Facilities such as changing rooms, etc, provided at the playground should be made functional — Quitula SC Secretary Blaise D’Cruz

Why we should send our children using paid public transportation to government school, when school buses from aided schools as far as from Canacona town and Poinguinim collect and drop their students from our neighbourhoods — Cotigao resident

Upper Harvalem voters refuse to dance in municipality-panchayat political jig Boycott Sanquelim municipal elections, bar candidates from contesting

Voters of a ward within Sanquelim Municipality are perhaps the most unique citizens within Indian democracy since they have not only unanimously refused to exercise their franchise, but barred any candidate from representing them in the institution of local democracy, recounts SAMIR UMARYE Samir Umarye

W

hen voters consistently boycott elections, it looks like a boycott of democracy itself. All persons registered as voters in Ward 1 of Upper Harvalem in Sanquelim Municipality have refused to vote or allow candidates to contest elections from their ward since it has been elevated from a panchayat to a municipality. The reason? They are un-

elected representative for the last nearly 3 years. This unusual situation has arisen because residents of Ward 1 exhibited rare unanimity in boycotting the 2008 polls and also ensured that no candidate contested by-elections from their ward a year later. But what has prompted the residents to abdicate their democratic right to exercise their franchise? Aggrieved by the government’s

willing to dance to the tune of local politicians, who are bent on changing the status of Sanquelim from panchayat to municipality and back as per their political whim. But a more fundamental reason is anchored in their economic condition which constrains them from paying higher taxes. The result, Upper Harvalem is the only municipal ward that does not have an

decision to elevate Sanquelim to a municipal status, the residents are determined to get the government to revert the status of Sanquelim to that of a panchayat. Sanquelim has had a chequered history of political changes according to the whims and fancies of politicians and a few people who have controlled the masses. Having been a panchayat since Liberation, Sanquelim

was upgraded to a municipality in 1999 and the government had appointed an administrator. Stiff opposition from public forced the government to reverse its decision and revert Sanquelim to its panchayat status in December 2000. Elections to the panchayat were declared in April 2001 and Pravin Blegan was elected the new sarpanch of Sanquelim on May 3, 2001. Blegan completed his tenure of five years and elections to the new panchayat term were declared in April 2006. In a surprise move two days before the polls, the government re-elevated the status of Sanquelim to a municipality, and appointed an administrator to the council. Elections to the 10-member Sanguem municipal council were held in 2008.Unhappy with the arbitrary move of the government, residents of Upper Harvalem (Ward 1) demanded panchayat status for Sanquelim and warned that they would boycott 2008 polls if their demands were not met. When the government ignored their warning and

A mud house in Ward 1 of Sanquelim Municipal Council. went ahead with elections, all Ward 1 voters in an unique show of solidarity retaliated by boycotting the polls. Assuming that public memory would be short and protests would eventually fade away, election authorities decided to hold by-elections to the ward after a year. Three candidates filed their nominations to the by-polls. But vigilant residents of Upper Harvalem thwarted

such moves and forced all three candidates to withdraw from the fray. Even though there is hardly any development in the ward, residents of the ward are determined to ensure panchayat status to Sanquelim. Such is the wrath of the locals that they have refused to pay taxes at municipality rates and Sanquelim Municipality has had to charge them house tax at panchayat rates. Residents are

mindful that their house tax and other taxes would increase manifold if their ward is elevated to a municipal ward. “Presently, SMC taxes us as per panchayat guidelines but once we become part of the municipality, it would not spare us,” claimed Samir Malik. “Most people from this ward live below poverty line and they will not be able to pay taxes of the municipal-

Govt in no hurry to resolve issue At present, Upper Harvalem in Sanquelim does not have any representation in the Sanguem Municipal Council (SMC) and no efforts have been made by the government so far to remedy the vexed situation. “The ward is being looked after by us as it does not have any representative. But it is true that they face problems in terms of development,” admitted SMC Chairman Anand Naik. “The government should look into the matter and resolve the issue,” added Naik.

ity,” added Malik. This seems to be the main grouse of the residents in of Upper Harvalem. Poverty in the ward is visible with most of the 250 houses displaying thatched roofs. “We had approached Health Minister Vishwajeet Rane and MLA Pratap Gawas and they had assured to look into the matter. But

Surprisingly, Bicholim Deputy Collector Narayan Gad feigned ignorance over the issue, when contacted for his reaction. “I’m unaware about the issue and we come into the picture only when elections are declared,” Gad said. “The Directorate of Municipal Administration or the government should look into the matter as no one should be left without a representative in a democratic set up and elections should be held within a stipulated time,” added Gad.

nothing has happened thus far,” alleged Baburao Malik. “They cannot compare us with that of the people who are living in the city area or nearby Housing Board, who are well off.” “The best option to solve this problem is that our ward should be added to either Morlem or Honda Panchayats,” he opined.

Contractor holds sports lovers to ransom over dues Refuses to hand over keys of Quitula ground rooms till he is paid in full

If there was an international sports child prodigy in Aldona, he would not make it to the big stage due to the bureaucratic wrangles. One more reason why sports should be free from the clutches of government. ANIL SHANKHWALKER details the foul play involved in the delay in inauguration of Quitula sports ground in Bardez.

T

his is certainly not fair play for sports enthusiasts in the scenic village of Quitula. The generosity of the Communidade had gifted the Aldona Panchayat 18,000 sq mtrs of land way back in February 2, 1984 for a sports ground at Aldona. The land was subsequently transferred to the Directorate of Sports and Youth Affairs and efforts of the local MLA Dayanand Narvekar resulted in the foundation stone being laid by then sports minister Pandurang Madkaikar on February 11, 2006. Five years later facilities such as office, changing rooms, have not been thrown open to sports lovers since the contractor is holding the keys. Though the Directorate of Sports and Youth Affairs has given the Quitula sports

been locked and unavailable for use and there are no workers to maintain the playground. The contractor who had undertaken the contract and completed the work says that he will not

handover the keys of the rooms till he is fully paid for the work. The total cost of the ground works out to Rs 62 lakh. The sports department had issued administrative

approval and expenditure sanction of Rs 50.02 lakh on October 16, 2006. The first phase of the work has been now completed, but the ground is yet to be inaugurated. Besides, the sports department is yet to appoint staff to maintain the playground. “Villagers are happy that the work of the playground is completed. This was possible because Aldona MLA Dayanand Narvekar took the initiative to develop this playground for football and cricket lovers of Aldona,” said Quitula Sports Club Secretary Blaise D’Cruz. “The sports department should take up the second phase of work of laying grass and constructing a well at the earliest,” urged D’Cruz. He informed that the Quitula Sports Club conducts its

all Goa inter-village football tournament every year, which is an annual event eagerly awaited by sports lovers from Aldona and neighbouring villages. “The Club also organizes coaching camps for youngsters with assistance of the sports department. The Goa Football Association (GFA) also uses the ground to organise its annual league matches,” said D’Cruz. “Facilities such as changing rooms, etc, provided at the playground should be made functional so that Quitula Sports Club will be able to organise football tournaments, training camps for youths, etc at the ground,” added D’Cruz. Former Aldona panch Rosario Fernandes suggested that sports department should immediately

Bal Rath for Indira from aided school, but not for Indira from govt school The Indira Bal Raths were intended to make school going a little easy for rural children. KATHY PEREIRA discovers that many government schools may lose out students to aided schools, since aided schools have been provided bal raths but not the government schools.

G

overnment schools in Canacona eagerly await the arrival of Indira Bal Rath buses as reportedly assured by government, in a desperate bid to apply brakes on the exodus of their students to other aided schools. Since government schools have no free transportation for its students, several parents especially from the ST community have favoured sending their children to aided schools, which have been provided with Indira Bal Rath bus services. According to some government teachers, student strength at government schools in the taluka has been on

the decline ever since the government allotted Bal Rath school buses to various aided schools. “We have noticed that many students have migrated to aided schools which have school bus services,” remarked a government teacher. Interestingly, some Bal Rath buses allotted to a few aided schools situated in Canacona municipal area, transport students from as far as Scheduled Tribes dominated areas of Gaondongrim and Cotigao. “The student strength in the few government schools in the taluka is set to further dwindle during the forthcoming academic year which begins on June 6,” informed the teacher.

In all, there are 17 high schools in Canacona, of which 11 are aided schools (including a residential school), while the six government schools are situated at Khola, Agonda, Shristhal, Sadolxem, Gaondongrim and Cotigao. As per state government policy, no government school has so far been allotted Indira Bal Rath buses. Incomprehensibly, social welfare ministry, has allotted nine Indira Bal Rath buses to aided schools. Six of them are already operational at Shri Mallikarjun Vidyalaya (Charrasta), Shri Katiyani Baneshwari Vidyalaya (Kindlem), St Anne’s Institute (Agonda), St Tereza of Jesus HS

(Chaudi), Shri Nirankar HS (TudalGaondongrim) and Shri Shradadhanand Vidyalaya (Poinguinim). Besides, a private primary school run by Khola Education Society at Betul, Shri Balram Residential HS (Ordhofond) and Mataji Mandir (Students Hostel) at Palolem are also beneficiaries of the government allotted Bal Rath bus services since the last academic year. Sources told Herald that due to a lack of Scheduled Tribes community students, requests for a Indira Bal-Rath bus for the high schools at Shri Nirankar Vidyala (Maxem), St Sebastian HS (Loliem), Shri Damodar Vidyalaya (Loliem) and St Anthony HS (Gal-

gibaga) has not materialized till 20102011 academic year. Shortly after the last academic school results were declared, parents, especially from government schools, reportedly approached various aided schools with Bal Rath bus services, to enrol their children. The government has reportedly claimed that government schools would also be provided with Indira Bal Rath buses in the next academic year, but many parents are not convinced. “If government had provided the buses at this stage, it would have been okay, but who knows if the buses are actually going to come and when? Gov-

ernment schools of Canacona could well receive buses at the fag end of the academic year,” stated a parent from Cotigao. Another resident of Cotigao asked: “Why we should send our children using paid public transportation to government school, when school buses from aided schools as far as from Canacona town and Poinguinim collect and drop their students from our neighbourhoods?” Incidentally, the Cotigao high school already has poor student strength, since many children from the village are attending schools in Canacona town or Poinguinim.

Mickky is confused: Churchill

team herald MARGAO, MAY 14 : Public Works Department Minister, Churchill Alemao has said that Benaulim MLA Mickky Pacheco seems to be in a confusedstateofmindvis-à-vis disqualification petition filed against him and Curtorim MLA Reginaldo Lourenco. Reacting to Pacheco’s decision to file a fresh disqualification petition before the Speaker, Alemao The Benaulim MLA further said the Speaker should decide his disqualification petition against Alemao and Lourenco independently without waiting for the outcome of petition in the Delhi High Court on the question

said the same Pacheco had withdrawn the petition on grounds that he was forced by some people to file the petition. “Now, again he has filed a fresh petition. It appears he is in a confused state of mind”, he added. Asserting that SGF was merged into the Congress after completing all formalities, Alemao said that “the merger of SGF into the Congress was 100 per cent”. of SGF leadership. In his petition, Pacheco asked the Speaker to declare both Churchill and Reginaldo disqualified as members of the Goa Legislative Assembly under the provision of the Xth Scheduled to

the Constitution of India. “The EC notification shows that the merger of the SGF with the Congress as claimed by Churchill and Reginaldo was non-existent in the eyes of the law. Therefore, the duo have incurred disqualification under the Xth Schedule of the Constitution for voluntarily giving up the SGF membership”, he said The petition has prayed that pending the hearing and final disposal of this petition, the speaker be pleased to restrain both Churchill and Reginaldo from participating and voting in the Goa Legislative Assembly. “It has become very important to urgently decide on this petition, specially in view of the fact that both Churchill and Reginaldo are holding important Constitutional officer. Churchill, who is the

PWD Minister, is allegedly indulging in rampant illegalities and irregularities when the law clearly provides that they should be debarred from holding any public office as they have incurred disqualification under the Xth Scheduled of the Constitution”, Pacheco said. When newsmen drew Pacheco’s attention to his decision last year to withdraw the petition pending before the Speaker, the Benaulim MLA said the move was part of his strategy, but hastened to add that the Speaker had then rightly turned down his application on grounds that the petition was the property of the House. “I had filed the application for withdrawal of the disqualification petition not out of love for Churchill, but as part of my strategy”, he added.

team herald PANJIM, MAY 14 : Participants from Goa will join Baba Ramdev’s Satyagraha against corruption in which the Yoga Guru will be resorting to fast unto death in Delhi, June 4 onwards. Ramdev Baba has enunciated three main demands which include initiatives to eradicate corruption, bring back black money amounting to Rs 400 lakhs crores stashed in foreign banks and book people in possession of such accounts under the laws. Bharat Swabhiman Trust’s Goa Convenor Kamlesh Bandekar said that around 1,000 supporters of Yoga Guru from Goa will be heading to Delhi to support the Satyagraha pressing various anti-corruption de-

mands. “Elaborate arrangements have been made to ferry around 1,000 supporters who will join Swami Ramdev at his fast,” he said adding that most of them will be joining dharna in support of Baba Ramdev. He said that in Goa too indefinite hunger strike would be held from June 4 at Azad Maidan, Panjim. “While some people will be sitting in a fast unto death, 150-odd people from different talukas will be on chain hunger strike every day,” Bandekar said. Bandekar said that almost one lakh people from across the country will join Baba Ramdev in the hunger strike. Satyagraha will continue till government comes out with firm

decision towards the implementation of our three demands, which are been pending since years. “We also want that under Lokpal bill harsh punishment should be meted out to those involved in corruption. The Yoga Guru has also demanded amendment to the Land Acquisition Act, which, is currently not in the interest of the nation,” Bandekar said adding that there are several acts and rules, which were laid down during British rule and continued, even after Independence. “We want government to change all such rules and acts,” he added. The trust has urged locals to participate in the Satyagraha and fight against corruption.

