In a late development, the Bharatiya Janata Party has served a no-trust motion notice against the Speaker of Goa Legislative Assembly Pratapsing Rane. The notice was served this evening by the Opposition leader Manohar Parrikar at the Speaker’s office, at the Legislative Assembly Complex, in Porvorim. Parrikar told Herald that his party has submitted the no-confidence motion notice against the Speaker. “The Speaker has failed to give judgement in time on the anti-defection cases”, Parrikar said adding some of the cases are pending for over three years now. Indo-Pak dialogue today descended into acrimony with Pakistan Foreign Minister Shah Mahmood Qureshi accusing India of being “selective” in its approach, a suggestion rejected by his counterpart S M Krishna. A day after their parleys ended amidst sharp differences on key issues, the two Foreign Ministers addressed their home audiences, Qureshi in Islamabad and Krishna immediately after landing in Delhi to give their versions of what transpired. Qureshi, speaking to Pakistani journalists while Krishna was still in Islamabad, put aside diplomatic niceties by saying that the Indian delegation was not “fully prepared” for the talks and that his Indian counterpart had repeatedly sought directions from Delhi as the deliberations were on. Krishna, on his part, refused to engage in “scoring debating points” but firmly said he had not called Delhi even once as he had a clear mandate. Mother of German minor girl who had charged Education Minister Babush Monserrate’s son, Rohit with sexually abusing her daughter would testify before Goa Children’s Court via video conferencing on July 25. The mother and victim have already left for Germany. Rohit has been chargesheeted by the Calangute police for sexual abuse. Earlier in February, the Court had recorded the statement of the 14-year-old girl’s German mother, who had accused 21year-old Rohit of raping her daughter in 2008. In another setback for Mickky Pacheco, the former tourism minister was on Friday further remanded to police custody till July 20 by Judicial Magistrate First Class, Margao even as Justice N A Britto of Bombay High Court at Goa recused himself from hearing his bail petition. The JMFC also remanded Sonia, the mother of deceased Nadia Torrado, to seven days police custody – a day after her arrest by the Crime Branch. Pacheco and Sonia were produced in the Magistrate’s court separately by sleuths of the Crime Branch on Friday noon. While the former minister was brought to the court for a further remand after the expiry of his seven-day police custody, Sonia was produced before the court for police custody after her arrest last night. During arguments, the Crime Branch sought custody of the former minister for a further period of seven days to recover the missing items. The prosecution further contended that Pacheco’s custodial interrogation was required in view of Sonia’s arrest in connection with the case. On the other hand, Pacheco’s legal counsel Adv

Asserting that she has been falsely implicated in the case, mother of deceased Nadia Torrado, Sonia has said she has been arrested without any reason even though she had made full and factual disclosure of all events leading to the death of Nadia. Speaking her mind on her only daughter, Sonia said all her clothes and bedding had to be burnt as they were soaked with body fluids. “My daughter’s body was returned for burial af ter two post mortems in a dissected condition which was oozing with fluids”, she said.
She said her late daughter and former tourism minister Mickky Pacheco were close friends over the years and had business relations. “Pacheco, who was minister at the time of my daughter’s death has also been implicated, compelled to resign and arrested. Pacheco had extended financial assistance for Nadia’s treatment and was actively involved in her hospitalisation”, she said. Saying that she is being made a pawn unnecessarily in the political chess game played among the ruling party MLAs, Sonia said her detention is not at all required for investigations of the case as she has fully cooperated with the police.
Moving the South Goa Sessions Court for bail after JMFC, Margao remanded her to seven days police custody, Sonia submitted that the registration of offenses appeared to be political because of the feud between the ruling party MLAs. The bail application will come up for hearing before the Sessions Court on Saturday afternoon. Not only around 191 fishing vessels will be equipped with the latest safety and communication system, the Government has made it mandatory for all vessels venturing out in the sea to provide life jackets and buoys for crew. In fact, Goa became the first State on Friday to avail the centrally sponsored scheme, wherein vessels will be fitted with the latest Global Positioning System and the Very High Frequency System for quick and better communications. sidy, the life jacket scheme is being worked out by the State Fisheries Department, offering 75 per cent subsidy to the boat owners. Says Fisheries Minister, Joaquim Alemao: “These latest communication and safety equipments will boost the safety aspects of the vessels in times of emergencies. The Goa Government is aware of the safety norms given the loss of 67 lives in last year’s cyclone. Goa has become the first State in the country to avail the central scheme”. He said the scheme on life jackets has received nod from the Government and it would take a month and half before it is implemented in the State. “We have asked the boat owners to procure the life jackets before the commencement of the fishing season and then seek reimbursement after the scheme comes into force”, Alemao said.
Sonia to seven days police custody after the prosecution argued that her custodial interrogation is required to recover the missing items and to collect further evidence. Meanwhile, the former tourism minister today filed an application seeking permission from the court to attend the ensuing session of the Goa Legislative Assembly. In his application, Pacheco stated that he has been issued a letter by the Governor to remain present in the Assembly during the session. The Judge asked Pacheco’s Counsel Adv Amit Palyekar to cite the provision wherein court can grant permission to attend the Assembly session. The court later asked the legal counsel to file a proper application since he did not cite any provision while seeking permission to attend the session. Earlier this morning, when the matter came up for hearing, Justice Britto gave no reason for recusing the matter. This is the second time that Justice Britto had recused himself from hearing Pacheco’s plea in connection with the death of Nadia Torrado. The case would now be heard by Justice A S Oka on Monday evening.

The Citizens Welfare Committee has hailed the move by the Chief Minister to withdraw the controversial City Development Plan (CDP) for Margao. CWC President Savio Dias said that freezing of development in the city was not justified, adding that the question how the government would freeze the development and how they will transfer the development rights remains unanswered. “The government has not clearly framed any guidelines to freeze the development in the heart of the city nor there exists any law, rules and regulations to freeze the development, thus creating confusions in the minds of the aam admi”, Dias said. The CWC President said that freezing of development in the heart of the city and creation of a new commercial hub at Dovondem would not have given any relaxation to the traffic congestion in the city.

Rubbishing allegations that the Goa police botched up the investigation into the high profile police-politician-drug mafia nexus, Director General of Police (DGP) Bhim Sain Bassi today asserted they were conducting a comprehensive and unbiased investigation. “Our investigation is progressing professionally and scientifically…Our officers are under no pressure whatsoever. There is no favour or fear while carrying out the probe,” Bassi said on the sidelines of a two-day Interactive Seminar for ‘Investigating Officers of Goa’, Friday morning. He however skirted the mostimportant question whether Roy, son of Home Minister Ravi Naik’s, was part of the drug mafia. “I cannot predict the future… we ensure professional and a very clear investigation and we have taken it on merits to un-

Accusing a group of boat owners of sabotaging the fish meal plant proposed at the Cutbona jetty, Fisheries Minister Joaquim Alemao has served a 15-day deadline on boat owners operating from Cutbona to either give their consent for the plant or threatened to award the project in North Goa. At one point, a visibly perturbed Fisheries Minister said he would not care who is behind the opposition, adding “let the people come out on the roads”. Suspecting that a group of trawler owners having interest in a fish meal plant at Karwar are instigating the people to oppose the project, Alemao reminded the trawler owners that the government would not lose
anything if the project does not take shape. “The boat owners will benefit as they can send the fish to the plant instead of dumping it in the river. The plant can also take care of road accidents due to water spillage,” Alemao said. The Fisheries Minister said he did not want to blame the people for the opposition when vested interests objecting to the
fish meal plant. “If all the boat owners and their groups from Cutbona do not come to me within the next 15 days and ask for the fish meal plant, I will dump the project or take the same to North Goa,” he asserted. Saying that the government had made available a host of facilities for the boat owners at Cutbona, Alemao said the government would soon take up extension of the fishing jetty by another 100 meters. “The government has increased the kerosene subsidy from Rs 12,000 to Rs 18,000. The diesel subsidy has also gone up”, he told the boat owners, while distributing the safety system kit to the boat owners belonging to the Cutbona and Mandovi Associations.

With a fortnight to go for the new fishing season to begin, Fisheries Minister Joaquim Alemao has warned that the government would seize boats found violating the fishing ban. Asking the stake holders to maintain discipline, Alemao said the government has allotted time for the mechanized fishing vessels and the traditional fishermen for fishing. “This time, we will maintain a strict vigil along the coast. Any vessel found violating the ban would be seized and fined,” he warned. Last year, the government deployed police at certain landing points along the coastline to enforce the fishing ban.

The ongoing airport expansion w o r k m a y r u n i n t o ro u g h weather with naval officials raising security concerns and asking authorities not to demolish the wall at the Airport Authority of India (AAI) residential quarters area towards the landing side at the airport. Though the construction work is going on in full swing, top officials have raised fears that the demolition of the wall near AAI residential quarters would create a ground for security breach. Sources in airport have confirmed that some top level officials have asked authorities to take precautionary measures before demolishing the wall to ensure that once the wall is demolished, it should not be exposed to anti-social elements to get an easy access in the area. The AAI officials, security agency and Navy convened a meeting on Friday to workout possible formula to ensure that issue is resolved. However, the contractor, who is required to fill some low-lying area towards the landing side at
the airport to make it to the surface level of present airport operational area, said once the construction work starts towards this side, there will be movement of trucks and other vehicles, which needs to manned properly. The AAI residential colony, which is already demolished to accommodate utilities like powerhouse, airline workshops, sewage treatment plant, etc, towards present landing area, has been a security concern for the naval officials. The new AAI integrated terminal building requires approximately 61,957 sq mtrs. The present terminal building would be demolished in totality to accommodate 12 aircraft parking slots with aerobridges. It is learnt that once the construction work starts towards the landing area at the airport after breaking a wall, Central Industrial Security Force would be deployed to guard the area. Meanwhile, Chief Secretary Sanjiv Shrivastav while flying to Delhi on Thursday made his presence felt at the site, where Navy has suggested the AAI not to go

The Margao Municipal Council on Friday called for a Request for Proposal (RFP) from professionals and consultancy firms in the field of solid waste project management to monitor the work of installation of waste processing and disposal facility at Sonsoddo. The RFP also says the consultant should monitor the construction of landfill carried out at the garbage dumping site in accordance with the MSW rules. Besides, the consultant is required to certify successfully the work at the dumping site. The consultant is required to submit the Request for Proposal in two parts, technical bid and financial bid. Incidentally, though the Mar-
gao Municipal Council had invited Request for Proposal from companies to set up the waste treatment plant at Sosnodo, the Civic body had defaulted in floating Expression of Interest while engaging consultant to evaluate the technical bids received from Fomento Ltd and Hyderabadbased Ramky Enviro Eng LTd. Meanwhile, two days after receiving the draft concession agreement from Fomento, the Margao Municipal Council has dispatched copy of the draft agreement to the Municipal lawyer. MMC Chairperson Savio Coutinho said the Municipal lawyer will go through the changes effected by Fomento and suggest changes in the agreement. “Only after the Municipal lawyer gives his go-ahead
signal, the agreement will be placed before the Council for ratification by the elected Councilors”, Coutinho said. While returning the draft concession agreement, Fomento had asked the Civic body to go through the agreement.

