Three highway stretches to be re-inspected HERALD REPORTER MARGAO, JULY 12
The National Highways Authority of India and Goa government will conduct a re-inspection of the Porvorim, Chinchinim and Siridao stretches of the NH-17 as the NHAI has rejected the State government’s request to reduce the road width to 35 meters in these three places. Both the NH-17 and the NH4 routes will be finalized within a week’s time after the re-inspection, even as the government maintained that the width of the highways will be restricted to 45 meters in populated areas and 60 meters where

As far as NH-4 is concerned, the team will also inspect Khorlim and Ela stretch of the highway, where around 108 houses are facing the axe if the road is not narrowed down to 45 meters. Uttar Pradesh Minister Nand Gopal Gupta “Nandi” was today injured in a bomb blast apparently targeting him just outside his residence here while two others were seriously wounded in the attack following which police detained five supporters of a rival Samajwadi Party leader. The incident, which sent shock waves in the city, took place at around 11 am when 36year-old Gupta, minister for institutional finance, stamp and judicial tax in the Mayawati government, was going to a temple situated about 60 metres from his residence. As he moved 10 to 12 metres towards the temple, the explosion took place in a moped in which the bomb was apparently planted, Additional Director General (ADG) Law and Order Brijlal said. Local journalist Vijay Pratap Singh and the minister’s personal security officer Sanjay, who accompanied Gupta, were seriously injured in the blast, Deputy Inspector General of Police Braj Bhushan said. They were rushed to the private Jeevan Jyoti hospital, where Gupta was stated to be out of danger. But the condition of the other two, who were admitted in the intensive care unit, was stated to be serious, the DIG said. The explosion was prima facie caused by a device planted inside the two-wheeler which was parked alongside the minister’s vehicle, Inspector General of Police Subesh Kumar Singh said. Replying to questions, Brijlal said in Lucknow that no firing took place during the attack and that they were trying to ascertain the motive behind it. “We cannot say at the moment that the minister was the target”, he said.

Professionals, including doctors, lawyers and chartered accountants, earning over Rs 10 lakhs annually will be required to file income tax returns electronically, the finance ministry said today. Besides, all business entities and Hindu undivided families (HUFs) with a business income of over Rs 40 lakh per annum will also be required to mandatorily file income tax returns in the electronic format, the ministry said. “Now all individuals and the Hindu undivided families (HUFs), who are required to get their accounts audited...are also required to file their income tax returns electronically with or without digital signatures,” an official release said. Under the Income Tax Act, the individuals and HUFs are required to get their accounts audited if the turnover or gross receipts from business exceeds Rs 40 lakh (Rs 60 lakh from assessment year 2011-12) or receipts from the profession exceeds Rs 10 lakh (Rs 15 lakh from assessment year 2011-12). Earlier, this condition was applicable only to companies and
partnership firms. Further, the ministry made it mandatory for all companies to file income tax returns electronically with digital signatures, a move that will facilitate faster filing of I-T returns by India Inc. “It is now mandatory for all companies to file income tax returns electronically in with digital signatures,” a release said. Earlier, companies could file their electronic returns with or without digital signatures. Digital signature or electronic signature does not require physical verification of the signatory. The government had introduced the system for mandatory e-filing of income tax returns by corporates from assessment year 2006-07. The due date for submitting income tax returns for assessment year 2010-11 is July 31, 2010.

Shocking but true, around 45,865 vehicles enter Panjim while 42,145 exit the capital city everyday. The city witnesses heavy traffic jams on a day-to-day basis more so during peak hours, thanks to the lackadaisical attitude of the government in striking a balance between projects and parking facilities. The Goa Police Traffic Cell and the Transport Department plan to ease the traffic situations in the city have so far remained only on paper with no concrete steps being taken by the authorities, sources disclosed. The State annually registers a total of around 60,000 new vehicles, including two and four wheelers, with the Transport Department collecting road taxes worth crores, however, the government has made no serious attempts whatsoever the parking, sources added. “The traffic situation in the capital city is going from bad to

A 38-year-old woman hailing from North Goa committed suicide hours after she was diagnosed with HIV. This woman was admitted in the Goa Medical College at Bambolim with fever on July 9, Deputy Superintendent of Police Deu Benaulikar informed. She was subjected to blood tests in the hospitals on her admission. The doctors Sunday evening told her she was detected with HIV. The woman who is apparently married allegedly jumped off the first floor of the GMC building at 6:30am today. The post-mortem was conducted after which her body was handed over to her grieved family members. Agassaim police is probing the case as suicide.

The State government needs five weeks more to submit final report on the fee structure of private- unaided schools. Advocate General Subodh Kantak told the High Court on Monday that the committee constituted by Directorate of Education (DoE) to look into the issue needs five weeks time to submit its recommendations to the government . The committee was appointed by the government after parents made representations to the department about arbitrary fees being charged by certain schools. Kantak made the statement during hearing of the petition filed by All Goa Unaided School Parents Association (AGUSPA) demanding that the provisions of the Goa School Education Act, 1984 and Goa School Education Rules, 1986 should be implemented in letter and spirit. While Section 19(3) of the act allows schools to have their own fee structure, it must be approved by the government. Under the act it is also provided that the schools must submit their audited statements to the education department before submitting their fee structure for the next academic year. According to AGUSPA some
schools have diverted lakhs of rupees that were collected in the form of donations, tuition fees, development fees, computer hire charges, building rents and under other heads, directly into the accounts of their trusts. This is violation of the Goa Education Act and Rules and money transferred should be retransferred into accounts of the schools and, only then DoE will get a clear idea extend of misappropriation of funds by managements of the schools, submitted the petitioners. The court will next hear the matter on July 13.

Sessions court reserves orders on Mickky’s bail application HERALD REPORTER MARGAO, JULY 12
The South Goa Sessions Court has reserved its orders to Tuesday on the bail application filed by former Tourism Minister Mickky Pacheco in the Nadia Torrado death case. Arguments on Pacheco’s bail application were heard before Additional Sessions Judge B P Deshpande. While Pacheco’s legal counsel Adv Surendra Desai have prayed for bail saying that nothing has come on record showing the involvement of the former Minister in Nadia’s death, the prosecution submitted that Pacheco is further required in custody to recover Nadia’s two mobile phones, passport and the ratol tube. Public prosecutor Sarojini Sardinha said the investigating agency could not fully utilise the remand period to interrogate the former minister since sleuths have to either take him for medical examination to the GMC or were busy with Pacheco’s bail applications. Sardinha said the former minister has not been cooperating with the investigations on grounds of his ill health. While opposing the bail plea, the prosecution said the former minister is released on bail may exercise fear in the minds of the witnesses, adding there’s a strong possibility of tampering with evidence. The prosecution said that Nadia’s missing mobiles, laptop, passport and ratol tube, besides the weapon of assault are yet to be recovered by the agency.
Saying there is every possibility of further destruction of evidence, the prosecution maintained that statements of more witnesses remains to be recorded, adding that the investigating agency need to instill confidence in the minds of innocent people to come out of fear to give their statements. The prosecution said the custodial interrogation of the accused is further required as the former minister has played a major role in the personal affairs and life of the deceased in her medical treatment, due to which her family is under his obligations and area not whispering anything against him and not cooperating with the agency. “Custodial interrogation of the accused is of prime importance to recover the two mobiles, one
passport, laptop and the weapon of assault”, Sardinha added. On the other hand, Pacheco’s legal counsel, Adv Surendra Desai said the investigation agency has till date not made out any case against the accused in respect of 304 and 306 of the IPC. Saying there is no fair investigations and the entire episode is politically motivated, Adv Desai said the injuries on the body of deceased Nadia were not spotted either at the Apollo Victor or Jupiter hospitals and wondered how the doctor from Chennai could give an opinion that the age of the injuries are of 12-16 days without examining the dead body. Admitted that deceased Nadia was Pacheco’s close and intimate friend, Adv Desai, however, sought to know how the former

The Crime branch has attached five mobile phones and three SIM cards belonging to beleaguered former Tourism Minister, Mickky Pacheco since his arrest on Friday last. Making a submission in the Sessions court on Monday, Public Prosecutor Sarojini Sardinha said the mobile phones and SIM cards have been despatched for scientific investigations after their attachment. She submitted that the mobile phones and SIM cards were attached to obtain details of the calls made by the former Tourism minister between May 1-15 – the day when Nadia Torrado consumed Ratol. The public prosecutor said the items were sent to Hyderabad for urgent examination and submitted that the report is expected to come in very soon. She said that the investigating agency could not unearth much information from the former Minister, claiming that the accused has been evasive to the questions and made contradictory statements when confronted with certain facts relating to the case.

Margao Municipal Chairperson Savio Coutinho called the Margao police late Monday evening after some miscreants tried to cut open a water chamber to illegal tap water for vehicle washing. Margao PI Santosh Desai visited the spot after the Chairperson drew his attention to water theft taking place at the traffic island on the eastern side of the Municipal building. The MMC Chairperson said that the chamber was locked to prevent water thefts, but the miscreants came with a cutter to cut open the chamber lock. The sponsor, who renovated and maintains the traffic island, was also called by the Civic body and requested to lodge a complaint with the police to nab the culprits. Coutinho later told newsmen

The Discriminated Teachers Forum on Monday threatened to launch a agitation, starting with a morcha on July 19, if the government fails to pay heed to their impending demands. In a memorandum submitted to the Chief Minister Digambar Kamat and the Education Minister Babush Monseratte the Forum has demanded immediate settlement of their demands. “We are facing genuine problems due top our premature and forceful retirement by the government at the age of 58 and we have made several representations to your office in this regard,” says the memorandum. However, the memorandum adds, “we are sorry to state that till date nothing concrete has been done by your government in the matter and therefore our members who are senior citizens are anguished, disillusioned and demoralized.” “It may be noted that our talukawise meetings have resolved en masse to restart the suspended agitation with mocha on July 19, at Porvorim inorder to press for the settlement of our just and genuine demands,” it says. The memorandum also says that the forum does not want to embarrass the government as the Goa Legislative assembly’s monsoon session starts on that day. “”If the government has any proposal to redress our grievances in the current Assembly Session or the next Teachers Day on September 5, you should convey it to us at the earliest so that we hold back our agitation,” the forum said in the memorandum to the CM and education minister.

Fo r m e r M i n i s t e r, M i c k k y Pacheco’s legal counsel Adv Amit Palyekar has demanded an inquiry into the discrepancies noticed in the Hospicio’s medical report concerning the Benaulim MLA. Palyekar told newsmen after the hearing of Pacheco’s bail application that an inquiry should be conducted to find out who had overwritten on the medical report relating to the former Minister. ‘An inquiry is important to ascertain the people behind the decision to overwrite Pacecho’s blood pressure which was used by the prosecution in the court to raise doubts on the genuineness of the report”, he said. The demand for an inquiry assumes significance given that the Junior physician attached to Hospicio, Dr Iona Barretto has categorically denied that she has not overwritten Pacheco’s blood pressure report.

