The three-year-old BJP regime headed by Chief Minister B S Yeddyurappa has sought to mount pressure on the State Governor by sending another resolution of the State Cabinet for convening the Legislature Session. An emergency meeting of the State Cabinet, chaired by the Chief Minister, decided to request the Governor to summon the Legislature Session for the second time which would not only add to the pressure on the Raj Bhavan as also the Centre but also create sufficient ground to prove the point that the Yeddyurappa regime was denied an opportunity to prove its majority on the floor of the House. In a parallel move, the ruling BJP has decided to parade all its 121 legislators before Rashtrapathi Bhavan on May 17 so as to embarrass the Congress-led UPA regime seeking to dismiss a State Government enjoying clear majority.

Dissension seemed to be brewing within the Goa Headmasters Association (GHA), on Monday, over the ‘no-detention’ circular issue after its delegation met Director of Education Dr Celsa Pinto, who assured them guidelines within two days. While GHA delegation which met Pinto returned contended on her assurance, the Association members who were camping outside the Directorate of Education said “the delegation did not act as per the decision of General Body meeting, which was held Monday morning”. GHA President Sanjiv Sawant who was part of the three-member delegation said that there were no issues in implementing the circular from academic year 2010-11, once they get the guidelines from the Department. Saudi Diplomat gunned down in Pakistan PTI KARACHI, MAY 16

Four motorcycle-borne Taliban militants today shot and killed a diplomat of Saudi Arabia, a staunch US ally, claiming it was to avenge the killing of Osama bin Laden and continued drone attacks in Pakistan’s volatile north-west. The incident came days after explosives devices were lobbed at Saudi Arabia’s consulate here. The Saudi diplomat, identified in media reports as Hasan M M Al-Kahtani, was attacked by four gunmen riding two motorcycles while he was driving to work.

The newly released Regional Plan 2021 maps of three talukas of Sattari, Ponda and Quepem have quite a few ‘mega projects,’ a proposition that is unlikely to go down well with state’s many NGOs, some of whom are already gearing up to oppose these projects. Prominent among these mega projects are a marina in BetulNaqueri-Canaguinnim, a marine industrial estate in Marcaim, amusement park in Quepem besides the other decisions already taken by the government like a film-city in Durbhat in Ponda and sports city in Quepem. Bicholim Police on Monday arrested the pilot driver of the Governor on charges of assaulting his wife at Mulgao-Bicholim. According to Bicholim Police, police constable and pilot driver of the Governor, Jeetendra Naik, along with his brother, Ashish, had allegedly assaulted Chaya Naik on May 11. Following the complaint, Bicholim Police had arrested Ashish on Monday, while Chaya’s husband, Jeetendra, was arrested on Monday under Section 151 IPC. Meanwhile, Bicholim Police on Monday arrested a couple on charges of assaulting a 45year-old person from AdvalpalBicholim. According to Bicholim Police, Raglo Poklo Palkar along with his wife, Sarita, allegedly assaulted one Mukund alias Ankush Palkar from Advalpal on Thursday.

“In order to streamline this whole process and help reduce illegalities and arbitrariness in construction of such yards the State Level Committee has decided that a special zone should be made for them and so we have marked it,” he said. True enough there are many illegal ship building yards along Loutolim as well as other stretches of the Zuari River that mainly cater to the repairs of barges. They have come up in some cases by destroying paddy fields and in others by destroying mangrove vegetation. The area falls within CRZ area but MoEF has made provision for building of yards based on certain conditions.

“It is well within CRZ norms and boat repair yards can only be along banks. Streamlining this industry will bring regularisation and control, which is in the interest of the state,” Putturaju said. The villagers are however not satisfied. They believe that their gram sabha should have been consulted before such a decision was taken. “This decision goes against our gram sabha resolution of allowing only agriculture. Now who has greater power the SLC or gram sabha,” they questioned. People from Betul too have in the past spoken against plans to build marinas in their village saying they will oppose such moves as it will disturb their agrarian lifestyle.

Goa government has finally made partial payments to the Goa State Horticulture Corporation (GSHC), which under the ‘price intervention scheme’ was pending for over months. Sources in the agriculture ministry said that the compensation amount of about four crores has been sanctioned to the Corporation for the months of December 2010, January and

February 2011. The cheques are however yet to be handed over to the Corporation. GSHC Managing Director Satish Tendulkar, when contacted, confirmed that the Corporation has received total compensation for the three months, while the process for compensating the Corporation for the months of March and April is under process. Herald had published in its May 5th edition that Corpora-

tion had not received monthly compensation under the ‘price intervention scheme’ for the first four months of the year, total amount of which was calculated to around nine crores of rupees. The Corporation claimed that it has been submitting monthly report and respective bills on time, despite which they face such delays. Chairman of the Research Advisory Committee, ICAR Goa, Kirti Singh said that the current production of rice is not enough to meet the demands of the state population. “We need to have better technology and dissemination of

knowledge to farmers to increase the production of rice including Jyoti and Jaya rice varieties in the State,” Singh said during an interaction with officials from the Animal Husbandry, Agriculture, Dairy development and Fisheries departments. The meeting also stressed to develop horticulture crops like brinjals, chillies, spices, cashews and mangoes, so also animal science, fish cultivation and floriculture. The experts deliberated how to increase the production and

ICAR is contemplating to forward its recommendation to Goa government on setting up its own ‘seed certificate agency’, so that local farmers need not depend on the neighbouring agencies to certify the quality of the seeds. “An independent seed certificate agency will help local farmers to produce seeds, get it certified by its own agency and give them back to the farmers

Fire broke out in an electrical shop at Aquem-Margao on Monday noon, destroying property worth Rs four lakh. The incident occurred at around 3 pm on Monday when the shop Jagdamba Electricals was closed, while someone spott e d s m o ke b i l l o w i n g o u t through the shutters. The cause of the fire is being ascertained, even though fire services suspects short circuit as the cause behind the incident. While the fire services put the total loss to Rs four lakh, the fire fighting operation has succeeded in saving property worth around Rs eight lakh. Two fishing boats were gutted in a fire at Coco Beach, Nerul, on Monday morning, causing a loss of about Rs 16 lakh. Two new fishing fibre boats (canoe) owned by Marshal Camilo and Francisca Cardoz were destroyed in the fire and the total loss, including the cost of fishing boats, fishing nets, nylon ropes, etc, has been estimated to be around Rs 16 lakh. According to Mapusa Fire Station senior fire station officer D Redkar, after they received a call at about 6.30 am about the incident, he along with his staff members rushed to the spot with fire tender. “Since the fishing boats were on the seashore, it was not possible to extinguish the fire with fire tender. We had to extinguish the fire with buckets using sea water,” added Redkar. “The boat owners have suspected that some one must have deliberately set their fishing boasts on fire at about 3 am,” said Redkar. Meanwhile, one of the boat owners, Marshal Camilo, has filed a complaint with Porvorim Police station and has named a person as suspect. Police have registered the case under Section 435 of IPC and ASI S S Naik is investigating the case.

Susanna Thomas has topped the list of students in Medical and Pharmacy, while Saurab Shenvi Usgaonkar has topped the Engineering list at the Goa Common Entrance Test (GCET), results of which were declared Monday by Directorate of Technical Education. The results are declared four days after the exams, which were held on May 11 and 12 in ten centers across the state. Saurabh Shenvi scored 140 out of 150 points in Physics and Mathematics (PM), which makes him topper for the Engineering course, once he clears board exams by securing more than 50 percent marks. Susanna Thomas topped Medical and Pharmacy category. In the medical category she secured 217 out of 225 points in Physics, Chemistry and Biology (PCB) subjects while in Pharmacy category she scored 144 out of 150 points in Physical and Chemistr y categor y (PC). She was also the second ranker for PM group, wherein she scored 138 points. The Official said that the final merit list will be open on June 17, followed by the first round of admissions. IIT Mumbai’s Prof Dipan Ghosh, who worked as a consultant for the conduct of examination, said that evaluation was computerized. “These are objective questions where students had to fill the bubble infront of right answer,” he said adding that standard optical scanner machine or Optical Marks Recognition (OMR) machine were used in the process. OMR is the process of capturing human-marked data from document forms such as surveys and tests. He said that Goa is one amongst the few states where candidate can take back his answer sheet copy home. “There is complete transparency in the procedure and student can even know how much points he has scored, if he goes back home and checks,” Dr Pradip Kuske, deputy director, DTE, said.