PANJIM (HND): Tiatr Academy of Goa (TAG) in collaboration with Parish Youth of Carambolim organised a workshop on Tiatr recently at the Parish Hall at Carambolim. Parish Priest Fr Conceicao Silva inaugurated the workshop in the presence of TAG President Tomazinho Cardozo and Tiatr artiste Wilson Mazarello. Fr Conceicao requested the youth to take interest in Goan culture particularly in Tiatr, its song and music. He requested the youth to produce a Tiatr by taking the required guidance as well as financial support from TAG. Tomazinho Cardozo, who conducted the first session on ‘History and Format of Tiatr’ highlighted the historical facts on the Tiatr stage in the form of quiz. He explained the characteristics of Tiatr and that of Khell-Tiatr and assured the participants to support their production activities of Tiatr or Khell-Tiatr or any activities related to it. Wilson Mazarello guided the second session on ‘Direction and Acting’. Besides giving the knowledge of theoretical aspects of direction and acting, he organised practical demonstrations of direction and acting by directly involving the participants in acting. In all 42 youth participated in the workshop who were given certificates of participation.
Legal literacy club opened
The All Goa Primary Schools office staff will meet at TB Cunha hall on July 17 at 3.30 pm to highlight their grievances and demands. But, the association feels that this decision of the government did not take into consideration the absorption of the existing primary schools office staff employees, who by right should be directly absorbed as they have put in several years of service and have been doing their work efficiently for meagre salaries. However the implementation of the said circular is mysteriously kept in abeyance. The demand for regularization of services of the staff will also be discussed at the meeting. Governor Dr S S Sidhu stressed on the need to tackle the twin problems of garbage disposal and plastic menace that have been haunting the State. During a meeting with the Environment Minister Aleixo Sequeira and officials of GSPCB, Municipal and Panchayats Administration at Raj Bhavan, Dr Sidhu pointed out that Goa's image as global tourism destination is getting sullied because of solid waste management problem. He said World Tourism Mart was also seized with this problem. The Governor told the concerned officials to see the possibility whether strict checks could be introduced on plastic use on the lines of New Delhi. Reacting to queries by the Governor, Environment Minister Aleixo Sequeira stated
that the government was contemplating various measures to tackle garbage management issue at city and Panchayat level. He pointed out that 80 percent of garbage is bio-degradable waste and added that starred hotels have been instructed to have their own garbage treatment facilities. Secondly, he said that the garbage treatment unit installed at the Agnel Ashram could be ideal for tackling the issue at village level. Regarding plastic, the Minister stated that the government was negotiating with an industrial unit whether it could cooperate in burning plastic waste at their furnace at a high temperature. The renovated municipal garden in the heart of Chaudi town is ready, but awaits its formal inauguration. It may be recalled that in December last year, that Intercontinental Resorts, The Lalit Goa, Managing Director Jyostna Suri as part of her social endeavour for the people of Canacona had taken up the renovation of the garden, which was in dilapidated condition since many years. As promised, the work com-
menced and now nearly stands completed. If sources in the Intercontinental are to be believed, they are awaiting its formal inauguration in mid-August before throwing it open for children and elderly from the taluka. Due to space crunch of the only oldest garden with an area of approximately 800 sq mtrs in the whole of Canacona taluka, a water fountain to provide an added attraction as earlier planned could not be installed, informed the source. But children slides/swings,
garden benches, flowering and decorative plants and trimmed trees, besides ornamental lamps and brand new iron fencing and a designed gate and regular music in mornings and evenings will henceforth be the added attraction to the visitors to the renovated garden. “Now, since the renovation work is almost over, we in cordial relation with Canacona Municipalit Council are trying to finalize the inaugural programme, preferably on Independence Day,” revealed a source in the Inter-continental. Even though sources remained tightlipped, it is learnt that Inter-continental Resorts, The Lalit Goa has spent about Rs 7 lakh to renovate the garden situated right across the NH-17. It is learnt that the starred hotel has also offered to maintain the garden, which will ensure suitable protection to its users like children, women and senior citizens. Earleir, this garden has been the house to many Lamanis and other migrants, besides the unlawful activities being reportedly carried inside the garden under the cover of darkness.

Environmentalist Rajendra Kerkar has claimed that the Mapusa Outline Development Plan (ODP) 2011 has been prepared keeping in mind the interest of politicians and builders. He was speaking at the Symposium on ‘Mapusa Outline Development Plan 2011’, which was organized by Mapusa Utkarsh Mandal at Sirsat Hall, Mapusa. “If construction activities are permitted as per the provisions of the OPD, then the Tar River of Mapusa and the gutters, which are the main outlets for the flow of rainwater, will disappear and Mapusa will get flooded during every monsoon,” stated Kerkar. “During colonial days when there was no transport, the goods were coming to Mapusa by river crafts through the Tar River, which culminates at Penha de Franca village. During the monsoon, the water flows down through this river and hence the development plan should be prepared keeping in mind the importance of Tar River,” added Kerkar. “Further in the ODP, fields in Mapusa have been converted into commercial zones. Goa is a water deficit state and if

fields are converted into concrete jungle, then water bodies in Mapusa will extinguish in the course of time and residents will have to depend only on tap water,” said Kerkar. “Due to increase in commercial activities, the pollution will increase in Mapusa town and the need of oxygen parlours will crop up,” opined Kerkar. Architect Gurudutt Sanzgiri said Mapusa ODP 2011 has been prepared without doing proper survey of the town. “The study of each and every ward of Mapusa should be done meticulously before preparing the ODP. This has not been done and hence there are plenty of flaws in this ODP, which lacks vision,” he stated.

“In the present ODP, the traffic problem that would be generated in the long run has not been taken into consideration. Since Mapusa Outline Plan 2011 has already been approved, it cannot be scrapped. Hence the right action will be to request the government to keep this plan in abeyance,” added Sanzgiri. Former North Goa MP Adv Amrut Kansar said Mapusa is a commercial and cultural center of North Goa and its development should be carried out keeping in mind the future need of the town. “Residents of Mapusa should be vigilant and should not allow the politicians to convert the town into concrete jungle.
If the present ODP contradicts provisions of the Town and Country Planning Act, then the government can be requested to scrap it,” said Adv Kansar. “The residents of Mapusa should therefore form a committee and study the Mapusa Outline Plan 2011 minutely, note down the flaws and bring it to the notice of the government as early as possible,” he said. The congregation of Franciscan Missionaries Sisters of Christ the King was founded in August 1937 by Msgr. Salesius Lemmens, ofm, and Sr Bridget Sequiera, a daughter of Saligao, who at that time was living in Karachi. Although the congregation started in Pakistan, where 61 sisters are still working, almost 174 sisters are working in the remote areas all over India. Four year ago, four FMCK sisters started working in Sri Lanka.
With several people agitating over the issue of widening of NH4A along the Old Goa-Ponda road in Corlim, Cumbarjua MLA Pandurang Madkaikar said there is a need for the State government to find a suitable solution to the issue. “I believe there is a need for national highways, as the number of vehicles has been increasing day-by-day, but it shouldn’t be done by destroying houses of locals,” Madkaikar told Herald over the phone. “The State government should think of diverting the NH4A lane through Ponda to Verna by pass, which even some groups are against it passing through the village and cities,” he said. “Though PWD Minister Churchill Alemao has stated that the width has been brought down from 60 mtrs to 35 mtrs in my constituency in Corlim, I would like to inform the government to see that they work on the existing Old Goa-Ponda highway lane by widening where there is a space without breaking even single house in Corlim,” said Madkaikar. When asked about the divider which will divide the Corlim village into two, he said the issue can be solved with the State government by asking them not to increase the height of the divider. “We can ask the government to put stones like dividers in the middle of the road, which can be seen along the PanjimMargao road at Bambolim. I think it will not harm the locals to cross from one side to the other and even doubts of the locals will be cleared,” he added. He however assured to raise the issue in the coming Assembly session.
In yet another breakthrough, the Maina Curtorim police arrested four persons, including a minor boy, and has recovered three two wheelers and claimed to have detected a chain snatching case. Maina Curtorim Police station incharge, PI Sidhant Shirodkar informed that the three accused Ansar, Raj and Ajay were allegedly involved a series of motorcycle thefts, besides a chain snatching case. HE said the police has recovered the three two-wheelers and are in the process of recovering the stolen chain. PI shirodkar said the minor boy has been lodged at the Apna Ghar. Indian brothers die in plane crash in US
PTI WASHINGTON, JULY 16 Two Indian brothers, one of them a pilot instructor, have died along with an American national in a plane crash in the US, reports here said. The two brothers -- identified as Kartik Kalaichelvan (22) and Pratik Kalaichelvan (19) -- whose father Alangiam P Kalaichelvan works as a pilot for Kingfisher Airlines in Bangalore died in the crash on July 13 in a small town Tolar some 45 miles Southwest of Forth Worth in Texas. American national Casey Brinegar, 26, a pilot instructor also died. Both Casey and Kartik were pilot instructors at Skymates Flight College in Arlington, Texas. Pratik who was studying dentistry in Chennai came to visit his brother and was scheduled to go back to India in a couple of days. Casey and Kartik were showing Pratik Texas from the sky. All three of them flew out in Casey's four-seat, single engine aircraft on Tuesday night for a dinner and coming back to Arlington Airport when this accident happened, said the Telugu Association of North America in a media release. 'Beech Craft Bonanza' hit the ground and the single-engine plane tumbled, according to an NTSB investigator. A witness told investigators that the engine sounded rough and then the four-seat airplane nosedived. Kartik learned to fly from Casey and was accumulating flight time before returning to India to be a commercial pilot like his dad. Casey and Kartik died at the scene and Pratik was taken by a helicopter to John Peter Smith Hospital in Fort Worth where he later died. There was no fire and no one else was hurt. The cause of the crash was still under investigation. "Parents of Kartik and Pratik are in transit to Dallas and are expected to reach here today. Srinivas Lanka, Morgan, friends of Kartik and a team of volunteers are making arrangements to get all the needed documents and transfer the bodies to a local funeral home," said Prasad Thotakura, General Secretary of the Indian American Friendship Council (IAFC). "Parents want to take the bodies of their sons to Bangalore so we are making necessary arrangements. We express our deepest condolences to Kalaichelvan family on the loss of two young men," he said.
Kanpur milkmen to get I-card PTI KANPUR, JULY 16
In a move to curb flow of adulterated milk in this industrial city, district administration will issue photo identity card to milkmen. "In order to identify the milkmen, who sell adulterated milk, district administration is working on a proposal to register them and issue them I-cards," Mukesh Meshram, District Magistrate, Kanpur, told PTI. The move has been proposed to keep a record of real identity of milkmen, who come from various parts of the state, and give fake identity in case of a raid. The step will facilitate in taking action against them if found guilty, Meshram added. Harmful chemicals like urea, caustic soda and formalin are mixed in the milk which is later being supplied in the city. The move comes in the wake of a raid conducted on Rawatpur railway station last Saturday in which about 6,000 liters of adulterated milk was found. Fearing arrest, milkmen fled the spot
leaving the milk behind. "On July 10 when the passenger train full of milkmen was raided on Rawatpur station, hundreds of milkmen ran away leaving 20,000 litres of milk behind. About 6,000 litres of the milk was found adulterated," city magistrate H P Shahi said. As the milkmen do not give their real identity, police is unable to trace them after the raid. Issuance of I-card will solve this problem, Meshram said. An estimated 10,000 milkmen from various districts come to the city daily and sell milk.
2 die, 22 injured in buildings collapse PTI GHAZIABAD, JULY 16
Two women were killed and 22 others, including children, injured in separate incidents of building collapse here, police said today. Savitri (50) and Prekashi (70) died on the spot when an underconstruction ceiling in their house collapsed on them in village Khindoda yesterday, they said. Four persons were injured in the incident and have been hospitalised. In another incident, six children and eight women were among 18 people injured in Kuddi Kabadda village when the terrace of a house collapsed last evening, they said. The terrace of Murad Ali's house collapsed when some locals had gathered there to watch a wedding procession passing through the village, Superintendent of Police (Rural) M M Beg said. The injured were taken to hospitals in Hapur and Meerut where the condition of five of them was stated to be critical, Beg said.

