Bhopal gas tragedy verdict on June 7 PTI BHOPAL, MAY 13
Twenty-six years after one of the worst industrial disasters, the Bhopal gas tragedy which claimed thousands of lives, occurred, a local court trying the case would pronounce its verdict on June 7. The Chief Justice Magistrate Mohan P Tiwari today said he will pronounce the judgment on June 7 on the toxic leak from the Bhopal factory of Union Carbide India Limited (UCIL) (now defunct), after the arguments of prosecution – Central Bureau of Investigation (CBI) and defence of eight accused drew to a close in the 23-year-old trial. During the trial, 178 prosecution witnesses were examined and 3008 papers were exhibited. CBI counsel C Sahay has argued that the tragedy occurred due to defective design of the UCIL’s factory and poor maintenance. Sahay told the court that the Union Carbide Corporation, United States, surveyed the UCIL’s Bhopal factory in 1982 and found
serious safety and maintenance lapses on nearly 10 counts. He contended that even after the UCC experts’ team visit adequate safety measures and maintenance work did not take place in the UCIL. The prosecution argued that even the experts’ team of the Central government which visited the UCIL plant, after the toxic leak from it in 1984, found that safety norms and maintenance work had not been prop-

Mapusa police on Thursday arrested five persons from ThanaMumbai on charges of cheating a computer dealer from Mapusa to the tune of Rs 3.68 lakhs. The accused have been identified as Khalil Sheikh, Zamir Anwar, Tanwir Khan, Ismail Khan and Sameer Bhatiza. Narrating the sequence of events, Mapusa police said the five accused had placed an order with computer dealer Harshad Govekar from Mapusa for three laptops and three UPS costing Rs 3.68 lakhs. The order was placed through an e-mail. Police informed that Govekar requested the accused to give him an advance of Rs 10,000. However, instead of paying Rs 10,000, the accused agreed to issue a demand draft for the entire amount of Rs 3.68 lakhs. Govekar agreed to the demand draft and advised the ac-
cused to convey him the number of the demand draft, which was done by the accused over the phone. As a safety measure, Govekar checked with the bank whether the number provided by the accused was correct. However, when the bank informed Govekar that the draft number was false, the computer dealer immediately contacted Mapusa police. On the advice of Mapusa police, Govekar called the accused to collect the goods. The five accused arrived in the State on Thursday. Out of the five, Tanvir, Ismail and Sameer alighted at Panjim, while Khalil and Zamir proceeded to Mapusa to take delivery of the goods. Environment Minister Jairam Ramesh offered to resign over his controversial remarks in Beijing but appears to have escaped the axe by a whisker today with Prime Minister Manmohan Singh turning it down. Congress sources said the 56year-old minister, whose remarks critical of his government policies on Chinese soil caused embarrassment to the country, may have got just a temporary reprieve. Suspense also hangs over his renomination to the Rajya Sabha with Ramesh’s term coming to an end next month amid stiff opposition by a section of Congress leaders from Andhra Pradesh against fielding him from the State. Ramesh had offered his resignation on Monday night after his controversial remarks in Beijing that the Home Ministry and the Indian security establishment were being “alarmist and paranoid” when it came to Chinese companies wanting to do business in India, raising a storm. There were demands of strong action against him by the opposition. Sources said Ramesh’s offer to put in his papers has been turned down by the prime minister. Congress spokesman Shakeel Ahmed described the issue as “closed chapter” after prime minister’s turning down the resignation offer of Ramesh. “There was no discussion on the Ramesh issue at today’s cabinet meeting,” Ambika Soni told reporters.

Deputy Inspector General of Police Ravindra Yadav on Thursday said on-the-run constable Sanjay Parab, the accused in the police-drug mafia nexus case against whom a non-bailable warrant has been issued, was likely to be arrested soon. Speaking to media persons at the headquarters, Yadav said the police had built pressure at all places where Parab took or was likely to take shelter. The accused has now indicated he would surrender, he mentioned. Parab has been absconding since this March after the arrest of Police Inspector Ashish Shirodkar and four others for their alleged links with Israeli drug dealer Yaniv Benaim alias Atala. Police Sub Inspector Punaji Gawas was the sixth person to be arrested in the same crime late yesterday evening. He has been remanded to seven days police custody for further interrogation. Parab’s arrest will raise the total count of arrests to seven. Shirodkar and the others languishing in judicial custody found themselves in trouble

We have to see that a good officer takes charge of that department.” Yadav said the department was carrying out an exercise to ascertain the exact shortage of PIs. Once this exercise is complete we will know the shortfall, he mentioned.

Seven persons were arrested on Thursday under the Essential Commodities Act for storage of petroleum products following Central Bureau of Investigation (CBI) raids at Loutolim and Sancoale on Wednesday. The trio detained in Wednesday’s crackdown by the CBI at Loutolim has been arrested under the Essential Commodities Act for storage of petroleum products. Ambiguity over Davorlim sarpanch’s election? HERALD REPORTER PANJIM, MAY 13
There has been interesting development in Village Panchayat of Davorlim-Dicarpale in Salcete taluka which was slated to elect its sarpanch on May 14. But now there’s been ambiguity as to whether election of sarpanch will be held or not and whether disqualified sarpanch Martinho Rocha will continue to reign? The post of sarpanch of Davorlim-Dicarpale fell vacant after Rocha was disqualified by the High Court in April but he has now got a stay from the Supreme Court. Following High Court order, the BDO Salcete on instruction from Director of Panchayats had declared election programme for Davorlim-Dicarpale panchayat for electing a new sarpanch on May 14. When contacted Director of Panchayats Menino D’Souza, said in view of the new development it needs to be seen if election has to be conducted or not and the decision will be taken tomorrow morning. One Lenocio Raicar had moved High Court alleging that Rocha participated in the voting held on August 18, 2007 despite of its pecuniary interest. He pointed out that if the member votes or takes part in discussion in contravention of the
provision of sub-section (4) of section 55, his seat shall fall vacant. As per the quorum and procedure; no member of a panchayat shall vote on, or take part in the discussion of , any question coming up for consideration at a meeting of a panchayat, if the question is one in which, apart from its general application to be public, he has pecuniary interest, and if the person presiding has such an interest, he shall not preside over the meeting when such questions comes up for consideration. In a panchayat meeting held on December 2007, a resolution was passed approving construction file for construction of Public Utility Services (Tower) of Idea Cellular Ltd. Interestingly, the land was owned by Rocha and who had entered into leave and licence agreement with the cellular company. The High Court upheld the argument put forward by the petitioner that the respondent who also presided over the meeting had pecuniary interest and thus should be disqualified and his seat be declared vacant. Adv Galileo Teles opposed the argument saying that no pecuniary interest would accrue between the date of the resolution and the commence of the construction. The High Court had stayed the operation of its own order upto May 14, 2010.
Sancoale VP okays new road Secretary to seek legal opinion

Sancoale Panchayat in a majority decision on Thursday gave a go ahead for a controversial road through the tenanted paddy fields of Sancoale communidade. Confirming this, opposition Panch Tulshidas Naik told Herald that he along with another Panch Jamina Pereira objected and opposed the proposed road. Another Panch Antonette Carvalho however did not attend the meeting. “I have placed my objection. The road is proposed through the paddy fields for Rs 100 crore marina project along the banks of River Zuari and there are no houses which would benefit by this proposed road,” Naik who is also the ward panch told Herald. Naik said the issue was subjudice before the Deputy Collector’s court, Mormugao, after complaints were made that the paddy fields were being filled up. He, however admitted that the ‘owner’ of the paddy field had some NOCs issued by the Sancoale communidade in 2008 stating that there was already a road existing and Rs 80,000 were deposited in comunidade coffers. He further said the Administrator; South Zone had also issued an NOC. Another Panch Premanand Naik demanded that other farmers in the vicinity be taken into confidence, since the construction of the new road could lead to inundation of their paddy fields. Confirming this, Panchayat Secretary Pedro Carmo Jacques said the panchayat had passed a resolution to issue NOC and to forward it to the MPDA for

its approval. The secretary however parried the question when asked as to whose favour the NOCs were to be issued, saying that he would seek a legal opinion in this regard before acting in the matter. Acting Sarpanch Ramakant Borkar could not be contacted for his comments. Interestingly, the gram sabha had earlier passed a resolution to go ahead for the controversial road. About a year ago, the local residents had vehemently opposed the clearing up of mangroves and de-silting of the river. Complaints were also forwarded to various authorities including the forest department and the villagers were maintaining a tight vigil to ensure that the mangroves were not destroyed. In another decision on the garbage front, the panchayat decided to appoint a new contractor for removal of garbage as the existing contractor had given up the contract midway. Saying that it amounted to violation of terms of the con-
tract, opposition Panch Tulshidas Naik demanded that the deposit submitted by the contractor as a security should be forfeited and the contractor blacklisted for all future works. But the panchayat secretary however said the panchayat had not taken any decision as regards imposing of penalty on the errant contractor. “However, we have already made some arrangements to appoint a new contractor to do the works,” Jacques told Herald.