Pernem Mamlatdar Bhushan Saviakar on Monday morning seized four trucks for allegedly carrying illegal sand from river Tiracol bed. According to reports, the raid was conducted as per the orders of the Pernem Court. Later, all the trucks were released after all the four truck owners paid fine of Rs 1,000. Mamlatdar warned the truck owners not to carry illegal sand. Margao to have Sourcing Hub

The Shree Laxmi Narayan Devasthan Trust has categorically stated that the construction work of the Temple at Dongorim-Navelim has not been stayed by the High Court. The Trust has maintained that the High Court had only directed the Deputy Collector to give a hearing to both the parties and pass appropriate orders. “By order dated March 14, 2011, the high court has not stayed or stopped construction of the Temple”, the Trust said. They were reacting to a news items wherein the Member Secretary of Goa Coastal Zone Management Authority Michael D’Souza in his notice to the Project Director, RDA stated that the High Court had granted a stay on the construction, with directions to CRZ to examine the grievances of the petitioners regarding alleged violations of the CRZ notification. In fact, the Trust maintained that the GCZMA had clearly stated that the proposed construction of a Temple at Dongorim-Navelim does not attract the provisions of the CRZ notification.

The Memorandum states that the Konkan Railway station at Margao is the main railways station in the State extremely Convenient for several travellers, who are travelling /arriving by local trains at Margo also being the cheapest mode of transport, besides being most convenient. Presently travellers have to purchase local train and platform tickets from the southern side of Railway station at the Rawanfond area, which makes it difficult to passengers who are arriving from northern side of Aquem who have to endure a lot of hardships as they have to cross the railway bridge to reach on the southern side and purchase local trains and platform tickets and again reach northern side by crossing the bridge even though arrival /departure of local trains are mostly from Northern Side -Aquem that is platform no3 and 4.

Water treatment plant at Shiroda PANJIM (HND): The PWD Minister, Churchill Alemao laid the foundation stone for proposed Rs 52 crore 10 MLD Water Treatment Plant at Maisal Dam at Panchwadi in Shiroda on Thursday. The project which would benefit 5000 people includes construction of the water treatment plant, reservoirs, construction of 300 cum ground level reservoir, 400 mm dia pipeline with of 11 kms from MBR to Shiroda village, 300mm dia 1.5 km pipeline from WTP to Panchwadi village and 150 mm dia 2.5km pipeline from MBR to proposed 300 cum GLR at Ambali. Speaking after the laying of foundation stone ceremony, the PWD Minister said that the Government was committed to providing the people clean, safe and treated potable water. Alemao called upon the people to make judicious use of potable water and avoid wastage. Chairman of Goa Infotech Corporation, Subhash Shirodkar thanked the Government for taking the initiative of launching the scheme and said that the project was a long pending desire of the people and hoped it will be a reality soon.

This law may seem confusing initially; the first question that springs to mind is about how an object can spontaneously produce a force? This is best explained through the use of an example – in the world we live it, when we press a hand against a wall, there is obstruction. If Newton's third law didn't exist, the hand would go right through the wall. The reason that this does not happen is because the wall exerts an opposing force on the hand. Imagine a car crashing into a stationary object. The result is that the car becomes mangled upon impact, but the stationary object also suffers damage. The damage to

the stationary object is caused by the force of the car, and the damage to the car is caused by the force of the stationary object.

Simply Put

As per Newton’s third law, every interaction between two objects has two forces acting at the same instant. The forces are exerted from each object onto the other one, and therefore are equal in magnitude. The only difference between the two forces lies in the direction in which they act – in which case they are directly opposite to each other. This pair of opposing forces is known as an action-reaction pair. The important thing to remember here is that they are always equal and there are only ever two objects (and therefore forces) in an actionreaction pair.

The United Goans Shanti Concern (UGSC) has accused a builder and his associates of irregularities in a newly constructed residential complex at Baikode-Pangal, Shiroda. In a complaint to the North Goa collector, UGSC President Francisco Xavier Pereira stated that a well had been covered with concrete slab and waste water from the septic tank had been released into the well. The complaint also mentions that the builder has failed to provide proper access to the residential complex, while there are no proper parking facilities for the occupants. Apart from this, Pereira claims that the builder has failed to set up a proper garbage disposal system and fears that the open space for recreational purposes could be used for another construction. The NGO also questioned the

Shiroda panchayat for issuing the occupancy certificate even though the builder had failed to adhere to the norms.

The Goan Seamen Association of India has urged the Goa government to call for a joint meeting between the seamen and government authorities, besides NUSI to address all pending grievances of the seamen. Association President Dixon Vaz told an awareness meeting at Assolna village on Sunday evening that only a joint meeting can help solve the pending problems plaguing the seamen community. He said the seamen will call on Chief Minister Digambar Kamat and impress upon him to call a joint meeting immediately to discuss the problems. “This meeting should be attended by the Chief Minister, Union Shipping Minister, NUSI general secretary Abdulgani Serang and the Goan MPs and the seamen. This interaction will bring about better understanding of the issues highlighted by the seamen”, he said. Vaz said the Association will continue its awareness meetings across the state and exuded con-

fidence that the seamen will get justice. “We will hold our next meeting in Chinchinim village on coming Sunday. These meetings will bring about awareness amongst the seamen about their rights and retirement benefits”, he said.

Sheetal Arolkar was on Monday re-elected as sarpanch of Socorro Panchayat defeating her rival Ditosa Lobo by a margin of one vote. Arolkar polled six votes, while Lobo secured five votes. John Paul Vales was elected unopposed as deputy sarpanch. It may be recalled that the posts of sarpanch and deputy sarpanch had fallen vacant as former sarpanch Sheetal Arolkar and deputy sarpanch Sanjay Pednekar were voted out of office in April after a no-confidence motion was passed against them by 6-0 votes in the 11-member panchayat.

RTI workshop held at Aldona PANJIM (HND): Asha Family Responsibilities and Rights Association in collaboration with Lions Club of Aldona held a Workshop on ‘Right to Information’ on Sunday at Aldona Parish Centre Hall. The resource person Rui Da Gama of Asha NGO, explained the entire RTI Act. The participants expressed their difficulties in obtaining the correct Information from the Public Information Officers (PIOs). It was suggested that fine of Rs 250 per day should be imposed on all the PIOs who delay in giving RTI information within thirty days. The participants also requested the Government to appoint the Goa State RTI Commissioner in place of Mr Araujo who has retired from the post. A number of those present expressed their resentment against the corrupt practices noticed in the information provided to them under the RTI Act. Jonas Correia proposed the vote of thanks.

Free urology camp held PANJIM (HND): Porvorim Yuva Welfare Trust recently organised a free urology camp at its office at which 42 patients were examined by Senior Urologist, Dr Madhav H Vaze MS, Mch (Urology). Chairman of Porvorim Yuva welfare Trust, Ashok Khaunte who inaugurated the camp said that the Trust will support and organise such medical camps for the people of Porvorim especially for those who are not able to get themselves checked due to their personal problems or sometimes unavailability of a specialized doctors. Aldona MLA Dayanand Narvekar has warned that if the culprits, who attempted to kill Penhade-Franca Panch Umesh Phadte, are not arrested by May 22, then the residents of Porvorim will stage a ‘morcha’ to the Assembly Complex on May 23. Addressing press persons in Porvorim on Monday, Narvekar stated that an attempt to kill Panch Umesh Phadte with an iron rod was made on Thursday night and on May 13, he had submitted a letter to Porvorim Police stating therein the names of the suspects. “But Police Inspector D Gad has still not bothered to summon those suspects and conduct an enquiry,” alleged Narvekar. “The DGP should look into this matter as he has done in the assault case of Nilesh Gaonkar,” said Narvekar. “If the culprits, who attempted to kill Panch Phadte, are not arrested by May 22, the residents of Porvorim will intensify their agitation and as a first step will stage a ‘morcha’ to the Assembly complex on May 23,” warned Narvekar. “Crimes in Porvorim are on the rise, as police officials who are manning the affairs of the police station have proved their inefficiency in detecting the crimes,” claimed Narvekar.

