China has made clear to the United States and four other world powers that it dislikes a proposed ban on new investments in Iran's energy sector as part of a new round of UN sanc-
tions, diplomats said. After months of delay, China reluctantly agreed to join the other permanent members of the Security Council and Germany -- a group often referred to as the ''P5-plus-one'' -- in New York last week to begin drafting a sanctions resolution against Iran for refusing to suspend its uranium enrichment program. But the diplomats, who yesterday spoke on condition of anonymity, told Reuters that Chinese UN Ambassador Li Baodong indicated his displeasure at the proposals affecting Iran's energy sector during the 3-hour meeting with his US, British, French, German and Russian counterparts on Thursday. ''In general, the Chinese ambassador did not want to discuss specifics of the text,'' a diplomat said, referring to a US sanctions proposal that is the basis of talks among the six. ''The first meeting in New York was for an initial exchange of views on the US draft,'' the diplomat added. Another envoy confirmed his comments. The Chinese did convey the im-
pression that Beijing had problems with the proposals regarding Iran's energy sector, a diplomat said. ''It was perceived that the Chinese do not agree with the energy proposals,'' one of the diplomats said. Those proposals include a ban on new investments in Iran's energy industry, several diplomats have told Reuters. The U.S. draft
does not include a call for import or export restrictions on Iran's oil and gas industries, as some in the United States and Israel had hoped for, the diplomats said. Li told reporters after last week's three-hour meeting of the six powers that it was ''a very constructive negotiation.'' He said the group planned to meet again this week.

The document also confirms that the pope can intervene directly to defrock the worst offenders. “In very grave cases where a civil criminal trial has found the cleric guilty of sexual abuse of minors or where the evidence is overwhelming,” the pope may issue a decree to remove him from the priesthood, it says. “If the allegation has a semblance of truth the case is referred to the CDF,” its says, referring to the Vatican’s morals watchdog, the Congregation for the Doctrine of the Faith. “There is no canonical remedy against such a papal decree,’ add the guidelines, drawn from the church’s canon law and a papal instruction signed in 2001 by then Pope John Paul II. The decree on “serious crimes” was drafted by the CDF when it was headed by then Cardinal Joseph Ratzinger — now Pope Benedict XVI. The Vatican announced Friday that it would post the guidelines as a way of helping Roman Catholic authorities deal with predator priests. It said the guidelines, published in English only, were a summary of operational procedures that were set down in an internal CDF document in 2003. Large-scale paedophilia scandals have rocked the Catholic churches of Ireland, Austria, the United States and the pope’s native Germany in recent months. The pontiff, who turns 83 on Friday, has himself faced allegations that he failed to take action against predator priests both as head of the CDF and earlier as the archbishop of Munich. On Friday he faced fresh charges that he dragged his feet over defrocking a predator priest in California. The same day the Canadian Church was hit by revelations that bishops sought to hide a paedophile priest’s crimes by urging the Vatican not to promote him some 20 years ago.

While they filed for bail before NDPS (Narcotics, Drugs and Psychotropic Substances) Court in Mapusa, the court declined to decide their bail applications for want of jurisdiction following which they moved the High Court. While deciding their applications, the High Court ruled that the NDPS Court has jurisdiction to decide bails pleas. The application of Shirodkar was placed for hearing today . However, he has the withdrawn application with a liberty to go before the NDPS Court. Absconding cop Sanjay Parab who had filed for anticipatory bail before High Court has also withdrawn his application.

This programme (air quality forecast at an all India level) will predict the current level of air quality and its future projections well in advance. This would also help in taking suitable systematic measures to avoid health hazards,” Dr Beig explained. He even added saying that the data will also reveal if air pollutants have an impact on the monsoon. He said, though the Goa Pollution Control Board was monitoring the pollution level in the air it could not come out with actual facts thus restricting it from taking any further measures. “Once we have a year long data, IITM will be in better position to offer different air cast facilities to the respective states,” scientist added. Dr Beig lamented pollutants, such as oxides of nitrogen, carbon monoxide, suspended particulate matter, black carbon and benzene, were a cause for serious concern all over the country. Exposure to these pollutants, he added, leads to problems such as increased respiratory symptoms, hospitalisation for heart and lung diseases and even premature death. Explaining the process of air pollution forecasting, Dr Beig said that a numerical model would be relied upon. A control room would be set up at the IITM and the data would be transferred from all 20 different locations to the control room. Using this data, figures for the pollution level would be calculated.