BBSM opts out of Delhi meet, will oppose amendment to MoI team herald PANJIM, MAY 14: Bharatiya Bhasha Suraksha Manch (BBSM) on Saturday opted out of the Congressled Delhi meeting, scheduled on May 18, stating that ‘they would not allow any amendment to current Medium of Instruction (MOI) policy.’ Addressing media persons, BBSM Convenor Subhash Velingkar said the manch would not be participating in the meeting, which is politically motivated. “The move by Congress to

troubleshoot the issue was ‘politically motivated’,” Velingkar said adding that MOI is not an issue to be decided by ‘political consensus’. “The Congress party suggestion of ‘amicably settling’ the issue on the basis of discussion amongst the stake holders in Delhi is firmly rejected by us. It is an issue, whichneedstobedecidedinGoa itself with the help of educationists and experts,” he added. BBSM has said that Congress party was trying to play vote bank politics in the name of consensus on the

issue. “This is not the decision of the government. This is party politics, which is claiming to solve the issue targeting forthcoming state assembly elections,” the Convenor alleged. The manch has warned the state government that any change in current policy on grants-in-aid to primary schools would lead to unprecedented consequences that may have permanent irreversible scars on communal harmony in Goa. “We warn of ‘severe’ public agitation if Congress tries

to have a compromise formula, which is detrimental to Indian languages,” Velingkar said. CM long with his party members will be meeting Union Human Resources Minister Kapil Sibbal and Union minorities minister SalmanKhursheedonMay18in NewDelhi, asanattempttosolve the issue of MOI. Prior to the meeting, BBSM will meet Chief Minister on May 16 and submit memorandum urginghimnottodisturbthecurrent MOI policy. Velingkar said that the

state has resolved the MOI issue long back by recognizing Konkani-Marathi languages. “Where is the issue of discussions and deliberations,” he said. The Manch has urged government to implement Madhav Kamat committee report of 2006, which recommended grants-in-aid to Konkani and Marathi medium primary schools and had also recommended that English should be taught as a subject from Standard I onwards. Talking to reporters, for-

mer CM Shashikala Kakodkar said that the crucial decision on the issue of MOI cannot be taken by any party, by holding meetings outside the state. “The meeting should have taken place in Goa with equal public participation,” she said. “They are planning for coming assembly elections by playing with the sentiments of the people,” she added. MOI issue, which cropped up as a part of the process of implementation of Right to Education in the state, has seen educationists, political

leaders and parents divided over the issue. A section of parents are demanding that English be made MOI in the state. The Manch, which has

held around 22 meeting in all talukas of the state, will now be holding statewide awareness for parents in JuneJuly.

The mines here have been existing since time immemorial. Cases of TB, which are one or two a month, are found in other non-mining affected areas as well. -- Dr Lotlikar

We basically want to control the rising prices of vegetables being sold in the open market… We also source vegetables from the Belgaum suppliers and still sell at cheaper rates, but vegetables in the open markets are being sold at exorbitant rates. -- Sankalp Amonkar

FaCE oFF

Sitting on the same side and crossing swords would appear rather quizzical especially when both former chief minister Dr Wilfred D'Souza and PWD Minister Churchill Alemao are favouring English as a Medium of Instruction (MoI). Bindiya Chari met the ‘clashing titans’ in a bid to understand who is talking in forked tongues.

Alemao supported grants to only Marathi & Konkani medium schools: Dr Wilfred Why do you say Churchill Alemao was initially opposed to giving grants to English medium schools? In 1990, while speaking on demands in Goa Assembly, I had categorically stated that there should be no discrimination in giving grants to schools on the basis of language. The Goa, Daman and Diu Official Language Act, 1987, provides that the government shall not, in granting aid to any educational institution, discriminate only on the basis of language. The position taken by Alemao then, was exactly con-

trary to mine. What was his position? Alemao who was part of the breakaway Congress group which formed the Progressive Democratic Front government with the Maharashtrawadi Gomantak Party supported the decision taken by then Education Minister Shashikala Kakodkar for limiting grants to only Marathi and Konkani medium primary schools. But Churchill now claims that he took that stand because Diocesan Society of Education wanted MoI to be in vernacular

language. It was never the case. His speech is on record (copies of which I have circulated to the press) and there was no reference whatsoever to Diocesan society then. When

he said, "we" it was Shashikala Kakodkar and him. It is on record. And if I'm lying show me the record that will prove that Alemao is right. According to you, Goa State Infrastructure Development Corporation has been instructed to build a new market at Saligao but PWD minister says that there are no such plans? The plans for rebuilding of old market in Saligao were drawn by architects Tulio D'Souza and Dean D Cruz much before Alemao laid the foundation for repairs of the old market.

If plans are ready for building a new market then why does he want to repair it? He is also the minister of DRDA and wants to have repairs done through his department for obvious reason. The Chief Minister Digambar Kamat had directed GSIDC MD Sanjit Rodrigues to pursue this project. You can call him and verify for yourself. You can also call up the sarpanch of Saligao panchayat who knows that plan for building a new market was drawn and Churchill is lying.

Doctor is lying: Churchill Though you now support the agitation on MoI demanding grants for English medium schools, you were on the other side in 1990 when the issue first came to the fore. Comment. Diocesan school then desired that MoI should be in the regional language, so I supported them. I must say that after 22 years I have realised that it’s worth educating children in English medium. It's evident in Salcete where parents prefer to send their children to English schools. Youth, educated in English, are able to secure jobs in the hotel industry and many are working abroad. Dr D'Souza says there

was no mention of Diocesan society when you pitched for Konkani and Marathi as MoI 22 years ago. He says your speech in the House has no reference to Diocesan society. Doctor is lying. He has become a zero but wants to become a hero by taking advantage of the situation.

Why have you laid a foundation stone for repairs of Saligao market when plans are afoot to build a new market through GSIDC ? For the past 30 years people of Saligao are suffering. D’Souza has not done anything to build the market. I had stated in the House that market will be repaired. What about GSIDC's plan for a new market? Why repair the market when GSIDC wants to build a new one? Doctor has been out of politics and has been fooling the people. You can ask the local MLA and he will tell you that there are no plans for a new market.

Pollution Board just a paper tiger? Margao citizen sits on hunger strike Board admits several mines operate sans clearances, others ignore orders

TEAM HERALD

PANJIM, MAY 14: Is the Goa State Pollution Control Board sufficiently empowered to take care of our environment and ensure sustainable development or is it just a toothless organisation that just passes orders not ensuring that they are complied with? By the Board’s own admission, there are 25 mines out of 91 which are operating without mandatory clearances from GSPCB thus making a mockery of the environment regulation watchdog. In other cases, orders passed by the Board are just ignored, with district administration officials either unaware of the orders passed by the Board or unaware that they are being violated. “When we issue orders to mines to shut operations, we send a copy to the Department, which is expected to ensure that they are executed. However, if the orders are meant for an industrial

unit which violates norms, then we also send a letter to the Electricity Department asking them to terminate power supply to the unit. But otherwise the Mines Department gets a copy”, Dr Simon N de Souza chairman of the Pollution Control Board told Herald. On the other hand, Environment Minister Aleixo Sequeira, addressing media persons earlier this month had said it was up to the revenue officials like Collectors and Deputy Collectors to ensure that orders passed by the Board are respected. However, when specifically asked if revenue officials and police are intimated of the Board’s orders, the chairman replied in the negative. This leaves a serious administrative void. Law enforcement agencies on the ground which include Deputy Collectors, Collectors as well as police are left in a spot especially in the face of growing public angst against mining transport as

well as illegal mining. Nobody knows whether the mines in operation have been asked to shut down or not. But the Board is pretty unperturbed about it and Board sources gave an interesting parallel. “Once orders are issued they are expected to be followed. It’s like if the RTO revokes your (driving) licence, you are not supposed to drive. But if you continue to drive there will be no way the RTO will know you are violating the rule unless, they happen to stop you or if somebody complains. That’s how it works”. However, this attitude did not find favour with Claude Alvares of the Goa Foundation, who has dragged the Board to Court, since he has filed a PIL alleging that 57 mines are continuing to operate sans GSPCB clearance. He is especially peeved that in some cases the Board has granted mines two months to furnishthenecessarydocuments seeking the permissions under

the Air and Water Acts. Alvares, has, after extensive inspection of all the consents granted to the various individual mines, compiled a ‘consent record’ under the Air and Water Acts of the 91 working mines in the State. In his petition, he has claimed that there are as many as 57 mines that don’t have either of the clearances from the Board. “Nearly two-thirds of mining companies in Goa are operating without consent under either the Water or Air Acts or both, some for more than a year. All these mining operations are in violation of law. Of the 57 illegal operations, the majority i.e. 52 working mines are without valid consent to operate under the Water Act, while 23 mines do not have valid consent under the Air Act. At least 21 working mines have consent neither to operate under the Water Act nor the Air Act”, the petition reads.

How long will the mafia be able to keep the people silent on the illegal mining”, he asked and demanded that the district Collector should immediately direct the police to stop the illegal mining in Cavrem village. Former Tourism Minster, Mickky Pacheco said the

Chief Minister should respect the sentiments of the people and immediately crack a whip against illegal mining in the state. “Kamat has been presiding over the mining portfolio for nearly a decade now. With only one PHC, Bicholim is grossly neglected TEAM HERALD PANJIM, MAY 14: Despite having elected one chief minister and two members of parliament, health facilities for citizens of Bicholim are abysmal. Its only medical facility is the primary health centre which only administer first aid and then sends victims of accident cases to Goa Medical College, Bambolim or Asilo Hospital, Mapusa, a resident of Bicholim who did not want to be named stated. The infrastructure and facilities available there are not enough. The centre’s health officer, Dr Shivram Lotlikar also holds additional charge of the Sanquelim Health Centre and has four medical officers and just enough facilities to treat general health related problems. They are eagerly awaiting for their new health centre

building. “Bicholim has been a neglected taluka and continues to be so. We’ve had two MPs from here and one chief minister – Sashikala Kakodkar. Yet as in everything else, the health sector too of this taluka has been grossly neglected.” Health Officer Lotlikar too admitted that the infrastructure was inadequate, but said that that’s all one can expect from a primary health centre. “We are all waiting for a new building. When we shift there we expect that there be better facilities,” he said referring to a new building being built by the government of Goa to be ready in six months. Presently, the primary centre is housed in two buildings one old and one new, that house a 30 bed ward besides a laboratory

and other facilities. “Rarely do patients get themselves admitted here. They prefer private hospitals and maternity homes in the vicinity, leaving the PHC beds empty. Besides most patients who need to be admitted are often sent to Asilo Hospital in Mapusa or Goa Medical College in Bambolim,” Dr Lotlikar says revealing why the hospital beds are almost always underutilised. The health centre also has a visiting X-ray technician who comes here once a week, besides a dentist, an ayurvedic doctor and a doctor specialised in treatment of diabetes. The health centre has around nine villages under it and all of them in the mining heartland-- Mayem, Pilgao, Sarvona, Narve, Mulgao, Nanora, Sal, Mencurem, Advalpal, Maulingem, Bordem,

Kharipal, Latambarcem besides Bicholim itself. Little is known of the safety methods applied in the mines that dot these areas, but given an emergency, life-saving equipment is miles away. Thankfully, according to Dr Lotlikar, respiratory related complications are yet to show up as a result of the mining. “The mines here have been existing since time immemorial. Cases of TB, which are one or two a month, are found in other non-mining affected areas as well,” Dr Lotlikar told Herald. The people are however happy with the immunisation programme undertaken by the Health Centre. “They are doing a good job,” the source said. It remains to be seen, if the new building alters the health fortunes of the people of Bicholim positively.

the activist. Meanwhile, anti-mining activist on Saturday reiterated its demand for the arrest of the accused behind the dastardly attack on Cavrem Adivasi Manch leader Nilesh Gaokar. Goenchea Xetkarancho Ekvott president Dilip Hegde lamented that though the police have been pro-

vided with names, the accused are yet to be arrested till date. “It appears that Nilesh was attacked with the support and blessing of the government”, he said. A youth from Cavrem Tulsidas Velip said that mining has left the water resources, besides agriculture devastate in the village and called for government’s action against the illegal activity. “After the attack on Nilesh Gaonkar, a fear psychosis has gripped the villagers on the issue. The government should act immediately”, he demanded. Social activist John Philip Pereira said if the police does not arrest the accused persons, the NGOs would be forced to nab the accused and hand them over to the police. “Goa has turned into a free for all state. The government should close down the mines. We don’t indulge in any goondagiri, but the patience of the people is running out”, he warned.