Two persons were rescued from d ro w n i n g a t B a g a a n d Calangute beaches on Saturday. According to reports, Anand Agarwal from Mumbai was rescued from drowning at Baga Beach. The incident occurred at about 6.45 am when a group from Mumbai ventured into the sea before commencement of life-guarding duties. The night shift lifeguards noticed four people from the group entering the water. Soon one of the lifeguards spotted a person waving out to the tower. The lifeguard identified danger and spotted the victim, Anand, unable to swim to the shore. Two lifeguards rushed from the tower with their rescue tube rushed and secured the victim to the shore safely. In the second incident, Prakash Gadwe (30) from Nagpur was rescued from drowning at Calangute. A c c o rd i n g t o re p o r t s , Gadwe was swimming in the swim zone along with his friends. The victim was found to be a non-swimmer and hence the lifeguards tried to keep the victim close to shore by periodically warning him to come back ashore. However, the victim did not heed to the warning and went further and was in distress. The lifeguards rushed to the rescue and the victim was secured and brought to the shore safely.

The Trustees and Members of Asha Family Responsibilities & Rights Association, Mapusa have condemned the criminal assault on Nilesh Gaonkar of Carvem for taking up the social cause of the people against the illegal mining lobby. The members of Asha NGO through its Managing Trustee Rui Da Gama, have called upon the chief minister and the Director General of Police to arrest the anti-social elements immediately. Asha NGO members have also warned the illegal mining lobby not to play with the sentiments of the people. Gama informed that illegal mining has been destroying the environment and polluting drinking and plantation water resource which is the life line for agricultural activities in Goa. He stated that paddy fields in Mayem, Poira and other areas of Bicholim district have been destroyed by mining as in areas around Sanguem, Quepem and Sanvordem. The Asha NGO has demanded the government to make a comprehensive study of mining along with environment experts and social activists on the long term ill effects of mining on the lives of people in Goa.

Stark ‘realism’ of Dum Maro Dum

C

ritics of the Bollywood masala film ‘Dum Maro Dum’, who alleged – despite the disclaimer that said all characters in the film were fictional and any resemblance to any real person was purely coincidental – that the potboiler was ‘denigrating’ Goa, will be astonished to know how close to the target they really were. Notwithstanding the shellacking they got for blowing up a nonissue and, even worse, for putting chauvinist and sexist slogans on their placards, the fact is that there was plenty of ‘dum’ to be ‘maraoed’ in that film. Earlier this month, the western zonal unit of the powerful Delhi-based Narcotics Control Bureau (NCB), in its first operation in Goa, arrested a German drug peddler at Anjuna. He was caught with a small quantity of hashish. However, on interrogation, it turned out that 40-year-old German national Ralph Diersmann alias Goose had acted in ‘Dum Maro Dum’ as – no prizes for guessing this – a drug peddler. He was seen in two shots, one of which was the climactic cemetery scene. Art imitating life or life imitating art? In real life, back home in Germany, Diersmann was a qualified radio and TV technician working for a reputed company. But he travelled to India nearly every year since 2006 on a tourist visa, and turned – like Dr Jeckyl became Mr Hyde – into a drug dealer named ‘Goose’. The NCB says he had been operating for several years bringing large amounts of hashish from Himachal Pradesh to Goa. He lived in Goa throughout the party season, peddling high quality ‘Malana Cream’ hashish, and also plying his trade in Hampi, Karnataka. Apart from being a peddler, Goose smoked a lot of hashish himself. Malana Cream is the finest and most expensive hashish grown in India. It takes its name from Malana in the Kulu valley, an ancient, fircely autonomous and self-governing village where a special variety of cannabis is grown. A ‘tola’ (10 grams) of Malana Cream can cost as much as between Rs4,000 to Rs5,000. Some days later, the NCB team caught Goose’s accomplice, Krishna Singh, a Bengali who owned a resort in Manali. He was quietly living in a hotel in Sawantwadi, in neighbouring Maharashtra. He had 3.5 kg of hashish in his room, hidden in two speaker boxes. Singh was to deliver the consignment to Goose at the entrance to Mackee’s Saturday Night Market at Arpora. But bad luck in the shape of the NCB intervened... The fact is that Goa has become a transit point, at least for the party drugs trade in India. Peddler after peddler caught in cities like Bangalore, Hyderabad, Mangalore and even Mumbai has confessed that he sourced his drugs from dealers in Goa. However, even though these reports have been published in Goan newspapers (‘Herald’ itself has published a number of them), not once has the Anti-Narcotics Cell (ANC) of the Goa Police sought to interrogate these peddlers to locate the source of their drugs. We hope this will change with the arrival of the new Director General of Police (DGP) Aditya Arya, who was earlier Special Commissioner of Police for Rashtrapati Bhavan in New Delhi. DGP Arya had served as SDPO (Panjim) in 198485. At the time, he had worked with local NGOs to rehabilitate drug addicts in Goa, even keeping some of them in his own house during their detoxification treatment. The new DGP is not in denial about the existence of the drug trade in Goa, and is candid enough to admit that he needs to study the situation before he can make any comments.

y a Notification No. 2-1-2009/FOR dated 24 March. 2011, the government of Goa notified a “Goa State Forest Policy – 2009” and has requested suggestions, if any, within the period of sixty days from the publication of this notification. The state of Goa’s forests are a crucial component of Goa’s overall development, and this move by the government to formulate and finalise a Forest Policy should be welcomed enthusiastically by all the citizens of Goa. In fact, the same enthusiasm for this policy should be shown as evinced during the Regional Plan 2021 of which it should be an important component. Unfortunately, this notification seems to have been overshadowed by less important preoccupations of the citizenry. Overall remarks A policy document of any government should not only be a pious statement of intentions. It should indicate clear and definite objectives and how those objectives are to be achieved. This document, unfortunately, does not meet this requirement. It is more like a political manifesto which is very appealing, but which everyone knows will soon be forgotten. A policy document is a framework within which the necessary laws will be put into place and which forms the basis for the creation of an efficient and effective mechanism to help achieve the policy objectives. The spelling out of the institutional structure to make the policy effective is an integral part of any policy document. This is missing in this forest policy of the Goa government. It must be conceded that this is the very first time that the Goa government has attempted to formulate a Forest Policy. The document itself admits that the government has simply been attempting to implement the National Forest Policy which was promulgated in 1894 by the then British government. This policy was revised in 1952, and a fresh National Forest Policy was formulated in 1988. The Goa Government rightly asserts that Goa has specificities which are not adequately addressed by the overall National Forest Policy of 1988. Therefore, the need for a specific forest policy for Goa. This is a very laudable and welcome initiative. The government has also published the draft of the policy for public scrutiny, and has invited suggestions from the citizens of

Our politicians take so much enthusiasm, when it comes to laying of foundation stones and inaugurations. It is fast becoming a ‘First come, first served’ scenario. The newly-built under bridge at Majorda has finally seen the light of dawn after many years. But, thanks to the rivalry between political heavyweights there was a big fiasco with the bridge being inaugurated twice in a space of a few days. Why can’t we get prominent and respected citizens of the village to inaugurate a project? They should now concentrate on other pending issues of the village instead of instigating their stooges to argue as to who really was the mastermind in completion of the bridge.

The new Director-General of Police Aditya Arya had paid a visit to Nilesh Gaonkar, the assault victim of the notorious mining mafia at the Hospicio Hospital. This is certainly a good sign. It shows his desire to improve the badly battered image of the Goa police. In his new capacity, DGP Aditya Arya should begin with conducting surprise checks at various police stations as well as stop the haftas/bribe collections from private bus owners, matka gamblers, shack owners, hotels etc. Lastly, I wish the criminals who cowardly attacked Nilesh Gaonkar are arrested and booked under attempt to murder at the earliest, under direct supervision of DGP Aditya Arya.

For starters, the Goa police are really trying hard to improve the image of the police in Goa. The new DGP’s official visit to Hospicio Hospital where Nilesh Gaonkar the young lad heading the anti-mining movement in Cavrem, along with other high ranking officers from the North and South, sought to do just that. I must compliment the new DGP, for within a few days of his posting in Goa, he has taken cognisance of the serious attack on Nilesh Gaonkar and made it a point to come and see him. On his arrival he has kept up the motto of the Goa Police which is ‘Help us to help you and we care for you’. I wish him all the very best and hope that he does not crumble under the weight of the politicians of Goa and brings all of them involved in any illegal activities, to book.

