Yeddy again asks Governor to Navelim is mine: Churchill convene Session from June 2 BJP to parade MLAs before Prez today GABRIEL VAZ BANGALORE, MAY 16

Unmindful of the rejection of the B S Yeddyurappa regime’s May 13 State Cabinet decision for convening the Legislature Session from May 16 by Karnataka Governor H R Bhardwaj and his recommendation to the Centre for imposing President’s Rule in the State, the State Cabinet has asked Raj Bhavan to convene a 10-day session of both Houses of State Legislature from June 2. The three-year-old BJP regime headed by Chief Minister B S Yeddyurappa has sought to mount pressure on the State Governor by sending another resolution of the State Cabinet for convening the Legislature Session. An emergency meeting of the State Cabinet, chaired by the Chief Minister, decided to request the Governor to summon the Legislature Session for the second time which would not only add to the pressure on the Raj Bhavan as also the Centre but also create sufficient ground to prove the point that the Yeddyurappa regime was denied an opportunity to prove its majority on the floor of the House. In a parallel move, the ruling BJP has decided to parade all its 121 legislators before Rashtrapathi Bhavan on May 17 so as to embarrass the Congress-led UPA regime seeking to dismiss a State Government enjoying clear majority.

Dissension seemed to be brewing within the Goa Headmasters Association (GHA), on Monday, over the ‘no-detention’ circular issue after its delegation met Director of Education Dr Celsa Pinto, who assured them guidelines within two days. While GHA delegation which met Pinto returned contended on her assurance, the Association members who were camping outside the Directorate of Education said “the delegation did not act as per the decision of General Body meeting, which was held Monday morning”. GHA President Sanjiv Sawant who was part of the three-member delegation said that there were no issues in implementing the circular from academic year 2010-11, once they get the guidelines from the Department. Talking to reporters after meeting, Sawant said after they get the guidelines, they will be able to give proper remarks to the students while promoting them. “When it comes to compre-

hensive evaluation, we have been evaluating students and providing remedial classes”, Sawant said replying to a question. The reaction of the President created chaos amongst its members outside the Education Department. They strongly objected to the changed stand of the President and demanded that he stick to the resolution of not adopting ‘no detention’ policy from the just concluded academic year. The General Body which had met in the city earlier had resolved ‘not to accept any circular after academic year concluded

and results declared’. “It would be unreasonably arbitrary to impose on schools the implementation of the circular after the schools have declared results, new admissions are taken place, making the circular have a retrospective effect, which would not be accepted”, the resolution reads. It further demands immediate withdrawal of the circular issued on May 6, which states that no student from classes I to VIII will be held back or expelled from school. mentation of development programmes and decided to recommend to the Governor to convene both Houses of Legislatures from June 2. To a question on whether the Government was making up for the lapse of its earlier request for convening of the Legislature session at a short notice, the minister claimed that the Cabinet had submitted its request to the Governor on May 13 in accordance with the Article 163 of the Constitution. “Even though the Governor is duty-bound to accept the request of the State Cabinet as long as it enjoys a majority in the Assembly, the Government had not received any communication from the Raj Bhavan on its earlier request so far. We have contacted the Governor, who was in Delhi, and conveyed our request through fax. But the Governor has not responded. Is this the way for a Governor to function?,” he asked. “We have, however, not passed any other resolution”, he said answering questions on the reported moves for passing a Cabinet resolution for recalling the Governor for his partisan and unconstitutional behaviour. Meanwhile, the ruling party MLAs and Ministers along with other senior party leaders, who met at the residence of the Chief Minister in the morning, unanimously decided to condemn (Continued on page 8)

Don’t write off Left yet: Karat PTI NEW DELHI, MAY 16

After Left’s massive defeat in West Bengal, CPI(M) chief Prakash Karat today said the “epitaph” of his party and the Front has not been written but felt that the mood of the people should be properly assessed after they “decisively voted for a change”. Karat also ruled out outgoing Chief Minister Buddhadeb Bhattacharjee quitting the CPI-M Politburo after Mamata Banerjee’s Trinamool Congress halted Left’s uninterrupted 34-year-old rule, saying “nobody has resigned or even offered to resign”. “There are some who are now claiming that the epitaph has been written for the CPI-M and the Left Front in West Bengal. I am afraid they are mistaken”, Karat told reporters here after a day-long meeting of the CPIM Politburo which discussed the party’s performance in the just concluded Assembly elections in West Bengal, Kerala and three other States. “Despite the electoral reverses, the Left Front has got the support of 1.96 crore people which is over 41 per cent of the votes polled”, he said.

Not looking at IMF post for now: Ahluwalia PTI MUMBAI, MAY 16

Amid speculation that he may be a contender for the top job at IMF, which has been hit by a sex scandal involving its current chief, Planning Commission Deputy Chairman Montek Singh Ahluwalia today said he was not looking at any such posts at this point. “No comments. I am not looking at any such posts as of now”, Ahluwalia told reporters when asked whether he is in the race for the top post at the International Monetary Fund (IMF). He, however, added that “the events are unfortunate and we have to wait and see how the case evolves”. On the impact of the development at the IMF on the Euro-

Ahluwalia was speaking after delivering the Second Foundation Day Lecture at the Indira Gandhi Institute of Development Research here today. IMF chief Dominique StraussKahn was arrested for allegedly molesting a city hotel maid. He was later produced before a New

York court today. His arrest had sent shock waves through French politics — he was likely French presidential candidate — and left the IMF in turmoil. The 67-year-old Ahluwalia’s name has been doing the rounds for the top post at the Washington-based multilateral lender. Observers, however, say that his age may be a considered negative factor as there is said to be an age limit of 65 years for the top job. Besides, there have never an instance of any person from India, or even from country like China, getting the coveted job at IMF. Earlier, Ahluwalia had served as the first director of the IMF’s Independent Evaluation Office.

Revealing that he had no plans to quit the Congress, PWD Minister Churchill Alemao conveyed a loud and clear message to the Congress leadership that he would contest the coming Assembly polls only from Navelim and not from any other constituency. “I would like to tell my people as well as GPCC President Subhash Shirodkar that Churchill will only contest from Navelim in the coming polls”, Alemao said using his birthday celebration platform to send out the message at an impressive function at Davorlim grounds on Monday. “It is for the party leadership to decide. Saudi Diplomat gunned down in Pakistan PTI KARACHI, MAY 16

Four motorcycle-borne Taliban militants today shot and killed a diplomat of Saudi Arabia, a staunch US ally, claiming it was to avenge the killing of Osama bin Laden and continued drone attacks in Pakistan’s volatile north-west. The incident came days after explosives devices were lobbed at Saudi Arabia’s consulate here. The Saudi diplomat, identified in media reports as Hasan M M Al-Kahtani, was attacked by four gunmen riding two motorcycles while he was driving to work.

I guess, this warning is strictly for the anti-mining activists.
