Almost 40 structures between the Mahindra showroom and the Sai Service station at Porvorim will face the axe when the widening of the NH17 is undertaken by the National Highways Authority of India. The four-lanning of the NH17 from Patradevi to Polem — around 139 km stretch — will be taken up on BOOT basis at a cost of approximately Rs 2000 crore. Inquiries by Herald have revealed that according to the new alignment sent by the NHAI around 560 structures across the State will have to make way for the project. “These 560 structures include around 280 houses”, sources in the PWD told Herald. Sources also informed that the NHAI has also decided to reduce the width of the road to
45 meters in the densely populated areas and wherever possible to go ahead with 60-m widening. “Most of the structures would face demolitions in Porvorim and Siridao areas”, sources informed. While in Porvorim 40 structures including houses as well as buildings will be acquired by NHAI, in Siridao area almost 30 houses and other structures will be demolished for widening, sources said. “The survey nos of the plots which will be acquired have already been submitted to the Town and Country Planning for the purpose of finalizing Regional Plan 2021,” sources stated. The citizens of Nuvem, which faced maximum demolitions in the earlier alignment, can heave a sigh of relief as the NHAI has decided to take a bypass, avoid-

Government today expressed shock over reports of embezzlement of UK grants in Sarva Siksha Abhiyan scheme and said that the flagship programme follows “rigorous and robust monitoring system”. A day after the British Government launched an inquiry into the alleged misuse of its funds under SSA, Department of School Education and Literacy under HRD Ministry here said it will write to the Ministry of Finance and Ministry of External Affairs in this regard. Britain’s International Development secretar y Andrew Mitchell had yesterday said the UK Government will have a zero tolerance policy to corruption. The Department of School Education and Literacy said the SSA is supported largely by domestic resources. Since inception, India has invested Rs 91,431 crore in the SSA.

Over 100 people on board an Air India plane had a close shave when two tyres of the left landing gear of the aircraft deflated soon after it landed at the IGI airport here today. “Air India’s Mumbai-BhopalIndore-Delhi flight (IC-133) with 100 passengers and six crew members landed at Delhi airport around 10.58 a.m and was taxiing towards the parking bay when engineers at the ground noticed two deflated tyres of the left landing gear and sparks emanating due to friction,” an airline official said. They then immediately informed the pilot and asked him to stop the Airbus-320 aircraft. The crash fire tenders were immediately called in, which sprinkled water and foam to cool the aircraft’s undercarriage in order to prevent any fire, he
said, adding “all the passengers onboard are safe”. According to sources, there was no tyre burst as the pilot did not notice any unusual jerk. “The tyres got deflated after the aircraft had landed and while it was taxiing,” they said. Today’s incident at the IGI airport is in the series of close shaves involving passenger aircraft. Earlier this month, an Air India Express Dubai-Pune flight, with 112 passengers on board, rapidly descended several thousand feet over Muscat air space. Reports had alleged that the commander was not in the cockpit and the co-pilot could not control the aircraft as it started the descent. About a week later, a mid-air collision was averted by pilots as a Jet Airways and an Air India plane came ‘dangerously close’ on the same flight path over Tamil Nadu.

Goa Bench of Bombay High Court today rejected bail petition filed by Israeli drug dealer David Driham alias Dudu. Justice U D Salvi rejected the bail plea dismissing the contention of technical procedural lapses cited by Driham’s lawyer. Public Prosecutor Carlos Ferreira, said that various errors cited by the applicant while pleading for bail could be discussed during the trial stage. He even told court that the accused was arrested with cocktail of drugs at Anjuna, which proves that he is a drug peddler. In the bail application moved before the court on Monday, Dirham, has said that he was innocent. Dudu in his bail petition had said that the letter written by the investigating Officer Sunil Gudlar to deputy superintendent of police (DySP) informing about the raid was fabricated. Dudu’s lawyer, Jos Peter D’Souza in the bail application said, “the very basis of the raid has been fabricated. There are reasonable grounds for believing that the accused is not guilty”.

Transport dept submits report to govt on fare hike issue HERALD REPORTER PANJIM, JUNE 15
Although private bus operators have demanded for ticket fare hike, the transport department has put the ball in state government’s court to decide on the same. Outgoing Transport Director Swapnil Naik said that he has submitted the detailed report to the state government without specifically recommending anything on hike issue. “It’s the decision that government has to take. I have given my opinion but not a recommendation as such,” Naik told Herald. The private bus operators in the state had demanded a hike in a bus fares by 0.20 paisa, after diesel price went up by Rs 2.72 per litre. “I have given the progress report of 2008-09 to the government. The report mentions about hike in ticket fares, which are offered to transporters, whenever need arose,” Naik said.

Director of Transport Swapnil Naik said that it’s a long process but the department has begun to execute it from today. The ‘Sarathi’ software will be implemented for issuance of computerized driving license to the citizens. It will also include fresh learner’s license, renewal of license, duplicate license, etc.
One killed in mishap HERALD CORRESPONDENT PERNEM, JUNE 15
An 85-year-old man from Pune died, while three other passengers were seriously injured, after the car in which they were travelling collided against a bus along the highway at Malpem-Pernem on Monday at about 10.30 pm. The deceased has been identified as Sebestian Diniz, while those injured in the accident are Mary Diniz, Cajetan Diniz and Joseph Diniz. Rosaline Diniz escaped with minor injuries. According to Pernem police, the accident occurred when the Diniz family members, who were proceeding towards Panjim in their Alto car (MH-12-EJ-6998), collided against a passenger bus (GA-01-G-277), which was proceeding towards Mumbai. Pernem police and fire service personnel rushed to the accident site and shifted the injured passengers to GMC Hospital. Police said Rosaline Diniz was discharged after providing first aid, while the condition of the three other occupants of the car was reported to be serious. Pernem police is investigating the case.

After unsuccessful attempts over the last two years, the Margao Municipal Council is all set to revive the door-to-door garbage collection of waste from the city hotels and eateries. If Margao Municipal Chairperson Savio Coutinho is to be believed, door-to-door hotel garbage collection will commence from June 20. A confident Coutinho stated that the hotels eateries will be charged a daily garbage collection fee ranging from Rs 10-25 depending on the hotel category and the quantum of waste generated in the establishment. That the Civic meant business this time was evident by the fact that the Municipality has engaged 10 daily wage workers, besides two drivers to carry out the waste collection after sunset. “The 10 labourers, two truck
driver and two trucks will be used for the purpose of hotel waste collection, beginning everyday at 7 pm”, he said. The MMC Chairperson did not see any problem or confrontation with the hotel owners, saying the hotels have been cooperative and supportive of the Civic body’s doorto-door waste collection concept on condition the waste is collected and disposed on a daily basis without fail. “We are now well prepared to start the exercise with some dedicated staff and machinery. The door-to-door waste collection will reduced the daily collection of wet waste from the bins and help mitigate the nuisance to the citizens”, he added. The Commercial Capital plays host to around 400 hotels and eateries and sources in the Civic body says the door-to-door waste collection exercise can be carried out without any loss for
the muicipality. “Even if the Civic body charges minimum Rs 10 per hotel, revenue to the tune of Rs 4000 can come in for a single day. This revenue can off set the cost of manpower, machinery and fuel pegged at around Rs 2500 per day”, remarked a Civic official.

Incessant rains affected normal life in the State, as incidents of uprooting of trees, damage to houses and disruption in utilities were reported in many places since Monday evening. CALANGUTE CORRESPONDENT ADDS: A woman had a miraculous escape, after a tree came crashing down on a house at Naikka Vaddo, Calangute, early Monday morning. The house belonging to one Laxmi Kalangutkar was completely damaged, causing a loss of about Rs 75,000. Luckily, Laxmi’s daughter Rekha, who was sleeping in the house, had a miraculous escape. The house, which is made up of mud, gave in due to the weight of the huge tree. Mapusa fire personnel later cut the tree and cleared the place. Calangute Sarpanch Laxman Parab Palyekar and the ward member were present at the site to take stock of the situation. Speaking to Herald, Laxman Parab Palyekar said: “We will try to provide her necessary assistance to re-construct the collapsed house. We will also extend her the scheme meant for the poor to re-construct the damage house. According to Old Goa fire station office, the Old Goa-Pilar road was blocked for traffic, after three huge trees were uprooted and fell on the road, snapping electricity wires at Mandur, Churchwada-Neura, on Monday evening. Fire Station Officer Mathew Baganza along with his officers S N Vengurlekar, D V Sinari, K H Goankar, A M Chodankar and S S Tari rushed to the site and cleared the road. In another incident that took place on Tuesday at about 7.30 am, a Gulmohar tree uprooted on the road, blocking vehicular traffic along the PDA-Corlim road near Funskool Factory, while another Gulmohar tree cam crashing down near Dr Rane’s residence at Ribandar at about 9 am. BICHOLIM CORRESPONDENT ADDS: Property worth Rs 20,000 was damaged, after a tree fell on a house at Kamraan Chodan, Bicholim, on Monday night. The Bicholim fire force officials were kept on their toes, as in several places the roads were blocked due to uprooting to trees. According to reports, house belonging to one Ramrai Kesarkar from Kamraan Chodan was damaged when a Gulmohar tree fell on his house, causing a
loss of property worth Rs 20,000. The fire force officials cleared the debris and saved property worth Rs 40,000. At Sonarbhat-Ladphem, a compound wall was damaged and the traffic along the road was disrupted when a tree came crashing down on the road. Similar cases were reported at Kasarpal-Bicholim. The fire force officials under the supervision of L S Naik cleared the road.
Nature came to the rescue of the Colva village panchayat and other authorities on the sensitive question of cleaning and de-silting the contaminated Colva creek. Even as the authorities were groping in the dark how to clean up the creek clogged with waste and sewage, the first monsoons showers gave a big respite to the panchayat body. For, with the monsoons finally setting in the state, the creek (handi) stands washed and cleaned by the waters from the Arabian Sea, which has found its way in the water channel as is the annual phenomenon. A look at the creek revealed that the waters appeared free from the waste and stagnant waters. This comes against the backdrop of the directions issued by the Goa State Pollution Control Board to the authorities, including the Colva panchayat to stop the discharge of sewage and waster waters in the creek. In fact, various government agencies had last month deliberated on various options at its disposal how to clean up the Creek and free the nullah from the contaminated waters. One solution suggested by the panchayat body was to engage the Water Resources Department to
A 68-year-old man from Maingal in Tarvalem-Shiroda was found murdered at his house on Monday night. Three relatives have been detained in connection with the death of Joaquim Colaco, Ponda police said. According to reports, the incident took place at about 10.30 pm shortly after Joaquim had dinner at his house and went to an old house nearby to retire for the night. The pet cats at the old house began to act in an unusual manner and this aroused the suspicion of the wife and their son. They went to the old house and found the lifeless body in the room.

