Chief Minister Digambar Kamat on Wednesday dissolved the Board of the Goa Tourism Development Corporation. Confirming the development, Kamat said he cleared the file in this respect on Wednesday evening. “I have dissolved the GTDC board today ,” the chief minister told Herald. However, Kamat said that he has reappointed Shyam Satardekar as the chairman of the GTDC. “The board will be reconstituted later,” he stated without giving any timeframe on the appointment of new board. The chief minister declined to give reasons for the dissolution of the board. However, sources in the GTDC said it was done soon after the tourism portfolio was handed over to Tivim legislator Nilkanth Halarnkar. Also, sources said, there were several allegations levelled against the vice-chairman Lyn-
don Monteiro, who has been on the run in the Nadia Torrado case. RESHUFFLE IN CHAIRMANSHIPS: Curtorim legislator and KTC Chairperson Alexio Reginald Lourcenco is set to take over as the chairman of the Planning and Development Authority, government sources said. Sources said Goa Pradesh Youth Congress President Sankalp Amonkar will be appointed as the chairman of Horticulture Corporation. “The file on the above reshuffles has already been moved and only awaiting chief minister’s consent,” sources informed. When contacted Kamat confirmed the moves but declined more information. “No decision has been reached yet,” he told Herald.

Top 100 Cos pay 19 pc more tax PTI NEW DELHI, JUNE 16
The economy is on an upswing, with top 100 corporates paying nearly 19 per cent more in advance tax in Q1, on the top of the indirect taxes mop-up jumping 49 per cent in the first two months of this fiscal. The country’s top 100 companies, led by ONGC and Reliance Industries, have paid Rs 12,661.73 crore in advance tax to the government in the first quarter, which is a robust 18.68 per cent jump over the same period last fiscal, say Finance Ministry sources. However, the high economic activity is not witnessed across the board as some large corporates like State Bank, Grasim Industries, ACC, Ambuja Cement, Siemens, Deutsche Bank, Barclays Bank, and Bank of America, paid less tax to the Exchequer compared to the year-ago period, the sources said. Economists opined that the healthy tax mobilization numbers underline the robust economic and industrial activities and the economy as a whole is on a solid trajector y to achieve 8.5 per cent GDP growth target.
Migration: Women on top HERALD NEWS DESK PANJIM, JUNE 16
A national sample survey has found that the rate of female migration was far higher than male migration, in both rural and urban areas. In rural areas nearly 48 per cent of the females were migrants while the male migration rate was only 5 per cent, and in the urban areas, the female migration rate was 46 per cent while male migration rate was only 26 per cent. The most prominent reason for female migration in both the rural and urban areas was marriage: for 91 per cent of rural female migrants and 61 per cent of the urban female migrants the reason was marriage. The reason for migration for male migrants, was dominated by employment related reasons, in both rural and urban areas. Nearly 29 per cent of rural male migrants and 56 per cent of
urban male migrants had migrated due to employment related reasons. The survey also has found that migration of households was largely confined within State and a majority of them had migrated for employment related reasons. The survey titled “Migration in India, 2007-08” has found that 78 percent of the migrant households in rural areas and 72 per cent of the migrant households in the urban areas had last usual place of residence
within the State. The sample survey was conducted by the National Sample Survey Office (NSSO) and the field work carried out between July 2007 and June 2008, covering a random sample of 5,72,254 persons, from 79,091 rural households and 46,487 urban households spread over 7921 villages and 4688 urban blocks in the country. Proportion of households migrated to rural areas was very low, nearly 1 per cent. In urban areas, on the other hand, the
migrated households constituted nearly 3 per cent of all urban households. Migration of households in both the rural and urban areas was dominated by the migration of households from rural areas. Nearly 57 per cent of urban migrant households migrated from rural areas while only 29 per cent of rural migrant households migrated from urban areas. Another interesting fact found by the survey is that among the male out-migrants from the rural areas and residing abroad, nearly 82 per cent had sent remittances during the last 365 days (in 2007-2008), while only 58 per cent of those residing in India had sent remittances. Also, among male out-migrants from the urban areas, nearly 69 per cent of those residing abroad had sent remittances compared to only 41 per cent of those residing in India. (Continued on page 10)

Cong blames Anderson’s escape on ‘system’ PTI NEW DELHI, JUNE 16
With questions continuing to be raised over the exit of former Union Carbide chief Warren Anderson in the wake of Bhopal gas leak tragedy, Congress today blamed it on “systemic” failure and rejected any involvement of the late Prime Minister Rajiv Gandhi. In a damage-control mode on the issue, the Congress party came out with a new defence on a day when television channels played out the bytes of the then Madhya Pradesh Chief Minister Arjun Singh in the aftermath of the gas leak tragedy in December, 1984 that Anderson was given bail since he agreed to be present in court when charges are made.
Channels also showed the bytes of Anderson in Delhi 26 years ago before leaving for the US that “house arrest or no ar-

plans to meet officials of Dow Chemicals, which had bought the Union Carbide, during his visit to the US next week. At the daily briefing in the AICC, Congress spokesman Manish Tewari was asked about these statements and whether there was no role for the Central and State governments in Anderson’s easy flight back home. “At the end of it there was a systemic failure and there is a need to address it... Kamat feigns ignorance, Alemao denies NCP charges HERALD REPORTER MARGAO, JUNE 16
The Congress appears to have decided not to join issue over remarks by NCP spokesman that party bigwigs from South Goa were targeting Benaulim Legislator Mickky Pacheco. While Chief Minister, Digambar Kamat feigned ignorance about any such allegations made by the NCP leaders, PWD Minister, Churchill Alemao firmly denied the allegations. “I don’t know whether the NCP has charged Congress politicians from South for targeting Pacheco. They (NCP) leaders had met me on Tuesday, but there were no complaints from any quarters”, the Chief Minister said. But, when his attention was drawn to remarks made by NCP spokesman Avinash Bhonsale, the Chief Minister said he will check up with the NCP leaders for blaming Congress leaders for Pacheco’s woes. “Only when I check up with the NCP will I offer my comments on the issue”, Kamat quipped. Meanwhile, the PWD Minister has strongly denied the allegations that Congress leaders from South Goa are targeting the former Tourism Minister. “Where is the question of Congress leaders targeting Pacheco? No Congress leader, either from South Goa or from the North is targeting Pacheco. The allegations are baseless”, Alemao
said and added that the law will take its own course. Pacheco bete noire and Power Minister, Aleixo Sequeira – against whom Pacheco had disclosed plans to contest in the next Assembly polls – was unavailable for comment. Meanwhile, Bailancho Ekvott President Auda Viegas has taken strong objections to the Avinash Bhonsale’s remarks comparing Sita’s Agni Pariksha to Pacheco. “Sita was taken away by Ravana. She did not indulge in anti-social activities. Sita went through Agni Pariksha to prove her purity, fidelity and innocence. Here the issue is not politics, but the death of a young, strong and beautiful person”, Viegas said. She has demanded that the government appoint an independent public prosecutor of this case, saying that Mickky Pacheco has resigned as a Minister, but is still an MLA and continues to be a part of the government. “The mother of Nadia has not only made contradictory statements, but is allegedly responsible for the disappearance and destruction of important documents, which would help the police to put in place certain material facts”, she said, and disclosed plans to convene a meeting to demand justice for deceased Nadia.
HC to hear Mickky, Lyndon petitions HERALD REPORTER PANJIM, JUNE 16
The Goa Bench of Bombay High Court will hear the anticipatory bail petitions filed by former tourism minister Mickky Pacheco and his OSD Lyndon Monteiro on Friday morning. Amit Palekar, legal counsel for Monteiro said that the court will hear both the anticipatory bail petitions at 10.30 am. Monteiro, had earlier withdrawn his anticipatory bail petition from the court, after prosecution pointed out that the petition filed by his mother does not stand. He has filed a fresh petition now. Pacheco, whose anticipatory bail plea was rejected by session court Margao, has also moved to High Court for anticipatory bail. Pacheco in his petition has said that charges against him are politically motivated because he has raised the issue of involvement of senior politician son in drug racket.
Aldona market on verge of collapse HERALD CORRESPONDENT PORVORIM, JUNE 16
The condition of the Aldona market is in a deplorable state, compelling fisherwomen to sell fish outside the market. The condition of the market is such that the plaster of the roof and walls has peeled off at many places and the water is seeping through the roof. The walls are soaked and mangled electricity wires are hanging, posing serious threat to the lives of the people visiting the market. The fisherwomen prefer to sit outside the market to sell their fish and the customers have virtually stopped visiting the market because of unhygienic conditions prevailing in and around the market. It may be recalled that the market was built in 1967 and due to poor maintenance of the market it is now on the verge of collapse. Speaking to Herald, Aldona Sarpanch Dilip Haldankar said the Aldona market has been built on an area of 600 sq mts, out of which 200 sq mts belong to the Aldona Panchayat and remaining 400 sq mts is the church property. “It is not possible to build the market in a small area of 200 sq mts. Hence, the panchayat has requested the Church authorities to lease out 400 sq mts of land to the panchayat, so the panchayat can
‘Govt has powers to appoint retired officers on contract’ HERALD CORRESPONDENT CORTALIM, JUNE 16
In a significant judgment having far reaching consequences, the High Court has held that the government has inherent powers to extend services as well as to make contractual appointments of the persons who are superannuated from government service. The High Court has further held that this power is circumscribed and limited by the policy of State Government as contained in various Office Memoranda (OM) issued by State Government. This judgment has been delivered by High Court in a writ petition filed by Electricity Department Junior Engineer Kashinath Shetye and eight others against the State government. The petitioners had also specifically challenged the extensions granted and contractual appointments made of Chief Electrical Engineer, Superintendent Engineer and Executive Engineer of the Electricity Department. Rejecting the argument of petitioners that extension and appointment could be made only after the Government exhausts the modes of recruitment stipulated in recruitment rules, the High Court recognized the State Government’s power to make such appointments without resorting to such modes. The High Court specifically addressed to the cases of above individual officers and held that the government was entirely justified in public interest to extend their services or appoint them on contractual basis after superannuation. The High Court dismissed the petition against the said officers. The High Court has added a word of caution that the power to grant extension in service
and contractual appointment is not absolute and it must be exercised as exception and not as a rule. The High Court declined to examine the issue whether consultation with Goa Public Service Commission (GPSC) is necessary while making an extension or appointment on contractual basis upholding Advocate General’s contention that the point ought not to permitted to be advanced since it was not pleaded.
Petitioner faces High Court ire HERALD CORRESPONDENT CORTALIM, JUNE 16
The High Court came down heavily on one of the petitioners, Kashinath Shetye, stating that if the petition had been filed by Shetye alone, it would have been rejected. This observation was made by the High Court after records were placed before court, which clearly indicated that Kashinath Shetye had an axe to grind against the State Government because of his transfer orders. The High Court noted that the writ petition filed by Kashinath Shetye challenging his transfer order was dismissed on November 30, 2009 and on December 1, 2009, Kashinath Shetye applied for intervention in PIL Sou Moto Writ Petition No. 1/2009 regarding procurement of CFL Bulbs by the State Government, which application was dismissed on February 16. The High Court also held that the writ petition was filed by Kashinath Shetye after his transfer and his representation against the transfer was rejected.

New market vendors in Panjim are heading for strife with Corporation of the City of Panjim (CCP), as the city fathers have decided to collect the dues, as per the revised rates, from them. In a notice, dispatched on the new municipal market premises, last week, CCP has given final ultimatum to the market tenants to pay their arrears of Rs 195 per sq metre for their service, by July 15. “If they don’t go as per our notice then the market will function without electricity, power and other maintenance,” Account and Taxation Officer (ATO) said. However, the Market Tenants Association has raised strong objection to the same. “We were not taken into confidence while fixing the rent nor were we informed in advance. This is illegal. We will go as per our old rates,” members of association said. Whereas, CCP said that tenants were informed about the revised rates well in advance. “When PWD revised rates from Rs 30 to Rs 195 per sq metre, we had immediately called a meeting of the tenants association and the matter was put before them. They, however, objected to the revised rates,” ATO said.
“But as we are losing revenue since quite a long time and the pending electricity bill amounting to Rs 50 lakh and water bill of Rs 15 lakh forced corporation to finally opt for it,” officer added. In a latter number PWD/WDI/ADM/CE LT/0809/540 issued on March 17, 2009, the PWD had fixed rates of Rs 195 per sq mts to be imposed on shop owners. CCP in their special meeting held on February 4, 2010 decided to go as per the revised rates as since 2003, the corporation had failed in collecting the rent from the tenants. CCP Mayor Carolina Po is confident of signing the agreement of the same with the tenants soon. Meanwhile, the corporation has also found out that there are many tenants, who have occupied space in the market but their names are not included in the Goa State Infrastructure Development Corporation (GSIDC) list. Apart from that, the corporation has also passed a resolution, to fine Rs 25,000 per sq mt for each vendor for occupying extra space in the market. As per the survey almost 295 sq mts of area is been illegally encroached upon by the vendors as against 1275 sq mts area allotted by the GSIDC.
Colva Sarpanch, deputy on leave! HERALD REPORTER MARGAO, JUNE 16
Strange this may seem, but true. The Colva Panchayat neither has a Sarpanch nor a deputy Sarpanch to attend to the administration and the general public these days. While the Sarpanch Angela Soares has proceeded on a pilgrimage to Vailankanni, her deputy Anthony alias Mam Fernandes has gone on sick leave. Sources in the know say this is perhaps the first time that both the Sarpanch and the deputy have gone on leave at the same time, leaving the administration crippled. It is learnt that the deputy Sarpanch has proceeded on a month’s leave, beginning from June 6 on health grounds. The Sarpanch, on the other hand, went on leave from June 15 and is expected to resume charge of the Panchayat only on June 25. The extraordinary situation has put the panchayat secretary in a fix, who is believed to have drawn the attention of the Salcete Block Development Officer. Sources said the BDO has spoken to the Director of Panchayats the situation and has discussed the possibility of appointing an Administrator to fill the void left by the sarpanch and deputy sarpanch. Inquiries have revealed that no administrator was appointed on Wednesday, and the panchayat is awaiting the authorities to resolve the imbroglio by appointing an administrator to run the day-to-day affairs.

