PF interest rate upped to 9.5 pc PTI NEW DELHI, SEPT 15

Ahead of the festival season, retirement fund manager Employees Provident Fund Organisation’s Trustees raised interest rate on provident fund deposits by one percentage point to 9.5 per cent that will benefit nearly 4.71 crore employees.

“We have decided to give 9.5 per cent rate of interest to subscribers during the current financial year on their contributions. For over four crore subscribers this is a big gift from EPFO Trustees,” Labour Minister Mallikarjun Kharge told reporters after a meeting of the trustees.

The decision would put an additional burden of Rs 1,600 crore on the EPFO, the minister said, adding that it would be met from the surplus of over Rs 1,731 crore in the interest suspense account.

The decision, according to bankers, could see diversion of savings towards Provident Funds as the difference between the fixed deposit rates and PF rates would encourage savings towards the latter.

The all-party meeting on Jammu and Kashmir today decided to send a delegation of political leaders to the State to assess the ground situation but failed to agree on the issue of contentious issue of withdrawal or dilution of the Armed Forces Special Powers Act. The marathon five-and-a-half hour meeting witnessed sharp differences over the AFSPA that gives sweeping powers to the armed forces with the People’s Democratic Party and National Conference demanding its revocation or partial withdrawal and parties like Bharatiya Janata Party strongly opposing it.

Sibal has also proposed to China to extend its sponsorship programme to exchange scholars from universities in different subjects on the lines of Full Bright Scholarship.

The government in a cabinet decision on Wednesday has decided to relocate offshore casino vessels within the river Mandovi, a move which has been opposed in the past by civil society groups and the Bharatiya Janata Party.

Chief Minister Digambar Kamat said the cabinet agreed to a proposal of casino owners which had been submitted to the Captain of Ports in a meeting recently. As per this proposal three vessels will relocate beyond the two Mandovi bridges towards Ribandar side, while two each will be placed on either side of the river – Betim and Panjim. Kamat said the government will inform the High Court about the cabinet decision

by Thursday.

Recently five of the seven casino operators had agreed to a new plan suggested by the State government to shift to new locations within the river rather than agree to the earlier proposal to move to Aguada Bay. Two of the operators who were earlier reluctant also agreed to the plan after dilly-dallying initially.

The State government feels the relocation will decongest the river to an extent, but the BJP didn’t appear too happy after learning of the decision. Party spokesperson Govind Parvatkar said the present government is run by casino owners. It is not elected by the people, he asserted.

The government has sought the German consul’s intervention in the sensational German minor rape case to record the statement of the victim via videoconferencing.

Public Prosecutor Poonam Bharne today told Children’s Court that the state is making arrangement with the German consulate to record statement of the mother-daughter duo.

“The government requests the court to grant time of three weeks as arrangements are being made with the German consulate to record statements of the minor victim and her mother through video-conferencing,” the prosecutor told the court.

The government is adamant to get the victim and her mother’s deposition despite the German pair on two occasions refusing to co-operate with the case trial.

The National Fish Workers’ Forum (NFF) has termed the new CRZ notification as mere eyewash and ploy to rob land of the traditional fishermen.

“Special consideration for Goa is an eye wash, as merely mapping fishing villages and khazan lands does not entail protection for fishermen or environment,” NFF acting Chairman Mathanhy Saldanha told Herald.

He said that everyone was aware that coastal belt is inhibited by fishermen, therefore mapping of the villages is unwarranted.

The Union Government in the fresh CRZ-2010 notification declared that no developmental activity can be carried out on Goan beaches, which are designated as turtle nesting sites.

The notification also said that

the state government would carry out a survey of all fishing villages in Goa. Saldanha, a former tourism minister, said that certain clauses in the notification were basically aimed at displacing the fishermen and taking over the coastal villages under Goa zone management plan (GZMP).

He said that there was no difference between the CRZ predraft and final draft. “What is the use of having ten consultants around if they do not protect the rights of fishermen, traditional residents and coastal residents while it allows industries, SEZs and others?” he questioned.

Saldanha said that housing projects, atomic and thermal plants are allowed within CRZ and no development zones under the guise of requirements of on shore facilities.

“In these cases, in what way it allows protection of environment, fishermen and their livelihood,” he asked.

“We don’t know whether the Union minister for environment and forests wants to fool and take coastal people for ride or whether bureaucrats are lobbying for vested interest,” he said.

Saldanha said that the NFF would soon meet to take stock of the situation and decide the future course of action.

The Centre also notified regulations imposing fresh restrictions on development activity within 500 meters of the 7,500km long Indian coastline divided into four zones depending on ecological sensitivity.

The notification is improved upon the one issued in April with special regulations to Goa, Mumbai, Kerala and Sundarbans region of West Bengal.

The official tourism season may be almost a month away, but with the fading rains providing the right ambience foreign tourists are encouraged to visit Palolem beach.

Foreign tourists have begun to trickle at Palolem and other coastal areas since a fortnight ago, while business establishments which were closed for the lean period are slowly gaining momentum in the taluka’s coastal belt.

On Tuesday, various groups were seen alighting at Palolem, both coming by taxis or local buses and enquiring the availability of accommodations.

With expectation that this year’s tourism will commence sooner than expected, several stakeholders are seen preparing themselves to meet the needs of the visitors.

Locals also alleged that the civic body has issued some permanent trade licences to temporary structures, which the authorities had earlier issued with seasonal permits.

Interestingly, sources informed that the State is already playing host to a sizeable number of foreign tourists, as several motorcycle-borne overseas tourists are seen visiting the beach shores.

When contacted, a municipal source informed that no seasonal permit was issued to establish shops in the coastal areas, but reluctantly agreed that some shops were seen reopening to commence the new tourism season.

Arabic course: Faleiro announced those Goans seeking jobs in the Gulf countries will now be able to avail the opportunity of learning Arabic in a two-week workshop from October 4, 2010. “The workshop for which a fee of Rs 500 will be charged per participant is scheduled to be conducted at the Caritas Goa Holiday Home, St Inez, here, from 5 pm to 7 pm, daily from Monday to Friday,” he informed.

The roads in Canacona taluka have in recent times become a dumping ground for waste, both degradable and non-biodegradable materials.

A huge quantity of thermocol and other plastic waste was dumped along NH-17 from Poinguinim to Polem. The highway side at Loliem, which is not thickly populated, is used by unscrupulous elements to throw waste like fish water from cold

storage tankers, rotten bananas and other fruits and vegetables.

The interior roads in Canacona are being misused for dumping red bricks.

Besides, after trimming the bricks, the waste is left along the roadside, where pebbles are washed due to rains all along the road that makes riding of vehicles a risky business and many motorists have skidded on these slippery tarred roads.

It has become a risky affair travelling on a two-wheeler from

An unusual visitor to a private hospital in Canacona caused some anxious moments to patients and medical staff on Wednesday morning.

Forest officials from Cotigao Wildlife Sanctuary had to step in to trap and rescue a monkey, which strayed into the private hospital at Canacona.

According to forest sources, the black-faced monkey ‘common langoor’ was rescued from the private hospital’s corridors.

Sources informed that the monkey gave some anxious moments to few patients. The staff reportedly got frightened fearing the monkey may attack them or the patients.

However, nothing of that sort happened and forest sources informed that it team led by rescue team leader Deepak Hanskar captured the monkey and took it to Hathipal Resuce Centre in Cotigao Wildlife Sanctuary.

Incidentally, in a similar incident that took place about two years ago, a monkey reached the second floor, which houses male ward and Paediatric ward of Community Health Centre building at Chaudi-Canacona, but left without causing any harm to anybody.

NGO to observe crime prevention fortnight HERALD REPORTER MARGAO, SEPT 15

GOACAN will observe a Crime Prevention Awareness Fortnight from September 17 to positively harness consumer power to respond to the rise in crimes at the village, Taluka, District and State level.

GOACAN coordinator, Roland Martins has said the NGO along with the village based consumer forums will engage the officials of the Goa police in dialogue on the causes for the rising crime in the State and the measures that need to be adopted at the community level.

He said consumer forum volunteers will move proposals at the respective panchayat gram sabha meetings to discuss the rising crime situation and possible interventions at the level of the neighbourhood.

Forum volunteers will examine measures to make the beat police system effective, the tenant verification system fully oper-

ational and the Neighbourhood Crime Watch Cell a possibility.

The consumer forum volunteers will follow-up on the presentation of the Annual State of the Law & Order, Security and Crime Report by police officers to the respective village gram sabha with the relevant recommendations for community action.

Martins further said that GOACAN will pursue the setting up of two district level full fledged police stations to handle the prevention and investigation of crimes against women & children.

Besides, GOACAN will also pursue the setting up of a Crime Prevention Education Cell at the State level which will concentrate on educational institutions at school, higher secondary and college level in collaboration with the NCC, NSS, CWC and PTAs. Residents of Vasco bade adieu to Lord Ganesh, as the five-day Ganeshotsav celebrations came to an end on Wednesday.

Several Ganesh idols were immersed at various locations, including Baina Beach that attracts a large number of people, Khariwado and Bogmalo beaches among others.

To ensure that celebration passes off smoothly, Drishti Special Response Service deployed lifeguards at various beaches during the immersion of lord Ganesh idols.

Besides, life-saving equipments and Jet Ski for speedy assistance, in case of any untoward incident, were also kept ready.

Mormugao Municipal Council (MMC) had illuminated the beach, but people complained that the illumination was restricted to a certain area.

“The MMC should have installed few more focus lights, as only two lights were tied on the coconut tree on the beach,” said the people.

In the last few years, Baina Beach has been attracting many people to immerse Ganesh idols as it quite spacey, sufficient place available for parking and

most importantly presence of lifeguards, who guides the people to take precautions during immersion.

“We have been specifically instructed that devotees should not be allowed to venture in neck-deep waters for immersion of Ganesh idols,” said a Drishti lifeguard.

The lifeguard further said the devotees were cooperative as they followed the instructions given by the lifeguards and things became easier for them.

Staff of H2O, a sister concern of Drishti, also assisted the devotees during the immersion ceremony.

Meanwhile, citizens of Vasco under the banner ‘Nirmalya Collection Team’ in association with MMC had posted volunteers at Baina beach, Khariwado beach and Vaddem Lake, who will separate nirmalya (flowers) and devotees offerings comprising coconuts and decoration material. The offerings will be segregated in different bags, for flowers and fruits one bag, for plastic material and other material other bags.

Considering the sentiments of devotees, nirmalya and other wastes will be recycled to make manure and it will not be sent to dumping grounds.

The fire services averted a major tragedy when firemen successfully put off a fire on a gas cylinder pipe and removed a leaking LPG cylinder from a hotel in the city here on Wednesday noon.

The incident occurred at around 12.30 pm when a gas pipe connecting the cooking stove to the cylinder caught fire.

Around the same time, the cylinder was found leaking, creating a panic situation in the hotel.

After receiving information from the hotel, the fire services immediately rushed to the spot, first extinguished the fire and removed the cylinder out of the hotel, averting a major tragedy.

More than 50 films from eight South Asian countries – India, Nepal, Bangladesh, Sri Lanka, Afghanistan, Maldives, Pakistan and Bhutan – will be screened during the four-day South Asian Film Festival 2010, slated to begin from Friday.

The main attraction of the festival will be the chairperson of the Pakistan

Film Censor Board (PFCB) Nilofar Bakhtiyar who will lead a seven-member delegation of film-makers and officials.