The power conductors were snapped after uprooted trees came crashing down on the lines last night, leaving the area without power supply. Around two electricity poles and the overhead wires were

If the South Goa Planning and Development Authority (SGPDA) is engaged in an unending exercise of finalizing the Outline Development Plan (ODP) for the city, the Goa State Infrastructure Development Corporation (GSIDC) is pushing the Margao Civic body to approve a City Development Plan (CDP) aimed at improving the chaotic situation and plan for the future. If these two plans are not enough, the Town and Planning Department headed by Chief Minister, Digambar Kamat has now directed SGPDA to prepare a Comprehensive Development Plan (CDP) for Margao as a whole. No doubt, planners say the Outline Development Plan and the Comprehensive Development Plan are part of the longterm planning process implemented in any city, but raised doubts over the legal standing of GSIDC’s grandiose

Fire services and police rushed near Marliz hotel in the heart of the city here after a power cable from an underground cable from a feeder caught fire this evening. The fire created a scare in the busy pavement, with smoke billowing out from the insulated pipeline. The fire ser vices, which rushed to the spot, intimated the power department officials to attend to the fire. Heavy rains continued to lash the state for the second consecutive day, with Met department recording 96.3mm of rainfall. As the monsoon currents have intensified strongly, the Met department has predicted heavy showers with thunderstorms and gusty winds for the next 24-hours. A gang of five robbers decamped with cash of Rs 1.5 lakh after stopping a liquor-laden tempo and threatening the occupants at knifepoint at AmbaulimQuepem on Tuesday evening. In a police complaint, Amar A Gaonkar of Gudi-Paroda stated the incident took place at about 4.30 pm when he along with three others were traveling in a liquor tempo (GA-08/U-1958) from Quepem to Cuncolim via Ambaulim. When they reached near the Government high school at Shepem-Ambaulim, two youth riding a yellow Karizma motorcycle stopped the tempo.Three others riding a Bajaj Pulsar motorcycle also arrived at the spot. They flung chilly powder on Gaonkar’s eyes and at knifepoint, snatched the bag containing Rs 1.5 lakh in cash. They later fled towards Cuncolim. PI Sudesh Narvekar is investigating.

Chairman of the Estimates Committee of Lok Sabha Francisco Sardinha has asserted that the Dabolim airport will not be closed under any circumstances even if Mopa airport becomes a reality. He submitted his view before members of the Estimates Committee of Lok Sabha at a meeting held at a resort at Betalbatim on Tuesday. Sardinha said the Committee has accepted the government’s stand that Dabolim airport cannot be closed down in the event of Mopa becoming a reality. Sardinha further asserted that it’s better not to have the Mopa airport if it is to come at the cost of Dabolim airport. Sources said members of the Estimates Committee sought to know whether there can be two international airports within a close distance or whether Dabolim will be closed if Mopa becomes a reality. Sardesai mentioned the management had decided to roll back the fee hike on the instruction of the Government. According to Calangute police, Jyoti Dinesh Malik drove out her husband and daughter from the bedroom and committed suicide by hanging herself to the ceiling. A Goan film scriptwriter residing in Mumbai died of suffocation after his bed caught fire on Monday. Savio Rodriguez (37), a smalltime script writer, was staying at a rented Versova flat in Andheri (West). Police suspect the fire was caused by a cigarette which he had forgotten to put off. “Noticing smoke coming from the flat, neighbours opened the door with the help of the house-owner,” Versova police said. Rodriguez was rushed to Cooper Hospital where he was declared brought dead. Senior inspector Suresh Nalawade of the Versova police station said, “Rodriguez was staying alone in the flat at the third floor of Royal Apartments on Yari Road. He had been staying there for the past six months.” “The neighbours could not even enter inside for some time as the smoke was very thick. They saw Savio lying on a couch in the hall. KTC revenue up by 9 percent in May HERALD REPORTER PANJIM, JUNE 15
The loss making Kadamba Transport Corporation Limited (KTCL) has registered almost nine percent growth in its revenue after the implementation of sixth pay commission to its workers. “The revenue of KTCL has gone up by almost eight to nine percent for the month of May. All credit goes to the workers and our staff,” KTCL managing director Venancio Furtado told Herald. On June 9, the KTCL management and the union had a joint meeting, where various lacunaes in functioning were discussed. Furtado said that increase is mainly attributed to various steps taken by the corporation to control revenue leakages. “At the time of sixth pay implementation, the workers were warned against corrupt practices which results in the revenue loss. We had taken strict measures to check that tickets are given to the passengers. The checking of conductors is been done on regular bases as well as the tickles passengers are fined. These actions helped us in increasing our revenue for the month,” he said. Furtado said that the workers in coordination with the KTCL staff have done a great job in controlling the loss of revenue. “Our target is to cut down the maximum cost and increase the revenue,” he added. Although, as per the agreement between union and management signed during implementation of sixth pay commission, there is provision for its revival if performance of the workers is not satisfactory, the recently held meeting had
no discussion on the same. “We are satisfied with the way workers are cooperating and working to bring KTCL out of financial rid. Hence there is no decision on reviving the pay scale,” Furtado stated. The KTCL will be having yet another meeting next month. At the time of sixth pay implementation, the workers were asked to raise the corporation’s revenue by at least 10 per cent during the initial months as the pay scale has translate into additional liability of Rs 43 crore and monthly liability of Rs 1.3 crore for the corporation. Since last one month, the corporation has injected several fiscal measures to improve the functioning of KTCL and to increase the revenue. The corporation has also opened a helpline for the passengers to inform about the misdeeds of their staff and accordingly, four of its conductors are suspended, while in two cases the inquiry is on and two are grounded for fetching additional ticket fares from the passengers.

Come shine and now rain, fisherwomen from Mapusa continue to sell fish in the old fish market, even though the roof has been demolished by Mapusa Municipal Council (MMC). MMC had constructed a temporary shed at the cost of Rs 8 lakh for fisherwomen, but they are reluctant to sit in the shed. Speaking to Herald, some fisherwomen complained that the temporary shelter provided by MMC is unhygienic. “It becomes slippery when fish water is spilled on the ground and several fisherwomen and people have slipped and sustained fractures. A book 'Goa, 50 anos depois' (Goa 50 years thereafter) has recently been published by Professor Borges da Cunha in Leiria, Portugal, to mark 50 years of his return to Goa, in search of the remnants of Portuguese culture and to meet his friends here, after having served as compulsory military o f f i c e r, f i v e decades ago. Posted in 1957 at Old Goa, Borges da Cunha simultaneously completed his Lyceum and first year of Escola Normal in Goa, acquiring many friendships and studying the Hindu culture and local customs. So much in love with Goa and its people, Borges visited Goa in 1985 with his wife Dona Alice to take part in the Silver Jubilee celebrations of his course. Thereafter, he re-visited in 1992 and lately in 2008 when he was accorded a grand reception at Raj Bhavan hosted by Governor Jamir in the presence of Chief Minister Digambar Kamat and other dignitaries. The newly formed North Goa Tourist Taxi Owners Association (NGTTOA) was inaugurated at Shree Jambleshwar Temple Hall, Ximer-Candolim, on Sunday. Calangute ML A and EDC Chairman Agnelo Fernandes inaugurated the NGTTOA in the presence of the executive committee of the Association, Legal Advisor Subhash Sawant and a large number of taxi owners. MLA Fernandes also unveiled the Registration Certificate of the Association and the Association batches meant for taxi owners. Calangute police on Monday arrested two persons who are suspected to have damaged property belonging to Government Primary School at Sangolda. According to Calangute police, the duo from Sangolda were arrested based on a complaint filed by one Ganga Shetty stating that unknown persons broke the latch of the school at Bela Vista, Sangolda, in the intervening night of Saturday and Sunday and damaged school items like World Globe, cupboards, etc, incurring losses about Rs 5,000. Blaming Mamlatdars and Block Development Officers for blocking his plan to include more and more Goans in the Below Poverty Line (BPL) list, Rural Development Minister Churchill Alemao has said the Centre has come out with new criteria which would help bring large number of Goans in the BPL category. Alemao warned the RDA staff, especially from South Goa district, that he would crack a whip and send them home, if their performance continues to remain below par. At the meeting with RDA officials and staff held here on Monday, Alemao announced that the Centre has relaxed the BPL norms which will now make it easy for economically backward Goans to get in the BPL list. “The Mamlatdars and BDOs had blocked our plans to bring more Goans in the BPL list on grounds the applicant does not fall in the category.
But, the latest criteria will help people to be brought under the category”, he said. The RDA Minister issued directives to the officials to ensure that more and more Goans are included in the BPL list to avail benefits under the Central schemes. “There are some Sarpanchas, who have refused to approve names for the BPL families. Now, the rules are changed that the household owners can now take approval even from a Zilla panchayat member and other persons mentioned in the criteria”, he said. The Minister asked the RDA Secretary to immediately write to the Mamlatdars and the BDOs on the refusal to clear the names under the BPL list and also call a meeting with them to solve the imbroglio. He replied in the negative when suggested that the RDA department could not make major inroads in the villages to bring the poor
under the BPL list. “In Navelim village, there were only three people included in the BPL category. Now the figure has shot up to over 600. Things are certainly improving, but more needs to be done. People should realise that a NREG card holder is automatically included in the BPL list”, he added. Meanwhile, the RDA Secretary has called upon the officials and staff from South Goa to put in more efforts to ensure successful implementation of the BPL schemes. “The DRDA, north has initiated many steps. The staff in south Goa might have been working hard, but there are many inadequacies as per the records”, he said. The Secretary said that auditors have questioned the poor implementation of BLP schemes in South Goa and called upon the staff to work with dedication and sincerity by bringing more persons in the BPL category.

Stating that information is power, All India Council for Technical Education Chairman Prof S S Mantha said there is a need to develop expert systems to share knowledge and organizations have to develop intranets to share knowledge. Mantha was speaking during the inaugural function of fourday NACLIN 2010, the 13th National Convention on Knowledge, Library and Information Networking at Birla Institute of Technology and Science, Pilani (BITS Pilani), K K Birla Goa Campus, Sancoale. The conference is jointly organised by Developing Library Network (DELNET) and BITS Pilani and over 260 librarians, information specialists, resource personnel from different parts of the country and abroad would deliberate in the 13th convention on ‘Revitalizing Library into Global Village.’ Emphasizing networking of libraries for sharing knowledge and information in knowledge driven society, Mantha said: “We need to develop expert systems, not merely for accessing the resources, but also to capture the knowledge.” He questioned the authenticity of large number of information obtained at the click of a mouse from the web from search tools, thus expert systems and search tools have to be developed to ensure the authenticity of information. “Digital library is an example of knowledge sharing idea,”

In his presidential address, BITS Pilani Vice Chancellor Prof L K Maheshwari called for the revitalization of libraries. “India had excellent information resources in ancient universities like Taxila, Nalanda,” said. Citing a recent example of Saraswati Mahal Library, Tanjore, he said information available in palm leaves have been archived and preserved for future generations by using digital technology. Maheshwari said knowledge doubles every 10 years and he called for technologies to handle knowledge efficiently. Introducing the conference, DELNET Director Dr H K Kaul said importance of developing village knowledge centers in the villages. He said the role of a librarian has changed in recent years and it is a right time to evalu-
ate the knowledge resources and select authenticated resources. “However, upgrade and modernize the syllabus of courses in library and information sciences, the challenge that has to be taken into consideration,” said Kaul. A resident of Colomb-Canacona has accused government authorities of not coming to his rescue, as the sea has threatened the existence of his house and a few other houses in the area. “Every year during monsoon, the sea takes away major chunks of land. The pounding waves, which almost reach rear the house wall, have developed cracks to our entire house,” Abhay Dhuri, residing at Colomb shore, told Herald. Dhuri showed scribes the wide cracks developed to the over 70-year-old mud wall
house over the years in which his family still resides. “Sometimes, we feel threatened to live in such a house, but have no other option. The authorities hardly see any urgency to take suitable measures to avoid further land erosion by the rampaging sea,” he said. Dhuri said altogether 10 other houses in the locality are also threatened at Colomb. “I have been knocking the doors of government authorities at different point of time since 1998, but to no avail,” he said. “Initially, the then Mamlatdar, thought my demand was unrea-
sonable and kept quiet, but the subsequent taluka’s administrative heads, sometimes invoking disaster management clauses after observing the threats are indeed at a profound stage, filed reports for necessary measures, but till now nothing has been materialized.” “After I met Water Resources Minister Felipe Neri Rodrigues, a year and half ago, things began to move, but the concerned departments seems to be hardly in any urgency, as fate continue to be in the hands of nature, while sea continues to take away chunks of land as the waves pound our backyard,” informed Dhuri.