‘Vegetable mafias’ trying to paralyse subsidies: Amonkar

TEAM HERALD

PANJIM, MAY 14 : Goa State Horticulture Corporation (GSHC) Chairman Sankalp Amonkar has said he suspects that ‘vegetable mafias’ are once again trying to suppress GSHC’s attempts to source and sell vegetables at low rates in the Goa markets. “There are strong lobbies operating in Goa and Belgaum to paralyses our subsidized schemes,” said the chairman, alleging that opposition parties are lobbing to crumple the Corporation’s initiative. In a bid to give relief to its consumers against the soaring open marketpricesonvegetables,Goa State Horticulture Corporation (GSHC) are selling veggies at a much cheaper price at all its outletsacrossGoa.10varietiesofvegetables are being sold at its 400 cartsand246-oddmobilevans,at more than 50 percent lesser than

the market price, according to Amonkar. “We basically want to control the rising prices of vegetables being sold in the open market… We also source vegetables from the Belgaum suppliers and still sell at cheaper rates, but vegetables in the open markets are being sold at exorbitant rates,” Amonkar, who is personally monitoring the vegetable prices in Goa and Belgaum, told Herald. Corporation is also selling four non-subsidized vegetables – Bottle Guard, Brinjal, Ginger and coriander leaves - at its outlets. “Even after deducting our profit of 10 percent, these vegetables are still being sold at lesser price than the market rates. Act against illegal sand extractors, Court tells SP HERALD REPORTER PANJIM, MAY 14:

The Pernem Judicial Magistrate First Class (JMFC) has ordered that the Superintendent of Police (North Goa) direct the Police Inspector of the concerned police station to investigate complaint filed by applicant and take necessary action against the persons who are involved in the illegal sand extraction in the river Tiracol offence within 24 hours Coming down heavily on various government departments for turning a blind eye to the issue of illegal sand extraction in the Tiracol river the court ruled that it is a clear cut case of failure of public officers to monitor the enforcement of various laws. The court passed its orders based on a petition filed by three persons – Narayan Kerkar, Kashinath Shetye and Ketan Govekar who had approached the court as a last resort after complaints to various authorities and did not materialise into an FIR. The trio had first filed a complaint at the office of the Director of Vigilance the Anti-Corruption Bureau, in

Panjim and sent copies to the Police inspector of Pernem Police station as well as the Siolim Marine Police Station. The complaint alleged that extraction of sand was carried out along the banks of Keri as well as Tiracol River in conspiracy with various authorities such as the Directorate of Mining, Directorate of Fisheries, Captain of Ports, Mamlatdars of Pernem, Directorate of Science and Technology and Environment and Directorate of Transport. The complaint also alleged that the extraction was in violation of Wildlife Protection Act 1972, the forest Conservation Act 1980 and Environment Protection Act 1986 all of which constitutes a cognisable offence and hence it was the duty of the police to file an FIR and investigate the case. Before approaching the court, the parties had approached Superintendent of Police seeking that he direct the police inspectors concerned to register an FIR, but to no avail forcing them to approach the court. In its order the court rejected the police contention that the complaint did not specifi-

cally mention the commission of a cognisable offence and that particulars of the complaint were general and vague. “It is for the investigating agency to find out who and how the illegal sand mining activities has cause to the public exchequer. The investigating agency cannot shift their burden upon the complainant insisting that the complaint should specify the incident as regards the said activities. The defence taken by the respondents (police) that the complaint does not prima facie disclose a cognisable office is not tenable at all,” the court ruled. The court also quoted section 17 of the Environment Protection Act. “The above sections prima facie indicate the commission of the cognisable offence by the concerned official as these officials were duty bound to protect the environment from being destroyed by the persons involved in illegal sand mining,” the order reads. The police now have to file an FIR within 24 hours and report on the status of the investigation within 15 days.

Wah Babush!

In Britain, new media is always ahead of the law

B

abush Monseratte, the Education Minister, has gotten away with a minor friendly rap on the knuckles, as an errant schoolboy would, after clearly attempting to illegally take money out of the country to Dubai. He managed to convince the Enforcement Directorate of the country that he was carrying so much cash out of ‘ignorance’ of the law, but does anyone in Goa honestly believe this? Monseratte has been travelling abroad for decades now. The minister has business interests in Arab states and other places. He holidays abroad in places that he visits more frequently than some villages in Goa, and yet he claims ignorance. By carrying quantities of cash, which were clearly more than what is required for a holiday, since by his own admission he was on a tourist visa, he has raised huge suspicions about the real intention of what he wanted to do with the money. But that not the point. The justification of Babush being let off with a fine of seven lakh rupees is like giving him a ticket to a teddy bear’s picnic. But what does it say about how Monseratte gets away with a minor frown and glare, while lesser mortals wouldn’t? Let’s look at Monseratte’s own excuse of not being aware of the law. Since when has that become a defence in any case, civil or criminal or even for that matter, a simple government issue? For instance, in Monseratte’s own department, if Education Director Celsa Pinto, commits a huge breach of conduct unknowingly and that damages the integrity of the government, will Monseratte give the same excuse? If not knowing the law is a reason for being let off, then Monseratte should use the same excuse to get away when he attacks police stations and damages government property, or if his son is alleged to have committed misdemeanors with minor women. Let’s get real. The customs and the enforcement directorate put pressure on the minister during the time of his detention, because of pressure applied by higher ups in the Congress and released that pressure when the same higher ups directed them to. When ministers and other VIPs get away like this, it gives credence to strong rumours that the customs was tipped off about Monseratte’s trip by people in Goa who wanted to settle political scores with him, from his own party. Rumor has it that the Congress wanted to clip his wings and prevent him from moving out of the party before the elections. Obviously there has been no apparent justification or even confirmation of this. But when you look at the panchanama issued by customs after Monseratte’s detention, where it was clearly mentioned that there was prima facie reason to believe that he was smuggling money out the country, and then this cool fine of Rs 7 lakhs, you begin to suspect that someone somewhere has pulled the right strings for Babush, or more realistically, released their grip on him after giving him a bit of a choke. The Congress party, if it has integrity left, should call for a detailed investigation into the Babush Monseratte’s sources of money making, his details of money spending and investments, his business links in the country and abroad, and more importantly find out if all his transactions and money earnings have been declared. This is too much to hope but lets Goa demand this urgently.

Twitter rips open celebrity scandals protected by court injunctions

B

ritain is caught in a huge crossfire, where not a single bullet has been fired but fingers are rapidly active on keyboards, raising red flags over celebrities gagging the traditional print media, over a series of super injunctions awarded by the courts. These injunctions do not allow traditional media from reporting and discussing various misdemeanours of celebrities, most of them sexual. The super injunctions weigh so heavily in favour of the rich celebrities that the media is not even allowed to mention that the celebrity is protected by injunctions. However, one anonymous user of the micro blogging site Twitter threw all these privacy laws into a complete turmoil, by publishing names of celebrities who have obtained gagging orders to hide personal scandals. Thousands of internet users have now read the name of a premier league footballer, a leading actor, a TV celebrity and others who have obtained injunctions. This has resulted in an immediate call for an overhaul of privacy laws by MPs and lawyers, who said that this made a complete mockery of the trend to curb the media through court orders and exposed the inadequacy of court orders in the age of the internet. John Hemming, a Liberal Democrat MP is now compiling a report of the abuse of these super injunctions and has been reported in the media saying that the twitter episode, “shows the utter absurdity of what is being in the courts. It ignores the way modern communications works.” The issue has reached 10 Downing Street and is clogging the in-trays of Prime Minister David Cameron, who has asked culture secretary Jeremy Hunt and Justice secretary Kenneth Clarke, both senior members of his cabinet to discuss the matter urgently. Hunt has been quoted in newspaper here in Britain as saying, “We are in this crazy situation where information is available freely online, which you are not able to print in newspapers”. So, what really is this information and

how did Facebook and Twitter beat any legal curbs? On Facebook, an individual created an account in the name of a celebrity actor, who obtained an injunction against any publication, after he cheated on his wife with a high profile prostitute Helen Wood, previously the subject of revelations of sexual romps with England and Manchester United football star Wayne Rooney. Other celebrities who obtained injunctions include another married premiership footballer who had a six month affair with Imogen Thomas, a former Miss Wales and a Big Brother contestant. Meanwhile, Zac Goldsmith, a Conservative MP has obtained injunctions to prevent the publication of personal emails which pointed to several improprieties committed by someone holding a public office. Some celebrities have really got a bad deal from social networking. For instance Jemima Khan, the former wife of ex Pakistan cricket captain Imran Khan and a high profile Lon-

don socialite, was accused of falsely using the law to stop publication of pictures linking her with Jeremy Clarkson, the presenter of Top Gear, a highly rated show. This turned out be untrue. The debate in the UK has divided proponents of traditional media and the free flowing social media with apparently fewer ethical qualms. The ‘responsible’ media feels curbs imposed on them damages them. An editorial in The Times, London said, “It serves to highlight two parallel universes of information. In one, thanks to the huge rambling chaos of the internet, speech is becoming ever more free. In the other, thanks to English judges, it is becoming less so.” At the same time, there is a call for legislation to curb social media, saying that it cannot be the case that the social media should have no responsibility. The problem is how do you impose it? Is it practical? When a libellous tweet is rebroadcast by thousands, who do you sue? At the same time, social networking has broken through walls erected to curb free speech and many feel that it has played a vital part in exposing celebrities. But as the week draws to a close, the cause of investigative journalism has won a big battle. The former motorsport boss Max Mosely, was awarded 60,000 pounds in damages, following a publication in a Sunday newspaper that he had cavorted with five prostitutes in his flat. He then took the matter to the European Court of Human Rights with a plea that newspapers should be obliged to notify the subject of their stories prior to publication and give them a chance to obtain an injunction. In a landmark ruling, last Tuesday, the court in Strasbourg dismissed the petition saying it would have a “chilling effect on investigative journalism”. The UK government has welcomed this decision. Though the last word on this hasn’t been said, in England and even back home in India, new laws on privacy will have to take into account the new age media, allow freedom to both print and new age and yet entrust both to behave responsibly.

Lisbon at the end of the Europe?

O

ne of the joys of living in Lisbon at the current moment, is getting a ring side view to watch the Europeans slug it out, as the continuing crisis causes the masks of decorum and dignity to slip off their collective faces. Take for example the manner in which the Danish government, forced by its right-wing partners, has decided to reinstitute customs control on its borders. The move does not apparently go against the spirit of the Schengen treaty that allows for passport free movement within the Schengen zone, but it does seem to militate against the spirit of the Treaty. In any case, there are also reports of a desire by France and Italy to see changes to the Schengen agreement itself. A similar sort of discontent has been brewing in the past couple of weeks between Finland and Portugal. Portugal that held out until the last moment, is now desperate for a financial bailout from its partners in the EU. Finland however, thanks to the protests of the True Finns, another rightwing group, has threatened to not play ball by vetoing the parliamentary vote necessary for Finnish approval to the EU bailout. For a country that may grind to a halt

JaSOn KEiTH FERnandES in June if funds do not flow into its coffers, to be put in a position where one is nakedly dependent on a third party for mercy, is fairly humiliating. The civil society response was not long in the coming, taking the form of a video. First screened at the Estoril Conferences, as a form of mild-mannered and tongue-in-cheek diplomacy, it then careened wildly onto the internet via YouTube. To be honest, the video, available on YouTube as ‘What the Finns need to know about Portugal’ is somewhat embarrassing. For despite the novel facts about Portugal that were peppered into the video (did you know there were more mobile phones than people in Portugal?) it is awkward to say the least when one boasts about the size of one’s former colonial empire, or that the largest number of Portuguese speakers outside of Portugal live in Paris (leaving unsaid the fact that they immigrated thanks to a lack of opportunity in Portugal), or

claims credit for things that one has had either no connection with, or the most tenuous of connections. The interesting bit about the video for this post colonial Goan living in the former metropole was not the nationalist sentiment it could offend. On the contrary, this video was interesting because it was a direct statement to the Finns, ‘fellow Europeans’; hence all the stuff that a post colonial would find embarrassing or humiliating in fact revealed much about the European imagination. It told us something about how Europeans indicate to each other that theirs, is bigger (if you get my drift) than those of the others’. A fortnight ago, this column pointed out that in turning to Europe Portugal made a choice to be a junior partner in the European formation. The whole drama around the video validates that observation, indicating that indeed, what also informs the EU experiment is racial arrogance, one that is turned inwardly against the Southern (and Eastern) partners, as much as it is against the ‘Third World’. To be the junior partner then, is to be in a humiliating position, a position that one can get out of, by attempting a humiliation of others. But only just. And yes, you absolutely must watch the video!

salute the wise and courageous farmers of Fatrade-Varca for their fight against the government when they protest against the injustice that was done to them. All that they want is to get their cultivable fields that belong to them back. And why should they not get their land denotified? Why should they allow their fertile fields to be converted into a football ground? What guarantee do they have that this proposed ground (which is meant for their village) will not be ‘gifted’ to a private club at a later date? What can happen in Varca, is something that has already happened in my village. Some years ago, a couple of fields were acquired by the Sports Authority of Goa (SAG), and a mini-stadium was built in its place at Vaddi, Benaulim. Besides the local clubs, this ground was also used by our local Higher Secondary College and the village boys to play football, cricket and other sports. Everything was fine until SAG leased the ground to a private I-league club. In a secretive and fraudulent manner our SAG ground was leased to the prominent and politically connected I-league club. Honestly, I do not have anything against this club, and I would have never complained if the said lease was for five to ten years. But leasing it for 33+33 years, and that too with terms and conditions that are totally biased to wards the said club, is something that is totally unacceptable. I do agree that this I-league football club has made Goa proud on numerous occasions in the past, and continues to do a great job for Goan football. But just because it is contributing to Goan football, it does not mean SAG can take away the ground meant for our village and gift it to a private club. The government can always acquire other land, and give it to the club if it is required. Most of you will agree with me that besides the I-league clubs, there are also many others who are also contributing towards the development of football in Goa. In my village we have the Ave Maria Football Academy doing a good job for Goan football. This academy has four GFA affiliated junior teams – under 12, under 14, under 16 and under 18 – and many of its former players are now playing for top clubs in Goa. Being one of the well wishers and financers of this academy, I know how difficult it is to manage a football academy with limited funds and without proper grounds in Benaulim. When the only good ground in the village is suddenly taken and given to a rich private club (for peanuts), it is surely going to discourage the develop ment of local football talent in Be naulim? Prior to this ground being leased to the I-league club, it was a place where boys from the Ave Maria academy trained and played their ‘home matches’. Where should these 75 odd young footballers play now? Why should our local GFA affiliated clubs be deprived of the ‘home ground advantage’ by being forced to play home matches in neighboring villages? Don’t you agree this is great injustice to the children of Benaulim?