Specific general comments It is obvious to any reasonable person that the two main threats to the integrity of any forest are the so-called “timber lobby” which surreptitiously fells trees to be sold as timber to many industries, including the furniture industry, and the “mining lobby” which has blatantly intruded into our forest areas in search of minerals. The Goa Forest Policy does not address this threatening issue. There is only a cursory reference in the section “Objectives” to “reclamation of abandoned mining areas and afforestation of mine dumps/rejects. Again in Section 6.5.10 the document refers to “Mineral prospecting/exploration or mining (fresh or existing leases and/or their renewal) including extraction of minor minerals shall be regulated as per the existing legal provisions. This is simply too timid and unconvincing. Mining and preservation of forests are totally incompatible. It is simply impossible to preserve forests and permit mining in forest areas simultaneously. Goa Government’s Forest policy should strongly and unambiguously assert that no mining (or prospecting) activities will be permitted within the defined forest areas. In order to deter surreptitious prospecting for minerals, the government should clearly state that heavy penalties

e all have our lives to live. We can choose certain aspects of our life and others can’t. When we have decisions to make, what is important is to choose the right path. At the end of our lives, we will all want to feel the satisfaction of having lived a life worth remembering. We will want to feel the happiness of knowing that we touched the lives of others in a beautiful way that nobody else did. We will want to remember that we used the precious talents and gifts to bless others. We will want to tell our grandchildren wonderful stories of how we made beautiful memories with the people we loved. We will want to tell them of times of love and laughter shared with people less fortunate than ourselves. We will want to have made a difference in the world. We will want to remember our lives as lives of happiness, joy and victory! But how can we live a life worth remembering? It’s easy to talk the talk, but how do we walk the walk? The answer is: We do it one step at a time every single day of our lives. We cannot do anything on our own, we need God’s help. ‘As for every man to whom God has given riches and wealth, and given him power to eat of it, to receive his heritage and rejoice in his labour - this is the gift of God.’ Eccl 5:19.

When human habitations encroach into the traditional habitats of forest animals, there is a man-animal conflict. By using “ecotourism” as a cover, tourism promoters destroy forests and put up buildings (tourist bungalows) for tourists’ comfort — no matter what damage this does to the natural inhabitants of the forests. This needs to be actively discouraged – not promoted. Goa government’s forest policy should not provide an excuse for further damage to our fast de-

pleting forests and wildlife. Leave it to the Tourism Department to promote tourism, but be adamant that it does not attempt to intrude into forests in order to pander to the tastes of insensitive tourists. The entire section 6.4 “Development of Ecotourism in Goa” needs to be removed from this policy document. The section is badly drafted and has incomprehensible statements such as “Eco-tourism has tremendous opportunities to meeting the market requirements within the framework of sound eco-system management.” What does this mean? Again in section 6.4.3 the draft speaks of “community based ecotourism (sic) involving the local people by imparting suitable training in hospitality, bird watching, botanisation (sic) and nature guides, etc., should be promoted.” Section 6.4.6 “The type and scale of eco-tourism development should be compatible with the environment and socio-cultural characteristics of the local community.” Once again, an incomprehensible statement. Protection of marine life? The drafting of this policy document should have remained within the confines of a “forest policy”. This would have made it more focused and more limited to the overall objective of preservation, conservation and protection of forests. As part of 6.3 Conservation of Wildlife & Bio-Diversity (sic) the draft drifts into areas which are completely outside its competence and concern. One statement says: “All efforts to be made to protect marine life ecosystem. Forest staff should be trained for rescue and rehabilitation of marine lives like shark etc.” It is preposterous to expect foresters to be adept in saving sharks etc. (sic) Drafting anomalies There are many other anomalies in the draft of the Forest Policy, but these can be removed by subjecting the draft to scrutiny by people who are more experienced in English and can detect grammatical and syntactic errors and offer corrections. One such anomaly is the section 6.2.9 which speaks of “Appropriate Urban forestry models shall be designed and function as an effective interface with the public by organising outreach programmes and publicity activities.” The use of the expression “Urban forestry” is a contradiction in terms. The ongoing vexed issue on the Medium of Instruction (MOI) should be definitely settled taking into consideration the provisions of 'The Goa, Daman and Diu Official Language Act, 1987’ and 'The Right of Children to Free and Compulsory Education Act, 2009'. The Official Language Act clearly states that, the government shall not discriminate in granting aid to any educational/cultural institution while, the second act - Right to Free and Compulsory Education states that every child should have access to free and compulsory education from the age of six to 14 years. The Congress, therefore, should have resolved this issue in Goa itself by having a cabinet meeting. Unfortunately, the Congress seems to play hide and seek. It baffles me as to why it can't it do something on the medium of instruction issue? Why is the Congress testing the patience and playing with the sentiments of all our sensible peace-loving Goans? Is there a mechanism in place to make sure that children attend school on a regular basis? How will they make sure that the children complete elementary education? There needs to be proper system in place to see that all these criteria of the RTE 2009 act are adhered to. Unfortunately, we in Goa are so much seized with the Medium of Instruction that the other important aspects of the act are not being looked into.

Positive Feedback It is very heartening to see that the draft of the Goa Forest Policy recognises the need to protect the rights of the traditional forest dwellers and the Scheduled tribes. However, this is simply stated in one sentence. The Forest Policy needs to elaborate on this important feature of the Policy. There should be a full chapter devoted to how this will be done, and the mechanisms which will be set up to achieve this laudable objective. It is also good to see that this draft takes cognisance of the fact that there is some fallow land available in Goa, which can be brought under tree cover. However, there is no indication of how much fallow land is available or where it is located. The Forest Policy needs to spell out in greater detail the means which will be adopted to convert the fallow land into land which will yield fruit. The preservation of mangroves is an important part of any Forest Policy, and the present draft rightly devotes an entire section 6.6 to this. However, this section of the draft can be re-written to make it more positive and to indicate in greater detail how this is going to be achieved. The identification, classification and categorisation of medicinal plants in Goa is a challenge which needs to be given special attention in this Forest Policy. Section 6.7 needs to be elaborated and more emphasis needs to be given in the Policy to ways and means of identifying and classifying medicinal plants and systems which will be set up to process and propagate such plants. Concluding remarks Given the fact that this is the very first time that the Government of Goa is attempting to formulate a Forest Policy, and given the fact that not enough information is available on the natural resources available in Goa in forested areas, this is an opportune time to put in place an effective organisation which will research and analyse all the natural resources which are available to the State of Goa. In fact, this should be a priority of the Forest Policy and needs to be stated boldly up front. The existence of Forest Service Officers at all levels needs to be re-examined in the light of the new enterprise of formulating a State Forest Policy. The policy itself is an innovation. The structures envisaged under this policy should also be innovative. The existing structures have probably become obsolete and will need to be changed radically. Structures which were set up under the ancient National Forest Policy of 1894 may be completely irrelevant to the challenges faced by Goa in the twenty-first century. Therefore, the new Forest Policy needs to be formulated on a completely different paradigm. The drafters of the new State Forest Policy should include specialists in economics, ecology, sociology and forestry in addition to the bureaucrats of the Department of Forests. The first draft is certainly a very good attempt to formulate a relevant Policy, but it needs to be critically improved by a fresh committee to be appointed by the Government. In this important task, the Government should be assured that the citizens are solidly behind it and that any contributions that they can make will be in the larger interest of the State of Goa. The formulation of a State Forest Policy should be devoid of the intrusion of vested interests such as the mining lobby and the timber lobby. It should also be ensured that the final Policy document leaves as few loopholes as possible. (Concluded)

Candidates to get full marks for 'wrong' questions: IIT PTI KANPUR, MAY 16

Admitting mistakes in the IITJEE maths paper, the IIT administration today said that all aspirants will get full marks for the two questions in which errors were reported. The decision was taken on the report submitted by a committee, constituted by the IIT administration to probe into the mistakes in the maths paper, IIT Kanpur Director Prof Sanjay Govind Dhande said. Dhande asserted that students will not suffer due to any administrative snag. When asked how much marks the two questions carried, he

said he was not aware of the marking scheme. Candidates who did not attempt those questions will also get marks as the questions did not carry any negative marking, Dhande said. IIT-Kanpur had constituted a committee after three IIT-JEE aspirants had lodged complaints alleging errors in two maths questions. The committee found that out of the two mistakes, one was a printing error while the other's sentence was wrongly framed, Dhande said. He said that the JEE results will come out on their scheduled date of May 25.