Speaking at a press conference today, Secretary General Rahul Barua said that a Pakistani senator will also be participating in the festival along with delegates from other South Asian countries.

There’s good news in store for the farmers of Nuvem who have been agitating against acquisition of paddy fields for the proposed football grounds.

If Deputy Collector, Land Acquisition, Margao Johnson Fernandes is to be believed, the land acquisition proceedings to acquire land admeasuring around 50,000 sq mts have lapsed by efflux of time. This implies that the Directorate of Sports will have to approach the office of the Land Acquisition Officer to start the process afresh.

“The land acquisition process to acquire 50,000 sq mts of land at Nuvem for the proposed playground has lapsed. There is no fresh proposal from the government before me to acquire the piece of land,” informed Johnson.

What has brought relief to the farmers is the High Court decision setting aside the land

acquisition proceedings on grounds that the land acquisition officer had completely ignored the alterative land as suggested by the petitioners.

Replying to a question, the deputy collector has maintained that there is now no question of conducting a fresh inquiry under section 5A of the Land Acquisition Act, as the entire process has lapsed.

It may be recalled that the High Court had set aside the notification issued by the Goa government under Section 6 of the Land Acquisition Act on ground that the land acquisition officer had failed to examine the validity of an alternative site following a petition from the farmers and others against the mega sports project.

Alemao has said that the government has appointed a Delhibased consultant by inviting Expression of Interest to go into the entire gamut of issues relating to the Cutbona fishing jetty, including the fish meal plant and the setting up a fishing harbour a la Malpei.

“The government has left all these issues for the decision of the consultant. If the consultant says that certain developmental projects are not suited and viable at the Cutbona jetty, the government will not bulldoze its way with any project,” he added.

Finally, Margao’s powers that be have got down to the task of finalising the reservation of wards of the Margao Municipal Council for the ensuing polls.

Chief Minister Digambar Kamat on Wednesday had a meeting with GPCC general secretary Vijay Sardessai and former Fatorda MLA Luis Alex Cardozo over reservation of certain wards in the Fatorda area of the Margao civic body.

The meeting assumes significance given that Cardozo has already declared that his son Tito would contest from Borda ward of the civic body.

It is learnt that reservation of Borda ward for the ST community would help Cardozo to push his son into municipal politics.

It is precisely due to this reason that the chief minister convened a face-to-face meeting between Cardozo and the GPCC general secretary, who do not see eye to eye after the Assem-

bly polls.

Sources in the know said that Cardozo made it clear to both the chief minister and Sardessai that his son would not contest the coming Assembly polls if elected as a ward councillor.

This assurance from Cardozo further assumes significance given that Sardessai has firmly set his eyes on Fatorda despite losing the polls in 2007.

Sources in the know said that decks are now cleared for reservation of the Borda ward for the ST community. It is learnt that the chief minister too was in favour of reserving the seat for the son of his long-time friend, but wanted to seek the views of the GPCC general secretary so that things do not go awry at the eleventh hour.

Meanwhile, the chief minister, Sardessai and urban development minister are expected to meet in a day or two to finalise the reservation of wards for the ST and OBC community in the Margao Municipal Council.

Though the municipal elections are round the corner, aspiring candidates in Mapusa are yet to start their campaign, as the Election Commission has not declared the reservation policy.

The aspiring candidates are still in the dark as to which wards will be reserved for OBC, Schedule Caste, Scheduled Tribes and females.

Mapusa Municipal Council (MMC) has 15 wards, out of which five wards will be reserved for females by rotation.

In addition to this, if further three wards are reserved for OBC and one each for SC and ST, then only five wards will be left for the aspiring male candidates from all the communities to contest the municipal election.

Speaking to Herald, Mapusa MLA Francis D’Souza said the reservation policy declared by the government is good in the sense that it will provide opportunity for weaker section of the society to become councillors.

“However, it will restrict aspiring candidates from Muslims, Catholic, Sarawat, Goldsmith and Maratha Samaj communities from contest-

ing the election in the wards reserved for OBC, SC and ST. This will create unrest among the members of the communities by depriving them of their right to contest the election,” claimed D’Souza.

D’Souza further informed that BJP suggested to the government that “There should not be continuous reservation for a ward; instead of reserving the wards for OBC, SC and SC, the government could co-opt the members from the communities or increase the number of wards in the municipal council so that people from all the communities get the opportunity to contest the election.”

“The government does not have proper data, community wise. No survey has been done by the government to ascertain the population of the community in each ward of the municipal council,” said D’Souza.

“Under this circumstance, on what basis are they going to reserve the ward for the communities? The Central government has decided to conduct caste based census. Until this survey is done, the government should not conduct the election on the basis of caste,” opined D’Souza.

The Central Bureau of Investigation (CBI) sleuths investigating the illegal immigration racket against former tourism minister Mickky Pacheco have flown back to Delhi with relevant documents pertaining to the case.

Sources told Herald that the CBI team which left for Delhi on Wednesday morning is expected to return after eight days to continue with the investigation.

The State government may have started the gynaecology and paediatric clinics in District Hospital at Mapusa with much fanfare, but only a handful of patients visit the hospital everyday.

The government had started the two clinics on September 9 and during the course of four working days – September 9, 13, 14 and 15, only 24 patients have availed of the services of the two clinics.

As per the records of the hospital, 15 patients have visited the Gynaecology Clinic and nine patients visited Paediatric Clinic.

Patients still prefer to visit Asilo Hospital mainly because there is no transport facility at the District Hospital.

Some patients, who had come to OPD at Asilo Hospital, told Herald that rickshaw drivers demand Rs 70 to go to the District Hospital from the Kadamba bus stand.

“But there are no rickshaws

available at the District Hospital to come back to the Kadamba bus stand. People have to wait for hours for a rickshaw. Asilo Hospital therefore becomes convenient from transportation point of view,” said the patients.

Mapusa MLA Francis D’Souza claimed that the government started two clinics hurriedly to silence the opposition parties.

“The BJP had threatened to launch agitation if the District Hospital was not started by August 15. The issue was also raised vociferously by BJP MLAs in the recently concluded As-

sembly session,” said D’Souza.

“Since Chief Minister Digambar Kamat had assured in the Assembly that government would look into the possibility of starting some sections of the hospital soon and the health minister was forced to open the two clinics to eyewash the people,” stated the Mapusa MLA. “The government is not to yet start the morgue in the District Hospital, though it requires specialist doctors. Morgue is the need of hour for the people of North Goa. The government should throw open the morgue facilities for the people immediately,” said D’Souza.

Konkani Language and Cultural Foundation in association with All India Konkani Parishad will organise a two-day national seminar on Konkani Ramayanas at World Konkani Centre in Mangalore on October 2 and 3.

Union Law Minister Dr M Veerappa Moily, who has to his credit Ramayana Mahaanveshanam, an epic poetry in Kannada, will inaugurate the Seminar on October 2 at 10 am. Adv Uday Bembhre, an eminent Konkani scholar will deliver the keynote address.

Dr Mattur Krishnamoorthy, Director of Bharatiya Vidya Bhavan and Indologist will be the chief guest at the valedictory function on October 3 at

4 pm.

In Konkani, Ramayana narration is found in both verse and prose. The story has been told in full or part in folksongs of the Kudubis and ritualistic forms like Godde Ramayana of Kochi, Sita Suddi and Sita Kalyan of Northern Kerala/South Canara and the Ramayan Ranmale of Cancon.

Some other texts of Ramayana too are available in written form in Konkani.

Ramayanachyo Kannyo, ascribed to Krishnadas Shama is in 16th century prose. During 1930s, late Kamalammal wrote the Raghuramayana in Ovi style verse. There has also been an adapted version by late Narahari Vittal Prabhu of Gokarn and recently, the translation of Ramacharitmanas by K Ananta

The objectives of the conference is to deliberate on the folkloristic, linguistic and literary aspects of Ramayanas in Konkani in comparative terms, to identify and document/publish folk form/s of Ramayana which have not yet been recorded and to publish the seminar papers in a book form for future reference and further studies.

Konkani academicians and scholars in the field of linguistics, literature and folklore from Goa, Karnataka, Maharashtra and Kerala will present their papers at this seminar.

There will also be performances by individuals and groups, experienced in traditional and ritualistic narrations of Ramayana tales in Konkani.

SMIPL fails to file consent terms, case adjourned HERALD REPORTER PANJIM, SEPT 15

As the Salgaoncar Mining Industries Private Limited (SMIPL) failed to file the consent terms before the Bombay high court at Goa in the River Princess case today, the case was adjourned for the next date.

The case related to the ship, which has grounded off Candolim shore, came up for hearing and was postponed for Thursday.

SMIPL, which is the original owner of the ship and has shown interest in moving away the ship, will have to file details of how they will go ahead with the salvaging or towing away work before the division bench.

Goa government is also expected to name the bidder who will be given the contract to tow away the vessel.

Last Wednesday, the High court had directed the State government to start process of removing River Princess vessel from Candolim shore within two months.

The Division Bench comprising of Justice D G Karnik and F M Reis also asked the government to make sure that the vessel is removed before onset of next monsoon.

Like M/s Salgaonkar, River Princes Hatao Manch (RPHM) has also shown interest in removing the ship from Candolim shore without charging the government.

Speaking to Herald, Calangute MLA Agnelo Fernandes said RPHM will place a proposal before the Bombay High Court at Goa on Thursday. This was discussed in a meeting with the State Disaster Management Authority (SDMA) today evening.

“Our stand is that the tender should be awarded to a competent authority…RPHM is willing to remove the stranded ship and the government will not have to spend anything,” he said.

Earlier in the day, Advisory Meeting under the chairman ship of Chief Secretary Sanjay Srivastava was held wherein RPHM and the MLA vehemently opposed the terms concerned put forth by Salgaoncar Mining Private Limited.

“Salgaoncar Company says it will cut the ship from above and below water but it has not mentioned about what is under the ship, as major joints are under sea bed,” argued the MLA during the meeting.

He also said that Salgaoncar’s terms are against the order of the High Court that has given time from November 7, 2010 to May 7, 2011. imbalance at Candolim shore.

Bandra residents who were up in arms against the Brihan-Mumbai Municipal Corporation (BMC) for not curbing the hawker menace during the eight-day Bandra fair at the Mount Mary festival are shocked.

For, a writ petition filed by Lilian Paes and Maria D’Souza on August 18 in the Bombay High Court seeking action against ‘illegal hawkers’ encroaching on 12 lanes for 10 days, has come up against an unusual defence lawyer.

Local resident Desmond D’Souza, who has filed an intervention application on behalf of the hawkers before the court, happens to be Maria’s husband!

“This petition filed by my wife Maria and Lilian Paes against hawkers is communally biased against Maharashtrian hawkers… While some hawkers are from Goa and South India, 50 per cent of the hawkers are Maharashtrians. How can you call them illegal, when their grandfathers have sold religious items during the fair?” Desmond asks angrily.

Maria, however, is undeterred: “Our writ isn’t against the hawkers. It’s against the authorities who have failed to bring any organisation [into the festival] and this may have hurt the hawkers,” she says. Evidently, the court battle is not going to have family fallouts.

had demolished the rooftop of the old fish market in April 2009 and had shifted the fisherwomen in the temporarily shelter built in the open space adjacent to the fish market.

MMC Chairperson Roopa Bhakta had assured the fisherwomen that the new market will be built within six months. Since MMC failed to honour its commitment, fisherwomen had shifted back to the old fish market on March 16, 2010.