Final hearing on petition field by Taleigao Bachao Abhiyan (TBA) about a plot (open space) encroached upon by a private builder, has been fixed for hearing on August 9. According to the petitioner, the outline development plan of Taleigao village has shown it as open space earmarked for recreational use. The petition is clubbed with petition filed by Amit Juneja and Sudha Ladha raising the similar issue seeking directions to authorities to take action against the builder to forthwith stop the illegal and unauthorised construction and restore it to its original form. The petitions were listed for hearing before a Division Bench of Justices A S Oka and F M Reis on Monday along with Miscellenous Civil Application (MCA) moved by the petitioners. However, they did not press for hearing on the application as Court fixed the final hearing on August 9.
GC-MS system to help GSPCB in monitoring organic pollutants HERALD REPORTER PANJIM, JULY 12
The introduction of Gas Chromatograph-Mass Spectrometer (GC-MS) system will now help the Goa State Pollution Control Board (GSPCB) to monitor the concentration level of organic pollutants in the environment in better way. The GC-MS system funded by the State government (Rs 44.57 lakh) was inaugurated on Monday at the hands of Environment Minister Aleixo Sequeira. “With the commissioning of the new instrument, the monitoring capabilities of the board have increased. The
GSPCB laboratory can now test water quality for parameters like alkalinity, conductivity, oils and grease, carbon, nitrogen and others,” GSPCB c h a i r m a n S i m o n D’ S o u z a said. D’Souza said that the GC-MS instrument is a combination of two individual instruments-the Gas Chromatograph and the Mass Spectrometer, which has several limitations if used individually. “A combination of two makes it a powerful tool,” he added. The system has two libraries installed in it – NIST library containing details of 1,19,235 compounds and the pesticides
library containing details of 578 compounds. The chairman informed that the supplier of the instrument, M/s Toshwin, has provided inhouse training to the technical staff of the board on the working and maintenance of the instrument. Talking at the inaugural function, Sequeira said that with the commissioning of the new instrument, the work load has increased but the board needs to work it sincerely and apply their minds in protecting the environment. “The State government will provide full support whenever required,” he said.
GSPCB to have its own premises HERALD REPORTER PANJIM, JULY 12
Goa State Pollution Control Board (GSPCB) might soon have their own premises as per their requirements with State government conceding for all required support. Minister for Environment Aleixo Sequeira on Monday asked the board to appoint a consultant to design a building suitable for GSPCB functioning. “You go ahead with the proposal and appoint a consultant, who will design building as per your requirements. The government will provide full support,” Sequeira said. The assurance came after, GSPCB chairman Simon D’Souza pointed out the various difficulties the board has to face in carrying out day today activities in the absence of proper space. The chairman demanded setting up of separate building for the board, which would be designed as per their necessities. “The space presently being occupied (first and the fourth floor of Dempo Tower) is not suitable and not adequate to handle the various types of
the board, efficiently. It was not planned and built to our requirements,” D’Souza pointed out. Explaining the situation, he said that some of their staff members are forced to sit in small cubicles with space just sufficient to accommodate one small table and a chair. “We have several constraints in this place – there are objections from the commercial establishments operating from this building and the association of space occupiers against the storage of laboratory gases, chemicals, solvents etc,” chairman lamented. He also brought to the notice that GSPCB has no proper parking space as well as no space on the ground to set up an Ambient Air Quality Monitoring Station. Earlier, Sequeira assured to look into the report on strengthening of the board, which is been forwarded to the government and the Central pollution control board for approval. The GSPCB in their 97 meeting had decided to strengthen their workforce by appointing more and qualified staff at different levels to perform the various functions.
Three held for assault on security guards at Collem

Collem Police arrested three persons on charges of assaulting two security guards at a mine in Bimbal-Collem on Monday at about 12 noon. Collem Police have identified the accused as Chenappa Verappa Jadhav (25) from Dharwad-Karnataka, Mehaboob Nadaf (40) of Solapur-Maharashtra and Mantesh Gauda Patil (32) of Belgaum-Karnataka. According to Collem Police PI Manoj Mardolkar, the three accused, who are working as drivers at Bimbal mine, asked security guards Ramakant Suresh Gidaye (25) and Padmakar Pawar (24), both from Maharashtra, to open the main mine gate at about 7.30 pm on Sunday. Since the security guards did not open the main gate, the accused allegedly assaulted the security guards with glass bottles and belts. The security guards sustained grievous injuries. Later, the security guards lodged a compliant with Collem Police station. PI Mardolkar, Head Constable Ganpat Patil and other police personnel arrested the trio on Monday at about 12 noon. Collem Police arrested the trio under Section 452, 324, 504 and 506. The accused will be produced before Sanguem JMFC on Tuesday. HC Ganpat Patil is investigating the case under the supervision of PI Mardolkar.

Just imagine when near twoand-half decade of hard work of students in the sporting arena is simply reduced to scrap. Indeed, dozens of trophies and shields won by students of Bethany Convent high school at the State and national level sporting events have been left damaged. Brass component of the trophies and shields won by this school in the village of Sao Jose de Areal was sold as scrap to a Vasco-based dealer after they were burgled by miscreants last week. No doubt, the Maina Curtorim police cracked the theft case with the arrest of an accused, Sanjay Rathod, but the recovery of the stolen items in damaged condition may not be good news
for many, when the trophies were won by the institute over the last 24 years by sheer hard work of the students. School headmistress, Sr Ida Lobo says the school will ask for the return of the trophies from the custody of the police and explore the possibility of restoring the shields to its original condition. “I have no personally seen the recovered items, but our PTA members, who were called to the police station have seen the items”, she said. Sr Ida, however, had a word of praise for the men-in-uniform manning the Maina Curtorim police station. “The police certainly deserves praise for achieving a breakthrough not only in solving our case, but for cracking the Cuncolim Temple burglary case. “Two of the Temple bur-

The South Goa Consumer Disputes Redressal Forum has directed the Margao Municipal Council to produce the authentic copy of the public notice inviting suggestions and objections from the citizens on the controversial City Development Plan. The Forum passed the order following a petition filed by citybased NGO Bailancho Ekvott demanding transparency in the CDP. The Forum has also asked the Margao Civic body to submit a copy of the CDP for its perusal.

A row broke out in a city hotel on late Monday evening whether the meat consumed by the customers was beef or mutton. The controversy threatened to snowball into a law and order problem as a crowd assembled outside the hotel as allegations were levelled by customers that they were served beef when they had ordered mutton. The Margao police rushed to the hotel fearing that the issue might take communal colour by despatching jeeps load of policemen. The customers, who suspected that they were served beef in place of mutton, demanded action against the hotel owner. The hotel owner, sources said, maintained that the meat served to the complaining customers was indeed mutton and refuted allegations made by the latter. PSI Manguesh Naik, who was drafted to defuse any law and order problem said the matter was later resolved by the two parties. He said though the police deployed jeep loads of policemen,

Incidentally, though the 15day period of inviting suggestions and objections expires on July 19, the Civic body has finally thought it fit to display the charts in the Municipality on Monday – seven days after the Civic body set in motion the process to invite suggestions and objections.
Development work had “inflicted the worst damage” to the environment and forests in Goa, Union Minister for Environment and Forests Jairam Ramesh said in Bhopal on Friday. He was speaking to NGOs at the sixth public consultation organised about the Green Mission at the Indian Forest Management Institute in the Madhya Pradesh capital. However, he said, afforestation and re-greening should be taken up on a war footing to make up the loss. Ramesh lamented that he was facing criticism from his cabinet colleagues for allegedly blocking development projects. “I am being considered as ‘Ravana’ for development projects,” Ramesh lamented. Without naming anyone, the minister said he was being considered as a person putting obstacles in the way of development projects. “Our department is being shown as the enemy of development, which is not the case,” he said. In recent months, Ramesh has come under attack from Road Transport and Highways Minister Kamal Nath over construction of highways through forests in Madhya Pradesh, as well as Civil Aviation Minister Praful Patel for “delay” in the environmental clearance of the Navi Mumbai airport.

“You have to believe and have confidence in police,” was the one statement reply by Director General of Police to the Bharatiya Janata Yuva Morcha, on Monday. A delegation of nine members representing as many as 150 saffron men on the streets, today evening demanded the police to take cognizance of allegations made by Lucky Farmhouse, jilted girlfriend of the alleged drug peddler Yaniv Benaim aka Atala. This was yet another step pointing out a total negligence by the Congress-led government, BJYM members came down on streets. Reiterating its main party’s demand, the youth further demanded to hand over the muchtouted police-politician-drug nexus probe to an independent agency. The demands included, “The police-drug peddlers-politician nexus should be thoroughly
probed to eliminate for good the menace of drugs from the Goan soil and thorough investigations be held into the allegations made by Lucky. That, investigation be handed over to an independent investigating agency like CBI.”
DRUG NEXUS PROBE
Lucky had alleged Roy Naik, son of the Home Minister Ravi Naik was also involved in the drug trade and that he often visited Atala’s house in Anjuna. In an interview to local media, Lucky claimed she had evidence to prove that some policemen visited Atala who bribed them on several occasions. Earlier, the BJYM held a peaceful morcha at about 4:15 pm near Azad Maidan after which they had a brief meeting to later meet the DGP. Adequate number of police personnel from Panjim, Old Goa and Agassaim and a
platoon of lady Goa Reserve Police were deployed till the BJP crowd dispersed after 5:30 pm. The two-page memorandum expressed apprehensions on the police investigation alleging the investigating officer tried to botch up the probe to ‘please his masters’. The officer’s name was however not mentioned in the copy. “…It is extremely disappointing and disheartening to note the allegation of politicians also being actively involved in the drugs and related trade here in Goa… Of late the revelations by Lucky have been the centre focus of the case against the six policemen and two important drug dealers (Atala and Dudu),” read the copy signed by its 10 BJYM. With the police probing the nexus case against its own tainted men will fabricate the case results, BJYM claimed this was one of the reasons it was demanding to hand over the case to an independent agency like CBI.

In yet another rap to the Calangute Police Inspector Nolasco Raposo in the suspected sex racket raid earlier this month, Mapusa Deputy Collector asked the police to carry out a proper investigation as the officer failed to prove the rescued girls were involved in the sex racket. Moreover, a panel of members inquiring into the complaints by the victim girls who protested they were illegally picked up from their homes, remarked the Calangute police did not follow the procedure laid down in the Immoral Trafficking and Prevention Act 1956. “…the panel of members who are of the opinion that the action of the Calangute police is unjustifiable as it failed to follow the procedure enlisted under the Act at the time of conducting the raid and victims rescued…” read the order copy released by Dy Collector D M Redkar. Calangute police carried out the raid suspecting prostitution activities in guise of beauty saloon
along the Candolim - Baga belt. It claimed to have rescued 29 girls who were later remanded to protective home in Merces. The ‘rescued’ girls however complaint to concerned authorities that they were not involved in any illegal activities and that the police team arrested them from their homes without explaining any charges. Interestingly, the Candolim health department where the ‘rescued’ girls were subjected to medical examination did not speak about sexual exploitation, was another revelation in the Sub Divisional Magistrate report. The report further lamented that the police failed to prove that the victim girls were involved in sexual activities, as it also failed to make arrests. It bitterly described the raid as illegal, unwarranted and unjustified. Despite this, the SDM seemingly wants to give the police a chance, as the panel nonetheless suggested the police to be cautious while conducting future raids in case of sexual exploitation activities and to follow the ITPA rules.

Mapusa MLA Francis D’Souza has stated that although over two years has elapsed since the completion of Rs 42 crore project of District Hospital at Mapusa, it is yet to become operational. He was addressing the press c o n f e re n c e o rg a n i s e d b y Bharatiya Janata Party (BJP) at Mapusa on Monday. “The people of entire North Goa are being denied good medical facilities by the government. The warranty on the machinery and equipments worth crores of rupees installed in the District Hospital have now lapsed. The government is spending several lakh of rupees every month on maintenance of the building,” claimed D’Souza. “This is nothing but waste of public money. If the government does not start the District Hospital by August 15, then the people of Bardez will launch agitation from August 16,” warned D’Souza. He further said that he had raised the issue of District Hospital in the Assembly Session in 2008 and was given a reply by the health minister that it will be started as early as possible. “When the people took up the matter with the High Court, the government had given an assurance to the High Court that the hospital will go on stream soon. But so far, the government has not taken any initiative to start the hospital,” added the Mapusa MLA.

“The government is only fooling the people by giving false assurances. If the government is unable to get doctors, then why it is building hospitals spending crores of rupees,” asked D’Souza. D’Souza stated that he had suggested to the Public Accounts Committee during their visit to the District Hospital that the government should start the District Hospital with basic facilities available at Azilo Hospital and later they can start the Superspeciality wing. “The morgue section of the District Hospital if made operational would save hardships of the people. But the government does not appear to be bothered about the conveniences of the people,” added D’Souza. BJP President Laxmikant Parsekar said when Vishwajeet Rane became the health minister, the people of Goa had high expectation from him. “The people hoped that he will provide good medical facilities for the Goans. It is now
over three years that he is the health minister, but he has not done anything worth noticeable to improve the health care,” alleged Parsekar. “In my Mandrem constituency, there were three Rural Medical Dispensaries each having independent doctor. Now these dispensaries are functioning sans medical officers. The health minister is busy recruiting public attendants in hospitals from Sattari taluka,” claimed Parsekar. “Hospitals need doctors and nurses and not the public attendants. The Directorate Health Services had selected 7-8 nurses from Mandrem constituency a year ago and these nurses have still not got appointment letters. Vishwajeet Rane has proved that he is not competent to handle the Health Department,” stated Parsekar. Govt to undertake communidade land for afforestation too HERALD REPORTER PANJIM, JULY 12
The State Forest Department will undertake 450 hectares of government forest and communidade land for afforestation, this monsoon. The set target for the year 2010-11 is 450 ha, which includes 150 ha land under Compensatory Afforestation fund Management and Plann i n g A u t h o r i t y ( C A M PA ) scheme amounting to Rs 5060 lakh. “The afforestation is taken up for enriching the existing plantation in the State. The plantation will be carried out in the degraded forest areas of the state,” Deputy Conservator of Forest, Planning and Statistics, Sanjay Waradkar told Herald. Waradkar said that of the total targeted area, 30 ha land is under communidade while the rest is government owned forest areas. The drive that begin in June, will plant species like teak, acacias and other indigenous verities. The department expects
to cover the entire 450 ha by mid July.

