Ex-envoy shoots self K D Sharma, former High Commissioner to Pakistan, on Thursday shot himself dead in his east Delhi apartment this morning apparently depressed over his poor health conditions, police said. Sharma was India’s envoy to Islamabad in the 1980s. Former chief minister and the leader of Opposition Manohar Parrikar was today quizzed for nearly two hours by the Central Bureau of Investigation officials in connection with an alleged scam related to expenditure on infrastructure development for the International Film Festival of India (IFFI), 2004. “We had called Parrikar in connection with the IFFI 2004 case registered with us in 2007,” CBI SP (ACB) S S Gawli told media persons here after the questioning. He said the CBI basically wanted explanation from the former chief minister with regards to the case. “At this stage we can’t say anything as we may again need to question him,” Gawli said replying to a query on what was the outcome of the questioning. CBI officials said that Chief Minister Digambar Kamat would also be examined as a witness in course of the investigation. Zardari stripped of his powers PTI ISLAMABAD, APRIL 15

Pakistan’s President Asif Ali Zardari was today stripped of his sweeping powers as the country’s Senate approved by a two-thirds majority a “landmark” constitutional reform bill, which also wiped off changes made to the constitution by former military dictators. The thumping passage of the amendment in the upper house came unanimously, with 90 out of the hundred members voting for it and none opposing. By this thundering verdict by the lawmakers, the reforms package received a parliamentary approval as a week back it was overwhelmingly backed by the National Assembly. Zardari has already announced he would sign the legislation.

Union Minister of State in the PMO, Prithviraj Chauhan has said that as many as 22 allegations are being investigated by CBI against former chief minister Manohar Parrikar and others in connection with International Film Festival of India (IFFI) when Goa hosted it for the first time in 2004. He was replying to a question by Goa’s Rajya Sabha Shantaram Naik in the Rajya Sabha today. Chauhan informed that no definite time frame can be stipulated at this stage for filing of indictment. The Directorate of Education is gearing up to meet the requirements of the Right to Education Act, 2009, and is hopeful most of the provisions of the law will be taken care of in the next three years which is the time limit set by the Centre for its implementation. The Government of India has enacted the RTE Act with an objective to provide free and compulsory education to all children aged between 6 and 14 years. Education officials maintained that meeting all the provisions of the law is a challenge. They said copies of the Act have reached most of the schools which will have to on a priority basis go through it and learn what’s required of them. They mentioned that the school managements, school management committees and local bodies (panchayats) have to gear up and support the Directorate of Education to implement the Act. The i m p l e m e n t a t i o n c a n’ t b e overnight so efforts by all stakeholders in the education sector will be mandatory, they added. SCOUTING: Deputy Director

of Education Anil Powar said it will be the duty of the respective schools to scout for households falling within three kilometre range and find out if any child is not enrolled for learning. “Of course, they will have to take the help of the panchayats that have been listed for help as designated by the Act. Gradually copies of the law will be dispatched to these bodies,” he added. PENAL ACTION: The RTE aims to plug the drop out rate in schools across the country and make it mandatory for parents to see that their wards get the necessary elementary education. If parents fail to send their wards to school the Act contains a provision for their penalisation. Powar says at the elementary level Goa has no problem of drop outs, but it starts from the eighth standard onwards. Officials at the Goa Sarva Shiksha Abhiyan, which looks after elementary education (Std I to VIII), say the drop out rate at the eighth standard level is there but it was minimal. Ash cloud halts Europe bound flights

Kadamba Transport Corporation’s (KTC) new buses will now have a Global Positioning System (GPS) technology, which will help the control rooms track the bus wherever they are. “GPS, a vehicle tracking system at the initial stage will be mostly adopted for governmentrun public transport vehicles, that is, KTC,” Director of Transport Venencio Furtado told Herald. Furtado confirmed that as per Central government directives, GPS will be installed in all States including Goa. KTCL will be soon inducting 20 buses in its fleet through Jawaharlala Nehru National Urban Renewal Mission (JNNURM) and on trial basis GPS will be fitted in all these buses. “Once it gives positive results,

the same will be inducted in other KTC and private buses,” the director said. He informed that the GPS in buses are primarily installed to track the location of buses, over speeding, late arrival, late departures and bunching of buses at any given time for administrative purpose. “It will be of great help especially to passengers to find exact timings of the buses and will be more useful to address grievances of passengers who lose

Flying ash from Iceland’s erupting volcano crippled air traffic across northern Europe as hundreds of flights, including to and from India, were grounded in Britain, Ireland and Nordic nations. Ash clouds drifted from Iceland’s spewing volcano under the Eyjafjallajokull glacier forcing forecasters to announce that air space had been closed over northern Europe “as volcanic ash represented a significant safety threat to aircraft”. All the London bound flights from India were also grounded leaving thousands of travellers criss-crossing the continents stranded at all major British airports including Heathrow and Gatwick. More than 150 flights from Heathrow and another 138 from Gatwick were cancelled. In Britain, flights were also suspended from the cities of Manchester and Birmingham as well as Northern Ireland’s Belfast and the Scottish Airports at Aberdeen, Glasgow and Edinburgh. The National Air Traffic Service said non-emergency flights would not be permitted in British airspace until at least 5 GMT tomorrow.

India’s Rs 330 crore mission to flight test the first indigenous cryogenic engine failed today after the rocket powered by it crashed into the sea five minutes after a perfect lift-off in a setback to its space programme. The Geosynchronous Satellite Launch Vehicle (GSLV) carrying a 2,200 kg communications satellite plunged into the Bay of Bengal after it deviated from its flight-path dashing the country’s hopes of joining an exclusive club of five nations that has mastered the complex cryogenic technology on which ISRO was working for 18 years. The satellite was to have been put into a Geostationary orbit, 36,000 km above earth, but the initial euphoria after the textbook launch turned into disappointment.

In a major development, National Highways Authority of India (NHAI) finally bowing to the demands of the State, has decided to reduce the width of NH4A from 60 to 45 meters wherever required. The NHAI team led by the chairman Brijeshwar Singh and member Ashok Patil was on a brief visit to Goa particularly on the issue of widening of NH4A – Panjim to Karnataka border. The team held a meeting with Chief Minister Digambar Kamat, PWD Minister Churchill Alemao and other PWD officials. Addressing a press conference at his official residence, the PWD minister said that the Centre has finally heard the grievances of the people of Goa. “The NHAI team which visited today said that they had got instructions from the Minister of Road and Surface Transport Kamal Nath not to go ahead with the project against the wishes of the State,” Churchill, who had recently written to the minister to reduce the width, said. Alemao said, “the NHAI has decided to reduce the width of the widening to 45 meters in thickly populated areas and maintain the width at 60 meters wherever there are open spaces.” “This will reduce the number of demolitions of the