6 houses razed at Alto Dabolim HERALD REPORTER VASCO, JUNE 16
The South Goa Demolition Squad on Wednesday morning razed six houses near MES College at Alto Dabolim. The special land acquisition officer for Mopa Cell, which had acquired a communidade land of Sancoale to accommodate residential quarters of the Airport Authority of India, Dabolim Airport, carried out the demolition drive to raze six houses on a land admeasuring about 300 sq mts. “They had assured us that they would not demolish our houses during the monsoon, but all of a sudden with a large number of police force, the demolition squad razed our houses,” said an elderly woman Paridevi Patel, with tears rolling down her eyes. “Human inhabitant was rare on this hillock, as my family lived in fear when we build the small structure about 45 years ago when we had migrated from Banaras, Uttar Pradesh,” said Patel. Her ration card, electricity bills, water connection and other documents suggest that her family
lived for over 35 years on Sancoale Communidade land. “Where will we go with our children and woman in the pouring rain,” asked Patel. Sources said: ‘Though the Patel family was served with an evacuation notice a month ago, but they failed to evacuate it.” “We knew they will demolish our houses, as the land was not ours, but one top officer in Panjim had agreed and had given an assurance that our houses will not be demolished during the monsoon,” said Neelam, daughter-in-law of Paridevi. “They have even razed down a temple mercilessly,” added Patel. She said they had made an effort to search rented houses when the notice was served, but in vain because their joint family is quite big in number and they have cows and goats with them, thus people in surrounding Dabolim area refused to rent their houses. Chicalim Sarpanch Raul D’Costa said since the land was acquired and family members had agreed to shift, the authority should have waited till the monsoon.
With the rains drenching Western Ghats, it’s time for the Malabar Gliding frog to usher in its natural habitat, enjoying the monsoon droplet that fall on the leaves. This frog, endemic to Western Ghats, comes out only during monsoons and for the rest of time it hibernates into the tree canopy, away from the rest of the world. “With the onset of monsoons, Malabar Gliding Frog is back in its habitat and will remain cited till the showers continue before hiding in the thick tree canopy,” environmentalist Nirmal Kulkarni told Herald. “Though State witnessed the actual onset of monsoon in June, the Malabar frogs had their presence in their habitat at the end of May itself,” he added. These species are found only in south west Maharashtra, Goa, Karnataka till southern Kerala and Tamil Nadu in the entire world. “This flagship species are found in all the protected forest areas of the State. However, the good sightings of this species occur in forests of Amboli, Mollem and Mhadei regions,” Kulkarni said. It has been said that the appearance of these creatures is near to mystery while their behaviour is as unique as their lifestyle. Kulkarni explains, “There are reports that these
species hibernates in the high tree canopy after the monsoons end. They are seen at eye level only during the monsoons when they are induced to mate in the tree canopy.” According to the environmentalist, these are the only frogs which build their nests on the tree. The males build foam nests with the help of females who spawn in the nest and build the foam nest by holding leaves together on the tree. “The leaves stay glued together due to the foam nest and are built over temporary or permanent water
Margao may soon be known as City of Fountains HERALD REPORTER MARGAO, JUNE 16
For decades now, Margao has been enjoying the status as the State’s Commercial Capital. And, the City is on its way to regain its position as the Cultural Capital of the state. But, from a Commercial Capital and Cultural Capital, Margao may soon add another distinction – it may soon be known as the City of Fountains. Visit any nook and corner of the city and one would see water fountains adorning the landscape of the city. If the Ana Fonte garden became the first garden in the state to play host to a musical fountain a la Mysore’s Vrindhavan garden, five more fountains are awaiting commissioning in the Margao Municipal Garden. Come Thursday, and Chief Minister, Digambar Kamat will inaugurate colorful water fountains
in the Aga Khan Park in the Margao Municipal garden as per the garden beautification plan. Indeed, Margao’s landscape is dotted with water fountains – right from the entrance at the Old Market to the Ana Fonte garden and the Margao Municipal Garden. That’s not all. Visit the stateof-the-art Ravindra Bhavan and one finds an imposing instrument fountain right in front of the cultural institution. Drive further down towards Borda area and near the old college junction, a Dolphin water fountain greets people visiting the locality. That’s not all. The Southern side of the city too has a taste of the fountains. A huge water fountain welcomes passengers and visitors to the Konkan Railway Station, adding beauty to the environment. The Margao Municipal Garden
plays host to an unique Lotus Water Fountain on its southern side. And, at one corner facing the Communidade building, one finds a rock water fountain installed by the private garden contractor as part of the garden beautification plan in the late 90s. And, just a stone away from the district collectorate building, a water fountain stands tall in a traffic island installed with private participation. Says Chief Minister, Digambar Kamat – the chief architect who transformed the Ana Fonte Spring area into a garden of fountains: “The City has seen tremendous development and was indeed transforming over the years. I have a vision for the city to restore the city to its original glory, which was neglected over the years. The concept and design were to make Margao a city with a difference and healthy development”.
bodies in which the tadpoles later fall after four to five days and emerging tadpoles are bottom feeders for sometime,” Kulkarni said. However, the environmentalists, who are excited about citing of these rare species, feel that this species is losing its local habitats due to monoculture plantations and mass alterations due to burning and shifting cultivation, large scale forest clearing and development projects. According to the IUCN Red List of Threatened species, at least 1,856 amphibian species are threatened with extinction, representing 32 percent of all known species worldwide. Though the IUCN Red List has pointed Malabar Gliding Frog as near threatened globally, Kulkarni says that in Goa this species are found in good numbers. This species is not facing threat of extinction, but with the fast destruction of their habitat, there are chances that this species might be under threatened list in near future,” Kulkarni lamented. He said that being an endemic species, their protection and conservation is must. “There is need to protect these areas (western ghats) as well as there is need to create awareness amongst the masses of the State,” he said.
FIRs lodged against 7 TCP Act violators HERALD REPORTER MARGAO, JUNE 16

Drawing flak from the Village Groups of Goa for dilly dallying on the question of lodging FIRs with the police stations against the violators, Town Planner, Margao Rajesh Naik has lodged FIRs against seven violators in the last three days. If Naik is to be believed, of the 14 complaints received from the Flying Squad till date, the Town Planning Office, Margao has lodged FIRs against seven parties either for illegal land filling or hill cutting. “There was no question of any dilly dallying on our part. Time was consumed in verifying documents pertaining to each and every case that came from the flying squad”, the Town Planner said. He said two complaints received from the flying squad, and which are pertaining to Margao city have been referred to the South Goa Planning and Development Authority (SGPDA) as the parties had produced documents having permission from the PDA. Two other cases are being verified as the parties claimed that they had obtained permission from the Mines Department. “All the remaining cases are being verified and action will be initiated as per law”, Naik assured. Of the FIRs registered so far, two cases fall in the jurisdiction of Curtorim, and one each in Varca, Verna and Colva.

Goa University has extended the last date for submission of application forms for entrance test for admissions to its 27 postgraduate courses upto June 18, 2010, even as many of the students failed to get their marksheets on Tuesday, which was the last day for submission of forms. Officials at the university allayed fears regarding the submission of application forms without the marksheets. They said the last date for submission of the forms for the approximately 600 post-graduate seats was June 15, but since many of the students didn’t get their marksheets the varsity had extended the date till June 18. They informed there was a slight technical error on account of the prevailing weather condition and as a result the print quality of the marksheets wasn’t very good. The problem has been rectified and all the marksheets have been dispatched to the respective colleges today, they said. Officials from the computer and examination sections said the BA and B Sc marksheets were dispatched yesterday. “B Com marksheets constitute a big volume and these were ready for dispatch Wednesday morning. PROPOSED WIDENING OF NH 17
Porvorim locals form action panel, submit memo to Sardinha HERALD CORRESPONDENT PORVORIM, JUNE 16
Residents of Porvorim are up in arms against the likely demolition of structures for the proposed widening of the National Highway No 17 and have formed the National Highway 17 (Porvorim) Action Committee to oppose the demolition of structures. The office bearers elected are Fatima D’Sa (chairperson), Dr Ravi Chodankar and Anil Khaunte (vice chairpersons), Nitin Saraf (secretary), Sodhu Thakur and Sagar Jhavdekar (joint secretaries), Ross Vaze (treasurer), Atmaram Nadkarni and Digamber Kubal (legal advisors) and Dinesh Vaghela, Dr Suresh Shetye, Suresh Agrawal, Clive Lobo, Mario Vaz and Carlos Almeida (advisors). Speaking to Herald, vice president and Spokesman of the Action Committee Dr Chodankar said they have submitted a memorandum to the chairman of the Estimates Committee of National Highway and South Goa MP Francisco Sardinha. In the memorandum, the residents have placed their objections for the proposed acquisition of land for widening the highway to 45 mts. They have also submitted documents as proof that in Maharashtra, the widening of highway has been restricted to 25-30 mtrs as per demands of the general public. “The stretch of road starting from the Mandovi Bridge to Porvorim Tisk is an age-old road passing through four villages, Penha-de-Franca, Pilerne, Salavador-do-Mundo and Socorro,” states the memorandum. “This stretch of road has now become a commercial hub and proposed acquisition will cause huge loss to the people, who will loose their heritage and historical houses, establishments, hospitals, medical centers, churches and temples, besides rendering thousand of people jobless and homeless,” added the memorandum. “Considering the development of Porvorim
plateau, it will have a municipal council in the near future and no where in the country the national highway passes through the municipal area,” states the memorandum. Dr Chodankar further said they were invited by MP Francisco Sardinha to present their views before the meeting convened by the committee of National Highway, which was held in a hotel at Utorda on June 14, 2010. “Besides several MPs, National Highway Chief General Manager A K Mathur was present for the meeting. The senior officials of the State government, including Principal Chief Engineer A M Wachasuder, Chief Engineer J N Chimulkar also attended the meeting,” said Dr Chodankar. The delegation of NH-17 Action Committee comprising Dr Chodankar, D’Sa, Nitin Saraf and Dinesh Vaghela presented their views before the committee and demanded that no structures from Porvorim should be demolished. They also claimed that the government can widen the road upto 35 mts as they have proposed for Chinchinim and the government should not disturb the existing four-lane road in Porvorim, which should be retained as a State highway. Instead, the government should plan the new National Highway passing behind the Legislative Assembly Complex joining the Green Park Hotel road as proposed initially by project consultant Wilbur Smith Associates Pvt Ltd, the delegation said. “On hearing the views, Sardinha assured the delegation that he would place their views and demands before the Central Government and see that no structure are demolished in Porvorim,” said Dr Chodankar. Dr Chodankar also stated that they have also met Aldona MLA Dayanand Narvekar, Calangute MLA Agnelo Fernandes, Opposition Leader Manohar Parrikar and North Goa MP Shripad Naik, who all have assured full cooperation in the matter.

Water logging at GMC, patients inconvenienced HERALD REPORTER PANJIM, JUNE 16
Patients coming to the Therapy Room (OPD 17) and Plaster Room (OPD 8) at the Goa Medical College and Hospital in Bambolim had to face some uncomfortable moments after water rushed inside these rooms on account of the heavy downpour on Monday. Those who witnessed the water logging that day said the two OPDs are always packed with patients who are brought in wheel chairs and some use crutches to walk. “On Monday those walking with crutches had a tough time because of the water on the floor all over the place,” they mentioned. They said the water logging proved bad for those with plasters on their legs. “The entry of the water inside these OPDs is made easy as the entrance has a slope. Small brick barriers built with the help of sand on the pathways leading to the OPDs and pharmacy to block the water were of little help,” they said. On Wednesday, the brick barriers were still in place to take care of the water in case of a downpour. Inquiries with the office of the Assistant Engineer Sub Division II at the GMC revealed the GSIDC had been informed verbally about the water logging the same day. When contacted on his cell phone today AE Sunil M Raikar said he was with the GSIDC people on the spot trying to fix the problem which was caused due to blockage in a drain close to the OPDs. He informed the drain was choked because of construction activities nearby.

However, during the raid it is learnt from fruit vendors that major fruit merchants often mix calcium carbide, which hasten the ripening process, which is harmful to health. Urban Health Centre Officer Dr Vikas Kuvelkar, who was present during the raid, said premat u re r i p e n e d f r u i t s u s i n g chemical is a slow poison. “Calcium Carbide releases acetic gas that causes neuro and respiratory problems, while immediate effects of artificially ripened fruits with chemical like Calcium Carbide causes headache, negative effect on the stomach and intestines, it also causes cerebrum edema,” said Dr Kuvelkar. ‘Controversies should not hinder mission of priests’ herald news BUreaU PANJIM, JUNE 16
A Goan priest who attended the recent gathering of priests around the world in Rome last week has described the event as a feeling of oneness that transcended nationalities and languages. Narrating his experiences of the unique meeting of priests from all over the globe, former chancellor of the Archdiocese of Goa and Daman Fr Nelson Sequeira felt “privileged to be part of history.” “It was the first time that we had a gathering of 6,500 priests at the Basilica of St. Paul meditating and praying together. We were of different nations and different languages but felt oneness,” said Fr Sequeira, a native of Carmona-Salcete, who is presently pursuing a doctorate in Canon Law at the Urbanian University in Rome. The Year for Priests, called by Pope Benedict XVI, drew to a close on June 11 with an invitation to all priests of the world to the celebrations in Rome. “I was sitting by the side of a priest from Ghana on the first day and though we did not know each other we shared thoughts with one another freely. I was sitting by a Brasilian priest for the vigil and I greeted him in Portuguese, the little that I knew. I then had to listen to his babble for quite some time, half of which I did not understand, yet we felt the unity of sharing in the priesthood of Christ.” Besides Fr Sequeira, a few other Goan priests who are also pursuing higher ecclesiastical studies in Rome, participated at the three-day meet, which marked the 150th anniversary of the death of St John Mary Vianney. Incidentally, a big group of priests from Andhra Pradesh traveled to Rome especially for the occasion. “On the closing day it was even a bigger gathering of 15,000 priests. I knew I would have to bear the blazing sun and enter the square over two hours before the Eucharist began and then, that would take three

hours. Of course I could not pay attention to the whole of the Pope's homily and I got the text later from the website. He did well even though he spoke for long,” recalled Fr Sequeira. Admitting that recent controversies regarding a few priests had caused a lot of controversy and mistrust in the Catholic Church, Fr Sequeira, however, said such controversies should not hinder the priest’s mission of announcing the message of Christ. “I noticed parents holding their child when I entered a bus with a Roman Collar. Someone began abusing in the train when he noticed one of my companions. This does hinder in the mission of announcing the message of Christ.” “There is a temptation to avoid wearing the clerical garb, but then one has to face this with patience, for unfortunately some of our own brethren have given cause for

it. They are just 4 % of such cases but these accusations have to be taken seriously and not to be tolerated even if they may involve a very few priests.” “There are others who see your patience and admire it. In fact, a lady went up to the TC in the train and complained. So one had to face it with courage and learn from others mistakes and strive to be faithful to Christ especially by conduct of life,” said Fr Sequeira. When asked what message from the meet he would like to bring back to Goa and share with his fellow priests, Fr Nelson said: “I would summarise it in what the Holy Father said in the reply to the question of lack of vocations. We need to live our priesthood as a commitment of love towards God and humankind and not as a profession, we need to speak to youngsters about our vocation and have the courage to ask them whether they would like to follow.”