The Goa Government Employees Association that has been fighting for the rights of government employees has been ruled as an unregistered society by the Registration Department based at Shramshakti Bhavan at Patto, here. A notice signed by Inspector General of Societies/District Registrar North V G Salkar states the validity of the registration certificate of GGEA has expired on June 10, 1999 after which it was never renewed. Therefore the association as on today is an unregistered society, he observed. The fact came to light after the General Secretary of GGEA Ganesh Chodankar filed an application before the Chief Secretar y on April 10, 2010 complaining that the President Mangaldas Shetkar was not acting as per the bye-laws while conducting elections to form the new committee of the association on May 2, 2010. The IGS after going through the complaint of Chodankar found that validity of GGEA’s (No 50/GOA/87) registration had expired on June 10, 1999. He further held that it had been noticed that GGEA had neither filed income and expenditure statements from 1999 till date nor filed any returns. Shetkar was asked to give an explanation within 10 days of the receipt of the notice to him. Chodankar maintained the May 2 polls were illegal because Shetkar had scrutinised the nomination received when as per bye-laws it was the General Secretary’s job. Further, on the day of the scrutiny the President didn’t produce the nominations before the GS, he observed.
Kerosene quota reduced HERALD REPORTER PANJIM, MAY 13
Kerosene quota for Goa has been reduced from 2054 kilo liters to 1888 kilo liters with effect from April 1. The reduction in quota has been 166 kilo liters per month with 9.10 per cent cut down. Confirming that kerosene quota has been brought down, an official of the Civil Supplies Department on the condition of anonymity said Government of India has reduced kerosene quota for all the States and not just Goa. However, the department is yet to decide how to adjust reduced quota among cardholders. Currently, a cardholder with gas connection can avail of maximum of 5 liters of kerosene but there’s no upper limit for those without gas connections.

Former Social Welfare Minister, Luis Alex Cardozo has demanded reservation of seats for the Scheduled Tribes in the coming Municipal polls scheduled in October 2010. Cardozo said the request for reservation of seats for the ST community for the municipal polls has made to the Chief Minister Digambar Kamat and Urban Development Minister Joaquim Alemao long ago. Saying that the municipal administration has conveyed to him the proposal for amendments being submitted for government approval, Cardozo hope the aam admi government will not force the STs to knock the doors of the High Court for the second time on the issue of reservations. Meanwhile, Cardozo has said he had moved a proposal to the government to acquire communidade land admeasuring 34,000 sq mts at Torsanzor for allotment to the economically weaker sections. Saying that a number of illegal structures have come up on the land since 1986, he said his proposal to the government for allotment of land under the 20-point programme was, however, not accepted.

Quepem Taluka Mining Front (QTMF) members on Thursday confronted Quepem Executive Magistrate and Quepem DySP over non-implementation of High Court order with regard to overloading and non-regulation of mining trucks via Quepem town. The Front members first visited the RTO office in Quepem. Since the assistant director of transport was not present, the members conveyed their grievances to Vehicle Inspector Sandeep Dessai to communicate to his higher up, Dessai assured to do the needful. Later, the members confronted Quepem Executive Magistrate Sudin Nato and sought to know why high court order regarding overloading of mining trucks was not implemented despite of the instructions given by the Collector. The members also brought to the notice of the magistrate that due to overloading of mining trucks, a lot of spillage take place in Quepem town, which results in dust pollution. After giving a patient hearing to the members, Nato assured the members that he would look
into the matter and communicate their grievances to his higher ups. The members then visited Quepem Deputy Collector’s office, however they could not address their grievances, as the deputy collector and his subordinate were absent. Later, the members confronted Quepem DySP Rohidas Patre in his office. The members had heated arguments with the DySP. The members brought to the notice of the DySP about the violation of High Court order with regard to loading and regulation of flow of mining trucks. They also brought to his notice about constant traffic jam in Quepem town. DySP Patre informed the agitators that it was the duty of the traffic police. Irked with DySP Patre’s reply, the members questioned the DySP if it was not the duty of his office, then why police from Quepem Police Station are deputed to monitor mining trucks at the check post at Tank and Sirvoi. The DySP called Quepem PI Sudesh Narvekar to listen to the grievances of the agitators. Later, the DySP Patre fixed a meeting of Traffic Cell and Enforcement Wing with the front members in his chamber on Friday morning.

Miraculous escape for bikers at Tilamol HERALD CORRESPONDENT QUEPEM, MAY 13
Two motorcyclists had a miraculous escape from being crushed under a speeding mining truck, which overturned on its side at Tilamol-Quepem on Thursday afternoon. According to sources, the two motorcyclists, who had a lucky escape from getting crushed under the truck, ran to rescue the truck driver. However, to their surprise, they found the truck driver in an intoxicated condition. While the villagers were busy regulating the traffic on the road, the truck driver managed to escape from the accident site. After learning that the truck
driver was driving the vehicle in intoxicated condition, the villagers gathered at the site and stopped mining trucks as a matter of safety and concern to the public. When the police arrived at the site, the villagers demanded that the driver be brought to the site and alcohol test be conducted in their presence and only then they would release the trucks. Some villagers claimed that when police arrived at the site, the truck driver was at the site and some of them had even requested the police to check his driving license, but their request was not taken seriously, which helped the truck driver to flee.

Porvorim police has registered a case of theft of a motorcycle which was reported stolen from Teen Building, Porvorim. In a complaint, Sunil Banastarkar of Alto Betim told Porvorim police that he had parked his TVS motorcycle (GA-03-A-0308) near his office at Teen building. According to Porvorim police, the security guard, who was working in the company of the complainant, stole the vehicle, but while driving the vehicle during night, he met with an accident at Calangute on Thursday and sustained grievous injuries. Police informed that the security guard was admitted to GMC for treatment. Police have registered the case as theft, while Calangute police has registered it as an accident.
Inspection of mega housing site at Orlim called off HERALD REPORTER MARGAO, MAY 13
An inspection called by the Salcete Block Development Officer of the mega housing site at Orlim had to be called off without undertaking the exercise for want of technical expertise. An engineer and Extension Officer drafted for the inspection apparently found the going tough after locals highlighted a host of issues allegedly violated by the builder of the housing project. The Extension Officer, R Chari told newsmen that only a joint inspection involving the Town and Country Planning Department officials and representatives of other departments would help in ascertain the true facts vis-à-vis the project. “An engineer and Extension officer cannot carry out an inspection when several issues are involved. This requires technical expertise. Only a joint inspection involving TCP and other departments would serve the purpose”, Chari said. In this context, Chari has asked the Panchayat to call for a joint inspection with the concerned departments at the earliest. Replying to a question, Chari said the residents have highlighted so many irregularities which cannot be covered within a short span of time. “The villagers alleged about illegal land filling, blockage of traditional access, illegal construction
of well, besides many other aspects which needs to be dealt with by the concerned departments”, he added Today’s inspection was attended by the builder, Sarpanch Shirley Braz, anti-Mega housing project activists and the officials from the BDO. Sarpanch Shirley told Herald that the Panchayat would call for a joint inspection of the project site, preferably by next week. A villager Felix Rebello alleged that the people cannot cultivate the fields due to the blockage of a road. Demanding access to the fields, he said the construction in the low lying areas should be stopped forthwith, saying the activity would destroy the eco system and everything in the village. Meanwhile, the Orlim Ghanv Rakhon Manch has said that despite the TCP issuing a letter to the Colva police on May 10 to clear the place and restore the paddy field, work still continues at the site. The manch has said “if a project of 66 flats and a swimming pool with a commercial complex can find such support from the law enforcement department that they will fail to act even three days after the TCP issued the letter, one can well imagine the fate of the common man and we have an aam admi government”.

This may sound unbelievable and may just be the tip of the ice berg. Even as the Margao police arrested one Vijay Kulal, a native of Karnataka, presently staying at Macazana in connection with the theft of a motorcycle, locals from Macazana and Curtorim netted a prize catch – an engine and a chassis of two motorcycles which were dumped in a drinking water well at Macazana this afternoon. The incident came to light
after locals suspected foul play as they spotted a thin film of oil spread on the water surface in one of the wells. Not taking any chances, the locals, out of sheer curiosity and against the backdrop of the arrest of the accused from the village, put a hook inside the well, only to find something fishy. Their suspicions came true as two locals Rui and Santarita who entered the well found a motorcycle chassis and an engine of another motorcycle dumped inside. “We immediately intimated
the Maina Curtorim police as the catch would help them in the investigations of the motorcycle theft case”, said Simon Barreto. ‘Less than 20 structures will be razed in Mormugao ’ HERALD REPORTER MARGAO, MAY 13
The District Magistrate, South G P Naik has said that less than 20 religious structures would go for demolition in Mormugao Taluka. Chairing the high-level meeting which was attended by the representatives of the religious bodies in the district Collectorate here today, Naik said though many religious structures were identified by the revenue officials as per the Supreme Court orders, less than 20 structures would finally face the axe. The district magistrate said the high-level committee constituted by the government had a meeting with the representatives of the religious bodies from Mormugao Taluka. Replying to a question, Naik said the high-level committee will make recommendations on the religious structures taluka-wise. “The committee already had interactions with the representatives of temple committees, besides members of the clergy. We will make appropriate recommendations to the government on these religious structures”, he added. In Sanguem Taluka, the committee has asked the temple committees to apply for land in order to shift or relocate the structures away from the road alignment. As far as Salcete taluka is concerned, the committee has identified 66 out of the 196 structures shortlisted by the revenue officials. Deputy Collector Johnson Fernandes has said, barring a handful of Chapels, most of the structures identified for demolition are either road side crosses or ghumtis.
Bacteria in Mudkud River samples, fresh test report awaited HERALD CORRESPONDENT CANACONA, MAY 13
The Mudkud River samples, where almost all marine life including fish died last week, is detected with the presence of bacteria, but the cause is yet to be established in a test report available with local PWD. According to sources in local PWD (Water Supply), the test report of the Mudkud River water is received. The samples were sent to PHE lab in Tonca for testing, but further test reports of fresh water samples sent on Wednesday are also awaited. “We are advised not to resume pumping of Mudkud river water till the test report on fresh samples is received,” informed a local officer. A PWD officer told Herald that the report speaks about presence of Choliform and Ecoli, type of bacteria’s in water, which could be possibly due to presence of dead fish in the river. The officer further informed that the report was silent about the presence of anything else including chlorine or any other chemicals as suspected by locals. The officer however, could not throw any light as to the reason for the death of entire marine life in Mudkud River, which prompted PWD to
stop pumping of river water for supplying it to residents of Agonda and Khola last week. “However, let us wait for the fresh report and till then the water pumping will remain suspended even though we have discharged all the blocked water from the river and fresh water is again blocked by using locally made ‘bhand’ below the WRD bhandara at Mudkud,” informed an junior officer of PWD (water supply). However, locals suspect whether the actual reason or the cause of Mudkud river water poisoning episode will be actually brought out by the department to the public knowledge in order to save some people skin. In the river poisoning that almost shook the entire locality at Agonda and Khola last Thursday, rotten fish, snakes were seen floating dead in the river emanating foul smell. Two calves and a dog had died after reportedly consuming dead fish and river water. The fate of samples collected by health officer is also not known, as a previous Chlorine test done locally by PWD authorities last week have revealed presence of Chlorine residue in the ratio of 5.8 DO(dissolve Oxygen).
Cop’s anticipatory bail application disposed off HERALD REPORTER PANJIM, MAY 13
The Bombay High Court at Goa on Thursday disposed off an anticipatory bail application of absconding cop Sanjay Parab as dismissed as he did not remain present in the court. The accused was asked to remain present in the court on the request of the prosecution counsel Carlos Fereira. When the matter came up for hearing before the vacation bench on Thursday, his counsel told the court that he had not received any instructions from his client. The court disposed off the application as dismissed due to absence of the applicant. The accused has been absconding for the last two months since the story about police-drug mafia nexus broke out that was uploaded on youtube.com. Consequently, four police personnel were suspended for their alleged links with drug dealers. This also included Police Inspector Ashish Shirodkar who was attached to ANC Police Station in 2007. In a fresh development, on Wednesday, the Crime Brach arrested PSI Punaji Gawas for his alleged involvement with drug dealers as revealed by Israeli drug dealer Atala in a video that was uploaded by his former girlfriend, Swedish model Lucky Farmhouse.