National Waterway: Pros and cons
G
oa’s inland waterways have been the most important economic avenues for the state from time immemorial. Being dependent on trade, most of Goa’s ports were in her rivers. The port of Chandor, on the Kushavati River, was Goa’s capital and its main trading centre during the early rule of the Kadambas. Ships from Red Sea ports sailed there. Siltation, however, took its toll, and the Kadamba port (and capital) shifted to Gopakapattana, at the present Goa Velha, on the Zuari River. Gopakapattana, too, met the same fate as Chandor; increasing siltation made it difficult for larger ships to call. When the Bahamani kings took over Goa, they moved the port (and capital) to the village of Ela on the Mandovi River, at the present Old Goa. As the river was heavily silted upstream of Old Goa, this remained Goa’s port for a few hundred years, till it moved to Mormugao, while the capital moved to Panjim. Essentially, the history of Goa has been directed, among other factors, by the siltation of her rivers. The rivers were Goa’s highways. Most of our older large buildings face the river, because that was the main means of transport. Before liberation, a lot of passenger transport was by boat. It is only in the last 50 years that roads have become the preferred mode of travel and the waterways have fallen into deep neglect. Today, in the Mandovi at low tide, loaded barges cannot move out of the river and have to anchor off Panjim’s Campal waiting for high tide. The solution is simple; the rivers need to be dredged periodically, to maintain a minimum navigable depth. That is why the Goa government needs to take the proposal of the Inland Waterways Authority of India (IWAI) to declare and develop the Mandovi, the Zuari and the Cumbarjua canal as National Waterways seriously. It will give a tremendous boost to the state-run Panjim port, as well as to the tourism and mining industries. The state government has accepted in principle the proposal to nationalise Goa’s inland waterways. However, no further progress has taken place. If Goa gives the nod, it will bring in huge investments – up to Rs400 to Rs500 crore – to dredge up to 50 km inland on each of our two main rivers, build jetties and ramps, night navigation structures and other facilities to give a boost to water transport. This will not only help the Panjim port, it will give an enormous boost to the tourism industry, which is facing visitor fatigue, because it has little to offer beyond the state’s beaches. Creating a national waterway will also enable the revival of water passenger transport, which could take a considerable load off Goa’s congested roads. It is not as if Goa will be handing over her rivers to the central government through this process. Under the Inland Navigation Act, the state government retains control of the rivers; though the centre will enter the picture as another stakeholder. Therefore, the interests of fishermen who put tidal nets on the river bank mud flats or those who do stake fishing can be protected at the state level itself. There is a lot of pro and very little con in this proposal.

he High Court’s direction to the state government to appoint experts from the Accounts Department along with a retired High Court judge on the committee to examine fees charged by unaided schools is the best way to resolve this unending crisis. Charges have been flying back and forth between irate parents and angry school managements over an issue that basically needs sound accounting and educational acumen to sort out. Hopefully, the government will cooperate and end this imbroglio.

o those who are labouring hard to bring about a paradigm shift from ‘Indo-Portuguese art’ to ‘Goan Catholic Art’, always or predominantly with Hindu artisans at work, I wish to recall that it was ‘Christianotopia romana’ (not ‘Lusotopia’) which prevailed in Portuguese controlled (?) Asia. Probably nationalistic arrogance, vocally denied but seen in practice, does not permit some Portuguese art historians to admit an obvious historical reality. The Portuguese Church ‘padroado’ was manned largely by missionaries of various European nationalities, and so were the producers of the military and church architecture. Prominent among the missionaries and architects were Italians. Among the missionaries, A Valignano, R de Nobili and M Ricci are more known. The better known architect Julio Simão was himself preceded by Giovanni Battista Cairati. I am not in the least surprised with the reaction of Dr Paulo Varela Gomes in the Herald of 7 July to my two recent columns. He laments that I failed to identify him by name, and herded him among some Portuguese art historians. I am sorry for that, because I admit he is unique. But what should interest us are ideas, not persons or names! Not dragging persons into discussions is generally helpful for a more critical discussion. I have no patience or interest in engaging in quixotic battles for Goan church architecture. Goan heritage lovers would hardly care for the hair-splitting differences in ‘Indo-Portuguese art’. By sheer dint of ‘boa educação’, I do not wish to qualify the response of Dr Gomes as outright hysterical. I shall limit to point out that his socalled research methodology is based upon a logic of adolescents, who usually tend to say or do exactly the opposite of what the adults require from them. Dr Gomes tells us that he confirmed the originality of his idea of the uniqueness of ‘Goan Catholic Architecture’ after I stated that he brought no novelty. If I would now choose to call his views profoundly original, he may conclude that he is battling with windmills. With that logic Dr. Paulo Varela Gomes is hardly qualified to judge what others have to say about Portuguese colonialism and its heritage. As for the rigour of his research, a little pricking was sufficient for him to downgrade an earlier treatise of Matheus de Castro to “initial stages” (whatever that means). But he still insists that “there is one version in Portuguese”. Could we know where? Is it a translation made by the Por-
HISTORICAL EXPLORATIONS tuguese authorities or Jesuits who hated his guts? I am aware of such a translation and its original in Latin, in the Jesuit archives in Rome. Did Castro flee (‘fugiu’) from Goa, as Dr Gomes claims [‘Ler História’, n. 58(2010), p. 56] or did he obey reluctantly the insistent calls from Rome that sought to avoid more frictions with the ‘Padroado’ and Portuguese authorities in India? His linguistic twists reveal his biases. More interesting and relevant is the research of Dr Maria Manuela Tenreiro, a Portuguese art historian trained in the UK. She recently produced an MPhil dissertation, later developed into a full-fledged PhD thesis. She focuses upon Carlos Julião, an Italian who worked for the Portuguese as military engineer in the 18th century. Julião was involved in the manufacture of the oversized statue of King José installed by the Marquis of Pombal in the ‘Terreiro do
Paço’, following the reconstruction of Lisbon after the earthquake of 1755. He rose to the post of Deputy Inspector of the Army Arsenal, joined the royal court in exile to Brazil during the Napoleonic invasion of Portugal, and died there in 1811. A recent televised program chose the best seven Portuguese historical architectural monuments overseas. Two of them turned out to be from India. It looked like a post-colonial version of a military exhibition organised by the Salazar regime in 1960, titled ‘A Engenharia Militar no Brasil e no Ultramar Português Antigo e Moderno’. The photos / designs of the forts were supplemented with sketches produced by Carlos Julião, identifying native subjects of the empire and objects of ‘ethnographic’ curiosity. It was an enlightenment-masked racism with scientific veneer, a tendency that endures beneath subtle post-
colonial platitudes and discourses of human rights. Carlos Julião also did a topographic survey of Macau for 10 years. He served in India for about six years, probably sometime between 1763 and 1777. A manuscript dated 1778 in the National Library in Lisbon titled ‘Noticia Summaria do Gentilismo da Asia’ has corresponding images and text in another pholio by the same name, kept at the National Library in Rio (Brazil). It is signed by Carlos Julião and includes two views of the ports of Goa and Diu. His ‘Figurinhos’ includes, among predominantly Brazillian society, a ‘Gentio’ of Goa in gala dress, a ‘Baye’ of Goa in Brahman dress, a ‘Gentio’ of Goa in ordinary dress, a ‘Baye’ of Goa from the Chardo caste. We have yet to know what else Carlos Julião did in Goa, besides looking at the Goan baye and Hindu (gentios) dressing styles. Contrary to the obvious interest of some art historians from Portugal in trumpeting the grandeur of the colonial legacy, even while seeking to replace the label of ‘Indo-Portuguese’ to a more convenient post-colonial designation agreeable to natives, the Goan heritage lovers can never forget that it is a religious symbol of the colonial power, appropriated by some local beneficiaries. It was a baroque imposition that was ecologically unfriendly, socially disruptive and economically disastrous. Neither colonial nor post-colonial economy ever coped with such ‘holy’ structures. The new tendency in church architecture is likely to favour community centres with multiple functionalities, combining the cultic and social needs of the local congregations. The World Heritage rules, framed through UNESCO and other international bodies, always under the pressure of the former colonial powers eager to conserve their colonial art legacy, will continue to exact the preservation of all past monstrosities, or at least their gothic-baroque façades. They could well remain as a constant reminder of the religious-political impositions and interferences in the cultures of the former colonial territories. To conclude, heritage is a delicate and negotiated concept acceptable to the local / regional sections of the population. The lack of such a social negotiation leads to disasters like the Babri Masjid case at the national level, or many small but disturbing communal frictions resulting in, or following from violations of religious sanctuaries in Goa. There is no such thing as common heritage, unless all or most accept it as such through a democratic consensus.

