IT’S WAR IN UP Maya govt cracks down on protesters

Senior BJP leaders Rajnath Singh, Arun Jaitley and Mukhtar Abbas Naqvi, LJP chief Ram Vilas Paswan, UPCC president Rita Bahuguna Joshi and Bharatiya Kisan Union (BKU) leader Rakesh Tikait along with their supporters were detained by UP Police while they were agitating in support of farmers of Greater Noida. Joshi and scores of Congress leaders, including legislators, and workers were batoncharged and detained in Lucknow and elsewhere during a statewide ‘chakka jam’ protest by the party against the arrest of Gandhi in Bhatta Parsaul Wednesday night and in support of farmers’ demands in western UP. Similar protests were held in other parts of the state including Jhansi, Meerut, Allahabad and Sitapur districts.

PTI GREATER NOIDA/LUCKNOW, MAY 12

An all out political war broke out among Congress, BJP and BSP over the issue of farmers’ agitation in Uttar Pradesh with Chief Minister Mayawati accusing Opposition parties of spreading “lies and rumours” and doing “dirty politics”. A day after Rahul Gandhi made a dramatic entry into the Bhatta Parsaul village in Greater Noida and held a dharna supporting farmers’ agitation for better compensation for their land, Mayawati accused him of engaging in “mean theatrics”. Congress was quick to jump to his defence lambasting the BSP chief for the arrest and subsequent release of Gandhi saying that Mayawati government was “digging its own grave” through such actions and her reaction was “due to frustration” as she has realised that she would be voted out in the next Assembly elections.

As a controversy rages over land acquisition in Uttar Pradesh, the Centre Thursday said it has plans to introduce a bill in this regard in the next session of Parliament as there appears to be consensus on the issue. However, Home Minister P Chidambaram said law and

Prime Minister Manmohan Singh Thursday demanded a thorough investigation into the presence of Osama bin Laden in Pakistan for several years, but ruled out a US-type operation by India to eliminate Pak-based terrorists wanted by it. “One needs to go for a thorough investigation into the presence of Osama bin Laden for such a long time on the soil of Abbottabad,” he said at a joint press conference here with Afghan President Hamid Karzai after their talks. The killing of bin Laden was a “unique moment” in the history of the region, said the Prime Minister, who arrived here earlier on a two-day visit amidst highest levels of security. Asked if India would adopt the type of operation that the US carried out to eliminate the al Qaeda chief, in order to get Pak-based terrorists wanted by it, Singh began by saying “these are sensitive issues and we don’t

DMD haunting Goa for real German supporting actor held on drug charge

via

HERALD REPORTER PANJIM, MAY 12

From reel life to real life the drug menace is haunting Goa, despite denial by the outgoing DGP. Earlier this month, a team of Narcotics Control Bureau (NCB), swooped down upon a German supporting actor, who worked as an extra in the controversial movie Dum Maro Dum (DMD) and arrested him and his supplier on a drugs charge. Ralph Diersmanm, a German tourist and a frequent visitor to Goa was caught by the NCB sleuths at Anjuna flea market, while he waited for a peddler who would deliver him 11 packets of good hashish, amounting to Rs 5 lakh. During interrogation, Ralph claimed that he has acted in two scenes in the DMD, which was incidentally based on drug

mafia. On May 3, the team zeroed in on the German on a tipoff that a Delhi tourist would smuggle narcotics to Goa via Mumbai and Sawantwadi route and deliver it to Ralph. NCB sources said that Krishna Singh was raided in his hotel room, at Sawantwadi, at about 1 pm. The officials intercepted drug packets hidden in his luggage, weighing 3.5 kgs. Sleuths also seized two boxes intended to be used for transporting drugs to Goa. Tests confirmed that hashish

was of good quality, which is usually consumed by foreigners. “Krishna confessed during interrogation that his German client would wait for him at Anjuna flea market. Our second team rushed to Goa and caught the foreigner red-handed after a brief surveillance, later in the evening,” said the officer. Both drug pushers were arrested under the Narcotics and Drugs Psychotropic Substances Act. A local Magistrate in Sawantwadi remanded both to seven days custody of NCB for thorough interrogation. Later they were remanded to judicial custody. The pair was escorted to Goa during their remand period for further investigation and were lodged in Porvorim lock-up. Interrogation further revealed that (Continued on page 8)

Now we are at a point when there is a fair degree of certainty that there is a consensus on the law with some amendments,” he told a press conference, the first after Prime Minister Manmohan Singh formed a Group of Ministers to brief media to counter the bad press government may face on occasions.

GSPCB chief denies wrong doing in illegal mining HERALD REPORTER PANJIM, MAY 12 Chairman of Goa State Pollution Control Board, (GSPCB) has denied that he or the board has done any illegality in a case of illegal bauxite mining in which senior NCP leader Jitendra Deshprabhu as well as senior bureaucrats have been booked. Crime Branch, Tuesday, booked NCP national secretary Jitendra Deshprabhu, Director Mines and Geology Ar vind Lolienkar and Chief Conservator of Forests Shashi Kumar for defrauding the state exchequer of Rs 50 crore by allowing the illegal mining of bauxite. The complaint had also mentioned that Chairman of the GSPCB was also party to allowing the illegal mine. “The GSPCB has not committed any wrong. Infact we had not given them any permissions to carry out mining,” Dr Simon N de Souza told Herald. According to documents furnished by Dr de Souza, the board had issued directions to the mine owners to stop the mine on December 17, 2010. The directions were issued under section 33A of the water (prevention of pollution) Act and section 31 A of Air (prevention of pollution) Act. “Subsequently a site inspection conducted on February 4

showed that there was activity there. On February 24, we issued again directions this time based on our own inspection report to stop the mine because of no consent under the Air and Water Act,” Dr de Souza said. The company JRD Mines and Minerals then sought permission from the board to set up a beneficiation plant, which was denied by the board on grounds that they did not possess an NOC from the local village panchayat. “We sent a letter to them dated April 12, 2011 saying we cannot process their application. We are yet to process any of their applications,” Dr de Souza said buttressing his claim that the board has done no wrong. Police were forced to file an FIR on the directions of a local court following a complaint by right to information (RTI) activists Pradeep Kakodkar, Kashinath Shetye and Ketan Govekar. The mine concerned is located at survey number 299/0 at Bhaidvaddo in Corgao village of Pernem taluka. Deshprabhu has already been fined Rs.1.72 crore by the state mining department for illegally extracting nearly 50,000 tonnes of bauxite from an open cast mine, located in his property at Korgao village in Pernem.

Benaulim MLA has warned of a law and order situation at Majorda if Chief Minister, Digambar Kamat inaugurates the bridge in the presence of PWD Minister, Churchill Alemao, Urban Development Minister, Joaquim Alemao, Power Minister, Alexio Sequeira and Cortalim MLA Mauvin Godinho. “The people of Majorda will not tolerate any insult to the Priest who has already blessed and inaugurated bridge. If 1000 people come and stops the inauguration, the government would be solely responsible for any untoward incident”, Pacheco warned. Saying that the road under bridge in question was thrown open for traffic and pedestrians after being blessed by Fr Martinho Gomes on April 27 in the presence of Majorda Sarpanch, ZP members and locals, Pacheco has demanded to know why the government is hell bent on in-

augurating the bridge once again. “The people of Majorda will not tolerate any insult to the Priest, who had already blessed the bridge in question. The Congress government appears more communal than the BJP. They are dividing the village. They don’t know to respect religious leaders”, he asserted. Pacheco also demanded to know what Power Minister, Alex Sequeira, Urban Development Minister Joaquim Alemao and Cortalim MLA Mauvin Godinho have to do with the bridge in Majorda. “What has Mauvin, Joaquim and Alexio got to do with the bridge inauguration. “I fail to understand how the

road under bridge is linked with Joaquim, Alexio and Joaquim. Is the road under bridge a Congress bridge. I had initiated the project with the tax payer’s money”, he said, and asserted there’s no need for a second inauguration of the bridge. Incidentally, Pacheco had inaugurated the road under bridge on April 27 in the presence of Majorda Sarpanch and ZP members, while Fr Martinho Gomes had blessed the project. Majorda Sarpanch Visitation D’Silva and ZP member Nelly Rodrigues also took strong exception to the government’s decision to inaugurate the bridge when it was already blessed by the Priest.

So will the re-entry of Naik in State politic prove beneficial to BJP which has been losing ground since 2005? It has not been able to resurrect its political fortune since 2005 when the BJP led government was sacked by then governor S C Jamir. In 2007, the BJP was unsuccessful under the leadership of Opposition leader, Manohar Parrikar to defeat the Congress and allies, and had to spend time in Opposition over last several years.

As a curtain raiser to the May 18, Delhi meeting, Chief Minister Digambar Kamat has called for a state level meeting of stakeholders on Friday to discuss the medium of instruction (MoI) , implementation of no detention circular and Right to Education Act issues. State Education Minister Babush Monserrate said that Chief Minister has scheduled a meeting this Friday, wherein the issue of RTE along with MOI will be deliberated. “ The stakeholders who would participate at the

Delhi meeting, will also attend tomorrow ’s meet,” Monserrate informed. The issue of MOI in the state, which has divided the Congress party, will be discussed in Delhi on May 18 with the union Human Resources Development Minister Kapil Sibal. Chief Minister Digambar

Kamat, along with other Congress office-bearers will be present at the meeting. The state government was found itself on the back foot after its own legislators were found lobbying for English as MOI. Contrarily, Monserrate, in the recently concluded Budget Ses-

Interestingly, the rules framed under RTE Act, 2009 for Goa have elucidated that Marathi/ Konkani would be used as MoI in all schools. Monserratte said that state education department is firm on implementing RTE Goa and schools would have to implement the ‘no detention circular’ from academic year 2010-11. “No school can give excuse and not implement the circular. There is no possibility of revoking the circular,” the minister concluded firmly.

MEDIuM OF INSTRuCTION CONTROVERSY

Degrees of sanity, senility and statesmanship HERALD REPORTER PANJIM, MAY 12

While it should have been the obsession of ministers, legislators and politicians to brush their grey cells to hammer out a solution to the Medium of Instruction imbroglio, senior politicians are scoring brownie points on the issue, crossing swords and degrees of sanity. The slinging match between former chief minister Dr Wilfred de D’Souza and PWD Churchill Alemao after citing historical narrative on the issue on who did not give grants to English

have now got personal, thus sidetracking the issue. After Alemao allegedly called Wily “senile” and suggested he should quit politics.” the latter has retorted, “What right has he got to call me senile? How many classes has he studied?” Wily stated, “At least, I have studied medicine,” indicating that PWD Minister has no right whatsoever to call him a senile. “The Prime Minister Dr Manmohan Singh and senior BJP Leader Advani have crossed 80 years of age, so should they quit politics,” asked Dr Souza

seeking explanation from Alemao. Though both are on the same side of the issue and support grants to English medium primary schools, the clash started when Willy told media that in July 1990, when the MoI issue came to be debated in Goa Assembly, Alemao had supported then Education Minister Shashikala Kakodkar on MoI issue. The government then had decided that only Konkani and Marathi medium primar y schools will get grants. Willy who was then Opposi-

tion Leader had pitched in favour of English medium primary schools. He had then debated in the House that there could not be discrimination in giving to schools on basis of medium of instruction especially when Constitution of India and Official Language Act permit the use of English. In a recent press conference Willy pointed out that Alemao who has now been fighting for grants for English medium primary schools had 21 years ago pitched for Konkani and Marathi.

illegal and excessive movement of mining trucks, state Mines and Geology department has forwarded to government series of measures, for its final approval, as detailed by Herald earlier such as uni-color for trucks, display of information of mining companies and driver, allocating fixed day for plying trucks for each mine etc.

Cauvrem Adivasi Bachao Samiti (CABS) has said that they disagree with the formula suggested by state government to regulate mining truck traffic in their village. “This is not the solution and we will not withdraw our agitation,” CABS leader Surendra Velip said. He said that their demand is to completely control the truck traffic, which has devastated their fields. “There is nothing growing here. Village is not benefiting anything from mining. Why do we require mining here,” Velip said. CABS are also disturbed because of assault on their leader Nilesh Gaonkar at Verna on Thursday. Velip said that they will continue agitating against the trucks which has wreaked havoc in their village.

Sufficient water at Opa: Official

A view of the Khandepar river. HERALD CORRESPONDENT MARCEL, MAY 12

The scorching summer may threaten to evaporate water bodies in the State, but the Opa Water Works at Khandepar has sufficient water supply till the monsoons. Officials at Opa Water Works told Herald that there is adequate water in the Kale River and Khandepar River to withstand the summer period.

Opa water works supplies potable water to Ponda and Tiswadi and parts of Sanguem and Bicholim talukas. When contacted, Opa Water Works Assistant Engineer Sudhir Parab said they would not be hit by water scarcity. "The situation is favourable and the water levels have been maintained. Water levels normally de-

crease from January to May, but the 18 Bandharas built by the Water Resource Department in the two rivers has maintained water levels, especially during the summer," said Parab. "On average, around 140 MLD (million litres per day) is processed and it will continue as there is sufficient water level of 2.64 metremean sea level."

Parab explained that the Khandepar River, which originates at Dhudhsagar, and Kale River, which originates at Sanguem, are the two major sources of fresh water for the Opa Water Works. The WRD pumps water from the Salulim Dam into the Kale River which further helps to maintain water levels at Opa. "There are four treatment plants, two at Opa and another two at Kurti. Both units operate with around 150 workmen round the clock." "These water filtration units have two 5,000 cubic litres, two 3000 cubic litres and five 800 cubic litres master balancing reser voirs, fro m w h e r e processed water is released t o h o u s e h o l d s i n Po n d a , Tiswadi and parts of Bichloim and Sanguem talukas," said Parab. He informed that turbidity is a major problem during rains as it affects water filtration process. "Due to dirty water, filters get clogged and they have to be regularly cleaned and this takes a lot of time. However, water supply is restored within an hour. Maintenance is a continuous process and plant is never shut down." "Of the 12 motors in 4 plants, we shut down each motor separately for maintenance work. It would take at least two to three days if the whole plant is shut down for maintenance," Parab added.

The Every Man's Right, which today is almost a right for everyone to use the nature for recreation and tourism, was initially a provision for survival.

However, when people needed to travel through the woods, they would need to forage to survive. It was not always feasible to carry sufficient provisions from their starting-point and therefore the Every Man’s Right came about.