The fisherwomen had also staged protest rallies on March 17 and June 18, demanding construction of the new fish market urgently.

The new fish market is being constructed by Goa State Development Agency at a cost of Rs 7.34 crore and GSUDA has already floated the tender.

The new market will be a twostoried building, which will house fish market on the ground floor, meat vendors on the first floor and shops and a hall on the second floor.

SMIPL would be given preference to tow the vessel as they are the actual owners and are ready to take the vessel free of cost. M/s Titan Salvage and M/s Madgaonkar Salvage are the other two bidders.

Besides the bidders, River Princess Hatao Manch has petitioned the court against state’s failure to remove the ship from the shore.

Another pistol recovered from criminal gang HERALD CORRESPONDENT CALANGUTE, SEPT 15

Calangute Police on Tuesday recovered another pistol loaded with cartridges from a gang nabbed recently.

Speaking to Herald, Calangute Police Inspector Nolasco Raposo said after thorough investigation, one of the accused Raju Devar confessed that a pistol was being hidden at Sinquerim, which was subsequently recovered by police.

“The pistol was loaded with 14 cartridges. An offence has been registered for illegal possession of a weapon under the Arms Act, while investigation is in progress,” added PI Raposo.

It may be recalled that Calangute Police after nabbing the three accused involved in several crimes in the coastal belt of Calangute and elsewhere in the State had recovered a pistol from accused John Y, while another pistol was recovered from Michael Fernandes by Colva Police.

Accused Raju Devar is presently in Calangute Police custody, while John Y is recovering at GMC Hospital in Bambolim from the injuries he sustained while trying to make good his escape from the clutches of Goa Police team, who had laid a trap for the pistol wielding gang at a guest house in Siolim a few days ago.

The third accused has been shifted to Apna Ghar, Merces, as he is a minor by two days, while Michael Fernandes is the fourth member of the gang.

In a gentle reminder to India that its civil nuclear liability law should be compatible, the US today said there are "couple of issues" about the legislation raised by the US companies and it would be "wise" for the country to ensure consistency between its regulations and that of other countries.

"India has to make its own decision but in making decision it will be wise for India to look at the practices of other countries and ensure its regulations and its laws are consistent with those of other countries," Robert Hormats, Under Secretary of State for economic, energy and agricultural affairs, said during a question-answer session after a function.

He said there were couple of issues raised about the legislation by the US government by American companies and also other foreign companies, including some Indian companies.

Last week in Washington, State Department spokesman P J Crowley said that the US would look to India to see what "changes" can be made to the Nuclear Liability Bill just passed

by Parliament in the wake of concerns over making suppliers of equipment also liable in the event of a nuclear accident.

"We continue our discussions with the Indian Government on this issue and we note that Indian business leaders are concerned about some specific aspects of the law that was just passed by Parliament," Crowley said in the first reaction by the Obama Administration to some controversial provisions in the Bill.

Cong MPs want APPSC exam cancelled PTI HYDERABAD, SEPT 15

Claiming that students from Telangana could not prepare for the recruitment exam conducted by Andhra Pradesh Public Service Commission due to agitation, Congress MPs and MLAs from the region today urged Governor E S L Narasimhan to get the exam cancelled.

"Telangana students could not prepare well for the APPSC Group-I exam held on September 5 as they were participating in the Telangana agitation. Besides, students from the region have been meted out injustice in the exam earlier going by the results of last year's Group-I examination," Congress MP Sarvey Satyanarayana and others told reporters.

The Group-I examination, held on September 5, should be cancelled as some examinees from Telangana brought the question paper out of the exam centre in few minutes after the test started (as part of the agitation), Satyanarayana said.

He said the Governor gave a patient hearing to the request made by the Congress delegation.

He said the Congress MPs and MLAs sought the intervention of the Governor as the state government did not postpone the exam as demanded by them possibly because it was under pressure from non-Telangana leaders who were in favour of the exam, he said.

Alleging that the APPSC Chairman A Venkatram Reddy discriminated against Telangana, the MPs and ML As also demanded that he be removed from his post.

Police officer jumps before train PTI BOLANGIR (Orissa), SEPT 15

A police officer allegedly committed suicide by jumping before a train at Salepalli unmanned level-crossing under Bolangir-Deogan section of East Coast Railway near here, police said today.

Deba Mahakud, officiating ASI of Khaprakhol police station in Bolangir district, took the drastic step yesterday allegedly due to family problem, Srikant Mishra, Bolangir additional superintendent of police, said.

Mahakud was transferrd to Khaprakhol after being promoted to the rank of ASI and was on leave since last two months, Mishra said.

The body was sent for postmortem and inquiry was continuing, he added.

Remembering International Ozone Day

The coast isn’t clear

T

he Union Ministry of Environment and Forests (MoEF), which has come out with a fresh draft of the Coastal Regulation Zone (CRZ) Notification, 2010, allegedly improving upon the one issued in April, needs to do better.

While there is no denying that in certain aspects the new draft notification is better that the old (it is certainly much better than the so-called ‘Coastal Zone Management’ draft released last year), those who have actually tried to work with the MoEF to secure a legislation that protects the interests of the coastal communities are deeply disappointed with many aspects of the new proposal.

One great boon for Goa is the specific relaxation proposed to permit reconstruction and repair of structures of the local communities living in the CRZ area. While this falls short of the demands made by the traditional fisherfolk communities, it will hopefully remove the Sword of Damocles that hangs over the heads of hundreds of fishing families in the state.

Goa, Mumbai, Kerala and the Sunderbans region of West Bengal have been cited as areas where exceptions will be made to the rules.

Much of the criticism of the new CRZ draft comes from the fact that while, for the first time, it explicitly acknowledge the habitat rights of the fisherfolk communities in the coastal belt and tightens certain loopholes in its previous avatar, it also opens up the doors for largescale commercial activity in the coastal areas. Under the new draft, large townships, SEZs and IT parks can be set up in the CRZ areas. Apart from traditional fish processing yards, boat building or repair yards, ice plants and storage, auction halls and jetties, fish processing units including warehousing, it proposes to allow hotel projects in land holdings larger than 4,000 sq m that fall within the restricted 200 m to 500 m zone. This is grossly discriminatory. Fisherfolk and other coastal residents are not allowed to construct even a small new dwelling in the same zone, whereas hotels have a field day. Is this in any way fair?

To avail of the exemptions specific to the state, the Goa government is required to survey and map fishing villages all along the state’s coastline, a process that will be overseeen by the central ministry. Mandrem, Morjim, Galgiba and Agonda have been designated as turtle nesting sites and protected under the Wildlife Protection Act, 1972. The notification also mandates mapping of eco-sensitive low-lying ‘khazan’ lands influenced by tidal action and protection of mangroves. However, much here depends on the will of the state government to protect these priceless natural assets; something we haven’t seen much of in Goa, regardless of the party in power.

The draft also sets improbable timelines. It envisages redrawing the CRZ map every five years. The state governments are required to identify all violations of CRZ Notification 1991 within three months and act upon them within six months from the date of issue of the final 2010 notification, so as to prevent any ambiguity in enforcement of the two notifications. The high tide line (HTL) has been defined as the line on the land up to the highest water line reached during the spring tide. The draft requires consideration of landward (monsoonal) crest in case of sandy beaches, rocks, headlands, cliffs, seawalls, revetments or embankments.

With all this, the HTL has to be demarcated within one year.

Considering that an exercise to mark the HTL in Goa has been going on for over a decade and has just been completed, are any of these timelines really practicable?

Protecting our beaches and coastline was the mission and vision of the late Prime Minister Mrs Indira Gandhi, who first ordered that an area of 500 metres from the high tide line be declared a no-development zone. It has been a marathon of a journey, from one leader’s verbal order to the 1991 notification. With all its faults, it has partly succeeded, keeping in check the worst violations on Goa’s coast. Are we about to give that legendary leader’s vision an uncermonious burial?

The motive is to promote the use of Hindi and at a cost of 36 crores every year. A news item recently published says that there is no single national language in India. This clears the misconception that Hindi is the national language of India. Since all the 22 plus languages spoken in India are considered national languages, why does the government spend money and resources to promote just one language - Hindi.?

oday September 16 is International Ozone Day (IOD). It is the day when scientists and nature lovers around the world get together to explore and explain the consequences of allowing environmental degradation to harm the Earth.

Here in India, most of us are hardly aware of the Ozone Day (yes, of course everyday should be ozone day). Even our politicians and bureaucrats today feel that such issues are not really a priority for India. How utterly mistaken they are.

Between ozone depletion and climate change, the very ecological and food security of the Indian sub-continent could be at grave risk. Soils could go sterile and extinction of vulnerable species could become a reality. It is really sad that ignorance and apathy continue to rule the roost in our country’s decision-making process.

Ozone is a form of oxygen that is present in the earth’s atmosphere in small amounts. Ozone in the upper atmosphere is a major factor in making life on earth possible. But ozone in the lower atmosphere contributes to air pollution.

Ozone is produced naturally through photochemical and electric discharge reactions. Photochemical production occurs when high energy radiation from the Sun strikes ordinary oxygen in the earth’s upper atmosphere and converts some of it to ozone. Electric discharge reactions including lightning and electric sparks from motors, also convert some oxygen to ozone.

Most ozone is found in the upper atmosphere.

The highest concentration is reached, depending on the latitudes, between about 15 and 50 kilometres above the earth’s surface. This concentration is 10 parts per one million by volume that is, 10 parts of Ozone per one million parts air. The ozone layer in the upper atmosphere shields the earth from 85 to 90 per cent of the Sun’s ultraviolet rays. Over exposure to these rays is a leading cause of skin cancer.

In the mid 1970s, some scientists expressed concern that chemical compounds called chlorofluorocarbons (CFCs) were breaking down the protective ozone layer. At that time, CFCs were widely used as propellants in aerosol spray cans.

After CFCs are released, they slowly rise into the atmosphere. When they reach the upper atmosphere, the Sun’s ultraviolet radiation breaks them apart. Some of the molecular fragments that result react with ozone, thereby reducing the amount of it.

Untrue myth Umesha N Shetty, Florida, USA Politicians of independent India found pride in a glamorous slogan like ‘Unity in Diversity’, but it is an irony that same ended up dumping ‘Article 351 - on Directive for development of the Hindi language’ in our constitution on us. Article 351 imposed Hindi on us and triggered the habit of pampering Hindi-speaking Indians in all initiatives. A quick review during the last sixty years gives plenty of examples of the trouble it caused. We are forced to learn and use Hindi everywhere and ended up preparing our home (town, city, state) for the benefit of Hindi speaking Indians.

It is time to stop spending crores of rupees for ‘Hindi Divas’ and ‘Hindi Saptah’ etc. We need to change ‘Language Act’ so that Hindi imposition will stop immediately. We need to exit 3-language policy and say good bye to myths like ‘Hindi is a national language’, ‘Hindi is spoken by majority, everywhere in India’, etc.

There are 22 other languages in India and we expect the same treatment meted out to all these languages. India, known for ‘Unity in Diversity’, needs to provide equal priority for all the languages which are being spoken in the nation. As seen in Central Government departments, Hindi usage is being made mandatory, which makes ‘Unity in Diversity’ to lose its meaning.

All regions should have the right to include their regional language in the offices. And all other languages should also figure on the celebration list just like Hindi.

The chemical composition of this gas was uncertain until the definitive work of B. Brodie in 1872 established it as the triatomic molecule of oxygen.

