French lower house okays ban on veils AP PARIS, JULY 13

France’s lower house of parliament has approved a ban on burqa-like Islamic veils, a move that is popular among French voters despite serious concerns from Muslim groups and human rights advocates.

There were 336 votes for the bill and just one against at the national assembly. Most members of the main opposition group, the Socialist Party, refused to participate in the vote.

The ban on face-covering veils will go in September to the Senate, where it also is likely to pass. Its biggest hurdle will likely come after that, when France’s constitutional watchdog scrutinises it.

Mickky fails to get bail HERALD REPORTER MARGAO, JULY 13

Former Tourism Minister, Mickky Pacheco’s move to get bail suffered a set back with the South Goa Sessions Court rejecting his bail plea on Tuesday.

Pacheco’s legal counsel, Amit Palyekar later told newsmen that the decision of challenging the Sessions Court decision in the High Court will be taken soon.

After much debate and controversy, the Church of England has decided to allow women to become bishops in the next two years, but traditionalists who opposed the landmark decision say it will lead to many people leaving the church.

After the church’s assembly passed the draft legislation, dioceses will now consider the draft, which would let individual bishops allow alternative oversight for traditionalists within each diocese.

Church of England spokesman Lou Henderson said: “The decision to consecrate women as bishops has been taken.

Everybody recognised the importance of offering safeguards and assurances to those

who find it very difficult (to accept women bishops), but in the end the Synod as a whole was not prepared to go as far as the traditionalists would have liked.”

The decision marks a milestone for the governing General Synod, which has been debating the issue for years.

Traditionalist Anglicans opposed the move and sought to impose restrictions on the authority of female bishops, but they were defeated narrowly at the meeting at York University.

Now, LPG refill when you wish!

PTI NEW DELHI, JULY 13

No longer would working professionals have to take the day off, or leave office early, to get a LPG cylinder refill. Instead, for a paltry fee of up to Rs 50, they can now get it delivered at a time of their own choosing on any given day.

Oil Minister Murli Deora today launched the ‘Preferred Time LPG Delivery’ scheme, through which customers can get cooking gas refills at any time or day of the week by paying an additional Rs 25 or Rs 50 per cylinder.

“The scheme is completely optional and customers who do not opt for it will continue to get their refills as per the current schedule,” he told reporters here.

Under the scheme, the cylinder delivery would depend on the amount paid. The customer would be charged Rs 50 for deliveries sought before 8 am or between 6 pm and 8 pm on any day of the week in metro cities, and Rs 25 for any time between 8 am and 6 pm.

Border row over Belgaum hots up PTI MUMBAI/BANGALORE, JULY 13

The border row between Maharashtra and Karnataka over Belgaum flared up today with Chief Minister Ashok Chavan asking the Centre to declare 865 Marathi speaking villages in Karnataka as a Union territory and Shiv Sena backing the demand.

Simultaneously, the Maharashtra assembly adopted a resolution voicing displeasure over the Centre’s affidavit in the Supreme Court on its boundary row.

The demand by Chavan came even as government buses of Maharashtra and Karnataka continued to be targeted over the vexed Belgaum issue, forcing the authorities to stop interState services for a couple of days.

During a discussion on the Maharashtra-Karnataka border row in the legislative council, Chavan said “the 865 Marathi speaking villages in Karnataka should be declared as a Union

territory until the issue is settled in the Supreme Court.”

Chavan, who would be meeting Prime Minister Manmohan Singh tomorrow in Delhi with an all-party delegation, said he would make this request to him.

“There is no option other than making the villages Union Territory and we would request the PM to cooperate with us on the issue,” he said in Mumbai.

Throwing his weight behind Chavan’s demand, Sena executive president Uddhav Thackeray wanted Marathi-speaking areas in Karnataka like Belgaum, Nipani, Karwar, Bidar and Bhalki to be made an Union territory till the border row case is settled in Supreme Court.

Central security forces should be deployed in these areas, he said.

Karnataka said Belgaum was and will be part of it and accused the Maharashtra government of raking up the border issue for political gains.

Goa not among top ten tourist destinations SURAJ NANDREKAR PANJIM, JULY 13

If you ever thought that Goa was one of the top selling tourist destinations in the world – think again!

The State is always projected to be among the top ten destinations in the world but the statistics available with Herald show that Goa, famous for its pristine beaches and hospitality, is not even in the list of top 10 States in the country in terms of tourist arrivals.

According to a India Travel India Online survey of 2009, India got around 55 lakh foreign tourists and Goa barely managed to get less than seven per cent (2.6 lakhs).

In the list of foreign tourist arrivals Goa is ranked 12th in the country. Not only in foreign tourist arrivals, the State also lags behind even in attracting domestic tourists.

When these figures were pointed out to the Managing Director of the Goa Tourism Development Corporation Nikhil Desai he said the State needs to do much more to attract more tourists.

“We always thought Goa was top tourist destination but the

figures speak otherwise,” he said adding “There is a need for coherent strategy and aggressive promotion to bring in quality tourists to the State.”

He further said that the State needs to conduct surveys in the key markets of western Europe and PIS States in order to analyse the awareness of brand Goa among the potential visitors.

“Similarly, while holding on and consolidating in these traditional markets, we need to explore newer markets and create more awareness about Goa so that eventually we have more flow of these tourists,” he stated.

Director of Tourism Swapnil Naik says that Goa is solely dependent on promoting beaches.

“Andhra and UP are on top due to Tirupati and Taj Mahal respectively,” he said.

Just two days to go for the deadline set by Chief Minister, Digambar Kamat to give a new look for Hospicio hospital, questions are raised whether there will finally be a turn around in the facilities offered in this government-run district hospital.

Perhaps for the first time, a team of Public Relations Officers (PROs) are available in the hospital to guide the public visiting the hospital. So is the case with the telephone operators, whose strength has been increased to meet round-the-clock requirements.

But, can the patients hope to receive better medical treatment or free medicines in this hospital? Ask Chief Minister, Digambar Kamat and he says that a host of facilities will finally take place at Hospicio – benefiting the patients and visitors alike.

the PROs are put in place to ensure that public gets the required help and details from the hospital”, he said.

Kamat said two Ambulances requisitioned by Hospicio will become a reality in the next two-three days, which will again benefit the patients.

the post of doctors and other staff has been published in the newspapers, adding that priority will be accorded to fill the vacant posts.

As far as the ailing mortuary is concerned – which has given sleepless nights to the kith and kin of the dead – the Chief Minister said that Hospicio has moved a proposal to the Goa State Infrastructure Develop-

ment Corporation (GSIDC) to set up a new morgue at Hospicio and repair the ailing unit at Monte Hill. “My plan is to put an end to mortuary related problems at Hospicio once and for all. Things are moving in the right directions”, he said.

The Chief Minister intends to visit the hospital on Thursday to review implementation of the plans mooted by him to make Hospicio as the best government run hospital in the state.

But, sources in the know said the Chief Minister’s efforts will fructify only if the government fill-up the vacant posts of doctors, nurses and other staff on a priority basis. “Apart from a new mortuary unit, the government should appoint another medicolegal officer to meet the requirements and take the load off the lone officer”, the source said.

Officials have also called for expediting the ongoing civil works, including work on the Operation Theatres.

The South Goa Sessions court would pronounce orders on Wednesday on the framing of charges against the Sanatan Sadaks charged by the National Investigation Agency (NIA) in the Margao bomb blast case.

The sessions court presided

by Judge U V Bakre will also dispose of the bail applications moved by three of the accused persons arrested in the blast case.

The NIA has pressed for framing of charges against all the 11 accused persons under the Unlawful Activities (Prevention) Act, Explosives Act and for waging a war against the state and for rejection of the bail application moved by the accused.

On the other hand, the accused through their Mumbaibased legal counsel Adv Sanjiv Punalyekar has argued for the discharge of all the accused in the case, saying the prosecution has not made out any case against the accused. The defence has also prayed that the accused be enlarged on bail in the even the court frames criminal charges against the accused.

During arguments spanning three days, the special public prosecutor S B Faria has called for framing of charges against the accused on grounds there’s prima facie evidence of the involvement of the accused in the conspiracy in the bomb blast case.

A 47-year-old garage owner from Khariwado-Vasco died, while two persons were seriously injured in three different accidents in Vasco on Tuesday.

In the first accident, garage owner and mechanic Ganpati Naik alias Ganpat was knocked down by a Sumo vehicle along the NH-17 B near ZIOTL, Sancoale, at about 12.30 pm.

The accident occurred when Naik, who had gone to Vasco, stopped mid way to see a coalladen truck that had met with a self accident along the highway at about 11.30 am.

Naik’s curiosity to see an illfated truck that met with accident proved costly. Naik while crossing the road, a speeding Sumo (GA02-C-8405) knocked him down.

He breathed his last on the way to Hospicio in Margao.

The driver and cleaner of the coal-laden truck, which met with self-accident, escaped unhurt.

The duo fled from the site leaving the truck abandoned on the road.

However, while the police was in the process of completing investigation formalities of the earlier two accidents, one more accident occurred a few metres away from earlier accident site, in which two persons were seriously injured. The accident occurred when a speeding tempo (GA-02-V-6193) rammed against a truck (GA-05-T-0684), which was parked along the NH-17B. Verna Police PI Jivba Dalvi informed that tempo driver Jose Gonsalves (40) of Arlem-Raia and his accomplice Appa Naik (48) from Borim-Shiroda sustained serious injuries. Verna police have registered offence in all the three accidents and is investigating further.

The affairs of Apna Ghar housing minors and commercial sex workers would be under severe scrutiny after Goa bench of Bombay High Court asked principle district and sessions judge to submit extensive report.

The double bench on Tuesday hearing the petition filed by NGO, State Child Abuse Now (SCAN), directed the principal district and session judge to visit Apna Ghar and prepare extensive report by July 31.

The High Court had turned letter by SCAN into public interest litigation (PIL), which had cited the information available under Right to Information regarding state run Apna Ghar.

The NGO had complained about the children from other States languishing in the Goa

State custody for years without any inquiry or rehabilitation.

The State and the State appointed child welfare committee (CWC) were made respondent to the said petition.

The letter was based on the RTI received from the State which showed that children were not repatriated back to their native place in spite of clear address given by the children.

Emidio Pinho (Child Protection Coordinator) represented SCAN in person before the High Court.

SCAN brought to the notice of the Court about the various Human Rights violation to the children from other States admitted in State run home Apna Ghar – Merces. All illegalities and irregularities were pointed out to the High Court done by the CWC and the State.

Is CDP only an instrument to obtain Central funds?

Is the controversial City Development Plan (CDP) only an instrument to obtain central funds under the JNNRUM scheme to fund infrastructure in the Commercial Capital?

While, sources in the know, has asserted that CDP is not a pre-condition to receive central funds for funding city’s infrastructure, Chief Minister, Digambar Kamat says the CDP is prepared by the Goa State Infrastructure Development Corporation (GSIDC) only to get central funds to fund the JNNRUM schemes in Margao city.

The Chief Minister offered his comment when Herald asked him about the CDP which seeks to freeze all further development in the city. “There is no question of freezing development in the city”, the Chief Minister asserted. In fact, he went to the extent of saying that the CDP is not a planning document and is being prepared by architect Rahul Deshpande only with the sole purpose of obtaining central funds.