Taking the land acquisition issue in Uttar Pradesh to the Prime Minister Manmohan Singh's door, Congress leader Rahul Gandhi today complained to him about alleged "repression" and "murder" of farmers in the Mayawati-ruled state. Emerging from an half-anhour meeting, Gandhi alleged huge heaps of ash carrying burnt bodies have been found in the villages where farmers were agitating for better compensation for their land acquired by Maaywati government. Gandhi also showed the Prime Minister pictures purportedly of bodies burnt and other forms of violence against farmers and their family members. "The issue here is a more fundamental one with regard to these villages in particular and a large number of villages in UP all down the Agra highway, where state repression is being used, where people are being murdered. Women have been raped, people have been thrashed. Houses have been destroyed," Gandhi told reporters. IPS officer Sanjeev Bhatt today stuck to his statement made in an affidavit filed in the Supreme Court that Gujarat Chief Minister Narendra Modi had asked officials to be "indifferent" towards rioters during the 2002 postGodhra communal violence, while deposing before the Nanavati Commission. Bhatt, who was DCP, State Intelligence Bureau (SIB) in 2002, claimed before the panel that he had personally informed Modi about the "imminent" threat to slain ex-Congress MP Ehsan Jaffery and the people of Gulburg society (attacked by a mob), and the reports of police inaction from across the city. He also claimed, while deposing before the Commission comprising retired Judges G T Nanavati and Akshay Mehta, that the CM did not give any specific instructions on measures to protect the people of Gulburg society, where Jaffery and 68 others were killed by a rioting mob on February 28, 2002. "Authorities in Denmark has been pursuing the case very seriously as it has been hanging for very long. Considering the gravity of the case, the High Court also constituted a five member constitutional bench which is expected to pronounce its verdict on May 19," an official said adding "we hope the order will come in favour of Davy's extradition". A two-member team of CBI has also reached Denmark to assist authorities there with the facts and evidence collected against Davy. The Supreme Court today pulled up the Income Tax department for not taking timely action against the companies involved in the 2G spectrum scam and said had it not intervened, the officials would have "slept over it" and the oversees probe would not have proceeded. The court said despite the department coming to know about tax evasion cases in 2008, it started taking action only after March this year after it was directed to file action taken report. "We are sure they (IT Dept) would have slept over it otherwise (if it had not intervened). There is no doubt about it," a bench comprising justices G S Singhvi and A K Ganguly said. Family members of the slain Rabbi Gavriel and the 'Chabad Lubavitch Movement' have decided to end their dispute over the ownership rights of the Chabad House, one of the sites in south Mumbai that became target during the 26/11 terror attacks. Currently, the Chabad House, also known as the Nariman House, is in the possession of a Receiver of the Bombay High Court, following a dispute between two factions of the Jewish community. The dispute is between Gavriel’s parents, Nachman and Freida Holtzberg, and Rabbi Kantor of the 'Chabad Lubavitch Movement', over the rebuilding rights of the property. The case is currently going on before the Charity Commission. Both, the family members as well as the members of the 'Chabad Lubavitch Movement' have decided to end their dispute.

The CBI today told a court, hearing the Adarsh Housing scam case, that a computer hard disk used by Urban Development Department officers (UDD) in preparing a note-sheet of the building was not traceable. The disclosure by the agency comes days after a significant file connected with the case went missing from the Ministry of Environment and Forest in New Delhi. Amid protests from political parties over the hike in petrol prices, the government today said the product was deregulated and the revision in the fuel rate was done by the oil marketing companies (OMCs). It, however, admitted that the hike would have “some impact” on overall inflation. “It was for the petroleum companies to decide at what point of time they will do so. When we deregulate it, then we have to leave it to the judgement of the OMCs,” Finance Minister Pranab Mukherjee told reporters here. Later in a statement, he said “international scenario on commodity prices does not appear good at present.... We will continue to monitor the situation and take necessary measures to address the inflationary pressures on the economy”. On the impact of the hike in petrol prices on inflation, he said, “There will be some impact on overall inflation due to the adjustment in the petrol prices effected by the oil marketing companies in the coming months.” OMCs on Saturday went for the steepest ever hike of Rs 5 a litre in petrol prices. Inflation in April stood at 8.66 per cent, as per data released today. Other parties, including the Left and the Samajwadi Party, have also condemned the hike. Accusing the Centre of not listening to its demands for price and tax structuring of petroleum products, CPI(M) today feared the pricing mechanism of diesel will also be deregulated resulting in a hike in its prices. Party General Secretary Prakash Karat said his party and the Left had many times demanded that price and tax structure of petroleum products be regulated and warned against deregulating petrol prices. “We now fear that diesel prices will be deregulated,” he told reporters here. He said the Left parties have called for protests against the latest petrol price hike. In a statement yesterday, the four Left parties termed the hike in petrol prices as a “cruel blow” by the UPA government and demanded a reversal of the deregulation policy. “By increasing the price of petrol by Rs 5 a litre, the UPA government has dealt another cruel blow to the people who are already suffering from all-round price rise,” a statement issued by CPI(M), CPI, RSP and Forward Bloc had said. After the deregulation of petrol pricing, the parties said, there have been more or less a monthly increase in petrol prices.

Govt allows tax exemption on 9.5% interest on pF PTI NEW DELHI, MAY 16

Giving relief to 4.71 crore subscribers of EPFO, the government has allowed tax exemption on the 9.5 per cent interest income on PF deposits for 2010-11. The Finance Ministry notification last week raises the income tax exemption to 9.5 per cent interest income from 8.5 per cent. The decision clears the air for the EPFO subscribers who were given increased interest rate by one percentage point for 2010-11, but the Finance Ministry had not matched the interest hike with a commensurate tax exemption. In the absence of the commensurate income tax exemption, the subscribers were earning higher returns even as it was liable to income tax. EPFO had decided to provide 9.5 per cent interest rate on PF deposits for 201011 after which it was endorsed by the Finance

Ministry in March this year. In 2001, Finance Ministry had allowed tax exemption on interest income of up to 12 per cent on PF deposits. This exemption prevailed till August 31,2010. In August last year, Finance Ministry had notified tax exemption of upto 8.5 per cent tax on interest income on PF deposits from September 1, 2010, onwards which now stands superseded. EPFO had decided to pay 9.5 per cent rate of return for 2010-11 after it found a surplus of Rs 1,731 crore. But the rate was stagnant at 8.5 per cent for five years since 2005-06. EPFO had also maintained interest rate of 9.5 percent for three consecutive fiscals from 2002-03. The rate of return was 11 and 11.25 percent in 2000-01 and 2001-02 respectively. The interest income was even higher at 12 per cent 10 years during 1989-90 to 1999-2000.

3i Infotech Limited, a global information technology company, has signed an agreement to sell its US-based Global Billing and Payments unit, consisting of Regulus Group and J&B Software, to an affiliate of Cerberus Capital Management, L.P., one of the world’s leading private investment firms, for USD 137 million. 3i Infotech acquired J&B Software in 2007 and Regulus Group in 2008, and the companies were integrated to form the Global Billing & Payments unit of 3i Infotech, according to a company statement. Union Minister of State for Food and Public Distribution System K V Thomas today refused to increase the minimum support price (MSP) for paddy for Andhra Pradesh farmers, saying ‘it would further lead to hike in food prices in the open market.’ Chief Minister N Kiran Kumar Reddy held a meeting with Thomas on the issue of MSP on paddy as well as creation of additional godown space for storage of food grains in the state. “We have to balance this,” Thomas said in a press conference after the meeting. He further said, “The MSP and bonus payments to farmers should be done through cheques.” While the state government had requested an additional storage space of 25 lakh

tonnes, Thomas said that the Centre sanctioned only 5.56 lakh tonnes of additional storage capacity for the state. “Originally, we sanctioned only 2.27 lakh tonnes of additional godown space and later transferred another 2.39 lakh tonnes from Punjab,” Thomas said adding that the Chief Minister’s request of enhancing irrigation facilities and food production in the state would be considered. A special group from the Union Food Ministry, Railways and the Government of Andhra Pradesh would be constituted to monitor movement of food grains from the state to other parts of the country, he said. “While 75 per cent of total production is collected as levy, the balance should go out without any restrictions,” the Union Minister said.

The BSE Sensex dipped 186 points to 18,345 today following the steep rise in petrol prices, fuelling investor concerns that it would fan inflation and lead to further hike in interest rates that have already been hitting corporate margins. Brokers said investors were also apprehensive that diesel rates, likely to be revised upwards within a few days, may be steep and add to inflationary pressures even more. Although overall inflation slipped marginally during April, it is still high for comfort, they said. Moderation in prices of food and manufactured items brought inflation marginally down to 8.66 per cent during the month, but experts have said that fuel rate hikes will impact overall prices in the near future.