At the end of the 19th century, tourism and outdoor living became popular in Sweden. This caused claims for a more modern regulation of Every Man's Right, but the proposition was not accepted. The rights were formed for a medieval society where farming was the main occupation, not for a modern industrialized society - but the right has important cultural value as a right based on practice.

As they needed sustenance, they had the right to collect what they required for survival during the journey. For example, these included provisions such as nuts, acorns, wood, grass for horse fodder, and timber for repairing a broken carriage perhaps. This practice was regulated in the provincial laws.

on June 25, 2011. He pointed out that members of the Welfare Board have asked for a one-time grant of Rs 250 crore from the Centre so that retired, unfit and deceased and their widows get financial assistance when they are no longer working on ships. Moreover, Abdulgani said the long-pending demand of NUSI to start contributory Annuity scheme for seafarers evoked support from the Union Shipping Minister G K Vasan and other board members. In fact, NUSI general secretary said Union Shipping Minister has directed his office to finalise the scheme by June 25. He said Vasan has assured the Board that Ministry of Shipping is taking up the matter with the Finance Ministry very strongly. “NUSI clarified that seafarers working on Indian flag ships are receiving salary which they have

The right did not confer blanket permission to raid the forest of everything, as the laws clearly took the value of the items into account. For instance, there are no restrictions on berries, as they are not considered as nutritious (and hence valuable) as hazelnuts. The provincial laws didn't only guarantee rights but also limited rights and stated the punishment for those who exceeded these rights.

It came about at a time, when Sweden was a very sparsely populated country. Travelling Sweden about the country was considered a dangerous experience, and was usually a big undertaking. Between the scattered villages, there were vast areas of forests that did not belong to anyone - only outlaws inhabited the woods.

has not been de-silted. This, he said, could lead to flooding of the main road near the river during the monsoons. Gawas has also stated that the WRD has not adopted proper procedures while constructing the concrete wall on one side of the

river. He has requested the deputy collector to conduct an inquiry into the desiltation work. Copies of the complaint have been forwarded to Minister for Water Resources Filipe Neri Rodrigues, chief secretary and the forest department.

to spend in their unemployment period also. This is one of the strong justifications for getting Income Tax exemption”, he added. Terming the meeting as very positive after discussing issues regarding the welfare of seafarers, he said NUSI officials have been interacting with seafarers, particularly from Goa on these issues. “Based on their feedback and personal meetings with PWD Minister Churchill Alemao, these three demands were particularly discussed at the meeting held on May 4”, he said The meeting also discussed the issue of piracy and safety of the Indian seafarers serving in the pirate infested areas was highlighted by the Union, Abdulgani said, adding that the UPA government under the Prime Minister Dr Manmohan Singh is proceeding actively and effectively on this matter.

Seamen urge Sardinha, Churchill not to fight for mileage

What is the Allemansrätt?

he Every Man's Right, or Allemansrätt, is unique to Sweden. It is a right based on practice and dates back to medieval traditions. It is still in practice today, although the reason it came about was because of the nature of the country during the older time period.

GOA, FRIDAY, 13 MAY, 2011

It is important to understand that Every Man's Right isn't just a matter of freedom but also a matter of responsibility.

The Goan Seamen Association of India (GSAI) has requested S o u t h G o a M P Fr a n c i s c o Sardinha and PWD Minister Churchill Alemao not to fight for mileage, but come together and fight for the seamen community. Welcoming Alemao’s statement that he will be happy if Chief Minister Digambar Kamat includes seamen in the pension scheme by Goa Government, GSAI General Secretary Michael Benny Da Costa said “as a seamen himself, he should have done it, but GSAI had to remind him of this existing scheme”. Saying that no one can fool

Goan seamen anymore, Benny said “people of Goa know who is fooling whom. They can’t fool us any more. All seamen have come together under GSAI to show that they are united and can fight the government on any social issue affecting our seamen community, it may be MoI or corruption. As a community we can play a major role. Don’t take us for granted, we can do it in Salcete too”. Regarding Alemao’s statement quoting Abdulgani as saying it is not possible to enhance monthly ex-gratia relief from Rs 200 to Rs 1500, Benny reminded that the promise was made on the eve of last Assembly polls by Serang and Alemao.

Water pipeline damaged HERALd REPORTER MARGAO, MAY 12

Contrary to district Magistrate’s fiat to all and sundry to stop road digging by April 30, a water pipeline behind Navelim Church was damaged due to digging on Wednesday resulting in disruption in water supply to the locality. The incident has raised questions over adherence to District Magistrate’s directions, even though officials in the Collectorate say the directions have been relaxed in case of emergencies to meet certain deadlines. In Wednesday’s incident, the water pipeline was left damaged after the contractor tried to excavate the road for laying of cables. The mater came to light after water gushed out of the damaged line, inundating the area. Former Margao Municipal Chairperson Savio Coutinho demanded to know how the contractor was allowed to undertake road digging activity when Collector has issued directions to cap all such activity by April 30. “I fail to understand the rationale behind allowing road digging when the Collector has banned all such activity by April 30”, he said.

Opposition lashes out at Mayawati for 4 years of ‘misrule, corruption’ PTI LUCKNOW, MAY 12

With the Mayawati led Uttar Pradesh government all set to complete four years in office tomorrow, opposition parties today lashed out at the “continued misrule and corruption” which they promised would come to an end after the assembly elections next year. “All these years she had been blaming and accusing opposition parties for the problems faced by her government to hide her shortcomings and this has now become her habit,” Samajwadi Party spokesman Rajendra Chaudhary said. "It has been undeclared emergency like situation in the State and all those raising their voices against the revailing mis-governance and misrule are being crushed,” Chaudhary said alleging that total 16 farmers protesting against land compensation have been killed in these four years. Calling the chief minister a dictator, BJP spokesman Vijay Pathak alleged that there had been seven cases of confrontation with farmers during this period when engineers, doctors,

Kanimozhi, Kalaignar TV MD quizzed PTI CHENNAI, MAY 12

Tamil Nadu chief minister M Karunanidhi's daughter Kanimozhi was today questioned by Income Tax authorities for about 90 minutes over the Rs 200 crore transaction from Shahid Balwaowned DB Realty to Kalaignar TV, in which she holds a minority stake. The 43-year-old MP appeared after summons were issued by the department, as a Delhi court probing the 2G spectrum allocation exempted her from personal experience. IT officials said on condition of anonymity that today's enquiry focused on the Rs 200 crore transaction from DB Realty, whose proprietor Balwa is a coaccused in the 2G spectrum case, to Kalaignar TV They said they may question her again if required. Kalaignar TV Managing Director Sharad Kumar was also questioned, officials said. Both were questioned by a deputy director level officer, sources added. The DMK leader, at the end of the one-and-a-half hour questioning, left the IT office through a rear exit. A Delhi court had allowed Kanimozhi and Kumar exemption from personal appearance even as it is slated to pronounce its verdict on their bail plea on May 14, just a day after the counting of votes for 234 Assembly seats in Tamil Nadu, which went to polls on April 13. Both Kanimozhi and Kumar had already appeared before the Enforcement Directorate office in New Delhi in connection the 2G spectrum case. The ED had summoned them for questioning about the transfer of Rs 200 crore to Kalaignar TV, in which Kanimozhi and Kumar hold a 20 per cent stake each. Karunanidhi's wife Dayaluammal, who has been named a witness in the CBI supplementary charge sheet, holds 60 per cent stake in Kalaignar TV.

NHRC to send investigation team

“Pained” over violence over land acquisition and complaints of police atrocities in Greater Noida, the National Human Rights Commission today said it will send an investigation team to the affected villages. The rights panel said it has received complaints about police trespassing into villagers' houses, outraging women's dignity and mercilessly lathicharging farmers demanding more compensation for their land acquired for a road project. “The NHRC is pained to see complaints and media reports alleging large-scale violence in village Bhatta and other nearby areas in Greater Noida, Uttar Pradesh leading to loss of life and injuries to several persons, including the officers on the state government's duty," it said. In view of the “gravity of the situation”, the Commission has decided to depute its investigation team for conducting an onthe-spot inquiry in the matter, the NHRC said. "In several complaints received in the Commission, it has been alleged that the police mercilessly lathicharged the farmers who were demanding more compensation for their land which is being

acquired by the State government. “Incidents of stone-pelting of government officials by the agitating farmers, and the police personnel trespassing the villagers' houses, outraging women's dignity and burning crops were alleged. Allegedly, fire was also exchanged between the police and some agitators, it said in a statement. Four persons, including two policemen, were killed in farmers-police clashes and firing in Bhatta-Parsaul villages on Saturday last. Political parties have condemned the police action while villagers alleged that most of the male residents have either gone missing or are in hospitals. The opposition has flayed the UP government for its land acquisition policy while Congress leader Rahul Gandhi, who sat on a dharna at the village before being arrested late last night, alleged that the government has “unleashed atrocities on its own people.” The incident has reopened debate over acquiring land for development projects in the country, even as the Centre today said it has plans to introduce a bill in this regard in the next session of parliament.

Adarsh land is ours, Maharashtra tells probe panel PTI MUMBAI, MAY 12

Claiming ownership over the land on which the controversial Adarsh Society building stands, the Maharashtra government has told the judicial panel probing alleged irregularities in it that the plot was never transferred to the army. "Revenue records and letters addressed to the State government by the Ministry of Defence dating back to 1950s show that the land where Adarsh building stands belongs to the State government," the affidavit filed by Collector Chandrashekar Oak states. According to the affidavit, the Ministry of Defence had on December 31, 1958, written a letter to the State government seeking the land in upmarket Colaba in exchange for a plot in suburban Santacruz that was owned by the Army.

"Revenue records and letters addressed to the State government by the Ministry of Defence dating back to 1950s show that the land where A d a rs h bu i l d i n g s t a n d s belongs to the State government," the affidavit filed by Collector Chandrashekar Oak states. “The State government had taken possession of the Santa Cruz land. The army sought for Block 6 of Colaba land, where Adarsh stands, in return of the land in Santa Cruz. However, this is was not given. Maharashtra government is the owner of the land," the affidavit says. The collector has relied on several letters written by the army stating that the Ministry of Defence has no ownership of the land. The affidavit clarified that in

March 1956 the army was handed over Block 7 in Colaba as it fell within the boundary of defence premises. “Possession of Block 6 was never handed over to the Defence Ministry. Entries in the land revenue records show that the plot has been in possession of the State government," it said. The army has contended before the Inquiry Commission that the land on which the 31storey structure is located be-

longed to it. Though they have so far not been able to produce records to prove ownership, the Army has consistently been claiming that the land was in their possession even prior to 1937. “All lands owned or under possession of the Army are entered into the Military Land Register. However, the Adarsh plot does not exist in the register," Brigadier Deepak Saxena of the Army Headquarters (Maharash-

tra, Gujarat and Goa) had admitted before the panel in his deposition. In the course of his deposition, Saxena had also refuted Adarsh Society counsel Satish Maneshinde's contention that the state government had transferred a part of the land to the army in exchange for the Santacruz plot. “The army was always in possession of the land and hence the question of State government transferring part of the plot or seeking to hand over the land does not arise," he had told the panel yesterday. The terms of reference of the Inquiry Commission include looking into the ownership of the disputed land, whether the housing society was meant for Kargil war widows and war veterans alone and if there were violations of environmental and coastal regulatory norms.

SC raps ED for keeping it in dark in Hasan Ali case PTI NEW DELHI, MAY 12

The Supreme Court today pulled the ED for keeping it in dark about filing of charge sheet gainst Pune-based stud farm owner Hasan Ali Khan in a case of alleged money laundering and questioned the functioning of a high-level committee(HLC) formed by the government to monitor probe in black money cases. Taking strong exception, the apex court, which has been monitoring the probe in blackmoney cases, sought an explanation on why the Enforcement Directorate did not in form it about filing of charge sheet which was done just two days before it had heard the case. Why is it that we were not informed that investigation is complete against that man (Hasan Ali). In your status report you had said that investigation was still going on. But two days after we read it in newspapers that you have filed the charge sheet. We must express our reservation on it," a bench comprising justices B Sudershan Reddy and S S Nijjar said.

In the last hearing on May 4, the ED had placed its status report on the investigation in the black money case involving Khan and others but it did not make a mention of the charge sheet to be filed on May 6 before a special court in Mumbai. The bench also expressed surprised on why charge sheet was not placed before the HLC which was appointed by the government to counter the plea of setting up of SIT to monitor the probe and steps taken by various agencies to bring back money stashed in foreign banks. "We thought that someone(retired SC judge) should monitor all such cases but you put in place mechanism to monitor such cases. We want to see where lies your mechanism and how it has been doing,” the bench said while questioning the Centre whether the committee went through the charge sheet. “You (ED) filed the charge sheet without placing it before the committee you have constituted and we are surprised,” the bench said. Solicitor General Gopal Subramanium, who had vehemently

You yourself put in the mechanism. Why was the charge sheet

not placed before the committee?” the bench asked. Subramanium replied, “I have no idea”. He agreed that the chargesheet should have been placed before the committee and said corrective measures will be ensured. Opposing setting up of SIT headed by a retired apex court judge in black money cases, the Centre had on April 25 appointed a 10-member committee. This comprised Revenue Secretary, Deputy Director RBI, Directors of CBI, Intelligence Bureau (IB), Enforcement Directorate, Chairman of CBDT, Director General of Revenue Intelligence, Director General of DGNC (Directorate General of Narcotics Control), Director of Foreign Intelligence Office (FIO) and Joint Secretary of Foreign Trade. The court also directed the ED to provide the copy of the over 900-page charge sheet to the petitioners. The court was hearing a petition filed by noted lawyer Ram Jethmalani and some former bu-

reaucrats seeking the court's direction to the government to bring black money stashed by Indian nationals in foreign banks, which is said to be to the tune of one trillion US dollars. Besides Jethmalani, five others, including former Punjab DGP K P S Gill and former Secretary General of Lok Sabha Subhash Kashyap who are petitioners, have alleged th government was not taking action to bring back the black money. NGO People's Political Front and former top cop Julio F Riberio are also among the petitioners. Earlier, the government had opposed the idea of setting up an SIT comprising members of various agencies to probe the case saying the ED has been conducting the investigation properly, which is reflected in the status report filed before the bench. The court, however, had said that in view of the gravity of the case, more than one agency is required to conduct the investigation as the ED itself had expressed "helplessness" on numerous occasions while probing the case.