PTI MUMBAI, MAY 14: Some more files pertaining to the controversial Adarsh Housing Society here have gone missing, this time from the Union Ministry of Environment and Forests in New Delhi, a senior CBI official said today. "Files which include letters issued by the Environment Ministry to the state government regarding Coastal Regulation Zone norms, and asking the society to approach the appropriate state government department for clearance, have gone missing," the official said. The matter came to the

light when a CBI official visited MOEF office in Delhi last week, seeking copies of the letters. "The ministry officials said the files are untraceable. We have now asked them to give us a complaint in writing after which further course of action would be decided," the official said. Last year, some files pertaining to the society had gone missing from the Maharashtra Urban Development Department (UDD) and three officials from the UDD were arrested in this connection on May 5. The missing files from MOEF also contain the society's proposal, forwarded by the state government to the Union Ministry, seeking CRZ

PTI NEW DELHI, MAY 14: Admitting that a "new file" opened for controversial Adarsh Housing Society in Mumbai was missing, Environment Minister Jairam Ramesh today sought to downplay the incident, saying it was not a "permanent" file and was liable to be "weeded out". After news about the missing file broke, he claimed that

Ensure no starvation deaths occurs, SC fiat to Centre PTI

NEW DELHI, MAY 14: Senior Congress leader Pranab Mukherjee will hold discussions with party leaders in West Bengal before AICC takes a decision on joining the Mamata Banerjee-led government in the state. Mukherjee and Shakeel Ahmad, incharge of party affairs in West Bengal, left for Kolkata this evening to ascertain the views of state unit leaders and newly elected legislators on sharing power with Banerjee. "No decision has been taken. We will talk to the MLAs and state leaders and give feed back to the central leadership which will take a final decision," Ahmad said before leaving for Kolkata. He said a formal meeting of the Congress Legislature Party will be held in a day or two.

NEW DELHI, MAY 14: Anxious to ensure there is no starvation death in the country, the Supreme Court today directed the Centre to allocate additional five million tones of food grains to 150 poorest districts of the country. "Our anxiety is that there shall be no starvation deaths in a country like ours. We don't think there is anything more important than this," the apex court said while passing the direction at an extraordinary hearing on Saturday which is normally a court holiday. A bench of justices Dalveer Bhandari and Deepak Verma said the additional five million tonnes to be distributed would be in addition to the similar quantity offered earlier by the government for

clearance for construction. The ministry had replied stating that since the plot fell in CRZ, permission was required from Maharashtra Coastal Zone Management Authority (MCZMA). The construction of the building allegedly violated CRZ norms, and it allegedly got additional FSI in breach of many rules. CBI is probing the scam, which came to light last September. After the controversy broke last year, four pages of a file on Adarsh, pertaining to the deletion of a nearby road from civic plans for giving more FSI to the society, and CRZ clearances, was found to be missing from state UDD office.

Ramesh downplays incident "too much" should not be read into the development and that his Ministry had "reconstructed" the correspondence with the Maharashtra government that was supposed to be contained in the file. "In November 2002, we received a query from Maharashtra Urban Development Department about reducing the width of a road to accommodate a cooperative housing society called Adarsh.

Belonging to the Defence and leased out to the state government, Fort St.George had for long remained the seat of power since the British era before the DMK government in 2009 took up construction of the new Assembly-Secretariat complex at Omdandurar Estate off Anna Salai in the heart of city, said to be a pet project of Chief Minister M Karuanidhi. Prime Minister Manmohan Singh had inaugurated the assembly building in the over Rs 500-crore complex in the presence of UPA Chairperson Sonia Gandhi last year but work on the Secretariat part was yet to be fully completed.

Nestled along the banks of the Mandovi, it is a part city part village that does not have a panchayat and is plagued by problems such as water shortages and illegal garbage dumps. Alisha Coelho Pereira takes a ride through the winding roads of Ribandar

What about a community hall or allocating a football ground for the residents? These issues need to be proposed in order for us to tackle them. Healthcare services in Ribandar are being run from a primary school. Don’t you feel they need to be upgraded? Allocation of the healthcare services was done by previous authorities. We need to conduct a meeting in order to see if the services need to be shifted to another location and if the healthcare provided to the inhabitants needs to be upgraded.

twice a week for three hours but does not even have a thermometer to check temperature. This is despite administratively the place falls under wards 29 and 30 of the Corporation of the City of Panjim (CCP). However, for the authorities, residents say “They choose to overlook the issues that plague us.” The hills which were once thick with green

foliage, today resembles a concrete jungle. Ribandar based business man Antonio Frois says, “Every now and then a new construction site crops up and we have a huge scarcity of water for a while.” Garbage is another long standing issue that has left the residents fuming. Lawyer and social activist, Aires Rodrigues ,who has raised the issue

explains, “People driving from Old Goa to Panjim through the causeway along Mandovi dump their garbage and plastic bags into the river. This has been going on for years. Also the lone garbage unit, which has been placed at Baiguinim, is always overflowing, as it gets cleaned only twice a week”. With the prices of land sky rocketing and the

fourth estate encashing on this growing trend of people moving into three tire cities, construction activity in the hills dotting Ribandar is on rise. Residents allege, “Most of the construction companies are flouting all norms, and there is no check whatsoever of any kind”. Regular power cuts and fluctuation in voltage is common in Ribandar.

Kishore Poinguikar of PE says “we have been fighting to preserve our heritage and the matter is due to come up before the High Court.” An ignominious end has begun for the Olive Ridleys and for the citizens of Galgibaga too. Even as more shacks crop up every winter like mushrooms in the monsoons, the beginning of the end of the ridley honeymoon is certain. The coastal regulations in paper show no hope for a cause that is lost in the greed of private interests and administrators.

It was once a place of pure splendour, but today it’s losing its sheen. The Pomburpa spring, the pride of the village needs a new lease of life and Fr Santana Carvalho is just the man for the job, says Kurt Bento t starts off with a tiny trickle somewhere in the hills above the cluster of villages – Soccoro, Uccasaim, Pomburpa and Salvador do Mundo, before ending up in Pomburpa. This spring provides the ground water for this cluster of villages and is now a tourist attraction. But all is not well anymore, the area is riddled with garbage, visitors run amuck and the people in charge don’t care anymore that this spring, one of the last natural springs in Goa, might just run dry. The department of tourism has now taken over the running of the spring, by building a little park around it, complete with sulabh facilities. There again, the plants are dying and the sulabh’s facilities don’t even work. “What’s the use of someone else taking charge of the once beautiful area only to let it rot?,” asks a villager who lives a few feet away. Fr Santana Carvalho is a man on a mission. He is the parish priest and principal of the local school, and stays at the church, which is just a stone’s throw away from the spring. He has been working for a while with the people of the village on different causes, one of them being the Pomburpa spring. Because for him, it’s not just a

by the goodies of tourism and till recently was the only family destination where families could enjoy the beach without parents having to squirm in embarrassment over the naked flesh lying around. The social fabric of this laid-back village has also already suffered signs of visible deterioration largely due to unchecked drug trafficking, booze binges, beach parties and nudism that are a part of the hippie invasion. “It is very sad that our beloved Galgibaga is gradually turning into yet another haven of sun, sand, wine, women and sex for the hippies. Greed is what functions now. Anything goes as long as

a ground to play, nor the senior citizens a garden,” says Aires. Antonio Frios concludes, “I strongly believe that the institution of a working panchayat in Ribandar will solve our problems. Perhaps the villagers need to conduct an agitation, so that the government begins to take us seriously and pays heed to our grievances.”

The dying zor of Pomburpa

The next time an Olive Ridley turtle scampers onto the shore to lay its eggs in Galgibaga, there may be nothing there but concrete. Tony Martin highlights the despair of this once charming haven

ured primarily by its low cost of living and idyllic charm, a steady stream of hippies have decided to call Galgibaga home, full or part time. Once little more than a sleepy hideaway, sandwiched between the Arabian Sea and a tiny hillock with two parallel rivers, and two communities living in perfect harmony, turtle haven Galgibaga in Canacona, is a picture-perfect paradise. Sad as it is, even as we continue to bask in our chimera of paradise, the tragedy of a frightening reality, ,bringing with it decay and despair veiled as development and progress, goes untold. Galgibaga Beach is the last frontier, still unspoilt

Frois adds, “During the power cuts, when we call up, the municipality workers are unable to provide us with a contact number to help solve the electricity issue.” Since the 1970s, activitists have been approaching ministers to set up a football ground for the youth. There is no community hall for the residents either. “Neither have the youth got

Everything else has suddenly become peripheral, which is what cries for the attention of the local people and the administrators,” says Carmine Fernandes. Where Olive Ridley turtles crawled majestically on the singing sands of Galgibaga, today one sees the hippies in their joyous contortions of open and uninhibited lovemaking on the soft bed of pines of the Casuarinas (trees) that dot the Galgibaga coast which has seen thousands of hatchlings finding their way to the sea for over a decade. Hilary Barreto remarks, “there is an urgent need to strike a balance. spring, it’s an integral part of life. “The government should give the spring back to the village. They will protect it, as they have done for decades now,” says Fr Carvalho, in his sixth year as a parish priest there. He points to plants and trees all around the spring, talking about how they can be used to treat illnesses or diseases. The jambul fruit, is an age old remedy for diabetes.

NATURE’S BOUNTY: (top R) the nature trail leading from the Pomburpa church to the spring. (above) the old drain that used to carry water to the church. But, not many know is that there is a nature trail that links the spring to the church. The trail is lined with jambul and kokum trees and other unique flower shrubs. What is most exciting about the trail is an old drain that was used to ferry water from the spring right up to the church. No one knows

how old the drain is, but today it’s covered with plants and dirt. “This shows that way back then, there was some sort of water harvesting taking place. We want to continue that by using the spring for water harvesting,” explains Fr Carvalho, detailing his idea of using areas around the spring to collect water in

the night, when no visitors are around. He has also come up with a plan, whereby tourists and visitor to the spring can use the school football ground and the adjoining road to park and then take the nature trail to the spring, adding a new dimension to their experience. There’s still hope for the Pomburpa spring and Fr Carvalho is sure that these plans can make it a beautiful place once again. He chats with MPT employees Joaquim Baretto, Joaquim Rodrigues and Santiago Rodrigues, who along with some of their colleagues, have come to the spring for a picnic. “There are not many places like this to visit in Goa anymore. We hope you will be able to restore this spring back to its glory,” they tell him. He smiles, full of hope!

DRUG IN-LAWS FROM KULU Just when you thought that the Russians, Israelis and the Nigerians were the leaders and foot soldiers in the drug trade in Goa, here’s an update. There is an Indian invasion from the highlands of Kulu and Manali. The Himachal Pradesh towns are not just supplying drugs, but also drug dealers, who are marrying Goan girls and easing into life here. Vibha Verma investigates how the trade has reached home

4 ith a German tourist getting arrested recently, in possession of drugs delivered across state lines by carriers from North India, the spotlight is back on Goa as a haven for drugs. The drug in-laws have slipped in now. Away from the obvious, there is a new group of ‘traders’ who are bringing in fresh products and businesses and fuelling Goa’s continuous drug market in the northern belt of Vagator and Chapora. And what’s worse they are ‘family’. The Kulu and Manali boys, from a land where the soil produces loads of charas and ganja and fuels a sustainable economy, have moved into not just the markets but the homes of Goa, marrying locals girls, selling their produce, establishing marketing links and even helping in exporting stuff out of Goa. As Herald investigations have revealed, they are a new breed of go getters, who are giving continued fillip to the trade. The death of Jennifer, (see story

on page 1) almost certain to have died of drug overdose, is only a conformation, if that was needed, that girls in Goa(including foreigners) are lured in to the trade as consumes and then carriers. A refusal often results in a forced overdose and in some cases, death. “These areas are flooded with people from places like Kulu Manali. They come to Goa to work as labourers, cooks and waiters in hotels and shacks but eventually hit the jackpot. Thanks to the narcotic trade,” a village elderly from Chapora tells Herald. These youth have now started marrying local girls and usually travel between Kulu, Manali and Goa. During peak season, they bring huge quantity of drugs here, which is either peddled locally or couriered abroad from here. A local narrated how these youths have mastered the art of stashing drugs in ordinary and unsuspected bags, which even passes through the stringent security checks at the airport. But the Kulu and Manali boys charge heftily for their skills – Rs 40,000 per bag. The local sources claim that the

area like Vagator and Chapora controls almost 30 per cent of the drug trade. Even students are allegedly being used as traffickers. Two local schools have witnessed a massive dropout rate, as students are pushed into the trade and they get all the material things they desire. A local in the know says that students of standard seven, eight and nine are given bikes on rent for free, apart from beer and money to party with their friends. Converts are fast and easy. “Once the children are trapped, the drug traders ask them to deliver drug packets to customers, Meanwhile, many women with legs in plaster, carry narcotics stuffed into the gap between the plaster and the leg. They can carry at least 5 kilos each” the sources further add. The drug parcels leaving from Goa land in the major metros and party hubs like Mumbai, Pune, and cities in Karnataka. Even Western destinations like Finland, Germany, England and other European countries get the narcotics from Goa.

Varma: To my mind, deterrence to crime happens only with conviction. When criminals are arrested and immediately bailed out, the message sent to other criminals is that crime is doable. Unfortunately, there has not been a single conviction in crime against foreigners. As a tourist state, if we intend to attract European tourists, we need to give them the kind of safety they require in an alien state.

Counsel for the Consul General of the Russian Federation HERALD: The Russian drug mafia is a common phenomenon in Goa. Are they villains or victims? Varma: Around 80,000 Russians have visited Goa this tourist season and none of them have been arrested for any crime, except for about 12 cases of overstaying. These statistics confirm that they are not criminals as is portrayed or alleged. By and large most of them are victims with isolated incidents, of grievous offences registered against them in the recent years. HERALD: How can we deter this rampant drug problem in the state?