Konkan Railway bags patent for Anti Collision Device in USA herald news desk PANJIM, JUNE 16
Konkan Railway has been granted Anti Collision Device (ACD) Patent in United States of America for its ‘Track Identification System’, recently. Patent is in addition to the ACD Patents which have already been granted to Konkan Railway in India and abroad earlier. According to a press release, the main functioning of ‘Track Identification System’ is to ensure that when a train fitted with Anti-Collision Device (ACD), traverses a points and crossing zone of the station yard (from where it can switch from one track to another), this unique ‘Track Identification System’ residing in it (using its GPS receiver’s course angle of travel with respect to true north of the earth) will detect automatically, whether the train has deviated to other track or not. ‘Anti Collision Device Network’ is capable of preventing –‘headon’ and ‘rear-end’ collisions in mid-sections, collisions at ‘high speed’ in ‘station area’, ‘Side collisions’ with derailed vehicles obstructing adjacent line, collisions due to ‘train parting/jumbling’ collisions with ‘road vehicles’ at level crossing through ‘Train Approach’ warning and detection of ‘Gate Open’. Loco ACDs also give ‘station approach’ warning to drivers. This pilot project of ACD system, which was developed by Konkan Railway, was commissioned in Northeast Frontier Railway in June 2007. The Ministry of Railways has now assigned the work of installation of ACD Network initially on other Three Railways viz South Western Railway, South Central Railway and Southern Railway. The winning of the patent of Anti Collision Device adds another feather to the cap of Konkan Railway as it has to its credit 18 Patents granted for Sky Bus, Anti Collision Device and Track Identification System in India and abroad viz United States, Singapore, China and Russia.

“There are lots of incriminating evidences which point fingers towards the death of Gaonkar as murder and not suicide except her body was found hanging to a tree, which she was incapable to climb on,” said Velip. Meanwhile, Canacona police is investigating into the allegations of late Shubhangi Gaonkar ’s maternal family against her husband and his family. Sources at the police station informed that on Monday evening, Shubhangi’s husband Subhash and his mother were questioned on various aspects of the case reportedly in the presence of Kerkar. Some six villagers from Cotigao were brought and questioned at the police station on Tuesday. “Police is investigating and cross examining the movements of Subhash, his mother, brother and other family members on the days late Shubhangi had
gone missing,” informed a source. “Police have even widened its investigation to various other people including Canacona Community Health Centre, where Subhash was admitted for a few days, two days after she went missing,” added a source. Meanwhile, Canacona Deputy Collector has called for a detailed report from Quepem SubDivisional Police Officer (SDPO) on the allegations made in the memorandum by Kerkar on the suspicious death of Shubhangi from Barcem-Quepem. A source informed that SDPO has been asked to go into various allegations made by Kerkar and file a report to the Deputy Collector, which could be considered as basis to decide on the memorandum submitted by an NGO (Savera), who suspects unnatural death of Shubhangi as murder and not suicide as reportedly believed by Canacona police.

to Ponda via Corlim, the Forum had decided to meet PWD Minister Churchill Alemao, MPs Shripad Naik and Francisco Sardinha asking them to intervene in the matter.
NH4 demolitioNs With over 40 houses likely to be demolished, the Forum had suggested to instead divert the highway from Old Goa through the fields of Carambolim and Corlim, before connecting it towards the highway at the Banstarim Bridge. Madkaikar further said he got a representation from some locals and he would support the demand of the Forum to save the houses of the residents of
Corlim. “But at the same time, I am not in support of the Forum’s move to demand a change in the route, as it will create more problems for Carambolim locals, whose houses are close to the fields,” he said. Carambolim Sarpanch Balchandra Usgoankar also stated that Carambolim panchayat is opposed to Forum’s demand for a change in the route.” “If anyone makes such statements, then one need to consult the concerned panchayat first, but we will certainly oppose it tooth and nail, as such a demand will not only create problems to our village houses, but there is a fear that some locals may lose their fields, due to which I will not allow such a thing to take place in my village,” warned Usgoankar.

One of the oldest schools in the city, Institute of Instruction High School, is celebrating the centenary year of its founder late Vinayak Jivaji Mahatme and to mark the occasion it has appealed to its ex-students to come forward and share their views to help the institution improve its standard of education. Institute of Instruction, which has completed 77 years of its existence, started as a Portuguese medium school during the pre-Liberation era and in 1962 changed its medium of education to English. Reminisces the daughter-inlaw of the founder, Shakuntala Mahatme, “During the Portuguese era no one dared to think of starting an English-medium as it amounted to crime against the nation. So in 1933, Jivaji started the school with Portuguese as its medium of instruction.” Mahatme recalls, “Institute of Instruction was the first in Goa to start a night school in 1964. We ran the school till 2002 for 42 years but had to close down for reasons beyond our control.” She said Jivaji was a student of Liceum school in Panjim and was a brilliant student. “It was not easy to get admission in Liceum which was like a univer-

Pg 7 Cong justifies Anderson’s escape DELHI BUREAU NEW DELHI, JUNE 16
Unable to wriggle out of criticism past ten days since after a Bhopal court's verdict on the Bhopal gas tragedy that killed over 20,000 and left lakhs maimed, the Congress on Wednesday sought to justify its governments in Delhi and Bhopal help in the escape of then Union Carbide chief Warren Anderson with a ruse that he would have been otherwise lynched. "The atmosphere close to the disaster in December 1984 in Bhopal was charged and violent because of so many deaths. In such an atmosphere, if Anderson would have remained in Bhopal, he would have been murdered by the mob and serious law and order problem would have arisen," says a document prepared by the AICC's Legal Aid and Human Rights Department secretary K C Mittal. "It was necessary in such a grave situation that Anderson leaves Bhopal, which was an administrative unavoidable compulsion to prevent further aggravation of the situation," it said, justifying the bail granted to him on the very day of his arrest in Bhopal on the ground that his arrest was under the bailable section 304-A of the Indian Penal Act.
PM should ensure proper rehab for Bhopal gas victims: Jha PTI BHOPAL, JUNE 16
Madhya Pradesh BJP president Prabhat Jha has asked Prime Minister Manmohan Singh to ensure that proper medical facilities and rehabilitation for the victims of the Bhopal Gas tragedy. "It is a matter of shame for the country's political system that even after more than 25 years of the disaster we are not in a position to provide proper medical facilities and rehabilitation to gas victims," Jha said in a three-page letter written to Singh yesterday. Jha said he was writing the letter to the PM to draw his "urgent attention" over the issue and seek necessary action in this regard. The BJP leader said as per John Elliot of the Financial Times, late Prime Minister Rajiv Gandhi gave consent for the release and departure of Union Carbide chief Warren Anderson to the then Madhya Pradesh Chief Minister, Arjun Singh. Not only did Arjun Singh violate the rule of law and constitution of India but he also gave full individual and governmental support to Anderson, he claimed.
Manipur continues to be hit by blockade PTI KOHIMA, JUNE 16
Despite the Naga Students' Federation lifting its economic blockade of a key national highway here, trucks were unable to reach Manipur today as the All Naga Manipur Students' Association (ANSAM) remained stuck to its demand in the neighbouring state. The ANSAM last night announced that it would continue with its ongoing economic blockade on National Highways 39 and 53 till the Manipur government redressed its grievances -- mainly, the conduct of the recently held Autonomous District Council (ADC) polls. "We have no other option but to continue the on-going blockade much against our interests (sic) until the state government of Manipur comes to understand t h e i s s u e r a t i o n a l l y, " t h e ANSAM's publicity wing said in a statement. The latest stance would bring no respite for Manipur which is suffering from a severe shortage of essential commodities as its supply line is choked by the twomonth-old blockade. Vehicles were unable to reach Imphal from Nagaland, the police said, adding trucks were also not plying on the National Highway 53 (Silchar-Imphal) from the Assam side. Four to five stranded goods-laden trucks, which left Dimapur last evening for Manipur following lifting of the blockade, had to park on the highway inside Nagaland, the officials said.

Small safety lapse; massive oil spill
O
n Tuesday, US President Barack Obama took the unusual step of speaking directly to the American people in a televised address from the Oval Office in the White House. Earlier presidents have also gone on TV in the Oval Office, but usually at times of war. Here, Mr Obama was explaining to the American people the steps his government has taken to combat the largest offshore crude oil spill in US history – caused by British Petroleum’s (BP’s) Deepwater Horizon rig in the Gulf of Mexico. Estimates by independent experts say that by the end of June, it will be among the largest oil spills in world history. Mr Obama announced a ‘battle plan’ to tackle the leak. He also outlined what his administration would do to ensure that such a catastrophe never happened again, and pointed out that the US needed urgently to reduce its addiction to fossil fuels. The clean-up is already a massive operation. Over 30,000 personnel are working to contain and clean up the oil. As many as 17,000 National Guard members are on duty. Thousands of ships have been deployed, and nearly 1,700 km of floating booms have been laid to block and absorb the floating oil. But the deep water well continues to gush around 60,000 barrels or 10 million litres a day. The resulting oil slick already covers 6,500 sq km – around twice the area of the entire state of Goa. The leak is not expected to stop till mid-August, when a relief well being drilled will (hopefully) finally stop it. Two attempts to plug it have already failed so far. What caused the leak was a simple neglect of basic safety precautions, because the regulatory agency during the erstwhile George W Bush regime left safety completely to the oil companies themselves. The Deepwater Horizon was a semi-submersible rig that could operate in water up to 8,000 feet (2,400 m) deep and drill to 30,000 feet (9,100 m). The present gusher was an exploratory well in approximately 5,000 feet of water. During March and early April, there were concerns about the well, which were ignored. On 20 April, methane gas under high pressure shot up from the well. The rig caught fire and exploded, killing 11 workers. After burning for around 36 hours, it sank. The rest, as they say, is history. The well had a ‘blowout preventer’, which ought to have averted the explosion. Investigations have revealed that its underwater control panel had been disconnected. Besides, its design may have been faulty. Of the two control pods for its deadman switch, the one that could be inspected had a dead battery. Just hours before the explosion, a BP representative overruled employees on the rig and insisted on displacing protective drilling mud with sea water. Safety lapses and corporate greed have led to the biggest oil spill in world history. So much so, that the US president has made tackling it a priority task. This ought to be an object lesson to companies and governments the world over about the importance of safety, and the disastrous consequences when it is ignored. Somehow, though, we doubt that it will be learned and applied.

Myth & reality
or all the wishful talk of Dabolim Airport continuing to function even after Mopa is built, ground realities suggest otherwise. In India, only two metropolises – Mumbai and New Delhi – can sustain two airports. In the case of Bangalore and Hyderabad, both huge cities that have got new airports recently, one of the conditions in the BOT contract for the new airport was that the old one would be closed. Can Goa do better? Either Mopa will get no bidders, or the rules of the game will change halfway through. But Goa can’t sustain two airports; that’s the reality.
Is Margao Goa’s crime capital? Cedric Da Costa, Margao The broad daylight murder of a woman just opposite the Margao police station on a busy Sunday evening raises serious doubts on the current law and order situation, especially in the commercial capital of the state that is also the constituency of Goa Chief Minister Digambar Kamat. In recent weeks, the murders that took place in Cuncolim, the Nadia Torrado death that rocked the state and the recent stabbing to death of the woman employee of a Margao hotel, brings to light the poor law and order situation in south Goa.

T
he recent judgment in the Bhopal gas leak, the worst industrial disaster in history, was a mockery of justice – a case of too little, too late. But it opened a whole can of worms and exposed politicians and bigwigs whose deeds were buried for over 26 years because of the crawling pace of justice. The disaster of the night of 2 and 3 December 1984 claimed 15,134 lives and affected 5.74 lakh others, after 40 tonnes of toxic methyl isocyanate (MIC) gas leaked from a tank in the Union Carbide plant in Bhopal. Chief Judicial Magistrate Mohan Tiwari, who convicted former Union Carbide India Chairman Keshub Mahindra and six others to two years imprisonment, flayed the synergy of the “very worst” of American and Indian cultures that led to this tragedy. Tiwari charged the US multinational Union Carbide with cynically using a Third World country to escape the strict standards imposed at home. He also slammed the local authorities for callous indifference and a tardy response to the gas leak. This writer was with ‘Indian Express’ at the time, and I remember watching the teleprinter, on which the death toll kept rising, clearly indicating that it would be tomorrow’s banner headline. There was an air of foreboding and like a fog it spread… Veteran photographer Raghu Rai says: “It was like the aftermath of chemical warfare… You saw dead bodies lying everywhere… There was no end to it; so many sick people coming in. And the worst thing was that the doctors didn’t know what treatment to give.” But the most alarming and even nauseating aspect of this tragedy is that the Chairman of Union Carbide Warren Anderson was allowed to go scot-free after spending a few hours in custody, where he is believed to have taken advantage of the available phone to call some important contacts. Now living obscurely in Long Island, New York, he is 90 years old and avoids meeting the media. When a Greenpeace activist went to his house, a neighbour denied that Anderson had anything to do with the Bhopal tragedy even though the Greenpeace person hadn’t even mentioned Bhopal, clearly exposing his guilt. Union Minister Veerappa Moily said: “This is one case where justice is delayed and denied. I