The official said that around 7.5 lakh saplings will be planted in various forest department run nurseries. “Last year we had raised 15.3 lakh saplings of which 7.5 lakh will be planted now. For the next year our aim is to raise 12.3 lakh saplings, which would be utilised for afforestation drive,” Waradkar explained. The afforestation drive is jointly carried out by forest divisions like social forestry, North Goa and South Goa territorial units and by research and utilisation divi-
sion. “Social forestry department priority will be plantation of communidade land, while the research and utilisation division will plant medicinal plants over 20 ha of area,” he said. “Plantation of medicinal plants being a gap plantation is carried out in small numbers,” he added. It is been estimated that a cost of plantation, which will also include maintenance, amounts to Rs 30,000 per ha. Whereas department have to shell out Rs 5 behind each saplings. Goa has a forest cover of over 1,421 sq km. of which 33 percent of area is under government forests (1224.38 sq kms) while 62 percent is brought under protected areas of wildlife sanctuaries and national parks, owned by state government.

Malaria rally held
CURCHOREM (HC) — A malaria awareness rally was recently organized by the NSS unit of Smt Chandrabhaga Tukoba Naik HSS, Curchorem-Cacora Municipal Council and the Curchorem Upgraded Primary Health Centre. The rally was flagged off by CCMC Chairperson Maruti Naik near the railway station. After covering a major part of the town, the rally culminated near the CCMC building. Curchorem Health Centre Chief Medical Officer Dr Ganapati Kakodkar appealed to the students to take care of surrounding specially during rainy season so that malaria can be controlled and requested them to help CCMC in carrying out the various awareness programmes. There were new benches, flower beds and hedges that attracted the tourists. But now, the entire place has become a mess. “Some years ago, when I came here, this place was beautiful, but now it has totally lost its beauty,” complained a tourist.
UP trio arrested for thefts at Pissurlem
Acting on the directives of the High Court, the demolition squad recently demolished 20 illegal permanent structures on Mandrem beach. The demolition squad also demolished two constructions of a resort at Junas Wadda. The drive was supervised by Pernem Mamlatdar Bushan Sawaikar, BDO Tushar Halarnkar and Mandrem Sarpanch Mahesh Konadkar. No untoward was reported during the demolition drive, as police personnel from Pernem Police Station were deployed. PWD personnel assisted in the demolition drive.
Bicholim police on Wednesday arrested Bicholim Municipal Council (BMC) Councillor Bhagwan Harmalkar in connection with an assault case. According to reports, Harmalkar on Sunday had allegedly stopped vehicle carrying milk and assaulted the driver and threatened him. The councillor was later released on bail.

It was a befitting recognition of obligation from the villagers of Vagator-Anjuna to the residents of Agonda and Khola, some of whom have been responsible to save the life of a 22-year-old youth from Vagator, in a recent kidnapping for ransom incident. Over a hundred of residents from Vagator arrived in Agonda on Sunday morning along with the kidnapped boy and his family members to felicitate 12 residents from Agonda and Khola, who assisted Goa police to save the life of the youth and subsequent arrest of abductors involved in the kidnapping for ransom. One of the speakers called
for keeping strict vigilance on the activities of Nepalis engaged in tourism and other trades in the State, besides calling for compulsory deportation of these nationals immediately after tourism activities comes to standstill before they are engaged again in subsequent seasons. About 256 people from Quepem constituency were given LP gas stove and two cylinders under Grameen Urja Yojana during a function at Balli-Quepem on Sunday. Canacona residents protest mobile tower work in Chaudi HERALD CORRESPONDENT CANACONA, JULY 12
Residents of residential complex in Canacona gathered on Monday to protest and stop work of an upcoming mobile tower over a residential-cumcommercial building in Chaudi town. Residents were particularly peeved that the builder without their knowledge or concern to their health has permitted a private company to erect and operate a mobile tower over their residential building. “Everything seems to have been done in silence, as none of us were aware about the move until the installation team reached with materials today to erect the tower,” informed one Flory Aguiar. Sources informed that the residents were taken aback on Monday morning when it was noticed that large amount of tower assembling materials dumped inside the building courtyard and was lifted onto the building’s terrace for erection of a tower. Residents, including ward Councillor and Canacona Mu-
nicipal Council deputy chairperson, immediately questioned the installation team and stopped the work. The contractor, who came to install the tower, told the protesting residents that he has all the necessary permits and licenses to carry on the work. But, the residents, who had among them Chaudi ward councillor and Deputy Chairman Dilip Kenkre were in no mood to oblige and literarily forced the installation team to leave the area, who left but reportedly promising to come better equipped with all the permission to resume the work on Tuesday. Umesh Naik, a teacher by profession and resident of the locality, told the installation team that radiations from mobile towers installed in the residential localities can cause serious health problems to the humans, including brain tumour, cancer, etc. Says another resident, Ida Monteiro: “We are lodging a complaint to health officials, Deputy Collector and CMC to intervene and put a full stop to the erection of the mobile tower
and other towers in residential localities.” When contacted, Kenkre, who is also a resident of the complex, agreed that the concerned private company has availed all the required licenses including NOC from CMC. “But I was not aware of residents’ opposition to the move; otherwise I would not be a party to accord CMC’s permission. Now I am strongly with the people and I will propose to the council to cancel the granted permission,” said Kenkre. There is already a mobile tower in operation over another building situated at a stone throw-away distance from this complex reportedly operated by a private company since two years ago, but has seen no such opposition from any of the residents. Taking a dig at the government over the proposed four-lane Tilamol-Curchorem bypass, villagers of Tilamol, Cacumordi and Curchorem on Sunday claimed that the project is taken up not for the benefit of locals but for certain vested interests. Addressing the residents at the meeting at Cacumordi-Curchorem convened to oppose the four-lane Tilamol-Curchorem bypass, Christan and Pednekar alleged that the four-lane proposed by a MLA and notification of which already published is for the benefit of the MLA who is in the mining business. “The villagers will not accept the disastrous plans of the government in the name of development when the truth is that these development plans are drawn by the government with surreptitious motives,” stated Pednekar. “The government is fooling the people by hiding the actual details of this road expansion,” he said urging the villagers that unity is essential to tackle the issue. Rajendra Kakodkar tabled detailed statistics of the traffic along the Tilamol-Curchorem road. “The road from Curchorem to Margao via Chandor is more convenient to the people, as it cuts a distance to Margao by nearly 10 kms and there is no need for the government to widen the existing road by spending public money for the benefit of the mining lobby,” he claimed. “The villagers had opposed the four-lane road proposed in the Regional Plan in four meetings convened by Cacora Curchorem Municipal Council (CCMC),” added Kakodkar. Xeldem ZP member Rosario Fernandes (Marathe) said he has monitored the mining trucks, which are making about 3,300 trips on a given day from 8 am to 5 pm. “If we consider that each truck is carrying 10 tonnes of ore, then the total ore carried per day will be 33,000 tonnes,” added Fernandes. Soccorina Goes warned the people that if the proposed four-lane bypass becomes a reality, then their life will be at a great risk, as accidents will increase and so will be the pollution caused by mining ore spillage.

Speaker Pratapsingh Rane on Monday stated that the earth is getting warmer day-by-day and one of the factors of the ongoing disaster is destruction of forests by human beings. Speaker Rane was speaking as the chief guest at the Convocation ceremony of 4th batch of Round Foresters at Forest Training School, Valpoi. “It’s not only in India that forest is being destroyed, but it also occurs in countries like Indonesia and Malaysia. I was surprised to see oil palms plantations at about a stretch of 600 kms in Indonesia, when I visited this country recently,” said Rane. He further said forest is being cut down and is replaced by oil palm plantation due to heavy demands there. “The effect of hot summer we experienced this year in Goa is itself a testimony that earth is getting warmer day-by-day,” added Rane. Rane congratulated the Round Foresters for successfully completing the one-year training and appealed to them to set a mission that at any cost, they would protect and conserve forests. He also advised top forest officials in the State to organise programme to educate young people about the importance of forests and also advised to distribute plants/saplings in schools, Colleges, etc, especially during Vanamohatsav. He expressed satisfaction that forests in Goa
are protected, as one-third of our forests are sanctuaries. In his speech, Forest Minister Filipe Neri Rodrigues appealed the Round Foresters to keep up the expectation of the forest ministry and the forest department by working sincerely and fearlessly. “Protect your uprightness by giving your bold services to the forest department and Goa state and do not bow down to any kind of pressures while punishing the offenders of the forest law,” he stated. He further said he favours the system or rule ‘the place of posting of any forest officials should be the place of residence so that officials can give commitment to protect forest and wildlife’. Mormugao Municipal Council (MMC), known for its instability, is all set to elect its first male vice chairperson in the present tenure on Tuesday. However, Tuesday’s election to elect new vice chairperson will be the seventh election, as earlier most women councilors have occupied the chair, except Suchita Shirodkar. It may be recalled that fortnight ago, former vice chairperson and BJP Women Wing Chief from Mormugao Rohini Parab had tendered her resignation from the post. MMC chief officer has informed that he has received two nominations from councillors Kashinath Yadav and Seby D’Souza. Most of the councillors have claimed that vice chairperson’s election would be an acid test for Chairperson Shekhar Khadapkar since he has failed to honour the hidden mutual agreement of the council to step down from the chair, after his six-month tenure ended. Khadapakar, who was unanimously elected by all the councilors as the sixth chairperson during present five-year tenure of the council, has failed to honour the mutual agreement among the councilors that he would step down and make way for the new councillor to take over the chair for the remaining three months once his sixmonth tenures gets over. It is learnt that former chairperson Sharad Chopdekar is the front runner to take over as the next chairperson once Khadapkar steps down. “Since most of the councillors have asked me to continue for the remaining three months and with Revenue Minister Jose Philip D’Souza and Mormugao MLA Milind Naik supporting me, there is no need for me to step down,” claimed Khadapkar. “Since Kashinath Yadav has the support of over nine councillors, I will support him tomorrow,” added Khadapkar. The State government has decided to upgrade the Regional Transport Office at the Kadamba bus stand in Mapusa at a cost of Rs 64 lakh. Speaking to Herald, KTC Chairman Deepak Dhavlikar said the traffic in Bardez taluka has increased manifold in recent years, which had also added to the workload of the Mapusa RTO. “Several hundred people visit this office everyday and the existing space cannot accommodate all people. Since the existing space becomes insufficient, the government has decided to upgrade the office and make it more spacious for the tax payers,” said Dhavlikar.
He also admitted that the present bus stand is plagued by a number of problems. “The existing bus stand gets flooded during monsoon. Also, we have received complaints about bus congestion during peak hours. Since the number of buses leaving from KTC bus stand has increased, the need of the expansion of bus stand has arisen.” “Since there is no space for the expansion of KTC bus stand at the existing location, the government has decided to shift the bus stand to new location.” “The Government plans to shift the existing KTC bus stand to a new location and the process of acquiring about 20,000 sq mts of land for the project has already

In this respect, Bailancho Ekvott President Auda Viegas has written letters to the Chief Secretary, IGP, Collectors, SDMS and all SPs to create awareness amongst those involved in rescue to follow the proper procedures as laid down in The Immoral Traffic (Prevention) Act so that those involved in the exploitation of women are brought to book. Viegas said the NGO has noted that on more than one occasion that the police has not been following the laid down procedures while conducting raids on premises or persons indulging in commercial sexual activity. “We have observed that any NGOs is very rarely a part of the raiding party which is mandated by the Immoral Traffic (Prevention) Act. It appears that the police are determined to embarrass the victim girls and do not take to task the procurers, traffickers, clients, premise owners nor those surviving on this prostitution trade. It appears that there is no will to prevent its recurrence”, she said. The NGO said the system of conducting raids on those involved in this trade to curb the same are yet to be put in place. “The convictions in these activities are rare because the investigations are improperly and haphazardly done. Army challenges order on Brigadier's Kargil role PTI NEW DELHI, JULY 12
The Army today said it will file a review petition against the Armed Forces Tribunal (AFT) order to correct the records of the 1999 Kargil war following allegations by a Brigadier that the battle accounts were fudged. The petition is likely to be moved in the next couple of days. "The Army has decided to file an appeal in the AFT in the Brigadier Davinder Singh case. The Army records show that there is no reason to correct them, as they are based on battle performance reports filed by other senior officers," an Army officer in the headquarters here said. The AFT, which deals with legal disputes of the Armed Forces, had in its May 27 order, on a plea from Davinder Singh, then 70 Infantry Brigade Commander, asked the Army to expunge his Annual Confidential Report(ACR) written by his superior Lt Gen Kishan Pal and also

"The Army will in a day or two file the review petition asking the AFT to quash the part with respect to the AAR and Kargil Account, but would not challenge the expunging of the ACR written by Lt Gen Pal," the officer said. The officer also sought to counter some of the contentions of Singh reported by a section of the media. Regarding Singh being recommended for a Mahavir Chakra for the Kargil battle, the officer said none of the records with the Army suggested that he was ever cited for the war-time gallantry medal.
Hurriyat faction leader behind J&K protests PTI NEW DELHI, JULY 12
An activist of the hardline faction of the Hurriyat Conference has alleged that his organisation was involved in organising and funding stone pelting in the Kashmir valley. Shabir Ahmed Wani of Narbal in Central Kashmir was arrested last week after security agencies had intercepted his telephonic conversation with Ghulam Mohammed Dar, a former Hizbul Mujahideen militant and now District President of Hurriyat faction led by Syed Ali Shah Geelani. According to Wani's interrogation report, prepared by security agencies, he told the interrogators that Hurriyat organised the public protests and also spent money to motivate many of the youth in the forefront of such protests. The agencies claim that Wani had confirmed that he had spoken to Dar last Wednesday during which the latter had suggested that at least 10 to 15 people should get "martyred" during a procession in the Budgam district.
Woman killed in stampede PTI SURAT (GUJ), JULY 12
An 68-year-old woman was killed and ten others injured in a stampede at an annual function in the Arabic University here, police said today. The incident took place late last night in Zampa Bazar area where the convocation cermony was on, they said. According to the police, a large number of people from Bhora community had gathered on the occasion to get a glimpse of their religious leader Sayeedna Mohamad Burhannydin who was the chief guest for the function. This led to a stampede as the venue lacked the capacity to accommodate a big crowd, they said. Rabba Shiakani, hailing from Jamnagar was injured in the stampede with ten others, police said. The woman later succumbed to her injuries at the Bhurhani hospital where she was rushed for treatment, they said adding the injured have also been admitted to the same hospital.

