Even as the investigation report into the police-drug nexus involving police sub-inspector Sunil Gudlar has been handed over to Director General of Police Bhim Sain Bassi today, sources said that constables attached to Anti-Narcotics Cell (ANC) are also under scanner. Highly placed police sources said that Crime Branch Deputy S u p e r i n t e n d e n t o f Po l i c e Shamba Sawant grilled ANC constables, as one of them is reportedly Gudlar’s ‘right-hand’. PSI Gudlar faced inquiry into a sting video telecast by a local channel showing him negotiating with two foreigner women over the sale of drugs at an undisclosed destination. Police are yet to take action against Gudlar, who has since been shunted from ANC to Security branch. After a prolonged delay and Court order, Vigilance Department registered a case against Tourism Minister and Chairman of Goa Housing Board Nilkant Halarnkar into the land scam. Superintendent of (Vigilance/Anti-Corruption Branch) Police Bosco George confirmed that a case has been registered under Section 409 (criminal breach of trust) and 34 (common intention) of the Indian Penal Code against the minister and others. “ The investigation has begun…although a case has been registered now, the inquiry into the matter was underway”,

Magistrate Shabnam Shaikh passed this order after hearing an application filed by Kashinath Shetye and 12 other social activists that the Vigilance Department failed to register the complaint wherein they alleged scam in conversion of Goa Housing Board (GHB) land at Colvale.

In a letter to Directorate of Vigilance on November 22, 2010, the complainants alleged Halarnkar of being involved in the scam. “The respondent (Vigilance officers) is hereby directed to take action with regard to the complaint…by invoking relevant section of law as per the ingredients that are disclosed in the said complaint and register the FIR within 24 hours,” the order reads partly accepting the application by the complainants. They had alleged that Colvale land was acquired at the instance of GHB for the purpose of housing projects of the Board but it has now been allotted to Nilkant Halarnkar Trust.

Mines Department high on royalty HERALD REPORTER PANJIM, JAN 11

In what could be called record of sorts, the Mines Department has so far collected Rs 536 crore in form of royalty through export of iron ore and this further expects to touch the Rs 700crore mark by the end of fiscal year 2010-11. Out of the Rs 536 crore, Rs 528 crore was from royalty imposed on export of iron ore while the rest was from royalty of other minerals. Department of Mines and Geology Director Arvind Lolienkar said that the State Government has put in strict measures, which have discouraged the evasion of royalty. “We are now charging royalty ad-valorem which has also helped us”, he said.

As per the Government figures, total 28 mt ore has been exported from the State. Lolienkar said the State Government’s estimated target of Rs 600 crore in the form of royalty would be surpassed for this financial year. “We believe that Rs 700 crore would be collected as royalty for the current year”, he said. During fiscal year 2009-10, Goa earned Rs 292 crore as revenue. On an average around 40 mt of ore is exported from Goa which includes the mineral extracted locally and also brought in from neighbouring Karnataka. “Royalty charged on ad-valorem was implemented in the State in August 2009, when (Continued on page 8)

Man hacked to death at Areal Headless body found on road

In a gruesome murder, an unknown male person was hacked to death at Nessai in Sao Jose de Areal village last night. News of the cold-blooded murder sent shock waves as the naked body was found dumped on a road side sans the head. Police believe the assailants might have chopped off the head and lifted it away to destroy evidence and identification of the body. The police immediately

launched a hunt to trace the head of the deceased in the nearby bushes, but in vain. The police have only managed to recover the blood stained slippers allegedly worn by the deceased some meters away from the body. Examination of the body revealed that the hands of the deceased were tied with a nylon rope and the body had multiple injuries. Deep wounds were found on the stomach and shoulder.