Minister for Women and Child Development Ravi Naik has asked Mineral Foundation of Goa (MFG) to support the efforts of the government in constructing buildings for Anganwadi centres in the State. Naik said that there are 1250 Anganwadi centres in Goa of which few run in new buildings, some are under repairs and run in rented premises and therefore the role of organizations like Mineral Foundation is significant to meet the requirement of buildings for Anganwadi centres and to cater to the needs of thousand of Anganwadi children. Naik was speaking after inaugurating a Anganwadi building constructed by Mineral Foundation of Goa at Pratapnagar near Dharbandora.
He further lauded the work being done by 10-year old Mineral Foundation of Goa in education, water resources and health-oriented programmes and expressed satisfaction over the fact that MFG has constructed 30 Anganwadis, of which 16 are in the north and 14 are in south Goa. The Anganwadi building at Pratapnagar has cost Rs 6.27 lakhs and is equipped with all amenities including a set of educational aid. Stating that Anganwadi workers can best mould the children rather than parents, Naik said it is the Centres like Anganwadi where the basic education is taught to the tiny tots and therefore Anganwadi workers and helpers should treat them as their own so that they are moulded properly and become responsible citizens. Observing that education is
important for the progress of a family, village, State and the country, Naik said presently Goa ranks third in the country in literacy rate and in order to achieve cent percent literacy the mine owners, businessmen, factory owners and elected representatives should support the endeavours of the government in education sector. On the occasion, the procession of Our Lady of Fatima was taken out, in which devotees participated in large number. The procession which started at the Aledia of Grace Chapel culminated at St Anne’s Church, Parra. Speaking to Herald, Parish Priest Roland Carvalho said on May 13, 1917, Our Lady of Fatima made her first appearance to three shepherd children. “She appeared to the children once a month from May through October. The lives of these children were transformed totally. Prayer is the way through which the conversion of sinners and change in the lives of human beings can be obtained,” said Fr Carvalho. “If everybody starts walking in the path of God, there would be peace in the world,” added Fr Carvalho.

In a suspected case of honour killing, an unmarried pregnant woman was found dead in her room in Neta Nagar colony here, police said today. The body of 18-year-old Rajni Sahu was found hanging from a ceiling of her room yesterday, they said. A note purportedly written by Sahu stating that she was committing suicide due to "a failed love affair" was found in the room, they said. The post-mortem report, however, said that Sahu, who was one-month pregnant, died of head injury and her body was later hanged to make it appear as a suicide case.

A Supreme Court lawyer, who forged bills and later tried to bribe CBI officials, was today sentenced to five years in jail by a special CBI court here. Lawyer Halida Khatun was sentenced to five years imprisonment and imposed a fine of Rs 5,000 by CBI special judge S R Sen for trying to bribe a CBI official with Rs 1 lakh in 2002 in lieu of "documentary evidences" against her, senior special counsel for CBI Tsering Yangi B said. In 1996, then director of Indian Council of Agricultural Research (ICAR) had filed a case against Khatun for "forging bills" and giving "inflationary bills" with regard to the lawyer's fees. The forged bills submitted to ICAR amounted
to Rs 8.5 lakh. CBI had registered cases under sections 420, 468 and 471 of the IPC against her. "In 2002, she tried to bribe a CBI official with Rs 1 lakh in exchange of the documentary evidences against her, but the central investigating agency laid a trap and caught her redhanded on April 23 that year," the CBI counsel said. For the bribery case, Khatun was booked under 201 of the IPC and Section 12 of the Prevention of Corruption Act (PCA). For the other offences against her, Khatun was awarded jail terms of 21 months, 45 months, six months and a fine of Rs 5,000. "These will run concurrently with the other punishment," the counsel said.
Ultras attempt to blow up fencing along border in JK PTI JAMMU, MAY 13
Militants tried to blow up a newly constructed border fencing by triggering an IED blast today along the IndoPak border in Jammu sector, where BSF troops foiled an infiltration bid. During night patrolling, jawans of a detachment of 135 battalion of BSF picked up movement of 3 to 4 armed militants in the Indian territory close to Border Out Post (BOP) Abdullian in R S Pura tehsil through night vision devices at around 1145 hours last night, BSF officials told PTI. As the militants reached the near new border fencing, 600-meters away from zeroline, they opened fire on the patrol party and BOP after being challenged by the BSF troops, they said.
The Pakistan rangers also gave cover firing to the militants, they said, adding, there was heavy exchange of fire using small arms between the militants and BSF troops, which continued till 0145 hours. The militants planted an Improvised Explosive Device (IED) near the newly constructed border fencing and triggered the blast, they said. However, there was no major loss to the border fencing, they said, adding, militants later retreated. There was no loss of life on the Indian side, the BSF authorities said. By opening cover firing, Pak rangers also violated the ceasefire along the borderline, they said, adding, search operations were on in the area.

Waiting, for what?
T
here is something perverse over how investigations get carried out in Goa. It takes the vengeance of a 33-yearold Swedish model—who apparently had a bitter break with her former allegedly drug-dealing beau—for the Goa police to wake up. Only when a case like that of Lucky Mångårda Amori emerges that the police start taking action, and take note of the wider ramifications of the narcotics economy and politics in coastal North Goa. More importantly, it takes secretly-filmed footage and the allegations that emerge to lead to the arrest or suspend police officials. By contrast, there is hardly any self-initiated action, clean-up or investigation happening. Is it surprising then that lawlessness gets rewarded in Goa, and the guilty go unpunished? English playwright-poet William Congreve (1670-1729) wrote: “Heaven has no rage like love to hatred turned, Nor hell a fury like a woman scorned.” But surely the Goa police should not be waiting for the truth about the local narcotics scenario to tumble out via former molls of narcotics suspects, who spill the beans via YouTube videos, which the media then stumbles upon. To be fair, whoever is at the helm of the Goa Police, whichever minister has been responsible for home affairs, and whichever party has been in power, the situation in Goa has stayed as bad on this front. The authorities have long been in denial about the presence of narcotics in Goa, specially along the coast. Authorities have turned a blind eye to this and its many implications. Resultantly, the extent of the problem has neither been adequately studied or acknowledged. In the meanwhile, it has caused all kinds of distortions in the local economy, and polity. Contrary to what the BJP keeps insinuating at, it is not just one Congress politician and his kin who deserve to be held accountable. So many politicians from the area have found the vice sector—particular narcotics—an easy way to raise the big money needed to fund elections where everything gets reduced to money-power. If politicians dig deep enough, they would find that the rot extends to their own parties, and their own colleagues. But, as is said, you can’t awaken someone who pretends to be asleep. Oddly, the police is quick to take action when stung by adverse headlines. If this is the case, why don’t they act pro-actively to understand the situation better and clear up the mess among their own ranks? Reports in the media this week (Herald, May 13) have also pointed to raids on adulterated petrol rackets at places like Loutolim and Sancoale. This is part of a nationwide bid to curb the sale of adulterated petrol, and involved the CBI. That petrol products were being adulterated in villages en route, in Salcete and Mormugao, has been no secret. This has been in the news for some time now. It is likely happening elsewhere too. So, will the authorities merely wait till there are nationwide drives to take action? A few days back, after media criticism, the Goa police swung into action and got its men-in-uniform photographed while undertaking breathalyzer tests to detect drinking after driving. It’s anyone guess how long these will continue if the media stays silent. The police could well return to merely fining helmet-less two-wheeler riders, as if that was their only responsibility while working on road safety. The media can indeed serve as a channel for feedback to the authorities; but surely the latter should not wait for criticism to come up before taking action! At other times too, the authorites—specially those whose duty is to enforce law and order or fight corruption—have shown a complete lack of pro-active initiatives. Waiting for some controversy to arise before taking action is definitely a policy for disaster. Let the police in particular show their responsibility; they can’t await cues from some bimbo in another continent before moving from their cushy seats to take longoverdue action. While doing so, let them not pretend that they can’t dig up the information they need; even Sweden is not on another planet!

