Even as the investigation report into the police-drug nexus involving police sub-inspector Sunil Gudlar has been handed over to Director General of Police Bhim Sain Bassi today, sources said that constables attached to Anti-Narcotics Cell (ANC) are also under scanner.

Highly placed police sources said that Crime Branch Deputy S u p e r i n t e n d e n t o f Po l i c e Shamba Sawant grilled ANC constables, as one of them is reportedly Gudlar’s ‘right-hand’.

PSI Gudlar faced inquiry into a sting video telecast by a local channel showing him negotiating with two foreigner women over the sale of drugs at an undisclosed destination.

Police are yet to take action against Gudlar, who has since been shunted from ANC to Security branch.

After a prolonged delay and Court order, Vigilance Department registered a case against Tourism Minister and Chairman of Goa Housing Board Nilkant Halarnkar into the land scam.

Superintendent of (Vigilance/Anti-Corruption Branch) Police Bosco George confirmed that a case has been registered under Section 409 (criminal breach of trust) and 34 (common intention) of the Indian Penal Code against the minister and others. “ The investigation has begun…although a case has been registered now, the inquiry into the matter was underway”,

The matter filed by social activists on November 22, 2010 saw progress after Judicial Magistrate First Class (JMFC) Panjim on Monday directed Goa police to register First Information Re-

Magistrate Shabnam Shaikh passed this order after hearing an application filed by Kashinath Shetye and 12 other social activists that the Vigilance Department failed to register the complaint wherein they alleged scam in conversion of Goa Housing Board (GHB) land at Colvale.

In a letter to Directorate of Vigilance on November 22, 2010, the complainants alleged Halarnkar of being involved in the scam.

“The respondent (Vigilance officers) is hereby directed to take action with regard to the complaint…by invoking relevant section of law as per the ingredients that are disclosed in the said complaint and register the FIR within 24 hours,” the order reads partly accepting the application by the complainants.

They had alleged that Colvale land was acquired at the instance of GHB for the purpose of housing projects of the Board but it has now been allotted to Nilkant Halarnkar Trust.

Mines Department high on royalty HERALD REPORTER PANJIM, JAN 11

In what could be called record of sorts, the Mines Department has so far collected Rs 536 crore in form of royalty through export of iron ore and this further expects to touch the Rs 700crore mark by the end of fiscal year 2010-11.

Out of the Rs 536 crore, Rs 528 crore was from royalty imposed on export of iron ore while the rest was from royalty of other minerals.

Department of Mines and Geology Director Arvind Lolienkar said that the State Government has put in strict measures, which have discouraged the evasion of royalty. “We are now charging royalty ad-valorem which has also helped us”, he said.

As per the Government figures, total 28 mt ore has been exported from the State.

Lolienkar said the State Government’s estimated target of Rs 600 crore in the form of royalty would be surpassed for this financial year.

“We believe that Rs 700 crore would be collected as royalty for the current year”, he said.

During fiscal year 2009-10, Goa earned Rs 292 crore as revenue.

On an average around 40 mt of ore is exported from Goa which includes the mineral extracted locally and also brought in from neighbouring Karnataka.

In a gruesome murder, an unknown male person was hacked to death at Nessai in Sao Jose de Areal village last night.

News of the cold-blooded murder sent shock waves as the naked body was found dumped on a road side sans the head.

Police believe the assailants might have chopped off the head and lifted it away to destroy evidence and identification of the body.

The police immediately

launched a hunt to trace the head of the deceased in the nearby bushes, but in vain. The police have only managed to recover the blood stained slippers allegedly worn by the deceased some meters away from the body.

Examination of the body revealed that the hands of the deceased were tied with a nylon rope and the body had multiple injuries. Deep wounds were found on the stomach and shoulder.

Battle lines drawn for Panjim municipal polls HERALD REPORTER PANJIM, JAN 11

Even though the dates for CCP elections are yet to be announced the battle lines seem to have been drawn already.

While Taleigao legislator Babush Monserrate has been ahead of others garnering support for his thirty member panel -- Panjim City Corporation Development Front (PCCDF) for elections scheduled in March, his opponents are busy working out strategies to defeat him.

A first straw came from corporator Adv Avinash Bhonsle who was elected on PCCDF panel but fell out with Monserrate, recently.

When Monserrate declared his panel on January 1, 2011 Adv Bhonsle’s name was missing from the list.

Adv Bhonsle who is also the General Secretary of the Nationalist Congress Party (NCP) has now wowed to “teach Babush a lesson.”

On Monday, the NCP announced its plans to float a panel.

“It will field candidates in all thirty wards of the CCP and will join hands with like-minded people,” said Adv Bhonsle .

Unlike last time which was more-or-less a direct fight between Babush and BJP panels, the tussle this time is likely to be fiercer with the entry of more players.

“We want to fight “draconian attitude” of the Taleigao man, said Adv Bhonsle adding “he (Babush) thinks Panjim has been donated to him and wants to cultivate it into his fiefdom like Taleigao.”

“We oppose this attitude of Babush,” he continued.

The NCP has formed a core committee under former tourism minister and Benualim MLA Mickky Pacheco.

Interestingly, former mayor Ashok Naik who had declared that he would not contest municipal elections again in 2005, has also changed his plans and will head BJP’s panel to fight Babush from capturing CCP again.

When asked to explain his decision, Naik said many well wishers and prominent citizens of Panjim have urged him to contest again to clear the mess and corruption in the CCP. Naik is all set to contest from ward 14 against Deputy Mayor Yatin Parekh.

Also, corporator Surendra Furtado who has been quite vocal about wrong-doings of some ruling corporators, have decided to field his son Vladimir Furtado from ward 11.

His wife Ruth Furtado who is also a sitting corporator will contest from ward 10 for the third term.

Babush has joined hands with St Cruz MLA, Victoria Fernandes whom he had antagonized by fielding his wife Jennifer Fernandes on UGDP ticket in 2007 assembly election.

But his tie-up is unlikely to be of any great help to him beyond Ribandar.

But he can take solace in the fact that former councilor Patricio Pinto who had raised her voice on issues concerning Panjim will not be contesting this time.

When contacted, Pinto clarified that though they were earlier thinking of supporting some clean and good candidates but have changed their plans now.

Why? “It’s because there’s no guarantee that on being elected with our support they will not jump to the other side. We cannot have any control on them,” she pointed out.

Two caught red-handed dumping garbage at Benaulim HERALD REPORTER MARGAO, JAN 11

Vigil maintained by the youth of Benaulim to track unauthorized dumping of waste in the village has paid dividend once again.

This time round, the residents caught red handed a woman and another resident of Colva for disposing off her waste along the roadside on the Margao-Benaulim road.

Benaulim Sarpanch Carmelina Fernandes told the woman to lift away the waste along the roadside or face police action.

This is not the first time that residents of Benaulim have caught red handed unscrupulous people from Colva for dumping waste in the village.

The residents, however, has lamented that while they have been maintaining vigil in the village on waste dumping, the authorities have turned a blind eye to the menace faced by the villagers.

Rights group demands judicial inquiry into NRI chef’s death HERALD REPORTER PANJIM, JAN 11

After their alleged involvement in the drug trade, the Goa police are in the news once again for wrong reasons.

Local activists on Tuesday demanded judicial enquiry into the mysterious death of the 39year-old non-resident Indian (NRI), who allegedly died in the police custody on January 8.

Local civil rights group Utt Goenkara alongwith Cosme Fernandes, cousin of the deceased Cipriano Fernandes and the latter’s lady friend have accused police officers of beating the NRI chef to death, first in a police jeep on January 7 and in police custody on the subsequent day.

Police claim that he died due to fits but the relatives reject the police version.

“The deceased died while in police custody due to police torture and that he was neither suffering from fits or convulsions, as reported by police, nor was he suffering from any illness in recent times,” Cosme said adding that he was a physically fit person and therefore he could not have died due to illness.

“There should be a judicial probe into the custodial death of Cipriano. The police have been extremely callous in han-

dling his case. He was in the custody of police for several hours during which he was beaten and not given any medical attention,” said Cosme.

Cirpriano, was a chef working on board an ocean-liner, a popular vocation for several hundred seafaring Goans.

Cosme has also accused the police of stealing credit cards and cash which was on Cipriano’s person, when he was picked by the police.

“He has severe swelling on his forehead and private parts due to the beating. There was also a gash on his finger,” Cosme said.

According to police records Cipriano was picked up after he allegedly threatened a lady friend, who had complained to the police.

Speaking to reporters in Panjim, the woman has also backed up the demands made by Cipriano’s kin for a judicial enquiry.

“They started beating up Cipriano even as he was loaded in a police jeep. I had filed a complaint against him because he had threatened me, but I had never thought that he would die due to police beating,” she said.

Muslims feel cheated by Cong, threaten to back BJP HERALD REPORTER MARGAO, JAN 11

Congress beware! The Muslim community feels cheated by the Congress government not only on the burning kabrastan issue, but on the question of employment for the educated youth from the community.

Accusing the Congress for treating the Muslim community as a vote bank, members of the community on Tuesday threatened to support the BJP in Margao and Navelim Assembly constituencies if the government fails to address their longpending grievances, including the demand for a burial ground.