Chief Metropolitan Magistrate Kaveri Baweja disposed of the application filed by Gupta after the prison authorities claimed that they were not indulging in any kind of harassment and were only carrying out routine searches in her ward. Army de-mines farmland along LoC PTI JAMMU, JULY 12
A major chunk of agriculture land along LoC which was left abandoned following mine laying activity during Kargil war and Operation Parakram, has been de-mined by the Army, bringing cheers to farmers in border areas here. "Army has de-mined 14742 kanals (1,842 acres) agriculture land falling close to Indo-Pak border in Jammu and it has been handed over to border farmers through the state government," Deputy Chief Minister Tara Chand told PTI. "De-mining operation is on to clear rest of the agriculture land," Chand, who took up the matter with the Army and Defence Ministry, said. Giving a break up, Chand, said 13,871 kanals (1,733 acres) of land, which was mined during Kargil war and Operation Parakaram, was demined besides 871 kanal (108 acres) of 1971 Indo-Pak war mined land.

Opposition parties today forced repeated adjournment of the Andhra Pradesh Assembly demanding that the government constitute a House Committee to probe into the illegal mining of Barytes in Khammam allegedly by kin of former Chief Minister Y S Rajasekhara Reddy. TDP members stormed the Speaker's podium demanding constitution of the House Committee even as the government rejected the plea. Deputy Speaker Nadendla Manohar, who was in the chair, adjourned the proceedings twice as the TDP members persisted with their demand. The illegal mining of Barytes ore in Khammam district was raised by CPI member from Kothagudem, K Sambasiva Rao,
who dubbed it as a larger scandal than the illegal mining of iron ore in Obulapuram on the AP-Karnataka border. "Illegal mining of the valuable Barytes ore is being carried out in 1.37 lakh acres and the former Chief Minister YSR's son-in-law Anil Kumar and brother-in-law Ravindranath Reddy are involved in it," Sambasiva Rao alleged. Mining Minister B Srinivasa Reddy, who is also a close relative of YSR, refuted the allegation and said the mining activity was being carried out by stateowned AP Mineral Development Corporation. "The private company Rakshana Steels is limited only to transportation of the mined ore," he said. This, however, did not satisfy the CPI members who were joined by their TDP colleagues
in demanding a House Committee for a detailed investigation. With Opposition members rushing into the Well of the House, the Deputy Speaker adjourned the proceedings twice but as peace did not return, he adjourned the House till 5 pm. The TDP members then staged a sit-in demonstration outside the Chief Minister's chamber raising slogans demanding that the government immediately stop the illegal mining activity and save national wealth worth Rs 10 lakh crore. Earlier in the day, the Praja Rajyam Party forced an adjournment for 15 minutes demanding an immediate discussion through an adjournment motion on Polavaram irrigation project and securing national project status for it.

Time to bring in technology?
he winner of the FIFA World Cup football 2010 may have been Spain, but the real champ was ‘Paul the psychic octopus’, who finished the tournament with a 100 per cent record. The two-year-old undersea creature that lives in a German aquarium became an international celebrity after correctly forecasting all of Germany’s results by picking a mussel from one of two containers in its tank. It has, unfortunately, given superstition a big boost worldwide. This World Cup was also South Africa’s triumph, even though the host nation failed to make it beyond the elimination rounds, and the entire continent exited when Ghana lost a heartbreaking cliff-hanger quarter-final to Uruguay. It is almost unanimously judged the best World Cup ever. All the fears about inadequate infrastructure and violent crime were unfounded. The football was somewhat dull in the elimination rounds, but the knockout stages more than made up for it; except the final. South Africa brought its own flavour to the World Cup in so many ways, though its defining symbol will remain that loatheit-or-love-it traditional trumpet, the vuvuzela, and its insistent, irritating drone. The rainbow nation hosted the biggest party on earth, with no crowd trouble. The tournament also saw the return of Argentinian footballing legend Diego Maradona, this time in a new avatar as a coach. Overcoming all his cocaine addiction and alcoholism, he showed his class by putting together a flamboyant and fluent football side. Maradona’s Argentina made it very stylishly to the quarter-final, but then crashed out. His sideline antics as he urged his lads on were as much of a joy as his magical runs during his playing days. As happens at most World Cups, a new batch of players showed their genius, while many of the established stars failed to shine. Winner of the Golden Ball, Uruguay’s Diego Forlan, was the only consistent converter of set pieces in the tournament, with five dazzling goals. Winner of the Golden Boot, Germany’s Thomas Mueller, had five goals and three assists. He was also named best young player. The tournament brought two teams that had never won the World Cup to the final, and the best team won. Spain, seen always as football’s greatest chokers, have now established – after becoming the first team since 1974 to win the Euro and the World Cup – that they’re as good on the field as they are on paper. However, the match – which saw British referee Howard Webb show a record 14 yellow cards, including two to sent-off Dutch defender Johnny Heitinga – underscored the perils of depending completely on one referee to police a game that has grown faster, more energetic and more aggressive over the years. Webb miserably failed to control the game, played extremely aggressively by both sides. He had to suffer the mortification of being booed by all the Dutch fans as he was conferred his commemorative medal. Of course he made mistakes; but referees are only human, and one cannot expect them to be perfect. The question is whether they need help. This could be in the form of technology through sophisticated line detectors, assistance from a off-field referee who has access to television replays, or by the presence of more assistants on the sidelines to watch for infringements. Other sports, like tennis, cricket and field hockey use technology, in various ways and to different degrees. Traditionally, FIFA has been against use of technology. TV replays, it says, hold up the game and take out the human factor. But, after a series of major errors in the earlier matches, football’s governing body has promised to consider the use of technology for the next World Cup in Brazil, in 2014. It must do this; the stakes are now just too high for glaring errors to be committed again.
India Census: One Step Forward or Backward? Caste system and its politics are medieval malpractice to bully the uneducated, asserts Caetano De aBreu

ith the arrival of the 21st century, one would expect drastic transitions on the mindset of the Indians with the ushering of the promised future. That it would make the world stand up and listen to the voices which earlier were those of the downtrodden, but are now creating ripples in the economic, creative and social forum. Alas, leaving aside the imposed glamour, the same is a poignant lesson in fantasy and ridicule as Indians by and large are still vociferous and adamant about continuing their lifelong practices and traditions with the embodiment of modernism waylaid to bring forth that absurd rhetoric about who is the best and who is not, to sanctify that obnoxious caste system which is doing nothing good for India except that it is reverting back to stone age solutions. The Census is a must for the government to rule the Country (with all the lurching evils) by assorting all sorts of data for development to take place unhindered. The Country can then march in the right direction with the exception that the same Census is erratically undertaken with the introduction of that malicious caste system which is divisive and derogatory in context when unity in diversity and goodwill amongst the fellow Indians could have been brought forth. I say unity in diversity, as India consists of various type of populace with its own language, traditions, usages, and habits, which should not be a deterrent in grander schema of things. India has changed for the better in terms of economic stability and all-round development. But in day-to-day routine, the mindset remains as stoical as ever, with not an inch to brighten the outlook which retraces back to their age old ancestry. India values its Caste System brought to our land by the Aryan invaders, although it can be firmly assured that it was never of its own. Nevertheless, they adopted that vile system to suit their purpose and convenience by imposing the rituals over the lower caste (where even a wild animal could be vexed over the ignominy) so as to maintain the status of the higher castes and nothing for themselves. India entrenched its caste system within the social fabric for well over a millennia accepting the whims of the kingdom ruled through vested interests and never diverting from the mainstream

However, democratic politics in modern India which otherwise should have been the agent of progressive change is just ushering the opposite by keeping the classes of ST, SC, BC, and OBC stifled under their thumbs with no outlet to vent their ire nor to display their inherent talents. And, to aggravate the matter, the bigots in their own system, are suppressing still further the aspirations of the people with imperialistic attributes which are making mockery of the governing system. No person can dispute the need for the State to help the economically backward. But when the same is based on the caste factor, it strengthens the regressive force in the Country regardless of all the work undertaken by the founding fathers of the Constitution to eradicate the Caste syndrome for the Nation to progress in a free and transparent society. It is to be delineated that caste politics have exploited the virgin and honest minds of the people to grab dominion by electoral arithmetic of the powers that be, in variant hues of degeneration although our Constitution clearly lays the emphasis to outlaw caste discrimination.
However, now with caste analogy included in the Census, the ghost of the past is coming in full force to haunt us again. It is to be analyzed that by including one’s Caste in the Census, the Government is encouraging increased demands for reservations which will create a greater social divide, and no genuine human intention can ever revoke the same. It is a betrayal of all that the Constitution stands for, just for the sake of the political survival of the hamstrung who care two hoots for the people who elected them and who continually faithfully elects them. These hamstrung political gimmicks are brought forth by the Yadav Troika sullying the cow belt of India and who are capitalizing on political expediency out of their own exigencies. Or else, how can one explain the existence and sheer dominance of Khap Panchayats and its malign intent sowing within the Gotra (patrilineal clan that traces lineage to a common ancestor to make me wonder if by chance Adam is involved) of the northern belt where predominance is given to Jots and other evils? If it is not a Caste prerogative then what it is? We already had the Mandal Com-
mission, the most blatant format of social engineering. Can we afford now the aftermath of Mandal-ll which could be in the offing? In 1931 the British Government initiated the India Census to aggrandize their divide and rule policy thus the Castes were mentioned. And, when the same was consolidated to get a better pie from the British chart, it was found that it was worth belonging to the upper caste rather than be left behind which in contemporary circumstances is just the opposite as the Government in its drive to alleviate the plight of the underprivileged, is equally giving an impetus for the others to carve a niche for themselves as members of the lower class when they are not, thus leaving the actual needy in the lurch. The inclusion of Caste criteria do not bide well in the general ambience of things as the Caste system should be shunned upon if we are talking about equality, fraternity, and justice for all. It is to be noted, that economic success is not reliant with the caste quantum, as one’s own aptitude, attitude, and adequate education is sufficient to make a profitable living, bar caste baggage which is hindering one’s road to progress. Luckily we in Goa, are not hampered by the Caste quotient as Caste is a has been, nothing less and nothing more, thus in our daily grind we are not bothered about that caste baggage and other infirmities. What we are concerned with, is how to live life in relative comfort through hard work and not bragging and loud-mouthing about our Caste credibility which is obnoxious in the present context. Thus I say, if India should attain what it aspires for, it should take that high road in abolishing the Caste system which is nothing but medieval malpractices. Nevertheless can India do it, when the equation of coalition compulsion is playing havoc amongst the level headed politicians and when the politics of power grabbing is at stake? Caste politics is an exercise to bully the uneducated to cast their precious vote and bring those vile elements back to power. India through the Caste census should be brightened by disallowing that practice if we at all want to see the changes that we seek, and for that basic education from any Academia or home will do, is that asking for the sky?

he flags were flying, the drinks were flowing, and the bets were on (illegally). It was World Cup time, and that means football saturation as the beautiful game dominates screens everywhere, from family living rooms and shops to huge outdoor venues and packed expat pubs. The start times for this year’s games – in South Africa – allowed fans to enjoy the World Cup as it should be, in the company of a crowd of hollering football faithful, rather than home alone in the middle of the night with volume barely audible in deference to sleeping non-fans. For some, sports bars were the favoured venues; from outdoor fan zones to slick pubs, these top venues were the ‘in thing’ to enjoy every moment of football triumph and heartbreak. All over the world, celebrities, fashionistas, models and ordinary people alike flock to big screen TV venues to catch the spirit of football. Brewers and distillers from all over the world promote regional specialty spirits to football revellers at hotshot pubs; with big screens and small shots! Most sports bars across the world lure audience by “most TVs per square metre of floor space”. They turn the tunes down and
the TVs up for the World Cup. Undoubtedly, they are the point of origin of many a post-game hangover, as they give free tequila shots with every goal. Sometimes, wearing a football jersey also gets you a free drink. Poolside? For some this is an attractive option to poky pubs. They show all the games along with a buy-two-get-one-free happy hour, serving a range of hot and cold snacks designed with a World Cup theme. They have specials to coincide with some matches, like Mexican Tequila, Argentinean wine, Scotch Whisky, Sake, pubbrewed beer, etc. Supporters of England, the United States and Australia usually throng pubs, but the same cannot be said for fans of other nations, many of whom settle for the smaller screens of affiliated restaurants. Supporters of Germany cheer: “Die Mannschaft” at old German ‘biergartens’, which are packed out when the national team plays. Innumerable Tequila festivals do the rounds at venues, to educate consumers about Tequila and how to enjoy it ‘responsibly’. Big screens and small shots toast triumphs and soothe the pain of defeats.