India was involved in monitoring atmospheric ozone as far back as 1926 when Dr. Royds took total ozone measurements in Kodaikanal using what was called the Dobson’s photoelectric Ozone Spectrograph. We were then at the forefront of science as these were amongst the first worldwide ozone measurements that had been organised

by Prof. GMB Dobson. Unfortunately, today that scientific temper, the curiosity, the humility to know that nature is to be understood, not abused; seem totally lacking.

It is very important that we immediately phase out the manufacture and use of ozone depleting substances and find alternatives for their use.

Make sure the ordinary products we use at home do not contain ozone depleting substances. It is necessary to educate our children to grow up to be better prepared to deal with the environment problems we have created for ourselves.

Scientists have discovered that the decrease of ozone in the upper atmosphere depends on the latitudes. The decrease is the strongest in regions over the South Pole, where it forms a ‘hole’. Scientists from the British Antarctic Survey published the first report of the existence of an ozone hole above the Halley Bay in 1935. In 1936, NASA, together with such organisations as the World Meteorological Organisation and the United Nations Environmental Programmes (UWEP), set up the Ozone Trend Panel to study ozone depletion in the atmosphere. Members of this panel collected data from satellites and from instruments on the ground. They published their findings in March 1938, confirming that the ozone levels above the Antarctic were indeed decreasing. They also found that ozone levels were decreasing in Arctic regions, but to a lesser degree than the formation of the ozone hole above the Antarctic.

In 1987, 31 nations signed the Montreal Protocol, a treaty to limit the production of CFCs. This treaty took effect on January 1, 1989. In 1990, a re-evaluation of the Montreal Protocol established that the worldwide increase in production of CFCs had slowed down. But it was found that some of the compounds introduced to replace CFCs were also harmful to the ozone layer, especially hydro fluorocarbons (HCFCs). A revision of the Montreal Protocol of 1990 calls for the complete elimination of the production of CFCs by the turn of the century.

When are you the happiest? Happiness lies in giving. You are happiest when you give yourself to the people who need you most.

A mother, for instance, hums with happiness as she bathes and dresses her baby. A good nurse always has the time for a smile.

Good fathers whistle softly when they do housework. You are happiest when you forget yourself as you work for someone you love.

There are so many things that are going wrong. But compassion and love are abundant too. And, in the end, it is love that will prevail.

Letters to the Editor Letter of the Day Killing us softly – Goan ‘ishtyle’ Soter D’Souza, Socorro The recent proposal to carve out a third district for Goa, is nothing new. Such a ridiculous proposal was first heard of under the NDA rule in 2002. It is nothing but the British tactic of ‘divide and rule’. The larger plan seems to be aimed at administratively reducing the entire State of Goa to just three city corporations and thereby, do away with the Village Panchayats. Just like Mahatma Gandhi believed that India is in its villages, Goa too is in its villages. This latest proposal for a third district only manifests the government’s intentions for rapidly urbanising Goa’s villages, by destroying agricultural lands, forests, orchards and constructing mega housing projects, to accommodate migrants. The ultimate design is to minimise political influence, erase the cultural identity and destroy the sustainable livelihood options of the Goan people.

The much hyped development and administrative realignment of Goa is all about killing Goans softly, and nothing else.

Chorao bridge?

Babluis Pereira, Pomburpa It hurts me to read in the local dailies that bridges are planned for the islands of Divar and St Estevam, at the request of Cumbarjua Congress MLA Pandurang Madkaikar.

What about the promises given during elections by successive MLAs to Chorao islanders about a Chorao-Penha de Franca bridge? Former Cumbarjua MLA Nirmala Sawant promised that a bridge would be built. The site was even fixed, but she failed to keep her assurance.

During the Cumbharjua by-polls in 2005, Margaret Alva promised us: “Elect Madkaikar and I will lay the foundation stone for the bridge.” Five years later, there is not even talk of the bridge, only breakdown in ferries.

Chorao islanders should be wiser in future.

Baseless charges Sahil N Naik, Porvorim The NCP’s Trajano D’Mello has started targeting Youth Congress President Sankalp Amonkar on fictitious charges. Sankalp went all out to help the flood-stricken Canconkars who are grateful to him even to this day.

It looks like D’Mello wants to be in the news. In the past, he has also attacked Home Minister Ravi Naik. He should know

that he will never get entry into the Congress even if NCP merges with it, which is likely to happen before the next election.

Can he tell us why he was sacked by Dr Willy?

Combination needed Marcos Alemao, Varca There is no doubt that Manohar Parrikar is an excellent administrator, a good orator and best opposition leader in Goa, but the party he belongs to is not a good one. As long as the RSS and Bajrang Dal belong to the same party, the image of the BJP will be tarnished. The recent statement of the BJP in Goa lends credence to this.

We in Goa, need a man like Manohar Parrikar to rule Goa in a better way, provided he comes out of the BJP and joins any local party like the UGDP. Goa needs a strong local outfit to save Goa from destruction in the hands of the Nationalist parties. If Parrikar joins hands with Churchill Alemao and both leave the national parties they are associated with and join a local party, the combination will be very strong to save Goa and Goans.

Twist to the ‘tale’?

The structures at Dando are in violation of the 200 metre CRZ rule. This is the sordid tale of its beautiful coastline. There is corruption and greed at the river princess bachao manch. There is no scientific evidence that the ship is the sole cause for the gradual destruction of the Candolim shoreline. Clear logic points in the direction to its speedy removal. However, there is another twist to the tail. I feel this will happen only when corruption and greed for making money on a appalling “calamity” stops.

Please, no cheap publicity Rupert Coutinho, Dubai Colva is a beautiful village. It has a world famous beach but has been in the news off and again for the wrong reasons. Be it tar balls, sewage disposal, illegal coastal constructions, garbage issues and what have you. The locals in Colva need to be commended for their untiring efforts in tasting success in the anti plastic drive with the able support of the local parish priest Fr Diago and the local MLA Mickky Pacheco.

Success obtained at this level leads to publicity and this should be avoided at all cost. Those at higher echelons and the local MLAs should get more involved at the macro level and address people’s critical problems like scrapping the MOPA project, which inconveniences Benaulim-kars and other issues like drug menace, garbage, sewage problems etc. Sorry, not at the cost of cheap publicity.

Life is not static. You either grow or you regress. The choice is yours.

Picture a green oasis in the middle of the desert, rich with cool water and refreshing shade. It offers a beautiful and healthy life.

A mile away, out in the hot desert, a man is lost. But he is close enough to the oasis to catch a glimpse of it. He can see the difference between the greenery of the oasis and the grey sands around him. Because he can see merely that much, he is encouraged to find more. And so he heads for the oasis, growing closer, richer, with each step.

Take another wanderer, three miles distant from the oasis. Because he is further away he is less likely to look and be encouraged. So he turns in the wrong direction and wanders even farther and farther away. Because he can see nothing of the oasis he wanders in despair and bitterness. In that state he is likely to see an illusionary oasis, a mirage. And so his life is wasted in stumbling toward one illusion after another.

The point is this: The closer we come to the Truth the more we value it.

Then, because we value it more, we come even closer. That is why the rich get richer. They earn it with their own effort.

Any wanderer can change direction at any time. No one needs to be lost.

Any man or woman, through right action, can find the oasis.

Opinionated Women in the Indian Army? Oh no!

These days various women’s organisations have been championing the cause of the women in the Indian Army. Though facts point the other way, some women have convinced themselves that they are equal to men in every way. This has come about more by constant and continuous auto suggestion. Even the sky has a limit, but not so a woman’s imagination. It soars higher and higher till they themselves lose control of it like a pilot of an ill fated aeroplane doomed for an imminent crash.

This is an attempt to explain this matter in an unbiased way to the readers.

If women were so sure that their physical and mental prowess was equal to that of man, then why do we have separate events for men and women in the Olympics? Why is it that women or the female species alone give birth to the young ones and the males including the men only father them and afford them protection from all harm? God made it so! Name any game and see if you can imagine a women’s team competing with a man’s team? Take football, cricket, hockey, swimming, golf or rugby? What would the result of such an unequal struggle? Even the best chefs, fashion designers, tailors, bakers, butlers and entertainers are men. Why? May I ask? We may have a handful of women near the top of some of these skills, but by and large it iss the male who rules because of their superior ability. One Jhansi ki Rani or a Joan of Arc does not establish a rule. They are accepted world wide as such exceptions!

So why do women’s organisations or groups clamour for equality or express determination to enter the Army in spite of their known disability which will hinder their performance in such a robust and hazardous field. Make no mistake about it. I admire women and I like them too. But there is a place for everything and for everyone. But the Army with all its overwhelmingly rough and tumble way of life is surely not the place for them!

We need a large Army to guard our inhospitable borders, which include extreme cold high altitude areas, primary jungles, deserts, riverine tracts, difficult coastal areas and insurgency prone areas. Do we need our ladies to fill any special gap that has been felt? Secondly, are we falling short of man power?

The answer to both these questions is surely not in the affirmative. The intelligent, educated and learned citizens of India will definitely remember the terrible plight of our country.

We have been invaded and conquered time and again for centuries by vicious marauders from the East, West and the North?

For once charm, beauty and looks do not count with invading armies until victory has been won by shedding sweat, blood and losing brave comrades on the battle field. After that they have been known to grab women for their pleasure and to satisfy their lust.

Women’s chants for equality with men are non starters and rejected by men and a great majority of the fair sex. A few women who have acquired a penchant for wearing the uniform are the frontrunners, clamouring not only to join the Army as officers in administrative jobs but also for permanent commissions. Politicians in their effort to garner votes have primarily been promoting this scheme. Some generals who perhaps wanted to please their political masters, had agreed to giving Short Service Commissions to a few women. This matter went to the Supreme Court and it ruled in favour of giving the women permanent commissions. The argument was that if they are fit for temporary short service commissions, then they are also fit for permanent commission. Just imagine that the Apex Court did not realize that so far women were going only to Administrative jobs in the Army Service Corps (Supplies-ASC), Army Ordnance Corps (AOC), Army Medical Corps (AMC), Army Education Corps (AEC) and the Corps of Signals.

Thus far they have filled all the soft spot jobs that were earlier available to male officers who have become low medical category due to being wounded in battle, battle accidents, wounded in training or while performing administrative duties in inhospitable areas. Now these soft jobs have been occupied by the women officers.

Women in service so far have not only been given the soft jobs but they are handled with care and consideration. That is why there have been very few complaints from them so far.

Their output is much less than they may claim. They are virtually handled like babies and senior officers have to put on their special handling gloves most of the time, so that their feminine ego is not hurt. They are treated as a novelty and every Commanding Officer who gets a women officer posted to his unit is mentally accepting, one officer less in his unit.

Other officers are then made to carry additional load and there is resentment. The moment their shortcomings are pointed out, they resort to the unfair practice of pressing charges of sexual harassment. It a loss-loss situation from the start! It is time to take corrective action and weed out the women from every arm and service in order to promote excellence.

If women felt so equal to men, then why don’t they volunteer to join the other ranks as sepoys along with the other men, with the same enthusiasm? Other countries like Israel, USA and some Western countries and a few Eastern countries have recruited women for their armies. That is primarily because they lacked manpower and because they are a long way ahead of India. Today, our Army is devoid of any non combatants.

Will women accept this role? They only want the cushy jobs.

They while away their time reading newspapers and magazines and draw full salary.