Prime Minister Manmohan Singh today flew into Afghanistan for a two-day visit and assured the Afghan leadership that India will stand by the war-torn nation through “thick and thin”, noting the two countries were “partners in progress.” Shortly after he landed in the Afghan capital amid tight security cover, Singh was warmly received by Afghan President Hamid Karzai who told the prime minister “Welcome to your second home” at a ceremonial reception by the Afghan Police, the army and the Air Force in the grand presidential palace The Arg. Singh, who last visited Afghanistan in 2005, is due to hold talks with Karzai on terrorism, Indian aid to the warravaged country and fallout of the killing of Al-Qaeda leader Osama bin Laden in Pakistan in

the region. He was earlier received at Kabul airport by Afghan Foreign Minister Zalmay Rasoul, Defence Minister Abdul Rahim Wardak

and other senior officials. “This is a tremendous honour for the Afghan people to welcome His Excellency Dr Manmohan Singh, Prime Minister of

India, to his second home Afghanistan,” said Karzai, welcoming Singh. The prime minister, in turn, described India and Afghanistan

as “partners in progress”. “It is always a great honour and privilege to visit you. That you have invited me to visit is an honour to the entire people of India. “India and Afghanistan are partners in progress and we will stand by you through thick and thin, and we reaffirm our solidarity with the people and government of Afghanistan,” he told the Afghan president at the reception at the palace. The presidential palace houses the president's office, his residence, and the office of the Afghan national security adviser. The presidential complex also houses the home of Afghanistan's last King Zahir Shah, where Prime Minister Singh is staying. Singh is the first foreign head of government for whom the late King Zahir Shah's home has been thrown open. National Security Advisor

Shivshankar Menon, Foreign Secretary Nirupama Rao , the Prime Minister's special envoy to Afghanistan Satinder Lambah and other senior officials are accompanying Singh. Ahead of his visit, the prime minister had emphasized that his discussions with President Karzai will cover regional developments and the fight against terrorism. The visit will also deliver “tangible” results with India to discuss ways to advance its developmental partnership with Afghanistan to a new level in the coming years. There are indications that India will step-up its assistance for various developmental projects which already cover almost two-third of the provinces in Afghanistan. Indian government sources said that during the meeting with the Afghan leadership, India would also like to know the views of the government there on the situation after the killing of bin Laden.

The medium is not the message

A

s far as Goa’s politicians are concerned, it seems that the issue of the medium of instruction in primary schools is actually about everything but the medium of instruction in primary schools. That the war of words between Benaulim MLA Francisco alias Mickky Pacheco and PWD Minister Churchill Alemao is actually the Battle for Benaulim, is common knowledge, even as each tries to show that he is more ‘English’ than his rival. If Churchill tries to show that he is busy organising meetings with the Congress High Command in New Delhi to bring about a solution to the vexed issue, Mickky is holding press conferences with newfound allies and issuing dire ultimatums about what he will do if the promised deadline of 20 May fails to procure a favourable verdict. The lofty talk is about the medium of instruction, but the real message is about the petty politics of Salcete. Then former Chief Minister Dr Wilfred de Souza, who is also former Saligao MLA and former Goa President of the Nationalist Congress Party (NCP) – all past tense – called a press conference on Tuesday about the issue. He said PWD Minister Churchill Alemao should stop shedding ‘crocodile tears’ over the issue. Dr Willy questioned the need to take planeloads of people to hold discussions on the medium of instruction issue in Delhi, when the Goa Cabinet can take a decision here in Panjim. But his real purpose, it appears (if not the sole purpose) was to attack Churchill. For, the former Chief Minister pointed out that 21 years ago, when he had argued that English medium primary schools should be given grants along with Konkani and Marathi medium schools, Mr Alemao had opposed him in the Goa assembly… The mystery was cleared up the very next day, when the Salcete strongman launched a big broadside back at Dr Willy. Churchill demanded to know why Dr de Souza did not give grants to English medium primary schools during his tenure as chief minister. He charged that at the conclusion of the language agitation in 1987, Dr Willy and Adv Uday Bhembre had conspired to support Konkani in the Devnagari script, with the agenda of keep the poor and downtrodden backward. If that was really the case, could Mr Alemao explain why he himself had organised a massive rally in Margao when the issue first came up in 1990, to support grants for Konkani and Marathi medium primary schools and oppose grants for primary schools in the English medium? At that time, Dr Willy and others were demanding grants for English medium schools. But even if he can’t, it’s perfectly simple to understand. In 1990, Churchill was a minister in the shortlived Progressive Democratic Front (PDF) government, which took the original decision not to give grants to English medium primary schools. So he supported it. The Congress and Dr Willy were in the Opposition. So they opposed the decision. As for Dr Willy’s tirade against him on the medium of instruction row, Mr Alemao has a ready explanation; that the former Saligao MLA has singled him out because the PWD has undertaken repairs of the Saligao market after overruling the objections raised by Dr Willy. He accused Dr Willy of making a ‘political issue’ out of the medium of instruction. But it’s politics on both sides, is it not? It basically has to do with one-upmanship for the upcoming election, which everybody is expecting to come sooner, rather than later. The talk may be all about the medium of instruction, but the real message is all about politics. There are no principles, only polemics. Whether it is 1990 or 2011, these people and these things never change!

Adopt the same yardstick B V S Priolkar, Margao The political party of national level has adopted a novel method to deal with scams, violations, outbursts in public, antiparty activities etc., involving its Ministers and MLAs. It does not dare contemplate any action for fear of losing power, so those allegedly involved are let off with a mild advice termed as a ‘warning.’ The party observer so deputed acts as a judge and instantly realises no substance in the allegations and declares them innocent. Then the ‘let us loot and share policy’ continues unabated. The memory of public in this state is short, so is the temper and the issue/dispute once made to drag, vanishes as another dispute surfaces. The same uniform method of allowing offenders to be let off after a warning, should be fol-

We need effective solutions in the form of Schedule HXA and HXB, says Dr GLADStoNE A D’coStA

he problem refuses to go away. Instead of an alarm at finding a superbug in our country, we protested the name NDM1 after New Delhi; oblivious to the fact that such nomenclature has been around for years since Professor Gianni Rossolini first introduced it naming a superbug after Verona, Italy. There followed SPM (Sao Paolo), SIM (Seoul) CIM (Germany) DIM (Netherlands) Spain 23F1 and USA 300 to name a few; none of which evoked any protests. But then, we are Indians, hypersensitive, insecure and undisciplined. NDM1 was actually named by the Swedes 18 months before the Lancet report, having been detected in a Swedish patient who had returned from India. Later, clusters were identified in Chennai, Haryana, Pakistan, Bangladesh, UK., USA, Canada, Japan and Brazil. The alarm in the international community was such that the WHO theme for World Health Day this year was ‘No Action Today, No Cure Tomorrow’ referring to the looming prospect of antibiotics being gradually rendered useless because of superbugs. Countries which ignored the WHO proposals of 2001 on containing antibiotic resistance have the greatest problems today. What makes a bug acquire ‘super’ status? The antibiotics work by inhibiting the synthesis of the cell wall of bacteria. The organism fights back by acquiring a gene which enables it to produce an enzyme which inactivates the antibiotic. NDM1 refers to the gene which enables the bacteria to produce metallo-beta lactamase. The cause for concern is that this gene is not only passed on vertically during the cell division, but also horizontally by gene transfer between unrelated organisms, somewhat like flu being passed on from birds to humans. In other words a coliform organism, in the gut, may pass the gene on to a staphylococcal group. More recently, superbugs have been identified in water samples in Delhi, and the gut and urine of patients. 50 samples of water and 171 seepage samples were examined. 20 strains were identified in 51 of the 171 seepage samples and 2 out of 50 water samples. These findings were duplicated in Mumbai and Pune. The DG of ICMR, Katoch, distinguishes between superbugs that develop from overuse of antibiotics and the NDM1 which ‘breeds openly and develops multidrug resistance for survival’ (?) ‘There is no threat to human life

HippocrAtic oAtH and no need to panic.’ It is difficult to reconcile this view with the fact that at the time of sampling, 50 control samples from the water supply in Cardiff did not show any evidence of NDM1 bacteria. The disturbing aspect of these findings is that the status of the superbug changes from a hospital acquired resistance to a community based one. In hospital acquired resistance, the patient is admitted to a hospital and acquires the infection from the hospital. The remedial measures, therefore, are directed at the hospital. When MRSA was traced to the hot air central heating vents in UK hospitals, the vents had to be filtered and later phased out in favour of closed heating systems and electric heaters. In community based resistance, the patient is admitted into hospital carrying the organism. The hospital procedure merely provides the nidus for the infection to settle on and grow. Surveillance measures as conducted in Sweden, wherein every patient admitted in a hospital is screened and swabbed to detect resistant organisms, would place an enormous burden on hospitals in this country. However, it is worth noting that simpler antibiotics are still effective in Sweden and the Netherlands because of such measures and rigid antibiotic policies. Community acquired resistance requires measures

or some strange, unfathomable reason, we Indians ignore and even denigrate our own achievements, even as we laud those of others. So we make a big thing out of Marconi and his radio, even as we now belatedly welcome the Bose speaker into our cars and living rooms. We look with awe on the Pyramids and the Coliseum, even as we ignore the magnificent temples at Thanjavur, Vijayanagar and Madurai. We remember with fear and trepidation the destruction and depredations of Ghazni, Ghor and Tamerlane a thousand years ago, even as we lament the destruction of Somnath. But, somehow, we don’t see the plunder of iron ore mines by the Reddy brothers, the Agarwals, the Chowgules, the Salgaocars, the Bandodkars and the Mangaljis, both in Karnataka and Goa. We make a big song and dance about the high-speed performance of the XMPI4 Cray super-computer. Even as we wonder at the huge teraflops of those number-crunchers, we forget Aryabhatta and Bhaskaracharya, whose intellectual leap provided the basic building blocks of the binary system that is at the heart of computing capacity. Nowhere in the history of Homo Sapiens will you see a greater example of a Zero becoming a Hero. These two gentlemen anticipated, by centuries, the arrival of the Steve Jobses, Steve Wozniaks, Bill Gateses, Narayan Murthys, Azim Premjis and the

lowed for all such cases involving party functionaries as well as those from general public.

Party needs turncoats Tulsidas Malkarnekar, Margao One Minister from the Goa government was found allegedly involved in FEMA violations, got caught and pulling the right strings made the case weak. Delhi bosses got satisfied with his clarification and then reprimanded and let him off ceremonially. So is the case with other Ministers/MLAs who openly criticised the government and carry activities detrimental to the party. Another group of ministers refused to follow instructions from their boss and subsequently sought an apology and succeeded in retaining the chair. It seems that the so-called ‘National parties’ are in dire need of ‘them’ to retain its survival in this state and not the other way round. It is a matter of shame that that the political parties of the national level still have to depend on such turncoats who have thrown morality to winds.

Cruise ship terminal Willie Severes, Majorda Goa has always used the MPT as a port of embarkation or disembarking for luxury cruise ships. But last month, Royal Carribean’s ‘Brilliance of the Seas’ had to be diverted because of the Khariwado agitation. A year before, passengers of another cruise liner were left disappointed as the ship was docked along with other water tankers, and mining vessels with a lot of black mining dust around. As a famous tourist destination, Goa should have a proper cruise ship terminal. The government should look into this, with Dona Paula as a suitable place.

New Governor needed Aires Rodrigues, Ribandar The UPA government headed by Prime Minister Dr Manmohan Singh has been burdened with a string of successive scams that it obviously had no time to finalise a new Governor for Goa. Dr S S Sidhu’s five year term as Governor ended way back on 5 August 2009. It is

aimed at the community and environment. The organisms have been found in water, the gut and urine. This suggests a faeco-oral spread. The most basic remedial measure should be providing safe drinking water; or rendered safe by boiling or filtering. Next, the standards of sanitation and personal hygiene must be improved. We have the dubious distinction of having more mobile phones in this country than toilets. Open defecation is routine practice for the majority population. This has to be addressed and long term programs launched to make flush toilets easily accessible to the general population. At the personal level, the practice of frequent hand washing has to be propagated. In hospitals, offices or an environment where an infected patient is being cared for, the use of hand sanitisers, use of steriwipes on areas of frequent contact like door knobs and table tops must be encouraged.Whilst denying the problem of antibiotic resistance, the authorities are quietly waking up. The drug controller (DCGI) has announced plans to introduce a new schedule in the pharmacopeia to ‘regulate the sale of antibiotics more stringently’ because ‘antimicrobial resistance was increasing in this country due to indiscriminate use.’ Drugs are compartmentalised in ‘schedules.’ Schedule H refers to drugs that can be dispensed

only on production of a prescription. Schedule X requires a prescription in duplicate, one copy of which must be preserved for two years for subsequent audit. This schedule is somewhat mystifying; most drugs are no longer in use and pharmacists avoid stocking Schedule X drugs because of the hassle and paperwork. The DCGI now proposes a new Schedule HX, which has sub-groups ‘HX-A’ and ‘HX-B.’ HXA will have (at present) 16 drugs which will be available in ‘tertiary’ hospitals only, supplied directly by the manufacturer. HXB will have 74 drugs. In both cases, a prescription will be required in duplicate, which will be preserved for one year for audit. The first bone of contention is the prescription itself. It is often written on a scrap of paper 10cm x 10cm, without the doctors’ name or signature or registration number (or any of the above). Prescription writing must be standardised and rigidly enforced before imposing a rule whereby a ‘prescription’ is to be preserved for a year. When presented with a prescription that does not comply with the provisions of existing laws, how can the pharmacist dispense it let alone preserve a copy for a year for audit? Secondly, if the problem arises from indiscriminate use, the principles of rational use of antibiotics must be propagated by educational programs for both doctors as well as patients. Thirdly, we have no official system of accreditation; so what is a ‘tertiary’ hospital? Fourthly, the DCGI is contemplating implementing the new schedule because implementation of the provisions of the existing Schedule H has failed ‘due to weak administration.’ How will a new schedule strengthen this ‘weak administration?’ This is a pathetic defeatist solution; an existing law is inadequately implemented because of lack of moral fibre, so paper it over with a new law! Simple rigid implementation of the rules for Schedule H drugs would remedy the issue. A new schedule will merely result in pharmacists not stocking these drugs to avoid the logistical nightmare, as indeed, they have done with Schedule X drugs. Remedial measures for a community health problem must start at the community level and should not confined to the point of sale. We need effective solutions not bureaucratic madness in the form of Schedule HXA and HXB.