Kamat went on to add that the

CDP has got nothing to do with the planning requirements of the Commercial Capital. “The Town and Country Planning department is involved in meeting the planning needs of the city. The government has even asked the towns to prepare the Comprehensive Development Plan within the next three months”, he said.

But, when pointed out the City Development Plans has clearly mooted a freeze in development in the existing city by proposing a new business hub in the Ambaji-Davondem area, Kamat said “the proposal for the new business hub can be incorporated in the city plan, but the CDP is prepared only to get the central funds”.

Incidentally, Herald inquires have revealed that the CDP has clearly pointed out that the city can receive central funds on a pre-condition that the Margao Municipal council takes up administrative reforms before hoping to get the central funds. The Administrative Reforms includes devolving all powers and functions to the civic bodies under the 74th Amendment to the Constitution.

The CDP displayed at the Margao Municipal hall since Monday – seven days after the Margao Civic body kept open the plan for suggestions and objections from Madgavkars – has evoked interest from the citizens as the plan proposes to freeze all development in the city and creation of a new business hub at the northern entrance to the city.

Meanwhile, Margao Municipal Chief Officer Y B Tawde has said the Civic body is considering extending the 15 day period set to invite suggestions and objections since the plan was not displayed in the civic body for the last seven days. The Civic body had earlier set July 19 as the last date for the citizens to lodge their objections and suggestions.

Sadly, though the CDP will be placed before the Council for its final approval, most of the City Fathers are totally unaware of the features or the implications of the plan on the common man, especially the question of freezing development in the city, and appears bracing up to give their stamp of approval to the plan to satisfy their political masters with the Municipal polls around.

The Cuncolim police has cracked the theft case reported in a house at Dandora by arresting a native of Bijapur Monday night.

The Police said the accused Hampanna Hadapad (27), who had lifted the gold ornaments from the house of Irene Afonso when the inmates were out of the house, have confessed to the crime.

The police has recovered part of the stolen items from the accused, who had hidden the gold ornaments in the fields.

The breakthrough was achieved after some locals spotted the accused with the camera. The police were intimated of the development last night, and the accused confessed to the crime after a round of interrogations.

The accused has been remanded to seven days police custody for the purpose of investigations.

Chief Minister Digambar Kamat has said he has no idea why certain sections of the Muslim community have raised objections to the setting up of the Kabrastan at Sonsodo.

He, however, said the government will provide all financial assistance to the Muslim community for the development of the existing Kabrastan at Pajifond till land is acquired for spacious burial grounds for the minority Community.

Commenting on the controversy kicked up by the decision of the Margao Municipal Council to acquire land admeasuring 30,000 square meters of land at Sonsodo, the Chief Minister quipped “I really do not know why they are opposing Sonsodo as the site for the proposed Kabrastan. They have not conveyed their decision to me”.

Residents of Curchorem on Tuesday confronted Curchorem MLA Shyam Satardekar over the issue of proposed four-lane road from Tilamol to Curchorem.

The residents sought to know from the MLA as to why he was pursuing the four-lane road through the heart of the fifth most-populated municipal council in the State.

Mafaldo Fernandes reminded the MLA of the assurance given by him that he was against road widening and the written assurance he gave at Tilamol Church at the time of panchayat election.

Residents claimed that the existing road is sufficient for the next 10 years.

Adv Atrey Kakodkar said: “Our only demand is that the notification for land acquisition must be withdrawn.”

The MLA assured that he was with the people and agreed to attend the meeting organized by the Manch at Curchorem on Saturday to draw its future course of action.

Monseratte, whose panel is ruling the CCP, had never reacted to these scams in the past. However, today speaking to reporters here stated that he will inquire into all these scams.

“I would ask the State Government to inquire into the scams which were committed by some of the present Corporators,” he said.

Asked about the nature of inquiry, he said, it is upto the State government.

It is pertinent to note here that the CCP elections are just eight months away and the minister has already made his intentions clear of fielding new faces. “‘I am totally disappointed with the working of few Corporators and therefore would like to apologise to the people of the Panjim as there were some wrong people whom I had chosen in my panel,” he said adding “….therefore I would now correct mistakes and field new faces in the next CCP elections”.

The generation-Y has taken up cudgels to ease out traffic near their respective schools in association with the Goa Traffic Police. In all, 500 secondary students are annually roped in to man the traffic turmoil thus assisting the limited personnel.

The tremendous increase in motor vehicles over the past few years has indeed mounted the number of accidents and congestion as against the inadequate traffic personnel of about 279 manning the vehicular traffic.

The department in 2002 established Traffic Education Cell with a hope that by teaching and introducing children to traffic laws during their formative years would make them better road users.

This has facilitated to regulate the busy roads near, as traffic department is not in a position to deploy its manpower near all schools. Brags the Superintendent of (Traffic) Police Arvind Gawas that through this study the enrolled students are acquainted with traffic laws and road safety measures.

“This will thus help them to

abide by traffic laws, rules and acts in their future life, as well whether they opt for driving licenses or not… We ensure these students learn and teach others as well,” said the officer.

The department claims, it is certainly gaining good response from the enthusiast students.

For the current academic year, the TEC has so far received 80 applications for the ‘Road Safety Patrol scheme’. While the literature portion is tutored in the respective traffic cell, the practical job is held on the busy roads learning from the traffic personnel.

“We impart literature as well as practical trainings to cadets.

A book published by the Goa Traffic Police ‘ Teach Them Young’ along with ‘Road Safety Manuel’ is distributed to these cadets. The syllabus outlined for this study covers 25 periods of an hour each,” elucidated the TEC inspector Maria D’Souza.

In brief, the syllabus includes road safety films, tips to pedestrians, motorized and non-motorized traffic, rules, exhibitions’ on road safety, hand signal practicals, controlling children and vehicles outside the school, etc.

Dressed in their school uniforms with maroon berets, maroon epaulets on each shoulder, maroon band on left arm, brown leather belts and brass buckles with letters ‘road safety patrol’ and a whistle, the cadets are in ardent spirits to regulate the traffic. A warden is appointed who is a liaison between the school and traffic police.

A 31-year-old man from Headland Sada, Mormugao, was feared drowned off Japanese Garden beach, after he accidentally fell in the sea on Tuesday afternoon.

A minor boy from Karnataka was rescued from drowning by Dristhi Lifeguards at Calangute beach on Tuesday.

Crime branch investigation officer, PI Sunita Sawant has said the investigating agency is investigating the Nadia Torrado death case from all angles.

PI Sawant parried queries from newsmen whether anything incriminating has come to light during interrogations of the former Minister, only saying that investigations are progressing and the agency is probing from all angles.

Replying to a question, PI Sawant said the investigating agency has dispatched Pacheco’s five mobiles and SIM cards for scientific investigations, adding that the report of the probe will be used to conduct further probe in the ongoing case.

Vanamahotsav at Quepem

Even as some people from Navelim-Sanquelim in Bicholim taluka tried to oppose the proposed mining plant in the village, Pale MLA Pratap Gawas has supported the plant keeping in view the 150 jobs it would create for the villagers.

MLA Gawas was speaking at a programme ‘Gavpann’ organised by a news channel at Navelim Panchayat. Pale MLA Gawas, Navelim Sarpanch Shivaji Naik and several other panch members were present. Besides, about 100 villagers were also present for the programme.

During the programme, several issues came up for discussion, where people actively participated and highlighted several problems faced by them.

The main issue in Navelim was that of mining and the new plant which is coming up in the area.

The plant which is yet to take shape has been regarded by some as ‘very serious in nature’ and which would create pollution. Some people tried to bring this to the notice of the local MLA and Sarpanch Shivaji Naik.

The sarpanch while commenting on the issue said they are always against any industry that creates pollution.

“We will always support the agitation and if the new plant is creating pollution, we will try to stop it,” stated Sarpanch Naik.

Two held for assault, looting Hubli native HERALD CORREsPOnDEnT PORVORIM, JULY 13

Porvorim Police arrested two persons on charges of assaulting and looting a native of Hubli of gold ornaments and electronic items worth Rs 24,000.

Porvorim Police have identified the accused as Raju alias Santosh Shanker Prasad (25) from Panjim and Gaurish Gawde (22) from Police Quarters, Porvorim.

In a complaint filed with Porvorim Police on July 2, Laximan Gopi stated that while he was waiting for a lift near Old Mandovi Bridge at Panjim to proceed towards Porvorim at about 4.15 am, a car stopped and offered him a lift.

Besides driver, there were two other persons in the car. On reaching Porvorim near Ashwin Garage, the trio allegedly assaulted Gopi and then they drove the car towards Green Valley and snatched gold chain, finger ring and mobile phone, all worth Rs 24,000 and fled.

On investigation, Porvorim Police arrested Raju alias Santosh Shanker Prasad from Altinho, who confessed to the crime and revealed the name of Gaurish Gawade from Porvorim. When police came to know that Gaurish Gawde had fled to Mumbai after committing the crime, a police team consisting of PSI Dinesh Gadekar, Constables Shyam Mahale, Govind Gawas, Suresh Dessai and Satish Sawant left for Mumbai and with the assistance of Mumbai Police nabbed Suresh Gawde at Ulhasnagar and brought him to Porvorim Police station.

Former minister and Task Force committee Convenor Prakash Velip and directors of all the co-operative societies in Bicholim and Sattari talukas have strongly criticised the amendments made in two sections of Goa Urban Co-operative Societies Act. Addressing a press conference here on Sunday, Velip said amendments made in Sections 59-A and 76-A may destroy entire co-operative movement in the State.

“As per the newly amended Section 59-A, it is made mandatory that directors elected on the Board have to give a letter of guarantee on a stamp paper within 15 days after getting elected and will be totally responsible for recovering losses suffered by the Society on his personal guarantee,” stated Velip.

“As per Section 76-A, the Registrar of Co-operative Societies is given full authority to conduct enquiry of any co-operative society without any complaint and permission,” he added.

The members alleged that both the sections have been amended as per the whims and fancies of the government.

The members have also submitted a memorandum to Chief Minister Digambar Kamat, Opposition Leader Manohar Parrikar, law secretary, secretary for co-operation, Registrar of Co-operative Societies, minister for Co-operation and other concerned authorities, but not a single authority have promised them to handle the issue satisfactorily.

The members have also threatened to stage a protest rally to the Secretariat, if government fails to cancel both the sections as early as possible.

Meanwhile, a meeting of board members from Quepem and Sanguem has been convened on July 18.

Residents of Canacona may complain about poor health facilities in the taluka, but they may have a reason to cheer as the vector borne diseases in the taluka appear to be on the decline.

If sources at Canacona Community Health Services (CHC) are to be believed, only 17 malaria cases have been detected in the taluka since May 2009, as against 119 positive cases during the corresponding period last year. Moreover, all affected persons are migrants working on construction sites or doing odd job in the taluka.

If the same sources are to be believed, all 17 positive cases in May (6), June (7) and till July 9 (4) are detected among the migrant labourers, most of whom are employed in construction sites and not a single resident from the taluka has been affected by malaria as yet.

However, health workers in the taluka are taking no chances and regularly visit residential areas conducting awareness and treatment programmes on vector borne diseases like malaria, chikungunia, Dengue, etc.

