Australia tightens migration norms PTI MELBOURNE, NOV 11

Australia today unveiled a new points-based migration criteria that will lay higher focus on English proficiency and high-level qualifications rather than on vocational skills and experience, a move that could affect prospects of low-skilled Indian students seeking migration. Immigration Minister Chris Bowen said the new points test will emphasise the importance of English, work experience and high-level qualifications, and is designed to ensure no one factor guarantees migration. “These changes to the points test are an important next step in the series of reforms to the skilled migration programme announced by the government

The new points-based migration criteria will lay higher focus on English proficiency and high-level qualifications rather than vocational skills and experience. in February this year,” Bowen said, according to an official statement. The Bharatiya Janata Party (BJP) has taken strong exception to Governor S S Sidhu and Chief Minister Digambar Kamat’s initiative to welcome the arrival of “Sagres”, a Portuguese vessel that will touch Goan shores on Friday saying the Government is embracing something that is celebrating the conquest of Goa some five hundreds years ago. “They will have to face the

consequences if they go ahead with the programme,” warned Laxmikant Parsekar, BJP State President while addressing a press conference on Friday here. Sagres is voyaging across the globe celebrating discovery of East Asia by Portuguese 500 years ago and other conquests. Parsekar said they are strongly opposed to the Governor and the CM celebrating the arrival of Sagres in Goa. They should not use their offices to glorify Portuguese

PTI NEW DELHI, NOV 11

An aggressive Opposition continued to mount immense pressure today for ouster of A Raja over 2G spectrum scam but a cautious government made it clear that there would be no action in the near future amid strong opposition by the DMK to the Telecom Minister’s removal. The Opposition parties stalled Parliament for the second consecutive day while demanding Raja’s removal and Joint Parliamentary Committee probe into the alleged irregularities to the tune of Rs 1.76 lakh crore in 2G spectrum allocation. The government, while rejecting demands for JPC, made it clear that any decision on the issue could be taken after the report of the Comptroller and Auditor General (CAG), which

whose arrival in Goa marked the dark age. “People were tortured, imprisoned and also had to undergo conversion during Portuguese regime,” said Parsekar giving reason why Goa Government should not be part of the celebration. In one-and-a-half month’s time the government will celebrate golden jubilee of Liberation but it now wants to embrace the ruler which put Goans under siege, he added.

BJP trains guns on Portuguese ship HERALD REPORTER PANJIM, NOV 11

The Mumbai-based Arihant Ship Breaking Co has bagged the contract for the removal of the illfated ship M V River Princess. The State Disaster Management Authority (SDMA) in its over two-hour-long deliberations on Thursday finally zeroed in on the company — Arihant Ship Breaking Co. Arihant had yesterday emerged as the lowest bidder with their quote of Rs 99 crore when the financial bids were o p e n e d f o r b re a k i n g t h e grounded vessel and towing away the scrap to seawards. Speaking to Herald, Calangute MLA Agnelo Fernandes, who is the member of the State Disaster Management Committee, confirmed the development. “Arihant Ship Breaking Co has been finalised as the contractor for removing M V River Princess,” Fernandes said adding that the decision came in view of the company’s lowest bid of Rs 99 crore.

On being asked as to when the work order would be issued, Fernandes said, “it is now upto the government to issue the work orders at the earliest.” A senior official who was part of the meeting confirmed that among the shortlisted bidders — M/s Madgavkar Salvage & Smith Salvage Goa, Resolve Salvage & Fire Europe Ltd, UK and M/s Titan Salvage Pvt Ltd, — Arihant Ship Breaking was the lowest bidder as also the fact that it offered to remove the vessel within 180 days went into its favour. It is also only bidder that had actual experience of ship breaking whereas other bidders had expertise in salvaging, the officer said. Other three bidders not only quoted high price but also wanted more time to remove the vessel, which went against them, he said. Madgavkar Salvage offered to remove the vessel within 240 days whereas Resolve Salvage quoted three different rates

has “indicted” Raja, is discussed in Parliament. “The CAG has already given its report. The PAC, which is a mini JPC, will go into the issue and report to Parliament. It will again be debated. Why there is a demand for JPC? It is un-understandable,” Home Minister P Chidambaram told reporters outside Parliament House. Echoing similar views, Bansal

said, “Corruption is a serious issue...CAG (report) is yet to be finalised. Now the matter would rest with the Public Accounts Committee. The PAC has to look into it.” Contending that anybody found guilty should be punished, he said that after the PAC presents its report to Parliament, “it is the right of Parliament to go for a structured discussion. That is what Parliament is meant for.” He said Raja may have been “indicted by one organisation (CAG), (but) that is not the end of the matter...the matter is before the Supreme Court...we should not make a final decision on anything only after listening to one point and then inflate the issue. “We then consider it to be our right to take a decision. We should reach to the bottom of the matter.”