he South Asian Association for Regional Cooperation (SAARC) has just celebrated 25 years of its existence in the Bhutanese capital of Thimpu. Twenty-five years for any organization may not be a long innings, but given the dynamics of this sub-continent, it is heartening that leaders have not forgotten to exchange pleasantries and even could engage in talk-for-talk. However, as usual media attention was on the body language of the leaders and the meeting of the prime ministers of India, Bangladesh and Pakistan. No wonder, the relation among these three neighbours came up in the speeches of other member-prime ministers of the SAARC, as relations among these three nations are pivotal to the effective progress of SAARC agenda. Political Turnaround India-Bangladesh relationship is full of irony. It is inconceivable how India first allowed to take Bangladesh’s gratefulness for her support to their independence as granted and then allowed to evaporate the warmness either by high-handedness or by indifference. The Ministry Of External Affairs (MEA) was so sure of Bangladesh’s support that it never realized the security dimension an unfriendly government in Bangladesh could create. The hardliners in both the governments encourage assumptions and irrational conjectures to grow in absence of real-time scientific data. I do not see any reason or any issue, whether it is river water sharing, Tipaimukh dam project, transit corridor, export-import balance, or maritime boundary demarcation, that cannot be solved within a fixed time frame through honest and heart-to-heart negotiation. Such negotiation should be based on current scientific data and prospective scenario. A team of experts from both countries may acquire the data and do the analyses, giving no room to the short-sighted MEA manipulators of both the countries. The final agreement should build on the findings of the experts. India and Bangladesh must not let the present emerging cordial understanding to go waste without any permanent solution before the dawn of the next year. The silsila of misplaced assumptions and uncertain future continue to disturb even Indo-Pakistan relations. Over the last six decades, the leaders of India and Pakistan have been playing more to the public-gallery rather than doing any substantive negotiation on Jammu and Kashmir (J&K). Lack of transparency, unsure of ones exact

If the problem of Jammu & Kashmir is to be solved, both the sides need to honestly examine the various options. The first option is the independence of entire pre-partition Jammu& Kashmir. This measure means withdrawal of respective army by both India and Pakistan from IHK and POK. Even, the much-talked plebiscite would require complete withdrawal of both Indian and Pakistani armies from IHK and POK, respectively. However no sooner, such withdrawal occurs, militant groups will gladly fill the vacuum. This measure will first, push the political parties including Hurriyat and other pro-freedom parties into corner in a position much worse than the present. Secondly, irrational fighting will start among these militant groups to establish their authority and would establish several power-centers. Thirdly, no sensible world power could allow the formation of another sanctuary of the global militants, after Afghanistan and Northwest Pakistan. Hence, the option of independence to Jammu & Kashmir is unrealistic- it will only encourage violence and terrorism, and it deserves a decent burial. The second option of placing the entire Jammu & Kashmir as an autonomous state of Pakistan
will find stiff opposition of Hindus in the Kashmir valley, Jammu and Ladakh. This also goes against the secular concept of India. Similarly, any initiative to merge entire pre-partition Jammu & Kashmir with India will find stiff opposition from the Muslims in the Kashmir valley and in POK. In addition, such an exercise of plebiscite may results in geographically non-contiguous, unconnected pockets of people willing to go with Pakistan or India. This will be impractical, and reminds of another episode of infamous 1947 exchange of men, women and property and related riots. No sensible person could accept settlement in which half the population are unhappy. Hence, the option of attaching the entire pre-partition Jammu & Kashmir to either with India or Pakistan is unrealistic, impractical and prudence demands for its rejection. The third option of IHK remaining with India and POK remaining with Pakistan appears feasible and practicable. Such an arrangement would create least attrition in the local, regional and global perspectives. Both Pakistan and India could workout a plan of awarding best degree of autonomy to the democratically elected local political set up to run their state, except probably in the areas of currency, defence, foreign affairs, and justice. The state governments of IHK and POK could then mutually solve the problems of cross LOC trade, Baglihar and other dams, sharing of river water, etc. The SAARC, UNO and ‘super powers’ should actively support such understanding.
However, it is possible that the Jammu & Kashmir could continue to face the problem of mindless violence for some more time. The only change will be that Pakistan could no longer offer moral, political, diplomatic and military support to these militants. Moreover, with nobody to support, the militancy will steadily die down. Economic Turnaround Societies in almost all SAARC countries seem to have now reached a crossroad of reasoning and values. As the difference between the haves and have-not, powerful and powerless, well connected and innocent-humiliated people increases, the day is not far when a social implosion will take place. The global economic crisis made things further difficult. Hence, SAARC nations should focus on inclusive growth by expanding activities to protect the socially and economically backward people. This will give poor and vulnerable people more opportunities to benefit from renewed growth in the region while boosting domestic consumption, building human capital, and helping to rebalance economies. Therefore, the development of physical infrastructure should go simultaneously with investment in human capital, particularly in education and health care. It seems across the region there remains broad scope for policy reforms to expand coverage to those employed in the informal sector, to improve assistance to weaker sections, and to address issues such as aging societies, degrading environments, migratory labour and poverty alleviation. Regional Integration: The SAARC countries are geographically and environmentally contiguous, and the need now is to integrate them economically to face any economic and natural disasters together in future. This will also ensure that future growth is inclusive and environmentally sustainable. Consequent to the region’s recent economic turnaround, the SAARC countries must start unwinding emergency fiscal and monetary policy measures adopted during the global crisis. The SAARC leaders must stress on the importance of expanding cooperation and deepening economic integration among nations. Such integration can make the region overall more resilient, while providing benefits for economies at all levels of development. Hence, SAARC holds huge promise for a model regional entity, only if, the leaders act with prudence.

The ignorant, numbskull, insane and idiot, were fools Today, the meanings have completely changed; their new meanings contradict the old ones. Today an ‘achiever’ is a ‘wise’ person and a ‘loser’ is a ‘fool. Thus, gaining has been important today. The means adopted for obtaining anything is of little significance. It is ignored. Only end is counted. Power surpasses truth. The one who wins is wise. Loser is a fool. To be successful, one need not cultivate virtues such as hard work, study, concentration, persistence and foresight. Do whatever you can. But win. By hook or by crook. When one wins, one becomes hero. Jo jita wohi sikandari. And the world dances to the tune of the winner. Therefore, in today’s world, Mahatma Gandhi’s the three wise monkeys have turned out to be three fools. Seated together in a line, they give an important message to all. The first monkey with
both hands on its mouth and warns us never to speak evil. The second one shuts its eyes with its hands suggesting that we should not see evil. The third one with its hands on its ears cautions us never to hear any evil. But why have monkeys been selected to give us such invaluable advice? The reason for not selecting foxes and donkeys is quite understandable. The former is cunning, the latter is born blockheaded. One reason for monkeys being chosen is because of the belief that ‘Insaan ke pehle bandar’. Secondly, in the propagation of the particular message, movement of hands are important. And unlike other animals and like human beings, monkeys make more use of their forelimbs just like hands. Thirdly, their gesticulations appeal to human beings. That is why we see their inclusion in circuses and street plays performing acrobatics. During our childhood, we saw that the acrobat never called the pair (male and female) of monkeys in his play by any ordinary names. Nowadays, we do not watch these street plays. Today, these performing monkey could be named after famous Indian

One person is dumb, the second is blind and the third person is deaf. Mr. Thali calls Mahatma Gandhi’s these three monkeys Shani Surti (wise and worthy). He praised the three monkeys according to his opinions. But today’s world would never call them wise and worthy. One may, with great difficulties, try to observe the rule portrayed by the first monkey, i.e. ‘one should never speak evil’. But what about the other two rules? How is it possible to observe these rules viz, ‘one should never see and hear evil’? because today, the whole world is overflowing with evil. One sees and hears evil everywhere. Today, if we are to strictly observe these rules, we will have to walk around closing both our eyes and both our ears i.e. four hands. But, each of us have only one pair of them. That is why today we dare not call the three monkeys wise. On the contrary, we would call them fools. Three fools. Three idiots.
Letters to the Editor Ferryboat fees Adelmo Fernandes, Vasco It is understood that the River Navigation Department has sent a proposal to the government to charge a fee for passengers travelling by ferry boat. Under the proposed fee, tariffs for passengers will be Rs 2, for two-wheelers Rs 5 and four-wheelers Rs 20. At present passengers travel free and two–wheelers too are not charged while four wheelers are charged Rs 10. It must be said that it is the responsibility of the government to build bridges wherever necessary. If the government fails to do so, crossing the river by ferryboat should be free of cost as for many villagers a ferry ride is the only way to reach the mainland. Charging fourwheelers Rs. 20 seems okay. Heavy vehicles also may be charged accordingly, but for passengers and two-wheelers the ferryboat

A more challenging task would be to determine the type of feed and tree house for our other feathered friends, like the paradise flycatcher. Poaching of peacocks and their eggs should be checked by villagers. The melody of the Indian robin is rarely heard. Village clubs should organize competitions for the best birdhouse/feeder. Many parts of Goa face acute water shortage. In such areas, using PWD water for gardening and swimming pools must be banned. Bore wells can be sunk in these areas for domestic use only. All other uses for bore wells must be banned.