Nandan Nilekanis of today. Over the last two months we, in India, have been singing the praises of the Australian Julian Assange. About how his Wikileaks has made the high and mighty cringe and go on the defensive. That Presidents, prime-ministers, secretaries of state and others are trying to implicate Mr Assange in all kinds of sex-scandals, financial irregularities and court-sanctioned extraditions; finally settling for house arrest. Still the skeletons keep tumbling out of cupboards… Imagine a sanctimonious BJP stalwart telling the American Ambassador in New Delhi that Uncle Sam should not take his party’s anti-American rhetoric seriously. He even presented the Ambassador with a large salt-shaker and a promise to change the tune radically when his party occupies the treasury benches! Yet, when it comes to Indian achievements in leakage, we are so miserly with praise. For at least five decades, we have had exam question papers leaking. Top Secret Classified political and military secrets have been leaked, but those responsible have been relegated to the oblivion of our collective and selective memories. Now we have gone one-small-step-but-a-giant-leap forward. Now people leak fake exam papers. Minorities in Pakistan

Terrorism forever

This is with reference to the report ‘Hindus, Sikhs living’ insecurity’ in Pakistan”(Herald, May 8). The minorities in Pakistan are being oppressed and denied their rights on the pretext that that they are Indians. The minority community such as Sikhs, Christians and Muslim refugees who migrated to Pakistan during the partition, should be allowed to migrate to India for their safety and security. If Israel can welcome every Jew of the world, why cannot India accept every Indian?

This has reference to your headline ‘Victory against terror’ (Herald, 3 May). Terror or terrorism, either way, is an abstract ‘noun’. It cannot be either seen, or touched, but its deadly effect can certainly be felt. There cannot ever, be a total victory over terrorism or death, because terrorism thrives on the brink of death. In Goa, we have our own brand of this scam. They openly roam the streets of Goa, unmasked and easily identifiable, using saber-rattling methods, if not outright terror tactics, to ensure their survival. Else, how would our babus live to see another sunrise?

Of fuel hike & scamsters Marcos Alemao, by email The proposal of the Union Finance Minister and Petroleum Minister to raise the petrol, diesel and LGP prices is like giving a bonus to the people who voted for the Congress in the states, where elections were held recently. Your report refers: (‘Petrol prices may go up Rs3 a litre’, Herald, 11 May). The Congress government has no plans to increase any other essential item, only petrol and diesel. medical, engineering and dental colleges of Karnataka.” Rajgopal Reddy, the principal accused in the case, has been involved in the ‘business’ of fake papers, leaking question papers, as well as admission rackets for the last 20 years. This year, Reddy was allegedly selling fake Physics, Chemistry, Biology and Mathematics question papers along with answers for Rs11 lakh each! And what about bogus pilots with fake licenses from a leaky DGCA flying our commercial passenger planes? A dozen years ago, our very own Mr Padmanabhan – PWD Chief Engineer in Goa – filed an affidavit in the High Court at Panjim. He said that the water shortage in Goa was caused because the conveying main and distribution pipes were leaking 45 per cent of the potable water produced at the water treatment plants. I really wonder at the audacity of our Law Department and our Advocate General to tell the honourable judges that 100 million litres a day of potable water was being wasted due to… leaks. Eat your heart out, Mr Julian Assange! But what absolutely amazed me is the fact that the High Court accepted the leaks without much ado. I expected a sharp judicial rap on the knuckles at the very least. I must now exit. My bladder is sending an urgent, loud and clear message to my brain: It’s time for a leak!

Worst police force Willie Severes, Majorda The Goa police has been unable to perform adequately during the tenure of outgoing DGP Bassi. The great escape of drug lord Atala, the mishandling of the Scarlet Keeling murder case, and the Cypriano murder in police custody have all occurred during his stint in Goa. The police have also been in the news for their involvement in drug cases with the help of politicians, prostitution rackets, and illegal toll at border check posts. Recently, they were made to play hide and seek by notorious criminal

Michael Fernandes. So, how can Bassi say that the Goa police are the best police force in the country?

With regard to the future of my children, I will try my level best to get them educated in an English Medium School. I studied in a local, English medium Parish school but things are different now. I know what is best for my children. I am aware of my culture, tradition and what I am supposed to do. Forget about laws or acts, everyone has the right to choose the medium of education. It is common sense.

Learn From the US Valigno Dias, Vasco-da-Gama We are a country that has some of the most brilliant individuals in the world. Yet when it comes to decision making in our own country/state, these individuals who make decisions for us. So whenever they make a decision, we can see the commotion being created. Their agenda is to create nuisance to the normal aam admi on the street. Look at the way the Americans handled the operation which culminated with the killing of Bin Laden. It was perfect. This is how you deal with terror or terrorists and not by blocking roads causing traffic congestion. Can anyone explain the purpose of the operation conducted a few days ago? Have the police ever managed to apprehend a single terrorist with such an operation?

Office discipline Jonas Correia, Aldona Everyday, scores of people are queuing up outside the residences of our elected babus. A residence is meant for relaxation but not for official work. When the Ministers and MLAs have their offices in the Secretariat, why should they operate from their homes? Every MLA and Minister should be available to the general public in their offices at the Secretariat during morning hours. They can visit the constituency in the evenings. This will be of great help to the people who are made to run from pillar to post to get their work done.

Paths of Wisdom Spending of Believers By Samir Khan “And give (O Prophet!) glad tidings to those... whose hearts shiver whenever Allah is mentioned, who patiently bear whatever affliction comes to them, who establish Prayer, and who spend (for good purposes) out of what We have provided them.” (Al-Qur’ân – 22:34-35) These verses of the Holy Qur’ân record some salient characteristics of believers. One of them is that they spend out of what Allah has provided them. Allah never calls the things that are unlawfully earned or are inherently impure His sustenance (rizq). The meaning of this verse, therefore, is that believers spend out of the lawful and wholesome sustenance bestowed on them by God. Again, this spending is not to be understood in its absolute sense. For the spending which is approved by Islam consists of spending to meet the legitimate needs of oneself and one’s family, spending to assist one’s relatives, neighbours and the needy, spending to support acts of public welfare, and spending in order to generously contribute to efforts aimed at upholding the Word of God. The Qur’ân does not sanction extravagant expenditure, nor spending on luxury, nor excessive ostentatious spending to display one’s piety. Such spending is not infâq, because it is not sufficiently meritorious. Such forms of expenditure are in fact condemned as extravagant and wasteful. At the same time, the Qur’ân does not approve of a person being stingy and niggardly in his spending, of spending so sparingly that one’s dependents live in unduly straightened circumstances, spending on oneself much less than is warranted by one’s financial position, or an aversion to providing assistance to God’s creatures. Whatever a person spends in this way is not deemed, in Islamic parlance, as infâq. It is rather considered bukhl (miserliness; niggardliness) or shuhh al-nafs (covetousness; avarice).

Will bring 26/11 perpetrators to justice: US PTI WASHINGTON, MAY 12

Ahead of the Chicago trial of Mumbai attack accused, US said it was committed to bring the perpetrators of the 2008 terror

strikes to justice and asked other countries to do the same--an apparent reference to Pakistan. The US assertion that India was also a "victim" of terrorism came even as influential daily

'The Washington Post' said the discovery that Osama bin Laden spent years in a compound surrounded by military facilities in Abbottabad reinforced the accusations that Pakistan's powerful spy agency ISI was involved in the 26/11 attack which killed 166 people. A key US lawmaker Mike Rogers meanwhile said the Pakistan-based Haqqani network may have had some "logistical role" behind bombing incidents in India. Rogers is the Chairman of the House Permanent Select Committee on Intelligence, State Department spokesman Mark Toner said, "We are committed to bringing the perpetrators of the Mumbai attacks to justice. We call on other countries to do the same." "Our message is that we sympathise with India, which has also been the victims of terrorism," Toner said at his daily news conference. The Post while taking note of

the start of one of the most significant terrorism trials in US on May 16 involving Pakistan-Canadian Tahawwur Rana, observed that day will mark "the first public airing of the ISI's alleged involvement in the Mumbai attacks." Rana, a co-accused along with Pakistani-American David Headley in Mumbai attack, is the owner of a Chicago immigration consulting firm. Rana was arrested in 2009 and charged with providing material support in the attacks in which four suspects were indicted last week. While the Obama Administration has publicly refrained from making any comments on the alleged role of Pakistan's ISI in the Mumbai attack, its latest indictment filed in the Chicago court names a suspect "Major Iqbal", whose affiliation to the spy agency has been detailed in US and Indian case files.

No plans to designate Haqqani network as TFO, says US PTI WASHINGTON, MAY 12

The US has currently no plans to designate Pak-based terror network Haqqani network, as a foreign terrorist organisation (FTO), even as it today slapped sanctions against Badruddin Haqqani, a "dangerous" commander of the outfit.

The clarification on the Haqqani network came on a day on which Clinton, slapped sanctions against Badruddin, one of its top operational commanders.

Secretary of State Hillary Clinton earlier slapped sanctions on Badruddin, who belongs to the militant organisation, which is a Taliban-affiliated group that operates from North Waziristan Agency in the Federally Administered Tribal Areas of Pakistan. "As a result of the designation, all property subject to US jurisdiction in which Badruddin Haqqani has any interest is blocked and US persons are prohibited from engaging in any transactions with him," the State Department said in a statement. This action will help stem the

flow of financial and other assistance to this "dangerous individual", it said. Clarifying on the sanctions on Haqqani network, State Department spokesman, Mark Toner, said, "At this point there are no plans to designate the Haqqani Network as a foreign terrorist organisation. As you know, we don't generally talk about that process." "Our actions are focused on targeting the key individuals within the Haqqani Network and, again, isolating them, limiting their access to financing and et cetera," he said. Badruddin is the son of HQN founder Jalaluddin Haqqani and his brothers are Nasiruddin Haqqani and Sirajuddin Haqqani, all Specially Designated Global Terrorists. Designating Haqqani network, as a foreign terrorist organization would result in a wide range of global sanctions against this Pakistan-based terrorist outfit, which top US officials have publicly said has been a threat to American interests in Afghanistan.

Strongly suspecting the hand of the mining mafia behind the assault, Nilesh told newsmen at Hospicio that people of Cavrem will continue their movement against the destruction of the village due to indiscriminate mining. “In the past, the mining company officials had given offers to the people fighting against mining in the village. I was even threatened once over the phone by an unknown person to stop the movement or face an attack”, Gaonkar said, adding that he had no enmity with anyone and has been only fighting against mining to protect his village from destruction. “This is the first time in 24 years that I have been attacked by some one. I had no fight with anyone throughout my life”, he added.

PM rules out US-type ops Laden, Singh said it has created a new situation and all countries of the region – India, Pakistan and Afghanistan – would recognise this as a “unique moment” in the history of this region and work unitedly to end the scourge of terrorism. To the question on US-type operation, he expressed hope that the world community would use its increasing amount of influence to persuade all countries in the region that the future does not belong to having continued recourse to the scourge of terrorism. “Experience in the past has been rather frustrating and disappointing. One cannot lose hope. Let me say one thing, I would like to say India is not like the United States,” Singh said. In his opening remarks, the Prime Minister announced a fresh commitment of USD 500 million to Afghanistan in the next few years for its development. “This will consist of specific projects and schemes and other initiatives that will be developed in consultation with the Government of Afghanistan.

Poor performance of the manufacturing and mining sectors pulled down overall growth of industry to 7.8 per cent in 2010-11 from 10.5 per cent in the previous fiscal. Factory output in March, as measured in terms of the Index of Industrial Production (IIP) released today, also witnessed lower growth of 7.3 per cent, compared to 15.5 per cent expansion in the same month a year ago. However, the performance in March was an improvement compared to 3.6 per cent growth registered in February this year. The manufacturing sector, which accounts for almost 80 per cent of the index, saw its annual growth fall to 8.1 per cent in 2010-11 from 11 per cent in the previous fiscal.

The sector has also shown poor performance in the month of March, with meagre growth of 7.9 per cent, compared 16.4 per cent expansion in the same month last year. The mining sector also saw a decline in growth to 5.9 per cent in 2010-11 from 9.9 per cent in the previous fiscal. For March, the sector's growth was a mere 0.2 per cent, compared to 12.3 per cent in the same month of 2009-10. The capital goods segment was among the most affected as it grew by just 9.3 per cent in 2010-11, compared to a robust 20.9 per cent in the previous fiscal. In March this year, the growth in capital goods production slowed to 12.9 per cent from 36 per cent in the same month of 2010. During the last fiscal, growth

of the electricity sector slowed to 5.6 per cent as against 6 per cent in 2009-10. During March, the sector reported a growth of 7.2 per cent, compared to 8.3 per cent in the corresponding month of 2009-10. Overall, 13 out of 17 industry groups achieved positive growth in March this year. Production in the consumer non-durables segment went up by 2.2 per cent during the 2010-11 fiscal, as against 0.4 per cent in 2009-10. The consumer durables segment grew by 20.9 per cent in 2010-11, down from 24.6 per cent expansion in 2009-10. Overall, consumer goods output reported a rise of 7.5 per cent last fiscal, as against 6.2 per cent in 2009-10. Food inflation drops to 18-month low of 7.7% PTI NEW DELHI, MAY 12

Food inflation dropped to 7.7 per cent for the week ended April 30, the lowest level in 18 months, due to a fall in the price of pulses and vegetables, especially potatoes. The rate of price rise in food items, as calculated on the basis of the wholesale price index (WPI), was 8.53 per cent in the previous week and 21.46 per cent in the comparable period of 2010. The decline in food inflation is seen as a breather for the government, as the rate of price rise has stubbornly remained high despite its fiscal measures and the RBI's monetary tightening steps. During the week under review, prices of pulses declined by over 9% year-on-year, while vegetables became cheaper by 3.64%.

News on inflation, IIP good: FM PTI NEW DELHI, MAY 12

Expressing satisfaction at the decline in food inflation and turnaround in industrial growth, Finance Minister Pranab Mukherjee today said one should not "over-react" on such weekly and monthly developments. "The good news that we have got today both on the prices front and on industrial production must not be overinterpreted, just as we must

not get overly pessimistic when the economy does badly during a week or month," he said in a statement. Mukherjee said that these weekly and monthly cycles of "bad and good news must be treated without over reaction". The food inflation data is released on weekly basis, while the Index of Industrial Production (IIP) is a monthly data. The decline in food inflation is being attributed to drop in prices of cereals and vegeta-

bles, especially potatoes. "We hope to see further moderation in food inflation in the coming weeks," Mukherjee said. However, the Minister said, "There are concerns on the price momentum in non-food articles... Sustained high nonfood primary prices are creating cost-push inflationary conditions in the manufacturing sector". On the IIP for March, he said there is revival in the

manufacturing sector. The sector with a weight of almost 80 per cent in the IIP grew by 7.9 per cent. Mukherjee said there is also a revival in the growth of capital goods with the Index recording a growth of 12.9 per cent after 3 months of negative growth. He, however expressed disappointment over the decline in industrial production in 2010-11 over the year-ago period.

