IN BRIEF Tax havens under government scanner The Government has identified nine territories outside India where the Indians park their ill-gotten black money to evade income tax, in an attempt to negotiate with their governments for nabbing such illegal transfer of money. A notification required for the purpose to name such “specified territories” as required under Explanation 2 to Section 90 of the Income Tax Act was issued on Tuesday. The territories so identified are: Bermuda, British Virgin Islands, Cayman Islands, Gibraltar, Guernsey, Isle of Man, Jersey, Netherlands Antilles and Macau. -(Herald Bureau)

A 23-year old Indian student was attacked, robbed and left unconscious near the city police headquarters here, leaving him with a broken nose and a seriously damaged eye, in a fresh racial incident after a brief lull in assaults on Indians here. Neeraj Bhardwaj was approached by two drunken men when he was waiting for a tram near Melbourne Aquarium at 4 am (local time) on Easter Monday after a night out, the Age reported today. The men, who Bhardwaj said were white and aged in their 20s, demanded his wallet. Even after he handed it over, one man punched him several times in the face until he lost consciousness. Bhardwaj said the men left immediately but returned about 15 minutes later and punched him again, one of them screaming: “F—- off, go back to your own country”.

Chief Minister Digambar Kamat on Tuesday secured a 21 per cent increase in the State’s annual plan for the year 2011-11 from the Planning Commission in a meeting with its deputy chairman Montek Singh Ahluwalia. Planning Commission officials said the Annual Plan size was agreed at Rs 2710 crore, which is Rs 470 crore more than the previous year’s plan of Rs 2240 crore. Additional Central Assistance (ACA) of Rs 60 crore, including Rs 35 crore for National Games, Rs 15 crore for sewerage in coastal belt and Rs 10 crore for art and culture including museum has been provided by the Planning Commission. The chief minister told Ahluwalia that cruise services would soon start between Goa and Mumbai while his government would appoint more security guards on beaches for security of tourists. Two Goa projects shelved HERALD BUREAU NEW DELHI, APRIL 13

The National Board for Wild Life’s standing committee has shelved two Goa projects, one for manganese ore mining and another for manufacture of ductile iron spun pipes. The manganese mining proposal was shot down by the committee chaired by Environment and Forest Minister Jairam Ramesh on the ground that it fell within 5.3 km from the boundary of Netravali wildlife sanctuary. A ministry official said the government is bound by the Supreme Court’s ruling that no polluting activity be carried out within 10 km from the boundary of protected areas and hence denial of the mining permission. On the same ground, the committee also rejected a proposal for manufacturing of ductile iron spun pipes, neutralising iron ore fines in Goa, as the plan is within a distance of 3.25 km from the boundary of Bhagwan Mahavir wildlife sanctuary. Various other proposals for projects in Gujarat, Andhra Pradesh, Rajasthan and Himachal Pradesh also received negative response of the committee.

A Netherlands-based water treatment company has claimed that water supplied to consumers in Tiswadi and Ponda talukas shows a high presence of coliform – a bacteria found in water which is indicative of contamination of a water body – a charge the Public Works Department (PWD) has denied vehemently. The PWD said that the company was triggering a public scare to peddle their water treatment product. Superintending Engineer PWD V Santhanam said that water filtered from the Khandepar River and supplied in North Goa was safe and potable. “They (TwinOxide officials) are trying to create a public scare to sell their product. We draw 229 MLD (million litres per day) supply to north Goa. All of it is safe. The figure they have shown shows the presence of coliform in pre-chlorinated water,” Santhanam said. The official further said that the PWD would be writing to TwinOxide seeking a clarifi-

US President Barack Obama today warned that terror groups like al-Qaeda were trying to acquire nuclear material for weapons posing one of the “greatest threats” to global security and pitched for concrete collective steps to deal with this challenge. Addressing the Nuclear Security Summit here, Obama said the world would need “a new manner of thinking and action” to deal with the real problem facing the world peace and stability. “Terrorist networks such as al-Qaeda have tried to acquire the material for a nuclear

weapon. And if they ever succeeded, they would surely use it. “Were they to do so, it would be a catastrophe for the world, causing extraordinary loss of life and striking a major blow to global peace and stability,” he told a gathering of leaders from 47 countries, including Prime Minister Manmohan Singh, assembled to discuss ways to prevent terrorists gaining access to nuclear material and know-how. He said it was increasingly clear that the danger of nuclear terrorism is “one of the greatest threats to global security, to our collective security.”

Goa tweets for tourism

Goa Tourism Development Corporation (GTDC) has decided to use social website Twitter to promote and market Goa worldwide. Speaking to reporters here, GTDC public relations officer Deepak Narvekar disclosed that the corporation had decided to use Twitter to promote and market Goa as a prime and safe tourism destination. Narvekar said that the corporation is of the belief that the use of Twitter and Facebook will enhance the image of Goa.

“Using innovative and popular platforms like Twitter and Facebook will enhance the image of Goa and help reach out to new clients and keep in touch with existing ones,” Narvekar said. He said the initiative was taken by the GTDC managing

director Nikhil Dessai last week. With this, Narvekar said, GTDC becomes the first state government run tourism organization to be on Twitter. “We have already tweeted out details of our summer packages,” Narvekar said.

Giving details, he said that any news or information or event, which projects Goa well, would be flashed using the web networking tool, which has gained tremendously in terms of popularity in recent times. “One of Goa’s top educational institutions got a five star accreditation from the National Assessment and Accreditation Council (NAAC). That’s a tweet for us. Goa makes waves not only known for sea and surf, but also on other fronts too,” he said, adding that such platforms provided a great marketing edge at virtually zero cost.
