Next you have to review your own work performance. Is their anything you can do to improve your performance in your current job? Have you been going that extra mile to get things done or doing more than what is asked for you? Your boss will not promote an employee who drifts through their job all day.

If you have been doing overtime, putting in extra effort, offer suggestions or help out in another way that isn’t required of you, then you stand a much better chance. When preparing your personal selling points, you not only want to highlight the skills you use in your current job, but also highlight your untapped skills. Your employer is much more likely to promote you if he or she thinks that they will get more value out of you.

Tips for pitching your boss * When you pitch your boss, try to do it in a time when he or she is not stressed or too busy.

This may be the biggest task you face! A good time to do this would be at a performance appraisal if there is one. Or if you happen to know your boss in a social circle (lunchtime, pub after work, etc) then mention it informally then. Explain that you have been with the company for a specific amount of

time and ask if he or she has been has been happy with your work. * Go on to say that you would like to move on to a more challenging role as you feel your skills are put to better use.

Highlight all you selling points and relate them to how they can benefit the company. Now, at this point you should have found out if there are any suitable positions advertised in the company. If so, ask your boss to recommend you for that position. If not, then you have to speculate. * First, make sure there’s a budget for your promotion. If the company can accommodate your new position (and hopefully salary!) and also find someone for your current role, then you have a better chance. * If not, then try to get more responsibility in your current role. At the very least it may mean a better job title and more experience, which is always good for your CV. This is more appli-

cable to smaller companies, but it does mean you are more likely to have a larger share of the responsibility. And you never know. Your new tasks could ultimately justify having that position on a full time basis.

For e.g., if the company doesn’t have a website, or contract their site maintenance out, then offer to maintain it if that’s the route you want to go. It may save the company money and will help to prove your skills. In the long run your efforts may show the benefits of doing this in-house and the company may decide to hire you fulltime to do it. At the very least it’s good experience and shows initiative.

Further tips If at first you don’t succeed… etc.

* Your boss may say no. You have to be realistic. There may not be a budget for what you want to do, or you may not have been with the company long enough. * At the very least you should be able to get small bits and pieces of extra work to do (which seems like a bad thing, I know). But it will serve to prove your skills and determination, so persevere with it. * Even if you are told no, you can still work hard at the job you are in and impress your boss! Offer suggestions and show your eagerness to progress within the company – it will be remembered.

And it doesn’t hurt to drop subtle hints from time to time (but don’t over do it!).

With just seven rounds to go, the Goa outfit needs to garner as many points to ensure they don’t slip up in the home stretch of what is promising to be a dash to the finish-line with East Bengal and Churchill Brothers hot in trail. East Bengal have 42 points from 19 matches while Churchill Brothers have 40 points from 20 matches. Air India have 14 points from 20 matches. Salgacocar beat Pune Football Club 1-0 in their away match while Air India faltered in their previous match.

A last gasp strike from Punaj Kalangutkar gave Goa Police Sports Club a 2-1 victory over Penha de Franca in GFA’s Second Division North Zone play-off at Duler Stadium, here on Sunday.

Both Goa Football Association (GFA) vice-presidents, Elvis Gomes (South Goa) and Lavinio Rebello (North Goa) stressed the need to follow proper procedure in the matter of selection of the full-time paid Executive Secretary, which has generated lot of heat of late.

Undoubtedly, sports teaches one, good citizenry, the importance of always following rules and regulations, procedures and above all no cheating. That’s what is called Fair Play. Flouting of rules, is often seen in politics, and hence sports administrators have both a social and moral responsibility to serve as role models for the young people especially in the matter of obeying the laws.

Elvis and Lavinio were categorical that proper procedure should be followed, if at all Alberto Colaco is to be appointed the GFA secretary, especially when advertisements were placed, interviews held by the selection committee and Colaco did not even bother to apply for the same in the first instance.

Getting Colaco directly, sidelining the procedure, would tantamount to a backdoor entry, the two senior GFA officials stressed and were against such a move.

This should be the new procedure,” admitted Lavinio, who also pointed out that Colaco has the much needed experience and could prove to be an asset.

“But some procedure has to be in place,” admitted the official, who is also the Sarpanch of Anjuna-Caisua Panchayat and as such is well conversant with procedures and the methodologies for success.

Unlike some GFA members, who dislike Colaco as they allege he acts arrogantly, who often tolerates no opposition or even divergent views and often resorts to severe disciplinary action like in the case of PWD Minister Churchill Alemao, who was warned and reprimanded for having raised the issue of incompetent referees at an informal meeting with the press, Lavinio has no problem whatsoever of that sort. “I am not allergic to Colaco,” he reiterated.

Those watching from the stands, have a feeling that no matter what, Colaco would be appointed given the solid backing he has from three powerful sources including Urban Development Minister Joaquim Alemao (AIFF vice-president) and as such some members would be wanting to be on the right side of Colaco for getting their works done expeditiously as has been the experience when Colaco was the AIFF secretary.

“I know that seven members of the Executive Committee walked out when the matter of appointment of Secretary came up at the last meeting as the name of Colaco was being suggested by Schubert. They did it because it was not within the procedural aspect. So, call for his application now, put it before the committee and get it passed,

Lasith Malinga bowled yorkers at will as his deadly five-wicket burst helped Mumbai Indians crush Delhi Daredevils by eight wickets in their Indian Premier League (IPL) match here today.

Electing to bat, Daredevils were shot out for a meagre 95 in 17.4 overs. The collapse was a combination of hostile bowling from the Lankan speedster, helped by some poor shot selection by the home team batsmen at the Feroz Shah Kotla ground here.

Mumbai Indians never looked in any sort of hurry as they cruised to the target in 16.5 overs with skipper Sachin Tendulkar scoring an unbeaten 46 (50 balls, 3x4, 1x6).

While Rohit Sharma's contribution in the 68-run third wicket partnership was an unbeaten 27 (30 balls, 3x4).

The match was supposed to be a fight between Sachin Tendulkar and Virender Sehwag but it was the Sri Lankan slinger who emerged as the hero in the end.

Malinga's figures read a stunning 3.4-1-13-5 with four of them being cleaned up unplayable yorkers. It is the third best figure in the IPL after Sohail Tanveer (6/14 for Rajasthan Royals) and Anil Kumble's (5/5) efforts.

For the capacity crowd at the Kotla, it turned out to be utterly disappointing as five of the Delhi Daredevils batsmen went without troubling the scorers.

Malinga's effort was all the more laudable as Kotla track is considered to be not so conducive for pacers. After Kemar

Roach's hostile spell against the Netherlands in the World Cup, Malinga again showed that raw pace can be intimidating for the lesser known players.

Fiery pacer Lasith Malinga, who scythed through Delhi Daredevils batting in Mumbai Indian's eight wicket victory here on Sunday, can rejoice at a rare feat. And that is bowling a maiden over to explosive opener Virender Sehwag.

Even Sehwag admitted that it was for the first time in 10 years that he played a maiden over.

"Yes, I think after 10 years I played a maiden today. It was a plan. We lost two wickets so I thought let me play Malinga because others may not be able to pick him.

We have 10 debutants in Delhi squad and it will take a little time for us to come together,"

Sehwag said.

The Daredevils, playing their first match in this edition in their home ground Feroze Shah Kotla, crashed to an eight wicket defeat with fast bowler Malinga picking his best IPL figures of 5-13.
