66 killed, Delhi building collapse fuels blame game PTI NEW DELHI, NOV 16
The collapse of a four-storey building in a congested locality in East Delhi in which 66 people were killed fuelled a blame game today between the Delhi Government and the MCD on what led to the worst such disaster in recent times here. A case of culpable homicide not amounting to murder has been registered against the owner of the building Amrit Singh, who is absconding and has not been traced yet, police said.

In a scathing criticism of former Telecom Minister A Raja for favouring industrial houses including Anil Ambani group, government auditor CAG today said he allotted spectrum ignoring the Prime Minister’s advice andcaused a loss of Rs 1.76 lakh crore. Among the other industrial houses that benefited from Raja’s 2G spectrum policy were Unitech, Datacom (now Videocon), S-Tel, Swan and Loop Telecom, who were given licences in January 2008. CAG said that the entire process of allocation of Unified Access Service licences “lacked transparency” and was undertaken in an “arbitrary, unfair and inequitable manner”, in the process “flouting every canon of financial propriety, rules and procedures.”

On the issue of spectrum allocation to existing operators beyond the contracted quantity of 6.2 Mhz, CAG has found Sunil Mittal-led Bharti to be the biggest beneficiary, among private players, with 32.4 Mhz in 13 circles, followed by Vodafone-Essar with 19.6 Mhz.

About 401 passengers including 134 crew on board the Mumbai-Goa-Mumbai cruise liner MV Ocean Life had a lucky escape after the vessel developed a crack in the sea on its return from a maiden voyage in the wee hours of Tuesday. What began as a dream cruise ended up in a nightmare when water began to enter into the hull and the vessel tilted by the time rescue teams could reach the distressed ship. According to sources in Mormugao Port, timely action by the MPT, Navy and Coast Guard averted a major tragedy and the ship along with its passengers returned safely to the Mormugao Port in the wee hours of Tuesday. The MV Ocean Life had arrived from Mumbai on its maiden voyage on Monday at about 1.20 pm, as part of its regular ‘Mumbai-Goa-Mumbai’ service. “During its return journey from Goa to Mumbai on Monday evening, the vessel had to return to the Mormugao Port in the wee hours of Tuesday from the 17 nautical miles in the deep

The DoT also did not do the requisite due diligence in the examination of the applications submitted for the licences, leading to the grant of 85 out of 122 licences to the “ineligible applicants” as all these firms did not have stipulated paid-up capital at the time of application.