o one likes to suffer pain. It is all the more abhorred if it is physical. But then pain, be it emotional or physical, is a part of life. Of course there are different types of pain depending on the part of the body which it affects -joint-pain, tummy pain, headache etc. Most of these pains are not fatal and can be cured by popping some pain-killers in the mouth. Almost all pains are symptomatic and are produced as a result of some kind of illness. Hence body pain or headache could be the result of a viral infection. Treating the cause of the pain can lead to curing the pain itself. But then there are pains which can be fatal. One such pain is chest pain. That is probably the reason why it is so popular among the politicians who have been booked for a criminal offence. No, the chest pain is not popular among politicians because it (the pain) can prove to be fatal, but because it can allow them to spend time in an air-conditioned ICU of a hospital

rather than spending time in a mosquito-infested lock-up and being subjected to relentless questioning. If one goes back in time, it will be noticed that several politicians at the national level as well as in our very own State have complained of chest-pain as soon as there have been summons for questioning. The question to be asked is how do politicians suffer from chest pain all too often? A physician would probably diagnose it as a case of anxiety neurosis. Having to spend time in jail could probably make the concerned politician anxious. Hence the anxiety neurosis manifests itself. But then there could also be other reasons. The chest pain could occur because the politician does not have a clean chest. Or he could be playing with his cards close to his chest. Probably the best way for these politicians to get rid of the chest pain would be to get certain things off their chest. Chest pain could be because of heart condition. Hence a politician who does not have a clean
heart is more likely to complain of chest pain. There is no way a doctor can measure pain suffered by the patient. Hence whether the chest pain is for real or just a hoax, cannot be proved beyond reasonable doubt. As a result politicians fake a chest pain making the doctors believe that something is really wrong them. There is this recent case of a flamboyant politician who was trying to run away from the long hands of the law. Obviously he did not succeed. And when arrested, as was expected, he complained of chest pain. He was promptly admitted in the air-conditioned ICU of a Government-run hospital. A social activist went on to disclose that doctors are forced to give false certificates. A doctor from the Government hospital defended the action saying that the politician was put in the ICU because he wanted some cooling in an air-conditioned room. This has probably given a new meaning to the ICU. It is probably no longer an ‘Intensive Care Unit’ but an ‘Intensive Cooling Unit’.

These fields belong to the comunidade, and were given free to farmers, but the latter do not bother to cultivate them. There are two big ponds (‘Nag Tollem’) and five smaller ones, eliminating scarcity of water. These fields are located below Boscio hospital, on both sides of Nag Tollem. The area is more than 5,000 sq. metres. The Agriculture Department should take charge of these fields and cultivate them.

The decision of the oil marketing companies (OMCs) to deliver LPG cooking gas cylinders on an ‘anytime’ basis by charging a premium of Rs50 is irresponsible. It makes the LPG cylinder a privileged commodity, accessible only to those who can afford to pay a premium. The number of cylinders to be delivered under this category must be limited, like ‘tatkal’ railway tickets, so that the general delivery of cylinders to regular queuing customers is not affected. Let it not exceed more than 1 per cent of the deliveries on a monthly basis.

Mockery of democracy

A government employee gets suspended when (s)he is behind bars for 48 hours. The pension, salary and other benefits get affected. For a government job, the credentials and integrity of the person are verified. But for our elected representatives in the Assembly/Parliament, integrity and credentials are unimportant. They get pay, allowances, pension and all other facilities no matter what. When these MLAs/MPs go to police custody or jail for the offences against them, they lose nothing. They continue to be MLAs or MPs, enjoy pay and pension uninterrupted, and get a police escort to attend the Assembly or Parliament. This is a sheer mockery of democracy. Are MLAs and MPs not bound by any code of conduct? How can the Speaker entertain such people? The Speaker should disqualify such members, and they should forfeit pay and pension, just like government employees. necessary walls’ (Herald, 13 July) was very heart breaking. Unfortunately what he says is the reality, not just in India but in the entire world. The responsibility for this does not wholly lay with society. It is also the responsibility of the leaders of any particular religion to try and be part of the mainstream. We need to start reforming ourselves first. We cannot rely on politicians; they only exploit us for their own benefit. Giving too much importance to religion narrows our outlook. The point, as Tabrez says, is that we are Indians first and then Muslims, Christians, Hindus or Sikhs. The basic purpose of religion is to do good to others. But, unfortunately, religion has become the main cause of violence in the world. Let us all remember that all religions are made by men, not by God.
Crocodile tears Vincy Menezes, Margao The Nationalist Congress Party (NCP) did a nice job of shedding crocodile tears in Mickky’s case. Mickky made a big blunder by disappearing from the scene, being scared of arrest. The NCP watched the tamasha silently. Once the humiliation process was complete, they brought out their political balm to ‘soothe’ Mickky’s wounds. The NCP, being in the government, could have easily arranged for Mickky’s interro-
gation without arrest. But they had an axe to grind with Mickky for staging the most spectacular NCP convention at Betalbatim. Mickky’s supporters raised slogans against the Congress outside the court. Instead, they should have been directed against the NCP!
Gutless Sena Jyoti Shetgaonkar, Morjim The Shiv Sena marching to the Mapuca Municipality was a waste of time. Who is interested in having a name plate in Marathi? Whether the language of the name plate, everyone knows that it is the useless Mapusa Municipality. I would be pleased if the Shiv Sainiks had fought to demolish illegal constructions, or road congestion. They should ensure that government employees do not have private businesses. On 12 July, people from all over Bardez gathered at the Mamlatdar’s office to get their election cards rectified or make new ones, but the mamlatdar did not attend duty, even though the Election Commission had advertised in newspapers. The Shiv Sainiks should have marched there and made noise. But do they have the guts?

me wonder whether we are still in the Stone Age. A bridge made of bamboos and coconut tree trunks still operates in the constituency of former Chief Minister and present Speaker Pratapsingh Rane! Is this the ‘development’ he has done in his constituency? With the number of decades he has been the MLA, he should have made Sattari a paradise on earth. It is a shame that he has failed so miserably to provide the basic requirements to his people.
Rupee in big league Pachu Menon, Margao The Indian rupee now has a distinct identity. The new symbol retains our national character with an international flavour. Designed by IIT-ian D Uday Kumar, it “captures the Indian ethos and culture”. The Rupee joins the exclusive club of the US Dollar, the British Pound, the Japanese Yen and the European Euro. It can no longer be confused with the ‘rupee’ and ‘rupaiah’ of small neighbouring countries like Pakistan, Sri Lanka, Nepal and Indonesia. Till the symbol is encoded, the government should ask the banking sector, industries and the media to use it and promote its use.

oPinionateD NDA govt misappropriated Discontent over Goa’s TCP Act by Roger D’Souza
Clearly after consistently disregarding the wishes of the Goan people, CM Digambar Kamat and our Goa Government have finally constituted the Committee to “review” the anachronistic and obsolete Goa TCP Act, 1974 which is 36 years old and a bane for all the rot that it permits to the detriment of Goa. However this seems to be mere hogwash! In the first place, this Act allows our corrupt Goa Government and their various Government Departments and officials to get away with mayhem, massacre and literally the murder and destruction of Goa. The membership of this Committee itself is flawed, and justifying their role is none other than Chief Town Planner Morad Ahmad. In his typical demeanour of feeding us with his backyard shenanigans, he defends the formation and agenda of this Committee by claiming that "Framing a new act is difficult and there is no time frame". All he plans on doing, is ensuring that he and the corrupt TCP can continue to hold their sway to do the biddings of their political masters while giving the villagers the run-around along with the Directorate of Panchayats. All of them are hand-in-glove when promoting the interests of vested parties like the real-estate, hotel, mining and business lobbies etc. Obviously there is no intention of taking into account the wishes of the Goan people as they have consistently been saying all these years. Various groups have worked to spell out what development they want. They express this through their village plans – which they have drafted as envisaged in the Eleventh and Twelfth Schedules to the Constitution of India in the 73rd and 74th Amendments. There is no provision for this in the outdated, deficit and biased Goa TCP Act, 1974 which is more than 36 years old and that has been amended already on three occasions namely - in 1994, in February 2007 [to revoke the RP 2011] and in March 2008 [to obviously provide a convenient detour for the Goa Government to force PPP projects like IT Parks, Health Parks, Food Parks, Sports City and Cricket stadiums upon the people even when they are not required]. There is obviously a hidden agenda to intentionally disregard the wishes of the Goan people by not including representation from the Village Level Committees and Gram Panchayats in this participatory process, but rather leave it to the Consultants appointed who can be easily swayed or influenced to adopt what the Goa Government wishes to hoist on the people, given the very representation of the Committee. The aspirations of the people that the TCP Act should be in consonance with Article 243 ZD as amended by the 73rd and 74th Amendments to devolve powers to municipal bodies, Panchayats and district planning committees for the purpose of participatory planning, should be respected and incorporated. Further, the TCP Act must be amended to incorporate provisions of the 73rd and 74th Amendments, which would ensure a bottom-up participatory planning through the village groups and Gram Sabha’s mandate being accepted. But while the government conveniently has amended the TCP Act (Sections 16 and 16A) to allow projects through the back door, it has not incorporated the 73rd and 74th Amendments sought by the people in Goa in formulating the RP 2021. This obviously needs to be fixed. While the notification states: "The terms and reference of the Committee will be to review the Goa, Daman & Diu Town And Country Planning Act, 1974 and making it in the fitness of the present situation vis-à-vis other Rules, Laws, Acts, etc. The Committee shall also suggest deletion of the irrelevant parts which are not in the fitness of present day situation." - Obviously there is no desire to draft a new TCP Bill to replace the flawed and hugely deficit one that currently is in place. -This outdated and biased TCP Act would be a mere bandaid or cosmetic tool where there in need for some major revision and surgery to stem the deceit, rot and chicanery that is taking place in Goa today under this Act. It is obvious that the Goa Government is not willing to include the people in consultative and participatory planning and is not in favour of revoking the highly controversial Sections 16 and 16A of the TCP Act. Clearly given the Goa Government’s agenda it clearly has no resolve to do so!