4 (below) Jennifer is found lying dead on the road 500 metres from her rented room by a shopkeeper, who then informed the police

HERALD: But, the drug scene in Goa is a known fact and that most of the people caught are foreigners. But, one can clearly state that the narcotics trade in any country of the world cannot be controlled by outsiders. The

Goa: A Lethal Vacation The number of drug related foreigners’ deaths in Goa seems to be steadily rising as the months go by. Team Herald does the math mportant documents related to two of Goa’s most suspicious deaths have been kept under wraps and the ambit of Right to Information (RTI) by the Goa Police. Interestingly, both the cases are related to foreign women and had earned criticism from various quarters, regarding the police department’s inability to handle crucial investigations. A RTI query by Herald has failed to get postmortem reports of Scarlet Eden Keeling (British) and Elena Sukhanova (Russian), who died two years ago during their respective vacations in Goa. Scarlet’s semi nude body was found at Anjuna and Elena’s mangled remains were recovered from a railway track a few kilometers away from Thivim railway station. Information under the RTI has revealed that British teen Scarlet died ‘due to drowning in the (Anjuna) beach sand water’, but the copy of the post mortem is not available with the department. Similarly, the post mortem report of the Russian tourist Elena is also not in the possession of the department and the reason cited in the RTI reply is that the case is pending with the Mapusa Sub Divisional Magistrate. The death of the 19-year-old MBA student, Elena on May 7, 2009 was termed as a case of accidental death by police. They had claimed that she got sucked under the wheels of the train in which she was travelling, a possibility that Konkan railway police had rubbished. In both these cases, police had not ruled out the role of drugs in their deaths. Infact, most of the foreigners death cases are linked to drugs trade. Statistics reveal that Goa Police reported 120 foreigners’ death cases in North Goa and 51 deaths in South Goa from January 2008 to April 2011, most of which are drug related. Home Minister Ravi Naik’s claims that there is no drug problem in the state, ironically contradicts the information available with Herald, which shows that there are several cases of drug-related deaths. In most of these cases, the cause of death has been reserved pending a chemical analysis report, for it is suspected to be a case of either drug overdose or excessive alcohol intake. Few drug related cause of deaths include that of a Japanese tourist Kiego Yshiki at Anjuna, British nationals Michel Harvey and Beatrice Alexandra Silvana Palazzo and Russian Kartavkin Vitaly, all at Pernem, Finland national Den Erik Erikson at Calangute, Swiss national Fermin Carrao at Pernem, and others. Interestingly, South Goa does not have too many drug related cases even as 90 percent of foreigners’ deaths are reported in Colva and Canacona.

I

huge profits inevitably attract the local criminals who have the advantage of being networked. HERALD: Drug related deaths are still happening in Goa. What is your take on it? Varma: The root is free availability of drugs and the possible adulteration of those drug dealers who want to multiply their profits. It is quite possible that victims have consumed narcotics unknowingly or their drinks are spiked. It is not an unknown phenomenon to our investigating agencies. What is visible is that narcotics are still available on the streets of Goa and this is something which must be dealt with by providing much more energy than what has been provided in the past.

Whereas in the north Goa, the maximum number of cases reported are in Calangute and Anjuna, followed by Pernem, Mapusa and Panjim. Similarly, there are many cases in which the police are carrying out investigations, without the possession of the post mortem reports. Very few deaths are due to natural causes in both districts. While the arrival of visitors from UK and Russia to this coastal belt tops the tourist chart, their deaths also top the list. Between 2008 and April 2011, 65 Britishers and 30 Russians have lost their lives, followed by deaths of eight Nepalis, while the remaining hail from countries like Germany, Sweden, Italy, America and others during the same period. There has been only one case wherein a foreigner, whose body was found in Pernem earlier this year, has still not been identified. His death is also suspected to be due to drug overdose, while his viscera was sent for forensic tests.

DOPE CHART 1 kilo of cocaine – Rs 25,000 1 kilo of MDMA – Rs 40,000 1 kilo of charas – Rs 1.2 lakhs LSD – Rs 900 (per drop)

The conspiracy of silence

T

here is a huge communication gap between the Goa Police and the media, leaving question marks on several drug related cases. No police officials are ready to come on record on any cases, due to the fear they would either be misquoted or face the wrath of the Home Ministry. Herald made several attempts to reach the officers, to get their reaction on the suspected drug related deaths, including that of foreigners. Outgoing Director General of Police Bhim Sain Bassi, on his last day in the Goa police service, said that the department cannot speculate that a death case is linked to narcotics, without completing the probe. “We cannot conclude that the deaths are linked to drugs, as it needs thorough investigation and proof of a drug connection,” he said. While the new DGP Aditya Arya, during his first press briefing, last week told reporters that media would be briefed by its public relations officer, unmindful of the fact the PRO is ‘not briefed by his own department cells’. Police spokesperson Atmaram Deshpande is always quoted saying that he is not briefed on cases, whenever media has approached him for his reaction or to get the facts of any case.

was killed during her honeymoon in South Africa has taken a new turn with evidence that she was sexually assaulted.

Reports say that the South African police have evidence suggesting that the honeymoon murder victim Anni Dewani was sexually assaulted. Earlier, investigators claimed that she had not been subjected to such an attack. Her husband, Shrien Dewani, a British citizen, is accused of organising her murder on November 13 last year and is currently undergoing medical treatment besides extradition proceedings in British courts for his return to South Africa. The post-mortem examination on Dewani, reportedly shows that she was forcefully held by her left calf in the moments before her death, leaving a bruise. Experts claim this is a telltale sign of sexual assault, according to a report in the

Daily Mail. The report also refers to a 'sexual assault kit', understood to contain DNA and other scientific samples taken from her body. The latest revelations suggest the 28-year-old bride was killed as she struggled to prevent one of her abductors from raping her, the report added. In her report of a postmortem examination carried out on November 15, pathologist Dr Janette Verster reportedly described how Dewani died from a gun shot to the neck. The report states: "Four fresh circular contusions (bruises) arranged in a semicircular fashion are present on the medial aspect of the left lower leg in the mid-shaft region. These are reminiscent of finger print contusions".

Delhi Belly is no sex comedy: Aamir PTI MUMBAI, MAY 14: Actorproducer Aamir Khan says his upcoming home production, 'Delhi Belly', which has some bold scenes and obscene language, is not a "sex comedy". "'Delhi Belly' is a very irreverent film. It does not have any skin-show but 'ashleel' (obscene) language has been used. It is not a sex comedy. It is a 'kameena' comedy. There is no sex at all in the film. I think the movie will change the definition of bold films in the industry," Aamir told reporters at the launch of the

theatrical trailer of the movie. The movie has been given 'A' rating and the promos feature some scenes with sexual connotations. Directed by Abhinay Deo, 'Delhi Belly' is a crime-comedy, revolving around three friends living in a bachelor pad in Delhi. The actor-producer insists the film is not for kids. "The movie is not for kids because of 'ashleel' language. It is for those who are young at heart," he said. The film stars Imran Khan, Kunal Roy Kapoor, Poorna Jagannathan, Vir Das and Shenaz Treasurywala.

I do not think Kanimozhi is going to escape as more evidence is going to come. I do not think this matter is in any way showing that she is going to be let off or that the CBI is going easy -- Subramanian Swamy on her.

Court defers order on Kani’s bail Pune on alert after naxals arrest PTI

NEW DELHI, MAY 14 : In a

sort of anti-climax, a special court today prolonged the suspense on the bail application of DMK MP Kanimozhi in the 2G spectrum case by deferring the pronouncement of its order till May 20. "The order is deferred to May 20," Special CBI Judge O P Saini said after marking the presence of all the accused including 43-year-old Kanimozhi, daughter of DMK chief M Karunanidhi. Seeing a huge presence of journalists, Saini questioned as to why there were so many journalists and then simply passed the order. CBI lawyer A K Singh told reporters outside the court that the only reason which

the judge gave for not pronouncing the order was that it was not ready. The court also adjourned its pronouncement of order till May 20 on the bail plea of Sharad Kumar, MD and CEO of Kalaignar TV. Kanimozhi was accompanied by her husband G Aravindan and DMK parliamentary party leader T R Baalu. Earlier, the court had on May 7 reserved its order on the bail pleas of Kanimozhi and Sharad Kumar after hearing extensive arguments advanced by criminal lawyer Ram Jethmalani who, citing the charge sheet, blamed former Telecom Minister A Raja for the offence attributed to Kani-

mozhi. The special court, designated by the Supreme Court to deal exclusively with the 2G case, has to decide the fate of Kanimozhi who has been accused of taking Rs 200 crore bribe for Kalaignar TV from Shahid Usman Balwa's firm DB Realty. The CBI has accused her of conspiring with Raja. She

has also been charged under the Prevention of Corruption Act for taking bribe through Kalaignar TV--a channel run by the DMK -in which the bribe of the 2G scam was routed. Speaking to reporters after the court deferred its order on bail pleas of Kanimozhi and Sharad Kumar, Janata Party president Subramanian Swamy said Kanimozhi is not going to escape from CBI's clutches as more evidence against her is going to come up. "I do not think she (Kanimozhi) is going to escape as more evidence is going to come. I do not think this matter is in any way showing that she is going to be let off or that the CBI is going easy PTI

on her," Swamy said. Kanimozhi and Kumar hold 20 per cent stake each in Kalaignar TV while Karunanidhi's wife Dayalu Ammal, who holds the remaining 60 per cent share in the broadcasting channel, has been made a witness. Kanimozhi appeared before the court on May 6 in compliance with the summons issued after she was named in the second chargesheet. Pressing for Kanimozhi's bail, Jethmalani had sought to blame Raja and Sharad Kumar for the alleged offence saying she neither signed any documents nor handled affairs of the company.

Petrol price hiked by Rs 5

From Page 1

“The increase in petrol price, which was kept on hold since the last few months, has been largely due to the present political crisis in the Gulf region”, added More. With the price hike of Rs 5, petrol prices in Panjim will now cost 64.32 per litre, Rajan Ranjan, Deputy Manager (Retail), Panjim RSA Indian Oil Corporation told Herald. According to Ranjan, the price of petrol in Panjim was Rs 58.29 on January 16. “Subsequent to the increase in Sales Tax in the State, the revised rate in Panjim from April 1 was Rs 59.24 per litre of petrol. Subsequent to the latest increase, the revised rate in Panjim will be Rs 64.32 per litre from May 15”, he said. When contacted, All Goa Patrol Pump Dealers Association President Paresh Joshi said they had not yet received the exact hike in petrol price till late Saturday evening, but stated that the hike would be effective from midnight. Incidentally, those residing within Mormugao taluka can feel slightly relieved as they will get petrol at rates slightly cheaper than further parts of the State. “Mormugao is the main source of fuel supply for the entire State, and hence Mormugao taluka will get fuel at slightly cheaper rates”, informed an IOC officer at Vasco. “Petrol pumps located within a 90-km radius from the oil depots at Mormugao will be subject to a minor price difference. Those petrol pumps located be-

yond the 90-km radius from the depot will have to bear some extra charge on transportation”, the officer said. Voicing a similar view, Joshi said that since all major oil installations are located in Vasco, petrol would be available cheaper in Vasco, but would be marginally higher in other cities. “As such, the rates of petrol per litre, in comparison to those in Vasco, would be higher by 19 paise in Panjim and 13 paise in Margao. It would go higher by a maximum of 24 paise per litre of petrol in remote areas of the State”, said Joshi. Incidentally, the price of petrol in Panjim has risen from Rs 44.38 on April 19, 2007 to Rs 64.32 from May 15, a difference of Rs 19.94 per litre in the last four years. In contrast, the price of diesel in Panjim has risen from Rs 33.2 in April 19, 2007 to its current price of Rs 40.35, a difference of barely Rs 7.15 in four years.

AFP ISLAMABAD, MAY 14: The chief of Pakistan's powerful intelligence agency offered to resign in parliament following the US raid by US commandos who shot dead Osama bin Laden, sources said Saturday. Ahmad Shuja Pasha, chief of military operations and deputy chief of air staff, briefed lawmakers on Friday before they issued a resolution Saturday condemning Washington's unilateral action. The session was closed to the media but sources told AFP on condition of anonymity that Pasha had

offered to resign and had said that he was ready to appear before any commission set up by parliament. "Yes, General Pasha had offered to tender his resignation," a parliamentary source told AFP. A second source confirmed that the general had said he would resign if the parliament asked and present himself before any commission the lawmakers set up Media reports said Prime Minister Yousuf Raza Gilani and Army Chief General Ashfaq Kayani urged Pasha not to quit but these could not be verified immediately. Pakistan's ISI had been bearing the brunt of criti-

cism following the May 2 raid by US commandos on a compound in northwestern Abbottabad city where AlQaeda chief Osama bin Laden was hiding. Pakistanis were angry that the ISI was not aware of bin Laden living at a leafy suburb of Abbottabad for the past five years and that their military could not detect and check the incursion by US helicopters. The lawmakers called on the government "to appoint an independent commission on the Abbottabad operation, fix responsibility and recommend necessary measures to ensure that such an incident does not recur".

Bring intel agencies under 26/11: Court hears arguments on sending commission to India civilian control: Sharif PTI LAHORE, MAY 14: Former premier Nawaz Sharif today criticised Pakistan's intelligence agencies for their failure to detect Osama bin Laden's presence in the country, saying they should be brought under civilian control and their budgets opened to scrutiny by parliament. The head of the main opposition PML-N party said all intelligence and security agencies, including the InterServices Intelligence, should be placed under civilian control. The budget for the military and the intelligence agencies should be presented in parliament for approval, he told a news conference at his home here. "We should stop receiving directions from the US and

the intelligence agencies. We should bring all institutions, including the ISI, under civilian control," Sharif said in his opening remarks. "The defence budget should be revealed in parliament. The budget of intelligence agencies should be brought before parliament and select committees should decide how and where the funds are spent. After all, it is the public's money," he said. Details of the budgets for the military and intelligence agencies are currently not provided to parliament and there are rarely any discussions on such issues by lawmakers. Even before an in-camera joint session of both houses of parliament yesterday decided that the US raid which killed bin Laden should be probed by an independent commis-

sion, the PML-N had demanded the formation of a judicial panel to conduct an inquiry. Sharif warned that the PML-N would adopt a "new policy" if the government delayed in setting up the independent commission as laid out in a resolution adopted during the joint session of parliament. The PML-N has been pressing the government to fix responsibility for intelligence and security lapses since US special forces conducted a dramatic raid in the garrison city of Abbottabad on May 2 and killed bin Laden. "Much depends on the independent commission. The sooner it is formed and the commission gives its report, the better for the country," he said.