True, the sacrifices and the good deeds of the religious often go unnoticed, whereas their faults and mistakes highlighted. This is not to say that these should be ignored or go unpunished. But what we need to realize is that priests and nuns are not super humans and hence are not immune to temptations or deviation from the right path. Fr. Thomas Fernandes left us a beautiful example not only of heroism but also of responsibility he boldly assumed in rushing to the rescue of the youth entrusted to his care, even by risking his own life. However, what is sad is that we do not seem to be learning any lessons
from many past experiences when picnics on the beaches have ended in tragedies. Misadventures at picnics that could be tragic are best avoided. I also share your sentiments on the premature deaths of Dr. Sushrut Martins and Bebe Azaredo – the former a good homeopath and an activist concerned about the happenings in Goa, the latter an enterprising and dynamic businessman full of innovative ideas and initiatives. A wonderful human being, Bebe endeared to all those who knew him closely – a good boss and a man ever ready to help whenever need arose. Yes, they have all gone too young. May the examples of their lives help us in being better human beings and in doing more for others and less for ourselves…

Parents whose children are in small unaided private
schools and were paying Rs 1000 as total monthly fees will have to bear the brunt and shell out Rs 1350 as tuition fees itself. Ever since the circular was published , the members of AGUSPA who filed the PIL have been silent on this matter. Therefore, parents who are adversely affected by this across the board fee hike would like to know their point of view now that the PIL has backfired on everyone.
Rethink on celibacy Michael Vaz, Merces It is heartening to realise that the Catholic Church is slowly coming to terms and is beginning to accept that the child abuse in the church hierarchy was a reality and not a fiction. It is unfortunate that in some of the European countries as well as in USA, Canada and Australia there were several cases of child abuse that remained concealed over several decades and even when some light was thrown on them every effort was made by the church to conveniently camouflage the facts. It is a great step forward that the church while seeking forgiveness from the faithful for its acts has recognized that forgiveness cannot be a substitute for justice. Whereas we do acknowledge that such cases are in the minuscule, it would be right and just on the part of the church to do a thorough rethinking on its celibacy code, which has been underscored by various groups since decades, instead of plainly evading the truth. It is a good relief to the catholic community in our country that no such cases have been reported from any quarters in India.

The supply is erratic and woefully inadequate for the requirements of an average sized family. As an important tourist centre, Calangute generates a lot of revenue, a small part of which may be set aside for augmenting water supply to the harried residents. Locals should not be equated with tourists, who rely on beer and Bisleri / bottled water to quench their thirst.
Paths of Wisdom Righteousness in Trade By Samir Khan It is narrated by Rafa’h (may Allah be pleased with him) that the Holy Messenger (may Allah bless and greet him) said: “Traders will be raised on the Day of Resurrection as wicked people, except those who had adopted the way of righteousness, goodness and truth.” (Tirmidhi) Righteousness is the key to Ultimate Success. That’s the reason why the Holy Messenger Prophet Muhammad (May Allah bless and greet him) always encouraged believers to adopt the way of righteousness in every walk of life. This hadith(Sayings of Prophet Muhammad) highlights the importance and significance of righteousness, goodness and truth in business. Business people generally display a purely materialistic mentality; sometimes even religious people fail to deal justly and honestly as required by the religion. They don’t care about what is or isn’t permissible. They don’t value honesty and truth in trade and commerce. They are concerned only about earning money even at the cost of moral and religious bindings. But here the Holy Messenger (May Allah bless and greet him) has warned such traders that if they don’t deal honestly and display a good moral conduct, they will have to face the fate of wicked people on the Day of Judgment. In another hadith narrated by Ma’mar bin Abdullah on the authority of Imam Muslim, the Holy Messenger (May Allah bless and greet him) said that the person who indulges in hoarding is a sinner. To hoard food grains and other commodities of daily necessity with a view to selling them at a higher price, when their scarcity in the market is causing great hardship to the people, is to take undue advantage of the people’s difficulties. Islam considers this mentality criminal.

Infuriated by the abusive language used against them by BJP president Nitin Gadkari which he later retracted, Lalu Prasad and Mulayam Singh Yadav's party today hit back saying he had gone "mentally bankrupt" with the RJD chief asking him to hold his ears and apologise. The Samajwadi Party, led by Mulayam Yadav, threatened to sue Gadkari for his comments. At a public meeting in Chandigarh yesterday, Gadkari said, "Mulayam Singh or Lalu Prasad jo Congress aur UPA ke virodh ki baat karte hain, wo bhi jaakar CBI ke saamne jhuk gaye (Mulayam and Lalu who speak of opposing Congress, have also knelt before CBI). Welfare scheme in offing for 55 lakh teachers PTI NEW DELHI, MAY 13
Nearly 55 lakh teachers from schools, colleges and universities across the country can hope for a number of welfare measures, including insurance cover and housing facility. The government is planning to launch a new scheme National Foundation for Teachers' Welfare under which teachers of nearly 1.3 million elementary schools, 20,000 colleges and 500 universities will be entitled for these benefits. The proposed scheme will come for discussion at the meeting of Central Advisory Board of Education (CABE), the highest advisory body having state education ministers as its members, on June 18 and 19, a HRD Ministry official said. The government has Central Government Health Scheme which covers most of the central government employees. However, the proposed scheme will provide insurance cover to all teachers, including those appointed by the state government. The scheme also envisages provision of housing facility to each teacher in the country. The teachers in reputed and established schools, universities and colleges are currently getting such benefits.

Tamil Nadu Government has appointed a committee headed by a top prison official to look into the allegations by Nalini, serving life term in the Rajiv Gandhi assassination case, that her life was under threat in jail. The committee headed by DIG of Prisons (Coimbatore) Govindarajan would also go into her other charges, including harassment by jail officials at the high-security Vellore Women's Prison, where she is lodged. Announcing this in the Assembly, Law Minister Durai Murugan said the committee, which would also comprise a woman prison official, was expected to submit its report soon. "Nalini has petitioned officials regarding some grievances and made some allegations. The committee was formed early this month following her complaints and grievances. This committee will verif y the charges and submit a report soon," he said in response to a query by C Gnasekaran (Congress).

With India emerging as a major tourist destination and also facing terror threat, Government has decided to go in for a foolproof system to identify and track the movement of foreigners in the country. A Rs 1,011 crore project to modernise and upgrade the entire range of immigration services would be implemented over the next four-and-a-half years by the Union Home Ministry. A meeting of the Cabinet Committee on Economic Affairs on Thursday approved a mission mode project titled 'Immigration, Visa and Foreigners' Registration and Tracking' (IVFRT),
an official spokesperson said. Its core objective would be to develop and implement a secure and integrated service delivery framework that would facilitate legitimate travellers while strengthening security, she said, adding that IVFRT would use biometric systems and intelligent document scanners to authenticate the identities. The first phase of the project would be implemented in Dhaka, London, four Immigration Check Posts (ICPs) at places including Delhi and Mumbai, Kolkata, and three Foreigners Regional Registration Office at these three metros. The second phase would cover all other missions abroad
and places in India, the spokesperson said. Of the total cost, Rs 132 crore would be spent during the first phase till June 2011 and the remaining Rs 879 crore in the second phase up to September 2014. The spokesperson said the project was evolved after studying similar integrated immigration systems functioning in the US, the UK, the Netherlands and Germany. The National Institute for Smart Government (NSIG) was asked to generate a comprehensive e-Governance solution for immigration, visa issuance and foreigners' registration and tracking functions.

Navy to procure floating bullet-proof jackets PTI NEW DELHI, MAY 13
As parts of efforts to equip its troops with sophisticated protective gear post 26/11, the Navy is procuring 4,500 "water-proof floating" Bullet-proof Jackets (BPJs) for its personnel deployed at sea and coastal areas. "To tackle the threat of terrorists and sea-pirates in the maritime zone and along our ports and coastal areas, we are procuring 4,500 BPJs, which will be water-proof and floating," a top Navy official told PTI. The Navy has issued a global Request for Proposal (RFP) for procuring the BPJs and earmarked Rs 12 crore for the purpose, he said. "Most of our installations are either in sea or close to it. So we are procuring jackets that can be used in water and help the troops stay afloat," he said. The trial for procuring the BPJs will be held at two stages. "In one set of trials, the ballistic protection provided by the jackets will be tested at DRDO's TBRL lab in Chandigarh where the competing jackets will be tested against AK-47, MP-5 and other small arms of the Indian armed forces," the official said. The other set of trials will be to check the floating capability of the jackets where different samples will be conditioned in sea water for 24 hours.