Union Minister of State for Communications and Technology Sachin Pilot today charged the NDA government in Bihar with gross misuse and loot of central funds worth Rs 11,412 crore under MNREGA and other flagship programmes for the poor people. As much of as Rs 11,412 of the over Rs 95,000 crore allocated to the state by the Centre for implementation of central flagship programmes, including MNREGA, have been misused and looted by the state government to deprive the poor people of their dues, he told reporters here. A day after the Patna High Court had ordered a CBI probe into misappropriation and illegal withdrawal of Rs 11,412 crore from state treasury by the state governments since 2002, Pilot demanded a speedy investigation by the central agency to bring the culprits to book. "The NDA government will not succeed in either influencing or creating obstacles in the way of the CBI investigation into the alleged misappropriation of the central funds", the Union Minister said. Thirty people were arrested and 18 illegal toll gates dismantled as the Meghalaya government launched a massive crackdown on extortion activities along the state highways. The Meghalaya government has adopted a “zero tolerance policy” on the collection of toll, taxes and fees illegally by individuals or groups, deputy commissioner of East Garo Hills Pravin Bakshi told PTI today. Official sources said the Deputy Commissioners and Superintendents of Police in the seven districts of the state had been fully empowered and asked to strictly enforce the writ of law on the highways and initiate prompt action if complaints are received. He said there are 13 check/toll gates functional which are authorized. Last year, 12 illegal gates were dismantled. “Over the last few days, we have removed 18 such gates and
as many as 14 cases registered at various police stations,” the deputy commissioner said. Thirty people have been arrested so far for running such illegal gates, he said. Truckers in Meghalaya have been complaining against extortion on highways and even moved Union Home Minister P Chidambaram seeking a CBI probe into the menace. They alleged that men armed with AK-47 rifles were manning around 29 illegal check gates along the highways in Meghalaya and extorting over Rs 6,000 per truck per trip. Meanwhile, some top government officials in Meghalaya have received extortion demands amounting to several lakhs of rupees by a little-known militant group formed by a deserter deputy superintendent of police. A Sub-Divisional Officer (Civil) in Meghalaya’s East Garo Hills district has received an SMS from the Garo National Libera-
tion Army demanding Rs 30 lakh, the police said today. The District Transport Officer of the district as well as a Block Development Officer have also been asked to part with Rs 40 lakh each by the group which has been on an extortion spree in the Garo hills area of the state of late. East Garo Hills deputy commissioner Pravin Bakshi said the intention of the militant organization is to create fear in the minds of local businessmen and extract a hefty sum. Bakshi said five GNLA cadres had been detained in the last one month for serving demand notes on lessees of weigh bridges, local businessmen and coal merchants. GNL A, still in its nascent stage, is led by a Deputy Superintendent of Police – Champion Sangma, who has been absenting from duty for one and a half years. Although departmental proceedings are on against him, he is yet to be dismissed from service.

The opposition Congress and the BJP today accused Orissa Chief Minister Naveen Patnaik of being soft to ministers allegedly involved in the multicrore coal scam. They claimed that the chief minister who had sacked many ministers earlier for being under the shadow of corruption was now allegedly shielding tainted ones. Questioning the chief minister's neutrality, BJP MLA Jaynarayan Mishra, who had been a minister in the Naveen Patnaik cabinet recalled that he had sacked three ministers, Nalini Kanta Mohanty, Kamala Das and Prashanta Nanda in 2002 for being under the shadow of corruption.
The coal scam which crippled business in the assembly for three consecutive days, came to light recently after the vigilance department raided the house of a BJP leader for alleged involvement in irregularities as chairman of Orissa Consumer Cooperative Federation (OCCF). Later, same irregularities were also found in the state-owned Orissa Small Industries Corporation (OSIC) earlier headed by Pratap Jena and Badri N Patra, now minister of school and mass education and urban development respectively. While the vigilance raided house and office of BJP leader Golak Mohapatra for his alleged role in the scam as chairman of OCCF, it did not file any charge against the ministers though they had headed OSIC in the past.

Ruchika Girhotra had committed suicide three years after being molested by Rathore on August 12, 1990.

The protesters had contested an earlier eviction order from London Mayor Boris Johnson but on Friday, the Appeal Court ruled they had to go. A letter by Admiral Horatio Nelson which shows the hero of Trafalgar was spoiling for a fight with his French rivals four days before the battle was sold by Sotheby’s for more than twice its estimate. The letter went to an unidentified buyer for 32,450 pounds (49,900 dollar) after it was put up for auction this week with an estimate of 9,000-12,000 pounds, Sotheby’s told Reuters. In the letter, Nelson also warns the Governor of Gibraltar to keep quiet about a shortage of drinking water aboard HMS Victory “or we shall see it in an English newspaper.’’ The letter to the governor, Rear Admiral John Knight, was written on October 17, 1805, just four days before the historic battle in which Nelson was killed. In it, the admiral declared he was “anxious for an Easterly wind’’, as that would encourage the enemy to leave port and finally face the British. “He obviously wants to take the fight to the enemy,’’ Gabriel Heaton from Sotheby’s told Reuters.
At least 21 people, including elite Revolutionary Guards, were killed and 100 wounded in two suicide bomb attacks at a prominent Shi’ite Muslim mosque in the southeast Iranian city of Zahedan, Iranian media reported. The Sunni Muslim rebel group Jundollah said it was behind the attacks, telling Al Arabiyeh television in an email that it had carried them out in retaliation for Iran’s execution in June of the group’s leader, Abdolmalek Rigi. Rigi was hanged after being convicted of carrying out other deadly attacks. Jundollah says it is fighting for the rights of Iran’s Sunni Muslim minority. The suicide bombings took place near Zahedan’s Grand Mosque yesterday, and Jundollah said they were carried out by relatives of Rigi and were aimed at a Revolutionary Guards gathering. ‘’The group said the suicide attacks were carried out by Abdolbaset Rigi and Mohammad Rigi ... and warned of more operations to come,’’ Al Arabiya said. “In the two explosions in Zahedan more than 20 people were killed and over 100 were injured,’’ Fariborz Rashedi, head of the emergency unit at Sistan-Baluchestan province, told the official IRNA news agency. Gillard has pledged to introduce a new 30 per cent mining tax if elected, raising A 10.5 billion dollars from 2012, but the conservative opposition has vowed to dump the tax, even though it has been agreed by global miners BHP Billiton, Rio Tinto and Xstrata. A two-step flu vaccine using DNA to ‘’prime’’ the immune system and then a traditional seasonal influenza vaccine may be able to protect against all strains of the virus — providing a long-sought “universal’’ flu vaccine, US researchers said. The team at the National Institute of Allergy and Infectious Diseases is already testing the new vaccine in people and says the results of tests in mice, ferrets and monkeys suggest the industry may finally be able to dump the cumbersome process of making fresh flu vaccines every year. “This is the first step, conceptually, towards a good shot at a universal vaccine,’’ NIAID Director Dr. Anthony Fauci said yesterday in a telephone interview. Every year, the influenza strains that are circulating mutate a little bit and at any given time several very different strains are infecting people. Criticising the health minister Parrikar said they would not allow district hospital in Mapusa to be privatised and show him what they can do if he doesn’t toe the line. “We will show him what we can do if the hospital is not opened by August 15”. The BJP has given a deadline of August 15 to inaugurate the new hospital but health minister has blatantly declined to meet the demand of the Opposition. Parrikar said the hospital which has been ready for two years can easily be commissioned by transferring the existing set-up of the old Asilo hospital in the new building. Moreover, equipment worth crores of rupees are lying unused and their warranty of most apparatus have already expired. The Government is spending about 1 crore on maintenance of the hospital alone, he said. When pointed out that BJP had praised Vishwajit in the past calling him a dynamic minister, Parrikar said, Vishwajit did initiate some schemes that were good. Also, being a first minister he was given some space for a year or so. But, he can expect no such gesture from the Opposition now as he is been “interested in protecting his own health rather than health of the people”.

Railways may change
If implemented, the move would considerably reduce traffic volume on IRCTC website providing e-tickets, thereby enabling quick access to the site, which sells 30 per cent of all rail tickets, an IRCTC official said. The idea is to shift the opening of tatkal bookings to 10 am instead of 8 am. “Though it is still in the thinking process, we hope the change of timings will considerably reduce pressure on IRCTC portal,” he said. The official said there is a significant rise in traffic in IRCTC website when bookings for advance reservation period and tatkal tickets open at 8 am. “This could be a reason why passengers are unable to open the site during this period.” The move, however, could face several hurdles as Railways would then have to suitably change timings of tatkal bookings over the reservation counters. Railways, though, have recently adopted several changes in its reservation system to make it more user-friendly and help individuals. Last week it barred IRCTC web-based agents from getting access to tatkal bookings from 8 am to 9 am in the morning as well as bookings for the initial one hour on the first day of advance reservation period. IRCTC is also planning major up gradation of its server for enhanced speed, the official said.

Hotel fire claims 40 in Iraq REUTERS SULAIMANIYA, JULY 16
A fire at a hotel in the northern Iraqi city of Sulaimaniya killed 40 people, including foreigners, and injured at least 23 others, a hospital source said today. A security official said the fire in Iraq’s relatively stable and violence-free Kurdish region was not a terrorist act and the cause was under investigation. The fire, at the Soma Hotel in the central area of the city, began late on Thursday and raged out of control for several hours. At least three of the victims died jumping from the third floor to escape the flames, an official said. “Most of the people who were killed were choked because of the smoke. They could not get out,’’ said Dr. Reqot Hama-Rasheed, head of the
health department in the city. A source at the city’s emergency hospital said the death toll was 40, with another 23 people injured. Women and children were among the casualties. “This is not a terrorist act. Most probably it was due to an electrical fault,’’ said Qader Hama-Jan, the head of local security operations. Nepali Congress Vice President and one of the strong contenders for the Prime Minister’s post Ramchandra Poudyal today said that his party has support from both the CPN-UML and the Madhesi parties to form a government under its leadership. The majority of the leaders of the CPN-UML are in favour of a Nepali Congress-led government and key Madhesi parties including the Madhesi People’s Rights Forum led by Upenda Yadav would also join the government, Poudyal claimed. Though UML chairman Jhalanath Khanal is trying to form a government under his leadership with the support from the UCPN-Maoist, majority of the leaders of his own party do not favour such a government having Maoist supremacy, he told PTI. Poudyal also claimed that it would be in the advantage of the Maoists themselves to join the Nepali Congress-led government. “Only a NC-led government can conclude the peace process as the party has been steering the peace process since the beginning,” he said, adding the Maoists need to support a NC-led government if they want to complete the peace process and draft a new constitution within the stipulated time frame of May 2011. By joining the NC-led government the Maoists will also be able to garner international support and get democratic credential to them, he said.
“The Maoists cannot head the government in this situation as they have not been fully committed to the Comprehensive Peace Accord,” he said. He asked the Maoists to show their commitment to peace and democracy by implementing all past agreements relating to the peace process. In a question, he said that the Maoists combatants should be integrated into the security forces on the basis of one combatant one weapon. The Maoists are demanding bulk integration of their 19,000 strong People’s Liberation Army. He said the Nepali Congress will focus on three things, peace, democracy and good government if a new government is formed under its leadership. “If we can focus on completing the peace process, drafting a democratic constitution and adopt good governance then the door for Nepal’s development will open,” he said. The Nepali Congress on Thursday decided to form a government under its leadership and to seek support from other political parties for the same. The party will unveil its road map to peace and new constitution today in sharp contradiction with the Maoists’ roadmap, which aims at bulk integration of their combatants. Shahram Amiri returned to Tehran early yesterday, saying he was pressured to lie about Iran’s nuclear program. The US officials told the newspaper that at some point while working as a secret informant, Amiri visited Saudi Arabia, where the CIA arranged to spirit him out of that country. Images on the website of El Diario newspaper showed a badly damaged police pickup truck. The attack on the police vehicles was in retaliation for the arrest earlier in the day of Jesus Armando Acosta Guerrero, an alleged senior member of the Juarez drug cartel, the ministry said in a statement.

