‘Bugged’ passengers detain train Unable to bear the bite of bugs, about 60 passengers of an A/C coach of Jammu Tavi Express detained the train here for nearly two hours and continued the journey in a new compartment. Railway sources said passengers of a three-tier A/C Coach of the express coming from Mangalore, complained about the presence of large number of bugs in the compartment, but to no avail. When the train was about to depart around 1.30 am, nearly 60 passengers of the coach pulled the chain and sat on the platform refusing to allow the train to move, they said. — (PTI)

SC upholds Koli’s death rap PTI NEW DELHI, FEB 15

The “barbaric” Nithari rapistcum- serial killer Surinder Koli’s death sentence for the murder of a 14-year-old girl in 2005 was today upheld by the Supreme Court which described his act as “horrifying” and one of the rarest of the rare cases. Holding that the appellant, Koli, “appears to be the serial killer”, the court said, “These cases in our opinion fall within the category of the rarest of the rare cases. No mercy can be shown to him”, a Bench of Justices Markandey Katju and Gyan Sudha Misra said, while giving the verdict in the Rimpa Haldar murder case. The judges confirmed in just 90 minutes the death sentence of 39-year-old Koli, who has also been awarded capital punishment by the trial court in three other cases of rape and killing of young women and children in Nithari village near Noida on the outskirts of the national capital. Annul S-band spectrum deal, CCS told PTI NEW DELHI, FEB 15

The Space Commission has recommended to the Cabinet Committee on Security (CCS) that the controversial S-Band spectrum deal between ISRO’s commercial arm Antrix and private firm Devas Multimedia be immediately annulled. The Space Commission made this recommendation in a note to the CCS, saying priority is required to be given to the country’s strategic requirements including societal ones. The CCS is chaired by Prime Minister Manmohan Singh. The Department of Space may take necessary steps and give instructions for scrapping the Antrix-Devas Agreement, according to the Commission’s draft note.

awarded the contract to remove the vessel, failed to carry out the salvage operation. The company had also not submitted a bank guarantee and the contract was later terminated as it kept delaying the work. Then came Jaisu Shipping, a Gujarat-based company, which was awarded the contract in 2006. It too failed to complete the work within the stipulated time. The bank guarantee of Rs 5.5 crore submitted by the company was forfeited. The company remained in possession of the vessel for almost three years blocking the removal of the vessel.

Nigerian drug peddler came as a student SPECIAL CORRESPONDENT PANJIM, FEB 15

Nigerian drug peddler Daniel Fernandez, who was caught along with Bhanu Chander alias DJ Nash, the son of a retired Indian Forest Service (IFS) officer, for allegedly peddling cocaine to one Murali, brother of Telugu film actress Jeevitha and his associate P Rambabu in Hyderabad on Saturday, came to India as a student and did an IT course at NIIT Chandigarh, before taking to the drug trade. According to a report in the ‘New Indian Express’, Daniel is the son of a doctor and is a qualified chemical engineer. His confession, recorded by the cops and submitted in the Nampally court in Hyderabad, says that after completing his engineering course, he opened a clothing shop in Nigeria, but had to wind it up after heavy losses. He then

came to India to pursue a sixmonth IT course in Chandigarh. For some time after he completed the course, Daniel shuttled between Nigeria and India. In July 2010, he made Goa his base and has since been peddling drugs. It was around this time that Chander alias DJ Nash met Daniel in Goa. Nash had moved to Goa from Hyderabad in March 2010, and was working in various pubs. Allegedly a drug addict himself, Nash became a regular customer for Daniel. Nash made friendships with several foreigners, especially Africans, and allegedly started selling cocaine in Hyderabad. “I started selling it to several persons in Hyderabad. Over time, it became a full-time vocation, as it turned out to be much more lucrative than my original profession. I made easy money”, Nash has said in his confession.

The inaugural scene of the International Film Festival of India (IFFI) would be shifted from Panjim to Margao this year, officials stated. Sources from the Entertainment Society of Goa (ESG) stated the Ravindra Bhavan at Margao would be upgraded to meet the standards required to host the inaugural ceremony of IFFI 2011. Since 2004, when the festival shifted to Goa, the inaugural is being held at Kala Academy, except on one occasion when it was held at the Inox courtyard. Sources stated the decision to shift the inauguration to South Goa was reiterated by Chief Minister Digambar Kamat on Tuesday during his meeting with Union Information and Broadcasting Secretary Raghu Menon. Chidambaram agrees to review transfer order PTI NEW DELHI, FEB 15

Union Home Minister P Chidambaram today agreed to review the transfer of several top officials of Delhi Government following a request by Chief Minister Sheila Dikshit. Chidambaram gave the assurance to Dikshit when she called on him seeking review of the transfers on the ground that allowing the top officials to go from Delhi will severely affect the budget-making exercise. “The issue has been sorted out”, Dikshit said in a brief comment after the meeting. The Centre had on Friday transferred Principal Secretary (PWD) K K Sharma, Delhi Jal Board CEO Ramesh Negi, Commissioner of Trade and Taxes Jalaj Srivastava, Transport Commissioner R K Verma and Industries Commissioner Chetan Sanghi out of Delhi. Top sources indicated that the Home Ministry agreed to give extension to two-three officers till depending on pending projects. They said Srivastava, who was moved to Andaman and Nicobar Islands, will continue to stay in his current position till March while Negi will be allowed to stay till August. They said Verma will also stay back for sometime.

Madkaikar made chairman of SC, ST Commission HERALD REPORTER PANJIM, FEB 15

Former transport minister and Cumbharjua MLA Pandurang Madkaikar has been appointed as chairman of Schedule Caste and Schedule Tribe Commission with Cabinet status. Madkaikar was dropped from the Cabinet about two years ago to accommodate MGP MLA Sudin Dhavlikar. The Cumbharjua MLA since the last two years had been lobbying hard to get back his place in the Cabinet but his moves were not successful. Those close to the MLA said it appears for now he would have to be content with chairmanship of the SC & ST Commission.

Sources said Sharma, who has been appointed as adviser to the administrator of the Union Territory of Chandigarh, is being relieved with immediate effect. The governor of Punjab is exofficio administrator of Chandigarh. They said in the next few days, a modified transfer order will be issued making these adjustments. While Verma has been transferred to Goa, Negi was moved to the northeastern State of Arunachal Pradesh.