Health teams also regularly inspect most construction sites and other potential mosquito breeding sites.

The health teams are presently

involved in conducting several such programmes activating panchayat-based village health and sanitation committees.

It may be recalled that when last year Goa was rocked with Chikungunya cases, Canacona too contributed with a few such cases erupting from one of its southern-most side of the taluka.

PANJIM(HND): Lions Club of Colva will be organizing a seminar on home gardening at Lions Club Hall, Colva, on July 18 at 10.30 am for the benefit of people from Colva, Seraulim and Betalbatim, which will be followed by free distribution of saplings.

The 1583 Revolt has been commemorated in Cuncolim as the First War of Independence. Cuncolkars fought a long battle during the Portuguese regime from 1583 till Liberation. After suffering a setback during the battle that took place on July 15, 1583, the Portuguese call the 16 Chieftains for a peace treaty at Assolna Fort and brutally killed them. Every year, this day is being observed as the Chieftains Day. The Chieftains Committee has appealed to all Goans to attend the function in large numbers.

Unsustainable harvesting practices, habitat degradation, human activity, climatic change are some of the major contributors affecting biodiversity.

The discussion cropped up in the launching ceremony of the International Biodiversity Year, at Dona Paula on Tuesday evening.

Fisheries Survey of India, Mormugao base Zonal Director M E John lamented that increasing urbanisation and industrialisation were causing an extreme loss of biodiversity.

Shifting its concentration on the Goan coast, National Institute of Oceanography (NIO) director Dr S R Shetye highlighted that pollution and degradation of habitat were affecting the water resources and marine species.

“Earlier different varieties of fish came along the Goan coastline but now it has

completely disappeared…even the migratory fish have evaded the coast,” he rued.

The over exploitation of the fishing zone has deteriorated the quantum of availability of fish varieties. While, 75 percent of the fisheries resources are over exploited, the scientist further revealed, one-third of coral reef, which is the home for marine species including fish, is also deteriorated.

“We have to ban this type of fishing… how much can be monitor the 110km long Goa’s coastal stretch and slog to educate the fisher folks? Fishing during the ban period is not properly obeyed. The rules and regulations which are only in papers should be strictly implemented and executed,” said the Fisheries director S C Verenkar.

His views were echoed by other dignitaries including Dean of the Faculty of Life Sciences & Environment, Goa University P V Desai who strongly suggested that tradi-

tional practice of fishing should be recognized and continued.

The seminar was basically to raise awareness to preserve biodiversity, enhance knowledge on the threats to biodiversity and methods to conserve it and to encourage organizations to take up conservational activities.

Speaking on the sidelines of the seminar, NIO scientist Prasana Kumar disclosed it was contemplating to study the water budget of the Indian Ocean. He said, “We will study what leads to good and deficient quantum of rain in the eastern and western parts of India besides the stress due to climatic change.”

Hindu devotes gather infront of Jagnnath temple to share holiness of Rathyatra, in Agartala, on Tuesday

Millions of devotees from across the countr y and abroad thronged this pilgrim town today when Lord Jagannath, the presiding deity of the 12th century temple here, set off on his annual sojourn to his aunt’s house accompanied by elder brother Lord Balabhadra and sister Devi Subhadra on three majestic wooden chariots.

Special rituals like Mangla arati and Mailam were held before the deities proceeded out of the sanctum sanctorum of the temple after descending from the Ratna Sinhasana, the bejewelled throne.

The three deities were taken down the 22 steps of the temple known as ‘baisi pahacha’ through the Lion’s gate in an elaborate royal ritual called ‘Pahandi’ to the beating of gongs as devotees and sevayats jostled

each other to have a closer look and to touch them.

Devotees poured into this seaside town since early morning to watch the ceremonial pulling of the huge chariots of the three deities on the ‘Bada Danda’, as the Grand Avenue is known, with security personnel deployed in strength keeping a watchful eye.

The temple was thrown open to public on July 11 for the ‘Naba Jaubana Darshan’ of the deities who remained confined to the ‘Anasara Pindi’ or recovery chamber following a ritual bath on ‘snana purnima’ on June 26.

At first Sudarshana, the celestial wheel of Krishna-Vishnu, was taken out and placed in the chariot of Subhadra. It was followed by Balabhadra, Subhadra and finally Jagannatha.

Daughter of Pravin Ahya, one of the trustees of Kasturba Dham, accused of selling Gandhiji’s personal belongings, has defended her father.

In this regard, Ahya’s daughter Meera Chatwani has filed an application before the Joint Charity Commissioner and the district collector here.

Chatwani filed the application yesterday and demanded stern action against the current manager of the Kasturba Dham Jaysinh Rathod, who has accused her father Pravin Ahya and present managing trustee Vibhakar Vaccharaji.

She has said that the allegations against her father were baseless and motivated to remove him from the trust committee only to take control of huge lands of Kasturba Dham. She demanded strict action against those who are making false allegations against her father.

Chatwani said that Gandhiji’s items like sandals, spectacles, bowl and plate, which had gone missing, were with Abhaben Gandhi who was close to Gandhiji.

After Abhaben’s death, her daughter Geetaben Mehta was in possession of the items, Chatwani said, adding that the auction of Gandhi personal items was carried out by Geetaben through one Peter Rou in the US in 2002.

One person John Autis had bought them in the auction and therefore her father Pravin Ahya had no role to play in the auction, she added.

Following the manager’s affidavit, the Assistant Police Commissioner Nilesh Janjadiya probed the matter by recording statements of the persons concerned which revealed that the items had never been in Kasturba Dham in the past.

Muslim lady did not execute Isarpatra in mosque: HC PTI MUMBAI, JULY 13

The Bombay High Court, in a recent ruling, disbelieved a party’s case, because it was contended that a Muslim lady — appellant— went to a mosque and made a deal to sell her house.

A devout, illiterate Muslim widow would have never gone to the mosque, that too for discussing a deal, the Nagpur bench of High Court held last week.

The Court was hearing the appeal filed by one Mumtajibi (51), a resident of Nagpur, against a lower court’s order which said that she must execute the 1986 agreement to sell her house to one Rahimtullah.

Her contention was that she never entered into an agreement with Rahimtullah, who had been, incidentally, convicted for the murder of her husband.

Therefore, it was impossible that she should have had any dealing with him, petition said. The trial court believed her story, but the district court reversed the verdict, so she filed appeal in the High Court.

In his ruling, Justice A P Bhangale of High Court said: “The version of the plaintiff (Rahimtullah) that he had talk with the lady in Masjid where about 100-150 persons were present, is highly improbable.”

“A Muslim lady observing Muslim religious practice, would not visit a mosque and that too for knowingly executing Isarpatra (agreement to sell) predrafted in English.”

Herbarium to revive Marathi musical theatre PTI MUMBAI, JULY 13

Noted actor Sunil Barve, intends to bring back the lost glory of Marathi musical plays, which was pushed in the background due to the growth of TV and cinema.

“The initiative called ‘herbarium’ will see some old classics being recreated on stage by new directors and artists. Well known theatre directors like Pratima Kulkarni, Chandrakant Kulkarni, Mangesh Kadam, Vijay Kenkre and Girish Joshi will be part of the initiative to recreate the magic of theatre musicals known as sangeet natak,” Barve said.

Explaining the meaning of herbarium, Barve said, “Herbarium is a collection of dried plants mounted, labelled, and systematically arranged for use in scientific study and a place or institution where such a collection is kept.”

Marathi musical plays were initiated by Vishnudas Bhave and scaled glorious heights due to efforts of luminaries like Annasaheb Kirloskar and Ram Ganesh Gadkari.

The group has selected classics like ‘Sanshay Kallol’, ‘Manapman’, ‘Saubhadra’, ‘Shantecha Karta’, ‘Garambicha Bapu’, ‘Vedyacha Ghar Unhat’, ‘Vahto Hee Durvachi Judi’, ‘Dinuchya Saasubai Radhabai’, ‘Suryachi Pille’ and ‘Zopi Gelela Jaga Zala’.

The first play to be restaged was ‘Suryachi Pille’ in Mumbai and neighbouring Thane over the last weekend.

Barve said he is happy with the response they got, adding he plans to stage five plays in a year and every play would have 25 shows in select cities in Maharashtra and Goa. Herbarium would prove to be a refreshing experience for artistes and theatre audiences, he said.

Leading Marathi cine artistes are eager to get back to their roots in theatre through this initiative, he said.

‘Suryachi Pille’ in the new form is directed by Pratima Kulkarni and stars Uday Sabnis, Pushkar Shotri, Aniket Vishwasrao and Aatisha Naik.

The original play was directed by Damu Kenkre and was first staged by the Goa Hindu Association on April 5, 1978.

It featured Madhav Vatve, Bal Karve, Dilip Prabhavalkar, Mohan Gokhale, Sadashiv Amrapurkar and Shanta Jog. ‘Suryachi Pille’ is a classic comedy about late Punjabrao Kotibhaskar and the attempts of his three sons on his 26th death anniversary to prove that each one of them is the true inheritor of his legacy of patriotism and ideology when the fact is that they can’t even take the burden of running their own families.

Keep Goa out of border dispute

W

ith the flaring up of the Maharashtra-Karnataka border dispute over the status of Belgaum city, Maharashtra Chief Minister Ashok Chavan has demanded that the central government should make the 814 villages in Karnataka that Maharashtra claims as Marathi-speaking into a union territory, till the Supreme Court settles the border dispute between the two states. Mr Chavan is to meet Prime Minister Manmohan Singh today in New Delhi with an all-party delegation, and formally make the request to him.

The dispute between Maharashtra and Karnataka over Belgaum is a very old one, going back to 1956, when India decided to reorganise all the states in the country on the basis of language and culture. Before this, Maharashtra itself was divided into three states; Western and Northern Maharashtra, as well as Konkan, were part of the Bombay State, which also included Gujarat and Northern Karnataka. Marathawada was part of the erstwhile princely state of Hyderabad, while Vidarbha was part of the Central Provinces.

When the news states of Gujarat, Maharashtra and Mysore (as Karnataka was first known) were set up, the States Reorganisation Commission decided to include Belgaum in Mysore. This was because though the city itself was mainly Marathi-speaking, it was surrounded by Kannada-speaking villages. Belgaum fulfilled the criterion of language and culture for merger with Maharashtra, but it did not meet the condition of geographical contiguity.

Since Maharashtra was formed in 1960, it has demanded the inclusion of large parts of Northern Karnataka into the state.

Initially, Maharashtra’s demands included Belgaum and Karwar districts. Once Goa was liberated from Portuguese rule in 1961, it expanded its demands, asking that Goa too be merged with it.

To settle the issue once and for all, the central government appointed a commission in 1966, headed by former Chief Justice of the Supreme Court Meher Chand Mahajan. The commission was to look into the border dispute between the two states. By then, Goa was set to decide its own fate through the historic Opinion Poll. Then Chief Minister of Maharashtra V P Naik announced publicly in November 1967 that whatever verdict the commission gave would be acceptable to Maharashtra.

In its verdict, the Mahajan Commission gave 262 villages – including Nipani, Khanapur and Nandgad – to Maharashtra, but not Belgaum. It pointed out that geographically, Kannada areas surround the city of Belgaum on three sides and a few mixed-language villages belonging to Maharashtra are on the fourth. A majority of lands in the city and surrounding areas belonged to Kannadigas. All the original records in the offices of the Mamlatdar and Collector were written in Kannada.