The threat was conveyed to S o u t h G o a M P Fr a n c i s c o Sardinha when a delegation of Muslim leaders called on him in the South Goa district Collectorate on Tuesday noon to discuss the burning Kabrastan issue.

Initially, the South Goa MP told the delegation that he is ready to sanction Rs 20 lakh for the proposed Kabrastan once land is acquired by the State government.

But, the Muslim delegation was not impressed by the promise made by the MP. They wanted Sardinha to use his good offices not only as an MP, but a senior Congress leader to ensure that the kabrastan issue is solved once and for all.

The delegation was highly critical of the government saying the Congress government has

only used the community as vote bank.

A senior member of the delegation pointed out that though Muslims have supported the Congress party all throughout, the community has not been given adequate employment and other facilities by the government.

“The Muslims have only been used as a vote bank. The Congress government has not solved any of the problems facing the community. There is no employment for the community. For 25 long years, we had supported the Congress. In return, what we got was odd jobs of sweepers. Moti Dongor has brought bad name. Kiosks under the Deen Dayal scheme have only been given to one particular community,” the senior member said, adding that the Congress thinks that giving a samoosa, biryan and Rs 500 can fetch votes from the Muslim community”.

Participating in the discussions, Dawod Matin Carol drew attention of the South Goa MP to the 1999 resolution passed by the Goa Legislative Assembly to acquire land for a kabrastan at Aquem. “The government has kept on hold the land acquisition process and instead is acquiring land at Sonsodo much against the wishes of the Muslim community,” he said, adding that the district Collector, South was even told by the Minority Commission to initiate the land ac-

quisition process to acquire land at Aquem within six months, but in vain.

After giving a patient hearing, the MP said he would seek the intervention of Chief Minister Digambar Kamat to solve the kabrastan imbroglio. “I will ask the chief minister to convene a meeting with the Muslim community. I will also attend the meeting in support of the genuine demand of the community,” Sardinha added.

On the opposition by the Muslim community for the Kabrastan at Sonsodo, the MP said this and other issues can be discussed threadbare at the proposed meeting with the Chief Minister.

A student from Goa Medical College and Hospital (GMCH) who was caught while copying at the final year MBBS exam has been lingering in the same institution for last eight years and has faced suspension for a year in the last term, sources stated.

Originally from North East, the student was swallowing the chits one after another. The exam senior supervisor caught him for the fourth time, when he was trying to gulp down the chit during Surgery-I paper.

The supervisor literally asked him to spit out the chits which were collected on handkerchief and kept as evidence.

GMCH officials say that everything is done to ensure that there is free and fair exam but there are odd students who spoil the efforts.

The student, whose identity cannot be disclosed, is facing inquiry by a Goa University inquiry committee that will submit its report in three months time.

The tale of this student spread across for last several years. He was also shown the doors at Boy’s hostel

for his notorious acts.

Officials said that after being caught cheating, the student was given a fresh answer-sheet which he refused.

“Students are not barred from answering exams if they are caught cheating. They are given a fresh sheet to re-write the paper,” a senior official said.

The student has denied that he was cheating. Sources further said that if a student who is caught copying in an exam, denies its involvement but the inquiry report reveal contrary, he is suspended for a year.

But, if a student is caught copying and accepts his involvement, the punishment period is only six months.

GMC carries out terminal exams every six months.

Sources stated that the student was also arrested during last Holi festival for creating nuisance in an inebriated state. He was lodged in Verna police station jail for one day and released after GMC intervention.

The medical institution has reported five copying cases in the last 10 years, of which four are Goans and one outsider.

Assembly resolutions not binding on govt, Sardinha tells delegation HERALD REPORTER MARGAO, JAN 11

S o u t h G o a M P Fr a n c i s c o Sardinha has said that the resolutions adopted by the Goa Legislative Assembly on issues are not binding on the government and have only recommendatory value.

The MP made the observations when members of the Muslim community referred to the 1999 Resolution passed by the Assembly to set up the burial grounds for all the three communities at Aquem.

When some members raked up the resolution, Sardinha begged to differ. He categorically pointed out that resolutions adopted by the Assembly are only recommendatory in nature and are not binding on the government.

Referring to the allegations made by the Muslim community that the community has only been used as vote bank by the Congress government, Sardinha said “I don’t agree with the statement. There may be several issues, you settle one issue and

other issues crop up, but then, this issue of Kabrastan has to be solved”.

Saying that he is not an authority to make available land for the Muslim community for the proposed Kabrastan, the MP said he would convince the chief minister to solve the burning issue on a priority basis.

“It is the duty of the state government to give them the land for the kabrastan so that they are buried with honour”, he asserted.

Drishti Special Response Services (DSRS) which handles Goa’s beach safety management programme has submitted a proposal to Tourism Department for recruiting 120 more lifeguards.

“More lifeguards are needed as it is not possible to cover all the beaches with existing strength of 450 lifeguards,” said V K Kanwar, DSRS Chief Operations Officer adding that if the proposal is accepted they would be able to cover smaller beaches which have been left out so far.

When contacted Director of Tourism Swapnil Naik confirmed that they have received a proposal from Drishti wanting to recruit 120 lifeguards but no decision has been taken as yet.

The department will have to bear additional expenditure of Rs 2-3 crore in addition to the contract amount when it signed five years agreement with Drishti in June 2008.

“We need to consider all financial implications before granting permission to recruit more lifeguards,” said Naik even as he maintained that so far they haven’t decided anything about the proposal.

Besides, expense of salaries and allowances, the department has to bear expenditure on purchase of equipments and their maintenance.

Ponda Police on Monday arrested a 50-year-old man in connection with the assault on Bharatiya Janata Party State Secretar y Adv Manohar Adpaikar.

According to Ponda Police, accused Eknath Naik, who has been remanded to six days police custody, had an enmity with Adv Adpaikar.

Police further informed that Naik, who was arrested on Monday, confessed to the crime on Tuesday.

Ponda Police said Naik is the mastermind behind the attack and they are on the lookout for the accused, who physically attacked Adv Adpaikar. PSI Sanjay Dalvi is investigating the case.

It may be recalled that BJP State Secretary Adv Adpaikar was attacked by an unknown person at his office at Tisk-Ponda on January 6. Adpaikar was first admitted to ID Hospital in Ponda, from where he was shifted to GMC Hospital in Bambolim.

Heap of mud caves in injuring kid HERALD REPORTER PANJIM, JAN 11

A five-year-old boy is critically injured after a heap of mud at a construction site at St Inez caved in while he was playing with other toddlers.

Hanumant Apa, native of Karnataka was trapped under the heap of mud, and rescuing him took nearly 20 minutes, eye-witnesses said. Others escaped without any injuries.

Panjim police has initiated an inquiry into the matter. “We will register a case if our inquiry reveals cognizable offense. In the meantime, we have summoned all concerned people including the authorities of the construction company,” inspector Sandesh Chodankar said. The boy is put under ventilation for treatment at Vintage hospital.

Willy endorses EC view to bar tainted from polls HERALD REPORTER PANJIM, JAN 11

Veteran politician Dr Wilfred de Souza said he has endorsed the decision of the Chief Election Commissioner S Y Quraishi to debar candidates not only convicted, but also having criminal charges against them, from contesting elections and the State Government should uphold this move.

Addressing a press conference on Tuesday Dr Willy said like Quraishi he was also of the firm

view that the law needs to be examined and the Parliament needs to revisit the issue of criminalisation of politics.

Quraishi recently told PTI the power to disqualify anyone was not with the EC but with Parliament.

Under the existing law, a person is disqualified for contesting election only on conviction. It is ironic a person in jail is free to contest elections during the pendency of trial, though he is not eligible to vote, he had noted.

Dr Willy said the Election Commission needs to be supported in this regard and the State Government should see that in Goa tainted people are kept out of the election process. The same rule should apply even for council elections, he added.

One month after the interviews were conducted the decision of the Selection Committee was placed before the Executive Council on January 6. Reliable sources said a sealed envelope was placed before the EC which, most likely, had the short-listed candidate.

The sources further said the envelope was not opened and the

exact reason for it is not known.

There were six members of the EC present namely Bhaskar Nayak (Director of Higher Education), Officiating Registrar P V Desai and Vice Chancellor Deobagkar. The names of other three members present are not known.

When this reporter met the Officiating Registrar Desai and asked him whether a sealed envelope containing the name of the short-listed candidate was placed before the EC, he said, “Till the minuets of

the January 6 meeting are confirmed I will not be able to say anything. The next meeting is in February at which a decision is likely to be taken.”

Ayala, the sister of imprisoned Israeli David Driham alias Dudu today produced proof to Goa police claiming that her brother was lodged in the room next to former Anti Narcotics Cell (ANC) Superintendent of Police (SP) Veenu Bansal’s cabin.

Ayala submitted two photographs of Dudu (copies of which are available with Herald) to Crime Branch that is investigating into Police Sub Inspector Gudlar’s alleged involvement in the drugs trade.

Dudu wearing a white sleeveless T-shirt is seen holding a piece of paper with the date as March 1, 2010 written on it. The picture is clicked by her to show that on this particular date Dudu was lodged in the room next to Bansal’s office. Police officials were however not available for comments on the fresh release till late night.