There has also been a major rise in robberies taking place in and around Margao. The chief minister, who is also the Margao MLA, still boasts in his speeches on television that Goa is a safe state. But the people of Margao would like to know if they are safe on the streets of Margao…
Migration and Society Mike Carvalho, Canada I would like to commend and thank Rui Da Gama for his words of wisdom (‘Effects of Migration on Family and Society’, Herald, 16 June). His opinion was really refreshing in the midst of all the disturbing news we far-off Goans are reading on the papers nowadays. As an NRI for almost two decades, I must say that I agree with every single word put down by the writer; true words of wisdom.
New periodical It is reported that yet another periodical (name withheld) will sometime soon see the dawn of the day. It will be published in Marathi and Portuguese.
Drug arrest At the Railway Station of Mormugao, a man from Margao was arrested with 110 vials of cocaine.
Accidental death Due to a gunpowder and grenade explosion, a worker who was tampering with explosives expired at Cuncolim.
Water woes With the lack of wells of potable water at Paroda, the people are drinking water from the nearby rivulet, which is highly contaminated with the remains of food, excrement and ‘potrawadios’ (leaf plates) thrown purposely.
It took the judiciary 26 years to deliver its verdict on the world’s deadliest industrial disaster. A Bhopal court sentenced seven Union Carbide officials to two years in jail and a fine of Rs1 lakh each. Their negligence killed thousands of people. The horrific effects of the gas continue to this day. But the seven officials got away with extremely light sentences, while the then chairman of Union Carbide is still absconding. Will justice ever be done to the thousands who lost their lives? Unmistakably, there are flaws in the Indian judicial system that need to be corrected.
Who’s ‘squealing’ now? Agnelo Pinheiro, by email Churchill conveniently forgets he is a public servant. As an elected representative, he has to maintain decorum in public life. His comments come from the gutter, and to the gutter he should be sent. The people of Goa want an apology, not excuses. NGO’s are part of the society that he is elected to serve. They have all the rights and privileges to protest as per the Constitution. His right is to remain silent, if he cannot speak without calling them names.
Moti Singh revealed that Anderson had been released on the orders of the then Chief Secretary Brahama Swaroop (now dead). Former Joint Director of the Central Bureau of Investigation (CBI) B R Lall has claimed: “We (CBI) were forced by the Ministry of External Affairs (MEA) not to follow Anderson’s extradition after he had been declared an absconder in 1993.” The Narasimha Rao-led Congress government was in power then. Another person charged with letting the guilty off the hook is former Chief Justice of India (CJI) A M Ahmadi. The Supreme Court Bench he led diluted the charges against Anderson and the Bhopal accused from 304 IPC (Culpable Homicide) to 304-A IPC (Causing death by Negligence). Interestingly, after retiring as CJI, Ahmadi was appointed Chairman for Life of the Bhopal Memorial Hospital Trust. Former Information Minister V P Sathe said there was collusion between the state government and some people at the Centre, and that the then Chief Minister Arjun Singh is in the know. It is in this respect that a finger is being pointed at the then Prime Minister Rajiv Gandhi. As Alice (of Wonderland fame) would say, it gets “curiouser and curiouser”. Whatever it is, one must probe this outrage to
Handouts From the Poor
ne of the constant concern of the biblical prophets was for the poor, the disadvantaged, society’s powerless members. The prophets were the voice of the voiceless. The Jews, returned from exile, were experiencing scary setbacks. In desperation, they decided to observe a national fast to force God’s attention. When nothing happened, they complained loudly. Then they got this response: “Is this the manner of fasting I wish... that a man should bow his head like a reed and lie in sackcloth and ashes...? “This rather is the fasting that I wish: releasing those bound unjustly.. setting free the oppressed.. sharing your bread with the hungry, sheltering the oppressed and homeless; clothing the naked when you see them, and not turning your back on your own.” God does not want empty religiosity. God wants real religion. And the New Testament – letter of James – describes such religion in terms of care for the unfortunate. “Religion that is pure and undefiled before God – to care for the orphans and widows in their affliction and to keep oneself unstained

would say justice is buried. There is a need for fast-track courts.” Moily also clarified: “The case is not yet over and, technically, Warren Anderson can still be tried if brought to India.” Terming the verdict as disappointing, the Shivraj Singh Chouhan-led Madhya Pradesh government decided to petition the High Court to seek an enhancement of the sentence awarded by the lower court. “A separate case for each death can be filed under Section 304 A IPC and Section 72 CrPC. We will challenge the verdict of the court. We have constituted an expert committee to study the possibilities. It will submit its recommendations within a month, so that the trial court’s verdict can be challenged within 90 days,” Chouhan said. Home Minister P Chidambaran heads the new Group of Ministers (GoM) on the issue. But Chidambaran and former Commerce Minister Kamal Nath have in the past drawn flak for advocating – along with others like Congress spokesperson Abhishek Singhvi – that Dow Chemicals, the US giant that bought Union Carbide in 2001, is not liable for cleaning up the 1984 gas leak site and the contaminated ground water. Two days after the verdict, Bhopal Collector

its logical conclusion and find who is responsible. But sadly, in India this rarely happens. Take the recent case of the Indian Premier League (IPL), where mud-slinging became more of a sport than cricket. It surely makes the aam admi look foolish, and not for the first time. We are in the 21st Century, and with aids like the Right to Information Bill, we surely can do much better. What is sorely missing is the political will to get to the truth. See how long the Bofors scandal dragged on, raising its ugly head only at election time. The sooner we shed this ‘chamchagiri’ the better. The time to begin is now. And so to come to our own little paradise of a state, the can of worms is alive and wriggling, with the worms strutting about quite shamelessly; they feel they have immunity. They may be called ‘challis chor’, but a look at our Cabinet shows there’s not a single one without a blemish. One of them, Tourism Minister Francisco ‘Mickky’ Pacheco, had to quit his post and go into hiding because he is under investigation for the suicide death of Nadia Torrado of Loutolim, with whom he is believed to have had a prolonged love affair. The grapevine has it that Torrado went to him for a Gulf job for her husband, and that’s how the affair started. But for it to have gone on for years, the girl cannot be blameless. Mickky (no matter how many ‘k’s he adds, it still stinks) has a reputation of riding roughshod over others and getting away with it. Whatever happened to the casino case he was involved in? Like Atanasio ‘Babush’ Monserrate – attacking police stations and getting away with it – he was part of the G-7 that tried to dislodge Digambar Kamat. It is said he distributes money to migrants weekly. Of course, Digambar Kamat himself, indecisive, cunning, but highly publicity conscious (will even inaugurate toilets for his picture in the newspapers) has his finger in every pie – mining, excise scam – you name it and he’s in it, giving only lip service to the aam admi. Home Minister Ravi Naik is alleged to be soft on the drug lobby, apparently by remote control of his son. The list is endless. Limitations of space prevent me from saying more. All in this beautiful paradise of a state; no wonder they say you get the government you deserve!
by the world (1:27) A bit later, we are asked the pointed question: Did not God choose those who are poor in the world to be rich in faith and heirs of the kingdom? (James 2:5) The poor have so much to give. There is, of course, a grinding, dehumanizing poverty that cries out for redress. One can hardly call its victims happy. Yet, they are the constant lesson, an ever-present reproach to those who ignore them, or even worse are in any way responsible for their plight. There is another kind of poverty which gives a more positive view of what life is all about. It warns that the self-centered pursuit of happiness by amassing wealth, gadgets, really unneeded luxuries, leads to disappointment, bitterness, deep unhappiness. The poor – those who find serene contentment in God’ s simple gifts, adequate food, clothing, shelter, the love of family and friends – are a reminder that here is where solid happiness really lies. They silently warn us to file the credit cards and take time to smell the roses before they, and we shrivel up and die. What is God’s response when people hear the cry of the poor?
By Marc de Souza
He gives the answer in the passage from Isaiah: “Then your light shall break forth like the dawn, and your wound will quickly be healed... Then you will ask, and the Lord will answer; you shall cry for help, and he will say, “Here I am!” (Isaiah 58:8-9). What is meant by people like Mother Teresa of Calcutta who said we need to learn from the poor? Most poor have the tremendous hope that things will get better – especially if they truly believe in God. The rich lose sight of hope, the poor die hoping. We can learn patience. They model for us endurance in the face of suffering. Rich people tend to depend on their wealth, instead of on God. We need to learn to distinguish needs from wants. I think most of us are pretty well off, if we have so much as food and clothing. Think of the poor who haven’t even a place to rest their heads. The poor are a source of enrichment, appears to have motivated the work of many of history’s saints. Almost instinctively, people admire this quality in them, realizing how little real understanding there often is between rich and poor.

Ratol versus Drugs Adv Joaquim de Souza, Margao Much dust has been raised over the death of a lady after consuming rat poison. No doubt there ought to be an investigation and a thorough one at that, to sift the truth from the chaff of the conflicting versions in the media. But the manner in which things are moving leads one to believe that the ultimate aim is to destroy a politician rather than do justice. This case involves the death of one lady, but what happened to the case where several people have died, some are on the verge of dying, and some have been rendered permanently mentally / physically unfit on account of consumption of drugs, sold with no remorse whatsoever by people who profess to be the guardians of law? The administration and even our justice system has failed to arrest the menace of drugs and drug offenders with glaring inefficiency, callousness and deliberate inaction arising from ulterior motives. Otherwise, why is it that there is no action in a matter of such grave magnitude reported recently in the media? To count his so-called sacrifices for Goa, one must first count the political parties he has changed. Does he even know in which political party he is right now?
Churchill’s ‘achievements’ Arwin Mesquita, Abu Dhabi I think no other Goan politician has let Goans down more than Churchill Alemao. His perceived fight for Konkani in the ’80s got him and his family huge political, business and other personal benefits. His support for mega-projects cannot be accepted as in the interest of Goa and Goans. Will he teach Romi Konkani to the so many migrant workers and the migrant buyers of apartments in the mega-projects? What is he doing to ‘Save Goa’ and its identity?
Rise and fight! Reuben Coutinho, Tivim I write this letter in appreciation of Swatantra Sarjano’s article ‘Are you serious?’ (Herald Mirror, 13 June). It is a sad state of affairs that our politicians keep making false promises and the common man bears the brunt of their unwise misguidance. Why are Goans so gullible? Is it so hard to get out of their clutches? If we elected them to rule over us, we ought to have the right to kick them out of power, should they fail
to fulfil their public duties. Tell me, does ‘development’ have to involve ‘destruction’ of our God-given resources? What is wrong with the people? It is high time to get up and get out of bed before it’s too late, lest we all are killed in our slumber. Remember the saying, ‘better late than never.’ Thank you, Sarjano, for bringing the facts in the open and making people aware of what’s going on.
Fine illegal banners! Cajetan Peter D’Souza, Mumbai I was happy to read a ruling of the Aurangabad Bench of the Bombay High Court that political leaders appearing in political billboards will be fined. Many political parties deface our cities with their hoardings and get away without paying any fees for them, especially for birthdays of political leaders and when they want to ‘wish’ their voters for festivals. These politicians and parties need to be fined heavily for putting up unauthorised banners / billboards.
Shabby churchgoers Errol D’Souza, Porvorim Many times, I come across some churchgoers that disgust me; they come shabbily dressed for Sunday church services. Some look like they have just woken up from
sleep, some have their shirts hanging out – not tucked in – while others wear home sandals. May I remind them that a church is not a park, and they should maintain some dignity and respect when in God’s house. How hard can that be?
Who’s glowing? Soter D’Souza, Socorro The Goa government has just published a self-congratulatory book titled ‘Golden Glow’. Probably, our ministers may be glowing from the loot they have gathered, but there is definitely no glow on the faces of the Goan people. What achievements? The government has only destroyed self-sustainable options for the Goan community. Successive governments have pressurised Goans to sell their land and flee the state. Electricity, foodgrains, fruits, vegetables, milk, labour… All are imported. We are not far from the day when water will also have to be imported, and Goans will have to sell themselves to make a living. Digambar Kamat has perhaps forgotten what ‘India Shining’ did to the NDA government. Goans will remind him at election time, by removing the glow from his gold.
Outsiders rule Goa? Marcos Alemao, Varca I feel ashamed that Mauvin Godinho, the Cortalim MLA, helped re-elect the illiterate non-Goan sarpanch of Sancoale. Are there no Goans in Sancaole to occupy the post of Sarpanch? Our elected representatives do not depend upon our votes to get reelected. They take care of these non Goans to vote for them. The sarpanch allows illegalities. This is why there are so many illegal activities in Mauvin Godinho’s constituency (hill cutting, illegal filling, etc). The Goans at Sancaole have become a minority because of our greedy elected representatives. Will we Goans be a minority in the state soon? Letters should be 150 words or less in length, and should have the writer’s name, address and telephone number. The editor reserves the right to edit letters for size and readability, and to delete any personal attacks or libellous /objectionable matter.
Paths of Wisdom This world is a part of Kalpavriksha Because God comes out of our heart in the form of speech, we must try to make our speech as pure and clean as possible. God is also in the form of Truth. So whatever we will be saying will have an echo: “Let it be so!” A small story illustrates this fact. A traveller was going on his way. It was summertime. He got tired after travelling some distance in the heat. He stopped to rest under the cool shade of a big Kalpavriksha tree on the side of the road. He said to himself, “I have found a very cool place; how fortunate will I be if I will be able to get a glass of cool water too?” Instantaneously, a tumbler of water came down. Then he thought, “Now that I have quenched my thirst, how happy will I be if there is a good bed here, because this floor is hard and rough”. At once a big soft bed came down. He then thought, “Even in my house, I do not possess such a pillow. If my wife comes here and sees, how happy will she feel?” Immediately the wife also came. He saw here and he thought, “Is she my wife or is she a demon? Will she eat me?” No sooner he said this, she ate him. Kalpavriksha is a tree that fulfils all desires. When the traveller sat under the Kalpavriksha tree, both, his good and bad thoughts were realised instantly. This world is part of the Kalpavriksha and we too are sitting under its shade. Like the traveller, when our thoughts, our contemplation, and our deeds are pure, the Kalpavriksha of the world will produce the good things desired by us. Both good and bad comes only from our heart and never come from outside. That is why in the beginning we have to make our heart as pure as possible. Soccer World Cup unites the world BY JERRY FERNANDES
The Soccer World Cup 2010 is here with a bang. And, for all global sports lovers like us, it is big time. It is time to rock and cheer all our favorite teams and superstars from around the world. A total of around 200 countries fight it out in the qualifying rounds after which, only 32 best teams from amongst them are selected for the World Cup finals. This clearly shows that this mega event is a highly competitive and truly global one, which binds and unites the whole world. Unfortunately, most people in our country ignore such mega events and display their loyalty only for cricket. Now, if we see them following only cricket and treating it like religion, it is only because of the excess coverage/hype by the Indian media over the years. Everyone knows that cricket is not the world’s most popular sport. Yet the Indian media tries to keep this sport popular in India by brainwashing Indians with utter lies and glorifying only cricket. I just do not understand what the corporate houses find so interesting about this unpopular dull sport, which is not even played by 10 countries of the world seriously. Hey, let’s face it, half of India’s population is practically starving almost everyday and living below the poverty line and we see corporate houses and big business-minded people pouring crores of rupees only on those cricketers who are treated like demi-Gods in India, but worth nothing in the global world and that too, just to make huge profits. Now isn’t this a joke? And to make matters worse, a business-minded and the most controversial guy like Lalit Modi till recently was given a free hand to exploit the Cricket crazy Indian fans and trade with cricket in the most controversial manner, a la drug-mafia style and that too, in a starving nation like India. I do not say that we should not invest money on cricket, but why should only the cricketers get crores of rupees spent on it when they are doing absolutely nothing for the country? Why don’t the corporate houses and the most powerful business-minded people invest the same crores on other sports or our Indian soldiers, schools, colleges, hospitals or poor Indian people living on streets? Of course, India might be winning only in cricket, but when there is absolutely no real competition in this sport (with the exception of Australia), how can one expect India to lose in cricket? We should therefore stop fooling ourselves from behaving like the big world champs who concentrate only on cricket and play with the same old handful of weak countries (mostly Asian) in the world. If we want to face real competitions and want to become the real champions of the world, then we should promote a global sport like football in a big way, because this is the only highly competitive sport which is followed and played by all the big, bold and powerful countries in the world. Winning and loosing should not be treated like a big crime, because that is all part of the game in every sport. We should realize that the world’s most popular sport is not cricket, but soccer (football) which is a mega sport, watched and played by real competitive and fit people all around the globe. In fact, I would advise all the so-called ‘Cricket fanatics’ or those negative thinkers living in isolation to start watching the ongoing Soccer World cup 2010 immediately and to see for themselves the participation and the amount of passion and interest which is generated among people (irrespective of caste, creed and religion) of different countries. Yes, learn to think positive and to accept the hard reality of the World’s most popular sport Soccer-the sport which alone rules the world unlike Cricket which rules only India and a handful of weak countries in the world. This is not a sissy IPL tournament or an Indian media-hyped cricket world cup, but a Soccer world cup which is all about real class, standard and might. Enjoy the glamour, the speed and the electrifying world class action of all our genuine global superstars like Christiano Ronaldo, Lionel Messi, Wayne Rooney, Torres, Kaka etc of soccer. Yeah, cricket sucks… soccer rules… Long live soccer.
ATS probe into Pune blast have gone wrong: DGP PTI PUNE, JUNE 16
The Maharashtra Director General of Police D Sivanandan has admitted that investigations by the state ATS into the February 13 German Bakery terror attack have gone wrong. His comments came after a court granted bail to Abdul Samad, arrested in connection with 2009 arms seizure case and alleged to be involved in the Pune blast case, saying there was no evidence against him. "The ATS has to study the Pune blast case scientifically and collect evidence to identify the group behind the attack", he told reporters on the sidelines of a function here last night. Sivanandan said he was aware that four months had passed since the incident but stressed that the investigating agency should not be put under pres-