Women may be given jobs by the police who are women specific and related to women offenders of the law. The BSF has also been pressurised to raise an All Women’s Battalion; which may be used to control and handle women protesters and other mass movements primarily of women of the likes we have been seeing in J and K recently. Employing women as officers in the Indian Army was more of an emotional and political decision, rather than one based on practicality and the efficiency requirement needed. Statistics reveal that on an average one soldier commits suicide every third day. When men feel the heavy stress and strain of serving in tension ridden inhospitable areas for undue lengths of time, then what can be said of women? Let us be practical and agree to correct our earlier foolishness and change course and policy before some major shame is thrust on the Army and on the fair name of our beloved country, India! Jai Hind!

Caste will not be a factor in Bihar polls: Nitish PTI PATNA, SEPT 15

Bihar Chief Minister Nitish Kumar feels that caste will no more be a factor in the upcoming Assembly elections and that it will be relegated to the background for the first time.

"Things are beginning to change in Bihar and I think the caste factor will be relegated to the back seat for the first time in the coming Assembly polls in the state," Kumar wrote on his blog nitishspeaks.blogspot.com recently.

"The polls this time would

witness the majority of the people rising above narrow caste considerations to vote for development-centric politics," he asserted.

Bihar goes to poll in unusually long six phases from October 21 to November 20 for its 243 Assembly seats in which an estimated 5.50 crore electorate would exercise their franchise.

Kumar suggested surveying agencies being hired by political parties should not overlook this fact when they set out to compile data for their pre-poll assessment prior to the elections.

Ayodhya verdict a chance to bring muslims into mainstream: Writer PTI NEW DELHI, SEPT 15

Ahead of the court verdict on Ayodhya dispute, a French writer on India says it would be a moment of reckoning and an opportunity for Indian leadership to bring Muslims back into mainstream.

"September 24 would be the next turning point in India's history. I hope the judges are aware of it. There should be efforts for reconciliation and the initiative should come from the Hindutva forces. Triumphant attitude on their part would invite trouble," said Dr Christophe Jaffrelot, who teaches South Asian Politics and History at Sciences Po in Paris.

The author said the saffron brigade will have to think twice before relaunching the tirade against Muslims as the middle

class has taken a stand against it in 2009 Lok Sabha elections.

For Muslims, he said, an unfavourable judgement would be like a double-edged sword as it could be seen as accepting defeat again and again.

"It's the time to show that Muslims are part of India and change their psyche of fear. Me and my research students surveyed 12 Indian cities and most of Muslims there see demolition of Babri Masjid as a turning point," said Jaffrelot, speaking at the launch of his book, "Religion, Caste and Politics in India".

He said Rajiv Gandhi was indirectly responsible for demolition of Babri Masjid as he tried to play one community against the other.

"From Shah Bano case to opening up of the Masjid on

VHP's request to launching his election campaign from Faizabad calling it Ram's land, he was playing Hindus against Muslims and vice-versa," he said.

He, however, refused to accept that BJP is a spent force and saw Bihar elections as a litmus test for the party.

"You cannot reduce BJP to anti-minority agenda only. They have other cards up their sleeve.

It may come to power not because it will do something but because Congress will fail to do things. UPA Government is divided and paralytic at the moment and a strong PM is absent to manage the team," said Jaffrelot.

He opined that Rahul Gandhi becoming PM in the future depends on whether UPA comes to power again. "Congress needs a Gandhi. Sans a Gandhi, it is

faction ridden. Sharad Pawar, Mamata Banerjee moved out when there was no Gandhi around. No doubt Congress will promote Rahul for next PM's job," he said.

When asked about Narender Modi's chances to be the PM, Jaffrelot said it can happen only by default.

"You cannot make allies with too much of extreme agenda.

Modi can be a strong leader but in that case, BJP will run out of allies. As long as RSS has a say in appointing BJP President, Modi has no chance," he said.

Complimenting India on its women empowerment initiatives, the US today said holding of some of the top positions including that of the President, Speaker of Lok Sabha and chief of Congress party by the fair sex reflects the importance the country attaches to the issue.

US Ambassador Timothy Roemer, addressing a conference of women delegates from 24 countries here, also hailed achievements of Indian women in diverse fields and said they have demonstrated their courage and skill both within the country and abroad.

A Pune-based engineer and activist has been arrested by the city police in connection with a Electronic Voting Machine (EVM) theft case.

Mukund Lagoo, a civil engineer and a human rights activist was arrested yesterday after two days of questioning. He has been accused of procuring the machine and carrying it to Hyderabad where he handed it over to main arrested accused Hari Prasad, police said today.

Hyderabad-based researcher Hari Prasad was arrested last month for his alleged role in the EVM theft case. He was later let out on bail.

Prasad was apprehended after he demonstrated on a news channel on how to tamper an EVM. He had told the police that he had been given the machine by a few social activists from Maharashtra.

According to investigations, Lagoo had contacted Hari Prasad and met him before the theft of the EVM. After a few days he handed over the machine to Prasad in Hyderabad, a police official said.

man set on fire for rape PTI CHANDRAPUR (MAH), SEPT 15

An angry mob assaulted a 30year-old man and subsequently set him on fire, after he allegedly raped and killed a minor girl in Sawali village here, police said today.

The incident took place in Mul Tehsil yesterday after the body of the three-year-old victim was recovered in a semi-nude state from the residence of the accused identified as Deepak Pakadpalliwar, police said.

Police suspect that Pakadpalliwar sexually assaulted the girl before strangulating her to death.

The victim had been untraceable since afternoon following which her parents, who work as daily wagers, reported about it. Subsequently, police and villagers swung into action to find the missing girl.

Locals suspected Pakadpalliwar's involvement in the case and his house was searched following which her body was found hidden inside a basket.

Patil for closer cooperation with Cambodia in defence PTI PHNOM PENH, SEPT 15

President Pratibha Patil underlined the potential for enhancing close cooperation between India and Cambodia in the field of Human Resource development, defence, agriculture and infrastructure, as she hailed the cordial relations between the two countries.

Speaking at a banquet held in her honour

by King of Cambodia Norodom Sihamoni yesterday, Patil said there has been close association between the two countries since the time of Jawaharlal Nehru’s Prime Ministership.

India’s first Prime Minister visited Cambodia in 1954.

Patil is the second Indian president, after Rajendra Prasad in March 1959, to pay a state visit to Cambodia.

“Human resource development and capacity building have been the primary focus of India-Cambodia bilateral cooperation for the last many years.

“India is cooperating with Cambodia in infrastructural projects, considered priority

projects for the development of Cambodia, under concessional lines of credit,” Patil said.

Yesterday, India signed a USD 15 million line of credit to Cambodia for the latter’s ongoing Stung Tassal Water Development Project.

Patil also underlined further possibilities of collaborations on defence and securityrelated issues between the two countries.

“India is happy to play a role in training the Royal Cambodian Armed Forces officials.

“It is heartening that in less than two decades, Cambodia has transformed itself from a country which hosted blue berets, to a troop-contributing nation for UN peacekeeping operations in Africa,” she said.

“We value the support extended by Cambodia for India’s enhanced engagement with the ASEAN and for India’s inclusion in the East Asia Summit,” she added.

Patil maintained that since the agriculture sector in both countries is large, there was tremendous scope for cooperation.

“Initiatives have also been undertaken

to enhance economic engagement between our two countries. We need to encourage private sectors to pro-actively explore trade and investment opportunities,” she said.

The Indian President also emphasised on closer cultural ties between the two countries, having predominantly young populations, “so that our friendship and deep cultural links continue to resonate in the future”.

A Chair of Sanskrit and Buddhist Studies at Preah Sihanouk Raja Buddhist University and of Mekong-Ganga Cooperation Asian Traditional Textiles Museum have been setup.

President Patil also emphasised on India’s role in restoration of ancient sites in Cambodia.

The Archaeological Survey of India is currently working on restoration and preservation of Ta Prohm temple at Siem Reap.

“We are proud that India was involved in the restoration and preservation of the World Heritage monument Angkor Wat for a few years beginning 1986,” she said.

12 killed as US drones target Haqqani fighters PTI PESHAWAR/WASHINGTON, SEPT 15

In a major onslaught to degrade the Haqqani group of Taliban fighters, US drones fired a salvo of missiles at their hideouts in Pakistan’s tribal region in the north-west killing 12 terrorists.

Stepping up a campaign against the group, 10 to 12 drones carried out a wave of pre-dawn attacks on Dargah Mandi and Danday Darpa Khel near Miranshah, the main town in North Waziristan Agency, officials and witnesses were quoted as saying

by TV news channels.

The new strike killed 12 militants holed up in a house in Dargah Mandi close to Miranshah. With this attack, more than 70 militants have been killed in a relentless campaign by drones since September 2.

The US drones killed 15 militants in the same village just 24 hours ago and American media reports quoting US intelligence officials said the drone attacks were taking place in coordination with US special operations being carried out on the group across the border in Afghanistan.

“Most of those killed have been Pakistani Taliban fighters attached to the Haqqani network,” US officials said.

The unmanned spy planes fired at least a dozen missiles at two militant compounds.

Local residents launched rescue efforts and pulled 12 bodies out of the rubble of houses that were destroyed by the missiles.

Five others were injured in the attacks.

Local residents and officials said the death toll could rise.

US media reports said most of this month’s strikes have targeted the forces of Jalauddin Haqqani, a former anti-Soviet commander now aligned with Taliban and Al-Qaeda, and his son Sirajuddin.

The reports said that American special forces were carrying out large-scale raids on the Haqqani group in Khost, Paktia, Pakiktita and Gardez provinces bordering Pakistan’s Waziristan province.

US and NATO commanders believed that some of the top-commanders of the Haqqani group are fleeing the battlefield and trying to move to safe hideouts in Pakistan tribal area.

“So, we are mounting pressure on them in Waziristan also to create a hammer-and-anvil effect,” US media reports said.

“Ms Bachelet brings to this critical position a history of dynamic global leadership, highly honed political skills and uncommon ability to create consensus and focus among UN agencies and many partners in both the public and private sector,” Ban said at the UN headquarters in New York.

“I’m confident that under her strong leadership, we can improve the lives of millions of women and girls throughout the world,” Ban said of Chile’s first female head of state.

He said the creation of UN Women is the fruit of four years of effort to achieve one of his priorities as secretary-general.

The process to select the head of UN Women began shortly after the General Assembly approved the plan for the new agency in July 2009 and a 26member selection committee proposed three candidates.

Projecting a nine to 10 per cent growth rate, Prime Minister Manmohan Singh today said efforts should be made to remove "deficiencies" to enhance productivity across all sectors of the economy.

He said the country's economic performance in the last few years has been "impressive" and is poised to move to a trajectory of sustained high economic growth which is essential for fighting persistent poverty, hunger and disease that still afflicts millions of people.

"Our aim is a growth rate of nine to 10 per cent in the medium term. But this will not happen automatically. There are deficiencies we will have to remove and strengths that we will have to acquire," he said presenting the Prime Minister's Shram Awards for 2005, 2006 and 2007.

To achieve this ambition, Singh said efforts should be made to enhance productivity across all sectors of the econ-

omy.

Noting that the resources are limited and need to be utilised optimally, he asked the people to pay greater attention to "cutting costs and boosting the quality of the products and services".

Observing that workers in the unorganised sector comprise over 90 per cent of the total workforce, Singh said the Government was committed to creating conditions that would encourage an individual's initiative, ingenuity and acquisitions of new skills.