Jammu and Kashmir government is hopeful that the upcoming Information Technology (IT) Park in central Kashmir’s Budgam district will create job opportunity for 10,000 IT professionals in the state. The proposed IT Park, coming up at Ompora in Budgam – 12 kms from here, would create jobs for 10,000 IT professionals, Minister for Information and Science Technology Aga Syed Ruhullah said at a function here yesterday. DuPont buys Danisco for $6.6 bn AFP COPENHAGEN, MAY 16

US chemical giant DuPont announced Monday the $6.6 billion (4.9 billion euros) takeover of Danish food ingredient and enzyme giant Danisco, after repeated knockbacks. The tender offer, which had initially been set for completion in February, had been repeatedly delayed until DuPont at the end of April upped its bid to 700 kroner (94 euros, $132) a share, from its original bid of 665 kroner, stressing it would not go higher. It had remained unclear until the last minute whether the ac-

quisition would go through, as some Danisco shareholders remained tight-lipped about whether they would accept the deal. DuPont said it had acquired 92.2 percent of Danisco’s capital, passing the 90-percent limit it needed to withdraw Danisco from the Copenhagen stock exchange. “We are delighted that the tender has been successful and we can move on to the process of integrating Danisco into DuPont,” DuPont chief executive Ellen Kullman said in a statement issued by its Danish branch.

“This combination will create an industry leader in industrial biosciences and nutrition and health,” she added. The Danish company — a specialist in food ingredients, enzymes and bio-products which sold off its large sugar business in 2008 — was with the DuPont deal valued at 34.3 billion kroner. Danisco counts some 6,800 employees and last year posted annual sales of 13.7 billion kroner. DuPont has already received the necessary green lights for the takeover from a range of competition authorities.

Saab, the carmaker on the brink of financial collapse, said Monday it has signed a deal to obtain last-ditch rescue funding from a large Chinese distributor. Saab and its Dutch owner Spyker announced the deal with China’s Pang Da Automobile just days after a deal with Chinese car manufacturer Hawtai fell through. Spyker head Victor Muller said in a telephone conference that the deal with Pang Da, which he described as the number one distributor in China, was “much better for Saab than the previous transaction.” The deal calls for Pang Da to distribute Saabs in China and for both companies to eventually enter into a distribution and manufacturing joint venture. Pang Da will also buy a 24percent stake in Spyker for around 65 million euros ($91.7 million), according to a Spyker statement. In a first step, Pang Da will buy 30 million euros ($42.2 million) worth of Saabs — around 1,300 cars, according to Muller — to sell in China, followed by a further investment of about 15 million euros after it assesses the market. “That is exactly the kind of money that will allow us to start up production again,” he told reporters, saying he was hoping to relaunch production at Saab’s plant in Trollhaettan in southwestern Sweden in a few days. He then dragged her into the bathroom where he forced himself on her again before she broke free, the maid told the police. New York Police alleged that following the assault in the Manhattan hotel, Strauss-Kahn quickly headed off to New York airport to board a Paris-bound flight but left his cellphone behind. The IMF chief called the hotel from the airport, inquiring about the phone, and this helped police track him to the first class section of the Paris-bound flight.

A court in Cyprus Monday jailed an Indian man and two Cypriots convicted of stealing the body of former president Tassos Papadopoulos from a grave in 2009. Sabrjit Singh was handed an 18month sentence and Cypriot brothers Antonis Prokopiou Kitas and Mamas Kitas received 20 months each, the criminal court said. They were found guilty of conspiracy to commit a crime, exhuming a corpse without a court order and trespass, but more serious charges of blackmail and extortion were dropped. The trio was arrested after Papadopoulos's body was found at another Nicosia graveyard five kilometres from its original resting place on March 8, 2010 – buried in an already occupied grave.

Pakistan Prime Minister Yousuf Raza Gilani is expected to seek stronger support from 'all weather friend' China as he arrives in the country tomorrow at a time when Islamabad is locked in a tense stand off with long time ally US over the killing of Osama bin Laden. Gilani's visit is being billed as the most significant by a Pakistan leader in recent times as the country works to tide over the crisis following the killing of bin Laden on its soil. "The visit assumes added significance in view of the ongoing developments in the region," Rong Ying, Senior Research Fellow at the state-run Chinese Institute of Strategic Studies told

China-Pakistan relationship is important and significant from its own perspective and history, he said. But Gilani's visit this time is attracting more than usual attention even though it was worked out earlier. groups. Gilani is therefore expected to seek stronger support from China at a time when Pakistan is facing intense international scrutiny and pressure, reports said. Violence will erupt in Afghanistan once NATO-led forces complete their planned pullout, repeating the aftermath following the Soviet exit, the head of Russia's Union of Afghan Veterans said in an interview. It was in the last GFA meeting that GFA president Shrinivas V Dempo informed the members that a complaint was lodged concerning the birth certificate and since it was a lengthy one

Betalbatim Sporting Club thrashed Fr Agnel Youth Club, Paroda 4-1 to take top honours in Curtorim Panchayat Cup intervillage football tournament finals organised by Curtorim Gymkhana at Curtorim ground, Sunday. Betalbatim led 3-0 at half time. Betalbatim outplayed their opponents with neat enterprising soccer. Fr Agnel were on the backfoot throughout as they lacked creativity in midfield. Striker Nigel Falcao put Betalbatim ahead in the 10th minute when he fired from long range to give no chance to the rival goalkeeper. The early goal spurred Betalbatim to mount pressure on the rival citadel and they doubled the lead when striker Nigel beat the Paroda goalkeeper with a

With its coffers running dry, the All India Football Federation (AIFF) is now contemplating hiring the next national team coach at a salary that could be less than what former coach Bob Houghton received. The South African-based Briton, under whom India qualified for the Asian Cup after a 24-year drought besides winning two Nehru Cup titles, was drawing a monthly salary of $30,000 (around Rs 13.5 lakh) till he quit. The AIFF top brass however would not mind shelling

out a few lakhs more if the credentials of the candidate is better than Houghton’s. "In fact, the Federation is looking for something that's even below Houghton's salary, but the credentials would not be compromised upon," an official on Monday said. "But it's just a thought at this stage. If the candidate is good and matches the criteria, the Federation won't mind paying him, say between $35,000-40,000," he added. Towards the mid 1990s came the internet, which only featured in the houses of the privileged. Y2K brought with it the mobile phone, which sold like hot cakes as the prices dropped with cell phone and calling tariffs. In the more recent years, mobile internet was introduced. A continuous rise of users for this kind of technology is being witnessed in the state, so say sources from mobile showrooms providing such services. Entertainment apart, technology sure assists the young in many ways. The internet, the World Wide Web and their cell phones have armed them with the power to realise, shape and design their dreams. Swapnil Kamat, CEO and chief trainer of Work Better Training and Development, a national based company that trains and educates companies, executives and corporates to better their skills and performances, credits the proliferation of technology for the working of his company. The 29year-old Kamat says the single digit member company that began in 2007 is still a baby and has a long way to go. Helping them meander this way is the internet. Like a long-limbed octopus, the internet allows his company to be sourced out by possible clients. “With such a setup one needs to get in touch and remain in touch, and quickly. Previously this was difficult. The internet drastically changed that,” says Kamat. He goes on to add that networking and collecting a bank of contacts – key activities of any active company – has increased threefold since the introduction of the internet. “We are also able to collect background information on our clients, which is a big gain,” he adds. In this way, Kamat and his colleagues save plenty of time and have authentic information at their fingertips, they claim. In addition, he talks of the great characteristic of mobility that has altered the way we work. “Geography is no longer a constraint. There is no need for office space. I can switch on my laptop and connect to the internet through wi-fi just about anywhere it is available,” he says. This mobility has made things smoother, easier and speedier. Business apart, blogging on the internet has given the youth a chance to express themselves, influence the society at large and possibly call for mobilisation. On the international front, an example can be provided from the continent of Africa, where Facebook assisted in the toppling of Hosni Mubarak, Egypt’s president, by the people. Post the breakdown of his regime, a twenty-something man named his newborn daughter Facebook Jamal Ibrahim as a mark of gratitude to the website in mobilising young, Egyptian men to fight. This day is celebrated to raise awareness of the vast possibilities information and communication technologies can have on society. On this note, Herald focuses on how technology has empowered the youth in Goa social and environmentalist activists use the power of web logging (blogging) to their and the society’s advantage. Young environmentalist Clinton Vaz is one such person. This 28-year-old started a blog on the environmental issues facing Goa. He updates it as and when he receives information and through the years has managed to get contacts and persons to help him in his mission to protect Goa’s environment. Besides this, he is also a part of mailing lists and has started two e-groups – wildgoa and greengoa – of his own. He tells a tale of how an e-mail helped him begin his waste management programme. “In 1999, I sent out an e-mail to an e-group about the dumping of garbage in the River Sal. Swedish environmentalists saw it and contacted me. They recognised my concern for the environment and introduced to me the concept of waste management, which I then applied to Goa. If it was one incident that changed everything it was the sending out of that e-mail,” he says. The information surge through the internet, mobile phone or plain television has also had a general impact on the generation that grew up with it. Besides daily checks on Facebook updates, online reading has given them more to think about, more to be a part of. Informal networking and keeping in touch through chat applications and internet calling, especially with young people who live alone is a positive change. John Almeida, a student from Mapusa, says, “I talk to my parents and sibling, who are living in the Gulf. It is a relief to hear their voice and talking to them about my college or emotional problems.” In this case, technology is helping John psychologically too which is important for the youth in general and the development of the nation. His and other parents avow of the relief they feel knowing that their children have cell phones and can be contacted in case of emergencies. This networking has also created a section of the youth that are more aware, opinionated and informed of current happenings and events. A follow-up to this information is what is needed in the state, especially by the youth. Action, as they say, is louder than words, digital included.

