After being virtually wiped out, terror group LTTE is trying to regroup and planning to target high-profile personalities like Prime Minister Manmohan Singh, Home Minister P Chidambaram and Tamil Nadu Chief Minister M Karunanidhi in Tamil Nadu. “We received an alert from a central agency about a possible threat to the Prime Minister, to the Chief Minister and his cabinet in Tamil Nadu and to several other VVIPs who may visit the State”, Tamil Nadu DGP Lethika Saran said.
Based on this information, she said, the State has been put on high alert and “we have strengthened the intelligence machinery to check if there is any truth in the matter”. Saran said the State government would take all possible measures to ensure the visits of any VVIP to Tamil Nadu, in-
cluding the Prime Minister or our own Chief Minister, is carried on without any hitch”. According to an intelligence input, some cadres of the LTTE, who escaped the wrath of the Sri Lankan Army during the allout operations in the island nation earlier this year, were trying to regroup in India and
CBI cracks 2G whip again Radia, ex-TRAI chief offices searched
PTI NEW DELHI/CHENNAI, DEC 15
In a crackdown as part of the 2G spectrum scam probe, CBI on Wednesday searched 34 offices and residences of corporate lobbyist Niira Radia, former TRAI Chairman Pradip Baijal, siblings of ex-Telecom Minister A Raja and an NGO linked to DMK MP Kanimozhi. A CBI official claimed that some “incriminating documents” were recovered during the raids at 27 places in Tamil Nadu and seven places in Delhi and Noida. The premises of alleged Hawala dealers Mahesh Jain and Alok Jain alias Bobby, who are brothers, were also raided. The premises of Kamaraj, Associate Editor of Tamil magazine ‘Nakkeran’ in Chennai, Raja’s brother and sister near Tiruchirappalli and Tamil Maiyam, an NGO in which Kanimozhi, daughter of Tamil Nadu Chief Minister M Karunanidhi, is on the Board of Directors were among those searched. Kamaraj is considered close to Raja. Tamil Maiyam, which describes itself as a registered Indian non-profit organisation, is headed by Rev Jegath Gasper Raj.
The investigating agency also swooped down on the premises of Raja’s auditor Subramanyam and also auditor of Kanimozhi’s mother Rajathi. At Tiruchirappalli, CBI officials raided the residence of a private TV channel reporter G L Narasimhan, considered a close associate of Raja. The raids come a week after the searches in the homes of Raja in Delhi and in his native place Perambalur and a number of others. During the course of the day, the CBI also roped in Enforcement Directorate officials to probe whether there was a possible violation of Prevention of Money Laundering Act (PMLA), sources in the investigating agency said.
Radia, Baijal, Jain brothers and the kin of Raja were questioned during the raids, the sources said, adding that the former TRAI Chairman had also been taken from his Noida house to his company, a subsidiary of Radia’s Vaishnavi Corporate Communications. Giving details about the raids being conducted by the CBI, it’s Deputy Inspector General and spokesperson Bineeta Thakur said searches at the residential and official premises of several companies, their directors and Baijal were conducted as part of the follow up of searches conducted on December 8 in connection with the ongoing investigation into the allocation of unified access service licences.
planning attacks on top political leaders, particularly when they travel in Tamil Nadu. The security agencies have taken the input seriously as former Prime Minister Rajiv Gandhi was assassinated by LTTE suicide squad members in the southern state in 1991. Prime Minister Singh is likely to visit Tamil Nadu next month to attend some public functions. “Though LTTE is now a weak force and all top leaders were killed during the Sri Lankan Army’s assault, attempts to regroup by some cadres is a disturbing report,” an official said.
Karan Singh turns down Chinese award PTI NEW DELHI, DEC 15
Apparently wary of being seen as pro-China, senior Congress leader Karan Singh on Wednesday refused to accept the ChinaI n d i a Fr i e n d s h i p A w a r d conferred by Premier Wen Jiabao on nine personalities from various fields. Karan Singh, a Rajya Sabha member and President of Indian Council of Cultural Relations (ICCR), did not turn up for the award function this evening where Wen honoured nine prominent persons including CPI(M) leader Sitaram Yechury for fostering Sino-India ties. Sources said that Singh turned down the award as he felt that a Parliamentarian should not accept such decorations as he runs the risk of being seen as favouring one particular country.