During one of the most eagerly anticipated games of this year’s World Cup – England vs USA –many pubs offered special promotions for the big game, co-sponsored by the South African, British and American Chambers of Commerce. Tequila is the new fashionable white spirit globally, which replaced vodka, just as vodka replaced gin a decade ago. Undoubtedly, Feni could be a global rage if Goa gets its act together…

Need cleaner play Rodney de Souza, Assagao The month-long FIFA World Cup 2010 Africarnival, which showed 64 matches between 32 nations at 10 stadiums in South Africa, was well organised by the host country. The stadiums were top class. The side attractions were amusing and even the Vuvuzelas –fun for some and nuisance to others – came to be accepted. There has been a great improvement in the level of football as far as speed, power, dribbling and long distance scoring are concerned. But the game had some negative aspects as well. There were glaring lapses on the part of referees and their assistants. The need to have assistance from modern technology and a referral system is now greater than ever before. Players also had complaints above the new ‘Jabulani’ ball from Adidas, which foxed experienced goalkeepers. Above all, it was sad to watch players kicking, tripping, pushing, pulling and elbowing their opponents. Football competition and pace of play may be feverish, but such physical acts cannot be accepted as part of the game.

Many other famous businessmen prefer to operate from the UK, but stash their cash in Switzerland. Some weeks ago, it was reported that educational aid sent by the UK had been unwisely distributed, being spent on cars and other luxuries by persons in authority. But did you know that all UK government pensioners have received no increase in their pensions this year, nor have people with works pensions, owing to recession?

Issues relating to the Muslim community – like ‘fatwas’ issued by Islamic clerics, the veil of Muslim women, the marriages of Muslim men, a Kabrastan being denied to Muslims – have become so common that they are now a part of entertainment and a way for the media to increase its marketability. Like it or not, we are in the limelight. It is not difficult to target the community. The Muslim voice is almost always heard only in the context of problems. Owing to these long-debated issues, Muslims themselves have come to think that they are the ones who are oppressed and being denied their rights, which is not always the case. Because of this, non-Muslims begin to think that the Muslim community is a crybaby, is selfish and less patriotic. A wall is gradually being created within the society, and Muslims get alienated, both by the image they create for themselves as well as by the hard-line elements that are all-out to demonise the community. This kind of development in society leaves long term impacts on children. It becomes increasingly difficult for kids to grow with the right attitude, as they may not be able to mix well owing to the biases and divisive forces that exist everywhere. Consequently, our children are growing up with a lot of unnecessary preconceptions that hamper the growth and integrity of our society, and are huge obstacles on our way to national growth. My only hope is that things can be much better for us, if we see ourselves and others see us, as a part of a larger collective. Let us be Goan, and be Indian, while still practicing our own religion. Prices for everyday commodities have risen beyond the means of retired people, as well as underpaid workers. So I beg the question of all Indians, why, when you take British taxpayers money in the form of government aid, do you treat us with such contempt? Why do you change the visa rules and make us leave for two months before returning? The reasons we hear in Goa are that you do not want us moving around the country and re-entering at will. David Headley was a Pakistani-American who changed his name only months before he came to India. He did not fill in his visa form correctly and excluded pertinent facts that the Indian Consulate failed to detect. There has been an exodus of expats leaving Goa. Many more will follow. Your fast waning glory of a beautiful Goa has been sullied by high crime rates and deaths, corruption at all levels, garbage problems, all of which have never been dealt with during the past eight years I have lived here.
The writing is on the wall for Goa, the internet and the media across the world is watching you and how you tackle this situation. The common man must speak up. Be brave. Have your say before it is too late, and fishing is the only thing left to make your livelihood.
Goa’s population Peter Andrade, Vasco The Directorate of Health Services put an advertisement in the newspapers on population growth with the caption: “How far is Goa from these scenes?” Goa’s has the lowest birth rate in the country, at 1.71 births per family. Our population is reducing by birth, but increasing rapidly by the influx of migrants. True Goans need to laminate this advertisement and hand it over to the so-called ‘patron saints of migrants’. Goa is the only state where comunidade land is freely available to migrants, with perks like ration cards, passports, election cards, driving licences, hand cart licences
et al. The only return gift for this freebie party is to press the button of the patron saint on polling day.
Teachers’ plight Jose Pereira, Margao Anand Dessai of Panjim says that “The teachers of all the private schools in Goa were brought under Grant-in-Aid and given all the benefits of Government employees” (‘Why are teachers fighting?’, Herald, 10 June). This is absolutely false. Teachers don’t even get half the salaries he is talking about! Sixth Pay salary is out of question. There is no provision for retirement and no pension, in spite of government rules. So why is he talking rubbish? Is the Education Department at least aware of this? I would request Anand Dessai to first visit private unaided schools situated in the heart of the Margao, and enquire from the teachers what the reality is, before writing to newspapers.
Now hunger strike Julius Carvalho, Dubai Unfortunately, successful though it was thanks to Goa’s private bus operators, the 5 July Bharat Bandh did not reduce the price of petroleum products. The BJP and its allies have no new strategy to force Prime Minister Manmohan Singh to reduce it. So also, the promise made by Chief Minister Digambar Kamat to reduce VAT on petrol and diesel lies unfulfilled. Now the BJP and allies must martyr themselves for the ‘aam admi’. Leaders like L K Advani, Nitin Gadkari, Murli Manohar Joshi, Bal Thackeray, Sushma Swaraj, and all Goa BJP MLAs and leaders should sit on an indefinite Fast unto Death. This will not only save crores of rupees, but deliver the ‘aam admi’ from hardship on account of bandhs, as well as force the puppet ruler of our country to reduce the prices of petrol, diesel and LPG. Paths of Wisdom Struggle In Life A man found a cocoon of an emperor moth. He took it home so that he could watch the moth come out of the cocoon. On that day a small opening appeared, he sat and watched the moth for several hours as the moth struggled to force the body through that little hole. Then it seemed to stop making any progress. It appeared as if it had gotten as far as it could and it could go no farther. It just seemed to be stuck. Then the man, in his kindness, decided to help the moth, so he took a pair of scissors and snipped off the remaining bit of the cocoon. The moth then emerged easily. But it had a swollen body and small, shriveled wings. The man continued to watch the moth because he expected that, at any moment, the wings would enlarge and expand to be able to support the body, which would contract in time. Neither happened! In fact, the little moth spent the rest of its life crawling around with a swollen body and shriveled body and shriveled wings. It never was able to fly. What the man in his kindness and haste did not understand was that the restricting cocoon and the struggle required for the moth to get through the tiny opening was the way of forcing fluid from the body of the moth into its wings so that it would be ready for flight once it achieved its freedom from the cocoon. Freedom and flight would only come after the struggle. By depriving the moth of a struggle, he deprived the moth of health. Sometimes struggles are exactly what we need in our life. If we were to go through our life without any obstacles, we would be crippled. We would not be as strong as what we could have been. Give every opportunity a chance.

Value education By ruI da gama s the Right to Education Bill has recently been passed by our Parliament, it is our duty to make sure that every child receives a good education in life that will help them be respectful members of our families, our Community and honourable citizens of our State and Nation. Every child means and includes orphaned and street children, children used as bonded labour, in homes as servants, as waiters in restaurants, in factories, differently able children, children in remand homes and jails, etc. And as schools and colleges have just started here in Goa, it is our duty to start looking for children who are not admitted in schools so far, and the reasons why they are deprived from their basis fundamental right to education. After all, our Children are our future, the future leaders some who will be Ministers, some will be Presidents, Governors, PM, CM, Major General, IPS Officers, Directors, Doctors. Lawyers, Scientists, Traders, Drivers you name it. And if you all wish to add to the list, it will be our sole responsibility if some turn out to be bad and become conmen, crooks, corrupt, robbers, criminals, cheats, rapist, murders, lunatics, terrorist, suicide bombers and members of the underworld. It is we who are responsible for what we give to our Children, and so we can expect to receive from them only what we have given to them. Nothing more, nothing less. We the adults are the role model for the children upbringing and education. Let us now consider the value of our own education as adults, parents, educators, ministers, rulers, guardians, to qualify as their leaders. Modern value education is based on how much money parents are willing to spend on the Qualifications and Decrees obtained by their Children. Hence, the present Higher Education is only for the rich, and the poor cannot afford it. I once heard a Minister talking about value education wherein he informed the children / students that the free computers given to them had cost some thousands of rupees and they must make good use of the money value spent by the Government of Goa in educating them. There is no doubt that academic qualification is one part of Education. But the major part of it is human behaviour and character development And certainly the value attached to the major part of Education cannot be compared with money or money spent on education of a child. And it definitely cannot be compared to the value of a computer or laptops, since Education is a Moral Value. Education begins at home within the family. We have to be compassionate to those parents who have not received the type of moral education neither the qualifications in educating their children. Such parents need to be guided on moral values for the upbringing of their children through the Parent Teachers Association, Community welfare teaching, etc. Blaming the teachers, principals, schools and colleges solely will not help, as every adult has a role to play in education. And, education should never stop even if we are old, as there is ample scope to improve our moral values, our manners, our minor curtsies, our behaviour pattern, to have high social standards and family values. There is so much to learn. I am still a student learning every day and growing, only minus my daily attendance in any school or college. At present we have plenty of Qualified people with Degrees passed out of so-called reputed Colleges and Institutions. But we cannot vouch for the pattern of their qualified behaviour, with the exception of those who are selfless in their personal ambitions in life. Such people who would put others before themselves are few in number. We are qualified and educated to be self-centered in life. We have also qualified to believe in: Me, Myself, my Family and to forget about others. We qualify to amass material wealth for our family and our children, least releasing that the children will misuse the wealth as they get it easily without working for it. And that this misuse of material wealth, which will in turn corrupt them and the society. Rather than teaching our Children the dignity of labour, we fund their high profile lifestyles which only corrupts their values. It is not the money which maketh a man, but his character. Character development is Education. Hence, our entire education system is partly a failure. Students and Children are already stressed out competing with each other, about who will get the highest marks or who will stand First and who will be second and the third. Some Children are already bored with life, that they do not want to study in a system of Qualification only, but they want something practical to be happy in life. I feel sorry that some are even committing suicide or that suicidal thoughts are disturbing them. Why do we want to make our children compete with other children. This is a form of Child Abuse. Each Child is unique and each one is created different from the other, with different and unique talents, likes, dislikes gifts, which can be used for their benefit and for the good of others too. There is no substitute to dignity of labour. We cannot help our children qualify only to enable them to buy food, shelter, cloths, cars, properties and buy certain lifestyles and join fashion shows. Their lives mean much more than what this materialistic world can give them. Education all about is family values, social ethics, good manners, cultural values, community feelings, selfless interest, human rights, compassion for the needy, etc., where God is first, another man next and me last. Is our education based on selfless service? Our present trend is to create selfish individuals, selfish families, selfish citizens and selfish Communities, only to amass material wealth. Our children can not be passed out as qualified adults who will always be greedy for more and more and will never be satisfied nor have the joy of living a contented life. Alternatively, if we change the education system to build individual character, we will build a welfare society with high moral standards and a welfare State. To have a welfare State, we have to educate ourselves and our children with high moral standards who in turn will choose leaders with character to lead our State and Nation. If we do not have good leaders to elect as our representative in State Assembly, Parliament, or local bodies, it is because our education system has not considered that qualification is only one part of education. And all moral values and education begin at home. We as a Community, all have a Social Responsibility to change or improve the system. If we have something good, we should speak it out, come and take part, and learn from other people’s experiences but never say it is enough. It all begins with us when we ask ourselves what we can do for others, specially the children. Can we as adults improve in our behaviour for the sake of our children? If Children are the next World, we as Parents, teachers and adults should be the role models of Character for them. What is the use of all our money and material wealth, if our Children do not have the joy of life and if we do not care for their future? It begins with educating ourselves and continuing to learn. SC allows M’rashtra to amend suit over boundary dispute PTI NEW DELHI, JULY 12
The Supreme Court today allowed Maharashtra government to include additional grounds in its lawsuit over the boundary dispute with Karnataka filed in 2004 challenging the ceding of pre-dominantly Marathi-speaking areas to its neighbour. A Bench of Justices J M Panchal and A K Patnaik granted four weeks to Maharashtra to amend its suit filed on March 29, 2004, in which it had challenged the inclusion of 865 Marathi-speaking villages in four districts of Belgaum, Karwar, Gulbarga and Bidar to Karnataka. The Court said Karnataka government will have to file its response within eight weeks after the amended suit is filed. Senior advocates Harish Salve and Vinod Bobde, appearing for Maharashtra, submitted that some basic and settled principles like wishes of the people and linguistic criteria were not followed when these districts were ceded to Karnataka.

