The Centre has in principle acceded to the State government’s demand of reserving 50 per cent seats for Goan students in the newly started National Institute of Technology (NIT), at Farmagudi. Chief Minister Digambar Kamat, who was on a day’s visit to the national capital, told Herald that his meeting with the HRD Minister Kapil Sibal was quite fruitful. “I demanded 50 per cent seats for the Goan students in NIT and the minister has in principle agreed to it,” Kamat said upon his arrival in Goa on Friday. The NIT started functioning at the GEC campus at Farmagudi from the current academic year and was inaugurated by the chief minister recently. However, the State government had come in for severe criticism from various quarters including the Opposition, for not demanding 50 per cent reservation for Goans. Currently, Goa is sharing 50

The South Goa Sessions court on Friday granted permission to former Tourism Minister, Mickky Pacheco to travel abroad. Additional Sessions Judge Desmond D’Costa directed the Crime branch to release Pacheco’s passport, with a condition that Pacheco deposits the passport with the Investigation Officer within seven days after his return from abroad. The former minister has also been directed to produce before the court copies of his outward and return tickets. The Judge further directed the Investigating Officer to hand over the five mobile sets and three SIM cards to Pacheco upon furnishing an indemnity bond of Rs 50,000. The former minister was directed not to dispose off the mobile sets and the SIM cards and to produce the same when directed by the court. Judge D’Costa, however, declined to order the release of the CPUs and the laptop as the report from the Central forensic laboratory is still awaited. ‘Undoubtedly, Pacheco is a MLA of the Goa Assembly. In a fresh warning, the US has said it has “credible evidence” that terrorists may be planning terror attacks at places frequented by its citizens in India, Pakistan and Middle East and asked them to be alert and take precautionary measures. In a “Worldwide Caution” issued on Thursday, the State Department said it continues to receive information that terrorist groups in South and Central Asia, including in India and Pakistan, may be planning attacks in the region, possibly against US government facilities, citizens or its interests. “In India there is a continuing threat of terrorism as attacks have randomly targeted public places frequented by Westerners, including luxury and other hotels, trains, train stations, markets, cinemas, mosques, and restaurants in large urban areas,” the State Department said. The presence of al-Qaeda, Taliban elements, LeT, indigenous sectarian groups, and other terror organisations, many of which are on the US government’s list of foreign terror organisations, poses a potential danger to US citizens in the region, it said.

The Tourism department which faced some anxious moments over shack allotment last year, has now proposed to remove the criteria giving weightage to experience in shack allotment. As per the proposed shack policy for this season, applicants having one to ten years experience will be considered together while allotting 90 per cent of the shacks. Whereas balance ten per cent will be allotted among new entrants, told Swapnil Naik, Director Tourism while speaking to Herald on Friday evening. Both the associations of Shack owners have given in writing that they have no objection with the new arrangement, he said. The policy for the last season provided that 90 per cent of the shacks were to be allotted by giving weightage to past experience in operating shack. Accordingly, applicants having ten years experience was given first preference. Whereas applicants with six to nine years experience were considered second and applicants having one to five years were to be considered last. This provision in the policy
New authority to oversee permissions for constructions
The soon-to-be constituted National Monument Authority (NMA) will scrutinise all applications seeking permissions for construction and reconstruction in areas marked as ‘prohibited’ and ‘regulated’ in Old Goa that houses world heritage sites. The NMA is a provision in the Ancient Monuments and Archaeological Sites and Remains (Amendment & Validation Act) Act 2010 that was passed in Parliament. The Government of India has issued a Gazette Notification dated March 30, 2010, of the said amendment. This Act amends The Ancient Monuments and Archaeological Sites and Remains Act 1958. Ignoring the concerns of Corporate America and India, US President Barack Obama on Friday signed into law a new Border Security Bill proposing a steep hike in some categories of H-1B and L-1 visa fees. The move is expected to badly hurt Indian IT firms which may have to shell out an additional USD 250 million annually for the next five years. The money thus raised by this steep increase in the visa fee would be used to strengthen security along the porous USMexico border, by deploying an additional 1,500 National Guards, unmanned drones and other measures.