Samad was picked up by the ATS Maharashtra on May 25 at Mangalore airport after he returned from Dubai. He was charged with supplying arms to three persons arrested from South Mumbai in August, 2009. Additional Sessions Judge S L Pathan yesterday observed there was no evidence against Samad and that even the ATS had never shown him as a "wanted accused" in the 2009 arms seizure case. The ATS had claimed a breakthrough in the Pune blast, which claimed 17 lives, with the arrest of Samad. Even Union Home Minister P Chidambaram had issued a statement complimenti n g t h e AT S f o r t h e breakthrough. However, the statement was diluted later and the Home Minister cautioned the police to verify all the facts.
Monitor media to check for paid news, says EC PTI NEW DELHI, JUNE 16
With assembly polls in some states due by early next year, the Election Commission today expressed concern over the "alarming proportion" of "paid news" and directed officials to closely monitor poll-related reports. "The recent phenomenon of 'paid news', which is assuming alarming proportion as a serious electoral malpractice, has been causing concern to the Commission in the context of conduct of free and fair elections," the EC said. In its directive to Chief Electoral Officers of all states and Union Territories, the EC asked the District Electorl Officers to closely monitor the media in this regard. District-level committees may be constituted by the District Election Officers (DEOs) as soon as election was announced to undertake vigorous scrutiny of all newspapers, published from or having circulation in the district, in order to locate political advertisement in the garb of news coverage appearing within the election period, it said. "DEOs should closely monitor advertisements released in print media in any form including surrogate advertising in the form
of news, and serve notices to candidates/political parties where called for, so that the expenses incurred thereon are duly reflected in the account of the concerned candidate/party," the EC said. Maharashtra Chief Minister Vilasrao Deshmukh was recently issued a notice in connection with an alleged case of paid news against him filed by the BJP with regard to assembly polls in the state last year. The District Committee should keep a watch on the election news and features on the electronic media in the district, the Commission said. "When there is disproportionate coverage to the speech/activities of a candidate on television/radio channels, which is likely to influence the voters and yield electoral benefit to a particular candidate, and the same coverage appears in several channels, then the candidate should be served with notices by the DEOs to explain her/his stand as to why the coverage should not be treated as advertisement," it said. Referring to the existence of a committee for previewing, scrutinising and verifying all advertisements by candidates or political parties, it said the phenomenon of paid news "by-
passes the scrutiny" of this panel "despite being a political advertisement in spirit and also evades accounting in the expenses book of the candidates". The Commission asked the CEOs to strengthen these committees so as to scrutinise the news reports in electronic media, which bear the character of political advertisement, though without being declared to be so. "Notices to candidates/parties may be issued by the CEOs on the basis of recommendation of such Committees", the Commission said. The cases of "paid news" generally manifest in the forms of news articles and reports published about a particular candidate or a party eulogising them, or similar news articles and reports denigrating the opponents, both intended at unduly influencing the voters, it said. "The same or similar type of news articles/reportings (with cosmetic modification) appearing in more than one newspaper periodical would amount to further corroboration as circumstantial evidence that such news publication could result from collusion of the candidate/party with the editors, publishers, financers of the newspaper," the EC said.

8 Naxals killed in Midnapore PTI MIDNAPORE (WB) JUNE 16
PTI BHUBANESWAR, JUNE 16
In a major crackdown on Maoists, security forces killed eight Naxals, including three women, in an encounter at a forest in West Midnapore district early today. After getting a tip-off that a group of 22 Maoists had taken shelter in Ranja forest near Duli village in the Salboni police station area, the joint forces, comprising the CRPF, BSF, COBRA and state police, raided the area, West Midnapore District Magistrate N S Nigam said. Nigam said the Maoists first opened fire and the forces retaliated, killing the eight Maoists including three women. All eight bodies had been recovered, but were yet to be identified.
Amidst hectic activities in the ruling BJD and Opposition camps on the eve of Rajya Sabha polls in Orissa, Congress today issued a whip to its MLAs to be present and vote for party-backed Independent candidate Tara Ranjan Patnaik during the election. "A three line whip has been issued to all party legislators asking them to be present during Rajya Sabha polls and vote for Tara Ranjan Patnaik," Congress chief whip Prasad Harichandan said. Ruling out cross-voting by Congress MLAs tomorrow, he said all the votes of the main opposition party, which has 27 members in the 147-member state assembly, are intact and there is no division among the members. As last ditch efforts by both the camps to woo more legislators gained pace, the ruling BJD lodged its legislators in hotels in Puri to prevent them from being influenced by the opposition, sources said. The ruling BJD, not sure about getting the required number of votes for its third candidate, fears poaching by the opposition camp and wants to keep all the voters under one roof amid strict surveillance till the last

Rains claim nine lives in Mumbai PTI MUMBAI, JUNE 16
Heavy rains in Mumbai and adjoining areas today claimed nine lives and disrupted normal life in the city where road, air and rail traffic was disrupted. With incessant rains continuing to lash the city since last night, the Brihanmumbai Municipal Corporation (BMC) issued a high tide alert for today. BMC has put its staff on alert and has deployed lifeguards and firemen at the beaches to avert any untoward incident. Eight persons were killed and four injured when a wall collapsed on hutments in Thane district following heavy rains. In a separate incident, one person died after a wall collapsed at LBS Marg in Mumbai's Mulund suburb this morning.
‘Nuke liability bill to safeguard US interests’ PTI NEW DELHI, JUNE 16
Maintaining that the Bhopal verdict was of "direct relevance" to the Nuclear Liability Bill, the CPI(M) today said the legislation bore the "handiwork" of US nuclear industrial lobby as it would exempt them from any liability in case of an accident. The bill is "meant to safeguard the interests of the US companies who will supply reactors to India. In the event of a nuclear accident, they are to be exempted from any liability to pay compensation for the damages caused," party General Secretary Prakash Karat said. Maintaining that the Bhopal verdict has "a direct relevance" to the nuclear liability bill, he said the bill "bears the handiwork of the US nuclear industry lobby. The manner in which liability is fixed shows a familiar pattern." In an article in the forthcom-
ing issue of party organ 'People's Democracy', he said the Congress-led government "has obliged the US by bringing this shocking piece of legislation which makes it near impossible to hold foreign suppliers of nuclear reactors to account in the case of an accident." "What (US MNCs) Westinghouse and General Electric want is that even the limited liability which accrued to the Union Carbide in case of Bhopal (USD 470 million as per the settlement approved by the Supreme Court) should not fall on them," the CPI(M) leader said. In the United States, the "powerful" oil lobby had got the US Congress to put a cap on the liability of oil firms for damage done by oil spills at USD 75 million. Now with the havoc caused by the Gulf Coast spill from the BP's drilling platform, "efforts
are on to raise the cap to USD 10 billion or to leave the scope for unlimited liability", Karat said. Reiterating the Left demand for scrapping of the liability bill, he said, "The people will have to pay with their lives or health in the case of a nuclear accident, but the profits of US companies and the corporate sector in India should be protected by limiting their liability." Observing that the compensation on Bhopal gas tragedy paid by the Union Carbide was Rs 713 crore or USD 470 million, he said a nuclear accident may involve casualties on a much larger scale than Bhopal. Under the Nuclear Liability Bill, the maximum compensation to be paid will be Rs 2 , 1 4 0 c ro re , t h e b u l k o f which would be paid by the government, Karat said.
Against the backdrop of a strong agitation for separate statehood, the ruling Congress and the major opposition Telugu Desam Party face a tough challenge in the coming by-polls to 12 assembly seats in Telangana region. The byelection to the 12 seats, which should be held before mid-August as per law, has been necessitated as the sitting MLAs - 10 from TRS and one each from Congress and BJP quit their posts in support of separate Telangana demand. The two major parties were in a dilemma over fielding their candidates in the wake of demands from the Telangana Joint Action Committee (JAC) and other pro Telangana outfits to unanimously elect those who quit. However, a three-cornered contest among Congress, TDP and TRS appears inevitable as the ruling party has already announced it will indeed fight the elections though some party leaders like CWC member K Keshava Rao were not in favour of it. State Congress president D
Cong issues whip for Orissa RS polls
Srinivas met party chief Sonia Gandhi yesterday and announced later that the Congress would indeed fight the elections. "We will definitely contest the elections. The high command has asked me to expedite the preparations," he said. TDP has indicated that it will field its candidates if Congress did so. The Presbyterian Church Synod, the highest decision making body of the largest Church in the state on June 13 issued a message to all members asking them to cooperate with census officials as it was the duty of every citizen to do so. "We (the believers) should not be afraid of the Beast (Devil), rather the Beast should be afraid of us as we believe in God who is more powerful," the message said. The Church said that UID was important to identity bona fide citizens of the country and also help in identifying illegal immigrants and terrorists. The Church also condemned people who were issuing booklets about the 'Number of the Beast' to terrify church members.
moment. Though BJD has issued a whip to its MLAs, the party finds for the first time that its legislators are vulnerable to possible opposition poaching, they said. The MLAs are not being allowed to establish contact with anybody and use their mobile phones as BJD does not want to take any risk, sources said. BJD has fielded three candidates for all the three RS seats falling vacant from next month even as the party, which has 103 members in a housef 147, requires eight more first preference votes. While NCP has announced support of its four votes to BJD's third candidate, two independent MLAs have also made similar statements. BJD leaders are also confident of getting CPI's lone vote. With the support of these parties, BJD requires only one vote to ensure victory of its third candidate. One needs 37 first preference vote to get elected to the upper house of Parliament from the state. Independent candidate Patnaik, assured to get 27 Congress votes and three from independent members, is hopeful of getting six votes from BJP and another associate member of the saffron party.

The websites have quoted different charges for their services ranging between Rs 10,000 and Rs 40,000. One website says it charges Rs 10,000 for Indian girls for 2 hours and Rs 15000 overnight while for foreign girls they charge Rs 15,000 for short time and Rs 20,000 for over night. When this was pointed out to the Deputy Inspector General of Police Ravindra Yadav, he said that he would take a look and get back. He said accused Dhananjay Ashtekar was in contact with co-accused Malgonda Patil on or before October 16, the day of the incident, adding that Asthekar has disclosed in the presence of independent witnesses and on the basis of his statment, recovered electronic items and accessories, which were used in the preparation of IEDs. The special public prosecutor further said that the first test blast was conducted at the hillock behind the house of Laxmikant Naik at Talaulim, Ponda during the last week of August 2009 at the instance of accused Dilip Mangaonkar. Faria told the Court that the prosecution has evidence that the accused prepared the IEDs and conducted test blasts at the hillock behind the residence of Laxmikanth Naik on August 26, 27 and 28 and thereafter conducted a second test blast at Jath Sangli, Maharashtra during the last week of September 2009. The Prosecutor brought on records the statements of various witnesses in support of its case. Judge Bakre later adjourned the hearing to June 18, where Faria would resume his arguments, before the defense counsel advances his arguments the same day. Faria later told newsmen that the NIA would impress upon the court to reject the bail applications filed by accused Vinay Talekar, Vinayak Patil and Dilip Mangonkar when arguments before framing of charge resumes on Friday.

Court asks Fonseka to appear in arms deal case PTI COLOMBO, JUNE 16
A Colombo court on Wednesday ordered lawmaker Sarath Fonseka to appear before it next week in connection with an arms deal awarded during his term as the Army chief to a company headed by his sonin-law. In Februar y this year, a Colombo Magistrate had issued an arrest warrant for Fonseka's son-in law Danuna Tilakaratne, over the multimillion dollar Hicorp deal, a defence contract which was awarded when Gen Fonseka
was the army chief. Tilakaratne, who is reportedly absconding, was the President of Hicorp International INC when the deal took place during the last phase of the Eelam IV war last year. The Colombo Fort magistrate today ordered that the detained former Army chief be produced before it on June 23 in connection with the Hi-corp deal. Meanwhile, Fonseka's proposed tour to Nairobi in September to attend the Commonwealth Parliamentary Union (CPU) conference has come under a cloud.