Sources have confirmed that Ayala’s presence was also required at the Crime Branch to transcribe the tapes, as there are many phrases in foreign accent. “Ayala was in the Crime Branch till late Tuesday night helping

the Crime Branch team transcribing the sting operation tapes on the sub-inspector,” said the source.

Meanwhile, Dudu’s girlfriend Zarina gave her statement to the Crime Branch regarding the sting operation on Gudlar. She has apparently described another officer from the ANC of being involved in the police-drug nexus.

The spy-cam video created flutters in the Goa police department wherein Gudlar is

shown negotiating with two foreign women – Ayala and Zarina - in a room at an undisclosed destination over a small packet of drugs.

The series of tapes which was aired on local TV channel also showed Gudlar claiming that his seniors accepted bribe.

Gudlar was also heard saying that he pays bribe to his seniors on regular basis and that he threatened Sagar, Dudu’s landlord, of dire consequences if he (Sagar) did not cooperate in implicating Dudu in the drugs case. The sting operation was carried out in collaboration with an Israeli media agency.

The sting was basically conducted to expose police selling drugs or their involvement in the trade.

However, since Ayala and Zarina have a contract with the Israeli media agency, sources said that their hands are tied and cannot release more footage that can expose the police.

The Crime Branch has already submitted a report of the investigation into the case against Gudlar even as the PSI is yet to face action.

Israeli drug lord David Driham alias Dudu’s girlfriend Zarina Mazhrunova today claimed that CCTV cameras installed outside Dudu’s house in Anjuna would show the footage of what transpired on the night of Dudu’s arrest on February 21, 2010.

Zarina alleged that the disgraced police sub-inspector Sunil Gudlar and Superintendent of Police Veenu Bansal threatened to arrest her but was assured by the police team that Dudu would be released in the next two hours at about 2:30am (February 22, 2010).

“I was with Dudu the entire evening of the February 21; we were returning home late night in a car we had rented. When we got home, we were surrounded by a number of men in lay clothes who later claimed to be police officers. Among

them was PSI Gudlar whom I’d met for the first time that day & also present was SP Veenu Bansal whose name I learnt later on. He was the person who shouted at me & threatened to arrest me,” reads her statement copy.

She has described the physical appearance of an Anti Narcotics Cell (ANC) team member who was also present during the raid.

“There was also one police official who was rather stout & dark in complexion, I don’t know his name but I will be able to identify. I was later told that he was a senior police officer in the ANC at Panjim. I have seen him in the office of the ANC on other days...” she further said in the statement to the Crime Branch Deputy Superintendent of Police Shamba Sawant, copy of which is available with Herald.

Zarina, who first met Dudu in December 2008 admitted of being a part of the sting operation along with Ayala wherein Gudlar is seen negotiating with them over the sale of drugs.

Coming back to February 21st night, she stated the raiding team had also threatened another Israeli couple of arrest.

Fearing this, the couple fled in a motorbike.

“Here I may say there was another Israeli couple in the car with us on our way home. Bansal threatened to arrest them if they did not go away,” she further states refusing to divulge identity of the couple.

The car in which Dudu and Zarina were present was taken away by the police team. While she was ‘pulled out of the car’, Dudu was shoved into another car.

“I got to understand from Dudu that there were CCTV camera’s installed outside his house.

These should show the footage of what transpired on the night of the arrest,” she added.

Within 15 minutes, Ayala came into the scene after which both girls were assured that Dudu would be released within about 2 hours.

“After Bansal had gone with Dudu & our car was driven away, Ayala & I were still left standing with some of the police including Gudlar at the spot. Because we were assured that Dudu would be released within about 2 hours by 2.30 in the morning, Ayala arranged for a car from a neighbour and we went to Panjim,” she said adding that the sting on Gudlar was carried out at her Parra house. She said that she was fitted with a button camera and wired under her tshirt.

Zarina also echoed Ayala’s claims that Dudu was lodged in a room next to Bansal’s cabin.

The South Goa Sessions court on Tuesday reserved its order to January 15 on the bail plea filed by accused in the Russian woman rape case, John Fernandes.

Arguments were heard before Additional Sessions Judge Vijaya Pol on Tuesday on John’s bail application. While the Crime branch on Tuesday vehemently opposed bail plea on grounds that the material witnesses are yet to be examined by the court and that there is possibility of tampering with evidence, the defense pleaded for bail saying that most of the witnesses have been examined in the case.

The defense pooh phooed the contention of the prosecution that the accused will threatened the witness or tamper with evidence, saying that the court has so far examined 21 material witnesses with none of them complaining of tampering of evidence.

The defense lawyer said that John has been languishing in jail for the last one year and 15 days and that there was no attempt made to tamper with evidence, adding that the prosecution has been making allegations sans justification.

There are no important witnesses who remained to be examined. Only the Investigating officer required to be examined, the defense contended and wondered whether the IO feels that

it can be tampered with by the accused.

On the prosecution claim that the female friend of the Russian rape victim is yet to be examined by the court, the defense contended that the female friend is not an eye witness in the case, adding that no important witness is left out now who can be tampered with by the accused.

The defense also laid stress on the three versions made by the victim before the police, including that outraging modest, attempt to rape and rape, adding that the accused cannot be deprived of his liberty.

Public prosecutor Bhanudas Gaonkar in his arguments submitted that the prosecution has to still call the rape victim for identification of the muddemal property, adding that the victim’s friend also needs to be examined. “The police are trying their level best to get the victim friend come and depose in the case.

We had approached the Interpol, which said the victim’s friend is presently out of Russia”, Gaonkar aadded.

Saying that trial in the case is not yet complete, the public prosecutor prayed to the court to reject the bail plea of the accused.

The accused were further directed not to interfere with the witnesses, with further directions to furnish documents confirming their place of permanent residence.

The Judge observed that there is no medical certificate of the injured in the case papers, indicating the gravity of the injures caused to complainant Maqbool and others.

The Judge said this is a fit case for enlarging the accused on conditional bail as nothing is required to be recovered from the accused persons, even as the Public prosecutor agreed

that the complainant was discharged from the hospital after two days.

Quoting a supreme court order, Judge D’Costa observed that the Apex Court has hsled that in the exercise of Judicial discretion, inspired by the Constitutional theme as enshrined in Article 21 and 14 of the Constitution of India, the grandeur is to grant bail, wherever practicable, unless the courts are satisfied that there is reasonable likelihood of the accused fleeing from justice or absconding or polluting the same, whether by absconding, by tampering of evidence of others.

Meanwhile, the Margao police has said that the four remaining accused including Bashir Shaikh are still at large.

Police informed that the accused might surrender to the investigating agency now since the court has granted bail to the three arrested accused, who were behind bars for 14 days.

Residents of Porvorim and surrounding areas have been hit by acute water shortage since Sunday, following a disruption in operations at the Assnora water treatment plant.

Residents have complained that they were forced to hire private water tankers by paying exorbitant rates. Worst affected were residents in those buildings which do not have over-

head water tanks.

When contacted, Executive Engineer H Kamaladini said there are two plants of 30 MLD and 12 MLD capacities at the Assnora Reservoir.

“The problem of water shortage occurred due to the failure of 2000 KVA transformer installed at 30 MLD plant at Assnora Reservoir. Since Sunday, we were forced to supply water from the 12 MLD plant, which has only two pumps, to entire

Bardez taluka,” informed Kamaladini.

“The water supply to Bardez was drastically reduced from the regular 80 MLD to 40 MLD. Water supply to Porvorim was badly affected as Porvorim is at the tail end and at a higher altitude as compared to most of the area along the pipeline,” added Kamaladini.

Agonda house destroyed in fire, loss pegged at Rs 1 lakh HERALD CORRESPONDENT CANACONA, JAN 11

Property worth around Rs 1 lakh was destroyed, after a house belonging to a family of fishermen caught fire at Agonda late Monday evening.

According to reports, the house belonging to one Ravi Kushali Pagui partly had roof tiles and dried palm leaves at Dhawalkhazan, Agonda.

It is learnt that fire was noticed late Monday evening blazing over the roof and soon engulfed the entire structure before any one could do anything to douse-off the fire.

However, some locals alerted the fire station, whose personnel rushed to the site and doused-off the fire, but not before the entire structure was burnt down to the ground.

Fire personnel succeeded in retrieving a gas cylinder from beneath the

debris, but discovered everything else was reduced to ashes.

According to fire station officials, they were informed about the incident at 6 pm and they responded soon, but the dried palm leaves had aggravated the fire.

Locals informed that fire brigade went short of water while the fire was still on, but managed to douse off the fire before it could spread to other houses with the help of locals.

Fire officials could not throw light as to the cause of fire, while police who are learnt to be investigating the case claimed that they are also clueless as to the cause of fire.

All the occupants, including Ravi, his wife and two children were away from the house, while Ravi’s wife came running from the neighbourhood after hearing shouts from locals around.

“Since this transformer failed, we bought a 2500 KVA transformer, which was sent for repairs at Vasco,” he said.