Chaudi Church Parish Priest Fr Manual Fernandes celebrated the masses and in his homily appealed to the parishioners to live the life of St Anthony of Padua of the Fransciscan Order. According to a Chaudi church parishioner Natividade D’Sa, one Peter Fernandes of Ponsulem had booked June 13 to observe the feast of St Anthony’s in Chaudi church, in honour of the saint and express his thanksgiving for answering his prayers. “Incidentally, Peter who works in a gulf country could not attend the celebrations in
Goa, however his mother Remetina along with his wife and children were present and recorded the mass proceedings to be sent to Peter,” informed D’Sa. Interestingly, out of the seven parishes in Canacona, Galgibaga church is devoted to St Anthony, which too observed the saint’s feast on Sunday like other churches, but Galgibaga church traditionally celebrates the village feast in a grand way in January. Many people invoked St Anthony for recovery of lost things, both temporal and spiritual, while it is a known tradition to invoke the people’s favourite saint in the event of delay in rains.

The Janajagruti Manch Bandora (JMB) has taken a strong objection to the proposed housing project on the communidade land near Industrial Training Institute at Farmagudi-Ponda. Interestingly, a part of the communidade land has been suggested in the RP 2021 to be kept as grazing land by the core committee of Bandora panchayat. The request has been already forwarded to the TCP. It may be recalled that villagers during Bandora panchayat gram sabha had objected to the proposed housing project. JMB member Govind Gaude said a private contractor without any permission from the authorities has undertaken road construction through a government property and the works are being executed during holidays. “We have obtained information under RTI Act through the ITI Farmagudi, as the road is being constructed through ITI land. To our surprise, the infor-
mation does not mention of giving any permission for road construction,” said Gaude. “Some private party is misusing the government property and authorities are least bothered. The contractor is doing the work during weekends and no one knows who is doing the work,” added Gaude. “Though no details are available on the contractor undertaking the roadwork, it is clear that the road is only for the housing project,” claimed Gaude. He further said only Dhangar family resides in the area and the road could have ended near their residences. “Dhangar families have not demanded the road and neither does it ends at their residences. It is a clear indication that it is for the mega residential project on the communidade land. We have opposed and will continue to do so,” stated Gaude. Ragi Patil from the Dhangar community claimed that the road contractor forcibly destroyed the well, which was built for Ganesh immersion.
“There was a well built by the panhayat to immerse Ganesh replica. It has been covered with mud to make way for the road. The small portion of the road passes through the private property. We are living here since last so many years and the land owner forcibly demolished the temporary compound wall and later one contractor begun with road work. We have six families living here,” said Patil of Farmagudi. Bandora Sarpanch Damodar Naik claimed that no NOC has been granted to any such work at Farmagudi and that the panchayat has forwarded the suggestion of the core committee on RP2021 to demarcate the land as grazing. “We haven’t given any permission to construct road at Farmagudi. The area, where people allege a housing project will come up, has been suggested to be demarcated as a grazing land,” said the sarpanch. “The suggestion of the core committee has been sent to the TCP to be included in the RP 2021,” added Naik. The JMB has urged authorities to look into the matter at the earliest and not to allow any work until the RP 2021 is finalized. Manch has also warned the investors, who wish to purchase property in the area that the work is illegally executed and their investment will be of no use. “I urge authorities not to allow any permission for work in the area till RP 2021 is finalized. If any one wants to buy property, they should do at their own risk and not to blame the villagers later,” warned Govind Gaude.

Fr Gabriel Lobo (87), the founder of St Xavier’s High School, here, and one of the first generation priests, who hailed from Aldona, died at Clergy Home, Dharwad, on Monday. Fr Lobo was one of the most respected priests in the Diocese of Belgaum. Born on July, 12, 1922, he completed his primary school at Aldona and then did two years’ of Latin at Mapusa. He joined the Seminary at Rachol and prepared himself for the priesthood for the next 10 years. Fr Lobo was ordained on January 12, 1947, by Valerian Cardinal Gracias who was then Auxiliary Bishop of Bombay. He was appointed to the Diocese of Belgaum, where he worked

The Corlim Citizen Civic and Consumer Forum (CCCCF) have decided to meet PWD Minister Churchill Alemao and the two Lok Sabha MPs in a bid to save houses likely to be demolished due to the proposed roadwidening of the NH4A highway from Panjim to Ponda via Corlim. CCCCF members feared that 40 houses would be demolished as land is being demarcated for the NH4A highway. In a bid to save these houses, CCCCF members have suggested that authorities should instead divert the highway from Old Goa through the fields of Carambolim and Corlim, before connecting it to-
wards the highway at the Banstarim Bridge. They also feared that the busy highway could disrupt the peace and tranquility in the village. “The forum is worried about the number of houses that would be demolished for the highway and w would like to meet PWD Minister Churchill Alemao as well as North Goa MP Shripad Naik and South Goa MP Francisco Sardinha in this regard,” said CCCCF Secretary Baptist Pereira. “Our forum has even asked the Corlim panchayat to convene a special Gram Sabha on the issue. Bishop of Belgaum Diocese Rev Peter Machado who is at present in Germany has expressed deep sorrow on the death of Fr Gabriel Lobo. “The Diocese of Belgaum has lost one of the most committed priests. He was always faithful to any mission he was entrusted with,” Bishop Machado said in his message. The mortal remains of Fr Lobo will be brought to Belgaum on Wednesday at 12 noon at Fatima Cathedral, Belgaum. Karwar Bishop Derek Fernandes accompanied by Fr Lucio Mascarenhas, Vicar General of Belgaum will be preside over Eucharistic services that will be held at Fatima Cathedral on Wednesday at 3.30 pm, followed by the burial at the European Cemetery. A large number of priests from Belgaum, Karwar, Goa, Sindhurg and other places are expected to attend the funeral services.

CALANGUTE (HC): A 25-year-old native of Anna Nagar-Chennai was rescued from drowning by lifeguards of Dristhi Surf Life Team off Baga coast on Sunday. According to Dristhi reports, P Bhupati Muthunathan was swimming in a ‘no-swim’ zone when he was pulled in by a rip current. Drishti Captain Sagar Gaonkar, who noticed Muthunathan struggling in the waters, alerted lifeguards Shekhar Kamat and Vitthal Chorlekar. Lifeguards Shekhar and Vithal swam to his rescue and were later joined in by lifeguards Vitthal Matnekar and Gautam Kalangutkar. They securely brought Muthunathan to the shores.

Over 100 Indians stranded in the violence-hit Southern Kyrgyz towns of Osh and Jalal-Abad have been evacuated to capital Bishkek as the death toll in five days of ethnic clashes climbed to 124. “All the Indian nationals stranded in the southern Kyrgyz towns of Osh and Jalal-Abad were safely evacuated last night by air to Bishkek. They are expected to return to India over the next few days. Flights out of Bishkek are operating normally,� a statement by the Ministry of External Affairs said here today. It said the airlift of the Indian citizens was arranged by the Embassy of India in Bishkek with the active cooperation and support of the Kyrgyz authorities. According to Kyrgyz officials, 124 people have died and as many as 1,685 people injured in the clashes since last week. However, ethnic Uzbeks alleged that many more have been killed and accused government forces of helping Kyrgyz mobs in their deadly rampage.

The municipality authorities also served show cause notices to three accounts assistants seeking an explanation for this lapse, the sources said. Meanwhile the opposition ward councillors of the municipality have demanded through probe into the functioning of BJD-led municipality and action against the errant officials.
Two killed in accident PTI AURANGABAD (Bihar), June 15
Two persons were killed and 15 others injured, six of them seriously, when amini-bus in which they were travelling overturned on Daudnagar-Goh road in Aurangabad district today, police said. The mishap took place as the driver lost control of the minibus which overturned in a ditch. Two persons died on the spot, while 15 others sustained injuries, they said, adding the injured were rushedto a hospital where the condition of six of them was stated to be critical. Police has seized the vehicle.
Dalit girls go missing PTI MUZAFFARNAGAR, JUNE 15
Two Dalit sisters, one of them a rape victim, have gone missing from Balheri village in the district, police said here today. The two girls aged between 10-13 years went to the fields yesterday and did not return following which their father Brahampal filed a complaint with the police. One of the girls was allegedly raped by an old man Shobharam on June 5 at the village. Later the accused had committed suicide.

Hospicio horrors
T
he Hospicio is used to being in the news time and again, usually for the wrong reasons. The latest episode is one in which the relatives of 24-year-old Matrubia Shaikh – who was stabbed to death on Sunday evening in broad daylight near the Margao’s Old Bus stand by one Abhijit Patil in a case of an unfulfilled one-sided attraction – could not get custody of her body on Monday because the hospital simply had no senior medico-legal surgeon to conduct the mandatory postmortem examination. The problem was compounded after the medical officer drafted by the government to the Hospicio mortuary declined to perform the autopsy, on grounds that it was a murder case and the post-mortem must be performed by a senior doctor. The girl’s relatives said that they were called to the hospital at 9.30 am today to take possession of the girl’s body, but the post-mortem did not take place even by 11.30 am. To compound matters, there was no senior medico-legal surgeon on duty. That was when the Hospicio medical superintendent instructed the medical officer on duty – who declined to do it herself because she did not have the necessary seniority – to transport the girl’s body to the Goa Medical College and Hospital mortuary at Bambolim, where the post-mortem could be done. Already in shock over Matrubia’s murder, the relatives had to endure endless red tape and unnecessary delays to hold her funeral. Understandably, the relatives were furious. They were anxious to take possession of the body to perform the final rites in the evening. Their haste was perfectly in order. In Muslim tradition, the deceased must be buried as soon as possible after death. The religion advocates against embalming or otherwise disturbing the body of the deceased. Post-mortems may be performed if necessary, but should be done with utmost respect for the dead person. The Hospicio superintendent ought to have made adequate arrangements for carrying out the post-mortem on the girl’s body, since the doctor who was duty it is to do the autopsies at Hospicio was on leave. If that was not possible, he should have informed the relatives, so that they could arrange the funeral accordingly. Last but not least, what is the use of appointing a substitute doctor who is not qualified to carry out post mortems in medico-legal cases? Matrubia’s brutal murder also brings up questions about what business organisations are doing to protect their women employees. As Bailancho Ekvott chief Auda Viegas has pointed out, the victim and the assailant both worked in a luxury hotel in Margao, and the girl was being constantly subject to the boy’s unwelcome attentions. This is tantamount to sexual harassment. All institutions – whether they are government or private entities – are required by a Supreme Court directive to set up a committee to look into cases of sexual harassment at the workplace. If the employers had set up such a committee and informed employees that any sexual harassment complaints could be directed to it, this murder might never have taken place. It is time the Labour Department ensures that these ‘Vishaka Committees’ are set up in all organisations, so that Matrubia’s unfortunate death does not go in vain.