As India and Pakistan gear up for a meeting of their foreign ministers to nudge forward the bilateral peace process, the two sides will have to focus on key issues like terrorism and Kashmir and put in place new confidence-building measures, the Pakistani media said today. While tackling the menace of terrorism is necessary to prevent another Mumbai-like incident that could stall the peace process, Pakistan needs to focus on the trial of suspects linked to the carnage in the Indian financial hub that claimed 166 lives in November 2008, leading newspapers said. During a telephone conversation on Tuesday, Foreign Minister Shah Mahmood Qureshi and his Indian counterpart S M Krishna agreed to meet in Islamabad on July 15 for talks. In a major shift, Russia today said it is ready to assist in the dialogue between China and the Tibetan spiritual leader the Dalai Lama to resolve the vexed Tibet issue. "If all the parties make attempts to separate purely pastoral contacts from political associations, this would be a solution to the problem. We are ready to assist in this," Foreign Minister Sergei Lavrov told the Federation Council, Russia's upper house of parliament. He said occasional attempts to politicise the Dalai Lama's role as a spiritual leader do not bring any desired results, including the development of ties between the Dalai Lama and Buddhists in Russia. "We are carefully following what is happening between the leadership of China and the Dalai Lama and we know that the Chinese leadership is deeply committed to the Dalai Lama dissociating himself from any kind of political activity and separatist tendencies," Lavrov said. Representatives of the Dalai Lama and Chinese Government have held a number of rounds of talks on the Tibet issue, but
no progress has been made so far. So far Moscow, which recognises Tibet as integral part of China, was looking at the dispute between the DalaiLama and China as Beijing's "internal matter". Russia had in 2004 reluctantly allowed the Dalai Lama into the country to meet his followers. The Kremlin has been under pressure to allow the visits of the Dalai Lama to meet his followers as Buddhism is one of the officially recognised traditional religions of Russia along with Orthodox Christianity, Islam and Judaism. There are some 700,000 followers of Buddhism in the Russian Federation, mostly in the eastern areas like Buryatia bordering on Mongolia and Republic of Kalmykia in South Russia. Lavrov said Moscow supports the development of inter-religious and inter-faith ties, but is against aspects of religion that have been distorted into politics. Foreign mountaineers who have climbed Mount Everest and another peak will get free Nepali visas for two years, part of a scheme to boost tourism in the Himalayan nation, a senior government official said. More than 4,000 climbers have scaled the 8,850 metre (29,035 feet) Everest summit since it was first climbed by New Zealander Sir Edmund Hillary and Tenzing Norgay Sherpa in 1953. Some 700 of these foreigners are said to be still alive. "We will waive the visa fees for them to visit Nepal in 2010 and 2011 part of the Nepal Tourism Year plan," Ranjan Aryal, the most senior bureaucrat in the tourism ministr y told Reuters this week. Himalayan Nepal, home to eight of the world's 14 highest mountains, including Mount Everest, has designated 2011 as the year to boost tourism. Indian traditional medicine received a major boost Thursday with the cabinet sanctioning Rs.14.08 crore for establishing a pharmacopoeia commission to set and maintain standards in the sector. 'The union cabinet today approved the establishment of a pharmacopoeia commission for ayurveda, yoga and naturopathy, unani, siddha and homeopathy (AYUSH),' Information and Broadcasting Minister Ambika Soni told reporters after a cabinet meeting chaired by Prime Minister Manmohan Singh. 'It is estimated that the global market for traditional and herbal medicines is worth $62 billion, of which China's share is $19 billion. India still has a long way to go to increase its share and the establishment of the pharmacopoeia commission for AYUSH is a very important step in this direction,' Soni explained.
The cabinet also sanctioned Rs.14.08 crore to be spent over the next two years on establishing the pharmacopoeia commission, which will function from the health ministrycontrolled Pharmacopoeial Laboratory for Indian Medicine (PLIM) at Ghaziabad on the outskirts of New Delhi, an official

Bilateral trade between India and China is expected to touch the USD 60-billion mark by end-this year, a senior Chinese diplomat said today. "We expect our bilateral (India and China) trade to touch the USD 60-billion mark by December this year," Chinese Consul General, Wang Donghua, said here on the sidelines of an exhibition on retail products here. The Chinese diplomat said there was a decline in trade volume because of the global meltdown but it is expected to rise again with the recovery now in progress. "Trade had come down because of the downturn in the global economy. In 2008, our bilateral trade stood at USD 51.47-billion. But it declined to $43.3-billion in 2009. We now expect it to rise to USD 60-billion this year," Donghua said. The Chinese Consul General also said that trade between India and China would not be affected despite certain disputes between the two countries. "There could be some disputes between the two countries (India and China), but I am optimistic that it would not affect trade relations between us," Donghua said.

A surge in renewable energy investments could drive a tripling of UN-backed carbon offsets issued to emission reduction projects in India by end-2012, a report said on Thursday. And a jump in issuance of carbon credits to renewable energy projects alone could be worth Rs 4000 crore by end2012, leading Indian research house Crisil said in the study. The study said ambitious renewable energy policies will lead to greater wind and biomass investments and lure more project developers to opt for carbon offsets as an additional sweetener. But the positive picture was also based on a new climate pact being agreed to underpin the global carbon market. Under the UN's Kyoto Protocol climate pact, a scheme called the Clean Development Mechanism rewards investors in clean-energy projects in poorer nations with internationally tradeable carbon offsets. Crisil said CERs issued in India were expected to increase to 246 million by Dec 2012, from nearly 80 million now. The research house assumed a purchase price of 10 euros each from Indian clean energy projects. Issuance to renewable projects would rise to 76 million by end-2012 from 13.5 million in Nov 2009, the report said, helping India remain the world's number two source of CERs after China. "The growth in CER issuance will be driven by capacity additions in the renewable energy sector, and by the eligibility of more renewable energy projects to issue CERs," the report says. If not for the Reserve Bank of India's four-month absence from the rupee market, it would have been difficult to notice authorities have slowly allowed larger gyrations in the currency and minimised their interference. The RBI did not intervene in the rupee market from December 2009 to March this year -their longest hiatus since mid2006. Their limited interventions in April also suggest that the central bank is inclined to step in these days only when the rupee moves a percent in any direction on any day, unlike in the past when a 0.2 percent move could prompt intervention. Below are questions and answers on the Reserve Bank of India's currency policy, based on discussions with three central bank officials who could not be identified by name. HAS THE RBI CHANGED ITS FX STANCE? It's a subtle shift, discernible merely in the threshold for intervention. The central bank says it intervenes to smooth out volatility and it is not uniquely concerned with the level of the rupee or whether it is weakening or strengthening. The central bank takes into account factors including the dollar's performance against global majors, movement of Asian currencies and India's monetary policy when assessing rupee volatility. Central bank officials say they will only intervene if the rupee's movement is not based on fundamentals but mostly on speculation. In the current context, when the market is uncertain over possible contagion from Greece, rupee volatility has been in line with Asian peers and the dollar's moves against the majors, and has thus not

merited any strong intervention, RBI officials say. For instance, on Feb 5, the central bank stayed on the sidelines, even as the Indian unit dropped by 1 percent, because that was in line with the euro's fall to its lowest level since May 2009. HAS THE RBI'S TOLERANCE FOR RE VOLATILITY INCREASED? On the surface, yes. In 2006, the central bank intervened in currency markets when intraday movement was as moderate as 10 paise, or one-tenth of a rupee. But its tolerance for volatility started to increase from 2008 when the global financial crisis roiled markets. It intervened regularly in the forex markets in 2008 and 2009, but it allowed for far greater fluctuation in the rupee before stepping in. That the central bank was al-
lowing volatility was confirmed when it kept to the sidelines from December through March despite strong capital inflows which pushed the rupee higher and caused intra-day movement of as much as 0.9 percent. It only intervened on two days, one in April and the other in May, traders said. Intervention data for April is not yet available. The rupee rose between December and March by 3.6 percent as robust $6.6 billion in portfolio capital flowed into the economy, more than a third of the total $17.5 billion seen in all of 2009. But RBI officials said the currency's movements weren't exceptionally volatile and healthy market forces had generated the wider trading range. The rupee touched a record low of 52.2 per dollar in early March 2009, and since then has gained 15.5 percent. It cur-
rently trades at 45.2 to the dollar. The central bank sold a net $5.8 billion in 2009 to support the rupee during the downturn, helping it notch up a gain that year of 4.7 percent. In early May, the RBI is suspected by traders to have sold dollars when the rupee dropped on a single day by 1.2 percent, suggesting the central bank may enter the market when moves are of such magnitude. WHAT COULD TRIGGER INTERVENTION IN THE MONTHS AHEAD? Foreign investors continued to flock to India in April, but they pulled money out in early May as the euro zone debt crisis forced investors to cut risk. That said, besides extreme volatility, a sudden surge in capital inflows could prompt intervention. The RBI keeps a close watch on the quality of
capital flows, wary of speculative and short-term flows. If capital inflows threaten to overwhelm the current account deficit, the central bank might step in for fear of a build up in inflationary pressures. However, there is no specific level of flows that would trigger a move. WHAT ABOUT THE REAL VALUE OF THE RUPEE? Probably does not matter. The rupee has risen 25 percent in real trade-weighted terms from its record low in March 2009, without causing concern at the central bank. The Real Effective Exchange Rate (REER) of the rupee has risen to 113.56 in March from 105.81 in November, reflecting the extent of overvaluation of the rupee against six major currencies. Latest data suggests further real appreciation of the rupee with the REER at 116.17 on April 16.