“However, when this transformer was installed, it did not function properly and as such, it was removed and we installed another transformer of 1600 K VA , w h i c h w a s k e p t a s standby,” informed Kamaladini.

“With the installation of this

transformer, three of the four pumps have now started functioning,” said Kamaladini.

He further said that in all, five pumps including two 12 MLD plants have now started functioning due to which they would be in a position to supply around 72 MLD water to Bardez taluka.

“Since the situation has improved considerably, the water supply to residents in Porvorim will be normal from Wednesday,” said Kamaladini.

Sanguem house gutted, loss suffered Rs 2 lakh HERALD CORRESPONDENT SANGUEM, JAN 11

Property worth over Rs 2 lakh was destroyed, after a house was gutted in a fire in the thickly populated area of Bendwaddo ward of Sanguem Municipal Council (SMC) on Sunday at about 7 pm.

No one was injured in the incident, as the inmates had left for a religious function at the time of incident.

The fire, which was reportedly caused due to short circuit, engulfed the first floor of the residential house belonging to one Anat Shet Karmalkar.

Besides household items,

the fire also damaged the side walls and the top slab of the house.

Ironically, Karmalkar had tied their dog on the first floor of the house. However, the dog escaped without any injuries as Councillor Deepak Marathe reportedly helped get the dog out out the house.

After learning about the incident, SMC Chairperson Sanjay Raikar, former councillor Sandesh Kossambe, Dinesh Naik and Gurunath Marathe rushed to the site and assisted in preventing the fire from spreading to other houses in the area.

Fire Brigade officials from Curchorem also rushed to the site and assisted in dousing off the fire. The loss suffered is estimated between Rs 2 and Rs 3 lakh.

SMC Chairperson Raikar immediately handed over cash of Rs 10,000 to the Karmalkar family to tide over the situation for the time being.

Raikar also assured the Karmalkar family to put up their case before Chief Minister Digambar Kamat to get financial assistance at the earliest. SMC Chief Officer Vassant Parwar also visited the affected family.

For six months now, the State Election Commission has given a new twist to the word “autonomy”.

The independent autonomous body, with a clear mandate of conducting free and fair elections, is headed by a secretary to the government of Goa, Dr M Modassir, for whom this is part time job. He was given this charge on July 1, 2010.

He occasionally makes the journey from his office in the secretariat to Junta House, the head quarters of the state election commission This assumes significance in the wake of the CCP elections in March.

The conditions of service and tenure of the office of the State Election Commission (SEC) mandate that the SEC shall not be removed from his office except in like manner and on the like grounds as a judge of High Court indicating that the SEC is an independent body. Constitutional expert Adv Amrut Kansar when asked to comment also emphasised this.

“The SEC has to be independent and free from the government control and this has been stated in the 73rd amendment to the Constitution,” he said.

A senior government who did

not want to be named also said the SEC has to be independent and not part of the government.

“What if the SEC has to go against the government’s decision?” he asked.

“In 2007, the SEC was left with no choice but to approach High Court against the State Government which had almost decided to defer panchayat elections of 185 village panchayats due to assembly elections which were scheduled in May 2007.

The government did not even start delimitation exercise as it was confident of postponing panchayats elections but had to conduct elections following court directive,” he said.

So what if such legal tangle or anything like occurs now.

“Well! His (commissioner) stand will not be accepted in the court of law because he is part of the government. How can he take a stand against the government when he is not independent of the government,” said the officer.

This arrangement does not seem to be conducive for the smooth functioning of SEC especially, when it has to complete election process of Corporation of the City of Panjim (CCP) election due in March. Five year term of the CCP ends on March 20.

Revenue Minister Jose Philip D’Souza has initiated an enquiry to ascertain the missing record of Comunidade land at Udaywadi-Maimollem Vasco on Monday.

D’Souza’s action comes in the wake after some residents from Udaywadi objected development of footpath undertaken by his wife Nenny, who represents the ward as councillor.

In her complaint, one Sunita Mandrekar told PWD executive engineer that Councillor Nenny D’Souza was forcefully undertaking construction of footpath on their property without their consent, as they are the legitimate owner of property at Udawadi.

Mandrekar further stated that their ancestor had purchased the property in 1933 and they possess the partition deed.

Vasco Comunidade Attorney Menino Heriques claimed that land belongs to the comunidade and said he has sought some time to prove his claim to verify the old record and data.

Cargo vessel at WISL catches fire, major damage reported

The radio office room of a cargo vessel docked at Western India Shipyard Limited (WISL) caught fire on Monday evening. There were, however, no casualties in the incident.

According to reports, the incident took place on board a mini bulk carrier ship ‘PFS Prosperity ’, owned by Agar wal Brothers Group (ABG), which was docked at WISL for repairs about 10 days ago.

The fire started at about 5 pm, when some workers were undertaking welding work in the radio room of the vessel.

However, prompt and timely intervention of India’s lone Pollution Control Vessel of Coast Guard ‘Samudra Prahari’ managed to extinguish the fire in an hour-long operation.

The Coast Guard ship that was docked in the neighbouring yard was about to sail for Mumbai. The crew member of the ICG ship noticed smoke and some people combating with

fire on the mini bulk carrier.

The ICG ship immediately sailed back to the dock and carried out extinguishing operations along with WISL fire fighters.

Due to the fire incident, the ICG ship ‘Samudra Prahari’ left for Mumbai after a delay of over an hour.

WISL Chief Fire Officer A Krishnan told Herald it was the joint operation of the Coast Guard and WISL that took over one hour in carrying out extinguishing operation. He confirmed that no one was injured in the incident.

Fire fighter from Vasco Fire Brigade also visited the site after they received a call.

“The cause of fire is not yet ascertained and authorities are assessing the estimated damage to the vessel,” added Krishnan.

He said the area comprised various cabins, including radio room, which has been damaged in the incident.

It is learnt that the vessel has sustained major damage due to fire and officers from fire department and WISL will inspect the vessel on Tuesday.

hy is it that Goa Police refuse to register First Information Reports (FIRs)? The most common form of grievance before the Goa Police Complaints Authority is of policemen refusing to register cases. We had an example of this on Tuesday, when a court directed police to file within 24 hours an FIR against Tourism and Housing Minister Nilkanth Halarnkar, who has been accused of fraudulently allotting Housing Board land to a trust controlled by him. The fact is that in case of a cognisable offence, refusal to register an FIR is against the law.

An FIR is merely a report of the information that the police get first. It can be lodged in the form of a complaint by the victim, or by someone on his/her behalf. Even a telephone call telling police about a crime can be treated as an FIR. If the complaint is given orally, the police must write it down, read it to the complainant, and get his/her signature on it.

The police must also give a copy of the FIR to the complainant free of cost.

If the police refuse to register an FIR, the complainant should meet the Superintendent of Police (SP) or a higher officer. If even after this the FIR is not recorded, (s)he can complain to the State Human Rights Commission or the National Human Rights Commission. Or, as in the Tourism Minister’s case, the complainant can file a case in a court of law.

After an FIR is filed, the police investigate the case. They can refuse to proceed if they feel that the case is not serious in nature, or that there is not enough ground to investigate further. However, the police must record the reasons for not conducting an investigation, and inform the complainant accordingly.

All these provisions are clearly laid out in the Criminal Procedure Code (CrPC), which every policeman has to learn as part of their training. But, despite knowing that it is unlawful to refuse to register an FIR if the alleged offence is cognisable, Goa’s policemen often do exactly that. It tends to undermine the confidence of the people in the police.

Those who file a false complaint or give wrong information to the police can be prosecuted under the law for misleading the police under Section 203 of the Indian Penal Code, 1860 (IPC). Unfortunately, there does not seem to be a similar penal provision applicable to policemen who deliberately refuse to register an FIR. Regardless of the provisions in the law, the top brass of the Goa police can make it clear to its personnel that blatant refusal to register an FIR will be viewed unfavourably and will have consequences in their service record. This will, to a small extent, prevent the protectors of the law from becoming its violaters.

ast Thursday’s tremors in Sanguem seem to be a classic case of a dam-triggered earthquake, known as ‘reservoir-induced seismicity’. The Selaulim dam is located barely 5km from Sanguem town. The quake, though, did not affect the dam, on which South Goa depends for its water supply.

When a dam is built and the reservoir fills with water, the amount of pressure exerted on the earth in that area increases dramatically. It changes as the water level reduces with use, and then increases, stressing the delicate balance between tectonic plates deep in the Earth’s crust, and possibly causing them to shift.

In 1967, three years after completion of the Koyna Dam in Maharashtra, a 6.5-magnitude earthquake killed 180 people in the area, and caused tremors as far as in Mumbai. That is unlikely to happen here, however, as Selaulim is not a large dam.

Traders pocketed over 140 per cent on sales, due to onion hoardings, says CAeTAno de ABReU

fter ushering the New Year 2011, mayhap with euphoria, the first question that hovers on our minds is: what is going to be our near future, taking into consideration the haphazard condition that we are left in, and there is no holistic wisdom that we will ever get out from the rot, that has already engulfed us? There are a plethora of vicissitudes, which are churning within our hearts, minds and soul, although our ‘Aam Admi government’ is, as per the newspapers goes, trying to beam into our distraught existence in co-inconsequential measures, by administering a slew of ‘options’ which are perhaps relevant to their contexts. This cuts no ice amongst us, the poor populace, who are perennially at the mercy of those ‘ultra-saviours’ (which should also be read as clowns), with not even a sliver of hope, to visualise a glimmer of silver lining, amongst the darkest of clouds.