Sensex closes 50 pts higher PTI MUMBAI, JUNE 16
Stock markets extended gains for the sixth straight session today, with the BSE benchmark Sensex closing 50 points higher on expectations of robust corporate earnings following healthy quarterly tax payments by companies. Auto and financial sector counters made the most of renewed investor interest, which was also thanks to firm global cues.Drawing strength from the overnight rally on Wall Street, the Bombay Stock Exchange's 30-share bellwether ended at 17,462.87, up by 50.04 points, or 0.29 per cent -- its best closing since May 3. The barometer opened higher, buoyed by an over two per cent rally in the US markets last night, but profit booking by investors shaved off most of the gains, brokers said.
EGoM may meet to consider fuel price hike PTI NEW DELHI, JUNE 16
An empowered group of ministers (EGoM) may meet next week to consider raising petrol and diesel prices by Rs 2 to 4 per litre and domestic LPG rates by up to Rs 25 per cylinder. “I was trying for the EGoM meeting on Thursday (June 17) after the usual meeting of the cabinet. But the meeting could not be fixed for tomorrow because of prior commitments (on part of certain ministers in the group)," Petroleum Minister Murli Deora said today. The ministerial panel is now likely to meet next week, possibly on June 24 or 25. “We are trying for a meeting next week," he said refusing to discuss possible outcome or agenda before the EGoM. Sources said the EGoM may consider freeing petrol price from government control and possibly giving limited autonomy to state oil firms to price

diesel closer to market rates. Petrol price will go up Rs 3.73 a litre on aligning the domestic prices with international rates. In case of diesel, the proposal is to give oil firms freedom to price the auto fuel only till such time that international crude oil rates stay below USD 90 per barrel. If accepted, diesel rates will rise by Rs 3.80 per litre immediately. Sources said domestic retail prices are benchmarked at close to USD 60 per barrel crude oil price while the global rates currently are over USD 74 a barrel. If the crude climbs to USD

Food inflation may see a further increase in the weeks to come, but that is no reason for alarm as the rise is more a result of low base effect, Planning Commission Deputy Chairman Montek Singh Ahluwalia said today. As of May 29, food inflation stood at 16.74 per cent. "It is quite possible when the data comes out on Thursday, you may see a little increase in food inflation. That is not the reason to worry. As you see the weeks go by, food infla-
tion would come down again,” Ahluwalia said here. Ahluwalia attributed this possibility of low base last year, which means inflation at this time last year was quite low, which may make even a nominal price rise now look higher. “That is because this time last year, food index had actually fallen and then it began to rise very sharply,” he said. Prices of edibles had started rising last year, after food production was hit by poor monsoon that accounts for 80 per cent of the annual rains the country receives. Nearly 60 per cent of area under cultivation is rain fed. After peaking at over 20 per cent in December, food inflation has fallen to 16 per cent level, but has been the main reason behind overall high wholesale prices-based inflation -- which entered double
digit in May. Ahluwalia said key to lower food inflation is a sensible fiscal and macro policy and a good harvest. Earlier this week, Chief Economic Advisor Kaushik Basuhad said food inflation has petered out. Food inflation remains at elevated level because inflation is calculated on yearly basis. Otherwise, food index is only marginally higher in May than in November, he had said. To a separate question, Ahluwalia said the government's borrowing programme would not be affected due to liquidity crunch fuelled by debt raised by telecom companies for telecom licences, besides payment of advance tax. The government plans to borrow Rs 4.57 lakh crore this fiscal. The system is facing liquidity shortage due to over Rs 67,000 crore outgo towards

The Oil Ministry made a presentation on the impact of the Parikh committee's recommendation, projecting a revenue loss of Rs 74,300 crore to state oil firms if petrol, diesel, domestic LPG and kerosene continue to be sold at rates below the imported cost. The EGoM also discussed the impact of implementing the committee's report on inflation, sources said, adding that freeing auto fuel prices would lead to a 1.4 per cent rise in the wholesale price index (WPI). State-owned Indian Oil Corp, Hindustan Petroleum and Bharat Petroleum currently lose about Rs 215 crore per day on selling fuel below imported cost. They currently sell petrol at a loss of Rs 3.73 a litre, while the under-recovery is Rs 3.80 per litre of diesel, Rs 18.82 per litre of PDS kerosene and Rs 261.90 on every 14.2-kg LPG cylinder.

The special court trying the Satyam scam cases here today reserved order on clubbing of three chargesheets filed by the CBI, which is investigating the multi-crore accounting scam against Ramalinga Raju and nine others to 23 this month. Similarly, order on the plea by the investigating agency to examine Raju through video-conferencing will be passed on June 25. Magistrate BVLN Chakravarti today completed the hearing of arguments put forward by both the parties. While Satyam counsel argued that all the cases mentioned in three chargesheets by the CBI are inter-related and cannot be separated, the CBI argued that the cases pertaining to FERA, income tax violations and other violations cannot be clubbed together and should be tried separately

MUMBAI, JUNE 16
India's largest lender, State Bank of India (SBI), plans to foray into the wealth management business in the current fiscal with a view to tap high networth clients, a top bank official said. We plan to introduce wealth management services in a phased manner in the current fiscal," SBI's Chairman, O P Bhatt, told shareholders.here today. The bank is also scouting for a global partner for its merchant acquiring business which it plans to run under a separate company. “It is proposed to conduct the merchant acquiring business under a separate company with an experienced and reputed global partner,” he said.
90 per barrel, diesel price in Delhi would have risen by over Rs 7 per liter over the current selling price of Rs 38.10 a litre. The government would step in if crude oil crosses USD 90 and diesel prices would be moderated either through cut in excise and customs duty or through subsidy from exchequer. Petrol in Delhi currently costs Rs 47.93 per litre. There may not be any problem in freeing pricing of petrol, which is considered a fuel used by the well-off, there were doubts on diesel which is used in transport sector and thus has inflationary impact.
In May, WPI-based inflation was 10.16 per cent. If consensus at the EGoM is against even giving limited freedom to oil companies, then the government may settle for a Rs 2 per litre hike and try to build consensus for freeing the fuel around Budget time in 2011, they said. Also on the cards is a Rs 25 per cylinder hike in domestic cooking gas (LPG) rates in an effort to align retail prices closer to their cost. The EGoM headed by Finance Minister Pranab Mukherjee could not reach a decision at its first meeting on June 7 as key members like Railway Minister Mamata Banerjee and Agriculture Minister Sharad Pawar were absent. The EGoM, at the first meeting, had gone into the report of the expert group headed by Kirit Parikh that called for freeing petrol and diesel prices and a steep Rs 100 per cylinder hike in LPG rates and a Rs 6 per

Gautam Gambhir's half-century and Virender Sehwag's fourwicket spell saw India crush Bangladesh by six wickets in the second match of Asia Cup in Dambulla on Wednesday. Gambhir hit a solid 82 from 101 balls, while captain Mahendra Singh Dhoni finished unbeaten on 38 from 45 balls to help India cruise to 168 for four in 30.4 overs to win with more than 19 overs to spare. Sehwag shone with the ball as he took four wickets to bowl out Bangladesh for a paltry 167 in a mere 34.5 overs. Part-timer Sehwag claimed four wickets for six runs in 2.5 overs, including three in his final over, to trigger a lower order collapse. He, however, failed with the bat
when he went after a wide delivery from Mashrafe Mortaza and was caught behind for 11 by wicketkeeper Mushfiqur Rahim. Shakib Al Hasan had taken two wickets in his third over to give Bangladesh some hope after their disastrous showing with the bat. First, Kohli was stumped by wicketkeeper Rahim for 11 and the very next delivery Rohit Sharma was trapped leg before wicket as India were reduced to 80 for three after 15 overs. Gambhir (48) struggling to find his timing got a lucky reprieve when his intended uppercut off Shafiul Islam was dropped by Iqbal at third man. The left-hander completed his half-century off 67 balls in the next over with a single on the off-side, in the 19th over. After a quiet start, Mahendra

XINHUA ISLAMABAD, JUNE 16
Pakistan's National cricket team was once again encircled with the allegation of match- fixing after they lost an easy match against the hosts in the Sri Lankan city of Dambulla on Tuesday. The fresh match-fixing controversy allegations started after Pakistani team let Sri Lanka snatch an easy victory from them in the opening cricket match of Asia Cup 2010. Pakistan's bowling squad troubled Sri Lankan batting line up with 168 runs for 7 wickets in 37
overs. Pakistan were in good position to bundle out Sri Lankan for less than 200 runs but sloppy fielding and loose bowling enabled Sri Lankan tail-enders to set up a fighting score of 242 runs. In response, Pakistan, chasing the target, faced early losses when their four top order batsmen lost their wickets at only 32 runs. After that, the team could not stand firm and were all out at 226 runs even with captain Shahid Khan Afridi's excellent batting with 109 runs off only 76 balls. Media and critics, besides the
poor performance in the ground, are also discussing the television footage of the match showing batsman Mohammad Aamer talking on the mobile phone in the dressing room just moments before his arrival in the ground. Aamer gave away 57 runs in his 10 overs and made just five runs from the 14 balls he played in the match. Strict guidelines by the International Cricket Council, to avoid any match-fixing, prohibit the usage of phones by players or support staff during the
Football tourney at Campal
Leslie Fernandes had first attempt early in the game, but his shot was taken care of by Carmona goalkeeper Bunty. At the other end, Neil D’Cruz saw his snap shot hitting the crossbar much to the disappointment of the Carmona supporters. The all-important goal came midway through the opening session when Nelson Gomes unleashed a long ranger which crashed into the net keeping the Carmona goalkeeper dazed. Stung by the setback, Carmona regrouped quickly and tried their best to neutralize the
lead but all their efforts yielded no results as the their rival defenders were quick to avert danger with neat tackles. Carmona put up a better display on resumption and called the shots but their forwards messed up the chances after reaching the rival danger zone. United Boys of Dando came close to doubling the lead but Alfi Vaz spurned an easy chance shooting wide from close range. At the fag end, Carmona tried their level best to score but the United Boys of Dando defence was unbeatable.

Old age is often considered a second childhood, and it is fascinating to see how few of the elderly relive their childhood in interesting and fun ways. The ‘Golden Girls’ give us a glimpse
BY JANICE RODRIGUES HERALD FEATURES pproaching the age of 60 and preparing the way to your retirement can be a task that is as confounding as entering a new territory of your life. After about thirty years of the daily grind of work, home and raising the family, you are suddenly faced with a life free from all the duties, of work and of children. At the time when many people are bogged down with depression stemming from a feeling uselessness, there is yet another section of people who have taken this time of freedom in a more positive manner, a time to enjoy themselves in the twilight years of their life. The Golden Girls, as they call themselves, is a group that is the epitome of old age fun and frolic. “We are a close-knit group of grandmothers who meet up to just have a good time, the only criteria is that the lady has to be a grandmother and should love to have fun,” says Valene Correia Afonso who started this group five years back. The strength of the group has been growing over the years, now reached the number of 22, super-hip grandmothers trying to cheer up their life. The oldest, Camilla Alvares, being around 80 years, is still a very active member of the group, while the youngest grandmothers are still working. Chatting up with them one would realise that growing old is not so scary, if you are surrounded with the right kind of people. This group is one which proves that life doesn’t end with retirement or old age, but it is a hope of a new beginning to live according to what you want. “We are all old people who are young at heart; our children have all grown up and have made lives for themselves, now our duties and years of worrying over them are over,” says Valene. The club meets up with a prayer followed by around two games and simply having fun. “We pray that god give us the strength to accept the new meaning in our lives, and to let our children and grandchildren live their lives according to their own thinking, they live in different times from ours and what we think may not be right to them,” says Valene. Meeting every month is what all the members look forward to, every meeting brings something different. “Every month one of our members will host the party, and every time we think of something different to do, like choose a theme,” says Valene. Since the month of June sees the colourful feast of San Joao, the Golden Girls got to making hats in various
A
HOROSCOPE Ho-hum is a-okay. Be grateful life is out of a chaotic stage and savor the silences. Try to make (21 Mar – 19 Apr) some time for kids today. If you've got some of your own, it's a snap, but otherwise you may need to offer babysitting services to that harried sibling, or just keep your eyes open.
You did your thing and you did it well. If they're jealous, that's their problem. You've got to as(23 Sep – 22 Oct) sume a leadership role today -- people expect it and need it from you. Even if it's not totally comfortable for you, you know that when the situation demands it, you can step up.
Go explore the world of art -- it will feed your soul and stimulate your mind. You are all fired up and (20 Apr – 20 May) ready for action -- and you know you're right this time. See if you can deal with the opposition that is sure to arise, but don't back down unless you see an opportunity coming later.
Gather the information you need to finalize your plans -- nail down the details! Your power over (23 Oct – 21 Nov) friends or coworkers is somewhat problematic from time to time -- like right now. It's a good idea for you to kick back and let them drive for the time being. Why not, anyway?
There's a lot going on, but if you calculate correctly, it will all fit into your day. You love a (21 May – 21 Jun) good argument -- as long as nobody takes it too seriously! Today brings an opportunity to make your voice heard in a fun forum that should leave all speakers feeling vindicated.
Even though you're overdue for recognition, today is not the day to ask for it. You enjoy taking risks (22 Nov – 21 Dec) -- and on a day like today, they might just pay off for you! It's a good idea for you to step up and say something to that hottie, or to dive into a new, untested business venture.
Clutter is filling up your life and distracting you. It's time for a clean sweep! Don't go cheap (22 Jun – 22 Jul) today, whether you're buying a bottle of wine or a new home. That's not to say you should buy more than you can afford, of course -- those days are over -- but buy as much as you need.
A friend needs your honest opinion, so give it. Be gentle, but be totally truthful. You're getting (22 Dec – 19 Jan) too many requests to handle at once -- not that your resources are all that meager! Call for help or start saying no, because the only other option is to tap yourself out completely.
What's your rush? Review your budget before making any purchases. Do your homework. Try (23 Jul – 22 Aug) to take care of your creative side today -- all that energy might just dissipate if you let it! Make some art, sing a song or find a new way to get to work. Surprise someone with your achievements.
It's not a great day for sealing business deals-instead, reread the fine print. Try to get a handle (20 Jan – 18 Feb) on your latest relationship issue -- it's not going away on its own! You may find that it's easier for you to bring it up suddenly and without warning, as too much preamble might ruin the mood.
The pieces have finally come together. You see clearly and everything makes sense. You need (23 Aug – 22 Sep) to slam on the metaphorical brakes -- but they're not working! You probably can't slow down all day today, so see if you can get your friends or colleagues to help you with your work.
When building a relationship, you have to have faith. Take the leap -- together. This is a great (19 Feb – 20 Mar) day for biding your time and trying to see things as others see them. Don't butt your head into anyone else's business unless they specifically ask for your opinion or advice.
colours and designs. “Most of the hats here have been made by our member Blanche De Costa; she is very good with her art skills,” says Valene. “I love doing art and craft things and I have made most of these hats,” says the seventy plus Blanche, who still runs her shop of hand-worked items for weddings and other occasions. The group of grandmothers considers the feast of St Anne as their founding day and celebrates it every year with some special treat for themselves. “Once we went on a boat cruise and another time, the owner of Nostalgia invited us over to celebrate it there,” says Valene. These grandmothers being sport for anything, even agreed to act in a Bollywood movie. “We were invited to act in the upcoming movie ‘Guzaarish’, although we were just kept to walk in a funeral procession, and in the hot sun for the whole day; it was a great experience,” says Hilda Rodrigues, a member. Aches, pains and sickness are a part of growing old but the secret is in not letting that affect your spirit. “We all have problems but have to accept them gracefully, that’s the reason why we can live life the way it comes,” says Valene. In the words of Michael Pritchard, ‘You don’t stop laughing because you grow old. You grow old because you stop laughing’. If old age is a part of life, why not accept it with open arms and enjoy the golden years of life.