Tata Capital raises $800 m for PE funds REUTES MUMBAI, MAY 12

Tata Capital, a unit of India's diversified Tata group, has received commitments for $800 million by the end of March, for its private equity funds, its chief executive said. "Despite the difficult fund raising environment, we have been able to successfully build assets of $800 million and are optimistic to achieve the target well before the earlier announced deadline of December 2011," Praveen Kadle said. Last year, Tata Capital set up a private equity fund jointly with Japan's Mizuho Securities to invest in unlisted Indian companies, with a target of raising $1 billion by December 2011.

A farmer rests prior to the auction of mangoes at the Gaddiannaram Fruit Market on the outskirts of Hyderabad on Thursday. Finance minister Pranab Mukherjee has warned that economic growth will probably miss the government's nine percent target as rising commodity prices, especially oil, and stubborn inflation slow activity.

Hyundai unveils new Verna REUTERS SEOUL, MAY 12

Hyundai Motor introduced a new version of the Verna subcompact sedan in India, targeting to sell 45,000 units this year, as it seeks to boost profitability with higher-margin vehicles amid slowing volume growth. The move also comes as rising incomes in Asia's thirdbiggest economy is lifting demand for entry-level sedans in the market, which has focused on small-sized cars. The South Korean firm, which ranks second in Indian passenger car sales, has so far focused on small-sized cars such as the i10 and i20, and the launch of Verna marks its major push into a more profitable segment. South Korea's Hyundai, which ranks fifth in global car sales along with affiliate Kia Motors, is enjoying robust sales helped by improved brand image and quality, and as Japanese rivals struggle to re-

sume production following the March 11 earthquake and subsequent power shortages. However, Hyundai is unable to keep up with roaring demand growth because of limited capacity. Hyundai executives have said the carmaker will tackle the challenge of easing volume growth by boosting sales of mid- and large-sized cars. "Hyundai's plant in India, China and elsewhere are running at full capacity. Therefore, Hyundai is expected to pursue qualitative growth this year by improving product mix," said Suh Sung-moon, an analyst at Korea Investment & Securities. "With rising incomes, the Indian auto market is upgrading from small cars to bigger-sized cars. With the Verna launch, Hyundai seeks to enhance its premium image in India and differentiate itself with local rivals," Suh said. The rollout comes as higher fuel prices and interest rates, and vehicle costs threaten to

further slow down sales growth in India, the world's secondfastest growing auto market. Car sales in the populous country grew at its slowest pace in nearly two years last month. The Verna is expected to help Hyundai achieve sales of more than 400,000 units in India this year. Hyundai's Indian unit sales will rise 15 to 17 percent in 2011 although overall market growth is poised to cool from last year's scorching 31 percent as rising prices and interest rates crimp demand, a senior official said. Hyundai Motor last year sold 357,000 cars in India, representing around one tenth of its global sales and up 23 percent from 2009. In China, Hyundai launched the Sonata mid-sized sedan last month and aimed to sell 50,000 of the vehicles this year, expanding its offerings from the Verna to take advantage of rising demand for larger-sized cars in the world's biggest auto market.

The company sales grew by two per cent at Rs 26,405 crore in FY 10-11, as compared to Rs 25,890 crore in the previous year. "The results for the fourth quarter have been exceedingly good. The company has declared a dividend of Re 1 per share, he said. Speaking about growth in specific business verticals, Desai said "We have achieved the highest volumes in all the three business verticals."

The data revealed that potato prices were down by 3.58 per cent on an annual basis. However, inflation in other food articles like cereals and fruits remained high. Cereals became dearer by 4.54%, while fruits prices were up by over 35 per cent on an annual basis. Milk was also costlier by 4.3 per cent in the week ended April 30 compared to the corresponding seven-day period last year. Eggs, meat and fish were also up by 4.62 per cent. The data further showed that inflation in non-food primary articles was 28.62% during the week under review. Fibre prices rose by almost 86% and minerals by 11.95%.

MPT seeks biz in Kolhapur

MPT chairman, P Mara Pandiyan, IAS, addressing the Trade Meet at Kolhapur organised by MPT. Also seen are Dy chairman Biplav Kumar, Mankoskar Rao, Rajendra Paibir, N Vaiyapuri, and Anand Mane. HERALD BUSINESS DESK PANJIM, MAY 12

Mormugao Port Trust (MPT) chairman P Mara Pandiyan, IAS, promised quality one-to-one service without restrictive cutoff times at competitive rates to prospective clients at a trade meet in Kolhapur recently. “We are one of the seven major ports of the country and are located very close to Kolhapur,” he told the audience at the meet organised by MPT in collaboration with the Kolhapur Chamber of Commerce and Industry. “The service we provide comes at a more competitive tariff compared to other ports. We will also refrain from cut-off times as such practices force you to rush through your job within a certain time frame, failing which your consignment is assigned to the next vessel.” “We will also provide personalised service, which includes having your problems redressed either by me or one of our officers. And most importantly, MPT would look at opening an office in Kolhapur to co-ordinate export and import so any problems are taken care of right at your doorstep.” Others present at the meet included Deputy Chairman of MPT Biplav Kumar, IRTS and Asst Commissioner of Customs and Excise, Mankoskar Rao. He added that it was a misconception that being a major port, clients to MPT had to deal with bureaucratic limitations.

Sensex dips 249 points PTI  MUMBAI, MAY 12

The BSE Sensex dipped 249 points today to 18,336 on weak global cues amid rising oil prices and lower domestic industrial output, which fanned investor fears that high interest rate regime and inflationary pressures may hit economic growth further. The NSE 50-share also fell by 78.90 points or 1.42 per cent to finish at 5,486.15. Experts for checklist for Co directors PTI VADODARA, MAY 12

Experts have called upon the CII (Confederation of Industries) and ICAI (Institute of Chartered Accountants of India) to recommend and suggest guidelines, serving as a check list for professional directors ahead of the new Companies Act. The upcoming new Companies Act is touted to have very strong provisions for both executive and independent directors, said Nitin Mankad, Chairman, CII Central Gujarat Zonal Council. Speaking on the occasion, Bimal Bhatt, a noted corporate governance expert outlined a set of directorship checklist that can be used as a standard yardstick by directors of various companies. While the focus of discussion was on the theme of various risks and liabilities faced by executive and non-executive directors of all types of companies, it became very clear that there is a need for increased understanding and mitigation of risks faced by executives in decision making position. "Today many of the directors (of a board) do not realize that a small action of omission or commission can lead to serious financial and moral complication," said Kiran Kumar Head-Liability underwriter, Raheja QBE especially for the independent director who are on multiple boards. "Corporate governance is going to be the corner stone of the upcoming New Companies Act and directors vote is going to be pivotal in affecting effecting corporate governance practices within the organizations, said Mankad, MD, Innovative Tyres and Tubes Ltd. From that perspective directors and organisation own understanding and clarity of liabilities will go a long way is ensuring a strong corporance governance practices across the board, he said.

Shindes: Starting small, dreaming big

BHARATI PAWASKAR A dreamer and achiever, Prashant Shinde, started as young as 24 and within 10 years of his business career he is today the Managing Director of Shinde Group that comprises of Shinde Packaging Pvt Ltd (Verna Industrial Estate), Reliance Printers (Fatorda), Shinde Tradewheels (Margao), Shinde Developers (Margao), Shinde Ariston Packaging Pvt Ltd (Sancole Industrial Estate) and an upcoming business enterprise – Shinde Industry (Kakoda Industrial Estate) that will commission by the end of this year. Believing in the mantra of diversification, Prashant, at less than 35, has his hands in more than one pie at a time. His latest venture at Kakoda Industrial Estate will be his sixth brainchild with few more surprises in the next couple of years to come, like a new resort. “We are coming up with a small resort in Betul. I have already purchased a property on river side with beautiful location, and very soon this project will kick start,” says Prashant with a sparkle in his eyes and a smile on his lips. “Kalam and Dhirubai Ambani are my role models. My both parents – Snehalata and Marutirao Shinde – are teachers. I am the only son. I respect all religions, believe in Vaastu and 786 is my lucky number,” tells Prashant who has been studying the scientific aspect of Vaastu for 11 years and does a bit of consultancy for his enthusiastic friends. A shahannav kuli Maratha and a staunch supporter of Chatrapati Shivaji Maharaj, Prashant is highly impressed by Shivaji’s charismatic leadership qualities. “My wife heads Reliance Printers. I am a family person and very attached to my parents. They are God for me. Whatever I am today I owe every bit and every inch to them. Without them I would never have been where I am sitting today,” says humble and down-to-earth Prashant who prayed for daughter and is blessed with two sweet little angels – Jiza and Arya. Schooling in Assolna Prashant passed out 12th from Damodar Science and did diploma in Production Engineering at Agnel Ashram Polytechnic in Verna. He worked for a short while at Verna Industrial Estate – his first and last job. With no job satisfaction at the end of the day, he was compelled to quit. Prashant’s inner voice told him to do his own business. So he listed out a lot of businesses. There was no finance. With zero finance and no one in the family having had an experience of doing business, Prashant was still adamant in doing something of his own. At 24, he decided to go for making boxes. “When I started my career, I did not have the money. But I had the will and the determination. I used my brains played a trick. I went to a packaging unit at Ghansoli, just outskirts of Mumbai posing myself as mithai vendor who had plans to open a shop at Thane. I told them I am particular about hygiene and wanted to see how boxes are prepared,” Prashant remembers. He found out the price of the machine, too. It was Rs 4.62 lakh. Prashant returned to Goa and visited his bank manager at SBI asking for a loan of Rs 6lakh. Prashant was too young to be given such a huge sum as loan, but he managed to persuade the manager and did all the paper work needed to get the loan. He purchased the best machine but, could he afford an operator to run it?

Prashant Shinde at his packaging unit at Verna Industrial Estate.

So he decided to work in a platen punching unit at Dharavi in Mumbai where putthas for the shirts were manufactured. He even swept the unit posing as a zhadoowala. He learnt enough and it was time to say goodbye to the good-hearted owner. “I didn’t want to build the foundation of my business on lie. So I disclosed my identity to the owner while leaving,” says Prashant. The owner was impressed by his genuineness and hugged him with tears in his eyes and wished him good luck. Prashant returned to Goa with blessings. The search for a place haunted him for some time till he found a hired a shade with coconut leaves as rooftop. With no operator for the machine Prashant wandered during the day on his scooter to book orders for cake boxes and returned to his shade in the evening to operate the machine. Prashant was the first person to start giving service to packaging industry. It was 9 February 2000 when Prashant started his career as a businessman. Initially he could not get big orders. Those who had promised him business shrugged their shoulders. The bank installment could not be met. His profits were nil. The rent of the tin shade went up every three months. It was time to go for an ownership plot. This was the turning point in his life. Prashant persuaded IDC and got a plot at Verna. “Kucch kar ke dikhana hai,” he promised himself. Then there was no looking back. He struggled, worked for 14 hours a day, which he does even today managing so many businesses. He kept the promise given to himself and proved his worth. Today Prashant is the President of Verna Industries Association and President of All Goa Printing and Packaging Indus-

try, Chairperson South Goa Weight Lifting and associated with Taekwondo, Rotary Club Midtown, Agnel Technical Institute etc. He gives lectures in MBA colleges, universities and entrepreneur programmes. Devoting quality time to each assignment he believes in growth, expansion and diversification. He has received Outstandig Business Achiever’s Award. “I want to share my experiences. Let others learn from them and take inspiration. Let us all grow together,” says Prashant who has big plans to go global. Shinde Industry is expanding to Dubai by 2013. A project is coming in Karnataka too. He has plans to open a home for destitute children. Believing in destiny Prashant pronounces his motto, “Jindagi bahut chhoti hai... Life is too short, make the best and maximum use of it. Live life fully. Tomorrow never comes; live today. Believe in yourself; trust the people around you. Give them freedom; they will give the maximum output and best results.”

Quake leaves 8 dead, 130 hurt in Spain AFP LORCA, MAY 12

Thousands of shocked evacuees camped by rubble-littered streets Thursday after a 5.1-magnitude quake smashed through an historic Spanish city, killing eight people and injuring 130. Eight people including a child perished when Spain’s deadliest quake in more than 50 years rocked the southeastern city of Lorca on Wednesday, the regional government said. Three of the dead were women, at least one pregnant, Lorca Mayor Francisco Jodar told regional newspaper La Verdad. The quake, which flattened buildings, ripped open walls and sent chunks of masonry flying into the streets, injured another 130 people, regional emergency services chief Luis Gestoso said. Fallen buildings, chunks of masonry, collapsed terraces and crumpled cars filled the streets and forced huge numbers of the town’s 93,000 inhabitants to evacuate their homes. Some 20,000 buildings were damaged in Lorca, which traces its history back more than 2,000 years and boasts many medieval monuments, according to public television. The clock tower of the 17th century San Diego Church tumbled and smashed into pieces, narrowly missing a television reporter as he delivered a report on Spanish public broadcaster TVE. Its bronze bell lay in the

rubble. “Almost no-one spent slept in their homes last night,” the town mayor said, some sheltering in other towns, their cars, in streets or in public squares. “We have provided them with blankets, food, water and both medical and psychological attention,” he said. Spanish media spoke of 10,000 evacuees but the mayor said he could not give an exact a figure. “It was very sad to see neighbours spending the night in the street. There is desperation and fear that there could be another seismological event,” he said. Spain’s seismological authorities predicted smaller aftershocks in the next month. Regional authorities said there were no reports of missing people and the death toll was not expected to rise significantly. “We know we live near a fault line but we never thought this would happen to us,” said Pepe Tomas, 56, a male nurse at a local clinic who has lived his whole life in the city, which lies in one of the most active seismic zones of the Iberian peninsula. “People are afraid. No one here has ever seen anything like this before,” he said. Tomas said he had helped treat hundreds of people Wednesday and Thursday, “mostly for anxiety,” after the earthquake struck at 6:47 pm (1647 GMT) on Wednesday at a depth of just 10 kms (six miles).

