Yeddy faces 2nd test today All eyes on High Court verdict

PTI BANGALORE, OCT 13

The ruling BJP braced itself for a second trust vote in four days tomorrow but in a new twist to the political drama the Karnataka High Court today ordered that the outcome of Assembly proceedings will be subject to its verdict on the disqualification of MLAs. The disqualified MLAs —11 of BJP and five Independents — will also not be able to participate in the floor test for Chief Minister B S Yeddyurappa, whose government may scrape through given the present numbers in the Assembly. However, the suspense over the fate of BJP’s first Govern-

No more rote of math, science formulas HERALD CORRESPONDENT NEW DELHI, OCT 13

School students learning mathematics and science by the rote will be history in a year or two as the National Council Of Educational Research And Training (NCERT) is preparing new manuals to promote learning through experiments. Already 14 laboratory manuals are ready and manuals in other subjects, both in English and Hindi, will be ready before the next academic session, a NCERT official said, pointing out that they will enable the (Continued on page 10)

THE NUMBERS GAME

Yeddyurappa Government may barely cross the 105 magic mark with the support of about 106 MLAs while the Opposition — JD(S) 73 and Congress 28 — has the support of 101 in a House with a reduced strength of 208. The original strength is 224. The disqualified MLAs —11 of BJP and 5 Independents — will not be able to participate in the floor test pending court verdict. ment in the south will remain even after the vote. Lawyers said that today’s court order may mean that if

the Court on Monday upholds the Speaker’s decision on disqualification then the status quo after tomorrow’s vote may re-

main. But if the Speaker’s decision is overturned, then it could force another floor test in the Assembly. The court had reserved orders on the petition of the 11 disqualified BJP MLAs till Monday when it will also hear the pleas of Independents. The High Court rejected both the pleas of the five independent MLAs for staying their disqualification and allowing them to vote in sealed covers to be kept with the Registrar of the court and ordered that tomorrow’s vote of confidence would be subject to the court’s “final decision” on thewrit petition filed by the five independent MLAs.

Kidnap accused slits throat in Court HERALD REPORTER PANJIM, OCT 13

In a shocking incident, a man, accused of kidnapping a minor boy, slit his throat in Children’s Court open hall today moments after the Judge remanded him to further custody. Sameer Sheikh was later rushed to Goa Medical College for medical assistance but was discharged soon thereafter. The dramatic development

left the Court President P V Sawaikar, public prosecutor, defense counsels and those present in the hall baffled. Nobody knew how the alleged accused gained access to the unidentified sharp object when infact he was in police custody and was escorted by police team in and outside the prison. “The Judge was writing the order after remanding Sameer to 14-day judicial custody. I

was busy referring case files when we heard a commotion. We saw drops of blood flowing from his neck…he was taken to GMC”, PP Poonam Bharne told Herald. The alleged accused received minor injuries and was brought back to the Court with bandages on his neck. It is learnt that the Court has asked Mapusa police to file a case of attempted suicide against the (Continued on page 10)

If you are holidaying in Goa even after seeking permission from your husband, there might be a possibility that a ‘secret eye’ is keeping a track of your movements here. Cases where detectives are used to spy on spouses holidaying with their friends in Goa, settling business issues or even checking iron ore pilferage has been on the rise in the State. Detective agencies feel that there is at least 15 per cent rise in the number of cases entertained by them annually even as the profile of cases were getting varied. “We have people from Delhi, Mumbai and other metros whose wives usually come down here on a business trip or holiday with their peers. Though husbands allow them to go on a holiday, many a times, they

We have people from Delhi, Mumbai and other metros whose wives usually come down here on a business trip or holiday with their peers. Though husbands allow them to go on a holiday, many a times, they assign detective agencies a job to keep a watch on them. — Cobra Detective Agency MD assign detective agencies a job to keep a watch on them”, Cobra Detective Agency Managing Director W Fernandes said. The detectives who track and video shoot the movements of their ‘subject’ provide CD proof to the customer at the end of the assignment. “We don’t lie. We give all the information that we collect. We

handle the job professionally”, he said. With Goa’s image having taken a beating over drugs, rapes and sex, people get suspicious when their kin is here on a visit. A senior official with a detective agency, who wished to remain anonymous, said they even use spy cams to check the move-

ment of the person they are assigned to keep a tab. “We are not interested in busting rave parties though we video shoot at times. Our aim is to get minute to minute account of the person whom we are spying”, he said. Alike Cobra, there are few other agencies who take this professional task and handle it scientifically. Many agencies refused to talk as according to them it sounds unprofessional to talk about the business which involves confidentiality and trust. In the past, detective agencies used to partner with Goa police in tracking down the cases. But off late, police are doing the job themselves. “May be it’s an ego issue. There are cases which we have busted quicker than Goa police”, he said. (Continued on page 10)

GBA adamant on march to CM’s residence HERALD REPORTER PANJIM, OCT 13

Once again Chief Minister Digambar Kamat will have to face a test from the ‘aam aadmi’ on finalisation of the Regional Plan 2021, even as his office worked overtime on Wednesday to convince the Goa Bachao Abhiyan to cancel their agitation programme tomorrow. Convenor GBA Sabina Martins said the CM’s office called to say that he would be out of station. “We don’t accept this as he would be very much in Goa to attend the inaugural programme of International Travel Mart at Campal, here”, she stated. Martins mentioned the police machinery too seemed to be all geared up to stop them from marching to the CM’s official

residence at Altinho, here. An officer called me and told me they would stop us at the Church Square and allow us no further, she said, and added, “I find all this to be pressure tactics”. She said the officer of the rank of DySP initially asked her to avoid the march citing the election Code of Conduct. “If that’s the case then all this while the authorities should have not allowed religious and other processions”, she augured. Martins said many people from the innermost corners of the State and members of village groups will arrive in Panjim at the Azad Maidan at 4.30 pm to a legitimate demand. “Our march is on; whether the CM is there or not, we will see that our memorandum reaches his table”, she asserted.

Goa’s Muslim organisations have moved the National Commission for Backward Classes for including the State’s Muslims in the Central list of the Other Backward Classes (OBCs) to enjoy reservations in Government employment and admissions in educational institutions. Commission member A Ali Azizi told reporters on the eve of his retirement on Thursday that the public hearing fixed for entertaining their applications could not take place due to some technical reason but their requests are under process in the Commission. He observed during a visit to Goa that there was no awareness in the Muslim community about the OBC reservation as none from the community was listed in the central or State list despite about 80 per cent belonging to the backward classes. It was on his initiative that applications were moved urging the Commission to declare them as OBCs, he said. Only five communities in Goa are listed as OBCs under a Government notification of December 1996, but none of them are from the Muslim population, Azizi said. Those in the Central list of the OBCs are washermen, including Christians, barbers, kolis and kharvis, including Christian kolis, nathjogis and gosavis.

Congratulations!! You have won the vote of confidence unanimously. All the MLAs are disqualified and were not allowed entry.