he Congress is going into all sorts of contortions trying to explain Union Carbide Chairman Warren Anderson’s mysterious release after his arrest in Bhopal. The latest, of course, is Union Finance Minister Pranab Mukherjee’s contention that the then Madhya Pradesh Chief Minister Arjun Singh’s office was compelled to release Anderson to avoid a “law and order situation”. Really? What kind of “law and order situation” could have emerged when Anderson was in jail? Even if one concedes that it was “necessary” to fly him on the chief minister’s plane to New Delhi, who allowed Anderson to fly out of the country? Mr Mukherjee will only get his party into deeper trouble with such half-witted explanations.
Sanquelim blunder Praxy Fernandes, Sanquelim Recently, I came across a lot of errors on a birth certificate issued to a family member by the Sanquelim Municipality. On enquiry, I was told that the birth and death registers were damaged by rain and flooding in the municipality office. Subsequently, the registers were re-recorded without the public being consulted or told. igration is all about movement of people from one place on Planet Earth, to another location on the same Planet, be it to stay temporarily or permanently. According to the United Nation Charter, the freedom of movement is a fundamental right of men who are the citizens of this Planet Earth. Rightly, Migration is from one Planet to another Planet, as man going from the Earth to the Moon. However, Man is not a permanent resident of the Planet Earth, since we have to leave the Earth and go to the place we have come from. The point is that, we are all emigrants here on Earth as much as we are also tenants on Earth and not its Owners. And for this reason, we have to leave everything behind and leave this Earth when the time comes. We can claim a Right on Earth but never the Ownership. Actually, according to man made laws and rules, it is only the Right which is transferable. The Creator of the Universe and Planet Earth is the Owner, and his Ownership is non transferable. This point is of considerable importance whilst framing the laws, rules and regulation within the nation as well as by and between the nations. This has to be understood by the leaders of the States, the nation and world forums such as the United Nations. The so called man made migration from one State to another State and from one Nation to another Nation divides the Generation. And when the Generation is divided, the Family too gets divided. The family which lives together stay together. The Family is part of a Community and a generation grows on the love of its family and its community. Marriages which take place within a community have a very healthy growth and the fruits (the Children) grow in a healthy loving atmosphere. When Migration take place, its hurts the family as well as the community. There is no doubt that the foreign remittance does help the family and community to meet its material needs. However, the division in the family and community does more emotional and mental damage to the members of the family, whether those who live in the original place or for the one who has migrated to another place. And this damage passes on to the Community or Society, as different people of different cultures try to live together as best as they can. However, the relationship by and be-

Govt of cheats Loren Fernandes, Nagoa Joaquim Correia Afonso’s Opinionated column ‘Stop squealing, start roaring’ (Herald, 9 June) is absolutely right. The government is unnecessarily forcing us to part with our meagre and precious land. Last time, the government acquired thousands of sq metres of land for the bypass in Nagoa-Verna, and paid just Rs30 per sq metre. Isn’t that daylight robbery? The Congress government is only fooling and cheating people. Let our highway be only 30 metres. The Kerala politicians care for their people, but Goan politicians fool their voters. Next time, we will oppose tooth and nail any further land grabbing, unless the government compensates us with land nearby.
Youngster’s murder Fatima Sardinha, Margao A beautiful young girl, desperate and confused at the way life was treating her and trying to fight the devil of her choice, succumbed to Ratol paste. Another young female life was lost in a cold-blooded murder by a jilted lover. Hats off to the public who did not let the culprit escape. The women’s activists who fought tooth and nail to do justice to Nadia’s soul, should not rest till the accused gets the right penalty in this case too. I hope it will not be a case like Mahanand’s, where there was ‘lack of evidence’.

How do we welcome them? We need to do much more to encourage our people to only migrate temporarily and discourage them from permanent migration. Do we have good laws for this purpose? Do we have good Counsellors for this purpose. Do we have enough Counsellors to attend to the divided families for which the nouveau riche (new rich) would pay to cope with the stress of migration? Migration creates much stress on the divided family, the society or community, the state and the nation. As far as the State and Nation is concerned, the effect of temporary migration or emigration, leads to permanent migration and emigration.
The development activities within the States must be spread according to the size of the population in order to generate employment in a sustainable manner and to give equal opportunities to the members of the families. Migration and emigration must be controlled only for the purpose of serving the need of development in respective areas and it should be temporary till a local substitute is trained and placed accordingly. If we negotiate well, it is possible to put this principle in place between States and Nations. And this will be possible if we are sensitive to the needs of the family, Community or Society as a whole. If not, the States and Nations will go through turmoil leading to violence, racial attacks, drunkenness, drug edicts, sexual perversion, corruption, break-up of families, theft, murders, rapes, internal armed revolt, mentally ill people, a lawless State and a lawless Nation. It is a threat to our internal security. There cannot be peace unless there is peace within a man. And a man cannot live without a family and his community. On one hand the State and nation is earning foreign remittance and on the other, the state expenditure doubles up to cope with the stress of migration and emigration. Without migration, there cannot be emigration and without emigration, there cannot be migration. It is a head long division in the name of a better life. And in fact, there is no better life, only better opportunities which in the end bring individual misery, loneliness and isolation which affect the Community and the State. It leads to a confused State and confused nation. The Unity fails. A divide nation or state cannot stand on its own, for the enemy will exploit our state and nation. A divide family or community cannot stand on its own, for the enemy will exploit it. In India we say: United We Stand, Divided We Fall. Please do not encourage permanent migration. Even the temporary ones must be controlled by way of planned development in all sectors of the economy. Churchill’s hypocricy Julius Carvalho, Dubai Churchill Alemao’s denial – that he never said that Goans were ‘squealing like pigs’ – is expected. Every time he is caught on the wrong foot, he denies it and hypothetically offers to resign. On many occasions, he has said that Rajiv Gandhi made Konkani the official language of Goa. But Goans across world are aware that the Congress government of Rajiv Gandhi and former CM Pratapsingh Rane were responsible for the death of seven Goans during the language agitation. Now he is reminding Goans about the ‘sacrifice’ he and his kin made during the language agitation. Will Churchill now deny that he ever said that Rajiv Gandhi made Konkani Goa’s official language of Goa, and that it was Goans who fought on the roads to make Konkani the official language? Churchill should remember that Goa is not his football club, where he struggles to triumph by recruiting non-Goans. Also, mega-housing projects are not development projects for Goa and Goans. Rather, they will one day make Goans to struggle find a fellow Goan in the neighbourhood. said that the UPA government increases prices only when it is unavoidable and to the minimum extent possible. How can he say this with a straight face; in the regime of UPA-2, prices of almost everything have gone up! Does it not show that the UPA-2 government is unable to govern?

I can see the good and appreciate it, but the bad (particularly the level of corruption) is just too hard to swallow. The commitment to the so-called ‘Aam Admi‘ that the CM talks about is nothing but a joke. Please Mr CM, you better vacate your seat or clean up your act!
Incomplete Colva ground Efigenio Dias, Colva The Government of Goa under No: 22/25/2005-RD, Revenue Department dated 6 October 2005, published a notification for land acquisition at Colva to build a multipurpose ground opposite Colva Church. Later on, the government laid the founda-
tion stone. The project did not materialise; the government has done nothing for the public. The ground is especially for students, who are our future pillars, to carry out sports, recreation and extracurricular activities. It is also required for parking of vehicles and for social activities, surrounded as it is by the church, cemetery, Infant Jesus High School, Government Primary School, village panchayat office, bank etc. The area is adjacent to a busy junction, and the government must solve this problem urgently to avoid congestion and accidents, as well as hardships to villagers and students.

In response, the cops asked the Candolim Church to hire security to prevent theft of relics and statues. Tomorrow, will the police ask each individual home to employ security guards to ensure its safety? If the police and government cannot even curb desecration and robberies of temples, churches, etc, how can they fight terrorism and the drug mafia?
Murder, not suicide John Fernandes, Margao Dr Oscar Rebello seems to overrule murder as the cause of Nadia Torrado’s death on the grounds that huge sums of money were spent on her hospitalisation (‘The curious case of Nadia Torrado’, Herald, 11 June). Yes, Rs45 lakh is a huge sum for most people, but it’s a pittance for politicians who spend crores gambling. Dr Oscar should also know that shifting critical patients from one doctor to another or from one hospital to another can be fatal. I personally think that some so-called suicides in India are actually murders. I also think that destruction of evidence is as serious as the crime itself.