Going into the match, the Flaming Oranje were placed third on the table and needed a victory to guarantee their promotion. The Goan side were focused on their task right from the kick-off and had an

unenviable lead after the first 15 minutes. Skipper Samananda Singh put them ahead in the 12th minute and three minutes later, it was Eldon Maquemba’s opportunity to score from the spot which he gladly did. Sporting finished with 14 points, two less than that of Shillong Lajong who have also made it into the ILeague 2011-12 season. Meanwhile in another match, Vasco SC did what was required of them beat-

John Menyongar converted the penalty awarded to them around the half hour mark to bring the north eastern side back into the game.

dent adds: Defending champions Dempo’s chief coach Armando Colaco has full faith that his team will emerge winners on Sunday. “The game is very important and I am confident that the boys will rise to the occasion,” said Coalco. He felt that if the medios once again do a good job, then they will be able to put pressure on the rival defence. “I hope the strikers capitalise on the chances that come their way and put East Bengal defence under pressure. East Bengal are a well organized side and they have the home advantage. But that won’t stop us from picking three points,” added a confident Colaco.

The vICToRIous Sporting Clube de Goa with president Peter Vaz in Shillong on Saturday.

Goa football fans rejoice BY JOVITO LOPES Panjim, May 14: Peter Vaz, president of Sporting Clube de Goa sported a sporting smile in Shillong after the result which saw his team back into the premier I-League. “We are back to where we belong – the Elite League,” he said. Not far away, goalscorer Maquemba declared: “We have been preparing for this day for long. The entire bunch dreamt of being in the I-League. But for that we needed to perform. The Almighty was kind, we didn’t lose our way.” In fact, both Lajong and Sporting were the two teams which were relegated from the I-League last season. And many blamed with or without reason that it was someone in the AIFF at that time that had purposely inducted Indian Arrows from nowhere so that Sporting could not be retained. Sporting had pleaded that since Mahindra had withdrawn from the League, they ought to have been retained, but an impression gained ground that an AIFF official who is no longer with the Federation now but who

always nursed a grudge against Peter had seen to it that Sporting would be demoted. And demoted they were as the arrogant official always got things his own way, no matter what. “Past is past. We need to build a good team for the future. We need to get the balance right,” Vaz quipped from Shillong. Sporting will be the fourth Goan team to play in next season’s I-League. Sunando Dhar, CEO, ILeague congratulated the Meghalaya Football Association for their organisation of the event. “I welcome back Lajong and Sporting back to the I-League,” he added. Meanwhile, several Goan football fans, cutting across club affiliation, were ecstatic that Sporting had made it to the premier League, for it only showed the power of Goan football. Both GFA vice-presidents, Elvis Gomes and Lavinio Rebello (Anjuna Sarpanch) hailed Peter, his team and support staff for their splendid performance. “Sporting had planned the team’s strategy with passionate Peter monitoring its

progress on a daily basis. Pure football fanatic that he is, Peter took time off his busy and tight schedule and was with the team in Shillong all this while to cheer his boys. Seldom, one sees the owner of a club devoting quality time with the team, accompanying the team’s day-to-day schedule and keeping his business interests aside,” echoed Elvis. “He was fully focused on qualification, no matter what. He signed new players, looked for foreigners. Even roped in a German sports psychologist. There was nothing that he left to chance. And, finally achieved what he wanted. Kudos to Peter. It only strengthens the fact that Goa is the powerhouse of Indian football,” remarked Lavinio. Former GFA secretary, Savio Messias, on behalf of Mormugao clubs, who is holidaying in Kulu Manali, was overjoyed at Sporting’s qualification. “It’s a reward for good planning and strategy by Peter, whose love for football is unique. Peter fits in the footsteps of FIFA and AFC greats, Sepp Blatter and Bin

Hamam respectively, who are 24x7 dedicated for football. That level of commitment and deep involvment is something rare in India. Hail the heroes,” voiced Savio. GFA Executive Committee members, Alirio Lobo, Babli Mandrekar on behalf of Bardez clubs, Anthony Pango and Bishut Themudo on behalf of Salcete clubs, Welwyn Menezes, on behalf of Ilhas clubs besides congratulating Peter and the team, patted their colleague in GFA, Sporting manager Anju Albuquerque for his efficient way in handling the team. They also heaped praise on coach Alex Alvares for moulding the team into a superb winning combination. Arnaldo Costa, Cyril Andrade, Dionisio Sardinha, Franky Fernandes (U-18 and U-20 SAG coach), Joaquim Gunja, coach Savio Vaz, exinternationals Damiana Gomendes, Gracy D’ Costa, Jocozinho Menezes, Peter Cardoso, Anthony Rodrigues, Nazareth Gomes, Peter Cardoso also congratulated Sporting on their splendid showing and return to the top Indian League.

Vasco lodge protest against Lajong’s ineligible player Tuboi suspended but club goes scot free; Bhutia targets erring club Lajong

BY JOVITO LOPES Panjim, May 14: Vasco Club, who finished third in Second Division I-League, behind Shillong Lajong and Sporting Clube de Goa lodged a protest with the

AIFF on the eligibility of player Seikhohao Tuboi of Shillong Lajong. Vasco have pointed out that Seikhohao Tuboi had been suspended by AIFF for having represented two clubs in a single season without undergoing the essential transfer rituals. He had played for Lajong in their matches against S Samity, Vasco in the current Second Division League matches in Shillong and suspended thereafter when the matter was taken up by some participating teams. Vasco stated that they should get three points from their match against Lajong as Tuboi was fielded in that encounter. If three points

are deducted from Lajong and Vasco are awarded the points, then Vasco will have a tally of 16 and Lajong would be reduced to 13, thus paving the way for Vasco to top the League and earn a qualification. Lajong will then finish third with 13 points, behind Sporting. S Dhar, CEO I-League, informed that the matter will be further discussed when the Players Status Committee meets next. “Tuboi has been suspended temporarily until the Players Status Committee meets. Based on the papers we have got and an internal investigation conducted, the Players Status Committee believes that Shillong Lajong or the Meghalaya Football

Association are not to be blamed for the same. Tuboi hasn’t done things rightly and whether Army XI or the IFA or whoever concerned is in the wrong or not will be decided by the Players Status Committee,” reasoned out Dhar. Vasco’s contention is that Lajong had fielded an ineligible player and hence need to be punished and three points deducted from their match. “To say that that Lajong or Meghalaya FA are not to be blamed for fielding the ineligible player smacks of a conspiracy since Larsing is president or both Lajong as well as Meghalaya and also a member of AIFF Executive Committee,” pointed

out a Vasco official. “It is a clever manipulation to keep Lajong afloat and it is nothing but cheating,” added the official who added that the matter will be taken up with Goa’s representative in AIFF, Joaquim Alemao (Urban Development Minister), who is its vice-president and as such needs to take up the serious matter, much moreover since it is for the cause of a famous Goan club and a genuine case too. “It’s an opportunity for Joaquim to show that he is taking up a genuine case of a Goan club and for the sake of a just cause to meet the ends of Fair Play and justice,” he stressed. If Vasco qualify, then Goa could have in all five teams

in I-League. It was when Southern Samity brought the issue to the notice of the AIFF, the matter was dismissed given that the protests are to be made prior to the kick-off of the final rounds. However after an investigation, AIFF decided to suspend Tuboi for the above mentioned goof-up and the former India U-23 striker is left hanging in the air. Bhaichung Bhutia questioned as to why only the player was targeted and not the State associations and the clubs involved as doing the paperwork isn’t the player’s prerogative. “Tuboi is one of the greatest talents in Indian football and he has been made a

scapegoat and suspended. If action needs to be taken it must be against all the parties involved, why only the player has to suffer? You mean to say that the Meghalaya Football Association or Shillong Lajong weren’t aware that their player was playing for another club? “Why didn’t Tuboi never played in the Shillong or Meghalaya league for them and instead participated in the Kolkata League? If a player doesn’t turn up for two-or-three training sessions, as an owner or official, one will definitely keep a check on the whereabouts of the player. Tuboi was in Kolkata and didn’t the club know about it?” questioned

Bhaichung. The Indian National team skipper also believed that it was unfair on the clubs who faced Lajong prior to Tuboi’s suspension as it hands an advantage to the teams who have come up against the Shillongbased side lately. “If I have been defending for a few games and then suspended for the rest of the matches, it is unfair on the teams against whom I played.” “Tuboi played in a few matches and scored crucial goals for Lajong. Now that he has been suspended, others teams have an upper hand as we saw Sporting thrash them 3-1,” he pointed out.

Rooney seals record-breaking Manchester United title triumph

Manchester United's English striker Wayne Rooney celebrates scoring his penalty at Ewood Park, Blackburn on Saturday.

AFP London, May 14: Wayne Rooney scored the goal that gave Manchester United a record 19th English title in a 1-1 draw away to Blackburn Rovers at Ewood Park on Saturday. United needed just a point from this game to regain the Premier League title from Chelsea and they got it when England striker Rooney scored from the penalty spot 17 minutes from time after Rovers keeper Paul Robinson brought down Javier Hernandez. Australia's Brett Emerton had fired Rovers, still not

certain of top-flight survival, into a 20th minute lead before Rooney settled United's nerves with a powerful spotkick. The result gave United, now in sole possession of a record they had shared with arch-rivals Liverpool an unassailable seven-point lead at the top of the English Premier League table, with closest pursuers Chelsea only able to win a maximum of six points from their two remaining matches.

At the other end of the table, Wolves climbed a point clear of the relegation zone after a 3-1 win away to Sunderland. Former Sunderland defender Jody Craddock gave Wolves a 22nd minute lead on his return to the Stadium of Light before a failure to clear a corner allowed Stephane Sessegnon to smash home a 34th minute equaliser at the far post. But Matt Jarvis, a half-time substitute, provided the cross from the right that allowed Steven Fletcher to head Wolves in at the far post. George Elokobi sealed Wolves' victory with a header

12 minutes from time. Blackpool -- who started the day in the bottom three -- remained in the relegation zone despite a dramatic 4-3 win at home to Bolton Wanderers ahead of their final game of the season away to Manchester United next weekend. But victory put them level on 39 points with Birmingham, ahead of the Blues' match against Fulham on Sunday. Five goals came in a frantic first half at Bloomfield Road with striker Kevin Davies firing visitors Bolton into a second minute lead only for Blackpool forward DJ Campbell to equalise

seven minutes later. Campbell then teed-up strike partner Jason Puncheon in the 19th minute as Blackpool went 2-1 in front. But a defence that had conceded 71 league goals this season before this match kicked-off could not deny Bolton an equaliser through Matt Taylor's angled shot. However, on the stroke of half-time, Campbell scored his second when he turned in Charlie Adam's cross. Bolton though were back on level terms at 3-3 when Daniel Sturridge headed in Lee Chung-Yong's cross in the 53rd minute. There was yet another twist when Adam, who led a sweeping counter-attack, shot past Jussi Jaaskelainen from 15 yards to put Blackpool 4-3 in front with just under half an hour left. It's Today

Saturday's other match saw West Brom beat Everton 1-0, Youssouf Mulumbu scoring the only goal of the game at The Hawthorns in the 10th minute before the Toffees' Russian substitute, Diniyar Bilyaletdinov, was sent-off.

AFP London, May 14: Manchester City ended their 35year trophy drought here Saturday, beating Stoke 10 to clinch the FA Cup final at Wembley. Ivory Coast international Yaya Toure was the hero once again for City, rifling in a shot on 74 minutes to settle a largely one-sided encounter. The win gave City their first piece of silverware since their victory in the 1976 League Cup final at Wembley and completed a rare double on the same day after their rivals Manchester United sealed the Premier League earlier Saturday. It also sealed a fine week for City, who had clinched qualification for next season's Champions League on Tuesday by beating Tottenham. City, who dominated throughout, might have won by more had it not been for a couple of fine saves by Stoke goalkeeper Thomas Sorensen early on when Roberto Mancini's men were threatening to run riot. City, who had been lifted by captain Carlos Tevez passing a late fitness test, settled swiftly and took control of the opening exchanges.

PTI Mumbai, May 14: Iconic Indian batsman Sachin Tendulkar is all set to add another trophy to his already crowded cupboard with the BCCI deciding to bestow the ‘Polly Umrigar Award for India's best cricketer of 200910’ on the veteran player. Tendulkar would be presented the award during the fourth annual BCCI awards ceremony here on May 31. The other highlight of the ceremony will be the felicitation of the Indian team that won the coveted cricket World Cup after 28 years last month. Another highlight will be the presentation of the C K Nayudu Lifetime Achievement Award. The recipient of the same will be announced on 27 May 2011.