I am expressing about silver lining (sic), which as per the latest market survey, the price of vegetables has gone far beyond the reaches of ‘common man’ with no quantum of comfort zone, to ever reach the level of affordability. Could be that the government employees, with new implemented and revised pay-scale, in addition to what they get surreptitiously and underhandedly, not forgetting the mining barons who are devastating our pristine land and the outsiders who have arrived in Goa with baggage of currency, garner courage to venture into the vegetable market. What about the rest of the Goan populace, who are dependent on vegetables? Can they sacrifice their religious proclivity, to commence in eating the forbidden meat, just because of Government’s desire?

It is dead sure that the vegetables market has become the monopoly of outsiders, expressly Muslims from neighbouring Karnataka, who care a damn about the natives (whether they are Goan Muslims, Christians or Hindus), for they keep on indulging in fulfilling their whims. But yet, the government is following the diktat of avuncularism, as can be seen from the recent outburst which took place at Moti Dongor, with unwanted elements playing to the galleries. What is Government doing to curb the menace? In my reply, I can categorically state that the Government will do nothing, as that is the vote bank of Digambar Kamat, who had the gall to

VieW fRom my pAnVddo state, that it is not a political issue. I personally feel that those elements should be deported to their own state, leaving Goans to have a life of their own.

Some questions do deserve unabashed answers, and I am confident that the government will furbish to the public, in general, their ever evasive response, as only they can afford. In a nutshell, generally, it is not only the ‘common man’ who is suffering about the spiralling prices, but the ministers as well. Although, it can be said that they can overlook these matters, as mere trivia, with no future consequences, for their coffers are stashed with ill-gotten gains, or at least, if they do not want to disclose their surplus cash acquired through various chicaneries and maldoings, the government can always bear the expenses at the cost of exchequers who, in spite of their own tribulations, bear valiantly (except with forlorn tears) the additional burden imposed upon them, and not forgetting the speculators, who will come to their rescue by offering them free ‘goodies’ which will be well appreciated, and rewarded, with further consent over irregularities.

Goans, in general, (irrespective of their caste and creed) have big and welcoming hearts. However, about their brains, the less said the better.

O

ften, I traverse the path to St Britto’s High School, Mapusa, to pick up my sons from school. On one such occasion, as I was strolling towards my sons’ Alma Mater, I happened to glance at the wildflowers by the edge of the road. Amongst the numerous blades of varied grasses, and a dozen or so of bluebell, and yellow buttercups, I spotted a lone plant, with gorgeous violet flowers. I was awestruck by the sheer vivacity of its blossoms! The corolla had brushstrokes of deep violet at its tips and in the centre, there was a bright psychedelic yellow line, kind of like the ones we see marking our roads, to alert drivers about lane safety. I determined there and then, that I wanted to adopt the little beauty and so, on my way back, I carefully uprooted it out of its squalor, and brought it home. Every morning I water the wild plant, never ceasing to be amazed at its undimmed beauty for me. If this is love, then, well, I am in love! I gently pluck an offering of a single bloom to place at the feet of the Blessed Virgin Mother, as I start my day.

This unique love for a wild flower, made me recall my teaching days in Mumbai, where I once came in contact with a unique child, named Roshan Dixit. Roshan’s father had expired prematurely,

a horde of rabid dogs. Vehicles ply on the beach endangering children building sand castles. Deafening music is played on boats, plying the river Sal, well beyond midnight. The way to the beach is strewn with garbage, and we read reports that there is no garbage in Cavelosim. We hate to see this idyllic village, ruined.

Temple/Church thefts Rodney de Souza, Assagao Every now and then, we hear about the occurrence of theft and desecration in a church or temple in Goa. Authorities have not been able to curb such incidents, which have been on a steady rise, nor have they rolled out the promised policy, on protection of places of worship so far.

Recently, Talathis have been asked to collect detail about the existence of security facilities in churches and temples, such as CCTV cameras, security guards etc. These steps are welcome, but simultaneously, government should also take a serious look at the police record of detecting cases of burglaries and vandalism, which unfortunately has been pathetic, and what needs to be done to make it effective and result oriented. Otherwise, I am afraid, this exercise, though well intentioned, may end up in just another paper exercise in futility.

Goans, however, have sold their patrimony for a pittance to the so called outsider, not forgetting that the government usurped the properties belonging to the age old ‘Comunidades’ to enhance its status over the land, which could never be theirs.

As an example from my childhood days, I remember the fertile land of Taleigao village, where we could procure the choicest of Goan vegetables.

However, with the change of time, the placid village is taking different hues, with concrete monstrosities gaining a foothold over its serene skyline, and the roads as broad as ever. People, in general, who know nothing of the hardships facing the villagers, are talking of development, but what about their daily necessities? Are they all government employees to gain that extra amount?

I personally feel that it is not my right to defend the idlers and the lazy, who think nothing about

doing for themselves, but migrating to far away continents, to better their existence, never even realising that happiness can be found in one’s own backyard, and with a little hardship, the patrimony can be converted into an virtual paradise, where self-sufficiency rules, and the progress is the reality. However, what are Goans doing about their self-inflicting paradox, besides crying in one corner dejectedly, over their twist of faith? The answer is vehement, and it is blowing in the winds.

Taking a stock over the malfeasances perpetrated over great onion hoardings, it is reported that the speculative traders, are pocketing over 140% on sales. The government seems to have woken, at last, to counteract against that inhuman hoarding by encouraging outlets of State Horticultural Corporation Limited (SHCL) to help the people at Rs40 per kilo (as of now, the price has come down to Rs25 per kilo). Once again, the horrible joke prevails, as the customers are the same traders, who want to escalate the price range still higher by cornering the vegetable stock held by the outlets of (SHLC), and what the poor purchaser can do when powers are at play?

Indulgently, the BJP was trying to steal the thunder from the government to maximize their vote margin by decreasing the tariff to Rs30 per kilo. It was an exercise in futility, as it ran only for a day.

Personally, I feel if the BJP wants the support of the people, they should continue for at least a month, which might garner them some “brownies” however, as of now, they can avail of ‘brickbats’ come next election, as the electorate found out that it is all a election gimmick.

Rationally, I do concur that the price rise occurred due to excessive rains, which pounded India during just the concluded monsoons, but not to that abnormal excess where the traders are making hay, while the sun shines. What does our ‘benign’ government have to say about the same, besides ushering baloneys to fool the people? Could they not they usher in preventive measures to halt the speculative factor? I still have come to terms that our future, is in the hands of God, for if we are facing the quandary over vegetables, which is our staple diet, can the remaining be left far behind?

He was a meticulous student: his notebooks were a joy to correct! His quiet, self-confident demeanour made him the darling of all his teachers, me included. This he accepted with a soft, tender expression and a sweet, shy “Thank you Miss.” But more than his academic excellence and excellent manners, was the determination to succeed despite all odds.

Early in the morning, he would awaken to sell maps and newspapers to the passing vehicles, near his home. He helped his mother at the candle-making factory she worked in and, in the night, he would sit up late to study with a dim light. The family lived in a poor slum, in the area, somewhat like a suburban Dharavi shanty town. This boy, to me, was a wayside violet. He captured my heart: if this was love, well, yes, I was in love!

boutiques, here is a lesson you ought to take to heart. It is the wayside blooms that touch the heart, and satisfy the soul continually.

For those who have had similar experiences as I have had, rejoice in the glory of God’s amazing works in the crannies and nooks of life.

Many of his handiwork, have never been discovered yet: He gives us the wealth of wisdom and eyes of faith to find his creation in the most unexpected places. Why did I share this story with you? Because Roshan met a foreigner, one morning, when he was selling maps and the man, impressed with the intelligence of the young lad, offered to sponsor his education. He even approached the school for permission to do so. Unfortunately, the principal at that time, refused that permission and Roshan lost a golden opportunity, to make it big.

But I am sure that wherever he is right now, he is doing something great. When he finished school, our lives parted, I moved to Goa, and he was left behind. My attempts to find him, have not met with any success. I long for the day when I will meet my wonder boy again, and hope that when I do, he will be someone, I will be proud to acknowledge as my ‘Wayside Violet’, undimmed in his beauty and brilliance!

Sourav left out, but not out

It was a really an unexpected shock, that a player of the stature of Sourav Ganguly, was left out in the cold. Cricket lovers and admirers also accentuated his pains, instead of giving him solace. There is a lot of speculation about his omission, but the selectors and the franchisees have not cast any direct aspersions on his ability, except induced by negative inference, by his admirers.

IPL is a cricket carnival, where the motto is about spending and winning. Naturally, you cannot force your own views, however logical, and expect it to be reasonably accepted by the selectors. It is their prerogative. When one player is up for auction, one must also be prepared for rejection. Anil Kimble wisely kept himself away, and has salvaged his pride honourably. It is not a platform for National selection and Ganguly, with his proven form, may not be left out, after all.