W
e had our chance when the RP 2011 was scrapped and all panchayats were brought into the picture together with gram sabhas. Each and every citizen was sought to be involved with individual questionnaire to fill, local area sub committees formed etc. GBA provided technical support where government authorities were incompetent or failed, old records updated and people came together. But they could not build on this good start, work together for follow up and most importantly stay together. Panchayats being the most corrupt organizations with politicians having their fingers into every pie, the outcome was inevitable. Still, it did shake up the laid back Goans and there is sporadic rebellion and social activism being ridiculed as: now they oppose every development. They are only asking development for whom, sustainable development to stop environmental degradation, and not overload our infrastructure with policies to the detriment of our citizens. Our government has recently celebrated 3 years of unstable, infighting, self preserving governance which by some of their policies have done dangerous permanent damage to Goa and goans. This they celebrated by releasing a book with great fanfare titled Golden Glow. The price of gold has sky-rocketed and we can all surmise where the glow has gone! The blatant politics of corruption to stay in power is no secret, right from the Central government to our very own netas. The rise in corruption is inversely proportional to good governance. Those in seats of authority have revealed privately at at talk shows that people come to them willing to pay any bribe to get their work done. The System is such that maybe due to unacceptable delay an honest person is thereby forced to become a bribe giver. Regrettably it is mostly in order to get the rules bent or by passed or do illegal things This malaise affects the country’s political system as a whole. We have a warped system with all sorts of hypocrisies of nepotism, of cast and creed and a sick society which permits political parties to get elected “winnable” candidates. Also an agonizing legal system that permits a State government under section 321 of the Criminal Procedure Code, to withdraw cases/ forgive crimes if thereby they can continue to stay in power. Our System and legal procedures are after 26 years, now starkly enfolding in the handling of the Bhopal Gas tragedy! It is admitted by Supreme Court Justices and eminent professionals, that every government and the whole system have let the country and its people down to grave injustice. Our System permits professional politicians to remain in power, carry on their nefarious deeds with impunity and protect those who help them. They have learnt the art of criminalization and vote bank politics so they can control or influence all the Estates of Democracy, namely the Executive, the Legislature, the Judiciary and the Press/media. We have crorepati politicians from the scheduled castes and dalits. No one dares to prosecute and jail them even after ample evidence. The CBI has for example told the Supreme Court about Mayawati’s massive wealth and scams, and in fact much of it available in a remarkable biography written by Ajoy Bose titled “BEHNJI”.The CBI list filed in 2003 reported Rs36.5 million in one bank and Rs2.345 million in another. This in addition to fixed assets and jewelry. All that was supposedly contributed by workers and citizens! This is public money, unaccounted for in receipts and misused for self aggrandizement and private purposes like mansions, farm houses on vast lands, riches distributed to relatives The UPA is still in power and the CBI has stopped breathing down her neck. The RTI Activist Arvind Kerjiwal has started a Mohalla Sabha system that is showing positive results in Bihar and Harayana. A meeting with the Lieut Governor paid off and Delhi government authorities were sent a circular to be present or send their representatives when called to the Sabha! In Mumbai Mohallas have been successful in preventing communal flare-ups. People have small problems relating to cleanliness, law and order, pension, illegal parking, LPG supply, ration card etc which can be easily solved. If in a Mohalla Sabha, every member of the ward takes action against errant officials and stalls their salaries with disciplinary action, implementation will be prompt. This has to be a people’s movement which will change present party politics to people politics. The problem is volunteers and training the right people to conduct a Mohalla, for he can make or break the Sabha. A lot of coordination and effort is involved. The road is not easy and Kerjiwal says the goal is eventually making RTI an instrument for follow up action. Considering our RP 2021 experience, besides being able to influence good people /get parties to put up good candidates, and get them elected, there appears to be no other way than for people to get involved together, more importantly stay together no matter what and work together on issues they agree upon, even though they may go their own way on other issues. Principal sorry for caning school boy PTI KOLKATA, JUNE 15
Facing flak, the principal of the prestigious school La Martiniere for Boys today apologised for caning a 13-year-old student, who allegedly committed suicide. “It was a mistake. I have apologised to the school board and for this I am ready to face the consequences," Principal Sunirmal Chakravarthy said. He, however, said the caning should not be linked to the death of the class VIII student Rouvanjit Rawla on February 12. “I think it is stretching it a bit too far,” he said. But, Ajay Rawla, father of the boy, said he had not received any apology and did not know if the principal had apologised to the board. “But I am glad that teachers are willing to behave themselves,” he said. Rawla said, “If kids are going to benefit for not getting beaten and humiliated and victimised, I think we have achieved a lot.” At the same time, he said, “I have no reason to see, to believe that this man (the principal) has
any remorse. I have never any apology from him.” Denying allegations that the boy was caned so hard that the stick broke on his back, Chakravarthy said he had given Rouvanjit two “mild strokes.” “It is a horrendous and outrageous lie to say that the cane broke into several pieces. It's a figment of whose imagination I don't know,” he said. Rouvanjit was caned in the school four days before his death. He got the caning along with two other boys for playing truant, he said. Chakravarthy said Rouvanjit had been hauled up for bursting stink bombs in the classroom. He was issued a note and had been asked to bring his father to school. The principal also claimed that caning was not rampant at La Martiniere and was only resorted to rarely. “They (students) are never caned with the intention to hurt. If there is a need to punish, it is to be done while being fair and compassionate.”

The Supreme Court today stayed the interim orders of Karnataka High Court judge, Justice D V Shylendra Kumar, questioning the administrative decisions of Chief Justice P D Dinakaran, who is facing corruption and land grab charges. “Under the facts and circumstances of the case, we feel it fit to stay the interim orders passed by the division bench (headed by Shylendra Kumar)," a vacation bench comprising Justices Deepak Verma and K S Radhakrishnan said. The apex court said that the directions passed by the bench headed by Justice Shylendra Kumar was in complete defiance of the guidelines laid down by it. It said that though the chief justice is not taking judicial matters but for all other practical
purposes, he is the chief justice and this is his exclusive prerogative to take administrative decisions including the composition of benches, rosters and allocation of work to the judges. It said since the matter pertains to judicial discipline, it was referring it to the chief justice of India. The bench asked the apex court registry to convey its order to the registrar of the Karnataka High Court through telephone and fax. The apex court was hearing a petition filed by the Karnataka High Court in which it had complained that Justice Kumar has allegedly “berated” Justice Dinakaran by using “intemperate” language. Justice Dinakaran, whose transfer to another High Court has been recommended by the Supreme Court collegium in the
wake of corruption and land grab charges against him, has been a target of Justice Kumar ever since, according to legal sources. The petition has also sought quashing of some orders passed by a bench led by Justice Kumar, who had in the past attacked Justice Dinakaran in his blogs. In the petition filed by the High Court, it has been alleged that while hearing a tax/customs matter, a division bench of Justices Kumar and N Ananda, questioned the administrative decisions taken by Justice Dinakaran and sought information from the registrar general about the roster of the judges and allocation of work to judges of t h e p r i n c i p a l a n d c i rc u i t benches. The apex court, while staying the orders, said it will not preclude the High Court division bench from hearing the matters
on merit. “In fact, we are of concerned opinion that it would be inappropriate for any bench that any judicial matter be discussed in extra judicial manner," Justices Verma and Radhakrishnan said. The apex court said that while hearing the tax and custom matter, the bench headed by Justice Kumar had not adhered to the guidelines laid down by it as to how the judges are required to conduct themselves while dealing with judicial matters. The court also issued notice to the concerned parties and posted the matter for further hearing in July. The High Court, in its petition, alleged that the bench headed by Justice Kumar was using "intemperate" language against Justice Dinakaran for publicity and even “orally threatened to initiate contempt proceedings” against the registry
if it would not comply with it orders. The bench had questioned the decision of the chief justice to not list the tax matter on a particular date before the circuit bench at Dharwar where Justice Kumar was presiding it. The chief justice had taken a decision that the matter would be heard later when the matter returns to the principal bench. In the petition, the High Court had said, "The division bench has thereafter been summoning records, orders and notifications issued by the Chief Justice of Karnataka High Court with a view to sit in appeal over the same”. "That apart, they have been berating the chief justice in the open court in intemperate language with a view to ensure that the same is printed in the news media,” it had said.

In the latest issue of scientific journal 'Current Science', Vikramaditya Yadav, a technologist with the Massachusetts Institute of Technology, USA and Ganapati Yadav, Vice-Chancellor of Institute of Chemical Technology, Mumbai have said that, “Resuscitating the Indian higher education system necessitates considerable ingenuity and prudence on the part of its administrators and planners...to stimulate wider discussion and introspection within Indian academic and government circles.” The title of the article was 'Fuelling the Indian economic engine by re-tooling Indian technology education.' The current system of technical education has failed to give solutions to many of the country's major problems like drink-

His credentials as a filmmaker are well established and he is on the wish list of top Bollywood stars, but Mani Ratnam still feels like a newcomer before the release of his each film. The Tamil director is awaiting the release of his bilingual film 'Raavan' this Friday. “I am not worried about the craze and expectations from others. I just want to get the film right and do as good as I can. I feel as pressurised as a beginner before every release,” Ratnam told PTI. The 54-year-old director, who made films like Roja, Dil Se, Bombay'and Guru , which garnered both critical acclaim and box office success said that he often turns to his writers and actors for help while making a film in Hindi. “I trust the writer when he says something will not sound right in Hindi. I ask him how would it sound right. I trust the actor and discuss it with him. So we discover many things together,” said Ratnam. The director, fondly called Mani sir, feels that making a film in Hindi is a liberating experience because he lets go of the control. “In Tamil, I hold more reins and control while in Hindi, I trust the other persons more so it becomes a liberating experience,’ said the filmmaker.
Ratnam described making Raavan' which stars Abhishek Bachchan, Aishwarya Rai and Vikram, in Hindi and Tamil simultaneously as a “huge task”. “I am an instinctive filmmaker and the challenge is not to let go totally the instinct while directing a scene in two different languages. Once you finish a shot you can't move on to the next shot immediately. The tempo just changes,” he said. Ratnam, who has given Abhishek Bachchan hits like Yuva and Guru, does not think that the upswing in the actor's career is due to him. “I have not done anything drastic for Abhishek. I justmade him play a character which is close to him. Since Yuva, Abhishek has grown as an actor by leaps and bounds,” he said. “As a filmmaker you are selfish, you want what is right for your film. If I think Abhishek can do a role well and if he is equally interested, then we do it together. It is simple.”
Ratnam said in all the three films he has done with Abhishek so far, he had given the actor drastically different characters and each time he has delivered. “He has done something which we did not know how to do, but we managed and he was able to get across the gist of the character on screen. Abhishek is great to work with and he has been able to convert the film into a fine product. But unless we find something new we will not work,” the director added. According to Ratnam, “Raavan'as compared to Guru and Yuva was larger than life and needed bigger portrayal and flamboyance and Abhishek managed to shed his inhibitions to portray the character convincingly. The director wanted to cast Abhishek in Tamil version as Dev. “But, Abhishek would have to learn the language first and I would have still been shooting,” he laughed. However, he is happy with Aishwarya's progress in Tamil. “Her Tamil is as good as my Hindi. But, she understands the language and picks up the dialogues fast,” Ratnam said adding that the actress's formal training in Tamil started when she debuted with his 1997 Tamil movie Iruvar' The perfectionist that Ratnam is, he does not like to look
back on his previous movies because he sees “only mistakes.” The veteran filmmaker believes that cinema is an extension of story telling and he likes to narrate his stories in a language that the audience understand. “I don't believe in being different for the sake of being different,” he said, adding that all his films deal with different facets of relationships. “Every film cannot have the same element. The idea of Raavan struck while I was shooting the last schedule of 'Guru'. I even discussed the concept with Aishwarya,” he said. Ratnam said he had high regards for Oscar-winner A R Rahman, who has been a permanent fixture in all his movies. In fact, it was Ratnam's Roja that first introduced Rahman to Hindi audience. “He wants to do something new and experiment. He leaves away safety and does not want to concentrate on commercially hit songs,” Ratnam said. This time, the director is introducing Tamil superstar Vikram to Indian audience through his film. "Why not... he brings freshness to the script.” Incidentally, Ratnam has yet not decided on his next project after Raavan. “I have two three ideas in mind. Nothing has been finalised,” he said.