Known for its innovative marketing initiatives, UTI Asset Management Company now plans to aggressively use social media and mobile telephonic platform to reach out to investors, a senior company official said. "Sixty-three per cent of investment is done through comm u n i t y - b a s e d recommendations in India. Community can be friends, colleagues, relatives or social media like Twitter and Facebook. We are doing a lot of activities on Facebook and Twitter to educate investors," UTI Asset Management Company's Chief Marketing Officer, Jaideep Bhattacharya said. "The idea is that wherever there is a discussion happening you have to come and communicate or guide. We are building social media in a very big
way as people talk a lot through social media," he said. In the past also, the company has come out with initiatives such as tying-up with Mumbai's dabbawallas to distribute its NFO-Wealth Builder Fund-Series II, advertisements in Mumbai's local trains and tying-up with Meru cabs, to communicate with nvestors. "This year we are focusing on using wireless technology on mobile platform which would help us in penetration of new markets, reducing cost of transactions and knowledge dissemination," Bhattacharya said. Investors who want to know more about mutual funds would search on mobiles using Internet instead of calling-up people. "We at UTI are enabling investors to learn more through mobile devices," he said. UTI AMC is also the first company to build an SMS com-
munity on the mobile space where it has five lakh SMS users to whom it sends messages on mutual funds, he said. "Besides, we have also set-up a call center to provide information to investors related to mutual fund products," he said. UTI AMC also plans to enhance the reach of its awareness programs to corner a major pie of the business. "If you have to increase your pie, you have to grow through knowledge. We are planning to go big on investors awareness programs across the country," he said. In order to highlight its brand, UTI AMC has started a project in Bihar wherein it is working with vegetable vendors as well as marginal farmers. "The people who come to vegetable vendors to shop have a latent need to invest," he said. The company is also using

HTC Corp fired back on Wednesday in its legal battle with Apple Inc, asking the US International Trade Commission to ban sales of iPhones, iPads and iPods in the United States. In a complaint filed with the ITC and obtained by Reuters, HTC accused Apple of infringing five of its patents related to cellphone directory hardware and software and power-management technology in portable devices. HTC's action was widely expected after Apple filed a patent infringement suit against the company in March. Apple's move against HTC was seen as a proxy for an attack on Google Inc. Taiwan's HTC makes smartphones based on Google's Android software, which has gained ground on Apple's popular iPhone. In the complaint dated May 12, HTC said Apple violated patents on technology that helps devices such as the iPhone manage power and handle phone directories, and on technology that enables the just-launched iPad tablet computer to store data when in "sleep" mode, among other applications. MKM Partners analyst Tero Kuittinen was not surprised by HTC's move against Apple, but said the larger question was about HTC's patent portfolio, which he said did not measure up to those of rival handset makers such as Nokia Oyj. "I think its widely acknowledged that HTC's IP portfolio is not particularly strong, because they got started on this way later than they other guys," he said. CCS Insight analyst Ben Wood said HTC's patents stretched back to the days before it was making its own branded handsets. "This move might see it drawing on intellectual property created when it was work-
ing as an ODM supplier to several mobile carriers and other manufacturers such as Compaq," he said. ODM stands for original design manufacturer. SMARTPHONE WARS According to IDC, Apple held 16 percent of the global smartphone market in the JanuaryMarch period, and HTC around 5 percent. Apple was the No.3 vendor, one slot ahead of HTC. "HTC seeks, as relief, a permanent exclusion order barring from entry into the United States all infringing portable electronic devices and related software imported by or on behalf of Apple," HTC said in its complaint. Investors cheered HTC's move, sending the companies Taipei-listed shares 3.4 percent higher by midday in a broader TAIEX market up 1.4 percent. "The move means HTC has confidence in its own patents and that will help its sales in the United States," said Jih Sun Securities analyst Richard Ko. "However, it will take some time before we see the outcome of the lawsuit." Market regulator SEBI today asked mutual fund houses to disclose the details of investor complaints on websites, as well as in annual reports, to enable clients to make more informed decisions. "Mutual Funds shall henceforth disclose on their websites, on the AMFI website as well as in their Annual reports, details of investor complaints received by them from all sources," the Securities and Exchanges Board of India said in a circular. Following the circular, all Asset Management Companies (AMCs) will have to put up the data for the bygone fiscal by June 30, 2010, and for each new fiscal within two month of the close of the year. SEBI expects the disclosure norms would improve transparency in functioning of the AMCs and would enable investors to take informed decisions. In order to increase investor interest in MFs, the market regulator had last year abolished entry load and asked fund houses not to deduct marketing and distribution charges from the investment made by customers.

Amidst robust car sales, US carmaker General Motors today said it will expand its network of sales points in India to 300 from the existing 206 currently, by end of this year. "The effort is to put in place around 300 sales points in the country from the existing 206, and also have equal number (300) of authorised service outlets from the existing 200," Managing Director GM India Karl Slym told newsmen, on the sidelines of launch of CNG version of GM's mid-size sedan Chervolet Aveo. This new version of GM's mid-size sedan is a bi-fuel vehicle with ex-showroom price of Rs 6,26,645 that will be competing with CNG models of Logan and Accent in the market. "This new BS-IV complaint model of our car Aveo is being manufactured at the Halol facility and is proposed to be launched next in New Delhi, and thereafter in Mumbai where CNG availability is not an issue," Slym said. "Aveo is a global vehicle sold in close to 140 countries now and is well known for its petrol
fuel efficiency, so we take this opportunity to move a step ahead," he said. "Last year we sold close to 70,000 units and this year we plan to sell around one lakh units," Slym said adding "in first part of the year we registered a 139 per cent growth in sales where as the industry grew between 37 to 38 per cent." "In the first four months of this year we have sold around 43,000 units while last year we had sold around 18,000 units in the corresponding period," Slym said. "Gujarat contributes nearly 10 per cent to our national sales, after the National Capital Region (NCR)," vice president Corporate Affairs GM India P Balendran said. "We sell close to 1,100 cars per month in Gujarat alone," he said. "The company sells nearly 45-50 units of petrol Aveo cars in the state of Gujarat and expect somewhat similar sales for this new CNG version too," Balendran said. "GM India became a fifty-fifty joint venture with Sanghai Automotive Industry Corporation Group (SAIC) in February last this year," Slym said.

'With the 2010 set of products, organisations will save, innovate and grow as their people benefit from working across the PC, phone and browser,' Elop said in a statement.
The launch of Office 2010 also marked the debut of Office Web Apps, which includes web-based versions of Word, Excel, PowerPoint and OneNote, and it enables users to edit and share documents online. The Office Web Apps, which is seen as Microsoft's answer to Google Inc's Webbased applications, is expected to hit the retail stores in June.

For the home, I store small onions, chillies, ausande (black eyed beans), dried prawns, chillies like Kashmiri chillies and Mussori chillies, etc. These food items are hard to find in the market during the rains.” Bahu Pannwalo has a small ayurvedic medicine stall in the Mapusa market, where he has been supplying medicine for the past 10 years. “People also buy medicines for purument like herbs for stomach aches, cold, fever, jaundice, headache, kidney stone problems, pressure and diabetics. The trend of saving medicine for purument has not changed; people still buy the same quantity of medicine. Some know the medicines by name like parripath, bayechi panna while others come and ask, ‘do you have any medicine for stomache for children?’ I give them the necessary medicine.” Another unforgettable aspect of purument is stocking of dry fish. Mapusa market boosts of a large number of dry fish stalls and Gracy Rodrigues from Candolim is one of the regulars who have been visiting the Mapusa market for the past 40 years to sell her stock of dried mackerels, vagole (kite fish), dodiaro (silver croaker) etc. “I visit the market every Thursday and Friday of the week. The sale of dry fish has decreased as people are finding the cost expensive. They buy fish, no doubt, but instead of buying the regular Rs50 fish, they now buy Rs20 fish. The fish that I used to buy from the main dealer in the beginning were 100 fish for Rs200, now the prices have drastically increased to Rs500-800 for 100 fish. People have their own take, some consider it salty which can affect their diabetics or pressure problems without understanding the fact that their ancestors have eaten the same fish without affecting their health. Oil in the market has changed and that is the reason people are falling sick, not the fish from the same sea.” Anita Dias, busy shopping for chillies, says, “Now it is time to start storing things away for the monsoon. One must buy some things at a time, instead of rushing to the market at the last moment. I have already bought dried fish and beans and now I am heading to buy some masalas.” Armindo Braganza runs Braganza Stores which supplies various kinds of masalas and delicacies like satta, perrad and magad. “Pavsacho purument is very much alive. People still buy food like parra, balchao, masala bombils (Bombay ducks and different types of masalas. Goans love eating fish so in the rainy season when it is pouring so heavily, they are satisfied with the pickled or dried fish. It is like an emergency situation and they know they have substitutes. Even sausages are nicely dried and stored for rainy days.” Well, the rains are already making their presence felt so, pick up your shopping bags and head to the market to purchase those lip smacking goodies that will taste even delicious in the pouring rains.
BY CHRISTINA VIEGAS HERALD FEATURES newborn flashing her/his first toothless grin, the gracefulness of horses running free, a refreshing fine drizzle lightly powdering the trees and many more glorious moments in life can never be held – you can only drink it in and feel the beauty with your heart; it can never be captured to lock in your soul. So, second best is to freeze the moment on camera. After all, how often we have heard of the cliché, ‘A photograph is worth a thousand words!’ And stamping an indelible mark in photography in the state is none other than the ace photographer of high repute, Thomas Vaz whose three batches of photographs on Old Goa (clicked in 1980, 1990 and 2008) will be showcased in an exhibition on International Museum Day. Normally, the hearts of 15 year-olds bleed over gorgeous screen idols or dashing sport stars, while others fancy that pretty thing in college or stand in acquiescent captivation as the guy in the black helmet whizzes by on his black Yamaha. But walk down memory lane with Vaz, and you learn that as a 15 yearold, he too got ensnared into a secret romance, but… with his camera! Secret, as he was not sure how his dad, the late Mr Pedro Vicente Vaz, would have reacted. He fondly reminisces, “He wanted me to join the business like my elder brother did, and so I wanted to prove to him that I had it in me but was scared to reveal my passion with the camera.” Yet, it was his father who discovered him hiding the box camera and to his delightful surprise, encouraged him and bought him a new automatic camera – one of the best in those days. Not into flash photography, but a natural photographer, and undoubtedly Goa’s best, he says, “My dad was a natural architect and enlightened me on the various facets and angles of our ancestral home, in terms of natural light, breeze etc. Besides, he encouraged me in football and volleyball, from where I learnt angling and action, all of which, I incorporated into my photography.” As a young teen, in 1958, Mr Vaz stood first in the Inter-School Competition in the ‘Landscape’ category, and followed this up by standing first yet again in the All Goa Competition in 1960, in the ‘Industrial Photography’ category. Not surprisingly, in 1979, he became the first Goan to be awarded the National Award and the President’s Award from the Directorate of Audio-Visual Publicity. You do not have to be an aficionado of photography to perceive the pulsating energy in each of his pictures. His work includes 180 colour postcards of Goa (all painstakingly numbered), six black and white cards, three sets of duplicate slides, three booklets, one holder, one Goa souvenir – ‘Old Goa, Rome of the East’ and one pictographic book named, ‘Goa – Images and Impressions’. Discussing his work, you learn that the artist is willing to wait for days to capture that precise moment. He says, “I wait for the right moment before I capture my subject.” Tell him that you are amazed at his work considering he has no formal training and he muses, “I went through a lot of cut-outs of goal-keeping action and learnt the lighting, angling etc, and I even spotted mistakes. That’s how I kept learning.” As for his upcoming exhibition at the museum, he enlightens, “My pictures on Old Goa were highlighted in detail by Frederic Noronha, so the museum approached me.” Expounding on the risks this ace photographer takes, he says, “I climbed the Se Cathedral Tower to get most of my pictures as there is an empty plot from where I wanted to capture the shadow of the tower and the bell.” Amazing! Kudos to this persona whose creative energies continue to soar even at his age! An interesting snippet of information from Vaz: Normally, a creative soul is bowled over by love, but surprisingly this artist with Hollywood-looks, thinks differently, saying, “I never wanted a love marriage, only wanted an arranged one and I must thank my elder brother for making it happen for me.” For a hard-core romantic like me, it is impossible to comprehend this, but he explains, “With love, inevitably comes a lot of pain, I didn’t want to go through that.” Oh! How aptly said! If only we could think similarly before getting ensnared, but then ‘Love knows no reason’, right? With loads of experience, the artist’s message to aspirants is, “Nothing is impossible, but you should be willing to work for it. Hard work and not luck, ensures success.” (The exhibition will be on from May 18 to 25 at the Museum of Christian Art, Old Goa)