Bagful of Emotions on Day One of School The first day of school is always full of emotional excitement for both the child and the family as it marks a new beginning in the life of children. Herald talks to parents who share their experience when their children went to school for the first time
BY DOLCY D’CRUZ HERALD FEATURES ccompanied by their parents and burdened with their heavy bags and water-bottles, tiny tots battle the gushing monsoon winds and showers as they approach their educational destinations. Some bawl aloud, the sound lashing at their parents’ hearts, while others wave a quick goodbye, plant a kiss on their parents cheeks and head along to handle the new situation, with an odd mixture of confusion and confidence. It’s once the kids get indoors that many a parent is assailed with anxiety. My baby has never been left alone without me. Will he be comfortable with the teacher? Will the other kids be nice to him? They hope and pray that the child settles down in school comfortably. But they also feel an emptiness within them as it occurs to them that their baby is growing up and they will miss their adorable antics around the house. As the schools opened in Goa last week, it was a common sight to see parents, especially mothers, carrying their children as young as 3 years, taking them to Kindergarten. It is always difficult for a mother to let go of her child and I, myself am an example. My mother, Deonizia D’Cruz explains my first day at Kindergarten in Muscat. “I came to drop you off at the school and found children all around the compound screeching and crying out loud. Looking at them, even you started crying and it was terrible. I asked you to go inside the class and waited impatiently for the school to end. But through the window, I saw that you didn’t stop crying at all. It was too much to take. I requested the teacher and told her that I will teach you at home itself and make you learn the entire syllabus. She was very understanding.” I was then taught all my nursery rhymes, alphabets and numbers at home and went directly for my Class I admission test which I cleared at first shot. Surprising but true, I spent two years at home learning with my mother. As a first born child, parents often feel a void when they don’t see their children around. Unfortunately, this will not be allowed here

and the mothers have mixed emotions when their children have to attend school. Artimisia Furtado from Navelim has the experience of sending two of her children to school. Her daughter is in Class II and son in Class I. She says, “I felt very nice when I sent my children to school on the first day. Though it was difficult to see my daughter go to school, it was more comforting to send my son Anselm to school. I still go to drop them and pick them from school, that too by bus.” Mother of two youngsters now, Fatima D’Cruz says, “The first time I sent my son to school, I was in tension as to how he will behave in class. I would sit outside the class for the full day because the school was far away from our house. It was nice to see him grow but he was too young for responsibilities. My daughter, on the other hand, was easy to send to school but she would cry and that would upset me, so I would wait, drop her and pick her up as she would get scared if left her alone.” Another sacrificing parent is Margaret Joao from Merces who still finds it difficult to send her daughter, a Class VIII student, alone to school. “She constantly says ‘Mama, if I see your face my day goes well. Don’t leave me alone.’ I can’t wait to see her after school. I leave her at school and then come back to Panjim to collect her. She gets nervous on the road,” she says. Luiza Rodrigues has a different story to tell about her daughter Lunetta’s first day at school. “She is currently studying in Class II and is a very confident girl. Her first day was a very happy one as she was more eager to get to school than anyone else. Her happiness surpassed our sorrow. She was very happy in class and would tell other children to stop crying. I dropped and picked her for the first 15 days, after which she started travelling by the school mini-vans.”

ilm director Kunal Kohli, currently shooting for his film ‘Break Ke Baad’ in Mauritius, has forbidden lead actors Deepika Padukone and Imran Khan from talking about the film on social networking sites on the internet. Kohli stated: “I’ve only asked Deepika and Imran to desist from tweeting for three weeks until Imran’s new film ‘I Hate Luv Storys’ is released. I don’t want any overlapping in the public’s subconscious about the two films. Once Imran’s other film is out, he and Deepika are free to tweet to their heart’s content.” This is the second instance when actors have been prohibited from tweeting about a film. In the past, Sajid Nadiadwala had to restrain Ranbir Kapoor and Priyanka Chopra from talking about the film ‘Anjaana Anjaani’ on the net. The director’s restrictions have, apparently, not been taken well by Imran who was heard grumbling loudly about the curtailment of the freedom of expression. Justifying his stand, Kohli determinedly said: “I really don’t approve of stars giving out information on micro-blogging sites, but I don’t think we should stop them. What I can do is to decide when is the right time to tweet.” Meanwhile, Salman Khan seems excited about the promos of ‘I Hate Luv Storys’ and now wants to watch the film. When Imran got to know of this, he immediately promised the star a special showing. “I’ll be back in town and I’ll arrange a screening for you!” the younger actor was quoted promising his favourite actor.
T
he brash, bald and fat cliché image of a Hollywood mega-producer, Les Grossman, portrayed by an unrecognisable Tom Cruise in Ben Stiller's film ‘Tropic Thunder’ with Robert Downey, Jr and Jack Black, will spin off into a film of its own, from MTV and Paramount Studios. Following Tom Cruise's successful performance as Les Grossman at the 2010 MTV Movie Awards, the chubby, balding, profane movie producer will be getting his own movie. The return of the popular ‘Tropic Thunder’ character was a big hit with viewers, so Cruise should get used to dancing around in that fat suit. Tom Cruise’s character from the 2008 film ‘Tropic Thunder’ is going to get his own spin off. Cruise made a cameo in ‘Tropic Thunder’ as Les Grossman, a foul mouthed Hollywood producer. Cruise recently reprised his role of Grossman at the 2010 MTV Movie Awards appearing alongside J-Lo and dancing with the singer. Paramount Pictures and MTV Films are working to put together a film based around the Grossman character that Cruise brought to life, though no title or script have been prepared. Cruise and Ben Stiller are lined up to produce the film with Cruise still in negotiations with Paramount to play Grossman. The film based on the Les Grossman character would be the continuation of a recent trend in Hollywood where scene-stealers earn a spinoff. Recent spin offs include Steve Carell’s ‘Evan Almighty’. Evan began life as Jim Carrey’s rival newscaster in ‘Bruce Almighty’. And Russell Brand’s new movie, ‘Get Him to the Greek’, brings back rock star Aldous Snow from ‘Forgetting Sarah Marshall’. Cruise can next be seen on the big screen in ‘Knight and Day’ which releases at the end of June.

Freedom Fighters to be honoured on Goa’s Revolution Day A
HERALD FEATURES s it nears June 18, Goans everywhere get ready to celebrate Goa’s Revolution Day, a very important day in the history of Goa’s Liberation. Government-organised functions will be held in the main cities, among them the main being a tribute to the memory of freedom fighters at the Martyr’s Memorial at the Azad Maidan, Panjim. Here, fourteen freedom fighters will be honoured, eight posthumously. They are Pandurang Dadasaheb Rane from Assnora-Bicholim, Sitaram Bablo Humraskar from Mapusa, Krishna Laximan Kekar from Vasco, Damodar Tukaram Kambli from Panjim, Ragoba V Malik from Sinquelim and Chandrakant Bablo Parab from Betim. The eight to be honoured posthumously are Chandrakant Nilu Parrikar from Calangute, Govindaji Jaswantrao Desai from Tuem, Ganesh Gaonkar, Ragoba Babli Mainkar, Sukdo Dhakto Chari and Vishnu Zaiko Gaonkar from Honda-Sattari, Shivaji Pandurang Sawant from Panjim and George Francisco Andrade from St Inez. In other events, a vehicle rally will be flagged off from the house of Dr Juliano Menezes in Assolna. Dr Menezes was an important contributor to the Goan freedom movement and an accomplice to Dr Lohia. Parra will also witness a function organised by the All Goa Freedom Fighters Forum for Social Justice, at the Parra village panchayat. The story behind June 18 and its importance in the state goes as such. On this very date in 1946, Goa’s great freedom fighter, Ram Manohar Lohia gave a call to the people to resist oppressive Portuguese policies. This peaceful mass movement was a major event that was a pre-requisite to Goa’s Liberation on December 19, 1961. These official functions and cultural events should be listed on the itinerary of any an eager Goan.

Maradona hits out at Pele and Platini AFP PRETORIA, JUNE 16
Argentina coach Diego Maradona hit out at Brazilian legend Pele and UEFA president Michel Platini as the war of words between the former playing greats continued on Wednesday. Maradona was speaking to the press at the Loftus Versfeld stadium here on the eve of the South Americans' second World Cup Group B match against South Korea in Johannesburg on Thursday. But it was Pele and Platini rather than the likes of Park JiSung who seem to be concerning Maradona more. A couple of days ago Pele was quoted in the Brazilian press as suggesting that Argentina's appointment of Maradona was a mistake and that the former superstar only took the job because he needed the money.
"I'm not surprised, Pele should go back to the museum," was Maradona's retort before he also took a pop at former France star Platini, who a few months ago had insinuated that Maradona was a great player but not a great coach. "As for Platini, I'm not surprised because I always had a distant relationship with him, we would just say hi and goodbye. "But we know what the French are like and Platini is French, he believes he's better than the rest of us." Maradona was asked about the lack of goals and excitement in this World Cup and once again he turned on both Pele and Platini, as well as the official Jabulani ball. "Well personally I'm having a wonderful time, the World Cup is something amazing and I'm not worried about the fact that
there have been few goals," he said. "I'm sure we'll have goals, the players will see to that. Of course in the first matches you're more careful perhaps than you should be. "Teams study and analyse each other, that's why there are fewer goals. "Another issue is the ball, although I don't want to go into that because everyone is talking about it. "But it's important and it does play a part and I'd ask Pele and Platini to go and play with it and take a look at the ball and stop talking about me." Looking forward to Thursday's match, Maradona brushed aside the threat posed by the Koreans, despite their 2-0 win over Greece in their opener. "With all due respect, you dont have a (Lionel) Messi," he
said in response to a Korean journalist's question about who the Asian's equivalent player would be. "South Korea are based on a very strong collective block, they're very fast, they're an excellent team and should be respected, but we are going to win the match." Maradona did reveal, though, that he is worried about the physical challenge the Koreans may bring to the match, a slightly ironic concern for a coach whose first choice centre-back pairing are the muscular duo Walter Samuel and Nicolas Burdisso. "The referees have a lot to answer for if you want to see a match where the stars won't be hampered," said Maradona, who voiced similar concerns before the opening match against Nigeria. "If Korea do something to
Messi or (Carlos) Tevez they'll have to get a yellow card and the second time they'll be off. "We came here to see wonderful football and those who don't want to see that can go home. "We're here to see the likes of Messi and Kaka and that's great, we don't want the spectacle to be affected. "Referees have to be strict, they have to pull out the yellow card, we've got to be careful with this. "We don't want it to be too rough, you don't want to risk your life. You have to play a fair match, we don't want to break any legs."
Tevez eyes title
Maradona also revealed that he has left out veteran midfielder Juan Sebastien Veron in favour of Maxi Rodriguez for the match as he doesn't want Veron to aggravate a calf injury he is carrying.

AFP PRETORIA, JUNE 16
Carlos Tevez said on Tuesday that he and his Argentine teammates were solely interested in winning the World Cup, rather than just putting in a solid showing in South Africa. "A good World Cup for Argentina will be to win it - nothing else will do. If we get to the quarters, the last 16, or whatever - that will not do," said the Manchester City striker at a news conference in Pretoria. Tevez also said he was right behind coach Diego Maradona, a controversial choice to take the reins midway through an unconvincing qualifying campaign.
Dunga unimpressed AFP JOHANNESBURG, JUNE 16
Brazil coach Dunga said there was room for improvement after his side's 2-1 win over North Korea, but was pleased to take three points with the Ivory Coast and Portugal yet to come. Five-time World Cup winners Brazil opened their campaign in Group G with a workmanlike win over the Asian minnows at Ellis Park on Tuesday. Despite an attacking lineup boasting Kaka and Robinho, the South Americans had to work hard in the face of some dogged defending from the tireless North Koreans. After a resilient first half, the North Korean defence finally cracked as Maicon scored from the tightest of angles before Galatasaray's Elano made sure of victory with the second goal. "I believe the first match is always trying, there was a lot of nervousness and anxiety out there," said the 46-year-old Dunga, who won the 1994 World Cup with Brazil as captain. "We all want to score and not concede any goals. I am not entirely happy with the result, we weren't passing as quickly as I would have liked. But the spirit of these players is strong and they are willing to
learn." Dunga was not impressed that his side leaked a late goal as North Korea's Ji Yun Nam scored a consolation effort in the 89th minute. He also said both Germany and his side have produced the best performances of the tournament so far. "I think all the teams which are here have to be efficient and have to defend well, without it they won't have success," he said. "Germany played well in their first game, but we also played well in the second-half. "We did not put in good enough passes in the first half, but that changed after the break." Dunga said he was reluctant to give Kaka too much game time as he works his way back from injury and the attacking midfielder was brought off with 12 minutes left. "We anticiapted Kaka would come off, he wouldn't play the full 90 0minutes, he hasn't played a full game for five months," said Dunga. "We decided to take him off after the second goal, we wanted
to use (Barcelona's Dani) Alves for his longrange shooting." The best goal of the game was undoubtedly Maicon's 55th-minute effort which looked like a cross, but dipped around the near post at the last second on the tightest of angles to earn him the man-of-the-match award. Maicon dedicated the goal to his wife and admitted it was an emotional moment as he choked back tears.

Portugal to shed cautious Queiroz unhappy for approach for next games giving Drogba nod REUTERS PORT ELIZABETH, JUNE 16
Portugal coach Carlos Queiroz insists their goalless draw with Ivory Coast was no embarrassment but said his team could no longer be cautious if they were to reach the World Cup’s second round. Queiroz admitted his side refrained from going forward to avoid falling into a trap laid by the counter-attacking Elephants but said Portugal could not afford to hold back in their remaining games in the World Cup’s toughest group. “This result didn’t embarrass us. This is the hardest group and only two candidates will move forward,” he said of Group
G, which includes five-times champions Brazil, who eked-out a 2-1 win over a stubborn and determined North Korean team on Tuesday. “There was concern, there was nervousness, we normally attack more. We didn’t do that, we were cautious and balanced to prevent them from counterattacking.” Queiroz, who steered the 2006 World Cup semi-finalists through the qualifiers, had nothing negative to say about his team, which looked sluggish, nervous and always troubled by the Ivorians. Portugal travel to Cape Town on Monday to face North Korea, a defensively solid unit that ex-
cels in attacking breaks, whom Queiroz appeared to write off— a dangerous move given the reclusive state’s apparent determination to gain the respect of the outside world through its soccer. “It’s important we play intelligently. It’s now time for Portugal to play a team (North Korea) that’s not a candidate to move forward and our final game (against Brazil) is no time to defend,” he said. “Like all the teams, we must now put all our cards on the table. The players were nervous and anxious and that makes it more difficult. Our offence will be completely different in the next matches.”
But even with a tactical shift, firepower may be a problem for Portugal, especially given their reliance the world’s most exp e n s i v e p l a y e r, C r i s t i a n o Ronaldo, who failed to score in qualifying, despite his staggering displays for Real Madrid. He extended his worrisome Portugal goal drought on Tuesday with few flashes of his usual brilliance and was clearly vexed by tight marking and his own failure to create chances. Also a concern in the attack is the early departure from the squad of Nani through injury and the form of matchweary winger Simao Sabrosa and his talented replacement, Danny.