Armando hails players’ versatility l Bright chances against Iraq’s Duhok in pre-quarters BY JOVITO LOPES PANJIM, MAY 12

Dempo, Group A runners-up will face Group C winners and Iraq League champions Duhok who will host the match at Duhok Stadium on May 24 at 5 p.m. (Iraq time) in the prequarter-finals of AFC Cup. The clash will be a fight between India and Iraq National champs. Akram Salmam coached Duhok lost to Al Jaish (Syria) 01 in Dukok at home and drew goalless with the Syrian team in Syria. They topped the group with 11 points, with three wins, two draws and one defeat. They also drew goalless with Al Faisaly of Jordan. Duhok suffered their first defeat in this season's competition when they were beaten 1-0 at home by Syrian side Al Jaish. They had dropped their first points in this season’s AFC Cup following a goalless draw with Al Jaish at Al Abassiyyan Stadium in Damascus. In fact, Duhok, Al Faisaly and Al Jaish all finished on 11 points each, but the Iraq team was placed at the top based on AFC Cup regulations – if two or more teams are equal on points their places shall be determined by

(a) greater number of points obtained in the group matches between the teams concerned; (b) on goal difference resulting from group matches between the teams concerned. Duhok coach Akram Salman, took over only in mid-February and claimed that he had little time with the team. The former Iraq national team boss took over after Bassem Qassem was sacked following a string of bad results. The team did not fare well in this year’s Group Iraq League. Nasaf ’s 100 per cent record in Group A stage will be on test against former two-time champions Al Faisaly in the Round of 16.. The Uzbeks, who topped Group A with 18 points winning all six games, will host the Jordanians on May 24 while two Iraqi clubs – Duhok and Arbil – will play their respective Round of 16 matches at home. Former AFC Cup winners Kuwait Sports Club will have pride at stake against fellow countrymen and league winners Al Qadsia on May 25. Jordan’s Al Wehdat will host Uzbekistan outfit Shurtan while two Indonesian clubs will be in

action on May 25. Persipura Jayapura will travel to Vietnam to face Song Lam Nghe An while Sriwijaya will make a short trip to Thailand to face Chonburi FC. Meanwhile, Dempo’s head coach Armando Colaco highlighted the versatility and determination of his team after goals from Beto and Ranti Martins saw them reach the knockout stage. Beto opened the scoring in the 23rd minute at Balewadi Sports Complex, Pune while Martins made the issue safe just before half-time. Mootaz Bellah pulled one back for Al Ansar in the first minute of added time “The good thing about this team is that they can fit into any role. The versatility of the players is a huge advantage and that gave us an edge,” said Colaco. “Look at (Ogba) Kalu. He is a natural midfielder but when I asked him to take his place in the defence because of a tactical switch, he did a brilliant job. The players played their heart out. They were determined all throughout and there was not a moment of lapse in concentration.” “The red card for Mahesh

Gawli was a setback for us but the players geared up and played to a plan. I am delighted with what we have achieved today." Dempo now travel to Duhok in the last 16. Al Ansar needed only a draw to qualify but could not manage the necessary result despite having the advantage of an extra player for more than half an hour after Mahesh Gawli picked up a second booking. Coach Jamal Taha admitted Beto’s early goal compromised their strategy. “Our initial plan was to start defensively and catch Dempo on the counter,” he said. “The second-half was meant to be all about attack but we fell behind by two goals in the first-half.” Taha was also critical of the officials. “The referee killed us. That foul by the Dempo goalkeeper on our player should have been a penalty. It was a blunder,” he added. “I cannot understand how the referee can make such a mistake. I believe that was the turning point as Dempo then got their second goal and the momentum was all theirs.”

HERALD SPORTS REPORTER PANJIM, MAY 12

A serious allegation of impersonation or manipulation was raised against GFA’s Referees Sub-Committee Deputy Chairman, Benjamin Silva at the Executive Committee meeting chaired by president Shrinivas V Dempo here, Thursday. It has been alleged that referee Benjamin had impersonated for Executive Committee member Benjamin D’Silva, who is also the chairman of the subcommittee. The impersonation, resulted in the referee gaining an advantage of five years fort retirement, it has been alleged. The complaint alleged that while referee Benjamin was

born in 1961, the other one was born in 1966, but that the birth date was interchanged and the passport issued in the referee’s name carried the member’s birth date. It has been alleged that the change has benefited the referee to extend his career in refereeing at FIFA level. The matter has been referred immediately to both Benjamins for their comments and say, as several copies of original documents have been produced in support of the allegations. When contacted, referee Benjamin stated that the allegation is false and malicious and that he stands by his birth date year as 1966. “I had submitted my birth certificate issued by the Registrar of Birth and Deaths which clearly shows 1966, to the Passport Office. I stand by it and there is no chance of impersonation or manipulation at all,” stated Benjamin categorically when contacted. He also said that he was not aware of the complaint since he had not yet met with member Benjamin

who had attended today’s meeting. Among the documents submitted in the allegation are the copies of original certificates of both Benjamins. Member Benjamin (full name Benjamin D’Silva) is shown to have been born on 31-1-1966. The other Benjamin’s shows 8-12-1961 with full name being Benjamin Inacio Constancio D’Silva. It was in 2000 that referee Benjamin applied for National Grade Referees Examination and produced a school leaving certificate from a school in Assolna as well as a birth certificate which tallies with the original birth certificate of member Benjamin showing the birth date as 31-1-1966. Subsequently, in the Referees Biodata Form submitted to GFA there are glaring changes, it has been alleged. While there is similarity with the birth date and name of Benjamin member, all other details such as registration number, parents, grand parents name are identical with

the original certificate of ref Benjamin. The passport details of referee Benjamin show his birth date as 1966. The complaint alleges that referee Benjamin has taken undue and unfair advantage to become an international referee and retire at 45. Benjamin retired in 2011. If 1961 is his birth date then he retired when he was 50. If 1966 is his birth date then he retired at the correct age of 45. The crux of the allegation is that ref Benjamin appears to have extended his retirement age for referees by five years and managed to become the vice-chairman of GFA referees sub-committee with the powers to appoint referees in the State. Meanwhile, the request of Velsao Pale asking that the club should be retained in First Division has been turned down by the Executive Committee. Several disciplinary matters pertaining to Saligao, Nuvem have been referred to the Disciplinary Committee.

Barca crowned Spanish champions

Barcelona's Brazilian defender Dani Alves celebrates after the Spanish League football match against Levante on Wednesday at Ciutat de Valencia stadium in Valencia. AFP MADRID, MAY 12

Barcelona were crowned Spanish champions for the third successive season with a 1-1 draw at Levante on Wednesday clinching a 21st domestic title with two games to spare. Barcelona needed just a point to retain the title and they duly obliged to become the first side to win three consecutive league

titles since 1993 when Johan Cruyff's Barcelona 'Dream Team' won the third of their four straight league crowns. Mali midfielder Seydo Keita headed in a 27th minute opener for Barcelona only for Ecuadorian striker Felipe Caicedo to equalise on 40 minutes, but it didn't matter as a draw gave the Catalan side the title. "It's always a nice feeling to

Barcelona stand six points ahead of second-placed Real Madrid and they lift the title courtesy of their superior head to head record over their rivals.

Coach Pep Guardiola has won the league title in each of his three seasons in charge and can now concentrate on going for the double with the Champions League final against Manchester United at Wembley Stadium on May 28. Richard Gasquet produced one of the best matches of his career to hit back from a set down to defeat world number three Roger Federer 4-6, 7-6 (7/2), 7-6 (7/4) at the Rome Masters on Thursday. In a match that had purists gushing over the elegant play from both men, Gasquet showed unusual grit to fight back from a set and a break down before surging to victory. Rafael Nadal quickly put behind him what he described as his worst clay performance in memory to streak into the Rome Masters quarter-finals with a 6-4, 6-2 win over Feliciano Lopez on Thursday. Just 24 hours earlier, the world number one cut a frustrated figure following his troubled three-set victory over Italian qualifier Paolo Lorenzi in the second round. Sixth seed Samantha Stosur eased into the quarter-finals as she put an end to Slovenian qualifier Polona Hercog's impressive run, winning 6-3, 6-4. However, Jarmila Gajdosova was soundly thrashed by Chinese fourth seed Li Na, 61, 6-2. Twice a former champion here, the former world number one Jelena Jankovic was made to fight to reach the quarters. The fifth seed dropped the second set before overcoming Spanish qualifier Anabel Medina Garrigues 6-4, 2-6, 6-2.

Dalglish gets Liverpool job AFP LIVERPOOL, MAY 12

Kenny Dalglish was on Thursday appointed permanent manager of Liverpool after signing a three-year contract, the English Premier League club announced. Dalglish, widely regarded as the Reds' greatest player, has breathed new life into the club since he replaced Roy Hodgson as coach on a temporary basis in January and the team could finish the season as high as fifth place.

Coach Steve Clarke, who arrived soon after Dalglish, has also signed a three-year contract. John Henry, whose US-based Fenway Sports Group owns Liverpool, said there was no-one else he wanted for the job after the completion of contract talks with Dalglish, who is now in his second stint as the full-time manager. "Kenny is a legendary Liverpool figure, both as a supremely gifted footballer and successful manager," Henry said in a statement.

Inter beat Roma to set up Palermo final italian cup AFP ROME, MAY 12

Inter Milan joined Palermo in the Italian Cup final after seeing off Roma 2-1 on aggregate following a 1-1 draw at the San Siro on Wednesday. Inter's top scorer Samuel Eto'o bagged the opening goal of the night, taking his tally

for the season in all competitions to 34, before Marco Borriello equalised for the visitors. Palermo had booked their place in the May 29 final with a 4-3 aggregate success against AC Milan. And it was a double celebration for Inter as captain Javier Zanetti played his 1,000th match as a professional.

Dhoni leads Kings attack

Chennai Super Kings batsman Mahendra Singh Dhoni plays a shot. PTI CHENNAI, MAY 12

Mahendra Singh Dhoni sent the bowlers on a leather hunt as Chennai Super Kings kept their unbeaten record at Chepauk intact with a comfortable 18-run victory over Delhi Daredevils in a 12th round IPL encounter today. Dhoni smashed his way to an unbeaten 63 off only 31 balls (5x4, 4x6) and along with an equally effective Subramanium Badrinath (55) guided CSK to a formidable 176 for four in 20 overs. With no Virender Sehwag in their line-up, the target was virtually impossible for Daredevils to chase as they managed only 158 for six in 20 overs.

Irfan Pathan scored an unbeaten 46 but that was never going to be enough. With this win CSK notched up their eighth win in the competition and stretched their unbeaten streak at home to six matches. The match will however be remembered for the contrasting half-centuries by Dhoni and Badrinath as they added 96 runs for the fourth wicket in only 9.2 overs. Dhoni clobbered the Daredevils bowlers racing his way to a 28-ball half century. He finished with a flourish hitting Irfan Pathan for consecutive sixes off his final two deliveries. The exhibition of clean hitting reminded one and all Dhoni of the old who

India’s medal hopes in the Azlan Shah Cup hockey tournament went up in smoke as New Zealand rode on a penalty corner hat-trick by Andrew Hayward to humiliate the title holders 7-3 in their last roundrobin league match here today. India squandered the lead thrice before Hayward produced a hat-trick of drag-flicked goals to put the Black Sticks in command and spoil India's chance of claiming a medal in the event, which they won outright in 2009 and were joint champions along with South Korea last year. By virtue of this loss, India slipped to the fifth position in the seven-team round-robin league table, which is being headed by world champions Australia, who defeated Great Britain 2-1 earlier in the day. Five-time Azlan Shah Cup winners, Australia now have 13 points from five games and are assured of a place in Sunday's

summit clash with one league match still to go against New Zealand. However, Australia's opponent in the final will only be decided on Saturday as Great Britain, Pakistan and New Zealand all have a chance of making it to the title clash. But with nine points each in their kitty, Great Britain and Pakistan are slightly better placed than the Black Sticks. For New Zealand to qualify for the final, they will first have to beat Australia on Saturday and hope other two contenders -– Great Britain and Pakistan -– lose their last league matches. India's opponent for Sunday's classification playoffs will also be decided on Saturday. Hayward's hat-trick of penalty corner goals came in the space of 14 minutes midway through the second session when the Indian defence again caved in under pressure. To add to it, two speedy field goals by Blair Hilton and one

The BCCI says it will oppose the ICC Cricket Committee's recommendation for the introduction of the Decision Review System in all Test matches. The ICC Cricket Committee, after reviewing the use of the DRS in a two-day meeting in London, recommended that the system be used in all Test matches. It also recommended that DRS should be used in ODI and Twenty20 series with each side allowed one unsuccessful review per innings. The DRS, which has been used in Test cricket since 2009 and over the past two years has featured in 31 matches, currently allows each side two unsuccessful reviews per innings. "The committee's recommendation that the DRS should be used in all formats of the game confirms two key conclusions: it shows the group's confidence in the system and it also highlights the committee's view that it does aid the umpires in making correct decisions," ICC Cricket Committee Chairman Clive Lloyd has said. But the BCCI, which has opposed the system since its inception, plans to oppose it in the ICC executive board meeting next month. "We have always been against DRS and there is no change in our stance. We will oppose it when it comes up for discussion in the executive board meeting," a top BCCI official said. DRS has also been opposed by Indian captain Mahendra Singh Dhoni, who feels technology should be brought in only if it can ensure 100 per cent accuracy.

strike each from Nicholas Wilson and Shay Neal gave New Zealand their biggest win ever against India. For India, Gurwinder Singh Chandi scored two field goals after S V Sunil had opened the scoring. In an earlier match, world champions Australia defeated Great Britain 2-1 in their penultimate round-robin league match to enter the final. Australia, who in 2010 became the first team to win the World Cup, Champions Trophy and Commonwealth Games in the same year, opened the scoring through a penalty corner conversion by Brent Dancer in the eighth minute. Christopher Ciriello then scored in the 29th minute to see Australia go into the breather with a 2-0 lead. Great Britain, however, reduced the margin in the 57th minute when drag-flicker Richard Mantell converted a penalty corner.

Former world number one Serena Williams on Thursday was forced to pull out of the French Open, the tournament she won in 2002, after failing to recover from a long-term foot injury, the French tennis federation said. Williams, a 13-time Grand Slam singles champion, has not played a top-level match

since winning last year's Wimbledon title after cutting her right foot on broken glass last July, an injury that required two operations. "Serena has not sufficiently recovered from her health problems," said a French tennis federation (FFT) statement. As well as her foot injury, Williams also suffered a pulmonary embolism in February that led to an emergency operation to remove a blood clot from her lung, a health concern she called the scariest moment of her life.