HERALD FEATURES t’s so easy for someone to pass judgement on something…sometimes even without a second thought. This human characteristic is what inspired Sharon Mazarello to conceptualise the Konkani movie Tum Kitem Kortolo Aslo?. Speaking to Sharon, she points out on how biased the society is in condemning people too easily, “From what I saw, there were stereotypes that we people resort to – more about women – wherein the women are always held responsible for their ‘loose character’. But have we ever paid attention to the woman’s side of things?” She further illustrates with another example, “Then again, when a crime happens, the responsible person is held guilty and punished. We never seem to delve into the ‘whys’ of this crime. There is hardly any rehabilitation given to these criminals to get them out of their godforsaken state. Thus we only help them in staying criminals. This is the ideology we live with and, in my opinion, it is grossly insensitive as we are not bringing about any change at all,” opines Sharon. Hence, according to her, there is always a chance for the criminal act to be repeated as the person has stayed the same and not changed in his attitude or perception. “Again, here it is easy to point fingers at this person; totally unaware that the other fingers point at ourselves.”

Sharon recollects one incident years ago when she walked into the ladies’ public toilet opposite the Margao police station and found it humanly unusable. She immediately went on a campaign to the authorities concerned to rectify this problem. “Although things changed at first, they got worse again later,” she reveals her frustration. “So if everything were to be so superficial and just ‘done-for-the-sake-of-doing’ with no meaning or soul attached to one’s work, how can we ever deal with bigger issues like corruption?” she poses an interesting question. Having largely contributed to Konkani films and tiatrs, she gradually rose to the merits of being the first Goan woman Konkani film producer, director, writer, actor and singer, thus creating history. From radio, to low budget English movies, to the small screen to Bollywood and even the latest Dum Maro Dum, Sharon has done it all. The movie speaks about the trial and tribulations of a woman who has to choose between an unconcerned husband and her personal joys. Broaching sensitive subjects like sex and fidelity, Sharon states that it is not the subject but the way you deal with it that makes an impact. “Sex is something that we never openly speak about in our Indian families. As such, important things like sex education many-a-times take a back seat. And that’s simply why we have so many misconceptions about this extremely human but conservatively coated topic. Explaining or educating on this topic without showing anything obscene has been a challenge for many filmmakers. But here again, what many filmmakers refer to is the act rather than the ‘whys’ behind the act,” analyses this thinker. Incidentally, this is an element that is very well dealt with in Tum Kitem Kortolo Aslo? A tiatrist who shot to fame as the Moddgovam prasar girl with her song composed by her husband Wilmix Wilson Mazarello, this artiste is one that would go that extra mile in her efforts to better the Konkani stage. Not many know that Sharon received the Murli Deora Award for Best Singer in Mumbai in the eighties and one national newspaper even gave her the title, ‘Nightingale of the Konkani Stage’, a title which is now synonymous with Lorna. Says Sharon, “What’s in a name or title anyway? – It’s the work that matters. These titles came for our work. So be it. And I am proud about this for the both of us.”

hen a 20-year-old Gladstone man played a ‘planking prank’ on a police car in Gladstone, he didn’t expect it to make state news. But this new craze, known as planking, has caught on throughout the Central Queensland region. Planking involves a person lying flat on their stomach in different environments while another person takes photos, which are then shared among fellow ‘plankers’ via internet sites. Police charged the Gladstone man with being on a police establishment with no lawful excuse. Aaron Monaghan, who is an active member of Facebook page Planking Gladstone and a good friend of the 20-year-old who was charged, stated that the incident had been blown out of proportion. “There were only a few that started it (planking), but it has grown from there. Recently we’ve had an influx of plankers, more and more people are doing it,” Aaron said. Aaron said there was a misconception that planking was just an immature joke and the ‘feat’ actually could be quite difficult. “It is really enjoyable and a great laugh, and you feel like a kid again having fun,” he said. “People don’t realise the physical strain it puts on your body and your level of balance; it’s quite challenging.” Aaron added that most people in their group were all responsible and aware of the risks. “Most of us who do it are in the trades industry and we are trained in safety so we know not to be stupid with it,” he said. News is also abuzz that the group was planning to make a documentary on their planking adventures to show people what it was all about. HERALD FEATURES oa Chitra, an ethnographical museum situated in Benaulim, has in its collections implements and artefacts that are fundamental to the memory of the Goan communities. In its journey to preserve the past to enrich the future, Goa Chitra will celebrate International Museum Day in accordance with this year’s theme ‘Museum and Memory’. On May 18, 2011, Goa Chitra will be inaugurating a new section of its museum which has been dedicated to the toddy tapper’s legacy and is called ‘Renderanchem Daiz’. The inauguration will be done at the hands of writer an Sahitya Akademi awardee Damodar Mauzo at 5:30pm. ‘Renderanchem Daiz’ is a special section which will showcase traditional toddy tapper implements donated by the family of late Joao Filipe Fernandes from Quepem. This display will include a live distillation unit using very rare and ancient implements that showcases the indigenous distilleries that evolved from a simple clay pot to a present day distillery. Additionally the museum will evoke memories of trades, traditions and traders of the coconut tree. From harvesting to processing, the visitors shall be exposed to rare traditions that are now extinct. To mark the occasion, Goa Chitra will also launch the Konkani book ‘Render Ani Tachem Goem’ (The Toddy Tapper and His Goa) by Jess Fernandes. This book is a product of 42 years of documented research. It highlights more than just the Render community in Goa, as it weaves a tale of some of the most closely knitted societies who lived and worked together in exemplar harmony.

HERALD FEATURES he Goa Handicrafts, Rural and Small Scale Industries Development Corporation (GHRSSIDC) in association with Kalashree Mahila Mandal, Margao will be organising the Margao Crafts Festival 2011, a Mega Handicrafts Promotion Event from May 18 to 22, 2011 at Costa Grounds Margao. The Margao Crafts Festival is part of the State celebration of completion of 50 years of Goa’s Liberation and is a unique event to showcase the rich tradition and accomplishments of Goa’s talented artisans and craftsmen since Liberation. The event will enable the artisans to display and sell their handicrafts and allied items manufactured by Women Self Help Groups from all over the state. The event will witness various activities like seminars, workshops, competitions, live demonstrations and guidance sessions for the benefit of women and self help groups. Various entertainment and cultural programmes will be held daily on a grand scale with prominent artists coming from all over India. The Margao Crafts Festival 2011 will be inaugurated on May 18 at the hands of well known actor Vivek Oberoi in the presence of Digambar Kamat, Chief Minister, Sameer Salgaocar, Chairperson, GHRSSIDC, Asha D Kamat and other dignitaries. A ‘Shobha Yatra’ of traditional Goan folk dancers will proceed from Pandava Chapel Junction to the Costa Grounds at 5:30pm, escorting the dignitaries to the venue. There will be 130 stalls at the festival which will be allotted free of cost to selected handicrafts artisans from all over Goa to display and sell their range of handicrafts. While the seminars will be in the morning sessions, the cultural and entertainment programmes will be organised daily from 7pm onwards. The performances will include live musical concerts by artists such as Avdhoot Gupte, Amey Date, Rahul Saxena, Jahnvi Prabhu Arora, Arya Ambekar, Kartiki Gaekwad, Rohit Raut and Mugdha Vaishampayan, Prathamesh Laghate and others. A special musical comedy play starring Padmini Kolhapure, Shakti Kapoor and Naveen Bawa will also be staged.