He said there is a need to pay much greater attention to education and skill development in an increasingly integrated world where new knowledge, information and skills are critical determinants of economic development.

"Our country needs an enabling environment which encourages and rewards innovation. We need more responsive training systems and institutions," the Prime Minister said.

He said the country must also ensure that women have equitable access to education and training opportunities so that their representation in the nation's workforce can increase.

Singh said the Government also intends to accelerate efforts on the skill development initiative to achieve the objective of having a skilled workforce that can meet the requirements of the growing economy in the 21st century besides generating employment opportunities.

Congratulating the award winners, the Prime Minister asked them to resolve to make the workplaces more disciplined.

Labour and Employment Minister Mallikarjun Kharge, speaking on the occasion, asked all agencies to ensure effective implementation of the National Policy on Safety, Health and Environment at workplaces through close coordination, supervision and participation of all stakeholders.

Ukraine International Airlines (UIA, Kyiv) is intending to launch a regular Kyiv-Goa flight from December 9.

Flights from Kyiv will be performed twice a week on Mondays and Thursdays. Flights from Goa will be performed on Tuesdays and Fridays.

According to a press release, the aircraft will make one landing on the route in Abu Dhabi (UAE), which will last 1 hour and 15 minutes.

Monsoon good, but rodents worry PTI KOHIMA, SEPT 15

Although a favourable monsoon this year brought cheers to farmers after last year's drought-like situation, rodents have taken away their sleep invading one paddy field after another across the half of Nagaland.

Official reports said standing crops in Mokokchung and Wokha districts, where summer crops have been the mainstay, were destroyed by rats.

The situation is alarming as swarms of rat invading fields and devouring crops in the nights have been reported everyday, district agriculture officer of Mokokchung, Bendangtemsu, said.

Officials said following flowering of a bamboo species 'Ashi' (Bambusa Pallida) by the Ao Naga community and subsequent infestation by rat population in paddy fields and farms were reported from many villages.

Departmental officers and field staff were closely monitoring the situation by visiting

the affected villages, Bendangtemsu said adding that two mini trucks loaded with chemicals such as Ruban, Ratol and Ecodon were being distributed in the affected villages to control the increasing population of rats.

The department is also considering procuring Zinc Phosphate to control the menace.

However, the department has asked the villagers to use it only in emergency situations because the chemical is poisonous for other mammals, birds and insects.

Community elders said the phenomenon of simultaneous bamboo flowering and rat infestation was last witnessed in 1961-62 in the district where a number of villages were severely hit resulting in virtual starvation by people.

Officials from the department and Agriculture Technology Management Authority, Wokha, led by specialist M Ben Yanthan, carried out an extensive 'rodent eradication campaign' in the affected villages.

Media and entertainment firm Eros International Media Ltd today said it has fixed price band of Rs 158175 per equity share for its proposed initial public offer (IPO) to raise Rs 350-crore.

The company plans to enter the capital market on September 17 with an initial public offer of equity shares of Rs 10 each for cash at a price to be determined through a 100 per cent book building process aggregating to Rs 350crore.

The Mumbai-based company is promoted by Eros International Plc and Eros Worldwide FZ LLC. Indian company, Eros Digital Private Limited holds 30.39 per cent stake and foreign company, Eros Worldwide holds 69.60 per cent stake in the company.

The issue proceeds will be used for acquiring and co-producing Indian films, including primarily Hindi language films as well as certain Tamil and other regional language films.

The company intends to use up to Rs 280 crore from the net proceeds, to fund Hindi, Tamil and other regional language film projects that it intends to release in fiscal 2011 and 2012.

Mahindra Finance is a dominant player in the rural and semi urban market and sees buoyant demand on the back of a good monsoon and the National Rural Employment Guarantee scheme, which increases disposable income of the rural population.

SEES RURAL DEMAND SOAR A unit of the company, Mahindra Rural Housing Finance, in which National Housing Bank holds 12.5 percent stake, is expecting loan growth tipping 2.5 billion rupees in FY11, compared with a 1 billion rupees in FY10.

"What we have typically seen is requirement of loan for 3-5 years, maximum six years and a loan size of 2.5-4 lakhs. Technically, the loan seems to be for upgrading the house or adding a room in the house," Iyer said.

Mahindra Finance, which has applied for licence for setting up an asset management company, expects an in-principle approval by the end of financial year.

"We have one million customers and we are growing every month with 25,00030,000 customers being added. We don't want to miss the opportunity to take financial product to this market."

Videocon d2h unveils new range of satellite LCDs

MUMBAI (PTI) -- Leading direct-to-home (DTH) service provider Videocon d2h has launched a new range of LCDs, which receive signals directly from the satellite without use of any set top box (STB).

The in-built STB offers perfect picture quality by ensuring no signal loss. Available in 16 models from 19-inch to 42-inch screen size, the Videocon d2h LCD range is priced between Rs 12,990 to Rs 59,990, the company said in a statement here today.

Depending on the model of purchase, customers are eligible for complimentary subscription of 3-12 months offering 260 channels across several genres like music, new, movies, entertainment and education, it said.

"The Videocon d2h Satellite LCD range is designed keeping in mind the sensibilities and tastes of the Indian viewer," Videocon Group Chief Marketing Officer (Consumer Electronics & Home Appliances Business) Jaideep Rathore said.

3 new phones from Nokia ESPOO (REUTERS) -- Nokia , the world's largest cellphone maker, unveiled three new smartphone models on Tuesday, trying to claw back market share at the lucrative top end of the sector.

Nokia is in the middle of a major management revamp, with the departures of its chief executive and chairman announced last week and its top internal candidate for the CEO post resigning on Monday.

The new models -- E7, C7 and a new version of the C6 -- all come with large touchscreens and use the latest Symbian software. They were unveiled in London.

Nokia still controls around 40 percent of the global smartphone market volume, but has lost out to Apple and Research in Motion's Blackberry in the fatter-margin market for the most expensive cellphone models.

"The products are a clear improvement from the N97 but we know they are not where Nokia needs to be yet, and any other promise around 'we are working on it' would have not convinced anyone," said Gartner analyst Carolina Milanesi.

"A new CEO and the old guard stepping down might give investors more confidence that things are really changing."

Last week, Nokia announced it was hiring Stephen Elop, a Microsoft executive with Silicon Valley credentials, to replace embattled chief executive Olli-Pekka Kallasvuo and renew its drive to compete with Apple.

On Monday, Nokia's smartphone and services chief Anssi Vanjoki -- an outspoken and respected figure in the mobile phone industry who had been considered the most likely internal candidate to replace Kallasvuo -- announced his resignation.

Underlining the scale of the change, chairman Jorma Ollila, who led Nokia's transformation from a rubber boots-to-TVs conglomerate into a mobile phones giant in the 1990s, said last week he would step down shortly.

HTC smartphones SHANGHAI (REUTERS) -- Smartphone maker HTC Corp unveiled details of its push into the increasingly important mobile services sector and introduced two new models using Google's Android software.

Taiwan-based HTC -- which also uses Microsoft's Windows in its phones -- is battling for the position of fourth-largest smartphone maker with much larger cellphone maker Samsung Electronics.

Exports in Aug up 22.5%; trade gap a concern PTI NEW DELHI, SEPT 15

Exports grew by an annual 22.5 per cent to USD 16.64 billion in August on improved global demand for Indian merchandise, giving policy makers confidence about achieving the USD 200 billion target for the fiscal.

Imports jumped at a higher pace of 32.2 per cent to USD 29.7 billion in August, leaving a trade deficit of USD 13.06 billion, which is a cause for worry.

"Things are going so far according to our plan and we should be able to reach over exports target of USD 200 billion," Commerce Secretary Rahul Khullar told reporters here.

Expressing optimism, exporters body FIEO said that with this growth rate, exports would even surpass the USD 200 billion target and reach

USD 210 billion.

Meanwhile, industry reported a 13.8 per cent growth in July, beating by a wide margin the market estimates of a single digit growth.

However, the rate of "heady growth" witnessed in the first quarter of the year has clearly decelerated, Khullar said.

He said while there is a marked improvement in exports during 2010-11 over the previous year "you are well below the USD 17.8 billion which was achieved in August 2008-09".

With imports rising on the back of 8.8 per cent economic growth in the first quarter of the fiscal, ballooning gap between exports and imports (trade deficit) remains the main area of concern for the government. For the April-August period, the trade deficit

aggregated USD 56.62 billion with a monthly average of USD 11.2 billion.

The year may end with a trade gap of USD 135 billion.

"The gap will be very very large, even compared to USD 118 billion, that we had two years ago."

During April-August this fiscal, exports posted a growth of 28.6 per cent to USD 85.27 billion on a year-on-year basis.

Imports during the period grew by 33.1 per cent to USD 141.89 billion.

The sectors, which registered a healthy rate of exports growth during the first four months of the current financial include cotton yarn and fabric (41%), gems and jewellery (28%), iron ore (84%), chemicals (23%), engineering (40%) and petroleum, oil and lubricants (POL) (50%).

While businesses worldwide cut their research and development budgets in the economic downturn, China invested heavily in innovation and sought more patents and trademarks, a United Nations agency said on Wednesday.

The World Intellectual Property Organisation said US applications for patents protecting new inventions were flat in 2008 and 2009, when recession made capital harder to access and customers harder to find.

Filings for patents -- which give inventors exclusive rights to profit from novel developments for a limited time --

dropped 7.9 percent in Europe and 10.8 percent in Japan last year, with filings from Germany, Britain and France also lower.

But in China, a growing engine of the global economy, WIPO said patent applications jumped 18.2 percent in 2008 and another 8.5 percent in 2009.

Chinese filings for trademark protection -- affording rights to logos or distinctive signs on an indefinite basis -jumped 20.8 percent last year, when such applications fell 11.7 in the United States, 7.7 percent in Germany and 7.2 percent in Japan.

"The post-crisis innovation landscape will invariably look

different from that of a decade ago," WIPO Director-General Francis Gurry said in an introduction to the World Intellectual Property Indicators report.

Beyond China, other emerging economies also sought to protect their innovations before the recovery, with doubledigit growth in patent filings in Belize, Peru, Romania and Turkey in 2008.

R&D Patent and trademark filings are seen as lagging economic indicators because they come at the end of the research and development cycle. But Gurry said the patterns seen during the recession suggested plenty of momentum for developing countries.

Bharti Airtel said it has received a licence from the Reserve Bank of India (RBI) to launch mobile payment services.

The so called "semi closed wallet" would allow users to exchange physical cash for virtual money which can be stored on mobile phones to pay for goods or services worth less than 5,000 rupees ($108), the company said in a statement.

The Tamil Nadu Government today launched a virtual employment exchange for aspiring job seekers and for those already registered at employment exchanges to renew their applications and add additional qualifications online. Inaugurated by Deputy Chief Minister M K Stalin, the portal- www.tnvelaivaaipu.gov.in, would now remove transportation and other expenses incurred by candidates for visiting the employment offices. Users can easily upload their scanned qualifications along with other details on the website.

Details of about 65 lakh registrants have also been made available at the website. The registrants can verify their profiles by visiting the website, developed by the State Government owned Electronics Corporation of Tamil Nadu (ELCOT).

The recent friction between the two countries over the presence of Chinese troops in Pakistan-Occupied Kashmir (PoK) and the denial of visas to a top Indian General did not seem to be palpable at the event, which was addressed by Road Transport and Highways Minister Kamal Nath as the head of a delegation of business leaders.

Officials of top Chinese investment and infrastructure companies were also present.