Mysore in its turn had claimed 516 villages in Maharashtra, of which Maharashtra admitted that 260 were Kannada-speaking.

It was awarded 246 villages, and Solapur town.

Despite its earlier assurance, Maharashtra flatly rejected the recommendations of the Mahajan Commission. The Maharashtra government termed the commission’s report as biased and selfcontradictory, and against the wish of the people of Belgaum.

The Karnataka government said it was prepared to implement the report or maintain the status quo, but not to cede Belgaum to Maharashtra. Since then, the dispute has continued, periodically flaring up and dying down. Now that the Supreme Court is hearing a petition filed by Maharashtra in the matter, Belgaum is in the news again.

As long as they are fighting with each other, it is not a problem for Goa. However, Goa keeps getting dragged into creative ‘third solution’ proposals for Belgaum. Both Congress leaders and Shiv Sena supremo Bal Thackeray have, in the past, recommended a merger of the disputed areas with Goa, to form a ‘Vishal Gomantak’ state. This is something the people of Goa just do not want. Our suggestion: Go knock each other out, but keep us out of it.

Government should consider the formation of public vigilance committees, states PRaBhakaR kuLkaRnI

he Union and state governments are appointing bureaucrats to head all government departments as well as semi-government organizations. They are expected to work efficiently in order to implement various development programmes, for which funds are allotted by the respective governments. Whether they are working successfully and up to the government’s expectations should to be monitored periodically in order to assess their ability and accountability.

This is necessary, as the bureaucrats have been given perks and other facilities, and discretionary powers which must be judiciously used by him, since all this is in the interest of the public.

The need to monitor bureaucrats’ accountability has already been felt by the Union governments and state governments have been asked to follow the required process. But no active efforts seems to have been made. Hitherto, both the appointments and evaluations of their work progress were either overlooked or carried out arbitrarily without proper and critical consideration. This could be because of political convenience rather than ability criterion might have been given priority while appointing bureaucrats as heads of various government departments and semi-government bodies. This is not expected by the policy makers. And, instead of political convenience, ability and proven track record should be considered while selecting bureaucrats.

Bureaucrats have a good academic record.

Their career graph reads according to the requirements of various cadres that each one enters according to their academic qualifications. But their actual work experience is more important than mere academic distinction. They head all government departments, semi-government organizations as well as municipal corporations as Commissioners. They are given certain official powers so that they need not wait for government sanction at every stage of development. But as heads of departments or commissioners, their activities are not always considered satisfactory.

Their lacuna in working style or in the decision making process comes to the surface when people or social organizations or political parties resort to agitations. These agitations are either suppressed by police action or sidetracked by verbal assurances which are seldom followed by positive decisions or actions. This is the scenario witnessed periodically at almost all government

In fact, proper care should be taken while appointing bureaucrats as heads of departments and semi government organizations. Their track record and field of expertise should be first assessed to know about their work experience and ethics, and only then should they be assigned new positions or promoted. This is because without ability and expertise in the concerned field or department they may not feel quite in tune with their work within the department. Even the choice can be given to them if they accept the responsibility to carry out it quite efficiently and to the satisfaction of both the political bosses as also people for whom they are working.

As heads of government department they should periodically assess working of their subordinate officials and employees at all levels so that there need not be any lacuna in working at various levels of the administration. Even public complaints for delay and corruption at the lower level of the administration should be viewed seriously by them as heads of departments and they should keep constant vigil for nipping corrupt practices in the bud. The practice so far seems to be to hold the concerned officials or employees at the lower level responsible for their disservice and to take action as and when complaints come

of the surface either by public commotion or news stories ventilated through electronic and print media. The fact that complaints reach the media indicates that there is no internal vigilance and bureaucrats as chief of the departments are not active enough to see what is happening within their offices. Public complaints are increasing day by day and almost all government departments and semi-government organizations are being exposed.

It is not merely the bureaucrats heading the departments but also the secretaries of the concerned departments seated in the state Mantralaya are expected to take note of what is going on in their departments at the regional and district levels. At present there is no such system to keep vigilance from the secretariat level. This is because whatever appears in the newspapers or is projected on the electronic channels is either not seen by the concerned secretaries or overlooked on the pretext that the matter can be considered as and when they are approached about the same . This is obviously not the correct way of managing the departments. To be responsive to grievances is the only way to be vigilant in time and to curb whatever lacunas are projected by the media.

There is a system to inform the state secretariats about reports against government departments

through the state information department. But while the department does accordingly, the relevant newspaper cuttings are either overlooked or neglected by the concerned secretaries.

The state governments want targets to be fixed and to evaluate the actual implementation by assessing their performance annually. In order to be responsive to the government’s expectations, bureaucrats must carry out various development programmes in consultation with experts in the field and the people’s representatives like MLAs, MPs and municipal corporators, so that there need not be any lacuna at any level. While consulting the people’s representatives like MLAs or MPs, there should not be any discrimination like those belonging to ruling parties of opposition parties. Once, elected they all represent their electorate and hence should be duly respected for their opinions and suggestions. There should also be transparency at every level, so that no secrecy is maintained and there should not be any scope to get exposed by information demanded under the Right to Information Act. Complaints voiced in ‘Lokshahi Din’ also indicate a lacuna in the particular government departments, the heads of which should take immediate action on the complaints without neglecting or throwing them in the ‘pending’ baskets. The reports and complaints submitted at the district level platforms like ‘Lokshahi Din’ should be viewed at the Secretariat level so that the secretaries of those particular departments know what is happening in their departments at the district level.

The state governments should consider the formation of public vigilance committees at the district level with the participation of experts in various fields, academicians and social activists or their organizations. These committees could be silent observers of what is going on in the government departments, and should inform the government and department secretaries directly, periodically submitting comprehensive reports on the state of affairs, and the goings on in various government departments. If the administration is improved with such practices and vigilant observations, there will not be discontent among people about the administration’s lethargy and way of working and the state government will be well-equipped with the informative material of each government for assessment of the respective bureaucrats’ ability and accountability.

“That’s not the point,” I said, “Every ‘desi’ pavement has a fortune-telling ‘tota’. In India, parrots are famous prophets.”

“That’s just a con job,” said Cocky. “The pandit sees a card favourable to the sucker, quietly slips some birdseed under it and

those idiot ‘totas’ peck on that card.”

“Ya right!” I said, “Even in Singapore, a budgie named Mani predicted Holland would win the World Cup.” “So,” she cackled, “Mani wasn’t on the money, ha ha! What did they do after he failed – eat him as budgie puree?”

He said that wherever there are houses, either the width of the highway will be reduced or the highway will skirt the habitations through a bypass. But he clearly refrained from addressing the larger issue of land acquisition of 60 metres width.

One of the causes is the increase in pollution caused when Goa’s two main rivers – the Mandovi and the Zuari – flow out into the sea at ebb tide. The pollution is killing the corals.

There is an urgent need to declare the islands of Goa as protected nature reserves.

If natural reefs are dying, artificial reefs can be created by sinking old scrap ships (like the one at Candolim beach) in depths of 20 to 30 metres, after cleaning out all the oil.

These artificial reefs attract more marine life and create whole new eco-systems.

Divers the world over find sunken ships especially fascinating to explore. This idea would not help increase marine life, but also attract advanced recreational divers from all over the world, and help the tourism industry. Profits can be shared between the ship owners and the recreational diving industry. Is anybody listening?

The Indian media and people in general, when dealing with Indo-Pak cricket, football or other sports, must avoid referring to these encounters as between arch-rivals or arch-enemies. Rather, they are between once-brothers; these players truly ethnically are both one, though India and Pakistan are two new countries.

When I watch a match between the two, I keep my eyes intermittently shut and open, praying not for India’s victory, but for the truly best team to win. And finally, if Pakistan or India wins, I consider it a victory of the players of both teams and the loss of no one. This, I hope and trust, should be the trend needed for unity between the two people, forgetting politics and divergence that is causing unease in these two countries.

Taking about the present FIFA World Cup football, the regular falling to the ground of the players, it seems, is wilful love for the lush soft turf of the pitch. In the football of my young days in Goa, rarely did anyone fall unconscious, writhing in pain or sustaining injury.

Today, who remembers that great football player, a genius at dribbling and shooting, the elf-like diminutive Joaquim Pacheco of Margao, Salcette, who along with the Andrade Brothers of Borda, Margao, constituted the team ‘Margao Heroes’, which dominated football in Goa in those days? ever they dictate, other countries have to follow or suffer sanctions.

In fact, the Mickky issue must be an occasion to discuss the pending draft of the controversial Goa Police Bill, which is on the threshold of becoming law without a public debate. The arbitrariness in the law on treatment of an accused person by the police remains a serious issue.

What is now entertaining may not be so when the oppressive political establishment singles out any of us innocent citizens for harassment and blackmail. Activists in the mining areas have been subjected to such abuses by the police. Goans need to debate the analytical report on police accountability in Goa, recently released by the Commonwealth Human Rights Initiative (CHRI).

the environment”. But, which organisation carried out the EIA, and what did it mean by “no significant adverse impact”?

It is said that an Environment Management Plan has been prepared to mitigate the ‘negative impact’. Besides a temporary impact on air, water and soil quality, flora and fauna and socio-economic environment of the project area, the filling of low-lying lands and destruction of mangrove areas are some of the ‘potential direct and indirect negative impacts of the project’.

The EMP is prescribes planting three times the number of trees proposed to be felled.

What would be the area required to plant 15,750 trees, and where will it be acquired from? Are we to believe that the cutting of trees for widening NH 17 will really cause “no significant adverse impact on the environment”?

Paths of Wisdom Moving Rocks

A little boy was spending his Saturday morning playing in his sandbox. He had with him his box of cars and trucks, his plastic pail, and a shiny, red plastic shovel. In the process of creating roads and tunnels in the soft sand, he discovered a large rock in the middle of the sandbox.

The boy dug around the rock, managing to dislodge it from the dirt. With a little bit of struggle, he pushed and nudged the rock across the sandbox by using his feet. When he got the rock to the edge of the sandbox however, he found that he couldn’t roll it up and over the little wall.

Determined, he boy shoved, pushed, and pried. Every time he thought he had made some progress, the rock tipped and then fell back into the sandbox. The little boy grunted, struggled, pushed, and shoved; but his only reward was to have the rock roll back, smashing his chubby fingers.

Finally he burst into tears of frustration. The boy’s father watched everything from his living room window. At the moment the tears fell, a large shadow fell across the boy and the sandbox. It was the boy’s father. Gently but firmly he said, “Son, why didn’t you use all the strength that you had available?”

Defeated, the boy replied sobbing , “But I did, Daddy, I did! I used all the strength that I had!”

“No, son,” corrected the father kindly.

“You didn’t use all the strength you had. You didn’t ask me.”

With that the father reached down, picked up the rock and removed it from the sandbox.