ODIs (from June 6 to 16) and the T20 (June 4). Among the bowlers Praveen Kumar is an automatic choice and if Ashish Nehra fails to recover in time, Ishant will form the core of the pace trio that will also have Munaf Patel. While off-spinners Harbhajan Singh and Ravichandran Ashwin select themselves, it is unlikely that leggie Piyush Chawla will be able to retain his place. Chawla's show in the IPL has been as disappointing as his World Cup campaign. The lanky Punjab lad Rahul who has been a revelation is the favourite after his big-hearted show against superior batsmen. His economy rate of 5.16 over 10 matches has been brilliant to say the least. If the selectors prefer a leftarm spinner then pint-sized Abdulla will fight it out with experienced Pragyan Ojha. While Ojha has been disappointing in the IPL, Abdulla has carried his good all-round form for Mumbai in the Ranji Trophy into the IPL with 13 wickets with average of 6.10 runs per over.

Tamil Nadu batsman S Badrinath and paceman Praveen Kumar are expected to get call-ups as the national selectors meet here tomorrow to pick India’s ODI squad for tour of West Indies amid indications that a few seniors would be rested. While Ishant Sharma is tipped to return to the one-day fold, young Ambati Rayudu is also a strong contender for a berth in the squad for the ODI and Twenty20 series against the West Indies beginning from June 4. Dashing opener Virender Sehwag has been ruled out as he will undergo a shoulder surgery which will keep him out for at least four to six weeks. Sachin Tendulkar and paceman Zaheer Khan are likely to be rested to ensure that they are fresh for the subsequent Test series. There is also speculation that captain Dhoni may be rested for a few matches of the ODI series. Gautam Gambhir, in that case, could be named the captain. The selection meeting to be

Australia's Shane Warne was mired in fresh trouble on Thursday after a complaint was lodged with the IPL about the bowling legend's alleged abusive behaviour, reports said. Warne, captain of the Rajasthan Royals IPL team, was involved in an angry bustup with Sanjay Dixit, secretary of the Rajasthan State Cricket Association, following his team's defeat at home to Bangalore on Wednesday. The incident took place in full public view minutes after the post-match prize distribution ceremony at the Sawai Mansingh stadium in Jaipur.

COLOMBO, MAY 12

Sri Lanka's cricket board on Thursday announced its own glitzy Twenty20 tournament, seeking to emulate the success of the hugely popular Indian Premier League. The first edition of the Sri Lanka Premier League (SLPL) will be played over 18 days from July 19 and will feature teams from the island's seven provinces and big international stars, according to a statement. "Twenty20’s massive popularity and status as the most exciting and entertaining format of cricket will be further enhanced by this newest tournament to the world of cricket," read a Sri Lanka Cricket statement. While SLC kept mum on the international stars likely to take part, local media named the likes of Shahid Afridi, Chris Gayle, Daniel Vettori, Kieron Pollard, Daniel Christian, Herschelle Gibbs and Kevin O'Brien.

attended by newly-appointed coach Duncan Fletcher will no doubt take note of the performance of some of India's young guns in the ongoing IPL. The names of Kings XI Punjab opener Paul Valthaty, Kolkata Knight Riders' batsman Manoj Tiwary and spinner Iqbal Abdulla and Pune Warriors leg-spinner Rahul Sharma, who has had an astonishing economy rate of less than six through 10 matches, are likely to come up for discussions. It is still not clear as to how many seniors will be rested for the shorter version. Whatever be the scenario, Rayudu who has so far scored 349 runs from 10 games with a strike rate of nearly 120 has a good chance to board the flight to Caribbean. "His (Rayudu) wicket-keeping ability is another advantage for him. With Robin Uthappa not doing well, Rayudu's case is even more stronger. Whether Dhoni takes rest or not, Rayudu can

be considered a second 'keeper in shorter versions as Indian teams over the years have always had a second option while touring the Caribbean," a BCCI source said. Badrinath has had a fantastic Ranji season scoring a whopping 922 runs at an average of 131 and he followed it up with 294 runs in the IPL so far at a strikerate of 135. The talking point in the cricket fraternity has been how Badrinath who was known for his d ogged a p p ro ac h has brought an attacking flair in his style of batting. He along with Michael Hussey has been one of the batting mainstays for Chennai. Bengal captain Manoj Tiwary who is also in good form this year having scored 277 runs is another candidate but he can be termed as 'dark horse'. Manoj's selection however depends on how many among the seniors back out for the five

had the penchant for taking on the bowlers straightaway. On the other hand, Badrinath (55, 43 balls, 6x4, 1x6) who is almost a certainty to board the flight to Caribbean did his reputation no harm as he played with lot of precision rotating the strike and punishing the loose deliveries. The final two overs yielded 37 runs while CSK scored 109 runs off the last 10 overs having scored 67 from the first 10. For Daredevils who erred by selecting five pacers on a slow track, Ajit Agarkar turned out to be the most expensive bowler leaking 49 runs from four overs while Pathan gave away 40 from his four. Dhoni started off with a pulled boundary off Ajit Agarkar and then launched into Andrew McDonald for straight six and then helped himself with a boundary. Both Dhoni and Badrinath ran the singles and twos well as they waited for the loose balls. When Agarkar came back for his second spell, he played an audacious pull-shot and followed it up with a deft scoop past the short fine leg.

Serena's sister Venus, a seventime Grand Slam champion with five Wimbledon titles, is also a doubt for the French Open. She has not played since she pulled out of the Australian Open in January with abdominal pain and a sore right hip. Meanwhile, the FFT also confirmed that Russia's former world number one Dinara Safina, the 2008 and 2009 runner-up, has also pulled out of the French Open with a back injury. This year's French Open starts on May 22.

"Venue director Narendra Joshi has written to IPL’s chief operating officer Sunder Raman, alleging that Warne had publicly abused Dixit and demanded action against the Australian," the PTI news agency said. Warne was apparently upset over the playing surface that was selected for Rajasthan’s last two matches against Chennai and Bangalore, both of which the home side lost. Dixit said Warne had been putting pressure on him to provide a "suitable" wicket for Rajasthan’s home matches. After the defeat against Chennai on Monday, Warne had hinted at a conspiracy and questioned why the home side was asked to play on a different wicket than the one used in previous games. The new wicket is quicker and

appears to favour batsmen over the bowlers. "The BCCI has already clarified that the pitch comes under the purview of the pitch committee and the curator," Dixit was quoted as saying. "So how could I have acceded to his demand? Warne's behaviour was totally unjustified and I have asked for action against him," Dixit added. Two back-to-back defeats against Chennai and Bangalore have dented Rajasthan's chance of advancing to the play-offs and shattered Warne's dream of a second IPL title. The leg-spin great, who had scripted an amazing Rajasthan triumph in the inaugural Twenty20 competition in 2008, is set to retire from all forms of the game after the current edition.

Dhoni never shows tiredness: Bichel AGENCIES CHENNAI, MAY 12

Chennai Super Kings bowling coach Andy Bichel paid rich tributes to Mahendra Singh Dhoni terming him an "amazing man who never really shows that he is tired." When asked whether a couple of weeks rest after IPL will help Dhoni, Bichel said, "Dhoni is an amazing man. He does not give you an impression that he is tired. We actually felt he might get tired after such a rigorous World Cup campaign but we were amazed," the CSK bowling coach said on the eve of their match against Delhi Daredevils at the Chepauk. Bichel was all praise for Dhoni's match temperament. "He enjoys playing the game. He probably does not practice as much but he has a fantastic match temperament which is important. He is doing quite nicely. Taking rest is his decision." Bichel admitted that their Delhi Daredevils players will have to put up an inspirational performance in the absence of their dashing skipper Virender Sehwag who has been ruled out of the tournament due to shoulder surgery. "Obviously when you lose a leader, it does affect the side. But that also gives others in the side a chance to step up. They have some good players and have done reasonably well," he said. The Chepauk has been like a fortress for the CSK where they

have remained unbeaten so far and Bichel is hopeful that it will remain that way only. "I think that we understand the conditions here better and that is something to do with our good show at home. And, having a balanced team to execute plans in such conditions also has something to do with it." Bichel did indicate that there will be some changes compared to the last match as the conditions at Chepauk are different from that at the Sawai Man Singh stadium where the wicket offered a lot of pace and bounce. The bowling coach seemed pretty satisfied in the manner Doug Bollinger and Albie Morkel has complemented each other while sharing the new ball. "Bollinger and Morkel are different kind of bowlers. Also we have some quality spinners in our line-up. Once you have so much variation in the line-up it always helps." Sri Lankan offie Suraj Randiv is set to leave for England on May 13 and Bichel feels that the team will miss a quality spinner like him. "It is a big loss for us as he will be leaving for England on May 13th. But he is available for tomorrow's match against Delhi Daredevils." Bichel admitted that he had indeed applied for the Australian team's bowling coach's job only to decline it later. "I did apply for it but declined it later. But I enjoyed the paces in going through the interviews." The former speedster didn't

want to get engaged into the pitch controversy regarding the match between CSK and Rajasthan Royals which was held at the Sawai Man Singh stadium on Monday. "You have got a wonderful product here with you and you have to be careful with what you do with the wickets. There were times that you had flat wickets and small boundaries, which actually served the game to the public. I think we got to stay pretty close to the guidelines."

Watson shows interest in captaincy AGENCIES JAIPUR, MAY 12

Rajasthan Royals’ Australian allrounder Shane Watson says he is ready to take over the IPL franchise's captaincy after his compatriot and spin wizard Shane Warne retires at the end of this edition of the Twenty20 event. Watson said there is competition for the role of captain though he did not take names. "Yes, I would love to lead the side in Shane Warne's absence but there are few others in contention," Watson said. Rajasthan have very little hopes of making the play-offs and Watson said the team would do everything to win the remaining two matches to make it a memorable ending for Warne. "We are out. We will play the remaining matches for pride and will try to give good performance to give a perfect send off to Warne," he said.

McDermott is new Aussie bowling coach AFP SYDNEY, MAY 12

Former Test paceman Craig McDermott has beaten a strong international field to become the Australian team's new bowling coach, Cricket Australia said on Thursday. CA also announced that former Test opener Justin Langer has been re-appointed as team assistant coach to head coach Tim Nielsen for another 12 months. McDermott, 46, who took 291 wickets at 28.63 in 71 Tests between 1984 and 1996, replaces Troy Cooley in the role after Cooley became the Centre of Excellence head coach following last summer's failed Ashes campaign against England. "His impressive record as an international player, during which he successfully overcame a number of setbacks, combined with his recent record at the Cricket Australia Centre of Excellence and with the Australia team in Bangladesh, all impressed us that he was the outstanding candidate for this role," CA general manager Michael Brown said. "He will provide valuable support to the new Test captain Michael Clarke, coach Tim Nielsen and the playing group."

A love for tradition has never weakened a nation, indeed it has strengthened nations in their hour of peril - Winston Churchill

Summertime

The month of May brings in the season of summer activities. It might seem like the month for holidays but visit the villages of Goa and one gets a sense of life buzzing with preparations for the rainy season. Herald finds out more about these traditions which are still very much alive BY DOLCY D’CRUZ HERALD FEATURES he saying, ‘make hay while the sun shines’ rings true in Goa, especially in the bustling villages. There are a fixed set of tasks for every season here and come summer, there are a number of tasks that need to be completed before the rains come lashing in. The season starts with the harvesting of cashews and collecting of seeds. Before the cashew trees have flowered, dried grass and twigs around the surrounding areas need to be cleared off. The dried branches of the trees are trimmed so that it is easier to pluck and collect the seeds, often referred to as kazu benta. Each property is marked with a boundary known as niz and fights break out when others pluck the cashews of the wrong tree outside their xir (property). May 15 marks the last day of the cashew harvesting season which is called kazu soddta. The owners pluck all the cashews regardless of the cashew apple ripening. After May 15, it is customary for anyone to pluck the cashews. Children are often sighted searching for seeds under the trees with the help of sticks. Anthony Pereira, now in his late 50s, says, “As kids, during the cashew harvesting season, we would have holidays from boarding school. We would wait for May 15 and then start stoning the trees for cashews which are out of reach. It was an easy way to earn pocket money and we could even buy stationary items for the next year.” Another important job of the house is ghor shuvta which literally translates to stitching of the house and involves the replacement of broken tiles and wooden beams and planks infected with termites with new ones and the clearing of debris from the roof before the next rain. Clogged leaves and broken tiles lead to leakages which can worsen after the first rains; fixing the roof then is riskier as the tiles will get wet and slippery. In the olden days, the family members got together to repair the house but now, as everyone has their own priorities and are not that swift and nimble-footed to climb up and down the roofs, professionals like carpenters are called in. The shingles, called gavtti nolle, have now been replaced with Manglorean tiles in almost every home; these tiles are more durable and require less work. “It is very risky climbing up on the roof. I replaced the local tiles with Mangolrean tiles a few years back so now with the exceptional coconut breaking the tiles or the monkeys running helter-skelter on the roof, not much of repairing is required. Before, we used to turn the tiles of the whole house and accordingly shift the things and bedding from one room to another. Boys used to like sleeping under an open roof, they could stare at the stars and enjoy the cool

breeze,” says Philu Gomes from Siolim. Paddavo, the final plucking of coconuts before the monsoons also marks an important event for the villagers. The coconuts plucked have to be sufficient for the families until the next harvest in August. With the decreasing number of paddeli (coconut pluckers) in Goa, villagers have to wait patiently for their turn for the paddeli to reach their place. He trims the tree of dried palms so that there is no risk of them falling during heavy rains. If a property is shared, the rightful owners divide the produce equally, giving a reasonable amount of coconuts to the paddeli as fees. Each activity is spread across several days and it is very hectic and tiring to finish a single job. In the villages, a room akin to a fireplace is kept for boiling water and cooking rice. For the fireplace, firewood is carefully piled and stored in a dry place or covered with plastic coverings. This act is referred to as kanttiya bhorta. When it rains unexpectedly, women are often saddened and say, ‘azun kanttiya pasun bhorunk na’ (I didn’t even get to pile the firewood). “A few years back, we used to clear the fields for the next season. The fields would be cleaned and then the waste burnt. Now people have given up on even plowing the fields, let alone clearing them. The fields are fallow and nothing grows. I used to plow my fields when I was healthy and young but as age caught up, all I can do is force my children to do the field work. It is not feasible to get labourers to do the work as they charge a lot, more than the income we can make on the fields,” says Pundalik Naik from Pirna. Other activities include boiling paddy and drying it to make red rice, cutting, drying and grinding of coconuts to prepare coconut oil, cleaning of the wells before they get filled with rain water and drying of chillies for the monsoons. We often only hear about the jobs of render, paddeli and xetkar and seldom even have a second thought about all the humble people living in the far flung areas of Goa who constantly struggle to make a living outside the village, yet return home to face the monsoons bravely.