Besides meeting with the heads of the top investment companies like the Chinese In-

vestment Corporation (CIC) and Social Security Fund (SSF), which handles massive Chinese pension funds, Nath also met his Chinese counterpart, Li Shenglin, and discussed cooperation.

Nath is due to attend a similar meeting to canvas investment in the Chinese coastal town of Tianjin tomorrow. In a brief interaction with the Indian media here, Nath said India Chinese investments is welcome all across the country.

Nath said in his interaction with the Chinese investors a host of issues came up, including discrimination against investments by listed Chinese-owned investment companies like the CIC and SSF

by Indian market regulator SEBI. "I have dispelled any perception they had about dis-

crimination," Nath said. "They thought that there was discrimination, especially under the SEBI regulation that there is a 10 per cent cap for investment and the China structure being such that CIC and SSF their investment gets clubbed together", which exceeds the cap.

Nath said the problem was similar to what India faced in Singapore, which was resolved through the SingaporeIndia cooperation agreement in 2006.

"They felt it is China-specific and I told them it is universal," he said, adding that he would take up the issue with the Prime Minister and the concerned ministries to resolve it.

"They recognise that there are huge opportunities in India.

They were surprised when I said we awarded 118 projects with a combined length of 7,500 km last year.

"While the strength of the recovery remains uncertain, there will likely be a continuing geographic shift of innovative activity toward new players, especially in Asia," he said.

The global downturn of 2008/09 reduced many companies' cash flows and ratcheted up business uncertainty, making it harder for many to justify research and development spending.

General Motors slashed its research and development budget by 24.5 percent from 2008 to 2009, Toyota cut such spending 19.8 percent and Honda R&D spending dropped 17.7 percent, according to the WIPO report, citing U.S. Secu-

rities and Exchange Commission filings and annual reports.

Some of the figures are for fiscal and not calendar years.

Outside the auto sector, heavy machinery maker Caterpillar also decreased R&D spending 17.8 percent. Consumer goods group Procter & Gamble's R&D spending dropped 7.6 percent compared to Unilever's 3.9 percent decline, WIPO said.

While some technology firms such as Hewlett-Packard and Motorola cut their innovation spending, with decreases of 20.4 percent and 22.5 percent, respectively, others recorded a big boost in the peak of the crisis.

equipment maker, boosted R&D spending 44.8 percent and Huawei Technologies spending jumped 27.4 percent.

In the United States, Apple spent 20.2 percent more on R&D from 2008 to 2009 and Microsoft's spending rose 10.4 percent.

WIPO said the greater availability of venture capital since late 2009 could help edge up investment in innovation around the world as well as the number of patents sought for inventions.

But it warned a full rebound would take time. "The crisis is likely to have a lingering impact on (intellectual property) filing behaviour in 2010 and 2011," the report concluded.

IHCL to take Vivanta abroad HERALD BUSINESS DESK PANJIM, SEPT 15

The Indian Hotels Company (IHCL), which owns the Taj brand, plans to take its new brands — Vivanta by Taj and Gateway Hotels — to the overseas markets.

To begin with, the company will have two Vivanta by Taj (its five-star offering), one each in Maldives and Sri Lanka. The company will also soon convert one of its properties in Sri Lanka into a Gateway Hotel (its four-star offering).

“We had 32 properties under the Premium category till now which had a mix of Taj Residency, some resorts and few other properties. These are now being migrated to the Vivanta brand. We are migrating 19 existing hotels to Vivanta of which 17 are in India and two overseas,” IHCL's senior VP, sales and marketing, Ajoy K Misra said.

Of the remaining 13, seven existing overseas premium properties and six Indian premium properties would be turned over to Vivanta in the next 12-14 months, said Vivanta's COO, Veer Vijay Singh.

IHCL formally launched the brand Vivanta by Taj on Tuesday after running three hotels under the brand in Goa, Bangalore and Maldives for two years as ‘pilot projects.'

With the four brands in place, the luxury properties of IHCL will now come under Taj Hotels and Palaces, the premium properties will be under Vivanta Hotels and Resorts, Tier-II properties and few other small resorts will be housed under Gateway Hotels and Resorts, and budget hotels under the Ginger brand.

Oxigen, SBI tie-up PTI MUMBAI, SEPT 15

In a bid to provide banking solutions through the kiosksbased model to unbanked masses, electronic services provider Oxigen has tied-up with State Bank of India and plans to open 1,00,000 such points across the country by FY 13, a top company official said today.

The initiative will help the people, especially rural and poor, to open accounts, avail loans and make investments through web-based kiosks, that would be connected directly to the SBI Core Banking System by Oxigen Web Retailers.

"The initiative is a part of the Government's financial inclusion programme and we plan to cover about one-lakh villages across 10 states by FY 13.

Each village will have one kiosk," Oxigen's Chairman and Managing Director, Pramod Saxena, said on the sidelines of its Maharashtra launch here today.

With minimum documenta-

tion and a mere Rs 20, people can open no-frill accounts and deposit or withdraw up to Rs 10,000 a day besides providing remittance facility, he said.

They can also get easy auto and gold loans.

Oxigen along with the banking correspondent for the initiative -- Sahyog Micro Finance Foundation, had tiedup with SBI last month and launched its first project in the Delhi-NCR regions with 200 kiosks.

The company plans to open about 5,000 kiosks by end of this fiscal and then scale-up the number to 25,000 by March 2012, Saxena said.

"With this, the urban poor can avail banking facility at a retail store having an Oxigen web connection, he said.

"This will provide the necessary ease and comfort to customers in all parts of the country with inherent benefits like flexi-timings and reach through the current Oxigen footprint of over 20,000 web-enabled retailers," he added.

But if you look at the situation with a more positive approach, the time on your hands can be put to good use, maybe with an activity or a hobby or even though service that not just keeps you busy but also aids in passing forward different traditions to the younger generations.

That’s exactly what a group of senior citizens are aiming to do with the setting up of a group that will pass down traditions, values and music – the Senior Citizens Choir, now rechristened the Senior Citizens Family Choir. “The choir is set to elect a new ad-hoc committee on September 19,” says Agnel Crasto, the conductor of the choir.

Despite the name, the choir is open to every person regardless of age. “The choir is open to everyone, not only to senior citizens; even their families are welcome to join,” says Agnel. The choir, which has had about 40 members in the past, aims at superseding that and expanding their reach to anyone who extends a hand. “I want to build up a choir of a thousand people,” says Agnel. When asked about his incredible ambition, he explains, “Since we are people belonging to an older age group, there were times when some would fall ill or couldn’t make it to the practices because they had to take care of their grand children, etc so I thought, why not include the grand children too. By doing that, we could have the grandchildren looked after while the elders got the chance of practising together. If all grandparents, parents and grandchildren come together, we can definitely have a choir of 1000 people.”

Another reason for Agnel to set up the choir is that he felt that there has been a decline in values in modern times.

“There is no place for religion or god today and so all the choirs are dying out. I want to get people involved with choirs as a family affair,” says Agnel about the choir.

Although the aspect of imparting values is one factor, the basic purpose of a choir is for music. “My aim is to expose people to Gregorian music and the choir is going to be singing all forms of sacred music, Konkani, Hindi, French, Latin, Portuguese and Italian,” says Agnel. The choir formerly had performed twice; the first performance was at Kala Academy on the occasion of the Save Goa Day in 2008 and the second at the Don Bosco Oratory.

Herald takes a look at the activities that are in store for this group venue at the Fr Agnel’s College, Pilar, where the group will be meeting every Sunday evening, the choir aims at expanding their activities. “We will be conducting programmes for the youth – seminars, talks, symposiums, competitions and debates to name a few,” says Agnel.

The lack of uniform education in schools is what has compelled the people to start with these activities. “The education system now is very competitive and favours only the bright students; we want to give a chance to the other students too. In these activities, any person will be welcome to join in, regardless of grade and skill. Everyone should be given a chance to express his talents,” he explains.

Also, through the activities that will be held, the members of the choir will be given a chance to showcase their talents.

“The idea is to get everyone involved, even if you are not going to sing, just be a part of the choir and help in organising the events. Our aim is service to mankind,” says Agnel.

To be happy, you seek something. But despite getting it, you are not happy. A school-going boy thinks that if he goes to college, he will be more independent, free and therefore happy. If you ask a college-going boy whether he is happy, he feels that if he gets a job, he will be happy. Talk to somebody who is settled in his job or business, and you will find that he is waiting to get a perfect soul mate, to be happy. He gets a soul mate, but he now wants a kid to be happy. Ask those who have children if they are happy. And they ask how can they relax until the children have grown up and have had a good education and are on their own. Ask those who are retired and done with all their responsibilities if they are they happy. They long for the days when they were younger.

All of one’s life is spent in preparing to be happy someday in the future. It is like making a bed all night, but having no time to sleep. How many minutes, hours and days have you spent your life being happy from within? Those are the only moments you have really lived life. Those were perhaps the days when you were a small kid, completely blissful and happy or a few moments when you were surfing, swimming or sailing or on a mountain top, living in the present and enjoying it.

There are two ways of looking at life. One is thinking that, “I'll be happy after achieving a certain objective.”

Making Choirs... a Family Affair

ylie Minogue has revealed that her initial success in career made her feel guilty about overshadowing her pop star sister Dannii. The siblings started their careers on Australian TV in the 1980s, acting in rival soap operas before launching music careers.

Tough, Dannii Minogue enjoyed a successful pop career Kylie acclaimed international fame overpowering her sister's record sales by millions.

However, Dannii is enjoying career resurgence since becoming a judge on Australia's Got Talent and Simon Cowell's The X Factor.

Kylie insists she knew her sister would eventually get the acclaim she deserved but the ‘Spinning Around’ hitmaker admits it was tough to compete with her family in the same industry.

“I would feel quite guilty sometimes although there was no reason to feel that. And I know the last thing she would ever want me to feel is bad. We’ve discussed all that and it’s all good. I always knew her time would come.

I’m stoked for her,” says Kylie.

The second is saying that “I am happy come what may!”

Life is 80 per cent joy and 20 per cent misery. But you hold on to the 20 per cent and make it 200 per cent! It is not a conscious act, it just happens. Living in the moment with joy, alertness, awareness and compassion is enlightenment. Being like a child is enlightenment. It is being free from within, feeling at home with everybody, without barriers.

Don’t judge and don’t worry about what others think of you. Whatever they think, it is not permanent. Your own opinion about things and people keeps changing all the time. So why worry about what others think about you. Worrying takes a lot of toll on the body, mind, intellect and alertness. It is like an obstruction that takes you far away from yourself. It brings fear and fear is nothing but lack of love. It is an intense sense of isolation. This can be handled by relaxing and doing some breathing exercises. Then you will realise that, you are loved, you are a part of everybody and you are a part of the whole universe. This will liberate you and the mind will take a complete shift. You will then find so much harmony around.

To find harmony, it is not as if you have to physically seek it by sitting somewhere for years and practise.

Whenever you are in love, your mind is in the present, you feel joyous. At some level, to some degree, everybody is meditating without being aware of it. There are moments when your body, mind and breath are all in harmony. That is when you achieve yoga. The art of living lies in the present moment.

Salman, Sonakshi team for third film

he ‘Dabangg’ couple seems to have weaved their charm over many hearts in Bollywood and Sajid Nadiadwala, is no different. Apparently the producer liked Salman Khan and Sonakshi Sinha so much that he has signed them for the Hindi remake of Tamil blockbuster 'Kick'. This movie will be the third one that will have the two starring together after a sequel to the blockbuster ‘Dabangg’.