Iran today rejected as ''illogical and wrong'' the European Union's plans for tighter sanctions against the Islamic state over its disputed nuclear activities, which the West fears is a cover to build bombs. Moving beyond a fourth round of UN sanctions imposed on Iran last week, the EU will push ahead with plans for tighter sanctions against Iran on Thursday, including measures to stem investment in the energy sector, a draft obtained by Reuters showed. European Union foreign ministers, who are responsible for agreeing a bloc-wide position ahead of an EU summit on Thursday, signed off on a statement yesterday that goes substantially beyond the fourth round of UN sanctions. Iran has repeatedly shrugged off the impact of international sanctions, but analysts say the new measures could be more painful for the major oil producer because they target Iran's energy sector. ''The carrot and stick policy of the EU is wrong and illogical because such measures would not resolve the issue (Iran's nuclear row with the West),'' Foreign Ministry spokesman Ramin Mehmanparast told a weekly
news conference. The EU sanctions will target Iran's ''key sectors of the gas and oil industry'', trade, including dual-use items, banking and insurance and Iran's transport sector, including shipping and air cargo. The US Congress is also drawing up its own set of additional measures against Iran. Iran, the world's fifth largest crude oil exporter, has so far refused to suspend its sensitive nuclear work, as demanded by the UN Security Council, and said the new resolution will not stop its uranium enrichment work. ''Sanctions will not stop Iran's nuclear work. Sanctions will make us more decisive to become self-sufficient,'' Mehmanparast said. ''UNSTABLE BEHAVIOUR'' Iran sits on 11 percent of the world's oil reserves and has the second largest gas reserves. Sanctions imposed since the Islamic Revolution in 1979 have limited Iran's ability to develop its energy sector, including its refining capability. Iran says it needs around 25 billion dollar a year in oil and gas industry investment and could turn into an importer of oil because of the lack of such funds. But UN and US sanctions are deterring energy companies, especially Western ones. President Mahmoud Ahmadinejad, who said the UN sanctions were like a ''used handkerchief'', criticised today the ''unstable behaviour'' of foreign companies over investment in Iran's energy sector. ''Big powers want to impose their will on other nations ... we do not need financial support of these countries,'' Ahmadinejad said, according to state television. The Islamic state has increasingly turned to Asian firms that are less susceptible to Western political pressure. But they often lack the technology to implement oil and gas projects. The EU measures are likely to put strong financial pressure on Iran. Sweden, Cyprus, Spain were believed to be opposed to any EU measures that go beyond the UN sanctions and Germany was said to have concerns about targeting Iran's oil and gas sector, where it has large investments.

The United States should employ more aggressive sticks and carrots to try to persuade North Korea to give up its nuclear programs, according to an independent US think tank report released today. The Council on Foreign Relations report criticized US President Barack Obama's approach as a ''halfhearted'' effort to roll back North Korea's nuclear capabilities and suggested it may amount to U.S. acquiescence in Pyongyang's atomic status. The study, carried out by an independent task force of 23 members including Democrats and Republicans, proposed a more muscular approach toward the secretive, communist state, which carried out nuclear tests in 2006 and 2009. Washington has struggled to convince Pyongyang to resume multi-party talks to end its nuclear ambitions. The March sinking of a South Korean warship that killed 46 sailors and which the South blamed on the North complicated matters. ''The Task Force recommends a denuclearization strategy that includes elements of both coercion and diplomacy,'' said the report, written by former civilian and military officials with direct experience crafting US policy toward North Korea. The group identified four US options: acquiescing in North Korea's nuclear capability; imposing regime change; managing the threat by containing North Korea's proliferation of nuclear material and expertise and its missile development; and actively trying to roll back its nuclear capability. The group rejected the first two options and suggested that managing the threat -- which it described as coming closest to Obama's current strategy -would not solve the problem. Instead, it argued for actively
trying to reverse North Korea's nuclear capability. The group proposed tackling the issues in the following order: preventing North Korean nuclear proliferation; keeping it from mating a warhead to a missile; denuclearization; contingency planning for possible instability; promoting wider engagement with North Koreans and improving their daily lives. 'ROLLBACK VERY UNLIKELY' Among its specific recommendations are: -- greater vigilance to prevent North Korea's transfer of nuclear weapons technology or fissile material to others; -- warning Pyongyang that such proliferation, or even an unexplained transfer of nuclear materials to non-state actors, could invite direct US retaliation against North Korea; -- tightening export controls to prevent North Korea from importing items with dual civilian and military uses; -- strictly enforcing UN Security Council resolutions to limit North Korean exports of nuclear and missile technology; -- testing North Korea's willingness to open bilateral talks on a missile testing moratorium by authorizing such talks between senior US and North Korean officials; -- pursuing diplomatic engagement backed by coordinated pressure by North Korea's neighbors; -- offering Pyongyang inducements, including energy and economic aid and improved US-North Korean relations. The report included dissenting views by task force members, including former State Department official Stanley Roth, who argued that ''rollback'' was not the best policy prescription. ''The loss of leverage after the North exploded two nuclear devices, plus the unwillingness of some regional players to endorse and, more importantly, enforce tough sanctions, makes rollback very unlikely to be viable,'' Roth wrote.

We strongly feel that wherever possible, the highway should be 60 meters to cater to the future. If possible, there should be a six-lane, if not possible then the highway ought to be four-lane. Only in areas where there’s no scope for expansion, the width can be restricted to 30 meters”, he added. The Chairman of the Estimates Committee said the Committee is not the sanctioning authority, but can only make recommendations. “The Committee will make the recommendations to the Lok Sabha on all these issues”, he added. On the expansion of the Mormugao Port, he said the Committee discussed over the issue, how to make MPT lucrative and have better facilities. “There was lot of resentment because the highway was not connected to the port. We tried to break even. I feel there will be a solution to the problems facing the MPT and things will improve after the highway is connected to the port”, he added. When newsmen drew Sardinha’s attention to the claim made by MPT over all waters, including rivers, Sardinha said the Goa government is trying to change the jurisdiction of the port over the rivers and waters. When asked over concerns expressed by various quarters in Mormugao over MPT’s expansion plans, including the Khariawadda fishing jetty, Sardinha said the committee received representations from many quarters, adding that recommendations will be made to the concerned Ministries to address the grievances and problems.

With regard to supply of textbooks to students from Std I to VIII, SCERT Director Nagaraj G Honnekeri stated that 55% of the 85 titles have been received. “We have handed the books to the respective area educational authorities. The balance titles will reach by June end. As per the contract entered with the printer, we were supposed to supply the books by May 31, 2010. There is a delay on their part to supply the books,” said Honnekeri. “However, there is no need for students to panic. As these books are being supplied free of cost, the students can borrow these books from their senior students who have been promoted to the higher standard,” added Honnekeri. Honnekeri further said for the last three years, printing of books of Std I to XII was being looked after by Goa Board of Secondary and Higher Secondary Education. “From this year onwards, the Government has entrusted the task of printing books of Std I to VIII to SCERT. Next year, SCERT will ensure that the books are made available to students on time,” assured Honnekeri. When asked about objections raised by Hindu Jagruti Samiti in regard to certain chapters in the History book, Honnekeri said no chapter can be deleted from the books of NCERT. “If required, additions can be made in those books. SCERT has added the chapter of Goan History in the book prescribed for Std VII,” said Honnekeri.

A top UN official will visit Sri Lanka tomorrow to take stock of the political reconciliation process and human rights situation in the country, amid a row over Colombo's rights record, particularly during the last phase of the ethnic conflict last May. During his two-day visit from June 16, B. Lynn Pascoe, Under-Secretary-General for Political Affairs, will discuss political reconciliation, the return and resettlement of internally displaced people, and human rights situation in the country. "The visit will focus on issues covered in the joint statement issued by the Secretary-General and President Mahinda Rajapaksa in May 2009, including political reconciliation, the return and resettlement of internally displaced people, and human rights," said Farhan Haq, associate spokesperson of UN Secretary General Ban kimoon. "Pascoe will meet President Rajapaksa, other senior government officials, representatives of opposition and minority parties, including Tamil leaders, as well as civil society and media representa-
tives," he added. For the past few months, Ban has been in the process of finding experts for an advisory panel that will counsel him on accountability issues that arise with regards to alleged human rights abuses that took place in the months leading to the government defeating the LTTE in May 2009. "Decisions on establishing the panel have already been made. The Secretary-General is moving ahead with his panel of experts," Haq said. "The United Nations has been going through a careful process of selection. The Sri Lankan Government has been informed of the Secretary-General’s plan." Colombo has, so far, rejected any demand for an international tribunal and the UN panel has not materialised. This month, the Sri Lankan government set up the 'Lessons Learnt and Reconciliation Commission' with eight members that will report back in six months. Sri Lanka's Foreign Minister G L Peiris on his first visit to the UN in May asked the Secretary General not to interfere in the internal matters of the country and allow Colombo do conduct a domestic probe.
"There is no justification legal or moral for this step to be taken at this time," Peiris told PTI last month. "Do not complicate matters by shoving you way in at this stage. It’s not going to do any good. It has the potential of doing real harm in a situation where the government of Sri Lanka against overwhelming odds is trying to move these processes forward," he added. In May, a new report by the Brussels-based International Crisis Group (IRC) accused Colombo of being responsible for the large-scale loss of civilian lives and the UN for failing to seek accountability. The UN Security Council today warned against any escalation of tension in the Korean peninsula, as South Korean investigators briefed the body over their findings into the ship-sinking episode blaming the North for it, but Pyongyang said it was being victimised. A South Korean delegation of civilian and military investigators, who probed the episode of torpedoing of its ship allegedly by North Korea, held a closed-door meeting with the Security Council to discuss their findings. Dolphin activist Ric O'Barry urged Japanese theatres today to screen Oscar-winning documentary ''The Cove,'' despite threats from groups who see its footage of dolphins being slaughtered as an affront to traditional culture. O'Barry, a former dolphin trainer who is in Japan to promote the film, told Reuters Television that the cancellations were an ''assault on democracy.'' ''This is not North Korea. It's not China and it's not Cuba. It's a democratic society. There's a very small minority of radicals who are going to theatre owners and threatening them. They don't want people to see this film,'' O'Barry said. The documentary, which shows dolphins being herded into a cove and slaughtered, has met with fierce resistance from some groups in Japan. Heavy rains triggered massive landslides in Bangladesh's coastal region of Chittagong hill tracks killing at least 40 people and flattening a number of shanties and make-shift structures. Four separate landslides struck in Cox's Bazar and Bandarban areas burying people alive and leaving scores of others missing with heavy rains hampering rescue efforts, police said. "According to our information so far, at least 40 people have been killed and a number of others are buried alive in the landslides in four places in Cox's Bazar and Bandarban", a police official at the north-eastern Chittagong port city said. He said that the dead included six army personnel, as landslides obliterated their makeshift camp on the foothills in Ukhai area of Cox's Bazar.

The government today approved disinvestment of 10 per cent each in Coal India Ltd and Hindustan Copper Ltd, as it pushes its agenda to raise Rs 40,000 crore this fiscal through stake sales in PSUs. The move, which is likely to generate about Rs 16,000 crore, was approved by the Cabinet Committee on Economic Affairs (CCEA). In Coal India Ltd (CIL), the government will offload 10 per cent of its equity through an initial public offering. Hindustan Copper Ltd (HCL) will issue fresh shares equivalent to 10 per cent of pre-issue paid up capital along with government selling 10 per cent of its stake in the firm through a follow on public offer. Home Minister P Chidambaram told reporters here that share sale, which gives 5 per cent discount to the employees of both the PSUs, is likely to happen within six months. "Disinvestment of CIL would be through book-building process in the domestic market. One per cent of the equity will be offered to the employees of CIL and its eight subsidiaries," Chidambaram said after the CCEA meeting. The government holds 100 per cent equity in the coal major, which has a total paid up capital Rs 6,316.36 crore.