OPinionatEd Take action against Reddy Goa-centric tourism policy

or many communities and countries throughout the world, tourism is the most valuable industry. East Asia, Caribbean and the Pacific Rim are experiencing unprecedented growth in the tourism industry. The World Tourism Organisation – Tourism 2020 Vision forecast that international arrivals are expected to reach nearly 1.6 billion by year 2020. International arrivals forecast for India expected to reach nearly 10 to 10.5 million by year 2020. With economic policy perspective, tourism for local communities is a vital economic development tool producing income, creating jobs, spawning new businesses, spurring economic development, promoting economic diversification, developing new products and contributing to economic integration.

The successive Goa Governments have failed to formulate a clear Goa centric tourism policy. Although Goa managed to create itself brand ‘GOA’ thanks to the Hippies in 1970 and Bollywood in the 1990s the State Governments could not envisage the right tourism policy. With constant change in the Government due to political instability (Seventh Assembly 1990 –94 had world record of seven chief ministers) just as all other development plans, tourism too suffered badly. People at the helm were busy changing goal posts east-west-north-south, rather than having fixed goals to achieve success in tourism. The twelve players in the Goa Government (unlike eleven in a football team) instead of focusing their attentions on how to achieve success in formulating and implementing the right tourism policy, and making this one of their main goals, they like to change goal post positions according to their individual whims and fancies.

A holistic approach has to be adopted when formulating a Goa centric tourism policy. It must have a clear vision and mission with objectives and goals set for next 25 years. Tourism is much more dynamic than what it was 25 years ago. So it is very important to explore the various types of tourism concepts and from these, then select a Goa-centric concept. The various types of tourism concepts can be classified by product: mass tourism package tour - alternative tourism ecotourism. By purpose: pleasure, culture, heritage, nature-based (eco-) tourism, and rural tourism. By nature of the activity: (active) adventure tourism, ecotourism, (passive) sightseeing beach holiday cruise.

Location preference: coastal, rural, city, mountains. By age/socioeconomic group. By domestic /international group.

Infrastructure is key to any development, but this cannot be at cost of environmental degradation. Does Goa have the required infrastructure to achieve success in tourism? If there is a need, then what is financial cost involved? What could be the returns on investment made on the tourism related project?

The damage to environment will have far reaching consequences, if the proper checks and balances are not maintained. There is clear evidence of beach pollutions at Colva, Miramar, Calangute and Baga. The rampant construction of hotels on Goa's coastline, without proper sanitation and sewage treatment. As a result, hotel injecting sewage in the ground is causing underground water contamination. The golden beaches of Goa are fast turning into coal beaches. And if corrective measures are not taken, we will turn Goa’s beaches into those like Juhu in Mumbai.

Government of Goa claims that a total 2.12 million domestic and 37 international tourists arrived in Goa during the year 2009.

But what is the barometer to gauge the success of our tourism industry? Big numbers by itself will not translate into a good season.

It is also important to know the spending habits of the tourist.

Bringing hordes of (poor) tourists who just eat fish & curry will not bring in economic benefits to the State. Flying by domestic airlines, tourist coming to gamble at casinos by night and return back to Mumbai at day-break cannot be counted as tourists. Goa is now more infamous for drugs, gambling and rapes, than its beaches. It is not in the interest of Goa to maintain this notoriety for the long term success of tourism industry.

In India, and Goa in particular, economic changes taking place (globally almost 3 billion people, half the world's population) will have a major impact on social-cultural changes tomorrow. In this context the Government of Goa must develop and be committed to broad based tourism policies based on economic, environmental, and social benefits to the people of Goa. Tourism policy and planning has to have key ingredients: yesterday, today, and tomorrow.

These key ingredients must give direction to positive tourism policies and planning that will lead this generation and the next toward a greater quality of life resulting from tourism growth.

Karnataka Governor H R Bhardwaj today said he has asked Chief Minister B S Yeddyurappa to take action against two of his ministers, the controversial Reddy brothers, in the light of allegations levelled against them of involvement in illegal mining in Bellary.

Without taking their names, he also questioned the continuance of Tourism Minister G Janardhana Reddy and Revenue Minister G Karunakara Reddy in the government in the face of corruption charges against them.

“He (Chief Minister) is a person who realises the problem. I told him you have appointed them as ministers. Take action against them. He says I need time. He doesn’t say it is not happening,” the Governor told reporters after a meeting with President Pratibha Patil.

Confusion over the death of a person in the bomb attack on UP minister Nand Gopal Gupta “Nandi” cleared today with police admitting that one person was killed in the incident even as Congress accused the administration of trying to hush up the death.

The condition of 36-year-old Gupta, who was flown to Lucknow from here last night, is stable, doctors at the Sanjay Gandhi Post Graduate Institute said. He had suffered injuries in his abdomen, neck and one of his hands.

“We have registered an FIR in connection with the explosion.

We have also taken cognisance of the death of Rakesh Malaviya, whose family members have alleged that he was killed in the blast”, Inspector, Kotwali police station, Ashok Kumar Nigam said.

He said, “Till last night the body was lying unclaimed in the hospital. When family members brought their complaint to our notice we investigated and confirmed that Malaviya was killed in the blast”.

City Congress president Chaudhary Jitendra Nath Singh told PTI, “I am aghast over the attempts to brush under the carpet the death of Malaviya who was killed in the explosion. Till 11 pm yesterday, no FIR had been registered in connection with his death”.

He claimed that Malaviya had gone to the minister’s house on the promise of a job as a private security guard of Gupta and the blast ripped through his midriff and he virtually acted as a human shield for the minister.

Maharashtra Chief Minister Ashok Chavan today demanded the Centre to make 865 Marathi-speaking villages of Karnataka an Union Territory till the Supreme Court settles the border dispute between the two states.

“The 865 Marathi-speaking villages in Karnataka should be declared as an Union Territory until the issue is settled in the Supreme Court,” Chavan told the Legislative Council during a discussion on the Maharashtra-Karnataka border row.

Chavan, who would meet Prime Minister Manmohan Singh tomorrow in Delhi with an all-party delegation would make the request to him.

“There is no option other than making the villages an Union Territory and we would request the prime minister to cooperate with us on the issue,” Chavan said.

Defending his demand for the Union Territory, Chavan said the Karnataka Government is changing the names of the villages and there is a threat to the law and order situation in the region and biased treatment are being meted out to Marathi people there.

Chavan asked the Opposition BJP to intervene into the matter as the party is ruling in Karnataka.

“There is no question of backing from the Supreme Court, but your (BJP) Government is ruling there (Karnataka) and I am ready if the issue can be sorted out with consensus,” Chavan said.

The Centre, in reply to Maharashtra’s claim over Karnataka’s Marathi-speaking districts like Gulbarga and Belgaum, had told the Supreme Court last week that language can’t be the only criteria for deciding state boundaries.

However, the Centre’s stance has led to a flurry of protests in Maharashtra as well as border areas of Karnataka, following which the Supreme Court yesterday allowed the Maharashtra government to file an amended application to challenge the validity of the State Re-organisation Act. Rejecting the recommendations of the Mahajan Commission, which was constituted by the Centre on 1966 to settle the longpending border dispute, Chavan said it recommended inclusion of only 265 villages in Maharashtra while the state is demanding 865.

The government has not accepted the report and information has been submitted to the Supreme Court on this, he said.

PWP leader Jayant Patil moved an adjournment motion in the Council demanding discussion on the border row. He alleged that Congress is doing injustice with Maharashtra since the state’s creation in 1960.

India is sitting on huge untapped solar Photo Voltaic offgrid opportunities, given its ability to provide energy to hitherto vast untapped remote rural areas, the scope of providing backup power to cell towers and its inherent potential to replace precious fossil fuels.

“The solar PV offgrid opportunities in India are huge, given the fact that over 400 million people do not have access to grid connected electricity”, Sathya Prasad, President SEMI India (Semiconductor Equipment Materials International) told PTI. The off-grid opportunities are significant, given the cost involved in offgrid applications when compared to huge financial investments to be made to set up grids.

Moreover, specific government incentives to promote off grid applications, rapid expansion of wireless telecom and telecom companies’ desire to reduce operating cost for base stations (due to diesel cost and losses in diesel pilferage) are also expected to prompt growth in off-grid opportunities.

The potential of replacing huge usage of kerosene used for lighting rural homes makes off-grid applications desirable.

The examples of off-grid PV applications include remote village electrification, power irrigation pumpsets, telecom towers, back up power generation, captive power generation and city, street, billboard and highway lighting.

The Government’s solar mission envisages off-grid applications reaching 2000 MW by 2022 and deploying 20 million solar lighting systems for rural areas, Prasad said.

“However, rapid increase in the market will happen when entrepreneurs and firms tackle unmet needs of the segment and deliver solutions targetted at satisfying the requirements at a market sustainable prices”, he said.

On funding,he said the current model proposes combination of subsidy and low interest rate loans to promote off grid applications.

“It is too early to say if this is adequate to drive the market. In the long-term, models like PPP, for profit commercial models are expected to drive growth. Some measure similar to cess on coal may be helpful for promoting off grid”, he said.

“The India solar market has been growing at approximately 30 per cent CAGR from 2004-2008 and we expect this double digit growth rate in the coming four to five years,” Prasad said.

“India’s solar/pv module production has crossed more than 1 GW per year in 2009,up from 0.6 in 2005.The photovoltaic solar energy market is emerging and is set for strong growth, he said India already has the world’s best solar resources and can position itself to be global leader in Solar PV. To meet energy demands, the government has approved the Jawaharlal Nehru National Solar Mission, aimed at generating 20,000 MW by 2022.

On the opportunity for India to become a leader in solar PV, Prasad said it would be largely driven by domestic demand both grid and off grid, policy support and continuous striving to replace or reduce fossil fuel consumption.

India is also developing manufacturing prowess in PV cells and modules and several companies are exploring options to include raw material manufacturing a well as looking to deploy the modules they manufacture, he said.

“India has to build on its capabilities in areas like R&D, talent pool, expansion, training to fully exploit opportunities to become a leading producer and consumer of solar/PV”, he said

Key challenges facing the growth and development of PV in India include the need for continued cost reduction of systems and end products, he said.

Israel to interdict Gaza bound ship PTI JERUSALEM, JULY 13

A month after it drew global criticism for its deadly raid aboard a Gaza-bound aid flotilla in which nine Turkish activists were killed, Israel is preparing to prevent a Libya sponsored aid ship sailing towards the Gaza Strip.

Despite warnings from Israel, the vessel is said to be heading towards Gaza and is likely to come within the range of its shores tonight if it does not change its course, military officials told Israeli daily Ha'aretz.

It is yet uncertain if the ship's captain will head for Egyptian port of El-Arish or continue sailing towards Gaza. In its official log the vessel has El Arish as its destination.

Ugandan police announced Tuesday they had found an unexploded suicide vest at a popular nightclub here in the capital, thwarting another potential bomb attack just days after three deadly explosions ripped through crowds watching the World Cup Finals.

Authorities also said they had arrested four foreign nationals in connection with Sunday’s attacks, which left at least 76 people dead and raised concerns about the growing reach of the Somali militant group, the Shabab, which took credit for the bombings.

The police said the suicide vest was filled with explosives and rigged to a detonator that appeared to be a cell phone, and had been left in a bag in the middle of a nightclub in Kampala.

A 34-year old Indian cabbie was today handed out a suspended jail term of 10-months on charges of sexually assaulting a drunken teenager in Australia last year.