I will ask him to spell out his relationship with the veteran jurist," AICC general secretary Digvijay Singh told reporters here. On Gadkari's refusal to apologise for his remarks that Afzal Guru was like a son-in-law for the Congress, he said he did not want to give any importance to someone making such "non-serious" comments. Defending his remarks, Gadkari said in Kolkata yesterday that there was no question of his tendering an apology over the issue. Singh, in-charge of Congress affairs in Uttar Pradesh, also asked the BJP to explain its ties with the killers of former Prime Minister Rajiv Gandhi. "Advani was at the helm for six years but he did not hang the killers of Rajiv Gandhi. Will the party explain its relationship with them?" he asked.
Maharashtra Legislative Assembly today revoked the suspension of four MNS legislators, who had allegedly assaulted Samajwadi Party MLA Abu Asim Azmi for defying their leader Raj Thackeray's diktat of taking oath as members in Marathi. Minister for State for Parliamentary Affairs, Bhaskar Jadhav, moved the resolution seeking revocation of the four year suspension. The House passed the resolution by a voice vote. The four MNS MLAs Shishir Shinde, Ram Kadam, Ramesh Wanjale and Vasant Gite were suspended from the membership of the House for a period of four years on November 9, 2009 for assaulting Azmi when he was taking oath as member in Hindi. Jadhav said MNS group leader Bala Nandgaonkar had given a
letter apologising for the incident and promised good behaviour by the four MLAs. Nandgaonkar has assured members that such an incident which lowers the dignity of the House will not happen again, he said. Leader of Opposition Eknath Khadse demanded that the Government explain the "package deal" that took place between the MNS and the government for facilitating revocation of the suspension. Khadse was joined by BJP leader Sudhir Mungantiwar, who alleged that the government was indulging in "political blackmailing". Mungantiwar said he had submitted a notice of breach of privilege against the government 10 days ago along with a CD comprising Thackeray's statement that he had to take certain decisions to ensure that the suspension of his MLAs was lifted.

Lord Jagannath's rathyatra, the 133rd edition of which is scheduled on July 13, has been a tradition for over a century in the city and has in recent years become a symbol of communal harmony with people of all communities participating with equal enthusiasm. The 14 km route of the rathyatra passes through communally sensitive areas of the city like Kalupur, Prem Darwaja, Delhi Chakla, Dariyapur and Shahpur, which have witnessed incidences of violence in the past, with instances of slogan shouting and stone-pelting during rathyatra. But over the past 25 years, the journey has been more or less peaceful, said Congress MLA from Shahpur area Gyasuddin Sheikh. Two suspected members of the banned SIMI, including an accused in the conspiracy to blow up Kolkata's Howrah bridge, have been arrested here on the eve of Lord Jagannath's Rathyatra for which security has been beefed up in the city. Abu alias Abdulvali alias Abdufakir Siddiqui (34) and Hasibraza alias Samim Sayyed (43) were arrested from near Prem Darwaja area yesterday, police said today adding that they had received a tip-off that the two were in the city for the last several months. A revolver, 20 live bullets and an air gun have been recovered from the duo, Deputy Commissioner of Police (DCP), Crime, Himanshu Shukla told reporters here. "Hasibraza hails from Patna in Bihar and is an accused in the conspiracy to blow up Howrah bridge in Kolkata. He also has number of cases registered against him for anti-social activities," Shukla said. since then, people, from both the communities, Hindus and Muslims, have come together to maintain peace in sensitive places," Sheikh told PTI. A 6.2 magnitude earthquake struck Chile's mine rich north, the US Geological Survey reported, but Chilean officials said there were no reports of any damage or injuries. The quake was centered 49 miles (79 km) east northeast of Calama, at a depth of 61.5 miles (91 km). It hit at 20:11 local time (OO11 GMT) yesterday. ''It was a quake of medium intensity. It caused some consternation among residents, but there are no reports of any damage,'' Johaziel Jamett, head of the early warning center at Chile's state emergency office Onemi, told Reuters. An official at state copper giant Codelco, the world's top producer of the red metal, said there was no damage to the company's northern installations. A huge 8.8 magnitude earthquake hit south-central Chile in February, killing at least 500 people and causing massive damage.

Japan's ruling party, mauled in yesterday upper house election, faces an uphill struggle to win new allies to back its policies to cut back huge public debt and probably bitter infighting over whether the premier should quit. Voters dealt Prime Minister Naoto Kan's Democratic Party of Japan a stinging rebuke in the election, depriving the DPJ and its tiny ally of a majority less than a year after the Democrats swept to power with promises of change. Kan's Democratic Party of Japan won 44 seats and its partner, the People's New Party, none, media said. That was fewer than the main opposition Liberal Democratic Party's (LDP) 51 seats and far short of Kan's goal of winning 54. It leaves Kan vulnerable to a
challenge from inside his own party, though he said he would stay in his job. Kan is already the fifth prime minister that the world's second-largest economy has had in three years. ''I want to accept the election results sincerely and continue responsible policies with the feeling that this is a new start line,'' Kan told a news conference. He added he felt responsible for failing to fully explain his call for debate on the sales tax but would continue to call for multi-party talks on the topic. The DPJ won power in a historic landslide just last year, ousting the long-dominant conservative Liberal Democrats with promises to cut waste and focus spending on consumers. But public backing nosedived due to indecisive leadership and mishandling of a feud over a US airbase.
Public support for the DPJ rebounded when Kan took over last month, but tumbled almost as quickly after he floated a rise in the sales tax from 5 per cent to help rein in debt. Many voters accept the need for an eventual sales tax rise given a public debt already about twice the size of the 5 trillion dollar economy, but the Democrats failed to convince voters they had a coherent plan to cure the country's economic ills. ''Kan lost the election calling for a sales tax hike,'' said Koichi Haji, chief economist at NLI Research Institute. ''That is a huge setback for fiscal reform. Now the question is whether Kan can stay in power or not.'' Japanese major newspapers said Kan needs to press ahead with his fiscal reform platform despite the election loss. ''If Prime Minister Kan believes higher taxes are necessary for

Lying in the middle of the Pacific Ocean, Easter Island came into the limelight on Sunday as thousands of foreign tourists were flocking to the remote island, the best location on Earth to view a total solar eclipse. According to Chile's National Tourism Administration, more than 4,000 foreign tourists and scientists had been arriving well before Sunday at the island, which has a local population of just 3,000, to choose their favored vantage spots to watch the astronomical wonder. A group of reporters, under an agreement with a Spanish expedition "Shelios," also camped at Ahu Akivi National Park on the Pacific coast of the island, where experts and amateurs from Asia, Europe, the Americas gathered to observe the astronomical marvel through telescopes, cameras, videocameras, waiting eagerly for the occurrence of the eclipse. It rained the whole day on Saturday, but skies cleared over the island by midday Sunday. The amateurs sang, danced, played drums or guitar, or just
lay on the grass, enjoying the tropical sun, while researchers, photographers, cameramen were intensely engaged in final preparations for their experiments and filming. At 12:40 pm local time, exclamations and applause burst from crowds of several thousands, as the Moon's shadow gradually crawled over from the lower left edge of the Sun. "Ha! Sources further stated that apart from the traffic cell and transport department the Corporation of the City of Panaji too has failed to put things in place. “The CCP is busy with its own infighting and as such has not been able to take a final decision on the pay parking system on the 18th June road and D B Marg,” sources said adding that the proposal of the pay parking on these roads is in the pipeline for more than two years. Twin bombs tore into crowds watching the World Cup final in the Uganda capital, killing 64 including an American and wounding scores in one of the deadliest attacks to hit the city, officials said today. The country's police chief said the blasts at an Ethiopian-owned restaurant and a rugby club in Kampala late Sunday were a terrorist attack that may be linked to threats from Al Qaeda-inspired Islamist Shebab rebels in Somalia. Security officers deployed to the scene blocked roads and cordoned off the damaged buildings, keeping journalists out as the injured were ferried to hospitals. "We have 64 dead and 65 injured. The nationalities of all the fatalities will be released later," national police spokeswoman Judith Nabakooba said. Earlier police said at least 23 people had been killed. An American citizen was among the dead, a US embassy spokeswoman in Kampala said. An AFP correspondent saw three wounded US citizens at the city's main Mulago hospital where dozens other injured people had been taken for treatment. "We just wanted to watch the World Cup. In a surprising move, Libyan authorities decided Sunday to restrict the takeoff of private flights from the country for fear that Saif al-Islam Gaddafi would try to join an aid ship attempting to reach the Gaza Strip, the London-based Arabic-language alSharq al-Awsat newspaper reported Monday. The vessel, "Amal," which is set to sail from the Lavrio port in Greece, docked in Crete on Sunday afternoon. Saif Gaddafi, the son of Libyan leader Muammar Gaddafi and head of the organization which initiated the sail, is interested in joining the ship and has begun preparing to do so. A Libyan official told the London-based paper that the Libyan authorities were trying to prevent Gaddafi Jr from reaching the ship. The official, who asked to remain anonymous, told al-Sharq al-Awsat in a phone call from Tripoli that the flight restriction includes private flights to Greece, Cyprus and Crete, in addition to charter flights. "Libya does not wish to intervene and believes the aid sail to Gaza conceals an adventure and a risk," he said. "Therefore, it has been decided to ban private flights. Afghan President Hamid Karzai is seeking removal of upto 50 Taliban commanders from a UN terror blacklist in a gesture intended to advance a political reconciliation in his country. Though the government had for years sought to delist former Taliban fighters but now the diplomatic outreach at the UN has taken on renewed urgency as Karzai has begun to press for a political settlement at the earliest, the Washington Post reported. The US, the paper said, was assisting Karzai in the process and had sent Richard C Holbrooke, US Special Envoy for Afghanistan and Pakistan, last week to meet UN officials to press them to move forward on the delisting process. Al Qaeda's North African wing said it would kill a French hostage in 15 days if the French government failed to meet its demands, the US-based SITE Intelligence Group said. Al Qaeda in the Islamic Maghreb (AQIM) said in May it was holding 78-year-old Michel Germaneau, who was seized in northern Niger in April. It demanded a prisoner exchange and said French President Nicolas Sarkozy would be responsible for Germaneau's life. Yesterday it gave France 15 days starting from July 12 to respond to its demands, according to an Internet statement monitored by SITE. ''The mujahideen decided to grant a final extension to France that will not be repeated and will not exceed 15 days, starting on Monday, 12/07/2010,'' the statement read, according to SITE's translation.
''At the end of this period and the non-response to our legitimate demands, then France will have sentenced its citizen to death...'' It said if Sarkozy did not respond, he would have committed the same ''folly'' as former British prime minister Gordon Brown. Nepal's bickering political parties today failed to meet a crucial second deadline to form a consensus on a new prime minister, paving the way for the president to direct the parliament to elect a majority government. The political crisis in Nepal deepened after a crucial meeting of the three major parties – main Opposition UCPN-Maoist, the Nepali Congress and the Communist Party of Nepal (United Marxist Leninist), the key alliance partners in the caretaker government-- failed to agree on a name for the post of the Prime Minister based on consensus. political parties to form a national consensus government failed to reach any agreement, according to party sources. President Ram Baran Yadav set a July 7 deadline to suggest a name for the post of the Prime Minister based on consensus following the resignation of Prime Minister Madhav Kumar Nepal on June 30. However, the failure of the parties to meet the deadline forced him to extend it to July 12. As the deadline set by the President to form a consensus government expired today, the process of forming a majority government would start as per the Article 38 (2) of the constitution, according to President's