Half of Americans who have a profile on social networking sites such as Facebook and MySpace are worried about their privacy, according to a new poll. The Marist survey showed that people over 60 are the most worried about privacy, and women are more concerned than men. “We’re in an era of information. Some people are concerned, reluctant and skittish about the extent of online information. There’s a privacy element that some people feel is getting lost,’’ said Dr. Lee Miringoff, director of the Marist College Institute for Public Opinion. Privacy on social networking sites is an ongoing issue. Facebook recently changed its policies to give users more control over how much information from their profiles is public following protests from privacy watchdogs and consumers
about the difficulty in changing default account settings. “It doesn’t take much to increase the concern factor and when headlines start blaring about breakdowns in privacy, that goes a long way to raising people’s concerns,’’ Miringoff added. The poll showed that 27 per cent of the 1,004 people who took part in the survey were concerned about privacy on social networking websites, and a further 23 per cent were very concerned. Older Americans are more worried about privacy, he said, because social networking websites do not come as naturally to them as to younger people who have a more carefree attitude about the sites and privacy. Overall, 43 per cent of Americans said they keep in touch via social networking websites such as Facebook, MySpace and LinkedIn. Forty per cent of men, and 45 per cent of women, said they had a profile on a networking site.

The government may again hike export taxes on iron ore, making the steelmaking raw material costlier for biggest customer China, but it is unlikely to heed domestic demands for an outright ban on international sales. Any clampdown on ore exports by India would send shockwaves through the $88billion international market, forcing up prices and increasing Chinese reliance on top producers Australia and Brazil. A long-simmering debate over whether India should cash in on roaring demand for the key steelmaking raw material or save it for domestic industry flared this week when Indian media quoted a top steel ministry official as saying exports should be cut or banned. But few in the market expect
to see a blanket ban, with Delhi more inclined to raise tariffs, as the government itself benefits from ore exports, a big earner of foreign exchange that boosts the profits of state-run steel and mining firms. "I think a blanket ban is most unlikely," said Alan Heap, an analyst at Citi. "If taxes are increased, the most likely outcome, the impact on prices will depend on market conditions. In the past, tax increases have flowed straight through to higher prices. But in current conditions it would likely result in margin compression." The prospect of reining in overseas sales has hit shares of Indian miners such as NMDC and Sesa Goa, for fear the move would hit exports to the world's top steelmaker, China, which bought 107.3 million tonnes of Indian iron ore in
2009. NMDC's shares have lost 38% of their value this year and Sesa Goa lost 17 percent, versus a gain of 2.5 percent in the benchmark index since Jan 1. NMDC Ltd , which exports 3 million tonnes each year of India's total of about 100 million tonnes, doubled its export price for the June quarter to $120-$140. LAsT TAX RIse IGNITeD PRICe suRGe Tax rises at the end of last year triggered an explosion in iron ore prices, which surged 70 percent from around $109 in late December to $185 in April, far in excess of the duty increase of 5 percentage points. Since then prices have fallen back below $120. The government usually raises a tax on exports when prices are high but it also cuts the tax when the situation
changes. The government would need to weigh up the views of the mines ministry, which opposes the ban, and the steel ministry, which favours it, as well as the finance and trade ministries before taking a decision. "If you take that spot supply out of the equation the market would move into a very steep backwardation. But they aren't going to do it," said Jonathan Barratt, MD of Commodity Broking Services in Sydney. "There is an argument they should think like a sovereign wealth fund and bank commodities by keeping them in the ground, but the government is also making a lot of money from these exports." "This is a major industry and a number of people are dependent on it. Plus there is no demand for low-grade ores for domestic requirement." Miners say they export mostly low-grade ores and fines to China, where steel firms blend it with superior raw material, while in India, steel firms mainly use high-grade ore, making export curbs unnecessary. India produced 226 million tonnes of iron ore in the year to March 2010, nearly half of which was exported, mostly to China, making overseas sales a key factor in the profitability of the country's 316 mines and the livelihoods of their employ-
ees. India's mines ministry is adamant against banning iron ore exports, supporting the cause of miners, including state-run NMDC Ltd, which it controls. But the steel ministry, which controls such firms as the Steel Authority of India Ltd, voices the concerns of metal firms, among them private companies such as Tata Steel , Essar Steel and JSW Steel . Steel makers say it is far more profitable for India to export steel rather than raw material, particularly as local iron ore demand would rise in step with steel plant expansions. India's steel output is likely to more than double to 120.6 million tonnes by the year to March 2012 from 55.1 million tonnes last year, the country's steel ministry estimates, still well short of China's more than
600 million tonnes currently. Based on planned projects, capacity could go up to 293 million tonnes by 2020, or more than five times the current figure, sharply raising domestic ore demand. Prakash Tatia, president of marketing with sponge iron producer Welspun Maxsteel Ltd, said the firm supported the ban on ore exports because higher prices would hurt its expansion plans. "We face both issues -- availability of iron ore and prices of iron ore," he said. "Availability because long term assurance of supply is not there.
Camlin's Q1 sales up 14% PTI MUMBAI, JULY 16
Art and stationery products company, Camlin Ltd, has clocked a net sales of Rs 120.53 crore in Q1 FY 11, up 14 per cent, as against Rs 105.88-crore in the year-ago period. Its Profit After Tax (PAT) increased by 19 per cent to Rs 9.53-crore in the reporting quarter as against Rs 8.02 crore in the year-ago period, a press release issued here stated. The company had recently declared a dividend of 50 per cent for the previous financial year 2009-2010.

Emirates Airlines, which brought to India the double decker Airbus A-380, will invest USD 2 million in setting up an exclusive lounge at the newly inaugurated swanky Terminal-3 of the Indira Gandhi International Airport in New Delhi. The airline, which currently has about 900 employees working for it in India, is also looking to hire more. "We are opening more lounges for business people in India. It would be exclusive lounge at the Delhi airport. This is something that we are looking forward to," Majid Al Mualla, Emirates Senior Vice-President (Commercial Operations West Asia and Indian Ocean) told PTI here. He said soft opening of the new lounge is expected by the end of August. Currently, there is a common lounge for various airlines. Asked about the kind of investments that the airline would be putting in setting up the exclusive lounge, he said as per the plan they have earmarked USD 2 million for each lounge. In February this year, Emirates had opened their lounge at the Mumbai airport. "There will be other points in India where we would be opening
lounges in the future. We have very good healthy business people in each sector. As soon as you reach 75 per cent load factor, one starts looking at having own lounge," Mualla said. The airline, which currently operates 184 weekly flights from 10 destinations in the country, is looking at a growth of 15 per cent in passenger load during the current financial year. Asked about the employment chances with the airline looking bullish on the Indian market, Mualla said the lounges were an opportunity to recruit more. "As of now we are having about 900 people working in India but this number will go up. We are hiring more people in our call centre and as soon as we open lounges, we will have more people," he said. Mualla said in the last five years, the growth coming out of India is "tremendous". "It is not just the traditional load from India to the Middle-East. We have seen a tremendous growth to US, Europe and even to leisure destinations. There is lot of mix of traffic through India and this is good," he said adding, "We are looking at a growth of 15 per cent in traffic during the current financial year from India.
Cera on Rs 62 cr expansion PTI NEW DELHI, JULY 16
Bathroom products maker Cera Sanitaryware today said it will invest Rs 62 crore on setting up new facility, research centre and expansion of its existing plants, and was exploring takeover targets in Europe. At the same time, the company also announced bonus shares, one for every one held, and a dividend of Rs 2.50 per share for its shareholders. "The board of directors of the company at its meeting held on July 16, 2010, has recommended issue of bonus shares in the proportion of 1 (one) bonus shares of Rs 5 each for every existing 1 (one) fully paid-up equity share held by the members," Cera Sanitaryware said in a filing to the BSE. The company said that its board has recommended a dividend of Rs 2.50 per fully paid-
up equity share of Rs 5 each. Besides, its board has decided to undertake expansion in European markets and said it may look at acquiring brands or companies in Europe. "The company may also consider acquisition of the existing brand or acquisition of any existing company in Europe," the filing said. As part of the expansion plan, the company is also exploring possibilities of registration of CERA and its other brands in Europe. About investment, the company said that it was looking at expanding the capacity of its sanitary ware plant at Kadi in Gujarat from 2 million to 2.7 million pieces at an investment of Rs 40 crore. "The approximate cost for the expansion is estimated at Rs 40 crore. The expansion of capacity may be undertaken immediately," it added.