Ganguly has contributed a lot to the success of Indian cricket, but that does not mean he is indispensable. No one can erase his worthy contributions in the annals of cricket as he has etched his name in golden letters in cricket. Ganguly should not let his ego prevail.

Why the delay?

Now, it has been quite some time that the central government had granted crores of rupees, for beach development. However, till now, we have not seen development of any beach in Goa. I would appreciate if our revenue minister could sincerely take up this matter, and also tell us when the construction of the much awaited water storage tank for Vasco, will be completed. Moreover, when will Vasco’s Ravindra Bhavan project be completed? Our power minister had also promised that CFL bulbs would be given, at subsidised rates in Goa. I wish to be apprised of the matter.

of vegetables from its border states. The state possesses vast fertile cultivable fields, which is not being used, due to lack of interest and support of the government, to the local farmers. On account of this, and the increased demand, it has come as a blessing in disguise to the migrant population, who have put up roadside vegetable outlets, at every nook and corner of Goa. Considering the upswing in vegetable prices, modern methods of cultivation could be used, to make horticulture a profitable venture for Goan farmers, with active government support and incentives.

Citizens flout traffic rules Marcos Alemao, by email Stringest action against the motorists for drunken driving, usage of mobiles while driving/riding, by the RTO, is most welcome. I have written several letters in this column, in the past, and also to the traffic cell Margao and had demanded action against the menace of using mobiles while driving/riding. There has been no response from them. The menace is ever present as no action has been taken by the traffic cops, who have failed mis-

erably. Young men and women use mobiles while driving, under the very nose of the traffic cops. Fatal accidents occur every 24 hours. The cops must wake up rather than being simply watch dogs, while citizens flout traffic rules.

Time to stay vigilant Jerry Fernandes, Saligao A group of known communal troublemakers of non-Goan extremist groups are all set to pollute and hijack the sacred Hindu institutions and temples in Goa. Currently, they have taken advantage of the ongoing desecration of idols and temple thefts in the state.

The idea might sound great for some ignorant people, but it may assume dangerous proportions, because, over the years, they have been silently spreading hatred against the minorities and instigating our peace-loving communities, thereby making serious attempts to disturb the centuries old communal harmony of Goa. Therefore, all sensible Goans should take serious note of such elements by being vigilant for the betterment of Goa, and its future generations.

A lesson to be learnt Jose Maria Miranda, Margao The recent fire at the Mapuca Municipal Market should be an eye opener to the authorities, the merchants and traders at Margao Municipal Market, where fires have occurred. If there is a fire during the day, there could be human casualties.

Unfortunately, there is a tendency among the authorities to yield to the demands of the shopkeepers and deliberately overlook extensions, that endanger life and property. Interestingly, the President of the Margao Market Vendors Association seems to be keener in having water tanks in place, to douse any fire, which are, of course essential, than taking steps to prevent catastrophes due to overcrowding of shops, and its extensions in the market. This prevents easy access to the fire brigade, in case of a fire. The safety aspect has to be taken care of first, rather than being sorry, later.

By Osho You are alive only in the proportion that you are aware. Awareness is the difference between death and life.

You are not alive just because you are breathing; you are not alive just because your heart is beating. Physiologically, you can be kept alive in a hospital, without any consciousness.

Your heart will go on beating and you will be able to breathe. You can be kept in such a mechanical arrangement that you will remain alive for years — in the sense of breathing and the heart beating and the blood circulating.

There are now many people around the world in advanced countries who are just vegetating in the hospitals, because advanced technology has made it possible for your death to be postponed indefinitely — for years, for centuries, you can be kept alive. If this is life, then you can be kept alive.

But this is not life at all. Just to vegetate is not life.

Buddhas have a different definition.

Their definition consists of awareness.

They don’t say you are alive because you can breathe, they don’t say you are alive because your blood circulates; they say you are alive if you are awake.

So except for the awakened ones nobody is really alive. You are corpses — walking, talking, doing things — you are robots.

Wakefulness is the way to life, says Buddha. Become more wakeful and you will become more alive. And life is God — there is no other God. Hence Buddha talks about life and awareness.

Life is the goal and awareness is the methodology, the technique to attain it.

Centre to take up security breach issue with UP govt PTI NEW DELHI, JAN 11

The Centre is likely to take up with the Uttar Pradesh government the issue of "security breach" during Rahul Gandhi's visit to Allahabad as initial report suggested that police “failed” to control protesters who tried to stop the SPG protectee's car.

Home Ministry officials said prima facie it looks like the local police personnel, who were deployed along Rahul's travel route, "failed" to control activists of Samajwadi Party's youth wing who tried to stop his car and clamber on to the vehicle raising black flags.

After a detailed investigation by the Special Protection Group (SPG), the Home Ministry will raise the issue with the Uttar Pradesh government for appropriate action, they said.

The SPG has duly informed the local police about the travel plan of the Congress leader, sources said.

The incident took place last evening when Gandhi was on his way to Anand Bhavan, the ancestral house of the NehruGandhis, for overnight stay after an interaction at engineering institute MNNIT. As Rahul's motorcade approached Anand Bhavan, a group of SP youth wing activists, waving black flags and shouting slogans against the leader, jumped in front of his vehicle.

Some of the protesters came dangerously close to Rahul's car before they were repulsed by the SPG personnel guarding the Congress general secretary.

Yesterday, Deputy Inspector General of Police, Allahabad, Ram Kumar, however, termed

the reports of security breach as “absolutely untrue”.

“These reports are absolutely untrue. We have received no complaints in this regard from the SPG team which has been camping in the city for the past couple of days. We have been working in close coordination with it,’ he said.

Security arrangements for Gandhi, who visits Uttar Pradesh frequently, has often been a cause for spat between the Centre and the state government which had accused the former of not sharing enough inputs with the local police during the leader's tours.

In Lucknow, IGP (Law and Order) A P Maheshwari said the incident of alleged security breach during Gandhi's visit to Allahabad was being looked into by the security cell of the UP Police.

One killed as Parveen Babi's house falls Late Bollywood actress Parveen Babi's house in Junagadh district collapsed yesterday killing one of the residents, police said.

The house was occupied by about 10 members of a family, some of whom had gone out when the incident took place. Those in the house managed to come out when it started collapsing but 60year old Naseembanu Yunus Nagori was killedafter being trapped in the debris, Fire Brigade officials said said.

The house, which was given to Parveen Babi's father on lease by the government, was later transfered to the actress, sources from the Junagadh district authority said adding that there was dispute over the property with many relatives of Parveen Babi staking their claims to it and the matter is in court. Preliminary inquiry finds legislator raped teenager PTI LUCKNOW, JAN 11

A preliminary inquiry by the CBCID into the Banda rape case has found that BSP legislator Purushottam Naresh Dwiwedi had raped the teenager and framed her in a false theft case, official sources said here today. “ The CB-CID, which was asked to probe the matter by Chief Minister Mayawati, has completed a preliminary inquiry and is ready with its report,” a senior official told PTI. During preliminary inquiry, it was found that the 17-year-old girl was not only raped by the MLA, but was also framed in a false theft case, the sources said.

The CB-CID team from Allahabad, which is probing the incident, has recorded statements of more that a dozen persons, they said.

The agency has also raised fingers on the role of the Banda Police, which lodged a theft case against the girl and sent her to jail, the sources said.

The girl, who appeared before Civil Judge Junior Division Ravi Kumar Gupta yesterday, alleged in her statement that Dwiwedi raped her twice while his aides teased her, prosecution sources said. After recording the girl's statement, the court ordered the Superintendent of Police Banda to take immediate legal

The Maina-Curtorim police requisitioned the services of a police dog, but could not obtain any vital clues.

Police believe that the deceased might be a member of the Muslim community as evident by the thread on his waist. Margao Sub-Divisional Police Officer, DySP Umesh Gaonkar said the deceased was around 3540 years, with a wheatish complexion and was 5.7 feet tall.

Saying that the deceased was medium built and was apparently wearing a check-shirt before he was done to death, DySP Gaonkar appealed to the people to cooperate with the police to identify the person to take the investigations to the logical conclusion.

“Unless the body is identified first, it will be difficult to detect the mystery behind the cold-blooded murder”, he said, adding that more than two persons might have been involved in the crime as evident by the injuries caused by a chopper.

DySP Gaonkar further said the question of the murder on account of the sex angle is also ruled out since the private parts of the deceased remained intact though the body was found in a mutilated state.

The police hunt for the deceased head was called off this evening as there was no trace of it in the bushes off the main Nessai road.

Maina Curtorim PI Sidhant Shirodkar informed that identification of the body is the key to further investigations in the case and sought assistance from people to get the deceased identified.

He said the police has registered a case of murder and has dispatched wireless messages to various police stations in connection with the case.

Pilot runs over man

Airways pilot, and Rajiv Jolly, a manager at a Khan Market restaurant, had a minor collision at a traffic signal.

Jolly came out of his car and allegedly entered into an argument with the pilot besides thrashing him, a senior police official said.

Both Jolly and Aggarwal are aged 37 years.

“Aggarwal was inside his car. Suddenly he took a sharp turn.