In an interesting political development, the two NCP ministers in the Digambar Kamat Cabinet – Jose Philip D’Souza and Nilkhant Halarnkar – were huddled with Congress leaders in M a r g a o l a t e We d n e s d a y evening, amidst reports that the NCP leadership may ask one of them to step down to make way for the return of Mickky Pacheco into the Ministry.

India, China not SPAT OVER FISHING RIGHTS Three fishermen allege assault, rivals: Wen Calangute MLA refutes charges PTI NEW DELHI, DEC 15
Chinese Premier Wen Jiabao on Wednesday said India and China are not ‘rivals’ and that there is enough space for both the countries to develop and prosper, as their companies were poised to sign 16 billion dollars worth deals. Seeking to shore up ‘fragile’ India-China ties, Wen arrived here on a three-day visit and struck a warm chord when he said “my visit in India is a journey of friendship and journey of cooperation.” China’s Ambassador Zhang Yan said on Tuesday that ‘special care’ is needed for the ‘fragile ties’ between the two Asian giants. Wen, who will have summit talks with Prime Minister Man-
mohan Singh tomorrow, also rejected the oft made “dragon” and “elephant” comparison between China and India. “China and India are partners for cooperation and not rivals in competition. There is enough space in the world for the development of both China and India and there are enough areas for us to cooperate,” he said addressing industry leaders of the two countries at a meeting organised by the apex chambers here in his first big engagement. He said some people described China and India as economic competitors and likened them to a ‘dragon’ and an ‘elephant’. “I don’t agree with such a view and I don’t think business people agree either,” Wen said.
HERALD CORRESPONDENT CALANGUTE, DEC 15
Even as three fishermen from Calangute- Candolim have claimed that they were assaulted by Calangute MLA’s brother and seven others at Sinquerim jetty on Wednesday, Calangute MLA Agnelo Fernandes has refuted the charges. In a complaint lodged with Calangute Police, three fishermen, Nazareth Lopes (Candolim), Reginald Silveira and Augustine Lobo, both from Calangute, have alleged that they were assaulted by Calangute MLA’s brother Lourenco Fernandes and seven others on the instigation of Calangute MLA Agnelo Fernandes.

He said one boat owner called him and informed that two persons are creating problems for the tourist boat owners. Home Guards made to do domestic work! VIBHA VERMA PANJIM, DEC 15
In what could be sheer misuse of Government machiner y, Home Guards (HGs), an elite force par with Police, are made to mop the floor at officer’s residences as part of their duty. Herald’s inquiry under Right to Information has revealed that many HGs are performing odd job of sweeper, dhobi, cook, barber and even working at residences of police officers. Alone in Vasco division, out of 72 HGs, two HGs – Maruti Shinde and Rafiq Bagwale work as ‘sweepers’ and Narshima Goramtla is ‘dhobi’, at Vasco police station from January 2008 onwards. The rest are deployed for patrolling, traffic duty, security and picket and reserve duties at Vasco – Mormugao and Verna police stations, Vasco railway station, Sada sub-jail, Dabolim

airport and other places. The information further reveals that the profile of jobs of many HGs out of 130 HGs in the Margao division is shown as ‘emergency duty,’ which is vague as the kind of duty is not specified. The job profile is classified as ‘dhobi and other emergency duty’, ‘barber and other emergency duty’, ‘office and emergency duty ’, ‘sweeper and emergency duty’, ‘police station and emergency duty’, ‘driving duty’, ‘W/L station and emergency duty’, ‘office and emer-
gency duty’ and ‘traffic and emergency duty.’ Sources stated that other HGs in rest of the divisions also face similar humiliation, though some are lucky enough to have roles assigned as per HG Compendium of Instruction 2004. One of the Home Guard rule says that they are ‘to promote communal harmony and give help to the administration in protecting weaker sections of the society’. If this was not enough, the HGs are also deployed at resi-
dences of police officers and ministers for their domestic work. Gopinath Parab, who joined the services in 1992 is presently deployed as ‘Orderly to police inspector Bicholim’ while Jaganath Gaonkar, another HG in Ponda division is posted at DySP Mohan Naik’s residence since 2008. What is even more interesting is that certain HGs are made to work at residences of State top brass including Director General of Police, Inspector General of Police and Deputy Inspector General of Police. DGP incidentally is also the Commandant General of Home Guards. The information undersigned by Company Commander John Aguair for Panjim division has revealed that HG Ramdas Dharne has worked in the house (Continued on page 2)