The support of at least 301 members is needed to form a majority government in the 601 member House. The meeting was attended by Maoist chairman Prachanda, Nepali Congress acting president Shushil Koirala and CPNUML president Jhal Nath Khanal. The Maoists, who ended their decade-long civil war in 2006, have claimed the leadership of new government as it is largest party in parliament.
On Saturday, the Maoists had presented a three-month road map to complete the peace process by integrating their former combatants and dissolve its paramilitary youth wing in a bid to build a consensus over a national government. However, it had failed to impress the main political parties, who have asked the Maoists to turn its party in a civilian organisation. The Nepali Congress and the CPN-UML rejected outright their new proposal, saying the Maoists were not committed the to the 2006 Comprehensive Peace Agreement. There are some 19,000 combatants in different camps.
The Federation of Indian Associations (FIA), an umbrella body constituent groups in New York, New Jersey and Connecticut, will take out its annual India Day Parade next month on the occasion of Independence Day. The head of the Iranian judiciary has suspended a sentence of stoning to death against a woman for adultery, the Tehran press reported on Monday. Sakineh Mohammadi Ashtiani, 43, was convicted by one court of adultery, which is punished by stoning to death, while another court sentenced her to 90 lashes. The sentence provoked an international outcry with several Western countries and human rights organizations calling on Iran to revise it. An official in East Azerbaijan
province said that due to an order by judiciary chief Ayatollah Sadeq Amoli Larijani the sentence has been suspended for the time being and would not be implemented. China issued new rules requiring officials in government and state companies to report everything from personal assets to the business activities of spouses and children, in a renewed attempt to quash endemic corruption Beijing sees as a threat to its rule. The new regulations that went into effect Sunday are similar to rules released in April governing senior Communist Party officials, but have been expanded to include everyone from midlevel officials and up. Nonparty members and those working for state-owned business are now also required to submit their details. Ordinary Chinese frequently complain about official corruption and the Communist leadership recognizes it is a major threat to political stability. The regulation appears designed to prevent officials from hiding il-
licit income under the names of spouses, former spouses or other close family members. Critics say graft is too deeply ingrained in the system and can't be solved with regulations. Some have called for independent bodies to fight corruption. "Many officials have children, spouses or relatives who invest in companies or are involved in business projects. Even if they report it, it's still legal under current laws," said Yang Yang, a professor in the Politics and Public Management Institute at the China Politics and Law University. He said the government was trying to show its efforts in combating corruption, but that the new regulation would have limited effects. The Iranian drug smuggler woman, namely Maryam of 26 years old, was caught after the customs officers learned her suspicious gestures when she had just arrived in the airport from her trip that started from Damascus with stopover in Abu Dhabi. "We charged her with violation against the existing antidrug law No 35. We had handed over the evidence to the police stationed at the airport for further legal process," said Bahaduri Wijayanta, the head of customs office station at the airport.
Several members of the minority Hindu community were attacked and forced out of their homes in Pakistan's southern Sindh province after a boy drank water from a facility outside a mosque. About 60 Hindu men, women and children were recently forced to abandon their homes at Memon Goth in Karachi, the capital of Sindh, after influential tribesmen of the area objected to the boy drinking water from a cooler. "All hell broke loose when my son, Dinesh, who looks after chickens in a farm, drank water from a cooler outside a mosque. Upon seeing him do that, the people of the area started beating him up," a Hindu man named Meerumal told The News daily. "Later, around 150 tribesmen attacked us, injuring seven of our people — Samo, Mohan, Hero, Chanu, Sadu, Heera, and Guddi — who were taken to the Jinnah Hospital," he said. The Hindus who were forced out of their homes have taken refuge in a cattle pen. One of the injured, Heera,
said about 400 Hindu families are being threatened to vacate the area. "Our people are even scared of going out of their houses. We are also putting up with living in the filthy (cattle) pen because we cannot go home for fear of being killed," said Heera, who too is living in a cattle shed. "A trivial incident led to riots between the people of the area. Since both the communities happened to be illiterate, the matter just flared up," said the chief of Memon Goth police station. However, he dismissed claims about a lack of security for the Hindu community in the area and said that they could go back to their homes any time they wanted. Sindh's Minority Affairs Minister Mohan Lal has assured the Hindu community that it will receive full government protection. "I have directed the (district police chief) and the SHO to ensure that these people go back to their houses safely," he said. Lal said the culprits will be dealt with severely.

The Bombay Stock Exchange benchmark Sensex today touched the psychological 18,000-level for the first time in three months, but pared some of the gains to end 104 points higher. Hopes of India Inc recording robust earnings for the first quarter saw the barometer opening on a strong note and surging 176 points to touch a high of 18,010.07, a level last seen on April 7. Markets, however, lost some of ground after industrial output in May fell short of investor expectations. The Index for Industrial Production (IIP) for the month of May stood at 11.5 per cent against 16.5 per cent in April. Growth in all sectors declined in May except for the electricity sector.

The slippage in industrial output, experts say, was on expected lines and will not have any bearing on the Reserve Bank's review of the credit policy due later in the month as the central bank's main task would be to contain inflation, which is in double-digits. There are capacity constraints ...," Finance Secretary Ashok Chawla said when asked about the reasons for slippage. The Index of Industrial Production (IIP), on the back of 12.3 per cent growth in manufacturing and 34.3 per cent jump in capital goods sector, recorded an increase of 11.5 per cent in May, up from 2.1 per cent the same month a year ago. The industrial output for April, the first month of the fiscal, was revised downwards from 17.6 per cent to 16.52 per cent. The growth for April-May works out to be 14 per cent against 1.4 per cent in the year ago period. According to Chawla, "whatever output lag was there in the economy has been filled and the manufacturing sector is now showing the kind of average secular growth which continues to be good and would be favourable for the economy."
"The IIP is now coming back to its normal level of 10-12 per cent growth. The increase in the capital goods segment is a good sign. What this means is that there is investment demand and so we can expect a growth in investments in the coming months," ICRIER's chief executive Rajiv Kumar said. Crisil Chief Economist D K Joshi too opined that high growth of 15-16 per cent cannot be sustained in the long run. "It is true that the growth is not as high as expected but we consider it to be of a more sustainable level. A growth of 1516 per cent is not sustainable on a long run. We are expecting an annual growth of around 9 per cent," he said. Joshi also said deceleration of industrial output will not have any impact on RBI's first quarterly review of monetary policy. "As for interest rates, we have been maintaining that RBI will go for a 25 basic points hike in repo and reverse repo rates (RBI's short-term lending and borrowing rates) on July 27. IIP will have no impact upon it." Mining sector posted a growth rate of 8.7 per cent in May against 3.4 per cent a year ago. Power generation increased by 6.4 per cent against 3 per cent growth in May 2009. Consumer durables output grew by 23.7 per cent, while the consumer non-durables recorded a modest increase of 2.4 per cent in May.

Govt to give funds for UID: FinMin PTI NEW DELHI, JULY 12
The government today said it will provide all the funds necessary for the implementation of its unique identification number project, dismissing media reports to the contrary. "The Ministry of Finance is fully committed to expeditious implementation of the UID project and all funds required for the smooth rollout of the project by the UID Authority will be provided," Finance Minister Pranab Mukherjee said in a statement. Dismissing reports that said the Finance Ministry had slashed the budget for the UID project drastically, the statement said, "This is not the the correct position". But the statement makes no mention of the exact amount of money to be provided for the unique identification (UID) project. The Centre had proposed a nearly 16-fold increase in its annual budget to Rs 1,900 crore for the Unique Identification Authority of India (UIDAI), headed by Infosys founder Nandan Nilekani. The authority is expected to roll out the first number between August 2010, and February 2011. The UID is currently tying up with various state governments and other agencies who will act as registrars and help in enrolling residents for the ambitious project. Reacting to media reports that the government has decided to slash the UID budget by more than half from estimated Rs 7,000 crore to only Rs 3,000 crore, its chairman Nandan Nilekani said, "this is not the correct position."

RBI sunset clause for base rate migration likely PTI MUMBAI, JULY 12
The Reserve Bank is likely to soon announce a sunset clause with a deadline of June 30, 2011 for all loans in the erstwhile benchmark prime lending rate (BPLR) system to migrate to the new base-rate model. Banks had approached the Reserve Bank for such a clause for all BPLR-linked loans, which, otherwise, would force them to administer two types of benchmarks--base rate and BPLR -- for many years in case a borrower refuses to switch to the base rate. Asked whether the RBI has agreed to the sunset clause, SBI Chairman, OP Bhatt told reporters here that the central bank is currently examining the
implementation of the clause with a one-year deadline and is likely to make an announcement soon. "Yes, they are going to announce (the decision on sunset clause)...the RBI is currently examining the clause (with a deadline of) one year...that is by June 30 next year," Bhatt said after the customary pre-policy meeting with top RBI officials ahead of RBI's quarterly policy review on July 27. The IMF today said that policymakers in Asia need to be prepared for possible shocks arising out of increased downside risks to global growth. However, rapid growth has made the Asian region a "global economic powerhouse," the International Monetary Fund (IMF) added. IMF Managing Director Dominique Strauss-Kahn said that many Asian economies are already unwinding stimulus measures. "Increase in downside risks to global growth, including the ones from the recent turmoil in Europe, means that policymakers need to remain attuned to further possible shocks to global growth and financial markets, which include capital inflows that can be a threat to fastgrowing countries," he added. For a Goan, wine might seem like a drink to mark a celebration but for this Italian, every wine is suited for a different situation. Whether it is red, white, rose or dessert wine, Lucio explains wine with its beauty, texture, complexity and richness. Wine is also important in showing love and concern depending on the bottle you choose. “Drinking wine is like reading a book. Behind each wine is its uniqueness like its history, as each wine comes from a family running the winery; opening a bottle is like unveiling the mystery behind when the wine was made, the harvest season and the climate during that year. Even the wine tastes different on the day you open it as compared to some other day. The characteristics of wine are innumerable,” says Lucio. “Wine is an amazing product given by Mother Nature. To make good wine, you require fantastic grapes, suitable climate and perfect soil to get aromatic, sugary grapes. Once harvested, these grapes are taken to the winery, crushed to remove the stems and then the must or pulp is fermented at a controlled temperature with the must kept at 15 -16 degrees till it turns to wine and is ready to bottle,” says Lucio. He explains it with ease as he has grown up in that surrounding in Italy, living amidst vineyards and working with his father from the age of 6. Lucio is passionately in love with wine and he went head straight into finding out more about wine by studying Agricultural Science and Wine Science at the University of Bologna, followed by a PhD in Wine Biotechnology at the University of California. He is also the Wine Consultant to the revered VINEA Association (Ascoli Piceno-Italy). Brimming with experience, he brought the concept of wine making to India where Nashik is regarded as the most suitable land for vineyards while high tech facilities are used to produce wines in Goa. “In India, there is a big interest in how to appreciate wine but people speak more on wine rather than drink it, as wine is not yet a part of the lifestyle in India. I feel that more and more people have already shifted from low range wines to premium wines and that is a positive signal since people are seeking better value for money. The success of wines in India shows that people are looking for premium value for money and it is not necessary to spend Rs1000 for a good bottle of wine,” observes Lucio. Making a vivid distinction between Red and White wines, Lucio says, “Personally, I would choose a Red or White wine depending on the situation. I prefer Red wines for its complexity, richness,

hooting was indeed an ordeal for the entire cast and crew of the soon to be released ‘Lamhaa’. The political unrest quite prevalent in Srinagar made it a shocking experience for director Rahul Dholakia, actress Bipasha Basu and many others who reached the valley for the first schedule of the film. The situation was indeed so scary, that fearing for her life, Bipasha had to rush back home in the first week of the filming itself. “It was indeed quite unnerving to be shooting in Kashmir because you do fear for the loss of your life,” admits Bipasha as she recollects the horror of the days she spent in the valley. “There are guns all around in open and you don’t quite know what’s round the corner. You can understand it all only when you are there. This is when you get the true feeling of fear.” It was only when co-star Sanjay Dutt, reassured her, that Bipasha decided to pack her bags again. “Yes, Sanjay really assured me that I would feel secure this time around,” says Bipasha. “His presence really helped because he has a lot of connections out there. He had shot ‘Mission Kashmir’ a decade back and knows people in police and government. He gave me a word that I would be very-very safe shooting for the film. He gave me his promise and I had no reasons not to believe him.” She adds on a parting note, “See, I am a regular person after all. I wouldn’t have given my life for a film. I would not have gained anything. I am not a martyr after all.”