Portugal coach Carlos Queiroz questioned FIFA's decision to let Didier Drogba play for Ivory Coast on Tuesday wearing a cast on his broken arm while others are kept off the pitch for wearing string bracelets. Drogba, who fractured his forearm just before the tournament, appeared as a 66th minute substitute for the Elephants wearing a FIFA approved plastic cast in the 0-0 draw. But his appearance did not sit well with Queiroz, who hinted FIFA may have broken their own guidelines in allowing the Chelsea striker to play in Ivory Coast's Group G opener. "This was bit odd as far as we

are concerned because there are rules and regulations," Queiroz said. "For example sometimes players cannot play with a string bracelet or a plaster and all of a sudden a player has fractured his arm and he could put at risk the Portuguese players with such a situation. "The solution that was presented at the (FIFA) meeting wasn't perhaps one which we knew about so when it is said the referee's decision is final and then Drogba, an African football star, is to play I'd like to know if all the rules are the same for everybody. "So if you cannot play with a simple little string bracelet and somebody can play as Drogba
We haven't lost anything: Ronaldo AFP PORT ELIZABETH, JUNE 16
Cristiano Ronaldo said nothing was lost after Portugal were held to a drab goalless World Cup draw by Ivory Coast here on Tuesday. Ronaldo had one of the few real chances to break the deadlock in a cagey, nervy, opening Group G tie when he hit the woodwork with a long range shot in the 10th minute. Portugal survived a late scare when substitute Didier Drogba, controversially playing with a protective cast over his broken arm, failed to polish off an injury time attack. Ronaldo, who picked up a yellow card and the man of the match award, reflected: "We haven't lost anything by this draw. This has happened to other teams like England (who drew 1-1 with the United States in their opening game). "I would have far preferred to come away with three points than the man of the match award but we have to continue fighting. "We now have to play North Korea, (followed by Group G favourites Brazil), we still have every chance of making it into the next round." Ronaldo picked up a booking after a tackle by Guy Demel, who also went into referee Jorge

About 110,000 foreign visitors came to South Africa for the opening days of the World Cup, organisers said Wednesday, with a similar number of South Africans also returning from overseas. Foreign arrivals were up by about one third compared to the first part of June last year, with the increase believed to be largely World Cup fans, said Rich Mkhondo, spokesman for the local organising committee. A total of 456,000 foreigners visited the country from June 113, up from about 345,000 during the same period last year, Mkhondo told a press conference.

did that is perhaps a bit unusual." A FIFA representative had earlier said the striker would be allowed to wear a protective cast on his right arm if he played, after it was inspected and approved by the match referee and the Portuguese delegation. "It is not up to Portugal to decide if Drogba should play or not, it depends on FIFA and in the delegate meeting that was held the FIFA delegates decided the referee's decision would be final," shrugged Queiroz. Despite Queiroz's comments, Drogba is not the first player to appear in a World Cup finals wearing such a protective cast.

The controversial vuvuzela plastic horns are selling fast across Britain, helping to boost sales of World Cup-related goods at supermarket chain Sainsbury, the group announced on Wednesday. Sainsbury said in a trading update that overall group sales slowed in the first quarter of its financial year -- but added that World Cup merchandise was performing particularly well. "Our World Cup range is selling well and our vuvuzela horns are a 'must have' item for football fans," Chief Executive Justin King said in a trading update. So far, the retailer has sold more than 40,000 Englandbranded vuvuzelas, according to a spokeswoman. The plastic horns cost two pounds (2.4 euros, 2.9 dollars) each.

Portugal coach Carlos Queiroz believed a draw was a fair outcome. "Now we still have six points to play for. Our next game is against a team (North korea) that are not candidates to go forward, so we'll see what comes out of that. "After the second batch of matches will be the time too put our cards on the table, our last game will not be a time to defend." He then had a word of praise for his side's skipper. "Ronaldo today was fantastic as a captain, he set a great example. He made a great contribution, all great players have to defend and attack like he did today." Drogba, who came on as a second half substitute a mere ten days after undergoing surgery for a broken arm, was more than satisfied with leaving Port Elizabeth with a share of the spoils. "Yes I'm very happy, especially when we took a point from a dangeorus team like Portugal. We showed that we could put together some excellent moves," he said.
North Korea earn moral victory REUTERS JOHANNESBURG, JUNE 16
North Korea did not get the win over Brazil they were confidently predicting before their Group G opener but they earned a moral victory by scoring against the fivetimes world champions on Tuesday. The North could hardly have asked for a tougher game to mark their return to the World Cup after 44 years, but their superbly organized defense thwarted Brazil time and time again before being breached twice in second half. North Korea’s official KCNA news agency said coach Kim Jong-hun’s side had matched the South Americans all the way in the 2-1 defeat at Ellis Park in Johannesburg. “From the outset of the match the two teams fought a seesaw battle,” the KCNA reported. “The DPRK footballers created good shooting chances, not losing their confidence even after losing two goals.” Trailing 2-0 following goals from Maicon and Elano, North Korea suddenly stole the momentum and their pressure paid off in the dying minutes. “At about the 88th minute of the match Jong Tae-se headed the ball before passing it to Ji Yun-nam who powerfully kicked it into the rival’s goalmouth, scoring a goal,” the KCNA said. With Portugal and Ivory Coast drawing 0-0 in the other group game, North Korea sit at the bottom of the table but coach Kim Jong-hun said his side had learned a lot from the defeat to Brazil. “Although we didn’t win we gained a lot of experience and we will have a lot more confidence going into the other two group games,” he told a news conference. “We have five days to prepare for our next match (against Portugal), we’ll review our tactics and decide whether we need to be a bit more attacking or a bit more defensive.” North Korea round out their group campaign against Ivory Coast on June 25.

Troubled France face upbeat Mexico AFP JOHANNESBURG, JUNE 16
Troubled France tackle Mexico in a crucial Group A Polokwane showdown on Thursday desperate for a win that would raise morale and open the doors to the last 16. Les Bleus (The Blues) have reached two of the last three finals, crushing Brazil 3-0 in the 1998 Paris climax with Zinedine Zidane scoring twice and losing a penalty shootout to Italy in Berlin four years ago. But the French looked anything but potential finalists in Cape Town last Friday as they ground out a goalless draw with 10-man Uruguay in a group completed by hosts South Africa. It has placed coach Raymond Domenech in a position he knows only too well -under public and media pressure -- and even the weather has not been kind to the man who will be replaced by former star Laurent Blanc after the World Cup. A win over Mexico and they would have one foot in the second round ahead of their final mini-league fixture against South Africa on June 22 in the
central city of Bloemfontein. But a loss could prove catastrophic as it would probably leave the 2000 European champions needing maximum points against the hosts in probably the most intimidating South African cauldron to have any hope of survival. Mexico midfielder Andres Guardado, whose deep cross created the equaliser in a 1-1 draw against South Africa at Soccer City five days ago, believes the Central Americans can be the "revelations" of the tournament. "There are always lots of surprises in football and though no one probably gives us a chance of getting through to the next round or the quarter-finals, we remain confident." Although criticising the underachieving French has become popular, left-side midfielder Guardado from Spanish club Deportivo la Coruna is having none of it. "How can you underestimate a team that boasts footballers like (Yoann) Gourcuff, (Franck) Ribery and (William) Gallas and reached two of the last three World Cup finals?
Two minutes before close, midfielder Alvaro Pereira rounded off the score for Uruguay in injury time (90+ 5). Man-of-the match Forlan played a delightful ball out wide to Saurez who crossed for Pereira to nod home from a couple of yards.

The Group H success ended a 13-game winless run spanning four tournaments for the Chilean 'Reds' since defeating Yugoslavia on June 16 1962 to finish third as hosts. Switzerland are the next opponents for a team coached by Marcelo Bielsa, who is desperate to make the second round from a group including title favourites Spain after failing to do so with his native Argentina eight years ago. "I think we deserved to win though we should have scored more goals," said Bielsa, who guided Argentina to the 2004 Olympic title. Bielsa noted the Hondurans had suffered a blow on the eve of the game when striker Julio Cesar de Leon had to pull out of the event through injury. "That robbed them of some of their effectiveness," he told reporters.

Nigeria, Greece battle to avoid exit Nigeria and Greece go into their match on Thursday knowing that defeat in Bloemfontein will almost certainly spell the end of their World Cup dreams after damaging opening defeats. The Super Eagles went down 1-0 to Argentina in their Group B clash on Saturday with Greece crashing 2-0 to South Korea the same day, leaving both in desperate need of points to keep their tournament hopes alive. Coach Lars Lagerback remains upbeat about Nigeria's chances despite a miserable run.
"I know that my Super Eagles players will handle this situation very well so from my point of view I am very positive going into the next game. It doesn't matter if Greece had lost or won," he said. Greece shocked the football world by winning Euro 2004 but came crashing down after that triumph, failing to qualify for the 2006 World Cup in Germany. Now, gracing the World Cup stage for only the second time in their history, they are anxious to avoid a repeat of 1994 when they suffered three defeats in the United States without scoring a single goal.

Switzerland’s midfielder Gelson Fernandes runs to celebrate after scoring against Spain during their Group H first round match at Moses Mabhida stadium in Durban, on Wednesday. AFP DURBAN, JUNE 16
World Cup favourites Spain crashed to a shock 1-0 defeat to unfancied Switzerland in their opening game of the tournament here on Wednesday. A rock solid defence and a tremendous goalkeeping effort from Diego Benaglio saw the Swiss take the lead in the 51st minute through Gelson Fernandes and sustain wave after wave of pressure to hold on for the win in the Group H clash. The victory was Switzerland's
first-ever over Spain in 19 games dating back 85 years. Fernandes' scrambled goal was exactly the type pundits said the Swiss might score against a Spanish team whose slick passing game failed to convert territory and overwhelming possessional advantage into anything concrete. A long, straight goalkick was picked up by striker Eren Derdiyok, whose path was blocked by an onrushing Iker Casillas. In the melee, the ball squirted into the path of defender Gerard Pique who fell as he twisted try-
ing to clear the ball, and the Cape Verde-born Fernandes was left with the easiest of tap-ins. Derdiyok could have made it two for the Swiss but saw his prod with the outside of his foot rebound off the post in the 74th minute. Spain will be left kicking themselves after dominating much of open play, while Vicente Del Bosque's selection policy will be questioned after the positive impact of strikers Jesus Navas and Fernando Torres off the bench. But the Spanish did have their chances.
to see what they might be. Three of the other seven midfielders in the squad -- Gilberto Silva, Felipe Melo, and Josue -are workhorses whose job is to break up opposing moves and get rid of the ball as quickly as possible. Ramires, Elano and Kleberson are more comfortable on the ball but none can be expected to take on any sort of playmaking role. Perhaps the only real clue is the Copa America final against Argentina where Julio Baptista played behind the two strikers, although on that occasion Brazil were helped by opponents who came at them and left space for a counterattack. If their other World Cup opponents follow North Korea's example and pack their defence, then Brazil are going to keep struggling. Kaka's battle for form and fitness stretches back several seasons. In his last season with AC Milan he was hampered by niggling injuries and the move to the Bernabeu cauldron has done nothing to help him regain confidence. No sign of revival from Kaka REUTERS JOHANNESBURG, JUNE 16
Brazil have gambled on Kaka to stage a revival in South Africa but his stuttering performance against North Korea suggested that they might have put their apples in the wrong basket. Still short of match fitness after an injury-plagued season with Real Madrid, Kaka was a shadow of the player who was voted the best in the world by FIFA in 2007. He dallied over his shots, sprayed passes in all the wrong directions and failed to shake off his tenacious North Korean opponents, leaving the midfield devoid of creativity and forcing Robinho and Luis Fabiano to drop back and look for the ball. Worryingly for Brazil, coach Dunga has no real alternative for midfield inspiration, having declined to bring either Ronaldinho or Santos playmaker Paulo Henrique Ganso to South Africa. Dunga was at pains to point out in an interview after announcing his squad that Brazil had won the Copa America in 2007 without Kaka, who said he was too tired to take part in the tournament in Venezuela. However, on that occasion they had Diego, a player capable of keeping the strikers well supplied, in the squad. Dunga has said that no single player would be expected to play a similar role to Kaka if his number 10 was unavailable. He said he had a number of alternatives up his sleeve, but, looking at his squad, it is difficult
Rooney sees nothing to fear for England AFP RUSTENBURG, JUNE 16
Wayne Rooney has put the boot into England's World Cup critics and insisted he has seen nothing in South Africa that Fabio Capello's squad need fear. "At the minute I've not seen anyone we should be afraid of," Rooney told reporters at England's training camp on Wednesday. "To be honest all the games I've watched so far have not been that exciting. I hope they get more exciting." Rooney did concede that he had been impressed by Germany's 4-0 demolition of Australia but he was scathing about Franz Beckenbauer's dismissal of England's performance in a 1-1 draw with the United States

as a step back to the dark ages of "kick and rush" football. "That is his opinion and he is entitled to it," Rooney said. "But we don't listen to what he has to say. We certainly don't play kick and rush and we don't take any notice of his comments." Rooney also rejected suggestions emanating from the American camp that England had been paralysed by fear in their opening match. "What did they have? Two or three shots on goal from distance and one good chance? I don't think there was any fear for them. We didn't get the win but we took the game to them and certainly didn't play with fear. "We started the game really well and overall I think we deserved to win. Unfortunately we didn't but now we look forward to the second game on Friday (against Algeria) and I'm sure we will take three points. just-finished season, most of them in matches in which he was deployed as a lone striker with two wingers operating on the flanks. Against the United States, Rooney was partnered with Emile Heskey and, as his frustration grew during the match, was seen foraging deeper and deeper in search of possession. Inevitably, there has been speculation that Rooney would prefer to be played in the role in which he has just enjoyed his best season at club level, but he would not be drawn on the issue. "I thought Emile and I caused problems to the US defence. We created chances for the team and that was important. If we're picked again I'm sure we will cause problems for the Algeria defence," he said. Having failed to find the net in Germany four years ago, where he was less than fully fit following an accelerated rehabilitation from a broken metatarsal bone, Rooney is still waiting for his first World Cup goal.
But he denied feeling any pressure to break his duck on football's biggest stage. "Not at all," he said. "We've got players in the team who can score goals. For us to do well, I need to play better than I did and to score goals. "But I don't feel under extra pressure. If we win the next two games I'll be happy. I'm not worried. If I don't score in the next game I'll just keep working until I do." Rooney's preparation for this tournament was hampered by the after effects of an injury he suffered in a match against Bayern Munich which resulted in Manchester United going out of the Champions League. He now claims to be back in the kind of shape he was in during a mid-season purple patch with the only problem he has encountered in South Africa getting used to the new balls being used in the tournament. "We're getting used to the ball, finally," he said. "It's a nightmare for goalkeepers, but it's an advantage for forwards to get the shots off."
tion was that his performance was acceptable, given the circumstances. ''I think it was good for an opening match,'' he told reporters after the match. ''I didn't really know what sort
of condition I would be in.” ''I hadn't played for a long time, I've been through a lot and so I'm very happy. Of course, there's a lot of room for improvement, but it was OK. I hope that in the next match I can play for longer and in better conditions.'' The mystery remains as to why Dunga has handed a key role to a player who openly admits he is struggling for rhythm.
