Rathore walks out of jail After spending close to six months behind bars, disgraced ex-Haryana DGP SPS Rathore serving an 18-month sentence in the Ruchika molestation case walked free on Friday, a day after the Supreme Court granted bail. 50% of NH4A stretch to have reduced width SURAJ NANDREKAR PANJIM, NOV 12

It’s final! Almost 50 per cent stretch on the NH4A will now have a reduced width. The proposed widening of 62 kms, which has faced severe criticism from various quarters, will have a reduced width on 29.63 kilometers length, between Panjim and Anmod. The reduction will be of 30, 35 or 45 metres while the rest will remain at 60 metres, according to the new alignment proposal submitted by the government-appointed committee. Facing severe criticism over the number of demolitions, the State had appointed a high-level committee, which included the legislators, PWD engineers, NHAI officials and the land survey officials. The committee submitted its report to the government, which brought down the number of demolitions to 136 from a staggering 569. The Environment and Forest Ministry on Friday issued a showcause notice to Mumbai’s Adarsh Housing Cooperative Society to reply within two weeks why its “unauthorised” building should not be demolished for construction without CRZ (coastal regulation zone) clearance under the CRZ Notification of 1991. Its Minister Jairam Ramesh ordered issue of the notice in less than 24 hours of the National Coastal Zone Management Authority (NCZMA) recommending on Thursday to initiate urgent action under the Environment (Protection) Act, asking the society to remove the unauthorised structure. The society has been warned that action may be initiated under the Act unless it replies within two weeks. The notice says the Society will be provided opportunity of hearing by the ministry within one week thereafter. “A final direction in the case would be issued to the society after consideration of their response to the show-cause notice,” a ministry press release said. It said the NCZMA decided in its meeting here on Thursday to crack the whip after due deliberations on information furnished by the departments of the Maharashtra Government. The meeting was attended by the Maharashtra CZMA chairman, Environment Secretary, Principal Urban Development Secretary, Principal Revenue Secretary and others.

istry of Forest and Environment directives. The total 15 mts ghat section would remain of 30 mts width. Further, the width has been reduced to 45 metres in Mollem, Sangod (Sanvordem), Dharbandora, Piliem, Usgao, Khandepar, Ponda, Bandora, Ella and Chimbel. A total of 11.61 km stretch would be of 45 metres width while some places in Corlim and Ella will have a stretch of 35 metres width. Interestingly, the committee has proposed just one toll plaza – which has been a bone of contention. The only toll will be at Boma, where a bypass has been proposed due to dense population. Initially, the NHAI consultants Wilbur Smith Associates had proposed toll plazas at every 20 kms. Demolitions: The committee has brought down the demolitions by approximately 76 per cent. Portugal’s tallest Navy ship, NRP Sagres, arrived in the State on Friday, amid protests and police protection at Mormugao Port.

Centre forward, says Alemao; CM tight-lipped HERALD REPORTER PANJIM, NOV 12

The Centre, according to PWD Minister Churchill Alemao, has accepted the State Government’s proposed new alignment for the NH4A widening, between Panjim and Anmod. The Centre threatened to withdraw the project from Goa in case the State did not speed up the land acquisition process. The chief minister along with the PWD officials and NHAI State officials met the National Highways Authority of India chairman and submitted the new proposed alignment. “They have in principle accepted the new alignment and will come down to Goa on November 20 to resurvey the stretches,” P WD Minister Churchill Alemao told Herald in a telephonic conversation, late evening. Over 3500 ration cards unclaimed! HERALD REPORTER PANJIM, NOV 12

The Department of Civil Supplies and Consumer Affairs has detected over 3500 unclaimed ration cards after a thorough check following a Supreme Court directive to take stock of bogus ration cards in circulation. Speaking to Herald, Director of Civil Supplies Gurudas Pilarnkar said inspectors have been directed to deposit unclaimed ration cards with the department in Panjim. In 2007-2008 the department issued new ration cards, which were issued only against the signature of the card holder to ensure that the same reaches genuine card holders. But two-and-a-half years later it has been found that over 3500 ration cards have not been claimed. A large number of ration cards has remained unclaimed from talukas of Salcete (1185), Ponda (800), Tiswadi (480) and Sattari (278). According to the department, there are 3,54,000 ration card holders in the State these include Above Poverty Line (APL) 330132, Below Poverty Line (BPL) 12909, Antodaya Anna Yojana (AAY) 14517 and Annapurna (ANP) 389.