As most bodies cannot metabolise alcohol, wine is a better spirit that doesn’t affect the nervous system after consumption.” With several wine tasting events being held in the state, Lucio explains how to really appreciate a glass of wine in hand. With elegance he holds the bottle in hand and says, “Opening a bottle of wine is like a ritual. First you open the cap, uncork the bottle and pour the wine in the glass. In case the glass has any lingering odour of the carton or cupboard in which it was stored, pour a small amount of wine in the glass, rinse it and throw the wine out. Then pour wine in the glass, a little bit so that there is space in the glass to turn it around and to allow oxygen to flow in. See the contrast of colour of the wine against a white sheet of paper – it can range from violet, cherry red to orange. Smell it before drinking, take a small sip which wakes up in the mouth as you feel the fruitiness and aroma but most of all, enjoy the healthy product. Getting familiar with wine should not scare anyone.” When asked whether it will take long before India reaches countries like France and Italy in the winemaking process, Lucio replies, “Improvement of winemaking in any country, and India is no exception, is a ‘constant work in progress’. It has taken France, Italy and other winemaking countries hundreds of years to come to today’s levels of winemaking. This is a very positive statement for Indian wines, as Indian wines do not have to undergo those years of evolution of learning from its mistakes. Our endeavour is to always look for improvement and notch up our quality standards day by day, vintage by vintage.” “It is also not right to compare any other country to India as far as winemaking is concerned because we are talking about different climates, traditions, terrains, soils and so many other factors that are unique to each and every country. We have invested in the backbone and infrastructure for any good winemaking, i.e. vineyards and viticulture practices, chilling plants and winemaking equipment of optimum quality. I believe that India will have a major role to play not only as one of the most exciting wine drinking market but also as one of the top quality producers in the times to come” adds Lucio with a sparkle in his eyes and a glass of rose wine in his hand.
Williams, Barlow to film ‘Brokeback Mountain’ Parody

ormer Take That band mates Robbie Williams and Gary Barlow are set to poke fun at their tumultuous relationship by filming a spoof of gay cowboy movie ‘Brokeback Mountain’. ‘Angels’ hitmaker Williams has returned to the studio to record a new album with the British boyband, which he left in 1995 to pursue a solo career. The group split the following year, but Gary Barlow, Mark Owen, Howard Donald and Jason Orange reformed it in 2005, and have released two hit albums since. Over the past few years, there have been repeated rumours Robbie is planning to rejoin the group but he has always denied the reports. The reunited band will release the CD at Christmas before reportedly embarking on a tour next summer but first they will tease fans with the parody clip. The promo for ‘Shame’, which was co-written by Williams and Barlow, will see the pair likening their friendship to the 2005 romantic drama, which starred late star Heath Ledger and Jake Gyllenhaal as forbidden lovers. “In the song there’s a line about how he (Williams) went into Toys R Us and saw the four Take That dolls in a box and realised he felt left out,” a source said. “Everything is in place now to formally announce Robbie’s return to Take That for one year only.He will announce his comeback with a public statement. Blind open their Eyes through Photography HERALD FEATURES lind With Camera’ was recently in Goa for a photographic workshop with the visually impaired people of Goa in coordination with NAB (National Association for the Blind) and Heritage Jazz. This is the first of its kind workshop conducted in Goa with the locals. The project started by Partho Bhowmick was brought to light in Goa on May 29, 2010. The workshop saw the participation of thirty blind students in the age group of 12 to 40 years. They learnt how to handle the camera, how to take picture of friends, etc. Groups of two to three where made to take pictures of each other. Later the adult group was given a theme to capture old less used type writers. The young group where asked to click the colorful dress they were wearing. The result of the adult and young groups was amazing. The second day saw younger, teen groups of fourteen each go on an outdoor shoot. They learnt how to take pictures of the landscapes

South Africa’s World Cup stadiums have stunned the globe’s largest sporting audience with audacious style although critics say a developing country can ill afford such extravagance and some will be white elephants. When South Africa won the right to stage the tournament six years ago, the stadium budget was 3 billion rand ($396
million). After including two more arenas and some dazzling structural additions, that figure is now widely put at about 18 billion. Of the 10 stadiums, five are brand new and one, the flagship Soccer City in Johannesburg, was completely revamped. Soccer City and the five new stadiums are all architecturally impressive and stand comparison with any venue in the world.
There is no doubt the architects achieved their aim of impressing a global audience. “People are sitting in Denmark and France and the UK saying, ‘That stadium looks a hell of a lot better than anything we’ve got here, and it looks like it works’,” said John Mackie, head of African investments at Stanlib asset management company. FIFA President, Sepp Blatter lavished praise on the stadiums, last week, saying they were better than those in Europe. “These stadiums are jewels from the architectural point of view. They are really, really good stadiums,” he said. South Africa is the continent’s biggest economy but the question is whether it could afford so much when it has an army of poor and huge crime problems fuelled by some of the world’s greatest wealth disparities, not to mention an HIV pandemic. “You see how much we have spent on building stadiums but, after the World Cup, what are we going to benefit? There are still so many problems, no jobs, people living in shacks,” said Siyabonga Zulu, 35, an unemployed man in Soweto township. “When you build enormous stadia you are shifting those resources… from building schools and hospitals and then you have these huge structures standing empty,” the late anti-apartheid campaigner Dennis Brutus said last year.
But there is another side to the argument, which sees the stadiums as much more than mere sporting venues. Their supporters view the arenas as a way to reverse images of pestilence and war that still blight the continent and to affirm the potential of a young, democratic nation so often beset by self doubt. The new stadiums certainly go beyond what is strictly necessary to host a match. From the cavernous Soccer City, shaped like a giant African calabash or bowl, to the soaring arch and sky train over Durban’s ocean-side venue, to Cape Town’s majestic arena backed by Table Mountain and Port Elizabeth’s petal-shrouded bowl, they are magnificent. There is a more difficult question for organisers and that is what will happen to the stadiums after the fans have all gone home and whether they were built in the right place. There was controversy in Cape Town, for example, at the decision to build the graceful bathshaped stadium in the affluent tourist district of the city, appar-
ently because of FIFA’s insistence on a spectacular location. The previous plan was to upgrade the existing Athlone stadium in the poor Cape Flats area, thus attracting more infrastructure spending there. Most controversial are the small but still imaginatively designed arenas in the northern cities of Nelspruit and Polokwane, with no rugby or soccer team within hundreds of km. Local officials say there are management plans for all the stadiums and those two will host concerts, religious meetings and the like as well as sport. But while most experts believe Durban, Cape Town and Soccer City have a good chance of a profitable future in popular tourist cities with large populations, Nelspruit, Polokwane and possibly Port Elizabeth will struggle to make money. Soccer City will host a Tri-Nations rugby match next month between South Africa and New Zealand and future local games - with the additional social benefit of drawing white rugby fans into Soweto township and boosting racial reconciliation.

Dutch coach Bert van Marwijk made no apologies after his team used rough-arm tactics in an attempt to knock Spain out of their stride in a scrappy, niggly World Cup final on Sunday. The Dutch will have to shoulder the blame after one of the roughest World Cup finals on record, won 1-0 by Spain, produced 47 fouls, 13 yellow cards and one red on Sunday. Led by their bruising midfield enforcer Mark van Bommel, the Dutch used physical intimidation to try and knock the Spanish off their elegant passing game. Van Bommel, who committed five of the Dutch's 28 fouls, was lucky not to get a first half red card for slicing through Andres Iniesta's left leg. Nigel de Jong could also have followed with a chesthigh tackle on Xabi Alonso in a Dutch display which at times
bordered on brutal. It worked up to a point as the Spanish were knocked out of their stride for the first hour. However, Spain coach Vicente del Bosque, while refusing to directly criticise the Dutch tactics, said the effort required might have taken its toll on his team's opponents. "I congratulate our opponents who gave us a very hard time and never let us get comfortable," said Del Bosque. "It's very difficult to play for 90 minutes at the rhythm they imposed, they had a great physical effort and we dominated extra time." Van Marwijk said: "It's still our intention to play beautiful football but we were facing very good opponents," he said. "We committed fouls but so did both teams and that may be regrettable for a final. It's not our style but then again you play a match to win because it's a final, there's a lot of emotion, you saw that at the end of the match.”

Vuvuzelas, the deafening plastic trumpets, which have attracted complaints from viewers and players alike at this year's FIFA World Cup in South Africa, have been banned from the next World Cup in Brazil. The 127-decibel horn, which left fans reaching for ear plugs in South Africa, is to be banned in 2014. However, it is feared the vuvuzela is set to hit the UK Premier League next month, the Daily Express reports. An estimated 100,000 vuvuze-
las are in the hands of British football fans. On Sunday night it emerged most will end up in landfill. Barry Turner, of the Plastics 2020 Challenge set up to boost recycling, said: "Vuvuzelas are made from an easily recyclable high density polyethylene, or PE-HD, but few councils collect mixed plastics like PE-HD." Earlier, FIFA and World Cup organisers had urged fans not to blow vuvuzelas during national anthems, and had already said that they will ban the instrument if any are thrown onto the pitch or used as a weapon.

Spanish defender Carles Puyol should have been the first player to be sent off by referee Howard Webb, according to Arjen Robben after his Dutch side lost the World Cup final 1-0 against Spain. The Spanish defender, already booked in the first half, committed a foul on the Dutch winger 10 minutes from time when he sped past him but Robben continued and was denied by goalkeeper Iker Casillas. ''When I got my second chance the referee should have given us a free kick and Puyol a (second) yellow card,'' Robben told reporters yesterday. 'He gave the advantage but there
was none as I could hardly move and the goalkeeper was too close already.'' After beating Brazil in the quarter-final, Robben was widely criticised for his diving but in the final he stood firm instead of making clear to the referee that he had been fouled. ''As a player you always want to go on and especially 10 minutes before time in a World Cup final when you are heading towards the goal,'' he added. Spain’s victorious World Cup squad will be treated to a lavish celebration party that will last for 36 hours and will cost more than $2 million. The Spanish team’s victory tour, which involves a parade through the streets of Madrid and celebrations with family, government ministers and members of Spain’s soccer federation, was planned in advance of the team’s 1-0 extra-time victory over the Netherlands on Sunday night. Bosque and his jubilant players will land at Madrid’s Barajas airport. After being greeted by Spanish Prime Minister Jose Luis Zapatero, the Spaniards will embark on an extraordinary series of parties and tribute events that will last all the way until late Tuesday night. “No one is going to want to sleep for a long time,” goalkeeper and captain Iker Casillas said. “It is special, magical. We will enjoy it, don’t worry.” The team’s first port of call is the Moncloa Palace, the official residence of Zapatero. They
will meet senior figures in Spanish society and members of the government and be entertained with champagne. From there, an open-top bus will parade the team through the streets of Madrid, which is expected to be packed with 200,000 joyous fans desperate to cheer on their heroes. Spain had previously never won the World Cup and the government immediately endorsed the festivities. Details were released to the public so that fans could get the best possible view of the bus tour.

Spain lifted their first World Cup after a match in which Holland had John Heitinga dismissed in extra-time for a second booking and seven others yellow carded. Robben was incensed that Carles Puyol escaped punishment when he seemed to impede the Dutch winger as he raced in on Iker Casillas's goal seven minutes from the end of regulation time. Puyol appeared to use his arm to hinder Robben's flow and Casillas came out to block the striker, who had gamely tried to remain on his feet. "As a player, you always try to keep going, but for them to score a goal (four) minutes before the end was tough. It made things very difficult for us," said the Bayern Munich star. "We kept trying to get something out of the game, but the dressing room was a pretty depressing place. "We sat there in the dressing room and only talked about some of the refereeing decisions. Controversial World Cup referee Howard Webb came under attack from furious Netherlands players and head coach Bert van Marwijk after Spain’s 1-0 extra-time victory on Sunday night. Van Marwijk insisted Webb had lost “control” of the game at Soccer City after handing out a World Cup final record 13 yellow cards and one red over the course of 120 minutes of play. The coach also hinted that the Spanish’s criticism of Webb’s officiating during their defeat to Switzerland early in the tournament may have played a role in his performance. Two people died and over 100 people were injured in Spain in the celebrations that followed the country's first ever World Cup win, local officials said Monday. In Algesiras, a man died on Sunday night after falling from a veranda. "He was watching the match with friends. After Spain scored, they realized that he was no longer with them and they found him on the ground after falling from the balcony," she said. Another death occurred in Herguijuela when a member of a group of people who dived into a municipal swimming pool to celebrate Spain's win drowned. Over 100 people were injured, including 74 in second-city Barcelona, in disturbances near the site of giant outdoor screens. Meanwhile, Spain gave its football team a heroes' welcome on Monday with up to a million people filling the streets for a red-and- gold fiesta after their Cup triumph.