NeW DeLHI (PTI) -- German luxuary car maker Mercedes today launched a super sports car SLS AMG in India, priced between Rs 2 crore and Rs 2.5 crore. "We are very excited to come with SLS in India. We have started the production couple of weeks ago in Germany, there is no time lag to launch the vehicle in India," Mercedes Benz India Managing Director and CEO Wilfried Aulbur told reporters here. There will be a waiting period of 6-8 months to deliver the car after booking, he added. The SLS AMG is powered by a 6.2 litre engine and it can go up to a maximum speed of 317 km per hour.
Eureka Forbes entry level water purifier MuMBAI (PTI) -- Water purification appliances-maker, Eureka Forbes, today unveiled an invention in the storage water purifier segment which will deliver chemical-free water instantly and targeted at the lower middle-class. The device, launched under the existing Aquasure brand, uses the innovative positive charge technology (PCT) and has a cartridge which filters all the impurities in water like bacteria, viruses, physical contamination and chemicals, the company's Chief Technology Officer, Raman Venkatesh, told reporters here. "Water which will be made available is chemical-free, instant, has double the storage capacity at 20-litres and will work for perpetuity by changing the cartridges unlike others," Venkatesh said, pointing out to differences in attributes vis- a-vis competition. The Tatas and Hindustan Unilever already have product offerings in the storage water purifier segment. The company is targeting the lower middle-class segment for the product. Technology used in the product, developed over the last decade with help from the American company Argonide, comprises of a highly complex maze of positive charged "attractors" which trap all the disease-causing bacteria. The company has priced the product at Rs 2,290 and the cartridge refill, which will last 750-litres of dispensation, at Rs 200 a piece. "We expect to sell 5,00,000 units by March 2011 and aim to grow at over 70 per cent every year afterwards. We will benefit very much from our existing sales network," Chief Executive Officer of the company, Marzin Shroff, said.

Gleaming Fragments of Art Goa’s Business Fraternity hails New Symbol
Art can emerge from any medium and this artist exemplifies just that by creating masterpieces out of glass, ceramic tiles and wood. Herald gets chatting with Reginaldo to unravel this whole new world of artistry BY DOLCY D’CRUZ HERALD FEATURES ntering Reginaldo’s house in Sangolda, the sight of the lamps made out of glass pieces joined together in his veranda make you believe that this artist only exercises his expertise in working on glass creations. Clarifying that misconception, Reginaldo quickly says, “Oh, that is all you noticed. Wait till I show you my other works.” Exploring his glass creations is just the tip of the iceberg. Though he began his creative journey just three years ago, his house is a haven for people with creative minds as every big and small area of his house has a signature work of Reginaldo on it. Reginaldo was widely appreciated for his exhibits at the handicrafts competition organised by the Goa Handicrafts Rural and Small Scale Industries Development Corporation (GHRSSIDC) at the beginning of this year. He exhibited two glass creations; one was the mask of Tutankhamen, the youngest king of Egypt. The original mask is made of gold and precious stones while Reginaldo crafted his version of it using 110 pieces of colourful glass that were cut, smoothened and joined together with m-seal. The second exhibit was a lampshade made out 301 glass pieces geometrically cut, placed and joined with m-seal. “I read a notice on the local papers asking handicraftsmen to participate in the exhibition. I had already prepared a lot of glass creations. I applied for the competition as I had just completed my work on the mask of Tutankhamen. It had taken me a month to cut each piece of glass and fashion it to fit in the image. The frame that was lit at the exhibition confused a lot of onlookers as they taught that I had painted the glass when in fact it was different pieces of coloured glass. To create the outer frame of the image, I got two pieces cut out of five full glasses as glass is very fragile and a slight crack is enough to spoil that whole picture. To create the lampshade, I had a tough time giving it the desired shape as glass doesn’t create that illusion,” says Reginaldo about his experience while working on his exhibits. Unfortunately, Reginaldo was awarded a consolation prize for his hard work. “I think the handicrafts department should consider what is new in Goa. Wood carving, clay items and bamboo works have been showcased every now and then. New artists with creative forms of art should be given a chance to showcase their talent,” says Reginaldo. Surprisingly, none of Reginaldo’s works are for sale. “I work only for my satisfaction. I have no stress of completing my work within a deadline as I don’t take on any assignments. I get a lot of offers from my friends to decorate their houses abroad but I haven’t agreed so far.” Reginaldo by profession is an air-conditioner and refrigeration engineer who has worked in different Gulf countries before finally settling in Goa after retirement. He started out with garden decoration, as he made two elephants by shaping his plants. Another interesting sight in his garden is a coconut root which is shaped into a violinist who takes the form of Santa Claus in the Christmas season. “Lightning had struck the coconut tree. I didn’t want to discard the entire root so I turned the eight foot root upside down and

shaped it into a violinist with a hand made out of coconut. My wife Anita is a violinist and a teacher, so I thought of giving it a violin in hand. During Christmas, I put a red coloured cardboard that was specially made into Santa Claus’s clothes and dress the root. With the huge Santa at our door, children have named our house Santa’s house,” he laughs. He also made two violins out of wood as three were discarded due to defects in the wood and placed one of the discarded ones in the hand of the violist in the garden. “My son wanted to learn the cello and the instrument was not available in Goa at that time. I didn’t want to disappoint him so I asked a musician to show me how a cello is. I learnt the structure and made one out of metal for my son. He learnt by playing it and it looks exactly like one made out of wood.” In his free time, he began working on ceramic tiles by cutting them and shaping them into figures. He started by doing a window pane out of ceramic tile pictures and from one window, he did them on all window panels. His veranda has the image of horses running free from the stable, made entirely out of different ceramic tiles, some bought specially from Mumbai and Bangalore. “I travel a lot and every time I notice something interesting I try to do it by myself. I saw this image in some of my travels where the stable door was left open and the horses were fleeing.” Another sight is taken from the mando ‘Hanv Saiba Paldtadi Veta’ where he created a river, women dancing, men playing music, all out of colourful tiles. As it was getting too noisy to work on tiles, Reginaldo’s wife, who teaches the violin, asked him to work on some other material. The creative and innovative artist chose glass and thus began his journey on soldering glass with copper. “I went to Mumbai to get tools to work on glass. One storekeeper told me that a wet grinder will cost me Rs 11,000. Taking some pointers and any essential part, I decided to make my own grinder at home. I work in my workshop where I have stored the glass pieces. You have to wear special glasses as it is risky to work without any protection,” says Reginaldo. Expressing his inspiration, the artist says, “I don’t believe in that word ‘no’. For me, everything is possible. If someone else can do something, you can do it too. I see these structures in my travels and when I come back home, I want to try it on my own.”

BY JANICE RODRIGUES HERALD FEATURES ome of the world currencies are better known with the symbols, be it the ‘Slike’ symbol of the dollar, the ‘L’ of the British pound, the ‘e’ of the euro or the ‘Y’ of the yen. Very soon, the Indian rupee will join their league. In a very short time of six months, the older Indian Rupee symbol ‘Rs’ will be considered redundant, and will make way for the new symbol designed by an IIT-Mumbai post graduate student, D Udaya Kumar and approved by the Union Government. The government had called for entries from the citizens of India to design the symbol of the Rupee in March 2009, and after receiving thousands of entries and short listing five, the cabinet settled upon Udaya’s design. The symbol that is a fusion of the Roman script with the Devnagiri script will set the Indian Rupee apart from all the other currencies that share the similar names, like the Rupaiyah. The double stroke on the symbol is said to represent India’s tricolour. The symbol, that is to be adopted in a span of six months, will give the software and hardware companies another task in hand, one of incorporating it in the list of existing symbols. The business fraternity in Goa has come to cheer the new symbol, saying it is a proud moment for the economy of the country, to be recognised along with the global powers. “It is a really good move on the government’s part, as it will give the rupee global recognition. It is a very proud moment for India that we are finally one of the few countries to get a symbol to represent our currency,” says Nitin Kunkolienkar, immediate past president of Goa Chamber of Commerce and Industry and member of the committee, ASSOCHAM, Delhi.

Efron was happy with the new disguised look and found fooling fellow revellers and lurking paparazzi an easy task. “I wanted to go to the Coachella music festival, be in the crowd, and see the bands without any VIP bull. So I grew a kind of prepubescent moustache, and nobody recognised me. It was so liberating, and all it took was that,” Efron said. Director: Abhishek Sharma Cast: Ali Zafar, Pradhuman Singh, Barry John Rating: 3.5 sama Bin Laden. Just Google this name and I am sure, the results would be amongst the highest on the web. Post 9/11, terror has a new name and also a face. Now imagine Osama Bin Laden running a poultry farm and running behind chickens. Imagine him ogling at a makeup woman. Imagine him becoming a business partner in a tacky salon. Smiling, are you? That, in a nutshell, is ‘Tere Bin Laden’, a wicked comedy with an out-of-the-box concept that offers laughter unlimited. In fact, I don’t think I’ve flexed my facial muscles in any other film in the recent past as much as I did while watching this satirical comedy. What gives the film an edge over other comedies is that it’s not the slapstick humour that keeps you entertained. This one has a story to tell as well, which also delves deeply into the minds of today’s youth. The tongue-in-cheek comedy is about an ambitious young news reporter from Pakistan (Ali Zafar), who is desperate to migrate to the US in pursuit of the American dream. His repeated attempts to immigrate are shot down as his visa is always rejected. But when things couldn’t look worse, he comes across an Osama Bin Laden lookalike. Ali then hatches a scheme to produce a fake Osama video and sell it to news channels as a breakthrough scoop. Unfortunately, there are serious ramifications as the White House gets involved and dispatches an overzealous secret agent on Ali’s trail. Although ‘Tere Bin Laden’ uses a surname that’s known across the globe, there’s not one serious moment in this film. Even the modus operandi of the Americans to nab Laden, which could’ve turned the film serious, is so juvenile and crazy that you can’t help but smile at the sequence of events. Debutant director Abhishek Sharma takes an offbeat story and gives it an interesting twist. Who would’ve ever thought of making a film on Osama Bin Laden and that too a comedy? This guy sure has courage to swim against the tide. Besides writing a crazy film and decorating it with madcap characters, Abhishek also does justice to the subject by handling it so well. The first-time director also deserves credit for recreating Pakistan in Hyderabad in India. Right from the look to the language to the costumes to the artefacts to the typical truck that you see in Pakistan, ‘Tere Bin Laden’ gets it right. Santosh Thundiyil’s cinematography is good. Dialogues are witty and the one-liners specially evoke mirth. Ali Zafar is a star, no two opinions on that. The youngster is a package of good looks, super talent and the right screen presence. He charms his way into your heart with a super-confident performance and I strongly feel that there’s no stopping him after this film. Pradhuman Singh is a replica of Osama Bin Laden and is in terrific form in the film.

On the whole, the film is a fun-ride that makes you smile constantly and even laugh outrageously in those two hours. A thorough entertainer, you would love Osama Bin Laden, for a change!