Recovering from early losses, the Bombay Stock Exchange benchmark Sensex today ended 74 points up at a six-week high on fag-end buying by funds in bluechips, particularly RCom and Sterlite Industries. Rising for the fifth straight day, the 30-share barometer of the Bombay Stock Exchange ended higher by 74.66 points, or 0.43 per cent, at 17,412.83. The bellwether opened on a weak note and remained in the negative zone during the first half of trade, after sentiment across the globe was dampened on renewed concerns over the eurozone debt crisis after Moody’s lowered Greece’s credit rating.

HCL's follow-on offer will see the firm issuing fresh shares aggregating up to 9.25 crore shares of face value of Rs 5 each, with government selling a similar quantum of shares. Shares of HCL jumped 11.15 per cent to Rs 523 on BSE during mid-day trade. Copper mining firm HCL turned profitable last fiscal and is looking to expand its operations, for which it plans to fund its Rs 4,200-crore augmentation programme. HCL plans to raise copper ore production from 3.15 million tonne per annum (mtpa) to 12 mtpa and has plans to expand capacity of its mines and projects including the Khetri mines in Rajasthan, Malanjkhand Copper Project in Madhya Pradesh and Surda mines in Jharkhand. The divestment and fresh equity issue is likely to fetch Rs 4,000 crore, half of which will go to the government, Mines Minister B K Handique had said last week.
RBI will tame inflation: FM PTI NEW DELHI, JUNE 15
As it bets on a good monsoon for food prices to ease, the government today said the RBI will consider appropriate policy actions to tighten money supply to bring down inflation. Wholesale prices-based inflation for May climbed to 10.16%, driven by costly food items that have been so since monsoon, which accounts for 80% of rains the country receives, failed last year. The weather office has forecast a near normal monsoon this year, although it has been slow to advance across the country. "Food inflation has started coming down a little bit, (but) not fully. With the expectation of good monsoon and crop, I think moderating influence will be there from the middle of July onwards," Finance Minister Pranab Mukherjee said. Food inflation stood at 16.74 per cent as of May 29, but is off the 20 per cent high seen in December last year. "So far as the monetary part is concerned, the Reserve Bank will look into it, will consider it," Mukherjee said. "Even in the last policy announcement, 25 basis points were increased... So, as and when the Reserve Bank feels appropriate steps are required to be taken to control the inflation, it will do so," he added. The Reserve Bank has raised rates twice this year to check food inflation from spreading to manufactured goods, but with inflation continuing to rise.

Post the disinvestment of 63.16 crore shares, its holding will be reduced to 90 per cent. Coal Minister Sriprakash Jaiswal had earlier said that the government could raise about Rs 10,000-12,000 crore from disinvestment in CIL. Through the IPO, one per cent of the equity will be offered to nearly four lakh employees of CIL and its eight subsidiaries a discount of 5 per cent. "The CCEA has also decided to allow 5 per cent price concession to retail investors in order to encourage greater public ownership of the public sector company," Chidambaram added. CIL is the world's largest coal producer with an output of 431.5 million tonnes (MT) last fiscal. It accounts for over 85 per cent of India's total coal production of 531.5 MT. Commenting on disinvestment of HCL, Chidambaram said there will be a fresh issue of equity to extent of 10 per cent of the pre-issued paid up capital. "In conjunction with the issue of the equity, government will also disinvest its 10 per cent pre-issued paid up capital of the company." The government has targeted to raise Rs 40,000 crore from disinvestment this fiscal. So far, divestment in Satluj Jal Vidyut Nigam fetched Rs 1,000 crore to the government. Income Tax department has sought prosecution powers in the proposed Direct Taxes Code (DTC) for taking effective action against tax evaders. The dept has also sought the power of telephonic interception in suspected cases of fraud and creation a new directorate to deal with terror and naxal funding. These suggestions were made to Finance Minister Pranab Mukherjee at a meeting of the the two-day annual conference of Chief Commissioners and Directors General of Income Tax on June 9. The department, according to sources, is of the view that it is essential that its investiga-
tion wing has effective powers in order to build watertight cases against tax evaders. At present, such prosecution powers relating to money laundering, terror financing and violation of foreign exchange laws are vested with the Enforcement Directorate (ED) and the Financial Intelligence Unit (FIU)-- both agencies under the Department of Revenue in the Finance ministry. Both the departments draw their powers from the Prevention of Money Laundering Act (PMLA) and Foreign Exchange Management Act (FEMA). The top brass of the I-T department and the Central Board of Direct Taxes (CBDT) have also collected inputs regarding the utility of such pow-
ers from their own officers who are regularly sent on deputation to these two organisations. The sources said, the department has proposed the setting up of a new directorate to exclusively deal with and prosecution of terror and naxal related funding by suspicious individuals and organisations. The proposal assumes significance as the Income Tax Act of 1961 will pave way for the DTC bringing in a slew of changes in the administration of direct taxes in the country. The Finance Minister has asked the department to prepare a comprehensive blueprint of the proposals and send them to his ministry. The department has also said that as the contribution from the direct taxes segment is growing along with the taxpayers base in the country cases of evasion need to be checked thoroughly and in "non-intrusive" ways. Direct Taxes, now the major resource provider to the Central government, have grown at an average annual rate of 24 percent in the last five years and have nearly trebled from Rs 1,32,771 crore in financial year 2004-05 to about Rs 3,78,000 crore in financial year 2009-10, increasing its share from 4.1 percent to 6.1 percent of the Gross Domestic Product (GDP).

Defending champions Sri Lanka fought jangled nerves to override Shahid Afridi’s blistering century and record an exciting 16-run win over Pakistan in the first match of the Asia Cup cricket tournament here today. Chasing 243 at the Rangiri Dambulla International Stadium, Pakistan seemed on course for a win as long as Afridi (109) was in the middle. But once Muttiah Muralitharan ended his scintillating 76-ball knock Lasith Malinga (5/34) mowed down the lower order and bundled Pakistan for 226 in 47 overs. Earlier, Sri Lanka showed great character in recovering from a poor start to make a fighting 242 for nine, thanks in main to the never-say-die Angelo Mathews (55 not out), Mahela Jayawardene (54) and Kumar Sangakkara (42). Afridi braved cramps and kept fighting but his batting colleagues completely let him down, something that could be gauged from the fact that the next best score was Umar Akmal's 30. Sachin Tendulkar may own every batting record in the book, but he has one ambition left: that of playing in the finals of the 2011 World Cup in Mumbai. The Goa U-19 team clinched a place in the second stage of Dr B.C. Roy trophy junior National football drawing 2-2 with Punjab at Salt Lake Stadium, Kolkata on Monday. Punjab were leading 2-0 at the breather. Goa topped their group with 7 points, after defeating Assam 3-1 and Uttar Pradesh 7-1, before the 2-2 draw with Punjab. The 63rd Senior National Hockey Championship will be held in Bhopal, Madhya Pradesh from July 4 to18. The Indian Hockey Federation has invited the Association for Control of Hockey in Goa (ACHG) to field the Goa team for the championship. The ACHG is in the process of selecting an 18-member squad for the State team. Goa will participate in the Nationals after a gap of over 20
years. Twenty-eight teams from State units will be divided into eight pools and compete in Phase - I. Four semi-finalists from Phase - I will qualify for Phase - II where they will join 12 directly seeded teams. Four semi-finalists from among the associate members will also qualify for Phase - II, thus taking the total participating teams to 20. INVITES SUGGESTIONS ON THE FOREIGN EDUCATIONAL INSTITUTIONS (REGULATION OF ENTRY AND OPERATIONS) BILL, 2010 The Foreign Educational Institutions (Regulation of Entry and Operations) Bill, 2010 as introduced and pending in Lok Sabha has been referred to the Department-related Parliamentary Standing Committee on Human Resource Development headed by Shri Oscar Fernandes, MP, Rajya Sabha for examination and report. 2. A number of Foreign Educational Institutions have been operating in the country and some of them may be resorting to various malpractices to allure and attract students. Due to lack of policy or regulatory regime it has been very difficult to make meaningful assessment of the operations of the foreign educational institutions which has given rise to chances of adoption of various unfair practices besides commercialization. The enactment of a legislation regulating entry and operation of all the foreign educational institutions is necessary to maintain the standards of higher education within the country as well to protect the interest of the students and in public interest. The object of the proposed legislation is to regulate entry and operation of foreign educational institutions imparting or intending to impart higher education or technical education or practice of any profession in India including award of degree, diploma and equivalent qualifications by such institutions. It empowers the Central Government to withdraw the recognition of a foreign educational institution in the event of any violation of the provisions towards maintenance of corpus fund, operational requirements and quality of programmes in India. 3. The Committee has decided to invite memoranda containing views / suggestions from individuals / organizations interested in the subject-matter of the Bill. 4. Trials of a Tiatrist
BY JANICE RODRIGUES HERALD FEATURES iatrs are an integral part of the Goan culture and are not only a form of mere entertainment but also a means of disseminating social messages. But in this world where the television sets have replaced the stages as the form of entertainment, and struggling to keep up this tradition are the tiatrists who have to rely on getting a place to perform their shows. But what do they do when they are even deprived of that right? The halls and stages have been occupied with other events and functions and this leaves the tiatrists with no stage to put up their tiatrs. Kala Academy is one of the few places, in and around the capital, that stages tiatrs on a regular basis, but under the current trends, even these halls are out of their reach. “When we want to stage a tiatr, the Kala Academy is occupied,” says tiatrist Rose Ferns. This is the common plight among the tiatrist community in Goa. “The Kala Academy used to allot the days of Sundays for tiatrists to perform, but of late they have not done so,” says Prince Jacob. “According to the earlier settlements, the Kala Academy used to follow the Quarterly Quota System; one could not book the halls on Sundays and Saturdays and we had to wait for the Quarterly Quota, but now some people book the hall even out of the quota. If they have a rule, why implement it for certain people only,” says tiatrist Mario Menezes. “From the month of July to that of the rest of the year there have been only three

bookings made, the other days are already booked by other events,” laments Jacob. “Out of the 365 days in a year, we don’t even get 65 days to perform in the auditoriums,” says Rose Ferns “Whenever we contact them for a booking, we are told that the halls are booked with some other government functions, if that is the case then where are we to perform?” was a question asked by all these tiatrists. “Another point that is not fair on the tiatrists is that we cannot book a hall at a date more than three months away, if we have to go now and book we cannot book a hall for after September,” says Rose Ferns. Rules like these can be a huge hurdle in the way of the development of the tiatrs in Goa. Using the Kala Academy as a venue for IFFI hasn’t gone down too well with the tiatr industry either. “Even after all these years, IFFI is still being held in Kala Academy and this happens at the cost of the tiatrs,” says Mario Menezes. The only option according to the tiatrists is that the government set up another hall only for the tiatrists to perform, “We have a humble request to the government to set up a theatre only for the use of the tiatrists,” says Jacob. “Setting up a hall in the capital city will ensure the future development of tiatr and give us a place to perform any time of the year,” says Menezes. “Not all tiatrists stage tiatrs for money, we also stage them for the sake of art. When we go to villages, we have to keep minimal rates, the cities and places like Kala Academy are where we can attempt to recover the costs of advertising and sets,” says Mario Menezes.