A Brisbane district court today heard that Indian driver Harmeet Singh sexually assaulted the 18year-old after picking her up in his taxi from Brisbane's Fortitude Valley in the early hours of November 14 last year.

Singh pleaded guilty to one count of sexual assault as the court heard that the abuse took place after the young woman realised she did not have the money for the fare.

The court was told that the cabbie kissed his passenger and offered her money for sex when she disclosed that she could not pay the fare.

UK airline bomb plotters get lifer AGENCIES LONDON, JULY 13

Ibrahim Savant, Arafat Waheed Khan and Waheed Zaman, who were recruited by the ring leader of an al Qaeda-inspired plot to detonate home-made liquid bombs on transatlantic jets, were told they would serve minimum terms of 20 years.

Justice Holroyde told Woolwich Crown Court that the men intended to kill "an uncertain but potentially large number of innocent men, women and children".

Mastermind Abdulla Ahmed Ali had developed a home-made hydrogen peroxide bomb which could be disguised as a soft drink to be carried through security and assembled afterwards.

Along with another man, he was found guilty of his role in the airline plot last year.

Ali recruited friends and associates to act as suicide bombers as they recorded martyrdom videos at a flat in Walthamstow, east London, and singled out seven transatlantic flights which departed within two and a half hours of each other as targets.

Justice Holroyde said the men sentenced today were "foot soldiers" and did not know their intended targets and took no part in its planning or in assembling the explosives.

But he said: "Each of you agreed to join with others in

this conspiracy with each of you intending that you would kill members of the general public and yourselves by acting as a suicide bomber."

He added: "In furtherance of that conspiracy, each of you recorded a suicide video in which you described yourself as being blessed by the opportunity to take part in that mission."

The trio was cleared by a jury of their role in targeting aircraft but found guilty at a retrial. of plotting mass murder.

The verdicts bring to an end a sprawling series of trials following an August 2006 operation to smash the largest terrorist plot ever discovered in Britain.

The police and MI5 inquiry would eventually cost more than £30 million and led to restrictions on carrying fluid on aircraft.

If successful, the explosions could have exceeded the carnage of the September 11 attacks.

Justice Holroyde said the men's faith had been corrupted, saying: "I accept that each of you were recruited by Ali and by all I have heard and read in this case, I accept he was a very powerful personality.

Savant, 29, of Stoke Newington, Khan, 29, of Walthamstow, and Zaman, 26, also of Walthamstow, showed no emotion as they were sent down.

All three had denied a charge of conspiracy to murder.

US expects India to enforce UN sanctions against Iran PTI WASHINGTON, JULY 13

The US says its expects India to enforce UN sanctions against Iran but left it to that country to decide on steps to "convince" the Persian Gulf state to abandon its pursuit of nuclear weapons.

The Obama Administration also said Iran's controversial atomic programme cannot be a situation of "business as usual" since it is about the danger of a

nuclear arms race in the Middle East, which will have its implications outside the Middle East including India.

"From our standpoint and what we have made clear in our conversations with many countries, is that this (Iran pursuing the path of nuclear weapons programme) cannot be a situation of business as usual," State Department spokesman P J Crowley told reporters.

"This is about the future of the world.

This is about the danger of a nuclear arms race in the Middle East, which will affect countries outside of the region, including India.

So everyone has a responsibility to do what each country can to convince Iran to change its present course," the State Department spokesman P J Crowley said.

When asked about the recently held India-Iran Joint Commission in New

Delhi last week, "I'll leave it to India to describe what steps it is going to take."

To a query on specific comments made by Foreign Secretary Nirupama Rao about the latest round of US sanctions against Iran, Crowley said he is not familiar with those particular comments. Rao had said such "unilateral sanctions" can have "a direct and adverse impact" on India's energy security,

But Crowley said, "Every country obviously pursues its own self-interest of its citizens. We understand that. By the same token, all countries have international obligations to fully respect and to heed the sanctions that were passed by the Security Council last month."

BP to test oil spill cap REUTERS NEW ORLEANS/HOUSTON, JULY 13

BP prepared today to try sealing off its runaway well with a new cap that it says could for the first time in 12 weeks finally arrest the flow of oil spewing from the floor of the Gulf of Mexico.

The British energy giant has suffered numerous setbacks in its struggle to control the 85day-old gusher that stands as the worst offshore oil spill in US history. And BP cautioned that tests of its latest containment system were not sure to succeed.

But BP shares, battered for weeks as damage to the US Gulf Coast economy and cleanup costs mounted, surged nearly 8 per cent in New York yesterday by promising developments at sea and by news that US energy company Apache Corp and other bidders were in talks to buy up to 10 billion dollars worth of BP assets.

The potential breakthrough in efforts to fully contain BP's ruptured wellhead also came as the Obama administration issued a revised moratorium on deep-water oil drilling that critics called a mere repackaging of an earlier ban struck down by the courts.

The prospect of legal battles over the administration's bid to suspend deep-sea energy exploration in the Gulf already has had a chilling effect on drilling, putting tens of thousands of

jobs at risk, industry officials and analysts said.

The drilling moratorium and its toll on the oil and gas industry were expected to highlight the agenda today for a second day of hearings by President Barack Obama's independent oil spill commission, meeting in New Orleans.

Govt mulls 2nd tranche of disinvestment in PFC PTI NEW DELHI, JULY 13

The Government is mulling divesting another 10 per cent of its stake in Power Finance Corporation through a follow-on public offer by the end of the current fiscal, sources in the know said. Along with disinvestment, the company is also likely to raise up to 10 per cent fresh equity.

The proposal is at a preliminary stage of discussion between the Ministry of Finance and the Ministry of Power. The government currently holds

89.78 per cent stake in the public sector company.

It had divested 10 per cent stake by way of an initial public offer in 2007. After the proposed disinvestment it may go down to about 80 per cent.

The disinvestment in Power Finance Corporation (PFC) is part of the government''s plan to sell 25 per cent stake in profit making PSUs in various tranches. PFC''s Board is meeting later this month and the issue may come up for discussion.

Demag Cranes opens facility in India PANJIM (HBD) -- Following a construction phase of just eight months, Demag Cranes inaugurated its new production plant in Chakan, India, together with customers and partners. This marks an expansion of the company’s production capacities on the subcontinent of some 8,000 square metres to cover a total of more than 10,400 square metres with a possible extension of 6,000 square metres.

Besides standard cranes and crane components, the product range in future will also include the technically more complex process cranes which are specifically integrated into the production process to meet the customer’s individual needs.

Aloysius Rauen, CEO of Demag Cranes AG emphasises: “The expansion of our production with a clear concentration on the requirements of the Indian market reflects the core element of our strategy to make our customers’ wishes the focus of our activities.

This investment of more than EUR eight million also underlines our strategic commitment in the BRIC countries.”

The plant, which is located 30 kilometres from Pune, is designed for a production capacity of up to 600 Standard Cranes and 100 Process Cranes per year. Parts for the KBK crane construction kit are also manufactured at the location – up to 24 kilometres of KBK rails can be produced per year. The spare parts logistics operation has also already been running from Chakan since March; the production of components such as rope-hoist and open-winch crabs as well as KBK has commenced. For components which the company does not manufacture itself, Demag Cranes utilises a network of local suppliers.

Sensex up 49 pts PTI MUMBAI, JULY 13

Recouping losses suffered due to a fall in Infosys profit, the BSE benchmark Sensex today rose by 49 points to end the day at twoand-a-half-year high level.

Marketmen said Reliance Industries attracted good buying support in the last hours of trading and helped the 30-share index close 48.70 points, or 0.27 per cent, higher at 17,985.90, the best closing since February 19, 2008.

The key index had touched the psychological 18,000-level yesterday. In the past four days, it has notched up 515 points.

The broad-based Nifty-50 of the National Stock Exchange, too, added 0.33 per cent to end at 5,400.65 points, its best closing in the last one year.

IIP suggests stabilization REUTERS MUMBAI, JULY 13

India's industrial production data for May, although lower than expected, is a sign of stabilisation and should be read with other economic indicators, Goldman Sachs said.

Industrial output rose 11.5 percent in May from a year earlier, well below analysts' forecast of a 16 percent rise and the revised 16.5 percent growth in April, data showed on Monday.

Infosys Technologies' surprise profit drop shows a weak European economy could curb new orders and dampen a recovery for India's outsourcing sector.

The company, a trendsetter for India's $60 billion IT services sector, added 1,026 staff in April-June, its slowest pace of addition in four quarters -- indicating a rebound from the global recession in the sector may be bumpy.

"There are still concerns lingering over Europe's debts and if the economy there is weak, consumption should be weak too," said Huey Yang, a fund manager with HSBC in Taipei.

India's No. 2 outsourcer's profit fell 2.6 percent in AprilJune profit and its sales contribution from Europe dropped to about 20 percent from nearly a quarter a year ago and 23 percent in January-March.

SBI to revive village adoption PTI DEHRA DUN, JULY 13

The State Bank of India is planning to revive its village adoption scheme under corporate social responsibility programme. The decades-old scheme, now rechristened as "SBI Ka Apna Gaon", will seek active support of village panchayats in Uttarakhand and other states for its revival.

Its' main purpose is to achieve 100% financial inclusion for all BPL families. It would also seek to promote SHGs, farm clubs with the participation of NGOs and other development agencies.

The scheme would focus on credit requirements of all eligible rural households and link community services with SBI banking servies.

The SBI has already started identifying villages and has organised a survey wherein the bank's staff members would act as bridge between the villages and the bank.

In Uttarakhand, the SBI would work in tandem with the state govt, which has also launched a similar "Atal Adarsh Gram Yojna" in all 670 nayay panchayats. One village in each nayay panchayat will be identified under the SBI scheme, with the thrust on development of rural social and infrastructure facilities to remove regional imbalances.

SBI MUTUAL FUND has announced the revision of exit load structure for SBI Blue Chip Fund. The changes will be effective from July 14, 2010.

Accordingly, the exit load charge will be nil. Presently the exit load charge is 1% for exit within one year from the date of allotment and nil for exit after one year from the date of allotment.

ICICI PRUDENTIAL MUTUAL FUND has filed an offer document with SEBI for continuous offer of units of ICICI Prudential MIP 25, an open ended debt fund. The scheme was earlier know as ICICI Prudential Income Multiplier Fund. The purchase price of the units will be based on the applicable NAV. The scheme shall offer cumulative and dividend option. Dividend option shall have dividend payout and dividend reinvestment facility with dividend reinvestment as default facility.

Dividend payout shall have monthly, quarterly and half yearly dividend frequencies. Cumulative option shall be the default option under the scheme.

Entry load will be nil for the scheme. If the amount sought to be redeemed or switched out is invested for a period of upto fifteen months from the date of allotment of units an exit load of 1% of the applicable NAV will be charged. If the amount sought to be redeemed or switched out is invested for a period of more than fifteen months from the date of allotment the exit load charge will be nil.

Minimum application amount will be Rs 5,000 for regular option, Rs 5 million for premium option, Rs 50 million for premium plus option, Rs 200 million for super premium option.

The scheme`s performance will be benchmarked against CRISIL MIP Blended Index.

The fund manager of the scheme will be Mrinal Singh (Equity Portion) and Kuldeepsinh Jagtap (Debt Portion).