Jolly fell down and was ran over. You can call it a road rage case but the death appeared to be accidental”, V A Gupta, Additional Deputy Commissioner of Police (New Delhi), said.

A senior police official said it appeared that Aggarwal did not do it intentionally. “The pilot was trying to enter the market while he was being thrashed allegedly by Jolly.

Jolly was rushed to the hospital where he was declared brought dead.

Gupta said a detailed forensic examination will be conducted to ascertain whether Aggarwal “deliberately ran over him or was it purely accidental”.

The pilot was arrested from the spot and a case was registered against him under Section 304-A (causing death by negligence) and 279 (rash and negligent driving) of IPC. Some eyewitnesses claimed that Aggarwal drove his vehicle over Jolly several times but police did not confirm this.

“He ran over Jolly several times. People tried to stop it. After the public caused an uproar, Aggarwal stopped his car,” an eyewitness claimed.

by Calangute MLA Agnelo Fernandes.

“The Calangute MLA is a desperate and his utterances speak for it. I did not part ways with Fernandes due to the petrol pump near St Anthony’s Chapel Naikka Vaddo-Calangute, but it was purely because he did not honour his word on the Congress ticket,” Sequeira said.

“Fernandes virtually back tracked a mutual agreement on the Congress ticket which had forced me to resign from the Congress party and contest on UDGP. However, I am still a Congressman and will contest the ensuing elections on the Congress ticket,” he stated.

“I have never said that I am going to contest the elections on BJP or other party ticket and I was surprised to note that Fernandes gave me BJP’s ticket for the next elections at the Calangute grievance meeting.

What does it mean? Is he a Congressman or BJP,” he asked.

Elaborating on the petrol pump issue, he said it was one of the requirements of infrastructure development to meet the needs of villagers of Calangute, Candolim, Arpora, Saligao and surrounding areas who frequent Calangute for business and other needs.

“There is lot of open sale of petroleum products along the Candolim-Calangute road due to non-availability of a petrol pump in Calangute. I will however put up another petrol pump in Calangute to meet the needs of tourists and villagers of Calangute and surrounding areas,” asserted Sequeira.

Former Calangute sarpanch Joseph Sequeira on Tuesday made a scathing attack on PWD Minister Churchill Alemao for misguiding the Churches in coastal Calangute by calling upon the people to gather for meeting at Calangute to air their grievances to him and to Fisheries Minister Joaquim Alemao in the presence of local MLA Agnelo Fernandes.

“The grievance meeting infact turned out to be political meeting with Alemao canvassing for Fernandes. People who came in large numbers to air their grievances went home disappointed as they were not allowed to speak or put forth their grievances,” claimed Sequeira.

“Residents of Calangute have innumerable grievances like shortage of water, pot-holed roads, etc, but instead of hearing their grievances, Alemao came all the way to Calangute to canvass for Fernandes, thus wasting public money,” stated Sequeira.

“Alemao also lacks ground reality on basic infrastructural needs of Calangute, where pot-holed roads exist and that too the main PWD roads and this is the precise reason why Calangute Panchayat had to do the roads out of its funds,” he said.

“The road next to Dr Jack Sequeira circle had to be completed before the Christmas season to save the lives of tourists which was in a dilapidated condition, so was the roundabout at market repaired while the drainage along the Baga route is still posing a threat,” he added.

“With so much to be done for Calangute, Alemao is busy canvassing for Fernandes by misguiding the public,” he claimed.

Clarifying on the charge that t h e re a re ro a d b l o c k s b y Calangute Panchayat on any developments for Calangute, Sequeira said: “We have never stopped any planned development nor are we against such developments that would be beneficial to Calangute.”

“We have applied for market complex, garbage complex, bus stand and a sewage treatment plant, but the State government departments are yet to give us the NOCs. So where is the question of blocking people-related developments,” asked Sequaira.

“We have objected to the drainage being constructed along the Baga route as there was no need of such drainage when there was a storm drain along the road. The drainage is causing hardships not only to motorists but to the pedestrians who at times have been falling in the open drains,” said Sequaira.

“The drainage has also been causing traffic congestion along the Calangute-Baga route, where tourists and others wanting to spend their time on Baga beach are forced to do away with it.”

“However, if we were not for

development, we would have not proposed a by-pass road from Agarvaddo to Baga behind Hotel Ronil to ease traffic along the Calangute-Baga road which is however held up due to unknown reasons for over six months now.”

“We have also put suggestion for re-alignment of the Major District Road proposed from Porvorim-Saligao SeminaryAradi (Candolim) which is passi n g t h ro u g h t h e f i e l d s o f Calangute and Bamon Tollem based on the objections to it by gram sabha members of Calangute,” said Sequeira.

“However, I fail to understand how Fernandes has proposed the road in front of St Alex Church when we have existing 25-mtr road which is sufficient for smooth flow of traffic in Calangute, but Agnelo should take care of narrow roads at Candolim which are only his undoing,” said Sequeira.

Taking a dig at Fernandes’ developmental plans, Sequeira questioned what developments plans Fernandes has for Candolim villagers.

“Candolim lacks a market, forget about market complex and sewage treatment plant is situated in close vicinity of Aradi residents, who are his migrant vote bank living in unhygienic conditions and will never utter a single word against the ills affecting them,” he alleged.

“The present market shed was put by me along with Fernandes to garner him votes,” added Sequeira.

“I am throwing an open challenge to Fernandes to do the market complex, garbage complex, bus-stand and sewerage as part of his developments for Calangute for which we have already put forth the proposals,” said Sequeira.

Tourism Minister Nilkanth Halarnkar has invited the Asian American Hotel Owners Association (AAHOA) to set up businesses in the State.

“I have been working on a solution with the co-operation of all parties in Goa so that business entrepreneurs do not face any difficulties in setting up their business ventures in Goa with the change in government or the tourism minister," Halarnkar told AAHOA members in a hotel at Candolim.

"We want to assure you that your business in Goa will be a safe bet,” he said.

Earlier, Tourism Director Swapnil Naik accorded a warm welcome to AAHOA and its members in setting up their business ventures in the State.

A AHOA Chairman Chandrakant Patel invited the State government to their annual Convention and Trade Show 2011 at Las Vegas in USA later this year.

The annual Convention is an

ideal opportunity to gain exposure to potential customers while others showcase their best. The AAHOA 2011 Annual Convention would be the best for business tie-ups and assured their wholehearted co-operation to the State government, he said.

Revenue Minister Jose Philip D’Souza and Minister for Panchayati Raj and Sports Manohar (Babu) Azgaonkar among others were present for the function.

AAHOA is a group of Indian hoteliers who came together in 1989 at Atlanta with an aim of facing discrimination and increasing awareness of Asian Americans in the hospitality industry. Since then, AAHOA membership has increased significantly and the Asian Americans presently constitute one of the largest forces in the hospitality industry.

AAHOA’s goals also include advocacy initiatives and educational opportunities to help Asian Americans continue to succeed.

Remote villages to have basic amenities soon: Kamat

Convener of Goa’s Movement against SEZ, Matanhy Saldanha has urged the State government to appoint a special counsel to defend the government’s stand on cancelling the SEZ policy in view of the fact that the SEZ promoters have appealed against the High Court decision upholding the government’s stand.

Saldanha cautioned that the SEZ promoters would move heaven and earth to get their way particularly given the fact that they had not only circumvented the laws and manipulated officials to get the land allotted to them, but had even the audacity to commence work without getting the mandatory licenses and permissions.

While pointing out that the High Court had rightly noted that the land allotment to the SEZ promoters was done in a hasty and arbitrary manner, he said the government should stick to its guns and not budge under the pressure that will be mounted by the money laden promoters.

Saldanha advised the government not to even offer compensation to the SEZ promoters as they had vitiated the atmosphere in Goa for their own selfish interest and gains to the

detriment of Goa and Goans.

He suggested that the government should initiate an inquiry and take action against the elected representatives and government servants who connived with the SEZ promoters to circumvent the laws of the land so as to strengthen its case before the Supreme Court.

He pooh poohed the Raheja’s claim of having invested around Rs 190 crores in developing the properties and argued that whatever money invested was speculative investment and deserves to be forfeited as the development was undertaken without taking the mandatory licenses and permissions as stipulated by the laws in force in Goa. “Defending the appeal will be a real test of Chief Minister Digambar Kamat’s genuineness in cancelling the SEZ in Goa,” he said.

Saldanha asserted that besides placing the government’s case properly, all the sins of commission and omission indulged in by the SEZ promoters also have to be exposed and their claim of having invested crores of rupees has to be nailed by placing on record that the development was undertaken without any valid permissions and licenses.

He was addressing the gathering after inaugurating the new Kadamba bus stand at Assnora.

The bus stand has been constructed at a cost of Rs 11.50 crore.

Transport Minister Sudin Dhavlikar, GSIDC Vice Chairman Francis Silveira, Tourism Minister Nilkanth Halarnkar, Sarpanch Pradeep Pednekar, GSIDC MD Linasio Furtado, Transport Director Arun Desai, MLA Francis Silveira and local panch members were present on the occasion.

“People’ participation is a must to keep various projects clean.

Efforts are being made to provide best services to the citizens of Goa, especially to develop the rural areas by providing all the facilities,” said Kamat.