The festival was organised in order to raise funds for the renovation of the seminary of Our Lady Saligao, Pilerne. Agnelo Fernandes. On this occasion, a Konkani musical programme ‘Svadik Konkani Git’, directed by Tomazinho Fernandes was presented. Anthony San, Clarissa, Sonia Fernandes, Maria Cardozo, Irence Cardozo, Joycelyn Misquita, Anthony Carvalho, Nanesh Morajkar, Zico and Shivanand Naik participated in the lively programme of Konkani songs and skits. This was followed by numerous cultural items from different parishes which included songs and dances including folk dances. After the performances from different villages the musical band – Band wagon – entertained the people. Seminarians also presented few items which were appreciated by the people. The festival concluded with a musical programme by Lulu Fortes and Troupe and entertainment by the band Ventures. MLA of Calangute constituency donated Rs10 lakhs for the renovation work of the Seminary.

HERALD FEATURES ilmgoa – an initiative of Mayur Puri and a few other like-minded people to promote the film culture in Goa, is organising a workshop titled ‘5 Times & Forever’, beginning May 23, 2011 at the Goa University. The five module workshop which will last for over 6 months, is an attempt at breaking away from the Mumbai-centred Bollywood industry, and involve a lot of young talents from all over Goa. In association with the Goa University, the course promises to spread the knowledge of filmmaking to anyone who wants to learn the art. “There is lot of talent that can be given a scope in Goa, and being open to anyone above the age of 18, the participants will be able to choose from anything, from being in front of the camera to being behind it,” says Dileep Deobagkar, the Vice Chancellor of the Goa University. Speaking about the association of the university with the course, Deobagkar said, “I want the Goans to get into the Bollywood culture and the participants can see how the ideas are transformed into film. You will learn everything about filmmaking, and after the first module, this will give you a chance to experiment and exercise what you have learnt.” Mayur, who says he wants to tap the Goan talent, will be the main resource person. “I want to break away from the 10 kilometre stretch that Bollywood comprise and go beyond to the other places of India. There has been no proper filmmaking course in Goa and this is an attempt to spread the knowledge.” When asked about whether Goa has the right infrastructure, he replies, “An industry is not made with infrastructure but with people. You may have the best of infrastructure but without talent, it is a waste.” The course which will be divided into five modules, each lasting for a time of 5 days, will be touching the various aspects of filmmaking. Module one, which starts on May 23, will be a crash course in filmmaking. The second module will begin on July 18 and will be about the PreProduction Solutions. The third module will begin in mid September and will focus on Rolling Solutions dealing with the actual shooting of the film. Bicholim celebrates the Feast of Our Lady of Grace BY JOEGOAUK he Feast of Our Lady of Grace was celebrated of May 14, 2011 at the Bicholim Parish. The concelebrated Feast Mass was at 9am with Fr Tony Salema, Rector of Minor Seminary, Saligao as the main celebrant. The Mass was followed by a procession of the statue of Our Lady of Grace. The parishioners then got together in the evening for the feast tiatr, ‘Bapa, Tankam Bhogos’ which was held at 7pm.

Vidya Balan to star in Ekta Kapoor’s Next

aucy, sensational and shocking – that’s how producer Ekta Kapoor defines her most special project Dirty Picture, to be directed by Milan Luthria, which she feels could be touted as India’s version of international film Boogie Nights. The difference, perhaps, is the inspiration of Dirty Picture – late south Indian actress Silk Smitha, whose rise and fall as a sex siren and ultimately her death made for a moving story. Ekta is also extremely pleased with herself for having roped in Vidya Balan for the lead role. “She has such a range of acting… her expressions are well controlled… We couldn’t have found anyone better than Vidya for this role. It’s a casting that very few would think is viable because it is going to be nothing like Vidya has done before. But I am confident she will push the envelope as far as she can,” Ekta said. Sources also have it that Ekta asked Vidya to gain weight for this role but Vidya refused to do so as she wouldn’t be able to shed the weight for other projects; instead Vidya will appear more buxom with the aid of prosthetics.

niversal Pictures has growing concerns about the big investment needed to produce The Dark Tower, a literary saga by Stephen King in which Javier Bardem will play the leading role. Studio executives have been meeting over the last few weeks to try and reduce the estimated production costs and are still trying to figure out whether to proceed with it at all. The first instalment of The Dark Tower was planned to start shooting this summer, though Universal’s rethinking of the project means filming is bound to be delayed. Exactly how long the project is likely to be postponed has not been revealed, nor how it could affect the participation of Bardem and Ron Howard who have signed on for at least the first film. Bardem is to play pistol-packing Roland Deschain, who has spent his life in search of the Dark Tower, humanity’s last chance to save civilisation.

inger-turned-actor Ali Zafar is busy wrapping up his Bollywood film Mere Brother Ki Dulhan. Ask him about his co-stars in the film and he quickly adds, “Katrina is very easy to work with. In spite of being a big star she has no airs about herself. She is like any pretty young girl, a lot of fun and very jovial on the sets, and a thorough professional. Imran Khan is a lot of fun too. And unlike the rumours suggested, we both got along very well and had a blast during the shoots.” The actor, who shot to fame with his debut Bollywood flick Tere Bin Laden, is now concentrating on his acting career. Besides the Yash Chopra film, he is also looking at a few other interesting projects. Ask him about his rumoured cousin – non other than actor Aamir Khan and he says, “Not at all! I don’t know who started this. He is a very distant relative, in fact from my wife’s side of the family. I’ve met him only twice till date,” he reveals.

T

he way we speak – fast or slow, animated or dull – seems to sway our listeners and so determine our success or failure in life, say researchers. A University of Michigan study has thrown up interesting insights about how speech characteristics influence people’s decisions to participate in surveys. “Interviewers who spoke moderately fast, at a rate of about 3.5 words per second, were much more successful at getting people to agree than either interviewers who talked very fast or very slowly,” said Jose Benki, investigator at the Michigan Institute for Social Research (ISR). Using recordings of 1,380 introductory calls made by 100 male and female phone interviewers at the ISR, Benki and colleagues analysed the interviewers’ speech rates, fluency, and pitch, and correlated those variables with their success in convincing people to participate in the survey. “We assumed that interviewers who sounded animated and lively, with a lot of variation in the pitch of their voices, would be more successful,” said Benki, a speech scientist with a special interest in psycholinguistics, the psychology of language. “But in fact we found only a marginal effect of variation in pitch by interviewers on success rates,” he said. Pitch, the highness or lowness of a voice, is influenced largely by body size and corresponding size of the voice box, Benki says. Typically, males have low-pitched voices and females high-pitched voices. “It could be that variation in pitch could be helpful for some interviewers but for others, too much pitch variation sounds artificial, like people are trying too hard. So it backfires and puts people off,” added Benki. Researchers also found that interviewers who engaged in frequent short pauses were more successful than those who were perfectly fluent.

Suzanne Higgs, psychologist who led the research at the University of Birmingham, said focusing on the flavour and texture of food while eating seemed to be the best way to decrease snacking. “We think it is linked to memory and the way it influences our food intake. When we are making decisions about what we are going to eat, we are unconsciously factoring in information from our memories about what our last meal was,” said Higgs, adding, “The reason why people ate more later after watching television was because it impaired the encoding of that meal into their memory.” Volunteers were asked to eat a sandwich and crisps for lunch before being offered biscuits in a tasting session later in the afternoon. One group was asked to think about the flavour, texture and smell of the food as they ate while another group were given an article about food to read. The third group were left to eat their food without any tasks. Members of the group who were left to eat without instructions and those who had been reading ate around two and a half more biscuits on average than those who were asked to concentrate on the taste of their lunch. uses in Britain would now be fitted with a breath analyser that would disable the vehicle if the driver has been drinking alcohol. Drivers of the country’s National Express fleet of luxury buses are required to blow into the device before they can start the engine. Any trace of alcohol immobilises the vehicle and sends out information to a control centre. Once drivers who have the device are able to proceed, they must take a quick retest that will ensure that a ‘sober’ friend has not taken the initial test in their stead. After that, drivers must take regular tests throughout their journey and, should they fail to do so, an alarm will sound and the car will not re-start. A driver who is found drunk would have to appear before a disciplinary hearing and, if proven, may even be sacked. “Alcohol lock programmes in other countries have worked well with repeat drink-drivers and it is vital that we look at how the technology could be received here too. There are a lot of issues to be explored but I’d like to see it legislated for as soon as possible,” said Road Safety Minister David Jamieson. So far, 480 coaches have been fitted with the device and the entire 600-strong fleet would reportedly be equipped by September this year.