Imagine how daunting that would be and the toll it would take on you physically. Your body would cringe the entire day and even as you rested, you would feel it, to a larger extent in fact. What if the effects of this task never ended? What if it stayed with you through the night and the coming nights and didn’t leave you a single moment of breathing space? This can be an apt comparison to the task of the caregiver to an ailing family member or friend in hospital, where the physical, mental and emotional exhaustion reaches great heights. Upon her arrival back to Goa, after fifteen days of travel and holiday to the state of Mizoram, my younger sister looked seriously under the weather. “It must be the effects of travelling and maybe a little bit of the Mumbai food or water,” she said with surety, Mumbai being her temporary residence for academic purposes. For someone of her physical statue – slender, strong, healthy – it was uncommon seeing her in bed all day, with a wet towel to her forehead or in the bathroom throwing up almost everything she ate. my anxious mother was considering pills and doctors and hospitalisation. Not a big fan of the aforementioned, with it being last on my list of dealing with illnesses, I shook my head. “But it has been more than five days now. What is her body going to run on if she’s not retaining anything?” my mother said in a tone that made me feel a bit stupid. My way was not being considered this time and my sister was driven straight to the doctors. Hospitalisation, however brief the period, is dampening to the spirit. On first glance, you see the row of patients on their beds and feel sorry for their state. One of my family members was now one of them, from a case of jaundice and typhoid, simultaneously. I couldn’t help feeling sorry for her too, keeping in mind that she was in Goa on the summer break between her first and second year of college. Time would heal her and apparently so would the doctors. With intravenous drips running in her system through a sharp needle in her right hand, pale ‘haldi’ yellow and gaunt, she would pull through, she had the will. A week of hospitalisation and I couldn’t help but direct all that sorr y to her caregiver, my mother. She stayed up with my sister, on high alert, watching the needles and tubes, in case they shake or shift a little; she sponged her; she bathed her; she brushed her teeth; she fed her; she gave her medicines; and through it all she caught forty winks of sleep and was up as quick as lightening with the slightest sound. Apart from this, there was attending to concerned relatives and friends, reiterating my sisters condition to them all, running downstairs to the hospital pharmacy every time a new drug was prescribed, arranging money, visiting the labs outside for scans and other medical tests, preparing a special diet for my sister, etc. It not only took a physical toll but an emotional one as well. And now is where the above applies. “Watching the 18 blood pricks, the swellings, the clogs and the pain of it all I get most relief when she is asleep,” my mother said. My mother has stuck to an old adage, ‘In adversity one grows stronger’, through it all. Today, she is being discharged.

anjay Dutt is flying high these days as he recently announced the pregnancy of his wife. The news doing the rounds is that he is going to be a proud father of twin babies in the beginning of 2011. Manyata Dutt is reported three months pregnant already. Earlier, the actor had expressed his aspiration to become a dad again. He already has a daughter named Trishala from his first marriage to Richa Sharma. Sanju is very much excited to have twin babies but he is worried about the health of his wife as he needs to be out of India for two weeks in June. ood news for fans of this Marvel franchise, ‘Transformers,’ the director will be getting serious in the 3rd installment by axing the twins and bringing in arch-villain ‘Shockwave’ and, of course, the 3rd movie will be in 3D. Transformers 3 will be a killer ending to the franchise according to director Michael Bay, who hopes to appease fans upset by the second installment. Welcoming some of the blame himself, Bay says, “Part of the problem was out of my hands. A poorly-timed writer’s strike during the production was at fault for some of the missing storyline, and a rushed timeline caused to overlook the confusion in the movie.” The relief of most fans will be the sacking of the ‘twins’ characters. “One thing we’re getting rid of is what I call the dorky comedy,” Bay said. “So the twins, the two bumbling, slang-spewing robots? They’re basically gone.” In the second movie, almost all of the main characters were brought back to life. Now, none will be needed as the new villain will be the Decepticon’s leader who took control of their home planet when Megatron left. It is a giant cycloptic robot
named ‘Shockwave.’ Transformers 3 will also focus on the space race and introduce the robots as a key element in battle between the US and the USSR. “The movie is more of a mystery,” Bay says. “It ties in what we know as history growing up as kids with what really happened.” Another, less exciting change will be the loss of Megan Fox. The highly popular actress had conflicts with director Bay before filming began, and was dismissed in favor of Victoria Secret model Rosie Huntington-Whiteley. “I love Megan and I miss the girl,” LaBeouf said during a break of shooting. “But Sam and Mikaela became one character, and here … you have discovery again from a new perspective.”

Therefore, confirmation from sports officials that futsal, a version of indoor football, is one among the other disciplines of sports for the Lusophonia Games to be held in Goa in 2013, promises to arouse great delight for Goa. Meanwhile, Dennis Figueiredo, proprietor of SpaceKraft Media Solutions who has been organising futsal competitions over the last three years elucidates, “This year, the competition has been postponed to mid-July as we couldn’t get the venue due to the screenings of the FIFA world cup. The registrations are open.” Backtrack to the origins and the news is that futsal was started in Uruguay in 1930 by Juan Carlos Ceriani as a version of football for competition, and went on to develop further on the streets of Sao Paulo, Brazil and eventually a rule book was published. Mr Savio Messias, secretary of the Goa Football Association (GFA) had enlightened, “Futsal is very popular in Brazil and many other countries abroad. In fact, most of the top Brazilian footballers started their sporty lives by playing futsal. Now, we need to popularise the sport in Goa.” As for the introduction of the sport, he informed, “It is already taken root in Goa. Presently, there are 50 kids in the age group of under 10 years, getting trained at the Brazil Foot Academy in Panaji and Vasco.” Looking towards preparations for the Lusophonia Games, Mr Messias enlightens, “We will start off by conducting training courses for coaches like we constantly do with football. We have done that with football and will do so for futsal too.” He continues, “We will sit together at a meeting with the GFA and chalk out a future plan. We will get an expert from Goa or perhaps from out and first check out all the indoor halls at Campal, Fatorda and also some schools like Don Bosco and others, to assess whether they can be used for futsal. Accordingly, we can start by upgrading the infrastructure at these places.” Mr Messias has strongly emphasised the importance of sound infrastructure saying, “For the start, we can manage in the present indoor halls with some upgrading. But for the Games, we definitely need full-fledged infrastructure of international stature.” Mr Savio has also highlighted various nuances of the sport, “The sport is played in smaller spaces with emphasis laid on improvisation, creativity and technique as well as ball control and passing in small spaces. During training and subsequent practice, players will develop these skills. The good news is that even people in their 30s and 40s can enjoy the sport.” Reiterating the same, Mr Figueiredo affirms, “People from the older age groups too are welcome for our competitions. In fact, many of them are better than their younger counterparts. We normally get good response with more than 60 teams participating. Our cut-off number will be 64.” And why no women teams? The reply is, “Women are not coming in for this sport. But yes, they are always welcome. England's Jamie Carragher believes Germany gained a huge World Cup advantage by ensuring their players had four months to get used to the ball they banged into the net four times against Australia. The controversial Jabulani balls were introduced by Bundesliga clubs sponsored by their German-based manufacturer Adidas in February and Carragher believes that has given England's biggest rivals an edge that was apparent in their impressive 4-0 win over the Socceroos in their opening match on Sunday. "That is exactly what we were saying as we were watching," Carragher said. "It gives them an advantage anyway. Certainly, that is true. It is obvious. The ball is very different. Every training
session we do we always start with a ball between two, passing 30 or 40 yards to each other just for that reason alone. I am sure it has helped them." FIFA and Adidas insist that any difficulty players have encountered with the balls here is down to the effect of altitude, not anything to do with the design. That stance has been disputed by numerous players and Carragher believes designers will always try to tweak the specifications of balls to generate more goals. "When you are making a ball for the World Cup the idea is to create more goals I think and get it to do strange things to make it a more exciting tournament. "But every cross I have seen has been overhit. It goes over the back post. I haven't seen anyone get a free-kick
over the wall yet. "It just seems to sail straight over the bar. Looking at the start, maybe it is not doing what people expected. People thought there would be more goals but apart from Germany I don't think there have been too many goals in the tournament." Despite his criticism of the ball, Carragher said nothing should be taken away from an impressive performance that underlined that Germany will once again be a force to be reckoned with at the World Cup. "They played so well. I am not looking for an excuse. You are trying not to hype them up too much because of how well they played. It is something to cling to, that they might have been playing with the ball (for longer). I have had two or three texts about it." Carragher added: "If you watch Ger-

Coach Marcello Lippi was calm and confident on Tuesday despite reigning champions Italy's failure to win their opening match of the World Cup. Daniele De Rossi scored a second half equaliser to earn the Azzurri a 1-1 draw against an ultra-defensive Paraguay in Cape Town on Monday night. And with games against New Zealand and Slovenia to come, Lippi insisted that he was satisfied with their start.
"I have never seen a big team come to a World Cup Finals and start at 100 percent. Teams need to grow throughout a tournament and they do that through their results," he said at Italy's Casa Azzurri base here, just to the south of Pretoria. "We're not at 100 percent but that's the same for everyone. I'm ver y satisfied with the progress the team is making. "I would say 70 percent of the players are there and when the rest improve physically and tac-
tically we'll score goals and create more chances. "There's nothing to worry about." He was also far from disappointed at Italy's inability to break down Paraguay's stubborn backline more than once. "They're a good team and they only moved over the half way line four times in the whole match," he added. "I don't think we showed them too much respect, I think we gave them just the right amount, maybe it was them who
showed us too much given the waiting game they played." Lippi may have had a point about the big teams as England and France also failed to win their openers, but that was not the case for Germany, Argentina and the Netherlands. "For every team it depends on your opponents. Germany had the best start but Australia are probably less strong and less organised than for example the USA (England's opponents).

Brazilian legend Pele on Monday launched a broadside against Argentina coach Diego Maradona, charging that he only took the job as he was out of work and needed the money, Brazilian media reported on Monday. Pele and Maradona - widely considered as the two best players of all time - have regularly indulged in verbal sparring. But Pele rose to the bait when the Brazilian media asked him about comments attributed to Maradona during the inauguration of the World Cup in South Africa. Maradona allegedly implied that a "dark gentleman" - taken to mean Pele - had questioned the ability of the host nation to
be the first African country to host the World Cup. Pele hit back, saying: "I don't understand a few things. When he did his first television programme (in 2005) in Argentina and needed some help I went to Buenos Aires, played football with him and helped him out. "Then I tried to help out with some adverts - but either he was late or never showed up." The Brazilian continued sardonically: "I know he has remembered me now in South Africa. He must love me." Former sports minister Pele, who said he had no intention of ever coaching Brazil "as I don't want to suffer the way (current coach) Dunga is suffering", took another swipe at Maradona, who took control of Argentina in November 2008.

Five-time World Cup winner Brazil eked out a 2-1 victory over a fighting North Korea in a Group G match here on Tuesday. All goals came in the second half. Brazil were ahead 2-0 until the 88th minute when North Korean Ji Yun-nam pulled one back. A classic goal by Maicon in the 55th minute and another by Elano in the 72nd helped Brazil to take a 2-0 lead. Elano released Maicon on the overlap inside the area and
it looked like he would pull the ball back from near the by-line. Instead, Maicon bent the ball with the outside of his right boot and it flew between the goalkeeper and his near post and nestled in the net. Indeed, a goal of real beauty in the 55th. Then in the 72nd, Robinho and Elano linked up to score a goal of devastating ease.