IDFC MUTUAL FUND has filed an offer document with SEBI to launch IDFC India Consumption Fund, an open ended equity fund.

The NFO price for the scheme will be Rs 10 per unit.

The government has set up a committee headed by Reserve Bank of India Deputy Governor Shyamala Gopinath to review the structure of National Small Savings Fund (NSSF), it said in a release on Tuesday.

The panel will review the existing terms of loans extended from the NSSF to the centre and states and recommend the changes required in the arrangement of lending the net collection of small savings to centre and states, the release said.

The panel has been set up following the recommendation of the Thirteenth Finance Commission which suggested debt relief to states by re-setting loans to states at a common interest rate of 9 percent in place of the current 10.5 percent and 9.5 percent.

The government proposes to enact a National Food Security Act which envisages that every citizen below the poverty line will be entitled to highly subsidised foodgrains, he said.

During 2009-10, 4.34 crore households were provided employment under the NREGA, with a government outlay of Rs 25,000 crore, Mukherjee said.

Finance Minister Pranab Mukherjee today said his ministry will not intervene in the autonomy of regulators, amid reservations expressed by the Reserve Bank over the recent Ordinance on Unit-Linked Insurance Products. "The intentions are quite clear.

We are not going to intervene in the autonomy of regulators," Mukherjee told reporters on the sidelines of an event here. A key Finance Ministry source also said the committee to be set up to decide on the jurisdiction issue of hybrid products will have three people from the government and four regulators.

"So there cannot be threat to autonomy of regulators," he said. Concerned over the dilution of its role in dealing with inter-regulatory disputes, RBI Governor D Subbarao had yesterday met the Finance Minis-

ter and asked the government to reconsider the ordinance it had issued last month to end the IRDA-SEBI turf war over control of ULIPs. "I have come to meet the Finance Minister in connection with the ordinance that they have issued regarding settlement of the dispute on regulatory jurisdiction. RBI has certain reservations and concerns, which we have expressed in the letter," Subbarao had said after the meeting.

Subbarao also raised issues concerning the role of the central bank in light of the ordinance. The government last month ended a two-monthlong turf war between insurance regulator IRDA and capital market watchdog SEBI through an ordinance that made it clear that ULIPs would be regulated

by IRDA. The ordinance also sought to create a high-level panel, chaired by Finance Minister Pranab Mukherjee, that

would sort out all issues of jurisdiction regarding hybrid products.

Ordinances are in the nature of law and are promulgated by the President when Parliament is not in session. They need to be ratified by Parliament within a stipulated time.

Fearing that the ordinance would dilute the central bank''s role as financial sector coordinator, the RBI has reportedly requested the finance ministry to let the ordinance lapse and not covert it into a law.

Unless the government seeks approval for the ULIP ordinance in the forthcoming Monsoon Session of Parliament, it will lapse and cease to be valid.

Currently, inter-regulatory issues are looked into by a High Level Coordination Committee (HLCC), comprising financial sector watchdogs and Finance Ministry officials and headed by the RBI.

Stored energy solutions provider Exide Industries Tuesday reported a 35 percent rise in net profit and 30 percent rise in gross sales during the first quarter (April-June) of this fiscal (2010-11), compared to the corresponding period of the previous year.

The company's gross sales stood at Rs 1,410 crore, compared to Rs 1084 crore during the same period of the previous year. The net profit stood at Rs 249 crore compared to Rs 191 crore earned in the same quarter a year ago.

'The company's penetration strategy into the replacement market for commercial vehicles and tractor segment is paying off handsomely where sales grew by 14%. Among other segments, motorcycle battery sales showed significant growth, improving 27% in volume terms,' the company said.

French energy major AREVA and India's Nuclear Power Corporation (NPCIL) are working out a business model for the proposed nuclear power plants at Jaitapur in Ratnagiri district of Maharashtra.

"We are working on a business model with AREVA to build two 1650 MW European Pressurised Reactors (EPRs) at Jaitapur in Maharashtra. It would be on the lines of what we have done with Russia for the two units of 1000 MW each of light water nuclear power plants at Kudankulam in Tamil Nadu," senior NPCIL officials said here today.

AREVA's EPRs would be the largest nuclear power plants India will have once the business model is completed and other clearances are obtained, they said.

AREVA and NPCIL are expected to arrive at optimisation of cost while evolving the business model. Talks would be concluded within a few months, the officials said.

"Since it is not a turn-key project, it was important to have a line of demarcation for the distribution of work like construction of plants, part of training and commissioning processes as we did in the case of Russian reactors in Tamil Nadu," they said.

NPCIL has acquired the land required to house six EPRs in Jaitapur. The title of the land was transferred to NPCIL on January 26 this year, they added.

RBI may take monetary action: PMEAC PTI NEW DELHI, JULY 13

The Prime Minister''s Economic Advisory Council (PMEAC) has said that RBI may further tighten monetary policy in view of the persistent rise in prices and comfortable growth in factory output. "RBI will take a view of the fact that inflation still persists at high level.

If inflation level persists at double digit level for several months together, some action on the demand side is needed and some action on the part of RBI is required," C Rangarajan, Chairman of PMEAC, told reporters.

To rein in prices, the RBI could tweak in policy rates to either suck out money supply or make borrowings costlier.

But with money supply being a little tight due to borrowings by telecom companies for spectrum and advance tax by corporates, analysts said RBI might go only for a hike in short term rates, leaving the money supply intact.

The Reserve Bank is slated to come out with its quarterly monetary policy on July 27.

PSU insurers to restore cashless treatment facility PTI MUMBAI, JULY 13

State-owned insurance companies today agreed to restore cashless treatment facilities in big private hospitals on caseto-case basis, a development that will benefit lakhs of mediclaim policy holders.

"The insurance companies have decided to restore cashless facilities on a case-to-case basis. We discussed ways of making people part of the facility and how the reimbursements to them can be revived," head of health insurance vertical at ICICI Lombard Sanjay Datta told PTI after a CII-initiated meeting between insurers and the healthcare industry.

The state-owned insurance companies, Oriental Insurance, New India Assurance, National Insurance and United Insur-

ance, have also agreed to expand the network of hospitals providing cashless treatment facility (Preferred Provider Network) for the benefit of mediclaim policy holders.

"The insurance companies reiterated their current position of willingness to expand the PPN (Preferred Provider Network) and in 90 days work with CII and other stakeholders to address areas of concern," CII said in a statement.

Industry body CII called a joint meeting of the insurers and the healthcare industry to resolve the impasse following withdrawal of cashless treatment facility at about 150 hospitals by four PSU insurance companies from July 1 on allegations of over-billing.

The hospitals would be graded in three categories -- A,B and C- on the basis of infrastructure facilities and specialties.

India is sitting on huge untapped solar Photo Voltaic offgrid opportunities, given its ability to provide energy to hitherto vast untapped remote rural areas, the scope of providing backup power to cell towers and its inherent potential to replace precious fossil fuels.

"The solar PV offgrid opportunities in India are huge, given the fact that over 400 million people do not have access to grid connected electricity," Sathya Prasad,President SEMI India (Semiconductor Equipment Materials International) told PTI. The off-grid opportunities are significant, given the cost involved in offgrid applications when compared to huge financial investments to be made to set up grids.

Moreover, specific government incentives to promote off grid applications, rapid expansion of wireless telecom and telecom companies' desire to reduce operating cost for base stations (due to diesel cost and losses in diesel pilferage) are also expected to prompt growth in off-grid opportunities.

The potential of replacing huge usage of kerosene used for lighting rural homes makes off-grid applications desirable.

The examples of off-grid PV applications include remote village electrification, power irrigation pumpsets, telecom towers, back up power generation, captive power generation and city, street, billboard and highway lighting.

The Government's solar mission envisages off-grid applications reaching 2000 MW by

2022 and deploying 20 million solar lighting systems for rural areas, Prasad said.

"However, rapid increase in the market will happen when entrepreneurs and firms tackle unmet needs of the segment and deliver solutions targetted at satisfying the requirements at a market sustainable prices", he said. On funding, he said the current model proposes combination of subsidy and low interest rate loans to promote off grid applications.

"It is too early to say if this is adequate to drive the market.

In the long-term,models like PPP, for profit commercial models are expected to drive growth. Some measure similar to cess on coal may be helpful for promoting off grid", he said.

"The India solar market has been growing at approximately 30 per cent CAGR from 2004-

2008 and we expect this double digit growth rate in the coming four to five years," Prasad said.

"India's solar/pv module production has crossed more than 1 GW per year in 2009,up from 0.6 in 2005.The photovoltaic solar energy market is emerging and is set for strong growth, he said India already has the world's best solar resources and can position itself to be global leader in Solar PV. To meet energy demands, the government has approved the Jawaharlal Nehru National Solar Mission, aimed at generating 20,000 MW by 2022.

Nissan Motor India today said the company planned to open 30 more dealerships by the end of this fiscal all over the country.

"In the process of establishing the Nissan brand in India, Nissan Motor India, in partnership with Hover Automotive (its sales, marketing and dealer development arm) is rapidly preparing its dealer network structure to support growth in the country. The company plans to have more than 30 dealers by end of this fiscal", the company said in a statement.

The company now has 15 dealerships.

Yuan rise threat to Chinese textile PTI BEIJING, JULY 13

Half of China''s textile mills may go bankrupt if the yuan appreciates by five per cent against the dollar as it would badly dent their thin margins, a top industrial body said today amid increasing world pressure on the country to revalue its currency.

"Textile units are surviving on knife-edge due to thin profit margins of around three to five per cent," said Gao Yong, Vice-President of the China National Textile and Apparel Council, the lobby group of the industry.

"If the yuan actually appreciates five per cent against the US dollar, over half of China''s textile companies will go bankrupt," he told the official China Daily today.

A yuan stress test conducted by the government in March this year, showed profit margins of labour-intensive textile companies would drop by one percentage points if the it appreciates by one per cent, the daily said.

More than 20 million people are directly employed in China''s textile industry, while a further 140 million are involved in cotton farming, according to

the Ministry of Commerce.

Therefore, a large upward revaluation of the Yuan could cost millions of jobs, the lobby group said.

The appreciation of the yuan, together with rising raw material and labour costs, has already squeezed profit margins in China''s textile industry. The yuan rose 21 per cent against the US dollar from 2005 to 2008 and recently China lifted the restrictions on its appreciation as a result of which it appreciated from about 6.80 to 6.76 against the dollar.

EPL to buy Navabharat Power PTI MUMBAI, JULY 13

UK-based, Essar Energy plc, today said that its subsidiary, Essar Power Ltd (EPL), has entered into binding agreements for the acquisition of a 100 per cent interest in Navabharat Power Pvt Ltd. EPL will initially acquire 76 per cent of the existing equity with the balance 24 per cent being acquired upon completion of certain project milestones, a company statement said here.

Navabharat Power is a 2,250 MW coal-fuelled power plant being set up in Dhenkanal district in Orissa.

Struggling to Survive the Grind

They have absolute authority to enforce the laws of the game in connection with the match to which they have been appointed. And their decisions are final! Yes, we are talking about vital figures in the game of football, the referees. Yet, their challenges of the job are most often sidelined. And especially in Goa! So, we kickoff with the criteria warranted to get down to field. Yes, it is obvious that our men or women have to be in peak physical form. We have all seen the amount of sprinting around they do during a match. Anthony John, chairman of the referee committee of the GFA enlightens, “Yes, they have to be very fit physically. This is why we conduct these fitness tests for referees 3-4 times a year.”