ctress Deepika Padukone, who has reportedly rekindled her romance with long-time boyfriend Ranbir Kapoor, has clarified that she is not planning to get married anytime soon. “I am just 24 and I have enough time to decide when and whom to get married to. So, whenever that happens, I will let you people know,” said Deepika at a press conference. She declared that with good offers coming her way, career seems to be the most important factor in her life for now. Right now Deepika is excited about walking the red carpet at the ongoing 63rd Cannes International Film Festival for liquor brand. “This is the first time I am going to a festival like this. Initially I was a bit hesitant but now I am looking forward to meet great people from all across the globe,” she said. In the past, Aishwarya Rai and Mallika Sherawat earned flak for their bad dressing sense at the Cannes, but Deepika is unperturbed and says she is least bothered about criticism. She has decided to wear a sari designed by Rohit Bal at the red carpet. “Sari is a very sensual garment and whenever people from other countries discuss about sari, they just say one word – wow,” said Deepika. She also admitted that she feels very comfortable in a sari and can drape one in just 30 seconds. The event will be a great moment for the designer too as this sari will be Bal’s first work since suffering from a heart ailment and having surgery earlier this year. Bal revealed in an interview to a newspaper, “There’s a lot of criticism on why Indian women wear Western outfits at red carpets of premiere events. This year Deepika will show the world how beautiful saris are. She will be wearing a beautiful, super sexy saree.” Bal added, “The sari will be ivory in colour.” However, Deepika will be in Cannes only for a day. She’ll be attending the premiere of French film ‘Tournee’ (On Tour), directed by Mathieu Amalric, which is competing for the festival’s top prize, the Palme d’Or.

HERALD FEATURES he most awaited Konkani film, ‘Paltadacho Munis’ is finally here. The films release date is set to May 21, the filmmaker Lamikant Shetgaonkar announced at a press interaction held in the city yesterday. The film which had won many admirers at various film festivals will finally be presented at its home-ground - Goa. The Konkani filmmaker, winner of many laurels, the FIPRESCI Discovery Award at the Toronto International Film Festival, one among them said he hopes the film will be well accepted in Goa. The film is scheduled to be screened at the Ravindra Bhavan in Margao, the Maquinez Palace in Panjim and the Rajhans and El Monte theatres in Vasco. “I don’t believe in dubbing, but they will surely have English subtitles,” Shetgaonkar replied when asked if he had plans of dubbing the film in other languages. ‘Aiz Hanv Faleam Tum’ – A Eye-opening Drama P rince Jacob’s drama ‘Aiz Hanv, Faleam Tum’ focuses on the plight of those aged parents who are abandoned by their educated children, left to meet their fate alone, either on the streets or in some old-age home. The story revolves around a playwright, Roy de Zuari (Jr Reagan) who intends on penning a drama and seeks assistance of the sister in-charge of an aged home ‘Asro’ (Hazel Fernandes). He is brought to the aged home where he encounters several aged people, who have different stories to relate about their unfortunate lives. If there is Antonio de Pombasa (Cajetan de Curtorim) who is always found cheerful and hearty as he entertains his colleagues with a guitar in his hand, there is Jose (Joe Rose) who is seated on a chair with a brooding face. Alu (Prince Jacob) and Salu (comedian Humbert) are also members of the ashram and they have their own grievances all along, while putting up with the rest of the aged crowd. In the course of his interaction with the people in the ashram, Roy finds Jose’s thoughts to be very interesting and he considers him to be an intellectual. The aged man’s pathetic story and what led him to be confined within the four walls of the ashram is thereafter revealed through a flashback. In another family of Oswald (Simon Gonsalves) and Melisa (Annie Quadros), the daughter-in-law has to face humiliation due to the dictatorship of mother-in-law Maria (Diana Fernandes). Maria considers Melisa as a bad omen and tortures her to the maximum as she can’t bear a child.

According to Shetgaonkar, a film has to be well-written, well-structured and well-presented to ensure that it is accepted by the audience and is a hit. Shetgaonkar said that although the movie is based on a man’s loneliness that drives his struggle to break the norms and change the system, the movie does have certain aspect relating to Goa’s environment. “Environment and nature are subjects really close to my heart and when I see it getting degraded it hurts me and somehow this surfaces in my films,” said Shetgaonkar.

On receiving the news about the death of his ailing mother in the aged home, a businessman (Joe Rose) comes to perform the final rites. But the inmates of the ashram, including Alu, Salu and Antonio de Pombasa refuse to part with the corpse and decide to take their own decision, leaving the wealthy man in a quandary. Celine (Annie Quadros) relates her unique story whereby her husband Albert (Joe Rose) encounters a heart attack and collapses instantly while awaiting for his children to join in the celebration of their 50th wedding anniversary. In order to bring in reconciliation and unity among the children and the parents, what steps does Celine take? How does she hide the truth of her husband’s death from her grown-up children? What are the dire consequences? All this has been well presented in the second half of the drama. Prince Jacob, who is known for innovations on the Konkani stage, has introduced each artiste on the stage in at least three different roles. He has made conscientious efforts to convey his message loud and clear with regard to the senior citizens: If today it’s me in the shoes of the aged and the fragile, then tomorrow it will be your turn for the same. Comic interludes by Prince Jacob, comedian Humbert and Cajetan de Curtorim were well accepted by the audience. Songs by Joe Rose, Cajetan de Curtorim, Jr Reagan, duet by Annie Quadros and Hazel Fernandes, trio by Humbert-Jr Reagan-Prince Jacob had powerful messages.

Saligao forged ahead through a free kick by Nazi Shaikh while Parra restored parity in the second half through Brijesh Shirodker off a penalty. With the scores even, the tiebreaker was resorted to decide the winners. Saligao prevailed over PVC Parra by 4-1. State govt leases land to GFA to promote game HERALD SPORTS DESK PANJIM, MAY 13
The State government today leased out its land admeasuring 5,250 sqm at Duler, Mapusa to Goa Football Association, to take up activities to promote football and eventually make Goa the powerhouse of football in India. The official documents were exchanged at the Secretariat between President GFA and Urban Development Minister Joaquim Alemao and Juliana Gurjao, deputy director of Sports and Youth Affairs; vice-president of GFA, Sandeep Jacques and John Dias, treasurer. Speaking on the occasion, Alemao said: “It is a matter of pride that the land has been leased to the GFA, envisioning the dream of his colleagues in the Association to make make Goa the powerhouse for football in India.” Alemao expressed his gratitude to Chief Minister Digambar Kamat, Sports Minister Manohar (Babu) Azgaonkar, Tourism Minister Francisco (Mickky) Pacheco in supporting the cause of leasing the land. The minister also acknowledged the contribution of Dayanand Narvekar, who way back in the 90’s as the then agriculture minister initially agreed to give the land. In the first match, Tanzil scored 151 for 5. For Tanzil, Amol Bhojne topscored with 38, followed by Santosh Udadhey 33. Aslam Shaikh took 3 for 24 while Anand Kammar snatched two wickets for Iqbal. England cruised to 132 for three in 16 overs after restricting Sri Lanka to 128 for six to win with four overs to spare. This is the first time in six years that England have made it to the final of a ICC tournament since the 2004 Champions Trophy final. Kevin Pietersen finished off things in style hitting Lasith Malinga for a huge six and a boundary down the ground to finish unbeaten on a splendid innings of 42 from 26 balls, having hit three fours and two sixes. The Indian cricket team's trouble doesn't end with their ouster from Twenty20 World Cup with reports suggesting that some of the players were involved in a pub brawl here even though Yuvraj Singh dismissed the claim. According to reports, six Indian players went to a local pub, Tequila Joe's, on Wednesday night where fans started taunting and abusing them for their failure to reach the semi-final of the Twenty20 World Cup. Pacer Ashish Nehra and Zaheer Khan apparently lost their cool and got into a confrontation with the fans and Yuvraj had to intervene to calm down his team-mates, reports claimed.