“It was Salman who was very keen that I sign Sonakshi opposite him in 'Kick'. I became a hundred percent sure of her after I saw her in 'Dabangg'.

She and Salman make a great pair,” said Nadiadwala who drove down to the Sinha’s bungalow to sign Sonakshi for the remake. Salman not only strongly recommended Sonakshi for the female lead which Ileana had performed in the Telugu original, but was also keen to sign Shirish Kunder as director.

'I am very happy to be working with Shatruji's daughter. He has worked extensively for my banner.

In fact, I've a picture at home with Shatruji when he was shooting for our banner in 'Bhai Ho To Aisa'. I was six at that time,' recollected Nadiadwala

The irony of the situation was that the producer had to go to the actor’s house to get her signed, “This is the first time I’ve gone to someone’s house to sign an actor. Everyone comes to my office. But Sonakshi is Shatrughan Sinhaji’s daughter.”

Shatrugan Sinha was more than happy to have his daughter cast opposite salman again and to work with Nadiadwala. “I told Sonakshi that I've worked with Sajid's grandfather and father. Now it's her turn to continue the tradition.

God willing, my sons too will work with Sajid.,” Sinha exclaimed hopefully.

It was announced by the CM that the South Asian Film Festival (SAFF) will commence on September 17 at 5pm at the Kala Academy, Panjim and go on till September 20. The festival will screen feature and non-feature films from the participating SAARC nations of India, Pakistan, Afghanistan, Maldives, Bhutan, Sri Lanka, Bangladesh and Nepal. All the films will have English subtitles.

The Chief Minister informed that the Entertainment Society of Goa has contributed Rs 10 lakhs towards the festival.

An impressive India bounced back from back-to-back defeats as they blanked higher-ranked Namibia 2-0 in their third international football friendly match of the month here today.

Having lost to Thailand in their earlier two matches on September 4 and 8 in Bangkok and here respectively, India came up with a much improved show to beat their opponents ranked 44 places above them in the FIFA

Ironically, the win came on a day when India dropped 22 places in the FIFA chart to 160th, one of the worst in the country's history.

Queries raised over nominations l Mickky hold confabulations with clubs at Betalbatim

The nomination of Severino Fernandes was rejected by Returning Officer after scrutiny. It is learnt that Severino is a coach and under the rules of contest, coaches, like active players and referees are debarred from contesting the elections.

Meanwhile, Lawrence Gomes, who is contesting for the post of member (Mormugao Zone) asked the Returning Officer to conduct an inquiry into the form submitted by Savio Messias for the post of member. Savio had submitted the nomination form for the post of member from Mormugao Zone yesterday, after having earlier filed his nomination for the post of president.

Talking to Herald, Lawrence said that he had obtained the second form proposed by the same club which Savio also had been proposed for the post of president. “Savio’s form was proposed by the secretary of the club while I got the president to propose me after the latter voluntarily agreed to,” Lawrence explained.

In his letter to the Returning Officer, Lawrence asked for an inquiry into the matter since his second form has been scribbled at many places with correcting ink and overwritten. “It is not a complaint. I have asked for an inquiry only,” insisted Lawrence.

Lawrence was categorical that he had no intention whatsoever to put Savio into problem and if that was his motive, he could have sent the form through somebody else and got it delivered in Panjim. “The very fact I did not do it and instead handed it over to Savio,” explains my sincerity.”

Meanwhile, MLA Mickky Pacheco, who is in the thick of news of late, plunged into canvassing mode for GFA elections this morning having had confabulations with the clubs under his constituency at Betalbatim.

Mickky, a football lover, having been the sports minister at one time, had the football team Fransa Pax in the I-League which was disbanded midway through. He had even contested, albeit unsuccesfully, the elections for the GFA presidentship against Shivanand Salgaocar and lost by a heavy margin, despite being the sports minister. Almost a year ago, Mickky had even released the Housing Board land at Cuncolim for setting up the football academy, after initially refusing to hand it over. The change of heart occurred only after Joaquim Alemao embraced Mickky, in what is known as Goa’s political football.

Our Margao Correspondent adds: Bishut Themudo, former Sarpanch of Navelim, Zilla Panchayat member, president of Navelim Sporting Club and present president of Navelim Villagers Union has filed his nomination form for the post of member from Salcete. As an administrator, Themudo earned praises from Navelim football enthusiasts.

“The clubs and well wishers have pleaded that I should contest the election,” he said and added: “I was involved with Navelim Sporting Club as its president. I have worked from grassroots.”

Mahindra Youth Football Challenge launched HERALD SPORTS DESK PANJIM, SEPT 15

The Mahindra Group’s commitment to promote football at the grassroots level saw it take its first step towards fruition with the launch of the Mahindra Youth Football Challenge (MYFC), an under-14 school football tournament-cum-talent hunt.

The company has partnered with European football giants, Celtic Football Club, who will take on the responsibility of training and developing young talent identified through this initiative.

Each player in the six teams in the inter-city league will be given two pairs of kitting (jersey, shorts and stockings). Travel, out of pocket expenses during the travel, and lodging and boarding of all the six schools

Besides, in the intra-city stage, the winners from each city will pocket Rs. 30,000, a trophy and kit bags while the runners-up will receive Rs. 20,000, a trophy and kit bags and the 3rd place winners will take home Rs. 15,000. Individual trophies will be awarded to star performer of the game and best player of the tournament.

Winning schools from the six cities and their coaches will benefit from a four-day coaching camp to be conducted by a panel of visiting coaches from Celtic Football Club before the inter-city challenge. The panel will then shortlist 16 players from the inter-city challenge who will further undergo an intensive five-day long coaching clinic where two to four best players will be picked to travel to Scotland and Celtic Football Club for intensive training.

Arsenal Boys, Borda won the 2-a -side tie-breaker football tournament defeating Shinning Boys organised by Nehru Nagar Boys of Borda at Borda ground. First time US Open champion Rafael Nadal believes the key to him winning nine Grand Slam titles in a little over five years has been his powerhouse shots.

Asked what does he think when he is playing against his rivals, including Federer, ABC News quotes Nadal as saying: "Nothing! Try to put the ball inside. The important thing is the shots. It's easier to be a great champion with a lot of shots and nothing of head than a lot of head and nothing of shots."

Four Pakistan cricketers will undergo dope tests before the third one-day international against England on Friday, a Pakistan team official said.

Team manager Yawar Saeed confirmed that a team of experts from the World Anti-Doping Agency (WADA) reached London and notified the Pakistan team that random dope tests would be conducted before the match, at The Oval.

Yawar said WADA did not convey which players would be picked for the tests on Wednesday but sources in the team said four senior players had been shortlisted.

"Captain, Shahid Afridi, fast bowler, Shoaib Akhtar and batsmen Mohammad Yousuf and Umar Akmal have been shortlisted for the tests," one source said.

Aaron Finch stole the show with a breezy unbeaten 93 and single-handedly powered Victoria to a sensational seven-wicket win over Central District in their second Group A match of the Champions League Twenty20 cricket tournament here today.

Finch was at his destructive best as he clobbered the bowlers for 11 fours and three sixes en route his 60-ball match-winning innings.

The 23--year-old right-hander was ably supported

by Victoria skipper David Hussey and Andrew McDonald, who made an identical 17-ball 18.

Chasing Central District's challenging 166-run target, Victoria rode on Finch's brilliance to romp home in 19.4 overs and bring back their campaign on track after the opening 28-run loss against Warriors in the Twenty20 event.

For Central District it is their second consecutive defeat in the tournament after their 57-run loss to Chennai Super Kings and now stands in the brink of elimination.

No IPL players under scanner: ICC AGENCIES DUBAI, SEPT 15

The International Cricket Council on Wednesday refuted media reports that 29 players who participated in the Indian Premier League are under the scanner of its Anti-Corruption and Security Unit for suspected matchfixing or spot-fixing.

In particular, over the last 2436 hours we have noted a number of specific unfounded media allegations about individual players being investigated by the ACSU -- a so-called list of 29 players," ICC CEO Haroon Lorgat said in a mail to individual member Boards.

"This is to confirm that there is no such list and we believe it is simply a way that the media is trying to fish for information without any basis for doing so," he added.

"If there were any specific players being investigated by ACSU we would have notified the relevant member Board."

London-based The Times had reported that 29 players, two of them Australian, were named in a secret dossier, detailing match-fixing and spot-fixing in the IPL's second edition, prepared by the ACSU. Lorgat advised individual Boards to dismiss any queries with regard to the reported dossier.

Central Excise slaps Rs 1.15 cr tax notice on Yuvi AGENCIES CHANDIGARH, SEPT 15

The Central Excise Department slapped a notice on King's XI Punjab cricketer Yuvraj Singh seeking payment of service tax to the tune of Rs 1.15 crore raised on his income from two seasons of Indian Premier League (IPL) and endorsements.

Yuvraj's tax consultant, while refuting the claims of tax authorities, put the onus on IPL franchise KPH Dream, which owns King's XI Punjab, for the payment of service tax for availing the cricketer's services in promotional activities during the IPL matches.

"We have served notice on Yuvraj Singh asking him to pay service tax amounting to Rs 1.15 crore on money he earned from two IPL seasons and doing endorsements," a senior official of the Central Excise Department, Chandigarh region, said.

Serving the notice by including the income of Yuvraj under 'Business Auxiliary Services' head, the department has assessed the service tax amounting to Rs 96.44 lakh from playing two seasons of IPL and Rs 19.53 lakh from participating in TV

show 'Dus Ka Dum' and engaging in promotional activities for two agencies -- Cornerstone Sports and Rhiti Sports.

The central excise department has calculated an income of Rs 8.51 crore from IPL matches, Rs 99.99 lakh from winning 'Dus Ka Dum' show last year and Rs 65.30 lakh from promotional activities for two agencies, as per the notice.

The department had already served notices on three other IPL players VRV Singh, Sunny Sohal and Uday Kaul, asking them to pay tax of Rs 11.33 lakh, Rs 4.79 lakh and Rs 4.53 lakh, respectively.

The decision to demand tax from cricket players follows the non-disclosure of break-up of earnings by them from IPL matches.

"The players were asked to give the break-up of their earnings from cricket matches and endorsements but they failed to provide us separate figures.

Therefore, we have been forced to levy tax on their income, whether it is match fee earned by players from IPL-1 and IPL-II season, after assessing their income on individual basis," the official said.

Bopanna not to figure in Davis Cup doubles PTI CHENNAI, SEPT 15

US Open finalist Rohan Bopanna will not figure in the doubles event of the Davis Cup World Group Play-Off tie against Brazil here on Friday as the team has decided to stick with the tried and tested duo of Leander Paes and Mahesh Bhupathi.

"We are sticking to our world best combination of Leander and Mahesh for doubles. We have lot of options. We have an hour's time to bring in changes in fielding players for matches.

You should understand Rohan has to play two singles ties," non playing captain S P Mishra told reporters here.

Mishra said India has the home advantage though Brazilian singles players are higher ranked.

"We have the home advantage and our players are used to playing here and they should perform well. In Davis Cup, ranking does not matter," he asserted.

He said a 2-0 verdict on the first day would be a dream and the Indians would try hard to achieve that.

"We have to win at least one, if not both matches at the end of the first day."

Indian and Brazil tennis players said neither team has any distinct advantage and have equal chances of winning the tie.