Speaking further, Kamat said such bus stands will be also con-

structed at Margao, Pernem, Quepem, Marcel and other areas, wherever necessary.

“Upcoming of such a project in a village like Assnora is a real tribute to the martyr of the soil Bala Raya Mapari,” said Kamat and called upon the people to take care of the project as their personal property.

“The State government will leave no stone unturned to provide basic amenities to the remote villagers even though the government is running in coalition with MGP and NCP with hectic exercise,” added Kamat.

He also announced to provide at least one job to the families of freedom fighters and to provide bus service to the schools from remote areas.

Speaking on the occasion, Tourism Minister Halarnkar assured to keep up all the promises which were given to the voters prior to election in terms of development.

Transport Minister Dhavlikar called upon the people to take care of the project.

On the occasion, Kamat felicitated Nilkanth Halarankar.

With the construction of new Kadamba bus stand, it would eliminate the hardships and inconvenience faced by the commuters due to inadequate parking space for buses, goods carriers and pedestrians.

The complex has shops on the ground floor, besides canteen and multipurpose hall on the first floor with a seating capacity of 750 people.

Besides, the bus stand has seven bays, KTC inquiry/ticket counter, security room and platform. Shopping complex comprises 19 shops, canteen, KTC office, driver’s rest room, electrical room, two green rooms, parking for two- and four-wheelers, electrical store room and toilet for gents and ladies.

Meanwhile speaking to media, Halarnkar has refuted the allegations made by some sections regarding the misuse of power by him.

“The reality will be before the public soon. I have full faith in the judiciary. I am ever ready to resign on the post if a single charge levelled against me is proved true,” stated Halarnkar.

After experiencing a decline, Reliance Industries is likely to regain 60 million standard cubic meters per day of natural gas output from its eastern offshore KG-D6 fields by April, oil regulator DGH said today.

Reliance has seen natural gas output fall to 50-52 mmscmd during recent times from over 60 mmscmd achieved in mid2010 due to reservoir complexities.

"They (Reliance) are producing natural gas from 18 wells currently. Two more wells have been drilled (but not put on production) and another two are expected to be done by March.

"Once all 22 wells come onstream sometime in April 2011, gas output will again touch 60 mmsmcd," Directorate General of Hydrocarbons (DGH) Director General S K Srivastava said here.

The Dhirubhai-1 and 3 fields, known as D1 and D3, in the Krishna Godavari basin have seen output fall from 53-54 mmscmd achieved in mid-2010 to 42-44 mmscmd in the week ending December 26.

Besides D1 and D3, D-26 or MA oilfield in the same block, is producing about 8 mmscmd as associated gas. Together, the

output from KG-D6 currently stands at 50-52 mmscmd.

Srivastava said there was nothing alarming about the fall in output as "wells behave differently at different times", producing different volumes of gas at different times.

"Reliance have a commitment to drill 22 wells in the first phase of development (of D1 and D3 fields) by March/April 2011 and we will ensure they meet the commitment," he said.

D1 and D3 are the largest among the 20 oil and gas finds that Reliance and its Canadian partner Niko Resources have made in the Krishna Godavari basin KG-DWN-98/3 or KG-D6 block off the Andhra coast.

"The reservoir is a complex one," he said.

Reliance has been forced to restrict production from the MA field to 18,200 barrels per day due to high water and gas output, sources said, adding the field was yielding more water than oil and that even 8 mmscmd of gas in comparison to 20,000 bpd of oil was considered quite high.

KG-D6 block had in mid2010 hit a peak of 60 mmscmd after which the output has fallen, sources said.

Sources said Reliance will have to drill more wells to boost output to the approved peak of 80 mmscmd.

Currently, 18 wells on D1 and D3 have been completed and hooked to production system but only 16-17 are producing.

Bankers want RBI to cut CRR, SLR on Jan 25 PTI MUMBAI, JAN 11

Amidst liquidity squeeze and a higher than expected credit offtake, bankers today requested the Reserve Bank to slash the mandatory cash balance that they park with the central bank (CRR) and the statutory liquidity ratio (SLR), besides keeping the key policy rates unchanged.

This call comes even as both the RBI as well as the government are fighting high inflation driven by a massive jump in vegetable prices since mid-December with unseasonal rains affecting crops.

Aurobindo Pharma Limited (APL) today said it will divest nearly 80% of its stake in its loss making Chinese subsidiary to China National Pharmaceutical Group Corp (Sinopharm).

According to the city-based company, the initial offload will be 51% and subsequently it will be reduced to 19.5% in its subsidiary company Aurobindo (Datong) Bio Pharma Co Ltd, China (ADBPL). Sinopharm will acquire the shares through its subsidiary company Sinopharm Weiqida Pharmaceutical Co Ltd. "After acquisition of 51% equity in ADBPL, the investors will further infuse capital to enhance its share holding to 80.50%, reducing APL share in the JV to 19.5%. APL's loan of USD 23 million to ADBPL will entirely be paid back," a company release said.

At present the CRR stands at 6 per cent while SLR is pegged at 24 per cent. Since October, RBI temporarily brought down the SLR by 100 bps to ease the liquidity situation and on De-

cember 16, at its mid-quarter review fixed this at 24 per cent as permanent measure to ease the liquidity pressure in the system. From October onwards banks have been borrowing over Rs 1 trillion from RBI everyday on an average. The central banks key policy rates of repo and reverse repo stand at 6.25 and 5.25 per cent respectively.

After falling for two months, food inflation started going up since mid-December and for the week ended December 25, it jumped to 18.32 per cent due to an abnormal rise in prices of food items like onions, milk and meat.

Though headline inflation for November stood at 8.48 per cent, given the very high food inflation and the recent Rs 3 a litre petrol price hike, December numbers may be a tad higher than the previous month.

SKS Microfin small loans at 24.55% PTI MUMBAI, JAN 11

Hyderabad-based SKS Microfinance today said it was reducing interest rates and would charge 24.55 per cent per annum from all categories of small borrowers.

"The company will not collect charges towards credit shield charge, loan processing fee, and card fee with effect from January 11. With this all effective interest rate across country will be 24.55 per cent for all future disbursements," it said in a filing to stock exchanges--National Stock Exchange and Bombay Stock Exchange.

SKS Microfinance, which has been in the news for sacking its MD & CEO Suresh Gurumani and allegedly using coercive methods for recovery of loan, used to charge about 28-31 per cent interest from small borrowers.

Margao Sports Club drubbed St Rock’s Sports Club, Fatrade, Varca 3-0 in GFA’s First Division League at Nehru Stadium, Fatorda on Tuesday. Margao led 2-1 at the breather.

Margao had to wait till the 15th minute to surge ahead. Socorro Colaco picked up the ball from striker Perryson Rebello and the former unleashed a snap shot which caught the St Rock’s keeper Dulio Andrade napping.

Spurred by the early success, Margao piled on tremendous pressure on their rival citadel.

Their umpteen forays were rewarded in the 34th minute when striker Gammy Costa doubled the lead with a stiff grounder off a well measured cross from Samson Fernandes.

PANJIM (HSD) -- The Directorate of Sports and Youth Affairs will conduct State selection trials in archery for U-14, U-17 and U-19 boys and girls to select probables for the 56th National School Games in Pune from February 4 to 7. MAPUSA (HSR) --Adarsh Yuvak Sangh, overcame Nagoa Sporting Club 5-4 via the tie-breaker in the 5th Reira inter-village football organised by Saligao Sporting Club at Saligao ground, on Tuesday.

The match finished 1-1. Franky Fernandes gave Adarsh the lead and Adnan Baig equalised.

In the tie-breaker, Francis, Paresh, Clyde, Mauvin and Domingo were successful for Adarsh while Sunil, Saish, Nitesh and Sanju scored for Nagoa.

In case the injured duo is ruled out, Ashish Nehra and the rather inconsistent Munaf Patel would be the options for India.

Harbhajan Singh will as usual shoulder the spin responsibilities.

South Africa, on the other hand, would be, missing prolific all-rounder Jacques Kallis, who is nursing an injury. The veteran has been the rock around whom the South African batting has revolved as was evident during the drawn Test series.

But the Proteas still have a good batting reserve with skipper Graeme Smith, the explosive duo of A B de Villiers and JP Duminy and the consistent Hashim Amla to anchor the middleorder.

As for bowling, Dale Steyn has been in red hot form and has Morne Morkel and Wayne Parnell as his speed partners.

All eyes will also be on the 31-year-old Pakistan-born spinner Imran Tahir, who is expected to make his debut after getting South African citizenship a few weeks ago.

Ronaldinho signs for Flamengo, says club AGENCIES RIO DE JANEIRO, JAN 11

Former World Player of the Year Ronaldinho has signed a four-year contract with Flamengo, the Brazilian club said. ''Ronaldo de Assis Moreira, or simply Ronaldinho Gaucho, will wear the Flamengo shirt,'' said Flamengo on their website.

Ronaldinho was last week given permission by AC Milan to seek a move home to Brazil after he failed to hold down his

place with the Serie A team. On Saturday, the Italian club's vice-president Adriano Galliani said the two clubs had reached an agreement.