IPL STANDINGS

Indore, May 14: Still in with an outside chance of making it to the play-offs, a bruised Rajasthan Royals will be eyeing nothing less than a victory when they take on an inconsistent Kochi Tuskers Kerala in their crucial IPL match here tomorrow. Rajasthan are currently placed at the fifth position in the team standings with 11 points from 12 games. But to qualify for the play-offs, the Shane Warne-led side first will have to win their remaining two games and hope that some other results go in their favour. Going into tomorrow's day-night encounter, Rajasthan, however, will be low on confidence having

via e praised the leadership qualities of triumphant Indian skipper Dhoni and termed the Ranchi-born wicket-keeper batsman as the best current captain in world cricket. For me MS (Dhoni) is one of the greatest leaders of this country. It has been an honour to work with him over the last three years. I thank him for his support and friendship. He’s easily the best captain in world cricket today. The former South African opener also endorsed the widely held view that Dhoni was the quintessential "Captain Cool". He's (Dhoni) the leader by example. He always gives 100 per cent and expects his troops to be ready for battle. He is calm and level headed. I have never seen him lose his temper, he takes on responsibility. (There's) no reason for him to move on...he can be captain for many years.

Tough job awaits Congress in Kerala PTI THIRUVANANTHAPURAM, MAY 14

With UDF securing power with a thin majority of 72 seats in the 140-member Assembly in Kerala, tough administrative and organizational tasks are awaiting Congress as the lead partner in the bipolar scenario. TH

Running the combine within and outside the assembly will be a delicate job for Congress leaders, including Chief Ministerial probable Oommen Chandy who will have to put up with pressures from partners while offering a “stable, pro-people and development-oriented rule”

as promised to voters. The presence of CPI(M)-led LDF as a strong and vigilant opposition will be a compelling factor for the UDF to be doubly cautious in its every move in the coming days. Though the Congress and its partners have exuded confidence that they would run the government cohesively, political observers here feel that problems might crop up right from the ministry-formation process. According to observers, Congress’s tally of 38 seats, which stood far short of expectations, could be exploited by partners like the Kerala Congress (Mani faction) to drive a hard bargain during ministry-formation. The difference of votes between the two coalitions is slightly above 1.50 lakh. By preliminary estimates, the UDF secured 45.61 per cent and LDF 44.9 per cent of the polled votes. BJP, whose hopes of opening account in the assembly were dashed once again, secured 6.06 per cent, which is two per cent higher than its vote share in the 2006 polls. For the Congress, keeping the right class, caste and religious composition while choosing its members could be a difficult task as two of its key allies--Kerala Congress (M) and Indian Union Muslim League-are minority-dominated parties.

TNCC chief resigns PTI CHENNAI, MAY 14

A day after the Congress in Tamil Nadu was decimated in the Assembly polls, TNCC President K V Thangkabalu announced his resignation from the post, accepting moral responsibility for the defeat. Addressing reporters here, Thangkabalu said he will send his resignation letter to Congress President Sonia Gandhi soon and will abide by the party high command’s decision on the matter. He, however, added that no party should be ‘singled out’ for the DMK-led front’s rout in the polls by the AIADMK combine, and said he accepted the people’s verdict. The Congress had at the end of tough negotiations with regional alliance leader DMK secured 63 seats but was overwhelmed by the AIADMK juggernaut, managing to bag only five constituencies.

PASSIONATE POSSESSION

Our Emotional Connect BY CHRISTINA VIEGAS HERALD FEATURES ver the centuries, we humans share the instinctive urge to collect. Most of us collect and display something or the other in our lives. The list comprises the customary coins, stamps and photographs to the more deviant stuff such as old medical devices, varieties of clocks, locks, keys, liquor bottles and pickle jars, right up to the aberrant stuff such as human nails and hair. Yes, what is valuable to one person might be of no value to another and I mean value not just in terms of monetary value. It ranges from historical, scientific and emotional value. Why do we put so much of time and effort into amassing a collection? According to bonsai man, Daniel D’ Souza who works wonders with plants and has a bonsai collection of about 200 plants, “Collecting is based on a need to inspire recollection. I was inspired by the beautiful collections of my aunt, Babilia Fernandez. It is done with an effort to remember and relive the past. For me the amount of effort and work that has gone into my ceramic landscapes, oil lamps, Chinese figurines, etc matters. The objects connect me to the historic, valued past.” While on the subject, can we ever forget the unassuming but big boss of beautiful and exquisite bottles, Valentino Vaz. What struck me about the gentleman was the fact that despite sitting at the helm of a commercial family venture, he concentrated on the emotional connect he had with his designs and collections. And we owe it to him for dressing up the Goan spirit in style. There was a time when Feni was bottled in second-hand bottles of other spirits. But the gentleman initiated this trend garnering respect for the spirit. On the success of his tasteful bottles, he muses, “PATRAO was the first bottle to be introduced with Cashew Feni and with the same identity BIG BOSS was the second. The clicking of these two in the market kindled my inspirations of learning about good quality products being dressed with good packaging.” His son, Cedric Vaz proudly adds in, “We are planning to amass all the bottles of daddy’s designs and display them in a studio.” Mr V Vaz confirms, “I plan to have a boutique of bottles.” The heir to the Madame Rosa lineage has been instrumental in their latest launch of Feni in a fish-shaped bottle. He informs, “As daddy can’t travel around much at present, during my foreign travels, I scout around the globe for ideas. On one such trip, the concept for the fish-shaped bottle came up. And I think the very title, ‘Fish and Feni’ is absolutely Goan.” As Mr V Vaz had informed, “Cedric is continuing with the tradition of innovative designs.” What truly sets Mr V Vaz apart is his magic touch when it comes to fabricating bottles that most crave for. Interestingly, the designer’s father ignited the passion when he used to pick up small porcelain items, from pavement dealers in the old Mapusa market, to decorate the walls of the home hall. He concludes, “I am my father’s proud son.” Similarly, we have hoards of other people into various collections. There were a handful of people who had collections simply because they were handed down the generations and had to be kept within the family. They opine, “It is good to own a few valuable collectibles as it is as good as having money in the bank, if you are truly willing to part with them when you need to. In the meantime, you can enjoy having them.” People collector: My precious people But talk to the passion-

O Daniel D'Souza: My plants, my babies

What fuels the passion to amass stuff that has a certain worth which goes beyond monetary value? On World Collectors Day, Herald chats with collectors for whom their collections have an emotional connect; monetary value does not matter

Tiatr: Another Factor behind Goa’s Communal Harmony BY RON FIDELIS rancis de Tuem presented a song which revolved around the incident wherein the freedom fighters tried to cleanse the oceans with holy water to ward off evil ‘dictator spirits’ when the Portuguese ships docked in Goa. This song was well written and composed, as well as well-received, all because it doled out the truth. “I wouldn’t want to comment on the issue right now but I might actually use this point in some sort of depiction in my tiatr,” commented Prince Jacob. It is easy to choose a topic from the pulse of the audiences. But presenting it in a traditional tiatr format in such a manner that the audience gets the message is a task most Konkani tiatr directors are well-versed in. Although family plots still rule the roost, whenever there is a case of opinion misappropriation, tiatrists seem to show us the light with their portrayals in tiatrs. The effect theatre has on an individual is different from that of a lecture or a class. “Tiatrists though seem to stay away from matters that could have even a slight communal edge,” says a tiatrist. Then we have Hindu tiatrists like Ulhas Tari, who sing songs on communal harmony, strengthening bonds between people of different religious faiths, who do and do not watch a tiatr. Muslim tiatrists too are influential in strengthening this bond. The very popular Mimicry King Sheikh Amir is an example. “A very important tiatrist who needs to be remembered for his contribution to Goa’s communal harmony and peace is the late Ramakant Babuso Camotin. He boldly sang songs on such topics of communal integration. According to Kamat’s excerpts in Wilson Mazarello’s book, ‘100 Years of the Konkani Tiatr’, ‘He was a wellread person who could quote easily from the Bible, Bhagwat Gita and the Koran. This is one reason his compositions were of a high intellectual level in tiatrs.’ In fact, Kamat was like the Tuem of yesteryears with many similarities between these two great Konkani stage singers,” says a tiatrist who knew both these in personal and professional capacity. The late Ramakant Babuso Camotin was popularly known as Kamat de Assolna. Not forgetting the stalwart tiatrs like M Boyer’s ‘Ekuch Rosto’, ‘Ami Sogle Ek’ by Tomazinho Cardozo and Sharon Mazarello’s ‘Kosle Goynkar Ami’, a few among many more. These tiatrs not only forward a message of peaceful, harmonious living but reinforce its existence. Most of these stories were about people from different religious backgrounds falling in love. Love here was the binding factor. In addition, the Tiatr Academy of Goa has tailor-made schemes encouraging the composing and singing of patriotic songs. It can be concluded that just like love, music or for that matter, huIt’s never too late manity, binds us together, tiatr does it for the Goan people.

“Every passion borders on the chaotic, but the collector's passion borders on the chaos of memories” - Walter Benjamin

Valentino Vaz: The Big Boss dresses up the Goan spirit in style ate collectors and they roll their eyes up muttering, “This sounds very cold, morbid and heartless.” Daniel emphasises, “I just don’t bother about the monetary value. I am emotionally connected to my various collectibles. As for my plants, they are my babies. They flourish under my love and tender care.” Another interesting aspect on collectors - some years ago, a vote survey conducted by Fire Hazzard on ‘Top 71 Strange Things to Collect’, revealed that ‘Human Souls’ topped the list. Amazing isn’t it? Akin to being a people collector! I think journalists conform to people collectors with their kitty of characteristics, morals, life stories etc of different kinds of people which is an enriching experience in the journey of life. For a people collector it is worse than a coin, stamp or bottle collector. Because, here it involves a connection with another who breathes, talks and ensnares. Once lost, it can destroy your spirit. So, it is of utmost importance to stay professional like any other collector and feel empowered in collecting stories and experiences of different types of people from different fields. Though it does get hard to refrain from getting overwhelmed and take it personally as you put your heart and soul into it. But in life, people move on all the time. Another interesting aspect is that our collections can elicit a silent ache. The fragrance of a dried flower from your old school garden can protract fond memories as an impish student; the perfume on a top worn during a college disco can spin out bitter-sweet teenage memories or the scent of a shred of leather from the saddle of a horse can educe intense memories of a trip to a ranch. So, why collect something that brings tears to our eyes? Here again, nothing stops us from collecting. Whatever the reason be for people to collect, the debate will go on and on and on. But, one truth that is clearly evident is that people will always continue to collect, whatever the reason. Presently, with technology at its peak, and people today storing SMSs to dreamily browse over when alone, wonder whether these lovey-dovey messages will be the antique collections of the future. Some IT experts enlighten that the handset of a cell phone can last for many, many years if serviced properly and charged and taken care of. So, just picture your teenage great grandkid down four generations reading a love message that was sent to you through SMS in your heydays, which made you thrill and squirm in warm delight. Or imagine the youngster listening to a recorded conversation on your cell phone which would be ancient by then. The clap of thunder and pitter patter of raindrops in the background, as the sexy, throaty voice of that special someone made you sprint up the door and open the stairs, say your nightclothes and put on your prayers, turn off your bed and tumble into your light. Amazing isn’t it?

Saint Dymphna – The Lily of Fire Those who live a life of honesty and purity, however short, are welcomed through the gates of heaven and honoured for their virtues. A family in Goa remembers Saint Dymphna who was martyred at the tender age of 15

Tiatr is mistakenly slotted as being a Christian form of entertainment. True, the ratio is high when compared to the rest of the communities in Goa, but they too have made large contributions. Through their participation and the storyline of many a tiatr, the message of harmonious living is being reinforced. Here is a look

HERALD FEATURES ot many are aware of the touching life of Saint Dymphna, a young girl who gave up her life to protect her virtue. In the ancestral chapel of the Casa de Almeidas at Bainfol, Assolna in South Goa there exists a statue of St Dymphna. This year, the family of Lida João will be dedicating May 15 to the devotion of this saint at their ancestral house at Casa de Almeidas. The image of the Camotin alias saint will be kept open to friends, relatives and persons who wish to have a glimpse of the saint and offer their prayers from 8:30am to 11:30pm. St Dymphna was born in Ireland in the 7th century to a pagan Irish chief named Damon and his beautiful Christian wife. Dymphna was a sweet, winning child of the family, sometimes called ‘the jewel of her home’. Affection and attention was lavished upon her and even the heavens favoured her with special graces. Her mother died when she was 14 and her father searched far and wide for a suitable replacement. As he was unsuccessful, someone advised him that his teenage daughter had inherited the looks of her mother. Damon began to desire to marry Dymphna, because of the strong resemblance she bore to her mother. When the young girl learnt of her father’s intentions, along with an elderly priest, Father Gerebernus who also received sainthood later, and another three persons, she fled the castle and took refuge in a chapel at Gheel, in Belgium. However, Damon tracked them down and ordered his soldiers to slay Gerebernus and begged Dymphna to come back to Ireland. When she refused, he decapitated her on the spot. The locals buried the two bodies and years later, two beautiful marble tombs were found. It was said that when the coffin of St Dympna was opened, there was a red tile found bearing the inscription “Here lies the holy virgin and martyr, Dymphna.” She is the Patron Saint for those suffering from neurological disorders, mental illness, nervous system disorders, epilepsy, sleep walking, possessed people, princesses, happy families, incest victims, runaways, emotionally disturbed and also mental health professionals. Her feast day is celebrated on May 15, the day of her death. She received the crown of martyrdom in defence of her purity around the year 620 or 640. Today she is known as Belgium’s patron saint of the insane. St Dymphna, one of the unforgotten saints known for her spotless virtue and glorious martyrdom, is called the ‘Lily of Fire’. To this day there exists the magnificent church of St Dymphna. Firstly, victims of nervous and mental disorders were lodged in a small annexe built onto the Church. Photo by Siddesh Mayenkar Gradually patients would be placed in the homes of the families living in Gheel where they could lead a comparatively normal life.

lavation Pronunciation mis-NO-muhr Function Noun Meaning : the act or an instance of washing or cleansing Example Sentence From the day Andy bought his car he treated it like his most precious of treasures, oiling and maintaining it regularly and subjecting it to weekly lavations.