The Singer from Santana BY ELVIS SEQUEIRA HERALD FEATURES he quiet village of Santana de Telaulim with its quaint and typical Goan houses, its lush greenery and the centuries old Church of St Anne where the feast of St Ana, also known as ‘Touxeancho Fest’, is celebrated with religious fervour and gaiety, is home to many talented musicians and singers. Camilo Rodrigues, a well-known stage singer and TV artiste, is one of them. He may not be seen as regularly on stage as others of his ilk, but he has carved a niche for himself among tiatr lovers with his melodious voice whenever he has had the opportunity to do so. He started his career on the Konkani stage at the age of nine as a singer in tiatrs organised to commemorate the village feast of St Ana. At times, he was also invited to sing in tiatrs organised in the neighbouring villages. At the age of ten, he got the opportunity to render his voice for the ‘Yuvavani’ programme on All India Radio (AIR) Panaji. This opportunity boosted Camilo’s confidence, and he began getting offers from various

well-known directors. But unfortunately, Camilo had to forego these opportunities so that they wouldn’t hamper his studies. It was only after he completed his graduation – BA in Economics from Dhempe College of Arts and Science, Miramar, that he took the plunge into acting and singing in tiatrs, before rendering his voice to tiatrs written and directed by well known directors such as Wilmix-Sharon, Jr Rod, Pal Soares, Mario Menezes, Pascoal Rodrigues and others. Camilo regularly participated in the tiatr competitions organised by the Kala Academy, Goa, and was awarded either the first, second or third prize for 14 years. Camilo was also awarded the best singer award at the hands of MP Oscar Fernandes when he toured Delhi as a member of Pal Soares’ dramatic troupe in 2006. Besides singing in tiatrs, Camilo has also recorded his own albums and produced programmes of Konkani songs for Goa Doordarshan. Some of his highly acclaimed songs which have been aired on Goa Doordarshan are ‘Devachea Navan’, ‘Xinkop’, ‘Goenkara Ugodd Tuje Dollem’ and ‘Candice’.

Tine Mena, who comes from Roing, a remote village in the Indian state, stood on the top of the world at 11am Monday. However, due to communication trouble, the news of her ascent was not confirmed till Wednesday, said Nabin Trital, executive manager of Explore Himalaya, the Kathmandu-based mountaineering agency that facilitated Tine Mena’s climb by finding her expedition partners so that the high climbing permit fee could be shared. “She is elated and hopes to return to Kathmandu this week,” said Chhiring Dorjee Sherpa, the base camp manager as the climber began her descent Wednesday. A second woman from Arunachal Pradesh, 32-year-old Anshu Jamsenpa, is also attempting the summit as part of a different expedition. Tine Mena said her summiting was intended to raise awareness about climbing and adventure sports among the youth in Arunachal, which though a mountain state, had little public knowledge of or exposure to adventure sports. She was selected by Arunachal’s Sports Directorate after she showed climbing potential during a trekking expedition to the Indo-China border and was sent to the Himalayan Mountaineering Institute in Darjeeling to undergo a mountaineering course. Two years ago, the state government of Arunachal Pradesh had also assisted the expedition of male climber Tapi Mra, who became the first climber from the state to summit Mt Everest. This season, a record 31 men and women from India are attempting to tame Mt Everest. Besides a 14-member Indian Air Force expedition dominated by women, there are 17 individuals, including the husband and wife duo of Vikash and Sushma Kaushik, who would become the first Indian couple to reach the summit if they succeed. The mountain has already claimed two lives: Rick Hitch, a 55-year-old American, and Shailendra Kumar Upadhyay, 82, a former foreign minister of Nepal. On the sunny side, this season saw Nepali climbing legend Apa Sherpa break his own record of having summited Mt Everest the highest number of times to reach the top for his 21st ascent. DID YOU KNOW? What are mnemonics?

pseudonym Pronunciation sood-n-im Function Noun Meaning : a fictitious name used by an author to conceal his or her identity; pen name Example Sentence Shying away from public attention and, at times, wrath, there have been many a writers over time who had to resort to using pseudonyms in order to pursue their passion for writing.

LAFFS

A mnemonic /ni-mon-ik/ or mnemonic device, is any learning technique that aids memory. Commonly met mnemonics are often verbal; something such as a very short poem or a special word used to help a person remember something, particularly lists, but may be visual, kinesthetic or auditory. Mnemonics rely on associations between easy-to-remember constructs which can be related back to the data that is to be remembered. This is based on the principle that the human mind much more easily remembers spatial, personal, surprising, sexual or humorous or otherwise meaningful information than arbitrary sequences. The word mnemonic is derived from the Ancient Greek word mnemonikos (‘of memory’) and is related to Mnemosyne (‘remembrance’), the name of the goddess of memory in Greek mythology. Mnemonics in antiquity were most often considered in the context of what is today known as the Art of Memory.

Girestkai Ason Gorib is a Poignant Family Saga BY ELVIS SEQUEIRA HERALD FEATURES alu de Loutolim’s VCD Girestkai Ason Gorib is an intriguing yet poignant family story with a thought provoking message. A husband addicted to booze and gambling, a loving wife who pleads with her wayward husband to mend his ways but in vain and their only child suffering from a heart ailment that needs urgent but expensive surgery are the three central characters on which the plot revolves. These parts are well portrayed by Salu de Loutolim, Jessica, and child artiste Cameron. On the surface it may appear to be a usual plot that has been taken up by many a director in the past, but the lucid script, interesting twists in the plot and sleek performances by the central characters puts Girestkai Asson Gorib on a different level altogether. The comic interludes by Comedian Agostinho, Comedian Selvy and Comedienne Janet are well balanced and do not disturb or interrupt the smooth flow of the main plot. Rupesh Jogle’s interesting character of a bhattkar initially appears to be that of a supporting comedian, but is beautifully connected to the main plot in the closing stages. This is Salu de Loutolim’s first VCD and a good one at that. The story concept is by Comedian Agostinho and the lyrics are penned by Benny J Rebello. The music is arranged and played by James Vaz along with some other reputed musicians of the tiatr scene whilst Joywin has handled the photography and editing.

On his arrival to Goa, he finds himself in his father’s company as a manager. There Rio’s daughter Jesma (Jessica Gomes) falls in love with him. Although Rio is ably assisted by the village

sarpanch Basappa (Mario de Vasco) in all the transactions of the company, Jayden promises that he will help to bring in more business to his company. As Rio prospers in his business with Jayden’s intelligence and help, one fine day he encounters an unexpected defeat. In a forgery case, Rio’s licence is revoked and accounts frozen. Now Rio is in a soup. But Jayden intentionally takes that drastic step in order to make his father realise his folly and return to his roots. When Jesma decides to marry Jayden, Rio objects as they are brother and sister to each other. How does Jayden tackle the entire situation in order to bring his father back to his mom? Is Rio willing to accept Jayden as his son? Will he accept him as his own later? All the artistes have played their roles well, with Rio excelling as a commanding father and Michelle doing justice to her role as a hapless woman. Comedians Ben Evangelisto as MLA, Joana as Macarina, Bobet as Scarlet and Tony de Ribandar as Zamdu help produce laughter with their comic interludes. The issue of medium of instruction is also well handled in the drama. A handful of songs, namely Guneanv serkaracho by Lawry Travasso, Nhesop by Joana, Pixem by Rosy Alvares and Lawry Travasso, Maim-pai guneavkari by Rosy Alvares are worth listening.

Taylor Lautner getting More Shirtless Screen Time in Breaking Dawn

Banderas and Griffith celebrate Fifteen Years Together at Cannes

M

arried for 15 years, Melanie Griffith and Antonio Banderas have certainly defied the cliché of short-lived Hollywood unions. And on the red-carpet of the Midnight in Paris film premiere at the Cannes Film Festival, the 53-yearold actress and 50-year-old actor showed their love was still going strong. The smitten Hollywood couple smiled as they posed, clutching each other tight and close. The couple had returned to Antonio’s native land for Holy Week, during which he participated in the processions as part of a religious brotherhood he belongs to in his home-town of Malaga. The couple also have a fourteen year old daughter, Stella, who accompanied them on the trip. Griffith and Banderas have been married since May 14, 1996. In 2000, Griffith had her husband’s first name inside of a heart tattooed on her right shoulder. Known for struggling with drugs and alcohol through much of her life, that same year she also sought treatment for addiction to painkillers. She then returned to rehab in August 2009 for substance abuse problems with the support of Antonio and her family. “It strengthened our relationship in many ways. We participated very directly, all of us.”

lthough Robert Pattinson and Kristen Stewart have gotten all the attention for their steamy love scene in Breaking Dawn, Taylor Lautner and the wolf pack will be ramping up the beefcake in the movie with plenty of shirtless screen time. “More abs! Sprayed on abs, more grease to make the abs look better!” says Alex Meraz, who plays wolf Paul, of what to expect in the next installment. Lautner, 18, who was the breakout star of New Moon and Eclipse thanks to his rippling abs, has previously lamented how hard it is to maintain the 30 pounds of muscle he gained for the Twilight saga. But Meraz, 25, said he and his fellow werewolves Taylor, Chaske Spencer, Kiowa Gordon and Bronson Pelletier keep tabs on each other to make sure everyone’s staying buff. “We keep saying to each other, ‘Oh, your arms are getting a little bigger, your chest is getting bigger,’” says Alex. “We totally always do that. It’s very macho, but fun.”

Shilpa Shetty expecting her First Baby

S

hilpa Shetty is over the moon. She always wanted a baby and with God’s grace, her wish has come true. Shilpa Shetty is expecting her first baby. Shilpa who married Raj Kundra way back in 2009 is ecstatic to become a mother. Before tying the knot with Raj, Shilpa once said in an interview, “I’m desperate to start a family. I just love children, and we have a beautiful readymade nursery (in the new house). I want at least two children. There is already a child’s bedroom here because Raj has a nephew and I can certainly see my children running around this place. And there is enough space for us to live at one end while Raj’s parents live at the other.” The couple does not want to declare the good news now as she is in her first trimester. Lately, Shilpa has been seen doing the rounds of several clinics. The feeling of becoming parents is first for Shilpa while Raj had already experienced the same. He had a daughter, Deleena, born on September 9, 2006, from his first marriage. So, even though the couple’s joint venture Rajasthan Royals didn’t do well this year, here’s hoping that parenthood brings them all the luck.

Defy Ageing Process with Education

Giselli handpicked by Shah Rukh for Always Kabhi Kabhi

f Brazilian model-actress Giselli Monteiro won many hearts as a pretty coy girl in Love Aaj Kal, she managed to impress Bollywood superstar Shah Rukh Khan who recommended her name for his home production Always Kabhi Kabhi. “I came to know much later that Shah Rukh recommended my name for the film. I was very happy,” said the 22-year-old, whose happiness knows no limits. Not surprising because it is not everyday that King Khan recommends someone for his home production. “I had never met him before. He saw me in Love Aaj Kal and chose me after seeing me there. I was happy that I got through a film, which was his production. When I found out that he chose me for the role, I was elated and excited,” she added. So far so good. But the film turned out to be a litmus test for Giselli because she had to deliver her dialogues in Hindi, something she didn’t have to do extensively in her first film. “I had to work a lot on the language in the film as compared to the previous one because in that one I hardly had any dialogues. I learnt much more Hindi this time. It was a big challenge for me,” said the young actress who was born in the southern Brazilian state of Espirito Santo. Made with newbies like Ali Fazal and Zoa Morani, the Roshan Abbas directed movie also features Satyadev Dubey.

Just a Spoonful of Sugar makes Infections go down

G

ood education is the key to staying young and healthy, a study has shown. In contrast, people who leave school with no qualifications age much quicker. Scientists made the discovery after looking at the DNA of 450 civil servants aged between 53 and 76. They had widely different CVs, some with no academic background and others with degrees. There was a difference in the chromosomes of those who had studied for A-levels or gone to university. These people tended to have longer telomeres – the caps on chromosome ends that protect them from damage and were found to be ageing more slowly. Study leader professor Andrew Steptoe, a psychologist at University College London, said: “Education is a marker of social class that people acquire early in life. Our research suggests long-term exposure to the conditions of lower status promotes accelerated cellular ageing.”

J

ust a spoonful of sugar can impart that killing edge to antibiotics against infections. Researchers found that glucose and fructose – types of sugar found in plants – make deadly bugs behind chronic infections more vulnerable to drugs. Sugar can improve the effectiveness of antibiotics against infections, say researchers. Such infections often occur when bacteria ‘shut down’, making antibiotics ineffective against them. Over time, the bugs, known as ‘persisters’, return to life, causing patients to relapse. Boston University scientists tested the effects of drawing the bacteria out of their hibernation using sugar. They found stimulating the bugs with sugar renders them vulnerable to antibiotic attack. Testing the strategy on Eschericia coli (E. coli) bacteria, a common cause of urinary infections, the researchers were able to eliminate 99.9 per cent of persisters in just two hours. Without sugar, the drugs they used had no effect. The team now plans to examine whether sugar additives can help fight tuberculosis

Doctors diagnose Stroke with iPhone App

S

cientists have found a new way to diagnose stroke in people; using an iPhone application. The app was developed by scientists from the University of Calgary. The new app helps doctors to get access to vital signs of patients from anywhere at all. The app might be crucial because the first minutes of the stroke are very crucial in saving a life. When the new app was tested, it was found to have high accuracy rate. The researchers say the test revealed an accuracy rate of at least 94 per cent. The application is already in use in Canada following the approval by the country’s regulators. The app which is called Reso-

lutionMD Mobile is currently being used by about 50,000 hospitals throughout the world. The app is available for use on iPhone, iPad and Android-based phones. The new application is server based, meaning the actual process do not take place on the mobile phone. CT scan images can be sent to the phone and the app helps to analyse it. A professor of radiology at the University of Calgary, Ross Mitchell, said, “They can do more than just look at them. They can cut into them, rotate it in 3D, they can do all kinds of advanced visualisations and analysis, which may be critical to make the diagnosis.”
