In a late development, the Bharatiya Janata Party has served a no-trust motion notice against the Speaker of Goa Legislative Assembly Pratapsing Rane. The notice was served this evening by the Opposition leader Manohar Parrikar at the Speaker’s office, at the Legislative Assembly Complex, in Porvorim. Parrikar told Herald that his party has submitted the no-confidence motion notice against the Speaker. “The Speaker has failed to give judgement in time on the anti-defection cases”, Parrikar said adding some of the cases are pending for over three years now. Herald understands there are five such disqualification petitions pending with the Speaker including petitions against Sudin Dhavlikar and Dipak Dhavlikar filed by Calangute MLA Agnelo Fernandes, against Victoria Fernandes filed by Babu Kavlekar and against Churchill Alemao and Alexio Reginaldo Lourenco filed by NCP legislator Mickky Pacheco. The Pakistani minister held out a veiled threat by stating, “if we focus more only on those issues which India gives importance to and ignore those considered important by Pakistan, then I don’t think the talks can move forward”. Nevertheless, both the ministers refrained from calling the talks as having failed, with Krishna maintaining that the “extensive and serious discussions” had resulted in better understanding of each other’s position. Qureshi said there was no “deadlock” and that Pakistan would wait till India was “ready”. Krishna rejected Pakistan’s contention that India was not ready to discuss all issues and asserted that all “core” and “burning” problems were deliberated upon. He rebuffed Qureshi for comparing Home Secretary G K Pillai with JuD chief Hafiz Saeed, saying there was “absolutely no comparison” between the two. Responding to the Pakistan Minister’s contention that the Indian delegation had a limited mandate to discuss issue, Krishna said “I had a clear mandate...”

Indo-Pak dialogue today descended into acrimony with Pakistan Foreign Minister Shah Mahmood Qureshi accusing India of being “selective” in its approach, a suggestion rejected by his counterpart S M Krishna. A day after their parleys ended amidst sharp differences on key issues, the two Foreign Ministers addressed their home audiences, Qureshi in Islamabad and Krishna immediately after landing in Delhi to give their versions of what transpired. Qureshi, speaking to Pakistani journalists while Krishna was still in Islamabad, put aside diplomatic niceties by saying that the Indian delegation was not “fully prepared” for the talks and that his Indian counterpart had repeatedly sought directions from Delhi as the deliberations were on. Krishna, on his part, refused to engage in “scoring debating points” but firmly said he had not called Delhi even once as he had a clear mandate. It was clear from Qureshi’s comments that Pakistan was insisting on Kashmir being a core issue in the discussions and on

Mother of German minor girl who had charged Education Minister Babush Monserrate’s son, Rohit with sexually abusing her daughter would testify before Goa Children’s Court via video conferencing on July 25. The mother and victim have already left for Germany. Rohit has been chargesheeted by the Calangute police for sexual abuse. Earlier in February, the Court had recorded the statement of the 14-year-old girl’s German mother, who had accused 21year-old Rohit of raping her daughter in 2008. In another setback for Mickky Pacheco, the former tourism minister was on Friday further remanded to police custody till July 20 by Judicial Magistrate First Class, Margao even as Justice N A Britto of Bombay High Court at Goa recused himself from hearing his bail petition. The JMFC also remanded Sonia, the mother of deceased Nadia Torrado, to seven days police custody – a day after her arrest by the Crime Branch. Pacheco and Sonia were produced in the Magistrate’s court separately by sleuths of the Crime Branch on Friday noon. While the former minister was brought to the court for a further remand after the expiry of his seven-day police custody, Sonia was produced before the court for police custody after her arrest last night. During arguments, the Crime Branch sought custody of the former minister for a further period of seven days to recover the missing items. Asserting that she has been falsely implicated in the case, mother of deceased Nadia Torrado, Sonia has said she has been arrested without any reason even though she had made full and factual disclosure of all events leading to the death of Nadia. Speaking her mind on her only daughter, Sonia said all her clothes and bedding had to be burnt as they were soaked with body fluids. “My daughter’s body was returned for burial af ter two post mortems in a dissected condition which was oozing with fluids”, she said.

She said her late daughter and former tourism minister Mickky Pacheco were close friends over the years and had business relations. “Pacheco, who was minister at the time of my daughter’s death has also been implicated, compelled to resign and arrested. Pacheco had extended financial assistance for Nadia’s treatment and was actively involved in her hospitalisation”, she said. Saying that she is being made a pawn unnecessarily in the political chess game played among the ruling party MLAs, Sonia said her detention is not at all required for investigations of the case as she has fully cooperated with the police.

Moving the South Goa Sessions Court for bail after JMFC, Margao remanded her to seven days police custody, Sonia submitted that the registration of offenses appeared to be political because of the feud between the ruling party MLAs. The bail application will come up for hearing before the Sessions Court on Saturday afternoon. With last year’s cyclone taking a heavy toll on human lives, safety of crew members onboard mechanised fishing vessels will get top priority when the 1000odd fishing vessels venture out in the Arabian sea this new season, beginning August 1. Not only around 191 fishing vessels will be equipped with the latest safety and communication system, the Government has made it mandatory for all vessels venturing out in the sea to provide life jackets and buoys for crew. In fact, Goa became the first State on Friday to avail the centrally sponsored scheme, wherein vessels will be fitted with the latest Global Positioning System and the Very High Frequency System for quick and better communications. Says Fisheries Minister, Joaquim Alemao: “These latest communication and safety equipments will boost the safety aspects of the vessels in times of emergencies. The Goa Government is aware of the safety norms given the loss of 67 lives in last year’s cyclone. Goa has become the first State in the country to avail the central scheme”. He said the scheme on life jackets has received nod from the Government and it would take a month and half before it is implemented in the State. “We have asked the boat owners to procure the life jackets before the commencement of the fishing season and then seek reimbursement after the scheme comes into force”, Alemao said.

Sonia to seven days police custody after the prosecution argued that her custodial interrogation is required to recover the missing items and to collect further evidence. Meanwhile, the former tourism minister today filed an application seeking permission from the court to attend the ensuing session of the Goa Legislative Assembly. In his application, Pacheco stated that he has been issued a letter by the Governor to remain present in the Assembly during the session. The Judge asked Pacheco’s Counsel Adv Amit Palyekar to cite the provision wherein court can grant permission to attend the Assembly session. The court later asked the legal counsel to file a proper application since he did not cite any provision while seeking permission to attend the session. Earlier this morning, when the matter came up for hearing, Justice Britto gave no reason for recusing the matter. This is the second time that Justice Britto had recused himself from hearing Pacheco’s plea in connection with the death of Nadia Torrado. The case would now be heard by Justice A S Oka on Monday evening.