Director: Rahul Dholakia Cast: Sanjay Dutt, Bipasha Basu, Kunal Kapoor Rating: 1.5 Though the film ‘Lamhaa’ has certain incidents borrowed from life, as it unfolds, it comes across as a typical Bollywood enterprise that harps on being real, but ends up being a masala film that we have witnessed over and over again. The catch line, in my individualistic opinion, is quite misleading. Dholakia seems to have researched extensively on the issue and ‘Lamhaa’ does boast of some razor-sharp moments, but the viewer is keen to have an insider’s viewpoint on Kashmir, something that we haven’t read/seen earlier, which the film just doesn’t provide. The Military Intelligence gets a whiff of a plot that is likely to disrupt and possibly paralyze Kashmir. Vikram (Sanjay Dutt) is sent to investigate this highly confidential mission and he assumes the identity of Gul Jehangir. The same day that he lands in the valley, Haji (Anupam Kher), a top separatist leader, survives a blast. Is there a connection between the blast and the operation? To solve this conundrum, Vikram teams up with Aziza (Bipasha Basu), Haji’s young, aggressive and outspoken protégé. The intensity of their beliefs and their will to survive against all odds creates a special bond between them. They embark together on a journey to uncover the truth. What deserves a mention is that the film has been shot in Kashmir and you’re awestruck by its beauty, with DoP James Fowlds doing a splendid job in capturing the scenic locales on celluloid. The constant shaking of the camera also gives a real feel. Unfortunately, ‘Lamhaa’, though controversial in nature, merely touches the tip of the issue, instead of going all-out and narrating a story that offers reasons and perhaps, a solution to the crisis. The problem clearly lies in its scripting. One expects a lot from Dholakia, but he lets you down completely. What one is keen to know is the mindset of Kashmiris, which, frankly, this film doesn’t really project. Even the dialogue, like the screenplay writing, tries to strike a balance between real and filmy. Mithoon’s music is easy on the ears, but acts as a speed breaker in the narrative. Sanjay Dutt tries hard to look the character, but just couldn’t connect with it. Bipasha, again, doesn’t look her part, although I must add that she has put in a lot of effort to stay true to her character. The sequence when she’s attacked by the women workers of Anupam Kher’s political party is simply brilliant. Kunal Kapoor is royally sidelined in the first hour, but has a few interesting scenes in the second half. On the whole, LAMHAA just doesn’t work. It’s simply disappointing! “It looks as if there are some forces working overtime against the interests of Goan football. We are sad that Goa was not chosen as one of the states where FIFA granted artificial turf would be laid. Goa was also not given the chance to host the Santosh Trophy or the Federation Cup in its Golden Jubilee Year,” stated Savio Messias, GFA’s honorary secretary. Goa regained the Santosh Trophy last year. “As defending champions we were deprived of hosting the tournament during our 50th anniversary despite being allotted to us. Due to the confusion in the AIFF calendar, it had to be moved out,” remarked Savio. “The Santosh Trophy which was initially allotted to Goa to be held in April had to be shifted to Bengal as we were unable to host it in July due to the nonavailability of grounds due to rains. Matters would have been different had we been allotted the artificial surface as assured by the AIFF. The Goa team will

Even, PWD Minister, Churchill Alemao had given a green signal for the PWD to finalise the formalities. The installation of floodlights which is not a complicated job at all, has been hanging fire for too long a time. Even the construction of Nehru stadium did not take that much time. Hence it has become a big joke. There are many who opine that the present structure could be renovated instead of going for a new one, which would entail huge finances. It is viewed against this background, that
people openly talk about corruption and percentages to be paid and they seem to have a point as corruption seems to be all-pervasive affair now with each passing day its levels soaring. Not all has been a rosy affair. Savio was sad that there was a shortage of candidates aspiring to be referees. The AGM scheduled for Sunday will discuss about granting permanent affiliation to Batim Youth Club, Don Bosco Oratory, Panjim and Guardian Angel SC. Besides, the applications from Valente Jose da Conceicao, Francis Faria, Antonio Jesus de Athaide Nunes for life membership will also be taken up. While Savio’s relations with a member of AIFF not being good at all, one needs to admit that Savio is not GFA and GFA is not Savio, although Savio has been doing an excellent job that too in an honorary capacity and being at the heart of the activities. Defending champions Goa will sport a new jersey courtesy Kingfisher in the ongoing Santosh Trophy national football championship. It will be unveiled at a special Procam function soon, perhaps on July 24 or 25. Meanwhile, with the Salgaocar players with the exception of Milagres Gonsalves, being declared not medically fit, Goa will have to do with the present set which is expected to play a few friendlies against Signals, Churchill Bros and other clubs. Meanwhile, the GFA has recommended Sameer Naik’s name for Dileep Sardessai award since he is an international player. The previous winners have been Mahesh Gawli and Climax Lawrence.
The GFA in its Golden Jubilee Year is all set to launch the biggest grassroot programme. Dubbed as one of the largest of its kind in the country with a budget of around Rs 20 lakh per year for three years, it will be funded by the Australian Government through agencies like Australian Sports Outreach Programme (ASOP) and Football Federation Australia (FFA). GFA secretary, Savio Messias, addressing a press conference in Panjim on Friday, stated that the tie-up with the Australian Government will be a big boon for promoting grassroots football in Goa. “The GFA will receive in all, Rs 60 lakh for the 3-year period and the money will be utilised among other things for the
coaches, administration," Savio disclosed. “The new programme will be different for the ones that we have had in the past as we will have to rope in dedicated coaches who will be monitored on regular basis. That apart, it will cover children form the age of eight whereas in the past we concentrated in the 10-14 year age-group. Under the programme, the GFA will have access to Australian experts and their varied experience in specialist areas of sport and the scientific guidance to achieve the objectives of the partnership. It will provide support for specific programme activities, for a sustainable, high quality junior football plan and it will result in a cadre of welltrained, motivated coaches and an ongoing people to people
relationship between Goans and Australians. The FFA will also benefit because it will be an opportunity for them to strengthen their international football relations with Goa and India. It will be a two-way process as ASOP will also benefit from GFA structures, networks, knowledge, skills and experience in the delivery of football programmes in India. The programe aims at developing the capacity of the GFA to support high quality junior football activities and competitions, improve the quality of junior football activities at the existing 12 locations such that they conform to defined standards. Its goal is also to increase the number of communities where the junior football programme
takes place by three during the year and also to deliver activities at least eight times per month by trained youth coaches and increase the number of such coaches by at least 20%. The objective is also to develop and deliver an incentive and support system to improve the retention of trained junior programme coaches and create a partnership among GFA, FFA, ASOP. The ASC, FFA and GFA are expected to work together to build the capacity of GFA to deliver high quality junior football activities for children from the ages of 8 to 14 years in Goa. Three new centres will be chosen and made operative by 30 June, 2011 while a quality improvement at 12 existing centres is expected by 30 June, 2011. The GFA plans to work closely
with community organizations like local self-government bodies, affiliated clubs, communities, schools, parents, teachers, youth programme volunteers and coaches. The GFA is in the process of appointing a coordinator, coaches, and staff to look after the programme. The Herald was the first to report that the partnership agreement was signed by John Boultbee, head, National Teams and International Football Development of FFA, an ASC representative and Savio Messias (GFA). Antonio Botelho and Elvis Gomes played a very active role in clinching the agreement. Kylie Bates of ASOP and Vivek Ramchandani were also instrumental in seeing that the agreement was signed without delay.

the necessary medical examinations of the players. As per the regulations, it is mandatory for the states to send their teams only after completing the medical examinations of the players. The rule came into force after the death of Dempo striker Junior in the Federation Cup a few years ago. Maharashtra are not the only
culprits. Even teams like Karnataka, Meghalaya and Tripura have landed without the medical certificates. Now, the IFA has asked some local doctors to examine the players and issue fitness certificates. Teams like Chandigarh and Tripura have come with only one set of jerseys much to the em-
barrassment of the match commissioner. The worst, however, are Gujarat. The state team, run by a highly influential official of the AIFF, has come without a ball in their kitty. The stunned organisers are now running to the local markets to get jerseys and footballs for the participating teams!

The Indian Cricket Board has revised the schedule of the upcoming home tour of Australia but the re-jigged dates continue to clash with October's Commonwealth Games in New Delhi. The Indian Olympic Association (IOA) had sought Sports Ministry's intervention in pursuing the BCCI to change the dates of the tour to avoid a clash with the Games. However, the Board had said that they have not been approached by anyone for any change. According to the revised itinerary, the two Test matches against Australia have been advanced by one day each. The first Test will now be held from October 1 in Mohali and second from October 9 in Bangalore. The dates of the One-day series have also been changed. The first ODI will be played on October 17 in Kochi and sec-
ond on October 20 in Vizag. The third ODI will be played on October 24 in Goa. The BCCI also released the schedule of the New Zealand home tour, which will begin with the first Test from November 4 in Ahmedabad. The second Test will be played from November 12-16 in Kanpur while the third and final Test is scheduled for Nagpur from November 20-24.

This was in the wake of Modi's submission to the panel through his attorney Mehmood M Abdi that he wanted to be represented by his lawyer at the hearing as he was out of the country. The exception was given to Modi as the committee members agreed with the views expressed by Modi's second counsel Venkatesh Dhond that the charges against him were of a serious nature and complex legal issues were involved, particularly in relation to interpretation of the contract documents. Indian football captain Baichung Bhutia will return home today from Portugal after being struck by thyroid, which has kept him out of training for five days and has raised serious concerns about his fitness. "I did the wrong thing. I think my temperament is not good enough for Test cricket and I am struggling with a side injury. International Cricket Council has come out with its Anti-Doping Code to be effective from August 1 with modified ‘whereabouts’ requirements after prolonged negotiations mainly due to BCCI's objection to the original clause stipulated by the WADA. ICC said in a statement that it has concluded "whereabouts" rules to support out-ofcompetition testing with all the member cricket boards agreeing to them. The rules establish a two-tier approach to whereabouts filing with players who would be tested falling under two main pools: the International Registered Testing Pool (IRTP) and the National Player Pool (NPP). Players who are known offenders or who may be of higher risk will be in IRTP. Players in NPP, which will comprise 88 internationals (11 from each of top-eight ODI teams according to ICC rankings), will need to submit "cricket whereabouts in-
formation" rather than that of their personal whereabouts. The majority of the players will be in the NPP, where they would be tested exclusively when they are in a team environment -- like when they are playing, on a tour, at a training camp or travelling with the team. Instead of the player doing it individually, the team management will file the whereabouts information for the player. The "whereabouts" clause under the WADA required 11 players to be nominated to the international testing pool to reveal to an ICC-nominated officer before every quarter details of their whereabouts for an h o u r e v e r y d a y f o r t h re e months to facilitate out-of-competition testing. Top Indian players, including Sachin Tendulkar, had raised fears concerning their personal security. The Indian board supported its players and raised objection to the clause, citing it went against the country's constitution.