LAFFS

The story of the air mail as we know it today began on May 15, 1918, when the first official air mail route in the world was opened between New York and Washington, DC, with a stop at Philadelphia. Airmail (in French – Par avion) is mail that is transported by aircraft. It typically arrives more quickly than surface mail, and usually costs more to send. Actually, the world’s first scheduled airmail post service took place in the United Kingdom between the London suburb of Hendon, North London, and Windsor, Berkshire, on September 9, 1911. In June 2006, the United States Postal Service formally trademarked Air Mail (two words with capital first letters) along with Pony Express. On May 14, 2007, Air Mail was incorporated into the classification First Class Mail International.

The Traditional Method of Cashew Distillation

P

HERALD FEATURES ay a visit to a local cashew distillery which still follows the traditional method of distilling cashew juice and you will feel as though you have been transported to some bygone era. Such was the feeling during a recent visit to Don Wado, a village where people like Luis D’Souza and others work hard to get best quality cashew ‘urrack’ and Feni. Luis informs that every step of the process is tedious, be it collecting the cashew, extracting juice from the juice or even the final process of distillation using the ‘lavni’ (terracotta pot). After the juice is extracted, it is left for fermentation for 3 to 6 days, depending on the weather. It is then transferred to the ‘bhan’ (copper vessel), which is sealed with clay collected from an anthill. The ‘bhan’ is connected to a ‘nali’ (bamboo tube) on one side and ‘lavnil

on the other. After the fire is lit below the ‘bhan’ that contains about 140 liters of juice, vapours start coming out in about one hour. The ‘lavni’ has to be continuously cooled by pouring water on it for almost 4 to 5 hours to get the first distillate, the ‘urrack’. For extracting distilled Feni, it takes about 7 to 8 hours. About 17 to 18 liters of ‘urrack’ is produced from this juice. Luis informs that by this process, he gets liquor of a high quality, which cannot be compared to that obtained using the modern day process where the distilled liquid is cooled by using coiled pipes immersed in a drum that contains water, before it is collected in the container. Another hard season has just ended for Luis and others who keep the tradition alive, but how long it will survive is a question to ponder about with technology taking over.

This was seen on the night the English play ‘Sons of Babur’ was enacted by the Delhi-based Pierrot’s Troupe at the Kala Academy. The play, which revolves around one of the most sensitive subjects that India has faced, the ‘Indianess’ of the Muslim community, put forward some thought-provoking

concepts and left the audience with something to take back home. Originally written in Hindi by Salman Khurshid, and translated into English by Ather Farouqui, ‘Sons of Babur’ had seasoned theatre and film actor Tom Altar as the aging Bahadur Shah Zafar, the last Mughal emperor. The play threw light on the life of the Mughal emperors and the growing love for the land, starting from Babar’s conquest of Hindustan to Bahadur Shah Zafar’s yearning to return to ‘Dilli’ after being exiled to Rangoon. The play that has garnered a lot of appreciation from all around the country attracted an audience with dignitaries and businessmen alike. Governor S S Sidhu, Goa’s chief secretary Sanjay Srivastava, Maria Aurora Couto and Dattaraj Salgaoncar were some of the dignitaries seen enjoying the play.

Goykaranchim 50 Vorsam Dukhachim BY ELVIS SEQUEIRA HERALD FEATURES oykaranchim 50 Vorsam Dukhachim, an audio album by Jr Nelson and Chitra, was released recently at the hands of well-known comedian Agostinho Temudo. Jr Nelson, also known as Tommy in tiatr circles, has inherited his acting talents from his father, the legendary actor and singer late Nelson. Jr Nelson’s better half Chitra is also a well known tiatrist, and together they have served the tiatr stage with their immense talents and determination. The audio album has 13 tracks in various categories such as solos, duets and trios sung by popular singers of the Konkani stage like Melody King Lawry Travasso , Francis de Tuem, Tony de Ribandar, Bab Andrew, Andrea along with Jr Nelson and Chitra. Each of the songs delves on various issues that affect Goa and its people. The title song Goykaranchim 50 Vorsam Dukachim, a trio by Lawry, Jr Nelson and Tony de Ribandar, weighs the pros and cons of the 50 years of Goa’s liberation. It is followed by a solo Minor Sirvidoram highlighting the issue of employing underage maids in Goa; the sweet voiced Andrea highlights the many incidents of maid bashing that have happened in Goa and makes a fervent plea to people to stop employing minors. Result sung by Chitra and Tony de Ribandar is a comedy duet which is followed by Tin Vostu, a melodious rendition by Chitra. Jr Nelson, Bab Andrew and Tony de Ribandar return to sing Municipal Eleisaum, an interesting trio on the shameful incident that occurred between two politicians during the run up to the municipal polls some months ago in Goa. Comedians, a solo by Jr Nelson, is a tribute to all the comedians of the tiatr stage, whilst Francis de Tuem lashes out at some of the narrow minded freedom fighters and politicians for opposing the arrival of the Portuguese ship ‘Sagres’ at the Goa port in his well composed solo Viva Sagres. Chitra and Andrea sing Bhurgeank Sambhallat, a ‘must-listen’ song for every parent. Besides these songs, there are other thought-provoking solos and trios such as Tourism, Ghat, Nurse Aruna, Ximeterin Zaghe and Crime Branch. The music is arranged and played by renowned keyboardist Norman Cardozo and the album is recorded at Audio Masters by Aurville.

The Stars come Together with Norah Jones

T

he tranquil mind gives vent to celebration and music is an ideal tool to relax the mind. This album, with contributions from various artistes but with one common musical string running through it, is an ideal compilation to sooth the soul. Audibly, it is the piano and vocals with a special touch. The songs are sung by many popular artistes but what strikes out instantly is a very exceptional voice. Norah Jones with her distinctive vocal ability runs the distance on this album. Besides her vocal strength, she has also contributed with her piano and guitar playing. Love Me is the first track in the album and has Norah completely making her presence felt with her mellifluous voice. She has sung this track with The Little Willies. Virginia Moon with Foo Fighters features Norah again with vocals and piano. Turn Them is a track by Sean Bones featuring Norah Jones. Here Norah has only concentrated on vocals. The next track is one that will catch your attention. Baby It’s Cold Outside has Willie Nelson on vocals and guitar and also features Norah on vocals and piano. This one has an enjoyable intonation of music and reminds us of the jazz duets of the great yesteryears. Here We Go Again has Ray Charles on vocals and keyboard and again features Norah on vocals and piano. Also towards the latter half there comes another interesting track featuring, probably two of the most popular female voices – Norah Jones and Dolly Parton come-a Creepin’ In. Listening to this album is an enjoyable experience as it has all the parameters of a complete album with different inflections of melody. Norah with her superb vocal showing and the other artistes coming out with the best, the album is one that would make an evening more relaxing, a drive more pleasant and even keep your guests in good humour.

ollywood has made major bucks on its comic book adaptations, but the few efforts they’ve made to headline a woman hero have been abysmal failures: Halle Berry’s Catwoman barely scratched the public’s consciousness, while Jennifer Garner’s Elektra was without spark. The good news, though, is that Marvel may be willing to give a lady superhero another solo shot. Scarlett Johansson, who stars as Black Widow, first appeared on film in the black leather in Iron Man 2, and now, alongside up with Chris Evans’ Captain America, Samuel L Jackson’s Nick Fury, Mark Ruffalo’s The Hulk, Jeremy Renner’s Hawkeye and Robert Downey Jr.’s Iron Man, she’ll help form The Avengers in the upcoming big screen epic due out next year. If that goes well, it could mean an entire film dedicated to the Soviet-born villain-turned-hero. Marvel Film’s co-head Kevin Feige said that they’ve spoken to Johannson about her own starring vehicle. “There’s no definitive plans but we have started talking and talking with Scarlett about what a Widow movie could be,” he said.

D

aniel Radcliffe believes he gets cast as depressed characters because he has “sad eyes”. The 21-year-old British actor is best known for his role portraying troubled wizard Harry Potter in the eponymous film franchise adapted from the children’s books by J K Rowling. Next year, Daniel will be seen in the thriller The Woman in Black, a film directed by James Watkins which tells the tale of a legal worker who encounters the phantom of a scorned woman. The actor stars as disturbed solicitor Arthur Kipps in the movie, and says appearing in the horror has made him realise he seems to be typecast in tragic roles. “I do tend to play quite sad characters. I don’t know why – I’m quite happy!” he mused, adding, “When I was 11, Chris Columbus said he thought I had sad eyes. I think that’s largely the reason I play such sad lonely characters!”

Kiran to direct Imran’s Item Number for Delhi Belly

Why is Sonam suddenly praising Ranbir?

A

amir Khan’s Delhi Belly starring Imran Khan will see the younger actor groove to a sizzling number. And Kiran Rao is all set to direct the song. Buzz has it that Aamir and Abhinay Deo, the director of the adult comedy flick have been at loggerheads since the flick’s inception. However, the duo sorted out their differences time and again. But the decision to have Kiran as the director of the item song has not been received well by Deo. The ‘perfectionist’ Khan is known to intrude into the creative space of the directors of films produced under his banner. And as always, Aamir is making headlines for not giving his director the much needed liberty to treat his film the way he wants to. However, Kiran Rao chose to speak the least when contacted and said, “When we heard the final song, we just loved the tune. It’s very catchy, so we decided to have some fun and shoot a promotional video.”

I

t was not very long ago when Sonam hit headlines for making some nasty remarks about her ex-flame Ranbir Kapoor. In fact, both of Ranbir’s ex-girlfriends – Deepika and Sonam – had made fun of Ranbir and spoken some really bad things about him on Karan Johar’s talk show. Now, in a turn of events, Sonam Kapoor is all praise for Ranbir. Recently the actress even went to the extent of calling him one of her best buddies. According to sources, “Sonam’s sudden change of heart is because of Rishi Kapoor. It must be mentioned that when Deepika and Sonam spoke nasty things about Ranbir on Karan Johar’s show, it was Rishi Kapoor who took this matter with Sonam’s dad Anil Kapoor. Now, if Sonam is all praise for Ranbir suddenly, the real reason is the pressure from her family to refrain from making any nasty comments about Ranbir; Sonam like a goodgirl is sticking to this brief.”

Digestive Problems Early in Life may up Depression Risk A study by researchers at the Stanford University School of Medicine has indicated that depression and anxiety may result from short-term digestive irritation early in life. The findings suggested that some human psychological conditions might be the result, rather than the cause, of gastrointestinal disorders such as irritable bowel syndrome. “A lot of research has focused on understanding how the mind can influence the body,” said Pankaj Pasricha, professor and chief of gastroenterology and hepatology. “But this study suggests that it can be the other way around. Gastric irritation during the first few days of life may reset the brain into a permanently depressed state,” added Pasricha. To test their hypothesis, the researchers used a laboratory model of functional dyspepsia they had developed years earlier. “We hypothesised that this treatment might also be affecting the development of central nervous system, leading to anxiety and depression,” said Pasricha. Indeed, as the researchers assessed the behaviour of the treated rats when the animals were 8 to 10 weeks old, they found that those rats with early gastric irritation were significantly more likely than their peers to display depressed and anxious behaviours including a decreased consumption of sugar water, less-active swimming in a pool of warm water and a preference for dark rather than light areas in a maze. “It seems that when the rats are exposed to gastric irritation at the appropriate point in time,” said Pasricha, “there is signaling across the gut to the brain that permanently alters its function.”

Vivid Ads can create False Memories about Products?

P

eople who read vivid print ads for fictitious products actually come to believe they’ve tried those products, say researchers. “Exposing consumers to imagery-evoking advertising increases the likelihood that a consumer mistakenly believes he/she has experienced the advertised product,” write study authors Priyali Rajagopal of Southern Methodist University and Nicole Montgomery from College of William and Mary. In one study, they showed participants different types of ads for a fictitious product: Orville Redenbacher’s Gourmet Fresh Microwave Popcorn. Other participants ate what they believed to be the popcorn, even though it was another Redenbacher product. A week after the study, all the participants were asked to report their attitudes toward the product and how confident they were in their attitudes. “Students who saw the low imagery ad that described the attributes of the popcorn were unlikely to report having tried the popcorn, and they exhibited less favourable and less confident attitudes toward the popcorn than the other students,” say the authors. People who had seen the high imagery ads were just as likely as participants who actually ate the popcorn to report that they had tried the product. They were also as confident in their memories of trying the product as participants who actually sampled it. “This suggests that viewing the vivid advertisement created a false memory of eating the popcorn, despite the fact that trying the fictitious product would have been impossible,” the authors write. “Consumers need to be vigilant while processing high-imagery advertisements because vivid ads can create false memories of product experience,” they said. The First Invisible Hearing Device makes its Debut

T

he 16-mm-long device can be worn for 24 hours up to four months at a time. It is so unobtrusive that users can actually ‘forget’ they are wearing it. “It’s like a contact lens for the ear,” audiologist Paul Checkley from Harley Street Hearing in London said. According to a company spokesman, “Unlike traditional devices, there are no batteries to change, no maintenance needed and no daily insertion or removal is required.” Around nine million people are hearing-impaired in the UK, according to the Royal National Institute for Deaf People and this figure is expected to rise. However, many are often reluctant to wear the traditional over-the-ear devices, not wanting to draw attention to a problem often associated with ageing. Jon Law, 31, a global brand manager who has been using this device on trial basis for four months, said: “I got German Measles when I was six months old and was then diagnosed with hearing loss. I’ve tried so many hearing aids over the last 25 years and the Lyric finally makes me feel connected. The Lyric hearing aid is inserted just four millimetres from the ear drum. This allows the outer ear to direct sound into the ear canal more naturally. Its makers say this improves the wearer’s ability to work out what direction a sound is coming from and reduces feedback. It can be worn whilst sleeping, in the shower and during exercise. A magnetic tool is used to adjust the volume or switch the device on or off. Courtesy: Agencies
