Centre will decide on CBI probe into drug nexus: CM HERALD REPORTER PANJIM, FEB 16

Chief Minister Digambar Kamat on Wednesday said the decision to hand over drug nexus case to the Central Bureau of Investigation (CBI) would be taken by Union Home Ministry. “Home Minister Ravi Naik, in the recently held Legislative Assembly, had tabled the letter written by Chief Secretary urging the Union Home Ministry to hand over the drug-nexus case to CBI”, Kamat told reporters. Pointing to the CBI’s reply before the High Court, Kamat said the State Government cannot be blamed for this as the CBI is governed by the Union Home Ministry that has to hand over the case to the agency. “The matter is now not in our hand. CBI will investigate the

case only after receiving communication from the Central ministry”, he added. In a reply before the Goa

Bench of the Bombay High Court, CBI had mentioned it had not received any such request for taking over the case.

CBI had stated that such cases should be investigated by the State police or the Narcotics Control Bureau (NCB).

Last year, Israeli drug peddler Yaniv Benaim alias Atala had admitted links with the policemen and accordingly, seven police officers were suspended and arrested by the Crime Branch. In yet another revelation, earlier this year, Police Sub-Inspector (PSI) Sunil Gudlar was caught on camera trying to push drugs to two foreigners. Gudlar is under suspension. After intense pressure, the Home Minister had made a statement on the floor of the House that both the drug nexus cases were being handed over to CBI. The Leader of Opposition Manohar Parrikar had asked Naik to table the letters written to the Union Home Ministry by the State Government.

Scamsters will be brought to book: PM Says not quitting, got a job to do PTI NEW DELHI, FEB 16

Admitting that “some compromises” have to be made in managing a coalition, Prime Minister Manmohan Singh today declared that his Government will bring the wrongdoers in scams to book but ruled out quitting from his post. He asserted that his Government was not lameduck nor was he a lameduck Prime Minister and it was a functioning Government that would go after the scamsters. On the 2G scam involving former Telecom Minister A Raja, the Prime Minister said concerns were expressed but he did not press for auction after Ministries of Telecom and Finance agreed to go by the prevailing practice of not auctioning the spectrum which was also supported by expert bodies like TRAI and Telecom Commission. About re-induction of Raja despite complaints, he said in a coalition, it was not in his hands about whom to be inducted from a coalition partner. “You cannot suggest your preferences and you have to go by the choice of the leader of the party”. “Raja and Dayanidhi Maran were the choice of DMK and I had no reason to feel that anything seriously wrong has been done. I did not feel that I had the authority to object to Raja’s entry although complaints were coming from some companies who had not benefitted. I was not in a position to make up my mind about Raja”, he said. The Prime Minister said “in a coalition, there is a coalition dharma. Obviously, things are not entirely what I would like them to be. I never felt like resigning as I have a job to do. “The country voted our party to be the leader of the UPA coalition and we have lot of unfinished tasks to be accomplished. I have never felt of giving up halfway. I will stay the course. I never thought of resigning,” he told television editors at an interaction here. During the 70-minute interaction, the Prime Minister fielded a wide range of questions covering mainly issues of

corruption including the ISRO’s deal on S-band spectrum, governance deficit, economy and Parliament standoff. Singh also made it clear that he was not afraid of facing any Parliamentary committee including a JPC on 2G scam. He said all efforts were being made and talks were on with Opposition to ensure smooth Budget session of Parliament. “I don’t say I have never made any mistake. But I am not that big a culprit as being made out to be,” he said in reply to a question whether he would accept personal responsibility. as head of the Government.

The country voted our party to be the leader of the UPA coalition and we have lot of unfinished tasks. I have never felt giving up halfway. I will stay the course. I never thought of resigning. — Manmohan Singh

“I am conscious about personal responsibility. I feel about it. My compuslion is that I have to bear a lot because we cannot have elections in every six months. Some compromises have to be made in managing a coalition. A coalition Government has to be viewed in a context that no single party has emerged to rule by itself ”, he said. In his opening remarks, the Prime Minister referred to the media expose of various scams including the Commonwealth Games, ISRO deal, Adarsh housing affairs but asked the media not to give an image that India was a scam-driven country and nothing good was happening.

Ambani has date with CBI; questioned on dual tech PTI NEW DELHI, FEB 16

The CBI today questioned ADAG chairman Anil Ambani amid allegations that his group received favours from former Telecom Minister A Raja in getting dual technology and a role for Reliance Telecom in promoting Swan Telecom. Ambani, 51, arrived at the CBI headquarters much ahead of the called time of 5 pm and waited at the reception before he was quizzed by the agency officials, CBI sources said. He did not speak to the media

before entering the CBI headquarters for giving clarifications on the possible role of Reliance Telecom Limited (RTL), a subsidary of ADAG, in Swan. Swan Telecom, in which Tiger Traders Private Limited have 90.13 and RTL has 9.87 equity share capital, has been under the scanner over alleged diversion of funds to DMK-owned Kalaignar television. DB Realty group Managing Director Shahid Usman Balwa was arrested by the CBI earlier this month. After the appearance of Am-

No checks on teachers giving private tuitions? HERALD REPORTER PANJIM, FEB 16

For teachers who spend half their day in school and the rest in private tuitions, here comes bad news. The recent Right to Education (RTE) Act has banned teachers from engaging themselves in private teaching activities. But for them the good news is that the Education Department has no mechanism in place to check if any teacher is involved in private tuitions. Goa is yet to implement the Act in totality even as the draft rules are being framed. A senior officer from the department said although there’s a ban on private tuitions, it will

be practically difficult to implement the ban. “Who will come forward to complain against the teacher engaging in private tuitions?” he questioned adding that the parents themselves send their wards for tuitions. State Education Director Dr Celsa Pinto was not available

for comment despite repeated calls. According to RTE’s Section 28, “no teacher shall engage himself/ herself in private tuition or private teaching activity”. Education Department officials feel that implementation of this clause would be next to impossible without support from parents. The State already hasn’t been able to do much in this regard even after enactment of the Goa Coaching Classes (Regulation) Act, 2001. “There are instances wherein school authorities themselves give fake affidavits stating their teachers are not involved in (Continued on page 2)