And how are they chosen? John continues, “We conduct two modules of testing: speed and endurance. For the speed test, the participants have to run a distance of 40 m in 6.2 seconds; they have to do this six times. For the endurance test we have laps. Each lap comprises of a 400 m tract divided into four parts. Two parts of 150m each is the running zone and two parts of 50m each is the walking zone. Each 50m running should be accomplished in 35 seconds and each 50 m walking should be done in 30 seconds. The participants have to complete 10 laps at a minimum and in succession.”

Savio Messias from Goa Football Association enlightens, “GFA organises 950 matches in a year. Besides, there are at least 1,000 inter village matches that take place. We have about 100 referees, all from Goa. Apart from physical fitness, the referees have to give in written exams as well. In fact, they have to answer oral and practical tests too. For this, we regularly conduct referee seminars in colleges all over Goa. ” According to Messias, “We prefer them to be in the age group of 20-30 years and the retirement age for them is 45 years.” And how are the participants rated? John elucidates, “We have referees graded to different scales. We have new entrants, class three and

And how enthusiastic are Goan lads and lasses? What is the response? “Not much,” is the reply from Messias who adds, “Though many come forward initially, they do not last out.” Affirming the same, John expounds, “Many people come forward for refereeing but most back out after getting familiar with the scene. This happens mainly due to abuse. Unfortunately, in Goa, most village association clubs have members who assume that they are experts of the game. They are not willing to learn the rules of the game. So when a referee takes a decision, he is abused and disrespected. They don’t see the fact that their players should have scored the goals, instead they blame their losses on the referee’s decision. The referees cannot keep up with this kind of insults and disrespect and they leave.” A grave worry cited from the committee members is that there isn’t ample support from government bodies or association clubs, for referees.

Annual seminars are held to create awareness and enhance knowledge on the nuances of the sport. Yet, John says, “Most of the members of the village clubs don’t even attend these seminars and the few who do, are surprised when we brief them on the various laws of the game.”

As for churning out good referees, John enlightens, “We meet every alternate Sunday at Margao and Mapusa and we enlighten the referees on all aspects of the sports; the new amendments etc and we brush them on the laws of the game. Besides, we enlighten them on the latest in terms of physical fitness. Then on, they take responsibility of looking after their physical training on a daily basis.” Getting to honing their refereeing skills, John adds, “Good referees get better with each game.

We have match commissioners who constantly watch their every game in order to assess their decision making skills. Accordingly, after the match they are appreciated or reprimanded.”

Heartening news from Mr Gurudatta Bhakta, general secretary of Goa Olympic Association is that we also have a handful of skilled lady referees in various sports in Goa. We sincerely hope more people get enlightened by the demanding job, both physically and mentally, of the referees. And hope the unpleasant issues can be resolved for the betterment of the referees and the sport.

indsay Lohan’s mum Dina is reportedly pushing the star’s younger sister Aliana down the same path as the actress.

According to a source, some upcoming paid interviews will be a family affair and include 16 year-old, who hardly looks like a young teen anymore, talking about details of her and Lindsay’s lives.

“Lindsay was the family breadwinner and now that role will shift while she’s away,” the source was quoted saying.

“Dina will sell their story and Ali is the next in line to take over for Lindsay. Dina had hoped that Ali would land some new acting spots while she was living with Lindsay, but that never happened. There was a Nickelodeon show in the works months ago starring Ali, but it fell through,” the source added.

According to an insider, Ali is being pushed down the same path as Lindsay, but where Lindsay was bold and brash, Ali is timid.

“It’s sad to see this happening to Ali, but this is the only life she has known. Her education isn’t a big priority and Ali idolises Lindsay. Lindsay is the most stable part of Ali’s life and with her leaving, it takes away her security blanket,” said the insider.

“It’s always been assumed that Lindsay would take care of her, but with that in question, Ali will be back with Dina.

The chariot, which looked like the insides of a temple, was an explosion of natural colours and heavily decorated with thick garlands of flowers and fruits and studded with jewellery. Within its core stood the deities, Lord Jaggannath, Balarama, his brother and Subhadra, his sister.

Maintaining tradition, the chariot moved on manual labour. The two thick ropes were hauled by a number of devotees’ present, with some dancing inside the parallel that the ropes formed and the others, outside.

In Orissa, where the ‘Rath Yatra’ is celebrated at its peak, the chariot travels from the Jaggannath temple in Puri, the temple of the three deitys to the Gundicha Temple, the temple of the deity’s aunt. The two temples are spaced within a distance of two kilometres. The chariot in Goa travelled from the Maruti Temple in Miramar to the ferry point in Panjim.

The biblical burning bush is something like the last straw that broke the camel’s back and is a picture that shows enlightenment is an aspiration and “call to arms” for the people of Goa, to wake up and react to the despair of their land. The painting is entitled ‘Lone Survivor’.

Football Club of Siolim defeated Saligao Sporting Club 2-0 to move into the quarter- finals of Vagator Parish Youth Trophy inter-village football tournament organised by Vagator Parish Youth at Ozrant ground, Vagator on Tuesday.

Saligao began the match on a promising note with Allan Gonsalves putting Vivian Miranda through, but the later failed to beat Siolim keeper Joseph Britto in the 19th minute.

Siolim did not lag behind and could have forged ahead in the 23rd minute but Domnic D'Souza ballooned over after Francis Fernandes had done the spade work.

FA licence course PANJIM (HSD) -- The FA of England will organise the FA International coaching licence course from September 12 to October 2 at Woke field Park, Reading, UK. Only those who have passed the AFC C licence football coaching certificate will be eligible.

The course has been endorsed by AFC and those who will be assessed as good level 3

pass, will be recognized by the AFC as having the equivalent of AFC B coaching certificate. The financial costs will have to be borne by the participants. The course fee is 2999 sterling pounds. Booking online will cost 2699 sterling pounds.

New constitution need of the hour, opine GFA members HERALD SPORTS REPORTER MAPUSA, JULY 13

The members of Goa Football Association (GFA) are set to take a vote on the proposed new constitution which would bring the statutes in line with that of FIFA, AFC and AIFF at a special extraordinary general body meeting on July 18 in Panjim.

Bardez executive member, Lavinio Rebello believes that it is a good idea for the clubs to approve the new constitution as the AFC has recommended it to the AIFF and it is the duty of all affiliated units of GFA in the state to modernise the existing system. “One needs to change as per the needs because there is urgent need to fall in line with the modern practices which are followed by FIFA and

AFC. Even AIFF has already changed its constitution. Eventually, even the clubs will have to do likewise, because it is good for football development,” Lavinio, who is also the president of Anjuna Gymkhana remarked.

Lavinio stated, “We need to improve our football technically and this can only start with a revamp of the administration.”

Mormugao executive member, Lawrence Gomes agreed with the proposed change. He also suggested that having the north members voting for the north candidates and the south members only voting for the south candidates was a good idea if it could be added to the newly proposed constitution.

Salcete executive member,

Anthony Pango believed that it is a good idea to follow the statutes set out by FIFA, but would like to see ten members in the north and ten in the south instead of the proposed seven.

"Each season the number of teams participating is growing especially in Salcete. If we have ten members than the workload and administration would be shared making the system more efficient," Pango reasoned out.

Tiswadi executive member, Angelo Albuquerque, when contacted by Herald preferred not to comment but encouraged each member to make their own mind. “Each GFA member has been sent a copy of the proposed new constitution,” he said.

Former Dutch superstar Johan Cruyff on Monday slammed the style of play of his compatriots during Sunday's World Cup final against Spain as "dirty" and "ugly".

Cruyff, a losing finalist at the 1974 World Cup, wrote in the Catalan daily El Periodico that the Dutch showed themselves to be particularly aggressive on the pitch and played "appallingly and sadly in a very dirty manner".

Liverpool are hopeful that the groin injury suffered by Spanish striker Fernando Torres in Sunday's World Cup final is not as serious as was first feared.

The 26-year-old, who missed the end of the 2009-10 season with a knee injury, suffered the injury just before the end of the 1-0 win over the Netherlands.

But Liverpool doctor Peter Brukner told the club's website: "We've been in touch with the Spanish medical team and they don't think it's too serious.

"We can't say too much more at the moment until it is properly assessed (on Tuesday."

He added: "Some of the Liverpool medical staff will go to Madrid later in the week to fully assess the injury and organise his rehab. At this stage we don't think it's too serious.

Despite right-knee surgery not turning up as much damage as first thought, seamer Ryan Harris is a doubtful starter for the September-October tour of India.

After suffering pain in the joint similar to that which almost forced him to have surgery in late 2009, Harris flew home from the current tour of England for clean-out surgery.

Team physio Alex Kountouris, coach Tim Nielsen and captain Ricky Ponting urged Harris to fly home and address the problem and minor cartilage damage is only expected to keep him from the bowling crease for six weeks.

Sandy Casar of France has won the mountainous ninth stage of the Tour de France and Andy Schleck of Luxembourg has captured the overall lead.

"I definitely think it should be a faster time because the race is going to be more tense and we're going to be more explosive," Bolt told a news conference on Tuesday, adding that the recent spell of hot weather in Europe was an advantage.

Broadcaster TEN Sports will telecast live the threematch Test series between India and Sri Lanka commencing in Galle from July 18.

After Galle, where the Sri Lankan spin wizard Muttiah Muralitharan is to play his last Test match, the Sinhalese Sports Club, Colombo will host the second match from July 26.

The third match will be played at the P. Sara Oval, also in Colombo, from August 3.

“The matches will be telecast live and exclusive on Ten Sports,” a release said on Tuesday.

“TEN Sports is committed to bring the best of international cricket to its viewers. We will bring to the viewers some extravagant cricketing action during the series,” said Atul Pande, CEO of TEN Sports.

“The matches in the series will also be tied with in-depth pre and post match analysis from experts in the cricketing space,” he added.

It will be the third Test series between the two nations in as many years. Sri Lanka won 2-1 at home in 2008, while India claimed the return series 2-0 last year to become the No. 1 Test side in the world.

Swing bowler Mohammad Asif's spell of three wickets in seven balls tilted day one of the first test in Pakistan's favor as Australia collapsed to 229-9 at Lord's before bad light stopped play on Tuesday.

Tiger Woods is changing his putter for the first time in 11 years as he bids for Open glory at St Andrews.

The world number one has ditched the model that helped him win 13 of his 14 majors for one he has been using in practice ahead of Thursday's tee-off.

Woods said: "I've always struggled on slower greens and the one I've gone to this week comes off faster and I've had to make very little adjustment." He was again asked about the state of his marriage but refused to comment.

Woods also insisted that the well-documented events in his

private life would not affect his chances of winning his fourth Open title.

On his new putter, Woods added: "I've always been tempted to change my putter on slower greens. I've always struggled when greens are really slow. I always feel more comfortable when the greens get quick.”

"This putter does come off faster. It rolls the ball better and rolls it faster so I've had to make very little adjustment in how hard I'm hitting it compared to if I had my older putter.”

"I've always experimented with other putters throughout the years, but I've never put one in play until now."
